    WASHINGTON — U.S. Senators Amy Klobuchar (D-MN) and Jerry Moran (R-KS) reintroduced the Apprenticeships to College Act, bipartisan legislation to allow workers to earn college credits for completed apprenticeships.
    “Apprenticeships are key to training our workforce and helping workers get the skills they need to work in high-demand fields,” said Klobuchar. “By providing college credits for completed apprenticeships, our bipartisan legislation will increase access to educational opportunities and position more workers for success.”
     “Apprenticeships provide young people with the necessary skills and experience to help ensure their success in high-demand careers following graduation,” said Moran. “Providing college credit to students for completed apprenticeships gives them valuable opportunities to learn and helps to meet critical workforce demands in Kansas and across the country.” 
    The Apprenticeships to College Act would formally codify the Registered Apprenticeship-College Consortium (RACC), a partnership between the Department of Labor and Department of Education to facilitate cooperation between apprenticeship programs and colleges. The legislation would also make improvements to the program to generate new agreements with two- and four-year colleges, ensure support services are available to apprentices, and expand collaboration between colleges and apprenticeships programs to measure the success of the RACC.
     In addition, Klobuchar and Senator Susan Collins (R-ME) have introduced the bipartisan American Apprenticeship Act, which would help create and expand pre-apprenticeship and registered apprenticeship programs. Klobuchar and Senator Roger Marshall (R-KS) have also introduced the Freedom to Invest in Tomorrow’s Workforce Act to help Americans save for skills training, certification, and credential programs.

  • MIL-OSI Canada: Federal Agriculture Minister Heath MacDonald to attend the Calgary Stampede

    The Honourable Heath MacDonald, Minister of Agriculture and Agri-Food, will travel to Alberta next week to attend the Calgary Stampede and meet with key stakeholders from the agriculture and agri-food industry. Alberta is crucial to Canada’s agricultural sector, accounting for more than a quarter of farm revenues – the highest in the country.

    Minister MacDonald will visit ranches, farms and agri-businesses and speak with producers and industry leaders, including those in agri-food and food processing. Discussions will focus on ways to ensure the sector stays strong and resilient, with key topics including increasing access to global markets, strengthening competitiveness through innovation and reducing regulatory burden, and putting more money in the pockets of producers.

  • MIL-OSI Security: Man jailed for life for rape and attempted rape in Hayes following Met investigation

    Navroop Singh, 24, (09/10/00) of Mellow Lane East, UB4 was sentenced to life imprisonment with a minimum term of 14 years for five charges, including rape, on Friday, 4 July at Isleworth Crown Court.

    Singh was convicted of the attempted rape of a woman in Southall Park, Ealing on Sunday, 13 October 2024, and possession of an imitation firearm with intent to commit an indictable offence, on Thursday, 8 May at Isleworth Crown Court following a four-day trial.

    Singh had previously pleaded guilty to a further three offences –

    • Possession of an imitation firearm with intent to commit an indictable offence
    • Rape a girl under 13
    • Assault a girl under 13 by penetration

    These charges relate to the rape of a child at Hayes End Park, Hillingdon on Wednesday, 23 October 2024.

    An investigation was launched by police and detectives who tracked down Singh, using forensics, CCTV and witness accounts to build a file of evidence against him.

    Acting Chief Superintendent Sean Lynch, who leads policing in West Area, said:

    “I would like to commend the strength of the victim-survivors and their families and thank them for their unwavering bravery in reporting these awful incidents to us.

    “Today’s conviction is testament to the officers’ thorough investigation, which has identified a violent sexual offender and undoubtedly prevented further harm.

    “We are continuing to prioritise tackling violence against women and girls with our increased specialist teams. I hope that the community will find reassurance in our action to put this predator behind bars.”

    Officers launched an investigation following reports of an attempted rape of a woman in her 20s on 13 October 2024.

    Police were alerted by the victim, who, by chance, was met with two off duty officers near to the gates of the park who accompanied her to the nearest police station.

    Singh had been sitting on a bench in the park during the early hours of 13 October 2024, where he waited for a potential victim to walk past. He was carrying an imitation firearm, which he had ordered and assembled, and used to threaten the victim while he attempted to rape her.

    On the days following the report, officers trawled through hours of CCTV footage to try and identify an offender.

    With the investigation was ongoing, a child was raped at a different park on 23 October 2024. Officers immediately made a link between the offences.

    Using the increased resources which were made available, officers secured additional forensic evidence. Officers were able to trace the offender to within a few doors of his home address where they delivered leaflets to appeal for witnesses and carried out increased patrols of the area.

    As a result of the officers efforts, they were able to trace the offender to within a few doors of his home address.

    Singh was arrested on Sunday, 27 October.

    Each of the victims have been supported by specialist officers throughout the investigation and court process.

    The Met has made tackling VAWG a priority and are working to relentlessly pursue the city’s most dangerous predators who often commit other crimes. We are placing hundreds more officers into bigger teams, rolling out specialist training, transforming our own culture and trying innovative methods, including counter-terrorism tactics, to track down offenders.

    Johannesburg, South Africa – As BRICS leaders gather in Brazil, African civil society voices—led by Greenpeace Africa—are urging the bloc to move beyond symbolism and deliver bold, people-centered action for climate justice, ecological protection, and equitable development. In a world marked by growing inequality and climate instability, BRICS must become a genuine platform for Global South leadership that places African priorities and civil society demands at its core.

    Africa’s Urgent Call: from symbolism to action

    The summit comes in the wake of yet another disappointing outcome at the Bonn Climate Conference, where wealthy nations once again failed to meet the urgency of the moment.     Reception Year Quality RISE Conference Keynote

    The Education Secretary’s keynote on Reception Year Quality, setting out the case for early intervention and school readiness reform

    Hello everyone, thank you so much for being with us today.

    And thank you to everyone who has worked so hard to put today together.

    How wonderful it is that we can meet here at home in the North East!

    I grew up not seven miles from here. Brendan Foster could have run it in half an hour on a good day.

    And it’s lovely to be hosted here at the Stadium of Light.

    A great location to discuss where we can help every child shine.

    Early years education is vital to that.

    To helping every child shine at school, to making sure they all have an equal shot at success.

    To building a strong and fair society.

    That journey begins early.

    But right now, I think we all know it’s not working as it should.

    You’ll know that at the end of reception we measure the share of children reaching a good level of development.

    Can they communicate properly? Are they doing well socially, emotionally, physically? Are they getting to grips with numbers and words?

    It reflects how well families are getting their children ready for school. And the effectiveness of early education.

    This government’s Plan for Change sets a target of a record 75% of children reaching a good level of development.

    On average, 2 in 3 children meet that already.

    But new stats show that for children in need – children in social care, or facing other challenges – it’s 38%.

    And for children on free school meals, it’s barely above half.

    So, we have to ask ourselves, how can there be a fair race to success in our society when whole groups of children start so far behind?

    And these gaps between backgrounds – they’re not shrinking, they’re growing.

    They dig their nails in deep, and then they grow with the child.

    40% of the disadvantage gap at age 16 is already there by age 5.

    It breaks my heart that, for these children, here in our country, a quarter of the way through the 21st century –

    background still means destiny.

    It’s a national scandal.

    Our story of a fairer society, the one we like to tell ourselves,

    where every child has an equal shot at success,

    where what counts is determination, not background,

    talent, not privilege,

    how hard you work, not how much your parents earn.

    By failing these children at the start of their lives, we’re ripping up that story.

    We’re saying that success isn’t for people like them.

    As Secretary of State, it’s my mission to change that.

    To give every child the best start in life.

    To lay the foundations for a stronger and fairer society, right from the very start.

    That’s where the biggest difference can be made,

    that’s where my biggest priority lies,

    and that’s where we’ll begin to break the link between background and success.

    But you’ll be the first to tell me that to do that, we can’t wait until children reach school.

    Because the years before, the earliest years of their lives, they are some of the most important.

    For our children, and for our society.

    From the day a baby is brought home from hospital.

    Her start in life matters so much.

    Because from her first day in this world, an invisible score is being kept, on the factors that will either hold her back or propel her forward.

    Is her home stable, warm, loving?

    Is there enough food in the fridge, enough money in the meter?

    Does her family get the right support?

    Are they able to devote enough time to play with her in the mornings,

    to read to her in the evenings,

    to share in the love and curiosity that will be the bedrock of her development?

    And is she getting those crucial early opportunities to start learning?

    Is there a great nursery at the end of the road?

    With wonderful teachers that will share the right resources to help her shine?

    The answers to all these questions, and many more, will shape more than her first few years.

    They’ll mould her chances of success at school, her opportunities in life too.

    And it’s bigger than that. If we zoom out, these are the issues that will define that stronger and fairer society we want to build.

    Early years can be the driving force for the change this country needs.

    New data out today from the Study of Early Education and Development is yet more proof of that.    

    Yet more proof that excellent early years education leads to academic success later on.

    And yet more proof that the link is strongest for children from disadvantaged backgrounds.

    The lower the family income, the higher the impact of early years.

    And the bigger the opportunity to reach those children and change their path in life.

    But I’m sorry to say that, at the moment, we’re missing too many of those opportunities.

    Our early years workforce are heroes. They guide the youngest members of our society with passion, expertise and commitment.

    But we need to back them by modernising our system, boosting family support and working together with parents and the sector.

    Because far too many children are arriving for their first day in your schools simply not ready to learn.

    A quarter not fully toilet trained.

    A third can’t follow instructions.

    Half can’t sit still.

    A source of collective alarm for all of us as a society.

    It holds those children back, of course.

    But it holds the whole class back as well.  

    Teachers lose up to two and a half hours catching these children up.

    Not per month.

    Not even per week.

    Two and a half hours per day.

    Lost.

    Precious opportunities, gone and not coming back.

    Schools can be such a force for good. But they can’t do it alone. We need to make sure children are ready to go on day one.

    So we’ve got to transform school readiness in our country.

    In the year this government has been in power we’ve fixed the foundations and begun delivering the change children and parents need.

    We’ve delivered the biggest ever uplift in early years funding for disadvantaged children.

    It’s a system that backs parents too.

    Because we are rolling out the entitlement to 30 hours of government-funded childcare, starting in September.

    Putting up to £7,500 a year back in working parents’ pockets.

    Before long, 80% of childcare will be government-backed.

    And we’re forging ahead with our school-based nurseries. To deliver the places parents need, where they need them.

    And to introduce children to school early on,

    forming partnerships between early years settings and schools, exchanging knowledge and expertise to support children’s transitions into school.

    I want to thank all the providers who are working with us to deliver the change families need.

    And that includes the private, voluntary and independent providers, which I know will do an amazing job.

    Like at Hindley Green Community Primary in Wigan, where the private provider is working to expand the school nursery.

    And our free breakfast clubs are already rolling out in 750 early adopter primary schools too.

    On top of that, last month I announced the biggest expansion of free school meal eligibility in England in a generation.

    Children eating together, learning together, growing together. It’s good for behaviour, it’s good for attendance, it’s good for attainment.

    But we know there’s much more to do.

    Still so much we need to do.

    We’ll soon publish our Best Start in Life Strategy.

    Putting children’s outcomes right at the heart of government.

    And delivering on our target to get 75% of children achieving a good level of development by age 5 will be front and centre.

    But, like so much of our ambition, we can’t get there alone.

    And alongside parents, schools and the whole early years sector, local government has a key role to play too.

    I know many councils share our commitment to boosting the number of 5-year-olds reaching a good level of development.

    And through this new strategy, we will embed targets for local government, in law.

    This is too important. We’ve got to turn this around. And we can’t leave it to chance.

    To drive the change we need, we’re starting early.

    And that will include our reform of the SEND system.

    Early intervention will be a core pillar of that reform. Identifying needs early, and working to support every child to achieve and thrive in the classroom.

    But the transition from those early years into school is just as vital.

    I see the wonderful work you are all doing to help children take their first steps into school.

    Reception teachers go above and beyond, day after day, despite all the challenges, to set children off on the right foot.

    But, if we’re honest – government just hasn’t taken reception year seriously enough in the past.

    Rather than building a bridge between nursery and school, reception has fallen through the gap.

    So just when children should be racing ahead, despite your best efforts, they end up treading water.

    For too long, the first year has been the forgotten year.

    So we’ve got to put that right.

    That’s why reception year quality is one of the four national priorities for our new Regional Improvement for Standards and Excellence (RISE) teams.

    It’ll form a key part of our universal offer to raise standards in all schools. We’ll identify and share great practice – just as we’re doing today through this conference.

    And we’re developing a brand-new digital tool to support school and MAT leaders.

    Modelled data on where the evidence suggests your school should be in terms of its overall Good Level of Development score.

    It’ll show where schools are ahead, and where they need to catch up.

    Reception is a time for children to begin finding their voice.

    Language development really needs to click into gear.

    And that’s why we’re continuing to fund the Nuffield Early Language Intervention – for the 11,000 schools already registered, and any primary school that wants it.

    NELI helps spot and sort problems early, supporting more than 50,000 children a year.

    It speeds up progress for all children.

    But, again, the impact is strongest for disadvantaged children. They make 7 months of extra progress on language development.

    For the others, it’s 4 months.

    It’s fully funded for schools, and great value for money for government – a reminder that good interventions don’t have to break the bank.

    The programme has worked wonders at Gillas Lane Primary Academy – just down the road from here in my constituency.

    Gillas Lane serves a disadvantaged community. The share of children on free school meals is double the local average.

    Many children arrive at the school behind with their language development, but NELI helps catch them up.

    The data shows that children on the programme come on leaps and bounds in their speaking, listening and communications.

    It’s making such a difference in their lives – that’s why we’re determined to back early language development across the country.

    But we must match that with early writing skills too.

    Because learning to write can unlock learning across the board.

    It helps children begin to explore their thoughts on the page; it helps them begin to make their mark on the world.

    But last year 174,000 children missed the early learning goal in writing.

    Nearly three quarters of 5-year-olds with special educational needs are behind on writing.

    Nearly half of 5-year-olds on free school meals are behind.

    It’s a huge barrier to learning.

    So next week my department will publish a new writing framework.

    Practical support for teachers to build strong writing skills for children.

    Where our language programmes will help children find their voice, our writing framework will help them write it down.

    But we’ve got to start early on maths too.

    Maths is the language of the universe, at the centre of our understanding of the world around us.

    But for too many children it’s the language of fear and frustration.

    And we can’t let a fear of numbers follow our children into adulthood.

    So, we’re working with our partners to more than double the Maths Champions programme, reaching up to 1,800 more early years settings.

    To give every child the best start in life,

    to make sure every child can succeed in school,

    we’ve all got to recognise our responsibilities.

    As government we have ours. As school leaders you have yours.

    And parents have responsibilities too.

    To make sure their children arrive at school ready to learn.

    Whether that’s their first day in reception, or the last day in year 11.

    Our Best Start in Life Strategy will support parents to do just that – and to do much more for their children as they move into school and beyond.

    Periods of transition are important – for children at school, and for our cities and country too.

    The summer of 1997 was a summer of change. The UK had a new Labour government, and Sunderland had a new football stadium – the one we are in today.

    Sunderland played their first game here on the 30th of July – against the Dutch team Ajax.

    I’m reliably told it was a drab nil-nil.

    Although my Sunderland-mad advisor Ben, who’s here today, insists I also point out that Sunderland won their first league match here two weeks later, beating Man City 3-1.

    But at midnight the night before the Ajax game, Bob Murray, the chairman of Sunderland, released a statement announcing the name of the new stadium.

    It was to be called the Stadium of Light.

    Bob explained that for more than 150 years, right next door to where we are today, miners at Wearmouth Colliery carried with them a Davy Lamp to light the way through their dark working days.

    The stadium was named for them.

    In Bob’s words, it was to let ‘this light shine forever’ – a torch that ‘illuminates the way forward’.

    That’s how I feel about education – lighting the way ahead. And it’s how the miners felt too.

    That’s why the miners’ halls in my constituency down the road and across our region where they had libraries and newspapers.

    Why so many of the banners they hoisted each year at the Big Meeting proclaimed the truth that knowledge is power.

    They knew how crucial a good education today was to a bright future tomorrow.

    So now is the time to revolutionise early years,

    to light those lamps of learning, right from the start,

    and to give each and every child the start in life they deserve.

    As entrepreneurs, freelancers and remote workers make the switch from working at home to more social workplaces, York is benefiting from additional office space providers investing in the city.

    City of York Council’s Economic Growth Team has been instrumental in supporting these moves, from the planning stage to the day-to-day operations once they are open.

    Patch York opened six months ago in the riverside Bonding Warehouse building in Skeldergate and is among several workspaces across the city which offer a range of hot-desk, collaborative, private office space and meeting rooms.

    Patch is the fifth of a national chain of similar offices and the first in the north of England. It offers a blend of flexible spaces, permanent fixed-desk spaces, private offices and meeting rooms, with a membership scheme now up to 250 people. A further 50 spaces will be created when a huge first floor area is converted later this year.

    Thom Feeney, Site Director and Operations North Lead for Patch, said most members had not made the move from elsewhere, but simply from home, with many already living in the area. Most were working in the creative, eco or tech industries, with some self-employed and some remote-working for huge firms like Spotify and Google.

    Mark Winter, from York, used to work from home, but now has a fixed desk on the first floor and comes into Patch daily. He is a director of a small design agency, Dogeatcog, which has been going for ten years.

    This has ranged from advice before opening to linking up with potential clients who might need meeting or event spaces to making connections with local suppliers – right down to the coffee and tea available to members.

    The team continue to support Patch with co-running events, arranging introductions and more, as well as supporting businesses based in the building.

  • MIL-OSI United Kingdom: Demolition of former school to start next week

    The demolition of a former school building in Dyce is to start on Monday.

    The former Carden School was last used as a school in 2010 and although it has been used on occasion since then, the building has been declared surplus to requirements and needs to come down due to health and safety requirements.

    The Library and Community hub will be operating as normal during the works. Pedestrian access from Gordon Terrace to Central Park through the school site will be restricted during the works.

    Access to the car park off Gordon Terrace will be limited for the duration of the works while the car parks on the other side of the site will be unaffected.  

    Working hours for the demolition will be Monday to Friday, from 8am to 4.30pm. There will be no works carried out at the weekends or on public holidays.

    The site is included within the Local Development Plan which will allow the potential for future use of the site to be considered.

    The Russian Academy of Sciences (RAS) has summed up the results of the annual competition for young scientists. Gold medals are awarded to research and inventions that are of great importance for the development of science. One of the winners of the award was Denis Bodrov, a postgraduate student at the International Laboratory of Condensed Matter Physics and a research fellow International Laboratory of Elementary Particle Physics MIEM HSE University.     About the project

    – Our work is devoted to the study of the properties of weak interaction, in particular, responsible for violation of symmetry, which was necessary for the appearance of an excess of matter, which allowed us to appear with you. The most thoroughly the structure of weak interaction has been studied in the decay of Muon. According to the existing generally accepted theory, the standard model (cm), this particle is identical to the electron, but it is harder and decays. Muon and Electron have an even heavier counterpart-Tau-Rlepton. In our work, we conduct a study of its collapse into Muon to obtain new information about the structure of weak interaction. In cm, this structure should be the same in the decays of Muon and Tau-Reton, and our task was to check if this was really so. To do this, we have developed a method that allows you to measure the polarization of the subsidiary of Muon. In specialized installations on the study of the decay of Muon, this was done before us, but the methods used there do not work in accelerating experiments on electron-poster colliders, where information about the polarization of Muon allows you to study other particles that decay on it, such as Tau-Rettleon. According to our estimates, in the already working experiment Belle II and in the experiments of the future it will be possible to achieve a high accuracy comparable to the work received in the work of studying the decay of Muon. In addition, we have applied the developed method for analyzing the data of the already completed Belle experiment and first measured one of the parameters of interest to us, albeit with the still insufficient accuracy, which is associated with the technical restrictions on the experiment of the past.

    The target audience of our work is primarily the scientific community, as is usually the case in studies of fundamental issues of the structure of the universe. The goal of all elementary particle physics in recent decades is to search for new physics (NP), which will be beyond the Standard Model. One can search for its obvious manifestation by detecting new particles, or one can accurately measure the parameters of the SM, where any deviation from the predicted values serves as an indication of NP. The second option is the general goal of our work.

    About the RAS competition and victory

    — A work or a series of works is nominated for participation in this competition; this can be done by members of the Russian Academy of Sciences, scientific organizations, councils, etc. In our case, the work was nominated by the National Research University Higher School of Economics. I believe that the merit of our victory is primarily due to my scientific supervisor Pavel Nikolaevich Pakhlov. I am generally lucky to work under his supervision. Participation in the competition was his initiative.

    We submitted a series of works to the competition that took more than five years to complete and included the development of a new method, an assessment of its sensitivity for several present and future experiments, and its implementation on already selected experimental data. This is a very large amount of work, and it was quite difficult to win.

    About HSE postgraduate studies

    — When I was still a master’s student at MIPT, our research team at HSE opened the International Laboratory of Elementary Particle Physics, so it was logical to go here for graduate school. Fortunately, before that, the Higher School of Economics had opened Faculty of Physics, many of whose teachers also lecture or lectured at the Phystech, so there were no questions about the quality of education. An additional motivation was the “Academic Postgraduate Studies” program. Unfortunately, at the time of my admission, our laboratory did not have its own postgraduate program, and the Physics Department did not have our direction, so I had to go to theoretical physics as the closest direction. Yes, I had to study subjects that were, to put it mildly, distant from the main topic of my research. Nevertheless, many of them turned out to be interesting and expanded my horizons in other areas of physics. In general, my studies in the HSE postgraduate program are going quite smoothly. Now our laboratory already has several HSE postgraduate students, and recently our own postgraduate program was opened, so in the future everything should get even better.

    Tariffs influence inflation

    Tariffs that slow growth and lead to job cuts push inflation down. But tariffs also add to costs, which typically lead to higher prices for consumers. Right now, it’s hard to see the direct impact of tariffs because temporary factors are making inflation bounce around. For example, the removal of the consumer carbon tax knocked 0.6 percentage points off inflation in April, pushing inflation below the 2% target. This temporary tax effect will lower year-over-year inflation for the next 11 months, but then it will disappear.

    If we look beyond temporary factors and volatility, inflation appears to be a bit stronger than the Bank expected. Canadian businesses also report higher costs tied to finding new suppliers and markets, which could affect inflation if these costs are passed on to consumers in the form of higher prices. At the same time, more job losses would lead to lower inflation.

    The trade situation continues to evolve and there is still a lot of uncertainty. The Bank is assessing how the effects of tariffs are spreading through the economy, while focusing on keeping inflation near the 2% target.

    Defence Minister Rajnath Singh on Friday asserted that India’s Armed Forces are fully free and capable of taking all necessary action against terrorism, reiterating the government’s commitment to a firm yet restrained approach.

    Speaking at an event in Hyderabad to mark the 128th birth anniversary of freedom fighter Alluri Sitarama Raju, Singh said terrorists who killed innocent civilians in Pahalgam acted according to their “Dharma”, but India’s forces responded in line with their “Karma”.

    “Terrorists killed innocent civilians in Pahalgam based on their Dharma, while the Armed Forces, through Operation Sindoor, destroyed the hideouts of terrorists based on their Karma,” Singh said. He underlined that during Operation Sindoor, the Indian Armed Forces displayed patience and exercised complete caution to ensure that civilian populations were not harmed while dismantling terror infrastructure in Pakistan and Pakistan-occupied Kashmir.

    “Our Armed Forces are free and capable to take all kinds of action against terrorism in the future as well,” he said, adding that the country’s security forces continue to act with restraint and moral clarity under the leadership of Prime Minister Narendra Modi.

    The event in Hyderabad was part of the commemorations for Alluri Sitarama Raju, who Singh described as a ‘warrior-saint’ and an inspiration for India’s modern defence and development strategy.

    “Alluri ji was not just a revolutionary, he was a movement. His guerrilla resistance despite limited resources remains a shining example of courage driven by principle. He taught us that standing up against injustice is not just a right, it is the nation’s Dharma,” Singh said.

    He drew parallels between Alluri’s life and the government’s current vision for tribal empowerment, citing initiatives such as the PM Tribal Development Mission, Skill India, and the National Sickle Cell Anaemia Elimination Campaign as steps towards mainstreaming tribal communities with dignity and opportunity.

    “From being denied basic rights during colonial rule to becoming the guardians of sustainable growth today, our tribal brothers and sisters have come a long way, and we are committed to walking alongside them,” Singh said.

  • MIL-OSI Africa: Study Validates Impact of International Teams in Africa’s Outbreak Response

    A new study carried out by the Africa Centres for Disease Control and Prevention (Africa CDC) and the UK Public Health Rapid Support Team (UK-PHRST) confirms the critical role international health teams have played in strengthening outbreak response across the African continent. The study also highlights the need for more strategic and locally tailored support models to ensure long-term sustainability and effectiveness.

    Presented and validated during a high-level virtual workshop held from 23 to 24 June 2025, the study offers one of the most comprehensive assessments to date of international technical deployments and their impact on national outbreak preparedness and response systems in African Union (AU) Member States between 2020 and 2023.

    The findings show that international teams provided crucial short-term surge capacity across several public health domains, including surveillance, laboratory systems, epidemiology, infection prevention and control, clinical care, and risk communication. Notably, nearly half of all deployments supported two or more of these areas, underscoring their value in addressing multifaceted outbreak challenges.

    Beyond emergency response, the study details how international teams supported countries through the provision of equipment and infrastructure, the development of operational systems and protocols, the transfer of skills through training, the enhancement of coordination structures, and rapid deployment of human resources during critical capacity gaps.

    “These deployments have delivered vital expertise, resources, and rapid response capacity at crucial moments,” said Dr Radjabu Bigirimana, Programme Lead for Africa CDC’s African Volunteers Health Corps (AVoHC). “However, they also raise important questions about sustainability, coordination, and how we strengthen long-term national preparedness systems.”

    While national stakeholders widely appreciated the contributions of international teams, the study also captured reflections from international partners on the importance of aligning deployments with local needs, existing national capacities, and longer-term health security goals. Effectiveness, the study found, often depended on the expertise of deployed personnel and their integration into existing national response systems.

    “This workshop reinforces the need for global partnerships to evolve—where international deployments are not just reactive measures, but deliberate investments in national systems, tailored to local realities and long-term goals,” said Dr Edmund Newman, Director of the UK-PHRST.

    The workshop resulted in the collaborative development of a roadmap to operationalise the report’s recommendations, serving as a good practice guide on how to enable sustainable solutions in outbreak management among AU Member States. In turn, the report lays a foundation for reducing long-term reliance on external surge capacity by strengthening national health systems.

    The upcoming Carbon Markets Africa Summit (CMAS) programme features the continent’s entire carbon markets value chain in what is a compelling combination of successful early carbon market movers, climate-finance-ready projects, regulatory bodies as well as global institutional development organisations and investors.     Prime Minister Narendra Modi’s visit to Buenos Aires, Argentina, on July 4 and 5 will mark the first bilateral trip by an Indian Prime Minister to the South American nation in nearly six decades.

    PM Modi has been to Argentina before, having attended the G20 Summit there in 2018. This upcoming visit, however, is his first bilateral trip, underlining both countries’ commitment to deepen their strategic ties.

    The visit will begin with the Prime Minister paying homage at the statue of General José de San Martín, Argentina’s revered freedom fighter and national hero. He will be accorded a ceremonial welcome and will hold delegation-level talks with President Javier Milei. India’s public sector enterprise, KABIL, has already secured concessions in Argentina since 2024, and further discussions are expected during the visit.

    To summarize, Canada’s dependence on the US market underscores the importance of a new Canada-US trade deal that rolls back tariffs. The resilience of the economy and the labour market will also depend on the ability of businesses to expand to new markets within Canada and overseas, as well as on Canadian investment in infrastructure to get our goods to new markets.

    Inflation is . . . complicated

    At the Bank, we are focused on where inflation is going—the underlying trend. That’s why it is so important to understand the forces at work on inflation—which ones are temporary and which ones may last. That’s easier said than done—and right now, it’s complicated.

    Once again, I’ll start with where we were before tariffs. Headline inflation was back down to the 2% target last summer. Core inflation, which strips out volatile components like energy, was still a bit higher than headline. But by the end of 2024, there were no signs of broad-based price pressures, and inflation expectations had largely returned to normal. Monetary policy had worked to restore low inflation.

    But then US tariffs arrived. Assessing the inflationary impact of tariffs has been a moving target because the United States has repeatedly changed the size and scope of tariffs. The prospect of a new Canada-US trade deal offers hope that tariffs will be removed. But until we have a deal, inflation will be affected by both US tariffs and Canadian counter-tariffs. So let’s consider what each of these could mean for inflation.

    I’ll start with US tariffs. As we’ve seen, tariffs have lowered our exports and weighed on employment. That puts downward pressure on inflation in Canada. However, the increase in US tariffs raises prices in the United States, and that can spill over into Canada when we import those higher-priced US goods, putting upward pressure on inflation here.

    Then there are the Canadian counter-tariffs. These also make US imports more expensive and put upward pressure on inflation.

    The net effect of tariffs on inflation is difficult to gauge. It’s not as easy as saying a 10% tariff will increase the price of a product by 10%.

    The pass-through of higher costs from tariffs will depend importantly on demand and on inflation expectations. If the economy slows and employment continues to weaken, the drop in demand will make it harder for businesses to raise prices to reflect the full cost of tariffs. On the other hand, tariffs give companies something to blame for higher prices. That may make it easier for them to pass on the cost of tariffs. And higher inflation expectations could also make it easier because people won’t be surprised to see higher prices.

    History offers some guidance on the impact tariffs could have on inflation. During the 2018 tariff conflict with the United States, the retaliatory tariff on final goods was 10% and remained in place for just under a year. During that conflict, the pass-through from price increases to consumer goods was high but incomplete. If the current tariffs and counter-tariffs remain in place, past experience suggests pass-through of about 75% of the costs of tariffs over roughly a year and a half.

    So what tariff effects are we seeing in inflation so far? It’s still too early to see the direct effects of counter-tariffs in the inflation data, but we may be seeing some indirect effects related to trade disruption. Many businesses report they are already facing higher costs related to finding alternative suppliers and developing new markets.

    Inflation is also being affected by other factors. In particular, the elimination of the consumer carbon tax knocked 0.6 percentage points off inflation, mostly due to lower gasoline prices, and pulled headline inflation down to 1.7% in April. This tax effect will remain in the year-over-year change in the consumer price index for the next 11 months before falling away.

    Excluding taxes, inflation was 2.3% in April, slightly stronger than the Bank had expected and up from 2.1% in March. The Bank’s preferred measures of core inflation, as well as other measures of underlying inflation, moved up in April. There is some unusual volatility in inflation, but these measures suggest underlying inflation could be firmer than we thought. Higher core inflation can be partly attributed to higher goods prices, including food, and may be starting to reflect new costs related to US tariffs.

    The Bank will be watching measures of underlying inflation closely to gauge how inflationary pressures are evolving.

    The role of monetary policy

    At the Bank, we’re keeping a close eye on the job market and inflation. Further weakening in the job market will put more downward pressure on inflation. But if tariffs were to continue, they’ll add costs. As I have said before, we can’t let a tariff problem become an inflation problem.

    Two weeks ago, the Bank’s Governing Council maintained the policy interest rate at 2.75%. This was our second hold after seven straight cuts. This included the cuts in January and March in the face of US tariff threats and increased uncertainty.

    Yesterday, we published the summary of Governing Council’s deliberations leading to the June 4 interest rate decision. As reported, three factors particularly weighed on our decision. Uncertainty was still high. The Canadian economy was softer, but not sharply weaker. And there has been some additional firmness in recent inflation data.

    We also noted that the weaker the economy and the more downward pressure on inflation, the more there would be a need to lower the policy interest rate further. However, if the recent firmness in underlying inflation were to persist, it would be more difficult to cut the policy rate. Overall, my colleagues on Governing Council and I agreed there could be a need for a further reduction in the policy interest rate if the effects of US tariffs and uncertainty continued to spread through the economy and cost pressures on inflation were contained.

    The recent progress toward a new trade deal is encouraging, and we are following developments closely. We are all invested in the future of the trade relationship between Canada and the United States.

    Conclusion

    It’s time to wrap up.

    I came to St. John’s to talk about the global trade war and its impact on Canada’s economy.

    Canadian exports have fallen sharply owing to US tariffs. This is slowing the economy and weakening the labour market. That will put additional downward pressure on inflation. But if tariffs are not removed, we expect they will be passed through to higher consumer prices. These economic impacts underline the importance of a new trade deal with the United States.

    They also underscore the need to learn from this experience. Newfoundland and Labrador’s success in diversifying its markets and products shows us the way. The United States will always be our single biggest trading partner, but we can improve our resilience and grow our prosperity by expanding both our internal trade and overseas markets for our products.

    At the Bank of Canada, our focus is on supporting economic activity and jobs, while ensuring inflation remains well controlled. We will maintain price stability over time for Canadians.

    • Oberland Agriscience Inc., is receiving $250,000 (repayable) to install AI-driven software and equipment that will boost production, improve efficiency, and reduce waste. The technology will enhance product quality, support new product development, and optimize formulations —reducing environmental impact and easing pressure on supply chains.
    • Kindred AI Inc. is receiving $206,250 (repayable) and $50,000 (non-repayable) to advance its real-time emotional intelligence software. The funding will support product development, engineering, and commercialization, creating high-quality jobs. The company’s tools help users track and grow emotional intelligence and can be embedded into other products.     The first award was presented to a graduate of the Institute of Energy Alexander Abubakirov, which represented Polytechnic on June 25 in the Peter and Paul Fortress at the XXIII ceremonial honoring the best graduates of St. Petersburg universities. It was Alexander who was given the honorary right to fire the midday shot from the cannon of the Naryshkin Bastion.

    The best graduate of IMMiT was Andrey Klinovitsky, who came to the Polytechnic in 2019 after successfully graduating from the Natural Sciences Lyceum.     “After graduating from the Lyceum, choosing the Polytechnic was easy — I already knew what to prepare for at the university and saw further opportunities for development,” Andrey said. “At ENL, we had electives in engineering creativity, where we designed and assembled robots, so I enrolled in the Mechatronics and Robotics program. It was not easy to study excellently for all six years, but the main thing for this is discipline and meeting deadlines. It is important to distribute the workload and not put off tasks until the last minute. At the same time, I had time for student activities and hobbies. For example, my friends and I founded a student association in robotics, participated in and won more than ten all-Russian competitions and competitions in robotics.”

    The best graduate of IBSiB Kristina Rodionova also came to the Polytechnic after the Natural Science Lyceum. In 2019, she graduated with a gold medal and, having now received a gold medal from SPbPU, confirmed the high quality of training of ENL graduates.

    “Most of all, in the natural-scientific lyceum, I was attracted to the fact that the training format there is not at all school, but student: instead of lessons-couples, at the end of each semester, oral exams in physics and mathematics are passed, there is even a division into lecture and practical classes, just like at a university,” Christina shared her memories. – Many of my classmates after the end of the Lyceum went to Polytech. I entered the direction of “Biotechnical Systems and Technologies” by the Institute of Biomedical Systems and Biotechnology. And my expectations were justified: I was lucky to study in the direction that brings pleasure. Although studying was very hard, especially in the first semester: in addition to the basic physics, higher mathematics and chemistry for all students, we also had medical subjects – anatomy, physiology, and histology. All this was very difficult to combine. How many tears were spilled over a textbook on anatomy! But after the second year it became much easier. Then in summer practice I began research work in the scientific laboratory. From that moment I have been in love with science: for four years, students managed to work in three laboratories, take part in writing articles, in conferences, in grants. My involvement in scientific life, as well as the mentoring of colleagues, in many ways helped to easily master academic disciplines. I am still very grateful to my first scientific mentor Anton Sergeyevich Shabunin, also once a graduate of the Polytechnic, for help in taking the first steps in a scientific career and transferred invaluable experience. Now I work in my specialty simultaneously in two laboratories, since I have not yet decided what is more interesting to me: tissue engineering or virology and immunology. ”

    The best graduate of the IKNK, Alexander Khrustalev, in 2019 was also one of those first-year students who scored the highest number of points for the entrance exams.

    “Then I was glad that I managed to enter the university, now I am glad that I managed to graduate,” Alexander shared. “The first years were difficult, then grades stopped worrying me so much, and studying in specialized subjects became much easier. The patience and professionalism of our teachers helped me in my studies. Fortunately, all our teachers taught their courses wonderfully, thank you very much to them.”

    PhysMech graduate Svyatoslav Drozdov successfully graduated from the Polytechnic University’s Natural Sciences Lyceum in 2019 and says that his studies at ENL left him with “exceptionally positive impressions.”

    “And since I had a very good opinion of the Lyceum, I chose the Polytechnic as an organization associated with it,” Svyatoslav explained the reason for entering SPbPU. When asked whether it was difficult to study for six years with excellent grades, he answered scientifically: “The main difficulty in studying for 5.0 is precisely that you need to pay attention to everything, maximizing the probability of a specific outcome of the session (all A’s). With the same expenditure of resources, it would be much easier to count on an average score of 4.9. Therefore, sometimes there was a feeling of playing roulette, when you understand that any exam and an unsuccessful question on it can ruin a series of previously received grades. In my studies, the desire to understand what I do not understand, interest and sports excitement helped – will I be able to pass everything with excellent marks?”

    The Civil Engineering Institute was represented at the award ceremony by Daria Denisenko, Yulia Matveeva and Lyudmila Morshchakova.

    The composition of graduates of the Department of Urban Development, who presented their master’s theses for defense on June 10, turned out to be surprisingly broad in geographical terms. On this day, 15 master’s students defended their theses, including several foreigners – Akbarmirzo Soliev and Aliye Ganieva (Uzbekistan), Akhmad Oryakhel (Afghanistan), Gantuya Batbold (Mongolia), as well as representatives of various regions of Russia: for example, Kazbek Tkhvostov – from North Ossetia, Timir Solovyov – from Yakutia, Leyla Dadaeva – from St. Petersburg, and Anzhelika Gasparyan – a native of Kuzbass.

The exception was Akbarmirzo Soliev, who took on the landscape and urban development modernization of the Green Belt of Glory memorial complex – a system of monuments to the defenders of Leningrad, a UNESCO World Heritage Site. Akbarmirzo chose this topic at the suggestion of his academic supervisor, Associate Professor Svetlana Levoshko, and defended his project with excellent marks.

    Gantuya Batbold defended her thesis on the topic of “Urban development of transboundary territories of Siberia and Mongolia”. According to her bachelor’s degree in her native Mongolia, Gantuya is an environmental engineer, so she had to master a lot of new disciplines in her master’s program. Afghan Ahmad Oryakhel himself formulated the topic of the thesis “Urban development of the territories of the Khashmatkhan transport corridor in Kabul”. In addition to its relevant and deeply developed content, the work is distinguished by a high level of architectural graphics. The academic supervisor of both master’s students is Associate Professor Pavel Skryabin. According to the master’s students, the most difficult thing was to master the Russian language.

    Ahmad Oryakhel also plans to return to his homeland and pursue a career in the Kabul Municipality in his area of expertise. “I intend to work in the Urban Development Department, where architects participate in planning new districts, rebuilding urban infrastructure, and developing design solutions aimed at improving the urban environment. I believe that my knowledge and skills can be especially useful in the process of rebuilding and developing the city. The municipality is interested in young professionals with international education, and I hope to contribute to the implementation of projects related to sustainable development and modern architecture in Kabul,” Ahmad shared.

    Kazbek Tkhvostov, who completed his master’s degree with honors, received the highest mark for his work “Formation of a system of multifunctional public spaces in small towns and rural settlements of the Republic of North Ossetia – Alania”. His supervisor is Associate Professor Marina Kook. In addition, the state examination committee recommended Kazbek’s work for participation in the XXXIV Review-competition of diploma works of the Interregional Public Organization for the Promotion of Architectural Education (MOOSAO) and for implementation. Graduates of the Department of Urban Planning of 2024, his classmates and fellow countrymen Artur Ramonov and Zara Khadartseva came to support the master’s student at his defense. For now, Kazbek plans to stay in St. Petersburg, but does not rule out professional activity in North Ossetia.
