    As part of its brownfield first approach to development, the government has announced plans to support and expedite approval of urban sites, such as car parks.

    As signalled in the National Planning Policy Framework consultation, the government is taking further steps toward the introduction of an effective ‘brownfield passport’ to ensure where proposals meet design and quality standards, the default answer is yes.

    A call for evidence will be launched on options to further increase certainty in relation to brownfield development. These will include bold proposals that provide far greater clarity as to the principle, scale, and form of brownfield development with a view to lowering the risk, cost and uncertainty associated with securing planning permissions. 

    The options will then be discussed with key stakeholders, before specific proposals are consulted on, and any new policies implemented.

    As part of its ambition to deliver 1.5 million homes this Parliament, the Government has already taken steps to deliver on its brownfield first approach through the NPPF consultation, setting out changes to clarify brownfield development is acceptable in principle. The consultation closes on 24 September.

         The Civil Service Bureau’s (CSB) Volunteer Team today (September 22) helped the Hong Kong Society for the Deaf to organise “Hong Kong Sign Language Day 2024” games at a shopping mall in Tai Wai, where members of the public could learn sign language and play games to encourage them to communicate more with the hearing impaired.      Speaking at the opening ceremony, the Secretary for the Civil Service, Mrs Ingrid Yeung, said, “In less than 10 days, we will celebrate the National Day. This year marks the 75th anniversary of the founding of the People’s Republic of China (PRC), a joyous occasion that fills every Chinese with pride. To celebrate with the public, the CSB has actively co-ordinated the event of ‘Civil Service Volunteer Service in Celebration of the Founding of the PRC’. Seventy-five volunteer teams from government bureaux and departments will organise or participate in volunteer services with the theme of celebrating the 75th anniversary of the founding of the PRC. About 4,500 volunteers from the 75 teams will organise and participate in various activities from September to November to share the joy of the National Day with the public, foster a sense of patriotism in the community, and provide care for the needy.      “The volunteer teams will organise a wide variety of volunteer services. In addition to festive events, these activities will include visits and guided tours, care visits, interest classes, handicraft workshops and sports activities. Around 34,000 target participants will benefit from the activities, including the elderly, children and young people, grassroots families, people with disabilities and ethnic minorities.”      Today’s event featured display boards introducing sign language related to the country, with designs incorporating Chinese elements. Volunteers and sign-language teachers led the public in learning sign language for words related to National Day through simple games. Mrs Yeung also joined CSB volunteers in learning sign-language phrases like “75th anniversary”, “panda” and “Hong Kong, China” under the guidance of a sign-language teacher.      Civil servants’ participation in voluntary services not only demonstrates their care for those in need in the community, but also has a positive impact on strengthening team spirit and boosting staff morale in the civil service, as well as deepening civil servants’ understanding of the needs of the public from different angles, enabling them to provide public services in their respective posts in a more targeted manner and better meeting the needs of people. This year the CSB launched the Civil Service Volunteer Commendation Scheme to recognise civil service volunteer teams and individuals for their outstanding achievements and contributions in participating in and promoting volunteer services. This scheme includes awards for volunteer teams and individuals. A total of 14 teams and 337 individuals have been selected for awards in this inaugural scheme. An award presentation ceremony will be held at a later date.      The CSB encourages volunteer teams to strengthen collaboration with different sectors of the community to maximise the synergy in promoting volunteerism and using their spare time to help those in need. Today’s event was one such example.

  • MIL-OSI China: At least 30 killed, 17 injured in coal mine blast in E. Iran

    At least 30 people have died and 17 others injured in an explosion at a coal mine in the eastern Iranian province of South Khorasan, the semi-official Fars news agency reported Sunday.

    The blast occurred at the mine belonging to the Madanjoo Company in Tabas County at about 21:00 local time (1730 GMT) on Saturday due to a rise in the amount of methane gas in one of the tunnels, Fars quoted Mohammad-Ali Akhoundi, director general of the provincial crisis management headquarters, as saying in an address to reporters on Sunday morning.

    He said that at the time of the explosion, 69 miners were working at the scene.

    Earlier on Sunday, Akhoundi said 40 equipped teams were providing rescue services, putting the number of the rescuers at 100. Two ambulance buses and 13 ambulances were present.

    Iranian Interior Minister Eskandar Momeni, in a phone call with South Khorasan’s Governor Javad Ghenaat, ordered him to mobilize all provincial facilities and resources to accelerate rescue and relief operations, the official news agency IRNA reported.

    Elias Hazrati, head of the Iranian government’s Information Council, said President Masoud Pezeshkian has issued a special directive to handle the incident, ordering relevant ministers to take necessary measures.

    The Minns Labor Government has passed legislation today that will greatly enhance the delivery of regional economic development and to build stronger communities across rural and regional NSW.

    Significant changes to the Regional Development Act by the Government, have lifted community confidence in how taxpayer funds will be used in regional NSW following years of porkbarrelling and mismanagement by the former Nationals/Liberal Government.

    The NSW Government is committed to delivering change and ensuring government investments are targeted and will make a real positive difference to people and communities.

    The modernised Regional Development Act reflects the community feedback and 232 submissions received in response to the community engagement on the Bill.

    This engagement also included hearing from rural and remote council Mayors and general managers, regional Councils, the NSW Aboriginal Land Council, Business NSW, NSW Farmers, Regional Development Australia, regionally located Universities and the NSW Aboriginal Women’s Advisory Network.

    The new legislation provides a robust framework for how the Government’s $400 million Regional Development Trust supports community needs and economic development in the communities it is designed to serve.

    The changes introduce independent accountability, greatly improve cooperation between all levels of government and provide greater transparency in funding arrangements for regional development projects.

    The Regional Development Act has now been modernised with:

    • Updated objects of the Act to reflect the contemporary needs of rural and regional NSW and encourage cooperation and collaboration with all tiers of government including local government
    • Broader types of financial investment that can be provided from the Regional Development Trust to better respond to the challenges and opportunities in rural and regional NSW
    • Reinvestment enabled into the Regional Development Trust by government, private sector and non-for-profit organisations
    • Strengthened accountability and transparency through new governance and reporting provisions requiring the publication of an annual report, investment strategy and governance framework so the public have a clear understanding of the focus and investment of the Regional Development Trust
    • A mandate that the Minister must establish a Regional Development Advisory Council so that independent expert advice is a constant component of the administration of the Regional Development Trust.

    As part of the modernised Regional Development Act, the Regional Development Advisory Council will provide independent advice and oversight on investments from the Regional Development Trust.

    Community members interested in shaping the future prosperity of regional NSW are encouraged to apply to become part of the NSW Government’s Regional Development Advisory Council.

    Expressions of Interest for the new Advisory Council opened on 11 September 2024 and close on 11:59PM Wednesday 9 October.

    Chinese scientists used an independently developed resistive magnet on Sunday to produce a steady magnetic field of 42.02 tesla, equivalent to over 800,000 times the Earth’s magnetic field, breaking a world record set by the United States in this field in 2017.
    The milestone achievement made by the High Magnetic Field Laboratory of the Hefei Institutes of Physical Science under the Chinese Academy of Sciences (CHMFL) is expected to drive scientific discoveries and applications in a wide range of technological fields.
    The steady high magnetic field is an extreme experimental condition, serving as a powerful tool for scientific research. In the experimental environment of a high magnetic field, the properties of matter can be manipulated, which is conducive to scientists discovering new phenomena and exploring new laws of matter, experts explained.
    High magnetic fields can also spur applications, such as electromagnetic metallurgy and chemical reaction synthesis, especially the widespread utilization of nuclear magnetic resonance technology in medical science.
    Due to its significant value in various fields such as physics, chemistry, material science and life science, the steady high magnetic field is referred to as the “cradle” of the Nobel Prizes.
    The new achievement results from nearly four years of efforts by the research team, which involved innovating magnetic structures and optimizing manufacturing processes, said Kuang Guangli, academic director of CHMFL.
    Kuang said this breakthrough could meet users’ needs for a fast, regulated and stable high magnetic field, provide scientists with powerful experimental conditions, and lay a key technological foundation for China’s construction of higher-field steady magnets.

  • MIL-OSI China: China warns of floods exceeding warning marks in southern regions

    BEIJING, Sept. 22 — China’s Ministry of Water Resources warned on Sunday that some small and medium-sized rivers in the country’s southern regions could see floods exceeding alert levels due to heavy downpours over the next few days.

    Some rivers in Zhejiang, Fujian, Guangdong, Hainan and Jiangxi, among other regions, could swell due to heavy rainfalls from Sunday to Wednesday, according to the ministry.

    The ministry is making arrangements to prevent rainstorms and floods, calling for local water resource authorities to strengthen monitoring, forecasting and early warning.

    Efforts should also be made to ensure the safety of reservoirs and projects under construction during the flood season and to prevent urban waterlogging, said the ministry.

    Myanmar will showcase 84 booths at the 21st China-ASEAN Expo in Nanning, south China’s Guangxi Zhuang Autonomous Region, from Sept. 24 to 28, the state-run Myanmar Radio and Television reported on Sunday.

    The booths will display a variety of products, including rice, Arabica coffee, aquatic products, fruits, tea, spices, woodwork, handicrafts, and gems, the report said.

    The expo aims to strengthen friendships and trade benefits, promote the development of the version 3.0 China-ASEAN Free Trade Area and boost high-quality development of the China-ASEAN region, it added.

    More than 100 people, including businesspeople and officials from the National University of Culture and Arts in Yangon, will participate in the event, the report said.

         The Secretary for Home and Youth Affairs, Miss Alice Mak, arrived in Guangzhou this afternoon (September 22) to attend a barracks visit for youths from Hong Kong and Macao.     Organised by the Hong Kong and Macao Affairs Office of the People’s Government of Guangdong Province, Guangdong Provincial Corps of the Chinese people’s Armed Police Force, the Home and Youth Affairs Bureau of the Hong Kong Special Administrative Region (HKSAR) Government and the Education and Youth Development Bureau of the Macao Special Administrative Region Government, the event aims to promote national defence education among youths from Hong Kong and Macao, and enhance young people’s understanding of national defence and awareness of national security, thereby strengthening their affection for and sense of belonging to the country.     Speaking at the activity, Miss Mak said that national security is the foundation for prosperity and stability in society, as well as the well-being of the people. Today’s event provided a great opportunity for young people from Hong Kong and Macao to visit the barracks and gain an in-depth understanding of the importance of national defence education and national security.     Miss Mak said, “The HKSAR Government attaches great importance to encouraging Hong Kong youths to inherit and promote patriotism and national pride.     A 39-year-old woman died on Saturday while trapped in the blizzard that has engulfed the N3 between Van Reenen’s Pass, connecting KwaZulu-Natal and the Free State.

    This was confirmed by paramedic services, Midlands EMS [emergency medical services] Rescue Medics, in a statement.

    According to the medical service, the Midlands EMS Howick crews, along with Midlands EMS Rescue Medics, were dispatched to a shopping centre in Merrivale for a person who had collapsed after being exposed to severe cold overnight, while in a taxi stuck in traffic in the snow. 

    The person was a passenger on the taxi travelling from Johannesburg towards KwaZulu-Natal. The taxi had stopped for refreshments when the incident occurred.

    “Upon arrival, it was found that the individual had collapsed and was in a critical state of hypothermia, requiring urgent medical care.

    “While en route to the hospital, the patient’s condition rapidly deteriorated. Full resuscitation efforts were performed but sadly, the patient was pronounced deceased upon arrival at the hospital,” reads the statement.

    uMgungundlovu District Municipality and its sector departments have expressed their “deepest regret” for this tragic incident. 

    “We express our sincerest condolences to the family and once again, we reiterate to motorists to exercise restraint now that the roads are accessible to obviate further inconvenience, accidents and the risk of losing lives,” the municipality said in a statement.

    RCMP Halifax Regional Detachment is asking for the public’s assistance in locating 33-year-old Erica Seguin. She was last seen on Thursday September 19, 2024 in the Lake Loon area.

    Seguin has long dark hair, brown eyes. She’s approximately 5’4, 100 lbs. When last seen, she was wearing a brown leather purse, light colored t-shirt and dark pants. Seguin may be travelling in a beige Ford Fusion.

  • MIL-OSI Africa: Government prioritises providing shelter for stranded motorists in anticipation of more snow

    In light of the South African Weather Service (SAWS) forecast of severe snow and wet conditions across the country,  Cooperative Governance and Traditional Affairs (CoGTA) Minister Velenkosini Hlabisa has directed the National Disaster Management Centre (NDMC) to coordinate readiness and response efforts with the relevant stakeholders.

    The severe weather has resulted in extreme cold nationwide, especially in KwaZulu-Natal and the Free State, prompting a robust multisectoral response. 

    According to CoGTA, the focus will be on humanitarian relief, with shelter being provided for those stranded, coordinated by the Department of Social Development. 

    The South African National Defence Force (SANDF) will lead rescue operations, while the Department of Transport will focus on road clearance.

    “Our current priority is saving lives by providing necessities and ensuring the safety of those trapped. 

    “We understand families may have travel plans, but we strongly advise against travelling during these conditions. We urge everyone to cooperate with us, as cooperation can help save lives,” Hlabisa said. 

    The KwaZulu-Natal Department of Transport said although thousands of motorists and truck drivers have been freed on the N3 highway, others are still trapped.

    Hlabisa’s Office said all affected provinces have activated their disaster response structures. 

    This was confirmed during a national coordination meeting with Provincial Disaster Management Centres (PDMCs), which provided updated reports to pinpoint areas that need urgent intervention.

    According to the department, disaster teams are working tirelessly to ensure the safety of those caught in these conditions. 

    The SAWS has since issued a Level 8 warning for additional disruptive snow in several areas, including Alfred Duma (Ladysmith), Dr N. Dlamini-Zuma (Underberg), Greater Kokstad, and others. 

    “This warning signifies potentially life-threatening weather that could impact people, animals, and infrastructure,” the department said.

    In addition, windy conditions, rain and heavy snowfall have disrupted essential services such as water and electricity.

    “Government teams are actively working to restore these services to safeguard lives. KwaZulu-Natal and the Free State continue to experience heavy rains, raising concerns about localised flooding that could affect pedestrians and drivers,” the department said.

    Hlabisa urged the public to exercise caution as disaster teams are continuing to provide emergency assistance. 

    While these teams are dedicated to supporting and rescuing those in need, the department said vigilance is paramount. 

    “The public is advised to stay alert and heed warnings from the SAWS, disaster management teams and law enforcement agencies,” the Minister said.

    In addition, various communication channels will be utilised to keep everyone informed and safe.

  • MIL-OSI Africa: Road reopened to clear traffic at Van Reenen’s Pass following heavy snow

    The road at Van Reenen’s Pass has been reopened to clear traffic, the South African National Roads Agency (Sanral) and its concessionaire, the N3 Toll Concession (N3TC), announced on Sunday.

    “Road Traffic Inspectorate (RTI) and N3TC route services will now commence to slowly escort stranded road users out of the area in the southbound lanes towards KwaZulu-Natal,” an official statement read. 

    Meanwhile, graders and rescue teams are continuing to clear a safe passage for road users stranded in the vicinity of Swinburne and Montrose.

    “Please remain patient while the next phase of the rescue and recovery operation is being completed,” said Sanral’s General Manager for Communications and Marketing, Vusi Mona.

    Major routes on the N3 were at a complete standstill as heavy snow wreaked havoc, leaving many motorists stranded.

    Sanral has advised road users to carefully follow the instructions of rescue teams and road traffic officials once they receive the go-ahead to proceed and drive slowly, and with the utmost caution and care.

    “As we gear up to reopen the N3 Toll Route, Sanral and N3TC would like to extend their heartfelt gratitude to all disaster relief organisations, road incident management teams, humanitarian groups, local farmers, and community associations who have provided emergency services and essential aid to stranded motorists. 

    “Your selfless efforts exemplify dedication and compassion in action. You are the real heroes of the N3 Toll Route,” said Chief Operating Officer of the N3TC, Thania Dhoogra. 

    Mona has also expressed gratitude to road users who remained patient, vigilant and compliant under very trying circumstances. 

    “It was a tremendously difficult period for everyone affected, but you have been phenomenal in demonstrating resilience and strong spirit,” Dhoogra added.

    Scheduled to run from Sept. 27 to Oct. 7, the festival will blend culture with tourism, featuring various art performances, exhibitions and folk culture activities across Shandong.
    Xu Rong, an official of the Ministry of Culture and Tourism (MCT), said the festival is expected to be joined by more than 370 guests from outside the Chinese mainland, including representatives of international organizations, foreign establishments of Confucian studies, and foreign diplomats.
    The ministry will actively support Shandong in building the festival into an important platform for communication and mutual learning among global civilizations, thus raising the international influence of Chinese culture, Xu said.
    This year’s festival is jointly launched by the provincial government of Shandong, the MCT and the Chinese National Commission for UNESCO.
    Nishan Mountain, located in Qufu, is widely recognized as the place where the philosopher was born. In 2010, Shandong initiated the Nishan Forum on World Civilizations. This year’s forum was held in July.

  • MIL-OSI China: China’s smart tourism applications offer unique experiences to foreign travelers

    TIANJIN, Sept. 22 — Wearing an elegant white dress, Umuhoza, a Rwandan businesswoman, took a photo in front of a smart photo device, which soon generated a photo depicting her as a valiant and chivalrous female with traditional Chinese features.

    “When people travel to China, they really want to take memories back home. The device can take a picture of you and then transform you into a Chinese kind of person. I really love it,” Umuhoza said.

    Umuhoza runs a travel website. She helps tourists from Asian countries travel to African countries, including Rwanda, Egypt and Tanzania. At the same time, her website has a “China package,” catering to travelers from Africa who want to go to China.

    At the 2024 China Culture & Tourism Industries Exposition held earlier this month in north China’s Tianjin Municipality, many foreign visitors were overwhelmed by the novel technologies adopted in China’s tourism sector.

    “That’s amazing. I am very interested in autonomous driving cars and many smart tourism scenes. Perhaps new trade cooperation can be carried out in the future,” Umuhoza said.

    TELLING PEOPLE MORE ABOUT CHINA

    Putting on a virtual reality headset, Elena Jitari-Parry, a full-time travel blogger from Moldova, was instantly drawn to various places to experience the magnificent landscapes of China’s mountains and rivers.

    “So beautiful. It felt so authentic here,” Jitari-Parry said.

    She also quickly learned about securing travel tips for exploring Tianjin via an intelligent tourism companion system, which simply requires a person to ask questions at a booth provided by Midu, a company focusing on artificial intelligence and large language models.

    “Traveling in China can be so easy for foreigners! The digitalization and intelligence services of Chinese tourist attractions have become a new trend, enabling foreigners like me to enjoy a more comfortable and convenient travel experience in China,” Jitari-Parry said.

    With the desire to further explore China, Jitari-Parry chose to be a full-time travel blogger, documenting her travels and experiences in China. “Foreigners are very interested in China’s technological development. I always advise my audience to come to China and see something different.”

    The deep integration of technology and the cultural tourism sector not only creates a variety of experiential consumption scenarios, but also meets people’s new needs for personalized travel, immersive experiences and creative consumption.

    Data showed that by the end of 2023, the scale of China’s digital cultural tourism market had exceeded 1 trillion yuan (about 140 billion U.S. dollars), accounting for more than 30 percent of the entire cultural tourism industry.

    EXPERIENCING SMART, CONVENIENT SERVICES

    In the exhibition area of Meituan, one of China’s leading online services platforms, high-end technologies such as drones and autonomous delivery vehicles became the focus of foreign bloggers’ lenses.

    Ruben Diaz Jr. from the United States was amazed by it. “Some of these things are brand new to me. Tourists can specify drones to deliver the items they need directly to the scenic areas, which is definitely more convenient.”

    A staff member at the Meituan booth said that currently Meituan drones are operating on more than 30 routes in cities such as Beijing, Shenzhen, Shanghai and Guangzhou, and have completed over 300,000 orders in total.

    Thanks to the rapid development of smart tourism in China, tourists have become accustomed to using online payments, ticket purchases and guided tours during their travels.

    Data from iResearch, an industry research and consulting institute, showed that in 2023, the total number of monthly uses and total usage time of online travel apps had grown by more than 30 percent year on year on average.

    Some Chinese online travel service companies also use digital technologies to meet the growing travel needs of foreign visitors in China.

    In May, Tongcheng Travel launched an international travel reservation platform named HopeGoo, which supports payments in 16 global currencies and via various operating languages.

    Richard Santana, a product designer and blogger from the United States, said that with these online services, foreigners will be more willing to go to China, while their travels in China will also be more convenient.

    Ma Yiliang, chief statistician of the China Tourism Academy, said that “digitalization plus cultural tourism” has become a development trend.

    As “China Travel” has surged to be a hot global social media topic, demand for inbound tourism to China has increased significantly.

    “With the smarter and more convenient experience in China, foreign tourists can find a more open, more confident and safer China during their travels,” said Ma.

    In a significant move to combat tobacco use among youth, the Secretaries of the Union Ministry of Education and the Ministry of Health & Family Welfare have jointly issued an advisory to all States and Union Territories. The advisory, addressed to Chief Secretaries, calls for the rigorous implementation of the Tobacco-Free Educational Institution (ToFEI) manual, in line with the provisions of the Cigarettes and Other Tobacco Products Act (COTPA), 2003 in educational institutions.

    This joint advisory, signed by the Secretaries of the Department of School Education, the Department of Higher Education, and the Department of Health & Family Welfare, underscores the alarming effects of tobacco consumption, particularly on children and adolescents. It draws attention to the findings of the Global Youth Tobacco Survey (GYTS) 2019, which revealed that 8.5% of school students aged 13 to 15 in India consume tobacco in various forms. Of particular concern is the fact that over 5,500 children in India begin using tobacco every day. Moreover, 55% of lifelong tobacco users initiate the habit before the age of 20, with many adolescents turning to other addictive substances as a result.

    The advisory emphasizes the need for collaborative efforts of all the stakeholders to safeguard young people from the dangers of tobacco addiction. The goal is to protect future generations by raising awareness of the harmful effects of tobacco use and promoting tobacco control measures within educational institutions.

    As part of the National Tobacco Control Programme (NTCP), the Ministry of Health and Family Welfare, Government of India, released the Tobacco Free Educational Institutions (ToFEI) Guidelines for safeguarding minors and youth from tobacco and electronic cigarette use. Further, the Department of School Education and Literacy has developed and launched the ToFEI Implementation Manual on World No Tobacco Day (WNTD) in collaboration with Socio Economic and Educational Development Society (SEEDS). The Department issued the manual on 31st May 2024 to all States/UTs for compliance.

    The ToFEI manual serves as a key resource for educational institutions to implement these anti-tobacco measures effectively. The manual outlines the following objectives:

    i.    More awareness about the harmful effects and long-term health impact of tobacco use amongst the students, teachers, workers and officials in educational institutions;

    ii.   Awareness about various avenues available for tobacco cessation;

    iii.  A healthy and tobacco-free environment in educational institutions and all educational institutions becoming tobacco-free; and

    iv.  Better implementation of legal provisions regarding the sale and use of tobacco products, especially those related to educational institutions, public places, statutory warnings and minors.  

    The advisory encourages educational institutions including schools at all levels, colleges for higher or professional education and universities, both in the public and private sector to adopt the ToFEI manual and guidelines as a comprehensive guide to safeguard the health and well-being of students.

    Through collaborative efforts, the government aims to reduce tobacco use among children and prevent future generations from falling prey to addiction. The Ministry of Education and the Ministry of Health & Family Welfare will work closely with state and district-level officials to ensure these measures are effectively implemented in educational institutions.

  • MIL-OSI China: Myanmar to showcase 84 booths at China-ASEAN Expo

    Myanmar will showcase 84 booths at the 21st China-ASEAN Expo in Nanning, south China’s Guangxi Zhuang Autonomous Region, from Sept. 24 to 28, the state-run Myanmar Radio and Television reported on Sunday.

    The booths will display a variety of products, including rice, Arabica coffee, aquatic products, fruits, tea, spices, woodwork, handicrafts, and gems, the report said.

    The expo aims to strengthen friendships and trade benefits, promote the development of the version 3.0 China-ASEAN Free Trade Area and boost high-quality development of the China-ASEAN region, it added.

    More than 100 people, including businesspeople and officials from the National University of Culture and Arts in Yangon, will participate in the event, the report said.

    A grandfather who suffered a heart attack at Lifestyles Ellergreen leisure centre has praised Council staff for saving his life, calling their swift response “unbelievable.”

    On Wednesday, 14 August, 80-year-old Ted Sturgeon, who is a regular visitor to the leisure centre, collapsed from heart failure as he entered the dryside changing area.

    Within 30 seconds, quick-thinking staff responded, led by Duty Manager Arron McCann, alongside Training Officer Natalie Wainwright and Attendant Heather Gibb.

    In a display of rapid teamwork, four members of staff were delivering CPR to Ted in under a minute, including Attendant Tracy Hulks, who was also on duty. A defibrillator shock was administered just 90 seconds after the collapse.

    Ted, a former joiner from Norris Green, began to show signs of recovery after four minutes of CPR and two defibrillator shocks, a critical window in which the team’s immediate action made all the difference.

    Paramedics, who arrived on the scene six minutes later, commended the staff, describing their response as “one of the best they had witnessed”.

    Ted, who has since had an internal cardiac defibrillator fitted, recently returned to the centre to reunite with the team who saved his life. The reunion was emotional, with staff reflecting on the life-saving events of that day, and many were moved to tears.

    The team have now been invited to Liverpool Town Hall, where they will be personally thanked for their efforts by the city’s Lord Mayor, Cllr Richard Kemp.

    Ted’s story is a powerful reminder of the importance of quick reactions, teamwork, and the life-saving value of CPR and defibrillation training and administration.

    Image processing techniques, software for data analytics solutions as well as instruments and laboratories will soon be developed for tracking space objects, especially near-Earth objects and artificial satellites, to ensure the safety of satellites and their users. Such a practice of tracking is called Space Situational Awareness (SSA).

    Aryabhatta Research Institute of Observational Sciences (ARIES), Nainital, an autonomous Institute under the Department of Science & Technology (DST) Government of India, has signed an MoU with the Navaratna Defence PSU Bharat Electronics Limited (BEL) to collaborate on space technologies, particularly focusing on SSA.

    This is a significant step in advancing India’s space situational awareness and technological capabilities, in line with the Government of India’s ‘Atmanirbhar Bharat’ and ‘Make-in-India’ initiatives. SSA is required for predicting, warning and avoiding any potential collisions between objects in space.

    As part of the MoU, ARIES and BEL will utilize observations from ARIES’s state-of-the-art telescopes such as the 4m International Liquid Mirror Telescope (ILMT) for this purpose. The two organizations will jointly develop image processing techniques and software for data analytics solutions. They will also collaborate on development of instruments and laboratories. Various training workshops will be conducted for capacity building in SSA. ARIES will also share its expertise in space weather.

    The MoU was signed at BEL’s Ghaziabad Unit by Prof. Dipankar Banerjee, Director, ARIES and Ms. Rashmi Kathuria, GM (SCCS) & Unit Head in the presence of Dr. Brijesh Kumar, Dr. T. S. Kumar and Dr. S.     Ms. Leena Nandan, Secretary of the Ministry of Environment, Forest and Climate Change, in her opening remarks, addressed the Summit of the Future Side Event at the United Nations Headquarters today, which focused on Empowering Youth for Sustainable Futures: Intergenerational Responsibility and Skills for a Just Transition.

    The two-minute video on LiFE i.e Lifestyle for Environment was screened in the opening remarks. The Union Secretary Ms. Leena Nandan said that two-minute video on life was an attempt to capture the philosophy and true spirit of India’s multidimensional approach to address the challenge of Climate Change.  She further added that LiFE i.e. Lifestyle for Environment is one of the key strategies enunciated by Prime Minister of India in COP-26.

    She highlighted that Mission LiFE was launched globally by the Prime Minister Sh. Narendra Modi in October, 2022, in the presence of the UN Secretary-General Antonio Guterres. The Mission LiFE is being implemented across the country and the globe under the leadership of Shri Bhupender Yadav, Union Minister for Environment, Forest and Climate Change.

    Speaking on the occasion, she stated that Mission LiFE promotes a shift in our daily behaviours towards environmentally friendly choices and the adoption of sustainable lifestyles. By integrating sustainable consumption practices, LiFE can drive significant progress on SDG12.

    She emphasized that the climate action resolution sponsored by India received support from Bolivia and Sri Lanka. Building on this momentum, she stated that the United Nations Environment Assembly adopted a resolution promoting sustainable lifestyles at its sixth session in Nairobi on March 1, 2024. She further said that the International Energy Agency estimates that implementing the actions promoted by Mission LiFE could reduce global GHG emissions by 2 billion tonnes annually by 2030.

    She highlighted that today’s children and youth are essential for ensuring intergenerational equity. This responsibility requires us to equip them with the skills and tools necessary for a just transition, she added. 

    She explained that our youth, who make up nearly 28% of the population, hold great potential for leading the transition to a green economy. As one of the fastest-growing economies in the world, we see this demographic dividend as essential for achieving sustainable and inclusive growth.

    Ms. Leena Nandan stated that the New Education Policy of India, along with the Green Skill Development Programme and the Skill Council for Green Jobs (SCGJ), offers a comprehensive solution to address the increasing demand for Green Jobs.

    She stated that the SCGJ’s vision for 2047 expects the clean energy transition to generate 30-35 million new jobs in India. Programs like the International Solar Alliance and the Global Biofuel Alliance aim to create green jobs globally by empowering youth and equipping them with skills. Recognising the contribution of India in promoting LiFE i.e Lifestyle for Environment for sustainable consumption and production, it has been nominated for a two-year seat on the board of 10-Year Framework of Programmes (10YFP) under UNEP.

    She quoted Prime Minister of India for special attention to Mission LiFE i.e Lifestyle for Environment “Too often, our discussion is reduced to an argument about emission cuts. But we are more likely to succeed if we offer affordable solutions, not simply impose decisions. And, it is for the same reason that I call for a change in lifestyle. Because, the emission reduction that we seek will be the natural outcome of how we live and work”.

    Union Secretary Ms. Leena Nandan highlighted the visionary leadership of Prime Minister Shri Narendra Modi in launching “Ek Ped Maa Ke Naam” or “Plant4Mother” aimed at involving the citizens of India and the world in planting trees as a mark of love and respect for one’s own Mother and Mother Earth. She announced that more than 750 million trees have been planted in India between June 5 and September 17 under the initiative, which amounts to about 7 million trees per day.

    She urged everyone to come together and move forward, recognizing that our choices today will not only benefit the planet but also shape the future for our children and youth.

    “Ministry of Environment and Climate Change will provide one-time financial support for youth-led recycling startups aimed at creating a cleaner and greener planet,” Union Minister for Environment and Climate Change Bhupender Yadav announced Guidelines for One-Time Financial Support for Establishing Recycling Plants while taking part in Beach Clean-up Drive at Juhu, Mumbai today. On the occasion of International Coastal Cleanup Day- 21st September 2024, Union Ministry of Environment, Forest and Climate Change (MoEFCC) in partnership with Ministry of Earth Sciences and the Government of Maharashtra, organised a Mega Beach Cleaning Drive at Juhu Beach.

    The Minister also mentioned that we human beings often forget the importance of cleanliness despite our understanding of resource utilization. “While nature generously provides us with pure resources, our return to the earth often consists of waste,” remarked. 

    He also spoke about the necessity of several steps to be taken to save environment; Water conservation,Promoting technologies that reduce solid waste, Creative Waste Disposal  Encouraging innovative methods for waste management, Healthy Lifestyle Promotion, Ban on Single-Use Plastics and Food Waste Reduction. 

       

    The Minister also encouraged the citizens to join “Ek Ped Maa Ke Naam,” initiative as inspired by Prime Minister Narendra Modi. “By planting a tree, we express our gratitude to Mother Earth, recognizing the dual role of our mothers in nurturing life,” he added.

    He also spoke that the Government and the Ministry is committed to taking actionable steps, pledging to clean Mumbai’s beaches.

    Addressing the participants, Governor of Maharashtra, Shri C. P. Radhakrishnan said that one day of action is simply not enough. This initiative should be carried out throughout the year and repeated annually, as small beginnings can lead to significant transformations. “By engaging young people in these efforts, we are working towards a “Clean Mumbai, Green Mumbai” and ultimately a “Clean Bharat, Green Bharat.” he said. 

       

    Maharashtra Chief Minister Shri Eknath Shinde emphasized the importance of cleanliness as a service, highlighting the state’s 720 km-long coastline and its potential to boost tourism. He expressed satisfaction in citizens’ participation in the cleanliness drive launched on September 17 at Girgaum Chowpatty, which will continue until October 2. 

    This coast cleanliness drive is conducted alongside more than 100 other beaches across coastal states and Union Territories. This year, the theme for the cleanliness campaign is “Swabhav Swachhata – Sanskaar Swachhata,” emphasizing the importance of natural cleanliness and cultural responsibility towards maintaining clean beaches and marine ecosystems.

    During the Drive, participants took a pledge on “I Am Saving My Beach” and committed to cleanliness. This communal effort aligns with the broader national campaign initiated by the Prime Minister, who has called for cleanliness to be a national priority. Participants also formed human chains and actively participated in direct beach cleaning efforts.

       

    Principal Secretary of the Department of Environment and Climate Change, Shri Pravin Darade, delivered the welcome address. 
    Shri Tanmay Kumar, Special Secretary, Ministry of Environment, Forest & Climate Change and Shri Bhushan Gagrani, Municipal Commissioner, Municipal Corporation of Greater Mumbai, Govt. of Maharashtra also spoke during the event.

     

    Background

    Since its inception, the beach cleaning drive has gained momentum, with notable milestones. The MoEFCC launched the #IAM SAVING MY BEACH campaign on World Environment Day in 2018, which has evolved into a regular series of clean-up activities across the nation. In 2022, the campaign under the banner of “Swachh Sagar, Surakshit Sagar” saw participation from over 15,000 volunteers, collecting more than 1,500 tons of waste from 75 beaches.

    Last year, during the G20 Presidency, a Janbhagidari movement further enhanced community engagement, witnessing participation from 14 G20 countries and various invitee nations. The collective effort resulted in the cleanup of over 55 beaches globally, demonstrating the power of international cooperation in environmental conservation.

    The International Coastal Cleanup Day serves not just as a cleanup drive but as a vital educational platform. It raises awareness about the impact of marine litter and the importance of preserving our oceans.  This year’s campaign features activities such as signature campaigns, tree planting, and awareness displays aimed at inspiring a lifestyle that minimizes plastic use and promotes sustainable practices. A centralized database will track achievements, ensuring transparency and encouraging continued community involvement.

    The Indian Air Force (IAF) has successfully completed Exercise Eastern Bridge VII with the Royal Air Force of Oman (RAFO) at the RAFO airbase in Masirah. The IAF contingent has returned to India after participating in a comprehensive series of training missions, which featured the participation of MiG-29 and Jaguar aircraft from IAF, F-16 and Hawk from RAFO. This exercise significantly enhanced strategic relations with OMAN besides operational coordination and tactical skills between the two air forces.

    Exercise Eastern Bridge VII was aimed to strengthen military cooperation and enhance the interoperability of both forces. The exercise included complex air operations, air-to-air combat drills, and mission scenarios designed to improve strategic and tactical capabilities. The IAF contingent gained valuable insights into RAFO tactics and operational philosophies, enriching combat strategies.

    Beyond the tactical exercises, Eastern Bridge VII fostered camaraderie and mutual respect between the IAF and RAFO personnel. Joint briefings, debriefings, and cultural exchanges helped build professional bonds, enhancing mutual understanding and cooperation.

    The successful completion of Exercise underscores the commitment of India and Oman towards maintaining regional peace and security. Both forces demonstrated their capability to operate jointly in diverse scenarios, enhancing their preparedness to face emerging security challenges.

    The IAF and RAFO look forward to continuing this tradition of joint exercises, aiming for more advanced collaborations in the future.

    Scheme to Feature Key Components: Project Tiger, Project Elephant, and Wildlife Habitat Development

    The Cabinet in its meeting held on September 11, approved continuation of the Centrally Sponsored Scheme of Integrated Development of Wildlife Habitats for the 15th Finance Commission cycle for an overall outlay of Rs. 2602.98 crores. The said scheme includes the critical Project Tiger sub component along with Project Elephant and Development of Wildlife Habitat. This was one of the items included in the 100-day action plan of the Government.

     

    While strengthening the existing fundamental and core components of the scheme, the scheme envisages to boost technological interventions in different thematic areas over the current and next financial year in our tiger and wildlife bearing forests.

     

    The Project Tiger already has an inherent use of technology in day-to-day management practices such as the M-STrIPES (Monitoring System for Tigers, Intensive Protection and Ecological Status) mobile application. The latter is in sync with the Digital India initiative and was extensively used for collection of field level ecological data during the 5th cycle of the All-India Tiger Estimation in 2022. The All-India Tiger Estimation itself is technologically intensive with the extensive deployment of camera traps across tiger habitats of the country. This exercise also makes use of Artificial Intelligence (AI) for species level identification. Conservation genetics has also been significantly used in the field of tiger conservation wherein a SOP for translocating tigers based on their genetic composition has been issued. Further, genetics has also been used to determine tiger numbers in low density landscapes as well as for determining the food ecology of the species. These interventions are proposed to be enhanced under the said scheme.

    The Project Tiger component also supports the ambitious Project Cheetah in the country which shall be continued under the umbrella scheme of Integrated Development of Wildlife Habitats. The areas for Cheetah introduction are proposed to be expanded as per the Cheetah Action Plan under the said scheme and efforts shall be made to strengthen monitoring protocols using advanced radio telemetry protocols.

     

    The Project Dolphin under the Development of Wildlife Habitat component is proposed to be supported by provisioning equipment such as Remotely Operated Vehicles (ROVs) and passive acoustic monitoring devices for enumeration of dolphins as well as their habitat. Project Lion, also under the ambit of the Development of Wildlife Habitat shall be strengthened as per activities envisaged in the document titled “Lion @ 2047: A vision for Amrut Kaal”. Human-elephant conflict under the Project Elephant component is envisaged to leverage information and communication technology interventions. While these have been tested on an experimental basis, the same shall be deployed on a larger scale.

     

    55 tiger reserve, 33 elephant reserves and 718 protected areas and their zones of influence stand to benefit. The forests of these areas are a bulwark against the adversities of climate change besides ensuring water security of the nation. In addition, the cause of keystone species occupying these landscapes, especially the tiger, the elephant, the cheetah, the snow leopard and the lion, which act as an indicator of these ecosystems will be furthered. Not only this, lesser known species, especially those identified for the Species recovery programme under the Development of Wildlife Habitat component, stand to gain with the continuation of the scheme.

    The scheme has a livelihood generation of more than 50 lakh man days through direct engagement in addition to indirect employment through eco-tourism and ancillary activities.

    The continuation of the Centrally Sponsored Scheme of Integrated Development of Wildlife Habitats reiterates the commitment of the Government towards tiger and wildlife conservation ensuring that economy and ecology grow together.

    Union Minister of State for Health & Family Welfare, Smt. Anupriya Patel addressed the Regional Conclave on “Enhancing Regional Collaboration & Harmonization in Standard Setting Process” in the ongoing Second Edition of Global Food Regulators Summit 2024 hosted by Food Safety and Standards Authority of India (FSSAI) alongside the World Food India 2024 event being organised by Ministry of Food Processing Industries at Bharat Mandapam, here today. The purpose of the regional conclave is to enhance regional collaboration and harmonization in food safety and standard setting process.

    Underlining the importance of the conclave, Smt. Anupriya Patel stated that, “the Asian region is responsible for a significant portion of the world’s food production. With this prominence comes the responsibility to ensure food safety, promote health, and uphold fair trade practices that align with international standards. The conclave reaffirms a stronger, more collaborative approach to food safety and standards within the Asia region. It is a vital milestone in our collective journey towards a safer and healthy food system for not just our region, but also for the entire world.”

    Smt. Patel emphasized that “despite the potential we hold as a region, the challenges like vast differences in regulatory frameworks, institutional capacities and technical expertise across the region and the lack of awareness among national stakeholders regarding the food-safety standards limit our ability to comply with international food safety standards. To address these challenges, we must enhance our regional collaboration by pooling our resources, sharing technical expertise and aligning our strategies” as “only through unity and cooperation we can elevate the region’s role in shaping international food standards.”

     

     

    Smt. Patel further said that “we need to look ahead at the new and emerging sectors. Standards must be developed for areas like aquaculture, processed foods and organic farming while addressing new technologies like bio-technology and sustainable farming. These advancements are critical as we strive to make our food systems safe, more resilient and sustainable for the future.” She added that “the conclave will drive meaningful progress towards harmonizing food-safety across the region that will facilitate seamless trade and also strengthen food-safety for all our populations.”

    Shri G. Kamala Vardhan Rao, CEO, FSSAI stated that “the issues faced by Asia are different from the issues faced by the other regions of the world.  It is an opportune time for discussing those regional-level issues that can have global impacts. The conclave will be a learning experience for discussing and addressing issues like emerging markets, emerging food products, standardization procedures, quality assurance and the methodologies.”

     

    Mr. Steve Wearne, Chairperson, Codex Alimentarius Commission, Food Standards Agency (Global Affairs), UK noted that “the Asian region has diverse cultures, climate and food production systems. Each of the member countries bring unique knowledge to the table. This regional conclave provides an opportunity and platform for discussing food standards and quality control that are vitally important for addressing the vast differences in regulatory frameworks, institutional capacities and technical expertise across the region.”

    Highlighting the regional and international importance of the summit, Dr. Vincent Arbuckle, DDG, New Zealand Food Safety, Ministry of Primary Industries, New Zealand, stated that “ the summit marks an excellent opportunity to learn from one another to demonstrate food safety leadership, to share insights and deepen our understanding of each other’s systems, fostering greater capability-building, enhancing government-cooperation and harmonization that will lead to improving the functions and systems for the benefit of consumers, food businesses and facilitating international trade.”

    Special Campaign 4.0 has been launched by Department of Administrative Reforms & Public Grievances (DARPG) for institutionalising Swachhata and minimising pendency in Government offices from 2nd October to 31st October, 2024. The preparatory phase of SCDPM 4.0 from 16.09.2024 to 30.09.2024 is being implemented in Ministry of New & Renewable Energy (MNRE) along with its two CPSUs i.e. Indian Renewable Energy Development Agency Ltd. (IREDA) & Solar Energy Corporation of India Ltd. (SECI) and three Autonomous Institutes i.e. National Institute of Solar Energy (NISE), National Institute of Wind Energy (NIWE) & Sardar Swaran Singh National Institute of Bio Energy (SSS-NIBE).

    The Special Campaign 3.0 was also successfully implemented in the Ministry and PSUs/Institutions under the Ministry. The Ministry achieved 100% targets in following categories during Special Campaign 3.0:

    1. Public Grievances.
    2. Public Grievance Appeals
    3. Physical files review
    4. E-files review
    5. Number of cleanliness campaigns

    The following activities will be undertaken by the Ministry and PSUs/Institutions under the Ministry during Preparatory phase from 16.09.2024 to 30.09.2024:

    1. Pendency will be identified on various parameters during the preparatory phase.
    2. Exercise of the record management, categorization, recording, review and weeding out of physical records, as per extant guidelines contained in the CSMOP and Public Record Act, 1993 will be done.
    3. Overall cleanliness of Government office (s) will be maintained for which Campaign (s) will be conducted.
    4. A training Session on CSMoP provisions on Record Management (Chapter 10) will be conducted on 26th September, 2024 at 11:30 AM in the Conference Room No. 319 at Ministry of New and Renewable Energy, Atal Akshay Urja Bhawan, New Delhi.

    The Implementation Phase will start from 2nd October, 2024 during which efforts will be made to achieve the given targets identified in Preparatory Phase for Special Campaign 4.0

The event was graced by Secretary, Department of Agriculture & Farmers’ Welfare Dr. Devesh Chaturvedi and Additional Secretary in the Department Ms. Shubha Thakur.

     In the said drawing competition, more than 60 children participated.

    Swachhata Hi Seva, 2024 (SHS, 2024) campaign being spearheaded by the Department of Drinking Water & Sanitation and the Ministry of Housing & Urban Affairs, is being observed from 17th September to 1st October with the Theme of ‘Swabhav Swachhata – Sanskaar Swachhata’ and thereafter Swachh Bharat Diwas will be celebrated on the 2nd October, 2024.

    GeM celebrates 100 days of governance; announces drastic reduction in its transaction charges

    Orders above ₹10 Crore to pay flat fee of ₹3 Lakh, a massive reduction from previous transaction charges capped at ₹72.5 Lakh

    Aligning with the Government’s ongoing commitment to foster ease of doing business and build a more inclusive economy, Government e Marketplace (GeM) has recently announced a significant reduction in the transaction charges levied on Sellers / Service Providers transacting on its platform. This bold move was part of Govt’s 100 days initiative.  Accordingly, GeM has announced a New Revenue Policy of the portal which was given effect to from 9th August 2024.

    As per this Policy:

    All orders valued up to ₹10 Lakh will now attract zero transaction charges, as opposed to the earlier order value ceiling of ₹5 Lakh.

    Orders above ₹10 Lakh up to ₹10 Crore will be levied transaction charges worth 0.30% of total order value, as compared to earlier transaction charges of 0.45%.

    Orders above ₹10 Crore will now pay a flat fee of ₹3 Lakh, a massive reduction from the transaction charges previously capped at ₹72.5 Lakh.

    Nearly 97% of the transactions on GeM will be attracting zero transaction charges, while the remaining will incur a nominal fee @0.30% of order value above ₹10 Lakh subject to a maximum of ₹3 Lakh only, irrespective of the size of the order. This step is a watershed moment in terms of Ease of Doing Business on GeM and is also in line with Government’s commitment of reduction in cost of transactions. In a single stroke, GeM has reduced its transaction fee by almost 33% to 96% which is expected to greatly benefit GeM Sellers/ service providers to become more competitive.

    The latest transaction fee structure is aimed at democratizing access to public procurement ecosystem. It aims to particularly benefit MSEs, which often face challenges navigating cumbersome financial and operational barriers. By considerably lowering transaction charges, GeM aims to level the playing field, thereby creating opportunities for small-scale businesses to deliver value and innovation in public procurement.

    FY 2024-25 is also a watershed moment for Services sector wherein services sector leapfrogged at a very rapid pace surpassing Product GMV by a good margin. Service GMV of Rs. 1.39 Lakh crore as on 31st August 2024 is accounting for approximately 65% of the total Merchandise Value of ₹2.15 Lakh Crore for the same period. Several high value service bids have been awarded on the platform.

    This surge in services procurement is supported by a large inventory of 325+ service categories on the platform. Coupled with its user-friendly interface, GeM has made it easier for government buyers to evaluate, select and engage service providers on the basis of their tailored needs. The platform’s transparent e-bidding processes ensure fair competition, while ensuring that government buyers find the right partner for their specific requirements.
