  • MIL-OSI Economics: RBI imposes monetary penalty on The Aska Central Co-operative Bank Ltd., Aska, Odisha

    The Reserve Bank of India (RBI) has, by an order dated May 20, 2025, imposed a monetary penalty of ₹10,000/- (Rupees Ten Thousand only) on The Aska Central Co-operative Bank Ltd., Aska, Odisha (the bank) for non-compliance with certain directions issued by RBI on ‘Membership of Credit Information Companies (CICs) by Co-operative Banks’. This penalty has been imposed in exercise of powers conferred on RBI under the provisions of Section 25(1)(iii) read with Section 23(4) of the Credit Information Companies (Regulation) Act, 2005.

    The statutory inspection of the bank was conducted by the National Bank for Agriculture and Rural Development (NABARD) with reference to its financial position as on March 31, 2024. Based on supervisory findings of non-compliance with RBI directions and related correspondence in that regard, a notice was issued to the bank advising it to show cause as to why penalty should not be imposed on it for its failure to comply with the said directions. After considering the bank’s reply to the notice and oral submissions made during the personal hearing, RBI found, inter alia, that the following charge against the bank was sustained, warranting imposition of monetary penalty:

    The bank had failed to furnish credit information of its customers to any of the Credit Information Companies.

    This action is based on deficiencies in regulatory compliance and is not intended to pronounce upon the validity of any transaction or agreement entered into by the bank with its customers. Further, imposition of this monetary penalty is without prejudice to any other action that may be initiated by RBI against the bank.

    Climate inaction will cost Scottish households and the economy unless big polluters are made to pay, says Scottish Greens Co-Leader Lorna Slater MSP at First Minister’s Questions.

    Research by Global Witness has revealed that the costs of climate breakdown in the UK amount to an estimated £3,000 per household over the course of 2025.

    The cost of wildfires, flooding, crop losses, and more, means higher bills for households, such as insurance and everyday essentials, warns Tax Justice UK.

    Scottish Greens have long called for a windfall tax on the fossil fuel sector to pay for a Just Transition for North East workers, and to fund urgent climate action.

    In the Holyrood chamber, Ms Slater asked the First Minister:

    “Your Government has spent the last year ripping up policies designed to tackle the climate emergency. And I know the First Minister knows that delaying action on climate, actually costs a lot more in the long run.

    “Analysis from Global Witness shows that climate damage is already costing Scottish households £3,000 every year, on average, while multinational fossil fuel giants are still raking in billions of pounds of profit.

    “Unless polluters pay, communities will be worse off and the super rich will keep getting richer.

    “So that we can invest more now, not only to save money later, but to create green jobs and opportunities that we know will benefit Scotland, will the First Minister support policies to tax polluters?”

    Responding to Ms Slater, the First Minister did not set out any clear examples of climate action or attempts to make polluters pay his government would take.

In his speech, Andrey Surovenkov considered the advantages and risks of using artificial intelligence in the development of course projects in the discipline “Architectural Design”.

    “New tools are increasingly coming into architectural design, greatly accelerating and simplifying the work of an architect. But they come to education much later – only after they have become firmly established in business. For example, the computer-aided design system (CAD) came to the university only in the 2002/2003 academic year, when it was already fully used in real design. On the one hand, this is logical, since students begin to use only those design tools that have received recognition from business and have been tested in practice. On the other hand, without an understanding of how to work with new tools needed by a modern specialist, competencies are not fully acquired. At the same time, students are quite actively mastering new technologies and are already beginning to use AI when creating course projects. It is difficult to prohibit this, and it is also unnecessary. Therefore, it is better to identify possible areas of application of AI in course design and the boundaries within which this technology can be used in a dialogue with students, so as not to harm the acquisition of other important competencies. At the same time, it is already important for teachers to understand the principles of neural networks: what they are most often used for, and how it is possible to distinguish a picture drawn by a neural network from a picture made by a specialist,” explained Andrey Surovenkov.

    Andrey Viktorovich prepared his report with a team of students and identified a fairly large number of neural networks that are already successfully used in developing ideas and refining three-dimensional images. Seven neural networks were selected that were tested by students during design or received positive feedback in professional communities. The main options for using these neural networks in developing course projects were also identified: editing and improving three-dimensional images, selecting materials, searching for possible ideas during design.

    “This technology can facilitate and speed up the design process. Especially since it is developing very quickly. Currently, the neural network “operator” has to form the correct request to get a more or less suitable solution, but in two or three years, neural networks will learn to fully communicate with a person, understanding what he wants to get. However, as futurologists wrote, AI will free people from routine, giving them time for creativity. It seems that it is the creativity of the neural network that they are trying to take away from us. Therefore, the main danger for students is to become not a full-fledged specialist, but simply an operator of the neural network. To prevent this from happening, it is important to learn to design independently,” Andrey Surovenkov summed up.

    BEIJING, May 22 (Xinhua) — China and Russia have declared 2024-2025 as the Years of Culture. Diverse humanitarian exchanges between the two countries have become an important bridge for deepening bilateral relations and strengthening friendship between the peoples of both countries. The growing flow of tourists from Russia to China has become a bright stroke in the picture of humanitarian interaction between the two countries.

    As reported by the newspaper “Kitayskaya Kultura”, at a recent presentation of tourism resources in the Beidaihe district of Qinhuangdao City (Hebei Province, Northern China), a representative of the Russian side noted that the golden beaches and warm sun of this region are very popular with Russian tourists, expressing hope for even closer cooperation in the future.

    By the end of 2024, Beidaihe’s foreign tourist flow was 30.9 thousand people-times, of which 24.5 thousand people-times were Russian citizens. Since the beginning of 2025, friendly artistic competitions and other events aimed at attracting even more Russian tourists have been held here.

    The growing tourist flow is stimulating the modernization of services. “In April, we received 36 groups of 258 Russian tourists, and in May we expect 19 groups of 184 people,” said Li Fan, head of the international department of Tianma International Travel Service in Zhangjiajie, Hunan Province, Central China.     Mr. Speaker, I rise today to urge my colleagues to support our One Big, Beautiful Bill.

    First, let me outline what this bill doesn’t do. It doesn’t take away Medicare, Medicaid or Social Security from Americans who need it. And it doesn’t give lavish tax breaks to millionaires and billionaires.

    Here’s what it does do. It ends benefits for illegal immigrants. Instead of giving Medicaid to able-bodied adults, it prioritizes the benefit for children, seniors and low-income Americans. It provides a tax credit for seniors, exceeding President Trump’s plan to end taxes on Social Security. It provides funding for more border security to keep our country safe.

    And perhaps more importantly, it extends the pro-family, pro-growth policies from the Tax Cuts and Jobs Act that even the New York Times and Washington Post admitted gave tax cuts to middle class Americans.

    And how do we know this will work? Because we saw TCJA boost wages, job growth and tax revenue, despite the CBO’s biased and inaccurate scoring in 2017.

    Mr. Speaker, I urge our colleagues to vote in favor of One Big, Beautiful Bill.

  • MIL-OSI USA: SBA Offers Disaster Relief to Maryland Small Businesses and Private Nonprofits Affected by March Drought

    ATLANTA – The U.S. Small Business Administration (SBA) announced the availability of low interest federal disaster loans to small businesses and private nonprofit (PNP) organizations in Maryland who sustained economic losses caused by drought beginning Mar. 4.

    The disaster declaration covers the counties of Anne Arundel, Baltimore County, Carroll, Frederick, Howard and Montgomery, and Prince George in Maryland and District of Columbia, Adam and York in Pennsylvania as well as Arlington, Fairfax and Loudoun in Virginia.  

    Under this declaration, the SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible small businesses, small agricultural cooperatives, nurseries, and PNPs with financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises. Nurseries are eligible to apply for economic injury disaster loans for losses caused by drought conditions.

    EIDLs are available for working capital needs caused by the disaster and are available even if the small business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    “Through a declaration by the U.S. Secretary of Agriculture, SBA provides critical financial assistance to help communities recover,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “We’re pleased to offer loans to small businesses and private nonprofits impacted by these disasters.”  

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.62% for PNPs, with terms up to 30 years. Interest does not accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

    Canberra will host two international cricket matches this summer.

    In the much-anticipated summer of cricket, featuring the next edition of the Ashes against England, 26 international matches will be played in 11 cities across Australia.

    For the first time in 17 years, there will be matches in every state and territory capital.

    The international season kicks off in August 2025 with a men’s ODI and T20I series against South Africa and concludes eight months later in March 2026 with a women’s test match against India.

    Australia to face India in Canberra

    Both the Australian men’s and women’s teams will take on India at Manuka Oval.

    The Men’s T20I Series v India match will be played on Wednesday, 29 October 2025.

    The men’s blockbuster white ball series will include the first five-match T20I series between the cricket heavyweights.

  • MIL-Evening Report: Punitive criminal libel charge against Samoan journalist draws flurry of criticism

    A punitive defamation charge filed against one of Samoa’s most experienced and trusted journalists last week has sparked a flurry of criticism over abuse of power and misuse of a law that has long been heavily criticised as outdated.

    Talamua Online senior journalist Lagi Keresoma, who is also president of the Journalists Association of Samoa (JAWS), was charged with one count of defamation under Section 117A of Samoa’s Crimes Act 2013 on May 18.

    She was elected in 2021 as the first woman to hold the presidency.

    The charge followed an article she had published more than two weeks earlier on May 1 alleging that a former police officer had appealed to Samoa’s Head of State to have charges against him withdrawn.

    The accused was charged with “allegedly forging the signature of the complainant as guarantor to secure a $200,000 loan from the Samoa National Provident Fund”. He denies the allegation.

    It was reported that the complainant was another senior police officer.

    Police Commissioner Auapaau Logoitino Filipo reportedly said the officer had filed a complaint over the May 1 article, claiming its contents were false and amounted to defamation.

    Criminal libel removed, then restored
    The criminal libel law was removed by the Samoan government in 2013, but was revived four years later in 2017. It was claimed at the time that it was needed to deal with issues triggered by social media.

    JAWS immediately defended their president, saying it stood in “full solidarity” with Keresoma and calling for an immediate repeal of the law.

    The association said the provision was a “troubling development for press freedom in Samoa” and added that it “should not be used to silence journalists and discourage investigative reporting”.

    “It is deeply concerning that a journalist of Lagi Keresoma’s integrity and professionalism is being prosecuted under a law that has long been criticised for its negative effect on press freedom,” said the association.

    Keresoma told Talamua Online she had been summoned twice to the police station and the police suggested that she apologise publicly and to the complainant and the complaint would be withdrawn.

    However, she said: “To apologise is an admission that the story is wrong, so after speaking to my lawyer and my editor, it was decided to have the police file their charges, but no apology from my end.”

    Her lawyer also contacted the police investigating officer informing that her client was not making a statement but to prepare the charges against her.

    Keresoma was summoned to the police headquarters on Saturday and Sunday and the charges were only finalised on Monday morning before she was released.

    She is due to appear in court next month.

    Lagipoiva Cherelle Jackson, the JAWS gender spokesperson with the International Federation of Journalists (IFJ), said in a statement Keresoma was a veteran Samoan journalist with “decades of service” to the public and media.

    ‘Outdated and controversial provision’
    “Her arrest under this outdated and controversial provision raises serious concerns about the misuse of legal tools to silence independent journalism. The action appears heavy-handed and disproportionate, and risks being perceived as an abuse of power to suppress public scrutiny and dissent,” Lagipoiva said.

    “The United Nations Human Rights Committee and UN Special Rapporteurs, particularly the UN Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression, have repeatedly called for defamation to be treated as a civil matter, not a criminal one.

    “The continued application of criminal defamation in Samoa contradicts international standards and poses a chilling threat to press freedom, particularly for women journalists who already face systemic risks and intimidation.”

    Pacific Media Watch notes: “This is a disturbing development in Pacific media freedom trends. Clearly it is a clumsy attempt to intimidate and silence in-depth investigation and reporting on Pacific governance.

    “For years, Samoa has been a beacon for media freedom in the region, but it has fared badly in the latest World Press Freedom Index and this incident involving alleged criminal libel, a crime that should have been struck from the statutes years ago, is not going to help Samoa’s standing.

    “Journalism is not a crime.”

    Quadruples Deduction Cap for Long Island Families

    Washington, D.C. — Rep. Nick LaLota (NY-01) announced a significant win for Long Island taxpayers following successful negotiations to quadruple the cap on the State and Local Tax (SALT) deduction. The change, included in the House-passed version of the One Big Beautiful Bill, now heads to the Senate and awaits the President’s signature. If enacted, the measure would provide long-overdue relief—saving many Suffolk County families as much as $8,000 on their 2026 federal tax returns.

    The deal raises the SALT deduction cap to $40,000 for households earning under $500,000, with both thresholds indexed to grow by about 1% annually—reaching roughly $44,000 and $552,000 by year ten. A household earning $333,000 and paying $20,000 in property taxes would now be fully covered under the new cap. The provision is valued at $344 billion over ten years.

    LaLota secured the breakthrough after resisting heavy internal party pressure and rejecting a weaker proposal that would have capped deductions at $30,000 for households earning under $400,000—with no indexing and a reset to $10,000 after a decade. That rejected proposal, worth $225 billion, might have covered a household earning $250,000 with $15,000 in property taxes—but it would have fallen far short for many Long Islanders.

    “This was a years-long battle, and I’m proud my colleagues finally came around to a plan that fixes the unfair $10,000 cap from 2017,” said LaLota. “Raising it to $40,000 means 92% of the families I represent will finally be made whole. For too long, Suffolk County’s middle class has been punished by double taxation. That ends now.”

    According to the Tax Foundation, median property taxes in Nassau and Suffolk Counties far exceed $10,000, meaning most homeowners have long been penalized under the current $10,000 cap. Only 16.3% of NY-01 taxpayers currently claim a SALT deduction—evidence of just how narrow and inequitable the benefit has been.

    “Securing this deal took months of pressure, standing firm, and refusing to settle,” LaLota added. “I meant what I said: No SALT, no deal—for real. That wasn’t a slogan—it was a promise to Suffolk County families. And today, we delivered.”

    LaLota also highlighted his consistent opposition to tax packages that failed to fix the SALT deduction.

    “In 2021 and 2022, Democrats controlled Washington and broke their promise to fix SALT. In 2024, when the Smith/Wyden tax plan ignored it again, I voted no. And when a $30,000 cap was floated, I pushed back. That wasn’t a compromise—it was an insult.”

    LaLota credited Speaker Mike Johnson and Chairwoman Elise Stefanik for working with him to deliver meaningful reform.

    “This is a major win for Long Island—but we’re not done yet. I’ll keep fighting until this provision is signed into law and middle-class families get the relief they deserve. I didn’t come to Washington to play politics—I came to fight for Suffolk County. And I’m just getting started.”

    New York currently holds the unenviable position of having the highest effective tax burden in the nation, a direct consequence of the ballooning state budget under single-party Democratic rule since 2018. The current New York State budget, growing at a rate double that of inflation, surpasses Florida’s despite New York’s smaller population. The repercussions are stark: New York leads the country in residents relocating to more economically-prudent states like Florida, North Carolina, and South Carolina.

    This fiscal mismanagement by New York Democrats has resulted in an excessive dependence on the federal State and Local Tax (SALT) deduction. This deduction permits taxpayers to offset their federal taxable income with the amount paid in state and local taxes. However, the 2017 tax reform, spearheaded by President Trump, capped these deductions at $10,000, intensifying the tax burden for New Yorkers. This cap underscores the urgent need for fiscal reform in the state to alleviate the pressures on its taxpayers.

    In 2022, despite their initial pledge of “No SALT, no deal,” House Democrats did not follow through before the final vote on the Inflation Reduction Act. Throughout 2021 and 2022, Democrats controlled both chambers of Congress as well as the White House. Nevertheless, they did not address the $10,000 cap on the State and Local Tax (SALT) deduction, missing a crucial opportunity to fulfill their promises to alleviate the tax burdens on their constituents. This inaction occurred even as they held the legislative power to potentially make significant changes to the policy.

    Since being sworn into office in January 2023, LaLota has been explicitly clear on his support for restoring the SALT deduction. LaLota joined the bipartisan SALT Caucus and, in March 2023, introduced the SALT Fairness and Deficit Reduction Act to effectively bring the deduction to pre-2017 levels for the overwhelming majority of taxpayers while at the same time reducing the federal deficit by raising and extending the SALT deduction cap to $60,000 for single filers and $120,000 for joint filers beginning in 2023 and lasting until December 31, 2032.

    In January 2024, LaLota voted against the Wyden-Smith tax bill because it failed to include an increase on the cap to the State and Local Tax (SALT) deduction. In February 2024, LaLota introduced the SALT Marriage Penalty Elimination Act to the floor of the House. Unfortunately, 18 Republicans, together with every single House Democrat, blocked further consideration, debate, and a final vote on the measure. The SALT Marriage Penalty Elimination Act would remove the marriage penalty and raise the SALT deduction cap to $20,000 for joint filers and cap adjusted gross income at $500,000.

    In January 2025, LaLota met with President Donald Trump at Mar-A-Lago to address critical issues impacting Long Island, including the SALT cap, and continue the conversation on available options for a reconciliation tax package. During that meeting, President Trump renewed his campaign pledge to ‘fix’ the SALT cap and support LaLota’s constituents who suffer under the nation’s most burdensome state and local taxes, a direct result from ineffective and incompetent Democratic governance in New York.

    Cllr De Kort represents Harpenden East ward and has been a Councillor since 2021. He has previously held several key committee positions including Vice Chair of Resources and Chair of Audit.

    He said after the meeting confirmed his appointment:

    I am delighted to have been voted Leader again by my fellow Councillors. 

    During the coming year, we will continue our work on behalf of our residents to make St Albans District an even better place to live and work.

    Over the past 12 months, we have completed the construction of Jubilee Square, a landmark development in a sustainable location in the heart of the City. It has provided 30 new social rent homes for people on our housing register and it will also considerably increase footfall in the centre once the commercial space is occupied.

    In the year ahead, we are on track to get our Local Plan adopted, a blueprint for the sustainable growth of St Albans District over the next 16 years.

    This will allow for 15,000 much-needed new homes as well as £750 million of new infrastructure including new schools, better public transport, locations for 15,000 jobs, green spaces and health facilities.

    We will also remain committed to tackling the climate emergency, promoting inclusive communities and ensuring that our leisure facilities remain at a very high level. We have achieved all this despite the challenging financial climate.

    The Council meeting also agreed to the appointment of six other Lead Councillors who will each have a wide range of responsibilities. They are:

    Councillor Helen Campbell: Deputy Leader, Chair of the Public Realm Committee and Lead for car parking, parks and leisure.

    Councillor Terrie Smith: Vice-Chair of the Public Realm Committee and Lead for heritage, waste and recycling.

    Councillor Simon Johns: Chair of the Housing and Inclusion Committee and Lead for housing services and homelessness.

    Councillor Sarwar Shamsher: Vice-Chair of the Housing and Inclusion Committee and Lead for equality, inclusion and community safety.

    Councillor Giles Fry: Vice-Chair of the Strategy and Resources Committee and Lead for resources.

  • MIL-OSI United Kingdom: Council commits to learning and moving forward following Armada Way Independent Learning Review

    Plymouth City Council has today published the findings of an independent learning review into the events surrounding the felling of trees on Armada Way in March 2023 — and has committed to a comprehensive action plan to improve how it delivers major projects and engages with residents. 

    Commissioned by the current administration and led by a panel of independent experts through SOLACE, the review explored how decisions were made, how the project was managed, and how the Council communicated with the public. The panel reviewed extensive documentation, court evidence, and conducted interviews with staff, partners, and residents. 

    The report offers valuable insights into areas where the Council’s approach did not meet the standards expected — particularly in governance, project management, engagement, and staff wellbeing. It highlights opportunities that were missed and processes that did not function as effectively as they should have. 

    In response, the Council has reflected and acknowledged that there were weaknesses in the approach to bringing forward the project, many of which had underlying causes. As a result, a detailed action plan has been published outlining how the Council will address the findings and ensure that lessons are fully embraced. This includes strengthening decision-making processes, improving consultation and communication, and introducing a new corporate approach to project management. 

    Chief Executive Tracey Lee said: “I want to thank David Williams and the panel for their thorough and thoughtful work. We are grateful for the insights the review has provided — even where they are difficult to hear. It’s clear that in some key areas, we came up short of where we needed to be. And for that, we are sorry.  

    “Every single day, this Council delivers outstanding work. From supporting vulnerable families to delivering major infrastructure, we are making a real difference to people’s lives. The issues highlighted in this report are not reflective of the vast majority of what we do. But they do show us where we need to improve.  

    “We are committed to being a learning organisation — one that reflects honestly, adapts, and grows from experience. That’s not just important for us as a Council — it’s vital for the people we serve. When we learn, we improve. And when we improve, we deliver better outcomes for our communities. 

    “But, let me be clear — Plymouth City Council is not anti-tree. In fact, since November, thanks in part to a huge new partnership effort, there are over 35,000 new trees growing and establishing across the city. This has resulted in us being recognised by the Tree Cities of the World programme. But we are also ambitious for Plymouth. We want this city to grow — and that means making difficult decisions. 

     “This review was about how we made those decisions, and it’s evident that we didn’t always get it right. We are committed to learning from this experience and doing better.” 

    The Council’s action plan includes: 

    • A revised policy and training programme for public engagement and consultation 
    • A new project management framework, to be rolled out across the organisation 
    • Enhanced support and training to ensure stronger governance and decision-making processes 
    • Improved support for staff wellbeing  
    • A review of the Council’s Constitution, Scrutiny arrangements, and governance training 

    The report and action plan will be discussed at the Council meeting on 2 June, where the Chair of the Independent Review Panel will present the findings to members. 

    David Williams, Chair of the Review Panel, said: “This was a complex and sensitive situation. While there were clearly areas where the Council could have done better, what stood out to us was the genuine commitment to the city’s regeneration and the strong community voice advocating for green spaces. 

    “This review wasn’t about blame. It was about understanding how things unfolded, where opportunities were missed, and how the Council can move forward in a more inclusive and resilient way. We hope the findings support healing, strengthen trust, and help the Council deliver its ambitions with the community alongside them.” 

    Tracey Lee added: “We are committed to rebuilding trust through transparency and accountability. We won’t always get everything right, but we will always listen, learn, and strive to do the right thing for Plymouth.” 

    The Council has already begun implementing changes and will report regularly on progress through the Audit and Governance committee process.

    The UK underlines appreciation for the work and added value of the OSCE Mission to Skopje over the last 12 months, particularly in supporting government reforms.

    Thank you, Mr Chair.

    Firstly, I would like to welcome back Ambassador Wahl to the Permanent Council. Thank you for the work of your team over the last year, and for your comprehensive and engaging report this morning.

    The United Kingdom highly appreciates the work and added value of the OSCE Mission to Skopje, and the Mission’s support to government reforms.

    The United Kingdom and North Macedonia have developed a strong and supportive bilateral partnership since we established diplomatic relations over 30 years ago. I am delighted that our Prime Minister met with Prime Minister Mickoski during the European Political Community summit last week and announced the new strategic partnership between our two countries. This deepens our mutual commitment to work together on issues of trade and investment, foreign policy, tackling organised crime, infrastructure cooperation and migration.

    The UK welcomes the findings of the ODIHR Election Observation Mission that the parliamentary and presidential elections held in North Macedonia last year were competitive and fundamental freedoms were respected, though we note the concerns highlighted over insufficient regulation of the process. We encourage the Government of North Macedonia to continue engagement towards addressing the remaining recommendations in the ODIHR Election Observation Mission Final Report ahead of municipal elections later this year.

    The UK positively notes the OSCE Mission’s achievements over the past 12 months, set out clearly in your Report. We particularly welcome your continued engagement to promote social cohesion and community rights, and your support on criminal justice reform – including work in the last 12 months on judicial independence, promotion of fair trial standards and strengthening cooperation with civil society.  

    The UK is also pleased to note the Mission’s continued commitment to gender equality – particularly your support for women’s political participation, and your engagement with parliament on the adoption of a new Gender Action Plan for 2025-2027.

    Mr Chair, it is vital for the work of all OSCE field operations that participating States agree a Unified Budget for 2025 and beyond. As highlighted in the Report, the continued non-agreement of budgets and the resulting forced subsistence on monthly allotments make it very challenging for field missions to deliver across their mandates and adjust to changing priorities. We urge all participating States to engage constructively with upcoming proposals to resolve the impasse over budgets.

    On May 21, 2025, the last bell rang for 11th grade students of the Pre-University of the State University of Management.

    This year, the theme of the holiday was a train journey. And before departure, the rector of the State University of Management Vladimir Stroyev addressed the assembled students, their parents and teachers with a welcoming speech.

    “Two years have flown by and today you are already standing on the threshold of a new adult life. But the path of a graduate is not over yet, the most important thing is ahead – passing the Unified State Exam. As a parent, I myself went through this exciting stage and I want to wish you to worry less, because it is definitely impossible not to worry at all. Believe in your children, our Pre-University provides one of the best educations that Moscow has at the high school level. I am sure that the children will cope with all the tests with dignity and in a month we will award them with prizes and medals. I wish you all to pass the Unified State Exam with a hundred points and enter the State University of Management, because the guys from the Pre-University are already familiar with the university, know the basics of the first year and will be able to easily adapt to study,” concluded Vladimir Stroyev.

    The students of the Pre-University themselves prepared a festive concert, where they performed large-scale dance numbers, humorous skits, live performances of songs by groups and a choir, as well as live playing of musical instruments. In addition, the guys prepared several videos about their life during their studies at the Pre-University and humorous questions about teachers.

    The class teachers also came up on stage with their wishes and congratulations in return, which they read out without hiding their tears.

    Marina Grigorieva, Director of the Pre-University of the State University of Management, also congratulated the graduates.

    “I am very touched by your performance, I want to say that I love you very much too. I wish all your dreams come true: from little unicorns to presidents of large holding companies,” Marina Yuryevna admitted.

    The GUU Pre-University started working in 2020. The training is free of charge in the following term profiles: socio-economic, humanitarian and technical (IT-oriented). Depending on the choice, schoolchildren study in depth mathematics, English, computer science, information technology, social studies, economics, law, which in the future allows them to easily and successfully enter the GUU or any university in the country.

    Today, Congressman Henry Cuellar, Ph.D. (TX-28), voted against the partisan budget bill, expressing concern that the legislation would raise costs for working families and make deep cuts to essential programs – including Medicaid, the Supplemental Nutrition Assistance Program (SNAP), which includes school meals, and health coverage for millions of Americans.

    “I voted against this bill because I believe it would harm families in my district,” said Rep. Cuellar. “No fiscally responsible budget adds $3.8 trillion to the national debt. That’s just not sustainable. I’ve supported responsible tax cuts in the past to help working families and small businesses. But that’s not what this bill does. It shifts the burden onto families who are just trying to get ahead while giving the biggest breaks to those who need them the least.”

    Rep. Cuellar continued: “According to estimates, more than 43,000 people in my district could lose their health coverage – 34,000 through the Affordable Care Act and another 9,000 through Medicaid. Similarly, over 3.4 million Texans rely on SNAP to put food on the table. With 17% of Texas households already facing food insecurity, we can’t afford to cut back on school meals or nutrition assistance.

    “These aren’t just numbers – they represent families, children, seniors, and individuals with disabilities who rely on these programs to get by. This is in addition to new tariffs driving up prices on groceries, clothing, home goods, and essential supplies families rely on every day.”

    Rep. Cuellar also raised concerns about the process used to draft and pass the legislation. “They held the final committee hearing at one o’clock in the morning,” he added. “The final version of the bill was over a thousand pages long, and members had just a few hours to review it – with amendments still being written late into the night. That kind of rushed process limits accountability and makes it harder to ensure the final product works for the folks we represent.”

    The bill is projected to raise taxes on low-income households, reduce Medicaid and SNAP funding by hundreds of billions of dollars, and remove key protections that help patients afford care. It would also limit states’ ability to respond to health emergencies and reduce provider funding that rural hospitals, nursing homes, and community clinics rely on to stay open.

    “This bill doesn’t reflect the values of Texas or the needs of working families,” Rep. Cuellar concluded. “People in South Texas aren’t asking for special treatment, just a fair shot. That means protecting health care, investing in kids, and making sure tax policy is responsible and balanced.”

    After a long week and a long night and countless hours of work over the past year, a lot of prayer and a lot of teamwork, my friends, it quite literally is again Morning in America, isn’t it? And after four long years of President Biden’s failures, President Trump’s America First agenda is finally here, and we are advancing that today.

    What we’re going to do here this morning is truly historic, and it will make all the difference in the daily lives of hard-working Americans. The Dallas waitress pulling overtime, the Detroit mom counting bills late at night, the Kentucky coal miner waiting on his second chance. These are the forgotten men and women of our country that we are all called here to serve, and the One Big Beautiful Bill will deliver for those people.

    It revives our economy. It will deliver historic tax relief. It will make the largest investment in our border security in a generation. It will unleash affordable American energy again, restore common sense to government, secure generational savings and strengthen our national defense, while it also strengthens our essential programs like Medicaid for the people who need it the most. That’s what we’re doing with the One Big Beautiful Bill.

    To put it simply, this bill gets Americans back to winning again, and it’s been a long time coming. This One Big Beautiful Bill is the most consequential legislation that any party has ever passed, certainly under a majority this thin. Legislation of this magnitude is truly nation shaping and life changing. It’s the kind of transformational change that future generations will study one day.

    They’ll look back at this day as a turning point in American history, and it’s exactly what we were sent here to do. Let the record show that when the House Democrats vote in a few moments, this is what they’ll be voting for. Their vote will show that they are apparently for the largest tax increase in the history of our country. They will be voting for when they vote against this bill, waste, fraud, and abuse. They will be voting against safer communities, American energy dominance and American strength on the world stage.

    Today wouldn’t be possible without the leadership of arguably the most powerful and the most successful and the most respected president in the modern era of the United States. Our Democratic colleagues mock the objective truth. We were delivered unified government, my friends, in November, the White House, the Senate and the House were delivered to the party on this side of the aisle. So you can laugh all you want.

    None of this would be possible without the leadership of the 45th and the 47th president of the United States, Donald J. Trump, and it would not be possible without the really hard work of the men and women on this side of the aisle.

    I just want to name our chairman of their House committees that produced and did all the hard work to produce the big, beautiful bill. Scripture says we give honor where honor is due, Mr. Leader, and we’re going to do that here quickly: Chairman G.T. Thompson of the Agriculture Committee, Chairman Mike Rogers of the Armed Services Committee, Chairman Jodey Arrington of the Budget Committee, Chairman Tim Walberg, Education and Workforce Committee, Chairman Brett Guthrie, Energy and Commerce Committee, Chairman French Hill, Financial Services Committee, Chairman Mark Green, Homeland Security Committee Chairman Jim Jordan, Judiciary Committee, Chairman Bruce Westerman, House Natural Resources Committee, Chairman James Comer Oversight and Accountability Committee, Chairman Sam Graves, Transportation and Infrastructure, Chairman Jason Smith, Ways and Means Committee, and I want to make special mention of Chairwoman Virginia Foxx of the Rules Committee, who, by my count, sat in that chair and led that Rules Committee for almost seemed like two straight days. And I think she took two short breaks. She’s the “iron lady of the House,” and I’m so grateful for all their hard work.

    The beauty of what we produce with the One Big Beautiful Bill over here is that this was a team effort. This was men and women who were elected to come here, the duly elected representatives of the people back home. They rolled up their sleeves. They got down in the trenches. We began this effort over a year ago.

    It was actually March of last year, because we anticipated, and we believed, that we would be delivered unified government, that we would have a Republican leader in the White House, Donald J. Trump, that we would have the Senate and the house, and that we would have that moment of opportunity. And so, we planned, and we worked, and we locked arms together as a team, and we have delivered this against all odds.

    The media has tried to divide us. They’ve written our eulogy about 10 times, and you know what? Sometimes it’s good to be underestimated, isn’t it? But we got this done, and I’m so proud of the work of every member of this House Republican Conference who worked in their committees. Every single member had a say in this, every single constituent, the millions of people that are represented here, have their voices and their interests reflected, because we did this together as a team, and it’s quite an achievement.

    I just want to say that all that tireless work has led to the hard work of crafting this legislation, and we’ve been ready since day one to deliver on this agenda. Unified control of government is a rare mandate. It doesn’t happen very often. It’s happened just three times for our party in the last half century. We do not take it for granted, and we are delivering on that mandate here today.

    The American people gave us a mandate in November. They sent a message with their vote. They gave this side of the aisle the power, and we’re going to use it to make their lives better. What we’re achieving here today is nothing short of historic, and that’s true. House Republicans are getting it done again.

    In the Republican Party, see, we believe in a simple principle. We believe that America really is a shining city on a hill. Ronald Reagan used to talk about that, he was referencing Scripture. He understood that America is exceptional. He understood that, as it says right there above the Speaker’s rostrum, our national motto, that we trust in God, in God is our trust. These are the things that make our nation exceptional, and the people of our country, they deserve, they deserve better.

    We’ve been working hard to deliver so that the people of our country see this again as a shining city on a hill, and that people around the world see us for who we should be. One thing that we can all agree on, on both sides of the aisle, is that a strong America is good for everybody, all around the world. All of us together, regardless of party, were called here to stand together and defend those freedoms and to defend those foundations that made us the greatest nation in the history of the world. All of us have to look and recognize that the shine has not been on that city in a while. We’re here to restore it, and this piece of legislation, as large as it is and historic as it is, will do that very thing.

    Now look, we’re accomplishing a big thing here today, but we know this isn’t the end of the road just yet. We’ve been working closely with Leader Thune and our Senate colleagues, the Senate Republicans, to get this done and delivered to the President’s desk by our Independence Day, that’s July 4.

    Today proves that we can do that, and we will do that. And it doesn’t matter how much the media doubts this, or how much the Democrats, you know, give us their narratives. Doesn’t matter how long the speeches are. It doesn’t change the facts; we’re delivering, and we’re doing it in a big way.

    So, to our friends in the Senate, I would just say, the President is waiting with his pen. The American people are waiting for this relief. They are waiting for these life changing results, and we are going to finish this job. This is a historic moment that we will be talking to our children and our grandchildren about, and everyone will remember America’s back. I yield back.
