  • MIL-OSI New Zealand: Budget 2025 must commit to improving children’s wellbeing

    UNICEF’s global report card – released this week – shows New Zealand ranks 32nd out of 36 wealthy countries analysed for children’s wellbeing, while also highlighting New Zealand has the highest youth suicide rate among the 36 -nearly three times the average-and ranks last for child and youth mental health. It also shows that bullying remains a widespread issue, with New Zealand posting the second-highest rate of bullying among children.
    Other reports from Save the Children’s own climate modelling showing the impact of climate change on children’s lives, alongside Government statistics, show children’s wellbeing, including their physical and mental health, basic needs including food security, housing and access to healthcare are under threat.
    Additionally, a report released by the Auditor-General, revealed that child-informed budget decisions are critical if we are to avoid harming already vulnerable children and families due to cuts to funding of critical services.
    “Government budget decisions have a direct impact on the lives and wellbeing of every New Zealander,” says Save the Children New Zealand’s Advocacy and Research Director Jacqui Southey.
    “It’s clear that greater investment is needed to improve the wellbeing of our children. If New Zealand is to have a prosperous future, we need to invest to ensure our children live good lives now and have bright futures to look forward to.
    “New Zealand ranking the worst in the world for youth suicides is devasting.     WILSON, N.C. – Congressman Don Davis (NC-01) and the United States Postal Service hosted a dedication ceremony Saturday, May 17, at Wilson Community College to rename the Wilson Post Office in honor of Milton F. Fitch Sr., a World War II veteran, community leader and pioneering postal worker whose legacy helped transform eastern North Carolina.

    The renaming followed the passage of legislation sponsored by Congressman Don Davis and signed into law by former President Joe Biden on January 2, 2025. H.R. 6750, which secured the support of the entire North Carolina delegation, officially designated the federal facility at 501 Mercer Street Southwest in Wilson as the “Milton F. Fitch, Sr. Post Office Building.”

    “Milton F. Fitch, Sr. is a remarkable and key figure in eastern North Carolina’s history. He devoted his life to serving our country and community,” said Congressman Davis. “Renaming this post office honors a letter carrier who broke barriers, inspired others, and left a lasting impact on Wilson and North Carolina.” 

    Fitch’s history was deeply rooted in service to his country. He served in World War II and played a key role with the Red Ball Express, a massive truck convoy that delivered supplies to Allied troops. After returning home, he became a letter carrier in Wilson with the postal service, paving the way for future generations. 

    Beyond his postal career, Fitch dedicated his life to advocacy. As lead plaintiff in a lawsuit, he successfully compelled the City of Wilson to pave 23 miles of unpaved roads in African-American neighborhoods.

    “This naming of the Wilson Post Office is a recognition of Milton Fitch, Sr.’s service to our country during World War II and his groundbreaking advocacy for civil and voting rights during a very difficult moment of American history,” said former Congressman G.K. Butterfield. “Mr. Fitch was the letter carrier in the Wilson community during my childhood. We all loved and respected him. I extend my deep appreciation to Congressman Don Davis for his commitment to this naming and his stellar work in obtaining unanimous support from the entire North Carolina delegation.”

    Fitch also held leadership roles in numerous fraternal and community organizations, including the Prince Hall Masons, where he was elected Most Worshipful Grand Master in North Carolina.

    His wife, Cora Whitted Fitch, was also a passionate community leader, a dedicated educator, and was elected to the Board of County Commissioners. Together, they raised five children; Dr. Jerome Fitch, retired NC Superior Court Judge Milton “Toby” Fitch, Jr., the late Attorney Patricia Maria Fitch, Dr. Christine Fitch, and Dr. Ernestine Fitch, M.D., whom followed in their footsteps with careers in public service, education, and healthcare.

    “My family and I are very pleased and happy for my father to be recognized in this fashion,” said Milton F. “Toby” Fitch, Jr., son of Milton F. Fitch, Sr., retired NC Superior Court Judge, and former NC State Senator. “Words cannot express it.   • MIL-OSI United Kingdom: First Minister urges Prime Minister to drop EU red lines

    Scotland’s interests cannot be an afterthought in negotiations.

    First Minister John Swinney has urged the UK Government to reflect Scotland’s interests by dropping its EU red lines on the single market, customs union and freedom of movement.

    Ahead of tomorrow’s summit between the UK and EU, the First Minister has reiterated his calls for the closest possible co-operation with Europe and said the best future for Scotland is as an independent nation within the European Union.

    The Scottish Government has previously called for the UK Government to negotiate with the EU on a number of key areas including removing barriers to food and drink exports, closer energy and climate co-operation, a youth mobility agreement, and rejoining the Erasmus+ and Creative Europe programmes.

    The First Minister said:

    “Scotland’s best future lies as an independent country within the European Union. More than ever, the current uncertain economic and geopolitical environment reinforces the importance of Scotland having the security, stability and opportunity that comes with EU membership. 

    “Right now, the Prime Minister must negotiate the closest possible working relationship with the EU, in the interests of people and businesses across Scotland. To do that he must drop his ideological red lines on the single market, customs union and freedom of movement. This would remove significant trade barriers and red tape for Scottish businesses and give a much-needed boost to the Scottish economy which is still being badly impacted by Brexit.

    “If the UK Government wants to get serious about economic growth, it should recognise that the EU is one of our most important economic and security partners. At the very least we need to see a reduction in red tape for our food and drink exports, closer co-operation on energy and climate issues and greater freedom of movement for our young people. These areas and others can bring benefits both for us and our European partners.

    “The Scottish Government stands ready to work with the UK and the EU towards stability and progress but the UK Government must reflect the interests of Scotland in the upcoming talks.   • MIL-OSI Asia-Pac: New HQ helps air cadet corps soar

    Established more than half a century ago, the Hong Kong Air Cadet Corps (HKACC) has long been a foundation for the development of local aviation talent. Until recently, however, training was carried out at borrowed school and community centre facilities.

    HKACC Commanding Officer Chan Mang-lang highlighted the challenges faced over the years. “Venue limitations restricted our ability to hold training activities according to our needs or introduce professional equipment like flight simulators.”

    Renovation project 

    To improve its training environment, in 2018 the corps began looking for a suitable location to establish a new headquarters and training centre. Ultimately, in 2023, it chose a vacant school on Shiu Fai Terrace in Wan Chai.

    HKACC Deputy Officer Commanding Operations Group Martin Choi explained that the original school had 12 classrooms and an assembly hall, meaning the refit could be accomplished without major renovations, allowing for time and cost savings.

    After over a year of refurbishments, the new headquarters officially opened in March. Classrooms were transformed into multi-purpose rooms, conference rooms and other facilities, providing cadets with ample training and learning areas. The corps also added several small flight simulators and a helicopter simulator.

    “As Hong Kong integrates into the Greater Bay Area’s aerospace developments, the new headquarters equip the youth with cutting-edge facilities to explore aviation careers,” said Mr Choi. “These professional facilities could enhance the cadets’ technical skills. In future, we will also introduce one-to-one fixed-wing aircraft simulators for cadets.”

    Overcoming challenges

    As a youth uniformed group, foot drill training is vital for the corps. The original playground has been converted into a parade ground for Chinese-style foot drills and a flag-raising training zone. During reconstruction, however, technical challenges arose when it came to installing flagpoles.

    Due to the lack of road access, which prevented large machinery from entering the site, the contractor opted to use manual labour and small machines to lift and install three steel sections for the 15m main flagpole and the two 13m flagpoles on either side of it.

    Building pride

    The new headquarters also features a national education corner aimed at strengthening young people’s national identity and pride through showcasing the country’s achievements and development.

    HKACC No. 402 Squadron Non-commissioned Officer-in-charge Lui Wai-fung, who joined the corps five years ago, outlined that the new training centre offers numerous opportunities for training and growth, as well as increasing cadets’ sense of belonging.

    Vital support

    From April 2024, the corps has been supported and funded by the Government Flying Service (GFS), which also assisted in establishing the new headquarters.

    GFS Air Crewman Officer III Nicholas Choi stated that the service participated in site selection meetings led by the Security Bureau and the Development Bureau to ensure that the facilities at the new headquarters would meet  the corps’ future development needs. Having offered technical and professional advice to assist the corps in setting up its flight simulation equipment and teaching facilities, it also provides ongoing virtual reality and flight simulator training for cadets. In addition, it hosts cadets at GFS headquarters on enriching educational field trips.

    Bright prospects

    GFS Acting Senior Pilot Martin Yu explained that on such visits, “when the cadets enter the hangar, they may actually have a quick touch on the helicopters, so they are usually very happy and become more interested in our daily job for GFS and aviation on the whole.”

    Mr Yu also revealed that over 10% of current flight personnel in the GFS are former cadets, and said he hopes this percentage can rise even further in the future.

    “Apart from that, many cadets has become a professional in aviation industry, including in many different streams, like the air traffic controllers, like in the maintenance industry, in the aviation, as well as a pilot.”

  • MIL-OSI Security: Lansdowne Station — Ground and air search efforts in Pictou County as missing persons investigation continues

    Ground and air search efforts were conducted today (May 17) in Pictou County as the missing persons investigation into the disappearance of Lilly and Jack Sullivan continues.

    More than 100 volunteer searchers from Colchester, Halifax, East Hants, Pictou County, and Strait Area ground search and rescue and the Civil Air Search and Rescue Association focused on specific areas around Gairloch Rd. in an effort to locate Lilly and Jack and advance the RCMP investigation. The search was supported by Nova Scotia Public Safety Field Communications and EHS Emergency Preparedness Special Operations.

    This search follows a large-scale air and ground search that began on May 2 and was scaled back on May 7 in favour of more specific searches.

    On May 8 and 9, the RCMP’s Underwater Recovery Team (URT) scoured bodies of water around Lansdowne Station; URT’s two-day operation did not uncover evidence.

    The search will resume tomorrow (May 18). We continue to ask that the public avoid the search area to allow trained searchers to do their work.

    Police investigate serious pedestrian crash near Devonport

    Sunday, 18 May 2025 – 7:20 am.

    Police are investigating a serious crash on the Bass Highway in Devonport last night.Police and emergency services were called to the scene about 8pm last night (17/5/25) after a 17 year old male youth was crossing the Bass Highway near the Homemaker Centre, Devonport.The youth was struck by a westbound Nissan X Trail travelling at approximately 110kph, in the right hand lane.The driver of the car stopped immediately to lend assistance and call for help.The youth was treated at the scene and taken by ambulance to the North West Regional Hospital in Burnie with what are believed to be non life threatening injuries.The Bass Highway was closed for around three hours while police Crash Investigaton Serices, Forensic Services, and SES volunteers attended and worked through the scene.Initial investigations suggest the youth was part of a small group who had crossed the highway to buy food when he was struck.The driver of the car had his two children in his car with him at the time. They were all understandably shaken, but uninjured.Anyone with information including dash cam footage should contact Devonport Police on 131444.

    Rumford, ME – Today, U.S. Senator Susan Collins delivered remarks at a dedication and open house at the new Rumford fire station. The new station is dedicated to Peter Chase, a former Deputy Fire Chief and Town of Rumford Selectman who passed away in 2022. Members of the Chase family, including his wife Rhonda and his son, Auburn Fire Department Chief Bob Chase, were in attendance for the ceremony, which was held on the same day as Deputy Chief Chase’s birthday.
    “This is a celebration of more than a modern facility for firefighters. As we dedicate this building to Peter Chase, we honor an inspiring life of service,” said Senator Collins during her remarks. “From Deputy Fire Chief, to Selectman, to his work on several town and county commissions, Peter devoted himself to his community. This is a wonderfully touching way to mark what would have been Peter’s 72nd birthday.”
    “Rhonda, Bob, and all members of his wonderful family, please know that this new fire station is a fitting memorial to a remarkable example of the spirit of Maine,” she continued. “Bob, let me congratulate you for carrying on your father’s legacy in Auburn and for your recognition as Maine’s Fire Chief of the Year for 2024. That spirit lives on in the firefighters who selflessly put their lives on the line to protect our families, our homes, and our businesses.”
    After touring the old station—which was constructed in 1923—in May of 2022, Senator Collins secured $1 million in Congressionally Directed Spending to support the construction of the new station in the Fiscal Year 2022 omnibus appropriations package. The new station includes two additional bays and additional clearance for trucks, as well as a decontamination area, and sleeping space for the firefighters.
    Senator Collins has long been an advocate for Maine’s firefighters and first responders. Through her role on the Senate Appropriations Committee, she secured more than $31 million in Congressionally Directed Spending through the Fiscal Year 2024 appropriations process for projects across the state that will support local law enforcement, fire and rescue stations, and emergency response services.

    TUNIS, May 17 (Xinhua) — Tunisian President Kais Saied met with Li Shulei, member of the Political Bureau of the CPC Central Committee and director of the Publicity Department of the CPC Central Committee, who visited Tunisia from May 14 to 17 as the head of a CPC delegation.

    During the meeting on Thursday, Li Shulei first conveyed cordial greetings from Chinese President Xi Jinping to K. Saied and recalled that in May 2024, the two heads of state jointly announced the establishment of China-Tunisia strategic partnership, outlining a new plan for the development of interstate ties.

    WASHINGTON, May 17 (Xinhua) — At least 21 people were killed in tornadoes that swept through parts of the U.S. states of Missouri and Kentucky from Friday into Saturday morning, local authorities said.

    Kentucky Governor Andy Beshear said Saturday morning that 14 people have been confirmed dead in the region.

    “Kentucky, we start today with the difficult news that we have lost at least 14 people as a result of yesterday’s storms, but unfortunately the death toll will continue to rise as more information becomes available,” Beshear said in a post on X’s social media.

    Earlier, Laurel County Sheriff John Root in southeastern Kentucky called the tornado “a mass casualty event.”

    In addition, five people were killed in St. Louis and two in Scott County in southeastern Missouri, according to NBC News, and local officials said more than 5,000 homes were damaged by the storm Friday afternoon.

    BAGHDAD, May 17 (Xinhua) — Arab leaders on Saturday called for an immediate end to the war in the Gaza Strip and expressed their opposition to the forced displacement of Palestinians.

    In the final statement of the 34th Arab League summit, which opened earlier in the day in the Iraqi capital Baghdad, the leaders of the league’s 22 member states demanded “an immediate end to the war in the Gaza Strip and all hostilities that aggravate the suffering of the civilian population.”

    The statement calls on the international community, in particular influential countries, to fulfil their moral and legal obligations to stop the bloodshed and ensure unimpeded humanitarian aid to the Palestinian enclave.

    The Arab League leaders also reiterated their opposition to the forced displacement of Palestinians, which violates international law, the statement said.

    They called on all countries to provide political, financial and legal support for the reconstruction and rehabilitation plans for the Gaza Strip, and welcomed Iraq’s call for a fund to be created for the reconstruction of Gaza.

    According to the statement, the heads of state reaffirmed that the Palestinian issue remains the central concern of the Arab nation and the key to regional stability. They fully support the inalienable rights of the Palestinian people, including freedom, self-determination and the establishment of an independent and sovereign Palestinian state within the 1967 borders with East Jerusalem as its capital, the document added.

    The statement emphasizes that Arab leaders condemn all illegal measures and actions by Israel against the Palestinian people and depriving them of their right to freedom, life and human dignity.

    The leaders supported Palestinian President Mahmoud Abbas’s call to convene an international peace conference and take steps to implement a two-state solution.

    The statement also touched on other issues in the Arab world, including Sudan, Lebanon, Syria, Libya and Yemen, and reiterated Arab leaders’ condemnation of terrorism in any form, especially the terrorist attacks of the Islamic State group.

    Coast Guard Sector San Juan marine investigators and vessel inspection teams are investigating two separate and unrelated vessel fires in Puerto Rico on Saturday. Both vessel fires were successfully extinguished, and there are currently no reports of marine pollution or reported injuries in either case. Pollution monitoring efforts continue. “The Coast Guard is investigating these separate and unrelated vessel fires aboard the ferry vessel Breezy Point and the tanker Scot Stuttgart to ascertain the potential causes,” said Capt. Luis J. Rodriguez, Coast Guard Sector San Juan commander. “Each of these vessel fires warrant investigations to learn causative factors and prevent future incidents from occurring with potential risk to human lives and impacts to Puerto Rico’s maritime transportation and marine environment. I commend the crews from both vessels for their initial actions that led to the fires being extinguished, as well as the efforts of responding firefighting crews, which collectively led to preventing the loss of life and averting a more catastrophic outcome.”

    Moscow, May 17 /Xinhua/ — Russian Foreign Minister Sergei Lavrov and US Secretary of State Marco Rubio discussed the results of the talks in Istanbul in a telephone conversation on Saturday, according to a statement on the Russian Foreign Ministry’s website.

    “On May 17, at the initiative of the American side, a telephone conversation took place between the Minister of Foreign Affairs of the Russian Federation S. V. Lavrov and the US Secretary of State M. Rubio,” the diplomatic department reported. “The heads of the foreign policy departments exchanged opinions on the results of the Russian-Ukrainian negotiations held the day before in Istanbul.”

    As indicated on Smolenskaya Square, M. Rubio “welcomed the agreements on the exchange of prisoners of war and on the preparation by each side of its vision of the conditions necessary for reaching a truce, and emphasized Washington’s readiness to continue to facilitate the search for a settlement.”

    S. Lavrov, in turn, “noted the positive role of the United States, which contributed to Kyiv ultimately accepting the proposal of Russian President V.V. Putin to resume the Istanbul negotiations,” and also confirmed Moscow’s readiness to continue working together with American colleagues in this context.

    “During the conversation, some other international and regional issues were also touched upon. The interlocutors exchanged opinions on the continuation of Russian-American contacts,” the Russian Foreign Ministry concluded.

    The talks between representatives of Russia and Ukraine that took place on Friday lasted almost two hours. Russian presidential aide Vladimir Medinsky, who heads the Russian delegation, announced a large-scale prisoner exchange — 1,000 for 1,000 — with Ukraine. According to him, the parties agreed to present their vision of a possible future ceasefire. During the talks, the Ukrainian side requested a meeting of the heads of state, and Russia took this into account. V. Hoyer (MD-05), Senator Chris Van Hollen (D-MD), Governor Wes Moore, Senator Angela Alsobrooks (D-MD), Congressman Glenn Ivey (MD-04),  Congressman Jamie Raskin (MD-08), Congresswoman Sarah Elfreth (MD-03), Congressman Johnny Olszewski (MD-02), and Congresswoman April McClain Delaney (MD-06) issued the following statement on Federal Bureau of Investigation (FBI) Director Kash Patel’s recent comments about the FBI headquarters:

    “Today, Director of the Federal Bureau of Investigation (FBI) Kash Patel recognized what everyone, including his predecessors, have known for decades: the J. Edgar Hoover building is unsafe, unworthy, and unaccommodating of the FBI’s vital national security and law enforcement mission. We agree with his statement that ‘if you’re going to come work at the premier law enforcement agency in the world, we’re going to give you a building that is commensurate with that.’ 

    “The solution is clear, and the decision to move the headquarters to the site in Greenbelt, Maryland, was final. This site was selected based on a thorough, objective process examining cost, construction timeline, transportation access, community impact, and the FBI’s mission requirements.

    “Team Maryland remains committed to providing the world’s premier law enforcement agency with the world’s premier law enforcement facility. If the ​Trump Administration truly shares that goal, it will work with us to proceed on this project.”

    NANNING, May 17 (Xinhua) — Three people were killed and one was missing after flash floods triggered by heavy rains in south China’s Guangxi Zhuang Autonomous Region, local authorities said Saturday.

    Heavy rains hit Longlin County on Friday and Saturday, causing flash flooding in Yancha Township, leaving four people missing after the temporary shelter they were using on a hillside was washed away.

    Local emergency services, public safety, fire and medical services immediately launched a search and rescue operation after receiving a report of the incident on Saturday. The three missing people were later found in a ravine near a mountain stream, all of them deceased.

    NANNING, May 17 (Xinhua) — Heavy rains hit south China’s Guangxi Zhuang Autonomous Region on Friday and Saturday, prompting emergency response measures, local authorities said.

    In Beiliu County, a city in eastern Guangxi Zhuang Autonomous Region, heavy rains killed one person and forced the evacuation of more than 1,700 residents.

    The regional meteorological administration predicts continued heavy or torrential rainfall in northern and central Guangxi Zhuang Autonomous Region until May 18.

    At 11:00 a.m. on Saturday, the agency issued a blue warning for heavy rainfall and activated a level 4 weather disaster alert.

    China has a four-tier weather warning system, with red representing the highest level of danger, followed by orange, yellow and blue. The emergency response system also has four levels, with level 1 being the most serious. –0–

    SUMMARY…Storms will increase in coverage and intensity through the
    day, with areas of hail, wind, and a couple brief tornadoes
    possible.

    DISCUSSION…In the wake of the early day activity over northern NY,
    southerly winds continue to destabilize the area, well ahead of the
    cold front and upper trough moving in from the west. Visible imagery
    and radar indicate widespread boundary layer cumulus with a few
    storms beginning to form near the lake breezes and over other well
    heated terrain features.

    Cooling aloft overspreading the warming surface air mass will lead
    to steepening lapse rates and further destabilization. While not
    particularly strong, deep layer shear and veering winds with height
    will generally favor cellular development ahead of the cold front.
    These cells could produce hail, localized wind damage or even brief
    tornadoes as 0-3 km CAPE is maximized.

    As the primary cold front moves in later, additional activity over
    western NY and PA could pose more of a wind threat, sweeping in
    behind the leading daytime activity. The wind shift will be
    prominent, with over 30 kt westerly low-level flow.
