  • MIL-OSI United Kingdom: Mandy and Shona’s story

    It’s Foster Care Fortnight which means it’s the perfect time to celebrate and highlight the impact that foster carers make in our city.

    The theme for this year’s celebration is ‘the Power of Relationships’ and we are marking the fortnight by sharing stories from Coventry foster carers and the young people they have helped.

    Today, we’re sharing Shona and Mandy’s Story. Shona, who is a care experienced young person, met Mandy on a trip to Plas Dol Y Moch. The two of them formed a bond which was formalised through our Fostering and Lifelong Links Programme.

    To find out more about their relationship and the impact it’s had on Shona and Mandy, we met up with them and Cllr Patricia Seaman. You can watch that conversation below or on the Council’s YouTube Channel.

    When reflecting further on Mandy’s impact on her life, Shona had this to say: “Having Mandy and her family as my lifelong links has been such an amazing experience for me. They have welcomed me in as their own and shown me so much care, love and compassion. I will be forever grateful for them.

    “They’ve taken me on holidays, had me over for Christmas and most importantly, have shown me what it means to experience the every day family things that others might not really notice.

     “I think if foster carers and other life long links could be anywhere near as genuine as Mandy, children in care and care leavers would have a much better chance in life. That’s what they deserve.”

    Cllr Patricia Seaman, Cabinet Member for Children and Young People, said: “I think it’s really important to talk about the importance of relationships when it comes to caring for young people. Building that trust and knowing that people are there for you is such a key part of providing young people with the support they need to thrive.

    “Mandy and Shona’s story is so heartwarming because you can see the genuine affection between the two of them and just by speaking to them you get a sense of how both their lives have been enriched.

    “We’re always looking for good, kind people like Mandy to join us as foster carers. The impact they can have is immeasurable. So please, if you’re interested, get in touch with us.”

    Being a foster carer with the Council offers generous financial allowances, bespoke training and mentoring, strong support groups, and 24/7 help offering expert advice. People will also receive regular professional guidance and support from Supervising Social Workers.

  • MIL-OSI USA: Congressman Nick Langworthy Introduces Bill to Save Taxpayers, Promote Infrastructure Development, and Increase Jobs

    WASHINGTON, D.C. – Today, Congressman Nick Langworthy (NY-23) introduced the Infrastructure Expansion Act, which would reform New York’s antiquated liability law on federally funded projects, reduce taxpayer costs, and promote more construction and jobs in our state.  This legislation will preempt state law and align New York with 49 other states which utilize a comparative negligence standard to assess fault when injuries occur on a construction site.

     

    “This bill is urgently needed to preempt this broken liability standard on federally funded projects and get New York building again,”said Congressman Langworthy. “New York’s Scaffold Law is a gift to trial lawyers and a burden on our construction workers and taxpayers, and it must change.” 

     

    “It is estimated that the scaffold law increases total construction costs between 5 and 10%. This only in New York law, dating from 1885, doesn’t protect workers and unnecessarily increases the cost for building roads and bridges, hospitals, schools, affordable housing, industrial facilities, and office buildings.

     

    “The last state to have such a law was Illinois which repealed its statute in 1995.  Since Albany refuses to act, federal preemption is the only path to proceed.  Enactment of this law will save at least $2 billion in federal tax dollars over the next 10 years and significant savings to state taxpayers. 

     

    “My hope is that this law if enacted will finally force Albany to reform this law, saving millions each year in construction costs to build schools, residential housing, and other projects which are not typically funded by Washington. Significant technology projects, such as Micron outside Syracuse and other projects all throughout New York State would see a reduced cost of construction,” continued Langworthy.

     

    New York State’s outdated Scaffold Law imposes absolute liability on property owners and contractors for elevation-related injuries—regardless of a worker’s own negligence. This unique-to-New York mandate has made construction insurance skyrocket, driving up the cost of housing, schools, and infrastructure across the state. New York’s law has also resulted in significant fraud as staged accident suits have flooded the courts. This situation was recently documented in an ABC News national story on construction and legal fraud, most of which occur in New York State due to the scaffold law. 

     

    Original cosponsors of this legislation include Rep. Claudia Tenney (R-NY) and Rep. Elise Stefanik (R-NY).

     

    “New York’s burdensome and misguided Scaffold Law has caused construction costs to skyrocket, making it one of most expensive states to build in the country. The Infrastructure Expansion Act will lower costs on federally funded projects by finally bringing fairness and balance to liability rules. This is a critical step toward bringing investments to our state and making New York more affordable and competitive,”said Congresswoman Tenney.

    “Regardless of which path Trump chooses to address the current state of college sports, I’m confident that his administration — which has already proven to be both effective and unafraid to shake up the status quo — can make meaningful reforms to make sure college sports remain intact.”

    WASHINGTON – Today, U.S. Senator Tommy Tuberville (R-AL) penned an op-ed in Fox about the current state of Name, Image and Likeness (NIL) and college sports amidst the everchanging NIL landscape. In the piece, Sen. Tuberville addresses the growing problems college athletes are facing with the pay-for-play environment making it nearly impossible for Olympic sports and female athletics to survive. The current “patchwork” of laws has created an uneven playing field that President Trump and Congress are well-positioned to address in the near future. Sen. Tuberville currently serves as the Chairman of the HELP Subcommittee on Education and the American Family.

    “As a former college football coach for 40 years, I’ve witnessed firsthand the transformative power of college sports in shaping young lives. From the locker room to the classroom, athletics instill discipline, teamwork and resilience — values that extend far beyond the field. But ever since the Supreme Court ruled that college athletes can be compensated for the use of their Name, Image and Likeness (NIL), college sports have been in a tailspin.  

    While I’m all for players making money, we need to create national standards to protect the integrity of college sports. Because there are no national rules for NIL contracts, every state has passed its own laws. This patchwork of laws has created an uneven playing field and given some universities advantages over their competitors.

    We now have pay-to-play as bidding wars for recruits are starting in middle and high school. This is not to mention the transfer portal, which has become a revolving door with student-athletes jumping from school to school in pursuit of more money.

  • MIL-OSI China: Foreign, health ministers call on WHO to facilitate Taiwan’s participation

    During a joint press conference on May 16, Minister of Foreign Affairs Lin Chia-lung and Minister of Health and Welfare Chiu Tai-yuan called on the World Health Organization (WHO) to facilitate Taiwan’s participation. They said that Taiwan would demonstrate self-confidence and work with the world while showcasing the professionalism of Taiwan’s medical diplomacy team.

     

    The 78th World Health Assembly (WHA) is set to open in Geneva on May 19. Minister Lin and Minister Chiu held a joint press conference at the Ministry of Foreign Affairs (MOFA) on the morning of May 16, at which they underscored Taiwan’s willingness to contribute to better global health. The two ministers said that the WHO should not brook political interference but rather should promptly invite Taiwan to participate as an observer in the WHA as well as WHO technical meetings and thus realize WHO’s goal of “One World for Health.” 

     

    Making a special appearance at the press conference was the Puzangalan Children’s Choir of Pingtung County, which performed “Ualjaiyui,” a traditional song of blessing of the Paiwan indigenous community. The song speaks of good fortune and of passing on traditions. Taiwan shares such sentiments for its WHA Action Team headed to Geneva as well as to the world at large. Minister Lin pointed out that the choir would also be traveling to Geneva to show that Taiwan was not just a land of technology but also home to cultural soft power. 

     

    Minister Lin shared that this year’s WHA slogan is “One World for Health” and that the government was calling on WHO to “Chip in with Taiwan” so that no nation or people would be left behind, allowing Taiwan to work with other nations toward a healthier world. Adding that health and disease knew no borders, he said that in addressing COVID-19 Taiwan showed great resilience and was able to assist other nations. Excluding Taiwan from the WHA and WHO therefore represented a loss for the international community.

     

    Minister Lin further commented that Taiwan’s national health insurance program has enrolled 99 percent of residents and that no matter where people lived, they had access to Taiwan’s quality medical services and social security net, an accomplishment praised worldwide. Acknowledging WHO’s Global Action Plan for Health of Indigenous Peoples, the minister said that Taiwan was ready to share its experience providing quality medical care to indigenous people. 

     

    In the AI era, Minister Lin stated, utilizing digital technology could improve access to medical care. Reflecting this, MOFA would for the first time hold a forum on smart medicine in Geneva, at which both Acer Medical and Quanta Computer would share their experience in order to promote a Taiwan model of smart medicine. Taiwan, he said, would continue to show how it could help and underscore its role as a global leader in semiconductors and related technology. 

     

    Minister Lin said that to realize President Lai Ching-te’s vision of a healthy Taiwan, MOFA had implemented the Diplomatic Allies Prosperity Project and eight flagship projects, which included the smart medicine and healthcare industries. He said thats MOFA had worked with the Ministry of Health and Welfare (MOHW) to establish a Taiwan medical diplomacy team as well as a medical consultation team that included professionals from medical firms and organizations. Through the “One Country, One Center” project, medical cooperation would be strengthened with New Southbound Policy partner countries. Such efforts would also bring Taiwan’s healthcare industry—comprising its biotech, pharmaceutical, and information technology sectors—to the world. 

     

    Minister Lin thanked the nation’s diplomatic allies for making proposals in favor of Taiwan’s participation, as well as like-minded countries for taking such concrete steps as sending letters and conducting joint demarches in support of Taiwan. Such actions underscored the strength of international support for Taiwan. However, China’s distortion of UN General Assembly Resolution 2758 and its pressure on the WHO Secretariat meant that Taiwan had yet to be invited to attend the WHA.

     

    Minister Lin stressed that Taiwan had established a government firmly rooted in popular support by conducting many democratic elections. As such, only the popularly elected government of Taiwan could represent the people of Taiwan at the United Nations, WHO, and other multilateral organizations. Many nations’ executive and legislative branches had publicly stated that UNGA Resolution 2758 did not preclude Taiwan’s participation in international organizations such as WHO. He then expressed hope that more nations would work together in support of Taiwan’s participation in WHO and oppose China’s international efforts at lawfare and cognitive warfare. 

     

    In addition, Minister Lin said that this year’s WHA slogan was “One World for Health” and that a Pandemic Agreement would be signed during the meeting. Taiwan had, he said, already shown the humanitarian spirit of “Taiwan can help” during COVID-19 and proved itself a valuable resource to WHO. However, Taiwan’s absence left a gap in the global public health and disease prevention network, said Minister Lin, who called on the WHO Secretariat to not brook political interference, to maintain professionalism and neutrality, and to facilitate Taiwan’s membership in the global public health and disease prevention network so as to create greater welfare for the world.

     

    In closing, Minister Lin said that Taiwan’s WHA Action Team would conduct publicity efforts in Geneva starting from May 16 and that MOFA and the MOHW would work together with self-confidence and engage the world. Moreover, the ministries would be proactive in making Taiwan’s voice heard and ensure that Taiwan responded to “One World for Health” and appealed to others to “Chip in with Taiwan” by making greater contributions to global public health.     Former Vice President Chen Chien-jen, serving as special envoy of President Lai Ching-te, together with his wife and Deputy Minister of Foreign Affairs François Chihchung Wu, attended the inauguration of Pope Leo XIV on the morning of May 18. In an audience with the pontiff following the ceremony, Mr. Chen conveyed greetings from President Lai and the sincere congratulations of the government, people, and Catholic community of Taiwan.

     

    Upon arriving for the ceremony in St. Peter’s Square, Mr. Chen was received by a ceremonial officer for the Holy See. The inauguration, a grand and solemn occasion, took around two hours. According to statistics released by the Holy See, more than 150 delegations attended. Before the ceremony commenced, Mr. Chen exchanged greetings with Paraguayan Chamber of Deputies Speaker Raúl Latorre; Guatemalan Special Envoy and Ambassador to the Holy See Alfredo Vásquez Rivera; other officials from diplomatic allies; and delegates from the United States, Japan, Europe, and numerous other friendly countries. He also extended felicitations to and shared cordial interactions with several high-ranking members of the Vatican clergy, including Secretary of State Cardinal Pietro Parolin and Secretary of the Dicastery for Interreligious Dialogue Monsignor Indunil Janakaratne Kodithuwakku Kankanamalage. 

     

    After the inauguration, Pope Leo received the heads of national delegations. Mr. Chen presented the pontiff with a congratulatory letter from President Lai, a commemorative set of postage stamps depicting four of Taiwan’s Catholic churches—St. Joseph’s Church in Jinlun Village, Taitung County; the Holy Family Catholic Church in Taipei City; the Basilica of the Immaculate Conception in Wanjin Village, Pingtung County; and the Holy Rosary Cathedral Basilica in Kaohsiung City—and a collection of postcards on Holy See artifacts jointly produced by Taiwan and the Apostolic Nunciature in Taiwan, highlighting the close connection between the Catholic Church in Taiwan and the Holy See. Mr. Chen also presented Pope Leo with a photo taken in 2020, when the pontiff was serving as bishop of the Chiclayo Diocese in Peru. The picture showed him accepting antipandemic supplies donated by Taiwan. The materials, delivered in cartons labeled “Taiwan Box,” were donated to Cáritas Chiclayo and other Peruvian healthcare and charitable organizations by the Pingtung County Government and Dr. Lai Hsien-yung of Hualien County’s Mennonite Christian Hospital.     When Mr. Chen arrived at the airport in Rome on May 17, he met with Eswatini Prime Minister Russell Dlamini, who had also made the trip to attend the papal inauguration. Mr. Chen also attended a mass and prayer service for peace led by Bishop John Lee Keh-mien, President of the Chinese Regional Bishops’ Conference of Taiwan, at St. Benedict’s Monastery.     The 78th World Health Assembly (WHA) is opening in Geneva on May 19. Following proactive efforts by the Ministry of Foreign Affairs (MOFA) and related overseas missions, Taiwan’s bid to participate in the WHA has received staunch and concrete support from the Group of Seven (G7), the executive and legislative branches of government of more than 50 countries, the European Union, the European Parliament, and representative offices of like-minded nations in Taiwan. MOFA expresses sincere appreciation for this support.

     

    Eleven of Taiwan’s diplomatic allies, as members of the World Health Organization (WHO), submitted a proposal to the WHO Secretariat to invite Taiwan to participate in the WHA as an observer, requesting that the proposal be included as a supplementary item on this year’s WHA agenda. Saint Lucia Prime Minister Philip J. Pierre personally wrote a letter urging WHO Director-General Tedros Adhanom Ghebreyesus to invite Taiwan to attend the WHA. The parliaments of Guatemala, Palau, and Saint Christopher and Nevis adopted resolutions backing Taiwan.

     

    The magnitude of support for Taiwan from like-minded countries has continued to grow. The current US administration has publicly endorsed Taiwan’s international participation more than 10 times. This includes a joint statement issued at the US-Japan leaders’ summit by President Donald Trump and Prime Minister Shigeru Ishiba in February, which for the first time contained text advocating Taiwan’s meaningful involvement in international organizations. US Secretary of State Marco Rubio reaffirmed firm US support for Taiwan’s international participation during his congressional confirmation hearing as well as in interviews and joint statements issued at two meetings with the foreign ministers of Japan and the Republic of Korea. The United States twice spoke up for Taiwan at the WHO Executive Board session held in February. In April, it publicly refuted China’s misuse of United Nations General Assembly (UNGA) Resolution 2758 at the UN Security Council for the first time, reiterating that the resolution did not preclude Taiwan’s participation in the UN system or other multilateral fora. In terms of US congressional support, the House of Representatives passed the Taiwan International Solidarity Act without opposition on May 5. The act urged the US government to resist China’s efforts to suppress Taiwan through mischaracterization of UNGA Resolution 2758. In addition, nine US state legislatures approved resolutions backing Taiwan’s involvement in international organizations.

     

    Furthermore, in a joint statement issued following a meeting in March, the G7 foreign ministers reaffirmed support for Taiwan’s meaningful participation in international organizations. On May 15, the European Union expressed a similar stance and recognized the extraordinary contributions Taiwan can make through its digital healthcare capabilities. In February, the European Parliament overwhelmingly adopted a resolution on the implementation of the EU Common Foreign and Security Policy, which backed Taiwan’s meaningful participation in relevant world bodies. 

    High-ranking European officials who publicly spoke up for Taiwan included Italian Deputy Prime Minister and Minister of Foreign Affairs Antonio Tajani, Irish Deputy Prime Minister and Minister for Foreign Affairs and Trade Simon Harris, Australian Minister for Foreign Affairs Penny Wong, Swedish Minister for Foreign Affairs Maria Malmer Stenergard, and Swedish Minister for Social Affairs and Public Health Jakob Forssmed. A total of 534 members of the European Parliament and 29 national parliaments across Europe cosigned a letter of the Formosa Club reaffirming support for Taiwan. The World Medical Association and other professional groups endorsed Taiwan’s participation in WHO and the WHA as they had done in the past.

     

    MOFA thanks the representative offices in Taiwan of the United Kingdom, France, Australia, Canada, the Czech Republic, Germany, Japan, and Lithuania for issuing a joint statement for the fifth year prior to the WHA affirming the immense benefits that Taiwan could bring to WHA discussions. The statement also emphasized that there was no legitimate reason for Taiwan’s exclusion from the WHA and that Taiwan’s absence would undermine the spirit of inclusive global public health cooperation and safety that WHO’s founding documents called for.

     

    MOFA points out that these positive developments fully demonstrate that China’s unreasonable obstruction of Taiwan’s participation in WHO has gained little traction or support among nations worldwide. MOFA reiterates that UNGA Resolution 2758 and WHA Resolution 25.1 make no mention of Taiwan, have nothing to do with Taiwan, and therefore cannot be cited as a legal basis for precluding Taiwan from participating in WHO or other international organizations or multilateral mechanisms or fora. MOFA asks that the WHO Secretariat listen closely to member countries, stop further condoning political manipulation by China, and instead work to realize WHO’s goals of “Leaving No One Behind” and “One World for Health” so as to fulfill its responsibility to maintain and improve the health and well-being of all people. MOFA also asks that Taiwan be allowed full and unobstructed participation in all WHO meetings, mechanisms, and activities, including the WHA. (E)

    Minister of Foreign Affairs Lin Chia-lung hosted a luncheon on May 20 to mark a state visit by President Surangel Whipps, Jr. of the Republic of Palau. During the luncheon, Minister Lin conveyed a warm welcome on behalf of the government of Taiwan and thanked Palau for its staunch support for Taiwan’s international participation. He said he expected Taiwan and Palau to continue their close cooperation and together promote sustainable development across a range of areas in both nations.

     

    In his remarks, Minister Lin explained that since taking office, he had launched a strategy of integrated diplomacy to serve as Taiwan’s primary focus for foreign affairs, adding that its three pillars of values-based diplomacy, alliance diplomacy, and economic and trade diplomacy were advancing the promotion of the Diplomatic Allies Prosperity Project in Palau. He also noted that, in addition to personally leading an industrial delegation to Palau in January, several business delegations had visited Palau on information-gathering missions, and that in March President Whipps had appointed Taiwanese business leader Stan Shih to serve as a senior economic advisor to Palau. Minister Lin said that these activities had laid a successful foundation for using public-private partnerships as a cooperative model through which to promote the Diplomatic Allies Prosperity Project.

     

    In his remarks, President Whipps thanked the government of Taiwan and Minister Lin for their gracious reception. Observing that he had already made several trips to Taiwan, President Whipps said that visiting once again felt just like experiencing the warmth of home. Likening the 26-year ties between Taiwan and Palau to a marriage, he said that the nations’ sincere friendship was based on such shared values as freedom and democracy, a common Austronesian culture, and mutual support and prosperity.

     

    President Whipps also reiterated his heartfelt gratitude for Taiwan’s assistance toward national development in Palau, adding that Taiwan’s status as one of the world’s leading producers of semiconductors and other technologies was a reflection of its successful education system and outstanding industrial development.     On Wednesday (21 May 2025), NATO Secretary General Mark Rutte welcomed the Prime Minister of the Netherlands, Dick Schoof to NATO Headquarters. The leaders held productive discussions on boosting defence spending, support for Ukraine and the upcoming NATO Summit in The Hague.

    Mr Rutte thanked the Netherlands for its steadfast contributions to the Alliance’s collective defence, playing “a pivotal role in strengthening the Alliance” on the ground, in the sky and at sea. He also thanked the Prime Minister for the excellent cooperation in organising the upcoming NATO Summit in The Hague.

    The Secretary General welcomed efforts to invest in modernised land forces and cutting-edge capabilities, including allocating over €1 billion to expand the Dutch defence industry. At the same time, he urged all Allies to invest even more, including in the defence industry and in defence-related areas such as infrastructure and resilience. “2% will not be nearly enough to meet the capability targets that Allies will soon agree,” Mr Rutte stated.

    On Ukraine, Mr Rutte thanked the Netherlands for its impressive offer of 3.5 billion euros in support for Ukraine in 2026, including €100 million for NATO’s Comprehensive Assistance Package. “Your contributions clearly underscore your long-term commitment to Kyiv’s sovereignty and security. DHS conducted a deportation flight from Texas to remove some of the most barbaric, violent individuals illegally in the United States.  Now a federal judge in Massachusetts is trying to force the United States to bring these criminals back. 

    “We are removing these convicted criminals from American soil so they can never hurt another American victim. It is absurd that an activist judge is trying to force the United States to bring back these uniquely barbaric monsters who present a clear and present threat to the safety of the American people,” said Assistant Secretary Tricia McLaughlin. “We have given the media the names of these monsters. I implore the media to stop doing the bidding of these criminals and to tell the stories of innocent Americans who have been victimized.”

    Below are the individuals ICE removed from American communities.

    Enrique ARIAS-Hierro, a Cuban national, was arrested by ICE on May 2, 2025. His criminal history includes convictions for homicide, armed robbery, false impersonation of official, kidnapping, robbery strong arm.

    On April 30, 2025, ICE arrested Cuban national, Jose Manuel RODRIGUEZ-QUINONES. He has been convicted of attempted first-degree murder with a weapon, battery and larceny, canine possession and trafficking.

    Thongxay NILAKOUT, a citizen of Laos, was arrested by ICE on January 26, 2025. NILAKOUT is Convicted of first-degree murder and robbery; sentenced to life confinement.

    On May 12, 2025, ICE arrested Mexican national, Jesus MUNOZ-Gutierrez. He is Convicted of second-degree murder; sentenced to life confinement.

    Dian Peter DOMACH, a citizen of South Sudan, was arrested by ICE on May 8, 2024. DOMACH is convicted of robbery and possession of a firearm, of possession of burglar’s tools and possession of defaced firearm and driving under the influence.

    Kyaw MYA, a citizen of Burma was arrested by ICE on February 18, 2025. MYA is convicted of Lascivious Acts with a Child-Victim less than 12 years of age; sentenced to 10 years confinement, paroled after 4 years.

    Nyo MYINT, a citizen of Burma was arrested by ICE on February 19, 2025. MYINT is convicted of first-degree sexual assault involving a victim mentally and physically incapable of resisting; sentenced to 12 years confinement. MYINT is also charged with aggravated assault-nonfamily strongarm.

    On May 3, 2025, ICE arrested Tuan Thanh PHAN, a Vietnamese national. PHAN is Convicted of first-degree murder and second-degree assault; sentenced to 22 years confinement.

    The ambitious redevelopment of a former Stoke-on-Trent pottery works looks set to take a huge leap forward.

    Stoke-on-Trent City Council’s Cabinet is being asked to appoint Capital & Centric – the group behind the landmark renovation of Goods Yard – as development partner for the site, marking a huge milestone in its regeneration.

    The move would see the company allocated up to £6.5 million of Levelling Up money to deliver the work as part of the wider masterplan for the site.

    Proposals, which will be subject to planning and other permissions, include preparation of the site, landscaping, demolition of some buildings with no heritage value as well as the development of new high-quality residential buildings to create a thriving neighbourhood across the historic site that is full integrated with Stoke town centre.

    The deal would also allow Capital & Centric to bid to the Heritage Lottery Fund for funding which would enable it to bring the China Halls back into operational use.

    The proposed partnership does not include the whole site which will continue to host a diverse range of tenants such as Dog & Bone Ltd, ACAVA, BCB and Claybody Theatre.

    Councillor Finlay Gordon-McCusker, cabinet member for transport, regeneration and infrastructure at Stoke-on-Trent City Council, said: “What makes Spode special isn’t just the heritage, it’s the people and organisations that bring it to life.

    “It’s a melting pot of what makes our city so great: creativity, community, and a belief in what Stoke-on-Trent can be.

    “This project will protect that spirit while unlocking new opportunities—good jobs, economic growth, and more investment.

    “We’re proud to work with Capital & Centric again. Their track record at Goods Yard shows they can deliver, and together we’ll make sure Spode continues to be a success story, not just for the creative industry in the city, but for heritage regeneration too.”

    The Spode site was acquired by Stoke-on-Trent City Council in 2010, two years after the factory closed and went into administration.

    In 2022, the council secured £10 million of Levelling Up Funding to invest in the site and bring it back into use.

    Since August 2024, work has progressed on the delivery of a new masterplan for Spode. Asbestos removal work has been carried out across many of the heritage buildings, lease terms are being agreed for building 4 and the planned refurbishments of units 1F and 1G are ongoing to provide more space for the on-site Spode Museum.

    The final decision on a development partner for the site will be made at a Cabinet meeting on Tuesday 27 May.

    There’s cause for celebration in Yarmouth as the former primary school site officially begins a new chapter — one rooted in community, heritage, and a touch of maritime magic.

    The Yarmouth Community Foundation CIC has completed the purchase of the former Yarmouth Primary School from the Isle of Wight Council, marking the end of a long journey and the start of an exciting future.

    The bid was accepted back in March 2024, but the final handover was delayed by some behind-the-scenes negotiations with the Crown Estates over covenants and Department for Education restrictions.

    Now, with the paperwork signed and the keys in hand, the Foundation is ready to breathe new life into the site.

    The Foundation was formed by trustees from the Herapath-Shenton Trust and the Maritime Archaeology Trust, with one clear goal: to ensure the site continues to serve the people of Yarmouth.

    Funding came from the Herapath-Shenton Trust, a charity established by a former Yarmouth resident with a deep love of the sea — fitting, given the town’s proud maritime roots.

    The Maritime Archaeology Trust will now take up residence in the old school buildings, transforming them into a centre for maritime history with a special focus on the Western Solent, incorporating the shipwreck centre currently at Arreton.

    Martin Woodward, who set up the shipwreck centre in 1978 first in Bembridge, said: “Thankfully the education theme and legacy of the school site will live on for the Yarmouth community and provide an important education experience for schools and communities on and off the Island.

    “The site will now give us the opportunity to further expand and be part of an exciting new complex.“

    Councillor Ian Stephens, Deputy Leader and Cabinet Member for Housing and Finance at the Isle of Wight Council, praised the project: “This is a fantastic example of how a community-led initiative can preserve a much-loved site and turn it into something that will benefit generations to come.

    “I’m pleased the council has been able to support this vision and look forward to seeing the positive impact it will have on Yarmouth.”

    In addition to the heritage centre, the council has retained a portion of land along Mill Road with plans to develop affordable housing — giving priority to those who work in Yarmouth and helping to keep the town’s community spirit thriving.

    And it doesn’t stop there. The Foundation has also set aside land for community use, with a special invitation extended to the Yarmouth Scouts and Guides. Whether it’s campfire singalongs or badge-earning adventures, the site is set to become a hub of activity once again.

    Ward councillor, Councillor Peter Spink, added: “I’m delighted that this project has come to fruition and am sure it will be a huge asset for Yarmouth.

  • MIL-OSI Canada: $2.1 Million in Charitable Gaming Grants Delivered to Community Groups Across Saskatchewan

    Lotteries and Gaming Saskatchewan (LGS) provided $2.1 million in charitable gaming grants in the fourth quarter of 2024-25, benefiting more than 1,100 groups and organizations across the province.

    “Our government is committed to delivering for Saskatchewan communities and one of the ways we do that is through charitable gaming grants,” Minister Responsible for LGS Jeremy Harrison said. “The proceeds from gaming in Saskatchewan support charitable organizations and activities across the province, including the arts, culture, sports and more.”

    Groups in about 230 Saskatchewan communities received a charitable gaming grant in the fourth quarter of 2024-25, with more than $425,000 going to groups in Regina and nearly $561,000 to groups in Saskatoon.

    The Saskatoon Branch of SaskAbilities is one of the more than 2,700 nonprofit and charitable groups and organizations across Saskatchewan that received a charitable gaming grant in 2024-25.

    “As SaskAbilities celebrates 75 years of working together to build inclusive communities for people of all abilities, we continue to reflect on the impact that charitable gaming grants have on our programs and services,” SaskAbilities Saskatoon Branch Regional Director Emily Hurd said. “Camp Easter Seal is grateful to receive grant money which directly supports children, adults and youth experiencing disability with programs and services to enhance their lives. Further, through the Saskatchewan Lotteries Community Grant Program, we are able to provide important programming to youth and children with physical disabilities year-round.”

    Other regions across the province also received funding, including:

    • Yorkton, Melville and area – more than $93,000.
    • Swift Current and area – more than $27,000.
    • Weyburn, Estevan and area – more than $62,000.
    • Prince Albert and area – more than $122,000.
    • Meadow Lake and area – more than $55,000.
    • Humboldt, Melfort and area – more than $60,000.

    These quarterly grants are paid to groups and organizations in good standing that conduct licensed charitable gaming activities such as bingos, raffles, breakopen ticket sales, Texas hold ’em poker tournaments and Monte Carlo events. The grants are equal to 25 per cent of the net revenue raised by each charitable event, up to a maximum of $100,000 per group or organization annually.

    The amount of each grant paid by LGS to each charity is calculated by the Saskatchewan Liquor and Gaming Authority (SLGA) based on financial reports and other information submitted by the group or organization. Groups can apply through SLGA’s charitable gaming licensing process here.

    Speaking to plenary on Wednesday, Slovenian President Nataša Pirc Musar highlighted challenges facing the EU, including the ongoing conflicts in Ukraine and the Middle East.

    Welcoming President Pirc Musar at a formal sitting, European Parliament President Roberta Metsola said: “Slovenia has helped to shape our Union, proving again and again that we work best when we work together. That is why it is so important that Slovenia and Europe remain united in our approach to the challenges ahead. Why our values matter. And why we will stand up for them.”

    Pirc Musar recalled the positive experience of Slovenia’s reforms and integration into the EU in 2004 and underscored her country’s support for future merit-based EU enlargement, in particular to the Western Balkans, Ukraine and Moldova. She stressed the need to enhance the efficiency, and financial and institutional capacities of the EU as a political community to welcome new members.

    On security and defence, President Pirc Musar called for greater strategic autonomy and increased societal resilience in the face of multiple crises. She stressed the EU’s responsibility to uphold the multilateral world order and the founding principles of the United Nations Charter.

    Regarding the situation in the Middle East, Pirc Musar called for more EU involvement and an end to hostilities in the West Bank and Gaza.

  • MIL-OSI USA: I-90 Vantage Bridge work pauses on weekends and holidays to accommodate summer travel

    VANTAGE – Construction on Interstate 90 across the Vantage Bridge will be adjusted to help traffic flow during peak travel times for the Memorial Day, Fourth of July and Labor Day holidays.

    All four lanes of the Vantage Bridge will be open during busy summer holidays:

    • Memorial Day: Friday, May 23 – Sunday, June 1
    • Fourth of July: Thursday, July 3 – Tuesday, July 8
    • Labor Day: Thursday, Aug. 28 – Tuesday, Sept. 2

    The bridge will be reduced to one lane in each direction on weekdays (Monday through Friday) and all lanes will be open on Saturdays and Sundays through July 8. Starting Wednesday, July 9, traffic will be reduced to a single lane in each direction seven days a week, except for Labor Day weekend, until the project wraps up for the season in November.

    Repair work on the Vantage Bridge began in spring 2024. The completion of the project is scheduled for 2028.

    Today, the Reserve Bank released the May 2025 issue of its monthly Bulletin. The Bulletin includes two speeches, four articles and current statistics.

    The four articles are: I. State of the Economy; II. Economic Activity and Banknotes: New Approaches; III. Digital Footprints: Decoding India’s Inbound Tourism through Internet Searches; and IV. Impact of Weather Anomalies on Vegetable Prices in India.

    I. State of the Economy

    Persistent trade frictions, heightened policy uncertainty, and weak consumer sentiment continue to create headwinds for global growth. Amidst these challenges, the Indian economy exhibited resilience. Various high frequency indicators of industrial and services sectors sustained their momentum in April. A bumper rabi harvest and higher acreage for summer crops, coupled with favourable southwest monsoon forecasts for 2025, augur well for the agriculture sector. Headline CPI inflation fell for the sixth consecutive month to its lowest since July 2019, primarily driven by the sustained easing in food prices. Domestic financial market sentiments, which remained on edge in April, witnessed a turnaround since the third week of May.

    II. Economic Activity and Banknotes: New Approaches

    This article investigates the impact of economic activity on banknotes in circulation, with a particular focus on the role of the formal sector. Leveraging high-frequency monthly nightlights data as a proxy for total economic activity and tax collection data as a measure of formal economic activity, the analysis isolates the effect of formalisation on Notes in Circulation (NiC), controlling for aggregate economic output.

    Highlights:

    • The growth rate in NiC (in value terms) during 2014 – 2024 was significantly lower as compared to that in the previous two decades.

    • The growth in NiC was noticeably higher than that in GDP during 1994 – 2004; the gap, however, has significantly reduced in the next two decades.

    • There exists positive relationship between nightlights and taxes and also between nightlights and GDP.

    • The article finds strong evidence that formal economic activity reduces the use of banknotes.

    III. Digital Footprints: Decoding India’s Inbound Tourism through Internet Searches

DIG monitors global tourism trends through travel-related searches. The study examines the linkage between foreign tourist arrivals (FTA) and Google searches made for travel to India from the rest of the world.

    • There is a strong association between FTA and travel-related search volume index.

    • The index captures directional changes in FTA reasonably well.

    • The index Granger causes FTA implying its ability to serve as a leading indicator to predict FTA.

    IV. Impact of Weather Anomalies on Vegetable Prices in India

    Vegetable prices exhibit high volatility and play a major role in driving India’s food and headline inflation. The volatility in vegetable prices is often exacerbated by supply-side disturbances, predominantly driven by weather shocks warranting regular monitoring of evolving weather conditions. This study investigates how weather anomalies, particularly in rainfall and temperature, affect vegetable prices in India.

    Highlights:

    • After controlling for seasonality in vegetables prices as well as movements in market arrivals and reservoir levels, empirical estimates suggest that weather anomalies add to price pressures in vegetables with temperature anomalies having a more immediate impact.

    • Moreover, the impact of temperature anomalies has increased in recent periods, highlighting the need for faster adoption of temperature-resistant crop varieties to support the objective of price stability.

    UK-East Africa trade forum to kickstart investment

    UK hosts first-ever forum dedicated to trade and investment with East Africa, including announcements on cross-border trade and electric motorbikes.

    The UK has announced two investments in East Africa to de-risk cross-border trade for buyers and sellers, as well as to provide more electric bikes and charging infrastructure in Kenya. 

    The announcements were made at the first-ever East Africa Trade and Investment Forum (EATIF). The forum has brought together businesses and governments from Kenya, Uganda and Tanzania to engage directly with British businesses, and agree future investments. The forum takes place on 21 to 22 May 2025. It has been organised by DMA Invest and the East Africa Association, in partnership with the UK Government. 

    British International Investment (BII) and Standard Chartered Bank will support trade finance in Kenya and Tanzania with a USD $100 million facility to de-risk cross-border and local trade. This will make finance more accessible for businesses as well as increase the availability of vital goods and services. Investment qualifies for the ‘2X Challenge’ which advances gender equality and women’s economic empowerment in developing countries. The facility will support female-led businesses, as well as employment and leadership opportunities for women, and is expected to finance over USD $450 million in trade volumes over its lifetime. 

    In addition, BII will make a USD $5 million investment in electric motorbike infrastructure in Kenya. The investment will support ARC Ride’s initial rollout of 5,000 electric motorbikes and upgrade battery swapping infrastructure which will increase adoption. This will directly result in over 100,000 metric tons of CO2 per year being saved as electric mobility replaces petrol motorbikes.

    Lord Collins, the UK Government’s Minister for Africa, represented the United Kingdom at the summit, which was also attended by government delegations from Kenya, Uganda and Tanzania. This included: Abubakar Hassan Abubakar, Principal Secretary State Department for Investment Promotion, Kenya, and the CEO of the Kenya Investment Authority (KenInvest), John Mwendwa; General Wamala, Minister for Works and Transport in Uganda; and Msafiri Lameck Mbibo, Deputy Permanent Secretary of the Ministry of Minerals in Tanzania. 

    Lord Collins, the UK Government’s Minister for Africa, said: 

    The UK is a long-term partner for long-term investment in East Africa. This forum will showcase the best of East African business to British business and lay a pipeline of private sector investment between them. This, combined with much-needed improvements to regulations and resilience, will lead to jobs and mutual growth in the future. We go far when we go together.

    EATIF aims to replicate the success of the West and Central Africa Forum (WCAF), which built a pipeline of over GBP 1 billion in deals over three years. EATIF is just the beginning, with a series of follow-up engagements planned to sustain momentum and translate relationships into tangible deals. 

    These interactions, ranging from government-to-government meetings to C-suite business dialogues, will help align priorities and lay the groundwork for future partnerships. The forum will showcase the full suite of UK government support available to businesses, such as UK Export Finance (UKEF) and BII. UKEF has played a transformative role in other regions, growing its exposure in West and Central Africa from £3 million to over £1.2 billion, and similar outcomes are expected in East Africa over time. These tools can help UK and East African businesses de-risk projects and access finance more easily.

    1. Trade Finance Facility with Standard Chartered 

    • the USD $100 million Trade Finance Programme with BII and SCB is a 50:50 risk-sharing facility to increase access to trade finance for businesses in Kenya and Tanzania

    • the financing will enable ARC Ride’s initial rollout of 5,000 electric two-wheelers (E2W) and accelerate the expansion of E2W BaaS infrastructure
    • with the goal to build Africa’s first and largest automated battery swapping network, it is also establishing the industry standard for battery swapping of E2Ws both from ARC Ride and other manufacturers, which is important for more Electric Vehicle (EV) adoption

  • MIL-OSI Security: Missouri Man Sentenced to Over 19 Years in Prison for Transporting Minor for Sex

    ST. LOUIS – U.S. District Henry E. Autrey on Tuesday sentenced a man who admitted transporting a minor across state lines for sex to 230 months in prison.

    Scott M. Arnold-Micke, 48, of Rolla, Missouri met the 17-year-old victim in 2021 and took him to Chicago, where they used drugs and engaged in sexual acts. Arnold-Micke engaged in drug use with the victim on an almost daily basis after Arnold-Micke moved from Sullivan, Missouri to Rolla.

    Arnold-Micke, 48, pleaded guilty in January to one count of transportation of a minor to engage in a criminal sex act.

    The case was investigated by the FBI and the Rolla Police Department with assistance from the Phelps County Sheriff’s Department.  Assistant U.S. Attorney Dianna Edwards prosecuted the case.

    “The FBI is unrelenting when it comes to protecting children,” said Special Agent in Charge Chris Crocker of the FBI St. Louis Division. “I commend those who brought this crime to light in order to get this child predator off the streets and in prison where he belongs.”

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and the Department of Justice Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.
