Headline: Protecting customers from Octo Tempest attacks across multiple industries

In recent weeks, Microsoft has observed Octo Tempest, also known as Scattered Spider, impacting the airlines sector, following previous activity impacting retail, food services, hospitality organizations, and insurance between April and July 2025. This aligns with Octo Tempest’s typical patterns of concentrating on one industry for several weeks or months before moving on to new targets. Microsoft Security products continue to update protection coverage as these shifts occur.

To help protect and inform customers, this blog highlights the protection coverage across the Microsoft Defender and Microsoft Sentinel security ecosystem and provides security posture hardening recommendations to protect against threat actors like Octo Tempest.

Get ahead of threat actors with integrated security solutions from Microsoft Defender

    Overview of Octo Tempest

Octo Tempest, also known in the industry as Scattered Spider, Muddled Libra, UNC3944, or 0ktapus, is a financially motivated cybercriminal group that has been observed impacting organizations using varying methods in their end-to-end attacks. Their approach includes:

    • Gaining initial access using social engineering attacks and impersonating a user and contacting service desk support through phone calls, emails, and messages.
    • Short Message Service (SMS)-based phishing using adversary-in-the-middle (AiTM) domains that mimic legitimate organizations.
    • Using tools such as ngrok, Chisel, and AADInternals.
    • Impacting hybrid identity infrastructures and exfiltrating data to support extortion or ransomware operations.

Recent activity shows Octo Tempest has deployed DragonForce ransomware with a particular focus on VMWare ESX hypervisor environments. In contrast to previous patterns where Octo Tempest used cloud identity privileges for on-premises access, recent activities have involved impacting both on-premises accounts and infrastructure at the initial stage of an intrusion before transitioning to cloud access.

    Octo Tempest detection coverage

Microsoft Defender has a wide range of detections to detect Octo Tempest related activities and more. These detections span across all areas of the security portfolio including endpoints, identities, software as a service (SaaS) apps, email and collaboration tools, cloud workloads, and more to provide comprehensive protection coverage. Disrupting Octo Tempest attacks

Disrupt in-progress attacks with automatic attack disruption:
Attack disruption is Microsoft Defender’s unique, built-in self-defense capability that consumes multi-domain signals, the latest threat intelligence, and AI-powered machine learning models to automatically predict and disrupt an attacker’s next move by containing the compromised asset (user, device). This technology uses multiple potential indicators and behaviors, including all the detections listed above, possible Microsoft Entra ID sign-in attempts, possible Octo Tempest-related sign-in activities and correlate them across the Microsoft Defender workloads into a high-fidelity incident.

Based on previous learnings from popular Octo Tempest techniques, attack disruption will automatically disable the user account used by Octo Tempest and revokes all existing active sessions by the compromised user.

While attack disruption can contain the attack by cutting off the attacker, it is critical for security operations center (SOC) teams to conduct incident response activities and post-incident analysis to help ensure the threat is fully contained and remediated.

Investigate and hunt for Octo Tempest related activity:
Octo Tempest is infamously known for aggressive social engineering tactics, often impacting individuals with specific permissions to gain legitimate access and move laterally through networks. To help organizations identify these activities, customers can use Microsoft Defender’s advanced hunting capability to proactively investigate and respond to threats across their environment. Analysts can query across both first- and third-party data sources powered by Microsoft Defender XDR and Microsoft Sentinel. In addition to these tables, analysts can also use exposure insights from Microsoft Security Exposure Management.

Learn more about Microsoft Security Exposure Management

Using advanced hunting and the Exposure Graph, defenders can proactively assess and hunt for the threat actor’s related activity and identify which users are most likely to be targeted and what will be the effect of a compromise, strengthening defenses before an attack occurs.

    Proactive defense against Octo Tempest

Microsoft Security Exposure Management, available in the Microsoft Defender portal, equips security teams with capabilities such as critical asset protection, threat actor initiatives, and attack path analysis that enable security teams to proactively reduce exposure and mitigate the impact of Octo Tempest’s hybrid attack tactics.

    Ensure critical assets stay protected

Customers should ensure critical assets are classified as critical in the Microsoft Defender portal to generate relevant attack paths and recommendations in initiatives. Microsoft Defender automatically identifies critical devices in your environment, but teams should also create custom rules and expand critical asset identifiers to enhance protection.

Take action to minimize impact with initiatives

Exposure Management’s initiatives feature provides goal-driven programs that unify key insights to help teams harden defenses and act fast on real threats. To address the most pressing risks related to Octo Tempest, we recommend organizations begin with the initiatives below:

    • Octo Tempest Threat Initiative: Octo Tempest is known for tactics like extracting credentials from Local Security Authority Subsystem Service (LSASS) using tools like Mimikatz and signing in from attacker-controlled IPs—both of which can be mitigated through controls like attack surface reduction (ASR) rules and sign-in policies. This initiative brings these mitigations together into a focused program, mapping real-world attacker behaviors to actionable controls that help reduce exposure and disrupt attack paths before they escalate.
    • Ransomware Initiative: A broader initiative focused on reducing exposure to extortion-driven attacks through hardening identity, endpoint, and infrastructure layers. This will provide recommendations tailored for your organization.

Investigate on-premises and hybrid attack paths

Security teams can use attack path analysis to trace cross-domain threats—like those used by Octo Tempest—who’ve exploited the critical Entra Connect server to pivot into cloud workloads, escalate privileges, and expand their reach. Teams can use the ‘Chokepoint’ view in the attack path dashboard to highlight entities appearing in multiple paths, making it easy to filter for helpdesk-linked accounts, a known Octo target, and prioritize their remediation.

Given Octo Tempest’s hybrid attack strategy, a representative attack path may look like this:

    Recommendations

In today’s threat landscape, proactive security is essential. By following security best practices, you reduce the attack surface and limit the potential impact of adversaries like Octo Tempest. Microsoft recommends implementing the following to help strengthen your overall posture and stay ahead of threats:

    Identity security recommendations

    Endpoint security recommendations

    • Enable Microsoft Defender Antivirus cloud-delivered protection for Linux.
    • Turn on Microsoft Defender Antivirus real-time protection for Linux.
    • Enable Microsoft Defender for Endpoint EDR in block mode to block post breach malicious behavior on the device through behavior blocking and containment capabilities.
    • Turn on tamper protection that essentially prevents Microsoft Defender for Endpoint (your security settings) from being modified.
    • Block credential stealing from the Windows local security authority subsystem: Attack surface reduction (ASR) rules are the most effective method for blocking the most common attack techniques being used in cyber-attacks and malicious software.
    • Turn on Microsoft Defender Credential Guard to isolate secrets so that only privileged system software can access them.

    Cloud security recommendations

    • Key Vaults should have purge protection enabled to prevent immediate, irreversible deletion of vaults and secrets.
    • To reduce risks of overly permissive inbound rules on virtual machines’ management ports, enable just-in-time (JIT) network access control.
    • Microsoft Defender for Cloud recommends encrypting data with customer-managed keys (CMK) to support strict compliance or regulatory requirements. To reduce risk and increase control, enable CMK to manage your own encryption keys through Microsoft Azure Key Vault.
    • Enable logs in Azure Key Vault and retain them for up to a year. This enables you to recreate activity trails for investigation purposes when a security incident occurs or your network is compromised.
    • Microsoft Azure Backup should be enabled for virtual machines to protect the data on your Microsoft Azure virtual machines, and to create recovery points that are stored in geo-redundant recovery vaults.

Headline: From student to startup: 23-year-old Zülal Tannur shows how Microsoft is a partner in possibility

When most people think of Microsoft, they think of products—Windows, Azure, Office. But for some of us, Microsoft has become something far greater: a foundation for growth, a partner, and a constant force behind bold, world-changing visions.

Just ask Zülal Tannur, the 23-year-old founder behind From Your Eyes and NeuroVision AI Tech Inc., and the 2025 EMEA Winner of the Microsoft Women Power Awards.

An award typically granted to women with 15+ years of executive leadership, this recognition breaks tradition—and reflects something much more powerful than experience alone. It highlights what happens when fearless student innovators are met with intentional support, deep mentorship, and global belief in their ideas.

    • At 18: Named one of Microsoft’s youngest global tech leaders.
    • At 21: Founded FROM YOUR EYES, a company dedicated to redefining accessibility through AI-based perception systems.
    • At 22: Became the Imagine Cup World Champion, earning $100,000 in funding and a mentorship session with Microsoft CEO Satya Nadella.
    • By 23: Scaled her second company, NeuroVision AI Tech Inc., from Türkiye to Silicon Valley—powered by AI, Azure, and unstoppable vision.

Zülal’s story is more than inspiring—it’s evidence of what’s possible when Microsoft doesn’t just cheer from the sidelines but walks alongside founders as they build, scale, and redefine industries.

    • Smart Mobility: Embedding artificial vision into next-generation vehicles.
    • Urban Perception Infrastructure: Designing edge-first AI systems that help cities and machines “see.”
    • Federated Intelligence: Moving beyond centralized AI toward more secure, adaptable, and inclusive systems.

Their work represents the leading edge of accessibility, AI, and mobility innovation—and Microsoft has been a strategic partner every step of the way.

From the Imagine Cup to Microsoft for Startups Founders Hub, from GitHub for Startups to one-on-one mentorship from Satya Nadella himself—Zülal’s experience reveals the depth of Microsoft’s commitment to student innovators turned startup leaders.

This isn’t just about giving students a platform. It’s about giving them:

    • Capital to scale early-stage technologies
    • Mentorship from global leaders who’ve built transformative companies
    • Credibility through recognition and awards that open doors
    • Community via programs like the Partner Network and Startups Founders Hub

    Zülal says it best:

“As a blind, young, and female founder, having people truly see the vision behind what you build isn’t always easy. But Microsoft Imagine Cup saw it — and amplified it. It was our big bang: our first investment, the catalyst that took us global. From FROM YOUR EYES to founding NeuroVision AI Tech in the U.S., we’ve built a team that’s now 60% international and partnered with giants like NVIDIA. Imagine Cup didn’t just support us — it believed in what we could become.”

Her journey is proof that when student founders are met with intentional partnership—not just encouragement—they can go from early vision to global impact.

Zülal leads two AI companies focused on accessibility, vision, and mobility. She also happens to be the world’s first blind Technology Ambassador.

Her story proves that innovation isn’t always born in boardrooms. Sometimes, it begins in student dorms. In hackathons. At virtual competitions. And with a relentless belief that technology should make the world more inclusive, not less.

    As Zülal puts it:

This isn’t about where we’ve been. It’s about where we’re going—and how far we’re willing to see.

Microsoft didn’t just watch her journey. They invested in it. Believed in it. And became the kind of partner that doesn’t just back startups—they help build them.

  • MIL-OSI Economics: Microsoft introduces new training framework that enhances human-LLM collaboration

    Source: Microsoft

Headline: Microsoft introduces new training framework that enhances human-LLM collaboration

Large language models (LLMs) can solve complex puzzles in seconds, yet they sometimes struggle over simple conversations. When these AI tools make assumptions, overlook key details, or neglect to ask clarifying questions, the result can erode trust and derail real-world interactions, where nuance is everything.

A key reason these models behave this way lies in how they’re trained and evaluated. Most benchmarks use isolated, single-turn prompts with clear instructions. Training methods tend to optimize for the model’s next response, not its contribution to a successful, multi-turn exchange. But real-world interaction is dynamic and collaborative. It relies on context, clarification, and shared understanding.

    User-centric approach to training

To address this, we’re exploring ways to train LLMs with users in mind. Our approach places models in simulated environments that reflect the back-and-forth nature of real conversations. Through reinforcement learning, these models improve through trial and error, for example, learning when to ask questions and how to adapt tone and communication style to different situations. This user-centric approach helps bridge the gap between how LLMs are typically trained and how people actually use them.

This is the concept behind CollabLLM (opens in new tab), recipient of an ICML (opens in new tab) Outstanding Paper Award (opens in new tab). This training framework helps LLMs improve through simulated multi-turn interactions, as illustrated in Figure 1. The core insight behind CollabLLM is simple: in a constructive collaboration, the value of a response isn’t just in its immediate usefulness, but in how it contributes to the overall success of the conversation. A clarifying question might seem like a delay but often leads to better outcomes. A quick answer might appear useful but can create confusion or derail the interaction.

Figure 1. Diagram comparing two training approaches for LLMs. (a) The standard method lacks user-agent collaboration and uses single-turn rewards, leading to an inefficient conversation. (b) In contrast, CollabLLM simulates multi-turn user-agent interactions during training, enabling it to learn effective collaboration strategies and produce more efficient dialogues.

CollabLLM puts this collaborative approach into practice with a simulation-based training loop, illustrated in Figure 2. At any point in a conversation, the model generates multiple possible next turns by engaging in a dialogue with a simulated user.

Figure 2: Simulation-based training process used in CollabLLM

The system uses a sampling method to extend conversations turn by turn, choosing likely responses for each participant (the AI agent or the simulated user), while adding some randomness to vary the conversational paths. The goal is to expose the model to a wide variety of conversational scenarios, helping it learn more effective collaboration strategies.

    Watch on-demand

To each simulated conversation, we applied multiturn-aware reward (MR) functions, which assess how the model’s response at the given turn influences the entire trajectory of the conversation. We sampled multiple conversational follow-ups from the model, such as statements, suggestions, questions, and used MR to assign a reward to each based on how well the conversation performed in later turns. We based these scores on automated metrics that reflect key factors like goal completion, conversational efficiency, and user engagement.

To score the sampled conversations, we used task-specific metrics and metrics from an LLM-as-a-judge framework, which supports efficient and scalable evaluation. For metrics like engagement, a judge model rates each sampled conversation on a scale from 0 to 1.

The MR of each model response was computed by averaging the scores from the sampled conversations, originating from the model response. Based on the score, the model updates its parameters using established reinforcement learning algorithms like Proximal Policy Optimization (PPO) or Direct Preference Optimization (DPO).

We tested CollabLLM through a combination of automated and human evaluations, detailed in the paper. One highlight is a user study involving 201 participants in a document co-creation task, shown in Figure 3. We compared CollabLLM to a baseline trained with single-turn rewards and to a second, more proactive baseline prompted to ask clarifying questions and take other proactive steps. CollabLLM outperformed both, producing higher-quality documents, better interaction ratings, and faster task completion times.

Figure 3: Results of the user study in a document co-creation task comparing CollabLLM to a baseline trained with single-turn rewards.

    Designing for real-world collaboration

Much of today’s AI research focuses on fully automated tasks, models working without input from or interaction with users. But many real-world applications depend on people in the loop: as users, collaborators, or decision-makers. Designing AI systems that treat user input not as a constraint, but as essential, leads to systems that are more accurate, more helpful, and ultimately more trustworthy.

This work is driven by a core belief: the future of AI depends not just on intelligence, but on the ability to collaborate effectively. And that means confronting the communication breakdowns in today’s systems.

We see CollabLLM as a step in that direction, training models to engage in meaningful multi-turn interactions, ask clarifying questions, and adapt to context. In doing so, we can build systems designed to work with people—not around them.

  • MIL-OSI Africa: In Burkina Faso, cashew cultivation is a lever for sustainable and inclusive rural development

    Source: APO

Launched in 2017 and completed in 2024, the Cashew Development Support Project in the Comoé Basin for REDD+ (PADA/REDD+) exemplified sustainable development. The project combined poverty reduction, ecological transition and the empowerment of women and young people, achieving a remarkable implementation rate of 95 percent.  It has revitalised the cashew nut industry, Burkina Faso’s third largest agricultural export after cotton and sesame.

The PADA/REDD+ project received support from the African Development Bank, which granted a loan of $4 million, and the African Development Fund, the Bank Group’s concessional funding window, with a grant of $1.39 million, representing 61 percent of the total project cost of $8.82 million. The government of Burkina Faso and the beneficiaries provided the remaining funding.

The project mobilised the necessary resources to contribute to the sustainable transformation of the Cascades, Hauts Bassins and South-West regions, with significant participation from women. It enabled producers to reduce maintenance costs, improve soil fertility and structure, and increase cashew productivity and incomes in a sustainable manner.

Climate action combined with agricultural production

The first component of the PADA/REDD+ focused on carbon sequestration. This resulted in the creation of seven tree parks, the production of more than 1.6 million improved seedlings and the development of approximately 27,000 hectares of agroforestry plantations. One-third of these plantations are maintained by women, underlining the project’s commitment to promoting social inclusion. A total of 35,340 producers, including 6,047 women, were trained in good agricultural and organic practices.

This capacity-building approach for producers and processors equipped each stakeholder with the skills required to meet their needs and expectations, particularly in mastering technical production and processing methods.

Adama Patrick Sombié, a cashew nut processor in Bérégadougou, confirms his satisfaction: “Before the project, there were no cashew tree parks in the village, only forest and a few orchards. When the project offered plots to promoters, I signed up and received two hectares.”

Access to finance and modernization of processing

The second component of the project focused on strengthening value chains. Long hampered by limited access to finance, the sector’s development has benefited from an innovative partnership with the umbrella organisation of Burkina Faso’s Caisses populaires banks, alongside savings and loan cooperatives.

This mechanism enabled investment loans to be granted based on a sliding scale of interest rates, financing 103 microprojects for a total of 888 million CFA francs, or approximately $500,000. The project also created 9,580 additional “green” jobs, 92.66 percent of which were for women, by financing micro-investment projects.

Thanks to the funding provided, seven processing units were modernised. A new unit called “Tensya” was established in the commune of Toussiana, and three warehouses were built, one of which is reserved for women. The project also enabled the purchase of 12 trucks and 45 tricycles, training in good practices for 631 people, strengthening the environmental skills of 477 stakeholders, and the construction and equipping of infrastructure such as a cooking and shelling centre for women in Diéri, entirely subsidised by the African Development Bank.

    An inclusive and sustainable impact

These microprojects reached nearly 18,000 people, 61 percent of whom were women, further strengthening the inclusive approach of PADA/REDD+. “This project is a blessing for us. Thanks to the income generated, we can send our children to school and keep them healthy. Before, we used to sell our products at rock-bottom prices, but now, with our own processing units, we control the entire value chain,” says Aramatou Barro, a processor in Diéri.

Christiane Koné, a processor in Toussiana, confirms this postive impact: “Thanks to the project, we have been able to purchase six automatic shelling machines, which are twice as fast as our 25 manual shelling tables.”

At the same time, the project structured supply networks, ensured that 96 cooperatives complied with OHADA (Organization for the Harmonization of Business Law in Africa) standards and implemented an environmental management plan. Working conditions have improved significantly. Isso Kindo, a trader in Bobo-Dioulasso, says: “Transport was our main obstacle. Today, thanks to the truck financed by the project, I can transport up to 60 tonnes of nuts from the towns of Banfora and Mangodara.”

The impact of PADA/REDD+ can also be measured in terms of job creation for young people and rural entrepreneurs. In Orodara, Arzouma Zougouri, a producer and business owner, explains that “the project’s support has enabled me to better equip my processing unit. I’ve gone from 200 to 300 employees,” he says proudly.

By structuring the cashew nut sector sustainably, increasing productivity and strengthening local processing, PADA/REDD+ achieved its objectives whilst laying the foundations for more resilient rural development. Its contribution to carbon sequestration through agroforestry plantations strengthens its environmental impact. Perennial plantations, modernised agricultural practices, a strengthened local processing network and better access to finance were the pillars of this success.

  • ICAR marks 97th Foundation Day with focus on agricultural innovation and farmer welfare

    Source: Government of India

    Source: Government of India (4)

Union Minister of Agriculture, Farmers Welfare, and Rural Development Shivraj Singh Chouhan on Wednesday celebrated the 97th Foundation Day of the Indian Council of Agricultural Research (ICAR) at the Bharat Ratna C. Subramaniam Auditorium, NASC Complex, Pusa, New Delhi. Addressing a gathering of scientists, farmers, and officials, he hailed ICAR’s contributions to India’s agricultural revolution under Prime Minister Narendra Modi’s leadership, describing scientists as “modern-day rishis” dedicated to farmer welfare.

During the event, Shri Chouhan conferred the National Agricultural Science Awards to exceptional scientists, including women researchers and young innovators. He inaugurated the Viksit Krishi Exhibition, showcasing advanced agricultural technologies, released 10 new publications, and launched several Memoranda of Understanding to strengthen research collaborations. The event was attended by Union Minister of State for Agriculture Bhagirath Choudhary, Secretary of Agriculture Devesh Chaturvedi, ICAR Director General Dr. M.L. Jat, and directors of various agricultural research institutes.

Chouhan expressed gratitude to ICAR on behalf of India’s 800 million citizens benefiting from the public distribution system and countries importing Indian agricultural products. He emphasized that the Foundation Day is a moment of pride, akin to a festival, and praised scientists for their unparalleled dedication to advancing farmer welfare.

Highlighting India’s agricultural progress, the minister noted that foodgrain production has surged from an annual growth of 3.9 million tonnes (2000–2013) to 8.1 million tonnes (2013–2025), a 2.5 to 3-fold increase. Horticulture production has grown by 7.5 million tonnes annually over the past 11 years, while milk production has risen from 4.2 million tonnes annually (2000–2014) to 10.2 million tonnes (2014–2025). These achievements, driven by advanced technologies, have bolstered food reserves, enabling wheat exports and necessitating additional rice storage facilities.

Despite challenges like climate change, fragmented landholdings, and pest infestations, Shri Chouhan credited ICAR’s scientific community for sustained agricultural growth. He urged scientists to prioritize natural farming, enhance pulses and oilseeds productivity, and develop compact machinery suited for marginal farmers. The minister emphasized that research must be driven by farmers’ needs rather than centralized decisions from Delhi-based institutes.

The Viksit Krishi Sankalp Abhiyan, described as the world’s largest agricultural initiative, has identified 500 critical research topics for focused pursuit, following crop-specific consultations on soybean, cotton, sugarcane, and maize. Shri Chouhan addressed concerns over declining cotton yields due to viral attacks, including on Bt cotton, and called for collaborative efforts between ICAR and the agriculture department.

To protect farmers from exploitation, the minister announced a forthcoming toll-free grievance helpline and strict action against the sale of substandard seeds, fertilizers, or unauthorized bio-stimulants, noting that over 30,000 bio-stimulants are currently sold unregulated. Letters have been sent to state Chief Ministers urging prompt action. Shri Chouhan also proposed affordable fertilizer outlets, modeled on Jan Aushadhi Kendras, to ensure fair pricing for farmers.

An IPO is a process where a private company offers shares to the public for the first time, making it a publicly traded company.

Based on the cost of similar activities, CBO estimates that implementing H.R. 3395 would cost $1 million over the 2025-2026 period. Any related spending would be subject to the availability of appropriated funds.

The CBO staff contact for this estimate is Matthew Pickford. The estimate was reviewed by H. Samuel Papenfuss, Deputy Director of Budget Analysis.

  • MIL-OSI USA: H.R. 1469, Senior Security Act of 2025

    Source: US Congressional Budget Office

H.R. 1469 would require the Securities and Exchange Commission (SEC) to establish and administer a task force to identify challenges faced by senior investors, coordinate commission activities with respect to senior investors, and consult with state securities and law enforcement authorities and insurance regulators. The task force would be required to report to the Congress every two years on its activities. The bill also would direct the Government Accountability Office (GAO) to report to the Congress and the task force on the financial exploitation of senior citizens.

Using information from the SEC, CBO estimates that implementing H.R. 1469 would cost $8 million over the 2025-2030 period. CBO expects that the SEC would need five employees, at an average annual cost of $330,000 for each employee, to administer the task force and report to the Congress. Because the SEC is authorized to collect fees each year to offset its annual appropriation, CBO expects that the net effect on discretionary spending over the 2025-2030 period would be negligible, assuming appropriation actions consistent with that authority. CBO estimates that the GAO report would cost less than $500,000; any related spending would be subject to the availability of appropriated funds.

If the SEC increased fees to offset the costs for rulemaking as required by the bill, H.R. 1469 would increase the cost of an existing mandate as defined in the Unfunded Mandates Reform Act (UMRA) on private entities required to pay those fees. CBO estimates that the incremental cost of the mandate would be small and would fall well below the annual threshold for private-sector mandates established in UMRA ($206 million in 2025, adjusted annually for inflation).

The bill would not impose any intergovernmental mandates.

The CBO staff contacts for this estimate are Aurora Swanson (for federal costs) and Lucy Marret (for mandates). The estimate was reviewed by H. Samuel Papenfuss, Deputy Director of Budget Analysis.

  • MIL-OSI USA: Scientists Develop High-Performance MRI Scanner in Effort to Define Microscopic Brain Structures

Source: US Department of Health and Human Services – 2

    Wednesday, July 16, 2025

Next-generation system noninvasively images tiny nerve structures disrupted in brain disorders.

Closeups of the midline sagittal view for Connectome 2.0 (left) and Connectome 1.0 (right) protocols, showing diencephalic and brainstem pathways. Tractography results are shown superimposed onto the underlying fibre orientation distribution functions.

A scientific team supported in part by the National Institutes of Health (NIH) has developed a new, ultra-high-resolution brain imaging system that can reconstruct microscopic brain structures that are disrupted in neurological and neuropsychiatric brain disorders. The new system is a significant advance over conventional magnetic resonance imaging (MRI) scanners that cannot visualize these tiny but clinically important structures.
The system, called the Connectome 2.0 human MRI scanner, overcomes a significant hurdle for neuroscientists: being able to bridge different brain regions and probe tiny structures necessary to define the “connectome,” the complex matrix of structural connections between nodes in the nervous system, and to do it noninvasively in living humans.
“This research is a transformative leap in brain imaging – pushing the boundaries of what we can see and understand about the living human brain at a cellular level,” said John Ngai, Ph.D., Director of NIH’s Brain Research Through Advancing Innovative Neurotechnologies® Initiative, or The BRAIN Initiative®. “The new scanner lays essential groundwork for the BRAIN CONNECTS program’s ultimate goal of developing a wiring diagram for the human brain.”
The scanner is innovative in two major ways: it fits snugly around the heads of living people, and it has many more channels than typical MRI systems. These advances greatly increase the signal-to-noise ratio of the system, providing much sharper images of very small biological brain structures than previously possible. These technical upgrades will enable scientists to map human brain fibers and cellular architecture down to nearly single-micron precision to study how subtle changes in cells and connections relate to cognition, behavior, and disease.
In addition, the team showed that the scanner was safe in healthy research volunteers, revealing subtle microstructural differences (individual axon diameter or cell size) between individual brains. Before this new system, this was only feasible in postmortem or animal studies.
“Our goal was to build an imaging platform that could truly span scales – from cells to circuits,” said senior author Susie Huang, M.D., Ph.D., of the Department of Radiology at Mass General Hospital. “It provides researchers and clinicians with a powerful new tool to study brain architecture in health and disease, in real time.”
This work is an important step toward developing a complete wiring diagram of the brain, an achievement that requires novel approaches to map the brain at different scales: across large brain regions and circuits, as well as at the level of tiny cells and connections. It also opens the door for future advances in precision neuroscience, in which noninvasive brain stimulation may help treat brain disorders tailored to an individual’s unique brain circuitry.
The research was funded in part by The BRAIN Initiative®. It supports the BRAIN Initiative Connectivity Across Scales (BRAIN CONNECTS) program, which aims to develop the research capacity and technical capabilities to generate wiring diagrams that can span entire brains across multiple scales. The findings were reported July 16 in Nature Biomedical Engineering.

An important disclaimer is at the bottom of this article.

An extended meeting on the development of the unmanned aircraft systems industry was held at the Government Coordination Centre under the chairmanship of Deputy Prime Minister Vitaly Savelyev. The event was attended by representatives of the Ministry of Transport, the Ministry of Industry and Trade, the Ministry of Education and Science, subjects, as well as manufacturers of unmanned aircraft systems and their operators.

Participants presented up-to-date data on the production and use of advanced unmanned systems for various sectors of the economy, and discussed a number of opportunities that could contribute to the further development of the industry in terms of increasing production volumes and the use of UAS.

An important issue of stimulating the use of UAS at various levels remains the development of means of their identification and further integration of unmanned aircraft systems into the airspace. The introduction of a new class of airspace – H with the use of a simplified procedure for using airspace for the performance of flights of unmanned aircraft is at the final stage of development. In addition, a unified system for identifying unmanned transport is being created based on the state information system “ERA-GLONASS”. The practical implementation of these solutions will create additional opportunities for opening the skies in the regions for the use of unmanned aircraft.

In 2024, the production volume of civil unmanned aircraft systems increased more than 2.5 times – from 6 thousand units to 16.4 thousand units compared to 2023. In total, there are currently more than 600 UAS and component manufacturers.

In addition, all participants of the meeting noted the importance of training personnel for UAS management, including the integration of veterans of the Air Defense Forces into civilian professions in the UAS industry. Thanks to the activities of the federal project “Personnel for Unmanned Aircraft Systems” of the national project “Unmanned Aircraft Systems”, more than 10 thousand people were trained in 2024. This year, it is planned to train 5.6 thousand people. In total, about 68 thousand people are undergoing training under the programs of the Ministry of Education and Science, the Ministry of Education and the NTI Fund in various areas related to UAS.

Deputy Prime Minister Marat Khusnullin visited Perm Krai on a working visit, where he met with the region’s governor Dmitry Makhonin and inspected the construction site of the oncology center.

“The results of the Perm Krai team’s work show that the region is not standing still, and is solving problems systematically. According to our “traffic lights”, the region is consistently in the green zone in terms of meeting the indicators. It is one of the leaders in housing construction. Since the beginning of the year, 790 thousand square meters have been commissioned. Despite all the difficulties, I do not see any decline, and this is a very positive trend and an example for other regions. The region has long been engaged in updating the public utility infrastructure, paying attention to this. I ask you to maintain the pace, since today this is an important task facing the entire industry. There is good dynamics in road repairs – they are even ahead of schedule. Perm Krai remains one of the key regions that provide a significant contribution to the country’s defense security. Thank you Dmitry Nikolaevich Makhonin and his team for their systematic and ongoing work,” said Marat Khusnullin.

During the trip, the Deputy Prime Minister visited the construction site of the oncology center, which is being built in the Kama Valley. The project is being implemented in the format of a public-private partnership.

On an area of almost 70 thousand square meters, there will be a clinic for 450 visits per shift, 14 operating rooms and 32 intensive care beds, three ward buildings with 540 beds, a nuclear medicine unit with 10 “hot beds”, modern linear accelerators and diagnostic equipment, and a boarding house for 120 people.

At the moment, the construction of the boarding house building and the central block has been completed, and ventilation and electrical installation work is being carried out.

Perm Krai Governor Dmitry Makhonin emphasized that the new oncology center will be a unique medical facility. “In terms of scale and level of equipment, the new oncology center can be compared with federal centers operating in Moscow and St. Petersburg. The new oncology center will be designed to receive 14 thousand patients per year. 1.2 thousand doctors and medical personnel will work here. Thanks to this, we will be able to treat residents of Perm Krai and neighboring regions at the most modern level,” Dmitry Makhonin noted.

  • MIL-OSI Russia: Financial news: Mass implementation of the digital ruble will begin on September 1, 2026

    Translation. Region: Russian Federal

Source: Central Bank of Russia –

An important disclaimer is at the bottom of this article.

The largest banks will have to be the first to provide their clients with the opportunity to use digital rubles: open accounts, make transfers, pay for purchases and services, and perform other transactions. Gradually, by September 2028, all banks will have this obligation. The corresponding law The State Duma adopted it today.

Trading companies that are clients of the largest banks and whose revenue for the past year exceeds 120 million rubles will also have to provide the ability to pay for goods and services in a digital form of the national currency from September 1, 2026.

Banks with a universal license and their clients — trading companies with annual revenue of over 30 million rubles — will have to start working with digital rubles from September 1, 2027. Other banks and sellers with revenue of less than 30 million rubles per year — from September 1, 2028. The obligation to accept payments in digital rubles will not apply to retail outlets whose annual revenue is less than 5 million rubles.

The law also sets the launch dates for a universal QR code based on the National Payment Card System (NSPK) solution. It will allow both buyers and sellers to significantly simplify the payment process without cards and avoid confusion when there are many QR codes at the checkout. The universal QR code can be used to access various payment options: the Fast Payment System, banking services or installment plans, and in the future, digital rubles. At the same time, the bonuses and discounts of the selected payment method are retained.

All banks must complete the preparation of their systems to work with the universal QR code by September 1, 2026. However, they can do it earlier if they wish.

NSPK will provide banks with a free universal QR code service. This will reduce their integration costs. The timeframes within which banks will be required to connect the universal QR code to sellers will be determined by the Board of Directors of the Bank of Russia.

Let us recall that digital rubles will be in circulation along with cash and non-cash. People will be able to create a wallet and use the digital national currency through the usual applications of banks connected to the digital ruble platform of the Bank of Russia. All transactions with the digital national currency for citizens will be free. The choice of whether to use digital rubles or not remains with the person.

In June, the monthly growth of seasonally adjusted consumer prices slowed down, and in annual terms it was close to the inflation target. Inflation expectations of enterprises and the population decreased, and the growth of enterprise costs slowed. At the same time, price dynamics remain uneven across segments, and fixing inflation at the target level requires additional confirmation. A sustainable reduction in inflation to 4% and its stabilization at this level require maintaining tight monetary conditions for a long time.

An important disclaimer is at the bottom of this article.

The Bank of Russia has developed Code of Responsible Investment for banks, insurers, management companies, NPFs and other institutional investors who place funds in equity instruments. The regulator suggests that they adhere to a number of principles that will increase the return on investment not only through effective management of the securities portfolio, but also through active interaction with issuers.

Institutional investors are currently little involved in the corporate governance of joint-stock companies. The Code requires them to be more actively involved in the life of issuers in order to improve the long-term prospects of companies – primarily to help increase their shareholder value. When investing, “institutionalists” should pay attention primarily to companies that have adopted strategy to increase shareholder valueIf such a document does not exist, investors can exercise their corporate rights and encourage the issuer to develop it.

Those who adhere to the Code are required to publicly report annually on their compliance with these principles.

Compliance with the principles of the Code will contribute to the development of the equity capital market and increase the capitalization of the Russian stock market.

An important disclaimer is at the bottom of this article.

In May and June, growth in production and consumption became more moderate. However, the situation was uneven across industries and regions.

More restrained dynamics of demand in the housing market reduced the launch of new projects in many regions of the country, furniture production in Central Russia and the Volga region decreased. At the same time, cargo turnover of the ports of the Far East increased again, the output of meat and dairy enterprises in the Urals and the North-West remained at a high level. In Siberia, after 2 years of growth, the volumes of paper and paper products production stabilized, including due to difficulties with export.

Special topics of this issue are the dynamics of import deliveries and stocks, the situation on the labor market, and the passenger car market.

Source: United States House of Representatives – Congressman Mark Pocan (2nd District of Wisconsin)

WASHINGTON, DC – Today, U.S. Representative Mark Pocan (WI-02) released the following statement after Secretary of Health and Human Services Robert F. Kennedy Jr. promised to discuss at a House Appropriations Committee hearing on May 14, 2025. At that time, Kennedy stated that he was ‘happy to talk about it’ further with Pocan. Since then, multiple attempts to reach out to your office have gone unanswered.

“This hotline has already saved countless lives. Unfortunately, in June, Secretary Kennedy’s agency announced plans to terminate the dedicated LGBTQ+ lifeline by July 17, 2025. Since that announcement, my office has reached out multiple times to request a meeting with him to discuss this proposed plan, based on his prior agreement to speak, but we have been unable to get a response. This shortsighted and dangerous plan undermines 988’s ability to provide tailored support for a population with a higher risk of suicide and will have lethal consequences if enacted. I urge the Secretary meet expeditiously to discuss this further.”

  • MIL-OSI USA: ICE Los Angeles special agents arrest Iranian national for violation of US sanctions

Source: US Immigration and Customs Enforcement

LOS ANGELES — U.S. Immigration and Customs Enforcement arrested an Iranian national July 10 upon arriving at Los Angeles International Airport for U.S. export violations.

“The circumvention of export laws to provide Iran with U.S. origin sensitive technologies is a huge national security concern,” said Homeland Security Investigations Los Angeles Special Agent in Charge Eddy Wang. “This arrest has taken a dangerous member of an Iranian procurement network off the street.”

Bahram Mohammad Ostovari is alleged to have unlawfully exported U.S.-made electronic components used in railway signaling and telecommunications systems from the United States to an Iranian company by using his own companies in the United Arab Emirates as conduits.

Ostovari, a lawful permanent resident of the United States, was charged with violation of the International Emergency Economic Powers Act, Iranian transactions and sanctions regulations, unlawful export information activities, outbound smuggling, conspiracy to commit the aforementioned offenses and money laundering.

From May 2018 to July 2025, Ostovari and his co-conspirators obtained and shipped to Iran sophisticated computer processors and railway signaling equipment. Many of these items were controlled under federal regulations and their export to Iran without a license is prohibited.

After Ostovari became a lawful permanent resident of the United States in May 2020, he continued to export, sell, and supply electronics and electrical components to a Tehran-based engineering company he owned, operated, and controlled. This firm — identified in the indictment as “Company A” — secured contracts to supply signaling and communications systems to Iran and its government, including on projects for the Islamic Republic of Iran Railways.

Ostovari, aware of U.S. sanctions against Iran, directed a co-conspirator to provide false information to a federal export control officer regarding the end use of the U.S.-origin goods they were shipping.

Furthermore, he directed co-conspirators at a UAE company to acquire the electronics and other components, including U.S. export-controlled items and other U.S.-origin items, for his company in Iran. Ostovari and his co-conspirators intentionally concealed from companies based in the U.S. and elsewhere the true identifies of the ultimate end users of the goods by providing false and misleading information about those end users.

An indictment contains allegations that a defendant has committed a crime. Every defendant is presumed to be innocent until and unless proven guilty in court.

If convicted, Ostovari would face a statutory maximum sentence of 20 years in federal prison for each count.

This is a collaborative investigation between ICE HSI Los Angeles, the United States Department of Commerce’s Bureau of Industry and Security and the Internal Revenue Service Criminal Investigations.

Anyone with information on the illegal export of U.S. sensitive technologies is encouraged to call the ICE Tip Line at 1-866-347-2423.

…THERE IS A SLIGHT RISK OF SEVERE THUNDERSTORMS ACROSS PARTS OF
THE MIDWEST AND CENTRAL HIGH PLAINS…

    …SUMMARY…
Scattered severe thunderstorms are possible this afternoon and
evening over parts of the Midwest and central High Plains.

    …Midwest/Great Lakes…
Late morning radar/satellite imagery shows an MCV over northeast IA
co-located with a 1007-mb surface low. A front is draped from
northeast to southwest and is forecast to gradually push eastward
during the day. The frontal segment east-northeast of the low will
remain quasi-stationary and serve as the northern delimiter of a
surface-based warm sector. Continued heating of a moist boundary
layer will contribute to 1000-2500 J/kg of MLCAPE across central WI
into northern/central IL. The modestly enhanced low/mid-level
winds associated with the MCV will yield 30-40 kt of effective
shear—supporting rotation with a few of the stronger updrafts this
    afternoon.

Semi-discrete thunderstorms developing in a north-south band will
likely continue to intensify as ascent overspreads the warm sector
over WI and far northern IL. A few supercells are possible with an
attendant risk for all hazards. With time late this afternoon
and evening, gradual upscale growth into a bowing cluster should
occur, with a greater risk for severe/damaging winds towards Lake
Michigan and parts of southern Lower MI.

…Central High Plains to Northern Missouri…
Indications late this morning are that a convectively reinforced
surface front will become stationary across KS into eastern CO with
moist, upslope flow into the central High Plains north of the
boundary. The southern periphery of stronger mid-level westerly
flow will glance the central High Plains where strongly veering flow
will result in deep-layer shear supporting storm organization.
Although heating will be partially thwarted by persistent low-level
cloud cover through at least the early afternoon, sufficient heating
is expected to result in scattered to widespread thunderstorms
eventually developing during the late afternoon. A few supercells
are possible with an accompanying threat for large hail and
localized severe gusts. As storm coverage increases, upscale growth
into an organized cluster is probable during the evening. Severe
gusts will likely become the primary hazard during the evening as
the mode becomes more linear and outflow dominant.

Farther east across KS into northern MO, isolated convection may
develop through peak afternoon heating along the front. While
deep-layer shear is forecast to remain fairly modest, strong
instability and steep mid-level lapse rates could still support
occasional severe hail/wind with the more robust cores that can be
sustained. Additional convection may develop along/north of the
front this evening in a low-level warm advection regime, while also
    posing an isolated severe threat.

    …Ohio Valley/Mid-Atlantic…
A couple of MCVs will focus scattered strong to locally severe
thunderstorms mainly this afternoon and early evening. Relatively
weak lapse rates and modest deep-layer shear will tend to limit
storm organization. Nonetheless, sporadic and isolated bouts of
strong to damaging gusts are possible with the stronger
    thunderstorms through early evening.

    …Central Gulf Coast…
Modest strengthening of the low-level wind field is expected as a
weak tropical disturbance migrates westward over the northern Gulf
of America. However, model guidance shows hodographs generally
remaining diminutive in size, implying disorganized storm modes
(mainly outflow dominant structures in the form of bands and small
    clusters).

…THERE IS A SLIGHT RISK OF SEVERE THUNDERSTORMS ACROSS PARTS OF
THE MIDWEST/GREAT LAKES AND CENTRAL HIGH PLAINS…

    …SUMMARY…
Scattered strong to severe thunderstorms are possible this afternoon
and evening from parts of the central High Plains to the Great Lakes
    and Mid-Atlantic.

    …Midwest/Great Lakes…
A well-defined MCV is evident on radar/satellite imagery this
morning over IA. This feature will drift east-northeastward today
across the Midwest and Great Lakes, eventually reaching southern
Ontario tonight. A related surface low will develop from IA to
southern WI and Lake Michigan this afternoon/evening, with the
primary synoptic front farther north in WI. Diurnal heating of a
rather moist low-level airmass will likely yield around 1000-2500
J/kg of MLCAPE across southern WI into northern/central IL (locally
stronger with southward extent). The modestly enhanced low/mid-level
winds associated with the MCV should support around 30-40 kt of
deep-layer shear, sufficient for organized severe thunderstorms.

Current expectations are for a band of semi-discrete thunderstorms
to develop across eastern IA into northern IL and southern/central
WI by early to mid afternoon as large-scale ascent attendant to the
MCV overspreads the destabilizing warm sector. Some of this activity
could be supercellular initially and pose a threat for isolated
severe hail along with damaging winds. With time late this afternoon
and evening, gradual upscale growth into a bowing cluster should
occur, with a greater risk for severe/damaging winds towards Lake
Michigan and parts of southern Lower MI. Although low-level flow and
related shear is not forecast to become overly strong this
afternoon, it should be sufficient for some low-level updraft
rotation and perhaps a few tornadoes, particularly across parts of
southern WI/northern IL where semi-discrete convection may occur.

    …Ohio Valley/Mid-Atlantic…
A weak mid-level shortwave trough located over the OH Valley this
morning will advance northeastward today to the northern
Mid-Atlantic/NY. Recent visible satellite imagery this morning shows
considerable cloud cover present with this feature, along with some
low clouds downstream. Even so, filtered daytime heating of a
seasonably moist airmass should support the development of weak to
locally moderate instability by this afternoon. Poor lapse rates
aloft may tend to inhibit stronger updrafts to some extent, but
marginal deep-layer shear (generally around 20-30 kt) should still
support some degree of convective organization. Loosely organized
clusters and occasional cells may pose an isolated threat for
damaging winds as they spread generally east-northeastward across
parts of the OH Valley and Mid-Atlantic this afternoon/evening.
Confidence in a more concentrated corridor of damaging winds remains
too low to include greater severe probabilities at this time.

    …Central Plains to Northern Missouri…
A convectively reinforced surface front should stall by this
afternoon across KS into eastern CO, with a modest low-level upslope
flow regime occurring across the Front Range/central High Plains. On
the southern periphery of an upper trough moving eastward over the
northern/central Plains, thunderstorms should develop by early
afternoon over the higher terrain of the central Rockies. This
convection is forecast to move eastward into the adjacent High
Plains through the rest of the afternoon, and continuing through the
evening. The post-frontal airmass should only modestly destabilize,
but enough instability and the presence of steepened lapse rates
aloft are forecast to support robust updrafts. Weak low-level flow
veering to westerly and gradually strengthening with height at
mid/upper levels will likely foster around 35-45 kt of deep-layer
shear. This will easily support supercells and associated large hail
threat with the initial development. Some potential for upscale
growth into a loosely organized cluster is possible across southeast
CO and vicinity this evening along/near the stalled surface front.
If this occurs, then severe winds would become the primary risk.

    …Central Gulf Coast…
Convection offshore from the central Gulf Coast remains disorganized
this morning, as a weak surface low (Invest 93L) remains along/near
the coast of the FL Panhandle. Regardless of potential tropical
development (reference latest NHC forecast), modest enhancement to
the low-level wind field should occur as this feature tracks towards
coastal/southeast LA by early Thursday morning. Thunderstorms should
occasionally spread inland along/near the central Gulf Coast through
the period, but overall severe potential still appears too limited
to introduce a Marginal Risk with this update.
