  • MIL-OSI Russia: The Future is Already Here: Scientists at the State University of Management have Developed Unique Models for Forecasting Events

    A scientific team of scientists from the State University of Management, headed by Doctor of Technical Sciences, Professor Alexey Terentyev, has developed unique predictive models designed for intelligent data analysis. Their use allows forecasting future events in the interaction of complex commercial and production structures with the external environment. For example, for the distribution of resources between system objects for its effective development.

    A special feature of the developed models is the ability to find solutions aimed at the effective development of multi-level systems and independent of the subjectivity characteristic of methods based on expert assessments.

    The uniqueness of the methodology – the analytical determination of weighting coefficients and, as a result, obtaining a more objective solution – is critically important for systems with contradictory goal setting, which includes transport and logistics production.

    Today, the models are used in research by SMU scientists in the field of logistics in the development of a rating system for transport and logistics enterprises, which has made it possible to increase system efficiency compared to the Laplace criteria and Fishburne estimates by 16% and 26%, respectively.

    “The predictive modeling methodology developed at the State University of Management also formed the basis for the methodology for assessing the quality of passenger service in the logistics system of interaction between modes of transport. This allows us to solve the problems of determining the vector assessment of increasing the efficiency of the system based on a significant set of indicators of the quality of public transport services,” notes Maxim Pletnev, Head of the Department for Coordination of Scientific Research at the State University of Management.

    The above advantages allow the developed models to be used not only in logistics, but also in other areas of scientific research, including machine learning technologies and neural network modeling methods. This enables researchers to obtain the most accurate scenarios and forecasts of the states of the systems under study in conditions of uncertainty in the external environment.

  • MIL-OSI Russia: Today, NSU opened an internship program for foreign specialists in the field of engineering InteRussia

    Today, June 2, NSU hosted the grand opening of the InteRussia 2025 internship program for foreign specialists. This is the second internship of this kind that is taking place at Novosibirsk State University. This time, 17 students from 14 countries, such as Chile, Jordan, India, Pakistan, Brazil, Albania, Serbia, Bangladesh, Turkmenistan, Belarus, Indonesia, Ecuador, Uzbekistan and Tanzania, came to NSU.

    The internship is conducted by the Gorchakov Fund, the Siberian Branch of the Russian Academy of Sciences, and the ANO “Mezhdunarodniki” with the support of the Directorate of the World Youth Festival and the Presidential Grants Fund.

    For a month — from June 2 to June 29 — young researchers will be trained at the university in the promising areas of “Artificial Intelligence and Medicine” and “Modern Quantum and Information Technologies in Electronics and Photonics”. The school participants will work in one of two groups in accordance with the chosen area. The event will result in the preparation and presentation of their own scientific project.

    — We are organizing the internship for the second time, but we already see that our program is in great demand — this year, more than 160 applications were submitted, so the competition was almost 10 people per place. As a result, the best students who passed a tough and competitive selection came here. This year, we decided to make only two directions, and not three, as it was a year ago. We left the direction “Artificial Intelligence and Medicine”, since the 2024 internship showed that this topic is very interesting and in demand. We also added a new promising direction related to quantum mechanics. Among other innovations, we increased the duration of the internship from three to four weeks, — said Evgeny Sagaydak, Head of the Education Export Department at NSU.

    Artur Pogosov, Professor of the Department of Semiconductor Physics, Faculty of Physics, NSU, Head of the Department of General Physics Physics Department of NSU, in his welcoming speech to the participants, he spoke a little about the specifics of Akademgorodok and the special atmosphere that characterizes this unique place. He also spoke in more detail about the program of the direction that he supervises – “Modern quantum and information technologies in electronics and photonics”. It will include both lectures from scientists of the SB RAS Research Institute and NSU teachers, and practical computer sessions, during which, using special computational and modeling methods, listeners will be able to delve deeper into quantum mechanics, explore new crystals and new compounds, and model the processes occurring in them.

    Evgeny Pavlovsky, Head of the Laboratory of Streaming Data Analytics and Machine Learning Faculty of Mechanics and Mathematics of NSU and head of the Artificial Intelligence and Medicine department, noted that the students will have the opportunity not only to expand their knowledge, but also to present their projects, since one of the school’s goals is to ensure that the participants continue their research after completing their internship.

    The audience of the program was greeted by the leading specialist of the A.M. Gorchakov Public Diplomacy Support Fund Ilya Demkin. He thanked the partners for their cooperation, spoke about the activities of the Fund and about the internship program for foreign specialists in various fields of InteRussia. In addition, he noted that for the audience, participation in this event is an excellent opportunity to gain new knowledge in one of the best Russian universities, take thematic courses from leading experts, take part in innovative professional master classes in one of two areas, and exchange experience with colleagues from different countries.

    WARSAW, June 2 (Xinhua) — Karol Nawrocki, an independent candidate backed by the opposition Law and Justice party, has won the second round of Poland’s presidential election, the country’s National Electoral Commission said on Monday.

    The final result, marked “elected in the second round,” was posted next to K. Navrotsky’s name on the official website of the State Electoral Commission on Monday.

    Historian and head of the Institute of National Remembrance of Poland K. Nawrocki received 50.89% of the votes in the second round of the presidential elections, defeating Warsaw Mayor Rafał Trzaskowski, representing the ruling Civic Coalition, who received 49.11%.

    K. Nawrocki, born in 1983 in Gdansk, will replace the current president, Andrzej Duda, whose second and final term ends on August 6. –0–

    YANGON, June 2 (Xinhua) — Six people were killed and 11 others were injured when a passenger bus overturned in central Myanmar’s Mandalay region, a local fire department official told Xinhua on Monday.

    He said the passenger bus carrying about 19 passengers skidded off the road due to rain and overturned in Meiktila township in Mandalay at around 3:30 a.m. local time on Monday.

    Moscow, June 2 /Xinhua/ — The total number of victims in the collapse of a bridge in the Bryansk region has reached 104, the region’s governor Alexander Bogomaz told reporters.

    “Today we have 104 victims in total. Seven dead, 104 injured. It turns out that three are “serious”, the rest /are in a condition/ of moderate severity and mild,” TASS quotes the governor as saying.

    On the evening of May 31, in the Bryansk region, a road bridge and a truck driving on it collapsed onto a passenger train. The locomotive and four carriages derailed, and one carriage was crushed by the bridge debris. There were 388 people on the train. Seven people died. Sixty-four passengers were hospitalized in the region and Moscow, the Russian Ministry of Health reported earlier. –0–

That commitment to justice was inherited from our fathers, who served on the school boards of Newport News and Norfolk respectively during the public school integration controversies following the Brown v. Board of Education Supreme Court decision in 1954. Our families have remained friends from that time.

    “Jerrauld was a brilliant jurist and dedicated public servant. A proud graduate of Princeton University and Washington and Lee University School of Law, he used his talents in service of others. He broke barriers and opened doors for those who came after him, not just as a legislator and judge, but as a community leader whose moral compass never wavered. 

    “Whether in the courtroom or the State Capitol, Jerrauld brought intellect, compassion, and a fierce commitment to fairness and fidelity to the law. He was never afraid to speak out for what was right, and he always carried himself with dignity, humility and grace. 

    “My thoughts and prayers go out to his wife Lyn, his son Jay, and to all who knew and loved Jerrauld. His passing is a profound loss for the Commonwealth, but his legacy will continue to inspire all who believe in the power of public service to make a positive impact for all.”

    Singapore, 2 June 2025 – Winds over Singapore are forecast to strengthen and blow from the southeast or southwest in early June 2025, as the Southwest Monsoon sets in over the region. The Southwest Monsoon season typically extends into September and is generally a drier season compared to other times of the year.

    2          In the first fortnight of June 2025, localised short-duration thundery showers are expected over parts of the island in the late morning and afternoon on some days. In addition, Sumatra squalls may bring widespread thundery showers and gusty winds in the pre-dawn and morning on a few days. The total rainfall for the first fortnight of June 2025 is forecast to be near average over most parts of the island.

    3          The daily maximum temperatures are likely to be around 34 degrees Celsius on most days and reach 35 degrees Celsius on a few days. The nights are likely to be warm and humid. On several nights, the temperatures may stay above 29 degrees Celsius.

  • MIL-OSI Africa: African Petroleum Producers Organization (APPO) Secretary General Joins Angola Oil & Gas (AOG) 2025 Ahead of Energy Bank Launch

    Omar Farouk Ibrahim, Secretary General of the African Petroleum Producers Organization (APPO), will speak at this year’s edition of the Angola Oil & Gas (AOG) conference – the country’s premier industry event, scheduled for September 3-4 in Luanda. Ibrahim’s return to the conference reflects his commitment to supporting oil and gas projects in the country and comes as the organization prepares to launch the Africa Energy Bank (AEB) – a financial institution created in partnership with the African Export-Import Bank (Afreximbank). 

    Established with the aim of improving access to financing for African oil and gas projects, the AEB is on track to commence operations in June 2025, with the finalization of key arrangements made in April 2025. Headquartered in Abuja, Nigeria, the bank will have an initial capitalization of $5 billion, supported by an $83 million commitment made by each APPO member state. As of March 2025, three member countries – Angola, Nigeria and Ghana – had contributed, reflecting the support from some of Africa’s biggest oil and gas producers. At AOG 2025, Ibrahim is set to share insight into the role the institution will play in markets such as Angola and how improved financing can support regional fuel security.

    AOG is the largest oil and gas event in Angola. Taking place with the full support of the Ministry of Mineral Resources, Oil and Gas; the National Oil, Gas and Biofuels Agency; the Petroleum Derivatives Regulatory Institute; national oil company Sonangol; and the African Energy Chamber; the event is a platform to sign deals and advance Angola’s oil and gas industry.     As sub-Saharan Africa’s second largest oil producer, Angola strives to sustain oil production above one million barrels per day beyond 2027. In tandem, the country aims to bolster gas monetization, with its first non-associated gas project – led by the New Gas Consortium – coming online in late-2025 or early-2026. Through a multi-year strategy, improved fiscals and an upcoming Gas Master Plan, the country is incentivizing spending across the entire oil and gas value chain. The AEB will support these goals by offering project developers the requisite financing to accelerate exploration, production and project development.

    Operating as a development finance institution, the AEB will focus on Africa. The bank will have three classes of shareholders, with Class A featuring founding countries, APPO member states and Afreximbank; Class B consisting of other African countries, alongside their national oil companies; and Class C being reserved for individual and corporate investors outside of the continent. This structure offers access to a wide investment pool and reflects the drive by APPO and Afreximbank to support African oil and gas developments. AOG 2025 offers a strategic platform for project developers in Angola to gain insight into financing opportunities made possible through the AEB. Ibrahim’s participation will not only provide a greater understanding of the role the bank can play in the country but foster dealmaking in Angola as companies seek new financing mechanisms to expand their portfolios.

  • PM Modi, Paraguayan President Pena hold talks to strengthen bilateral relations

    Prime Minister Narendra Modi and President of Paraguay Santiago Peña held wide-ranging bilateral discussions at Hyderabad House in New Delhi on Monday. The talks were aimed at infusing new momentum into diplomatic and economic relations between India and the South American nation.

    President Peña, who is on a three-day official visit to India at the invitation of the Prime Minister, was accorded a ceremonial Guard of Honour upon his arrival at Air Force Station Palam earlier in the day. He is accompanied by a high-level delegation comprising ministers, senior officials, and business leaders.

    Welcoming the visiting leader, the Ministry of External Affairs (MEA) posted on social media, “Towards a new momentum in bilateral relationship. PM Narendra Modi welcomed President Santiago Peña of Paraguay at the Hyderabad House ahead of their deliberations.”

    Prior to his meeting with the Prime Minister, President Peña called on External Affairs Minister Dr. S. Jaishankar. The two leaders discussed opportunities for enhancing bilateral cooperation.

    “Pleased to call on President Santiago Peña of Paraguay at the start of his State Visit to India. Appreciate his positive sentiments and guidance for enhancing India–Paraguay cooperation in many domains. Confident that his talks with PM Narendra Modi today will open new avenues for India’s engagement with Paraguay and the South America region,” said Dr. Jaishankar in a post on X.

    President Peña also paid floral tribute to Mahatma Gandhi at Rajghat during his engagements in the capital. Prime Minister Modi is hosting a luncheon in his honour, while President Droupadi Murmu is scheduled to host a banquet. Vice President Jagdeep Dhankhar will also call on the visiting dignitary.

    This visit marks President Peña’s first official trip to India and is only the second time a head of state from Paraguay has visited the country.

    In a statement, the MEA noted that India and Paraguay established diplomatic relations on September 13, 1961, and have since cultivated warm and friendly ties. Bilateral cooperation spans across key sectors including trade, agriculture, health, pharmaceuticals, and information technology.

    Highlighting Paraguay’s strategic importance in Latin America, the MEA said that Indian companies in the automobile and pharmaceutical sectors are already active in Paraguay, while several Paraguayan firms operate in India through joint ventures.

    The Ministry further noted that both countries share similar views on major global issues such as UN reforms, climate change, renewable energy, and counter-terrorism.

    As part of his itinerary, President Peña will also visit Mumbai, where he is expected to meet state-level political leaders, as well as representatives from industry, startups, and technology sectors. The visit underscores the growing emphasis on economic and technological partnerships between the two countries.

    The MEA said that the State Visit provides a timely opportunity to undertake a comprehensive review of bilateral ties and to discuss regional and international issues of mutual interest.

    PHILADELPHIA, PA – Today, Congressman Brendan F. Boyle (PA-02) joined the Temple University and New Castle County Police Departments to announce the arrest of a burglary suspect who was wanted by authorities in PA, NJ, and DE.

    This arrest was made possible by Congressman Boyle’s community project funding for the Temple University Police Department, which enabled the deployment of Flock license plate reading cameras. Boyle was joined at the press conference by Jennifer Griffin, Chief of Police and Vice President for Public Safety at Temple University, and Richard Chambers, Master Corporal and PIO at the New Castle County Police Department.

    “Not been too long before we had tragically lost Temple Police University Officer Christopher Fitzgerald,” said Congressman Boyle. “And so I wanted to secure funds that would help the public safety effort in and around Temple University. To see the fruits of that labor actually lead to an arrest is incredibly exciting.  I thank again everyone who was involved in public safety in and around Temple University, and I thank all of the officers behind me. It’s never lost on me just what an enormously difficult job each and every one of you have in terms of keeping us safe.”

    “Detective Arnold from the Newcastle County Police was able to obtain a possible vehicle description,” said Richard Chambers, Master Corporal and PIO at the New Castle County Police Department. “Using the cameras, Detective Arnold quickly contacted the Temple University Police Department, and the Temple University Police Department quickly located the vehicle with the suspect in it.

    Temple University was the first university in Pennsylvania to deploy the Flock license plate reader system. The system was used to locate a suspect wanted by the New Castle County Police Department for burglary and theft. New Castle County Police worked with the Temple University Police Department to quickly arrest him on Temple’s campus.  He was extradited to Delaware, where he pled guilty to one felony and one misdemeanor charge.

    Founded in 2002, Milescraft has grown from a small Original Equipment Manufacturer (OEM) into a leading designer of woodworking tools and power tool accessories. The company now produces and distributes hundreds of products each year. However, under the burden of President Trump’s tariffs, they’ve been forced to cut jobs and grapple with rising input costs. According to recent projections, if all of President Trump’s proposed tariffs are implemented, they could cost the average American household more than $4,400 annually. Already, the Budget Lab at Yale estimates that the 2025 tariffs have increased consumer prices by 2.3 percent, reducing household purchasing power by $3,800 per year on average. Illinois in particular faces significant exposure, with over $82 billion in imports from Canada and Mexico — the state’s two largest trading partners — at risk from these tariffs.

    WASHINGTON – Congressmen Raja Krishnamoorthi (D-IL) and Blake Moore (R-UT) have reintroduced bipartisan legislation to bolster domestic printed circuit board (PCB) and integrated circuit substrate production, which will strengthen U.S. supply chain security in a critical technology sector. The Protecting Circuit Boards and Substrates Act will encourage domestic PCB manufacturing and R&D to reduce supply chain disruptions, address national security concerns related to foreign PCB production, and further enhance America’s economic leadership.

     

    “While we’ve made real progress in domestic chip production, microchips can’t function without printed circuit boards – 90% of which are made in Asia, including half in the People’s Republic of China,” Congressman Krishnamoorthi said. “Our bipartisan bill reduces that dangerous dependence by rebuilding U.S. manufacturing, strengthening supply chains, and supporting American workers.”

Without a concurrent increase in support for PCBs and substrates, those new American-made chips travel to Asia to be packaged with Asian-made PCBs and substrates,” Shane Whiteside, Chairman of the Printed Circuit Board Association of America (PCBAA) and CEO of Summit Interconnect, said. “We need to end our over reliance on Asia through public and private investment. This bill will set that in motion.”

    “From F-35s to F-150s, the modern world is built on printed circuit boards, and we need to make more of them in America,” David Schild, Executive Director of PCBAA, said. “This bill will lead to new factories, high paying jobs and an ecosystem to support the work being done by our colleagues in the semiconductor industry.”

    Background

    Printed circuit boards (PCBs) are the material on which semiconductors sit (often the green-colored surface in images of chips) and are a critical part of the supply chain. An assessment from the Departments of Commerce and Homeland Security called for domestic investment and production of key information and communications technology products such as PCBs.

    The Protecting Circuit Boards and Substrates Act includes the following provisions to incentivize domestic PCB manufacturing and R&D:

    1. Provides a 25% tax credit for the purchase or acquisition of American-made PCBs;

    2. Establishes a financial assistance program, modeled on the CHIPS for America Act, for American facilities manufacturing or researching PCBs;

    3. Requires a Presidential determination for single financial awards over $150 million;

    4. Provides for delay and technology clawbacks of award funds in the event that funding is not used efficiently or in a manner that raises national security concerns;

    5. Authorizes appropriations of $3 billion to carry out the program.

  • MIL-OSI USA: Congressman Krishnamoorthi Honors Vietnam Veterans and Presents Bronze Star for Valor

    SCHAUMBURG, IL – Today, Congressman Raja Krishnamoorthi (D-IL) hosted a special recognition ceremony honoring four local veterans for their distinguished service during the Vietnam War. Three veterans received official Vietnam Veterans Commemorative Pins, while one veteran was awarded the Bronze Star Medal for acts of heroism in combat. In the ceremony, Joseph Leuze, Jon Fisher, and Doug Elwell were awarded Vietnam Veterans Commemorative Pins as a symbol of the nation’s lasting gratitude for their service and sacrifice. The commemorative pinning follows a successful series of recognition events the Congressman’s office has hosted in partnership with other local officials to ensure that Vietnam-era veterans receive long-overdue acknowledgment.

    Congressman Krishnamoorthi also presented the Bronze Star to Douglas Beckmann, a constituent who risked his own life to administer medical aid to a fallen soldier during a ground operation against hostile forces. Mr. Beckmann contacted Congressman Krishnamoorthi’s office for help recovering his military records, including documentation of service-connected medals he earned but never received upon leaving the military. After the Congressman’s office reached out to the National Archives and Records Administration (NARA) to request and review his records, NARA confirmed Mr. Beckmann had been awarded, but not presented with, the Bronze Star for his heroic actions on April 11, 1970. The medal was then provided for presentation to Mr. Beckmann in recognition of his service.

    “These American veterans embody the very best of our nation—serving with courage, humility, and unwavering dedication to a cause greater than themselves,” said Congressman Krishnamoorthi. “By recognizing their service, we reaffirm our solemn duty to honor the legacy of all who have defended our freedoms.”

    Washington, D.C. – Today, Congressman Mark DeSaulnier (CA-10) announced that he advanced 15 projects totaling over $35 million to benefit Contra Costa and Alameda Counties for consideration by the U.S. House Committee on Appropriations as part of the Fiscal Year 2026 appropriations process. These projects would help to support public health and safety, transportation accessibility and community development, and environmental protection and sustainability in California’s 10th Congressional District. Each year Congress provides Member-directed federal funding to a select number of Community Projects through the appropriations process. Under this process, each House member is allowed to submit 15 project requests on behalf of their Congressional District to the Appropriations Committee that meet the criteria set forth by the Committee.

    Transportation Accessibility and Community Development Projects:

    • $3,900,000 for the Town of Danville to install fiber optic cables and construct new conduit and junction boxes for 54 traffic signals in Danville to enable real-time traffic signal optimization to reduce traffic congestion and improve safety, and allow for future implementation of smart city technologies.
    • $3,000,000 for the City of Dublin to improve safety and accessibility of Village Parkway by narrowing vehicle lanes, adding lighting, and constructing buffered bike lanes, wider sidewalks, and protected intersections.
    • $2,000,000 for the Contra Costa County Public Works Department to create a separate bike path to fill a gap in the County-wide bicycle network along Marsh Drive in unincorporated Pacheco, which will improve safety for all road users and access to local commercial centers, recreational centers, and additional connections to the local mass transit system.
    • $2,000,000 for the East Bay Regional Park District to construct visitor facilities such as restrooms, drinking fountains, public parking areas, and a turnout lane on Bailey Road to allow for the Thurgood Marshall Regional Park to be opened up to the public.
    • $1,970,010 for the Contra Costa Transportation Authority (CCTA) to upgrade and develop a network of smart traffic signals between Antioch and Oakley to improve commute times, reduce delays, and ease congestion.
    • $1,500,000 for the Contra Costa County Public Works Department to construct bicycle and pedestrian facilities on Treat Boulevard in the Contra Costa Centre Transit Village in Walnut Creek to close a critical gap along the Iron Horse Regional Trail, which would improve safety for non-motorized road users and improve connectivity for first and last mile connections to public transit and local commercial establishments.

    Public Health and Safety Projects:

    • $4,875,000 to the Diablo Water District to provide structural and foundational reinforcements to water infrastructure to mitigate risks associated with major seismic events, safeguard water supply, and contribute to the region’s overall disaster preparedness strategy.
    • $3,649,671 to the City of Concord to make improvements to the Emergency Operations Center in Concord to ensure its longevity, efficiency, and resilience as it serves as a critical hub for bolstering regional preparedness, response, and recovery efforts during emergencies and disasters.
    • $1,915,000 for the Contra Costa County Fire Protection District (Con Fire) to replace and install equipment, including backup generators, shore power plugs, and automatic transfer switches, at radio towers across Contra Costa County that are used for communication between law enforcement, fire, and emergency medical services to improve system reliability during emergencies and disasters that result in the loss of power.
    • $1,000,000 to the City of Walnut Creek to purchase 120 body worn cameras, charging docks, and equipment to promote transparency, accountability, and public trust in the police department.
    • $600,000 for the Contra Costa County District Attorney’s Office to create an Organized Retail Theft (ORT) Prevention and Prosecution Unit with the goal of addressing increased levels of retail theft crimes, helping local law enforcement better confront these types of crimes, and improving public safety.
    • $500,000 for the Contra Costa County District Attorney’s Office to enhance the identification and referral of survivors of labor trafficking and cases of labor trafficking occurring in the County, increase the capacity of the District Attorney’s Office to investigate cases of labor exploitation and trafficking, and improve the quality and scope of services provided to underserved and marginalized victims of human trafficking.

    Environmental Protection and Sustainability Projects:

    • $4,000,000 to the Central Conta Costa Sanitary District (Central San) to upgrade the water treatment facility’s ultraviolet (UV) technology to reduce the energy footprint of water treatment and protect public health and water quality in the region.
    • $4,000,000 to the Central Contra Costa Transit Authority (County Connection) to construct a battery system to allow the agency to charge its zero emission buses overnight, and provide a source of power to maintain operations during emergencies.
    • $272,918 for the Marine Mammal Center to help build scientific literacy and environmental stewardship of the coastal zone for 2,7000 students and their teachers and to develop a pipeline for the future STEM workforce.

    Washington, D.C. – Today, Congressman Mark DeSaulnier (CA-10), senior member of the House Committee on Transportation and Infrastructure, made the following statement after the Government Accountability Office (GAO), an independent, nonpartisan government agency, issued a legal opinion finding that the Trump Administration violated the Impoundment Control Act of 1974 by illegally withholding funds for the U.S. Department of Transportation’s National Electric Vehicle Infrastructure (NEVI) Formula Program.

    “When the Trump Administration illegally suspended implementation of the National Electric Vehicle Infrastructure (NEVI) Formula Program in February, I immediately called on the Secretary of Transportation to reverse this reckless decision that would set us back in the fight against climate change, surrender global competitiveness to China, and hurt American drivers’ bottom lines.

    I am pleased the GAO has issued this finding that the Administration’s actions were not just foolish – they were illegal. Congress appropriated funding for the NEVI program and the Department of Transportation must implement it by immediately releasing the previously approved funds to the states.”

  • MIL-OSI Africa: African Mining Week to Highlight Coal’s Role in Regional Energy Security, Industrialization

    As Africa leverages coal to drive industrialization and support sustainable development, African Mining Week (AMW) – the continent’s premier platform for mining stakeholders – will highlight investment opportunities within the coal sector.     Coal remains a critical driver of energy security in Africa. The continent is expected to increase coal use by 6 million tons to 191 million tons per annum by 2027 under efforts to enhance the resilience of the electricity network, according to the International Energy Agency. In South Africa – Africa’s largest producer and the world’s sixth – the coal sector has been crucial in addressing load shedding, with a 7% increase in coal use in 2023 and 2024 strengthening the grid. On the global stage, African coal also plays an important role, accounting for over 3.5% of the world’s total production, with producers such as Mozambique, Zimbabwe, Zambia and Botswana kickstarting new projects and optimizing existing assets. South Africa exports 28% of its coal production and ranks as the world’s fourth largest coal exporting market.

    Glencore increased its South African coal production by 5% in Q1 2025 compared to the same period last year, reaching 4.2 million tons. In March 2025, Seriti Resources inaugurated the R500 million Naudesbank Colliery in Mpumalanga province, shortly after coal was designated a critical mineral by South Africa’s Ministry of Mineral and Petroleum Resources. Meanwhile, Canyon Coal is preparing to break ground on the R1.5 billion Sukuma Mine, targeting 7.2 million tons of annual output. In Zimbabwe, Contago Holdings’ Muchesu project – backed by Huo Investments – is ramping up production to meet both domestic and export demand.

    Recognizing coal’s strategic importance in shaping a just and inclusive energy transition and economic diversification, global public and private sector players are ramping up investment. In a landmark policy reversal in May 2025, the U.S. Export-Import Bank lifted its ban on financing overseas coal projects, opening new channels for international funding for African projects. South Africa’s Exxaro and Eskom have entered into a joint agreement to invest in emissions reduction technologies, supporting cleaner coal usage aligned with just energy transition objectives. In Mpumalanga, Blue Ammonia Production is progressing with its R31.5 billion Suiso Coal-to-Fertilizer project, poised to create 4,000 jobs and enhance regional agricultural productivity.   • Over 25,000 organisations register for Yoga Sangam ahead of International Day of Yoga 2025

    In the run-up to the International Day of Yoga (IDY) 2025, the Government’s flagship event Yoga Sangam has crossed a significant milestone, with over 25,000 organisations registering for participation. The initiative has witnessed enthusiastic response from educational institutions, corporates, non-profits, and government departments across the country.
     
    The wide-scale registrations highlight the growing nationwide interest in yoga and its role in promoting physical, mental, and spiritual well-being. Institutions such as the Ekal Foundation, International Yoga Association (IYA), and International Naturopathy Organisation (INO) are among the early participants.
     
    Leading academic institutions have also pledged support. Indian Institutes of Technology (IIT) Kanpur, Indian Institutes of Management (IIM) in Mumbai and Bangalore, National Institute of Technology (NIT) Kurukshetra, BIT Mesra, and Vellore Institute of Technology are among the many campuses actively engaging with the initiative.

    Response to the consultation on plans for a UK Airspace Design Service (UKADS)

    The UKADS will act as a single guiding mind to deliver a modernised UK airspace, enabling quicker, quieter and cleaner flights.

    The Department for Transport (DfT) and UK Civil Aviation Authority (CAA) are publishing the response to the consultation to establish a UK Airspace Design Service (UKADS), CAP 3106. The UKADS will act as a new single guiding mind to deliver a modernised and holistic design of UK airspace, enabling quicker, quieter and cleaner flights.

    UK airspace is an invisible but essential piece of our national infrastructure. Its design has remained largely unchanged since the 1950s, when there were around 200,000 flights per year in UK airspace, compared to 2.47 million in 2024. If UK airspace is not modernised, it has been estimated that by 2040, 1 in 5 flights could experience disruption and delays.

    Airspace modernisation will ensure that the UK’s airspace is fit for the future, enabling aircraft to fly more direct routes with optimised climb and descent profiles to and from energy-efficient cruising altitudes. This will benefit UK consumers through greater system capacity and better resilience to disruption. Crucially, it will help UK aviation achieve net zero greenhouse gas emissions by 2050.

    The government and CAA have carefully considered the responses to the consultation last autumn. These helped to inform the decision to proceed with the creation of the UKADS and establishment of an Airspace Design Support Fund, announced by the Chancellor on 17 March 2025 and our aim is for the UKADS to be established and operational by the end of 2025.

    NATS (En Route) plc (NERL) will be responsible for providing the UKADS. NERL is the only organisation in the UK with the necessary level of resource and design expertise to deliver the UKADS at pace.

    The initial priority for the UKADS will be to design airspace for the London ‘cluster’ of the airspace change masterplan. The London cluster has the most complex airspace in the UK, and modernisation will unlock significant benefits. This would include any airspace change required for a third runway at Heathrow.

    Airspace modernisation will continue to be funded by industry, following the user-pays principle. The cost of the UKADS will be met through a new UK Airspace Design Charge, which will primarily apply to commercial airlines. This charge will also enable a new Airspace Design Support Fund to help unlock the benefits of modernisation around the rest of the UK.

    Two Statutory Instruments will be laid, using powers in the Transport Act 2000 to enable NERL to be tasked with delivering the UKADS. The CAA will consult on the charge as well as proposed changes to the NERL air traffic services licence.

    Consultation responses also identified opportunities to streamline and simplify the regulatory framework, including the CAA’s airspace change process and the government’s air navigation guidance and air navigation directions. DfT and CAA intend to start consulting by September 2025 on possible changes, which will continue to support safe and efficient airspace design, proper and proportionate assessment of environmental impacts, including noise and engagement with local communities.

    With the establishment of the UKADS, these measures will strengthen the UK’s role as a global aviation leader and confirm this government’s support for airspace modernisation and the benefits it will bring for the country.

  • MIL-OSI Asia-Pac: Provisional statistics of retail sales for April 2025

         The Census and Statistics Department (C&SD) released the latest figures on retail sales today (June 2).

         The value of total retail sales in April 2025, provisionally estimated at $28.9 billion, decreased by 2.3% compared with the same month in 2024. The revised estimate of the value of total retail sales in March 2025 decreased by 3.5% compared with a year earlier. For the first 4 months of 2025 taken together, it was provisionally estimated that the value of total retail sales decreased by 5.6% compared with the same period in 2024.

         Of the total retail sales value in April 2025, online sales accounted for 8.1%. The value of online retail sales in that month, provisionally estimated at $2.3 billion, decreased by 3.5% compared with the same month in 2024. The revised estimate of online retail sales in March 2025 decreased by 0.5% compared with a year earlier. For the first 4 months of 2025 taken together, it was provisionally estimated that the value of online retail sales decreased by 2.2% compared with the same period in 2024.

         After netting out the effect of price changes over the same period, the provisional estimate of the volume of total retail sales in April 2025 decreased by 3.3% compared with a year earlier. The revised estimate of the volume of total retail sales in March 2025 decreased by 4.7% compared with a year earlier. For the first 4 months of 2025 taken together, the provisional estimate of the total retail sales decreased by 7.2% in volume compared with the same period in 2024.

         Analysed by broad type of retail outlet in descending order of the provisional estimate of the value of sales and comparing April 2025 with April 2024, the value of sales of commodities in supermarkets decreased by 2.4%. This was followed by sales of jewellery, watches and clocks, and valuable gifts (-1.7% in value); wearing apparel (-5.6%); motor vehicles and parts (-53.4%); fuels (-12.5%); footwear, allied products and other clothing accessories (-5.1%); furniture and fixtures (-16.7%); and optical shops (-0.2%).

         On the other hand, the value of sales of other consumer goods not elsewhere classified increased by 13.4% in April 2025 over a year earlier. This was followed by sales of medicines and cosmetics (+7.2% in value); food, alcoholic drinks and tobacco (+3.0%); electrical goods and other consumer durable goods not elsewhere classified (+1.6%); commodities in department stores (+2.1%); books, newspapers, stationery and gifts (+11.7%); and Chinese drugs and herbs (+3.8%).

         Based on the seasonally adjusted series, the provisional estimate of the value of total retail sales increased by 4.2% in the three months ending April 2025 compared with the preceding three-month period, while the provisional estimate of the volume of total retail sales increased by 7.1%.

    Commentary

         A government spokesman said that retail sales performance showed signs of stabilisation in recent months. The value of total retail sales recorded a modest year-on-year decline of 2.3% in April 2025. The decline narrowed further in April compared with the previous months despite the effect of the late arrival of the Easter holidays this year (in mid-April this year but in the junction of March and April last year) when more residents made outbound trips during the month.

         Looking ahead, the spokesman said that the Government’s proactive promotion of tourism and mega events will help stimulate the consumption market. Increase in employment earnings and sustained steady growth of the Mainland economy will also bolster consumption sentiment. These factors will be supportive to the retail sector, though ongoing changes in consumption patterns and competition among businesses amid the uncertain macroeconomic environment will still pose challenges.

         Table 4 shows the movements of the value and volume of total retail sales in terms of the year-on-year rate of change for a month compared with the same month in the preceding year based on the original series, and in terms of the rate of change for a three-month period compared with the preceding three-month period based on the seasonally adjusted series.

         The classification of retail establishments follows the Hong Kong Standard Industrial Classification (HSIC) Version 2.0, which is used in various economic surveys for classifying economic units into different industry classes.

         These retail sales statistics measure the sales receipts in respect of goods sold by local retail establishments and are primarily intended for gauging the short-term business performance of the local retail sector. Data on retail sales are collected from local retail establishments through the Monthly Survey of Retail Sales (MRS). Local retail establishments with and without physical shops are covered in MRS and their sales, both through conventional shops and online channels, are included in the retail sales statistics.

         The retail sales statistics cover consumer spending on goods but not on services (such as those on housing, catering, medical care and health services, transport and communication, financial services, education and entertainment) which account for over 50% of the overall consumer spending. Moreover, they include spending on goods in Hong Kong by visitors but exclude spending outside Hong Kong by Hong Kong residents. Hence they should not be regarded as indicators for measuring overall consumer spending.

         Users interested in the trend of overall consumer spending should refer to the data series of private consumption expenditure (PCE), which is a major component of the Gross Domestic Product published at quarterly intervals. Compiled from a wide range of data sources, PCE covers consumer spending on both goods (including goods purchased from all channels) and services by Hong Kong residents whether locally or abroad. Please refer to the C&SD publication “Gross Domestic Product by Expenditure Component” for more details.

  • MIL-OSI Security: Police release e-fit of suspect in Islington sexual assaults

    Investigators have released an e-fit of a man who sexually assaulted two women in Islington earlier this year.

    The assaults occurred within 15 minutes of each other on Sunday, 9 March.

    Around 20:40hrs that day, a woman in her 20s reported being followed by a man down Cruikshank Street in Islington. The man sexually assaulted her, before walking away towards Great Percy Street.

    Around the same time, another woman – also in her 20s – was walking along Britannia Street, Islington, when she was approached from behind by a man. He sexually assaulted her, then ran off down Wicklow Street.

    The suspect is described as skinny, wearing a light-coloured t-shirt, dark bomber jacket, and a dark baseball cap. He appeared to be aged in his 30s.

    No arrest has been made at this stage, though investigators are treating the two incidents as linked. They are appealing to anybody who believes they saw a man matching the e-fit on Sunday, 9 March to come forward.

    At the general meeting of members of the Russian Academy of Sciences, corresponding members and academicians of the RAS were elected. About 1,800 people took part in the elections. As a result of the voting, 84 academicians and 165 corresponding members were included in the RAS, including 17 from St. Petersburg. Two of them represent the Polytechnic University.
