    Marat Khusnullin held a meeting on issues of socio-economic development of the DPR

    Deputy Prime Minister Marat Khusnullin made a working visit to the Donetsk People’s Republic. In Mariupol, he inspected the Portovik stadium, a new residential complex and a renovated courthouse, and held a meeting on the socio-economic development of the region.

    “The judicial system, especially for the development of the reunited regions, is of utmost importance. Therefore, on the instructions of the President, we have made a separate program together with the Supreme Court. And so, step by step, we are repairing and putting in order all such facilities, in order to create conditions for the integration of Donbass and Novorossiya into the legal field of the country, including with the help of infrastructure,” said Marat Khusnullin.

    The stadium reconstruction is almost complete: the football fields, running tracks, sports grounds and tennis court have been updated, and the martial arts, volleyball and basketball halls have been renovated.

    The new residential complex, which was built under the supervision of specialists from the Unified Customer in Construction, has 182 apartments with interior decoration, installed plumbing and kitchen furniture. Residents will begin receiving keys to them in the near future.

    During a meeting on issues of socio-economic development of the region, the Deputy Prime Minister heard the construction, financial, industrial, and agricultural blocks.

    “I can note that the region has good volumes of housing construction, and we are approving a full-fledged program for roads until 2030. Tax revenues to the regional budget are also at a good level. We will use these funds for additional needs of the region. We also discussed the implementation of the program for capital repairs of houses and restoration of public infrastructure, which is also being carried out under the control of the Territorial Development Fund. We separately discussed the extensive work to stabilize the water supply of the republic,” the Deputy Prime Minister added.

    At the end of his working visit, Marat Khusnullin, together with the management of the PPC “Territorial Development Fund”, checked the progress of work at one of the most important water supply facilities under construction for the DPR.

    “The 17-kilometer water pipeline for transferring water from the Pavlopil reservoir, together with the second such facility – for transferring from Uglegorsk – should lead to the replenishment of almost 40% of the resource. I have instructed to reduce the launch time of the facility, to speed up the delivery of equipment. The issue of water shortage in the DPR is acute, a comprehensive approach is needed to solve this problem,” said Marat Khusnullin.

    Russian President Vladimir Putin signed a federal law that enshrines the reduction of the terms for issuing licenses and permits, as well as a reduction in the number of documents required to obtain them. The corresponding amendments to 69 federal laws were prepared by the Ministry of Economic Development of Russia on the instructions of Deputy Chairman and Chief of Staff of the Government Dmitry Grigorenko.

    The signed federal law is the result of four years of work to reduce the time it takes to issue licenses, permits and the number of required documents, to transfer permits to electronic form and to make other simplifications for businesses and citizens. At the same time, the optimization of those government services that have shown positive results and for which it has been possible to obtain confirmation in practice that permits can be issued in a shorter time frame and with a smaller package of documents for the applicant is being consolidated.

    The optimization affected a number of key economic areas that are most in demand by businesses and citizens.     The law also permanently establishes a number of tools that have made it possible to optimize the process of obtaining licenses and permits and which will now be constantly applied in practice. For example, a comprehensive application. With its help, you can apply for several permits at once by submitting one application on the Unified State Services Portal. By the end of 2025, it is planned to implement about 20 comprehensive applications on the portal.

    In addition, the mechanisms of interdepartmental information exchange are enshrined in law, when at the stage of preparing applications to the permitting agency on the Unified Public Services portal the necessary information is automatically pulled up. And also the proactive mode of operation of the Unified Public Services portal: the portal systems will remind businesses and citizens about the need to extend permits and automatically send a pre-filled application for their registration.

    The process of optimizing the issuance of licenses and permits has allowed us to reduce the number of requested documents and the time required to obtain permits by half on average. In the future, it is planned to adopt more than 250 by-laws to implement the provisions set forth in the federal law.

    The Department of Multilateral Economic Cooperation and Special Projects of the Ministry of Economic Development of the Russian Federation has prepared a report entitled “Monitoring Greenhouse Gas Emissions in APEC: Space Solutions.” The document is posted on the official website the Asia-Pacific Economic Cooperation (APEC) forum.     The materials of the round table present advanced solutions in the field of remote sensing of the Earth, methods of their integration into national greenhouse gas emission inventory systems, approaches to the unification of methodologies, as well as legal and technological aspects of climate data exchange.

    Given that APEC economies account for more than 60% of global CO2 emissions, the issue of creating a transparent and scientifically based monitoring system is becoming fundamental to achieving international climate goals. Satellite data allows not only to map emission hot spots, but also to track their dynamics in the long term.

    The prepared report will serve as a basis for further work by APEC economies to develop technological cooperation and introduce space solutions into national climate management systems.

    In the first half of the year, the Federal Service for Intellectual Property (Rospatent) received 49 applications for registration of new and granting exclusive rights to already registered regional brands. This is almost 20% more than for the same period in 2024. Most applications were filed for food and agricultural products, as well as folk art and crafts.

    “Each region has its own unique culture and geographical specificity, and these features should be actively used to form its favorable image. The creation of regional brands based on geographical indications and names of places of origin of goods is not only a key tool for increasing the recognition of the region, its economic growth and social progress, but also a chance for local authorities and entrepreneurs to introduce a wide audience to traditional crafts and products made in the region,” said First Deputy Minister of Economic Development of Russia Maxim Kolesnikov.     “Regional brands belong to the region where they are produced, so the same product under one brand can be produced by several different enterprises or companies. The main conditions here are the compliance of production with the necessary requirements and the registration of the enterprise in this region. As a result, manufacturers enter the market with more confidence, maintain traditional production methods and expand them, and new jobs are created in the region,” said Rospatent Director Yuri Zubov.

    In the first six months of 2025, Rospatent received 49 applications for registration and granting the right to use regional brands, including one from abroad. Moreover, 32 applications relate to geographical indication (GI), and 17 to the name of the place of origin of goods (NMOG).

    In 2025, the largest number of applications were received for goods in the category “Food and agricultural products” – 19. In the category “Folk arts and crafts” – 12 applications, “Mineral water” – nine, “Alcoholic products” – three, “Other goods” – five.

    Among the regions, Stavropol Krai has filed the most applications this year — seven. It has also been the leader in application activity over the past five years: since 2020, residents of Stavropol Krai have filed 73 applications for registration and/or granting an exclusive right to a state or national trademark.

    In the first six months of 2025, 14 new regional brands were registered with Rospatent, such as “Pleshkovskaya Igrushka” (Oryol Oblast), “Bashkirsky Palas” (Republic of Bashkortostan), “Decorative Stone Simbircite” (Ulyanovsk Oblast), and “Pechora Printed Gingerbread” (Pskov Oblast).

    A new airspace class H (“h”) has appeared in Russia, intended for flights of unmanned aerial vehicles. The decree on introducing the corresponding changes to the Federal Rules for the Use of Russian Airspace was signed by Prime Minister Mikhail Mishustin. The adopted decision will create conditions for the further development of civil unmanned aviation and ensure flight safety.

    Russian President Vladimir Putin ordered the establishment of a separate airspace class to simplify the operations of unmanned aerial systems following a meeting on the development of unmanned aerial systems held on January 28, 2025. “H” became the fourth class in Russian airspace – until now it included classes A, C and G.

    Class H is established in the airspace from 0 to 150 m from the earth’s (water’s) surface and on routes specially designated for flights of unmanned aerial vehicles at altitudes below 3050 m.

    Information on flight routes for unmanned aerial systems and the conditions for their use will be published by Rosaviatsia.

    BEIJING, Aug. 1 (Xinhua) — China’s General Administration of Taxation (GATT) has released detailed rules for foreign investors to claim tax breaks on reinvested dividends, providing operational guidance on the preferential tax treatment under the newly unveiled policy measures.

    In June this year, the Ministry of Finance, the State Tax Administration and the Ministry of Commerce of the People’s Republic of China announced that they would provide foreign investors with a 10 percent corporate income tax rebate on direct domestic investment financed by dividends from profits of enterprises resident in the People’s Republic of China.

    The benefit, which will be in effect from January 1, 2025, to December 31, 2028, will allow unused tax credits to be carried forward to a later date and allow lower rates to be applied under applicable tax treaties.

    According to a notice issued by the State Tax Service on Thursday, profits used to make additional contributions to subscribed authorized capital or to increase paid-in capital or capital reserves qualify as reinvestment.

    The agency’s notice also explains the scope of this tax incentive, including the definition of the time period for reinvestment, the method for calculating the tax credit amount, and the procedures for foreign investors to receive tax incentives.

    Notably, China offers tax incentives to encourage overseas investment.   • MIL-OSI Canada: Emancipation Day 2025 Commemorated

    Nova Scotia will mark Emancipation Day today, August 1, recognizing Britain’s abolition of slavery across its empire in 1834.

    Emancipation Day acknowledges the history and ongoing impacts of the transatlantic slave trade on people of African descent and African Nova Scotians.

    “Emancipation Day is a time to remember, reflect and recommit,” said Premier Tim Houston. “It reminds us of the resilience of people of African descent and African Nova Scotians and challenges us to strengthen inclusion, justice and equity across our province.”

    This year’s theme is Harbouring Freedom: Honouring the Past, Shaping the Future.

    A series of events will recognize Emancipation Day. A flag raising at Province House at 9 a.m. and a reception on the Halifax waterfront at 11 a.m. will be livestreamed at: https://www.youtube.com/@bcc_ns.     “President Trump has announced that the United States will increase its tariffs to 35% on those Canadian exports that are not covered under the Canada-United States-Mexico Agreement, or CUSMA. While the Canadian government is disappointed by this action, we remain committed to CUSMA, which is the world’s second-largest free trade agreement by trading volume.

    The U.S. application of CUSMA means that the U.S. average tariff rate on Canadian goods remains one of its lowest for all of its trading partners. Other sectors of our economy – including lumber, steel, aluminum, and automobiles – are, however, heavily impacted by U.S. duties and tariffs. For such sectors, the Canadian government will act to protect Canadian jobs, invest in our industrial competitiveness, buy Canadian, and diversify our export markets.

    The United States has justified its most recent trade action on the basis of the cross-border flow of fentanyl, despite the fact that Canada accounts for only 1% of U.S. fentanyl imports and has been working intensively to further reduce these volumes. Canada’s government is making historic investments in border security to arrest drug traffickers, take down transnational gangs, and end migrant smuggling. These include thousands of new law enforcement and border security officers, aerial surveillance, intelligence and security operations, and the strongest border legislation in our history. We will continue working with the United States to stop the scourge of fentanyl and save lives in both our countries.

    While we will continue to negotiate with the United States on our trading relationship, the Canadian government is laser focused on what we can control: building Canada strong.   • MIL-OSI Asia-Pac: CS meets I&T stakeholders

    The Committee on Education, Technology & Talents (CETT), led by Chief Secretary Chan Kwok-ki, met stakeholders in the innovation and technology (I&T) sector today to discuss promoting the integrated development of education, technology and talent.

    At the meeting, Mr Chan introduced the CETT’s work plan to representatives from I&T parks, I&T enterprises and State Key Laboratories.

    He told them that the CETT, building on the “eight centres” concept, is dedicated to cultivating and attracting talent, and aims to leverage talent chains, innovation chains, industrial chains and capital chains to drive technological and industrial innovation, with a view to advancing high-quality development and accelerating Chinese modernisation.

    On the theme of attracting high-quality I&T talent, he said the CETT will lead the I&T sector in revamping its positioning and planning. Specifically, the committee will enhance the Technology Talent Admission Scheme, and introduce arrangements under the Quality Migrant Admission Scheme to bring sought-after talent to Hong Kong.

    Attendees were also briefed on the Government’s establishment of a new I&T system that takes the city’s “three major I&T parks and five key research and development institutes” as its framework, and on various other initiatives to enhance the I&T ecosystem and enlarge the local I&T talent pool.

    Mr Chan said: “The Government will continue to take forward the development under the principle of ‘promoting technology with talent, leading industries with technology, and attracting talent with industries’.

    “The Government will also grasp the opportunities arising as the Hong Kong Park of the Hetao Shenzhen-Hong Kong Science & Technology Innovation Co-operation Zone enters its operational phase soon and continue to expedite the development of I&T industries, to provide development opportunities for local I&T talent as well as those coming to Hong Kong.”

    He added that the Government will make good use of existing talent admission schemes to promote Hong Kong as a focal point for international high-calibre talent, contributing to the I&T development of both Hong Kong and the country at large.

    Secretary for Innovation, Technology & Industry Prof Sun Dong, Secretary for Education Choi Yuk-lin and Acting Secretary for Labour & Welfare Ho Kai-ming also attended today’s meeting. Prof Sun and Mr Ho briefed the stakeholders on the Government’s ongoing efforts and measures to attract I&T talent.

    I&T stakeholders at the meeting expressed support for the committee’s work and said they will work with the Government to leverage industry resources in attracting global talent.

  • MIL-OSI Asia-Pac: Govt rejects EU’s slanderous remarks

    The Hong Kong Special Administrative Region Government strongly opposes and disapproves of the European Union’s (EU) slanderous remarks on the Hong Kong SAR’s lawful act to pursue wanted persons who have endangered national security and absconded from the city.

     

    In a statement today, the Hong Kong SAR Government strongly demands that the EU immediately stop acting against international law and basic norms of international relations, and stop interfering in Hong Kong matters which are purely China’s internal affairs.

     

    It emphasised that endangering national security is a very serious offence, adding that no country will watch with folded arms on acts and activities that endanger national security.

     

    It also noted that the “Hong Kong Parliament” is an organisation that aims to subvert state power. Its objectives include promoting “self-determination” and promulgating the so-called “Hong Kong Constitution”; and overthrowing or undermining the People’s Republic of China’s (PRC) basic system established by the PRC Constitution or overthrowing the PRC’s body of central power or the Hong Kong SAR’s body of power with unlawful means.

     

    As such, the organisation is suspected of committing the offence of subversion contrary to Article 22 of the Hong Kong National Security Law (HKNSL).

     

    Hence, Police applied to the court for arrest warrants in accordance with the law and placed the persons on a wanted list.

     

    The Hong Kong SAR Government said that any suggestion that certain individuals or organisations should be immune from legal consequences for their illegal acts, including those involving collusion with foreign or external forces, is no different from advocating a special privilege to break the law.

     

    This totally runs contrary to the spirit of the rule of law, it added.

     

    Extraterritorial effect for offences under the HKNSL and the Safeguarding National Security Ordinance (SNSO) fully aligns with the principles of international law, international practice and common practice adopted in various countries and regions. It is both necessary and legitimate, and is also in line with those of other countries and regions around the world.

     

    As the Hong Kong SAR’s law enforcement department safeguards national security, Police are duty-bound to pursue the liability of those who have allegedly endangered national security outside Hong Kong.

     

    Those absconders hiding outside Hong Kong are wanted because they continue to blatantly engage in activities endangering national security. Moreover, they continue to collude with external forces to cover for their evil deeds.

     

    It is necessary for Police to take all lawful measures to strongly combat the acts of abscondment, and such actions are fully justified, necessary and legitimate, the Hong Kong SAR Government pointed out.

     

    It stressed that both the HKNSL and the SNSO clearly stipulate that human rights shall be respected and protected in safeguarding national security in the Hong Kong SAR.

     

    The rights and freedoms enjoyed by Hong Kong people under the Basic Law and the provisions of the International Covenant on Civil & Political Rights (ICCPR) and the International Covenant on Economic, Social & Cultural Rights as applicable to the Hong Kong SAR are protected in accordance with the law.

     

    Nonetheless, just as in other places in the world, many of the rights and freedoms are not absolute. The ICCPR also expressly states that certain rights and freedoms including the freedom of expression may be subject to restrictions as prescribed by law that are necessary for the protection of national security, public safety, public order, and the rights and freedoms of others.

     

    Regarding an extremely small minority of organisations and individuals endangering national security, the Hong Kong SAR Government said that it will not condone their criminal acts and will not give up pursuing them, including adopting all practical measures to bring those fugitives endangering national security who have absconded from Hong Kong to justice.

     

    It reiterated that absconders should not think they can evade criminal liability by absconding from Hong Kong. Ultimately, they will be held liable for their acts constituting serious offences endangering national security and be punished by the law. No country or organisation should harbour criminals nor try to exonerate these people with different excuses.

     

    The Hong Kong SAR Government made it clear that it will, as always, resolutely, fully and faithfully implement the HKNSL, the SNSO and other relevant laws safeguarding national security in the city, to effectively prevent, suppress and impose punishment for acts and activities endangering national security in accordance with the law, while upholding the rights and freedoms of Hong Kong people in accordance with the law, in order to ensure the steadfast and successful implementation of the principle of “one country, two systems”.

  • Toxic metals found in Himalayan clouds, pose health risk: study

    A new scientific study has found that clouds drifting over the Eastern Himalayas and Western Ghats are carrying toxic heavy metals, posing potential carcinogenic and non-carcinogenic health risks, especially to children.

    The study, conducted by the Bose Institute—an autonomous body under the Department of Science and Technology (DST),  Ministry of Science & Technology , Government of India—found that clouds over the Eastern Himalayas contain 1.5 times higher pollution levels than those over the Western Ghats. This is largely due to emissions from heavy vehicular traffic and industrial activity in the foothill regions, the report noted.

    The research team, led by Dr. Sanat Kumar Das, Associate Professor at Bose Institute, detected harmful concentrations of cadmium (Cd), chromium (Cr), copper (Cu), and zinc (Zn) in non-precipitating clouds during the onset of the monsoon season. These clouds were found to be a major medium of long-range transport of pollutants from the lowlands to high-altitude regions.

    “The inhalation of cloud water laced with dissolved heavy metals is a significant exposure pathway, particularly in the Eastern Himalayas. This poses high health risks, especially among children, who are 30% more vulnerable than adults,” said Dr. Das.

    Published in the journal Environmental Advances, the study used statistical models to assess health risks through multiple exposure routes, including inhalation, ingestion, and dermal absorption. It found that the presence of carcinogenic metals like dissolved chromium in the cloud water notably raises the likelihood of developing cancer and other health issues.

    Despite the concerning findings, researchers noted that Indian clouds remain relatively less polluted compared to countries like China, Pakistan, Italy, and the United States. However, they cautioned that rising pollution levels and the lack of prior data on metal contamination in monsoon clouds make this an emerging public health concern.

    The study challenges long-held assumptions about the purity of mountain rainwater and opens a new avenue for atmospheric and health-related research in the region.

  • MIL-OSI Africa: Uganda Strengthens Emergency Response Capacity Through African Volunteers Health Corps (AVoHC) – Strengthening and Utilizing Response Groups for Emergencies (SURGE) Training

    With support from the Foreign, Commonwealth & Development Office (FCDO), the World Health Organization (WHO) is collaborating with the Government of Uganda to train 78 multidisciplinary One Health responders under the Strengthening and Utilizing Response Groups for Emergencies (SURGE) flagship programme.

    The AVoHC-SURGE training, a cornerstone of WHO’s Emergency Preparedness and Response (EPR) strategy, is designed and led by WHO to equip countries with skilled, coordinated teams capable of deploying rapidly during health emergencies. In Uganda, WHO has convened and facilitated a diverse group of participants from multiple sectors, including health, agriculture, internal affairs, animal and fisheries industries, and the Uganda Defence Forces, reflecting the One Health approach to managing threats at the human–animal–environment interface.

    “This training equips Uganda with the human capacity to respond quickly and decisively when emergencies occur. I commend the Ministry of Health for its leadership and commitment to strengthening emergency readiness,” said Dr Kasonde Mwinga, WHO Representative to Uganda.

    Through WHO’s technical guidance, the training immerses participants in intensive sessions covering outbreak investigation, risk assessment, coordination, Gender based violence and Prevention and response of sexual exploitation, abuse and Harassment and rapid deployment operations. Practical simulations and scenario-based exercises replicate the realities of emergency response, ensuring participants are ready for coordinated action in the field.

    For many participants, the experience is transformative: “I am honoured to attend the AVoHC-SURGE training by WHO Uganda. I gained critical skills in rapid response, coordination, and outbreak investigation, which empowers me to protect lives and build stronger, safer communities,” shared Dr Andama Adinani, one of the participants from the district local government.

    Others echoed similar sentiments, emphasizing how WHO’s training builds technical capacity and strengthens networks across ministries and disciplines; connections that are critical to a cohesive national response when emergencies strike.

    The inclusion of responders from multiple ministries underscores the Government of Uganda’s commitment to a multisectoral approach, supported by WHO’s technical expertise. Emergencies such as Ebola, Marburg, cholera, and zoonotic diseases require coordination between human health, animal health, and environmental sectors. By strengthening this integrated response capacity, Uganda, through WHO’s SURGE programme is better prepared to contain outbreaks before they escalate.

    “Preparedness is an investment in the future. Every skill gained here, every relationship built across ministries, will help us act faster, smarter, and more effectively to protect Ugandans,” Lubwama Benard, Deputy Incident Commander, Ministry of Health.

    The AvoHC-SURGE initiative, supported by FCDO and implemented by WHO across Africa, has been rolled out in several countries. So far 27 out of the 30 countries have completed their trainings and the details of the trained teams have been uploaded in the responders database.

    As health threats grow increasingly complex, WHO’s continued support to Uganda in strengthening its national response capacity offers a model for other countries in the region. With a trained cadre of 78 multidisciplinary responders ready for deployment, the country is poised to respond to public health emergencies with speed, precision, and confidence.

    Designed for impact, this training represents a best preparedness and readiness practice model to improve capacity to manage emergencies, disasters and other climate related emergencies on the African content.

    Portsmouth will join the global celebration of World Breastfeeding Week 2025 by lighting up the Spinnaker Tower in purple on Friday 1 August, and hosting a picnic for families in Victoria Park on Tuesday 5 August, 10am-12pm to highlight the city’s commitment to supporting breastfeeding families.

    World Breastfeeding Week is a global campaign held every year from 1-7 August to raise awareness of the benefits of breastfeeding and the importance of community support. This year’s theme focuses on inclusive, welcoming environments for breastfeeding and Portsmouth is leading the way with its Portsmouth Welcomes Breastfeeding Scheme. The initiative encourages local businesses, community venues, and public spaces to actively support and welcome breastfeeding families, making it easier for parents to feed their babies with confidence.

    Any venue open to the public can sign up to the Portsmouth Welcomes Breastfeeding Scheme and it is free to join. Venues simply complete a short checklist and will receive window stickers to display to show families that they are welcome to breastfeed whilst spending time in the venue.

    Families in Portsmouth have access to a wide range of breastfeeding and infant feeding support. Early guidance is provided by midwives and health visitors. There is also a specialist infant feeding team if further support is needed, and this can include 1:1 phone consultations, home visits, clinic appointments, and workshops and groups.   • MIL-OSI Security: Progress made to improve police response to stalking

    Key improvements following stalking super-complaint

    In September 2024, 15 recommendations were made to police chiefs in response to a super-complaint that raised concerns around the police response to stalking in England and Wales.

    In November 2024, each police force published a bespoke action plan in response to the super-complaint, detailing its current practice and future plans to meet the recommendations.

    Collectively, forces have made several key improvements:

    • Since 2023, there has been an 800% increase in uptake of the College of Policing’s stalking training, with many forces introducing face-to-face training input from victims and advocates including the Suzy Lamplugh Trust, for new recruits.
    • Training for new recruits has been updated to include cyber stalking and how offenders exploit technology to stalk victims.
    • Introduction of data dashboards to collect and monitor data relating to reports of stalking to help measure force performance. This data also helps forces to better understand victim and offender profiles and spot wider patterns of behaviour that inform risk assessments.
    • Most forces now monitor and audit Stalking Protection Orders (SPOs) to ensure they are being correctly and promptly enforced.
    • Many forces have scrutiny panels and early advice clinics, made up of subject experts and wider criminal justice bodies, such as Probation and the Crown Prosecution Service, to ensure investigations are held to a high standard and victims are protected at the earliest opportunity.
    • Some forces review custody suites daily to identify detainees exhibiting stalking behaviours, which then triggers a thorough risk strategy from in-force stalking experts and investigating officers, to ensure safeguarding measures are in place for victims.
    • Forces are developing more multi-agency approaches to stalking, including exploring opportunities to embed the Multi-Agency Stalking Intervention Programme model pioneered in Cheshire.

    Reports of stalking and harassment have risen sharply in recent years, largely due to changes in recording, but also because officers are better able to identify and record offences.

    Stalking and harassment accounts for 40% of all offences related to violence against women and girls, a priority area for all police forces.

    Deputy Chief Constable Sarah Poolman, national policing lead for stalking and harassment, said: “Stalking is a highly complex crime where offenders repeatedly target victims and their behaviour can escalate quickly. That is why it’s important that the police response is thorough and robust from the outset.

    “Officers need to have the right knowledge and skills to spot wider patterns of behaviour and intervene as early as possible, which is why effective training is key.

    “Because stalking is nuanced and complex, understanding what drives offending and addressing those root causes is the only way to prevent harm to victims. Forces that have multi-agency teams which include police, probation and specialist psychologists working together, have had the greatest impact on reducing re-offending rates and better protecting victims.

    “Forces have made progress to broaden their understanding of stalking, better assess risk and improve investigations, but it’s important that we continue to work with victims and advocates to develop our approach further. There is more work to be done to ensure consistency of risk assessment, the retrieval of evidence from digital devices, and ensuring there are dedicated services for all victims of stalking.

    “It is still the case that victims receive a different level of support depending on what part of the country they live in. Our focus is on driving a consistent approach across forces and using every tool available to us to better protect victims.”

    HM Land Registry accepts Qualified Electronic Signatures

    Adopting this technology will bring greater security and ease for anyone involved in buying or selling residential or commercial property.

    • The signature tools use long-established, well-regulated technology.

    • HM Land Registry is encouraging lawyers and their clients to start using Qualified Electronic Signatures now.

    • Customers who are interested in submitting applications using the technology should contact QES@landregistry.gov.uk.

    HM Land Registry has invited conveyancers to start submitting applications including documents signed using a Qualified Electronic Signature (QES) tool. The organisation is keen to support interested lawyers, their clients and lenders, as the property market increasingly looks towards the new signature technology for the benefits it offers them and their clients.

    By removing the need for a third party to witness the execution of a deed, replacing this step with a highly secure electronic signature, the technology affords greater flexibility and simplicity.

    The electronic signature also offers greater security and assurance for everyone involved in a property transaction.

    Andy Roddy, Deputy Director – Digital Services at HM Land Registry, said:

    We are excited to enable our customers the option to use Qualified Electronic Signatures in their land registration applications. This marks another major step forward in our ongoing digital transformation, as we keep pace with – and meet the needs of – our most technologically advanced customers.     Opportunity to deliver HLPAS in Hereford and Worcester

    Opportunity to deliver Housing Loss Prevention Advice Service (HLPAS) in Hereford and Worcester (including Kidderminster and Redditch)

    The Legal Aid Agency (LAA) funds the Housing Loss Prevention Advice Service (HLPAS) throughout England and Wales to provide:

    • Early legal advice to anyone at risk of possession proceedings and loss of their home – advice can be provided in relation to housing, debt and welfare benefits issues
    • In-court duty on the day emergency advice and advocacy to anyone facing possession proceedings

    The service enables anyone at risk of losing their home or facing possession proceedings to get free legal advice, and representation in court, regardless of their financial circumstances.

    As a result, the LAA is inviting providers who hold Housing and Debt contracts to express an interest in delivering HLPAS in Hereford and Worcester (which also includes the courts in Kidderminster and Redditch).

    For the first time ever, independent bars and restaurants on Rivington Street and Redchurch Street in Shoreditch will be offering al fresco dining and drinking, thanks to funding from the Mayor of London, Sadiq Khan.

    Londoners and visitors will be able to enjoy outside dinner and drinks every Friday and Saturday from tonight until the end of the year, with the roads closed to traffic from 6pm to midnight.

    The new outdoor eating and drinking area in Hackney is one of four new schemes that the Mayor is funding across the capital through his £300,000 Summer Streets Fund. The funding is part of Sadiq’s commitment to increase outdoor dining and extend opening hours to offer more choice to Londoners and help support businesses. This is ahead of the

    Mayor being granted new licensing powers from the Government to help boost the capital’s nightlife.

    In Shoreditch, a wide range of businesses are taking part in the new al fresco dining. Londoners and visitors can enjoy a variety of cuisines from around the world from:

    Other sites being supported by the Mayor’s Summer Streets Fund include schemes across Lambeth, Waltham Forest and Westminster. In Leyton, Francis Road is extending car free hours, with outdoor dining in Leyton Midland Road. In Brixton, there are more car free days on Atlantic Road and “Brixton Summer Zone”, with outdoor seating and live performances to be officially launched later this month. Soon bars and restaurants on St Martin’s Lane in the heart of the West End will also be able to provide open air dining and drinking.

    Creating new al fresco dining spots is one of many initiatives by the Mayor to support London’s hospitality, leisure and tourism sectors. For example, he has also created an independent Nightlife Taskforce to help boost the capital’s life at night. These industries are critical to the success of the capital, as well as growth nationally, generating more than £46 billion every year* and accounting for one in 10 jobs in London. In the last year, the number of late-night hospitality sites in London has grown faster than anywhere else in the country.

    The Mayor of London, Sadiq Khan, said: “I’m delighted to be able to support bars and restaurants in Shoreditch to offer al fresco dining from today. Through my Summer Streets Fund we are helping to put outdoor dining back on the menu, supporting businesses and helping Londoners and visitors to make the most of the summer. I’m determined to do all I can to support London’s fantastic restaurants, cafes and bars, and these schemes are just the beginning of what’s to come as we continue to work with partners across the capital to revitalise our nightlife and build a better London for everyone.”

    Howard Dawber OBE, Deputy Mayor for Business, said: “The Mayor’s Summer Streets Fund was designed to empower local businesses, stimulate enterprise and provide exciting opportunities for Londoners and visitors. By pedestrianising Rivington Street and Redchurch Street on Friday and Saturday nights, we can offer more space for residents and visitors, in particular families, to enjoy some of the fantastic venues and food Shoreditch has to offer, with increased outdoor seating.     India and the United States share a comprehensive global strategic partnership rooted in shared interests, democratic values, and strong people-to-people ties, a relationship that has withstood various transitions and challenges over time, the Ministry of External Affairs (MEA) said on Friday.

    “India and the United States share a comprehensive global strategic partnership anchored in shared interests, democratic values, and robust people-to-people ties. This partnership has weathered several transitions and challenges. We remain focused on the substantive agenda that both countries have committed to and are confident that the relationship will continue to move forward,” MEA spokesperson Randhir Jaiswal stated during a weekly media briefing in New Delhi. His remarks came in response to a question on India-US ties following Washington’s recent tariff announcement.

    Earlier this week, US President Donald Trump announced the imposition of 25 per cent reciprocal tariffs on Indian goods, along with an unspecified penalty over India’s purchases of Russian energy, effective from August 1.

    “India will be paying a tariff of 25 per cent,” Trump posted on his social media platform, Truth Social.

    He also warned of an additional tariff penalty on India for its continued energy trade with Russia. Trump had earlier declared that all countries purchasing Russian energy would face secondary tariffs of up to 100 per cent if Moscow failed to agree to a ceasefire in Ukraine.

    Initially, the threat to India was perceived by experts as a negotiating tactic aimed at expediting a trade agreement. Both Trump and Commerce Secretary Howard Lutnick had recently indicated optimism about reaching a deal with India, describing it as one of the first countries likely to finalize an agreement.

    India’s lower order collapsed again on Friday as, after resuming at 204-6, they were skittled for 224 by England in less than half an hour at The Oval to leave their chances of finding the win they need to square the series hanging by a thread. 

    India’s tail has been their weak link all series but the middle order also failed to build on a decent end to Thursday’s play as pace bowler Josh Atkinson took five wickets on his return to action having not played a test since May.

    Josh Tongue continued with his all or nothing approach from last night, spraying a ball wildly beyond the wicketkeeper for four byes then getting Karun Nair lbw for 57 to get England moving.

    Washington Sundar, who showed such patience in his rearguard century to help save the fourth test, forgot that approach and tamely pulled straight to Jamie Overton to depart for 26 as the two remaining recognised batsmen went after adding a total of 11 runs off the bat between them on Friday.

    Atkinson then bowled Mohammed Siraj and had Prasidh Krishna caught behind, both for ducks, to finish with 5-33 from 21.4 overs in his first appearance of the series.

    Earlier the ECB said that all-rounder Chris Woakes will miss the remainder of the match after suffering a shoulder injury while fielding late on Thursday.

     
  • CBI secures deportation of fugitive Udit Khullar from UAE in Rs 4.5 crore bank fraud case

    In a major breakthrough in an ongoing financial fraud investigation, the Central Bureau of Investigation (CBI) has secured the deportation of Udit Khullar, a fugitive wanted in connection with a ₹4.55 crore bank fraud case, from the United Arab Emirates (UAE).

    Khullar, who had been absconding and was geo-located in the UAE, was brought back to India on August 1, 2025, as a deportee via Indira Gandhi International Airport, Delhi. His return was made possible through coordinated efforts between the CBI’s International Police Cooperation Unit (IPCU) and the National Central Bureau (NCB) in Abu Dhabi, under the framework of INTERPOL.

    The accused was wanted by the Delhi Police in a case registered at the Adazan Police Station, Special Cell, on charges of criminal conspiracy, cheating, and forgery. According to the investigation, Khullar, in collusion with his associates, obtained fraudulent bank loans totaling ₹4.55 crore by submitting forged property documents to both nationalised and private banks. The properties used as collateral were found to be fictitious or not owned by the accused.

    CBI initiated the process of tracking Khullar after receiving input about his location abroad. Following his arrest in the UAE, the Bureau formally requested his deportation, which was granted by the UAE authorities.

    The CBI, acting as India’s National Central Bureau for INTERPOL, has intensified international cooperation through its platform BHARATPOL, facilitating the return of over 100 wanted criminals to India in recent years via INTERPOL channels.

    UK Chargé inaugurates new accommodation facility in Hamat

    The building, funded by the UK Ministry of Defence will support UK personnel to deliver a variety of training and support to Lebanese Armed Forces (LAF) units.

    Ahead of Lebanese Army Day on 1 August the UK Chargé D’Affaires Victoria Dunne, accompanied by Defence Attaché Lt Col Charles Smith, inaugurated a new military accommodation facility in Hamat on Thursday 31 July.

    The building, funded by the UK Ministry of Defence will support UK personnel to deliver a variety of training and support to various Lebanese Armed Forces (LAF) units. This includes leadership development for junior officers and infantry skills courses, including for female LAF personnel.

    The UK continues to be a steadfast supporter of the LAF, the sole legitimate defender of Lebanon, supporting with training, kit and equipment.

    Chargé D’Affaires Victoria Dunne said:

    A huge congratulations to the LAF on their 80th anniversary whose bravery defending Lebanon internally and on the borders is admirable.

    I am thrilled to be in Hamat today to inaugurate this new accommodation facility.

    We are proud of our partnership with the LAF and ongoing support for the development of its capabilities, including through training.

    Today is another milestone for UK-Lebanese defence cooperation.
