  • PM Modi arrives in Calgary for G7 Summit

    Prime Minister Narendra Modi arrived in Calgary, Canada on Tuesday (local time) to participate in the G7 Summit, where he will meet with global leaders and share India’s views on key international challenges.
     
    As part of his ongoing three-nation tour — which began in Cyprus and will conclude in Croatia — PM Modi said that he would highlight the concerns of the Global South during the Summit. In a post on X, the Prime Minister said, “Landed in Calgary, Canada, to take part in the G7 Summit. Will be meeting various leaders at the Summit and sharing my thoughts on important global issues. Will also be emphasising the priorities of the Global South.”
     
    Ministry of External Affairs spokesperson Randhir Jaiswal said that PM Modi will participate in G7 discussions on the future of energy security. These discussions will focus on diversification, technological innovation, infrastructure, and investment, aimed at ensuring access and affordability in a changing global landscape.
     
    “At the invitation of PM @MarkJCarney, PM @narendramodi arrives in Alberta, Canada for the G7 Summit,” Jaiswal wrote on X. “PM will be participating in @G7 discussions on energy security… and will also hold several bilateral meetings on the sidelines.”
     
    PM Modi’s arrival in Canada comes at a time of diplomatic recalibration between the two nations, following a period of strained relations.
     
    Other invitees to the G7 meeting are Presidents Volodymyr Zelensky of Ukraine, Claudia Sheinbaum of Mexico, Luiz Inacio Lula da Silva of Brazil, and Lee Jae-Myung of South Korea, and Prime Ministers Anthony Albanese of Australia and Cyril Ramaphosa of South Africa.
     
    The G7 Summit is an annual gathering of leaders from the United States, United Kingdom, France, Germany, Japan, Italy, Canada, and the European Union. This year’s edition marks PM Modi’s sixth straight attendance at the Summit.

  • FATF condemns Pahalgam terror attack, says it could not have occurred without ‘money and means’

    In a major development, the Financial Action Task Force (FATF) on Monday severely condemned the “brutal terrorist attack” in Pahalgam on April 22, stating that it could not have taken place without “money and the means” to move funds between terrorist supporters.

    “Terrorist attacks kill, maim and inspire fear around the world. The FATF notes with grave concern and condemns the brutal terrorist attack in Pahalgam on 22 April 2025. This, and other recent attacks, could not occur without money and the means to move funds between terrorist supporters,” the FATF said in a statement after its plenary meeting.

    It mentioned further: “As highlighted by the FATF President at the recent No Money for Terror Conference in Munich, no single company, authority, or country can combat this challenge alone. We must be unified against the scourge of global terrorism. Because terrorists need to succeed only once to achieve their goal, while we have to succeed every time to prevent it.”

    As many as 26 innocent tourists were massacred in the Pakistan-sponsored terror attack in Jammu & Kashmir’s Pahalgam.

    Investigations into the Pahalgam terror attack brought out the communication nodes of terrorists in and to Pakistan. A group calling itself The Resistance Front (TRF) – a front for the UN-proscribed Pakistani terror outfit Lashkar-e-Taiba – had claimed responsibility for the attack.

    India had given inputs about the TRF in the half-yearly report to the Monitoring Team of the United Nations’ 1267 Sanctions Committee in May and November 2024, bringing out its role as a cover for Pakistan-based terrorist groups.

    Earlier too, in December 2023, India had informed the monitoring team about LeT and Jaish-e-Mohammad operating through small terror groups such as the TRF. Pakistan’s pressure to remove references to TRF in the April 25 UN Security Council Press Statement were highlighted by the Ministry of External Affairs (MEA) during Operation Sindoor.

    Asserting that Pakistan has a history of misusing bailout packages for cross-border terrorism, Defence Minister Rajnath Singh had called for putting the failed state back on the FATF grey list.

    “The state and non-state actors are two sides of the same coin in Pakistan, which became evident when designated terrorists were accorded funerals with state honours,” Singh said earlier this month.

    The FATF, which develops and promotes policies to protect the global financial system against money laundering, terrorist financing and the financing of proliferation of weapons of mass destruction, has acknowledged in the past that India has suffered from the effects of terrorism consistently since its independence in 1947 and still faces a “disparate range of terrorism threats”, categorised into different theatres.

    Speaking exclusively with IANS recently, several experts, including former diplomats and counterterrorism experts, backed a strong action against Pakistan, including by putting the country back on the grey list of the FATF for its continuous involvement in terror financing and backing global terror outfits.

    “Terror doesn’t come out of the blue. It’s something that has to be financed, structured and so forth. So, it’s a long, concerted action that lies behind all this terror. Therefore, you need to do whatever you can globally, also regionally, to secure that we don’t have financing that will flow into the streams of terror. It has to stop. Pakistan has to be put where they belong. So, they have to be put on that list, no doubt about that,” Freddy Svane, the former Danish Ambassador to India, told IANS in an exclusive interview, earlier this month.

  • Indian stock market opens lower amid weak Asian cues

    Indian benchmark indices opened in the red on Tuesday, tracking weak cues from Asian markets, with early trade witnessing selling pressure in auto, IT, and pharma sectors.

    At around 9:28 a.m., the BSE Sensex was down 186.35 points or 0.23 per cent at 81,609.80, while the NSE Nifty fell 68.20 points or 0.27 per cent to trade at 24,878.30.

    The Nifty Bank index slipped 30.10 points or 0.05 per cent to 55,914.80. The Nifty Midcap 100 index was trading lower by 36.40 points or 0.06 per cent at 58,732.10, while the Nifty Smallcap 100 declined 66.30 points or 0.36 per cent to 18,482.90.

    Market sentiment remained cautious as investors reacted to geopolitical tensions and global cues. Analysts noted that former US President Donald Trump’s latest comments on Iran have raised concerns about the broader geopolitical outlook.

    Despite escalating tensions between Iran and Israel, global markets have shown resilience. The decline in the US volatility index (CBOE VIX) suggests that sharp corrections are unlikely unless the conflict escalates further, market experts said.

    “The key reason for the market’s resilience is the participation of retail investors, who continue to see every market dip as a buying opportunity. Elevated valuations are not discouraging retail flows,” said Dr. V.K. Vijayakumar, Chief Investment Strategist at Geojit Financial Services.

    Among the Sensex constituents, Axis Bank, Kotak Mahindra Bank, NTPC, PowerGrid, Adani Ports, ICICI Bank, SBI, TCS, and HCL Tech were the top gainers in early trade. On the flip side, Tata Motors, Sun Pharma, IndusInd Bank, UltraTech Cement, Titan, and Bajaj Finance were among the top losers.

    On the institutional side, foreign institutional investors (FIIs) offloaded equities worth ₹2,287.69 crore on June 16, while domestic institutional investors (DIIs) remained net buyers with purchases worth ₹5,607.64 crore.

    In Asian markets, indices in Bangkok, Jakarta, Japan, and Seoul were trading in the green, while those in Hong Kong and China witnessed losses.

    In the previous trading session, US markets ended higher. The Dow Jones closed at 42,515.09, up 317.30 points or 0.75 per cent. The S&P 500 gained 56.14 points or 0.94 per cent to end at 6,033.11, and the Nasdaq rose 294.39 points or 1.52 per cent to 19,701.21.

    Attention now turns to the US Federal Reserve, which begins its two-day policy meeting on Tuesday. The central bank is widely expected to keep interest rates unchanged.

    “Comments from Fed Chair Jerome Powell will be closely watched, especially in the context of easing inflation and continued economic strength,” said Devarsh Vakil, Head of Prime Research at HDFC Securities.

  • Iran strikes Israeli broadcaster as Tehran seeks diplomatic exit through Gulf intermediaries

    The Islamic Republic of Iran Broadcasting (IRIB), Iran’s national broadcaster, came under direct attack in what Israeli military officials described as retaliation for strikes on Israeli media infrastructure. The assault on IRIB marks a troubling escalation in the targeting of civilian facilities by both sides.

    On Monday, Iranian missiles struck Israel’s Tel Aviv and the port city of Haifa, destroying homes and causing civilian casualties as the conflict between the two nations entered its fourth consecutive day. In response, Israel launched airstrikes on buildings housing Iranian state-owned media organizations in Tehran, including the IRIB television facility—hit during a live broadcast.

    The intensifying confrontation has prompted urgent diplomatic efforts by Gulf nations and raised alarm among global leaders gathered at the G7 Summit over the risk of a wider regional war.

    Tehran has reached out to Qatar, Saudi Arabia, and Oman, urging these Gulf intermediaries to persuade U.S. President Donald Trump to use his influence on Israel to agree to an immediate ceasefire. In exchange, Iran has signaled openness to renewed flexibility in nuclear negotiations. Gulf leaders and their top diplomats are reportedly engaged in round-the-clock communication with Tehran, Washington, and other capitals in an effort to contain what is now considered the most serious direct confrontation between the two longstanding rivals in West Asia.

    The diplomatic push comes amid ongoing missile and drone strikes targeting each other’s military, nuclear, and civilian infrastructure. Israeli Prime Minister Benjamin Netanyahu on Monday did not rule out a potential strike on Iran’s Supreme Leader Ayatollah Ali Khamenei, stating that such an action could “end the conflict.” However, according to a U.S. official, President Trump has reportedly rejected Israeli plans to assassinate the Iranian leader.

    The Israeli military issued evacuation warnings to residents and personnel in target areas of Tehran before conducting the strikes. Similar warnings were also issued within Israel.

    Speaking at the G7 Summit in Canada, President Trump urged Iran to return to the negotiating table over its nuclear program to help resolve the crisis. “They should talk, and they should talk immediately before it’s too late,” Trump said. While the United States has not provided direct military support to Israel so far, the president has indicated that future involvement remains a possibility.

    Despite mounting destruction and civilian casualties, there are currently no clear signs of de-escalation. Iran has expressed a willingness to return to nuclear negotiations if Israeli attacks cease, but both nations appear entrenched in their positions.

    As a security precaution, the Israeli Civil Aviation Authority has announced a complete closure of airspace over major cities, while Iran has imposed similar restrictions on civilian flights over Tehran and other urban centers. Both militaries have issued evacuation advisories to civilians in high-risk zones, though their effectiveness in preventing casualties remains uncertain.

    What’s good for land is good for people and economies.

    But humanity is degrading land at an alarming rate, costing the global economy nearly $880 billion every year — far more than the investments needed to tackle the problem.

    Droughts are forcing people from their homes, and inflaming food insecurity – the number of newly displaced people is at its highest level in years.

    Repairing the damage we have done to our land offers huge benefits, including a great return on investment. It can reduce poverty, create jobs, safeguard water supplies, protect food production, and improve land rights and incomes – especially for smallholder farmers and women. 

    The theme of this year’s Desertification and Drought Day – “Restore the Land. Unlock the Opportunities” – is both a statement of fact and a call to action.

    I urge governments, businesses, and communities to answer the call and accelerate action on our shared global commitments on sustainable land use. We must reverse degradation, and boost finance for restoration – including by unlocking private investment. 

    Let’s act now to heal land, seize opportunities, and improve lives.

Elle permet de réduire la pauvreté, de créer des emplois, de préserver les ressources en eau, de protéger la production alimentaire et d’améliorer les droits fonciers et les revenus, en particulier pour les petits exploitants agricoles et les femmes.

    Le thème retenu cette année pour la Journée mondiale de la lutte contre la désertification et la sécheresse, « Restaurer les terres. Saisir les opportunités », est à la fois un constat et un appel à l’action.

    J’exhorte les gouvernements, les entreprises et les populations locales à entendre cet appel et à redoubler d’efforts pour que les engagements mondiaux en faveur d’une utilisation durable des terres soient honorés. Nous devons enrayer la dégradation de l’environnement et accroître les financements en faveur de la restauration des terres, notamment en mobilisant des investissements du secteur privé.

    The ACT Government will deliver more cost-of-living support for apprentices and trainees as they skill up for good secure jobs.

    This $1.8 million investment will continue for the second year running. All ACT-based apprentices and trainees will receive a $250 payment next year, with first-year apprentices and trainees receiving an additional $250 to help cover the cost of tools and equipment.

    This direct support follows the successful delivery of the Government’s 2024 cost-of-living payment, which saw thousands of local apprentices and trainees receive assistance.

    It also builds on the Federal Government $10,000 completion incentive payments for apprentices working in housing construction that start from 1 July this year.

    As part of an ACT Labor election commitment, the Government will also reduce light trailer and caravan registration fees in the Budget by up to $150 for 12 months between 1 September 2025 and 31 August 2026, which will also support people who rely on trailers to transport tools and equipment for their trade.

    The Government will also progress major investments in Canberra’s training system over the next three years for CIT’s Cloud Campus Program, delivering improved digital learning platforms and business systems to modernise training delivery across the Territory.

    “The Government will make a strong commitment to supporting apprentices and public TAFE in the Budget,” said Treasurer Chris Steel.

    “These high-quality training opportunities are part of Labor’s plan to build the skilled workforce Canberra needs – to supply 30,000 homes by 2030, expanding early childhood education, or strengthening the care economy.”

    “We’re supporting young workers and career changers through cost-of-living relief, better digital systems at CIT, and expanded access to high-quality training in critical areas like construction and the clean economy,” said Minister for Skills, Training and Industrial Relations Michael Pettersson.

    “With the imminent opening of CIT Woden, the Budget also delivers major upgrades at CIT campuses and funding to meet our commitments under the National Skills Agreement, including the new Electric Vehicle TAFE Centre of Excellence.”

    Further investments in 2025-26 include:

    • Ongoing operational funding for the new CIT Woden and Yurauna campuses
    • Additional support for CIT’s digital infrastructure and youth training services
    • Support for the Electric Vehicle Centre of Excellence as part of the National Skills Agreement

    These initiatives will help ensure that cost is not a barrier to Canberrans accessing training and that local training institutions are fit-for-purpose as the ACT continues to grow.

    A powerful new documentary, Emily: I Am Kam, revealing the work of Australia’s most significant artist, Emily Kam Kngwarray, premieres on National Indigenous Television (NITV) and SBS On Demand on Wednesday 9 July at 8:30pm, with an encore on SBS on Saturday 12 July at 8:30pm.
    Directed by Danielle MacLean, the film delves into Emily Kam Kngwarray’s transformative impact on the international contemporary art world and her enduring legacy. Emily: I Am Kam is a detailed portrait that offers an intimate and profound exploration of Kngwarray, a trailblazing Anmatyerr artist from the Northern Territory. Kngwarray is celebrated as one of Australia’s most significant and prolific artists. Her work is deeply rooted in her connection to Country, culture, and community, Emily: I Am Kam follows the preparations of the National Gallery of Australia’s major 2023 Kngwarray retrospective. It provides a rare opportunity to witness her journey and the profound influence of her art and explores the power of Emily’s work to protect her Country, Alhalker.
    The film has received principal production funding from Screen Australia’s First Nations Department, and features rare archival recordings, audio, and visuals from the mid-1970s onwards, many of which have never been seen or heard before. These materials allow Kngwarray to speak in her own words, offering viewers an authentic and personal insight into her life and artistic process.
    Interviews with Emily’s descendants as they revive the awely (women’s ceremony) and collaborate on a major retrospective exhibition, reaffirms her connection to Country and community and helps audiences gain an understanding of who she was and why she painted. It also reveals her legacy is much more than the 3,000 or so paintings she left behind.
    Emily: I Am Kam is produced by Anna Grieve and Danielle MacLean of Tamarind Tree Pictures, and written and directed by Danielle MacLean.

  • MIL-OSI Australia: Council adopts Budget 2025/2026 to invest in community priorities across Greater Bendigo

    Council last night adopted the Budget 2025/2026 marking a bold step forward with substantial investment in everyday infrastructure and transformative projects, including the redevelopment of Bendigo Art Gallery.

    For the first time, the Budget and the newly adopted Council Plan Mir wimbul 2025-2029 have been developed and planned together to ensure a strong alignment between strategic goals and the resources required to achieve them.

    These milestone documents have been shaped through extensive community engagement that began back in late 2024.

    The Budget 2025/2026 has an annual action plan to ensure efficient and sustainable delivery of services.

    Mayor Cr Andrea Metcalf said investing in long term projects supported Greater Bendigo’s growth.

    “We have some very exciting projects ahead that are vital for the region’s future economic success,” Cr Metcalf said.

    “The $45M redevelopment of the Bendigo Art Gallery will reshape the region’s future.

    As the largest infrastructure project ever undertaken by Council, it will elevate the Gallery’s status as a cultural and economic asset for both our region and the state of Victoria. Council’s $9M investment has helped secure more than $34M in external funding, including $21M from the State Government, $4M from the Gallery Board and more than $9M in philanthropic donations – an amazing achievement.

    “Funding partners are critical to major project delivery across Bendigo, including the State Government fully funding the redevelopment of the Bendigo Bowls and Croquet Clubs, and investing in the Bendigo Low Line Walking and Cycling Trail between Golden Square and White Hills.

    “All three levels of government have invested in the North Bendigo Recreation Reserve stage 1 pavilion works, and the Federal Government and the City are also upgrading the Golden Square Recreation Reserve Pavilion and jointly investing in the new Heathcote Civic Precinct. 

    “The Budget will invest in important infrastructure used daily in the community. There are around 230 road renewals, 12 new footpaths, 14 footpath renewals, new roundabouts, tram track upgrades, bridge renewals, Waratah Road and Midland Highway intersection signalisation, playspace renewals and much more.

    “Developing the Council Plan and Budget at the same time has ensured that our strategic goals are directly supported by the projects and initiatives we’re funding.

    “Top priorities identified through community engagement are roads, (including public and active transport), waste management, and parks and trails. The recurring themes were for Greater Bendigo to be responsible, healthy, thriving and welcoming.

    “The Budget 2025/2026 has been developed to be fiscally responsible while managing community expectations. This is a balanced approach that reflects our commitment to deliver around 60 essential community services, progress multi-year capital works, and maintain essential infrastructure used daily in the community.

    “There are limited funds available and this Budget seeks to address these concerns by continuing to fund existing services wisely and prioritise works and services in a responsible manner.”

    The Budget has been developed in line with the State Government’s rate cap of 3 per cent. As with previous years, Council has not applied for a variation to the rate cap as it seeks to absorb increasing costs for supplies, goods and services.

    There will be no increase to waste charges for ratepayers in the new financial year.

    The Budget 2025/2026 is valued at $259M, with an operating budget of $189M funding services like waste collection, street cleaning, environmental health, statutory planning, road maintenance, flood restoration works, early learning, immunisation, tourism and visitor services, and much more, and a capital works budget of $70M for new infrastructure projects across the community.

    The City of Greater Bendigo is delighted to present the 2025/2026 Budget, reflecting projects and initiatives that respond to our community’s priorities. 

    Thank you to everyone who participated in the community engagement process to inform this Budget and the new Council Plan Mir wimbul 2025-2029. 

    For the first time, the City has prepared the Budget and a new Council Plan at the same time, which ensures alignment between the goals of the Council Plan and the projects and initiatives funded in the Budget. 

    In November 2024, 180 people contributed to a community survey via the City’s Let’s Talk Greater Bendigo community engagement platform, which identified roads (including active and public transport infrastructure), waste, parks and trails as the top priorities. 

    As such, these priorities are reflected in the kinds of projects and initiatives funded in this Budget and also the goals and actions in the new Council Plan. Community engagement can also take other forms throughout the year, including various engagement sessions Councillors have held in the community, ongoing discussions community groups have with City staff, and direct advocacy from community groups via presentations to Council. 

    A range of large-scale infrastructure projects lead the City’s investment on behalf of the community. 

    Construction will start on the $45M stage one Bendigo Art Gallery redevelopment – a transformational project designed to cement the Gallery’s reputation as a cultural and economic success for Greater Bendigo and the state of Victoria. This will be the largest infrastructure project ever undertaken by the City and Council’s investment of $9M has helped secure more than $34M in external funding to date, including $21M from the State Government, $4M from the Gallery Board and more than $9M in philanthropic funding. 

    The City will project manage the State Government’s investment in redeveloped Bendigo Bowls and Croquet Clubs facilities, which will provide the bowls club with two synthetic greens and two grass greens, two widened croquet greens and an upgraded clubhouse. 

    A mix of funding from the Federal Government ($500,000) and the City ($1.85M) will deliver the Golden Square Recreation Reserve Pavilion upgrade and renewal, including improved player amenities for football, netball and cricket user groups, and spectators. And all three levels of government have invested $3.2M ($1.2M from the City) in stage 1 pavilion works at North Bendigo Recreation Reserve.

    It will be easier to travel through the city centre by bike and on foot with the innovative 4.4km Low Line Walking and Cycling Trail to take shape within the Bendigo Creek, between Golden Square and White Hills, and the shared cycle path along Mundy Street, from McCrae Street out to Back Creek. 

    Recent Federal election commitments relating to the Kangaroo Flat Skate Park, stage 2 of the North Bendigo Recreation Reserve redevelopment (pavilion construction) and new female-friendly facilities at Truscott Reserve will be delivered over coming financial years. 

    The $4.3M Heathcote Civic Precinct will also get underway, delivering a much-needed contemporary community hub and customer service centre for City services.

    Accessibility is important in this Budget, with The Capital theatre to receive an upgrade to make the stage accessible to all performers, including purchase of a Mobilift, and installation of a heating and cooling system for the Bendigo Town Hall to make it a more inviting and usable community space.

    Following the floods of 2024, $4.3M will fund drainage, stormwater and flood mitigation improvement works.

    BEIJING, June 17 (Xinhua) — A Chinese-Uzbek joint archaeological team has made significant progress in excavations at the Chinartepa site in the upper reaches of the Surkhandarya River, uncovering numerous residential structures and unearthing a large number of cultural relics, CCTV reported on June 15, citing the Silk Road Joint Archaeological Research Center of Northwest China University (NWCU), northwest China’s Shaanxi Province.

    The Chinartepa settlement, located on the edge of the third terrace of the eastern bank of the upper reaches of the Surkhandarya River, occupies an area of 350 thousand square meters and consists of a central settlement and adjacent burials. During the current excavations in the key area of the settlement, multi-layered housing structures of different periods were uncovered, which is important for constructing the chronological sequence of the Kushan culture, rethinking the architectural forms of the Kushan period and clarifying the archaeological characteristics of this culture.

    Wang Jianxin, head of the Central Asian Archaeological Team of Northwest University of China and head of the Chinese-Uzbek joint archaeological team on the Chinese side, said that more than 30 dwellings located in at least 6 cultural layers were discovered at the site. Rich ruins including wall foundations, fireplaces, post holes were excavated, and numerous artifacts were recovered: painted clay figurines of people and animals, clay spindle whorls, stone millstones, coins and other items. The clear stratigraphy of the dwelling foundations makes it possible to clearly trace the processes of rebuilding, reconstruction and abandonment of houses in different periods.

    Currently, the archaeological team has strengthened and preserved the discovered foundations of the dwellings and is carrying out systematic work to restore the extracted cultural relics.

    From 2019 to the present, the Chinese-Uzbek joint archaeological team has conducted 7 archaeological surveys and excavations in the upper reaches of the Surkhandarya River, confirming the existence of a chain of equidistant Kushan settlements on the eastern bank of the river. Excavations at the Chinartepa settlement, which is the largest and best-preserved settlement of the Kushan period in the area, are ongoing. -0-

  • MIL-OSI New Zealand: New Zealand’s Foreign Policy Reset: Progress & Reflections

    Good afternoon.

    National Chair of the New Zealand Institute of International Affairs, Dr James Kember, Executive Director Dr Hamish McDougall, members of the Diplomatic Corps, distinguished guests. 

    It is a pleasure to speak here today at the New Zealand Institute of International Affairs’ Annual Conference.

    The NZIIA contributes to, and facilitates, discussion and debate about New Zealand’s foreign policy, and we thank you for hosting us. 

    In May last year, it was the NZIIA that hosted us in Parliament for a speech that addressed the challenges we face in a more fractious world and outlined how the Coalition Government was bringing more energy, more urgency and a sharper focus to our foreign policy.

    Just over a year later, we thought we’d reflect on the Government’s Foreign Policy Reset, where progress has been made, and the foreign policy themes we have accentuated in the year since we last spoke to you.

    This is also the time for a clear-eyed appraisal of New Zealand’s strategic circumstances, and the sharply deteriorating international outlook, as evidenced by the protracted illegal war in Ukraine and in the catastrophic escalation of the conflict in the Middle East. 

    Twenty-five years ago, New Zealand enjoyed a world that was becoming more open, more democratic, and more free. Trade liberalisation was gathering pace. Effective multilateralism helped underpin a liberal- oriented international rules-based system.

    Turning to the world of today – and looking out to tomorrow – the changes are stark. Uncertainty is now pervasive across the globe. We face an international operating environment under serious strain, one that poses complex challenges while exposing structural weaknesses in that operating environment.

    While geography remains a constant, distance is no buffer. There is no opting out from the geopolitical realities we face. So, this is a timely reminder of what is at stake, and why our foreign policy matters for all New Zealanders. 

    Foreign policy can often be perceived as far removed from New Zealanders’ daily lives. But recognising how our foreign and trade policy underpins New Zealanders’ security and prosperity is crucial to the open and mature national conversation we must continue to have in our vibrant democracy.

    While operating for the most part quietly and in the background, our foreign and trade policy helps deliver outcomes that matter for all of us.

    From the export dollars our farmers and manufacturers earn in key markets and helping to remove barriers for our exporters.

    • To new international market opportunities being opened for our innovative services firms.
    • To the international rules that provide us with our Exclusive Economic Zone and its resources, preserve Antarctica as a zone of peace and science, and which govern behaviours in outer space and cyber space.
    • To the international security partnerships that enable us to tackle common threats, such as the flow of illegal drugs into our country, or terrorist threats.
    • To the standards that underpin everyday fundamentals we all rely on, whether international air and sea shipping, our telecommunication devices, or biosecurity measures.
    • And to the opportunities for young New Zealanders to travel and work overseas and return with new skills and experiences.

    So while foreign and trade policy may seem abstract, how we act in the world matters for New Zealanders every day.

    This fundamental link between how we advance our interests abroad, and our security and prosperity at home, is why the Coalition Government prioritises foreign policy as a crucial instrument to achieve both. That, after all, is how we maintain support from the taxpayers who underwrite our efforts.

    This demands being present, engaged, and explaining ourselves. There remains no substitute for in-person diplomacy, relationship building, and educating the public about the choices we face. 

    Now, our critics complain that we are leading a radical repositioning of our foreign policy. But only in one very narrow and important respect are they right. We have radically increased the tempo of our diplomacy, in recognition of our predecessors’ torpor, but also because of the sheer magnitude of the challenges we face. 

    Since being sworn into office in November 2023, we have visited 46 countries, several more than once, met with well over 100 Presidents, Prime Ministers, Deputy Prime Ministers and Foreign Ministers, and had over 400 political engagements. 

    Through this engagement we are better informed about the world around us, as are counterparts about New Zealand’s foreign policy perspectives and the values that underpin them.

    And we continue the important duty of communicating New Zealand’s foreign policy priorities to the public and explaining the nature of our changing strategic circumstances and the choices that flow from them.

    We push ourselves to work harder, and explain ourselves better, because New Zealand has understood these past 80 years, that as a small state geographically isolated from the great landmasses of Asia, Europe and the Americas, only through the conduct of a highly active foreign policy can we advance our national interests, defend our region, and make it more prosperous.

    Foreign Policy Reset: Progress

    Distinguished guests, in our speech to you last year we outlined the six priorities that form the Government’s foreign policy reset. Today’s speech is an opportunity to recap the ambition that Cabinet set out and highlight key areas of effort and progress.

    First, we are significantly increasing our focus and resources applied to South and Southeast Asia. 

    With 34 outward Prime Ministerial and Ministerial visits to the region since February 2024 – advancing new business and investment opportunities, while expanding defence and security cooperation, and upgrading a range of key relationships – we are investing in the wider region, commensurate with its strategic and economic significance.

    In 2025, we have upgraded our Viet Nam relationship to a Comprehensive Strategic Partnership, and we are working hard to similarly achieve upgrades in our ASEAN and Singapore relationships.

    It was a pleasure to again visit India last month, and to contribute to this important and growing relationship, including welcoming the negotiations underway towards a comprehensive free trade agreement.

    Complementing this investment in South and Southeast Asia, the Government also remains focused on the depth and breadth of our important relationships across North Asia. Our bilateral relationship with China is New Zealand’s largest trade relationship. It’s proven mutually beneficial and significant for both countries.  The relationship is supported by regular people exchange, including political dialogue, business, education and tourism links. And we are pleased that with the Prime Minister visiting China this week we will have completed reciprocal visits between our respective counterparts over the past two years.

    Our long-standing political connections enable frank and comprehensive discussions on areas of disagreement, including those that stem from our different histories and different systems. Indeed, it is a sign of healthy relationships that we can and do express disagreement on important issues. 

    Japan and Korea are two likeminded democracies in the Indo-Pacific, who view the region and the world in the same way we do and are increasingly central to achieving our interests.

    Second, we are renewing and reinvigorating meaningful engagement with traditional and likeminded partners. 

    Our circumstances underscore the importance of an even deeper strategic partnership with Australia as well as other partners with which we share a deep history and enduring interests.

    Consultations with Australian Foreign Minister Penny Wong in Adelaide last month highlighted that New Zealand has no closer or more important partner that Australia, our one formal ally, with whom we share interests across the full expanse of regional and international issues.

    We have grown the important partnership with the United Kingdom, including advancing trade opportunities and reiterating our shared commitment to tackling international security challenges. 

    Similarly, enhanced engagement with the European Union and its member states is a significant focus for New Zealand.

    The change in the US Administration in January has inevitably generated changes in the priorities and direction of US foreign policy. But the significance of the US’ continued role in the security and stability in the Indo-Pacific and as an essential economic partner remains, and this continues to be the focus of our engagement, including during discussions with Secretary Rubio in Washington and Admiral Paparo, Commander of US INDOPACOM in Honolulu.

    Third, we are sustaining a deeper focus on the Pacific, working in collaboration with Pacific Leaders to protect and advance our interconnected security, economic, social and environmental interests.

    In a more complex global environment, coming together as a region is even more important.  Which is why Pacific regionalism sits at the core of our Pacific approach, with the Pacific Islands Forum at its centre. 

    We will always be members of the same Pacific family. A series of cross-party Parliamentary delegations into the region, alongside our exhaustive travel around Micronesia, Melanesia, and Polynesia, have demonstrated that New Zealand’s commitment to the region spans the political spectrum and is foundational to who we are as a country.

    Our Pacific-focused International Development Cooperation programme – reshaped to achieve more impact by doing fewer, bigger, projects better – is helping to build climate and economic resilience, strengthen governance and security, and to lift heath, education and connectivity.

    Fourth, we are targeting our multilateral engagement on priority global and transboundary issues, working to defend and preserve core principles of international law that underpin our security and prosperity.

    Respect for the UN Charter principles of sovereignty, territorial integrity, and the prohibition on the use of force is essential to avoid a return to a world where the exercise of hard power reigns supreme.

    Where these principles are flagrantly violated, such as in Russia’s continued illegal invasion of Ukraine, we must stand against such aggression and lend our efforts to achieving a just and sustainable peace.

    New Zealand’s response to the Israel-Hamas conflict is also grounded in upholding international law, including international humanitarian law.

    While the multilateral system has served us all well for many decades, it most certainly is not without flaws. We recognise that defending, strengthening, and modernising the rules-based system also means supporting reform of multilateral institutions. 

    We actively support efforts to make these institutions more responsive, efficient and effective to ensure they are focused on making a difference for our citizens, and we feel an urgency around necessary reform.   

    Fifth, we are supporting new groupings that advance and defend our interests and capabilities. 

    The relationship between the Indo-Pacific Four (IP4) countries – Australia, Japan, South Korea and New Zealand – is an example of this new support. 

    Deeper political-level engagement between NATO and the IP4, begun by predecessor governments, has allowed us to raise the profile of shared strategic challenges in the Euro-Atlantic and Indo-Pacific, and to drive enhanced cooperation on priority areas including cyber, artificial intelligence, and defence capability.

    This effort will be given further momentum next week, when the Prime Minister travels to The Hague for engagements with fellow IP4 partners and NATO countries, during the NATO Summit.

    And sixth, we are working hard to advance the Government’s goal of seriously lifting New Zealand’s export value over the next decade. 

    This means harnessing every potential gain from our trade and economic agenda; promoting New Zealand as a place to do business; and creating opportunities for our world-class exporters. 

    This Government has conducted eleven successful trade missions, as we work towards the target of 20 missions involving New Zealand businesses during this Parliamentary term.

    New trade agreements concluded with the United Arab Emirates and the Gulf Cooperation Council will open doors and provide greater certainty as well as create more chances for our exporters to grow and diversify their businesses. 

    As will our efforts to leverage and expand existing trade agreements – such as through the United Kingdom’s accession last year to the Comprehensive and Progressive Agreement for Trans Pacific Partnership (CPTPP).

    Mid-term reflections

    In recent speeches we have outlined that the priorities identified in the foreign policy reset are underpinned by three key concepts:

    • The realism that informs the Government’s foreign policy.
    • Our view of the crucial role that diplomacy needs to play in our troubled world.
    • And our unshakeable belief that small states matter and that all states are equal.

    In fashioning foreign policy responses, the realist tendency is to err on the side of prudence. That is, we are careful in what we say, and when and how we say it. 

    We leave it to the small cabal of ill-informed critics of our foreign policy approach to shout impotently at clouds. They are good at that. Take AUKUS. In our speech to the NZIIA last year we were candid about what AUKUS Pillar 2 was, why the Ardern/Hipkins Governments launched work on it, and we laid out the necessary pre-conditions for participation. 

    A year on, there is nothing new to report, which you might think says something about the current dynamic, but still critics insist dark clouds have formed around our independent foreign policy. Their arguments were ill-informed and rubbish then. They’re ill-informed and rubbish now.

    We said we would update New Zealanders on Pillar 2 when there was something new to say. And we will.       

    In conditions of great uncertainty and disorder, such as we are currently experiencing, prudence is a both a logical and necessary guiding principle for a small state like New Zealand.

    We see our responsibility to the New Zealand people, in conducting foreign policy, as making cool-headed calculations of the country’s own strengths and weaknesses as we fashion our responses to events large or small that impact upon New Zealand’s interests.

    For a small state like New Zealand, the role of diplomacy is a crucial instrument of our foreign policy. In our complex geostrategic environment never has effective diplomacy been more needed. 

    Summing up our wide foreign policy discussions in our National Statement to the United Nations last year, we said it has never been more apparent just how much diplomacy and the tools of statecraft matter in our troubled world. 

    Since war and instability is everyone’s calamity, diplomacy is the business of us all. We have observed that at this moment in time the ability to talk with, rather than at, each other has never been more needed. 

    Those who share our values, and even those who do not, gain from understanding each other’s position, even when we cannot agree. From understanding comes opportunity and from diplomacy comes compromise, the building block of better relations between nations. We said we need more diplomacy, more engagement, more compromise. 

    As Churchill also said in his later years, “meeting jaw-to-jaw is better than war.”

    The inherent tensions and imbalances in the global order – between the desire for a rules-based order that protects small states against aggression, and the unjustified exercise of power by certain Great Powers – have only grown over the last past eight decades. 

    Yet small states matter now as much as they did then. New Zealand holds the foundational belief that all states are equal and that our voices matter as much as more powerful states. Adopting a prudential approach to our diplomacy also means not reacting to everything that happens around us. 

    In closing, it’s fitting to return to the broad theme of the event – New Zealand’s foreign policy in a contested world.

    The outlook is challenging, to say the least, and we – government and public alike – must grapple with the reality of the fraught strategic circumstances that New Zealand faces.

    We have many friends in the world, but no-one owes New Zealand a living. It is incumbent upon us to chart our course, assert our priorities, cultivate our partnerships, and pursue our interests with the vigour we have injected into our diplomatic efforts these past 18 months.

    Amidst serious challenges and risk, there are also opportunities. Realising these means that we must continue to bring energy, urgency and a sharper focus to our foreign policy. 

    Through the Foreign Policy Reset, we are focused on doing exactly that and ensuring that we continue to deliver security and prosperity for all New Zealanders.

  • MIL-OSI New Zealand: The ‘serious threat to life or health’ exception in the HIPC

    Rule 11 of the Health Information Privacy Code (HIPC) allows you to disclose health information if it is necessary to prevent or lessen a serious threat to the life or health of any person, or public health or safety (the serious threat exception). In each case, there are requirements that must be met for the serious threat exception to apply. If another piece of legislation requires or allows you to share the health information in question you should rely on that legislation rather than Rule 11.

    Step 1: Have you received authorisation to share this information?

    Authorisation means that the person whose health information it is has agreed that you can share the information. Authorisation can also be given by the individual’s representative if the individual is dead or unable to exercise their rights under the HIPC (e.g. due to a cognitive impairment which impacts decision making or very young age).

    You should give the person as much information as possible about what information you will share, who you will share it with, and why.

    If you receive authorisation, then you can share the information under Rule 11(1)(b), which permits disclosure when it is authorised by the individual or their representative.

    If you don’t have authorisation, go to step 2.

    Step 2: Is it reasonably practical to seek authorisation?

    For the serious threat to life and health exception to apply, you need to have reasonable grounds to believe that it is not desirable or not practicable to get authorisation from the individual concerned. For example, if you have reasonable grounds to believe that seeking authorisation could increase the threat.

    If it is reasonable for you to seek authorisation, you need to do so. If you ask for authorisation, but the individual does not authorise you to disclose the information, you need to consider why it was not given and whether it is appropriate to continue through the steps.

    If it is not reasonably practical to seek authorisation, go to step 3.

    Step 3: Is there a serious threat to the life or health of a person?

    The serious threat exception applies to serious threats to:

    • The life or health of the person whose information it is.
    • The life or health of any other person.
    • Public health or public safety.

    When considering whether there is a serious threat, you need to use your clinical judgement to assess the likelihood of the threat occurring, the seriousness of the threat and the harm that could eventuate, and the imminence of the threat.

    If the threat does not meet the “serious threat” threshold, you cannot rely on this exception.

    If there is a serious threat, continue to step 4.

    Step 4: Is the disclosure to someone who can help lessen or prevent the threat?

    You can only disclose health information under the serious threat exception if you are sharing the information with someone who can help lessen or prevent the threat.
    You can share only as much information as is needed to prevent or lessen the threat. You should record your decision making about who to share with and how much information to share.

    The case note: Police were right to disclose mental health information is an example of how the serious threat exception could work in practice.

  • MIL-OSI New Zealand: Arrest made in relation to homicide of Kaea Karauria

    Police have charged a teenager after alleged interference in the murder investigation of 15-year-old Kaea Karauria.

    The girl was taken into custody on 16 June, after Police investigating Kaea’s death learned that a witness had been approached and allegedly threatened.

    Detective Inspector Dave de Lange said the alleged incident occurred on 12 May, a day after the fight in which Kaea was killed. Police learned of the approach on 6 June, while conducting follow-up enquiries.

    The teen has been charged with wilfully attempting to pervert the course of justice, and will reappear in the Hastings Youth Court next month.

    Detective Inspector de Lange said any form of witness tampering was treated seriously.

    “When a witness is threatened, or attempts are made to sabotage an investigation, Police will act without hesitation. This should be a warning to anyone who contemplates interfering with justice.”

    Detective Inspector de Lange encouraged anyone with information about the incident to contact Police.

    Chief Executive John Lee revealed today that CPC Central Committee Hong Kong & Macao Work Office Director and State Council Hong Kong & Macao Affairs Office Director Xia Baolong will visit Hong Kong from tomorrow until Sunday.

    Mr Lee told reporters ahead of the Executive Council meeting this morning that Mr Xia will attend the “5th Anniversary of Promulgation & Implementation of Hong Kong National Security Law Forum”, which is being organised by the Hong Kong Special Administrative Region Government.

    Mr Xia will also take the opportunity to observe economic and social developments in Hong Kong.

    The Chief Executive thanked Mr Xia for his continued concern and support for Hong Kong and extended his warmest welcome to Mr Xia ahead of his visit.

    Me Lee added that the Hong Kong SAR Government endeavour to ensure a smooth visit.

  • MIL-OSI Australia: Protecting buyers from dodgy car sales

    Consumer Affairs Victoria is pursuing legal action to protect consumers from car sellers who break the law.

    It’s currently targeting licensed and unlicensed sellers whose conduct has undermined consumers’ rights when buying a used car.

    Two companies operating car businesses in Dandenong and Cranbourne were recently suspended from trading. They had failed to deliver cars to customers, to pay or transfer stamp duty, and to return deposits on cancelled contracts.

    More than 200 customers have so far claimed over $330,000 from the Motor Car Traders Guarantee Fund, after losing money dealing with CMG Automotive and CHM Motors. The fund compensates Victorians who suffer financial loss as the result of dealing with a licensed car business that breaks the law.

    Consumer Affairs is now asking VCAT to permanently cancel CMG Automotive’s licence.

    In a separate case, unlicensed car trader Zequn Wang, was recently convicted and fined $25,000. Wang bought or sold 84 cars between January 2022 and September 2023. This is far greater than the four cars per year limit you can trade without a licence.

    The Office of Public Prosecutions has now launched an appeal on Consumer Affairs’ behalf to the County Court, believing the sentence handed down was inadequate.

    In Victoria, unlicensed traders face maximum penalties of up to $19,000, or 15% of the sale price, for each car they buy, sell or exchange.

    For many people, it’s one of the biggest purchases they’ll make. Understanding your rights can help you to be happy on the road.

    A new campaign will promote the laws that protect you when you’re buying a second-hand car. Demand for used cars rose 12% nationally last year.

    Buying from a licensed trader provides a cooling-off period, clear title and warranty. Combined with having access to compensation from the Motor Car Traders Guarantee Fund if things go wrong, these are strong protections not available if you buy from an unlicensed seller.

    Ever find yourself unable to stop scrolling through your phone, chasing that next funny video or interesting post?

    Or maybe you’ve felt a rush of excitement when you achieve a goal, eat a delicious meal, or fill your online shopping cart.

    Why do some experiences feel so rewarding, while others leave us feeling flat? Well, dopamine might be responsible for that. Here’s what it does in our brains and bodies.

    It’s a chemical messenger

    Dopamine is a neurotransmitter – a chemical messenger that facilitates communication between the brain and the central nervous system. It sends messages between different parts of your nervous system, helping your body and brain coordinate everything from your movement to your mood.

    Dopamine is most known for its role in short-term pleasure, and the boost we get from things such as eating tasty foods, drinking alcohol, scrolling social media or falling in love.

    Dopamine also assists with learning, maintaining focus and attention, and helps us store memories.

    It even plays a role in kidney function by regulating the levels of salt and water we excrete.

    Conversely, low levels of dopamine have been linked to neurodegenerative disorders such as Parkinson’s disease.

    How dopamine motivates us to pursue pleasure

    Dopamine is not just active when we do pleasurable things. It’s active beforehand and it drives us to pursue pleasure.

    Say I go to a cafe and decide to buy a doughnut. When I bite into the doughnut, it tastes fantastic. Dopamine surges and I experience pleasure.

    The next time I walk past the cafe, dopamine is already active. It remembers the doughnut I had last time and how delicious it was. Dopamine drives me to walk back into the cafe, purchase another doughnut and eat it.

    From an evolutionary perspective, dopamine was incredibly important and it ensured survival of the species. It motivated behaviours such as hunting and foraging for food. It reinforced the pursuit of finding shelter and safety and keeping away from predators. And it motivated people to seek out mates and to reproduce.

    However, modern technology has amplified the effects of dopamine, leading to negative consequences. Activities such as excessive social media use, gambling, consuming alcohol, drug use, sex, pornography and gaming can stimulate dopamine release, creating cycles of addiction and compulsive behaviours.

    Our dopamine levels can vary

    Our brain is constantly releasing small amounts of dopamine at a “baseline” rate. This is because dopamine is crucial to the functioning of our brain and body, irrespective of pleasure.

    Everyone has a different baseline, influenced by genetic factors such as our DRD2 dopamine receptor genes. Some people produce and metabolise dopamine faster than other people. Our baseline levels can also be influenced by sleep, nutrition and stress in our lives.

    Given we all have a baseline of dopamine, our experience of pleasure at any given time is relative to our baseline rate and relative to what has come before.

    If I play games on my phone all morning and get a dopamine release from that, then I eat something tasty for morning tea, I may not experience the same level of fulfilment or enjoyment that I would have had I not played those games.

    The brain works hard to regulate itself and it won’t allow us to be in a constant state of dopamine “highs”. This means we can build a tolerance to certain exciting activities if we seek them out too much, as the brain wants to avoid being in a state of constant dopamine “highs”.

    Healthy ways to get a dopamine boost

    Thankfully, there are healthy, non-addictive ways to boost your dopamine levels.

    Exercise is one of the most effective methods for boosting dopamine naturally. Physical activities such as walking, running, cycling, or even dancing can trigger the release of dopamine, leading to improved mood and greater motivation.

    Running can also give you a dopamine boost.

    Research has shown listening to music you enjoy makes your brain release more dopamine, giving you a pleasurable experience.

    And of course, spending time with people whose company we enjoy is another great way to activate dopamine.

    Incorporating these habits into daily life can support your brain’s natural dopamine production and help you enjoy lasting improvements in motivation, mood and overall health.

    India’s trade performance in May 2025 has shown strength and stability despite uncertain global conditions, according to views shared by industry experts and economists. FIEO President S C Ralhan highlighted that India’s total exports, including goods and services, increased by 2.8 per cent to USD 71.12 billion in May 2025, up from USD 69.20 billion in May 2024. The growth was mainly driven by services such as software, consultancy, and financial services.

    Even though merchandise exports dipped slightly to USD 38.73 billion, the continued service momentum helped support overall performance.”Exporters are adapting well to a tough global environment,” said Ralhan. “The ability to sustain export growth despite logistical disruptions, especially in the Middle East, is a testament to the sector’s agility and policy support. “On the import front, merchandise imports eased to USD 60.61 billion, while overall imports (goods and services) stood at USD 77.75 billion, down from USD 78.55 billion in May 2024.

    He added, “With appropriate policy interventions and global conditions expected to stabilise in the second half of 2025, India is well-positioned to regain a strong export growth trajectory”. Pankaj Chadha, Chairman of EEPC India, stated that the engineering exports sector has managed to stay steady despite continued international challenges.

    While there was a minor decline of 0.8 per cent in engineering goods exports in May 2025, down to USD 9.89 billion from USD 9.97 billion in the same month last year, the overall numbers remain encouraging. He said, “Overall global situation, however, remains volatile. Uncertainty has only been mounting due to geopolitical tensions in key parts of the world.

    The latest Israel-Iran conflict threatens to multiply the challenges for the exporting community. Apart from a rise in input costs as a result of a jump in crude prices, there is heightened concern around the blocking of the Straits of Hormuz by Iran in case tensions further intensify.

    Aditi Nayar, Chief Economist at ICRA, noted that India’s merchandise trade deficit reduced significantly to USD 21.9 billion in May 2025 from USD 26.4 billion in April. This is expected to help contain the current account deficit (CAD) for Q1 FY2026 to around USD 13 billion, or 1.3 per cent of GDP.

    She said, “If crude oil prices average around USD 75/barrel over the remainder of this fiscal, we foresee the CAD at 1.2-1.3 per cent of GDP for FY2026. While India’s exports contracted slightly in May 2025, this was entirely led by oil exports. Non-oil exports posted a YoY growth for the second consecutive month, led by electronic goods, garments, organic and inorganic chemicals, and marine products, which helped to moderate the trade deficit. Further, the YoY contraction in oil and gold imports helped to contain the merchandise trade deficit”. (ANI)

    Toomuc Fire Brigade recently gathered to celebrate their 80 years of service to the community and acknowledge the dedication of some of their long serving members.

    More than 60 people came together at the Cardinia Club in Pakenham on Saturday 14 June, with CFA Chief Officer Jason Heffernan joining in the festivities.

    Toomuc Fire Brigade Captain Andrew Ferrari has been a member for 22 years and said after a long, busy summer, it was nice to come together to mark the special occasion.

    “We are a peaceful bunch, we work hard, get the job done and get home safely,” Andrew said.

    “We had eight firefighters attend the Gurdies fire in December, before heading to the Grampians. Our 2nd Lieutenant Dan Farrall, lead a crew who were locating hot spots that had been called in by aircraft patrolling the area.”

    Forming after the Pakenham fires in 1944, the original station was then built and opened in 1954 by the founding members. The bricks used were made by the clay from the nearby creek.

    Surrounding larger towns like Pakenham, Officer, Upper Beaconsfield and Pakenham Upper, the old mining village of Toomuc remains well protected, with 23 brigade members stationed locally and Fire Rescue Victoria just around the corner.

    “We still have a wall out the front of our station made from the original bricks,” Andrew said.

    “We were also the first brigade to have a positive pressure fan for ventilation in the area.”

    15-year Toomuc member and 1st Lieutenant Blake Sokaluk said the brigade is well equipped with their tanker and ultralight, which assists them with their typical 190 call outs a year.

    “Our tanker goes away on strike teams quite a bit, and when it does go away, we always manage to get some crew on it.” Blake said.

    ‘During the 2019-20 bushfires it was away for five weeks and every shift there was either two, three or four of us on there.

    “That’s our strong point, if we do get called upon, we can make it happen. We have a great brigade who are willing and ready to help.

    “We’ve had members go interstate into Queensland, New South Wales, South Australia and Tasmania for fire and flood relief, and a couple are also on the Planned Burn Taskforce.

    “Our former Captain John Ferrari also fought the Ash Wednesday bushfires and remains active in the brigade.”

    Although the brigade doesn’t have a lot of daytime turnout availability due to most people working in the city or surrounds, the brigade has recently had three people jump on board.

    “We are a small brigade, but we love spending time with the community. We do regular events and fundraisers throughout the year where we bring our truck down and do a few activities with the kids and big kids,” Blake said.

    The service history within the brigade is diverse, ranging from one week to 43 years. On the night, two members received a National Medal, one with a first clasp, while three were awarded their 20 years of service certificate, and another three for 5, 10 and 15 years.

    Prime Minister Narendra Modi arrived in Calgary, Canada on Tuesday (local time) to participate in the G7 Summit, where he will meet with global leaders and share India’s views on key international challenges.
     
    As part of his ongoing three-nation tour — which began in Cyprus and will conclude in Croatia — PM Modi said that he would highlight the concerns of the Global South during the Summit. In a post on X, the Prime Minister said, “Landed in Calgary, Canada, to take part in the G7 Summit. Will be meeting various leaders at the Summit and sharing my thoughts on important global issues. Will also be emphasising the priorities of the Global South.”
     
    Ministry of External Affairs spokesperson Randhir Jaiswal said that PM Modi will participate in G7 discussions on the future of energy security. These discussions will focus on diversification, technological innovation, infrastructure, and investment, aimed at ensuring access and affordability in a changing global landscape.
     
    “At the invitation of PM @MarkJCarney, PM @narendramodi arrives in Alberta, Canada for the G7 Summit,” Jaiswal wrote on X. “PM will be participating in @G7 discussions on energy security… and will also hold several bilateral meetings on the sidelines.”
     
    PM Modi’s arrival in Canada comes at a time of diplomatic recalibration between the two nations, following a period of strained relations.
     
    Other invitees to the G7 meeting are Presidents Volodymyr Zelensky of Ukraine, Claudia Sheinbaum of Mexico, Luiz Inacio Lula da Silva of Brazil, and Lee Jae-Myung of South Korea, and Prime Ministers Anthony Albanese of Australia and Cyril Ramaphosa of South Africa.
     
    The G7 Summit is an annual gathering of leaders from the United States, United Kingdom, France, Germany, Japan, Italy, Canada, and the European Union. This year’s edition marks PM Modi’s sixth straight attendance at the Summit.

    The health sector is increasingly providing community-based health services. Read our Health on the Road guide: how to keep health information safe while working in the community (opens to PDF, 174KB), which aims to help you keep health information secure while you’re off-site or on the road. 

    What is your responsibility? 

    Rule 5 of the Health Information Privacy Code requires health agencies to keep health information safe. The focus of rule 5 is whether a health agency has taken reasonable steps to keep information safe.

    When deciding what steps are reasonable, you should consider:

    • the sensitivity of the health information
    • how a security measure will impact on your ability to carry out your functions, and
    • the likely consequences if the health information is lost or stolen.

    Health agencies are responsible for developing a security policy and making sure their employees know about it.

    Agencies should do everything they reasonably can to protect the health information they have and make it difficult for someone to misuse it. This means designing security systems and policies in anticipation that theft or break-ins may occur.

    Before you go

    When you travel off-site, only take the information you need to complete your work. Whenever you take any health information off-site, you’re exposing it to more risk than if you’d left it in the office, hospital, or clinic. 

    On the go

    We often hear of bags or laptops stolen from cars. Check:

    • Is this health information something you should be leaving in your car?
    • If you have to leave health information in your car, can you put it out of sight, for instance, in a locked glovebox or in the boot?

    To ensure information is not lost or left behind in transit, eg in taxis, public transport or other vehicles, consider:

    • Have you taken steps to remind yourself to take the health information with you when you stop on your journey? 

    Once you get there

    How will you secure the health information once you’ve reached your destination? If you’re taking the information to another health agency or facility, that may be relatively easy to do. 

    Community care workers sometimes need to take health information home with them. For instance, you may store information on a USB flash drive, or you may have clinical images stored on a personal mobile device. Devices like these are easy to transport and are also easy to accidentally misplace. 

    If your agency or employer allows you to take health information home, you should discuss with your agency or employer what additional security measures can be put in place to help you.

    • Some workers may have access to a password-protected lockable mobile device, or even a lockable file box.
    • Health information might be made available to you in a different way, for instance, by setting up remote access to your work computer.

    If your agency or employer doesn’t have a security policy for health information stored offsite, you should raise that with them so they can develop one. 

    Security for electronic information

    You may have a choice between taking physical documents off-site or operating off-site with an electronic device such as a laptop, smartphone, notepad or external hard drive.

    Unless your agency or employer has a policy that specifically permits the use of personal devices, you should not use a personal device to access health information. The security you use on your device needs to be at least as good as the security you use at work: 

    • Secure the device – set a strong password, passcode or pattern lock on the device. Is the security software up to date? Are there firewalls and current antivirus software in place and up to date?
    • Secure health information on the device – find out if you can use password protection on certain documents or if you can encrypt the information.

    Why does this matter?

    Keeping information secure is an essential step in maintaining the trust of patients and clients. There can be direct consequences for the person or people whose information is lost, and for your agency or employer.

    Further, if you fail to take appropriate steps to keep health information secure while you’re off-site, you could face disciplinary action, by your employer and/or through a professional standards body. There may be consequences for your professional registration. Your agency or employer could face reputational damage, or someone could make a complaint to the Privacy Commissioner. 

    What if something does go wrong?

    It’s important to be upfront if something goes wrong. Most agencies and employers accept that mistakes can happen and would prefer that staff let them know so that shortcomings can be addressed appropriately. Similarly, most patients will be more likely to be understanding and willing to listen if you’ve made efforts to address the problem quickly and transparently.

    If you find yourself dealing with a situation where health information has been stolen or lost, there are four key steps to take:

    1. Containment – prevent the situation from worsening.
    2. Evaluation – evaluate the potential harm that may be caused.
    3. Notification – decide whether the seriousness of the situation requires you to notify people who may be affected.
    4. Prevention – learn the lessons and reduce the chances of a repeat.

    Checklist

    • Do I need everything I’m planning to take? (If not, leave it behind!)
    • What are my safest choices in accessing the health information on a job?
    • What can I do to make sure the health information I take off-site is safe and secure (to prevent accidental loss or theft)?
    • Is there anything else I can do to make sure the health information remains safe while I am off-site?
    • When I get to my destination, how will I store the health information safely?
    • Do I know what to do if something goes wrong?

  • MIL-OSI Security: Jury Convicts Newburgh Felon of Firearms Possession

    ALBANY, NEW YORK – Andre Decker, age 45, of Newburgh, New York, was convicted on Friday of possessing a firearm as a felon following a 4-day jury trial.

    United States Attorney John A. Sarcone III and United States Marshal David McNulty made the announcement.

    The trial proof established that Decker, who was previously convicted of a violent felony involving a firearm, absconded from federal probation supervision and was the subject of an arrest warrant. On November 27, 2023, when Deputy United States Marshals attempted to apprehend Decker, he fled the apartment he shared with his girlfriend and led law enforcement on a foot chase wearing only his underwear. Decker broke into a neighboring apartment and hid in a closet where he was quickly located and arrested. The defendant possessed two loaded firearms in his apartment. 

    U.S. Attorney John A. Sarcone III stated: “Andre Decker couldn’t hide from the U.S. Marshals, and he couldn’t escape this trial conviction, either. Decker’s extensive criminal history and utter disregard for the law warranted zealous prosecution for his conduct in this case, and that’s just what he got. I thank the U.S. Marshals and Albany Police Department for their work in apprehending the defendant and keeping him off the streets.”

    U.S. Marshal David McNulty stated: “Mr. Decker is a danger to our community.  We are proud to have secured his capture and wish to thank both the community, the U.S. Attorney’s Office, and all our fellow law enforcement agencies whose cooperation was so important in this case.”

    Sentencing is scheduled for October 15, 2025, before United States District Judge Anne M. Nardacci.  Decker faces a maximum of 15 years in prison, a fine of up to $250,000, and a term of supervised release of up to 3 years. A defendant’s sentence is imposed by a judge based on the particular statute the defendant is convicted of violating, the U.S. Sentencing Guidelines, and other factors.

    The United States Marshal Service and Albany Police Department investigated this case. Assistant U.S. Attorneys Mikayla Espinosa and Ashlyn Miranda prosecuted the case.

    SYRACUSE, NEW YORK – Robert Rahrle, age 35, formerly of Florida and now residing in the Northern District of New York, was sentenced last week to 100 months’ imprisonment to be followed by 3 years of supervised release for wire fraud and tax evasion. United States Attorney John A. Sarcone III and Harry T. Chavis, Special Agent in Charge of the New York Field Office, Internal Revenue Service, Criminal Investigation (IRS-CI), made the announcement.

    As part of his previously entered guilty plea, Rahrle admitted that from 2017 through 2024, he ran a fraudulent online gift basket website called iCare Gifting Solutions LLC.  iCare purported to cater to families of incarcerated individuals, promising to send care packages into prisons.  iCare charged hundreds of customers approximately $50 per gift basket but never sent the gift packages.

    In addition to defrauding iCare’s customers, Rahrle evaded his federal taxes. He self-prepared and filed tax returns for tax years 2017 and 2018 that falsely reported business losses and failed to report hundreds of thousands of dollars of gross receipts.

    Senior United States District Judge Glenn T. Suddaby also ordered Rahrle to pay a $2,000,000 money judgment and $178,651 in restitution to the Internal Revenue Service with restitution to the individual victims of Rahrle’s fraud offense to be determined at a later date.

    U.S. Attorney Sarcone said: “Driven by greed, Rahrle operated a years’ long fraud scheme scamming people out of millions of dollars.  For that he will pay a high price a spend the next 8 years in federal prison.  My office will vigorously pursue consumer scam artists like the defendant to protect the public and the public fisc.”

    “Mr. Rahrle took advantage of those who wanted to help others and literally did not deliver what was promised.  While care packages were left unsent, he pocketed the money with little regard of the consequences.  This sentence sees to it that Mr. Rahrle will spend a lot of time behind bars, and perhaps he’ll learn firsthand the potential value of a legitimate care package business,” said Harry T. Chavis, Special Agent in Charge of IRS-CI New York.

    This case was investigated by IRS-CI, the United States Postal Inspection Service (USPIS), and the Criminal Investigation Division of the U.S. Secret Service. It is being prosecuted by Assistant United States Attorney Michael D. Gadarian.

    The Importance of Early Learning

    Research demonstrates that high-quality early childhood education lays the foundation for lifelong learning, social development, and emotional wellbeing. Children who undertake two years of preschool typically do better at school, are more engaged in education and are more likely to remain engaged in education, meaning they are also more likely to seek out tertiary education such as TAFE. TAFE is central to stemming skills shortages for qualified early learning educators, but early learning teachers and educators are also essential for the TAFE workforce and TAFE students and their children, to not only allow parents and guardians to participate fully in work, but for their child’s development. A child’s brain grows to near-adult size in the first five years of life. This stunning period of development is crucial in determining whether children thrive and what their life chances and educational experiences are like down the track. Overwhelming international evidence shows that high-quality early childhood education is essential during these first years – even more so for vulnerable children who experience any kind of disadvantage. Yet the shortsighted perception persists (even in 2025!) that looking after babies, toddlers and preschoolers is low-skilled women’s work – with the main purpose of boosting parents’ economic participation.

    Valuing Early Childhood Education and Care (ECEC)

    “I can’t count the number of times people say to me, ‘Kinder’s just Play-Doh and finger-painting isn’t it?’,” says Cara Nightingale, formerly a primary and kindergarten teacher in Victoria and now AEU Victorian Branch vice president, early childhood. AEU early childhood members may be degree-qualified preschool teachers, diploma-level educators who work in funded kinder programs, or Certificate III educators who work in funded kinder programs. Despite lingering dinosaur attitudes, Nightingale says: “Over the last few years we’ve seen significant progress in politicians and the broader community acknowledging the skill, expertise and importance of Early Childhood Education and Care (ECEC).”
    She says the quality of TAFE qualifications have helped in external recognition of the skill sets required in ECEC. “To deliver high-quality ECEC you need a workforce that is highly qualified and provided with wraparound supports and resources for retention, along with professional pay and working conditions that are reflective of the important work of Early Childhood teachers and educators,” Nightingale says.

    Victorian Union Wins

    Recent union wins in Victoria, a state that leads the country in ECEC sector bargaining, are driving change, Nightingale says. “When AEU early childhood members achieved pay parity with school teachers it was a significant win,” she says. “They are the only kinder teachers across the country that have achieved pay parity with school teachers.”

    Three Days Guaranteed

    More good news for the sector came in February with the Early Childhood Education and Care (Three Day Guarantee) Bill 2025, which guarantees families three days of subsidised early learning per week and eliminates the discriminatory activity test that previously restricted access based on parents’ work or study status.

    Policy Progress Since 2022

    Since the Albanese government came to office in 2022, there have been a number of significant industrial relations reforms, funding boosts and initiatives in the sector, including:

    • The Wage Justice for Early Childhood Education and Care Workers Bill 2024
    • A 15 per cent pay rise for early educators, to be phased in over two years
    • A $1 billion fund to build or expand early learning centres in under-served areas
    • The introduction of Free TAFE for priority employment areas, which has seen 35,500 enrolments in ECEC alone
    • The Fair Work Commission’s decision to grant multi-employer bargaining rights.

    Nightingale says multi-employer bargaining is an important shift of the power balance back towards the workforce and members, and directly led to significant ECEC member pay increases in Victoria. Nightingale also applauds the Victorian government’s moves to build state-funded early childhood services in places the market won’t.

    Childcare Deserts: The Last Frontier

    Finding any childcare, let alone affordable or high-quality learning options, remains a problem for many parents, especially those in regional and rural areas. A 2022 Mitchell Institute report found that around 35 per cent of the Australian population lived in what is classified as a ‘childcare desert’ – where there were more than three children per available childcare place. In places like Whyalla, Port Lincoln and Port Pirie in South Australia, around five children were competing for each place. Even worse, 1.1 million Australians live where there are simply no childcare and early learning services at all.

    The Case for Public Provision

    “There are just so many gaps,” says Thrive by Five’s Weatherill. “We are still far away from a universal, high-quality, and affordable early learning system the way we have it in place for maternal health services and primary schools.
    With the current system, we hand out a voucher and ask people to go shopping for childcare. That’s fine if you can find a service at the right price, but if you have children with special needs or you live in the country, or you’re a single mum or in a remote Aboriginal community, there are these gaps because the market [only] provides things that are easy to provide where they can make a dollar.” This is why public provision of ECEC as an essential service, like public TAFE, is important.

    TAFE: An Essential Pipeline

    Early indicators suggest things are moving in the right direction – the ECEC workforce has grown by more than 30,000 since Labor took office, and job vacancies in the sector dropped by 22 per cent in 2024 according to Jobs and Skills Australia. Far greater numbers of skilled graduates will be needed in the near future according to the Australian Children’s Education and Care Quality Authority (ACECQA), which estimates that an additional 85,000 ECEC workers are required to raise Australia’s provision to the OECD average by 2030 and a doubling of the sector by adding almost 260,000 workers to match provision in Nordic countries. Publicly funded TAFE and Free places will be required in large numbers to ramp up this ECEC workforce, providing the Cert III or Diploma in Early Childhood Education and Care. “The provision of free or low-cost TAFE for early educators is crucial in the workforce development story,” says Weatherill. “Degree-based teachers are important, but the overwhelming majority of early educators will be certificate and diploma qualified, and they’ll overwhelmingly be provided by TAFE.” “It’s all connected,” says Cara Nightingale. “Having properly funded TAFE and well-paid teachers is part of it, but so too is providing the additional supports for things like numeracy and literacy that we need.” She says another key benefit of retaining teachers is that they mentor the next generation, ensuring that their skills, knowledge and love of teaching continues.

  • MIL-Evening Report: Cape York deserves World Heritage status – and Queensland may need it to become a global leader in tourism

    Last week, the Queensland government launched the ambitious Destination 2045 tourism plan, which aims to make the state a global leader in tourism. The plan highlights that one in six jobs in tropical north Queensland are supported by tourism.

    However, earlier this year the same government tentatively withdrew support from a campaign to add Cape York to the UNESCO World Heritage List.

    If the goal is to position Queensland as a leader in tourism, then linking Cape York’s landscapes to the World Heritage brand would certainly help achieve that.

    Consultation is key

    In June 2024, Steven Miles, Labor’s then-premier in Queensland, and Tanya Plibersek, the federal environment minister, announced they had placed seven of the cape’s national parks on Australia’s tentative World Heritage list.

    In January, however, the newly elected Liberal-National government, under Premier David Crisafulli, ordered a review of the decision. The government cited concerns over a lack of sufficient consultation around the nomination.

    If a lack of consultation is the main issue, there is an opportunity for the Crissafulli government to thoughtfully reopen negotiations.

    Getting this step right could help conserve and encourage tourism to one of Australia’s most diverse landscapes – in line with the Destination 2045 plan.

    How to get onto (and kicked off) UNESCO’s list

    Cape York covers some 137,000 square kilometres. According to the 2021 census, it has a population of less than 8,000 people, including 3,678 Aboriginals and Torres Strait Islanders.

    Inscription to the World Heritage list doesn’t mean the entire cape would be listed – just specific sites and landscapes within it.

    It’s usually the responsibility of a country’s various governments to convince UNESCO, in a nomination bid, a certain place has the necessary “outstanding universal value” and meets at least one of UNESCO’s ten selection criteria.

    Sites that are physically altered or damaged after receiving World Heritage status can be de-listed, either by a state party or by UNESCO. This has happened in Oman, Germany, the United Kingdom and Georgia.

    We also recently saw the Murujuga Cultural Landscape in Western Australia, with its extraordinary record of rock engravings (petroglyphs), denied World Heritage inscription. This was mainly due to the threat of ongoing damage from industrial emissions from Woodside Energy’s nearby Karratha gas plant.

    World Heritage status: a risk or benefit?

    A carefully considered World Heritage inscription doesn’t necessarily block industries and tourism from the listed area.

    Many of the archaeological sites of the Willandra Lakes World Heritage Area in New South Wales are located on sheep stations. These stations, established in the late 19th century, have individual property plans that ensure the sites are conserved while remaining viable for agricultural activity.

    Another example is the tourism seen at the extraordinary eel trap system of Budj Bim in southwest Victoria. Budj Bim is one of Australia’s most recent additions to the World Heritage list. It is also the first site to be inscribed solely for its cultural value.

    The Budj Bim eel traps were engineered some 6,600 years ago, and represent one of the world’s oldest aquaculture systems.

    This cultural landscape is now home to a thriving tourism program that attracts thousands of visitors each year. The World Heritage listing ensures there are enough resources for the Gunditjmara Traditional Owners running the site to improve the health of Country through cultural and environmental management.

    World Heritage often boosts international tourism, funding opportunities and local branding. The Lake District in the UK is a good example of this, although the site has faced some controversy recently.

    While Queensland’s current government has cited concerns over planning restrictions, these types of concerns are typically based on perception rather than proven harm. In Queensland, they were also clearly addressed in government memos and communications.

    Tasmania’s forestry sector resisted World Heritage expansion (there were four expansions between 1989–2013), yet tourism in the region remains economically valuable.

    It’s unlikely the Cape York nominations would threaten the pastoral or mining industries, since most of the nominated sites are already protected as national parks.

    What makes a World Heritage site?

    The list of Cape York sites submitted for World Heritage consideration has some strong contenders. Quinkan Country is undoubtedly the most significant site on the list, distinguished by its diversity and richness of Aboriginal paintings and engravings.

    But the list isn’t exhaustive. There are several other Aboriginal cultural landscapes in Cape York that also deserve to be considered by UNESCO. These include the giant shell mounds around Weipa, Jiigurru (Lizard Island), and the Flinders Island Group with its extraordinary rock art galleries.

    Moving forward

    World heritage listings in Cape York have great potential to allow Aboriginal people to care for the landscapes and create tourism infrastructure that centres Aboriginal perspectives.

    Appointing Aboriginal rangers in the Flinders Island Group could help deliver a unique and sustainable cultural tourism experience, similar to that provided at the World Heritage-listed Kakadu National Park. Destination 2045 highlights the importance of developing Aboriginal ranger programs in such landscapes to boost cultural tourism and economic growth.

    The Crisafulli government now has the opportunity to meaningfully engage with the Traditional Custodians of the Cape York landscapes that have been put forth. We argue that the World Heritage listing outcome could help the cape’s economic development and support its communities.
