  • MIL-OSI USA: NASA, International Astronauts Answer Questions from Florida Students

    Students in Big Pine Key, Florida, will have the chance to have NASA astronauts aboard the International Space Station answer their prerecorded questions.
    At 10:05 a.m. EDT on Monday, July 14, NASA astronaut Nicole Ayers and JAXA (Japan Aerospace Exploration Agency) astronaut Takuya Onishi will answer questions submitted by students.
    Watch the 20-minute Earth-to-space call on NASA STEM’s YouTube Channel.
    The event is hosted by the Seacamp Association of Big Pine Key, Florida, which provides immersive science lessons for youth interested in discovering the sea. The event will be attended by local Monroe County students, as well as national and international campers ages 10-17 years old. The goal of the event is to help students make connections between astronauts training in space and scientists working in the sea.

    For nearly 25 years, astronauts have continuously lived and worked aboard the space station, testing technologies, performing science, and developing skills needed to explore farther from Earth. Astronauts aboard the orbiting laboratory communicate with NASA’s Mission Control Center in Houston 24 hours a day through SCaN’s (Space Communications and Navigation) Near Space Network.
    Important research and technology investigations taking place aboard the space station benefit people on Earth and lay the groundwork for other agency missions. As part of NASA’s Artemis campaign, the agency will send astronauts to the Moon to prepare for future human exploration of Mars; inspiring Golden Age explorers and ensuring the United States continues to lead in space exploration and discovery.

    AUSTIN, Texas – Disaster assistance is now available to eligible survivors in Kerr County affected by the severe storms, straight-line winds and flooding that began July 2, 2025

    Under Individual Assistance, FEMA and the State may be able to provide several types of financial and direct assistance to individuals and families

    Assistance may include funding for residents and non-residents in Kerr County who sustained damage

    For example, non-residents may include out-of-state survivors who may have been visiting or staying in Kerr County at the time of the disaster

     Survivors may be eligible for:Other Needs Assistance (ONA)Medical/Dental: Money to help cover expenses related to disaster-caused injuries or illnesses

    This funding can also be used to help replace medical/dental equipment, breastfeeding equipment or prescribed medicine damaged or lost due to disaster

    ” Given the allegations of disciplinary disparity involving nonimmigrant students, the documents from Immigration and Customs Enforcement (ICE) demand that Harvard turn over relevant records, communications, and other documents relevant to the enforcement of immigration laws since January 1, 2020

    On April 16, 2025, Secretary Noem demanded Harvard provide information about the criminality and misconduct of foreign students on its campus

    Secretary Noem warned refusal to comply with this lawful order would result in SEVP termination

    On May 22, she ordered DHS to terminate the Harvard University’s Student and Exchange Visitor Program (SEVP) certification

    As Secretary Noem explained in a recent op-ed at the Washington Post, Harvard was given multiple chances to submit the requested information voluntarily and on its own timeline

    Because of the university’s repeated refusals, these subpoenas are the only option left for the Department

    Other universities and academic institutions that are asked to submit similar information should take note of Harvard’s actions, and the repercussions, when considering whether or not to comply with similar requests

    WASHINGTON—This week, Idaho Congressman Mike Simpson wrote an op-ed in the Washington Reporter regarding securing a stable, legal workforce for American agriculture. 
    “President Trump recently emphasized his commitment to protecting America’s farmers while removing violent criminals who have no place in our country. He is absolutely right. Our focus should remain on deporting dangerous criminals, not law-abiding farmers and ranchers.
    Let me be clear: making meaningful reforms to the H-2A visa program and establishing a strong, legal immigration workforce for agricultural producers is not an amnesty deal. Our country needs a stable labor force to protect our food supply and ensure farmers can continue to do their jobs.”

    Whether we realize it or not, every American depends on agriculture every single day. From the milk in our morning coffee to the produce on our dinner plates, our farmers and ranchers help meet the needs of millions of Americans. 
    Idaho is home to nearly 25,000 farms and ranches, producing more than 185 commodities. As the representative of one of the most productive agricultural districts in the nation, I have been proud to fight for the interests of farmers and ranchers in Washington. However, as I’ve spoken with farmers over the years, the most common issue brought to my attention is the need for a stable and reliable agricultural workforce. 
    Agriculture throughout the nation faces a growing workforce crisis. If Congress doesn’t act to reform our agricultural immigration system, all Americans will feel the painful impact. 
    That said, Americans nationwide felt the impact of President Biden’s disastrous open-border policies. Reforming this comprehensive immigration policy to create a stable and legal workforce was impossible under the Biden administration because President Biden’s policies created an unprecedented crisis.
    President Trump entered the Oval Office and secured the southern border. His administration has taken the necessary steps to remove dangerous illegal immigrants from our communities. It has sent a clear message to these individuals that they are no longer welcome to come into the United States. Our country is once again prioritizing the safety of border patrol agents, rural communities, and American families.
    President Trump recently emphasized his commitment to protecting America’s farmers while removing violent criminals who have no place in our country. He is absolutely right. Our focus should remain on deporting dangerous criminals, not law-abiding farmers and ranchers.
    Let me be clear: making meaningful reforms to the H-2A visa program and establishing a strong, legal immigration workforce for agricultural producers is not an amnesty deal. Our country needs a stable labor force to protect our food supply and ensure farmers can continue to do their jobs. 
    That’s why I have long supported the Farm Workforce Modernization Act, a bipartisan solution that will protect our farms and the nation’s food supply.
    This legislation is a common-sense fix to one of the most urgent challenges facing our farmers and ranchers. It has a record of bipartisan support, passing the House in both the 116th and 117th Congresses.
    This bill addresses undocumented workers, reforms the H-2A program to provide more flexibility for employers, consolidates the H-2A filing process, expands the H-2A program to include dairy and other year-round agricultural employment, and reduces labor costs by freezing wages for one year and capping future growth.
    Importantly, this bill does not circumvent the requirements to search for domestic workers first and maintains that employers looking to utilize the H-2A program must demonstrate that efforts to recruit U.S. workers were unsuccessful. 
    Additionally, the bill establishes a mandatory E-Verify system for all agricultural employment once the H-2A reforms are enacted, ensuring that future workers are authorized to be in the country.
    For anyone who doubts the importance of enacting the reforms in this legislation, I encourage them to speak with the people who farm and produce the food they put on tables nationwide. Additionally, I would like to ask: how much are you willing to pay for a gallon of milk? $4? $8? $12? $15?
    Farmers and producers are looking for certainty. The Farm Workforce Modernization Act provides the certainty they are seeking. And now that we finally have an administration that takes the border crisis and immigration seriously, it’s time for Congress to do its part.
    President Trump has always stood with our farmers, and I believe he is the only President with the courage to lead on this issue. I am ready to work with my colleagues in both parties to get the Farm Workforce Modernization Act across the finish line and to the President’s desk for his signature.
    Our farmers, ranchers, and producers feed and clothe the nation. For that, they deserve our action. It’s well past time we address this crisis, and President Trump has our support.

    he Oregon Department of Human Services (ODHS) is pleased to announce the appointment of George B. Lopez as the new Director of the Office of Tribal Affairs, effective July 7, 2025.

    Lopez joins ODHS with extensive experience in tribal governance and community leadership. Most recently, he served as General Manager for the Klamath Tribes, where he led key administrative and community-based programs, managed a multimillion-dollar budget, and played a leading role in advancing tribal sovereignty and partnerships across education, public safety, and infrastructure development.

    “This role is essential to ODHS’s continued collaboration with Oregon’s Nine Federally Recognized Tribes,” said ODHS Director Fariborz Pakseresht. “George brings a deep commitment to Tribal communities and a strong track record of advocacy across Oregon. His experience will be a tremendous asset as we strengthen our government-to-government relationships. We’re excited to welcome him to the team and confident he’ll help advance our mission in meaningful ways.”

    The appointment follows a comprehensive recruitment process and will ensure continuity in leadership and support for tribal engagement.

    California joins communities around the nation in recognizing July as Disability Pride Month, an opportunity to celebrate the many ways that people living with disabilities – whether visible or invisible, mobility or cognitive, vision or hearing, learning or sensory, developmental or acquired – add to the diversity and strength of our state.
     
    Observed in July, Disability Pride Month marks the anniversary of the Americans with Disabilities Act (ADA), a major civil rights milestone signed into law on July 26, 1990. Sponsored by California Congressman Tony Coelho, the ADA prohibits discrimination against individuals with disabilities in all areas of public life, removing barriers to employment, transportation, public services, and other critical areas.
     
    California is home to more than 7 million adults with disabilities and provides one in eight kids with disability services in schools. For decades, our state has played a pivotal role in promoting the inclusion and integration of people with disabilities in all aspects of life. In partnership with the Legislature, the Newsom Administration is working to expand educational opportunities, employment options, health, and homecare access, civil rights, and community living for people of all ages with disabilities. The state also continues to prioritize accessibility of all state services and is deepening our commitment to employment opportunities for people with disabilities within state service.

    Sacramento, CaliforniaHelping to address the dangers of driving under the influence of alcohol or drugs, Governor Gavin Newsom today announced more than $35 million in funding to nearly 150 local law enforcement agencies, local governments, crime laboratories, and nonprofit organizations to address the dangers of driving under the influence of alcohol and drugs.

    The majority of the funding will support combatting impaired driving in communities, such as drug recognition evaluator training to improve the identification of drug-impaired drivers, as well as localized public outreach efforts. 

    As the legal cannabis market continues to grow, so do the state’s efforts to ensure Californians are recreating responsibly. By supporting the organizations that enforce and amplify our laws on the ground, we can keep everyone safer.

    Governor Gavin Newsom

    Administered by the California Highway Patrol (CHP), the grant funding comes from the sale of cannabis and cannabis products in California. CHP administers grants for education, prevention and enforcement programs aimed at helping communities tackle impaired driving. Additionally, funds are available for crime laboratories that conduct forensic toxicology testing. 

    “This funding represents a major step forward in our ongoing mission to save lives and prevent impaired driving,” said CHP Commissioner Sean Duryee. “With over $35 million going to nearly 150 public safety partners across the state, we’re expanding our reach like never before. These resources will help those on the frontlines keep California’s roads safer for everyone.” 

    On top of combatting impaired driving in communities through trainings and public education campaigns, grant recipients will use the funds to inform local communities about impaired driving laws while highlighting the dangers of driving under the influence of alcohol and/or drugs. 

    Multiple recipients of two-year toxicology crime laboratory grants will use the funds to eliminate backlogs in analyzing forensic science evidence and to purchase or upgrade laboratory equipment to enhance testing capabilities.

    Four recipients of two-year medical examiner’s and coroner’s office grants will use the funds to improve and advance data collection in cases involving driving under the influence of alcohol and/or drugs.

    The growing cannabis market

    California’s regulated cannabis market is the largest in the world, fostering environmental stewardship, compliance-tested products, and fair labor practices, while driving economic growth and funding vital programs in education, public health, and environmental protection. The Department of Cannabis Control recently released a market outlook report that shows prices are stable, industry value is up, and the licensed market is growing.     Taking down illicit cannabis

    Reinforcing the state’s commitment to public safety, public health and the legal and regulated cannabis market, officials in 2024 seized $534 million worth of illegal cannabis. Through Governor Newsom’s Unified Cannabis Enforcement Task Force co-led by the Department of Cannabis Control, officials worked together to take down illegal cannabis operations, including residential illegal cultivation, and unlawful retail and delivery services.

    Since its inception in 2022, the Task Force has served 500 search warrants against illicit cannabis operations, seizing and destroying over $650 million in unlicensed cannabis. Operations have resulted in the eradication of more than 800,000 plants and over 220 tons of processed cannabis, along with the seizure of 190 firearms, more than $1 million in cash, and over 50 arrests statewide.

    The cannabis task force was established in 2022 by Governor Newsom to enhance collaboration and enforcement coordination between state, local, and federal partners. Partners on the task force include the Department of Cannabis Control, the Department of Pesticide Regulation, the Department of Toxic Substances Control, and the Department of Fish and Wildlife, among others. 

    Stronger enforcement. Serious penalties. Real consequences.

    California has invested $1.6 billion since 2019 to fight crime, help local governments hire more police, and improve public safety. In 2023, as part of California’s Public Safety Plan, the Governor announced the largest-ever investment to combat organized retail crime in state history, an annual 310% increase in proactive operations targeting organized retail crime, and special operations across the state to fight crime and improve public safety.

    Last August, Governor Newsom signed into law the most significant bipartisan legislation to crack down on property crime in modern California history. Building on the state’s robust laws and record public safety funding, these bipartisan bills offer new tools to bolster ongoing efforts to hold criminals accountable for smash-and-grab robberies, property crime, retail theft, and auto burglaries. While California’s crime rate remains at near historic lows, these laws help California adapt to evolving criminal tactics to ensure perpetrators are effectively held accountable.

  • MIL-OSI Europe: Press release – Parliament deplores the democratic backsliding and repression in Georgia

    After decades of democratic progress, MEPs now believe Georgia is a victim of state capture and repeat their calls for new parliamentary elections in the country.

    In a report adopted on Wednesday by 490 votes in favour, 147 against with 49 abstentions, Parliament says the rigged October 2024 parliamentary elections in Georgia marked a clear turning point towards an authoritarian government in the EU candidate country. This flawed election paved the way, they say, for the ruling Georgian Dream party to illicitly capture state institutions and remove democratic safeguards, push ahead with repressive legislation while also cracking down on political opponents, journalists, and peaceful protesters.

    With the Georgian government jeopardising the country’s EU accession path, the EU-Georgia Association Agreement.

    Georgia must return to the course of democratic reforms

    While calling on Georgian Dream to return to a democratic path and Euro-Atlantic integration, MEPs reiterate their solidarity with the Georgian people and their legitimate pro-European aspirations. MEPs emphasise that upcoming municipal elections do not present an opportunity to reflect the democratic choice of the Georgian people unless imprisoned and detained political opposition leaders are released and the elections are held in an improved electoral environment. They also express deep concern over Georgia’s current restrictive media environment and attacks on the political opposition, including declarations by leaders of Georgian Dream indicating their intention to declare opposition parties unconstitutional.

    “Sadly, we could not assess any progress by Georgia because, from having once been an inspiring leader among Eastern Partnership countries, Georgia has become a brutal dictatorship. Since the adoption of this report in committee, the situation has deteriorated: almost all leaders of the opposition have been detained and are in jail.     On Wednesday, Parliament adopted proposals to manage the growing influx into the EU of substandard and potentially dangerous cheap goods from non-EU web shops.

    The report adopted with 619 votes in favour, 26 against and 46 abstentions identifies ways to alleviate the pressure on customs and market surveillance authorities struggling to check and ensure the safety of the 12 million small e-commerce packages arriving in the EU every day.

    Warehousing and removal of customs tax exemptions

    So-called “warehousing might be one helpful solution to check and ensure the safety of packages, MEPs say. This would involve convincing non-EU traders to set up warehouses inside the EU to process client deliveries. Checking their bulk shipments of similar goods into these EU-based warehouses would be considerably easier than checking individual packages coming to the EU from third countries.

    MEPs also support the removal of the current customs duty exemption for goods worth less than €150 in the framework of the wider Customs Code reform, as approximately 65% of parcels entering the EU are deliberately undervalued.

    Handling fee for small e-commerce parcels

    The report cautiously supports the Commission’s proposal to impose a €2 handling fee for individual e-commerce packages from outside the EU, as announced in its communication on e-commerce. MEPs want the Commission to verify that this amount is proportionate, compliant with WTO rules, and would not be passed on to EU consumers.

    Digitalisation and better rules enforcement

    The report also suggests that digitalisation and especially the use of new AI tools and block chain technology might ease the customs overload and make checks more efficient. MEPs urge EU member states to allocate more money to customs authorities for the uptake of these new tools. They call on the EU to focus on implementing existing rules and make sure platforms fulfil their obligations.

    MEPs also want member states to restrict high-risk vendors from operating in their critical infrastructure and border security systems, such as for the procurement of security screening and cargo scanning equipment used at airports and ports.

    Next steps

    Some of the proposals adopted today will be discussed during the negotiations between Parliament and Council on a major reform of Union’s Customs Code that started yesterday on 8 July 2025.

  • MIL-OSI Europe: Press release – MEPs support EU aid worth €280 million for flood-stricken countries

    Parliament adopted a proposal to unlock €280 million of EU Solidarity Fund money to assist countries affected by devastating floods in 2024.

    On Wednesday, MEPs with 643 votes in favour, 13 against, and 35 abstentions endorsed a Commission proposal to provide financial help to Austria, Poland, Czechia, Slovakia, Moldova, and Bosnia and Herzegovina to deal with the consequences of severe flooding in September and October 2024.

    The € 280,740,903 in aid from the European Union Solidarity Fund (EUSF) will be distributed as follows:

    • Austria: €42.8 million
    • Czechia: €114 million
    • Poland: €76 million
    • Slovakia: €2.1 million
    • Bosnia and Herzegovina: €45.7 million
    • Moldova: €195,200

    The funds will support a wide range of recovery measures, including infrastructure repair, temporary accommodation, improvements to preventive infrastructure, protecting cultural heritage sites, and clean-up operations.

    MEPs expressed their deepest solidarity with the victims, their families, and all the individuals affected by the destructive floods. They also said the Commission should substantially expand the EUSF budget or its equivalent in its upcoming proposal on the new EU long-term budget (MFF). MEPs also added that the EU should continue to address climate change adaptation and mitigation by supporting European and national policies to prevent natural disasters.

    On Wednesday, MEPs stressed that cohesion and agriculture policies must remain strong and distinct in the EU’s long-term budget (MFF), ahead of next week’s Commission proposal.

    Commissioner for Budget, Anti-Fraud and Public Administration Piotr Serafin told MEPs “we are united in belief that EU budget has to be modernised, the world around us is changing rapidly, and new challenges require smarter responses.” This means, he said, a more flexible and simple multiannual financial framework (MFF). In the search for flexibility, predictability must be preserved as well, he added, noting that the national and regional partnership plans could help achieve that. The EU must also face the debate on new revenue sources, as from 2028 onwards, around €25 billion will be committed annually to repaying loans from the NextGenerationEU instrument. He advocated new revenues that neither overburden national budgets, nor create extensive financial obligations

    Siegfried Mureșan (EPP, RO), co-rapporteur for the MFF file, said that, while the budget needs to be open to unexpected developments, it must also offer certainty to those who invest and keep the economy going, and to farmers, students, researchers and small and medium-sized enterprises. Mureșan said the “Parliament’s utmost priority is that the identity and strength of the common agriculture and cohesion policies be preserved.” This entails a distinct budget for farmers, separate legal bases for cohesion and agriculture, and a clear role for regions in cohesion policy. “You cannot have security without food security and you cannot have a competitive economy without an investment policy. This is why our traditional policies, the common agriculture policy and the cohesion policy are today more relevant than ever,” he said. Mureșan added that the EU also needs to improve its security and defence, for which only 1.2% of the previous MFF was allocated. “Our new priorities have to be security, defence, and competitiveness, and these are interlinked,” Mureșan said.

    Article 162 of the EU Treaty underscores that it is a key instrument to strengthen the social dimension of the EU. “Nor do we want to fragment cohesion policy, which must continue to be the EU’s main investment tool“, she said, noting that only if the current financing level is maintained can the EU stay competitive and resilient.

    During the debate, MEPs also asked the Commission to focus on modernisation and reform, ensure simplification and transparency, cut bureaucracy and insist on efficiency and better spending of available resources. They insisted the new EU budget should be able to tackle current challenges in agriculture, deal with migration, protect cohesion and enhance growth without hurting employment and social standards. Some speakers insisted on involving regional and local authorities and non-profit sector institutions in budget decision-making to ensure a balanced and inclusive outcome for the benefit of EU citizens.

    Others called for new own resources for the EU and increased investment, including private investment in defence, green and social objectives and infrastructure. The Commission should, in their view, take citizens’ concerns seriously and enhance the fight against poverty and climate change, support education, health and research, and boost innovation, energy and digital security.

    Parliament adopted its priorities on the post-2027 long-term budget during the May plenary session. The co-rapporteurs will hold a press conference on Tuesday 15 July at 09:30 in the Parliament’s press conference room in Brussels, on Parliament’s key points ahead of the Commission’s proposal expected the next day. To be adopted, the next long-term budget will need the approval of the Parliament, granted by a majority of its component members.

  • MIL-OSI Security: Former Northridge Insurance Agent Sentenced to More Than 4 Years in Prison for $3.7 Million Fine Art Insurance Policy Scam

    LOS ANGELES – A Nevada woman was sentenced today to 50 months in federal prison for defrauding a lender out of $3.7 million by submitting bogus applications for fine art insurance policies for commercial clients, but instead using the money for herself.

    Tonja Van Roy, 59, of Las Vegas, but who formerly operated a Northridge-based insurance agency, was sentenced today by United States District Judge Stephen V. Wilson, who also ordered her to pay $1,880,237 in restitution.

    Van Roy pleaded guilty on January 6 to one count of wire fraud.

    According to court documents, Van Roy owned and ran Pegasus Insurance, a Northridge company that specialized in insurance policies covering art collections. From January 2021 to December 2023, Van Roy created and submitted dozens of fraudulent finance agreements to AFCO Credit Corp., a Lake Forest, Illinois-based provider of insurance premium finance, purportedly to finance insurance policies she claimed to have sold to art galleries.

    Van Roy made up the insurance policy numbers she used and forged the electronic signatures for fictitious insureds. She used the borrowed money to fund her lifestyle, which included payments on dozens of credit cards. When the loans from AFCO came due, Van Roy submitted additional fraudulent finance agreements to AFCO, and used the proceeds from the new loans to make it appear as though the old loans had been repaid.

    “[Van Roy] embarked on a sophisticated, multiyear scheme to borrow fraudulently over $3.7 million dollars using her insider’s knowledge of the insurance industry,” prosecutors argued in a sentencing memorandum. “[She] has more than 25 years of experience working as an insurance agent, during which time she sold countless insurance policies and worked for many different insurance agencies before founding her own; she had an expert’s understanding of the industry, which allowed her to manipulate her victims and avoid detection for years.”

    Homeland Security Investigations and the California Department of Insurance investigated this matter.

  • MIL-OSI Security: Former bank employee arrested, charged with illegally accessing customer accounts and stealing hundreds of thousands of dollars

    ROCHESTER, N.Y. – U.S. Attorney Michael DiGiacomo announced today that Damani Brown, 28, of Rochester, NY, was arrested and charged by criminal complaint with conspiracy, aggravated identity theft, access device fraud and conspiracy to commit access device fraud, computer fraud and conspiracy to commit computer fraud, and bank fraud and conspiracy to commit bank fraud, which carry a maximum penalty of 30 years in prison and a $1,000,000 fine.

    Assistant U.S. Attorney Meghan K. McGuire, who is handling the case, stated that according to the complaint, in August 2024, a Rochester area bank reported to the FBI that, over a couple of weeks in July and August, someone accessed the online accounts of approximately 12 customers and transferred funds out of those accounts. Following an internal review, the bank determined that Brown, a bank employee, used his employee credentials to look up each of the victim accounts around the time that the accounts were unlawfully accessed. Brown was able to see whether the victim customers had ever registered their online accounts, their bank member number and social security number. Shortly after Brown performed a lookup, a co-conspirator registered the victim customer’s online account.

    In total, Brown and/or his co-conspirator transferred approximately $477,000 from the 12 accounts without the knowledge or consent of the customers. The money was transferred to other, third-party accounts at the bank, and ultimately, approximately $327,000 was withdrawn as cash from various local branches or funds were transferred through CashApp. Within a few days of these fraudulent transfers, a number of the victims contacted the bank to report the unauthorized activity on their accounts.

    In January 2025, the FBI obtained a warrant to search Google Accounts associated with the thefts. Investigators recovered verification emails sent from the bank containing one-time password codes and notification emails sent from the bank with updates regarding the online accounts, including email updates, password resets, and account freezes.

    The complaint is the result of an investigation by the Federal Bureau of Investigation, under the direction of Acting Special Agent-in-Charge Mark Grimm.

    The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

  • MIL-OSI Security: Mexican National With Five Prior Deportations Sentenced To Prison For Illegally Reentering The United States

    LAS VEGAS – A Mexican national was sentenced today by United States District Judge James C. Mahan to 24 months in prison followed by three years of supervised release for illegally reentering the United States after being removed from the country on five prior occasions.

    According to court documents and statements made in court, Santos Esparza-Torres was found by immigration officials, after he was previously deported on or about October 29, 2005, September 18, 2008, September 24, 2019, January 17, 2020, and April 16, 2020. Esparza-Torres came into ICE custody in 2024, while serving a state sentence on a conviction for conspiracy to violate uniform controlled substances act. Esparza-Torres will be eligible for parole on his state drug conviction in March of 2026, and will then serve his 24-month Federal sentence.

    Esparza-Torres pleaded guilty to one count of Deported Alien Found in the United States. This was his second such conviction, as he was convicted in 2020 in the Southern District of California for the same crime.

    United States Attorney Sigal Chattah for the District of Nevada and Salt Lake City Field Office Director Jason Knight made the announcement. 

    The ICE Salt Lake City, Las Vegas Sub-Office investigated the case; and the United States Attorney’s Office for the District of Nevada prosecuted the case.

    The FBI stands united with our Texas Hill Country communities and those who have been impacted by the devastating floods of July 4. We urge the public to be aware of and vigilantly guard against fraud schemes that commonly emerge in the wake of major disasters.

    Unfortunately, after major catastrophic events it is common for scammers to seek opportunities to take advantage of the charitable public who generously contribute to recovery efforts. Fraudsters capitalize on the goodness of regular Americans by posing as charities or humanitarian aid organizations where fraudulent donations can be solicited in person, online, or via cryptocurrency. 

    In 2024, the FBI Internet Crime Complaint Center (IC3) received more than 4,500 complaints representing approximately $96 million in losses from fraudulent charities and disaster relief campaigns.

    “Tragically, natural disasters often create ideal situations for opportunistic criminals to prey on those experiencing profound loss or those offering assistance to others,” said FBI San Antonio Special Agent in Charge Aaron Tapp. “Scammers who view this heartbreaking disaster as an illicit financial opportunity will be identified and held accountable. They should know that the FBI and our partners will use every tool at our disposal to stop them or anyone else who seeks to use this disaster for personal gain.”

    “In the wake of tragedies like the one residents and visitors to the Texas Hill Country recently experienced, the worst elements of our society often look to take advantage of those who have lost everything,” said U.S. Attorney Justin R.     Sometimes, scammers offer to help victims secure government-provided temporary housing if the resident pays a small fee to reserve a space or as a security deposit on a key. Other scams include unsolicited work crews who show up unannounced offering to do quick repair work. Contact your insurance company before hiring anyone, and make sure the company you hire is licensed and bonded. 

    Do your own research before you donate. Best practices include, but are not limited to:

    • Donate to charities you know and trust.
    • Designate the donation for a specific disaster relief effort as opposed to a general fund.
    • Practice good cyber hygiene. Never click on links or open attachments in unsolicited emails, texts, or social media posts. To protect against common scam tactics such as Smishing, Vishing, and Spear Phishing, see – ic3.gov-PSA
    • Verify the legitimacy of any solicitation by contacting the organization directly through a trusted contact number.
    • Beware of organizations with names that are similar to, but not exactly the same as, those of reputable charities.
    • Avoid charities that ask for you to pay by cash, gift card, virtual currency, or wire transfer.
    • Pay by credit card or write a check directly to the charity; do not make checks payable to individuals.
    • Know that most legitimate charity websites end in “.org” rather than “.com.”
    • Make contributions directly; do not rely on others to make a contribution on your behalf.
    • Utilize resources provided by the Federal Trade Commission to learn how you can donate safely and avoid scams.

  • MIL-OSI NGOs: Ten Years On: Reflections on the Silent Crisis in Burundi

    It has been 10 years since a political crisis erupted in Burundi. Peaceful demonstrations against a controversial third term in office by the late president, Pierre Nkurunziza, were met with brutal repression by security forces. An attempted coup, while Nkurunziza attended a meeting in Tanzania, intensified the government’s violent response, leading to scores of targeted killings, torture, enforced disappearances and sexual violence. Ten years on, the country is yet to reckon with and move on from these events.

    It is in this context that Burundians were called to the polls on 5 June for legislative and local elections. Key opposition leaders, including former warlord Agathon Rwasa, along with their political parties, were barred from participating.  The ruling party, the Conseil National pour la Défense de la Démocratie (CNDD-FDD), claimed a landslide victory, with over 96% of the vote, according to final results confirmed by the Constitutional Court.

    The impunity that followed Burundi’s 2015 crisis has emboldened authorities to continue repressing peaceful dissent and violating other human rights with little consequence. Despite periods of relative calm since the 2020 elections and the death of former President Nkurunziza, systemic abuses persist, including arbitrary arrests, enforced disappearances, extrajudicial killings, and the silencing of civil society and the media. The repressive structures established before and during the 2015 crisis remain intact, with the Imbonerakure youth league continuing to intimidate and assault perceived opponents. Recent incidents such as the sentencing of Dr. Christopher Sahabo on politically motivated charges, attacks on journalists like Willy Kwizera, and President Ndayishimiye’s inflammatory rhetoric against human rights defenders and LGBTIQ+ people, underscore how a lack of accountability for past crimes has sustained a culture of repression and fear.

    A Crisis Rooted in Political Exclusion and Impunity

    The 2015 crisis did not arise in a void. It was the result of deep-seated political tensions, a history of exclusionary governance, and a legacy of impunity for human rights abuses and violations. Many people believe that the ruling party’s decision to ignore the Arusha Accords of 2000, (an agreement that had helped restore peace after a decade-long civil war), by extending presidential term limits without national consensus was a significant breach of trust and violated the social contract established with Burundians.

    The impunity that followed Burundi’s 2015 crisis has emboldened authorities to continue repressing peaceful dissent and violating other human rights with little consequence.

    In our investigations following the events of 2015, Amnesty International uncovered mass graves that concealed evidence of horrific massacres. More than 400,000 people fled the country, with many still living in exile today. Despite efforts at political dialogue, supported by regional institutions like the East African Community, there has been little to no meaningful accountability for the abuses committed before, during and after the crisis. The failure to ensure that suspected perpetrators are brought to justice and victims are provided with access to justice and effective remedies has left wounds unhealed, and undermined trust in national and regional institutions.

    Imperative for Justice and Accountability

    The lack of independent investigations and judicial action on past and present abuses highlights a broader crisis of accountability in Burundi. Since 2015, the National Human Rights Commission has faced allegations of inaction at a time when many placed their last hopes for a semblance of justice in it. On 5 May, the National Assembly elected new commissioners to lead the national human rights body. The newly established team must fulfil their duty to investigate abuses and violations and assist the Burundian government in upholding its human rights obligations.

    Justice and accountability are not only a moral imperative, but a necessity for sustainable peace in Burundi and the African Great Lakes region. The country cannot move forward without a genuine reckoning with its past. The critical work of the Truth and Reconciliation Commission must not be used to advance the interests of the ruling party but deliver the truth and true reconciliation of the people of Burundi. This must go hand in hand with justice and accountability mechanisms, as recommended in the Arusha Accords, including the establishment of a Special Tribunal.  

    The country has all to gain by engaging in a genuine and inclusive dialogue that involves all stakeholders, including political actors, civil society, women and young people to restore trust and build a shared vision for the future.

    It is also time for the government to show a commitment to human rights and the rule of law by ensuring independent judicial investigations and cooperating with regional and international bodies, including the International Criminal Court, which opened an investigation into the Burundi situation in October 2017. It must implement the recommendations of the 2015 African Commission on Human and Peoples’ Rights’ fact-finding mission report, which emphasized the need for accountability for past and present crimes to address the issue of impunity in the country.

    Beyond justice, Burundi urgently needs a comprehensive human rights and rule of law-based solution to address the root causes of conflict and division. The country has all to gain by engaging in a genuine and inclusive dialogue that involves all stakeholders, including political actors, civil society, women and young people to restore trust and build a shared vision for the future.

    Key principles of the 2000 Arusha Accords on respect for human rights and national unity remain as relevant today as they were 25 years ago. Reviving this spirit of dialogue is critical if Burundi is to escape the cycle of crisis and repression.

    Ten years on, we honor the memory of those who suffered and continue to suffer the consequences of the 2015 crisis and previous cycles of violence. Justice delayed is a hindrance to healing, social cohesion, and the stability of the country and the region.

    In working with NOV to install a robotics system on one of its land rigs in Canada, Precision Drilling faced several non-technical challenges. Specifically, the project emphasized the importance of tempering expectations on what the system could do, as well as the importance of securing strategic alignment with both the vendor and the operator early on in order to actualize ideas effectively.

    Speaking with DC from the 2025 IADC World Drilling Conference, Robert Houston, VP of Operations at Precision Drilling, talked about these challenges, as well as how the technologies impacted multiple key performance indicators. Mr Houston also discussed potential performance gains that robotics systems in general can provide to drilling contractors.

    The introduction of AI and cloud computing platforms has allowed the drilling industry to link previously isolated operational technology (OT) systems onboard rigs. This integration presents both opportunities and challenges with regards to cybersecurity. It will be critical for drillers to understand how they can effectively mitigate the potential cyber risks and enhance their overall security as AI and the cloud become more integral to their operations, said Mate Csorba, Lead Cybersecurity Specialist at DNV.

    In this interview with DC from the 2025 IADC World Drilling Conference, Mr Csorba outlined what he called the “blurring of borders” between OT systems and IT (information technology) systems, as well as the short-, mid- and long-term use cases for AI in drilling. He also discussed the role AI may or may not play in cybersecurity.

    Federal drilling permits rise as U.S. oil production surges to new records!

    President Trump’s declaration of an energy emergency has helped clear hurdles and push the U.S. to the fastest rate of new oil and gas drilling permits in years, running 44% ahead of the Biden administration at the same point in his term.

    As of 18 June, the Interior Department had approved 2,990 permits on federal and indigenous lands, compared with 2,071 for President Biden in 2021, according to government data. Under President Trump, that works out to roughly 600 permits monthly, a pace that hasn’t been reached in nearly two decades.

    These permitting figures underscore a shift in this administration’s energy strategy – from the Biden administration’s approach, which used a range of tools to constrain oil and gas production, to one that allows producers greater freedom and flexibility to make production decisions based on market conditions.

    During the transition from President Biden, the U.S. was already the global leader, producing more crude than any other country ever. President Trump declared an energy emergency, nonetheless, stating Americans were vulnerable to high energy prices and the U.S. was too dependent on foreign sources. Thus, Trump revoked some environmental restrictions, ordered reviews of others and called for departments to streamline the permitting process. The Interior Department announced emergency permitting reforms in April of this year to reduce the process to 28 days, a process that averaged more than 250 days under President Biden.

    The United States is currently producing around 13.4 million barrels of crude oil per day. This represents a new record for the country, and it is more than any other nation has ever produced according to the U.S. Energy Information Administration.

    Prime Minister Narendra Modi addressed Namibia’s National Assembly in Windhoek on Wednesday, opening his remarks with a greeting in Oshiwambo, “Omwa Uhala Po Nawa” — meaning “Good Afternoon”. PM Modi thanked the Speaker, the Namibian leadership and lawmakers for the invitation, describing the chamber as a “temple of democracy”.

    Speaking in the Assembly, PM Modi congratulated Namibia on electing its first woman president, Netumbo Nandi-Ndaitwah, and drew comparisons with India’s own record of inclusivity. “It is the power of India’s Constitution that a daughter from a poor tribal family is today the President of India,” the Prime Minister said, referring to President Droupadi Murmu. “When you have nothing, the Constitution gives you everything.”

    Paying tribute to Namibia’s Founding Father, the late President Sam Nujoma, PM Modi recalled his vision of a just, equal and independent Namibia. He also honoured the memory of freedom fighters such as Hosea Kutako, Hendrik Witbooi and Mandume Ya Ndemufayo, underlining India’s solidarity with Namibia during its liberation struggle.

    The PM noted that India raised the issue of South West Africa at the United Nations even before its own independence and provided crucial support to SWAPO, hosting its first foreign diplomatic office in New Delhi. He also highlighted the contribution of Lieutenant General Diwan Prem Chand, who led the UN peacekeeping force in Namibia.

    Quoting Namibian poet Mvula ya Nangolo, he described Namibia’s parliament and its democracy as living monuments to freedom.

    Reaffirming the strong bonds between the two nations, PM Modi described India and Namibia as partners shaped by similar histories of colonial rule and a shared commitment to dignity, freedom and democracy. He expressed gratitude for receiving Namibia’s highest civilian honour, describing the gesture as a symbol of enduring friendship.

    The Prime Minister stressed India’s support for Namibia’s Vision 2030 and the Harambee Prosperity Plan, noting that over 1,700 Namibians have benefited from Indian scholarships and training programmes. He underlined India’s focus on capacity-building through institutions such as the Centre of Excellence in IT and defence training programmes.

    Highlighting growing economic ties, PM Modi noted that bilateral trade has surpassed $800 million and expressed optimism for greater growth. “But just like on the cricket field, we are only warming up — we will score faster and score more,” he stressed.

    PM Modi also welcomed Namibia’s adoption of India’s Unified Payments Interface (UPI), saying it would empower ordinary Namibians to make fast, secure digital transactions. The PM pointed to the upcoming Entrepreneurship Development Centre in Namibia as a hub for nurturing business ideas and expanding opportunities for young Namibians.

    PM Modi also underscored healthcare cooperation, mentioning India’s flagship health insurance scheme, Ayushman Bharat, which covers nearly 500 million people, and offered to share affordable medicines through India’s Jan Aushadhi programme. He announced India’s readiness to supply Namibia with a Bhabhatron radiotherapy machine for advanced cancer care and expressed hope that Namibia would benefit from India’s initiatives in digital health and capacity-building.

    The PM thanked Namibia for its support in India’s cheetah reintroduction project and shared that the translocated cheetahs have adapted well in their new home, symbolising the two countries’ shared commitment to conservation.

    Welcoming Namibia’s decision to join global initiatives such as the International Solar Alliance, the Coalition for Disaster Resilient Infrastructure, the Global Biofuels Alliance and the International Big Cats Alliance, PM Modi described these as examples of cooperation for sustainable development.

    Speaking on India’s partnership with Africa, the Prime Minister reiterated the ten principles guiding India’s engagement with the continent — rooted in respect, equality and mutual benefit. He underscored India’s role in supporting Africa’s industrialisation under Agenda 2063 and its commitment to building local skills, creating jobs and promoting innovation.

    PM Modi called for the Global South to shape its own future, saying that India’s development journey is proof that nations can succeed on their own terms without compromising their identity. He urged both nations to work together as partners for peace, progress and prosperity, envisioning a future guided by partnership, dialogue and equity. “Let us move forward as partners, so that our children inherit not only the freedom we fought for, but also the future we build together,” he said.

    Additionally, PM Modi wished Namibia success in co-hosting the 2027 Cricket World Cup, playfully adding that India’s cricketing expertise is just a phone call away if Namibia’s national team, the Eagles, ever needs it.

    “The best days of India–Namibia relations are ahead of us,” PM Modi said, expressing confidence in the shared journey from freedom to a future of dignity and opportunity for both nations.

    Government action to speed up compensation for LGBT veterans

    LGBT military personnel who faced dismissal, discharge or mistreatment due to their sexuality while serving between 1967 and 2000 will receive financial support faster following improvements to the Government’s financial recognition scheme.

    • Increase in dedicated staff will accelerate applications and process payments faster  

    • New automated payment system is being built to eliminate processing delays and administrative bottlenecks  

    • Financial recognition scheme will provide support for LGBT military personnel who faced dismissal, discharge or mistreatment while serving between 1967 – 2000. 

    LGBT military personnel who faced dismissal, discharge or mistreatment due to their sexuality while serving between 1967 and 2000 will receive financial support faster following improvements to the Government’s financial recognition scheme. 

    The UK Government has increased dedicated staff by adding a further five workers, almost doubling the size of the existing team, to accelerate application reviews and process payments more quickly. The expanded team will focus on expediting the creation of applicant case files and processing of applications.  

    To address processing concerns, the Government is also introducing two other key measures as part of its efforts to ensure veterans receive timely recognition for past injustices:  

    • An automated payments system is being built to streamline the process, significantly reducing administrative bottlenecks and minimising errors. This system will ensure payments are made accurately and promptly once approved.  

    • Independent Panel sittings will double to two per week to accelerate the review of cases requiring assessment, particularly for those seeking recognition payments of up to £20,000 for harm experienced beyond dismissal or discharge.  
        The Government remains driven to ensure every recommendation of Lord Etherton’s review is fully implemented. As of July 2025, Defence has completed 42 of the 49 recommendations and two other remaining recommendations will be completed by the end of the year.  

    This action demonstrates the Government’s Plan for Change in practice – delivering on the commitment to strengthen national security by ensuring we maintain the trust and confidence of all those who serve our country.

    We deeply regret the treatment of LGBT serving personnel between 1967 and 2000 which was wholly unacceptable.  

    We have been prioritising payments to the elderly and those with serious health conditions to ensure they receive support as quickly as possible.

    We’re taking decisive action to ensure LGBT veterans receive the recognition they deserve by increasing staff resources, implementing an automated payment system, and doubling panel reviews.   

    This scheme acknowledges the sacrifices of those who faced discrimination while serving. I urge all affected veterans to apply through the GOV.UK portal as we remain fully committed to implementing Lord Etherton’s recommendations, and righting these historic wrongs, as part of our Government’s commitment to renew the nation’s contract with those who have served.

    The further support for LGBT Veterans comes off the back of the government’s historic commitment to increase defence spending to 2.6% of GDP by 2027, demonstrating the Government’s commitment to renew the nation’s contract with those who have served. 

    The scheme, launched by the Government in December, goes beyond financial recognition – it also acknowledges the sacrifices and injustices faced by LGBT veterans and ensures their experiences are recognised and valued. This can include, but not limited to, having a restoration of rank, letters of apologies, among other forms of recognition.   

    All veterans affected by the ban while serving between 1967 and 2000 are urged to read the guidance and apply via the Veterans of the LGBT Ban: Financial Recognition Scheme page on GOV.UK.

    At a press conference held on July 7, Maxim Liksutov, Deputy Mayor of Moscow for Transport and Industry, gave comprehensive answers to key questions about the development of urban transport.

    Major Metro Upgrades:

    – The share of upgraded rolling stock in the Moscow Metro has reached 77%.

    – So far this year, 144 Moskva-2024 cars have been delivered, with another 128 expected by the end of the year.

    – In 2025, Russia’s first passenger-carrying autonomous tram will start operating; by 2035, the entire tram fleet will be autonomous.

    – The metro is implementing the “Sfera” video analytics system, which has already helped locate 17,000 criminals and 2,000 missing people, including children.

    Regular River Transport:

    – In just two years of operation, Moscow’s regular river routes have made the city a global leader: no other metropolis has a comparable electric water transport system.

    – More than 2 million passengers have used river transport, far exceeding the city’s expectations.

    – The capital already operates three routes and 29 electric vessels; by 2030, the fleet will grow to 60 vessels and four new routes will be added.

    – The recently launched “Novospasskiy — ZIL” route has already completed about 15,000 trips.

    A New Future for the Monorail — Park in the Sky:

    – Over 71% of Muscovites supported the creation of Russia’s first year-round park on the former monorail line.

    – The new 40,000 sq. m park will connect five districts and become a new city landmark with running tracks, alleys, cafes, and relaxation zones.

    – Some monorail cars will be preserved as historical monuments, and staff will receive new jobs in the metro.

    Major Infrastructure Projects:

    – In 2026, reconstruction of Yaroslavsky Railway Station will begin, lasting 2.5 years, expanding passenger areas and integrating the station into the city’s transport system.

    – In New Moscow, the country’s first cluster for the production of battery cells for electric transport is being built, which will cover almost all the needs of the Central Federal District.

    Micromobility Development:

    – Around 350 slow zones for e-scooters are in operation in Moscow, where speed is limited to 5–15 km/h.

    – In just 3.5 months, users made over 32 million e-scooter trips; the number of serious accidents fell by 25% thanks to comprehensive safety measures.

    – Mandatory verification through Mos ID was introduced, allowing the blocking of 32,000 underage accounts.

    – During the season, 39,000 fines were issued and 46,000 violators’ accounts were blocked.
