     Following is the speech by the Secretary for Commerce and Economic Development, Mr Algernon Yau, at the discussion session entitled “Prosperity through Sustainable Trade” at the Asia-Pacific Economic Cooperation (APEC) Ministers Responsible for Trade Meeting in Jeju, Korea, today (May 16):

     Thank you, Chair, and good morning, colleagues.

     Supply chains are the driving engines for today’s global economy, yet they are also highly sensitive and vulnerable to external shocks, as we have witnessed during COVID-19 and in recent days.

     Hong Kong, China (HKC), as an international shipping and logistics hub, has been implementing various measures to support sustainable supply chains. Our Climate Action Plan 2050 steers four major decarbonisation strategies, namely, net-zero electricity generation, energy saving and green buildings, green transport and waste reduction. Increasing the zero-carbon energy supply through renewable energy development, popularising the use of electric commercial vehicles, enhancing the current cross-border electricity transmission infrastructure and developing a green maritime fuel bunkering centre are just a few examples of our efforts on this front. Furthermore, to assist the trade in seizing the business opportunities in green logistics, we have also commenced a study on the development of green and sustainable logistics.

     In December 2024, we launched the roadmap on sustainability disclosure in HKC, as a pathway for large publicly accountable entities to fully adopt, by 2028, the International Financial Reporting Standards – Sustainability Disclosure Standards (ISSB Standards), making HKC to be amongst the first jurisdictions to align its local requirements with the ISSB Standards.

     In parallel, enabling initiatives have been rolled out to equip micro, small and medium-sized enterprises (MSMEs) with the means to manage their environmental footprint and encourage market participants to improve sustainable business practices. Funding schemes and capacity building programmes have also been put in place to encourage the adoption of digital technologies by MSMEs to facilitate the digital transformation of supply chains.

     The issue of supply chains has always been an integral part of APEC discussions since 2009 when our predecessors endorsed the APEC Supply Chain Connectivity Framework Action Plan at the APEC Ministerial Meeting. HKC believes that APEC has a continued key role in facilitating our businesses in strengthening sustainable supply chains. APEC’s role becomes even more important now than ever, when cross-border trade and investments and supply chains face uncertainty and unprecedented challenges.

     To this end, HKC appreciates Korea’s efforts in organising an informative public-private forum on this important topic last week.

     Our collective goal of strengthening sustainable supply chains should never be a trade-off between sustainability and trade, but rather a synergy between the two. HKC is committed to working with all member economies to drive progress towards shared prosperity through sustainable trade.

     Speaking at the session entitled “Prosperity through Sustainable Trade”, Mr Yau said that supply chains are the driving engines for today’s global economy, yet they are also highly sensitive and vulnerable to external shocks.

He depicted that Hong Kong, as an international shipping and logistics hub, has been implementing various measures such as Hong Kong’s Climate Action Plan 2050 and the roadmap on sustainability disclosure in Hong Kong to support sustainable supply chains.

     “In parallel, enabling initiatives have been rolled out to equip micro, small and medium-sized enterprises (MSMEs) with the means to manage their environmental footprint and encourage market participants to improve sustainable business practices.      On the sidelines of the MRT Meeting, Mr Yau held a bilateral meeting with State Minister of Economy, Trade and Industry of Japan Mr Ogushi Masaki to exchange views on various trade and economic issues.

Exim Bank’s GOI-supported Line of Credit (LOC) for USD 700 million
to the Govt. of Mongolia (GO-MNG), for financing construction of
Crude Oil Refinery Plant in Mongolia

Export-Import Bank of India (Exim Bank) has entered into an agreement dated January 16, 2025, with the Government of Mongolia (GO-MNG), for making available to the latter, Government of India supported Line of Credit (LoC) of USD 700 Mn(USD Seven Hundred Million only) for financing construction of Crude Oil Refinery Plant in Mongolia.

2. The export of eligible goods and services from India, as defined under the agreement, would be allowed, subject to their eligibility under the Foreign Trade Policy of the Government of India and whose purchase may be agreed to be financed by the Exim Bank under this agreement.

3. The Agreement under the LoC is effective from May 06, 2025. Under the LoC, the last date for disbursement will be 48 months after scheduled completion date of the contract.

4. Shipments under the LoC shall be declared in Export Declaration Form/Shipping Bill as per instructions issued by the Reserve Bank from time to time.

5. No agency commission is payable for export under the above LoC. However, if required, the exporter may use his own resources or utilize balances in his Exchange Earners’ Foreign Currency Account for payment of commission in any foreign currency. Authorised Dealer (AD) Category-I banks may allow such remittance after realization of full eligible value of export, subject to compliance with the extant instructions for payment of agency commission.

6. AD Category – I banks may bring the contents of this circular to the notice of their exporter constituents and advise them to obtain complete details of the LoC from the Exim Bank’s office at Centre One, Floor 21, World Trade Centre Complex, Cuffe Parade, Mumbai 400 005 or from their website www.eximbankindia.in.

7. The directions contained in this circular have been issued under section 10(4) and 11(1) of the Foreign Exchange Management Act (FEMA), 1999 (42 of 1999) and are without prejudice to permissions/ approvals, if any, required under any other law.

Westminster City Council has driven progress towards our Net Zero targets through use of the Carbon Offset Fund. As of March 2025, in addition to what the council has made in grant payments over the life of the Carbon Offset Fund, £8 Million has been committed for projects across Westminster.

Over the last 18 months alone, by working proactively with our communities and partners, the council has approved funding for 25 climate-focused projects, totalling more than £4 Million of committed grant-funding awards. These projects support carbon emissions reductions across Westminster, including projects focussed on embodied carbon innovation, social housing retrofit and cultural sector decarbonisation.

Westminster is proud to be recognised as the top-performing single-tier council in the UK for climate action, reflecting our sustained leadership and investment in environmental progress.

Ethnomusicologist Dr Frances Wilkins, who is a senior lecturer at the Elphinstone Institute, University of Aberdeen, will be travelling to London with the celebrated Gaelic singer, Kristine Kennedy, from Lewis, to take part in a special event at the British Academy, titled ‘Memory Through Music: Celebrating Sung Histories’.
Dr Wilkins, who lives on Skye, said: “Musical storytelling has for centuries been used as a means of preserving cultural knowledge and experience across the globe, in a way that is often overlooked in written records.

This will include the iconic Gaelic psalm singing tradition and songs from the rich bardic tradition of the islands. Kristine Kennedy will be singing some of the most iconic songs from the tradition.
Dr Wilkins added: “It is a privilege to be taking part in this event, which celebrates the some of the most important aspects of Scotland’s cultural heritage.
“I am delighted to have been given the opportunity to speak about this topic alongside Kristine Kennedy, one of Scotland’s finest Gaelic singers.”
Highlands-based Kristine Kennedy said: “It’s been a real joy to collaborate with Frances who has really embraced our precious Gaelic spiritual songs which hold such a special place in my heart. I look forward to sharing them with a wider audience.”
Dr Wilkins has been researching the sacred song traditions of the West Highlands and Hebridean communites since 2018. She has conducted extensive research and produced an archive of over 300 song recordings (found at www.seinn.org), touring exhibition, and numerous publications. The exhibition, ‘Seinn Spioradail: Sacred Soundscapes of Highland and Island Communities’, has been touring Hebridean communities since January 2024. It is currently on display at Comunn Eachdraidh Nis in Ness (Island of Lewis) until November 2025.
The Memory Through Music: Celebrating Sung Histories’ event, which starts at 18:30, will be held at the British Academy in Carlton House Terrace, London.
It is free to attend but booking is required. It will be live-streamed to allow people to watch it from anywhere in the world.

MIL-OSI United Kingdom: New gallery show explores work of internationally renowned artists

A captivating new exhibition in Leeds has brought together work by generations of artists from around the world.

To Improvise A Mountain opens at Leeds Art Gallery this week and has been curated by leading contemporary artist Lynette Yiadom-Boakye.

Presented in collaboration with Hayward Gallery Touring, the exhibition has seen Yiadom-Boakye select works that have influenced her own way of seeing and thinking, taking visitors on a journey across different geographies and generations.

The spirit of the exhibition stems from a fragment of poetry in ‘Inamorata’, a 1970 recording by jazz musician Miles Davis, which reads: ‘Who is this music that which description may never justify? / Can the ocean be described?’

First coming to prominence in the early 2010s, Yiadom-Boakye is an artist and a writer renowned for her oil paintings of imagined subjects, depicting figures that are hailed for both their technical mastery and enigmatic quality.

Yiadom-Boakye said: “My use of words in writing is not always so different to my use of brush marks in painting. The logic, patterns, relationships and decisions are guided by intuition and a means of thinking through what is felt.

“That’s how I wanted to approach this show. And I wanted to bring together works by artists whose vision beguiles me: fellow poets, dreamers, thinkers and wanderers. It is humbling and a dream to show amongst them.”

To Improvise A Mountain features work by artists including: Bas Jan Ader, Pierre Bonnard, Lisa Brice, Barbara Chase-Riboud, Samuel Fosso, Peter Hujar, Kahlil Joseph, Zoe Leonard, Glenn Ligon, Toyin Ojih Odutola, The Otolith Group, Jennifer Packer, Paul Mpagi Sepuya, Walter Sickert, Édouard Vuillard, David Wojnarowicz, and Lynette Yiadom-Boakye.

A Hayward Gallery Touring exhibition curated by Lynette Yiadom-Boakye with Hayward Gallery Touring, the exhibition is developed in partnership with Leeds Art Gallery, MK Gallery, and Nottingham Castle, supporting the Southbank Centre’s ongoing mission to create experiences for the nation’s enjoyment.

Brian Cass, Senior Curator of Hayward Gallery Touring, said: “Lynette Yiadom-Boakye brings us on an imaginative journey of encounters with artworks that – like her remarkable paintings – conjure different moods, personalities, colour and emotions.

“Her curation celebrates the imaginative spirit of the contributing artists, and the endless potential of art to bring new thinking and feeling into existence, continuing Hayward Gallery Touring’s longstanding history of partnering with artists on ambitious exhibitions that invite audiences inside their worlds.”

Morecambe North and South were today (Thursday, May 15) handed the Seaside Award.

The awards from Keep Britain Tidy, recognise and award beaches in England that achieve the highest standards of beach management and offer visitors great facilities alongside a litter free and safe environment.

All the beaches are judged on cleanliness, safety and have to meet the highest environmental standards, as well as international bathing water quality standards.

MIL-OSI United Kingdom: Coventry’s Bands in the Park concerts are back again for the summer!

Residents and visitors can enjoy a summer of free musical performances as Coventry City Council’s Bands in the Parks events return next month.

Ten concerts will be held on Sundays between June and September across the city’s parks, with the first one taking place on Sunday 1 June at War Memorial Park.

The Brass Band of Central England (formerly known as the Jaguar Land Rover Band) will be kicking off the series of events, with many other bands from across the West Midlands taking part.

All concerts will take place from 2pm to 3.30pm on a Sunday afternoon and are a relaxing, family-friendly, musical experience for all ages.

The final event will take place in the historic Caludon Castle park held in collaboration with the Heritage Open Days taking place across the city and country in September.

Police Commissioner Richard Chambers has initiated a review to ensure Police has sufficiently strong controls to prevent or detect the misuse of Police technology and equipment for non-work-related purposes.

The review was ordered on Monday May 12 and will be done independently and within as quick a timeframe as possible.

“I want to ensure robust mechanisms are in place to safeguard police systems from inappropriate use and to detect instances of inappropriate use,” Commissioner Chambers said.

“I expect to receive a report outlining opportunities to enhance the security of police systems and defend against attempts to access inappropriate content.”

Currently the use of Police devices, including laptops and cell phones, and access to Police-held information is governed by strict Police Instructions.

Police conduct checks on individual devices if and when concerns are raised.

Personal use of Police technology is limited and users must agree to abide by Police values and standards of behaviour when using their devices.

Generally, Police devices are blocked from accessing categories of websites and services that are illegal or banned or those that could adversely affect Police ICT systems.

Other websites which are categorised as potentially hosting unwanted or offensive material require the user to agree the interaction is necessary and in line with the Police code of conduct.

There are some exemptions for police staff whose work requires access to content that is blocked on most Police devices, such as for investigative purposes.

All web interactions from the police network are logged and pass through a web filter.

The offences of these 41 landlords include (1) failing to submit a Notice of Tenancy (Form AR2) to the Commissioner of Rating and Valuation within 60 days after the term of the regulated tenancy commenced; and (2) requesting the tenant to pay money other than the types permitted under the Ordinance (including requiring the tenant to pay an amount of rent for the second-term tenancy exceeding the maximum amount of rent permitted under the Ordinance). One of the landlords committed eight offences under (1) and (2) and was fined $9,200.

The RVD earlier discovered that the landlords failed to comply with the relevant requirements under the Ordinance. Upon an in-depth investigation and evidence collection, the RVD prosecuted against the landlords.

A spokesman for the RVD reiterated that SDU landlords must comply with the relevant requirements under the Ordinance, including prohibiting landlords from doing any act calculated to interfere with the peace or comfort of members of the tenant’s household, with the intention of causing the tenant to give up occupation of the SDU; or requiring the tenant to pay an amount of rent for the second-term tenancy exceeding the maximum amount of rent permitted under the Ordinance, and also reminded tenants of their rights under the Ordinance, including a four-year (i.e. two years plus two years) security of tenure. He also stressed that the RVD will continue to take resolute enforcement action against any contraventions of the Ordinance. Apart from following up on reported cases, the RVD has been adopting a multipronged approach to proactively identify, investigate and follow up on cases concerning landlords who are suspected of contravening the Ordinance. In particular, the RVD has been requiring landlords of regulated tenancies to provide information and reference documents of their tenancies for checking whether they have complied with the requirements of the Ordinance. If a landlord, without reasonable excuse, refuses to provide the relevant information or neglects the RVD’s request, the landlord commits an offence and is liable to a maximum fine at level 3 ($10,000) and to imprisonment for three months. Depending on the actual circumstances, and having regard to the information and evidence collected, the RVD will take appropriate actions on individual cases, including instigating prosecution against suspected contraventions of the Ordinance. In addition, the RVD has started a new round of publicity and education work to enhance public awareness about key offences and penalties, emphasising that the RVD proactively checks whether landlords have committed the offences under the Ordinance.
The RVD reminds that pursuant to the Ordinance, a regulated cycle of regulated tenancies is to comprise two consecutive regulated tenancies (i.e. the first-term tenancy and second-term tenancy) for an SDU, and the term of each regulated tenancy is two years. A tenant of a first-term tenancy for an SDU is entitled to be granted a second-term tenancy of the regulated cycle, thus enjoying a total of four years of security of tenure. The RVD has been issuing letters enclosing relevant information to the landlords and tenants concerned of regulated tenancies in batches, according to the expiry time of their first-term tenancies, to assist them in understanding the important matters pertaining to the second-term tenancy, and to remind them about the procedures that need to be followed about two months prior to the commencement of the purported second-term tenancy as well as their respective obligations and rights under the Ordinance. “Currency Composition of Hong Kong’s International Investment Position, 2020 to 2024”

International Investment Position (IIP) is an important statistic in the system of macroeconomic accounts that summarises the external position of an economy with the rest of the world. It is a balance sheet showing an economy’s stock of external financial assets and liabilities at a particular time point. The difference between the total value of external financial assets and liabilities is the net IIP of an economy, which provides a measure of net financial claims on non-residents plus gold bullion held as monetary gold.

In recent years, international community, such as the G20 Data Gap Initiative co-ordinated by the International Monetary Fund, has been advocating for the compilation of currency composition of IIP. In response to the initiatives and the needs of data users, the Census and Statistics Department has compiled and disseminated the statistics on the currency composition of Hong Kong’s IIP on a quarterly basis since the reference period of the first quarter of 2020, with data series backcasted to the reference period of the first quarter of 2017.

This feature article briefly introduces the data source for compiling the statistics in Hong Kong and the use of the statistics in assessing the external position. It also highlights the salient features of the currency composition of Hong Kong’s IIP from 2020 to 2024.

MIL-OSI Asia-Pac: Economic performance in first quarter of 2025 and latest GDP and price forecasts for 2025

The Government released today (May 16) the First Quarter Economic Report 2025, together with the revised figures on Gross Domestic Product (GDP) for the first quarter of 2025.

     The Acting Government Economist, Dr Cecilia Lam, gave an account of the economic performance in the first quarter of 2025 and the latest GDP and price forecasts for 2025.

Main points

ï¼Š The Hong Kong economy expanded solidly in the first quarter of 2025, mainly supported by visible increases in exports of goods and services, as well as the resumption of moderate growth in overall investment expenditure. Yet, private consumption expenditure continued to register a modest decline. Real GDP expanded by 3.1% year-on-year in the first quarter, picking up from the 2.5% growth in the preceding quarter. On a seasonally adjusted quarter-to-quarter basis, real GDP grew visibly by 1.9%.

ï¼Š The global economy maintained steady growth in the first quarter. With broadly sustained external demand, as well as some front-loading of shipments in anticipation of tariff hikes by the United States in early April, Hong Kong’s total exports of goods saw visibly accelerated growth, up 8.4% year-on-year in real terms. Meanwhile, thanks to the further increase in visitor arrivals, growth in cross boundary traffic, and notable increase in cross-boundary financial and fund raising activities, total exports of services continued to expand visibly in the first quarter, by 6.6% year-on-year in real terms.

ï¼Š Domestically, overall investment expenditure resumed moderate growth, rising by 2.8% year-on-year in real terms, underpinned by a visible increase in expenditure on acquisitions of machinery, equipment, and intellectual property products, as well as a sharp rise in costs of ownership transfer due to a markedly higher number of property transactions compared to the same period last year. Yet, private consumption expenditure continued to register a small decline of 1.1%, reflecting the lingering impact of changes in residents’ consumption patterns.

ï¼Š The labour market remained tight in the first quarter. The seasonally adjusted unemployment rate stayed low at 3.2%, slightly higher than the 3.1% in the preceding quarter. The underemployment rate remained at a low level of 1.1%. Employment earnings continued to record solid growth.

ï¼Š The local stock market once rallied in the first quarter, driven by the Mainland’s breakthrough development in artificial intelligence (AI) and the Central Government’s measures to stimulate the domestic economy as unveiled at the “two sessions”. However, the market cooled down towards the end of the quarter amid concerns over the United States’ trade policy outlook. The residential property prices remained soft.

ï¼Š Consumer price inflation stayed modest in the first quarter. The underlying Composite Consumer Price Index (Composite CPI) increased by 1.2% over a year earlier, same as the increase in the preceding quarter. Price pressures on various major components stayed largely contained. Including the effects of the Government’s one-off relief measures, the headline Composite CPI increased by 1.6% over a year earlier, higher than the 1.4% increase in the preceding quarter.

ï¼Š As international trade tensions have eased somewhat of late, the headwinds and uncertainties in the external environment have lessened to some extent. This may relieve part of the downward pressure on the global economic outlook. Moreover, the sustained steady growth of the Mainland economy amid more proactive fiscal policies and the moderately accommodative monetary policies should bode well for the performance of merchandise exports in Asia including Hong Kong. Sustained international trade flows, coupled with improving inbound tourism, are also expected to benefit Hong Kong’s exports of services. However, uncertainties in the trade policies of the United States persist, and its monetary policy trajectory going forward is still complicated. These may affect global financial conditions and investment sentiment. Apart from this, the change in consumption patterns of residents and visitors would still pose constraints on driving consumption in the domestic market, though sustained increase in employment earnings and the SAR Government’s various policies to promote mega events and tourism would help boost consumption sentiment.

ï¼Š Taking into account the actual outturn in the first quarter and the latest developments of the global and local situation, the real GDP growth forecast for 2025 as a whole is maintained at 2%-3%, the same as that announced in the Budget. The Government will continue to closely monitor the situation.

GDP

     According to the revised figures released today by the Census and Statistics Department, real GDP grew by 3.1% year-on-year in the first quarter of 2025 (same as the advance estimate), having increased by 2.5% in the preceding quarter. On a seasonally adjusted quarter-to-quarter comparison, real GDP rose by 1.9% in the first quarter (revised from the advance estimate of 2.0%), after a 0.9% increase in the preceding quarter (Chart).

     The latest figures on GDP and its major expenditure components up to the first quarter of 2025 are presented in Table 1. Developments in different segments of the economy in the first quarter are described below.

External trade

     Supported by broadly sustained external demand as well as some front loading of shipments in anticipation of tariff hikes by the United States in early April, total exports of goods posted accelerated year-on-year growth of 8.4% in real terms in the first quarter, following a 1.3% increase in the preceding quarter. Analysed by major market and by reference to external merchandise trade statistics, exports to the Mainland grew strongly in the first quarter over a year earlier. Exports to the United States rose back, while those to the European Union fell further. Exports to ASEAN markets soared, while those to high-income Asian economies showed mixed performance. On a seasonally adjusted quarter-to-quarter basis, total exports of goods increased notably by 10.2% in real terms in the first quarter.

     Exports of services continued to expand visibly by 6.6% in real terms in the first quarter over a year earlier, after growing by 6.5% in the preceding quarter. Exports of all major service groups rose further. Specifically, exports of travel and transport services continued to expand, supported by the further increase in visitor arrivals and growth in cross-boundary traffic. Exports of financial services rose sharply, thanks to the notable increase in cross-boundary financial and fund raising activities. On a seasonally adjusted quarter-to-quarter basis, exports of services were virtually unchanged in real terms in the first quarter.

Domestic sector

     Private consumption continued to be subject to the lingering impact of changes in residents’ consumption patterns in the first quarter. Private consumption expenditure declined modestly by 1.1% in real terms from a year ago, after a marginal decline of 0.2% in the preceding quarter. On a seasonally adjusted quarter to quarter basis, private consumption expenditure decreased by 1.6% in real terms. Meanwhile, government consumption expenditure increased by 1.2% in real terms in the first quarter over a year earlier, after rising by 2.1% in the preceding quarter. On a seasonally adjusted quarter to quarter basis, government consumption expenditure increased by 0.5% in real terms.

     Overall investment expenditure in terms of gross domestic fixed capital formation resumed moderate growth in the first quarter, rising by 2.8% year-on-year in real terms, after a modest decline of 0.7% in the preceding quarter. Within the total, expenditure on machinery, equipment, and intellectual property products increased visibly. The costs of ownership transfer rose sharply due to a markedly higher number of property transactions compared to the same period last year. Yet, expenditure on building and construction declined moderately.

The labour sector

     The labour market remained tight in the first quarter of 2025. The seasonally adjusted unemployment rate stayed low at 3.2%, slightly higher than the 3.1% in the preceding quarter. The underemployment rate remained at a low level of 1.1%. The median monthly employment earnings of full-time employees in nominal terms increased by 6.4% year-on-year in the first quarter.

The asset markets

     After staying largely range-bound in January 2025, the local stock market rallied after the Chinese New Year holidays through mid-March, as market sentiment was fuelled by the Mainland’s breakthrough development in AI and the Central Government’s measures to stimulate the domestic economy as unveiled at the “two sessions”. However, the market cooled down towards the end of the quarter amid concerns over the United States’ trade policy outlook. The Hang Seng Index (HSI) hit a three-year high of 24 771 on March 19, before retreating somewhat to close the first quarter at 23 120, up 15.3% from end-2024. In early April, trade tensions escalated abruptly due to the significant increase in import tariffs by the United States, and the global financial markets were volatile at that time. The HSI also fell in tandem, but it has recently resumed its uptrend.

     The residential property prices remained soft in the first quarter. Market sentiment turned more cautious towards the end of March amid growing external uncertainties from the United States’ trading and monetary policies. Overall flat prices fell by 2% in the first quarter. The index of home purchase affordability improved slightly further to around 59% in the first quarter alongside easing flat prices during the quarter, but remained above the long-term average of 56% over 2005 2024. The number of transactions, in terms of the total number of sale and purchase agreements for residential property received by the Land Registry, retreated by 19% from the preceding quarter to 12 193 in the first quarter, but was 24% higher than the level a year ago. On the other hand, overall flat rentals continued to show resilience, edging up by 0.4% during the first quarter. As to the non-residential property market, it remained generally weak in the first quarter, with trading activities across major market segments showing mixed performance, as well as prices and rentals declining further.

Prices

     Consumer price inflation stayed modest in the first quarter of 2025. The underlying Composite CPI increased by 1.2% over a year earlier in the first quarter, same as the increase in the preceding quarter. Within this, food prices as a whole increased mildly. Private housing rentals saw a slightly accelerated increase. Price pressures on other major components stayed largely contained. Including the effects of the Government’s one-off relief measures, the headline Composite CPI increased by 1.6% over a year earlier, higher than the 1.4% increase in the preceding quarter. The headline inflation rate was higher than its underlying counterpart in the first quarter, as the electricity charges subsidy provided by the Government was smaller compared with the same period last year.

Latest GDP and price forecasts for 2025

     As international trade tensions have eased somewhat of late, the headwinds and uncertainties in the external environment have lessened to some extent. This may relieve part of the downward pressure on the global economic outlook. Moreover, the sustained steady growth of the Mainland economy amid more proactive fiscal policies and the moderately accommodative monetary policies should bode well for the performance of merchandise exports in Asia including Hong Kong. Sustained international trade flows, coupled with improving inbound tourism, are also expected to benefit Hong Kong’s exports of services. However, uncertainties in the trade policies of the United States persist, and its monetary policy trajectory going forward is still complicated. These may affect global financial conditions and investment sentiment. Apart from this, the change in consumption patterns of residents and visitors would still pose constraints on driving consumption in the domestic market, though sustained increase in employment earnings and the SAR Government’s various policies to promote mega events and tourism would help boost consumption sentiment.

     Taking into account the actual outturn in the first quarter and the latest developments of the global and local situation, the real GDP growth forecast for 2025 as a whole is maintained at 2%-3%, the same as that announced in the Budget (Table 2). The Government will continue to closely monitor the situation. For reference, the latest growth forecasts by private sector analysts range between 1.0% to 2.5%.

MIL-OSI China: Long Beach Port sets cargo volumes record in April, warns of May slowdown

The U.S. Port of Long Beach on Thursday posted strong April cargo volumes, while warning of a double-digit decline in May as a result of new tariffs imposed by the White House.

“The Port of Long Beach is preparing for a double-digit decline for shipments in May due to tariffs — and retaliatory tariffs — that were paused earlier this month,” said the port in a statement.

Operators moved 867,493 twenty-foot equivalent units (TEUs) in April, marking a 5.7 percent increase over the previous April record set in 2022.

According to data released Thursday, imports from the port rose 15.1 percent to 419,828 TEUs, while exports fell 4.5 percent to 93,842 TEUs. The movement of empty containers through the port increased 23 percent to 353,824 TEUs.

One of the busiest in the United States, the port handled 3.4 million TEUs in the first four months of this year, up 23.6 percent year-on-year.

Even so, Port of Long Beach CEO Mario Cordero said they anticipated a more than 10 percent drop in imports in May, warning that “the effects will be felt beyond the docks.”

“Soon, consumers could find fewer choices and higher prices on store shelves, and the job market could see impacts given the continuing uncertainty,” he noted.

Nick Findlay embarked on a journey to improve his health and well-being after taking early retirement. At 56, Nick was facing health risks associated with being overweight. Joining Springwood Leisure Centre marked a turning point.

Through a tailored plan combining cardio and weights, and with the encouragement of the Springwood team, Nick embraced the gym environment and found he particularly enjoyed spin and indoor cycling classes. These classes not only complemented his workouts but also fostered a sense of community and new friendships.

Nick said:

On May 15, 2025, as part of the implementation of the tourist and volunteer program in Volgograd, dedicated to the celebration of the 80th anniversary of Victory in the Great Patriotic War, the management and students of the State University of Management laid flowers in the Hall of Military Glory on Mamayev Kurgan.

The ceremony was attended by the rector of the State University of Management Vladimir Stroyev, vice-rectors Dmitry Bryukhanov and Vitaly Lapshenkov, as well as about 30 students of our university.

After the ceremony, Vladimir Stroyev spoke with the participants of the tourist and volunteer program, emphasizing the importance of preserving historical memory. The rector spoke about the significance of the Battle of Stalingrad, a turning point in the war, about the fortitude and unity of the people, which became the key to the Great Victory. “History is not just the pages of textbooks, it is lessons of courage, patriotism and fortitude,” Vladimir Vitalyevich noted.

The Volgograd State University of Management’s tourist and volunteer program began on May 14. On the first day, our students helped reconstruct the Mass Grave and the Stella to the Heroes who died in the battles for Stalingrad. Then, a walking tour of the city took place, during which the volunteers saw the armored boats BK-13 and BK-31, which were part of the Volga Flotilla, visited the legendary defense sites of the city – Pavlov’s House and Gerhardt’s Mill – as well as other monuments.

The program will last until May 17. Our students will help veterans of the Great Patriotic War, clean up burial sites and take part in the restoration of monuments.

As part of Mental Health Awareness Week, people in Coventry and Warwickshire are being encouraged to think about how they can look after their mental health and wellbeing.

Along with this, people are being encouraged to think about how they can access support if they need it.

This year’s theme is ‘community’. Being part of a safe and positive community is crucial for promoting positive mental health and wellbeing. Strong connections with other people and a sense of community not only offer us support when we need it but also remind us that we are not alone.

It’s important to remember that looking after your mental health is just as important as looking after your physical health. Just like physical health, the most effective way to look after our mental health is by being proactive and taking steps to prevent issues from occurring in the first place.

There are general things that we can do to maintain overall health and wellbeing, including making sure to get enough sleep, connecting with loved ones, and being more active.

However, everyone will have different methods that work for them and there is no one size fits all approach. The important thing is to find the methods that help you stay happy and healthy.

No matter how proactive someone is, there may be times when they need support. Mental health challenges are common, with one in four adults experiencing them each year. It’s important to seek help if you need it. Reaching out for support is a sign of strength not weakness.

If you are struggling with your mental health, there are a range of mental health and wellbeing services available across Coventry and Warwickshire that can provide the support you need. Both Warwickshire County Council and Coventry City Council have information on their websites outlining the support available in those areas.

Remember, if you or someone you are with is in a mental health crisis and needs urgent support, call 111 or go to 111 online and select the mental health option. Available 24 hours a day, 7 days a week, 365 days a year.

These pages provide tips and ideas for how people can look after their mental health and wellbeing, where they can go to for support should they need it. The pages also provide an insight into the work being done in Coventry and Warwickshire to promote and support better mental health and wellbeing.

Cllr Kamran Caan, Cabinet Member for Public Health and Sport at Coventry City Council, said: “It’s vital that health agencies, local councils and the community work together to support with mental health.

“There are many different ways people can look after their mental health and wellbeing, from mindfulness, to exercise, to connecting with loved ones. Whatever method works for you, taking time out to do things that promote positive mental health is crucial.

“Remember, you’re not alone. If you need support, then it is there for you. Whether that’s information on how you can look after your wellbeing or support from a mental health professional.”

Dr Imogen Staveley, Chief Nursing Officer at NHS Coventry and Warwickshire ICB, said: “Mental health and wellbeing plays a vital role in all of our lives and our overall health, so it’s really important that we all take steps to help improve our overall wellbeing. MIL-OSI Russia: Artificial Intelligence – a Partner or a Replacement for Humans?

The All-Russian scientific-practical and educational-methodical conference with international participation “Fundamental and applied research in the field of management, economics and trade” was held at the Polytechnic University.

The plenary session of the conference was devoted to the discussion of cross-industry solutions using artificial intelligence in various sectors of the economy. The session was opened and the discussion was moderated by the chairperson of the conference program committee, director of the scientific and educational center for information technology and business analysis “Gazprom Neft”, professor of the Higher Engineering and Economics School of the Institute of Industrial Management, Economics and Trade of SPbPU Irina Rudskaya.

Welcoming the participants of the conference, which opened in the White Hall of SPbPU, Vice-Rector for Research Yuri Fomin recalled that the university has chosen three relevant areas in its development strategy until 2030, including the development of artificial intelligence technologies.

It is gratifying that our university is increasingly having discussion platforms on this topic. This is important for working out the decisions being made, finding answers to the questions that AI poses to us, said Yuri Vladimirovich.

In turn, Vladimir Shchepinin, Director of the Institute of Industrial Management, Economics and Trade of SPbPU, noted that within the framework of the conference, the institute is holding a plenary session in the format of a panel discussion for the first time, as well as a competition of scientific works of students and postgraduates, according to the results of which the winners will receive scholarships from the institute’s fund, formed together with industrial partners.

For two hours, the panelists kept the audience’s interest alive. The tone and theme were set by Yuri Fomin, who oversees the AI development direction at SPbPU.

For us, cross-industry is everything related to engineering, not a specific segment. This is our competitive advantage. Today, we earn about two hundred million rubles a year on such developments using AI, and by 2030, we plan to reach one and a half billion rubles, concentrating on performing applied tasks for our partners, – said Yuri Fomin and spoke about some of the projects being implemented today.

The Vice-Rector for Research also identified the main barriers that prevent more effective use of AI in the real sector of the economy. The first barrier is the lack of clear formalization of the business process, and for the implementation of AL technologies there must be a clear sequence of actions. The second barrier is insufficient digitalization: correct data is obtained from correctly digitized business processes. Incorrect data leads to making incorrect decisions.

All speakers, starting with the Vice President, Director of the North-West Macroregional Branch of PJSC Rostelecom Alexander Loginov, spoke about overcoming such barriers and other tasks. He noted that the data really should be reliable, and that infrastructure and personnel are also needed to use AI. Alexander Evgenievich cited the results of one foreign study, according to which more than 60% of employees hide from management that they use AI, and 66% blindly trust all the information received. All participants in the discussion agreed that the solutions and answers offered by neural networks should be verified. This is especially important in such a field as medicine, although the largest number of datasets have been collected here and most of the data is carefully verified. As Petr Shegai, Deputy Director General for Science at the National Medical Research Center of Radiology of the Russian Ministry of Health, explained, Russian AL technologies for medicine, based on data collected in the country, today make it possible to prescribe treatment and help to partly equalize the opportunities of experienced and novice doctors, although, of course, any final decision on the appointment is made by a person.

Svetlana Merkushina, Executive Director of the Sber Education Industry Center, spoke about the main trends related to data analysis, the advantages of using AI, including reducing the risk of human factor and accelerating all processes. Any AI is data plus algorithms that increase productivity. But what needs to be done to make AI truly generative? According to Maxim Patrushev, Deputy Head of the Kurchatov Complex of NBICS-nature-like technologies at the Kurchatov Institute National Research Center, there is no answer to this question yet, but methods for increasing productivity using AI are being actively created, big data is being analyzed for decision-making, and options for solutions in working with genes are being calculated. For example, scientists at the NRC are working on the Controlled Evolution software.

Continuing the topic of possible solutions, Director of the Federal Scientific Center for Vegetable Growing, Academician of the Russian Academy of Sciences Alexey Soldatenko emphasized the possibilities of using AI to solve the problem of food security, increase agricultural yields and reduce labor costs. AI is actively used in breeding, development of animal nutrition, and “smart” video surveillance of animal behavior. Among the problems identified in the implementation of new technologies, Alexey Vasilyevich named an insufficiently developed regulatory framework, and also noted that technologies will change so rapidly that they will have to be mastered constantly.

The importance of continuous training was also highlighted by the rector of the Gazprom Neft Corporate University, Ilya Dementyev, who noted that each employee of their company undergoes additional training three times a year. Summing up the discussion, Ilya Aleksandrovich identified another problem – a lack of understanding of the essence of artificial intelligence.

We need to think about whether we have reached a point of singularity, when the technologies being created are used by people who do not understand what they are using. Therefore, we need to stimulate not only the development of technologies, but also the development of education in the field of artificial intelligence. And it is important that there is a demand from within – from the teachers themselves, who must understand how to use AI in teaching, and from students, who must understand what competencies they will need, the speaker noted.

The panel discussion ended with a conversation with the audience. The speakers answered questions about how they see the labor market changing, what skills employers need, what language models are best to use, and what ethical issues remain unresolved. There was no clear answer to the last question, “What is artificial intelligence?” And while there is no understanding of what is in the “black box,” according to experts, it is worth asking more about how to use it rather than what AI is.

The third seminar in a series of events devoted to current issues of attracting labor resources from other regions of the Russian Federation was held in St. Petersburg. The organizer was the Labor Resources Center, which provides city employers with personnel through the implementation of the Labor Migration subprogram of the state program Assistance to Employment of the Population in St. Petersburg.

The key issues of the seminar were the specifics of attracting and retaining specialists from other regions, the capabilities and support measures of the Labor Resources Center, as well as the experience of employers in organizing the relocation of employees. Business representatives, HR specialists and experts in the field of labor migration discussed the best practices of employee relocation, legal aspects of employment and tools for the adaptation of new personnel at the seminar.

The seminar became an important platform for discussing issues of attracting and adapting personnel from other regions of Russia. It was noted that the implementation of this project provides citizens with the opportunity for free professional retraining and employment, and employers can improve the qualifications of employees and form a modern personnel reserve, strengthening their competitive advantage. MIL-OSI Russia: The second meeting of the joint dissertation council of the State University of Management and the Belarusian State Technical University named after V.G. Shukhov took place

On May 15, a meeting of the joint dissertation council was held, created on the basis of the BSTU named after V.G. Shukhov and the State University of Management in the scientific specialty 2.9.9. “Logistics transport systems”. The main issues on the agenda were dissertation research for the academic degrees of Doctor of Science and Candidate of Science.

The meeting, chaired by the rector of the V.G. Shukhov BSTU Sergey Glagolev, was held with a full quorum: out of 13 council members, 10 were present in the hall, three joined remotely.

Colleagues from the Yelets State University named after Bunin were invited as guests: Director of the Institute of Agrobiotechnology and Technical Systems Sergei Shubkin, Senior Lecturer of the Department of Agricultural Engineering, Mechatronic and Radioelectronic Systems Sergei Dobrin and Senior Lecturer of the Department of Agricultural Engineering, Mechatronic and Radioelectronic Systems Vladimir Volkov.

Three candidates presented their dissertations for preliminary hearing. Roman Khalturin was the first to present his research on the topic of “Methodology of resource allocation in passenger transport systems based on the theory of decision-making under uncertainty”. Dmitry Nikitin’s dissertation topic was “Method of optimization of the management structure of multi-level logistics transport ecosystems”. Nikolay Solovyov devoted his dissertation to the method of ensuring the unity of efficiency measures for various types of transport in logistics transport systems. Following the presentations, the council members asked questions and expressed comments and suggestions that should be taken into account in the further development of the dissertations.

Another issue on the agenda was the consideration and approval of the regulations for the work of the joint dissertation council, which was presented by the director of the Transport and Technology Institute Ivan Novikov. The preparation of the document was initiated at the first meeting of the council, which was held at the State University of Management in Moscow. Rector Sergey Glagolev emphasized that this is the first joint dissertation council in Russia in the field of logistics transport systems, created on the basis of two educational organizations.

MIL-OSI Australia: JACET Charges – Child abuse material

The Joint Anti-Child Exploitation Team (JACET) have arrested and charged a 44-year-old male in relation to child abuse offences.

In April 2025, police became aware of the male as part of a wider operation targeting people who access child abuse material.

Yesterday, NT Police and Australian Federal Police officers attended a residence in a rural suburb to conduct a lawful search where they located and seized a device containing child abuse material. The male was arrested and has since been charged with:

• Access child abuse material

• Possess or control child abuse material

He was remanded to appear in Darwin local Court on 22 May 2025.

Detective Sergeant Mark Cronin said “Accessing, possessing, or distributing child abuse material is a heinous crime that will not be tolerated. The Northern Territory Police remain committed to protecting the most vulnerable members of our community, and we will continue to work tirelessly to hold offenders accountable for their actions.”

AFP Superintendent Greg Davis said the investigation highlighted how closely police around Australia worked together to combat the exploitation and abuse of children.

“Our common goal is to protect children, wherever they live, and to ensure anyone who tries to harm them is identified and brought before the courts,” Supt Davis said.

“Our message to offenders is clear, access and transmit child abuse material, you will be found and you will be prosecuted.”

MIL-Evening Report: Media Council makes ‘stop Telikom PNG silencing journalists’ plea to PM Marape

The Media Council of Papua New Guinea (MCPNG) has called on Prime Minister James Marape to stop Telikom PNG silencing and suppressing media personnel.

Telikom PNG, which is 100 percent government-owned, has two key outlets: FM100 radio and EMTV.

Recently, it sacked FM100 talkback host Culligan Tanda after he featured opposition East Sepik Governor Allan Bird on his show, following the most recent vote of no confidence.

Local media report that Tanda was initially suspended for three weeks without pay on April 22, and subsequently terminated.

MCPNG president Neville Choi said this was just the latest example of media suppression by Telikom PNG going back to 2018.

He said that he himself was sacked in 2019 after EMTV had run a story quoting the former New Zealand Prime Minister Jacinda Ardern saying she would not be riding in one of the PNG government’s luxury Maseratis during an APEC (Asia-Pacific Economic Cooperation) meeting in Port Moresby.

Choi said the story, though correct, was perceived as painting the government of the day in a “negative light”.

‘Free, robust media essential’
He said a “free, robust, and independent media is an essential pillar of democracy”.

“It is the cornerstone of allowing freedom of speech, and freedom of expression.

“Being in a position of power and authority gives no one, especially brown-nosing public servants wanting to score brownie points with the sitting government administration, the right to suppress media workers who are only doing their jobs, and doing it well,” he said.

The council also reminded the management’s of state-owned media organisations, that the Organic Law on the Independent Commission Against Corruption (ICAC) defined corrupt conduct by public officials and the dishonest exercising and abuse of official functions.

According to a PNG Haus Bung report, Marape has directed his chief of staff to get to the bottom of the issue.

He has also denied government interference, according to a report by Exeprenuer.

“We don’t get down that low as to editorial content,” Marape was quoted as saying by the the online magazine.

In December, Marape gave “full assurance that my government will not dilute the media’s role.”
