    In a strategic initiative aimed at enhancing mpox outbreak response and genomic surveillance capacity, the Central Public Health Reference Laboratory (CPHRL) in Freetown hosted the mpox Genomics and Bioinformatics training workshop  from 23rd – 27th June 2025. The event was organized under the theme: “Strengthening Genomic Surveillance Capacity for mpox Response in Sierra Leone,” with technical and financial support from the World Health Organization (WHO AFRO and WHO Sierra Leone).  The training program targeted 15 participants, including laboratory scientists, public health professionals, and epidemiologists from across Sierra Leone.

    Despite reporting over 4,400 confirmed cases of mpox as of 27th June 2025, Sierra Leone has performed genomic characterization on only approximately 2.5% of these cases (108 sequences), representing a significant limitation in understanding viral evolution and informing targeted public health interventions. Currently, these genomic data are deposited in international repositories such as Pathoplexus, GISAID, and NCBI Virus; however, the disparity between outbreak detection and genomic data generation hampers real-time surveillance efforts. 

    The Ministry of Health and Sanitation (MoHS) and the Sierra Leone National Public Health Agency (SLNPHA) of Sierra Leone have prioritized strengthening genomic surveillance to enable rapid outbreak detection, track viral transmission, and inform policy decisions. Allan Campbell, Laboratory Lead at CPHRL, emphasized the significance of this training, stating, “This marks a pivotal moment in Sierra Leone’s national response to mpox. 

    The initiative addresses the substantial bioinformatics capacity gap and establishes a foundation for sustainable genomic surveillance that can directly inform public health actions.” The workshop aligns with the objectives outlined in the WHO African Region (AFRO) Joint Continental mpox Response Plan 2.0, focusing on intensification, integration, and establishing a sustainable legacy in genomic epidemiology.

    The week-long workshop employed a multidisciplinary, hands-on approach combining didactic instruction, practical exercises, and group data analysis. The curriculum included:

    • Day 1: Introduction to genomic surveillance principles, sequencing technologies, and foundational bioinformatics tools such as Linux and Conda environments.

    • Day 2: Emphasis on sequencing data quality control (FastQC, MultiQC), read trimming (Fastp, Hostile), and genome assembly techniques utilizing reference-based (BWA, Cutadapt) and de novo (SPAdes) approaches.

    • Day 3: Variant detection and analysis (SAMtools, FreeBayes, Snippy), consensus sequence generation (Bcftools), and genome annotation (SnpEff, VEP).

    • Day 4: Phylogenetic analysis, clade classification (Nextclade, Nextstrain), and visualization using platforms such as GISAID, Pathoplexus, NCBI Virus, Microreact, iTOL, and Galaxy.

    • Day 5: Integration of all components through a case study simulating mpox outbreak response, culminating in data interpretation and strategic planning.

    Walter Oguta, WHO AFRO EPI Analytics Specialist and the Lead Bioinformatics Trainer, underscored the practical value of the training, stating, “Translating genomic data into actionable public health strategies is the ultimate goal. Our aim was to equip participants with both technical proficiency and confidence to utilize these tools effectively.”

    Doris Harding, Laboratory Pillar Lead at the SLNPHA, highlighted the broader implications: “Strengthening our capacity for genomic surveillance is no longer optional—it is essential. This initiative empowers our scientists to respond more effectively to mpox and other emerging pathogens.” Similarly, Jonathan Greene, WHO Sierra Leone Laboratory Lead, articulated the importance of workforce development, asserting, “Building a skilled, locally capable workforce is central to WHO’s strategy for resilient health systems. The use of genomics is transforming outbreak intelligence, enabling a shift from reactive to proactive responses.” 

    Dr. Ameh George, WHO Representative in Sierra Leone, emphasized the strategic importance of institutionalizing genomic surveillance: “Genomics is redefining outbreak science. Sierra Leone must lead in generating and utilizing genomic data to inform policy and strengthen global health security. WHO remains committed to supporting this transformation.”

    Participants and stakeholders concurred that this training initiative constitutes a long-term investment in Sierra Leone’s epidemic preparedness, response and resilience. By decentralizing sequencing capabilities and integrating genomic data into national decision-making processes, the program aspires to support regional efforts for early detection and rapid response to outbreaks.

    The workshop concluded with the issuance of certificates of completion and a networking session aimed at fostering collaboration and innovation in public health genomics. As Sierra Leone advances its surveillance infrastructure, the overarching goal remains to elevate genomic data from an underutilized resource to a central element of outbreak response and epidemic intelligence, thereby strengthening national and regional health security.

Dr. Elombi succeeds Professor Benedict Oramah to become the fourth president since the bank’s establishment in 1993. The move signals a strategic shift for the institution as it strives to become a $250 billion bank in the next 10 years.

    As the voice of the African energy sector, the African Energy Chamber (AEC) congratulates Dr. Elombi on his appointment as President and Chair. In this capacity, Dr. Elombi is poised to play an instrumental part in leading the bank’s long-term objectives. The funding is expected to support infrastructure development under the broader African Continental Free Trade Agreement.

  • MIL-OSI Africa: Malawi: Police Look on as Peaceful Protesters Assaulted

    On June 26, 2025, about a dozen weapon-wielding men in Malawi attacked demonstrators peacefully protesting the government’s handling of upcoming national elections, Human Rights Watch said today. The police’s apparent unwillingness to intervene to stop the violence or to arrest those responsible raises grave concerns about the government’s ability to conduct the September general election in a fair and impartial manner.

    The incident occurred when Citizens for Credible Elections, a local nongovernmental organization, held protests calling for an independent audit of the voters’ roll and the resignation of top officials of the Malawi Electoral Commission. While people were protesting in Lilongwe, the capital, 10 to 20 men—some wearing masks and carrying sticks, sjamboks (heavy leather whips), and large knives—attacked the demonstrators, injuring several and damaging property as well. Civil society groups and the main opposition Democratic Progressive Party allege that the assailants had links to a youth militia aligned with the ruling Malawi Congress Party (MCP). The MCP is being accused of using fear and intimidation against citizens expressing themselves in the lead-up to the September election.

    “Malawian authorities need to investigate this brutal attack on peaceful demonstrators and ensure that those responsible are appropriately punished,” said Idriss Ali Nassah, senior Africa researcher at Human Rights Watch. “For Malawians to have confidence in the fairness of the upcoming election, they need to be sure the police will respond promptly and impartially to threats or acts violence, no matter who is responsible.”

    Government and law enforcement agencies are responsible for upholding the fundamental rights to freedom of expression and peaceful assembly and for ensuring that demonstrators can safely protest in line with Malawi’s constitution and international standards. The electoral commission’s unwillingness to allow various local organizations access to voter rolls to inspect it for any inconsistencies that can lead to vote rigging has heightened citizens and civil society’s concerns about the fairness of the elections.

    Sylvester Namiwa, head of the Center for Democracy and Economic Development Initiatives and the chief organizer of the protests, told Human Rights Watch that as the protest was about to begin, assailants attacked those who had gathered. He said that while police and other law enforcement officers looked on, the men severely beat him, dragged him toward a Toyota SUV, and attempted to abduct him. He added that he escaped the attempted abduction when police fired tear gas. The attackers then stole a public address system that the protesters were using, damaged several vehicles, and set two cars on fire.

    Namiwa was treated for his injuries at a local hospital.

    A member of Citizens for Credible Elections said that as assailants beat her up, she pleaded with the police for protection. They did not intervene, and the attack left her with a cut on her hand and back injuries.

    Local human rights activists and journalists covering the demonstrations corroborated demonstrators’ accounts, saying that they witnessed police officers watching and not doing anything to protect the protesters, even when it was clear that protesters’ lives were in danger. No assailants were arrested; additionally, police did not respond to media queries about law enforcement’s response to the attacks.

    In November 2024, opposition parties and civil society organizations alleged that the MCP had organized the violent attack of a demonstration for electoral reforms by masked men with weapons. At that time, witnesses accused law enforcement officers of standing by while the masked men assaulted peaceful protesters, just as they did at the June 26, 2025 protests.

    Governments have an obligation under international law to respect, facilitate, and protect the right to freedom of expression and peaceful assembly. Malawi is party to the International Covenant on Civil and Political Rights (ICCPR) and the African Charter on Human and Peoples’ Rights, which sets out these rights. The United Nations Human Rights Committee, the international expert body that monitors compliance with the ICCPR, has stated in a general comment that governments have “positive duties to facilitate peaceful assemblies and to make it possible for participants to achieve their objectives.”

    The African Commission on Human and Peoples’ Rights Guidelines on Freedom of Association and Assembly state that “the rights to freedom of association and assembly are fundamental rights that should underpin all democratic societies in which individuals can freely express their views on all issues concerning their society.” Furthermore, when people express these rights, states are mandated to “protect associations, including their principal and most visible members, from threats, harassment, interference, intimidation or reprisals by third parties and non-state actors.”

    “The Malawian government needs to uphold human rights and the rule of law by investigating, arresting, and appropriately prosecuting both the attackers and those behind the violence,” Nassah said. “Ahead of a crucial general election in September, authorities need to send a strong message that human rights violations will not be tolerated.”

    MOFA response to IPAC statement condemning China for alleged plot targeting Vice President Hsiao

    The Inter-Parliamentary Alliance on China (IPAC) issued a statement on June 27 condemning China for an alleged plot to engineer a collision with a car carrying Vice President Hsiao Bi-khim during a visit to the Czech Republic in March 2024 when she was serving as vice president-elect. It denounced China for conspiring to engage in an act of state terrorism and said that the planning of such an overt act of politically motivated violence in a foreign country represented the crossing of a threshold and disregard for international diplomatic norms. Expressing solidarity with Vice President Hsiao and with Taiwanese citizens who may be subject to coercion by the Chinese state while traveling abroad, the statement also emphasized that Taiwan’s future should be determined by the Taiwanese people and called upon the governments of IPAC member countries to condemn the PRC’s unacceptable actions.

     

    The Ministry of Foreign Affairs sincerely appreciates IPAC taking a stand and urging nations to strongly condemn China for seeking to engage in unlawful activities in other countries that amount to state terrorism. The contempt for international diplomatic norms, violent disregard for personal safety, and deliberate and worsening attempts to suppress Taiwan displayed by China in its actions are a clear demonstration of its exceedingly disgraceful and unscrupulous behavior. This is unacceptable to the international community. MOFA once again strongly condemns China and solemnly demands that it issue an apology.

    Minister of Foreign Affairs Lin Chia-lung hosted a welcome luncheon on June 26 for Takayuki Kobayashi, former Japanese Minister in Charge of Economic Security and current member of the House of Representatives. They exchanged views on issues such as integrated diplomacy, response strategies for countering gray-zone tactics, and Taiwan-Japan cooperation in third countries.

    Minister Lin stated that since assuming office, he had been proactively implementing integrated diplomacy. He said that the policy combined the strengths of the public and private sectors to expand Taiwan’s international presence and promote the Diplomatic Allies Prosperity Project, which aimed to deepen substantive and mutually beneficial relations with diplomatic allies and like-minded countries. He added that Taiwan was pleased that the Japanese government had recently bolstered strategic partnerships with Palau, Paraguay, Guatemala, and other diplomatic allies of Taiwan, and thanked Japan for actively advancing cooperative relations with Taiwan’s allies. He emphasized that Taiwan and Japan faced similar regional security and economic challenges and that the two sides should enhance collaboration and joint strategic responses.

    Furthermore, he indicated that the industries of Taiwan and Japan were highly complementary and that, in the face of China’s aggressive pursuit of global high-tech industry dominance, Taiwan and Japan should work together to build non-red supply chains and boost economic resilience and industrial competitiveness to ensure that democracies steadily keep pace with technological developments worldwide.

    Representative Kobayashi stated that Taiwan and Japan had a close friendship in terms of history, the economy, and personnel exchanges. He expressed hope that the visit would increase his understanding of Taiwan. In addition, he affirmed his desire to help further Taiwan-Japan ties in the future, which would contribute to safeguarding regional peace and stability.

    Also in attendance at the luncheon were Taipei University of Marine Technology President Lu Yao-zhi, Institute for National Defense and Security Research Chief Secretariat Office Director Lin Yen-hung, and Japan-Taiwan Exchange Association Taipei Office Chief Representative Kazuyuki Katayama.   • Navy rescues 14 Indian crew members from burning vessel in Arabian Sea

    The Indian Navy successfully rescued 14 Indian crew members from a Palau-flagged oil tanker, MT Yi Cheng 6, after a major fire broke out in its engine room. According to the Ministry of Defence, when the distress call was received, the tanker was near Fujairah, UAE in the North Arabian Sea.

    Responding to a distress call, received early Sunday morning, Indian Naval ship INS Tabar, which was on a mission-based deployment, rushed to the site located approximately 80 nautical miles east of Fujairah.

    Upon arrival, the crew of INS Tabar immediately established contact with the vessel’s master and began firefighting operations. Seven crew members were promptly evacuated to safety, while the remaining crew stayed onboard to assist in containing the blaze. No injuries were reported.

    A six-member Indian Navy firefighting and damage control team, equipped with specialized gear, was deployed to combat the fire. Their efforts were later bolstered by 13 more Navy personnel. Together with the ship’s crew, they managed to bring the fire under control and confine it to the engine room.

    The Navy continues to monitor the situation, with INS Tabar remaining on station to provide further assistance if required.

    This successful operation underscores the Indian Navy’s rapid response capabilities and its continued commitment to maritime safety and humanitarian efforts in the Indian Ocean Region.

    Director disqualification and compensation order for Bounce Back loan abuse

    • Building contractor Tahir Haq overstated his company Integral Maintenance Team Ltd’s turnover by almost £200,000 to obtain a £50,000 Bounce Back loan when it was only entitled to just over £3,000
    • He then failed to provide evidence that all of the funds were used for the economic benefit of his business
    • The High Court banned Haq as a company director for 11 years and ordered him to repay all the money he was not entitled to, plus interest and costs

    A West London building contractor who overstated his company’s turnover by almost £200,000 to secure a maximum-value Covid Bounce Back loan has been banned as a director and ordered to repay the money he was not entitled to.

    Tahir Haq obtained a £50,000 Bounce Back loan for building completion and freight transport company Integral Maintenance Team Ltd, in late 2020.

    However, his company was only entitled to little more than £3,000 under the scheme.

    The 46-year-old, of Norman Avenue, Southall, provided no evidence that some of the funds he received were used for the economic benefit of his business, including cash withdrawals and money which was paid to a housing scheme in Pakistan. Haq supplied no documents which demonstrated that the housing scheme was connected to his company.

    Haq was disqualified as a company director for 11 years at a hearing of the High Court in London on Tuesday 10 June.

    He was also ordered to pay compensation of £46,778, as well as interest on the loan totalling £4,078, and additional costs of £8,107.

    His ban started on Tuesday 1 July.

    Kevin Read, Chief Investigator at the Insolvency Service, said:

    Tahir Haq overstated his company’s turnover by almost £200,000 to secure the maximum Bounce Back loan available.

    Our investigation revealed he used some of this money for personal purposes, including payments to a housing scheme in Pakistan.

    The 11-year disqualification and requirement to repay all the money he was never entitled to demonstrates our commitment to holding directors financially accountable when they misuse Covid support schemes.

    Haq was the sole director of Integral Maintenance Team Ltd, which was set up in July 2018.

    The company’s trading was described on Companies House as ‘other building completion and finishing’ and ‘freight transport by road’.

    Haq secured the £50,000 Bounce Back loan for Integral Maintenance Team Ltd in December 2020, claiming the company’s turnover was £212,800.

    However, receipts into the company bank account for 2019 were only £12,888, meaning he obtained £46,778 more than he should have.

    Haq also failed to explain how at least £34,777 of the Bounce Back loan funds were used to benefit his company. The remaining funds were found to have been used for his business.

    Liquidators were appointed for Integral Maintenance Team Ltd in November 2021.

    The disqualification order prevents Haq from being involved in the promotion, formation or management of a company, without the permission of the court.

    Responsibility for 8.5km of frontage returns to Environment Agency after 25 years with a plan to better protect 3,000 properties – eventually rising to 18,000.

    The 8.5km frontage of Pevensey Bay is back under Environment Agency management

    A crucial new coastal defence scheme that will protect thousands of homes and businesses from flooding has been launched at Pevensey Bay beach. 

    The Environment Agency met community representatives on Friday 27 June to launch the short-term Pevensey coastal defence phase of the broader Pevensey Bay to Eastbourne Coastal Management scheme. 

    The short-term project will manage the 8.5km Pevensey Bay frontage for the next two years, with contractor VolkerStevin leading operational beach activities under the oversight of new beach managers Paul Levitt and Amber Carr.  

    Protection for 3,000 properties, rising to 18,000 in the future

    Managing the beach will involve moving thousands of tonnes of shingle along the Sussex shore to reduce flood risk

    The initiative will protect over 3,000 homes and businesses from flooding during this period, while the broader scheme aims to safeguard up to 18,000 properties over the next century. 

    The event marks a significant milestone as operational responsibility returns to the Environment Agency after 25 years of management under a Public-Private Partnership arrangement. 

    Attendees met the project team, saw beach machinery, and joined a guided beach walk to learn about coastal defence operations. 

    Community views are wanted to shape the coast’s long-term strategy

    The new beach managers spoke about the coastal management plans, upcoming beach works and asked residents for their feedback on the Pevensey Bay Community longer-term strategy. This feedback, along with Eastbourne Borough Council’s Seafront Strategy Survey, will help shape a 100-year coastal management plan starting from 2037.

    Pevensey Bay is a ‘vital’ line of defence

    Richard Fuller, project lead at the Environment Agency, said: 

    Managing the shingle defences in Pevensey Bay is vital to keeping homes and businesses safe.   

    I’m very pleased to be starting this project and welcoming local residents and media to meet the team and learn more about how we’re managing the coastline now and into the future.

    Paul Levitt, beach manager of Pevensey Bay, said: 

    I feel privileged to be offered this important role where I am entrusted to manage the beach to protect your homes and businesses from coastal flooding. 

    I will ensure regular updates on beach management activities are continued to residents, especially those that live along the beach frontage who are directly affected by our operations.

    The short, medium and long-term phases

    The Environment Agency’s work involves importing sediment and moving thousands of tonnes of shingle by dumper trucks along the Sussex shore to protect the community from flooding risk.

    The short-term project is the first phase of a comprehensive coastal management strategy: 

    • Short-term (2025-2027): Management of 8.5km of Pevensey Bay frontage
    • Medium-term (2027–2037): Combining the 15km Eastbourne and Pevensey Bay coastal frontage under one phase, including upgrades to existing groynes
    • Long-term Strategy (2037 onwards): Development of sustainable approaches to address projected sea level rises of over a metre by the end of the century

    The broader scheme covers 15km of varied coastline featuring chalk cliffs, shingle beaches, long promenades, heritage sites and a large marina, making it one of the most important projects in the country for reducing flood risk. 

    Background

    • Between 2000 and 2025 this 8.5km of beach in Pevensey Bay, East Sussex, was managed by Pevensey Coastal Defence Limited (PCDL) under a Public Private Partnership (PPP) arrangement.
    • The initiative is being delivered by the Environment Agency in partnership with Eastbourne Borough Council, East Sussex County Council, Rother District Council, and Wealden District Council.
    • Regular monitoring and surveys of the beach will continue throughout the project to track shingle volumes and movement.
    • The beach will remain open to the public throughout the works, though visitors should follow safety guidance around working machinery.

    Competition nominations

    Participants of the “Moscow Innovator” competition compete in three nominations. These are “Project of the Future” – ideas at the prototype stage (prize – from 100 to 500 thousand rubles), “Reality Changers” – MVP and ready-made models (prize – from 150 thousand to one million rubles), “Innovation Leaders” – finished products with revenue and with a created legal entity (prize – from 200 thousand to 1.5 million rubles).

    Since the beginning of the year, specialists from the capital’s municipal services complex have conducted more than 1.7 million water quality tests. This was reported by the Deputy Mayor of Moscow for Housing and Public Utilities and Improvement Petr Biryukov.

    “Currently, the condition of the capital’s water is analyzed by the maximum number of physical, chemical and biological indicators – 200 in total. We monitor the quality of water throughout its entire path – at the water source, water treatment stations and in the distribution network. Over 1.7 million different analyses have already been conducted in January – June of this year,” noted Petr Biryukov.

    The devices monitor changes in the main indicators of water composition around the clock. Data from the analyzers is sent to a single information system, with the help of which specialists can quickly make a decision on changing the technological cleaning modes. Research confirms that the quality of water supplied to Muscovites’ taps complies with all standards.

    Almost three million cubic meters of water are used daily in the capital. There are about 13 thousand kilometers of water supply networks in the city. Water treatment is carried out at four stations – Northern, Eastern, Western and Rublevskaya.

    In addition to laboratory tests, more than 500 automatic control devices help monitor water quality in real time. The results of their analyses are transmitted to the capital’s social and hygienic monitoring system.

  • MIL-OSI Russia: Musical Arbat. Let’s go on a tour of the area with the Scriabin Museum

    Situated near the Smolenskaya metro station, diagonally across from the B. Shchukin Theatre Institute, the two-storey mansion attracts attention with a memorial plaque on the wall. In this house with a rich history, including the fire of 1812 and the status of a famous cultural centre of the 20th century, the outstanding composer and pianist Alexander Scriabin lived from 1912 to 1915. Elizaveta Timoshina, musicologist, Moscow guide, research fellow at the A.N. Scriabin Memorial Museum, says: “Three years after his death, in 1918, a museum was created. And they also studied together with Sergei Taneyev, who taught strict counterpoint. The future composers often missed classes on this subject, and Sergei Ivanovich called them the most lazy students. But despite this, he still recognized them as two brilliant musicians,” explains Elizaveta Timoshina. They were often compared, called the rulers of musical thoughts, but came to the conclusion that there were not so many points of contact between the creative styles of one and the other: each had a bright creative originality.     Leaving behind the main house of the city estate of Mikhail Grachev, the founder of the gold and silver coin factory, and a remarkable wooden building of the 18th century with a carved yellow and white fence, we reach the next alley. It is impossible to pass by the mansion of the entrepreneur Otto List without being impressed. This is the first building in Moscow in the Art Nouveau style – it was created by the architect Lev Kekushev, one of the greatest masters of this style. His autograph was the image of a lion, and it has also been preserved on this house.

    “At one time, Sergei Koussevitzky, a music publisher, composer and conductor who founded the Russian Music Publishing House, lived in this mansion. Scriabin and Rachmaninoff were on the founding council. Koussevitzky held meetings of the publishing house in his own house. Alexander Nikolayevich stayed with him in 1910 when he came from abroad,” continues Elizaveta Timoshina. At that time, the house became one of the centers of creative life in Moscow, and prominent cultural figures visited here, including Claude Debussy, Sergei Prokofiev, Feodor Chaliapin and Boris Pasternak.     Further along a small circle, the route leads towards a historical street named after a ravine, along the bottom of which a small river Sivka flowed. Here, at the intersection of Sivtsev Vrazhek and Plotnikov Lane, there is a small two-story house in which the symbolist artist Nikolai Sperling lived at the end of the 19th century, who became a close friend of Scriabin in the last years of the composer’s life. “And now in the museum you can see paintings of this artist in the study of Alexander Nikolaevich. They inspired Scriabin to create his last works,” says Elizaveta Timoshina. Sperling’s paintings have many philosophical subtexts and sacred meanings that were close to the composer’s worldview. Among the works that can be seen in the museum are “Eastern Sage”, Tibi, Purissima and other works.

    The final stage of the excursion is Bolshoy Afanasyevsky Lane, where the Church of Saints Athanasius and Cyril, Patriarchs of Alexandria, is located. It is also connected with a story from Scriabin’s life: the church was visited by his grandmother and aunt, with whom he lived nearby, in house 22, during his years of studying at the conservatory.     More than 400 Muscovites being resettled from old houses have already completed paperwork for apartments in a new building on Milashenkova Street. This was reported by Ekaterina Solovieva, Minister of the Moscow Government, Head of the Moscow Department of City Property.

    “Stage-by-stage inspections of apartments in the residential complex on Milashenkova Street began in April of this year. Now almost all of the more than 550 residents of the three houses on Yablochkova Street being resettled have decided on the choice of housing offered, of which over 400 city residents have already signed contracts with the Department.     “Moving under the renovation program”“The first option that becomes available to resettlement participants is uploading electronic copies of personal and title documents to the portal, which are necessary for preparing a draft agreement,” she said.

    The residential complex is located at 7 Milashenkova Street, Building 2. It is not far from the houses being resettled — new residents will not have to register with a new clinic or transfer their children to other kindergartens and schools. The usual shops and recreation areas will remain nearby. But the Fonvizinskaya station on the Lyublinsko-Dmitrovskaya metro line will become closer: it will take just two minutes to walk there.

    “The new building on Milashenkova Street consists of 255 apartments with improved finishing with a total area of over 14 thousand square meters. The residential complex was built taking into account the principles of a barrier-free environment. The entrances have wide passages, and the vestibules and elevator halls are located on the same level, without steps. Pedestrian paths in the courtyard are designed so that it is convenient for both parents with strollers and citizens with disabilities to move around.     Hong Kong Customs seizes suspected cannabis buds worth about $1.5 million at airport.

    ​Hong Kong Customs yesterday (June 30) detected a drug trafficking case involving baggage concealment at Hong Kong International Airport and seized about 7 kilograms of suspected cannabis buds with an estimated market value of about $1.5 million.

    A male passenger, aged 37, arrived in Hong Kong from Bangkok, Thailand, yesterday. During customs clearance, Customs officers found the batch of suspected cannabis buds inside his check-in suitcase. He was subsequently arrested.

    The arrested person has been charged with one count of trafficking in a dangerous drug. The case will be brought up at the West Kowloon Magistrates’ Courts tomorrow (July 2).

    Customs will continue to step up enforcement against drug trafficking activities through intelligence analysis. The department also reminds members of the public to stay alert and not to participate in drug trafficking activities for monetary return. They must not accept hiring or delegation from another party to carry controlled items into and out of Hong Kong. They are also reminded not to carry unknown items for other people.

    Customs will continue to apply a risk assessment approach and focus on selecting passengers from high-risk regions for clearance to combat transnational drug trafficking activities.

    Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.

    Members of the public may report any suspected drug trafficking activities to Customs’ 24-hour hotline 182 8080 or its dedicated crime-reporting email account (crimereport@customs.gov.hk) or online form (eform.cefs.gov.hk/form/ced002).

    According to the information provided at that meeting, the introduction of a two-year transitional period before the entry into force of provisions restricting the rearing of American mink was considered appropriate. In light of the above:

    • 1.What exactly does the two-year transition period proposed on 20 June 2025 entail – is it a period allowing American mink breeders to prepare before the restrictions arising from the recognition of this species as an IAS become officially binding?
    • 2.Will the American mink be officially recognised as an invasive alien species from the moment that the updated annex to the regulation is published, or only once the two-year transition period has ended?

    Banque El Amana (BEA) and the European Investment Bank (EIB Global) signed an agreement for €20 million to finance small and medium-sized companies (SMEs) in Mauritania, at the 4th International Conference on Financing for Development (FfD4).

    At least 30% of the financing will target firms led or owned by women, or that have a large share of women on staff. Another 30% is set aside for firms led or owned by young people, or that have a large share of young workers.

    BEA chief executive Mohamed Ahmed Salem Bouna Moctar: ““This partnership with the EIB strengthens BEA’s role in supporting the development of the blue economy in Mauritania. It reflects our commitment to sustainable, inclusive and innovative growth, serving youth, women and the responsible use of our natural resources.”

    EIB Vice-President Ambroise Fayolle said, “By focusing on sustainable fisheries – a strategic sector for the Mauritania’s economy – we are helping conserve natural resources while promoting more resilient and inclusive value chains. I am also pleased at this project’s focus on the economic empowerment of young people and women, who are often underrepresented in access to finance, but whose role in local development is paramount. It is this dual ambition – environmental and social – that captures the spirit of our work with BEA and our EU partners under the Global Gateway strategy.”

    European Commissioner for International Partnerships Jozef Síkela said: “With this Global Gateway investment, we are further deepening our support for sustainable fisheries and the blue economy in Mauritania, while also expanding opportunities for women-led businesses and young people.     Financial inclusion of women and young people

    The 30% target for firms led or owned by women, or that have a large share of women on staff, is in accordance with the international criteria of the 2X Challenge. In Mauritania, despite significant progress, women’s access to finance is still limited, especially in forward-looking sectors in fishing and agricultural transformation.

    The objective of creating sustainable economic opportunities for Mauritanian youth is fully in line with the EU-Mauritania partnership on migration launched in March 2024 to increase local employment, in a country where more than 60% of the working population is under 35, and to strengthen regional stability.

    BEA is already driving financial inclusion. In 2023, in partnership with the United Nations High Commissioner for Refugees, the bank opened a branch in the Mbera refugee camp to give displaced populations and their host communities access to financial services.

    Strategic partnership for sustainable fisheries

    The operation aims to strengthen seafood value chains, a strategic pillar of cooperation between Mauritania and the European Union, as part of the Sustainable Fisheries Partnership Agreement promoting responsible management of fishing resources.

    All companies in the fisheries sector that benefit from the partnership between the EIB and BEA must commit to improving their practices and obtaining international environmental certifications, in particular from the Marine Stewardship Council. Targeted technical assistance will be provided to support this transformation.

    This agreement reflects the shared objectives of Mauritania and Team Europe, and builds on collaboration between the German Federal Ministry for Economic Cooperation and Development (BMZ), the German development bank KfW and several Mauritanian banks, including BEA, to develop value chains around small pelagic fish for human consumption. It serves the blue economy, an area of integrated development supported by the European Union through Global Gateway, along with the construction project for a landing site for artisanal canoe fishing on Mauritania’s southern coast. The funds are being provided through the European Fund for Sustainable Development Plus (EFSD+) under the European Union’s Global Gateway strategy.

    The Commission’s answer of 18 June 2025 to question for written answer E-001160/2025[1] on protecting freedom of expression with regard to automatically generated or published content leaves fundamental questions unanswered. The blanket statement that automatically generated content ‘does not in itself enjoy any protection’ under the fundamental right to freedom of expression fails to recognise the reality of digital forms of communication and ignores the fact that such content is often based on human rules, intentions and editorial concepts. Technological change must not lead to an artificial narrowing of the protection of fundamental rights.

    • 1.In the Commission’s view, what is the legal or fundamental rights justification for excluding content that is automatically generated and published according to clearly defined human rules from the protection of freedom of expression – even if it is an expression of human intention and editorial oversight?
    • 2.How does the Commission assess the fact that many serious journalistic offerings are also increasingly using automated systems to create and publish content (e.g. weather reports, sports reports or stock market news), and does the Commission recognise that such content can form part of the freedom of expression of the press and the freedom to express one’s opinions?

    The draft resolution on energy-intensive industries (2025/2536 (RSO)) raises questions about dependence on third countries, energy prices, the EU supply chain law and new sustainability guidelines. Reducing dependence on Russia was declared a strategic goal, but new dependencies on third countries such as China and the USA have developed instead. Energy prices in the EU are extraordinarily high by global standards. This has led to companies either cutting back on production or relocating to third countries. The EU supply chain law and new sustainability guidelines represent a massive hurdle for companies.

    • 1.How does the Commission intend to prevent energy-intensive industries from becoming even more dependent on China and the USA if locations in the EU become unattractive due to the high costs?
    • 2.What specific measures does the Commission plan to take to immediately and sustainably relieve energy-intensive industries of the enormous burden of energy costs?
    • 3.Why do EU companies have to comply with ever more reporting obligations, while competitors from outside the EU are exempt from these rules?

    This paper analyses the geopolitical implications of the Agreement between the European Union and the Southern Common Market (Mercosur), focusing on its potential for enhanced interregional cooperation. It explores how this agreement aligns with each region’s strategic interests, expanding on opportunities that arise while remaining realistic about the likelihood of implementation. This assessment takes place in a fluid geopolitical context, characterised by the United States of America’s major revision of the post-1945 world order, an increasing assertiveness displayed by China and Russia and a relative decline of Europe and Latin America both in terms of economic output and contributions to global governance.     The European Investment Bank (EIB) has signed a €450 million risk-sharing guarantee agreement with CaixaBank. This agreement will enable CaixaBank reduce its risks and capital requirements for ofering new loans totalling €900 million to Spanish small and medium companies (SMEs) and mid-caps.

    The judicial elections in Mexico have raised concerns among observers and institutions[1]. The turnout was alarmingly low – barely 13 %[2] – which raises doubts about the process’ legitimacy and people’s trust in the system[3].

    There is information indicating that some elected candidates have direct links to the government[4] or to organised crime groups, including drug cartels. For example, Silvia Delgado, Joaquín ‘El Chapo’ Guzmán’s former lawyer, ran for judicial office[5]. This highlights the risk of criminal influence in the judiciary.

    In light of the EU’s commitment to the rule of law and to promoting democratic standards globally, and considering the strategic and economic importance of relations between the EU and Latin America (given the upcoming signature of the modernised Global Agreement):

    • 1.Is the Commission concerned about the low turnout and lack of transparency in these elections?
    • 2.Have the EU Delegation to Mexico or any other partners provided any information about, or an assessment of, any irregularities in the election process or its credibility?
    • 3.Does the Commission intend to halt the signing of the modernised Global Agreement if it is confirmed that judges linked to cartels, or with a history of links to organised crime, have been chosen?
