  • Nutritional Intake in India: NSO survey reveals patterns in calorie, protein and fat consumption

    The National Statistics Office (NSO) has released its latest report, Nutritional Intake in India, presenting detailed insights into the daily intake of calories, protein and fat among the Indian population based on back-to-back Household Consumption Expenditure Surveys (HCES) conducted from August 2022 to July 2024.

    The surveys, covering two consecutive periods — August 2022–July 2023 and August 2023–July 2024 — collected comprehensive data on household food consumption across states, sectors, and expenditure classes. These findings continue the NSO’s long-standing practice of publishing periodic reports on nutritional intake, with previous editions released for the NSS’s 50th, 55th, 61st, 66th, and 68th rounds.

    Stable Average Nutrient Intake Across Rural and Urban India

    The report shows a broadly stable pattern in average daily per capita and per consumer unit intake of calories, protein and fat in both rural and urban areas over the two survey years.

    In rural India, the average daily per capita calorie intake stood at 2,233 kilocalories (Kcal) in 2022–23, slightly decreasing to 2,212 Kcal in 2023–24. Urban India recorded a marginal decline from 2,250 Kcal to 2,240 Kcal over the same period.

    The average daily protein intake per capita remained stable at around 62 grams in rural areas and 63 grams in urban centres. Fat intake was estimated at about 60 grams per day in rural India and nearly 70 grams in urban India during both survey periods.

    Calorie Intake Varies With Household Well-Being

    A key finding is the clear correlation between calorie intake and household expenditure levels. As Monthly Per Capita Consumption Expenditure (MPCE) increases, so does average calorie intake.

    In 2023–24, the average daily per capita calorie intake for the lowest fractile class (bottom 5% of the population ranked by expenditure) was 1,688 Kcal in rural India and 1,696 Kcal in urban India. By comparison, households in the top 5% expenditure class recorded an average daily per capita calorie intake of 2,941 Kcal in rural areas and 3,092 Kcal in urban areas.

    The gap between the lowest and highest fractile classes has narrowed slightly compared to 2022–23, indicating some improvement in the calorie intake of the lower expenditure groups.

    Trends Over Time

    Long-term trends show a modest rise in average daily per capita calorie and protein intake since 2009–10. Over this period, rural and urban households have seen gradual improvements in nutritional intake, suggesting a slow but steady enhancement in food consumption patterns.

    Shift in Sources of Protein

    An analysis of protein sources reveals significant dietary shifts. Cereals continue to be the primary source of protein, accounting for nearly 46–47% of protein intake in rural areas and about 39% in urban regions.

    However, the share of cereals has declined sharply over the past decade — by about 14% in rural India and nearly 12% in urban India. This reduction has been offset by an increase in the share of protein derived from eggs, fish, meat, other food items and, to a lesser extent, milk and milk products.

    Adjusted vs. Unadjusted Nutrient Intake

    The report also provides estimates of adjusted nutrient intake, which excludes meals served to non-household members and other such factors, to better reflect true household consumption.

    Adjusted figures are slightly lower than unadjusted figures. For instance, the adjusted average daily per capita calorie intake in rural India for 2023–24 was 2,191 Kcal, compared to 2,212 Kcal in the unadjusted estimate.

    The Nutritional Intake in India report underscores both progress and persistent disparities in food consumption across income groups and regions. While overall intake levels have improved marginally over time, significant gaps remain between different segments of the population, pointing to the continued importance of targeted nutrition and food security interventions.

    THE FOREIGN-EXCHANGE RESERVE

    In June 2025, the foreign-exchange reserve increased by kr. 5.5 billion to kr. 666.4 billion. The increase reflects Danmarks Nationalbank’s net purchase of foreign exchange for kr. 4.6 billion, and the central government’s net borrowing of foreign debt for kr. 0.8 billion, cf. table 1.

    For settlement in June, Danmarks Nationalbank has not intervened in the foreign exchange market.

    DEVELOPMENT IN LIQUIDITY

    In June, the central government’s net financing requirement amounted to kr. -10.2 billion. Since the turn of the year, the central government’s net financing requirement has been kr. -61.0 billion, cf. table 2.

    The net position of the banks and mortgage-credit institutes vis-à-vis Danmarks Nationalbank decreased by kr. 3.9 billion in June, to an outstanding amount of kr. 211.1 billion. In June, the central government’s liquidity impact decreased the net position by kr. 9.6 billion.

    Moscow, July 2 /Xinhua/ — Russia supports China in protecting its unity and territorial integrity, Russian Foreign Ministry spokesperson Maria Zakharova said at a briefing on Wednesday, answering a question from a Xinhua correspondent about the 14th Dalai Lama’s attempts to split China and undermine stability in the Xizang Autonomous Region.

    A Xinhua reporter asked at a briefing: “The 14th Dalai Lama announced his intention to deliver a speech on the issue of reincarnation on his birthday /July 6/. The Chinese side has consistently believed that the 14th Dalai Lama is a political exile who is engaged in anti-China separatist activities under the religious flag and has no right to represent the Xizang people. How does the Russian side feel about the Dalai Lama’s attempt to split China and undermine the stability of Xizang using “reincarnation”? Does Russia support China’s sovereign position on Xizang issues?”

    “I would still concentrate not so much on the personality of the Dalai Lama, but on our fundamental approach, which concerns unity and territorial integrity – this is the fundamental principle in Russian-Chinese relations,” noted the official representative of the Russian Foreign Ministry.

    M. Zakharova emphasized that Moscow and Beijing provide each other with support in protecting the aforementioned principles, which is recorded in the basic interstate documents, including the Treaty on Good-Neighborliness, Friendship and Cooperation of July 16, 2001. “Our countries do not allow any activity on their territory that could harm each other’s sovereignty and security,” she said, noting that the corresponding mutual understanding was once again confirmed in the joint statement of Russia and China, adopted following the talks between the leaders of the two countries on May 8 in Moscow.

    As the official representative of the Russian Foreign Ministry added, it is precisely this approach that is the key to the sustainable development of the Russian-Chinese comprehensive partnership and strategic interaction in the long term. “This fully meets the fundamental interests of the peoples of our countries in all their regional and ethnic diversity,” concluded M.     Moscow, July 2 /Xinhua/ — The Kremlin hopes that all issues in relations with Azerbaijan can be clarified in direct dialogue, Russian presidential press secretary Dmitry Peskov said at a briefing on Wednesday.

    He recalled that the head of the Investigative Committee of the Russian Federation Alexander Bastrykin is in contact with the Prosecutor General of Azerbaijan Kamran Aliyev. “And within the framework of this dialogue, we hope, all the nuances will be clarified,” added D. Peskov.

    According to him, Kyiv will do everything to provoke Baku into emotional actions against Russia. This is how he commented on the statement of Ukrainian President Volodymyr Zelensky about the telephone conversation he had the day before with Azerbaijani President Ilham Aliyev, in which V. Zelensky expressed support for Baku in conditions when Russia allegedly threatens Azerbaijan.

    “Russia has never threatened and does not threaten Azerbaijan,” D. Peskov emphasized.

    The official representative of the Russian Foreign Ministry, Maria Zakharova, called on Azerbaijan to take measures to return bilateral relations to the level of strategic alliance.

    “We, of course, call on the Azerbaijani side to take measures to return to the level of interstate relations that is formulated in official documents. Let me remind you that this is the level of strategic alliance,” she said during the briefing.

    As M. Zakharova noted, issues arising in relations between the two countries must be resolved in a partnership manner through political and diplomatic channels.

    The press service of the Investigative Committee of the Russian Federation for the Sverdlovsk Region reported earlier that law enforcement agencies stopped the activities of an ethnic group on June 27. According to the investigation, the defendants were involved in a number of murders and attempted murders committed in Yekaterinburg. Six defendants have been remanded in custody. According to preliminary data, one of the defendants died of heart failure. The cause of death of the second person is being established. Their bodies were transported from Yekaterinburg to Baku. After a forensic examination, they were buried in Azerbaijan.

    Baku expressed protest against the actions of Russian law enforcement officers. At the initiative of the Azerbaijani side, cultural and some other events with the Russian Federation were cancelled. In the capital of Azerbaijan, Russian journalists Igor Kartavykh and Yevgeny Belousov, as well as 8 other Russian citizens, were detained and arrested for 4 months.

    The Azerbaijani Ambassador to Moscow was presented with a verbal note demanding the immediate release of Russian journalists detained in Baku, and a protest was also lodged in connection with the latest unfriendly actions of the Azerbaijani side and its deliberate steps to dismantle bilateral relations.

    According to D. Peskov, such measures against media representatives do not correspond to generally accepted norms, as well as the spirit and nature of Russian-Azerbaijani relations. –0–

    ALMATY, July 2 (Xinhua) — The National Bank of Kazakhstan will amend some regulations on payments and money transfers, according to which it will be prohibited to buy housing in new buildings for cash, the Kazinform news agency reported on Wednesday.

    The amendments stipulate that all payments under equity participation agreements (EPAs) must be made in non-cash form, including by depositing cash into the bank account of an authorized construction company through banks.

    These requirements will apply only to transactions on the primary market /purchase of a share in an apartment building or complex of individual residential buildings under construction/ and are aimed at protecting the rights of equity holders from risks associated with unregistered DDUs. –0–

    TIANJIN, July 2 (Xinhua) — The 12th meeting of transport ministers of the Shanghai Cooperation Organization (SCO) member states was held in north China’s Tianjin Municipality on Wednesday. During the event, transport ministers agreed to strengthen regional connectivity.

    During the meeting, a memorandum of understanding between the transport departments of the SCO member states on the joint construction of “Silk Road stations” was approved and signed.

    Chinese Transport Minister Liu Wei noted that the “Silk Road stations,” which will be jointly built at China’s suggestion, will provide drivers carrying out international transportation in the SCO regions with all the necessary services, including parking, rest areas and hot water supply.

    The initiative will help address the growing shortage of rest stops, supply and repair points on highways, which increases the risk of tired driving and reduces the efficiency of cross-border passenger and freight transport, despite the rapid growth in their numbers.

    The meeting was attended by heads of transport departments from Pakistan, Mongolia, Belarus, Kyrgyzstan and Tajikistan. The participants also discussed in detail such aspects of cooperation in the transport sector as promoting high-quality development of China-Europe railway transportation and the introduction of electronic licenses for international road transportation. –0–

    ​The Hong Kong Special Administrative Region Government today (July 2) announced the policy direction of Southbound Travel for Guangdong Vehicles (the Southbound Travel Scheme).

    The Southbound Travel Scheme is an important measure to promote the facilitation of the flow of people and vehicles between Hong Kong and the Mainland as well as the transport and logistics development through the study and formulation of transport policies between Hong Kong, Macao and the Mainland, thereby duly implementing the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area as well as the requirements of relevant documents of the Central Government. With the agreement of Guangdong and the strong support of the Central Government, Guangdong and Hong Kong have been discussing and taking forward the policy through the task force for collaboration on Guangdong-Hong Kong transportation, and reached a consensus on expediting the implementation of the policy of the Southbound Travel Scheme.

  • MIL-OSI Security: Louisiana felon sentenced to federal prison for Shelby County firearms violation

    BEAUMONT, Texas –A Bourg, Louisiana man has been sentenced for illegally possessing a firearm in the Eastern District of Texas, announced Acting U.S. Attorney Jay R. Combs.

    Brad Michael Broussard, 44, pleaded guilty to being a felon in possession of a firearm and was sentenced to 57 months in federal prison by U.S. District Judge Marcia A. Crone on July 1, 2025.

    According to information presented in court, on January 1, 2024, Broussard was stopped by law enforcement in Shelby County after he struck several construction barrels while traveling down the highway.  The smell of marijuana was evident during the traffic stop prompting a search of the vehicle.  A search of the vehicle resulted in the discovery of four firearms, including a pistol equipped with a homemade silencer.  Broussard was also in possession of hallucinogenic mushrooms, marijuana, numerous prescription pills, a methamphetamine pipe, and assorted other drug paraphernalia.  

    Further investigation revealed Broussard has five felony convictions, all for burglary.  Federal law prohibits convicted felons from owning or possessing firearms or ammunition.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    This case was investigated by the Texas Department of Public Safety and the Bureau of Alcohol, Tobacco, Firearms, and Explosives. This case was prosecuted by Assistant U.S. Attorney Donald S. Carter.

  • MIL-OSI Security: West Tennessee Gang Member Sentenced for Possession of a Machinegun

    Jackson, TN – A federal judge has sentenced Mekevin Woods, 23, of Bolivar, Tennessee, to 38 months in federal prison for possessing a machinegun conversion device, also known as a “switch.” Interim U.S. Attorney Joseph C. Murphy, Jr. announced the sentence today.

    According to evidence presented in court, on December 23, 2023, an officer with the Bolivar Police Department (BPD) attempted a traffic stop of a gray 2022 Infiniti Q60.  When the driver refused to stop, he led the BPD officer on a high-speed pursuit reaching speeds of 80 miles per hour in a 25 mile per hour zone. Finally, Woods, the driver and sole occupant of the vehicle, traveled into oncoming traffic, jumped from the vehicle, and fled on foot. While fleeing, the officer observed Woods with a firearm in his right hand.

    Officers with the Bolivar Police Department ultimately arrested Woods with the assistance of a K-9 unit and located a Glock handgun loaded with 32 rounds in an extended magazine with a machinegun conversion device attached to the firearm. Officers also determined the vehicle was stolen out of Memphis. Woods was identified as a member of the TMO 45 gang, a hybrid street gang comprised of both adult and juvenile members, that is involved in firearms and narcotics trafficking and is responsible for several shooting incidents in the Fayette and Hardeman County area.

    The case was investigated by the Bureau of Alcohol, Tobacco, Firearms, and Explosives; the Federal Bureau of Investigation, Jackson Resident Agency; and the Bolivar Police Department.

    Assistant United States Attorney Christie Hopper prosecuted this case on behalf of the government.

  • MIL-Evening Report: Uganda’s ride-hailing motorbike service promised safety – but drivers are under pressure to speed

    Motorcycle-taxis are one of the fastest and most convenient ways to get around Uganda’s congested capital, Kampala. But they are also the most dangerous. Though they account for one-third of public transport trips taking place within the city, police reports suggest motorcycles were involved in 80% of all road-crash deaths registered in Kampala in 2023.

    Promising to solve the safety problem while also improving the livelihoods of moto-taxi workers, digital ride-hail platforms emerged a decade ago on the city’s streets. It is no coincidence that Uganda’s ride-hailing pioneer and long-time market leader goes by the name of SafeBoda.

    Conceived in 2014 as a “market-based approach to road safety”, the idea is to give riders a financial incentive to drive safely by making digital moto-taxi work pay better. SafeBoda claimed at the time that motorcyclists who signed up with it would increase their incomes by up to 50% relative to the traditional mode of operation, in which riders park at strategic locations called “stages” and wait for passengers.

    In the years since, the efforts of SafeBoda and its ride-hail competitors to bring safety to the sector have largely been deemed a success. One study carried out in 2017 found that digital riders were more likely to wear a helmet and less likely to drive towards oncoming traffic. Early press coverage was particularly glowing, while recent academic studies continue to cite the Kampala case as evidence that ride-hailing platforms may hold the key to making African moto-taxi sectors a safer place to work and travel.

    Is it all as clear-cut as this? In a new paper based on PhD research, I suggest not. Because at its core the ride-hail model – in which riders are classified as independent contractors who do poorly paid “gig work” rather than as wage-earning employees – undermines its own safety ambitions.

    Speed traps

    In my study of Kampala’s vast moto-taxi industry – estimated to employ hundreds of thousands of people – I draw on 112 in-depth interviews and a survey of 370 moto-taxi riders to examine how livelihoods and working conditions have been affected by the arrival of the platforms.

    To date, there has been only limited critical engagement with how this change has played out over the past decade. I wanted to get beneath the big corporate claims and alluring platform promises to understand how riders themselves had experienced the digital “transformation” of their industry, several years after it first began.

    One of the things I found was that, from a safety perspective, the ride-hail model represents a paradox. We can think of it as a kind of “speed trap”.

    On one hand, ride-hail platforms try to moderate moto-taxi speeds and behaviours through managerial techniques. They make helmet use compulsory. They put riders through road safety training before letting them out onto the streets. And they enforce a professional “code of conduct” for riders.

    In some cases, companies also deploy “field agents” to major road intersections around the city. Their task is to monitor the behaviour of riders in company uniform and, should they be spotted breaking the rules, discipline them.

    On the other hand, however, the underlying economic structure of digital ride-hailing pulls transport workers in the opposite direction by systematically depressing trip fares and rewarding speed.

    Under the “gig economy” model used by Uganda’s ride-hail platforms, the livelihood promise hangs not in the offer of a guaranteed wage but in the possibility of higher earnings. Crucially, it is a promise that only materialises if riders are able to reach and maintain a faster, harder work-rate throughout the day – completing enough jobs that pay “little money”, as one rider put it, to make the gig-work deal come good. Or, as summed up by another interviewee:

    We are like stakeholders, I can say that. No basic salary, just commission. So it depends on your speed.

    We already know from existing research that the gig economy places new pressures on transport workers to drive fast and take risky decisions. This is especially the case for workers on low, unsteady pay and without formal safety nets.

    And yet, it is precisely these factors that routinely lead to road traffic accidents. Extensive research from across east Africa has shown that motorcycle crashes are strongly associated with financial pressure and the practices that lead directly from this, such as speeding, working long hours and performing high-risk manoeuvres. All are driven by the need to break even each day in a hyper-competitive informal labour market, with riders compelled to go fast by the raw economics of their work.

    Deepening the pressure

    Ride-hail platforms may not be the reason these circumstances exist in the first place. But the point is that they do not mark a departure from them.

    If anything, my research suggests they may be making things worse. According to the survey data, riders working through the apps make on average 12% higher gross earnings each week relative to their analogue counterparts. This is because the online world gets them more jobs.

    But to stay connected to that world they must shoulder higher operating costs, for: mobile data (to remain logged on); fuel (to perform more trips); the use of helmets and uniforms (which remain company property); and commissions extracted by the platform companies (as much as 15%-20% per trip).

    As soon as these extras are factored in, the difference completely disappears. The digital rider works faster and harder – but for no extra reward.

    Rethinking approaches to safety reform

    Ride-hail platforms were welcomed onto the streets of Kampala as an exciting new solution to unsafe transport, boldly driven by technological innovation and “market-based” thinking.

    But it is important to remember that these are private enterprises with a clear bottom line: to one day turn a profit. As recent reports and my own thesis show, efforts to reach that point often alienate and ultimately repel the workers on whom these platforms depend – and whose livelihoods and safety standards they claim to be transforming.

    A recent investment evaluation by one of SafeBoda’s first funders perhaps puts it best: it is time to reframe ride-hailing as a “risky vehicle” for safety reform in African cities, rather than a clear road to success.

    Washington, D.C. — Congressman Dan Goldman (NY-10) introduced an amendment to the Republican reconciliation bill forbidding any of its funds from being used to prevent or impede Members of Congress from conducting their statutorily authorized oversight of immigration enforcement and detention facilities.  

    “Donald Trump and Congressional Republicans’ Big Ugly Bill for Billionaires doesn’t just slash health care and food assistance programs by over a trillion dollars, it increases funding by tens of billions of dollars to expand and accelerate this administration’s authoritarian crackdown on law-abiding, non-violent immigrants”, Congressman Dan Goldman said. “It is Congress’ responsibility to ensure this money is used appropriately, and that requires us to do our constitutional and statutory oversight. This administration is not above the law, and I urge my colleagues to adopt this amendment reaffirming Congress’ constitutional authority as an independent and co-equal branch of government.”  

    Goldman’s amendment would ensure that none of the funding in the GOP’s reconciliation bill could be used to prevent congressional oversight of any location or facility related to civil enforcement of immigration law. The prohibition would include temporarily modifying locations before congressional visits or requiring members of Congress to provide prior notice before being allowed into the facility, as the administration has recently demanded in direct violation of Section 527(a) of the Further Consolidated Appropriations Act of 2024. 

    Congressman Goldman has made combating the Trump administration’s lawless immigration enforcement tactics a top priority since the start of Donald Trump’s second term. 

    Last week, Goldman and Congressional Hispanic Caucus Chair Adriano Espaillat introduced the ‘No Secret Police Act,’ which would require law enforcement officers and agents of the Department of Homeland Security (DHS) engaged in border security and civil immigration enforcement to clearly display identification and insignia when detaining or arresting individuals and to ban them from using home-made, non-tactical masks.    
    Last month, Goldman led 8 of his New York City House Democratic colleagues in sending an oversight letter to Department of Homeland Security (DHS) Secretary Kristi Noem and Acting Director of U.S. Immigration and Customs Enforcement (ICE) Director Todd Lyons demanding ICE comply with Section 527(a) of the Further Consolidated Appropriations Act of 2024 and stop denying members of Congress access to facilities that ICE is using to house immigrants. 
    Days before, Goldman and Congressman Nadler hosted a press conference after observing court proceedings at 26 Federal Plaza and being denied access to the federal building’s 10th floor, where immigrants are being detained for days and sleeping on the floor and benches in inhumane conditions.

  • MIL-OSI Africa: The World Health Organization (WHO) actively responds to anthrax epidemic in the Democratic Republic of the Congo (DRC)

    In mid-May, 57-year-old Pierre* was admitted to a health centre in the Lubero area after suffering from severe itching on his right hand, followed by pruritus and a swelling of his forearm. He was treated and, given the unusual symptoms, samples were collected and sent for analysis at the laboratory of the Institut National de Recherche Biomédicale (INRB) in Goma. 

    An alert was previously issued at the end of March 2025 following the death of dozens of buffalo and hippopotamuses in Virunga National Park in North Kivu. Samples taken on 29 March from a recently deceased hippopotamus and examined at the Goma veterinary laboratory revealed the presence of spores of the bacillus responsible for anthrax.

    Anthrax is a bacterial zoonosis (disease transmissible from animals to humans) that generally affects ruminants (cows, sheep and goats). Humans can become infected through contact with a sick animal or contaminated products (such as meat, blood, wool, hides and bones). All forms of human anthrax (cutaneous, gastrointestinal and respiratory) require hospitalization and medical treatment. 

    To ensure a multi-sectoral response to this concerning health situation, the national departments of health, environment, fisheries and livestock, with support from partners including the World Health Organization (WHO), UNICEF, FAO and CDC Africa, have put the “One Health” approach into practice. The close collaboration between the human, animal and environmental health services is designed to protect lives in response to health emergencies. 

    A delegation from these departments and organisations visited the Binza and Rutshuru health zones from 25 to 28 May 2025 to strengthen surveillance and the response to outbreaks of suspected cases of anthrax in the Binza and Lubero health zones. 

    “One of the high-impact measures led by the national authorities with the support of partners was the development of the national multi-sector anthrax preparedness and response plan. Through this common approach to the response, we can ensure a comprehensive response, from prevention activities to the clinical management of patients. We are confident that this health threat will soon be over,” said Dr Aline Katerekwa Ntamushigo, Medical Supervisor at the National Programme for Emergencies and Humanitarian Action (NPEHA). “Our discussions with those involved on the ground are helping us to manage this risk effectively to protect people, animals and the environment.” 

    Since the announcement of the epidemic, WHO has supported the response on several levels. Dr Célestin Ndaliko, epidemiologist in charge of surveillance at the WHO Office in the DRC, was a member of the response team that went to Binza. “There are major challenges in terms of disease detection. So, every anthrax investigation becomes an act of resilience, a glimmer of hope to prevent the spread of this devastating disease.” 

    As of 26 May 2025, 24 suspected human anthrax cases had been reported, alongside the deaths of 9 goats, one cow, 60 hippopotamuses and 27 buffalo reported in four health zones in the eastern province of North Kivu.

    “Our support has been provided at several levels, and we are particularly keen to provide appropriate care for those affected. In most cases, the disease can be cured with antibiotics, which must be prescribed by a health professional,” explained Dr Leopold Ouedraogo, Emergency Manager in the provinces of North and South Kivu.

    WHO has made more than four tonnes of medicines available to 12 health facilities, a large quantity of which has been handed over to the authorities in the Binza health zone in Rutshuru territory. 

    “So far, even if our Binza health zone has not yet recorded any human cases, we have what it takes to prevent and be ahead of what could happen,” said Dr Bernard Kakule, Chief Medical Officer for the Binza health zone.

    WHO has played a central role in cross-border coordination between the Democratic Republic of Congo and Uganda, facilitating communication and collaboration between the two countries in response to the re-emergence of anthrax in humans and animals. Surveillance has thus been strengthened, notably by activating the “One Health” unit in Rutshuru, to ensure early detection and rapid response in high-risk health zones by integrating the human, animal and environmental dimensions of health. 

    To build local capacity, the WHO has also supported the training of community relays, the development of awareness-raising materials and the conduct of public and door-to-door awareness-raising campaigns on disease prevention measures. The Organisation also donated prevention kits (chlorine, hand sanitizers), essential medicines and medical equipment for treatment, and encouraged collaboration with technical partners such as INRB to improve epidemiological surveillance. 

    Despite security and logistical challenges, WHO’s support has enabled the foundations to be laid for a coordinated response, while highlighting the need for greater commitment to community awareness-raising, the safe management of carcasses and the vaccination of animals at risk.

    Since the epidemic was announced, 24 people have been treated in health facilities in the Binza and Lubero health zones, including Pierre, who has been discharged from the hospital and resumed his life.

    Prime Minister Narendra Modi arrived in Accra on Wednesday on a two-day state visit to Ghana. In a special gesture, the Prime Minister was received at the airport by the President of Ghana, H.E. John Dramani Mahama, and accorded a ceremonial welcome.

    This is the first visit by an Indian Prime Minister to Ghana in more than three decades and marks PM Modi’s first bilateral engagement with the West African nation.

  • MIL-OSI Security: Met release footage of man wanted in connection with a sexual assault

    Detectives have released CCTV footage of a man they need to trace following a sexual assault in May.

    A woman in her 20s reported that a man sexually assaulted her in Park Road, W7 at around 23:50hrs on Wednesday, 21 May. She is currently being supported by specialist officers.

    The man followed the woman off the E1 bus, which takes a route from Ealing Broadway Station to Greenford Broadway.

    As the bus approached Browning Avenue, W7, he sexually assaulted the woman as he alighted. He then followed her down Park Road, W7 where he assaulted her.

    The man was seen on CCTV running north on Park Road following the incident, towards Browning Avenue and the E1 bus stop.

    He is described as Black, in his late 20s or early 30s, and approximately 5ft 11in tall, with a slim build. He has dark, curly hair and was captured on CCTV wearing a black jacket and navy blue, Nike t-shirt.

    Detective Constable Teresa Moore, leading the Met’s investigation, said: “Women and girls should be safe to travel on public transport – and walk the streets of London – without being attacked.

    “This incident highlights the opportunistic behaviour of the offender so it is really important we locate him as soon as possible.”

    Eight people have been arrested in a coordinated Met Police operation targeting those conspiring to destroy ULEZ cameras.

    In the early hours of Wednesday, 2 July officers executed warrants at addresses in London, Windsor and on the Isle of Sheppey.

    The London arrests took place in Uxbridge, Ickenham, Northwood, Sutton and Eltham.

    Six men and two women were arrested on suspicion of conspiracy to commit criminal damage.

    One of the men is also alleged to have been involved in threatening and harassing the team sent to repair a damaged camera.

    Those arrested remain in custody. Searches are ongoing at their addresses but officers have already recovered items related to the alleged offending.

    Superintendent Paul Thomas, of the Met’s Roads and Transport Policing Command, said: “There is a big difference between lawful protest and plotting to destroy or seriously damage property.

    “Some may think of this sort of behaviour as a victimless crime, but when cameras are damaged or destroyed it creates dangerous hazards, risking collisions on the road in addition to disruption for motorists and residents.

    “We take these offences very seriously and officers will continue working closely with Transport for London and other partners to identify and build a case against those responsible.

    “Today’s arrests are a significant development in what has been a long and complex investigation that is not yet over.

    “I would appeal to anyone who has information about plans to target ULEZ cameras to come forward.”

    The IAEA conducted its first INEAS university mission in April in Ust Kamenogorsk, Kazakhstan, a country that is looking to restart its nuclear power programme. The mission — which engaged more than 90 participants from academia, government and industry — laid the ground for the development of a new bachelor’s degree programme in the ‘Operation of Nuclear Power Plants’ at the D. Serikbayev East Kazakhstan Technical University. It included curriculum workshops, technical visits and stakeholder consultations.

    The IAEA also participated in an international forum with 14 expert presentations from Kazakhstan, Belarus and Russia, highlighting international best practices in nuclear education. Key outcomes included recommendations for planning national human resources development, curriculum enhancement, and expansion of cooperation through IAEA technical projects and STAR-NET, a regional network that promotes education and training in nuclear technologies.

    “We are grateful to the IAEA for sending experts to our university to support the development of nuclear energy infrastructure. Their assistance also proved very helpful in designing the educational programme,” said Aizhan Baidildina, an associate professor at the the D. Serikbayev East Kazakhstan Technical University.

    Kazakhstan, which is working with the IAEA to develop the infrastructure to reintroduce nuclear power, aims to complete its first nuclear power reactor in the next eight years. Its construction is expected to provide clean, reliable energy to the Central Asian country of 19 million people. Scientific and technical personnel are also being trained to operate the plant. Kazakhstan has the second largest uranium reserves in the world, accounting for 14 per cent of the global total. The country currently operates research reactors as well as several other nuclear installations related to the front end of the nuclear fuel cycle.

The mission — which engaged more than 90 participants from academia, government and industry — laid the ground for the development of a new bachelor’s degree programme in the ‘Operation of Nuclear Power Plants’ at the D. Serikbayev East Kazakhstan Technical University. It included curriculum workshops, technical visits and stakeholder consultations.

    The IAEA also participated in an international forum with 14 expert presentations from Kazakhstan, Belarus and Russia, highlighting international best practices in nuclear education. Key outcomes included recommendations for planning national human resources development, curriculum enhancement, and expansion of cooperation through IAEA technical projects and STAR-NET, a regional network that promotes education and training in nuclear technologies.

    The Minister for Infrastructure has signed a Commencement Order which means it will be illegal to import and supply single-use vapes in Jersey from Friday 1 August 2025.

    Retailers have until 1 February 2026 to sell existing stocks of single-use vapes. This only applies to single-use vapes that were imported prior to the law coming into force and retailers may be asked to provide evidence of this. After the six-month sell-through period, it will be illegal for retailers to sell any single-use vapes. 

    If an individual bought one or more single-use vapes before the ban, they are still permitted to use them. 

    The ban follows amendments made to the Single-Use Plastics etc. (Restrictions) (Jersey) Amendment Law 2025 approved by the States Assembly in December 2024. This is because of their damaging impact on the environment. The change aims to help tackle the climate emergency and reduce Jersey’s waste. 

    A vape is considered single-use if it meets one or more of the following: 

    • It cannot be reused 
    • It cannot be refilled 
    • Its battery cannot be recharged 
    • Its coil cannot be replaced.

    Vapes that are permitted must be designed to allow all of the above functions. 

    England, Scotland, Wales and Northern Ireland banned the sale and supply of single use vapes from 1 June 2025 with no selling through period.

    A SERIES of repairs is due to take place on roads across Leicester during the school summer holidays.

    The city council is carrying out the programme of resurfacing work during the school break when there is less traffic on the city’s roads.

    It will involve some temporary road closures and well signposted local diversions while the repairs are carried out.

    Work takes place on Stoughton Drive, between Evington Drive and the Gartree roundabout, from Saturday 12 July, for eight days. The route will be closed in both directions during the work, which is costing around £240,000 and will see 6,750 square metres of road resurfaced.

    On Avenue Road Extension, in Clarendon Park, there will be work between its junctions with Welford Road and Queens Road, from Saturday 19 July, for up to seven days.

    Work will then begin on part of London Road, between its junctions with Mayfield Road and Evington Road, from Saturday 26 July for six days.

    The Portwey and Tailby Avenue, between Hastings Road and Uppingham, Road will be resurfaced from Saturday 2 August, with work expected to take place over six days.

    Roadworks are also planned for parts of Wicklow Drive, King Richards Road, Vulcan Road and Arran Road during August, with all schemes expected to be complete before the schools return on Tuesday 26 August.

    In total, the planned summer roadworks programme will cost just over £1 million and will see over 26,000 square metres of road resurfaced.

    Martin Fletcher, Leicester City Council director of city highways, said: “With the volume of traffic using the city’s roads, repairs and resurfacing work are necessary to keep the road network in good condition.

    “Unfortunately, these works mean temporary road closures and disruption to some drivers, but that is unavoidable.

    “We do try to carry out resurfacing and more disruptive roadworks during the school holidays when traffic is considerably reduced and will do all that we can to ensure that work is completed quickly and that roads can reopen on time.”

    The planned summer roadworks are part of the city council’s annual highway capital maintenance programme that will see over £6 million invested in maintaining and improving the city’s highway infrastructure this year.
