    Now, we are providing additional tools to help you get  better sleep by suggesting an optimal bedtime based on your lifestyle and sleep patterns while sending reminders to help you stick to it.   

    By analysing your past three days’ sleep patterns, the feature evaluates your need for sleep pressure and your circadian rhythm to calculate a bedtime that maximises alertness the next day. 

    This feature is particularly helpful for those trying to optimise their sleep after periods of irregular bedtimes. For example, if you go to bed later than planned over several days, or have inconsistent sleep schedules between weekdays and weekends, the bedtime guidance will consider these factors to ensure you get enough sleep. 

     
    Vascular Load   
     

     
    Sleep is a window into overall health, as it impacts holistic well-being. Galaxy Watch uses this opportunity to measure vascular load—the amount of stress on your vascular system while sleeping.   
     

    The vascular system carries blood throughout the body to deliver oxygen and nutrients and remove waste, making it a strong indicator to determine good heart health.   

    During sleep, stress on your vascular system should naturally dip; however, excessive fluctuations can negatively impact cardiovascular health. 

    Simply wear your Watch while sleeping, and it will measure your vascular load, providing insights into the stress on your vascular system[6]

    Our new Running Coach feature delivers motivation and real-time guidance, creating a unique training program based on your fitness level to help you achieve your goals. 

    Just wear your watch and run for 12 minutes; it will analyse your performance and running level from 1-10. You’ll receive a detailed training plan to help you complete a 5K, 10K, half marathon, or full marathon based on your level.     When taking a holistic approach to health, we naturally focus on ageing and inspiring healthy ageing.   
    However, behavioural factors, such as drinking alcohol, smoking, UV exposure, stress and lack of sleep, can accelerate aging by increasing free radicals in the body.     The UKHO has appointed Vanessa Blake, who has been Interim Chief Executive since May 2024, as its Chief Executive on a permanent basis.

    The UKHO has appointed Vanessa Blake as its Chief Executive. Vanessa, who has been Interim Chief Executive since May 2024, will continue to lead the world-leading centre for hydrography on a permanent basis, guiding its mission to provide quality, innovative navigation solutions to support safe, secure and thriving oceans.

    Over the last year, Vanessa has steered the organisation through a pivotal period of transformation. Under Vanessa’s leadership, the UKHO has continued to play a leading role in guiding the wider maritime industry through evolving challenges and opportunities, including shaping the global conversation around the emerging S-100 data framework and the future of hydrography and maritime navigation.

    Vanessa has championed a focus on customer needs and ensuring the relevance of its solutions to enable more efficient and accurate operational maritime planning. Simultaneously the UKHO continues to transform its internal operations to become more efficient and adaptable, ensuring the UKHO delivers greater value while strengthening its contribution to the UK’s defence, enabling global operations to safeguard national security. 

    As Interim CE, Vanessa’s strong commercial background and focus on customer experience has brought a fresh perspective to the leadership of the UKHO, enabling enhanced digital capabilities and improved accessibility of its navigational solutions. The UKHO is investing in the skills and capability of its people to meet the needs of a constantly evolving sector, as well as playing a proactive role in the hydrographic community and fulfilling its public task for Safety of Life at Sea on behalf of the UK government.

    With this momentum, Vanessa is well placed to lead the UKHO in delivering its public task, contributing to the UK government’s growth mission, and continuing to serve both national security priorities and its commercial customers. Working in close collaboration with national and international partners, the organisation will continue to develop its ADMIRALTY products and services (currently used on 90% of large ships trading internationally) under Vanessa’s leadership to ensure the ongoing integrity of its maritime navigation solutions.

    I’m honoured to continue leading the UK Hydrographic Office as Chief Executive at such a pivotal time for our industry. Our customers in defence, commercial shipping and around the world are not only looking for data—they’re looking for trusted advice, guidance and support as they navigate an increasingly complex maritime landscape.

    GLD colleagues awarded OBE in King’s Birthday Honours 2025

    We are delighted to share that 2 GLD colleagues have been recognised in this year’s King’s Birthday Honours list.

    Alasdair Wallace, until the end of 2024, was Head of the Civil, Family, Court and Tribunals team for GLD’s Ministry of Justice Legal Advisers.

    He played a key role in making sure the Civil Procedure Rules (CPR) are accessible and understandable for the millions of people who use them to navigate the civil courts. Alasdair has helped to improve the clarity of all 58 sets of amendments to the CPR over the past 16 years. He is highly regarded by colleagues for his knowledge and generosity.

    Alasdair reflects:

    I’m hugely honoured, and humbled, to be recognised for my services to the operation of civil justice; but the services are far from being mine alone, and this honour recognises the enormous contribution of the talented and committed colleagues I have worked with over many years.

    While my career found an anchor in civil procedure and the Civil Procedure Rules, there is also a far wider area of contribution, to civil justice in the sense of the non-criminal courts and tribunals.

    The work done by the dedicated professionals in the Civil, Family, Courts and Tribunals team plays a vital part in ensuring that the non-criminal system runs as smoothly as possible, benefiting citizens and businesses alike across the country.

    Piers Le Marquand works in GLD’s Department for Transport Legal Advisory team.

    He was instrumental in delivering the Autonomous Vehicles Act 2024 which is critical for the safe introduction of self-driving cars to Britain’s roads. He has been praised for his deft interpretation of the law, working extensively with international partners, and creating an inclusive work environment that delivers on behalf of citizens.

    Piers reflects:

    It was a huge surprise to me to get this award. Working in the civil service is always collaborative, and I regard it as recognition of the team work with fellow civil servants in the Government Legal Department and DfT.

    I have worked with wonderful colleagues in my 20 years in the civil service, most recently on self-driving vehicles projects and legal knowledge management.

  • MIL-OSI Security: Florida Regional Task Force Arrests Child Sex Predator

    Miami, FL – The U.S. Marshals Service (USMS) Florida/Caribbean Regional Fugitive Task Force (FCRFTF) May 29 arrested a man suspected of preying on a child for sexual purposes. 

    Eduin Quintero Rugama, 43, is charged with capitol sexual battery of a child under the age of 12 and lewd/lascivious molestation of a minor.  It is alleged that on more than 10 occasions, the suspect preyed on the victim and committed heinous acts against Florida law.  

    USMS FCRFTF personnel collaborated with the Miami-Dade Sheriff’s Office in locating and arresting Rugama.  When investigators learned Rugama was in the area of NW 6th Court in Miami, they conducted a surveillance operation, observing him entering a vehicle and taking him into custody without incident as he exited the vehicle in the 600 Block of NW 6th Court.  

    Rugama was transported and turned over to the Special Victims Bureau to be interviewed and booked on the charges. 

    Since 2008, the Florida/Caribbean Regional Fugitive Task Force has focused resources and efforts on the enhancement of public safety and the reduction of violence within the Florida/Caribbean Region, through the identification, investigation, and apprehension of fugitives wanted for egregious crimes against the community, while ensuring the equal application of Justice, Integrity, and Service for all. The FCRFTF has partnership agreements with federal and state and local agencies that operate in Florida and the U.S. Virgin Islands. The FCRFTF has apprehended more than 67,000 fugitives since its inception and is always striving to make communities safer.

  • MIL-OSI Security: Buffalo Man Charged with Selling Oxycodone

    BUFFALO, N.Y.–U.S. Attorney Michael DiGiacomo announced today that David Pena-Batista, 21, Buffalo, NY, was arrested and charged by criminal complaint with two counts of distribution of oxycodone, which carry a maximum penalty of 20 years in prison and a $1,000,000 fine.

    Assistant U.S. Attorneys Jeffrey E. Intravatola, Joshua A. Violanti, and Louis A. Testani, who are handling the case, stated that in January of 2024, the FBI Buffalo Safe Streets Task Force and New York State Police began investigating criminal activity on Buffalo’s west side. Through the investigation, Pena-Batista was identified as an individual engaging in criminal activity. During the investigation, law enforcement conducted multiple purchases of oxycodone from the defendant.

    Pena-Batista made an initial appearance before U.S. Magistrate Judge Jeremiah J. McCarthy and was held pending a detention hearing.

    The complaint is the result of an investigation by the Federal Bureau of Investigation, under the direction of Acting Special Agent-in-Charge Mark Grimm and the New York State Police, under the direction of Major Amie Feroleto.

    The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

    The Arab Coordination Group (ACG) (https://TheACG.org/), the world’s second-largest development finance group, extended US$19.6 billion collectively to fund nearly 650 operations in more than 90 countries in 2024. This significant financing was geared towards developing critical infrastructure, addressing global challenges like climate change and food security, and supporting international trade.  

    The ACG Heads of Institutions gathered in Vienna today for their 20th annual meeting hosted by the OPEC Fund for International Development (the OPEC Fund). Ahead of the Fourth International Conference on Financing for Development (FFD4) which is scheduled to take place from 30 June to 3 July 2025 in Spain, the group reaffirmed its commitment to scaling-up financial assistance for sustainable development.

    The top three sectors supported by ACG financing last year were energy (29 percent), agriculture (20 percent) and the financial sector (16 percent). Over 45 percent of the total financing promoted global trade, ensuring the movement of critical products and supporting small and medium-sized enterprises.

    In 2024, approximately 20 percent of the ACG’s commitments were dedicated to Africa, aligned with the US$50 billion pledge made by the group in November, 2023. During their meeting in Vienna today, the Heads of Institutions pledged continued and increasing support to the most vulnerable communities in Africa. The commitment aims to provide financing for energy security and energy transition; food security; enhanced integration of the Arab and African regions; gender and youth initiatives; and private sector support.

    The ACG will celebrate its 50th Anniversary in October 2025, marking a significant milestone in its journey of fostering sustainable development worldwide. This momentous occasion will provide an opportunity to reflect on the Group’s remarkable legacy, achievements, and challenges, while also reaffirming its commitment to global development. This event will not only document the Group’s accomplishments over the past fifty years but also inspire renewed commitment to advancing impactful development solutions worldwide.

    OPTIC, Senegal’s leading organization for tech professionals, has worked for three years with the Netherlands Trust Fund (NTF) V project at ITC to improve its services. Together we’ve improved Senegal’s entire digital ecosystem by investing in new skills and opportunities.

    Positive spin-offs for Senegal’s digital ecosystem

    OPTIC, the Organisation des Professionnels des Technologies de l’Information et de la Communication, has a long-standing and fruitful collaboration with ITC. They’ve worked with the current NTF V project, which is now winding down, as well as the previous NTF IV project.

    The project supports Senegal’s efforts to grow its economy with digital technology. That includes both information technology (IT) companies, and business process outsourcing (BPO) firms that offer back-office services to international businesses. 

    ‘NTF’s support has enabled us to establish our legitimacy and intensify our efforts in the Senegalese tech ecosystem,’ said Antoine Ngom, President of OPTIC. ‘Dozens of IT and BPO start-ups have benefited from this initiative, not to mention the indirect spin-offs that have benefited the entire tech economy.’

    OPTIC has set itself several goals: to create a regulatory environment conducive to growth and innovation; to improve the skills and competitiveness of players on international markets; and to foster partnerships. 

    ‘Our members have been able to seize international development opportunities thanks to personalized coaching sessions, as well as work on their pitch and sharpen their fund-raising skills through specialized training courses. Participation in leading B2B events, both national (SIPEN) and international (VivaTech, Africarena, GITEX International), considerably increased their visibility and expanded their professional network. A 360° diagnosis helped them to identify levers for improving their company’s performance, while certification support opened doors to national and international public procurement markets, synonymous with new growth prospects. The agritech community also benefited from a number of thematic meetings and a mapping of solutions.’ 

    Strengthen achievements and maintain regional influence

    OPTIC also received comprehensive, structuring support from the NTF V Project. After a performance diagnosis, OPTIC restructured its governance, revised its fundamental texts, and defined its recruitment needs for the permanent secretariat.

    ‘Cooperation between OPTIC and the NTF V project has also helped to make the SIPEN trade show a major focal point for players in the African digital economy. And that’s not counting the technical support we’ve provided for workshops, digital mornings and other ThémaTIC breakfasts that benefit Senegal’s Tech community,’ said Ngom.

    All these initiatives have contributed to the emergence of the Digital Senegal consortium and to the realization of promising partnerships with players such as Sen Startup. ‘There’s no doubt that the NTF V project has helped OPTIC to strengthen its leadership capabilities and increase its regional influence. We’ve seen a significant increase in membership over the past few years,’ added Ngom, who hopes to build on this positive impact over the long term. Now that the trade organization has secured a plot of land on which to build its future head office, achieving financial autonomy is a new challenge.

    ‘We want OPTIC to reinforce its position as a key digital player in Senegal and more widely in West Africa. To achieve this, we plan to boost our regional cooperation and support dialogue with public authorities more than ever. To continue our work, diversify our best practices and develop profitable activities, we are launching an appeal to national and international partners,’ he said. Ngom hopes a future NTF VI project will be part of that.

    About the project

    The Netherlands Trust Fund V (NTF) programme (July 2021 – June 2025) is based on a partnership between the Netherlands Ministry of Foreign Affairs and the International Trade Centre. NTF V supports SMEs in the digital technology and agribusiness sectors in Benin,Côte d’Ivoire, Ethiopia, Ghana, Mali, Senegal and Uganda. Its ambition is to contribute to an inclusive and sustainable transformation of agri-food systems partly through digital solutions, to improve the international competitiveness of local tech start-ups and to support the implementation of the export strategy of IT&BPO companies.

  • MIL-OSI Africa: Angola, United States (U.S.) Set Course for Expanded Energy Cooperation During Meeting in Washington

    Angola has taken a decisive step in advancing its strategic partnership with the U.S., following a high-level meeting between Angolan Minister of Mineral Resources, Oil and Gas Diamantino Azevedo and U.S. Secretary of Energy Chris Wright in Washington, D.C. on June 11. The meeting – also attended by Angola’s Ambassador to the U.S., Agostinho Van-Dúnem –   underscored the shared commitment of both nations to deepen cooperation across oil and gas, critical minerals and renewable energy development.

    American companies have long played a leading role in Angola’s oil and gas industry, from offshore exploration to production and infrastructure. Minister Azevedo and Secretary Wright explored opportunities to build on this foundation through new upstream projects, gas monetization, refining and critical mineral development which is vital for clean technology supply chains. They also highlighted Angola’s efforts to attract U.S. capital for renewable energy initiatives, particularly in solar and green hydrogen, as part of the country’s diversification and modernization drive.

    “This meeting reflects the robust and evolving partnership between Angola and the United States. We are committed to working together to achieve a balanced energy transition – one that leverages Angola’s natural resources, advances technological cooperation and contributes meaningfully to our economic transformation and development goals,” stated Minister Azevedo. 

    With more than nine billion barrels of proven oil reserves and 11 trillion cubic feet of natural gas, Angola has unveiled over $60 billion in oil and gas investment prospects through its National Oil, Gas and Biofuels Agency (ANPG). These span exploration, development, gas processing, refining and midstream infrastructure. A licensing round set to launch this year will offer ten new blocks in the Kwanza and Benguela basins, while 11 additional blocks are open for direct negotiation, alongside five marginal field opportunities. 

    U.S. firms continue to play a foundational role in Angola’s energy landscape. Earlier this month, ExxonMobil, as a joint venture partner alongside operator TotalEnergies, secured an extension of the PSC for Block 17, enabling continued deepwater exploration and development in this prolific basin and underscoring its long-term commitment to Angola’s offshore sector. Meanwhile, ExxonMobil is advancing the redevelopment of Block 15 – where over 2.6 billion barrels have already been produced – with an 18-well program extending the block’s life by more than two decades and yielding two new discoveries. The company is also undertaking prospective studies on Blocks 17/06 and 32/21, in collaboration with TotalEnergies and ANPG, aiming to identify future drilling targets. 

    Chevron, through its affiliate Cabinda Gulf Oil Company, is leading Angola’s gas development efforts. The company has ramped up gas supply to 600 million cubic feet per day to the Angola LNG plant and achieved first gas earlier this year from its Sanha Lean Gas Connection Project, which will supply both the Soyo power plants and Angola LNG. Angola LNG – one of sub-Saharan Africa’s few operational LNG export terminals – offers a strategic entry point for U.S. firms into global LNG supply chains. As part of the New Gas Consortium, Chevron is also developing Angola’s first non-associated gas project, set to come online in late 2025 or early 2026.

    Downstream and midstream projects are another key pillar of Angola’s energy transformation. Construction is advancing on the $920-million Cabinda Refinery, with U.S. firms engaged in engineering and procurement roles. The U.S.-backed Lobito Corridor – a major infrastructure initiative connecting Angola’s Lobito port to Zambia and the DRC – is poised to boost regional energy transport and industrialization, offering additional opportunities for American companies in logistics, storage and rail-linked energy infrastructure. Complementary investments in storage terminals, fuel distribution and domestic refining capacity are helping Angola reduce its reliance on imports and increase energy self-sufficiency.

    The engagement marks a renewed commitment to aligning U.S.-Angola energy collaboration with the goals of sustainable development, energy security and economic modernization.

    I would urge you to reserve comment on what happened to Mr. Padilla until you get full information. In fact, I would urge all of my Republican colleagues to take a breath before you once again desperately run to bend the knee to Donald Trump and to Kristi Noem, because anyone with two eyes that can see can see that that was authoritarian, lawless behavior that no person in America, much less a senator conducting constitutional oversight, should have received. 

    And I know it’s hard for all of you to speak up against Donald Trump and that’s why we’re here at this hearing, talking all about Joe Biden, talking all about Joe Biden’s policy. 

    Is it just because you’re consistently trying to ignore the fact that Joe Biden is not President? Donald Trump is President. And what he’s doing right now, which you all know, is he is going after people who are lawfully present. 

    Now, I appreciate the governors being here.     I will give you the opportunity to actually answer some questions, unlike she did. And I will allow you to explain exactly what the policies in New York are, as it relates to cooperation between the state and federal agents.

    First of all, I’m glad you’re not running against me. Thank you. Secondly, I appreciate the opportunity to break through all the noise here today and to stop the talking points that keep mischaracterizing our policies in the great state of New York. 

    New York is not a sanctuary or a haven for criminals. We devote an enormous amount of our energy working to keep New Yorkers safe. $2.5 billion, I’ve allocated just in the last few years.  

    We do cooperate with ICE when it comes to investigating or building a case against criminals.  

    We do this all the time, and when someone goes through the criminal justice system in the state of New York, they do their time in prison. 

    We alert ICE 30 days in advance of when they’re to be removed, and we send them away. That’s how it’s supposed to work. But what we do not do under our laws is divert our essential resources that protect everyday New Yorkers from crimes themselves, and have that help ICE with civil immigration enforcement. That is their job. That is the federal government’s job. And we cannot be told to enforce federal laws.  

    Goldman: Or to use all your limited resources to spend all that time doing their job.   

    Hochul: My concern is that every minute that ICE officers are going after moms and dads and kids and separating families, perhaps one more criminal is still out there at large. 

    Goldman: I actually, in my district office down in lower Manhattan, witnessed ICE officers waiting for immigrants to come out of a courtroom.  

    These are immigrants who have asylum applications. And I’m sure you agree with me that asylum is a lawful pathway to immigrate to this country. Is that correct? 

    Hochul: That is absolutely correct.  

    Goldman: So, in order to make these immigrants here unlawfully, the DHS is now dismissing their cases, their own removal proceedings against them to void out the asylum claim. That way, when they go downstairs in the elevator, there are ICE agents that can be there to arrest them and put them in expedited removal. 

    And they don’t have an asylum claim that is live anymore because they’ve just voided it out. These are non-criminal, nonviolent immigrants who are here going through the lawful process. And this is who the Trump Administration is going after every single day. It’s a disgrace. 

    You said you were going to go after the worst of the worst. You were going to go after convicted criminals. You’re here questioning about all these criminals.  

    You’re going after people who actually are going through the lawful process you say they should. But just because Donald Trump and Stephen Miller need to bump up their numbers because they can’t do a good enough job in actually finding convicted criminals, you’re going after moms, dads, separating parents from children.

    “One fundamental objective must guide our foreign policy in the Middle East: Iran can never obtain a nuclear weapon. This week, the International Atomic Energy Agency concluded that this possibility was closer than ever and censured Iran for violating its obligations.  

    “Iran has principally funded and supported the terrorist groups Hamas, Hezbollah, and the Houthis in their quest to eradicate Israel and western democracy writ large. At this dangerous time, diplomacy must continue to be the primary pathway towards ensuring a denuclearized Iran. But Iran must engage in diplomatic talks in good faith, not while rushing to build a nuclear bomb.  

    “While our Administration’s first priority is to ensure the safety and security of U.S. forces throughout the region, the United States must also defend our democratic ally and strategic partner Israel and continue to work with our regional partners to prevent a broader conflict. 

    “My prayers are with all those who may be in harm’s way.”

    Hazlehead Park was filled with the sound of bagpipes on Sunday as thousands enjoyed the Aberdeen Highland Games.  

    Over 8,000 attendees enjoyed traditional Highland Games events, including caber tossing and Highland Dancing, as well as a range of fun activities such as an assault course, climbing wall, segways and TechFest.  

    The 2025 Highland Games were officially opened by the Lord Provost of Aberdeen, Dr David Cameron, and The Marquess of Aberdeen and Temair, George Gordon, who was the Chieftan of the games.  

    The Lord Provost said: “I had a fantastic time being a part of this year’s Highland Games.  

    “Each year the Highland Games is so popular, with this year once again being no different, and I was delighted to see so many people turn out and enjoy a fun day out in the sun for the most part, the two heavy showers late in the afternoon did not dampen the spirits of everyone present.  

    Stage entertainment featured popular children’s act Mr Bloom from CBeebies and musical performances by Aberdeen City Music Service, The Rock Choir and Vienna. 

    A selection of fine food and drink from local producers was also available alongside quality trade and charity stalls.  

    Aberdeen’s summer events programme will continue with the Armed Forces Day Parade on 28 June, followed by the Festival of the Sea running from 12-27 July, and The Tall Ships Races from 19-22 July that will see the city welcome 50 magnificent vessels for four days of international celebration, music, food and family fun.

    The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department today (June 16) urged the public not to consume several kinds of prepackaged candies, as the products might contain mineral oils (mineral oil saturated hydrocarbons (MOSH) and mineral oil aromatic hydrocarbons (MOAH)). The CFS urged the public not to consume the products concerned, regardless of batches. The trade should stop using or selling the affected products immediately if they possess any of them.

    A spokesman for the CFS said, “The CFS noted a notice issued by the British Authority indicating that the above-mentioned products might contain mineral oils MOSH and MOAH. The products are not compliant with their local law and all batches of products concerned are being recalled. 

    After a preliminary investigation, the CFS confirmed one local supplier, Wahcom Limited had imported one of the affected products, Jolly Rancher Hard Candy into Hong Kong.”

    The supplier concerned has voluntarily stopped sales, removed the affected products from shelves and initiated a recall. Members of the public may call the supplier’s hotline at 2442 2677 during office hours for enquiries about the recall. 

         According to the Mineral Oil in Food Regulations (Cap 132AR), no person shall use or permit to be used any mineral oil in the composition or preparation of any article of food intended for sale for human consumption.

         â€‹The CFS will alert the trade to the incident and will continue to follow up and take appropriate action. An investigation is ongoing.

    Secretary for Health Prof Lo Chung-mau met Chinese People’s Political Consultative Conference Changchun Committee Chairman Gao Zhiguo today for in-depth exchanges on the development of biomedicine and Chinese medicine (CM) in the two places.

    Prof Lo said the Hong Kong Special Administrative Region Government is determined to fully utilise the Hong Kong SAR’s institutional advantages of “one country, two systems” and its professional strengths in the healthcare sector to develop Hong Kong into an international health and medical innovation hub, thereby enabling the innovative medical technologies to go global and attract foreign investment, and promoting new quality productive forces in biomedicine.

    The Hong Kong SAR Government will expedite the reform of the approval mechanism for drugs and medical devices and enhance the translation of innovative biomedical research results into clinical applications, such as jointly establishing the Greater Bay Area (GBA) Clinical Trial Collaboration Platform in concerted efforts by the GBA International Clinical Trial Institute in the Hong Kong Park of the Hetao Shenzhen-Hong Kong Science & Technology Innovation Co-operation Zone and the GBA International Clinical Trials Center in the Shenzhen Park to integrate resources and technologies to provide one-stop clinical trial support for medical research institutions.

    It will also establish a Real-World Study & Application Centre to open up the extensive and standardised local medical databases to support clinical diagnosis and treatment, new drug development, and public health research, and integrate real-world data generated through the special measure of using Hong Kong-registered drugs and medical devices used in Hong Kong public hospitals in the GBA to accelerate approval for registration of new drugs in Hong Kong, the Mainland, and overseas.

    Additionally, it will prepare for the establishment of the Hong Kong Centre for Medical Products Regulation (CMPR) to progress towards the “primary evaluation” approach as well as take forward preparatory work for legislating for the statutory regulation of medical devices to dovetail with the timetable for the establishment of the CMPR.

    Regarding CM, the Hong Kong SAR Government is committed to developing Hong Kong into a bridgehead for the internationalisation of CM, and encourages co-operation between schools and research institutions of the two places in various areas such as CM education and research.

    Hong Kong’s first CM hospital will commence services in phases starting from the end of this year, which will serve as a key platform for promoting clinical scientific research collaboration in proprietary Chinese medicines development, synergising with the GBA Clinical Trial Collaboration Platform to facilitate the commencement of internationally recognised multicentre clinical trials, thereby further accelerating the translation of CM research findings.

    Today Governor Josh Stein announced the state is accepting applications for a new program to repair or rebuild homes in western North Carolina that were damaged or destroyed by Hurricane Helene. The program is the first of a series of recovery initiatives to be offered by the North Carolina Commerce Department’s Division of Community Revitalization under the program name Renew NC.

    “Helene caused significant damage to thousands of homes across western North Carolina,” said Governor Josh Stein. “There is a lot of work to do, and the Renew NC Housing program is the next step in helping western North Carolinians recover. If your home was damaged by Hurricane Helene, you may be eligible for assistance depending on your income, so I encourage you to apply today.”

    The Renew NC Single-Family Housing Program is a key initiative to address remaining long-term recovery needs of homeowners in western North Carolina and will prioritize low-to-moderate income (LMI) families. Later this year, two additional Renew NC Housing programs will be offered to address multi-family housing and workforce housing for ownership. Infrastructure and Economic Revitalization programs will also be launched in the coming months.

    “We’re ready to get hammers swinging and home construction underway,” said North Carolina Department of Commerce Secretary Lee Lilley. “Today’s opening of the application period for our Renew NC Housing program is an important milestone for Hurricane Helene survivors and western North Carolina’s recovery.”  

    “We know the road to recovery from Hurricane Helene will be a long one,” said Division of Community Revitalization Deputy Secretary, and native western North Carolinian, Stephanie McGarrah. “We are moving with urgency and care to restore homes and rebuild communities through this program.”

    The Renew NC programs are funded through a Community Development Block Grant Disaster Recovery (CDBG-DR) grant from the U.S. Department of Housing and Urban Development (HUD). Of the total $1.4 billion in CDBG-DR funding that was allocated to the state for western North Carolina recovery needs, $807 million is allocated to the Renew NC Single-Family Housing Program. 

    Governor Stein encourages all low to moderate income homeowners in eligible counties whose homes were damaged or destroyed by Hurricane Helene to see if they are eligible and apply for housing repair or reconstruction at www.renewnc.org.

    COLUMBUS, Ohio – Three men have been convicted of conspiring to commit federal program fraud. A former Ohio State University employee sold surplus university assets for artificially low prices in exchange for kickbacks. He and two of his customers have been charged federally and have pleaded guilty.

    According to court documents, from 2009 until 2020, Michael Brammer, 59, of Pataskala, was employed by Ohio State University’s surplus department. As part of Brammer’s duties, he evaluated and classified used surplus university assets like computers.

    Brammer falsely classified equipment as recyclable and sold them to two recycling vendors – Abraham Amira, 60, and Robert Howard, 73, both of Columbus – for artificially low prices. In return, Amira and Howard made cash payments directly to Brammer.

    In total, Brammer received at least $650,000 in cash from Amira and Howard that would have been revenues to the surplus department.

    Throughout the course of the conspiracy, The Ohio State University received more than $10,000 in federal benefits each year through grants. 

    Amira pleaded guilty today to crimes related to the surplus fraud and to separate COVID-19 related fraud schemes. Amira admitted to fraudulently receiving and spending more than $800,000 from various COVID-19 relief programs. He pleaded guilty today to conspiring to commit federal program fraud and wire fraud.

    Brammer and Howard both previously pleaded guilty to conspiring to commit federal program fraud.

    Conspiracy to commit federal program fraud is a crime punishable by up to five years in prison. Wire fraud carries a potential maximum penalty of 20 years in prison.

    Congress sets minimum and maximum statutory sentences. Sentencing of the defendants will be determined by the Court based on the advisory sentencing guidelines and other statutory factors at a future hearing.

    Tyler Bossetti, 31, of Columbus, received more than $23 million in investments from victim investors throughout the United States and abroad. In total, dozens of investors lost more than $11 million.

    He pleaded guilty today to wire fraud and aiding in a false tax filing.

    According to court documents, from 2019 until 2023, Bossetti widely publicized what he described as a real estate investment program. The defendant, through his company Boss Lifestyle LLC, guaranteed large rates of return for short-term investments. He advertised the investments, often promising thirty percent or more rate of return, through social media, especially Facebook and YouTube.

    The plea agreement further details that Bossetti also caused the issuance and filing of approximately 14 false and fraudulent 1099-INT tax forms. The defendant filed the IRS forms to report interest income for investors who did not earn interest. Bossetti claimed he had reinvested victims’ interest earnings when in fact he did not.

    Bossetti admitted to misappropriating investor funds to further his lifestyle and make purchases like rental payments on a condo in downtown Columbus, frequent travel, a $150,000 Mercedes SUV and various cryptocurrency investments.

    Bossetti was charged by a bill of information in April 2025.

    Wire fraud is punishable by up to 20 years in prison and aiding in a false filing carries a potential maximum penalty of up to three years in prison. Congress sets minimum and maximum statutory sentences and sentencing of the defendant will be determined by the Court based on the advisory sentencing guidelines and other statutory factors at a future hearing.

  • MIL-OSI Security: Dayton man charged with immigration fraud for concealing role as perpetrator of Rwandan genocide

    DAYTON, Ohio – An indictment unsealed today charges a Dayton man with lying on his applications for a green card and United States citizenship by concealing his past role as a leader and perpetrator of the genocide in Rwanda in 1994.

    According to court documents, Vincent Nzigiyimfura, 65, was a prominent businessman and shop owner in Rwanda in 1994 when the genocide began. He allegedly used his wealth and leadership position in Rwandan society to organize violence against and killings of Tutsis, the minority population persecuted in the genocide.

    “The indictment alleges this defendant facilitated the killings of Tutsis during the Rwandan genocide and then lied about it on immigration applications in the United States,” said Acting U.S. Attorney Kelly A. Norris for the Southern District of Ohio. “This egregious conduct will not be tolerated.”

    “As alleged, Vincent Nzigiyimfura directed and encouraged murders during the genocide in Rwanda and then lied to U.S. authorities to start a new life in this country,” said Matthew R. Galeotti, Head of the Justice Department’s Criminal Division. “The United States is not safe haven for human rights violators. Those, like the defendant, who commit immigration fraud to hide their violent pasts will be charged and prosecuted to the fullest extent of the law.” 

    “ICE HSI is committed to pursuing justice for victims of genocide by ensuring that those who committed atrocities in foreign lands cannot hide in Ohio or any other community in the United States,” said ICE HSI Detroit acting Special Agent in Charge Jared Murphey. “No one wants a war criminal as their neighbor and these allegations paint a grim picture of the horror Nzigiyimfura inflicted on the Tutsi people.  His indictment and arrest is a step toward justice for those victims.”

    As alleged in the indictment, Nzigiyimfura directed groups of armed Hutus – the majority population – to kill Tutsis. He allegedly set up roadblocks during the genocide to detain and kill Tutsis, including a roadblock directly in front of his home, where Tutsis were allegedly killed at his direction. Nzigiyimfura also allegedly participated in killings. According to court filings, the defendant was subsequently convicted in absentia by a Rwandan court for genocide.

    Court documents detail that Nzigiyimfura applied for a visa to enter the United States and was granted lawful permanent resident status in 2008. In 2014, he submitted an application for naturalization. Nzigiyimfura allegedly lied to U.S. immigration officials in his immigration applications, including by falsely denying any involvement as a perpetrator of the Rwandan genocide.

    Nzigiyimfura was arrested yesterday and is charged with one count of visa fraud and two counts of attempted naturalization fraud. If convicted as charged, he could face up to 30 years in prison.

    U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) Detroit is investigating this case, with assistance from the interagency Human Rights Violators and War Crimes Center and the Justice Department’s Office of International Affairs.

    ATLANTA – Monica Dominguez Torres, 36, of Mexico, pleaded guilty on June 13, 2025, to federal charges of conspiracy to possess with intent to distribute methamphetamine and conspiracy to commit money laundering. Dominguez led a transnational criminal organization that operated methamphetamine conversion laboratories in the Atlanta area and laundered millions of dollars of drug proceeds to Mexico.

    “Dominguez’s elaborate criminal operation has been dismantled, and more than $3.5 million of illicit drug proceeds have been seized as a result of our federal, state, and local law enforcement partners’ diligent work,” said U.S. Attorney Theodore S. Hertzberg. “Our office will continue to aggressively prosecute individuals like Dominguez who seek an undeserved life of luxury by trafficking deadly drugs in our community.”

    Jae W. Chung, Acting Special Agent in Charge of the DEA Atlanta Division stated, “Through hard work, this drug trafficking and money laundering network has been removed from our streets. This criminal organization had no regard for the destructive impact on our communities.”

    “This conviction sends a strong message to those who think they can live a life of luxury funded by illegal activities,” said Steven N. Schrank, the Special Agent in Charge of Homeland Security Investigations in Georgia and Alabama. “Thanks to the dedicated collaboration between HSI and our law enforcement partners at the federal, state, and local levels, we were able to dismantle Monica Dominguez Torres’s multi-million dollar drug trafficking and money laundering ring, seizing millions in illicit proceeds and bringing her to justice.”

    “Monica Torres led a transnational organized crime organization, which like others of its nature, threatens the national and economic security of the United States,” said Special Agent in Charge Demetrius Hardeman, IRS Criminal Investigation, Atlanta Field Office. “IRS Criminal Investigation special agents, along with our other federal, state, and local law enforcement partners of the Atlanta Strike Force are working together to find, investigate, and bring to justice those who endanger American citizens lives through their drug trafficking and other illicit crimes.”

    According to U.S. Attorney Hertzberg, the charges and other information presented in court: Monica Dominguez Torres’s organization operated methamphetamine conversion laboratories where liquid methamphetamine, obtained from sources in Mexico, was converted into hundreds of kilograms of crystal methamphetamine to be sold in the Atlanta area and elsewhere. Dominguez and her associates also used residences in the Atlanta area to collect and count millions of dollars in cash from these drug sales. The proceeds were laundered and sent to coconspirators in Mexico. 

    As part of the criminal operation, Dominguez and her associates purchased millions of dollars’ worth of real estate, vehicles, and luxury goods – all designed to conceal the illicit source of their wealth. The investigation revealed that Dominguez purchased five separate residences, including a seven-bedroom waterfront home in Jonesboro, Georgia. Three of these residences were purchased with bulk cash brought directly to the transaction. Dominguez and others also purchased nine luxury vehicles worth approximately $780,000. Dominguez also spent lavishly on high-end goods, including nearly $400,000 at Louis Vuitton and more than $425,000 at Burberry over roughly four and a half years. 

    During the investigation, agents seized nearly $3.6 million in cash from Dominguez’s residences, stash locations, and associates. When agents arrested Dominguez at her Conyers, Georgia home in February 2024, they seized more than $1.7 million in cash, five firearms, and three vehicles.

    Dominguez is scheduled to be sentenced on September 15, 2025, at 1:30 pm, before Chief United States District Judge Leigh Martin May. Regarding her drug trafficking conviction, Dominguez faces a mandatory minimum sentence of 10 years, up to life in prison, a maximum $10,000,000 fine, and a minimum of five years of supervised release. The money laundering conviction carries a sentence of up to 20 years in prison, a maximum $500,000 fine or twice the value of the laundered funds, up to three years of supervised release, and forfeiture of property involved in the offense. 

    This case is being investigated by the Drug Enforcement Administration, U.S. Immigration and Customs Enforcement’s Homeland Security Investigations, and Internal Revenue Service, Criminal Investigations, with valuable assistance from the Federal Bureau of Investigation, the United States Marshals Service, Georgia State Patrol, the Cobb County Sheriff’s Office, and the Paulding County Sheriff’s Office.

    Assistant United States Attorneys John T. DeGenova, Deputy Chief of the Narcotics and Dangerous Drugs Section, and Nicholas L. Evert are prosecuting the case.

    This case is part of Operation Take Back America a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    This prosecution is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force Initiative, which provides for the establishment of permanent multi-agency task force teams that work side-by-side in the same location. This co-located model enables agents from different agencies to collaborate on intelligence-driven, multi-jurisdictional operations to eliminate the most significant drug traffickers, money launderers, gangs, and transnational criminal organizations.

  • MIL-OSI Security: Illegal Alien Sentenced to more than Three Years in Prison for Trafficking Fentanyl

    Anniston, Alabama – A St. Clair County woman has been sentenced on multiple drug trafficking charges, announced U.S. Attorney Prim F. Escalona.

    U.S. District Court Judge Corey L. Maze sentenced Claudia Montano Gonzalez, 43, a native and citizen of Mexico, to 39 months in prison. In October 2024, Gonzalez pleaded guilty to conspiracy to possess with intent to distribute fentanyl, distribution of fentanyl, and possession with intent to distribute fentanyl.

    According to the plea agreement, in October 2023, Gonzalez sold fentanyl at the Buc-ees travel center in Leeds, Alabama. Gonzalez’s husband and co-defendant, David Angel Alejandres, facilitated the transaction from Mexico, but Gonzalez delivered the fentanyl. After obtaining a search warrant for Gonzalez’s residence in Pell City, agents recovered approximately one kilogram of fentanyl. 

    In June 2024, David Alejandres was charged with conspiracy to possess with intent to distribute fentanyl, distribution of fentanyl, and possession with intent to distribute fentanyl. Alejandres remains at large. 

    The Drug Enforcement Agency is investigating the case with the assistance of the Pell City Police Department. Assistant United States Attorney Brittany T. Byrd is prosecuting the case.

    An indictment contains only charges. A defendant is presumed innocent unless and until proven guilty.

  • TRAI partners with RBI and banks for pilot project to enhance digital consent management

    The Telecom Regulatory Authority of India (TRAI) on Monday has launched a pioneering pilot project in collaboration with the Reserve Bank of India (RBI) and select banks to tackle the persistent issue of spam calls and messages. Announced on June 16, by the Press Information Bureau (PIB), this initiative aims to establish a robust digital consent management system under the Telecom Commercial Communications Customer Preference Regulations (TCCCPR), 2018.

    TRAI has noted a surge in consumer complaints about unsolicited commercial communications from businesses claiming prior consent. Often, these consents are obtained through offline or unverifiable methods, raising concerns about misrepresentation, deception, or unauthorized data sharing. To address this, TRAI has introduced a framework requiring businesses to acquire and register consumer consent digitally in a secure, interoperable registry maintained by Telecom Service Providers (TSPs).

    The pilot project, launched under a Regulatory Sandbox framework, prioritizes the banking sector due to the sensitivity of financial transactions and the prevalence of spam-related fraud. On June 13, 2025, TRAI issued a directive to all TSPs, mandating their collaboration with banks to test the Consent Registration Function (CRF). This initiative will validate the operational, technical, and regulatory aspects of the system, paving the way for a nationwide rollout across various sectors.

    TRAI’s efforts build on previous measures to curb spam, including enabling complaint registration against unregistered telemarketers (UTMs) without prior Do Not Disturb (DND) registration and disconnecting telecom resources misused for spamming. The new digital consent framework aims to enhance transparency and verifiability, ensuring only legitimate communications reach consumers.

    It is a pleasure to be here today to reflect on the critical intersection of financial innovation and stability. I would like to share some thoughts from my perspective as Chair of the Financial Stability Board.

    A fundamental principle that guides the FSB’s work is that we do not pick winners. Our focus is on ensuring that innovation develops safely and responsibly, within the boundaries of our public policy objectives.

    When considering the relationship between innovation and stability, two aspects stand out. First, the speed at which new technologies can be adopted – and how quickly that can translate into systemic implications. Second, the cross-border nature of many of these innovations, which can amplify their impact and complicate regulatory responses.

    A striking example that highlights both of these dimensions is the case of Libra. In 2019, Facebook announced plans to launch a blockchain-based stablecoin payment system. Although it never actually launched, the announcement alone triggered a strong response by the global regulatory community. The potential systemic and cross-border implications of a widely adopted global stablecoin were immediately apparent. This episode also fuelled a broader conversation on improving the end-user experience in cross-border payments.

    The FSB has played a central role in shaping the global response to these questions.

    The global response: building foundations for stability 

    The global response had two pillars.

    The first pillar was the development of high-level recommendations for stablecoins, published in 2020 and then revised in 2023. These recommendations set clear expectations for the design and operation of stablecoins to ensure they do not undermine financial stability.

    The second pillar was, arguably, the G20 Cross-Border Payments Roadmap. This G20 initiative recognised the need to enhance the user experience for cross-border payments. This roadmap emerged at a time when traditional financial systems were de-risking, creating gaps that new technologies and players sought to fill. 

    Stablecoins have the potential to address some of the challenges in cross-border payments, but they also introduce new risks. Importantly, they are not the only solution. Innovations in domestic payment system, such as mobile payments, instant or fast payments, and the exploration of central bank digital currencies (CBDCs) and tokenised deposits – potentially through a single “ledger” or interoperable ledgers – also have the potential to reshape the payments landscape. 

    Looking ahead: balancing innovation and stability

    As we look to the future, a key question stands out: will stablecoins replace traditional bank-based cross-border payments, or will they remain a niche solution in a fragmented global payments ecosystem? While the answer is unclear, the potential risks are not. 

    Let’s start with a fundamental question: how different is a stablecoin from e-money or a bank deposit? At first glance, stablecoins appear to be a novel technological innovation, promising faster, cheaper, and more efficient payments. However, their core functions-storing value and enabling payments-are not fundamentally different from traditional financial instruments.

    A stablecoin backed by high-quality liquid assets mirrors the structure of e-money issuers. Similarly, a stablecoin issued by a private entity with claims on an issuer resembles a bank deposit. Yet, despite these similarities, stablecoins often operate outside the regulatory frameworks that govern bank deposits and other products that are similar to bank deposits, like money market funds.

    This highlights the importance of the principle “same activity, same risk, same regulation.” If stablecoins perform the same economic functions as traditional instruments, they should adhere to equivalent regulatory and supervisory standards. This is not about stifling innovation but about safeguarding financial stability.

    Consider a stablecoin issuer promising 1:1 backing with high-quality reserves. Without strict oversight, could these reserves fund riskier ventures, with stablecoins acting as conduits for leveraging the financial system? This scenario is not hypothetical. We have seen how loosely regulated financial instruments can amplify risks rather than mitigate them. The potential for runs on large stablecoins could have financial stability implications given their large-scale investments in the short-term funding markets. The interconnectedness between stablecoins and traditional financial systems has grown rapidly.

    To address these risks, the FSB has set guardrails for the regulation, supervision, and oversight of stablecoins. These guardrails ensure robust standards for transparency, governance, and risk management. However, if we want to prevent regulatory arbitrage, consistent implementation across jurisdictions is critical. We should not allow stablecoins to exploit gaps in oversight to gain a competitive advantage or to introduce hidden risks into the financial system.

    Strengthening Cross-Border Payments 

    Beyond stablecoins, cross-border payments remain a focus area for the FSB. We work to bring the G20’s goal of making cross-border payments faster, cheaper, more accessible and more transparent to fruition. Cross border payments mostly rely on domestic payments systems. But unlike domestic payment systems, there is no over-arching global governance framework for cross-border payments. Despite innovation in cross-border payments, inefficiencies, high costs, and delays in processing payments persist. 

    To address this, the FSB, in collaboration with the Committee on Payments and Market Infrastructures (CPMI) and other stakeholders, has been working to align technical standards, as well as legal, regulatory, and supervisory frameworks. This work is essential no matter what technology is used.

    Conclusion

    As we navigate this complex landscape, our task is to strike the right balance between fostering innovation and safeguarding financial stability. The likely route for the evolution of global payments remains uncertain. If that comes by the spread of new payment rails, such as stablecoin, or if it comes by the improved efficiency of long-established payment mechanisms should be something we are agnostic on. But what is certain is that fostering innovation must not come at the expense of stability.

    Continued global coordination and vigilance is therefore crucial. We must address the risks posed by stablecoins and other fintech innovations while ensuring that payments systems provide good value for consumers. Improving the user experience is not just a matter of convenience; it is essential to prevent the proliferation of unregulated or less-regulated alternatives. 

    Authorities must work together to build a financial system that embraces innovation while ensuring resilience, inclusivity, and trust. By applying the principle of “same activity, same risk, same regulation”, we can foster a payments ecosystem that is both forward-looking and fundamentally sound.
