  • MIL-OSI USA: Kean Hosts Annual Service Academy Send-Off Reception for NJ-07 Students

    (June 13, 2025) LEBANON BOROUGH, NJ – Congressman Tom Kean, Jr. (NJ-07) hosted his annual Service Academy Send-Off Reception on May 28, 2025, at Raritan Valley Community College to recognize 16 students from New Jersey’s 7th District. Each student received a nomination from Congressman Kean and subsequently was offered an appointment to attend a United States Service Academy as part of the Class of 2029.

    Each year, Members of Congress have the honor of nominating high school seniors for admission to the U.S Military Academy, U.S. Naval Academy, U.S. Merchant Marine Academy, and U.S. Air Force Academy. All applicants must meet strict qualifications and undergo a rigorous selection process, including an interview with Congressman Kean’s independent Academy Review Board.

    In addition to the send-off reception, Congressman Kean hosted an information session the same evening for high school students interested in applying for a Service Academy nomination. Representatives from all five U.S. Service Academies shared insights into their programs and the admissions processes.

  • MIL-OSI United Kingdom: Portsmouth’s Clean Air Zone delivers results – But the journey isn’t over

    To mark and practically contribute to Clean Air Day on Thursday 19 June, Portsmouth City Council is offering free bus travel across the city — celebrating the progress made in tackling air pollution and the key role buses can play while recognising there’s still more to do.

    Since in 2021, when the Clean Air Zone (CAZ) was launched, air quality in Portsmouth has seen a marked improvement and a recent study shows that over 99% of chargeable vehicles entering the zone now meet emissions standards. However, a few areas of the city still exceed legal nitrogen dioxide (NO₂) limits, mainly due to older diesel vehicles especially private cars and vans.

    While achieving UK legal limits is a key milestone, Portsmouth City Council is committed to going further to better protect public health. Cleaner air benefits everyone — it can ease breathing problems, particularly for children, older people, and those with existing health conditions, and helps create a healthier environment for all.

    To tackle remaining pollution hotspots, Portsmouth City Council is stepping up its commitment to cleaner air and healthier travel across the city — and these are just some of the actions already underway.

    The council has rolled out 62 electric buses through the government’s ZEBRA scheme, cutting emissions from public transport. Bus services have also been upgraded under the Bus Service Improvement Plan, making them more frequent and reliable.

    Walking and cycling are being made safer and more accessible through schemes like the Active Pompey Neighbourhood programme, while 320 new on-street electric vehicle charge points are being installed to support the switch to cleaner cars.

    Meanwhile, Portsmouth International Port is progressing towards net-zero emissions, including a UK-first shore power system that allows ships to plug in while docked, significantly reducing pollution.

    These initiatives are part of a wider, long-term strategy to make Portsmouth a cleaner, greener and healthier city — with more improvements still to come.

    Cllr Peter Candlish, Cabinet Member for Transport, said: “We’ve made real progress on air pollution, but there’s much more we can do, especially by changing how we travel. That’s why Clean Air Day is the perfect time to try the bus — it’s free, it’s easy, and it’s one small step we can all take for a cleaner, greener and healthier Portsmouth.”

    Cllr Kimberly Barrett, Cabinet Member for Climate Change and Greening the City, added: “Cleaner air means healthier lives. We’re seeing real progress, but we all have a part to play. Choosing greener ways to travel — even just once a week — can make a big difference for Portsmouth.”

    The CAZ will remain in place until air pollution levels stay within legal limits for two consecutive years. Experts are optimistic this could be achieved in the coming years, as cleaner vehicles continue to replace older diesel models. Even after these limits are met, Portsmouth City Council will continue taking proactive steps to further reduce air pollution and safeguard public health.

  • MIL-OSI USA: Merkley, Wyden Fight Back with Bill to Reverse Trump, Hegseth Ban on Transgender Service Members in the Military

    Washington, D.C. – Oregon’s U.S. Senators Jeff Merkley and Ron Wyden announced that they have cosponsored the Fit to Serve Act, a bill to support our military readiness and national security by prohibiting discrimination against transgender service members. The lawmakers’ bill comes as the Trump Administration is taking actions that undermine our national security and dehumanize the thousands of transgender service members who have made meaningful contributions to our armed forces.

    “Service members sign up to protect our country with patriotism and bravery,” said Merkley. “Banning highly-skilled transgender service members endangers the safety and security of our nation and takes us backward in our march towards equality.”

    “Drumming out Americans from military service because of rank prejudice undermines our national defense and is a cruel slap in the face to transgender people,” Wyden said. “This bill acts on the core principle that equal treatment of Americans based solely on their ability to do the job must guide the armed forces and any other walk of life.”   

    In January 2025, President Trump signed an executive order banning transgender individuals from joining and continuing to serve in the military. The Department of Defense (DoD) forced service members in active-duty to self-identify for voluntary separation by June 6, 2025; service members in the Reserves have until July 7, 2025. 

    While the ban continues to be litigated in federal court, the Supreme Court has allowed the DoD to begin to implement the ban, threatening the careers of thousands of service members who serve as test pilots, Navy divers, intelligence analysts, weapons specialists, combat aviators, and other critical national security roles. The ban also risks wasting billions of taxpayer dollars invested in training these troops, many of whom have spent decades in the military, have been deployed multiple times, and have commanded large numbers of troops. 

    Former Pentagon officials have testified that allowing transgender service members to openly serve “fosters openness and trust among team members, thereby enhancing unit cohesion” and that “transgender service members who meet the standards required for their positions serve effectively and contribute positively to unit readiness.”? 

    To ensure the United States can continue to benefit from the service of transgender individuals who have raised their hand to defend and protect their country and meet the same rigorous standards as their peers, the Fit to Serve Act would prohibit the DoD from: 

    • Banning transgender service members from the military; 
    • Prescribing qualifications for service on the basis of gender identity; 
    • Denying necessary health care for service members on the basis of gender identity; 
    • Forcing a service member to serve in their sex assigned at birth; or 
    • Otherwise discriminating against service members on the basis of gender identity.

    In addition to the Fit to Serve Act, Senators Merkley and Wyden have joined their Senate Democratic colleagues in a letter demanding that Defense Secretary Pete Hegseth reverse course and not implement the Trump Administration’s un-American transgender military service ban. Merkley also led, and Wyden joined, the No Place for LGBTQ+ Hate Act, which would ensure that Trump’s hateful anti-LGBTQ+ executive orders, including the ban on transgender service members, have no force or effect, and that no federal funds are used to implement, administer, enforce, or carry out those executive orders.?

    The Fit to Serve Act was led by Senator Elizabeth Warren (D-MA). In addition to Merkley and Wyden, it is cosponsored by Senators Tammy Baldwin (D-Wis.), Cory Booker (D-N.J.), Tammy Duckworth (D-Ill.), John Fetterman (D-Pa.), Kirsten Gillibrand (D-N.Y.), Mazie Hirono (D-Hawaii), Andy Kim (D-N.J.), Ed Markey (D-Mass.), Bernie Sanders (I-Vt.), Brian Schatz (D-Hawaii), Tina Smith (D-Minn.), and Chris Van Hollen (D-Md.).

  • MIL-OSI Canada: Premier Returns to Boston to Promote Life Sciences Sector, Meet With Northeastern Governors

    Premier Tim Houston will be in Boston this weekend to attend the BIO Boston International Convention, the largest biotechnology conference in the world, and meet with northeastern U.S. governors to discuss shared priorities.

    At the conference, the Premier will host an event for international biopharma representatives to showcase Nova Scotia’s commitment to advance the life sciences sector and highlight the importance of the sector’s role in promoting both health outcomes and economic growth.

    The meeting with northeastern U.S. governors follows an invitation they extended to eastern Canadian premiers in early May amid concerns over tariffs and maintaining strong trade relations.

    “The New England region has always been an important trade partner to Nova Scotia, and it will continue to be even as we forge new relationships and create new opportunities for hard-working Nova Scotians,” said Premier Houston. “Our ties to New England run deep, and Nova Scotia has a lot to offer – from expertise in the biotech sector, to high-quality seafood, to wind energy that can help power New England’s energy needs, and so much more.”

    Premier Houston has cited New England as an example of a region with massive energy needs that could benefit from Nova Scotia’s plan to construct offshore wind turbines.

    Premier Houston continues to discuss the removal of interprovincial trade barriers, improved labour mobility and diversifying to new markets with other premiers and the federal government. Several jurisdictions have already agreed to remove trade barriers.

    As part of Budget 2025-26, the Province will work to strengthen Nova Scotia’s self-reliance by investing in critical minerals, wind resources and the seafood sector, in addition to investing more money to grow the Nova Scotia Loyal program. The Province will also develop a comprehensive trade action plan to facilitate internal trade, enhance productivity and drive critical sectors with input from businesses and industry.

  • MIL-OSI Security: Bradenton Men Plead Guilty In Drug Trafficking Conspiracy

    Tampa, FL – United States Attorney Gregory W. Kehoe announces that Colin Zirpoli (44, Bradenton) and Tony Marsh (25, Bradenton) have pleaded guilty to conspiracy to possess with intent to distribute methamphetamine. In addition, Zirpoli pleaded guilty to one count of possession with intent to distribute methamphetamine and Marsh pleaded guilty to two counts of the same offense. They each face a minimum penalty of 10 years, up to life, in federal prison. The sentencing dates have not yet been set.

    According to court records, in February 2024, Zirpoli sold methamphetamine to an undercover officer. Law enforcement determined Zirpoli’s source of supply was Elizabeth Poff, a co-defendant who previously pleaded guilty. Law enforcement then later determined that Poff’s source of supply was Marsh. Law enforcement continued to investigate the case, leading to four additional arrests in connection with the methamphetamine distribution.

    This case is being investigated by the Drug Enforcement Administration, the Sarasota County Sheriff’s Office, and the St. Petersburg Police Department. It is being prosecuted by Assistant United States Attorney Samantha Newman.

  • MIL-OSI Security: Former Hedge Fund Manager Arrested for Insider Trading and Obstruction of Justice

    Defendant indicted for allegedly trading on material non-public information to earn more than $4 million in profits, making false statements and intimidating a cooperating witness.

    BOSTON – A former Miami-based hedge fund manager was arrested today in connection with his alleged role in a multi-million-dollar insider trading scheme and obstruction of justice.

    Kris Bortnovsky, a/k/a “Kris Bort,” 44, of Bal Harbour Village, Fla., has been charged in a six-count indictment unsealed today. The indictment charges Bortnovsky with two counts of securities fraud; two counts of conspiracy to commit securities fraud; one count of making false statements; and one count of witness intimidation. The defendant was arrested today in the Southern District of Florida and will appear in federal court in Boston at a later date.

    According to the indictment, Bortnovsky served as a hedge fund manager and, from at least 2017 through 2019, allegedly conspired with others to trade in the stocks of several publicly traded companies based on material non-public information regarding the earnings results and merger-and-acquisition activity of those companies. It is further alleged that, when interviewed by agents, Bortnovsky made several materially false statements. It is further alleged that, after being charged with securities fraud, and in violation of his pre-trial conditions of release, Bortnovsky intimidated and attempted to intimidate a then-cooperating witness.

    Charges against three other defendants who have previously pleaded guilty to their involvement in the insider trading scheme were also unsealed today. A fifth defendant who participated in the scheme previously pleaded guilty and was sentenced to one year in prison.  The government’s investigation remains ongoing.

    The charge of conspiracy to commit securities fraud in violation of Title 18 provides for a sentence of up to 25 years in prison, five years of supervised release and a fine of $250,000 or twice the gross gain or loss, whichever is greater. The charge of conspiracy to commit securities fraud in violation of Title 15 provides for a sentence of up to five years in prison, three years of supervised release and a fine of $250,000 or twice the gross gain or loss, whichever is greater. The charge of securities fraud in violation of Title 18 provides for a sentence of up to 25 years in prison, five years of supervised release and a fine of $250,000 or twice the gross gain or loss, whichever is greater. The charge of securities fraud in violation of Title 15 provides for a sentence of up to 20 years in prison, three years of supervised release and a fine of $5 million.  The charge of making false statements provides for a sentence of up to five years in prison, three years of supervised release and a fine of $250,000. The charge of obstruction of justice through witness intimidation provides for a sentence of up to 20 years in prison, with an additional maximum potential 10-year consecutive prison term because the offense was allegedly committed while Bortnovsky was on pre-trial release, as well as three years of supervised release and a fine of $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    United States Attorney Leah B. Foley and Kimberly Milka, Acting Special Agent in Charge of the Federal Bureau of Investigation’s Boston Division made the announcement today. The U.S. Securities and Exchange Commission and the Federal Bureau of Investigation, Miami Field Office, provided valuable assistance in this matter. Assistant United States Attorneys Ian J. Stearns and Kaitlin R. O’Donnell of Foley’s Securities, Financial & Cyber Fraud Unit are prosecuting the case.

    The details contained in the charging documents are allegations. The defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Global: The Club World Cup 2025 shows sharing the stage is the future of global sport

    Before it kicked off, the all new revamped and expanded men’s 2025 Fifa Club World Cup had already attracted controversy.

    Some think even more football matches at the end of a long season pose a risk to player welfare. Others are concerned about a lack of fan engagement.

    But aside from these issues the tournament, which features 32 clubs from around the world, provides fresh evidence of a new model emerging in global sport.

    This event, which is being staged in 12 different cities across the US, is the latest experiment in “polycentric” hosting, where multiple locations collaborate as destinations for international sporting events.

    The next men’s Fifa World Cup in 2026 will take place across the US, Canada and Mexico. Four years later, the event will be spread across different continents, starting in South America, before moving to Europe and Africa. In between, the men’s Euros of 2028 will be co-hosted by the UK and Ireland.

    The trend is not limited to football. The 2026 Winter Olympics is being shared in Italy between Milan and Cortina d’Ampezzo. The Commonwealth Games are also moving towards a more pragmatic model of hosting.

    Our research, which focused on the men’s Euro 2020 tournament (delayed by COVID and held in 2021), suggests that polycentric hosting has many advantages.

    Spanning 11 European countries, Euro 2020 was conceived as a celebration of the tournament’s 60th anniversary.

    From a branding perspective, this posed significant challenges. Each city had its own visual identity, with localised fan engagement strategies.

    Without a singular geographic or cultural anchor, Uefa, the governing body of European football, had to balance the benefits of celebrating local diversity with the need for a coherent overarching narrative.

    Yet overall, the format worked. Despite the pandemic’s disruption, the tournament still reached broad audiences and activated fanbases in multiple regions.

    Instead of one city or nation shouldering the financial and logistical burden of building infrastructure, accommodating visitors, and managing security and transport, responsibilities were shared.

    A team effort

    This can significantly reduce the risk of the problem of “white elephants” where expensive stadiums or facilities fall into disuse after an event has finished.

    By using infrastructure and venues which already exist, the environmental and economic costs of hosting are minimised. It also makes hosting more feasible for countries that might not have the capacity to do it alone.

    At the same time, many of the perceived benefits of staging sports events – such as economic boosts to local economies, increases in tourism, improved transport links, and civic pride – can be shared more widely. Rather than one host reaping all the rewards, several places can potentially benefit, engaging local communities and stimulating regional development.

    Collaborative multi-host formats also allow for widespread sharing of knowledge and opportunities for innovation. When cities and organising committees work together, they can bring diverse perspectives, cultural insights, operational practices, and even healthy competition to the table.

    We found that the development of friendly rivalries between Euro 2020 hosts actually encouraged a competitive mindset that motivated organising committee staff to attempt to outperform counterpart cities.

    Meanwhile Uefa enabled those different cities to develop branding strategies which reflected local character while contributing to a broader European narrative of unity through sport. One example was each city selecting a landmark bridge to tie in with the tournament’s overarching “bridging Europe” theme.

    This collaborative way of thinking also led to creative and inclusive ideas. Glasgow, for example, integrated a cultural festival into its role as a host city, featuring local artists and musicians.

    Polycentric tournaments aren’t without challenges of course. There is a risk of fragmentation, where the tournament feels like a series of disconnected mini-events rather than something cohesive.

    But overall, the environmental, economic and cultural benefits can be substantial. And what began as a celebratory one-off with Euro 2020 is fast becoming the design for future major sport events.

    By sharing the spotlight, cities and countries also share the strain and the opportunity. The age of the single host nation isn’t over, and the looming Saudi Arabia 2034 World Cup is a stark reminder that above all, money still talks. But the era of shared hosting is clearly here, and might just be what global sport and its fans need.

  • MIL-OSI United Kingdom: Life-Saving Bleed Kit Donated to Local Shard End Florist as Part of Citywide Safety Drive

    A new bleed control kit has been donated to a local florist in Shard End after it was stolen.

    The kits offer vital emergency equipment in an area that has experienced the devastating consequences of knife crime.

    The installation is part of a wider regional initiative funded by the West Midlands Police and Crime Commissioner (PCC), who has provided the resources for hundreds of bleed control kits to be distributed across Birmingham. The kits are designed to be used in the critical minutes following a serious injury where immediate action can mean the difference between life and death.

    Each pack contains essential medical equipment to help control severe bleeding while waiting for paramedics. With ambulance response times averaging around seven minutes, and fatal blood loss potentially occurring in as little as three, having access to these kits in public places is a life-saving intervention.

    The project is being delivered in partnership with Birmingham Community Safety Partnership,  West Midlands Police and the Daniel Baird Foundation. Together, they have identified key locations for kit installation, focusing on areas with higher risk and need.

    In a gesture of community support, Birmingham City Council Community Safety Team will also be donating a bleed kit to Bobby’s Florist in Shard End. The shop had its kit stolen during a recent break-in, and the Council is committed to ensuring that vital safety resources remain accessible to local businesses and residents.

    Councillor Jamie Tennant, Cabinet Member for Social Justice, Community Safety and Equalities, said:

    “Installing bleed control kits in areas like Shard End is a powerful and practical response to the devastating impact of knife crime. These kits are more than medical supplies—they are a lifeline and a visible symbol of our commitment to protecting our communities. I’m particularly proud that we are able to support local businesses like Bobby’s Florist, who play an important role in our neighbourhoods, by replacing their stolen kit. This is community safety in action—collaborative, compassionate, and focused on saving lives.”

    The initiative continues to be championed through monthly Local Community Safety Partnership meetings, where agencies work together to reduce serious violence, tackle anti-social behaviour, and strengthen public safety.

    Bleed control kits are a reassuring presence in our public spaces and represent a proactive step toward creating safer communities for everyone.

    West Midlands Police and Crime Commissioner Simon Foster said: “I am really impressed by Bobby-Ray and his outstanding initiative and commendable dedication to our community. At just 16 years old, he has shown remarkable leadership and compassion by raising funds to provide five bleed control kits for Yardley. His actions are a testament to the positive impact young people can have in preventing harm and saving lives.

    “Bobby-Ray’s efforts align with my commitment to prevent and tackle knife crime and to ensure the safety of our residents. Last year, I distributed 420 bleed control kits across the West Midlands, and it is heartening to see young people like Bobby-Ray taking up this vital cause.     “This Saturday is the annual Royal Landing festival in Carrickfergus. Carrickfergus is a town very proud of its rich culture, heritage and history.

    “It is a long-running Orange pageant which marks the arrival of King William on his way to the Battle of the Boyne in 1690. Over 40 bands and lodges are expected to partake in the parades in the famous east Antrim costal town.

    “The Royal Landing is a wonderful day where history and heritage come alive in the historic walled town of Carrickfergus. It is a proud day for the town and everyone is invited to join in for what is sure to be a positive family fun day out with live music, dancing and history. There will also be ample food stalls available.

    “Given this is a family event for everyone, it is expected that all who attend will help to create a safe, respectful and positive day celebrating our culture.

         The large-scale anti-drug variety TV programme “Let’s Stand Firm. Knock Drugs Out!” presented by the Action Committee Against Narcotics (ACAN) was held at TVB City in Tseung Kwan O this evening (June 13). The Chief Secretary for Administration, Mr Chan Kwok-ki, delivered a speech at the programme and officiated at the kick-off ceremony of a series of spectacular anti-drug performances along with the Secretary for Security, Mr Tang Ping-keung; the Chairman of ACAN, Dr Donald Li; the Under Secretary for Security, Mr Michael Cheuk, and other guests.

         Mr Chan said in his speech that Hong Kong was previously plagued by drug problems in the 1960s. Since the establishment of ACAN, the Government and various sectors of the community have been working together to combat drug problems. From 1977, when records started to be kept, to 2024, the total number of reported drug abusers has dropped by as much as 70 per cent. Last year, the number of young people under the age of 21 arrested for serious drug offences was at a record low. ACAN has been instrumental in the success of Hong Kong’s anti-drug efforts.

         He said, “This year marks the 60th anniversary of the establishment of the Action Committee Against Narcotics. I am glad to be able to take part in the programme today and review with everyone the development of the anti-drug efforts in Hong Kong on this important occasion…On behalf of the HKSAR Government, I would like to express heartfelt gratitude to all those who have participated in the anti-drug cause…I would like to appeal to all members of the public to help spread the steadfast message of ‘Let’s Stand Firm. Knock Drugs Out!’ and work together towards a drug-free future to safeguard the health of every member of the public.”

         At the opening ceremony, Mr Chan led the officiating guests in activating a device, after which seven props symbolising different drugs were dropped into a machine symbolising the destruction of pernicious drugs. Mr Chan led the officiating guests to read out the anti-drug slogan “Let’s Stand Firm. Knock Drugs Out!” to launch a series of spectacular anti-drug performances.

         Delivering a speech through a recorded short video for the programme, Dr Li said that the progress of Hong Kong’s anti-drug efforts owed a lot to the active participation of members of the public in Hong Kong and the concerted efforts of several generations in the fight against drugs over the past 60 years. He thanked everyone who had participated in anti-drug work before for their contributions. “I invite you, in front of the TV, to continue to participate actively in the anti-drug efforts. I believe that with your participation, a drug-free Hong Kong is just around the corner,” he added.

         In the programme, various young idols and singers performed songs with positive messages, including an upbeat anti-drug theme song that shares with young people positive energy and encourages them to hold dear to positive values in life.

         Members of Hong Kong Customs’ “Customs YES” played the harp and danced in a musical segment. Through the impact of classical music and modern dance, a message was conveyed that positive hobbies not only broaden one’s horizons and let one’s talents shine, but also strengthen one’s determination against drugs.

         Members of the Hong Kong Police Force’s “Leadership Institute on Narcotics” performed rope skipping and hip hop dance with energetic vibes, letting the audience know that one of the best ways to resist the temptation of drugs is to build a strong body and a determined mind through sports. Wushu athlete Juanita Mok and table tennis athlete Wong Chun-ting also cheered for youngsters in this segment with their respective fortes – Wushu (Taolu) that combines strength and flexibility, and table tennis, which is known for its speed.

         Members of the Correctional Services Department’s “Rehabilitation Pioneer Leaders” performed in the form of busking with ukulele, electric piano and guitars, in the hope of striking a chord with young people and expressing through the songs that a healthy state of mind is essential for staying away from drugs.

         In addition, the programme has arranged for artists to re-enact short plays based on the true stories of rehabilitees who have successfully quit drugs. The rehabilitees have participated in the plays themselves.

         Co-organised by the Narcotics Division of the Security Bureau and ACAN, and produced by Television Broadcasts Limited, the programme aims to review Hong Kong’s anti-drug history over the past 60 years and rally community support for combating drug problems. Audience members from different sectors, including students, youth groups and representatives from the education and social welfare sectors, attended the programme. This programme is one of the events held in commemoration of the 60th anniversary of ACAN.

         The programme will be broadcast on TVB Jade at 9pm on June 21. Members of the public are welcome to watch and disseminate anti-drug messages for building a drug-free Hong Kong together.

    Headline: Major banks set industry milestone with endorsement of ICC’s Principles for Sustainable Trade Finance

    A group of leading Trade Finance banks have today announced their endorsement of the International Chamber of Commerce’s (ICC) Principles for Sustainable Trade Finance (ICC PSTF). This group, and further supporting banks, collectively represent as much as 25% of the global trade finance market by volume.

    The work, led by ICC, with support from Boston Consulting Group (BCG) and newly announced endorsement by Commerzbank, ING, Santander, and Standard Chartered aims to provide clear, transparent, and consistent guidelines to enable banks, corporates and investors to effectively channel capital towards sustainable and inclusive trade finance facilities.

    Unlike for many other financial products, trade finance practitioners have historically not had a clear, consistent and consensus definition on what constitutes sustainable trade finance, limiting its application. The principles, launched in October 2024, therefore provide a robust methodology for evaluating sustainable trade finance transactions, including a globally acceptable approach for assessing use-of-proceeds in trade finance transactions, proposed due diligence protocols for sustainability verification and unified reporting standards to ensure consistency across financial institutions.

    As a next step, with support of these banks, ICC plans to further build on the principles including defining legal terms and extending its coverage to social sustainability, while also working with the broader trade ecosystem – including banks, corporates and regulators – to expand further endorsement. ICC welcomes any users who also wish to endorse the PSTF to an additional endorsement announcement in circa Q3 2025.

  • Google sues LATAM Airlines in US over Brazilian YouTube video dispute

    Google sued Chile-based LATAM Airlines in U.S. federal court on Thursday, seeking a declaration that Brazilian courts cannot force the tech giant to take down a YouTube video in the U.S. that accused a LATAM employee of sexually abusing a child.

    Alphabet’s Google, which owns YouTube, said in the lawsuit that LATAM was attempting to “make an end-run” around protections for free speech under the U.S. Constitution by suing in Brazil to force the video’s removal worldwide.

    “LATAM has not received any official communication about the court case,” the company told Reuters.

    Google spokesperson Jose Castaneda said in a statement that the company has “long supported the legal principle that courts in a country have jurisdiction over content available in that country, but not over what content should be available in other countries.”

    Right-wing social media companies Trump Media and Rumble filed a similar lawsuit in Florida in February against a Brazilian judge who had ordered them to remove the U.S.-based accounts of a leading supporter of former Brazilian President Jair Bolsonaro. A federal judge decided in the case that the companies were not required to comply with the order in the United States.

    According to Google’s lawsuit filed in San Jose, California, U.S. citizen and Florida resident Raymond Moreira posted two YouTube videos in 2018 of his 6-year-old son outlining allegations of sexual abuse that the child said he experienced from a LATAM employee while traveling as an unaccompanied minor.

    Moreira sued LATAM in Florida in 2020 over the alleged abuse, which led to a confidential settlement.

    LATAM sued Google in Brazil in 2018 seeking an order to remove the video from YouTube. A Brazilian appeals court is set to consider next week whether it has the authority to order Google to take down the video worldwide.

    Google asked the court in California on Thursday to declare that LATAM cannot force the tech giant to remove the video in the United States.

    Canada’s Supreme Court upheld an order for Google to remove some search results worldwide in a separate case in 2018. A California judge halted that order’s U.S. enforcement in 2017.

    BEIRUT – Under the patronage and in the presence of Lebanese Minister of Agriculture Dr. Nizar Hani, and with the participation of WFP Representative and Country Director in Lebanon Mr. Matthew Hollingworth, Acting FAO Representative in Lebanon Ms. Veronica Quattrola and a number of experts and officials from the Ministry of Agriculture, the Lebanon: Integrated Food Security Phase Classification report for the period of April to October 2025 was launched at the Ministry’s headquarters in Beirut.

    The report shows that one in five people in Lebanon – around 1.17 million individuals – are facing crisis or emergency levels of acute food insecurity between April and June 2025. While this figure reflects gradual recovery compared to figures from earlier this year, when 1.65 million people were affected following the conflict, gains remain fragile without sustained support.

    This gradual recovery in food security levels is attributed mainly to the ceasefire agreement, a short-term increase in food assistance, and relative recovery in some local markets. However, the country continues to grapple with major challenges including the deterioration of agricultural infrastructure, rising inflation rates, economic stagnation, and concerning funding gaps in humanitarian programmes.

    The report highlights that the recent conflict caused significant damage to agricultural assets, especially in southern Lebanon, leading to a decline in production and disruption of food sources for many households. Damaged infrastructure – estimated to cost billions of dollars – remains unrepaired, and local economies are recovering at a slow pace. The number of internally displaced persons is estimated at around 100,000 people.

    “What the numbers are telling us is that while immediate and widespread humanitarian support before and throughout the ceasefire have eased pressures, the situation remains precarious,” said Matthew Hollingworth, WFP Lebanon Representative and Country Director. “Many families are one setback away from slipping back into crisis. Predictable, sustained assistance will be crucial to ensure these improvements hold.”

    According to FAO Representative in Lebanon a.i, Veronica Quattrola: “Escalating hostilities and mass displacement have severely disrupted agrifood systems, threatening food security. Agriculture is a vital pillar for resilience and recovery, making urgent, targeted support essential to restore production, stabilize food access, and build long-term resilience in affected communities.”

    The report identifies the highest levels of food insecurity in the governorates of Baalbek-Hermel, Baabda, Bint Jbeil, Marjayoun, Nabatieh, Tyre, and Akkar. According to the data:

    • Around 591,000 Lebanese (15% of Lebanese households),
    • Approximately 515,000 Syrian refugees (37% of Syrian refugees),
    • Nearly 67,000 Palestinian refugees (30% of Palestinian refugees),

    are currently living under crisis or emergency levels of food insecurity and are in urgent need of humanitarian assistance.

    IPC projections estimate that the number of affected individuals will rise to 1.24 million people – about 23% of the population analysed – between July and October 2025, due to seasonal factors, continued economic contraction (with GDP still 34% below 2019 levels), and a likely decline in humanitarian aid funding.

    During the report launch, Minister of Agriculture Dr. Nizar Hani stressed that Lebanon continues to suffer from the cumulative effects of financial, economic, and social crises since 2019, which have severely impacted living conditions and increased food insecurity. He said:

    “As part of its national responsibilities, the Ministry of Agriculture placed food security at the core of its strategy and requested to join the IPC initiative in 2022 to establish an accurate scientific basis for guiding policy.”

    He highlighted that the analysis results confirmed the urgent need for swift interventions, particularly in areas heavily affected by the hostilities, such as Akkar, Baalbek, Hermel, Bint Jbeil, and Marjayoun.

    The Minister added: “We need to strengthen national partnerships and expand coordination among relevant ministries – including Economy, Health, Environment, Social Affairs, Education, and Energy – to build an integrated national response that supports social safety nets, nutrition, education, and agriculture.” 

    He stressed that boosting sound agricultural production is a key entry point to achieving sustainable food security and noted several ministry initiatives in this regard, including the launch of a “Food Contaminant Observatory” and the reactivation of central laboratories in Kfarshima to ensure food safety and quality.

    In conclusion, Minister Hani thanked the Ministry’s partners – WFP, FAO, the American University of Beirut, the Central Administration of Statistics, and NGOs – for their efforts, stating:

    “Food security is a national responsibility that requires inclusive cooperation and continuous coordination among all stakeholders to build a more resilient society and ensure a fairer, more stable citizenship for everyone living in Lebanon.”

    Two property owners fined over $110,000 in total for carrying out unauthorised building works 
    The BD discovered certain UBWs at the two detached houses during a large-scale operation in September 2023 to inspect houses along the coastal area of Redhill Peninsula. Investigation by the BD found that the owners of the two houses had knowingly carried out the concerned building works without the prior approval and consent from the BD, contravening section 14(1) of the BO. Hence, the BD instigated prosecution action against the two owners under section 40(1AA) of the BO in August last year. The two owners were convicted and fined $30,000 and $82,980 respectively yesterday.
     
    A spokesman for the BD said today (June 13), “The Redhill Peninsula incident reveals that coastal detached houses with UBWs or illegal occupation of government land can pose safety hazards and risks to nearby slopes. If such contraventions are discovered, the BD will take vigorous enforcement actions and instigate prosecution actions. Property owners should consult building professionals before carrying out building works to ensure compliance with the BO.”
     
    The spokesperson said that these are the first two convictions for contravening section 14(1) of the BO in relation to the Redhill Peninsula incident. The BD has already instigated prosecutions against 30 detached houses on Redhill Peninsula, including the above two houses. Court hearings for these cases are being rolled out.
     
    Pursuant to section 40(1AA) of the BO, any person who knowingly contravenes section 14(1) (i.e. commencement or carrying out any building works without having first obtained approval and consent from the BD), commits an offence and is liable upon conviction to a fine of $400,000 and to imprisonment for two years, and a further fine of $20,000 for each day that the offence continues.
     
    The Government has earlier on put forward proposals to amend the BO, including increasing the penalties to enhance deterrence against failure to comply with statutory notices or orders by the specified time and offences against serious UBWs. The Government is drafting the legislative amendments, with a view to submitting the amendment bill to the Legislative Council in the first half of 2026.

  • MIL-OSI Security: Riverhead — RCMP charges a man with child pornography offences

    The RCMP’s Provincial Internet Child Exploitation (ICE) Unit has charged a man with child pornography and child luring offences in Riverhead.

    On June 3, the RCMP’s ICE Unit, assisted by Barrington RCMP, Shelburne RCMP and RCMP Digital Forensic Services executed a search warrant at a home on Oak Park Rd. and safely arrested a 41-year-old man from Riverhead.

    Investigators were directed to the residence after a social media application notified law enforcement that child pornography had been transmitted using their service.

    Through the course of the investigation, it was also learned that the man had communicated online with a child in Newfoundland and had sent sexually explicit material. With the assistance of the RCMP-RNC Integrated Internet Child Exploitation Unit, the child victim was located and evidence gathered.

    Robert Nickerson, 41, has been charged with:

    • Possession of Child Pornography
    • Distribution of Child Pornography
    • Luring a Child
    • Making Sexually Explicit Material Available to a Child

    Nickerson was released on conditions and is scheduled to appear in Yarmouth Provincial Court on September 2, 2025.

    With these types of offences, specifically Luring a Child, it is possible there may be more victims. The RCMP ICE Unit is encouraging anyone with additional information concerning this incident to call their local RCMP detachment or municipal police agency.

    In Nova Scotia it is mandatory for citizens to report suspected child pornography; anyone who comes across child pornography material or recordings must report it to the police. Failure to report could result in penalties similar to those for failure to report child abuse set out in the Child and Family Services Act.     Sickle cell patients to get better treatment after £9 million boost

    Patients living with rare blood disorders to benefit from increased access to treatment and availability of services, thanks to £9 million investment.

    Patients with sickle cell disease are set to benefit from quicker and more accessible treatment thanks to major upgrades to life-saving technology.

    Backed by a £9 million investment from NHS England, the government is set to transform apheresis services – a specialised set of treatments which remove harmful components from a patient’s blood – by funding more specialist treatment centres, as well as expanding access to cutting-edge technology.

    Funding will ensure that Spectra Optia machines, which perform automated cell exchanges, are more widely available to patients with sickle cell disease. This process involves removing a patient’s sickled red blood cells, and replacing them with healthy donor cells.

    As well as helping patients benefit from more convenient care, this technology has the potential to save the NHS up to £12.9 million annually thanks to a reduction in time spent in hospital for patients and the reduced need for other treatments.

    Improvements will also be made to expand the availability of this treatment nationwide, which will include increased availability of out-of-hours services. This investment will also see an expansion of the specialist workforce to manage this advanced technology.

    This latest commitment comes as the government sets out how it is harnessing new innovations during London Tech Week, which shines a spotlight on the latest tech out there to improve our everyday lives.

    Health and Social Care Secretary, Wes Streeting, said:

    People living with rare conditions like sickle cell disease face immense everyday challenges, and can sometimes struggle to get the specialised care they need.

    To make our health service fit for the future, we have to harness the power of new technologies, and these machines provide a shining example of how ours is starting to make huge advancements in digital healthcare.

    Through our Plan for Change, this government will be the one that removes the barriers to getting the latest and best tech to our NHS frontline, so patients can access the best care available, closer to home.

    In England, there are around 17,000 people living with sickle cell disease – an inherited blood disorder, with 250 new cases a year. It is generally more common in people of Black African, Caribbean, Middle Eastern and South Asian heritage.

    Spectra Optia machines operate in hospitals across the country, with more than 20 NHS trusts currently supported to offer treatment using this technology for sickle cell. The technology works by automatically replacing affected red blood with healthy donor cells and has proved to be a lifeline for patients.

    The treatment lasts longer in the patient than simple transfusions and has been shown to be highly effective in reducing complications such as iron overload.

    Robert Ojeer, 35, from west London has lived with sickle cell disease his entire life. Receiving care at Hammersmith Hospital, part of Imperial College Healthcare NHS Trust, Robert receives automated red cell exchanges every 4 weeks. He said:

    I’ve been on the regular exchange programme since 2015. Before then I would only have had exchanges in emergency situations, when I had more complex sickle cell crises. But now I go more often, when the amount of sickle cells in my blood increases.

    Having access to automated exchange improves my quality of life. I have 2 children, and it means that I can play a bigger part in their lives. It means I can work and that I can just have a sense of normality – I can do things that everyday people would take for granted.

    I hope that every sickle cell sufferer in England can access these services. I’ve been really lucky, living only a 20-minute walk from the hospital with these machines, however, I realise this isn’t the case for everyone, so this is really great news for the sickle cell community as a whole.

    The red cell exchange service at Imperial College Healthcare runs a 24/7 service for adults and children and was the first in the country to provide automated red cell exchange for children.

    Spectra Optia delivers substantial value for money and improved patient experience, as fewer follow-up appointments are needed. By replacing simple top-up and manual exchange transfusions with the latest technology, it is estimated that the NHS will save almost £19,000 per patient, per year.

    Sickle cell patients have needed new treatment options for decades and this additional funding will provide greater access to this life-changing technology which has the potential to significantly improve patients’ quality of life.

    Alongside this important step, the recent approval of a new gene-editing therapy for patients with severe sickle cell disease showcases the NHS’s clear commitment to improving outcomes for the 17,000 people living with the condition in England.

    Richard Stubbs, Chair of the Health Innovation Network and CEO of Health Innovation Yorkshire and Humber, said:

    Sickle cell disease disproportionately impacts people from West African and Afro-Caribbean communities, many of whom live in the most socio-economically deprived areas.

    These patients are at higher risk of hospital re-admissions and of dying in a hospital, making timely and accessible care vital.

    This new funding announced today will enable the technology to be used on a longer-term basis, supporting frontline staff and ensuring sickle cell patients receive more regular care closer to where they live, as well as continuing our focus on tackling healthcare inequalities.

    Alongside this, advances are being made through clinical trials to offer an expanded range of treatments for people with this condition.    

    In January, the National Institute for Health and Care Excellence recommended a groundbreaking gene-editing treatment for sickle cell disease, which has been hailed as a ‘functional cure’ for sickle cell disease.

    BEIJING, June 13 (Xinhua) — More than 120 farmers from Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan have taken part in trainings organized by Weinan Vocational and Technical Institute (Weinan, northwest China’s Shaanxi Province) since December 2023.

    The first training course this year for farmers from five Central Asian countries started in Weinan on Wednesday, the Shaanxi Daily reported, with 30 students from Kazakhstan and Uzbekistan.

    According to the plan, over the course of 10 days of training, participants will become familiar with the development of modern agriculture in China, advanced agricultural methods and technologies for processing agricultural products.

    In addition, the training participants will visit Linwei District, Baishui and Dali Counties, as well as Weinan High-Tech Zone and Yangling High-Tech Agricultural Demonstration Zone, where they will study the experience and technologies of agricultural development in China.

    The project to train Central Asian farmers is being implemented as part of the implementation of the results of the China-Central Asia summit, which was held in May 2023 in Xi’an, the capital of Shaanxi Province.

    China has advanced technologies for growing drought-resistant crops, which is of great importance for the development of agriculture in Central Asian countries.

    Weinan Vocational College will further optimize its training system and services, improve the quality of education in all areas, and strive to create favorable conditions for students to study and live, so as to contribute to promoting agricultural exchanges between China and Central Asia, said Jin Huafeng, director of the college. -0-

    BEIJING, June 13 (Xinhua) — China opposes any action that violates Iran’s sovereignty, security and territorial integrity, as well as the expansion of the conflict and escalation of tensions, Foreign Ministry spokesman Lin Jian said on Friday.

    The diplomat said at a regular press conference that China is closely monitoring Israel’s attack on Iran and is deeply concerned about the potential serious consequences of such actions.

    A sudden re-escalation of the situation in the region does not serve the interests of either side, he stressed. The spokesman added that China calls on relevant parties to take actions conducive to regional peace and stability and avoid further escalation of tensions.

    Persons with disabilities are more likely to live in poverty than working-age persons without disabilities because of economic and social exclusion, barriers to employment, and other factors. Recognizing this, the Government of Canada created the new Canada Disability Benefit (CDB) to support the financial security of working age, low-income persons with disabilities by providing them with direct financial support.

    Through the Canada Disability Benefit Act that came into force on June 22, 2024, investments of $6.1 billion over six years provided under Budget 2024, and the Canada Disability Benefit Regulations that  came into force on May 15, 2025, the CDB is now enshrined into Canada’s social safety-net.

    The benefit is administered by Service Canada, and will provide a maximum of $200 per month, for a total of $2,400 per year, to low-income persons with disabilities between the ages of 18 and 64. It is estimated that this benefit will increase the financial well-being of over 600,000 low-income persons with disabilities. The benefit is intended to supplement, not replace, existing provincial and territorial income support measures and fill a gap in the federal social safety net between the Canada Child Benefit and Old Age Security for working-age persons with disabilities.

    As of June 20, 2025, people will be to apply in a manner that works best for them, including an online self-serve option. If needed, people can receive assistance applying for the benefit by phone or in person at their nearest Service Canada Centre. The first payments of the CDB will be made in July 2025 for applications received and approved by June 30, 2025.

    To receive the benefit, a person must:

    • be a resident of Canada for the purposes of the Income Tax Act
    • have been approved for the disability tax credit
    • be between the ages of 18 and 64
    • have filed an income tax return with the Canada Revenue Agency for the previous tax year (their spouse or common-law partner, if they have one, must have also file their taxes.)
    • be one of the following:
      • a Canadian citizen
      • a permanent resident
      • a protected person
      • a temporary resident who has lived in Canada for the past 18 months
      • someone who is registered or entitled to be registered under the Indian Act.

    If a person is married or has a common-law partner, their spouse or common-law partner must also have filed an income tax and benefit return with the Canada Revenue Agency for the previous tax year. In some exceptional cases, this requirement may be waived.

    With the support from the CDB, persons with disabilities will have more money to cover the costs of accessible housing, medical care and disability supports.

    Today, the Royal Canadian Navy (RCN) welcomed His Majesty’s Ship (HMCS) Frédérick Rolette into naval service with a commissioning ceremony.

    A commissioning ceremony is a long-time naval tradition and a special event for the ship’s company. Today’s traditional event included a symbolic presentation of the commissioning pennant to the Commanding Officer, Commander Jolene Lisi, and the breaking of the ship’s pennant at the same time as the ship’s ensign.

    HMCS Frédérick Rolette is the fifth Harry DeWolf class Arctic and Offshore Patrol Vessel (AOPV) to be welcomed into the RCN’s fleet. These vessels enhance the RCN’s ability to enforce sovereignty in Canadian waters and helps meet future defence challenges in Northern waters.

    Throughout his career, Mr. Hotmire has served in numerous positions in the federal government. He also served as Special Assistant to the President and a White House domestic policy spokesman for President George W. Bush. Earlier, Mr. Hotmire served as spokesman for two U.S. Senators.

    More recently, Mr. Hotmire held senior roles at corporate affairs advisory firms including as partner and co-founder of Watermark Strategies, partner at Brunswick Group where he was global co-lead of the firm’s financial institutions group, senior managing director at Teneo, and partner at FGS Global.     The New York Post published “How GOP Governors are Leading the Charge Against Antisemitism — and for Civil Rights,” an op-ed by Governor Sarah Huckabee Sanders, Tennessee Governor Bill Lee, Oklahoma Governor Kevin Stitt, and Virginia Governor Glenn Youngkin on what conservative states are doing to combat hate and antisemitism:

    The heartless execution of a young couple outside Washington’s Capital Jewish Museum. The terrorist who used a makeshift flamethrower and Molotov cocktails to injure elderly pro-Israel rally-goers in Boulder, Colo. The arson attack on the home of Pennsylvania’s Jewish governor.

    These headlines, and many others in recent weeks, brought home a growing threat we governors have been tracking with great alarm: A new generation of Americans has been conditioned to hate Jews with an intense bigotry experienced by no other minority group.

    It’s time for leaders of conscience to draw a bright line, translating rhetoric into robust action to protect all members of the Jewish community from the scourge of antisemitism.

    How did we arrive at today’s disturbing reality — where our nation’s small Jewish population endures 68% of all religion-based hate crimes?

    Jews have long been a convenient scapegoat for extremists of all stripes, but today antisemitism has become an elite phenomenon, erupting with particular vehemence on college and university campuses.

    Antisemitic incidents across the United States spiked by over 600% since September 2023, a recent Combat Antisemitism Movement study found, with most of the increase coming on college campuses.

    Students are not born bigoted. Someone is teaching them to hate.

    Indeed, some teachers have exploited their privileged positions at the front of the classroom to propagandize and manipulate the impressionable young minds in their care.

    Meanwhile, many school administrators have lacked the intellectual and moral clarity to forcefully counter the antisemitism spilling out into the quad and amplified on social media.

    College officials who set aside “safe spaces” and promoted narrow campus speech codes to prevent “micro-aggressions” and “triggers” hypocritically dropped those standards when Jewish students found themselves blocked from classrooms and libraries (or, as at Cooper Union College, trapped within one as a mob raged outside).

    Bigotry that would have been instantly and rightly crushed had it targeted other minorities was instead condoned — and even sometimes celebrated.

    Let us be clear: No student should face threats in the classroom or on campus, nor feel targeted because of their religion or heritage.

    All bigotry, religious, ethnic, racial or otherwise, is wrong, absolutely un-American, and cannot be tolerated.

    As governors, we are responsible for the safety of our constituents, especially students in our schools.

    To fight the rising tide of hatred, we have all signed executive orders and legislation in recent months to combat antisemitism.

    Our directives require public schools to tackle antisemitism in the same manner as any other form of discrimination prohibited by state or federal law.

    To help confused school officials, we require student codes of conduct to clearly define antisemitism via the International Holocaust Remembrance Alliance standard, and mandate protections guaranteed under Title VI of the 1965 Civil Rights Act.

    Tennessee, Arkansas and Oklahoma now designate a Title VI coordinator to monitor, review and investigate antisemitic complaints and incidents of discrimination in public K–12 and post-secondary schools.

    Similarly, Virginia established a cross-government and stakeholder work group to carry out these same responsibilities. The group submits an annual report clearly documenting any antisemitic incidents in the state, ensuring that those affected can pursue the justice they deserve.

    Currently, we are each creating or strengthening statewide oversight mechanisms to ensure all reported antisemitic incidents are investigated and remedied. Accountability reassures victims that their complaints will be met with a vigorous response.

    We are also incorporating and deepening education on antisemitism and Jewish-American history into our K-12 and higher ed classes — desperately needed, as surveys indicate declining knowledge about the Holocaust among American students.

    We have come to see the struggle against antisemitism as a pillar of American civil rights. 

    Just as racial reactionaries once disingenuously invoked “states’ rights” and “majority rule” to impede progress, leftists today cynically and disingenuously invoke “free speech” to justify the deliberate intimidation of Jewish students — a disturbing echo of attempts to drive black students from campuses even after the law compelled desegregation.

    We believe in free speech, but the First Amendment does not protect acts of violence or threats of physical harm.

    Yet standing up to bigotry takes courage. Too many school leaders — and state leaders, too — have become paralyzed by the politicization of antisemitism across our society.

    We, however, are proud to champion this fight, the civil rights movement of our time, and we call upon governors and state legislators across the country to join us.

    Taking firm action against antisemitism can unite all citizens of good will in a righteous effort to restore the American promise for a new generation.

    With the school year quickly coming to an end, many parents will soon exchange the daily battle of getting their kids out the door to school with prying their attention away from phones.

    Smartphones and social media have a stranglehold on our children. They’re spending hours each day on their phones, scrolling instead of socializing, immersed in someone else’s reel instead of living their own lives. And it’s taking a toll. Our kids are lonelier, more anxious and increasingly disconnected.

    We’re in the middle of a youth mental health crisis. The research shows it, but I don’t need another scientific report — I’ve heard directly from parents, teachers and teenagers all across this state about the issue. And everywhere I go, I hear the same thing: addictive technology is hurting our kids.

    As New York’s first Mom Governor, this is personal to me. I’ve raised teenagers. I know the helplessness a parent feels when their child is suffering. It’s the worst feeling in the world. So I knew we had to do something about it.

    I’m not one for half measures. I’m not going to sit back and talk about the problem. I’m going to take action.

    Last year, I took the bold, decisive step to restrict the addictive algorithms that have monopolized our kids’ social media feeds. It wasn’t about telling our teenagers they can’t use social media. It was about saying to social media companies, you cannot profit off of our kids’ wellbeing.

    But social media isn’t the only threat. In this rapidly advancing, technology-driven world, unchecked AI-enabled technology is creating new risks, from AI chatbots that simulate personal relationships to deepfake apps that produce explicit images of minors.

    We saw the tragic consequences of inaction last year when a 14-year-old boy died by suicide after developing an unhealthy relationship with an AI Companion. And we’ve also seen a disturbing rise in AI-enabled “undressing” applications and websites that are being used to create fake nude images of real kids, often targeting teenage girls – in the first half of 2024 alone, 16 of such websites were visited over 200 million times.

    My state budget tackles these digital threats head on. It establishes first-in-the-nation safeguards for AI companions — requiring AI companion operators in New York to implement a safety protocol if a user talks about self harm, like referring users to a crisis hotline. And I am updating our laws to treat AI-generated child sexual abuse material as what it is: child pornography.

    But social media and AI-generated websites are only a couple pieces of the puzzle. What is the vehicle that allows kids to have their lives dominated by these platforms? It’s not just what’s on the screen, it’s the fact the screen is always there. Buzzing in our kids’ pockets, lighting up on their desks, following them from homeroom to the cafeteria.

    This has lasting consequences: Classrooms where kids sit in silence. Hallways without chatter. Lunch tables full of students texting each other instead of talking face to face. When teens spend a quarter of the school day on their phones, they miss out on the essential social development that shapes them into capable, confident adults.

    And the pressure to stay online is relentless. One student told me, “you have to save us from ourselves. We can’t put these phones down because we’ll be out of the loop. We’ll miss out on something.”

    That’s why, starting this fall, I’m taking another bold step to give our children their childhood’s back and banning cell phones in the classroom bell-to-bell. Here’s why: our young people succeed when they’re learning and growing, not clicking and scrolling.

    Think about it — we don’t teach kids to make friends by showing them 100 online videos about friendship. We take them to the playground. We don’t show them how to toss a baseball on YouTube. We play catch with them.

    We need to get our kids back into real life.

    So let’s get back to that throwback time, when we weren’t all sitting indoors, held captive to our phones. That’s the spirit behind my “Get Offline, Get Outside” initiative.

    I’m investing in building and renovating community centers, playgrounds, and swimming pools to give our kids places to enjoy recreation and the outdoors. I’m also dramatically expanding youth programming, helping tens of thousands more kids join the local soccer team or participate in a community theater program. And our Summer Youth Employment Program will help tens of thousands of young people find good summer jobs at places like parks, summer camps, cultural centers, and community-based organizations.

    I’ll never stop fighting for our children’s futures. Because your family is my fight. I said that on day one, and I mean it just as much today.

    Summer is here. Let’s get offline and get outside.

  • MIL-OSI Security: San Antonio Man Sentenced to More than 12 Years for 2 Counts of Enticing, Coercing a Minor

    SAN ANTONIO – A San Antonio man was sentenced in a federal court to 151 months in federal prison and 20 years of supervised release for attempted online enticement and coercion of a minor.

    According to court documents, between June and August of 2023, Stephen Eugene Hall, 41, communicated with two undercover law enforcement agents whom he believed to be 12- and 14-year-old girls. Throughout their conversations over the Kik app, Hall attempted to entice them to engage in sexual activity and to produce child sexual abuse material (CSAM).

    Hall was arrested by FBI agents on Aug. 23, 2023, when he traveled to a hotel in San Antonio with the intent to engage in sex with the individual whom he thought was a 14-year-old girl. He pleaded guilty on Feb. 10, 2025, to two counts of attempted online enticement and coercion of a minor and was sentenced by U.S. District Judge Xavier Rodriguez.

    “These proactive law enforcement operations, using the social media apps many children use today, are vital and necessary in order to catch child predators before they can cause their irreparable intended harm,” said U.S. Attorney Justin R. Simmons for the Western District of Texas. “Thanks to the work of our FBI partners in Boston and in San Antonio, we were able to put another child predator in federal prison for over a decade, with another 20 years of supervised release to follow.”

    “This sentencing sends a clear message that neither the FBI, our law enforcement partners, nor the American people will tolerate those who seek to sexually abuse or exploit children,” said Special Agent in Charge Aaron Tapp of the FBI’s San Antonio Field Office. “We want to thank our colleagues at the San Antonio Police Department and Bexar County Sheriff’s Office for their outstanding work and ongoing partnership as we continue to seek justice on behalf of the victims in this case.”

    The FBI investigated the case.

    Assistant U.S. Attorney Christopher Mangels prosecuted the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the internet, as well as to identify and rescue victims.   • MIL-OSI Security: Nevada Man Sentenced to 32 Months in Prison for Wire Fraud and Money Laundering

    MOLINE, Ill. – Luisito Espanola, 65, of Las Vegas, Nevada, was sentenced on May 21, 2025, to 32 months in the Federal Bureau of Prisons following his convictions for wire fraud and money laundering. United States District Judge Sara Darrow ordered Espanola to report to the Federal Bureau of Prisons on June 23, 2025.

    During the one-week jury trial, the government presented evidence that on December 2, 2020, and December 22, 2020, Espanola created and sent fraudulent emails to the City of Moline requesting that the City make ACH (payment information) changes for two vendors with which the City conducted business. As a result of that fraud, the City of Moline suffered a loss of $404,764.59.

    “We thank the thorough and professional efforts of the Moline Police Department and the United States Secret Service in investigating this matter and bringing this fraudster to justice,” said Assistant U.S. Attorney Timothy A. Bass.

    Espanola faced a penalty of up to twenty years in prison on each of his two fraud convictions and a penalty of up to twenty years in prison on each of his two money laundering convictions.

    The United States Secret Service investigated the case. Assistant U.S. Attorneys Bass and Jennifer L. Mathew represented the government in the prosecution.

  • MIL-OSI Security: Former Fiscal Manager For The Children’s Advocacy Center Of Northeastern Pennsylvania Sentenced For Wire Fraud

    SCRANTON – The United States Attorney’s Office for the Middle District of Pennsylvania announced that Angela Saar, age 51, of Olyphant, Lackawanna County, Pennsylvania, was sentenced on May 29, 2025, to 366 days in prison, followed by 3 years of supervised release, by Senior United States District Judge Malachy E. Mannion for wire fraud related to her on-going theft from the Children’s Advocacy Center of Northeastern Pennsylvania, in Scranton.

    According to Acting United States Attorney John C. Gurganus, from November 2018 to June 2022, while employed as the fiscal manager for the Children’s Advocacy Center of Northeastern Pennsylvania (CAC/NEPA), Saar engaged in a scheme to defraud the CAC/NEPA. Formed in 1998, the CAC/NEPA, is a private, non-profit, tax-exempt 501(c)(3), whose mission is to provide excellence in the assessment and treatment of child abuse and neglect. During her tenure as the fiscal manager for the CAC, Saar diverted fraudulent payments of various kinds from CAC/NEPA bank accounts into her own personal bank accounts for her personal benefit.  Some of the diverted payments involved fraudulent mileage reimbursements, while others involved Saar inflating her bi-weekly paychecks by thousands of dollars.

    The total amount of restitution ordered payable to the CAC/NEPA was $411,940.11. Saar also similarly defrauded a second charitable organization in Lackawanna County for which she paid restitution prior to her sentencing in this matter. Saar has been ordered to surrender herself to the custody of the Bureau of Prisons on or before June 20, 2025. 

    The case was investigated by the Federal Bureau of Investigation (FBI) – Scranton Resident Office of the Philadelphia Division. Assistant U.S. Attorney Luisa Berti prosecuted the case.

  • MIL-OSI Security: Mishawaka Man Sentenced to 420 Months in Prison

    SOUTH BEND – Late yesterday, Jonathan Alan Peters, 33 years old, of Mishawaka, Indiana, was sentenced by United States District Court Judge Cristal C. Brisco after pleading guilty to one count of production of child pornography and one count of distribution of child pornography, announced Acting United States Attorney Tina L. Nommay.

    Peters was sentenced to 420 months in prison, 15 years of supervised release.  Restitution will be imposed at a later date.

    According to documents in the case, Peters took photographs depicting images of child sexual abuse material. He then distributed the images to other people on the Internet. The investigation revealed he possessed 110 images and 29 videos which depicted child sexual abuse material.

    This case was investigated by the Homeland Security Investigations with assistance from the Indiana State Police and the Mishawaka Police Department.  The case was prosecuted by Assistant United States Attorney Hannah T Jones.

    The case was brought as part of Project Safe Childhood. In 2006, the Department of Justice created Project Safe Childhood, a nationwide initiative designed to protect children from exploitation and abuse.   • MIL-OSI Security: Gary Man Sentenced to 88 Months in Prison

    SOUTH BEND – Yesterday, Nvaun Lewis, 30 years old, of Gary, Indiana, was sentenced by United States District Court Judge Damon R. Leichty after pleading guilty to being a convicted felon in possession of a firearm, announced Acting United States Attorney Tina L. Nommay.

    Lewis was sentenced to 88 months in prison followed by 3 years of supervised release.

    According to documents in the case, police conducted a traffic stop in Michigan City and found Lewis in possession of a loaded pistol with an extended magazine and a “full auto” switch. Lewis had multiple prior felony convictions, including robbery and armed robbery, and as such, is prohibited from possessing the firearm in this case.

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives with assistance from the Michigan City Police Department. The case was prosecuted by Assistant United States Attorney Joel Gabrielse.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.
