    BEIJING, July 11 (Xinhua) — The 12th World Congress on High-Speed Rail closed at the Beijing National Convention Center in China on Thursday afternoon.

    Following the congress, China State Railway Corporation (CSRC) signed cooperation documents with national railway companies of France, Spain, Kazakhstan, Azerbaijan, Uzbekistan, Belarus, Laos, Malaysia and other countries.

    The two sides reached broad consensus on cross-border transportation, international exchanges and cooperation, which is expected to actively promote the connectivity of transportation across regions and inject new impetus into the high-quality construction of the Belt and Road.

    The 12th World Congress on High-Speed Rail, themed “High-Speed Rail: Innovative Development for a Better Life,” opened on Tuesday. More than 2,000 participants from more than 60 countries, regions and international organizations attended the opening ceremony.

    The congress, organized by China State Railway Corporation and the International Union of Railways (UIC), provided a platform to showcase global achievements in the high-speed rail sector and promote technology exchange and international industrial cooperation.

    The congress included an exhibition of modern railway technologies and equipment, which featured 30 advanced examples of rolling stock, including a prototype of the latest model of Chinese CR450, which is the fastest high-speed train in the world with a test speed of up to 450 km/h and an operating speed of 400 km/h.

    CAIRO, July 11 (Xinhua) — Chinese Premier Li Qiang concluded a two-day official visit to Egypt on Thursday, declaring strengthening bilateral ties and vowing to deepen cooperation between the two countries.

    During the visit, Li Qiang emphasized the enduring strength and strategic depth of China-Egypt relations, pointing to the long-standing friendship between the two peoples, the shared values of ancient civilizations and the growing partnership.

    “Since the establishment of diplomatic relations almost 70 years ago, the two countries have remained close friends who support each other and strategic partners with a common destiny,” the Prime Minister said upon his arrival in Egypt.

    The two countries have together created a model of solidarity, unity, self-reliance, mutual benefit and mutual support among major developing countries, he added.

    China-Egypt relations are flourishing, their traditional friendship is strengthening, political mutual trust is deepening, practical cooperation is yielding fruitful results, and multilateral coordination is becoming closer and more effective, Li Qiang said.

    Welcoming the steady growth of bilateral ties, former Egyptian Ambassador to China Assem Hanafi wrote in an article recently that over the past 10 years, Cairo-Beijing relations “have become a model of a comprehensive partnership based on respect, trust, understanding and common interests.” According to him, the ties “have gained unprecedented momentum, marked by deepening political cooperation and active economic interaction.”

    China is a major trading and investment partner of Egypt. In 2024, bilateral trade exceeded US$17 billion, and Chinese investment in Egypt, especially in the Suez Canal Economic Zone, has increased sharply. The Suez Canal Economic and Trade Area (TEDA), which hosts 185 companies, has become a model for industrial cooperation.

    Cooperation was at the center of the agenda of Li Qiang’s talks with Egyptian leaders. During the meetings, the State Council premier emphasized the importance of economic synergy and investment promotion.

    In a meeting with Speaker of the House of Representatives (lower house of parliament) of Egypt Hanafi Ali El-Gebali, Li Qiang laid out a comprehensive vision for cooperation, saying that China and Egypt, in pursuit of higher levels of mutual benefit and win-win results, should cooperate in the sustainable operation of bilateral landmark projects, continuously improve the level of bilateral trade and investment, and strengthen industrial synergies and market ties.

    During talks with Egyptian Prime Minister Mostafa Madbouly, Li Qiang said that China is willing to cooperate with Egypt to optimize the development of bilateral trade and create new exciting cooperation projects, as well as new drivers of economic growth.

    “Chinese investment in Egypt can be classified as a win-win model, as Egypt benefits from Chinese technology, job creation and more. Chinese-Egyptian products can also be exported, making this investment mutually beneficial,” Essam Sharaf, a former Egyptian prime minister and member of the Advisory Committee of the Belt and Road Forum for International Cooperation, told Xinhua. “The cooperation between developing countries and China cannot be underestimated. If fully realized, it will create tremendous strength and strong synergy for the Global South,” he stressed.

    China and Egypt will celebrate the 70th anniversary of diplomatic relations next year, and their leaders are optimistic about the future development of bilateral relations.

    Li Qiang told Egyptian President Abdel Fattah el-Sisi during the talks that China is willing to work with Egypt to take the 70th anniversary of the establishment of diplomatic ties between the two countries next year as an opportunity to develop traditional friendship, strengthen political mutual trust and continue to firmly support each other on issues concerning the core interests of both sides.

    Egypt became the first Arab and African country to establish diplomatic relations with China, making China-Egypt relations go beyond bilateral ones and have important regional and global significance.

    During a meeting with Arab League Secretary-General Ahmed Abu al-Gheit, Li Qiang pointed to the broader strategic dimension of China’s engagement with the Arab world. The premier called China and Arab countries “trustworthy friends and good partners,” noting that China-Arab relations are at their best ever.

    Li also called for deeper coordination in the international arena, saying China is willing to strengthen communication and coordination with Arab countries on platforms such as the UN, the Shanghai Cooperation Organization (SCO), the World Trade Organization (WTO) and the G20, demonstrate a common will and speak together to promote a more fair and equitable global governance system.

    In response to Li Qiang’s remarks, A.A. al-Gheit called China “a good friend and a good partner of Arab countries.” A.F. al-Sisi said that China is “a sincere friend of Egypt” and that relations between the two countries have reached “the highest level in history.”

    Egypt highly appreciates China’s fair position on Middle East issues and is ready to strengthen coordination with China within the UN, BRICS and other multilateral structures to protect common interests and maintain regional peace and stability, M. Madbouly said. –0–

  • MIL-OSI Asia-Pac: Ballot applications to start on July 17 for free use of leisure facilities on Sport For All Day 2025

    The Leisure and Cultural Services Department (LCSD) will launch the Sport For All Day (SFAD) 2025 on August 3 (Sunday), with a number of fee-charging leisure facilities to be open for public use free of charge on that day. These facilities include indoor badminton courts, volleyball courts, basketball courts, squash courts, table tennis tables, fitness rooms, activity rooms, dance rooms, etc; outdoor tennis courts, bowling greens, archery ranges, golf facilities, etc; and public swimming pools and water sports centres (craft hiring).     The free-of-charge sessions for August 3 will be allocated through balloting. From July 17 to 23, members of the public can make ballot applications on SmartPLAY as individual users. Each application can include up to three choices of sessions. Any applicant wishing to change the choices in his/her application made can do so on SmartPLAY before the closing time at 11.59pm on July 23. The computer balloting results will be announced on July 26. Successful applicants will be notified by the SmartPLAY system. Any remaining sessions will be open for application on SmartPLAY on a first-come, first-served basis from July 28 to members of the public not having been allocated any free session by ballot or not having made any application. Each successful applicant will only be allocated one free session, whether through balloting or first-come, first-served booking.

    The LCSD appeals to successful applicants to arrive on time to make the best use of the booked facilities. All users should observe the Conditions of Use of LCSD Recreation and Sports Facilities (the Conditions) as set out on the LCSD website www.lcsd.gov.hk/en/condition/index.html (including the “no-show/not present during the use of the booked sessions” penalty). If a successful applicant fails to take up a booked session on time, the arrangements stipulated in the Conditions will apply. For enquiry, please call 2414 5555 or visit the dedicated website.

    No prior application will be required for using public swimming pool facilities. Members of the public may line up at the entrances of swimming pools before the start of a session. Free admission is offered on a first-come, first-served basis.

    A series of free recreation and sports programmes will also be conducted on the same day (from 2pm to 6pm) at designated sports centres across the 18 districts. The arrangements for distributing free activity coupons will be announced within July.

    Echoing the SFAD 2025, a number of organisations will open up their facilities or roll out recreation and sports programmes on August 3 for the public free of charge. Up-to-date information will be provided on the dedicated website.

  • MIL-OSI Security: Murder investigation launched after man struck by car in Hendon dies from injuries

    A murder investigation has been launched after a man who was struck by a car in north London died from his injuries.

    Officers were called to Park Road, Hendon, at 16:16hrs on Tuesday, 1 July to reports of a fight between two people.

    Witnesses reported seeing weapons before a man was driven at by a car, described as a white Tesla. The vehicle involved failed to stop at the scene but it was found a short time later abandoned in nearby Mount Road.

    The victim, 22-year-old Shoaib Kochay, was treated at the scene by the London Ambulance Service before being taken to hospital. He sadly died from his injuries on Wednesday, 9 July.

    His family are being supported by specialist officers.

    Following his death a murder investigation was launched.

    Detective Inspector Jon Moseling from the Met’s Specialist Crime Command, who is leading the investigation, said: “Our thoughts are very much with Shoaib’s friends and family at this sad time and our investigation continues at pace to piece together what happened and to bring those responsible for Shoaib’s death to justice.

    “We have been busy gathering footage and speaking to witnesses, but we are still keen to speak to anyone who was in the area at the time who has not yet spoken to us, especially anyone who may have seen two white Teslas, licence plates BJ22EOT and BK72HHU, either before or after the incident.

    “If you have dashcam footage of either vehicle from Tuesday, 1 July, please send it in via our incident page.”

    Detective Chief Superintendent Luke Williams, who leads policing for the area, said: “Our thoughts remain with Shoaib’s family and friends at this difficult time.

    “I understand this incident is concerning, but we believe there is no wider threat to the public.

    “My colleagues in the Specialist Crime Command are now carrying out a fast-paced and thorough investigation. We know that the area was busy at the time and there were multiple witnesses to the incident. I would encourage anyone who has not yet spoken to us, to get in touch and support our investigation.”

    The Free State Department of Economic, Small Business Development, Tourism and Environmental Affairs (DESTEA) has urged spaza shop owners, informal business traders, Micro, Small & Medium Enterprises (MSMEs), including Cooperatives, to apply for online funding incentives.

    This follows the commitment made during the tabling of the department’s 2025/26 Budget Vote Speech.

    “In less than a month after the tabling of the departmental Budget Vote, we deliver on what we promised to the business community of the Free State. 

    “We are committed to ensuring that MSMEs have access to strategic resources, such as skills, knowledge, network, and access to finance, amongst others, that will enable them to nurture their innovative ideas.

    “The incentives are aimed at providing financial and non-financial support for businesses to remain sustainable, acquire production equipment and machinery to create more jobs, and improve the township economy,” the department said in a statement.

    The applications window period outlining the processes and the required documents will be opened and accessible from Friday, 11 July 2025 to 21 July 2025 on https://client.fsdestea.kwantu.me/.
     

    The department has designed the following three incentives:

    1) Spaza Shop Support Incentive

    •            This funding incentive is targeted at informal traders and spaza shops with an annual turnover of less than R1 million. 

    •            In this category, the enterprises will be supported with equipment, upgrade of business premises, training and stock to a maximum of R100 000.

    Documents needed for applications and other requirements:

    •            Identity Document (ID);

    •            Municipal business permit;

    •            Proof of address;

    •            51% or higher black-owned or managed business, and 

    •            Applicant must be a South African citizen residing in the Free State.

    2) Small Enterprise Support

    •            This specific funding focuses on small businesses with a turnover of less than R10 million.

    •            Enterprises will be assisted with a financial injection amounting to a maximum of R250 000, as per the business requirements.

    •            This category’s critical areas are general retail, manufacturing, agro-processing, aquaculture, travel/accommodation/lodging/hospitality, waste economy, automative repairs, digital technologies, health and beauty.

    3) Medium Enterprise Support

    •            The category is targeted at medium-sized enterprises. 

    •            It is aimed at providing expansion capital and co-funding contribution on behalf of the applicant to developmental funding institutions (DFIs) or commercial banks to a maximum amount of R1 million.

    •            Sectors falling under this category are chemicals, pharmaceuticals, automotive, green energy, manufacturing, agro-processing, clothing/textiles/footwear and leather (CTFL), hospitality and digital technologies.
     

    Makume said the department aims to promote and facilitate financial as well as non-financial support to enhance financial inclusion by increasing access to finance for women, youth, and people with disabilities, township and rural entrepreneurs. 

    “Our MSMEs incentive is a unique fund that is meant to mainly address a particular gap in the funding landscape. It includes funding for business expansion.”

    Successful applicants will have to enter into a funding agreement with the department.

    It is also important to note that clients who still owe the department invoices for the previous funding, including those who have received letters of demand from the department, will not be considered for funding.

  • MIL-OSI United Kingdom: Milestone training achievement for Trauma Informed Plymouth Network

    A major milestone has been reached in Plymouth and the surrounding areas, with 5,000 people now having been trained in trauma-informed practice.

    The Trauma Informed Plymouth Network (TIPN) has been delivering training to people working across the public, private, voluntary and community sectors since it began in 2018.

    Since 2022, the training provided by the network has largely been funded by the Plymouth City Council Changing Futures programme, which works in partnership to improve outcomes with and for adults experiencing multiple disadvantages including homelessness, mental health issues and domestic abuse.

    Trauma is about the harmful things that people experience and the impact that this has – it can affect people in different ways and everyone’s experience is unique. Being trauma-informed is a mindset and way of acting which addresses the inequalities, discrimination and barriers that people affected by trauma might experience.

    Due to the training delivered by TIPN, there are now 5,000 people working locally who are equipped to recognise trauma’s impact and respond with sensitivity and compassion.

  • MIL-OSI United Kingdom: Solicitor to pay £9k after failed disrepair claim

    Council tenants are being reminded to report repairs to their landlord as a “no win, no fee” legal firm is ordered to pay court costs of £9,414.02 to the Council, following a failed legal case.

    This case was brought by a ‘no win, no fee’ solicitor on behalf of a tenant who claimed their home had mould, damp and plaster defects. It was heard in York County Court and was dismissed by the District Judge who ordered the unsuccessful tenant to pay costs of £9,414.02.

    During the trial on 21 May, the Judge described the case submitted by the solicitor as “borderline negligent”. The Council therefore made an application for costs to be paid by the solicitors themselves, rather than the tenant.

    The solicitors were given 14 days in which to put forward reasons why they should not have to pay the costs themselves, which they did not dispute, and are therefore liable for these costs.

    This follows other unsuccessful ‘no win, no fee’ cases which tenants and their solicitors have brought against the Council.

    Councillor Michael Pavlovic, Executive Member for Housing, Planning and Safer Communities said:

    We have an ongoing campaign advising tenants to tell us about any concerns with repairs so they can be put right. This is the third failed housing disrepair claim made by ‘no win, no fee’ solicitors resulting in tenants being ordered to pay many £1,000s in costs.

    “Our repairs service, as evidenced in our recent Annual Housing Report, is steadily improving. We work hard to get repairs done quickly and efficiently and 82% of them are completed on a first visit, alongside our ongoing repairs, retrofit and modernisations programmes.

    “We always invite tenants to talk to officers about any repairs needed, or about any delay or dissatisfaction with them so we can take prompt and effective action. These claims against the Council divert time and money from tenants’ homes.”

    A NEW skatepark – designed with the input of hundreds of local skaters and other enthusiasts – is now open close to Leicester city centre.

    Leicester City Council teamed up with leading UK skatepark specialists Maverick Industries to create the new facility at St Margaret’s Pastures sports grounds, off St Margaret’s Way.

    The new skatepark is completely free to use and opened to the public on Thursday (10 July).

    Features include flat bank ramps, grind rails and ledges, a stair set, a wheelie or ‘manny’ pad and an impressive quarter pipe that will run the full length of one end of the facility. Its specially laid surface also features a bold colourful design.

    City Mayor Peter Soulsby said: “The new skatepark looks fantastic and we’re really pleased to see it complete and ready to use in time for the summer break.

    “St Margaret’s Pastures is already home to several well-used sports pitches and facilities and it made good sense to use a vacant part of the site to expand the range of outdoor activities on offer.

    “Maverick are experts in their field and the design they have developed for this new skatepark is very impressive. They’ve listened very carefully to what skaters and other enthusiasts want from a new facility and we think they’ve produced something very special.”

    As part of its initial design process, Maverick carried out an online survey and collected feedback from over 570 respondents ranging from beginner to expert skaters, as well as BMX and scooter riders.

    Sam Reynolds, director at Maverick, said “It’s exciting to see the skatepark open and being sessioned by the very people who helped to shape its design. We are delighted this new facility is already having a positive impact on the wheeled sports community of Leicester.”

    Yusra Alageli, co-director of Skate Parlour Leicester and Mama Skates CIC, said: “We’re very excited to see this new skatepark come to life. Maverick have been excellent in listening to the needs and wants of Leicester’s skaters. It will truly be a welcome addition to the city’s outdoor facilities, helping to diversify the sport and broadening access to skateboarding to communities near the city centre.”

    The new skatepark is on an area of council-owned land currently leased to Leicester Hockey Club, immediately next to its Olympic standard pitch.

    Located close to the city centre, the new facility will be easily accessible by foot, bike or skateboard and is near to car parking.

    The city council approved funding of £375,000 for the scheme, using cash set aside for people and neighbourhoods policy provision.

    Get ready for an exciting new addition to Derby Market Hall! The Spirit Run Distillery and Bar will launch on Saturday 19 July.

    The venue is the latest venture from Darley Abbey Wines and will occupy the newly-renovated former Poultry Market space within Derby Market Hall.

    At the heart of the impressive space will be the distillery, creating high-quality spirits inside bespoke, British-made copper stills, built by Somerset company, BritStill.

    The Spirit Run Bar will offer a truly unique experience, allowing customers to admire the iconic stills while enjoying a cocktail, a refreshing gin, or a glass of wine. 

    For those eager to delve deeper into the world of spirits, innovative gin and cocktail experiences will be available. These immersive journeys can be booked for mixed groups or private parties, offering a fantastic opportunity to learn and indulge. 

    The bar will specialise in spirits – of course – featuring a strong cocktail menu and showcasing The Spirit Run’s own creations alongside those from other local distillers and well-known brands. Customers can also choose from eight draft beers, including selections from Derbyshire’s Thornbridge brewery, and explore a select rotating list of ‘discovery wines’ for an adventurous tasting experience.

    Darley Abbey Wines, which began as a wine merchant in 2007, has steadily expanded its offerings. They opened a popular wine bar at Darley Abbey Mills, known for its live music and tasting events, and established Darley Abbey Distillery in 2020. 

    Located at the Derwent Valley Mills World Heritage Site, their home is a seventeenth-century cotton mill which once produced the finest cotton thread. Today, Darley Abbey Wines expertly crafts fine spirits in small batches, honouring the building’s rich history. 

    Their first gin, The Uncommon Thread London Dry, launched in November 2022 to great success. The new Derby Market Hall distillery will allow them to increase production, expand existing and new brands, and facilitate exciting small-batch local projects and collaborations.

    Britain will deepen relations with countries across the Indo-Pacific to bring together UK and Southeast Asian innovation and technology.

    Britain will deepen relations with countries across the Indo-Pacific to bring together UK and Southeast Asian innovation and technology to drive economic growth and create new business opportunities at key meetings in Malaysia today (Friday 11 July). 

    Stepping up cooperation with the Association of Southeast Asian Nations (ASEAN) on regional security, the visit will see the Foreign Secretary participate in the region’s main security forum– the ASEAN Regional Forum (ARF) – for the first time as Guest of Chair. The UK aims to become a permanent member of the ARF, in recognition of the fact that the greatest threats to ASEAN’s security also impact UK national security, from instability driven by climate change to risk of conflict.

    These strengthened security ties demonstrate the government’s Plan for Change in practice – delivering on the commitment to strengthen national security for working people.

    The UK will also strengthen cooperation with ASEAN nations to tackle transnational crime including scam centres, illicit finance and illegal migration – protecting our citizens from criminals and the shared threats we face. This builds on the ASEAN-UK Plan of Action as we approach the fifth anniversary of our Dialogue Partnership.  

    Secure and resilient growth depends on working with Indo-Pacific partners to preserve a stable balance of power, manage conflicts and protect our people from threats such as cyber scams and illicit finance. Strengthening our cooperation builds on recent success in strengthening ties with key allies and partners, and ensuring the UK’s national security.

    Foreign Secretary, David Lammy, said: 

    There is enormous economic potential in the Indo-Pacific with over 50% of the world’s population and 40% of global GDP. This government is breaking down barriers between businesses in the UK and Southeast Asia to tap into this market.

    We are working together to tackle key threats to our mutual prosperity – illegal migration, illicit finance and scam centres. Engaging with our partners on these enemies of growth protects our people and their hard-earned money. 

    We want to work with partners like Singapore to seize the benefits of AI and technology and manage the risks – supporting the delivery of the ASEAN Community’s Vision 2045 and the UK’s Plan for Change.

    Southeast Asia is already the fifth largest economy in the world, home to almost 700 million people, half of whom are under 30. The UK’s accession last December to CPTPP, one of the world’s biggest trade blocs, marked a breakthrough in connecting the UK to a group of economies now worth £11.7 trillion, putting money into UK businesses up and down the country.

    On top of attending the ASEAN Foreign Ministerial Meeting in Kuala Lumpur, the Foreign Secretary will also meet the Malaysian Prime Minister Anwar Ibrahim and Foreign Minister Mohamad Hasan to reinforce the shared ambition to elevate the relationship between the UK and Malaysia to a Strategic Partnership, particularly in the areas of education, energy, defence and trade which will help generate growth.

    Investment into clean, renewable energy will reduce British people’s energy bills and enshrine climate resilience and energy security. Catalysing the clean energy transformation, the Foreign Secretary, alongside Deputy Prime Minister Gan, will announce a landmark pledge of up to £70 million into Singapore’s Financing Asia’s Transition Partnership (FAST-P), advancing the UK and Singapore’s joint efforts to accelerate sustainable infrastructure and investment across Southeast Asia. The UK’s funding, to be delivered through British Investment International’s (BII), will support low-carbon energy projects and innovative business models, protecting energy security and insulating UK billpayers.

    How can international, market-driven AI standards reduce fragmented global AI governance for business?

    As AI systems become integral to business operations worldwide, fragmented governance approaches create significant challenges for companies of all sizes.

    When different jurisdictions develop their own AI policies, laws and regulations, businesses face:

    1. Increased compliance costs arising from navigating complex regulatory landscapes
    2. Market access barriers that limit where they can operate
    3. Innovation constraints that slow cross-border collaboration.

    These challenges are particularly acute for small- and medium-sized enterprises (SMEs) which lack the resources to manage complex, jurisdiction-specific requirements.

    International, market-driven standards are consensus-based guidelines that define how technologies should perform, interact and remain safe. They provide practical guidance that works across multiple legal frameworks, essentially creating a common language for AI governance globally.

    Potential overlaps, duplications and divergences in AI standards

    Achieving internationally interoperable AI governance is significantly hindered by overlapping standardisation efforts, inconsistent terminology across different frameworks and limited awareness of existing AI standards.

    These issues contribute to market fragmentation and a complex regulatory landscapes, with regional or national bodies – sometimes even within the same country – issuing overlapping or even competing guidance. At the same time, the use of standards processes to advance specific policy agendas rather than technical excellence, creates standards that may not serve broader global or business needs.

    Without better coordination, these standardisation efforts risk adding complexity instead of reducing it, increasing compliance costs (which are especially burdensome for SMEs), and impeding cross-border collaboration and innovation.

    ICC recommendations: How can policymakers make AI standards work globally?

    1. Promote strategic alignment in AI standards-development to reflect market needs and avoid duplication.
    2. Ensure domestic and local expert participation in shaping market-driven standards.
    3. Prioritise global, industry-driven standards over national or regional-only approaches.
    4. Champion multistakeholder collaboration through transparent, inclusive processes.
    5. Leverage existing standards in regulation to streamline compliance and build trust.
    6. Use standards in public procurement to support adoption and open markets to SMEs.
    7. Support company participation with funding, incentives, and training.
    8. Enhance awareness and education to build capacity for implementing AI standards.

    Jiang Bin: First, I would like to announce one piece of information.

    The People’s Armed Police (PAP) will host the Sharp Blade-2025 International Sniper Competition in Xinjiang in mid-July. Competition events include precision sniping, typical scenario sniping, comprehensive combat sniping and extreme scenario sniping. Nearly 50 sniper teams from 20-plus countries will participate in the events. The Competition will help improve realistic training of the PAP, and strengthen its cooperation and exchange with foreign police and gendarmerie forces.

    Journalist: The Shandong carrier task group concluded a successful visit to Hong Kong. Please tell us more about the visit.

    Jiang Bin: From July 3 to 7, Shandong aircraft carrier task group visited Hong Kong  and many activities were carried out including vessel open days, training demonstrations, a deck reception, and sports and cultural exchanges. The visit sparked a new wave of “carrier fever” in the “Pearl of the Orient”. The timing of the visit coincided with the 28th year since Hong Kong’s return to the motherland and the 5th anniversary of the promulgation of the Law of the People’s Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region. It is the first time PLANS Shandong was open to the public after it commissioning. More than 30,000 Hong Kong residents, young students, and patriots from all walks of life boarded this big ship and engaged with navy sailors with a strong sense of national pride and belonging. We believe that with an advantage of having the backing of the motherland and being connected to the world, Hong Kong will enjoy greater prosperity and stability and the “Pearl of the Orient” will shine more brightly.

    Journalist: It is reported that the PLA and the PAP participated in flood rescue in Rongjiang county of Guizhou. Please brief us on the details.

    Jiang Bin: Recently, Guizhou’s Rongjiang county was struck by floods. A natural disaster is an order for action, and the disaster-hit area is the battlefield for the troops. PLA and PAP forces rushed to the affected region to fight the floods and mitigate the losses. More than 9,200 military personnel and 14,000 militia personnel have been deployed, and 90 sets of large engineering equipment mobilized to participate in such tasks as search and rescue, relocation of residents, road clearance, supplies transportation, removal of mud, and disinfection.

    People’s safety is the top priority. The people’s military will faithfully live up to its fundamental purpose of serving the people wholeheartedly, earnestly safeguard the lives and property of the people, and resolutely fulfill all tasks entrusted by the Party and the people.

    Journalist: It is reported that some countries are in talks with China to purchase Chinese weapons including J-10 fighter jets. Please comment on that.

    Jiang Bin: The Chinese government maintains a prudent and responsible approach to  military exports. We are willing to share the achievements of China’s equipment development with friendly countries and play a constructive role in regional and global peace and stability.

    Journalist: According to foreign media reports, a large number of foreign vessels have recently been flying the Five-Starred Red Flag while transiting the Strait of Hormuz to avoid becoming targets of attack. Some analysts believe that this is precisely because China upholds the principles of objectivity, neutrality, and win-win cooperation, which provides Chinese vessels with a relatively high level of security when passing through waters in the Middle East. Please comment on that.

    Jiang Bin: What is right is right. The Chinese side will continue to stand for peace and justice, stay on the right side of history, and inject stabilizing and positive factors to regional and world peace and tranquility.

    Journalist: According to reports, Taiwan’s military will conduct the Han Kuang-41 live-troop exercise starting from July 9. The exercise will focus on such subjects as the so-called “response to gray-zone harassment”, “joint anti-landing operations” and “resilient defense on the Island”. Meanwhile, many US weapons will make their debut during the exercise. What’s your comment?

    Jiang Bin: The Han Kuang exercise is nothing but a bluffing and self-deceiving trick played by the DPP authorities to hijack Taiwan compatriots on-board its “Taiwan Independence” war chariot. The DPP authorities are harming Taiwan out of its selfish interests. We solemnly warn the DPP authorities that “seeking independence by force” is a dead end. Whatever subjects they drill and whatever weapons they use, the PLA’s resolute countermeasures against “Taiwan Independence” would not be deterred, nor would the overwhelming and irresistible trend of China’s national reunification be stopped.

    Journalist: Recently, Lai Ching-te delivered the fourth lecture of his so-called “10 lectures on Unity,” in which he once again played up the so-called “mainland military threat,” called for increased “defense” spending, and urged Taiwan’s military to “fight for Taiwan, Penghu, Jinmen, and Mazu.” Please comment on that.

    Jiang Bin: Taiwan is a province of China. Therefore, how is it possible for it to have a budget for so-called national defense? Lai Ching-te has distorted history and facts and made up lies to cloak his separatist plot for “Taiwan independence.” He has hyped up the so-called mainland threat to stoke security anxiety and manipulate public opinions in Taiwan. By doing that, he is attempting to militarize Taiwan’s society and leave the island’s future to the mercy of external forces. Lai Ching-te’s call to “fight for Taiwan, Penghu, Jinmen and Mazu” is in fact a call to fight for the the DPP authorities’ interests and “Taiwan independence” separatist activities. It will only lead Taiwan people to the dead-end of “resisting reunification with force” and “selling out and ruining Taiwan.”

    The two sides of the Taiwan Strait belong to one and the same China. Taiwan, Penghu, Jinmen and Mazu are all inalienable parts of China’s sacred territory. Compatriots on both sides of the Taiwan Strait are Chinese. The louder Lai and his like clamor for separatism, the faster they will court their demise. Any “Taiwan independence” armed forces that support them will be buried together. The PLA has full capability and confidence to thwart all separatist activities for “Taiwan independence” and to defend national sovereignty and territorial integrity.

      BEIJING, July 11 — The 23rd Chinese Peacekeeping Level One Plus Hospital to the United Nations Interim Force in Lebanon (UNIFIL) successfully conducted a joint air medical evacuation exercise in collaboration with peacekeeping troops from Spain, France and other countries on Wednesday. Representatives from Indonesia, Nepal, India and other countries observed the exercise.

      The exercise focused on coordinated treatment and emergency transfer according to the “10-1-2” principle, and was progressed through the stages of battlefield first aid, hospital treatment, and air medical evacuation.

      After the exercise, all parties carried out a review and visited the Chinese Peacekeeping Level One Plus Hospital. Chinese and Spanish medical personnel also exchanged insights on techniques for treating battlefield injuries.

      It is learned that this is the second time that the 23rd Chinese Peacekeeping Level One Plus Hospital to UNIFIL has participated in a multinational joint air medical evacuation exercise.

    BEIJING, July 11 — A survey released on Friday shows that the majority of international respondents view exchanges and mutual learning among civilizations as essential to promoting peace, development and modernization in today’s increasingly interconnected world.

    The survey, released during the Global Civilizations Dialogue Ministerial Meeting in Beijing, gathered responses from over 12,300 individuals across six continents, including Asia, Europe, Africa, South America, North America and Oceania.

    The poll highlights a rising international interest in Chinese culture. About 81.6 percent of respondents believe that China’s cultural influence and soft power are on the rise globally. Additionally, over 75 percent recognize the contribution of Chinese civilization to world civilizations.

    It also shows that more than 90 percent of respondents agree that respecting the diversity of civilizations is a fundamental principle for the international community. Meanwhile, about 90.2 percent believe that no country can overcome global challenges alone and that joint efforts from all nations are vital.

    Support for cultural preservation and innovation is also strong. A total of 88.5 percent say both are equally important, while 89.4 percent call for stronger international exchanges to enhance mutual understanding.

    The survey was jointly conducted by the China Media Group and Renmin University of China. It collected responses from individuals aged 18 to 65.

    SA participates in 47th Ordinary Session of the AU Executive Council

    The Minister of International Relations and Cooperation, Ronald Lamola, is in  Equatorial Guinea where he is leading South Africa’s delegation at the 47th Ordinary Session of the African Union (AU) Executive Council. 

    The session which is underway in Malabo, began on Thursday, 10 July 2025.

    According to the Department of International Relations and Cooperation, the Council will consider and adopt the AU budget for the 2026 period.

    “The budget is a key enabler for the AU to address challenges facing the continent, ensuring Africa’s continued resilience and the sustenance of the AU Commission, which is the key implementing agent for AU decisions,” the statement read.

     The Council is expected to elect and appoint two outstanding Commissioners for Economic Trade, Tourism, Industry and Minerals (ETTIM) and for Education, Science, Technology, and Innovation (ESTI).

    The department announced that the Minister will take this opportunity to inform his counterparts about the progress made during South Africa’s Group of 20 (G20) Presidency.

    The G20 Leaders’ Summit in Johannesburg, scheduled for November 2025, represents an opportunity to amplify Africa’s voice on the global stage.

    Meanwhile, South Africa’s participation during this Ordinary Session of the Executive Council is rooted in its commitment to strengthening the AU and its organs. 

    “We aim to ensure our union effectively pursues the noble aspiration of Silencing the Guns by 2030; the accelerated implementation of the second Ten-Year Plan of Agenda 2063, which embodies our collective vision for prosperity; and the robust advancement of the African Continental Free Trade Area,” Lamola explained.

    Beyond the formal agenda, the department said the Minister will seek to foster deeper solidarity by holding bilateral meetings with his counterparts aimed at exchanging views on issues of mutual interest.

    Gauteng Education allocates funds to schools 

    The Gauteng Department of Education (GDE) has confirmed that it has provided the necessary funds to all schools for payment of their respective municipal billing accounts.

    In a statement on Thursday, the provincial department said the funds were transferred to the accounts of all identified schools in June 2025.

    “The Department wishes to reiterate that, in line with legislation, schools – specifically those granted Section 21 functions – are entrusted with managing their own finances. These schools are responsible for a range of functions, including the payment of municipal services such as electricity and water,” it said.

    Once funds have been transferred, the schools and their respective School Governing Body (SGB) assume full responsibility in ensuring that their municipal accounts are settled and paid on time to avoid water and electricity cuts.

    In addition to allocating funds, the GDE provides oversight and support to these schools, having previously settled outstanding accounts on behalf of schools in April 2025. The department also provides financial management training to schools and SGBs to convey and educate on the importance of compliance of all relevant financial processes.

    It further added that it remains committed to maintaining a conducive learning and teaching environment in all schools and continues to work with school leadership structures to ensure sound financial governance and uninterrupted access to basic services in its institutions.

    “No public school in Gauteng is currently, or will ever be, disconnected from water and electricity services now and in the near future. Schools must work hand in hand with the GDE to continue achieving this by ensuring their municipal accounts are up to date at all times, and that they comply to all necessary procedures,” said Gauteng Education MEC Matome Chiloane.

    The MEC called on parents, communities, and stakeholders to support schools and their School Governing Bodies in executing their duties not just responsibly; but to the benefit of all learners, educators, and school-based staff. –SAnews.gov.za

    SIU obtains R67m recovery order against Public Works plumbing contractor

    The Special Investigating Unit (SIU) has secured a recovery order of R67 million against a plumbing contractor associated with the Department of Public Works, preventing a potential loss of R33 million. 

    This action follows the Special Tribunal’s review, which led to the cancellation of contracts totaling R67 million that were awarded to Kroucamp Plumbers between 2015 and 2019. 

    These contracts were for services related to vacuum pumping of septic tanks and emergency interventions for sewage blockages.

    “The Tribunal has declared these contracts invalid and unlawful and has ordered the service provider to refund the funds received from the department in relation to these contracts,” a statement from the SIU read. 

    According to the SIU, the comprehensive financial recovery includes R46.6 million from invalid 2015 to 2017 contracts, and R20 million from unlawful 2017 to 2019 tenders.

    The Tribunal also dismissed a counterclaim of R33 million, which Kroucamp Plumbers had submitted against the department.

    “This counterclaim was effectively contested by the SIU, resulting in a favourable outcome for the department.” 

    The order follows an investigation conducted by the SIU, which uncovered a complex network of corruption involving falsified bidding documents, undisclosed conflicts of interest, and payments made to officials who manipulated the tendering process.

    “The investigation revealed that Kroucamp Plumbers misrepresented its Broad-Based Black Economic Empowerment (B-BBEE) status, submitted incomplete bidding information, and colluded with departmental officials to secure contracts totalling millions of rands.”

    In addition, the Tribunal determined that the company’s Director, Johannes Jacobus Kroucamp, exploited the corporate structure for personal gain, thereby jeopardising the interests of the State.

    “Judge David Makhoba emphasised the gravity of the misconduct, indicating that the tenders breached constitutional procurement regulations and eroded public trust. 

    “The ruling annuls both contracts and revokes the juristic personality of Kroucamp Plumbers, requiring the company to compensate the State for the financial losses incurred. Consequently, Mr Kroucamp may be held personally accountable for the company’s debts owed to the State,” the statement said.

    The SIU conducted its investigation into the Kroucamp Plumbers corruption case under Proclamation R20 of 2018. 

    “This proclamation authorised the SIU to investigate allegations of serious maladministration, improper conduct, and corruption in the awarding of tenders by the Department of Public Works and Infrastructure.”

    The SIU explained that it is also empowered to institute civil action in the High Court or a Special Tribunal to address any wrongdoing uncovered during investigations related to corruption, fraud or maladministration.

    In line with the Special Investigating Units and Special Tribunals Act 74 of 1996, the SIU refers any evidence of criminal conduct it uncovers to the National Prosecuting Authority for further action. – SAnews.gov.za

    The new “Superman” movie could not have happened without China, director James Gunn said at the film’s Beijing premiere Thursday, stressing the country’s significant influence on his filmmaking.

    “‘Superman’ is a movie for everybody across the world, and it’s especially for the people of China,” Gunn told the crowd at Beijing’s Taikoo Li Sanlitun, a popular shopping complex where the premiere was held. “China is the most important place for me in terms of where I learned to make movies and how I love to make movies.”

    Gunn, who also serves as co-chairman and co-CEO of DC Studios, elaborated, “It’s so important, and this movie would not exist without the great filmmakers of Hong Kong and the Chinese mainland. So I thank you so much for that.”

    Gunn has often spoken of his devotion to Chinese kung fu movies, especially classic films made in Hong Kong. In a separate interview with China.org.cn earlier Thursday, he said the roots and inspiration for his films can be traced to China, citing favorites such as Stephen Chow’s “Kung Fu Hustle,” Johnnie To’s “The Heroic Trio,” and movies featuring Jet Li or directed by Wong Kar-wai.

    “Even though I’ve only been to China once before, it’s like coming home to me,” Gunn said. “These are the movies that fueled this — it [‘Superman’] does not exist without this.”

    “If I exist for any reason, it’s to be able to have stories that I tell using Chinese and Eastern ways of storytelling and mixing that with Western ways of storytelling,” Gunn said. “That’s why it’s so important to me, and it’s what moved me to be a filmmaker.”

    Regarding his “Superman,” Gunn said, “I can’t wait for you guys to see the movie. It’s a movie about kindness in a world that isn’t always so kind.”

    The entrance of the Taikoo Li Sanlitun shopping complex was transformed into an immersive Superman experience for the premiere. The event featured giant posters, life-size character cutouts, looping trailers, and behind-the-scenes footage. Gunn attended the event alongside Peter Safran, co-chairman and co-CEO of DC Studios, to unveil an installation modeled on Superman’s Fortress of Solitude.

    Nearby, Emperor Group’s flagship cinema was also decorated with Superman-themed installations and posters. Industry leaders, fans and invited guests lined up for both the film’s first screening and a special interaction with Gunn and Safran. The event was connected to more than 1,000 screens across China for live audience engagement.

    “If you like ‘Guardians of the Galaxy,’ you will love this movie,” Safran said. “Superman is the original superhero. James has done something incredibly special with this film, and I think you’re going to love it.”

    Gunn’s “Superman” has opened to rave reviews from critics and audiences. In this reboot, when Superman becomes involved in conflicts both at home and abroad, his actions draw scrutiny. This gives tech billionaire Lex Luthor the chance to remove the Man of Steel once and for all.

    The film features dazzling action, humor and vibrant colors. Luthor, reporter Lois Lane and Superman’s dog Krypto contribute standout performances. Many critics say actor David Corenswet’s portrayal of Superman is more human and relatable than previous versions.

    “Superman” now holds an 82% critics’ approval rating from 267 reviews on Rotten Tomatoes, with audience scores reaching 95%. The film is widely seen as a successful reboot that launches the DC Universe’s ambitious new phase. Industry experts project it may earn more than $200 million worldwide during its opening weekend. The film opened across China on July 11.

    UK and France pledge joint funding for international biodiversity

    The UK and France reaffirm their leadership in nature finance with matched contributions to support the International Advisory Panel on Biodiversity Credits

    Following the UK-France Summit and the State Visit of President Macron, the UK and France have committed joint financial support for the International Advisory Panel on Biodiversity Credits (IAPB) to support its transition to an independent not-for-profit entity.

    The new funding will support the initiative as it works globally to unlock finance, and support IAPB’s ambitious programme through to COP30 in Belém, including a Policy Lab to help governments develop enabling regulatory frameworks for biodiversity credit markets. It will also advance guidance and standards for robust market infrastructure and grow IAPB’s Community of Practice as a key forum for project developers and practitioners.

    IAPB was co-launched by the UK and France in 2023 at the Summit for a New Global Financing Pact in Paris and brought together over 25 senior representatives from finance, business, science, NGOs, Indigenous Peoples, and local communities from more than a dozen countries. The Panel’s Framework for High Integrity Biodiversity Credit Markets, launched at CBD COP16 in Cali, Colombia, was well received globally, and featured 31 pilot projects showcasing how biodiversity credit markets are emerging worldwide. In June 2025, IAPB became fully operational as an independent not-for-profit entity.

    His Majesty King Charles III and President Emmanuel Macron have both expressed strong support for IAPB’s mission since its inception, underscoring the importance of international collaboration in protecting and restoring nature.

    The UK has committed £500,000 to support IAPB’s transition to an independent not-for-profit entity. The French Ministry of Environment, together with the French Treasury, has confirmed a matching contribution of €580,000.

    This joint commitment highlights the UK and France’s leadership in shaping nature markets and aligning finance with global biodiversity goals to deliver real outcomes for people and planet.

    Emergency services were called to the scene, between Webster Road and State Highway 5, about 4pm.

    Sadly, one person died at the scene.

    The road remains closed, and diversions are in place.
