  • MIL-OSI Economics: Public Statement Concerning the Imposition of a Civil Penalty on Income Plus Services Limited (‘IPSL’)

    1. Action

    1.1 The Isle of Man Financial Services Authority (the “Authority”) makes this public statement in accordance with powers conferred upon it under each of section 27 of the Designated Businesses (Registration and Oversight) Act 2015 (the “Act”) and regulation 5(7) of the Anti-Money Laundering and Countering the Financing of Terrorism (Civil Penalties) Regulations 2019 (the “Regulations”).

    1.2 The making of such public statement supports the Authority’s regulatory objectives of, among other things, securing an appropriate degree of protection for customers of persons carrying on a regulated activity, reducing financial crime and maintaining confidence in the Isle of Man’s financial services industry.

    1.3 Following an inspection of IPSL by the Authority under section 14 of the Act (the “Inspection”), which identified a number of contraventions by IPSL in relation to the Anti-Money Laundering and Countering the Financing of Terrorism Code 2019 (the “Code”), and the opening of a formal investigation (the “Investigation”), the Authority has deemed it reasonable, proportionate and appropriate, in all the circumstances, that IPSL be required to pay a civil penalty imposed under the Regulations.

    1.4 The Regulations allow for penalties to be imposed at two levels depending on the seriousness of the contraventions of the Code identified. Penalties imposed equate to a percentage of the Relevant Person’s income (as such terms are defined in the Regulations). In this instance, the Authority has deemed that the contraventions of the Code identified, in all of the circumstances, merit that a civil penalty be imposed in the higher, Level 2, penalty bracket.

    1.5 The civil penalty imposed on IPSL is the sum of £48,356, which is discounted by 30% to £33,850 (the “Civil Penalty”).

    1.6 The level of the Civil Penalty reflects the fact that IPSL co-operated with the Authority and agreed settlement at an early stage.     

          

    2. Background

    2.1 IPSL at all material times has been registered with the Authority as a Payroll Agent under the Designated Business (Registrations and Oversight) Act 2015.

    2.2 In July 2023 the Authority held a business meeting with IPSL where it was noted that there were considerable gaps in the firm’s Anti-Money Laundering and Countering the Financing of Terrorism (“AML/CFT”) control framework and overall understanding of risk. The Authority subsequently conducted a risk-based Inspection of IPSL in December 2023. During the AML/CFT inspection of IPSL the Authority identified a significant number of contraventions of the Code (the “Contraventions”).  The subsequent Authority Investigation confirmed the findings of the Inspection.

    2.3 IPSL has engaged positively with the Authority throughout this matter in a timely and constructive manner.

    2.4 IPSL proactively engaged an independent third-party professional to help progress its remediation plan. The remediation plan was completed within a timescale agreed with the Authority.

     

    3. Key Findings from Inspection Report and Investigation

    Contraventions of the Code identified by the Inspection included:

    3.1 IPSL failed to establish, record, operate or maintain procedures and controls relating to its Business Risk Assessment (“BRA”), Customer Risk Assessment (“CRA”), customer screening, ongoing monitoring, including transaction monitoring, and monitoring and testing compliance with the AML/CFT legislation (paragraph 4 of the Code).

    3.2 IPSL’s BRA did not consider all the risk factors detailed in paragraph 5(3) of the Code and was not an assessment which estimated the risks of ML/FT posed by the business and its customers (paragraph 5 of the Code).

    3.3 IPSL’s CRA did not amount to a CRA under paragraph 6 of the Code. It was therefore concluded that IPSL had not carried out an adequate assessment of the ML/TF risk of its customers. The CRA had no regard to the risk factors detailed in paragraph 6(3) of the Code and did not involve any risk assessment process or methodology (paragraph 6 of the Code).

    3.4 IPSL did not demonstrate that it had adequate procedures and controls for new business relationships as required by the Code, that it was at all times taking reasonable measures to verify the identity of new customers, and it did not take reasonable measures to establish the source of funds (“SOF”) of new clients (paragraph 8 of the Code).

    3.5 IPSL undertook no ongoing monitoring or screening of customers to check for exposure to sanctions, PEP or adverse information as required by the Code. IPSL’s failure to establish SOF before a business relationship was entered into meant it was not in a position to scrutinise transactions to determine whether or not they were consistent with the expected SOF of a transaction. As no CRA was undertaken, IPSL was unable to determine whether transactions were consistent with the customer’s business and risk profile (paragraph 13 of the Code).

    3.6 IPSL did not establish, record, maintain or operate appropriate procedures and controls for the purpose of determining whether any customer (amongst other individuals) was, or subsequently became, a Politically Exposed Person (“PEP”) (paragraph 14(1) of the Code).

    3.7 IPSL did not have procedures and controls in place for monitoring and testing compliance with the AML/CFT legislation. No reports were produced in accordance with the requirements of paragraph 30(2) of the Code. Such reports are required at least annually and serve as a confirmation of the firm’s adherence to its legal obligations and the robustness of its AML/CFT framework (paragraph 30(2) of the Code).

     

    4. Key Learning Points for Industry

    4.1 The Isle of Man National Risk Assessment 2020 assesses the money laundering risk for Payroll Services as ‘Medium’, with terrorist financing being assessed as ‘Medium Low’. IPSL’s failure to maintain adequate AML/CFT procedures and controls, as required by the Code, made it more vulnerable to being used for money laundering. The contraventions were systemic and evidenced that IPSL had materially contravened the Code over a long period.

    4.2 The procedures and controls as required by the Code, are vital to help protect the Relevant Person, their staff, their business and their communities from the threat of being used or abused by criminals or those assisting or enabling criminals. Relevant Persons must demonstrate they are protecting themselves in order to make their domain as hostile as possible to those who would abuse them. In this way, the procedures and controls are vital for the effective prevention of ML/FT and the harm that crime, terrorism and the proliferation of weapons of mass destruction present for wider society.

    4.3 Ongoing monitoring of customers helps identify and mitigate potential risks associated with money laundering and terrorist financing. By continuously reviewing client activities and transactions, firms can detect suspicious behaviour early and take appropriate action. Regular screening against sanction lists, PEPs, and adverse media ensures that firms are aware of any changes in their clients’ risk profiles. This allows for enhanced due diligence when necessary.

    4.4 Compliance with the Code is a legal requirement; all firms undertaking business in the regulated sector have an obligation to conduct their affairs in a manner that adequately mitigates the risks faced by it in order to ensure that the Isle of Man retains its reputation as a responsible, and well regulated, international financial centre. The Authority is committed to taking reasonable, proportionate and appropriate action to address contraventions of the Code in order to help it achieve its regulatory objectives of protecting consumers, reducing financial crime and maintaining the reputation of the Isle of Man’s finance sector through effective regulation.

    4.5 The directors of all firms undertaking business in the regulated sector bear ultimate responsibility for ensuring the effective implementation and ongoing compliance with the Code. In particular, they must ensure that the (at least) annual review mandated by paragraph 30(2) of the Code is conducted diligently and comprehensively. This review is not merely a procedural formality, but a critical mechanism for evaluating the firm’s adherence to its legal obligations and the robustness of its AML/CFT framework. Directors must actively oversee the planning, execution, and documentation of this review, ensuring that it is;

    i. conducted by competent personnel with sufficient expertise and resource;

    ii. covers relevant aspects of the firms AML/CFT policies, procedures and controls;

    iii. identifies and addresses any deficiencies or weaknesses in a timely manner; and

    iv. is documented thoroughly, providing a clear audit trail of the review’s findings and any remedial actions taken.

    4.6 Directors must demonstrate a proactive and informed approach to this review, recognising its significance in safeguarding the firm from financial crime risks and maintaining the integrity of the Isle of Man’s financial system. Their active involvement is essential in fostering a culture of compliance throughout the organisation and demonstrating a clear commitment to their AML/CFT obligations.

    4.7 In today’s rapidly changing regulatory environment, it is essential for firms to stay up-to-date with the evolving AML/CFT framework. The Authority remains committed to work with industry to enhance the Isle of Man’s ability to meet its international AML/CFT standards and has a number of AML/CFT resources on its website and other social media platforms including webinars and sector specific guidance.

    Beijing has unveiled a new action plan for the protection and development of the Grand Canal’s cultural heritage in 2025, laying out 32 specific initiatives. 

    Among the highlights are the opening of a 15-kilometer cruise route on the Bahe River, the restoration of the Western Gate of the Summer Palace, and the second phase of archaeological research along the ancient riverbed of the Grand Canal in Tongzhou district.

    Stretching across seven districts – Changping, Haidian, Xicheng, Dongcheng, Chaoyang, Shunyi, and Tongzhou – the Beijing section of the Grand Canal is fed by springs such as Baifu and flows into the North Canal. Over the years, the city has worked to establish a development model that links key heritage sites along the canal. Notable progress includes the clearing of the Baifu Spring site and joint exhibitions with eight provincial-level regions along the waterway.

    One of the most anticipated projects is the Luxian County Ancient City Ruins Archaeological Park, set to open soon. As the earliest known Han dynasty (202 B.C.-A.D. 220) city site in the Tongzhou area, Luxian county offers rare insights into ancient craftsmanship such as pottery and metallurgy. Its discovery pushes the history of urban development in Tongzhou back by over 2,000 years.

    Efforts to improve ecology and environment of the canal are also gaining momentum. According to an official from the municipal development and reform commission, 500 million cubic meters of water have been replenished into the canal’s Beijing section. The 62-kilometer stretch of the North Canal connecting Beijing and Hebei is now fully navigable, and more than 50 kilometers of greenways have been built or upgraded. Water quality has also improved significantly, with no segments falling below national standards, according to the official.

    Meanwhile, cultural tourism is set for another boost. Following the opening of several major cultural venues in Beijing’s sub-center and the successful application of a 5A-rated Grand Canal tourist zone in Tongzhou, the city plans to further activate waterfront areas along the Bahe and Liangma rivers. Earlier this year, the INDIGO Harbor Dock – starting point for Bahe cruises – opened to the public. Later this year, residents will be able to enjoy boat rides from Jiuxianqiao in Chaoyang district all the way to the city’s sub-center in Tongzhou.

    Plans to upgrade public spaces along the canal are also in motion, with improvements coming to the livability of riverside areas, the redevelopment of key waterfront landmarks, and support for the growth of themed towns. 

    According the plan, this year will also feature a range of Grand Canal-related events, from cultural festivals and exhibitions to art programs and sporting competitions – all part of Beijing’s ongoing effort to breathe new life into its historical waterways.

    The Prime Minister invoked the spirit of Rajasthan, calling it “Veerbhoomi”, and said, “This brave land teaches us that nothing is greater than the nation and its citizens. On April 22, terrorists destroyed the vermilion from the foreheads of our sisters by questioning their religion. The bullets were fired in Pahalgam, but they pierced the hearts of 140 crore Indians. The nation resolved that the terrorists would face punishment beyond their imagination.”
     
    Highlighting a symbolic coincidence, PM Modi noted that his first rally after the Balakot airstrikes in 2019 was also held in Rajasthan. “It is a coincidence that after the country conducted the Balakot airstrikes five years ago, my first public meeting was on this very borderland of Rajasthan. Now again, after Operation Sindoor, I am holding my first rally here among you in Bikaner,” he said.
     
    Speaking about the military operation, PM Modi revealed that Indian forces destroyed nine major terrorist hideouts in just 22 minutes. “With your blessings and the valour of our armed forces, we have fulfilled our pledge. Our government gave full freedom to the Army, Navy, and Air Force. Together, they created such a ‘Chakravyuh’ that Pakistan was forced to kneel,” the Prime Minister said.
     
    He continued, “The world and enemies of the country saw what happens when the sindoor of our sisters turns into gunpowder. In response to the April 22 attack, terrorist camps were destroyed within 22 minutes.”
     
    Shifting focus to development, PM Modi spoke about the government’s efforts to modernize India’s infrastructure. “Today, I come to you after seeking blessings from Karni Mata. Her grace strengthens our resolve for a Viksit Bharat. A grand effort is underway to create world-class infrastructure across the country. In the last 11 years, there has been a sixfold increase in infrastructure spending. Roads, airports, and railway stations are being rapidly modernized,” he said.

    And visitors aged 9 and over will be able to get in on the action by taking part in sessions including skateboarding, drift trikes and KMX karts.

    The Extreme Wheels Weekender takes place on Saturday 14 and Sunday 15 June, from 10am to 4pm and will be hosted by Wolverhampton’s very own Dicky Dodd.

    Councillor Chris Burden, the City of Wolverhampton Council’s Cabinet Member for City Development, Jobs and Skills, said: “We’re thrilled to bring the Extreme Wheels Weekender to Wolverhampton.

    “It’s promises to be a great day out for all the family, giving people the chance to experience a sport that is on the rise, and watch jaw dropping and exciting stunts in a safe environment.

    “You will even be able to have a go yourselves by taking part in the mobile skate park, drift trikes and KMX karts.”

    Participants are welcome to bring their own bikes, scooters and skateboards. Helmets and appropriate footwear (no crocs or sandals) are mandatory for all activities and e-bikes or e-scooters are not permitted within the event site. To take part, simply register on arrival and please note, once capacity has been reached, there will be a time limit on activities.

    No booze, no banquets, no bouquets. China has barred alcohol, luxury dishes, and cigarettes from official meals, part of a sweeping crackdown on extravagance in public life. Government cars must forgo flashy upgrades, and meeting rooms must be free of ornamental plants and fancy backdrops.

    The new rules, set out in the newly revised Regulations on Practicing Thrift and Opposing Waste in Party and Government Organs, are the latest effort by China’s top leadership to rein in official perks and promote restraint.

    First introduced in 2013 as a follow-up to the Party’s landmark eight-point rules, an initiative launched in late 2012 to curb official misconduct and restore public trust, austerity guidelines were reaffirmed this May amid a broader campaign to reinforce discipline and compliance across the Party’s 100 million members.

    These updated guidelines set out more detailed rules than ever before for Party and government officials — targeting public funds, official travel, receptions, vehicle use, meetings, and office space.

    Extravagant banquets and heavy drinking were once fixtures of official life in China, customs so entrenched that phrases like “no banquet is complete without alcohol” and “business is done over drinks” became part of the vernacular. But such excesses, long resented by the public, have since increasingly come under scrutiny.

    As part of a renewed push for ensuring discipline, China has now imposed a sweeping ban on alcohol at official receptions, while cigarettes and luxury dishes are also off the table.

    Analysts said the ban is unlikely to meaningfully affect the industry of baijiu, a fiery Chinese liquor once a staple at government banquets.

    Xiao Zhuqing, an industry expert, noted that since the rollout of the Party’s eight-point rules just over a decade ago, government-related consumption of baijiu has shrunk considerably. Today, official purchases account for less than 5 percent of the market, limiting the new regulation’s impact on the sector.

    Excessive drinking not only erodes the image of government officials but can also end in tragedy. In a recent case that drew national attention, a county-level official in central China’s Henan Province died after consuming alcohol at a midday banquet during a training seminar in March. Nine other officials present at this banquet were later disciplined, demoted, or dismissed.

    Under the new rules, officials on domestic trips are barred from accepting cash gifts, souvenirs, or local specialties. For overseas trips, private jet travel is off-limits, while officials are no longer allowed to add extra stops or extend their stays abroad without prior authorization.

    Officials are also barred from using public cars for private errands or claiming personal vehicle expenses from public funds. These new rules call for government fleets to prioritize new energy vehicles, part of a wider push to reduce emissions.

    Party and government bodies are under orders to trim back meetings to only what is essential. Gone are the days of lavish conference setups — this means no floral arrangements and no elaborate staging. Holding official gatherings at scenic resorts is strictly forbidden.

    The new rules have received largely positive feedback online. Wang Xuming, a scholar and retired official from the Ministry of Education, praised them as “detailed and pragmatic” on microblogging site Weibo.

    Grassroots officials have also voiced their support. Some have long borne the health costs of official banquets, such as fatty liver and high blood pressure, widely seen as occupational hazards in a work culture where “drinking twice a day felt like part of the job.”

    As part of its austerity drive, China’s central government has been steadily trimming its public expenses on official receptions, vehicles, and overseas travel for years.

    The 2025 budget includes 6.12 billion yuan (about 851.7 million U.S. dollars) for such expenses, down 322 million yuan from last year. Reception spending alone is capped at 302 million yuan, 13 million less than in 2024.

    The savings from reduced official spending, according to the regulations, will be redirected toward development priorities and public welfare.

    As China continues its campaign against official extravagance, the once-routine perks of public office, including opulent banquets and taxpayer-funded junkets, have quietly receded.

    The government’s austerity push is rippling through society at large. Frugality has begun to replace excess as a social value. Restaurants are downsizing portions — and it has become common for diners to take leftovers home.

    This culture shift extends to major life events. Costly wedding and funeral banquets, once seen as obligatory displays of status, are giving way to simpler, more modest affairs, reflecting a broader embrace of restraint inspired from the top down.

    India’s pharmaceutical sector is witnessing robust growth, driven by rising global demand, the introduction of innovative products, and strong policy support from the government.

    Having grown at over 10% annually for the past five years, the industry recorded a turnover of Rs 4,17,345 crore in 2023–24. According to India Ratings, a Fitch Group company, pharma sector revenue likely rose 7.8% year-on-year in April 2025.

    India now ranks third globally in pharmaceutical production by volume and 14th by value. It has become a major player in supplying affordable vaccines and generic medicines—accounting for 20% of the world’s generic drug supply. The country meets 55–60% of UNICEF’s vaccine requirements, supplies 99% of the WHO’s DPT (Diphtheria, Pertussis, Tetanus) vaccine demand, 52% of BCG vaccines, and 45% of measles vaccines.

    In 2023–24, the sector attracted Rs 12,822 crore in foreign direct investment. With 100% FDI permitted in medical devices and greenfield pharma projects, India continues to solidify its position as a global pharma hub.

    Much of this success is credited to targeted government schemes that promote affordability, boost local manufacturing, and strengthen supply chains.

    Under the Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP), 15,479 Jan Aushadhi Kendras now offer generic medicines at prices up to 80% lower than their branded counterparts. For instance, a heart medicine that once cost Rs 500 is now available for as little as Rs 100.

    The government’s Production Linked Incentive (PLI) scheme for pharmaceuticals, with an outlay of Rs 15,000 crore, supports 55 projects aimed at producing high-end drugs, including treatments for cancer and diabetes.

    A separate PLI scheme worth Rs 6,940 crore focuses on the production of key raw materials such as Penicillin G, helping reduce India’s reliance on imports.

    Another PLI initiative, with Rs 3,420 crore allocated to medical devices, is boosting the domestic manufacturing of equipment like MRI machines and heart implants.

    The Promotion of Bulk Drug Parks scheme, backed by Rs 3,000 crore, is establishing major pharma manufacturing hubs in Gujarat, Himachal Pradesh, and Andhra Pradesh to enhance efficiency and lower production costs.

    Additionally, the Rs 500 crore Strengthening of Pharmaceuticals Industry (SPI) scheme is helping upgrade labs and fund R&D, enabling Indian companies to compete more effectively in global markets.

    CHENGDU, May 22 (Xinhua) — Four people have been confirmed dead after a roof collapsed at a coal mine in southwest China’s Sichuan Province on May 17, local authorities said Thursday.

    The incident occurred at around 11:00 a.m. on Saturday at the Changsha Coal Mine in Wanyuan County-Level City, which is under the jurisdiction of Dazhou Prefectural-Level City. The four people were still missing at the time.

    After several days of search and rescue operations, all of them were found, but none of them showed signs of life, rescuers noted.

    The mine owner was detained by police. An investigation into the incident is underway.

    Polytechnic students are mentors for the pupils of the St. Basil Center, the Masha social center, and the Center for Assistance to Family Education No. 5, who also took part in the meeting.

    The team of the Dobro.Center “Harmony” of SPbPU presented Zinaida Matveyevna and the young participants with memorable gifts. The meeting ended with an excursion to the Museum of the History of the Polytechnic University, which was conducted by the leading specialist Maria Zavyalova and activist Artem Kuzmin.

    Such events will never lose their significance. It is important to help children realize that the memory of war heroes should live not only on the pages of history textbooks, but also in people’s hearts.     WASHINGTON, May 22 (Xinhua) — Two Israeli embassy employees were killed late Wednesday outside the Jewish Museum in Washington, U.S. Homeland Security Secretary Kristi Noem said.

    “Two Israeli embassy employees were senselessly murdered this evening outside the Jewish Museum in Washington, DC,” she wrote on social media X.

    According to media reports, the people mentioned died from gunshot wounds. “We are actively investigating and working to obtain additional information to release,” K. Noem said.

    American Jewish Committee CEO Ted Deutsch said the museum hosted an event Wednesday evening.

    At least one of the victims was taken to a nearby hospital in critical condition, but later died from his injuries.

    Prime Minister Narendra Modi on Thursday declared that India’s armed forces avenged the April 22 terror attack within just 22 minutes, destroying nine terror hideouts across the border in Pakistan and Pakistan-occupied Kashmir under Operation Sindoor.
     
    Describing the operation as a “new form of justice” for terrorists and their supporters, the Prime Minister also unveiled a three-pronged doctrine to combat terrorism.
     
    “If there is any terror attack on Indian territory, the enemy will be given a befitting response. Our armed forces will decide the target, timing, and the mode of response,” said PM Modi.
     
    Outlining the core of India’s new counter-terror approach, the Prime Minister stated:
     
    1. India will respond decisively to any terror attack on its soil.
     
    2. Nuclear blackmail will not deter India.
     
    3. Terrorists, their masters, and the governments that support them will be judged by the same yardstick.
     
    Taking direct aim at Pakistan, he added, “Pakistan’s game of distinguishing between state and non-state actors will no longer work as a pretext for its open support to terror.”
     
    Referring to the recent retaliation, PM Modi said:
     
    “Those who went after our sisters and tried to wipe their sindoor, we have razed them to the ground. This is a new form of justice — this is Operation Sindoor.”
     
    He stressed that the response to terrorism has fundamentally changed over the past decade.
     
    “Earlier, we struck inside their territory, but this time, we hit them at their heart. Those who thought India would remain silent are now shuddering in fear. Those who boasted about their weapons are now buried under the rubble.”
     
    The Prime Minister also said that the entire nation stands united following the Pahalgam terror attack, adding that the people of India — 140 crore strong — have resolved to punish terrorism beyond the enemy’s imagination.
     
    “Because of our armed forces, we have taught Pakistan a lesson. Our government gave full operational freedom to our forces, and they brought Pakistan to its knees,” he said.

    Scientists comment on the Enhanced Games and performance-enhancing drugs (PEDs).

    Dr Martin Chandler and Professor Ian Boardley from the University of Birmingham said:

    “The organisers of the Enhanced Games are promoting the idea that performance-enhancing drugs (PEDs) can be used safely, and that humanity has a duty to explore their potential to maximise human performance. To advance this agenda, they propose an alternative to the Olympic Games — the Enhanced Games — in which athletes will be actively encouraged to use substances and methods that are prohibited in the Olympics and most professional sports. They claim athlete safety can be ensured through health monitoring and other support measures, although details on these remain limited.

    “A major issue with implementing health safeguards for athletes using substances such as anabolic steroids or erythropoietin is the lack of a reliable evidence base to inform these measures. This includes insufficient data on the potential side effects of these drugs and how to mitigate them. In our recent paper (see below) we argue that such an evidence base does not currently exist, and that crucial information on the effects of commonly used PEDs is missing. For instance, it is known that anabolic steroid use can lead to heart enlargement, often accompanied by stiffening of the heart wall and thickening of the blood. These changes can impair heart function and increase the risk of heart attacks. However, we lack detailed knowledge about how different types of anabolic steroids, specific dosing regimens, and usage patterns relate to these cardiac effects.

    “The limited evidence available — mostly observational rather than experimental — suggests that while some individuals experience severe side effects, others do not, and we have little understanding of why. Similarly, some users develop long-term issues that progress slowly, while others experience short-term effects that resolve quickly. Again, we lack sufficient data to predict these outcomes. The situation is further complicated when athletes use novel substances with minimal human data (e.g., research peptides, selective androgen receptor modulators [SARMs]) or combine multiple PEDs — a common practice among users. As such, there is currently no robust evidence base to support the Enhanced Games’ proposed safety protocols.

    “Another concern is that the performance-enhancing effects of PEDs take time to develop, requiring use well in advance of competition. If the Enhanced Games are serious about athlete safety, they would need to provide comprehensive medical oversight starting now and continuing well beyond the conclusion of the Games. It is unclear how they plan to manage this, or how they intend to address serious side effects in athletes to whom they have provided PEDs. As it stands, the Enhanced Games resemble a poorly designed drug trial lacking ethical oversight, rather than a credible alternative to the Olympic Games.”

    CAIRO, May 22 (Xinhua) — Chinese auto brand Jetour Auto on Tuesday unveiled its new lightweight SUV model T1 at a launch near Egypt’s pyramids as part of its international expansion strategy.

    The event, held under the motto “Time to Wake Up,” attracted about a thousand participants, including car dealers, industry experts and media representatives.

    “During our global development, Jetour has received many travel stories from users around the world. We are committed to developing world-class products with world-class technology to serve our customers,” said Dai Lihong, president of Jetour Auto.

    In recent years, Jetour has become one of the fastest growing brands in the automotive sector. The company’s cumulative sales worldwide in the six years of its existence have exceeded 1.7 million units.     Works to make the Drummond Arms safe in accordance with Dangerous Building Notice (DBN) will commence week beginning 26 May. The Contractor will be setting up their site compound with removal works commencing on 2 June 2025.

    The first stage will be to remove the partially collapsed outbuilding to the rear. The contractor will then commence the second stage of DBN works, which is to remove unsafe parts of the roof and chimney stack of the former bank building.

    All due diligence in relation to the work has been carried out there will be no road or footpath closures whilst the DBN works are underway.

    We are having to clear some vegetation/scrub which is lying against the boundary to the west for the wall to be surveyed.

    This work will also begin on Monday 26 May 2025 and will be carried out by Perth and Kinross Council. All scrub/vegetation will be removed from the site upon completion.

    May 22 marks the International Day for Biological Diversity, which helps draw attention to the need to preserve the richness of flora and fauna.

    Preservation of biodiversity is one of Rosneft’s key objectives in the regions where it operates. The company and its subsidiaries also implement numerous grant programs to support scientific and applied projects aimed at studying and protecting rare species of animals and plants.

    Earlier this year, the East Siberian Oil and Gas Company supported a grant project to assess the populations of rare predators in Evenkia. As part of the project, employees of the Tunguska State Nature Reserve will study how the current state of the Evenk taiga affects the populations of bears, wolves, sables, and lynxes of a species that has not previously been seen in the region. Based on the research results, a set of recommendations will be developed for organizing rational nature management in the region. Earlier, with the support of Vostsibneftegaz, the Siberian Federal University published the Red Book of Evenkia. The publication contains brief information about the appearance, habitats, lifestyle, and numbers of 45 rare and small animals in the region.

    Oilmen of RN-Vankor supported projects on the creation of a teaching aid on the key species-bioindicator of Arctic ecosystems – the wild reindeer of Taimyr, the study of the current state of the musk ox population on the peninsula, as well as the study of the state and well-being of the populations of the main commercial fish of the Taimyr reservoirs. Research of commercial fish populations is extremely important, first of all, for the indigenous peoples of the North, for whom fishing is an integral part of their traditional way of life.

    With the support of the Samara group of Rosneft enterprises – Samaraneftegaz, Kuibyshev, Novokuibyshevsk and Syzran Oil Refineries, Novokuibyshevsk Petrochemical Company, Novokuibyshevsk Oil and Additives Plant in the Samarskaya Luka National Park, ornithologists are implementing a project aimed at preserving the white-tailed eagle. This is the largest and rarest bird in the Volga region, the species is listed in the Red Book of Russia and the International Red Book. Monitoring of nesting sites has been organized on the territory of the national park, which has made it possible to identify areas with a special nature conservation regime and take measures to control the tourist flow.

    Tyumenneftegaz supports projects aimed at preserving the ecosystem of Lake Solenoye. For three years, scientists from Tyumen State University conducted comprehensive ecological and biological research. As a result, more than 450 species of animals and plants were discovered, some of which are rare and protected. Oil workers also improved the coastal area, laid eco-trails, and installed containers for household waste.

    With the support of RN-Uvatneftegaz, scientists from the Tobolsk Scientific Station of the Ural Branch of the Russian Academy of Sciences are studying the population of forest reindeer in the Tyumen Region.     During the implementation of the Sakhalin-1 project, annual monitoring of the Okhotsk population of gray whales on the north-eastern shelf of Sakhalin Island is carried out. Since 1997, the program has included census and photography of whales, acoustic monitoring, observation of the behavior of mammals, and study of their food supply. All research is carried out jointly with the country’s leading scientific organizations.

    As your average New Zealander struggles to pay the bills, the Government’s 2025 Budget piles austerity on the least well-off, and misreads the public mood. Recent polling commissioned by the Better Taxes for a Better Future campaign showed the vast majority of New Zealanders supported increased spending on public services, and only 3% were in favour of cuts.

    By limiting its operating allowance to $1.3b to reduce debt, following the introduction of  unaffordable tax cuts last year and the failure to advance other meaningful revenue gathering options, the Government has manufactured the need for cuts in spending on public services that New Zealanders rely upon on a daily basis.

    “The most significant contributor to the Government’s $5.3bn in savings required to reach its arbitrary operating allowance are the lowest paid working women through the scrapping of the pay equity settlements,” says Glenn Barclay, Better Taxes campaign spokesperson.

    “Many other good programmes have also been sacrificed to allow the Government to get away with such a miserly operating allowance.”

    “The total cost to mainly low paid working people from scrapping pay equity of $12.8bn over 4 years represents one of the largest wealth transfers in modern history, and will have a real cost for the lives of some of the least well off in New Zealand.”

    Other items in the Budget are worth commenting on.

    “While a modest increase in the abatement threshold for Working for Families is to be welcomed, it will be paid for by increasing the abatement rate and means testing the first year of Best Start payments. Here we see the Government giving to young families with one hand, while taking away with the other.”

    “The flagship Investment Boost allowing for accelerated depreciation on new assets to be deducted from taxable income, while a useful tool to grow GDP, implemented in this untargeted way stands to benefit monopolistic companies like supermarket chains, electricity generators and banks at the expense of the collective revenue pool,” says Glenn Barclay.   “With the substantial cost of $1.7 billion per year, it would have been much better to use this tool to focus on areas such as advanced manufacturing or green technology.”

    “Similarly the halving of Government contributions to KiwiSaver is shortsighted, when we ought to be  supporting lower income earners and young people  to grow their retirement savings.  On the other hand the Government has significantly expanded the ability for SuperGold card holders to claim rates rebates. It looks like a case of valuing the priorities of older property owners over the  future retirement savings of today’s workers.”

    “The Budget reflects choices about what the Government values and how it’s going to pay for those things.  This budget shows the government does not value the work of the least well-off in New Zealand, who are paying for its austerity,” says Glenn Barclay.

    “It is inescapable that we need to generate more revenue to pay for the public goods New Zealanders value, like public healthcare, education, transport and housing. It is wrong to pretend that we can deliver the kind of society New Zealanders want now and in the future by constantly reducing the collective pool,” says Glenn Barclay.

    “Successive governments have failed to ensure we’re collecting enough revenue to meet our needs and ensure those who can afford to contribute more, make that contribution. Polling indicates New Zealanders want increased investment in public services and think that the wealthy should be contributing more,” says Glenn Barclay.

    “Today’s Budget fails to grapple with that challenge  to respond to what the New Zealand public wants.  With this Budget the government continues to ask more of those who have the least.”

    “We call on the Government to consider common sense taxes that many other countries already have, like a capital gains tax and a wealth tax, so we have enough revenue to allocate to the public goods that enable all New Zealanders to thrive.”

    Budget 2025 takes $12.8bn from low-income, female dominated workforces to prop up the Government’s failed economic policies, said NZCTU Te Kauae Kaimahi Economist Craig Renney.

    “The Government has promised this would be a growth budget, yet it has effectively cut the wages of low-income women workers. We know that one of the best ways to stimulate economic growth is by lifting wages – the Government is doing the opposite,” said Renney.

    “The figures released today also showed that the number of people on Jobseekers Support is rising, and higher than forecast just last year. Real wage growth is lower than forecast last year – the Treasury itself says the Budget “lowers wage growth”. This is a Budget that is taking working people backwards.

    “The Budget delivers more cuts to investment, including real terms cuts to early childhood education funding. New funding for learning support is largely being delivered by cutting funding from other programmes in education. Māori Development programmes have been cut significantly, as has funding from our media, culture, and heritage institutions.

    “Promises made in health aren’t provided with new funding and the destruction of the pay equity process will mean we will continue to lose health workers to Australia, putting further stress on the system.

    “Forecasts show we will continue to miss our child poverty targets over the next four years, and we will see thousands of families loose essential income due to cuts to Best Start and Working for Families. The Government is taking money from unemployed 18- and 19-year-olds, while investing nothing in action on climate change.

    “Overall, this is a Budget that works by taking away from some of the poorest people in New Zealand, to fund tax cuts for multinationals, increased investment in corrections, the failed charter schools project, and more spending on defence.

    “This is a Budget with its priorities all wrong – and working people will be paying the price,” said Renney.

    ProCare, Aotearoa New Zealand’s largest network of general practices, is concerned that the Government has chosen to disregard sector feedback by announcing a full 12-month repeat prescribing extension in Budget 2025, bypassing a more balanced 6-month approach recommended in formal submissions made in October 2024.

    ProCare’s submission to Manatū Hauora in October 2024 made a strong case for a staged approach, recommending a 6-month limit in the first instance, with potential for further extension once safety and equity impacts were evaluated.

    Bindi Norwell, Chief Executive at ProCare says: “While we acknowledge the Government’s intention to ease pressure on the health system and reduce costs for patients, we remain deeply concerned about the patient safety implications, equity risks, and unintended consequences for the primary care workforce.

    “We believe a 6-month prescribing model would have achieved a much better balance. It would have reduced unnecessary appointments and made access easier for patients, without undermining the crucial relationship between patients and their primary care teams,” continues Norwell.

    ProCare supports increased efficiency in repeat prescribing, but believes that 12-month prescriptions risk reducing proactive clinical oversight, particularly for patients with long-term or complex health conditions. We are particularly concerned for some of our vulnerable communities with limited health literacy or those with minimal engagement with general practice.

    Dr Allan Moffitt, Clinical Director at ProCare says: “General practices are already under significant pressure. This change risks creating longer and more complex consultations down the line, and may reduce opportunities to catch early signs of deterioration in a patient’s condition. We also have questions around the allocation of the $10 million allocated, and if it is going to mainly cover technical changes, rather than educating patients on the need to maintain strong relationships with their General Practice care teams.”

    ProCare warns it may destabilise continuity of care without clear guidelines and appropriate wraparound support like clinical pharmacist follow-up or nurse-led monitoring.

    Bindi Norwell says: “This isn’t about resisting change. It’s about making sure we get it right for patients – the devil will be in the details, and our priority will be ensuring high-quality, clinically appropriate care for patients. Primary care must remain the front door of the health system, not a check-out aisle.”

    Leading healthcare provider, ProCare, has called today’s Budget extremely disappointing for primary care, with no new spending announced.

    While the Budget document touts a significant investment of $440.7 million over five years, the reality is that none of that is new money.

    Bindi Norwell, CEO at ProCare says: “Whist we acknowledge and welcome the pre-announced money which will help improve access, retention, and performance in general practice; the Government has not further invested in the wider primary care system as was anticipated by the sector.

    “Last year’s commitment to health care barely covered inflation and population growth, let alone addressing the issues we have with an aging population. This year’s new commitment is a paltry sum with additional requirements, that in real terms suggests the government investment in primary care is going backwards.

    “While our colleagues in secondary care will likely be welcoming the announcement, particularly the infrastructure investment for new hospitals, the reality is that primary care is once again missing out. Primary care has been underfunded for years now and is in desperate need of a significant funding investment,” continues Norwell.

    “It’s integral to invest in preventative care to keep people out of hospitals. Research shows that every dollar invested in general practice saves around $13 to $15 in secondary healthcare costs. Not investing more seems counter-intuitive to keeping our population well and to saving money in the long run,” points out Norwell.
