  • MIL-OSI New Zealand: Increasing probate threshold for families

    The Government has agreed to increase the probate threshold from $15,000 to $40,000 to save families time and money when accessing assets of deceased loved ones, Justice Minister Paul Goldsmith says.

    “The threshold was last set in 2009 before the implementation of KiwiSaver. Most estates now include KiwiSaver balances well over $15,000, but still have to go through the High Court process. This results in a significant proportion of smaller estates being eaten up in court costs and legal fees. 

    “Executors need to be able to distribute lower-value assets, ensuring more of an estate goes to the beneficiaries, helping grieving families. The last thing they need is a costly legal process with extra paperwork to deal with.

    “I’m assured $40,000 is still sufficiently low enough to ensure there are still appropriate safeguards through the oversight of the High Court for higher value assets, to ensure against potential dishonesty, fraud, or the deceased person’s wishes not being followed.

    “The Ministry undertook targeted consultation with key stakeholders, including the law profession and financial services industry to gain feedback on an appropriate threshold level. 

    These changes will come into force on 24 September 2025.

  • All seven accused acquitted in 2008 Malegaon blast case by NIA court

    In a major verdict, a special National Investigation Agency (NIA) court on Thursday acquitted all seven accused in the 2008 Malegaon blast case, including BJP MP Sadhvi Pragya Singh Thakur and Lt Colonel Prasad Shrikant Purohit.

    The court dropped all charges under the Unlawful Activities (Prevention) Act (UAPA), the Arms Act, and the Indian Penal Code (IPC), citing lack of sufficient evidence.

    The blast occurred on September 29, 2008, when a bomb strapped to a motorcycle exploded near the Bhikku Chowk mosque in Malegaon, Nashik district, Maharashtra. The explosion took place during the holy month of Ramzan and just ahead of the Hindu festival of Navratri. It claimed six lives and injured over 100 people in the communally sensitive town.

    The verdict, delivered after nearly 17 years of legal proceedings, came in a packed courtroom where all accused were present as per the court’s direction. The court also ordered compensation of ₹2 lakh to the families of each of the six deceased and ₹50,000 to each injured victim.

    The trial involved a massive case file exceeding one lakh pages. Hearings concluded in April this year, and the court had reserved its judgment on April 19. Due to the scale and complexity of the case, the court took additional time to scrutinise the material thoroughly before pronouncing the verdict.

    During the trial, the prosecution examined 323 witnesses. However, 34 of them turned hostile, significantly weakening the prosecution’s case.

    The case was initially investigated by the Maharashtra Anti-Terrorism Squad (ATS), which arrested the accused and filed the first charge sheet. In 2011, the probe was transferred to the NIA, which filed a supplementary charge sheet in 2016, dropping charges against several accused, including Sadhvi Pragya, citing insufficient evidence under stringent anti-terror laws.

    All accused were out on bail during the trial. They had been facing serious charges including conspiracy, murder, and use of explosives under the UAPA and IPC.

  • MIL-OSI China: Brown University reaches agreement with Trump administration to restore federal funding

    Brown University on Wednesday announced an agreement with the Donald Trump administration to restore federal funding and resolve three ongoing nondiscrimination reviews.

    “The agreement will reinstate payments for active research grants and restore Brown’s ability to compete for new federal grants and contracts, while also meeting Brown’s core imperative of preserving the ability for its students and scholars to teach and learn without government intrusion,” the university said in a statement.

    The agreement will restore Brown’s medical and health sciences research funding, including reimbursement of more than 50 million U.S. dollars in unpaid federal grant costs.

    The agreement also includes Brown’s commitment to pay 50 million dollars in grants over 10 years to workforce development organizations in Rhode Island, where the university is located.

    “The University’s foremost priority throughout discussions with the government was remaining true to our academic mission, our core values, and who we are as a community at Brown,” Brown President Christina H. Paxson said in a letter to the Brown community.

    “We stand solidly behind commitments we repeatedly have affirmed to protect all members of our community from harassment and discrimination, (and) we protect the ability of our faculty and students to study and learn academic subjects of their choosing,” Paxson said.

    The president noted that the agreement “does not include any payments or fines to the federal government.”

    Explaining why Brown “voluntarily negotiated toward an agreement,” Paxson said that for the last few months, the university’s mission and its community have been under threat.

    “Beyond the financial stresses of terminated and unpaid research grants and contracts, we have observed a growing push for government intrusion into the fundamental academic operations of colleges and universities, and with the stated purpose of compelling a commitment to comply with laws focused on prohibitions against antisemitism and discrimination,” she said.

    U.S. Education Secretary Linda McMahon reacted to the agreement on social media platform X, saying, “The Trump Administration is successfully reversing the decades-long woke-capture of our nation’s higher education institutions.”

    “Because of the Trump Administration’s resolution agreement with Brown University, aspiring students will be judged solely on their merits, not their race or sex. Brown has committed to proactive measures to protect Jewish students and combat Antisemitism on campus. Women’s sports and intimate facilities will be protected for women,” McMahon said.

    In April, the Trump administration announced that it would freeze 510 million dollars in federal contracts and funding to Brown University, citing its handling of campus antisemitism and diversity policies.

    The Education Department had previously announced that approximately 60 American colleges and universities — including Harvard, Cornell, Yale, and Brown — were under federal investigation.

    Brown University is one of the eight elite Ivy League universities, known for its academic excellence and historic legacy.

    Last week, another Ivy League school, Columbia University, announced that it had reached a settlement with the federal government, agreeing to pay over 200 million dollars to restore access to 400 million dollars in federal funding.

    A welcome ceremony has been held at the China Pavilion at Expo 2025 Osaka as the arrival of a Japanese family pushed the number of visitors to the pavilion over one million.

    On Wednesday afternoon, when Teruwa Asakawa and his family entered the China Pavilion, they were greeted with words of “Welcome the millionth visitor to the China Pavilion” displayed on a big screen and presented with a panda doll and other cultural and creative souvenirs as commemorative gifts.

    The Asakawa family said they were honored to be the one millionth visitor to the China Pavilion and praised the pavilion’s beautiful exterior design and rich exhibits, saying it “allowed us to deeply experience China’s profound historical and cultural heritage.”

    Director of the China Pavilion Zhang Shujing told Xinhua that since the opening of the Osaka Expo, the China Pavilion has consistently been one of the most popular pavilions, noting that welcoming its one millionth visitor is a significant moment worth celebrating.

    “The arrival of these one million visitors demonstrates the love and recognition that expo visitors worldwide have for the China Pavilion,” he added.

    As the expo enters its second half, the China Pavilion will continue to host a series of themed events featuring over a dozen provinces, autonomous regions, and municipalities, Zhang said, adding that “the China Pavilion will continue to attract more visitors with its rich exhibits, exciting activities, immersive experiences, and especially warm and thoughtful services, in a bid to showcase a true, beautiful, credible, lovable, and respectable image of China.”

    Osaka Expo 2025 will run from April 13 to Oct. 13, 2025. The China Pavilion, one of the largest foreign self-built pavilions at the event, covers approximately 3,500 square meters.

    A South Korean court issued a warrant to arrest former President Yoon Suk-yeol to forcibly bring him in for questioning over allegations of election meddling, a special counsel team said Thursday.

    The warrant, which was issued by the Seoul Central District Court, had been requested by a team of independent counsel Min Joong-ki leading an investigation into corruption allegations that involve Yoon’s wife, Kim Keon-hee.

    Yoon, who has been detained on insurrection charges following his short-lived martial law imposition last December, defied twice the special counsel’s summons to appear for questioning.

    An assistant special counsel and a prosecutor were forecast to be sent to the Seoul Detention Center, where Yoon has been kept in custody, according to multiple media outlets.

    The ousted leader and his wife were suspected of receiving free opinion polls from self-proclaimed political broker Myung Tae-kyun ahead of the 2022 presidential election in exchange for the illegal nomination of a former People Power Party lawmaker in a parliamentary by-election later that year.

    Yoon was also suspected of making false statements during the 2021 presidential primaries about his wife’s alleged involvement in a stock price manipulation that constitutes an election law violation.

  • MIL-OSI Asia-Pac: CFS announces test results of targeted surveillance on nutrition labelling of prepackaged sauce

    The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department today (July 31) released the test results of a targeted food surveillance project on the nutrition labelling of prepackaged sauce. Among 40 samples tested, including food items purchased online, one sample was found with protein content inconsistent with the declared value on its nutrition label, while the remaining 39 samples passed the test. 

    “The CFS collected samples from different retail outlets for the targeted food surveillance project. Tests were conducted to check if the energy content and specified nutrient content (total fat, saturated fat, trans fat, sugars, sodium, protein, carbohydrates, and more) are consistent with the declared values on their nutrition labels. The food labels were also checked to see if they comply with relevant requirements under the laws,” a spokesman for the CFS said.

    The CFS has announced the irregularity in the actual nutrient content earlier. The vendor concerned has also stopped selling the relevant batches of the affected product. Prosecution will be instituted should there be sufficient evidence. 

    The Food and Drugs (Composition and Labelling) Regulations (Cap. 132W) require all applicable prepackaged foods to list the ingredients and the content of energy plus seven core nutrients, namely carbohydrates, protein, total fat, saturated fat, trans fat, sodium and sugars, and regulate any associated nutrition claims. 

    Nutrition labelling can assist consumers in making informed food choices, encourage food manufacturers to apply sound nutrition principles in the formulation of foods, and regulate misleading or deceptive labels and claims. According to Section 61 of the Public Health and Municipal Services Ordinance (Cap. 132), if any person falsely describes food or misleads as to the nature, substance or quality of the food on a label of the food sold by him or her, he or she shall be guilty of an offence and liable to a maximum fine of $50,000 and six months’ imprisonment upon conviction.

    The CFS will continue to conduct surveillance on other food samples to check if their energy content and specified nutrient content are consistent with the declared values on their nutrition labels, and the results will be released in due course. The spokesman reminded the food trade to comply with the law, and urged members of the public to pay attention to the information on nutrition labels when purchasing food to make informed food choices to achieve a balanced diet and stay healthy.

  • MIL-OSI Europe: National Board of Health and Welfare to assess possibility of donating medical equipment and supplies to disaster-affected or war-torn areas

    In response to requests – mainly from Türkiye and Syria – for support to foreign disaster-affected or war-torn areas, the Government has tasked the National Board of Health and Welfare with assessing the possibilities of providing assistance. The agency should examine what medical equipment or materials, or other supplies, may be needed to provide care, and can be donated from available stock or Sweden’s regions after all domestic needs have been met. The Government is allocating SEK 45 million for this purpose.

  • MIL-OSI Security: Former Guam Corrections Officer Sentenced to 120 Months in Federal Prison for Attempted Enticement of a Minor

    Hagåtña – SHAWN N. ANDERSON, United States Attorney for the Districts of Guam and the Northern Mariana Islands, announces that, Raymond T. Tammed, age 30, from Piti, Guam, was sentenced to 120 months imprisonment in the U.S. District Court of Guam for Attempted Enticement of a Minor, in violation of 18 U.S.C. § 2422(b).  The Court also ordered five years of supervised release and a $100 mandatory assessment fee.  Under the Sex Offender Registration and Notification Act, Tammed must register in every jurisdiction he resides, works, and goes to school.

    In May of 2024, federal investigators conducted an internet-based operation to identify and arrest individuals seeking to engage in sexual activity with minors on Guam. During that operation, Tammed contacted an undercover agent posing as a 13-year-old girl. Despite believing that he was conversing with an underage girl, Tammed sent sexually explicit messages, sought to arrange a sexual encounter, and sent the undercover agent a selfie and a picture of his genitals. Tammed later arranged to meet the undercover agent at the Andersen Air Force Base Visitors Center, where Tammed was arrested upon arrival.

    “This case demonstrates the dangers faced by our children during online activity,” stated United States Attorney Anderson. “We will continue these undercover operations to protect our communities from sexual predators.  I applaud the efforts of law enforcement in bringing Tammed to justice.”

    ​​“Keeping our children safe from ​exploitation and ​​abuse is the highest priority.  By taking predators like ​Tammed off the street, we are ensuring the safety of the most vulnerable members of our community,” said Homeland Security Investigations Special Agent in Charge Lucy Cabral-DeArmas.  “HSI will continue to seek justice to keep our children safe with zero tolerance for this heinous crime.”

    Investigation was conducted by Homeland Security Investigations and Air Force Office of Special Investigations Service, Detachment 602.

    This case was prosecuted by Benjamin K. Petersburg, Assistant United States Attorney in the District of Guam.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.     Sections of Northbourne Avenue near the light rail construction site will be closed from 8pm tomorrow night to allow for complex underground service upgrades and installation works.

    The works under Northbourne Avenue are needed to prepare utilities for light rail and to improve the stormwater drainage in the city.

    The schedule for changes to the road environment includes:

    From 8pm Friday 1 August until 6am Monday 4 August 2025: Northbourne Avenue will be closed southbound between Cooyong Street intersection and Vernon Circle.

    From 8pm Friday 8 August until 6am Monday 11 August 2025: Northbourne Avenue will be closed northbound between Rudd Street intersection and Vernon Circle.

    Over these weekends, works will occur at the intersection of London Circuit and Northbourne Avenue and at the intersection of Alinga Street and Northbourne Avenue.

    Alternative detour routes during the southbound closures are via Wakefield and Limestone Avenues to Parkes Way and Kings Avenue, Cooyong and Coranderrk Streets to Commonwealth Avenue, and Barry Drive and Clunies Ross Street to Parkes Way.

    During the northbound closures, alternative detour routes are via Commonwealth Avenue via Edinburgh Avenue to Barry Drive, Commonwealth Avenue to Constitution Avenue, and Kings Avenue via Parkes Way to Cooyong Street.

    We apologise for any inconvenience and appreciate the community’s patience while these vital works take place.

    Other intermittent weekend closures will be required until mid-2026. One carriageway of Northbourne Avenue will remain open at all times to reduce the impact to the traffic network. The community will be notified in advance about further closures and traffic changes as the works progress.

    This is a significant step forward as we begin connecting the newly laid services from London Circuit East, under Northbourne Avenue through to London Circuit West.

    Once utilities and stormwater are in place, civil and services works on the track and light rail stops will start later this year. Works will take place on weekends to minimise the impact to commuters.

    There’s anticipated to be no impacts to bus services or the city bus interchange in August 2025.

The Jallianwala Bagh massacre deeply disturbed him, prompting him to travel to England to avenge the killings. Through the Ghadar Party, he inspired patriotism among Indians living abroad. His courage, bravery, and sacrifice gave greater strength to India’s freedom movement. He will forever inspire the youth to put the nation above all.

    Born in 1899 in Sangrur, Punjab, Udham Singh lost his parents at an early age. He was hanged on July 31, 1940, for assassinating Michael O’Dwyer, the former Lieutenant Governor of Punjab, in London — an act of revenge for the 1919 Jallianwala Bagh massacre.

    The Jallianwala Bagh massacre took place on April 13, 1919, when British Indian Army troops under Colonel Reginald Dyer opened fire on a peaceful gathering of unarmed protesters and pilgrims in Amritsar, Punjab, on the occasion of Baisakhi.

    The crowd had assembled to protest the arrest of nationalist leaders Satya Pal and Saifuddin Kitchlew. The indiscriminate firing led to massive casualties.

    According to official British records, 379 people were killed and around 1,200 injured. However, other estimates put the death toll at over 1,000.

  • Cambodia asks Thailand to release detained soldiers as truce holds

    Cambodia accused Thailand on Thursday of detaining 20 of its soldiers and killing another in post-ceasefire incidents, as a fragile peace held for a third day along their disputed border.

    Five days of intense clashes between the Southeast Asian neighbours that began last week killed at least 43 people, many of them civilians, and displaced more than 300,000, until a truce brokered in Malaysia on Monday halted the fighting.

    Thailand has since accused Cambodian troops of violating the ceasefire multiple times, a charge denied by authorities in Phnom Penh, who instead allege that the Thai military has wrongfully detained a number of its soldiers.

    “We appeal to the Thai side to promptly return all 20 of our forces, including other forces if any are under Thai control,” Cambodian Prime Minister Hun Manet said on Thursday.

    In a statement, senior Cambodian defence official Lieutenant General Rath Dararoth said one Cambodian soldier had died in Thai custody since the ceasefire and his body had been returned. He did not provide further details.

    Thailand currently has custody of 20 Cambodian soldiers who had surrendered, including two who are under medical treatment, Thai Rear Admiral Surasant Kongsiri told reporters.

    “We are investigating them to verify the facts. After this is finished, they will be released,” Thailand’s Acting Prime Minister Phumtham Wechayachai said, stressing the Thai military had not violated the ceasefire agreement.

    As per talks between military commanders held after Monday’s truce announcement, Thailand and Cambodia agreed to facilitate the return of wounded soldiers and bodies of those deceased, besides refraining from reinforcing troops along the border.

    Cambodia took military attaches and diplomats to a border checkpoint on Wednesday to verify the ceasefire as both sides exchanged accusations of violating the truce.

    For decades, Thailand and Cambodia have wrangled over undemarcated points along their 817-km (508-mile) land border, with ownership of the ancient Hindu temples Ta Moan Thom and the 11th century Preah Vihear central to the disputes.

    The recent truce followed a push by Malaysia and calls by U.S. President Donald Trump’s phone calls to leaders of Thailand and Cambodia, warning them that trade deals would not be concluded if the fighting continued.

    Both countries face a tariff of 36% on goods sent to the U.S., their biggest export market.

    U.S. Commerce Secretary Howard Lutnick, in an interview with Fox News’ Sean Hannity, said early on Thursday that trade deals had been made with both countries ahead of the August 1 tariff deadline.

    Government posts land resumption notices for resumption of private lots required for construction of Northern Link Main Line 
         In all, 686 private lots with a total area of about 26 hectares as well as an underground strata of 252 private lots with a total area of about 8.6 hectares will be resumed by the Government. The said land will revert to the Government upon the expiry of a period of three months from the date of affixing the land resumption notices (i.e. November 1, 2025). The Government will release ex-gratia land compensation to the relevant land owners and handle relevant statutory claims for compensation after the land reversion.
     
    The land reversion date is the date of vesting of the ownership of the land in the Government. It is not the departure deadline of the affected households and business undertakings. According to the project programme, the Lands Department will post notices in relevant areas in accordance with the applicable procedures about three months before the departure deadlines of the affected households and business undertakings. It is estimated that the affected households and business undertakings will have to move out starting from early 2026 at the earliest. The Government will closely liaise with the relevant land owners and affected parties, and properly handle their compensation and rehousing matters.
     
    The Government has earlier executed the Part 1 Project Agreement of the NOL Project (comprising both the NOL Main Line and the NOL Spur Line) with the MTR Corporation Limited (MTRCL) to commence works on the NOL Main Line that are more ready and time-critical, and also required the MTRCL to carry out the detailed planning and design of the NOL Spur Line including relevant statutory procedures in parallel. The NOL Main Line would become the public transportation backbone for multiple new development areas in the Northern Metropolis and connect the existing Tuen Ma Line and East Rail Line, forming a railway loop linking the New Territories and the Kowloon urban area. This will substantially enhance the coverage and resilience of the railway network and also unleash the development potential of the Northern Metropolis. The NOL Spur Line, as a cross-boundary bifurcation of the NOL Project, would connect the metro networks of Hong Kong and Shenzhen, offering both local commuting functions within Hong Kong as well as cross-boundary railway services.

  • MIL-OSI Security: Family pay tribute to a man murdered in east London

    The family of a man who was fatally stabbed in Ilford, have paid tribute to their son describing him as having a “remarkable ability to connect with everyone he met.”

    Gurjeet Singh, 30 known as Gary, died on Wednesday, 23 July at an address in Felbrigge Road, Ilford.

    In a statement, Gary’s family said:

    “Gary was a well-loved man who had a remarkable ability to connect with everyone he met. A true social butterfly, nothing brought him more joy than being surrounded by his family. Gary will be deeply missed, but his memory will live on in our hearts forever.”

    Police were called by the London Ambulance Service to reports of an altercation at a residential address. Officers attended as Gary was treated for stab wounds. Despite the best efforts of the paramedics, he sadly died at the scene.

    On Wednesday, 23 July, officers arrested Amardeep Singh, 27 (03.02.1998) of Redbridge, IG3 on suspicion of murder. He remains in custody and is due to appear at the Old Bailey for trial on Monday, 5 January 2026

    Detectives also arrested a 29-year-old man and three women aged 29, 30 and 54. They have all since been bailed until October 2025 while enquiries continue.

    On September 1, 2025, Francesco Sciortino will join the Executive Board of Lufthansa Airlines and take over responsibility as Hub Manager for Frankfurt. He will also become Accountable Manager for the Lufthansa airline. Francesco Sciortino is currently a Member of the Executive Board and Chief Operating Officer (COO) of Austrian Airlines. Previously, he was Managing Director and Accountable Manager at Germanwings and SunExpress. Francesco Sciortino is also a captain on Airbus A330/340 aircraft at Lufthansa.

    The previous Hub Manager for Frankfurt, Klaus Froese, has taken over the role on an interim basis and is transferring to Lufthansa’s Boeing 747 fleet as a captain as planned.

    Heiko Reitz, Member of the Executive Board of Lufthansa Airlines, will take over responsibility as Hub Manager for Munich on September 1, 2025. Jens Ritter, who holds this position in addition to his role as Chief Executive Officer (CEO), will focus on the further development of Lufthansa Airlines as CEO and drive forward the consistent implementation of the turnaround program for the future.

    At the beginning of 2025, Lufthansa Airlines introduced two Hub Managers with explicit responsibility for improving operational processes between the Lufthansa teams and their partners at both locations in Frankfurt and Munich. Since then, operational stability and punctuality have improved significantly, as has customer satisfaction.
