    Reckitt*, a global leader in health, hygiene and nutrition, will establish a major production plant in Wilson County to produce the over-the-counter medicine Mucinex, creating 289 jobs, Governor Roy Cooper announced today. The company will invest $145.59 million in Wilson.

    “North Carolina continues to attract the world’s most well-known life science companies that are working to keep people healthy,” said Governor Cooper. “Communities like Wilson and all across our state provide skilled biotech workers through our training systems that are important to companies like Reckitt.”

    For more than 200 years, Reckitt has been the company behind some of the world’s most recognizable and trusted consumer brands, including Airborne®, Biofreeze®, Finish®, Lysol®, Mucinex®, and more. These brands have been used by consumers for generations and are familiar staples in households around the world. Every day, around 30 million Reckitt products are purchased globally. The company’s new Wilson project will allow the company to expand its production capacity and localize Mucinex production. In addition to management and administrative functions, the Wilson facility is expected to include quality assurance and quality control, engineering, and general manufacturing roles.

    The North Carolina Department of Commerce led the state’s support for the company during its site evaluation and decision-making process.

    Although wages will vary depending on the position, the average salary for the new positions will be $80,182, which is higher than the current average wage in Wilson County of $52,619. The new positions will bring an annual payroll impact to the community of more than $23 million per year.

    Reckitt’s project in North Carolina, formally being granted to company subsidiary RB Health Manufacturing (US) LLC, will be facilitated, in part, by a Job Development Investment Grant (JDIG) approved by the state’s Economic Investment Committee earlier today. Over the course of the 12-year term of this grant, the project is estimated to grow the state’s economy by $1.9 billion. Using a formula that takes into account the new tax revenues generated by the new jobs, the JDIG agreement authorizes the potential reimbursement to the company of up to $4,606,000, spread over 12 years. State payments only occur following performance verification by the departments of Commerce and Revenue that the company has met its incremental job creation and investment targets.

    The project’s projected return on investment of public dollars is 317 per cent, meaning for every dollar of potential cost, the state receives $4.17 in state revenue. JDIG projects result in positive net tax revenue to the state treasury, even after taking into consideration the grant’s reimbursement payments to a given company.

    These days, the question “Cold or flu?” doesn’t quite cover it when we start coughing and sneezing in the fall or winter.

    COVID-19 is still here, and we also have to deal with respiratory syncytial virus (RSV), in addition to pneumonia, bronchitis, and sinus infections, and even bird flu is starting to take hold in some parts of the world.

    The good news is, even if we can’t immediately tell these respiratory illnesses apart, the steps we can take to reduce the chances of spreading them apply broadly, namely hand-washing, staying home when sick, masking when symptomatic, and, most importantly for some of the viruses, vaccination.

  • MIL-OSI USA: Huffman, Obernolte Introduce Bipartisan Legislation to Increase Wildfire Resiliency

    Washington, D.C. – Today, U.S. Representatives Jared Huffman (D-CA-02) and Jay Obernolte (R-CA) introduced the Community Protection and Wildfire Resilience Act to help local communities defend themselves from the growing danger of wildfires. This bill will empower communities to implement science-based methods for mitigating wildfire damage and provide funding to design and implement new Community Protection and Wildfire Resilience Plans with community members, first responders, and relevant state agencies.

    “As our country grapples with the climate crisis, catastrophic wildfires have become an existential threat to the safety of our communities. California has been on the frontlines – with five of the six largest fires in the state’s history occurring in 2020 alone. The government should treat these natural disasters the same way as any other, providing resources and empowering communities to build resiliency,” said Representative Huffman. “My legislation builds on the investments we made last Congress so we can prepare our communities for worst-case scenarios while working to address the build-up of issues that make wildfires so much more destructive than ever before.”

    “Wildfires are becoming increasingly frequent and have devastated millions of acres across the West, endangering lives, property, and critical infrastructure,” said Representative Jay Obernolte. “Our local communities are best positioned to understand their own needs and challenges, and the Community Protection and Wildfire Resilience Act empowers them to take a proactive and coordinated approach to wildfire protection.”

    Provisions from Rep. Huffman’s bill, formerly known as the Wildfire Defense Act, were included in President Joe Biden’s Bipartisan Infrastructure Law. This included the Community Wildfire Defense Grant program, which helps communities, tribes, non-profit organizations, state forestry agencies, and Alaska Native corporations plan for and mitigate wildfire risks as the nation faces an ongoing wildfire crisis. USDA’s Forest Service worked with states and tribes through an interagency workgroup to develop the Community Wildfire Defense Grant program, originally announced in June of 2022. Grant proposals underwent a competitive selection process that included review panels made up of state forestry agencies and tribal representatives.

    Today’s bill builds on this success and goes even further by designating a targeted, specific grant program for home hardening within the Federal Emergency Management Agency (FEMA) and adds home hardening as an allowable project under the USFS program.

    “The Community Protection and Wildfire Resilience Act will promote community resilience in the places most at-risk from wildfire. We are pleased to see Representative Huffman and Senator Harris take decisive action to address the challenges posed by climate change and fire management.     Specifically, the bipartisan Community Protection and Wildfire Resilience Act will invest $1 billion per year to:

    • Establish guidelines for communities to conceptualize new Community Protection and Wildfire Resilience Plans (CPWRP) that are developed in coordination with community members, first responders, and relevant state agencies. CPWRPs will focus on implementing strategies and activities relating to:
      • Improving early detection technology, public outreach and education, alerts and warnings, evacuation planning, evacuation execution, and access for first responders
      • Addressing vulnerable populations, including the elderly and those with disabilities
      • Hardening critical infrastructure and homes
      • Applying community-scale defensible space across contiguous areas
      • Building local capacity to implement and oversee the plan
      • Deploying distributed energy resources like microgrids with battery storage
      • Implementing strategic land use planning
      • Educating community members
      • Coordinating with existing wildfire plans like a Community Wildfire Protection Plan.
    • Provide grants of up to $250,000 to develop a CPWRP and grants of up to $10 million to implement a CPWRP
      • Grants will be prioritized for low-income communities that are at high risk for fire or wildfire and communities recently impacted by a major wildfire.
    • Complete a report on all federal authorities and programs to protect communities from wildfires. 
    • Study how a CPWRP could be used as certification for insurance companies assessing community resilience.
    • Continuously update wildfire hazard maps.
    • Assess impediments to emergency radio communications across departments and agencies.
    • Allow for structure hardening to be covered under existing community wildfire protection programs.

    On the morning of 3 March 2002, I put a card into the ballot box, on which I had written a determined ‘yes’.  Our TV screens had been filled with various forecasts and figures from the early hours.

    But it was only in the evening that the final result came through: after years of struggle and a fiercely contested campaign, Switzerland would join the United Nations.

    Ultimately, it was a few hundred votes from the canton of Valais – my home region – that tipped the balance.

    On that day, the Swiss people expressed their country’s desire to assume responsibility and take part in the world of international politics in a spirit of solidarity.

    More than two decades have now passed. I am addressing you today, just a few days before Switzerland assumes the presidency of the Security Council. The world may have changed, but our principles have not.

    Like many countries, we are following with concern the escalating tensions and emergence of new conflicts around the world.

    Unfortunately, we are witnessing increasing levels of grave human rights violations as well as a growing, blatant disregard for internationally recognised borders. Might risks taking precedence over right, and the threshold for resorting to military force has clearly fallen significantly.

    Only together can we counter the dynamic, captured so aptly by the great writer Ferdinand Ramuz a century ago: “Parce qu’un malheur ne vient jamais qu’un autre ne vienne ; les malheurs se marient entre eux, ils font des enfants.”

    There are major challenges ahead: wars, disasters, the damage we are inflicting on our shared environment, technological advancements and the opportunities and risks they bring.

    As the only truly global organisation, the UN has a crucial role to play in tackling these issues.

    We can make a start right here, if we choose to work together better – regardless of our governmental and economic structures or our cultural differences.

    We must not let our world fragment into blocs. We must show our willingness to negotiate principles with all major regions of the world, principles that are in our mutual interest and respected by all. And this must always be underpinned by international law.

    Ladies and gentlemen

    The search for peace is paramount, and Switzerland is committed to playing its part.

    Based on its tradition of good offices and solidarity, and because resignation and inaction should never be an option, this summer Switzerland brought together around 100 states and international organisations for the Summit on Peace in Ukraine.

    Our goal was to provide an initial impetus for a just and lasting peace in Ukraine, based on international law and the United Nations Charter. The conference at the Bürgenstock marked an important step in that direction.

    The 94 signatory states of the Bürgenstock Joint Communiqué reaffirmed their commitment to the principles of the United Nations Charter.

    We would like to renew our invitation to the international community to spare no effort in supporting concrete measures and this Joint Communiqué.

    International law is the basis for our common endeavours for global peace, security and prosperity.

    The Geneva Conventions, the 75th anniversary of which we are celebrating this year, govern the legal basis of war as well as the protection of the civilian population.

    But the latest UN figures paint the international community in a poor light. Civilians and civilian infrastructure are not only inadequately protected, but in fact come under repeated attack.

    We are witnessing violations of international humanitarian law, from Myanmar to Ukraine, from the Middle East to Sudan. My country has been strongly committed to ensuring that the Security Council adopts ceasefire resolutions, particularly for Gaza and Sudan.

    It is urgent that these resolutions are now implemented and respected. Likewise, we urgently call for an immediate return to a total cessation of hostilities on both sides of the Blue Line.

    The heavy toll paid by civilian populations in these current crises and conflicts strengthens Switzerland’s resolve to ensure that international humanitarian law remains an absolute priority. Pushing for greater compliance is at the heart of our work in the Security Council.

    Protecting the civilian population in conflicts is neither self-evident nor guaranteed. It must be afforded higher priority in conflict situations.

    Peace is and always will be the best way to protect civilian populations. To this end, Switzerland is also committed to civilian and military peacebuilding.

    Even if some peace missions have been unable to meet all of their intended objectives, they nevertheless contribute to security, stability and peace in people’s everyday lives. When deciding which missions to deploy, we must overcome our disagreements. Peace is too precious a commodity to become a pawn of self-serving interests.

    Together with our many international partners, Switzerland is continuing to contribute to peacebuilding as well as expanding its capacities where possible.

    War and peace are not the only challenges we face. There are many others that we also need to urgently address:

    Civilians not only require protection from armed conflict, but also from natural disasters, as has become increasingly clear in recent years. Climate change and loss of biodiversity are having an existential impact on ever more people.

    It is crucial that we also maintain and expand our efforts in these areas, while forging ahead with pioneering developments. Many of the international environmental agreements are either not implemented at all or only inadequately. This is resulting in large-scale environmental destruction.

    I am also concerned about the rise in disinformation, which undermines people’s ability to form their own opinions based on facts. Private and state actors spread disinformation at home and in other states to fuel polarisation, sow distrust and destabilise states.

    Switzerland has and will always be committed to freedom of expression and media freedom.

    Disinformation is toxic. We can counteract this by improving our understanding of what constitutes free speech and manipulation of the facts; by exposing illegitimate interference, by fostering open and fair debate, and, in our capacities as governments and international organisations, by providing transparent and factual information.

    Switzerland has and always will be committed to strong and effective multilateralism.

    All states must come together to find lasting solutions.

    My country is shaped by regular democratic debate at all levels of government – local, regional and federal. We urgently need to see more of such constructive and peaceful debate if we are to address the existential challenges that face us.

    Two days ago, we adopted the Pact for the Future. The pact is a strong commitment to multilateralism. One of the core elements of the pact is the 2030 Agenda for Sustainable Development – our roadmap, which we must implement together as quickly as possible.

    “The idea must be born from the vision, like the spark from a flint.” That too is a quote from Ramuz – one that has lost none of its relevance. We need courage and confidence.

    And we need a framework in which we can work together as partners to find solutions. That framework is the United Nations. Let us work together to make it stronger.

    Our world is in constant motion. Cities expand, landscapes evolve and the climate continues to reshape our globe. To help people visualize these changes and learn more about the world around them, we’re announcing new updates to Google Earth and Street View.

    Travel back in time with Earth — and plan projects more efficiently

    Maybe you want to travel back in time and see what your neighborhood looked like decades ago. Or you want to understand how forests have been affected by human activity and the changing climate. All of this will soon be possible thanks to our new historical imagery in Google Earth on web and mobile, which makes it easy to explore our library of satellite and aerial imagery — some of which goes as far back as 80 years.

    When exploring, you’ll see a sharp contrast in how geography has evolved in many places. Take this 2018 image of Lake Oroville, a reservoir in northern California that saw significant water reduction after multi-year droughts. Compare that with its 2023 image, which shows how a series of rains gradually filled the reservoir back to maximum capacity — providing water storage, electricity from power generation and a space for water activities, like swimming and kayaking. Historical imagery allows you to follow the lake’s evolution in striking detail.

    Historical imagery can also show dramatic changes over longer periods of time. In places like London, Berlin, Warsaw and Paris, you can even explore imagery from as far back as the 1930s. For example, below is a black-and-white photo of San Francisco in 1938, taken by Oakland Airport pilots. During this period, you can see that ports were mainly used for shipping and industry — compared to the 2022 image, where you see the piers dotted with restaurants and cruise ships docked in the harbor.     Expanding Street View imagery in nearly 80 countries

    While Google Earth has a vast repository of satellite and aerial imagery, Street View displays over 280 billion images collected from our Street View cars and trekkers. With Street View, you can virtually explore every continent right from your living room — and even places like the Great Barrier Reef and the International Space Station. Now, we’re launching one of the biggest updates to Street View yet, with new imagery in almost 80 countries — some of which will have Street View imagery for the very first time.

    You’ll be able to explore the picturesque countryside of Bosnia and its medieval villages, the sandy mountains surrounding the capital of Namibia, the alps and castles of Liechtenstein and the beautiful rivers of Paraguay. You can even virtually wander the streets of foreign cities to see shops and buildings up close.

    Sharpening imagery with new AI models

    In addition to making imagery available in more places, we’re sharpening satellite imagery across Google Earth and Maps. Starting this week, you’ll see a brighter, more vibrant globe made possible thanks to our cloud-removal technology. We’ve used our Cloud Score+ AI model, trained on millions of images, to recognize and remove things like clouds, cloud shadows, haze and mist. At the same time, this model keeps real-world weather patterns — like ice, snow and mountain shadows — visible on the map. The result is a refreshed global mosaic that gives you a clearer, more accurate look at Earth.

    Minister of Foreign Affairs Lin Chia-lung met with a Social Democratic Party (SPD) delegation from the German Bundestag Committee on Foreign Affairs on September 16. The delegation included Mr. Michael Müller and Mr. Andreas Larem. The two sides exchanged views on joint efforts by democratic partners to counter authoritarian expansion, Germany’s China and Indo-Pacific strategies, the recent transit of German naval vessels through the Taiwan Strait, the European Union’s de-risking policy, and other issues. 

     

    Minister Lin stated that with China and other authoritarian countries persistently challenging the rules-based international order, democratic partners should work in solidarity to enhance economic and social resilience. He reiterated Taiwan’s willingness to share with European partners its experience in countering China’s hybrid warfare, information warfare, and economic coercion. Minister Lin also affirmed the recent transit of German vessels through the Taiwan Strait so as to safeguard freedom of navigation, adding that he was pleased that Germany and the EU were implementing de-risking policies. Noting that an investment project in Dresden by Taiwan Semiconductor Manufacturing Company had set a new milestone in bilateral cooperation, Minister Lin expressed the hope that Taiwan and Germany would steadily bolster economic and trade cooperation and jointly strengthen economic resilience.

     

    Mr. Müller and Mr. Larem strongly concurred on the importance of democratic partners standing in unity against authoritarian expansion. Calling for enhanced cooperation among democracies in such domains as the economy, technology, and culture, they said they looked forward to deeper substantive collaboration between Taiwan and Germany.

     

    Deputy Minister of Foreign Affairs François Chihchung Wu also hosted a luncheon for the delegation on the same day. During the luncheon, Deputy Minister Wu pointed out that China’s authoritarian expansionist ambitions were not purely a cross-strait issue but rather represented a grave challenge to the international order. He said that Taiwan sincerely hoped to work with like-minded European partners to contribute to peace and stability in the Indo-Pacific.

     

    This was the first visit to Taiwan by all delegation members. The Ministry of Foreign Affairs looks forward to Taiwan and Germany building on their strong existing foundations to further deepen bilateral ties and jointly advance global peace, stability, and prosperity. (E)

    MOFA response to public comments by US Deputy Secretary of State Campbell on UNGA Resolution 2758 and cross-strait peace and stability

    The US House of Representatives Committee on Foreign Affairs held a hearing on “Great Power Competition in the Indo-Pacific” on September 18. In response to a question concerning the fact that Taiwan’s status was not mentioned in United Nations General Assembly Resolution 2758, US Deputy Secretary of State Kurt Campbell agreed, pointing out that China was using the resolution as a diplomatic tool to falsely portray Taiwan’s status as illegitimate and that China was conflating its interpretation with its “one China principle” in order to suppress Taiwan. Deputy Secretary Campbell reaffirmed the unwavering US commitment to Taiwan and the long-standing US efforts to preserve peace and stability across the Taiwan Strait, emphasizing that this was a bipartisan consensus. 

     

    The Ministry of Foreign Affairs (MOFA) welcomes and appreciates that yet another high-level US diplomat has publicly pointed out China’s misrepresentation of UNGA Resolution 2758 and reiterated bipartisan US support for maintaining peace and stability across the Taiwan Strait. The comments follow remarks made earlier by US Deputy Assistant Secretary of State for East Asian and Pacific Affairs Mark Lambert and Assistant Secretary of State for East Asian and Pacific Affairs Daniel Kritenbrink. 

     

    MOFA is pleased that in addition to the United States, like-minded nations including Australia and the Netherlands have adopted friendly resolutions or motions stating that UNGA Resolution 2758 made no reference to Taiwan. MOFA calls on the international community to jointly take concrete actions to refute China’s misrepresentation of the resolution and oppose its spurious claims of there being an international consensus on its “one China principle.” Taiwan will continue to cooperate with the United States and other like-minded countries and together preserve peace and stability across the Taiwan Strait and throughout the Indo-Pacific.

    LINCOLN, NE – Today, Governor Jim Pillen issued the following statement regarding a special session to restore winner-take-all prior to the 2024 presidential election:

    “My team and I have worked relentlessly to secure a filibuster-proof 33-vote majority to get winner-take-all passed before the November election. Given everything at stake for Nebraska and our country, we have left every inch on the field to get this done.

    Unfortunately, we could not persuade 33 state senators. Senator Mike McDonnell of Omaha has confirmed he is unwilling to vote for winner-take-all before the 2024 election. That is profoundly disappointing to me and the many others who have worked so earnestly to ensure all Nebraskans’ votes are sought after equally this election. Based on the lack of 33 votes, I have no plans to call a special session on this issue prior to the 2024 election. I am grateful to the many Nebraskans who made their voices heard during this process.”

    Yesterday, President Trump proposed a 200% tariff on John Deere if it outsources manufacturing and ships Illinois jobs out of the country. This comes after John Deere announced that hundreds of production workers at their plant in East Moline would be laid off as they shift their production out of the country to Mexico.

    Let’s be clear: Extreme Democrat Eric Sorensen hasn’t lifted a finger to help manufacturing jobs stay in his district, and the reckless rules from the Biden-Harris EPA have been going after John Deere for years. Biden’s EPA targeted John Deere for “violating the Clean Air Act” and Sorensen remained silent.

    Sorensen must answer: Does he support Trump’s tariffs on John Deere and admit his reckless policies are causing jobs to leave his district?

  • MIL-OSI Canada: Ehealth Saskatchewan and SGEU Local 1579 Ratify Memorandum of Agreement

    A Memorandum of Agreement between eHealth Saskatchewan and the Saskatchewan Government and General Employees’ Union (SGEU) Local 1579 has been ratified by both parties.

    The agreement provides annual wage increases of 3 per cent, 3 per cent and 1.67 per cent. The renewed collective agreement is effective from Oct. 1, 2022 – Sept. 30, 2025. 

    “I am pleased with the level of commitment and efficiency demonstrated by both parties to reach an agreement after only seven months of bargaining, followed by a quick ratification process,” Health Minister Everett Hindley said. “The end result is an agreement that is fair and beneficial to both the employees and eHealth Saskatchewan.”

    SGEU Local 1579 represents about 650 employees of eHealth Saskatchewan. The majority provide IT and related support to the health system province-wide; others provide health cards and Vital Statistics services, or work in administrative and other organizational support roles.

    The last agreement expired Sept. 30, 2022.

    WASHINGTON – This week, U.S. Senators Chris Van Hollen and Ben Cardin and Congressmen Steny H. Hoyer, Dutch Ruppersberger, John Sarbanes, Kweisi Mfume, Jamie Raskin, David Trone, and Glenn Ivey (all D-Md.) wrote to National Aeronautics and Space Administration (NASA) Administrator Bill Nelson, pressing the agency for answers on its decision to cancel the On-Orbit Servicing, Assembly, and Manufacturing 1 (OSAM-1) robotic satellite maintenance mission, even after the lawmakers provided $227 million through fiscal year 2024 appropriations legislation to ensure its launch in 2026. The lawmakers also have been working to secure continued funding in the next fiscal year. The OSAM-1 mission, developed at the NASA Goddard Spaceflight Center in Greenbelt, Maryland, was expected to offer operators new ways to maintain their satellite fleets more efficiently and help mitigate space debris. In their letter, the Maryland Congressional Delegation members ask Administrator Nelson for a detailed accounting of the review process that led to the cancellation as well as the plan to utilize the nearly complete OSAM-1 satellite.

    “As members of the Maryland Delegation, we write to request information regarding NASA’s decision to cancel the On-Orbit Servicing, Assembly, and Manufacturing 1 (OSAM-1) mission on September 4, 2024. OSAM-1 is a space technology mission developed to demonstrate NASA’s capabilities to extend the lifespans of government-owned satellites and other satellites that were not originally built or intended to be serviced in space,” the lawmakers began. “This demonstration intends to show the ability to repair and restore existing satellites, prolong satellite mission life, and pave the way for more sustainable and cost-effective space missions in the future. […] There is currently no existing operation that demonstrates the unique capabilities of this technology within U.S. public or commercial missions.”

    “On February 29, 2024, NASA ordered an orderly shutdown of the OSAM-1 mission, citing technical, cost, and scheduling challenges as well as the overall funding environment. Recognizing the value of the mission, Congress directed NASA to continue the OSAM-1 mission in the Commerce, Justice, Science and Related Agencies Joint Explanatory Statement accompanying the Consolidated Appropriations Act, 2024,they continued, citing their work to preserve the mission and keep it on track for launch in 2026.

    It is our understanding that in April 2024 NASA received an updated plan from the mission team, which included a rescope of the mission to meet the launch and budget requirements, as directed by Congress, and reduced testing requirements to adopt a Class-D designation in line with the standard posture of a technology demonstration project. It is also our understanding that the OSAM-1 mission team has proceeded with executing on this updated plan,” pointing to further progress in resolving these issues.

    The Delegation members conclude their letter noting, however, “On September 4, 2024, members of the Maryland delegation were notified of NASA’s intent to proceed with canceling the OSAM-1 mission.” Following this they underscore, “we have concerns regarding the Agency’s decision-making process,” and go on to ask for answers to a series of questions surrounding the decision, to be received no later than Monday, September 23.

    Dear Administrator Nelson:

    As members of the Maryland Delegation, we write to request information regarding NASA’s decision to cancel the On-Orbit Servicing, Assembly, and Manufacturing 1 (OSAM-1) mission on September 4, 2024.

    OSAM-1 is a space technology mission developed to demonstrate NASA’s capabilities to extend the lifespans of government-owned satellites and other satellites that were not originally built or intended to be serviced in space. Capabilities that OSAM-1 seeks to demonstrate include rendezvous, autonomous capture, servicing and refueling in Low Earth Orbit (LEO) with spacecraft not built for these purposes, as well as relocation of spacecraft and on-orbit assembly and manufacturing. This technology will grant satellite operators new ways to manage their fleets more efficiently and will help mitigate growing concerns about space debris. This demonstration intends to show the ability to repair and restore existing satellites, prolong satellite mission life, and pave the way for more sustainable and cost-effective space missions in the future. We are currently witnessing a commercial boom in space launches, and it is critical that NASA commits to the priority of controlling the growth of orbital debris, especially during a time when private actors may not feel incentivized to do so. Furthermore, defense stakeholders have expressed growing interest in space servicing, mobility, and logistics competencies to conduct dynamic space operations in support of national security interests. There is currently no existing operation that demonstrates the unique capabilities of this technology within U.S. public or commercial missions.

    On February 29, 2024, NASA ordered an orderly shutdown of the OSAM-1 mission, citing technical, cost, and scheduling challenges as well as the overall funding environment. Recognizing the value of the mission, Congress directed NASA to continue the OSAM-1 mission in the Commerce, Justice, Science and Related Agencies Joint Explanatory Statement accompanying the Consolidated Appropriations Act, 2024 (P.L. 118-42):

    On-Orbit Servicing, Assembly, and Manufacturing-] (OSAM-1).-ln lieu of the Senate report language, the agreement provides $227,000,000 for OSAM-1 to adjust the mission to ensure a 2026 launch within the cost profile assumed in the fiscal year 2024 budget request. Consistent with recommendations by the OSAM-1 Standing Review Board, NASA is directed to reduce testing requirements and make the necessary technical decisions, including potential de-scoping of some non-essential capabilities, to meet these launch and budget requirements. If this is not possible, NASA should initiate another Continuation Review in September 2024. Further, NASA is directed to work with the Department of Defense on a plan for a potential use, as practicable, of OSAM-1 for space mobility capability, and to provide the Committees with the plan not later than 180 days after enactment of this act.

    It is our understanding that in April 2024 NASA received an updated plan from the mission team, which included a rescope of the mission to meet the launch and budget requirements, as directed by Congress, and reduced testing requirements to adopt a Class-D designation in line with the standard posture of a technology demonstration project. It is also our understanding that the OSAM-1 mission team has proceeded with executing on this updated plan.

    On September 4, 2024, members of the Maryland delegation were notified of NASA’s intent to proceed with canceling the OSAM-1 mission. NASA officials cited feasibility of the 2026 launch plan, risk tolerance, lack of interest from potential partners per verbal communication, return on investment, and interest in expanding other Space Technology Mission Directorate (STMD) priorities. The Delegation wishes to note that return on investment and other STMD priorities are extraneous factors that Congress did not include in its direction. Furthermore, we have concerns regarding the Agency’s decision-making process.

    In order to assesses the Agency’s cancelation decision, we request the following information by September 23, 2024.

    1. A copy of the 2026 launch plan.
    2. A copy of the close-out plan.
    3. The execution status of the mission as of the September 4th cancelation announcement.
    4. The number of NASA civil servants and number of contractors associated with OSAM-1 as of the September 4th cancelation announcement.
    5. The remaining cost-to-go if the mission were to proceed with the 2026 launch plan.
    6. The estimated close-out and shutdown costs if the mission were canceled.
    7. An explanation of the risk criteria in assessing the 2026 plan and a comparison to the standard risk criteria for a technology demonstration.
    8. An explanation of where the project team and NASA disagreed in terms of executability and credibility of the 2026 launch plan.
    9. A description of the review process conducted of the 2026 launch plan after the February 2024 Standing Review Board report and minutes from internal reviews and external independent reviews including, but not limited to, the May 2024 Space Technology Mission Directorate Program Management Council Review. If there was no external independent review conducted, please explain why that was the case.
    10. The timeline of the Continuation Review process, including dates of relevant meetings. If the Continuation Review process was initiated before September, in contradiction of Congressional direction, please provide an explanation as to why the Agency expedited the timeline.
    11. A description of the Agency’s efforts to work with the Department of Defense on potential use or partnership for OSAM-1 spaceflight hardware, test facilities, and personnel; not to include the existing Inter-Agency Agreement with the Defense Advanced Research Projects Agency (DARPA) for work on a partnership with the Robotic Servicing of Geosynchronous Satellites (RSGS) project.
    12. An explanation of the Agency’s decision to delay issuing a Request for Interest to potential partners until after the September 4th cancelation announcement.
    13. A description of the Agency’s plan to retain as much of the OSAM-1 workforce as possible should the cancelation proceed.
    14. A description of the Agency’s commitment to the success of current and future missions at NASA Goddard.

  • MIL-OSI Security: Former Emergency Physician Pleads Guilty to Possessing Child Pornography

    COLUMBUS, Ohio – A former medical director at an Ohio health care system pleaded guilty in U.S. District Court today to possessing child pornography.

    Garrett Norvell, 44, of Westerville, was charged by a bill of information and appeared in federal court this morning to enter his guilty plea.

    According to court documents, in June 2020, Homeland Security Investigations (HSI) conducted an international investigation targeting offenders who used dark web sites and forums dedicated to the sexual abuse and exploitation of children.

    HSI Boston and the FBI obtained information from Norvell’s IP address that showed that, in April 2019, Norvell had an account username and password for a website that offered child pornography of girls 4 to 14 years old.

    At the time of the investigation, Norvell served as the medical director of OhioHealth in Ashland, Ohio. He previously worked as an emergency medicine physician at OhioHealth.

    In February 2022, agents with HSI and the Franklin County Internet Crimes Against Children (ICAC) Task Force executed a search warrant on Norvell’s person at the Emergency Care Center at OhioHealth in Ashland and seized his phone, laptop, tablet and a thumb drive. Less than a week later, Norvell was removed from all OhioHealth services and facilities and a State Medical Board of Ohio investigation was initiated. In March 2022, Norvell permanently surrendered his license to practice medicine in Ohio.

    Forensic analysis of Norvell’s electronics revealed at least 18 files of child pornography, including “Pre-Teen Hard Core” content.

    Norvell admitted had an addiction to child pornography and had been watching child pornography since he was approximately 21 years old. He said in interviews that the youngest victim he had viewed in a pornographic setting was an infant.

    Norvell pleaded guilty to one count of possessing child pornography of prepubescent minors, a federal crime punishable by up to 20 years in prison.

    Congress sets the maximum statutory sentences, and sentencing of the defendant will be determined by the Court based on the advisory sentencing guidelines and other statutory factors at a future hearing.

    WASHINGTON – The Co-Chairs of the Abraham Accords Caucus, Representatives Brad Schneider (D-IL), Ann Wagner (R-MO), David Trone (D-MD), and Cathy McMorris Rodgers (R-WA), have introduced a bipartisan resolution encouraging the U.S. Department of State and civil society organizations to further the goals of the Abraham Accords by promoting peace and tolerance through education across the Middle East. The resolution emphasizes ongoing reforms to national curricula to reduce antisemitic content, combat hate speech, and foster mutual respect and understanding, particularly in countries such as Egypt, the UAE, Bahrain, Morocco, Saudi Arabia, and Indonesia.

    “The Abraham Accords have shown us the power of diplomacy and cooperation in the Middle East,” said Rep. Brad Schneider. “This resolution underscores the importance of educating future generations with the values of peace, tolerance, and coexistence. We have a responsibility to promote these principles and help ensure a stable and prosperous future for the region.”

    The resolution also calls for the U.S. to work with international organizations, such as the United Nations, to eliminate antisemitism and hate speech from educational materials, while encouraging reforms that promote inclusivity and respect.

    Hagerty on President Biden’s United Nations General Assembly (UNGA) speech: “The Biden-Harris Administration has been a complete disaster from a national security standpoint, and there is no part of the world that is safer than when Joe Biden and Kamala Harris came into office. President Trump delivered relative peace around the world. What happens? This Administration comes in and creates an enormous national security disaster at our southern border. Now, 10 million people – we have no idea who they are – more than 10 million have come into our country. If you think about what happened in the Middle East, the immediate appeasement approach that they took to Iran, they basically stopped enforcing all of the sanctions that President Trump had imposed with the ‘Maximum [Pressure] Campaign.’ Iran was immediately enriched, and we saw by May of 2021, after Biden and Harris had come into office, the 11-day war from Gaza into Israel.     WASHINGTON, D.C. – U.S. Senators Jacky Rosen (D-NV) and Catherine Cortez Masto (D-NV) announced nearly one million dollars in federal funding for law enforcement agencies across Nevada to help them hire more officers, purchase essential equipment, and invest in officer mental health. The funding for these awards is made through the Department of Justice’s Office of Community Oriented Policing Services (COPS) Hiring Program, Tribal Resources Grant Program, and Law Enforcement Mental Health and Wellness Act (LEMHWA), all of which offer various grant programs to support state, local, and Tribal law enforcement agencies. Earlier this year, Rosen-backed bipartisan legislation to expand the COPS Hiring Program was signed into law.

    “The Lovelock Paiute Tribal Police Department is excited to announce that we have been selected and awarded the US DOJ COPS grant,” said Lovelock Colony Chief of Police Jeff G. Perry. “With the collaborative effort of our Tribal Police Department, Lovelock Paiute Tribal Council, Tribal Administrator, the grant award will be utilized to sufficiently staff 24-hour service to the Lovelock Indian Colony. This will increase safety efforts along with our proposed Lovelock Indian Colony Camera Program (LICCP). Our camera program will significantly reduce criminal activity and trespassing on the colony along with better staffing support towards future community policing services. These interactions will be positive and proactive in ways that build trust and cooperation among the residents and all who visit the Lovelock Indian Colony. Our proposal is to re-establish all components of the neighborhood watch program. Officers will again utilize teams, zones, area captains and area officers. In addition, this program will help to reduce the non-tribal criminal activity on the colony. Without this funding, we could not have achieved to operate at this capacity and continue our community-oriented policing efforts to greatly reduce criminal activity.”
    The awards are being distributed as follows:
    $500,000 from the COPS Hiring Program for the Sparks Police Department to hire more officers.
    $353,063 from the Tribal Resources Grant Program for the Lovelock Paiute Tribe to hire officers and invest in equipment.
    $43,308 from the LEMHWA Program for the City of Henderson’s mental health and wellness projects for law enforcement officers.
    Senators Rosen and Cortez Masto have been advocating to ensure Nevada’s law enforcement community has the resources it needs. Last year, they announced more than $1 million in COPS funding for Nevada law enforcement and public safety. Last month, they also highlighted nearly $1 million in federal community project funding they secured to provide mental health training and support to thousands of firefighters, law enforcement officers, and first responders. Earlier this month, bipartisan legislation that Senator Rosen co-sponsored to fund family support and mental health services for law enforcement officers passed the Senate. Senator Cortez Masto’s bipartisan bills to combat the crisis of law enforcement suicide and provide mental health resources to police officers have been signed into law by presidents of both parties.

    The government’s plan to reduce net migration has been bolstered by new measures announced today.

    New measures to cut historically high levels of net migration have been announced today, bolstering the Home Secretary’s approach to tackle the root causes behind the UK’s long-term reliance on international recruitment.

    Sectors most reliant on overseas workers will be targeted to ensure they are addressing their failure to invest in skills here in the UK.

    The government will task the Migration Advisory Committee (MAC) with monitoring and proactively highlighting key sectors where skills shortages have led to surges in overseas recruitment and provide a yearly assessment to ministers to inform policy decision making.

    Rules around visa sponsorship of migrant workers will also be strengthened so that strong action can be taken against employers who flout employment laws, restricting their ability to hire workers from abroad. This is in addition to work already underway to clamp down on existing sponsor licence holders and to stop visa abuse, such as the ramping up of investigation visits by UK Visas and Immigration (UKVI), and suspending and revoking licenses where employers abuse the immigration system and exploit migrant workers.

    This follows plans already set out by the Home Secretary to link migration policy with skills and wider labour market policy, so that international recruitment is no longer the default choice for employers filling skills shortages, as well as the government’s confirmation that changes made by the previous administration to the immigration system will remain in place.

    The new joined-up approach across government, set out by the Home Secretary in July, establishes a framework in which the newly formed Skills England, the Industrial Strategy Council, together with input from the Department for Work and Pensions, will work closely with the MAC so that migration is not used as an alternative to tackling training or skills shortages in the UK.

    The MAC’s annual assessment will help industries respond swiftly to skills gaps and take necessary steps to reduce their dependency on migrant workers and invest in training, workforce plans, and higher quality jobs for workers here at home.

    The expanded role for the MAC will be bolstered by additional capacity and includes work to assess the root causes of why certain sectors are so reliant on overseas workers. It has already been commissioned by the Home Secretary to look at IT and engineering – key sectors which have consistently relied on the international workforce, rather than sourcing the workers and skills they need here in the UK.

    UK Armed Forces Veterans to be given better access to social housing.

    • Further support to house UK Armed Forces Veterans in housing need.
    • Domestic abuse victims and care leavers under 25 to be exempt from any ‘local connection’ requirements.
    • Government has pledged the biggest boost to affordable and social housing in a generation.

    All UK Armed Forces Veterans will be exempt from rules which require a connection to a local area before accessing social housing. This is in line with the manifesto commitment to strengthen support for our Armed Forces communities and to ensure veterans have access to the housing support they need.

    Whilst not mandatory, the vast majority of councils (89%) have a local connection or residency test in place to determine who can qualify for social housing. These changes will mean that where such requirements are in place, veterans are not unfairly penalised.

    Other groups who can have difficulty demonstrating a local connection – care leavers and domestic abuse victims – will also be exempt from the rule. This delivers on the commitment in the response to the consultation on social housing allocations, published earlier this month, to support the most vulnerable to access social housing.

    The government is writing today to councils to remind them they should prioritise veterans, care leavers and domestic abuse survivors for social housing. Regulations will be brought forward in due course, with Ministers hosting roundtables with the sector to explore the detail of these changes.

    Already the government has given councils more flexibility to use their Right to Buy receipts to build and buy more social homes and allocated an additional £450 million for councils to secure homes for families at risk of homelessness.  

    Further plans will be set out at the next fiscal event to give councils and housing associations the rent stability they need to be able to borrow and invest in both new and existing homes.

    Balleza, who participated in a pilot program for the AI assistant, says that he felt empowered and more confident in his studies after using the tool. Behind his experience was the dedicated work of the professors who produced the data for the tutor by integrating their educational material created for class with customized tutorial content specifically designed for it.

    Tecnológico de Monterrey, one of the oldest and most renowned colleges in Mexico and abroad, has often been at the forefront of innovation and technology in its 81-year-old history (it adopted computers as early as in the 1960s). The university’s headquarters are in the northern city of Monterrey, Mexico’s industrial powerhouse, just 100 miles south of Texas.

    “We knew from the beginning that AI was a phenomenon of such magnitude that the sooner we jumped on board and designed our own journey, the better,” says Carles Abarca, the university’s vice president for digital transformation.

    Users can access the AI systems through the university’s intranet on their computer or a phone app. The experience is customized depending on whether you are a professor, a student or a collaborator, the term that the university uses for its employees. It has been designed to be potentially available to the 35,000 employees of the institution, including 11,000 professors, and to all 90,000 students across more than two dozen campuses in Mexico.

    Internal and external data

    The platform combines both internal and external data through its different features. Some tools are accessible to all employees and students, including a natural language chat that uses internal data to answer questions related to tuition, scholarships and campus shuttle schedules, among others, which students describe as a huge time saver. There is also a chat with access to external data and the ability to summarize texts and create images through prompts.

    A separate set of academic tools strictly focused on the learning process is used only by teachers, who produce all the data, and students. It is split into three interconnected components: Skill Studio, which enables professors to create teaching material, from exercises to mock tests to quizzes, and the Academic TECbot and Librarian TECbot, which work as personalized tutors for students.

    The library assistant can quickly find books and handbooks from more than 60 million sources of the university’s library and other licensed content.

    TECgpt launched a year ago and is already used by 3,000 users monthly. The academic tools have been in beta phase, but are expected to be accessible to all teachers and around 5,000 students between now and early 2025, Abarca says.

    Students who have participated in the pilot phase highlight how the platform helped them fill gaps in understanding quickly and efficiently. Professors say it helped them automate repetitive academic tasks and find more creative and innovative learning takeaways.
