  • MIL-OSI Russia: 90 promising projects selected for the Moscow Innovator competition

    Over five thousand participants registered to take part in the Moscow Innovator competition. Based on the results of an independent innovative-technological, scientific, legal and economic assessment, 90 most promising projects, the authors of which will present their solutions to industry experts on July 14.

    The Moscow Mayor’s Competition is aimed at those who offer real technologies of the future — from crop protection without chemicals to systems against voice deepfakes. Its participants are young inventors, startup teams, scientists, and students. Thanks to the competition, science-intensive projects can attract partners, investors, and help Muscovites.

    Competition nominations

    Participants of the “Moscow Innovator” competition compete in three nominations. These are “Project of the Future” – ideas at the prototype stage (prize – from 100 to 500 thousand rubles), “Reality Changers” – MVP and ready-made models (prize – from 150 thousand to one million rubles), “Innovation Leaders” – finished products with revenue and with a created legal entity (prize – from 200 thousand to 1.5 million rubles).

    Each nomination includes six areas: improvement and construction, industry, medicine and pharmaceuticals, transport and logistics, ecology and environmental protection, public projects. On July 14, the participants will present their developments at a demoday. Based on the results of the final defense, the expert committee will select 36 winners and prize winners, who will be awarded the Moscow Mayor’s Prize.

    Finalist projects

    Some finalists have made real technological breakthroughs. Among them is CropPhage, a biogel with bacteriophages that protects fruits from pathogenic bacteria without harming people. It extends the shelf life of fruits and vegetables for retailers, and also helps farmers prevent seed infections. The drug is still in development, but has already proven its effectiveness: phages act precisely and remain effective for more than seven days. This is an alternative to chemicals that can reduce food losses and their price.

    Another development is Kolobox, a mobile application that saves food from being thrown away. Cafes and bakeries place surprise boxes with sets of ready-made meals at a discount of up to 70 percent. Users take away tasty and cheap food without knowing in advance what is inside. This has become the service’s specialty. 700 establishments have already connected to it, and 7.5 tons of food have been saved in nine months.

    Among the developments is a smart app for apartment maintenance called Tools. Using a photo, you can get a forecast: where a pipe might leak or an outlet might break down soon. All this is recorded in a digital technical passport of the home. Thus, the AI service helps with accepting an apartment, renting it out, and arranging insurance.

    In addition, one of the finalist projects is BlockPrint, a 3D printing technology for houses. The panels, like Lego, are printed on a printer and assembled on site. This allows you to save energy, quickly and without harm to the environment to build a house. The solution is suitable for eco-villages, temporary housing and the development of new areas.

    The development of the Moscow State University named after M.V. Lomonosov — an intelligent system for scanning urban air — is also in the final. Special sensors are installed on trams and electric buses, creating a map of Moscow’s air pollution in real time. This allows monitoring the environmental situation in the capital and responding to its deterioration in a targeted and prompt manner.

    Another solution that made it to the final was “Barn Owl” — an artificial intelligence that can distinguish a deepfake from a real voice. The technology has already been tested: it recognizes fakes in calls with an accuracy of up to 99 percent. The development is suitable for banks, telecom operators, and security services.

    The finalists’ developments also include monitoring of urban infrastructure based on a fiber-optic distributed sensor — high-tech sensors on already laid fiber-optic lines. They track leaks, dips, voids, vibrations and can prevent accidents. Suitable for metro, roads and tunnels.

    Paper sorbent for oil spill response — developed by the Russian State University of Oil and Gas named after I.M. Gubkin — is a budget tool for collecting oil spills. This solution can be used both in the city and at offshore fields. The sorbent is made from recycled paper, absorbs better than its analogues and does not harm the environment.

    The capital is now accepting applications for participation in the Moscow Mayor’s project “Leaders of Digital Transformation”. Russian and foreign IT specialists over 18 years old can join the hackathon – a developer competition. Online registration will be held until September 18. This was reported by Natalia Sergunina, Deputy Mayor of Moscow.

    “The participants will unite into teams and offer their digital solutions for one of 20 tasks – they will be prepared by city departments and large companies. For example, the contestants will have to create an assistant based on a neural network to work with a large volume of data,” said Natalia Sergunina.

    Other tasks include developing a medical service using artificial intelligence and an electronic system for determining the coordinates of real estate objects from photographs.

    The projects will be prepared and expertly assessed online. The 200 strongest teams will advance to the final stage.

    The total prize fund of the hackathon is 40 million rubles. The winning teams will receive one million rubles, and those who take second and third places will receive 600 and 400 thousand rubles, respectively.

    The Digital Transformation Leaders competition has been held since 2019. During this time, more than 40 thousand people took part in it. They developed 2.2 thousand promising solutions, based on which more than 60 startups were launched.

    In Novo-Peredelkino, construction of a school for 550 students continues, which will be part of educational complex No. 1238. It is being built as part of the capital’s Address Investment Program at the address: Lukinskaya Street, Building 12.     “The total area of the school will be 8.8 thousand square meters.     “Modern solutions using environmentally friendly and safe materials were used in the interior decoration. The first floor will house a spacious lobby with dressing rooms, a medical unit, as well as universal and specialized classrooms. A small sports hall and a dining room will appear here. The school will create the necessary conditions for children with disabilities, ensuring accessibility and comfort for each student,” said the head of the capital’s Department of Civil Construction.     The building will house a laboratory and research complex, an assembly hall and a sports hall. The upper floors will house general-purpose and specialized classrooms and a choreography hall.

    Chairman of the Moscow State Construction Supervision Authority Anton Slobodchikov noted that the social facility is being built under the supervision of the department. During this time, inspectors conducted nine on-site inspections, assessed the quality of the work and materials used for compliance with the requirements of the design documentation, as well as the approved architectural and urban planning solution.

    Earlier, Sergei Sobyanin said that school construction in Maryina Roshcha will be completed this year.

    Since the beginning of the year, specialists from the capital’s municipal services complex have conducted more than 1.7 million water quality tests. This was reported by the Deputy Mayor of Moscow for Housing and Public Utilities and Improvement Petr Biryukov.

    “Currently, the condition of the capital’s water is analyzed by the maximum number of physical, chemical and biological indicators – 200 in total. We monitor the quality of water throughout its entire path – at the water source, water treatment stations and in the distribution network. Over 1.7 million different analyses have already been conducted in January – June of this year,” noted Petr Biryukov.

    The devices monitor changes in the main indicators of water composition around the clock. Data from the analyzers is sent to a single information system, with the help of which specialists can quickly make a decision on changing the technological cleaning modes. Research confirms that the quality of water supplied to Muscovites’ taps complies with all standards.

    Almost three million cubic meters of water are used daily in the capital. There are about 13 thousand kilometers of water supply networks in the city. Water treatment is carried out at four stations – Northern, Eastern, Western and Rublevskaya.

    In addition to laboratory tests, more than 500 automatic control devices help monitor water quality in real time. The results of their analyses are transmitted to the capital’s social and hygienic monitoring system.

    Situated near the Smolenskaya metro station, diagonally across from the B. Shchukin Theatre Institute, the two-storey mansion attracts attention with a memorial plaque on the wall. And they also studied together with Sergei Taneyev, who taught strict counterpoint. The future composers often missed classes on this subject, and Sergei Ivanovich called them the most lazy students. But despite this, he still recognized them as two brilliant musicians,” explains Elizaveta Timoshina. They were often compared, called the rulers of musical thoughts, but came to the conclusion that there were not so many points of contact between the creative styles of one and the other: each had a bright creative originality. It is even more curious that the life paths of the two geniuses were connected by Arbat.

    Leaving behind the main house of the city estate of Mikhail Grachev, the founder of the gold and silver coin factory, and a remarkable wooden building of the 18th century with a carved yellow and white fence, we reach the next alley. It is impossible to pass by the mansion of the entrepreneur Otto List without being impressed. This is the first building in Moscow in the Art Nouveau style – it was created by the architect Lev Kekushev, one of the greatest masters of this style.     “At one time, Sergei Koussevitzky, a music publisher, composer and conductor who founded the Russian Music Publishing House, lived in this mansion.     More than 400 Muscovites being resettled from old houses have already completed paperwork for apartments in a new building on Milashenkova Street. This was reported by Ekaterina Solovieva, Minister of the Moscow Government, Head of the Moscow Department of City Property.

    “Stage-by-stage inspections of apartments in the residential complex on Milashenkova Street began in April of this year. Now almost all of the more than 550 residents of the three houses on Yablochkova Street being resettled have decided on the choice of housing offered, of which over 400 city residents have already signed contracts with the Department.     Hong Kong Customs seizes suspected cannabis buds worth about $1.5 million at airport.

    ​Hong Kong Customs yesterday (June 30) detected a drug trafficking case involving baggage concealment at Hong Kong International Airport and seized about 7 kilograms of suspected cannabis buds with an estimated market value of about $1.5 million.

    A male passenger, aged 37, arrived in Hong Kong from Bangkok, Thailand, yesterday. During customs clearance, Customs officers found the batch of suspected cannabis buds inside his check-in suitcase. He was subsequently arrested.

    The arrested person has been charged with one count of trafficking in a dangerous drug. The case will be brought up at the West Kowloon Magistrates’ Courts tomorrow (July 2).

    Customs will continue to step up enforcement against drug trafficking activities through intelligence analysis. The department also reminds members of the public to stay alert and not to participate in drug trafficking activities for monetary return. They must not accept hiring or delegation from another party to carry controlled items into and out of Hong Kong. They are also reminded not to carry unknown items for other people.

    Customs will continue to apply a risk assessment approach and focus on selecting passengers from high-risk regions for clearance to combat transnational drug trafficking activities.

    Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.

    In connection with the decision taken at the 21st sitting of the Committee on Invasive Alien Species (IAS) on 20 June 2025, could the Commission please urgently provide clarification on the inclusion of the American mink (Neogale vison) on the list of invasive alien species representing a threat to the European Union, in accordance with Regulation (EU) No 1143/2014.

    According to the information provided at that meeting, the introduction of a two-year transitional period before the entry into force of provisions restricting the rearing of American mink was considered appropriate. In light of the above:

    • 1.What exactly does the two-year transition period proposed on 20 June 2025 entail – is it a period allowing American mink breeders to prepare before the restrictions arising from the recognition of this species as an IAS become officially binding?
    • 2.Will the American mink be officially recognised as an invasive alien species from the moment that the updated annex to the regulation is published, or only once the two-year transition period has ended?

    Banque El Amana (BEA) and the European Investment Bank (EIB Global) signed an agreement for €20 million to finance small and medium-sized companies (SMEs) in Mauritania, at the 4th International Conference on Financing for Development (FfD4).

    At least 30% of the financing will target firms led or owned by women, or that have a large share of women on staff. Another 30% is set aside for firms led or owned by young people, or that have a large share of young workers.

    BEA chief executive Mohamed Ahmed Salem Bouna Moctar: ““This partnership with the EIB strengthens BEA’s role in supporting the development of the blue economy in Mauritania. It reflects our commitment to sustainable, inclusive and innovative growth, serving youth, women and the responsible use of our natural resources.”

    EIB Vice-President Ambroise Fayolle said, “By focusing on sustainable fisheries – a strategic sector for the Mauritania’s economy – we are helping conserve natural resources while promoting more resilient and inclusive value chains. I am also pleased at this project’s focus on the economic empowerment of young people and women, who are often underrepresented in access to finance, but whose role in local development is paramount.     European Commissioner for International Partnerships Jozef Síkela said: “With this Global Gateway investment, we are further deepening our support for sustainable fisheries and the blue economy in Mauritania, while also expanding opportunities for women-led businesses and young people.     Financial inclusion of women and young people

    The 30% target for firms led or owned by women, or that have a large share of women on staff, is in accordance with the international criteria of the 2X Challenge. In Mauritania, despite significant progress, women’s access to finance is still limited, especially in forward-looking sectors in fishing and agricultural transformation.

    The objective of creating sustainable economic opportunities for Mauritanian youth is fully in line with the EU-Mauritania partnership on migration launched in March 2024 to increase local employment, in a country where more than 60% of the working population is under 35, and to strengthen regional stability.

    BEA is already driving financial inclusion. In 2023, in partnership with the United Nations High Commissioner for Refugees, the bank opened a branch in the Mbera refugee camp to give displaced populations and their host communities access to financial services.

    Strategic partnership for sustainable fisheries

    The operation aims to strengthen seafood value chains, a strategic pillar of cooperation between Mauritania and the European Union, as part of the Sustainable Fisheries Partnership Agreement promoting responsible management of fishing resources.

    All companies in the fisheries sector that benefit from the partnership between the EIB and BEA must commit to improving their practices and obtaining international environmental certifications, in particular from the Marine Stewardship Council. Targeted technical assistance will be provided to support this transformation.

    This agreement reflects the shared objectives of Mauritania and Team Europe, and builds on collaboration between the German Federal Ministry for Economic Cooperation and Development (BMZ), the German development bank KfW and several Mauritanian banks, including BEA, to develop value chains around small pelagic fish for human consumption.     The Commission’s answer of 18 June 2025 to question for written answer E-001160/2025[1] on protecting freedom of expression with regard to automatically generated or published content leaves fundamental questions unanswered. The blanket statement that automatically generated content ‘does not in itself enjoy any protection’ under the fundamental right to freedom of expression fails to recognise the reality of digital forms of communication and ignores the fact that such content is often based on human rules, intentions and editorial concepts. Technological change must not lead to an artificial narrowing of the protection of fundamental rights.

    • 1.In the Commission’s view, what is the legal or fundamental rights justification for excluding content that is automatically generated and published according to clearly defined human rules from the protection of freedom of expression – even if it is an expression of human intention and editorial oversight?
    • 2.How does the Commission assess the fact that many serious journalistic offerings are also increasingly using automated systems to create and publish content (e.g. weather reports, sports reports or stock market news), and does the Commission recognise that such content can form part of the freedom of expression of the press and the freedom to express one’s opinions?

    The judicial elections in Mexico have raised concerns among observers and institutions[1]. The turnout was alarmingly low – barely 13 %[2] – which raises doubts about the process’ legitimacy and people’s trust in the system[3].

    There is information indicating that some elected candidates have direct links to the government[4] or to organised crime groups, including drug cartels. For example, Silvia Delgado, Joaquín ‘El Chapo’ Guzmán’s former lawyer, ran for judicial office[5]. This highlights the risk of criminal influence in the judiciary.

    In light of the EU’s commitment to the rule of law and to promoting democratic standards globally, and considering the strategic and economic importance of relations between the EU and Latin America (given the upcoming signature of the modernised Global Agreement):

    • 1.Is the Commission concerned about the low turnout and lack of transparency in these elections?
    • 2.Have the EU Delegation to Mexico or any other partners provided any information about, or an assessment of, any irregularities in the election process or its credibility?
    • 3.Does the Commission intend to halt the signing of the modernised Global Agreement if it is confirmed that judges linked to cartels, or with a history of links to organised crime, have been chosen?

    Instability in the Western Hemisphere affects not just South Florida, it threatens America’s national security. In Honduras, the Zelaya family first came to power in 2006 when ex-president Manuel Zelaya won the elections. He spent three years pushing a socialist agenda until 2009, when the military removed him after he attempted to change the constitution to stay in power. His wife, Xiomara Castro de Zelaya, has served as president since 2022 and has worked to align Honduras with authoritarian regimes like Venezuela and Nicaragua.     Prime Minister Narendra Modi is set to embark on a five-nation tour on Tuesday covering Ghana, Trinidad and Tobago, Argentina, Brazil and Namibia, marking an important push to strengthen India’s ties with Africa, Latin America and the Caribbean.

    First Indian PM visit to Ghana in three decades

    Prime Minister Modi will begin his tour with an official visit to Ghana on July 2 and 3- the first visit by an Indian Prime Minister to the West African nation in 30 years.

    The Ministry of External Affairs (MEA) said the visit holds special significance as Ghana’s President John Dramani Mahama recently assumed office after a decisive electoral victory. PM Modi and President Mahama, who share a history of engagement since the India-Africa Forum Summit in 2015, will discuss ways to deepen bilateral ties.

    Key areas on the agenda include agriculture, defence cooperation, critical minerals, and a possible vaccine hub to serve West Africa. India’s capacity-building initiatives like the ITEC programme have long contributed to Ghana’s human resource development. Officials expect the two sides to sign MoUs in areas such as traditional medicine, standards and cultural exchange.

    Trinidad and Tobago: marking 180 years of Indian arrival

    From July 3 to 4, PM Modi will visit Trinidad and Tobago, marking the first bilateral visit by an Indian Prime Minister since 1999. The visit coincides with the 180th anniversary of the arrival of Indian immigrants to the island nation, which hosts one of the largest Indian-origin communities in the Caribbean.

    In Port of Spain, PM Modi will hold wide-ranging discussions with President Christine Carla Kangaloo, and Prime Minister Kamala Prasad Bisessar, both of whom are of Indian origin. Talks will cover cooperation in pharmaceuticals, renewable energy, digital public infrastructure, agriculture, disaster resilience, education and culture.

    Highlighting the shared heritage, PM Modi will address a joint session of the Trinidad and Tobago Parliament and interact with the vibrant Indian diaspora.

    Argentina visit: tapping new opportunities

    PM Modi’s next stop will be Argentina on July 4 and 5 – the first standalone bilateral visit by an Indian PM to Argentina in nearly six decades.

    Officials said the visit is timely as Argentina pursues major economic reforms and offers new avenues for partnership. PM Modi will hold talks with President Javier Milei, focusing on boosting cooperation in defence manufacturing, digital technology, telemedicine, mining and renewable energy.

    Argentina’s vast reserves of lithium, copper and rare earths align with India’s push for secure and sustainable critical mineral supplies. India’s KABIL has already secured mining concessions in Argentina this year. Discussions will also cover food security, green energy, infrastructure, science and technology.

    Brazil: BRICS summit and bilateral talks

    PM Modi will then travel to Brazil to attend the 17th BRICS Summit in Rio de Janeiro on July 6 and 7. The theme for this year’s summit — “Strengthening Global South Cooperation for Inclusive and Sustainable Governance” — aligns with India’s foreign policy priorities.

    Leaders will deliberate on reforming global governance, peace and security, climate change and artificial intelligence. India expects key outcomes including a Leaders’ Declaration and frameworks for climate finance and socially determined diseases.

    On July 8, PM Modi will pay a state visit to Brasilia for bilateral talks with President Luiz Inácio Lula da Silva. India and Brazil will review trade ties, currently valued at $12.2 billion, and aim to push the target to $20 billion. Cooperation in oil and gas, renewable energy, critical minerals, defence, agriculture, traditional medicine, and digital public infrastructure are expected to feature prominently.

    Namibia: energy, minerals, digital pay on radar

    PM Modi will conclude his tour with a landmark visit to Namibia on July 9- the first by an Indian Prime Minister in 27 years.

    India has long supported Namibia’s independence struggle and has maintained strong economic ties. Trade stands at around $600 million, with Indian investments of nearly $800 million, mostly in minerals like zinc and diamonds.

    During the visit, PM Modi will hold bilateral talks with President Netumbo Nandi-Ndaitwah and address Namibia’s Parliament. A key highlight will be a technology agreement enabling unified payment interoperability between the two countries — deepening fintech and digital cooperation.

    Namibia’s reserves of uranium, copper, cobalt and rare earths, and recent oil discoveries make it an attractive partner as India diversifies its energy and mineral supplies. The Cheetah translocation project from Namibia to India’s Kuno National Park remains a symbol of trust and collaboration.
