    “Under the KRT program, a land plot of 5.94 hectares will be reorganized in the Vnukovo area. Investments in the comprehensive development of the territory are estimated at 8.7 billion rubles, and the annual budget effect is 289.5 million rubles. The implementation of the project will create about 720 jobs,” said Vladimir Efimov.

    The territory is located on Desantnaya Street near the Airport platform of the Kyiv direction of the Moscow Railway and Borovskoye Highway.

    “According to the project, it is planned to build objects of various functional purposes on the site, including technology parks, office and shopping centers with cafes, restaurants and shops. The territory of the business quarter will be improved, landscaped, and a convenient street and road network will be organized. It is also planned to place a parking lot on the site,” noted the Minister of the Moscow Government, Head of the Department of Urban Development Policy

    According to the program of integrated development of territories, multifunctional city blocks are being created, where roads, comfortable housing and all necessary infrastructure are being designed on the site of former industrial zones and inefficiently used areas.     More than eight thousand students from schools, colleges and additional education centers took part in the competition for the best organization of volunteer activities of the city youth forum “Moscow – the Territory of Good Deeds”. The winners and prize winners were awarded well-deserved prizes.

    Moscow Zoo will take part in the “Night at the Museum” event, which is being organized by the capital’s Department of Culture. For the first time in the history of the zoo, a night interactive exhibition-show “Shadows of Unforgotten Ancestors” will be held. It can be visited free of charge upon prior registration on the night of May 17-18, from 23:00 to 02:00. Exhibition tours will be hosted by singer, musician, showman and popular TV presenter Vyacheslav Makarov.

    Visitors will enjoy a night walk through the Old Zoo area, a story about extinct and endangered animals, a light show and 3D projections that will “revive” historical species: the dodo, woolly rhinoceros, saber-toothed tiger, cave bear, mammoth and giant megalonyx. In addition, guests will see images of animals that are now especially vulnerable: the Amur tiger, Steller’s sea eagle, polar bear, gorilla, Far Eastern leopard, Grevy’s zebra, walrus, giant panda, fish owl, takin and others.

    Participants in the immersive part of the program will remove “traces of fuel oil” by stepping on them on a special luminous arch. In the LED screen area, they will show how human interaction with nature can have a positive effect on it and create favorable conditions for animals. The screen will broadcast figures-patterns in the form of various natural elements. As visitors approach the screen, the pattern will gather into silhouettes of different animals, and as they move away, it will again evenly fill the surface. The content corresponds to different elements and natural zones: grasses, trees and flowers, sea shells and corals, snowflakes. Forest animals will appear from flowers, sea creatures from shells, and northern animals from snowflakes.

    During the “Night at the Museum” event, from 19:00 to 22:00, you can visit the zoo history museum. Admission is free, with a ticket to the zoo. There will be an exhibition “The Museum of Gems visiting the Moscow Zoo”, which will present fragments of a mammoth skeleton, the skulls of a woolly rhinoceros and bison, minerals that replaced ancient ammonite shells, trunks of araucaria and other paleontological exhibits.

    Specialists from the city services complex will carry out routine repairs to more than 30 bridge structures. This was announced by the Deputy Mayor of Moscow for Housing and Public Utilities and Improvement Petr Biryukov.

    “Special attention is paid to the maintenance of bridge structures, their condition is constantly monitored, and if necessary, a decision is made to carry out repair work,” noted Petr Biryukov.

    This year, such significant objects as the Stroginsky Bridge, five overpasses on the Mozhaisk Highway and the pedestrian Patriarch’s Bridge will be put in order.

    The projects provide for a whole range of works on the renovation of bridge structures. As part of the repair, waterproofing, barrier fences, pipelines, ventilation and pumping equipment, noise and dirt protection screens will be partially or completely replaced. Expansion joints and railings will be renewed, and concrete surfaces will be repaired. At the final stage, new durable asphalt will be laid and road markings will be applied.

    Traffic will not be completely restricted; the work is planned to be carried out with alternate lane closures.

    Since 2011, each bridge facility in the capital has undergone various types of repairs, which has extended its service life and created more comfortable conditions for drivers and pedestrians.

    New methods and technologies are constantly emerging in the healthcare sector, and the center’s educational programs help doctors master them in practice. Healthcare workers are helped to determine an individual development trajectory, choose a program for acquiring new knowledge and skills, and then practice them on various simulators and training devices.

    More than 1,100 units of the latest equipment allow conducting training courses in almost all areas of modern medicine. The simulators installed in the Personnel Center reproduce the anatomy of internal organs to the smallest detail and imitate the main functions of the body as realistically as possible: breathing, convulsions, body temperature, heart sounds, lung sounds, and others.

    The main forms of training are interactive: problem lectures, group discussions, brainstorming, analysis of situational tasks. A separate block is devoted to the development of social, psychological and management skills necessary in medical practice. Healthcare workers learn how to avoid emotional burnout, manage stress, and effectively communicate with each other and with patients.

    About 30 thousand specialists have become participants of the trainings and educational programs “Digital Hospital”. They form practical skills in using new digital tools for doctors and nursing staff of city hospitals.

    Gain new knowledge and improve communication with patients

    One of the most popular trainings was “Algorithm for conducting outpatient appointments: aspects of communication with patients”, aimed at doctors being able to improve their communication skills and use their appointment time as efficiently as possible. About 12 thousand specialists were trained in it.

    As part of the implementation of the new emergency care standard, the Personnel Center developed 60 educational programs and trainings for the staff of flagship centers and emergency departments of city hospitals. More than 10 thousand doctors working according to this emergency care standard have already improved their knowledge and skills in the field of diagnostics and treatment of injuries, burns, frostbite, poisoning, exacerbations of chronic diseases, including those threatening the patient’s life.

    About four thousand people took part in the training dedicated to the creation of a value-oriented environment in city polyclinics in accordance with the new Moscow polyclinic standard. This is about introducing such concepts as patient-focusedness, trust, respect, teamwork, goodwill, etc. into the daily practice of medical workers.

    In addition, advanced training and retraining of Moscow doctors is carried out in leading specialized universities: the Russian Medical Academy of Continuous Postgraduate Education, the First Moscow State Medical University named after I.M.     Nagqu, China’s highest city at an average elevation of over 4,500 meters, has achieved the seemingly unachievable: it is no longer “the city without trees.”

    Once a barren landscape where even survival was a challenge, this northern Xizang city has rewritten its ecological destiny through decades of perseverance, marking a historic breakthrough in high-altitude afforestation.

    Perched on the Qinghai-Tibet Plateau, Nagqu was officially reclassified as a city in May 2018. Its thin air, with oxygen levels just half those at sea level, and relentless winds have made it a place where boiling water barely reaches 85 degrees Celsius and packaged goods swell as if ready to burst.

    For many years, the absence of trees was a defining feature, so much so that award-winning female author Ma Lihua once wrote in her travel notes that “Nagqu Town has everything, except a tree.”

    Now, parks and sidewalks across Nagqu are dotted with alpine willow, spruce and sea buckthorn — a testament to a quiet revolution. On the city streets, billboards reading “promote high-altitude greening, erase Nagqu’s treeless legacy” proclaim this remarkable transformation.

    “Nagqu has achieved China’s highest-altitude success in tree planting,” said Cewang Rigzin, director of the city’s forestry and grassland bureau. Since 2021, the city has invested heavily in afforestation, forest management, and experimental planting in high-elevation urban areas.

    “When I was a child, I could only see green trees on TV or in photos. Now, we’ve successfully trialed tree planting in urban areas, with a survival rate of over 80 percent,” said Dainzin Puncog with the bureau, a native of Nagqu.

    The trial planting of trees in Nagqu’s high-altitude, frigid plateau began in the 1990s. Generations of local families and officials have poured efforts into this achievement, turning what once seemed a fanciful idea into reality.

    Organizers Jennifer Lee and Kathy Sieh, representing the Taiwanese community, urged that the WHO should not be influenced by political pressure and ignore the human rights of Taiwan’s 23 million people. They emphasized that viruses know no borders, and the WHO should promptly include Taiwan.
    Director General David Cheng-Wei Wu stressed that Taiwan has been prevented from participating in WHO due to China’s continued distortion of UNGA Resolution 2758 and WHA Resolution 25.1. Neither of them mentions Taiwan is part of the PRC. These resolutions have no power to confer upon the PRC any right to represent Taiwan in WHO. So we must urge WHO and all relevant parties to recognize Taiwan’s contributions to global public health. Taiwan should be included in the WHA and all WHO meetings.
    The Hon. Jacqui Munro MLC praised Taiwan’s achievement on economic development and medical capabilities and mentioned that Australian Parliament and NSW Parliament passed motions to refute China’s misinterpretation of UNGA 2758. Taiwan should be included in the WHO and work together to make the world stronger and better.
    Councilor Michelle Chuang of Willoughby City Council also reaffirm the vital truth: global health knows no border and the health security of people in Taiwan— and the wider world—should never be a matter of diplomatic bargaining.

  • MIL-OSI Security: Detectives issue a reward for information following a fatal shooting in Lambeth

    A year on from the fatal shooting of a man in Lambeth, detectives have announced a £20,000 reward as they seek justice for his bereaved family.

    Detectives from the Met’s Specialist Crime have been leading the investigation into the murder of 26-year-old Jazmel Patterson-Low over the past year.

    They hope the offer of this substantial reward will encourage anyone with information to come forward.

    Detective Inspector Martin Thorpe said: “It has been a year since the death of Jazmel and we are still actively searching for those involved.

    “We want to know what happened that morning on St Rule Street SW8. We know there was a group of around 40 people gathered there on Friday evening and into the early hours of Saturday morning. If you were there, then you may have crucial information for us.

    “I am grateful to those who have come forward already, however we still need more from the public. This is why we are now offering a reward of up to £20,000 for information that leads to the successful charge and conviction of the person responsible.

    “Think back to last May, did you witness what happened to Jazmel? Do you know who fired the gun? Did you see anyone running from the St Rule Street area? If you know what happened, then you need to speak to us.

    “We will support you throughout, you can also contact Crimestoppers to remain anonymous and your identity will be protected. Alliances change over time, so please do the right thing by coming forward.”

    On Saturday, 11 May 2024, police were called by medical staff at 02:30hrs to St Thomas’ Hospital after a man was dropped off in a private car, suffering from a gunshot injury.

    Despite the best efforts of medical staff, Jazmel, who lived in Lambeth, sadly died shortly after 03:00hrs.

    Jazmel was shot at around 02:25hrs that morning on the Westbury Estate in St Rule Street. A post-mortem examination gave cause of death as a single gunshot wound. Jazmel’s family continue to receive support from specially trained officers

    A 25-year-old man was arrested in south London in the early hours of Tuesday, 14 May 2024 on suspicion of murder. He was taken into custody but subsequently released without charge.

    Leaner cost base

    The Group has defined and started to implement a cost reduction program to adapt its cost structure to its current size and reflect the new organization and more efficient operating model. It will optimize service delivery through enhanced billability and bench management, increased offshoring, industrialized execution model and stricter contract management. It also plans to reduce G&A to around five per cent of revenues by 2028, implying a 2-points reduction compared to the current level, through headcount reduction and 10% lower discretionary spend.

    AI-powered organization

    With creation of a business line dedicated to Data and AI, Atos Group will fully leverage its expertise to deliver improved, higher-value offerings to clients through a full-stack data and AI engine industrialized for scale, while achieving higher delivery efficiency and lower costs within the Group. The business line will be a key growth driver, growing from 2,000 to 10,000 employees by 2028 and at the scale of the Group, 100 per cent of the workforce will be AI-certified by 2026.

    Committed investment in innovation

    To secure its leading position in future growth markets, Atos Group plans to invest €500 million in research & development over next 4 years and €100 million in start-ups and new ecosystem players, with the emphasis on emerging technologies and rapidly scaling technology services, including GenAI and Agentic AI, Cybersecurity and Quantum, under the leadership of an upcoming new Group CTO.

    Update on ongoing disposal processes

    On November 25, 2024, Atos announced that it has received a non-binding offer from the French State for the potential acquisition of 100% of the Advanced Computing activities, based on an enterprise value of €500 million, to be potentially increased to €625 million including earn-outs. The offer received from the French State provides for an exclusivity period until May 31, 2025. Discussions are still ongoing.

    In addition, the sale process for its Mission Critical Systems and Cybersecurity Products businesses has been put on hold.

    Sustainable financial structure and clear financial trajectory

    At the occasion of its Capital Markets Day held today, Atos Group announces an update of its strategy and organization. Building on its strengthened leadership team and following the closing of its financial restructuring at the end of 2024, the Atos Group also provides a guidance for 20251 and indications on its mid-term financial trajectory.

    In 2025, the Group expects to generate:

    • c.8.5 billion euros revenue, down from reported revenues of 9.6 billion euros in 2024 due to perimeter changes, voluntary contract reviews and low business traction prior to the completion of the financial restructuring
    • around 4% operating margin, up c.2pp from FY 2024, benefiting from voluntary contract reviews and the initial impact of cost reduction initiatives
    • net change in cash before debt repayment of c. -350 million euros

    In 2026, the Group expects to generate positive organic growth and net change in cash before debt repayment and M&A.

    In 2028, taking the assumption of a disposal of Advanced Computing and a progressive reduction of its geographic footprint, the Group expects:

    • to grow revenues organically to 8.5 to 9 billion euros, representing a 5-7% CAGR between 2025 and 2028. Strategic, targeted and disciplined M&A could further increase revenue to up to 9 to 10 billion euros;
    • to reach operating margin of around 10 per cent with full benefit of the cost reduction initiatives and structurally profitable growth, partially offset by accelerated investment in R&D;
    • to achieve a leverage ratio below 1.5x net debt/OMDAL2. On the path to an investment grade rating, the Group expects to achieve a BB profile in 2027.

    Following the financial restructuring last year, Atos Group now has a strong liquidity3 position of c.2 billion euros at March 31, 2025, with no debt maturing before end of 2029. This secures its balance sheet and provides with the time and flexibility necessary to deliver its strategy, which is expected to enable significant deleveraging.

    Disciplined capital allocation

    Strong cumulative cashflow generated over the period will be allocated as a priority to deleveraging, coupled with targeted strategic and disciplined acquisitions and ventures. No dividend payment or share-buyback programs are expected before 2028.

    Reinforced commitment to sustainability

    Atos Group reaffirms its commitment to ESG leadership as a core pillar of its transformation and strategic journey. The Group remains on track to reach Net Zero Target by 2050, aligned with SBTi, while helping clients decarbonize.     BERLIN, May 14 (Xinhua) — United Nations Secretary-General Antonio Guterres here on Tuesday stressed the important role of UN peacekeeping operations and called on member countries to provide them with additional support.

    Speaking at the 2025 UN Ministerial Meeting on Peacekeeping, he noted that peacekeeping operations help many states and are “the most widely recognized symbol on the planet of the world’s ability to come together to help countries move from conflict to peace.”

    The Secretary General also said that over the past decades, 4,400 peacekeepers have died in the line of duty.

    A. Guterres pointed to the challenges of modern peacekeeping, including complex conflicts, growing global divisions, disinformation, terrorism and transnational crime.

    “We are now facing the highest number of conflicts since the founding of the UN and record numbers of people fleeing across borders in search of safety and refuge,” the head of the world organization said.

    He called for work to make peacekeeping operations more adaptive, flexible and resilient, adding that peacekeeping can only be successful with credible mandates and clear, predictable and continuous contributions.

    Representatives from some 130 countries are discussing the future of peacekeeping at the current two-day meeting. –0–

    HANOI, May 14 (Xinhua) — The Vietnamese government has called on relevant districts and departments to complete the feasibility study for the Lao Cai-Hanoi-Hai Phong railway project by August 2025 so that construction can begin by December, the Vietnam News Agency (VNA) reported on Tuesday.

    A government decree published on the same day sets out the main deadlines for the project, including completion of technical design by the end of May 2025.

    The new railway, which will pass through nine Vietnamese provinces and cities, is expected to play a major role in strengthening inter-regional transport links and promoting economic development in the northern part of the country. –0–

  • Justice B.R. Gavai to take oath on Wednesday as 52nd Chief Justice of India

    Justice Bhushan Ramkrishna Gavai is set to be sworn in on Wednesday as the 52nd Chief Justice of India (CJI), succeeding Justice Sanjiv Khanna, who retired on Tuesday after a six-month tenure.

    The swearing-in ceremony will take place at Rashtrapati Bhavan, where President Droupadi Murmu will administer the oath of office to Justice Gavai.

    With his elevation, Justice Gavai will become only the second Chief Justice of India from the Dalit community, following Justice K.G. Balakrishnan, who served as CJI from 2007 to 2010. His term is scheduled to run until November 23, 2025.

    Born on November 24, 1960, Justice Gavai entered the legal profession in 1985 and began independent practice at the Bombay High Court in 1987, later moving to its Nagpur Bench. He was appointed a judge of the Bombay High Court in November 2003 and elevated to the Supreme Court in May 2019.

    Justice Gavai comes from a distinguished public service background. His father, Ramakrishna Suryabhan Gavai, was a respected Ambedkarite leader, founder of the Republican Party of India (RPI), and served as a Member of Parliament from Amravati. He also held gubernatorial posts in Bihar, Sikkim, and Kerala between 2006 and 2011 under the Congress-led UPA government.

    Justice Gavai’s appointment to the top judicial post is being widely seen as a significant step forward for social inclusion and representation in India’s higher judiciary.

    In contrast to GOP effort to slash child care funding, this bill increases maximum child care credit by nearly 400 percent

    WASHINGTON – Representatives Linda Sánchez (D-Calif.), Danny K. Davis (D-Ill.) and Suzan DelBene (D-Wash.) introduced the Child and Dependent Care Tax Credit Enhancement Act to permanently expand the child care tax credit. The bill would raise the maximum credit from $1,050 to $4,000 for one child and from $2,100 to $8,000 for two or more children. 

    Senators Tina Smith (D-Minn.), Ron Wyden (D-Ore.) and Patty Murray (D-Wash.) introduced companion legislation in the Senate.

    “Working parents shouldn’t have to choose between earning a paycheck and caring for their kids,” said Sánchez. “Expanding the child care tax credit will make child care more affordable and accessible, so parents can focus on their work knowing their kids are being cared for.”

    “High-quality, affordable child care is essential to the economic well-being of families, businesses, and our country,” said Rep. Davis. “I am proud to lead the Child and Dependent Care Tax Credit Enhancement Act that would restore the 2021 credit so that families can receive up to $4,000 for child care for one child or up to $8,000 for two or more children, much better than the almost $600 that the typical family receives currently. This bill would strengthen the financial well-being of families and grow our economy. It is critical that Congress acts now to help working families.”

    “Access to affordable child care is one of the biggest barriers families face. Enhancing the Child and Dependent Care Tax Credit will give parents the relief they need by supporting both families and care providers,” said DelBene. “This bill is a commonsense step toward making child care more accessible and affordable for every family.” 

    The Child and Dependent Care Tax Credit (CDCTC) is the only tax credit that helps working parents offset the rising cost of child care. In 2021, Democrats successfully enhanced both the CDCTC and the Child Tax Credit because both credits are essential to support parents’ ability to provide for their families. While 100 percent of the CDCTC reimburses parents for actual child care costs paid to work, parents mostly use the Child Tax Credit to defray other significant costs of caring for a child, such as food, rent, and clothing. 

    As currently structured, the CDCTC unfortunately fails to meet the needs of tens of millions of working families. Very few families receive meaningful benefit from the credit due to the extremely low phase-out level of $15,000, the low expense limits, the non-refundable nature, and the loss of benefit due to inflation. For example, the Tax Policy Center estimates that only 13 percent of families with children claimed the CDCTC in 2022. The Child Care and Dependent Credit Enhancement Act will increase the maximum credit amount to $4,000 per child up to $8,000 for two or more children, expand eligibility to low-income families, make the credit available to married couples who file separately due to high student loan debt, and retain the credit’s value over time by indexing it to inflation. Compared to 2019, low-income working parents quadrupled their credit received in 2021. 

    High-quality, affordable child care is essential to the economic well-being of families, businesses, and our country. Yet, child care places a major financial burden on American families. The price of child care can range from $5,357 to $17,171 per year depending on location and type of care. Astoundingly, the cost of center-based care for two children is more than the average mortgage in 41 states and more than the average annual rent in all 50 states plus DC. Households under the poverty line spend nearly one third of their income on child care, and increases in median child care prices are connected to lower maternal employment rates. Further, the child care crisis hits families of color disproportionately hard. For a single parent who has never been married who is Black, Hawaiian/Pacific Islander, or American Indian/Alaska Native, child care can cost 36 percent, 41 percent, or 49 percent of the median income, respectively, compared to only 31 percent for single white parents. Further, Latino and American Indian and Alaska Native parents disproportionately live in child care deserts.

    “Well, here we go again.

    Republicans are once again choosing billionaires and big corporations over working families. This bill that we are marking up today is an insult to every hardworking American. It sends a very clear message: that you’ll pay more, and you’ll receive fewer services – just so that billionaires can pocket another tax cut that they really don’t need.

    American families, in case you have noticed, are struggling. Under President Trump and Republican leadership, they have seen nothing but chaos. They’ve watched Elon Musk gleefully take a chainsaw to vital programs that they rely on, like Social Security, Medicare, and the VA. Travel is less safe at airports because they are left in disarray due to the cuts to our air traffic control systems.

    Prices for everyday necessities – like food, clothing, diapers, and formula – keep rising because of Trump’s tariffs. Premiums for health insurance, car insurance, and housing are going up, making it harder and harder for families to make ends meet.

    And now, rather than providing real relief, Republicans want to look at this chaos, put it into law, and call it ‘one beautiful bill.’ All to pay for more tax cuts for the rich while adding [trillions] to our national debt.

    Nearly $20 trillion in debt over the next ten years by Republicans’ own members’ own estimates. Not our estimates – their estimates. Americans are worried about their future. Consumer confidence is at a record low. People are afraid of losing their jobs, their health care, student aid, and food assistance.

    And this bill today compounds that pain. 14 million people will lose health care coverage under this plan. And for what? Again, so billionaires can get even richer while we all drown in debt. This is outrageous. Billionaires already have more money than they could ever spend. They can afford to pay their fair share.

    What’s equally disturbing is you’re not being honest about the fact that you are meting out crumbs to the most needy while you are helping the most wealthy. And don’t buy the bullshit that tax cuts for the rich create more jobs or better wages. It’s been the excuse under every Republican administration in the last half-century to pass more and more tax cuts to the rich.

    And it has failed to deliver on that promise each and every single time. The wealthy just got richer while the working families got harmed. All while piling on more debt that families will have to pay off.

    I’m outraged that this committee is focused on doing more for the richest in this country while destroying the means of survival for the poorest. And this bill doubles down on that assault on those seeking the American Dream by stealing tax benefits and services to working people who are paying taxes!

    It would deny the Child Tax Credit to 2 million U.S. citizen children. Even worse, it would deny Medicare coverage to those who’ve worked and paid into the system. How dare Republicans say they are for the working class when they’re making it harder for those struggling to get by?

    Enough is enough. My constituents are fed up. They’re sick and tired of Republican tax cuts that only benefit the ultra-wealthy. Our tax code needs to be about fairness. It needs to be about balance. It should support families, not the rich. But this bill does the exact opposite.

    To my Republican colleagues, I say: please just stop this insanity. You have to lie about what is in this bill; otherwise, probably, your constituents would be rioting in the streets. Here is an idea: how about you think about putting your constituents first for once, rather than the people who donate to your campaigns?

    But I guess that is asking a little too much from people who have completely lost their moral compass. I will be voting ‘no’ on this bill. I hope some on that side of the aisle see the light and do the same.”

    Though challenging for colleagues, as we all need to adjust, it will help us reassess capacity needs and optimise our resources. By collaborating and using our creativity and talents, I believe we can deliver on our strategic ambitions while becoming a more agile organisation.

    Our strong capital position, with a Basel IV CET1 ratio of 14.7%, allows us to continue investing in our strategic priorities while maintaining financial stability. In Q1, we submitted the final application to move models to less sophisticated approaches which is now reflected in our capital ratios. The simplification will bring stability and predictability to our capital position. The largest part of our balance sheet remains under advanced models, specifically mortgages, banks and financial institutions. Portfolios that required significant modelling and data efforts will be moved to the standardised approach.

    Our continued efforts to improve customer experience resulted in an increase in our Net Promoter Score for Personal & Business Banking during the first quarter of 2025. Clients especially praise our efficient and good customer services, proactive contact, and the convenience of our digital services. This was also recognised by the 2024 Digital Leaders Study, which ranked ABN AMRO among the top performers. Tikkie, with 10 million active users, is a good example of our innovative offering. During King’s Day this year, Tikkie processed a record number of almost 700,000 transactions. We also introduced the Index Mandate, an actively-managed product that invests in underlying passive instruments.     Speaking to the media after being named leader of the Liberal Party, Sussan Ley was asked if this appointment was an example of the “glass cliff effect”.

    Ley said “I don’t accept that”. She went on:

    I do say it sends a signal to the women of Australia that the Liberal Party has elected its first woman leader but my agenda is much more than that.

    Most of us are familiar with the concept of the “glass ceiling”, a metaphor used to describe the invisible barriers which prevent women from succeeding in senior leadership – and Ley could be seen as breaking the glass ceiling of the Liberal party.

    But the “glass cliff” applies to women who are elevated to positions of leadership in a time of crisis, meaning they are perceived as having a high probability of failure and will take the fall for their organisation.

    The glass cliff evokes imagery of a woman being at the top of a mountain cliff. Being on the cliff is a dangerous position: there is a high chance of falling – or being pushed off.

    Times of misfortune

    Against the historical backdrop of male-dominated leadership, the metaphor was coined to reflect women’s experience of leadership selection in times of organisational misfortune and crisis.

    The “glass cliff” has sometimes been invoked in misogynist ways to downplay the strengths of women in leadership, saying they have been put in a position of leadership with the express belief they will fail. But it does describe a commonly seen phenomenon which is important to observe and understand.

    There are many prominent examples of women who have been associated with the phrase.

    British Prime Minister Liz Truss was elevated to the role at a time of significant uncertainty, and was in the position for just 45 days.

    US Presidential candidate Kamala Harris was given minimal time to campaign and establish herself as a genuine opponent to Republican candidate Donald Trump.

    Former Yahoo CEO Carol Bartz, who was appointed when the tech company was failing and share prices were down before being unceremoniously dumped via a phone call.

    ‘Think female’

    Some academics believe that these women aren’t placed in the position of the glass cliff to be the fall guy, but instead these appointments relate to women’s perceived ability to handle organisational crises. They propose an alternative phrase: “think crisis – think female”.

    This phrase suggests women leaders perform better than men in a crisis, partly due to the assumption that women will garner more support than men in such times.

    It is based on stereotypes of women’s perceived ability to build and repair relationships and reputations.

    Both phrases link women leaders and crises. But the glass cliff explains how women are elevated into positions of leadership in turbulent times and are blamed when organisations fail.

    Professional risk

    The phenomenon of the glass cliff is a professional risk for women in leadership.

    Organisations may prey on the career ambitions of outgroup women, knowing that they are more likely to accept any leadership position, even a precarious one, in order to advance their career.

    The privilege of the ingroup men, on the other hand, means they are protected from taking on a leadership position with risk and volatility.

    Women leaders taking on these roles in turbulent times are also exposed to greater scrutiny from internal and external stakeholders, including individual performance criticism.

    If a woman leader then fails, her performance is seen to reinforce gender stereotypes about women’s leadership competency.

    Further complicating this context are gendered stereotypes that assume women leaders have exceptional people skills, meaning senior women in high-risk leadership roles receive less support and fewer resources than their male counterparts.

    The glass cliff presents a double bind for women leaders. If women leaders behave in stereotypically feminine ways they are seen as weak or indecisive. By contrast, if they behave counter to this they are labelled as harsh and aggressive.

    Either way, the glass cliff awaits.

    The glass cliff phenomenon draws our attention to the way in which women are set up to fail in high-risk risk leadership roles. But the metaphor also reveals the ongoing gender discrimination and stereotype bias women experience in taking on professional leadership roles.

  • Sensex, Nifty open higher after inflation cools, geo-political tensions ease

    The Indian market indices opened in the green on Wednesday after retail inflation hit multi-year low and geo-political tensions eased.

    At around 9:25 am, Sensex was up 414 points or 0.51 per cent at 81,562 and Nifty was up 136 points or 0.55 per cent at 24,712.

    Buying was seen in the midcap and smallcap stocks. Nifty midcap 100 index was up 510 points or 0.92 per cent at 56,030 and Nifty smallcap 100 index was up 132 points or 0.78 per cent at 17,035.

    On the sectoral front, all indices were trading in the green. Auto, IT, PSU bank, FMCG, metal, energy, infra and PSE were major gainers.

    “After a positive opening, Nifty can find support at 24,500 followed by 24,400 and 24,300. On the higher side, 24,700 can be an immediate resistance, followed by 24,800 and 24,850,” said Hardik Matalia from Choice Broking.

    In the Sensex pack, Tata Steel, Bharti Airtel, Tech Mahindra, Infosys, Eternal, HCL Tech, M&M, Bajaj Finserv, L&T, TCS, SBI and NTPC were major gainers. On the other hand, Tata Motors, Asian Paints, IndusInd Bank, HUL, Nestle and Kotak Mahindra Bank were major losers.

    Earlier, India’s retail inflation fell to 3.16 per cent in April from 3.34 per cent in March, to its lowest level since July 2019.

    “With crude oil prices sharply easing, domestic demand softer, and food prices contained, we expect the RBI to cut rates aggressively,” said Devarsh Vakil, Head of Prime Research at HDFC Securities.

    The Asian stock markets were trading in a mixed zone. Hong Kong, Shanghai, Seoul and Jakarta were in the green, while Japan and Bangkok were in the red.

    The US markets closed in the mixed zone on Tuesday. Main index Dow Jones ended in the red and technology index Nasdaq closed higher for a second straight day after softer-than-expected inflation numbers.

    The foreign institutional investors (FIIs) sold equities worth Rs 476 crore on May 13, while domestic institutional investors (DIIs) extended their buying on the third day as they bought equities of Rs 4,273 crore on the same day.
