  • MIL-OSI Security: Jury Finds Father Guilty of First-Degree Child Sexual Abuse of His 12-Year-Old

                WASHINGTON –A Washington, D.C. resident, 33, has been found guilty by a jury on seven felony charges, including first-degree child sexual abuse, second-degree child sexual abuse, and incest for sexually abusing his 12-year-old daughter between April and May of 2023, announced U.S. Attorney Jeanine Ferris Pirro.

                The verdict was returned today, following a trial in the Superior Court of the District of Columbia. The Honorable Todd Edelman scheduled sentencing for October 10, 2025. The defendant faces a maximum sentence up to life in prison for the crimes.

                According to the government’s evidence, on May 27, 2023, the twelve-year-old victim was spending Memorial Day weekend with her father (the defendant) and the defendant’s girlfriend and slept in the bed with them.  In the early morning of May 28, 2023, the defendant’s girlfriend pulled back the covers and saw that the defendant’s hand was inside of the front of the victim’s pants. Later that night the defendant texted the victim, first asking her to lie to her mother about him touching her, then asking the victim if she wanted him to touch her. The defendant raped the victim after sending the text messages. On Monday, May 29, the defendant’s girlfriend took the victim home, and she disclosed to her mother. The defendant’s DNA was on swabs collected during the victim’s sexual assault examination, and spermatozoa was confirmed on the vaginal/cervical swab collected from the victim. The victim told the jury that this was not the first time that the defendant had abused her, and that the same things that happened on Memorial Day weekend happened to her at the defendant’s house.

                This case was investigated by the Metropolitan Police Department.

  • MIL-OSI Security: Harlingen man imprisoned for possession of child sexual abuse material

    BROWNSVILLE, Texas – A 47 year-old Harlingen man has been sentenced for possession of child pornography, announced U.S. Attorney Nicholas J. Ganjei.

    Rico Deangelo Longoria pleaded guilty April 1.

    U.S. District Judge Fernando Rodriguez Jr. considered information in several victim impact statements and ordered Longoria to serve 121 months in federal prison. He was further ordered to serve 15 years of supervised release following the completion of his prison term. During that time, he will have to comply with numerous requirements designed to restrict his access to children and the internet. He will also be ordered to register as a sex offender. Additionally, he was ordered to pay $60,500 in restitution to the victims of the offense.

    During the sentencing, the court emphasized the seriousness of the offense. Judge Rodriguez read excerpts from victim impact statements indicating documented abuse in the material found in Longoria’s possession which highlighted enduring trauma and lifelong consequences inflicted on them. The court noted the mere possession and viewing of such material perpetuates their suffering.

    “Viewing or possessing child pornography is not some private, harmless activity,” said Ganjei. “The minor victims are repeatedly traumatized by the dissemination and viewing of the recording of the most horrific moments of their lives. This sentence sends a message that this conduct will be met forcefully in the Southern District of Texas.”

    Authorities had discovered a computer associated with a specific IP address in Harlingen engaging in downloading and distributing of child sexual abuse material (CSAM). In February, they executed a federal search warrant of his residence and located a phone hidden inside the water tank of a toilet.

    Forensic analysis resulted in the discovery of 337 images and 47 videos of CSAM. The files included images of prepubescent minors engaged in sexually explicit conduct.

    Longoria will continue in custody following the sentencing where he will remain pending transfer to a Federal Bureau of Prisons facility to be determined in the near future.

    FBI conducted the investigation.

  • MIL-OSI Security: Woman sentenced for smuggling firearms into Mexico

    BROWNSVILLE, Texas – A 38-year-old Georgia woman has been sentenced today for smuggling several firearms and magazines hidden in a vehicle’s gas tank, announced U.S. Attorney Nicholas J. Ganjei.

    Mirna Luna pleaded guilty April 1.

    U.S. District Judge Fernando Rodriguez Jr. has now handed Luna a 46-month term of imprisonment to be immediately followed by two years of supervised release. In handing down the sentence, the court noted the seriousness 0f trafficking of firearms.

    Luna traveled from her Canton, Georgia, residence Dec. 15, 2024, and attempted to cross at the Brownsville/Matamoros  port of entry into Mexico.

    Once there, authorities had referred her to secondary inspection where they discovered 17 firearms and 27 magazines hidden in the gas tank of the Nissan car she was driving.

    Luna claimed ownership of the car and admitted she is the only person who drives it. She does not have a license to export firearms and has not applied for one.

    She will remain in custody pending transfer to a Federal Bureau of Prisons facility to be determined in the near future.

    Immigration and Customs Enforcement – Homeland Security Investigations conducted the investigation. Assistant U.S. Attorneys Jose Esquivel and Ana Cano prosecuted the case.

  • MIL-OSI Security: New York Man Charged with Wire Fraud and Aggravated Identity Theft

    NEWARK, N.J. – A New York man has been charged for engaging in a scheme to defraud multiple lenders by using the personally identifiable information of a Hudson County man to submit fraudulent loan applications to obtain hundreds of thousands of dollars of loans, U.S. Attorney Alina Habba announced.

    Humza Khan, 28, of New York, New York, is charged by complaint with one count of wire fraud and one count of aggravated identity theft. Khan appeared on July 2, 2025, before U.S. Magistrate Judge Stacey D. Adams in Newark federal court and was released on $100,000 unsecured bond.

    According to documents filed in this case and statements made in court:

    Around December 2020, Khan submitted loan applications to secure a $150,000 accounts receivable finance loan on behalf of a Florida-based specialty pharmacy in which Khan had a financial interest. Khan used the personal information of an elderly individual who lived in Hudson County, New Jersey—including their name and social security number—in the loan application without permission, in order to conceal that Khan was receiving the loan proceeds.  Based on those fraudulent misrepresentations, the victim lenders provided Khan with approximately $150,000. 

    The wire fraud charge carries a maximum penalty of 30 years in prison and a $1 million fine, or twice the gross gain or loss from the offense, whichever is greatest. The aggravated identity theft count carries an additional consecutive mandatory minimum term of two years in prison and a maximum fine of up to $250,000, or twice the gross gain or loss from the offense.

    U.S. Attorney Habba credited special agents of the U.S. Postal Inspection Service in Newark, under the direction of Inspector in Charge Christopher A. Nielsen, Philadelphia Division; special agents of the Internal Revenue Service – Criminal Investigation, under the direction of Special Agent in Charge Jenifer Piovesan in Newark; and special agents of the Federal Bureau of Investigation, under the direction of Acting Special Agent in Charge Stefanie Roddy, with the investigation leading to the charges.

    The government is represented by Assistant U.S. Attorney George Brandley of the Health Care Fraud and Opioids Enforcement Unit in Newark.

    The charge and allegations contained in the complaint are merely accusations, and the defendant is presumed innocent unless and until proven guilty.

  • MIL-OSI Security: South Bay CEO Sentenced For Employment Tax Crimes

    SAN JOSE – A California man was sentenced today to a year and a day in prison for a decade-long scheme to avoid paying over employment taxes to the IRS.

    The following is according to court documents and statements made in court: John Comeau, of Santa Clara, was the CEO of Vivid Inc., a company that provided metal coating services to industrial customers in California and elsewhere. Vivid Inc. employed as many as 40 employees at any given time.

    Comeau was responsible for withholding Social Security, Medicare, and federal income taxes from the wages of Vivid’s employees and then paying those funds over to the IRS each quarter. The timely payment of these taxes is critical to the functioning of the U.S. government, because, for example, they are the primary source of funding for Social Security and Medicare. The federal income taxes that are withheld from employees’ wages also account for a significant portion of all federal income taxes collected each year.

    From the first quarter of 2010 through the fourth quarter of 2019, Vivid Inc. paid its employee a total of over $8.8 million in wages. During this period, Comeau collected and withheld taxes from the wages of Vivid’s employees but did not pay over all the taxes owed to the IRS. He also caused false quarterly employment tax returns to be filed with the IRS, underreporting Vivid’s wages by more than $5 million.

    To conceal his scheme, Comeau caused accurate tax forms to be issued to certain employees. These tax forms reported higher wages than the amounts Vivid had reported to the IRS. Comeau also issued tax forms, such as Wage and Tax Statement, Form W-2, to other Vivid employees that underreported their wages. When an employer underreports wages paid to their employees, it may negatively impact those employees’ Social Security benefits, as those forms are used by the Social Security Administration to compute benefits owed to an employee.

    Instead of paying his taxes, Comeau used some of the funds to maintain a comfortable lifestyle that included a $3 million home and luxury cars.

    In total, Comeau caused a tax loss to the United States of more than $1.1 million.

    In addition to the prison sentence, U.S. District Judge P. Casey Pitts ordered Comeau to serve three years of supervised release and pay $1,153,948 in restitution to the IRS.

    United States Attorney Craig H. Missakian, Acting Deputy Assistant Attorney General Karen E. Kelly of the Justice Department’s Tax Division, and IRS Criminal Investigation (IRS-CI) Oakland Field Office Special Agent in Charge Linda Nguyen made the announcement.

    IRS-CI investigated the case.

  • MIL-OSI Security: Pittsburg County Resident Sentenced For Possessing An Unregistered Explosive Device

    MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Jerry Brandon Pearce, age 56, of Indianola, Oklahoma, was sentenced to 25 months in prison for one count of Possession of an Unregistered Firearm (Destructive Device).

    The charge arose from an investigation by the Bureau of Alcohol, Tobacco, Firearms and Explosives.

    On November 25, 2024, Pearce pleaded guilty to possessing an explosive device not registered to him in the National Firearms Registration and Transfer Record.  According to investigators, on September 4, 2023, law enforcement responded to blast reports at Pearce’s residence.  There, agents encountered Pearce and two bystanders suffering injuries from a detonated grenade.  An investigation of the blast site revealed that Pearce had modified the unregistered explosive before accidentally setting it off, and that Pearce also possessed assembly components for building additional grenades.

    “This case underscores the serious danger posed by illegal and unregistered explosive devices,” said ATF Special Agent in Charge Bennie Mims.  “Thanks to the swift response and thorough investigation by our law enforcement partners, a potentially deadly situation was contained before further harm occurred.  Our office remains committed to prosecuting those who violate federal firearms laws and to supporting initiatives like Project Safe Neighborhoods that protect our communities from violent crime.”

    “Pearce’s actions were egregious and could have been fatal,” said United States Attorney Christopher J. Wilson.  “Pearce put his own interests ahead of the safety of the community and caused immense harm.  Such caustic conduct cannot and will not be tolerated.”

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.  On May 26, 2021, the department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    The Honorable Ronald A. White, Chief U.S. District Judge in the United States District Court for the Eastern District of Oklahoma, presided over the hearing.   Pearce will remain in the custody of the U.S. Marshals Service pending transportation to a designated United States Bureau of Prisons facility to serve a non-paroleable sentence of incarceration.

  • MIL-OSI Submissions: Universities – Tree pollen reveals 150,000 years of monsoon history—and a warning for Australia’s northern rainfall

    Northern Australia’s annual monsoon season brings relief to drought-stricken lands and revitalises crops and livestock for farmers. But a study of 150,000 years of climate records shows that the monsoon is likely to intensify – triggering a higher risk of flooding while worsening the impact of droughts in East Asia.

     

    Led by Professor Michael Bird, researchers at James Cook University and Flinders University have assessed sediments at Girraween Lagoon near Darwin, revealing a continuous record of monsoon rainfall patterns dating back beyond the last interglacial period.

     

    This research published in the scientific journal Quaternary Science Reviews offers insight into how climate change could alter monsoon patterns across East Asia and Australia.

     

    “This is the longest terrestrial record ever produced at the southern end of the Indo-Australian monsoon system, which delivers vital rainfall to millions across the Southern Hemisphere. The record also has implications for the Northern Hemisphere where tens of millions in Asia rely on monsoons for food and their livelihoods.

     

    “Our study shows how the two monsoon systems are interrelated over thousands of years and reveals what causes them to change. Our analyses shows that that rainfall in northern Australia is closely tied to sea level changes, which shift the location of the northern coastline by up to 320 km. These shifts strongly alter local rainfall, with wetter periods occurring when the coastline is closer to the Australian landmass and the oppose effect is prolonged drought in East Asia.”

     

    “Intriguingly, the research also uncovered what we consider bursts of intense monsoon activity – some lasting less than 10,000 years. These bursts align with Heinrich events – abrupt pulses of freshwater into the North Atlantic from rapidly melting ice linked to the weakening of the Gulf Stream in the Atlantic Ocean,” said Professor Bird.

     

    These findings carry a warning from scientists because the Gulf Stream is already weakening due to climate change, and the study suggests this could lead to increased rainfall in northern Australia while contributing to droughts in parts of East Asia.

  • MIL-OSI Security: Two Murder Suspects Arrested in Memphis by U.S. Marshals

    Memphis, TN – The U.S. Marshals (USMS) Two Rivers Violent Fugitive Task Force (TRVFTF) arrested 1st degree murder suspect Kemarion Ward, age 19, in Memphis, Tennessee today. In an unrelated case they also arrested Thaddius Brown, age 29, for Murder 2.

    On December 10, 2023, Germaniee Stephens was found shot to death in Indianola, Mississippi. Sunflower County, Mississippi, issued an arrest warrant for Kemarion Ward on January 24, 2024, for this crime. The fugitive investigation was adopted on February 9, 2024, by the U.S. Marshals Gulf Coast Regional Fugitive Task Force, Oxford, Mississippi office.

    It came to light that Ward was in the Memphis, Tennessee area. The Gulf Coast Task Force immediately began working with the U.S. Marshals Two Rivers Violent Fugitive Task Force. The Two Rivers Task Force went to a residence in the 3100 block of Duke Ellington Avenue in Memphis, Tennessee. Ward was found there and taken into custody without incident. At the time of this release, he is at the Shelby County Detention Center awaiting extradition.

    The U.S. Marshals New York/New Jersey Regional Fugitive Task Force based out of Brooklyn, New York, began a fugitive investigation on Thaddius Brown on June 24, 2025. Brown was wanted by New York for Murder 2. When the investigation revealed that Brown had fled to the Memphis area, investigators with the New York/New Jersey Task Force traveled to Memphis and joined hands with the Two Rivers Task Force to locate the fugitive.

    Approximately one hour after Ward was taken into custody, members of the Two Rivers Task Force located Brown at a residence at the 6400 block of Crossbrook. He was taken into custody without incident and at the time of this release awaits extradition at the Shelby County Detention Center back to New York City.

    The U.S. Marshals Service Two Rivers Violent Fugitive Task Force is a multi-agency task force within Western Tennessee. The TRVFTF has offices in Memphis and Jackson, and its membership is primarily composed of Deputy U.S. Marshals, Shelby, Fayette, Tipton, and Gibson County Sheriff’s Deputies, Memphis and Jackson Police Officers, Tennessee Department of Correction Special Agents and the Tennessee Highway Patrol. Since 2021, the TRVFTF has captured over 3,000 violent offenders and sexual predators.

    • The Downwinder Commemoration Act, which directs the Departments of Defense and Interior to place commemorative plaques in publicly accessible areas at White Sands Missile Range and Holloman Air Force Base. These plaques will recognize the harm endured by New Mexico’s Downwinders following the 1945 Trinity Test — the first nuclear detonation in U.S. history. Despite their exposure to radioactive fallout, Downwinder families were excluded from the Radiation Exposure Compensation Act (RECA) until Rep. Vasquez’s successful push to reauthorize and expand RECA to include New Mexico’s Downwinders. This bill helps deliver long-overdue recognition by permanently commemorating their suffering while preserving their legacy for future generations. 

    By introducing these bills independently, Rep. Vasquez is working to ensure these local priorities are protected as the NDAA advances through the legislative process.

    WASHINGTON, DC – U.S. Senators Jacky Rosen (D-NV) and Kevin Cramer (R-ND), members of the Senate Armed Services Committee, introduced the bipartisan Combat Action Recognition and Evaluation (CARE) for Remotely Piloted Aircraft (RPA) Crews Act to establish a status identifier for remotely piloted aircraft (RPA) crew who conduct combat operations, to help increase their access to mental health services and give them proper recognition. Creating a status identifier will provide them with the recognition and access to services they deserve, which have long been overlooked and out of reach. Nevada’s Creech Air Force Base is one of the highest operational tempo RPA installations throughout the Air Force. 
    Currently, RPA crews fly combat missions from the United States, but they have no identifier in their records for combat operations performed because they are not physically located in a combat zone. If a crew member decides to change career fields within the military or leave the service, there are often barriers for the member to receive the appropriate mental health services for those exposed to a combat environment because they lack a combat status identifier. This makes it difficult for members to receive prompt mental health care while in service or through the VA once they separate, despite the continuing mental health impacts of these operations.
    “Remotely Piloted Aircraft crew like those at Creech Air Force Base in Nevada perform combat operations but have no status identifier in their records for having done so, making it challenging to receive the support and care they deserve once they transition,” said Senator Rosen. “That’s why I’m introducing this bipartisan bill to establish a status identifier for these crews in order to help improve the recognition they’ve earned and to ensure their future care.     Carlos Alcaraz had warned that facing Cameron Norrie could be a nightmare. For a fleeting moment on Tuesday, it looked like the defending Wimbledon champion might be in for a fright.

    The Spaniard stumbled early, trailing 0-40 in his opening service game on Centre Court. Any chance of an upset, however, was swiftly dashed as Alcaraz roared to a commanding 6-2 6-3 6-3 quarter-final victory — one that should send a shudder down the spine of anyone hoping to dethrone him.

    With hundreds of empty seats at the start — fans still trickling back after Aryna Sabalenka’s drawn-out quarter-final — Alcaraz wasted no time asserting his dominance.

    By the time the crowd returned to rally behind Britain’s last remaining singles hope, the second seed had blazed through the first set in 28 minutes, dazzling with his trademark blend of power and flair.

    Norrie, unseeded and unorthodox, did his best to resist. He even raised his arms in mock celebration after holding serve late in the third set.

    But the outcome was never in doubt. Alcaraz, now on a 23-match winning streak, was simply too good.

    Alcaraz’s eighth Grand Slam semi-final will be against American Taylor Fritz but before he continues his quest for a third successive Wimbledon title he has two days off owing to the All England Club schedule.

    He would probably prefer to get straight back on court, such is the momentum he is building. When asked how he would use the time, one wag in the crowd suggested he could return to the Ibiza, the Balearic party island where he let his hair down after his second successive French Open title last month.

    A beaming Alcaraz said something more sedate would suffice.

    “I might try to go to the city centre if I have time. I want to play some golf with my team which will be fun,” he said.

    “What I have been doing so far has worked so we will try to switch off together.”

    Former semi-finalist Norrie was the second British player Alcaraz has faced during this year’s tournament having seen off qualifier Oliver Tarvet in the second round.

    Tarvet stretched him far more than left-hander Norrie, but that was during a first week in which the five-times Grand Slam champion was working through the gears.

    Any hope Norrie had of becoming only the third British player to knock out the defending Wimbledon men’s champion were soon extinguished by the Spanish force of nature.

    Having failed to convert four break points in the second game, Norrie gifted away his serve with double-fault and two games later his tentative volley allowed Alcaraz to wind up a ferocious dipping forehand that smacked the baseline.

    Alcaraz had blown a hot and cold in his previous matches, but it is now the business end of the tournament and the rest of the match became a procession as he wrapped up his 34th win from 37 matches he has played on grass.

    “To be able to play another semi-final here at Wimbledon is really special,” Alcaraz said. “I want to go as far as I can and I am really happy with the level I played today against a really difficult player like Cam.”

  • MIL-OSI Security: DHS to End ‘Shoes-Off’ Travel Policy

    Passengers can now keep their shoes on at TSA security checkpoints

    WASHINGTON—Homeland Security Secretary Kristi Noem announced a new policy today which will allow passengers traveling through domestic airports to keep their shoes on while passing through security screening at TSA checkpoints.

    The new policy will increase hospitality for travelers and streamline the TSA security checkpoint process, leading to lower wait times.

    “Ending the ‘Shoes-Off’ policy is the latest effort DHS is implementing to modernize and enhance traveler experience across our nation’s airports,” said Secretary Noem. “We expect this change will drastically decrease passenger wait times at our TSA checkpoints, leading to a more pleasant and efficient passenger experience. As always, security remains our top priority. Thanks to our cutting-edge technological advancements and multi-layered security approach, we are confident we can implement this change while maintaining the highest security standards. This initiative is just one of many the Trump administration is pursuing to usher in the President’s vision for a new Golden Age of American travel.”

    Other aspects of TSA’s layered security approach will still apply during the TSA checkpoint process. For example, passengers subject must still clear identity verification, Secure Flight vetting, and other processes.

    Ending the “Shoes-Off” policy is the latest in a series of changes DHS has implemented since the Trump administration entered office. On July 2nd, TSA announced its “Serve with Honor, Travel with Ease” program which provides special benefits to uniformed service members and their families, including a TSA PreCheck enrollment discount and expedited access lanes at select airports. In May, TSA began implementation of REAL ID at airport checkpoints which has seen a 94 percent compliance rate which has led to a more efficient security process.

  • India–Brazil bilateral trade to touch $20 million over next five years: PM Modi in Brasilia

    Prime Minister Narendra Modi on Tuesday said India and Brazil will work to expand cooperation in trade, clean energy, defence, Artificial Intelligence, and digital public infrastructure, underlining that both countries share a common vision for inclusive development and a people-centric approach to innovation.

    Speaking at a joint press statement alongside Brazilian President Luiz Inácio Lula da Silva, PM Modi expressed his gratitude for being conferred with Brazil’s highest national honour — ‘The Grand Collar of the National Order of the Southern Cross’.

    “Today, being honoured with Brazil’s highest national award by the President of Brazil is a moment of great pride and emotion not just for me, but for 140 crore Indians. I sincerely thank the President, the Brazilian government, and the people of Brazil for this honour,” PM Modi said.

    Calling President Lula his “best friend” and “Chief Architect of the Strategic Partnership between India and Brazil,” the PM said every meeting with him has motivated him to work harder for the well-being of both nations. “I dedicate this honour to his strong commitment to India and to our enduring friendship,” he said.

    Trade and energy cooperation

    PM Modi said India and Brazil have agreed to raise bilateral trade to USD 20 billion over the next five years. “Football is Brazil’s passion, just as cricket is loved by the people of India. Whether it’s sending the ball past the boundary or into the goal, when both are on the same team, a USD 20 billion partnership is not difficult to achieve,” he said, adding that both sides will also work to expand the India–MERCOSUR Preferential Trade Agreement (PTA).

    The Prime Minister stressed that cooperation in the energy sector was steadily growing and highlighted the new agreement signed to boost collaboration on clean energy and sustainable development.

    PM Modi also extended best wishes to Lula for the upcoming COP-30 Summit to be hosted by Brazil later this year.

    Defence, AI and digital linkages

    On defence ties, PM Modi said, “Our growing cooperation in the field of defence reflects the deep mutual trust between our two countries. We will continue our efforts to connect our defence industries and strengthen this partnership further.”

    He pointed to ongoing collaboration in Artificial Intelligence and supercomputing, describing it as part of the shared goal of “inclusive development and human-centric innovation.” India’s UPI digital payments platform is also set to be adopted in Brazil, the PM said, adding that India would gladly share its experience in digital public infrastructure and space technology.

    Health, Ayurveda and people-to-people ties

    Highlighting ties in agriculture and health, PM Modi noted that cooperation in agriculture and animal husbandry spans several decades, and both sides are now working together in agricultural research and food processing too. “In the health sector too, we are enhancing our win-win collaboration. We have also emphasized the expansion of Ayurveda and traditional medicine in Brazil,” he said.

    Underscoring the importance of people-to-people connections, the Prime Minister said that the shared passion for sports — cricket and football — brings India and Brazil closer. “We wish for India–Brazil relations to be as vibrant as Carnival, as passionate as football, and as heart-connecting as Samba — all without the long visa counter queues! With this spirit, we will work together to ease people-to-people exchanges between our two nations, especially for tourists, students, sportspersons, and businessmen,” he said.

    On global issues

    PM Modi said India and Brazil have always worked in close coordination on global issues and stressed that their partnership is relevant to the Global South and the wider world. “We firmly believe that it is our moral responsibility to bring the concerns and priorities of the Global South to the forefront of the global stage,” he said.

    Calling for disputes to be resolved through “dialogue and diplomacy,” the PM said the India–Brazil partnership stands as an “important pillar of stability and balance” amid global tensions and uncertainty. He also reiterated both nations’ “zero tolerance and zero double standards” approach on terrorism, saying, “We strongly oppose both terrorism and those who support it.”

    The Prime Minister also extended an invitation to Lula to visit India and said, “Once again, on behalf of 1.4 billion Indians, I extend my heartfelt gratitude to you for this highest national honour and for your enduring friendship.”

    Earlier in the day, Lula welcomed PM Modi at the Alvorada Palace in Brasilia, where he was given a ceremonial reception featuring a 114-horse escort for his car. The two leaders then held a restricted-format meeting, followed by delegation-level discussions and the signing of agreements.

    Washington, DC — Today, Congresswoman Marcy Kaptur (OH-09), Ranking Member of the House Appropriations Subcommittee on Energy and Water Development, and Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee and Ranking Member of the Subcommittee on Energy and Water Development, issued the following joint statement in response to the US Government Accountability Office (GAO) issuing a report that finds the Department of Energy (DOE) is not in compliance with required reporting to help ensure transparency in spending.

    “This GAO report exposes a troubling failure by the Department of Energy to meet even the most basic budgeting responsibilities. Nearly a decade after Congress required forward-looking energy planning, DOE still hasn’t delivered — and now the Trump administration wants to do away with this basic good government requirement altogether. With nearly $50 Billion in taxpayer funds at stake, this lack of accountability is unacceptable. At a time of fierce global competition, we can’t afford a Department flying blind. DOE must stop stonewalling and immediately implement GAO’s recommendations — as mandated by law — to deliver the transparency, accountability, and planning the American people deserve and that this administration has promised but routinely failed to deliver.”

    The fiscal year 2012 Energy and Water Development Appropriations Act required the Secretary of Energy to submit a future-years energy program (FYEP) alongside DOE’s annual budget justifications, starting with the fiscal year 2014 request and continuing each year thereafter.

    However, GAO found that DOE has failed to fully comply with this statutory requirement, offering no justification for its ongoing noncompliance. The Department’s FYEP submissions have been incomplete and inconsistent, and it lacks both a finalized strategic plan and the necessary budgeting processes to generate accurate estimates.

    Congress mandated this investigation in the fiscal year 2024 Energy and Water Development bill. In a striking acknowledgment of this failure, the Trump administration’s fiscal year 2026 budget proposal attempts to eliminate the reporting requirement altogether — undermining its own claims of promoting efficiency and exposing a broader disregard for transparency and fiscal accountability.

    The AI for Good Global Summit 2025 brings together governments, tech leaders, academics, civil society and young people to explore how artificial intelligence can be directed toward Sustainable Development Goals (SDGs) – and away from growing risks of inequality, disinformation and environmental strain.

    “We are the AI generation,” said Doreen Bogdan-Martin, chief of the International Telecommunications Union (ITU) – UN’s specialized agency for information and communications technology – in a keynote address.

    But being part of this generation means more than just using these technologies.

    “It means contributing to this whole-of-society upskilling effort, from early schooling to lifelong learning,” she added.

    Warnings on AI risks

    Ms. Bogdan-Martin warned of mounting dangers in deploying AI without sufficient public understanding or policy oversight.

    “The biggest risk we face is not AI eliminating the human race. It is the race to embed AI everywhere, without sufficient understanding of what that means for people and our planet,” she said.

    Her remarks reflected a growing sense of urgency among policymakers and technologists, as new “agentic AI” systems capable of autonomous reasoning and action emerge at unprecedented speed.

    With some experts predicting human-level AI within the next three years, concerns about safety, bias, energy consumption and regulatory capacity have intensified.

    The summit’s agenda reflects these tensions.

    Over 20,000 square meters of exhibit space at Geneva’s Palexpo now hosts more than 200 demonstrations, including a flying car, a fish-inspired water quality monitor, brain-computer interfaces and AI-driven disaster response tools.

    Workshops throughout the week will tackle topics ranging from AI in healthcare and education to ethics, gender inclusion and global governance.

    One highlight will be the AI Governance Day on Thursday, where national regulators and international organizations will address the gap in global oversight. An ITU survey found that 85 per cent of countries lack an AI-specific policy or strategy, raising alarms about uneven development and growing digital divides.

    Focus on health

    Health is a prominent theme this year.

    On Wednesday, the UN World Health Organization (WHO) will lead a session titled “Enabling AI for Health Innovation and Access,” bringing together technologists, regulators, clinicians and humanitarian leaders to address how AI can improve healthcare delivery – especially in low-resource settings.

    Real-world applications – from AI-powered triage in emergency care to diagnostic tools for rural clinics – will be spotlighted, alongside a preview of WHO’s forthcoming Technical Brief on AI in Traditional Medicine, set for official launch on the main stage.

    Experts will also examine the challenges of interoperability, regulatory harmonisation and intellectual property rights at the intersection of AI and global health. The summit will also feature the AI for Good Awards, recognising groundbreaking projects that harness AI for public benefit, with categories spanning people, planet and prosperity.

    Launchpad for action

    The health track exemplifies the summit’s core goal: ensuring AI serves the public good, especially in areas of greatest need.

    Youth-led robotics teams from underserved communities will present solutions for disaster recovery and waste management, while startups compete in the Innovation Factory to showcase AI tools for education and climate resilience.

    Live demonstrations include an autonomous orchard robot, a self-sanitising mobile toilet, and a drone-eDNA system for scalable biodiversity and pest monitoring.

    Closing her keynote, Ms. Bogdan-Martin reminded participants that the future of AI is a shared responsibility.

    “Let’s never stop putting AI at the service of all people and our planet,” she said.
