    This Fraud Prevention Month the Nova Scotia RCMP is reminding the public to always stay vigilant to help protect themselves against fraud, and sharing common scams to watch out for.

    Fraud can happen to anyone at anytime. Scammers use sophisticated ways to target individuals from across Nova Scotia. The best way to fight these types of crimes is through awareness and using educated caution when dealing with fraudulent calls, texts, emails and messages.

    The most common scams in Nova Scotia over the past year, include:

    • Extortion: Scammers unlawfully obtain money, property or services through intimidation. This is also done through sextortion, a form of blackmail that involves threats to distribute intimate images or videos if money isn’t paid to the fraudster.
    • Romance: Using fake profiles on social media and dating websites, scammers convince people to enter into a virtual relationship with the goal of having them send financial support. Often victims are asked to send compromising photos of themselves and are subsequently extorted for money.
    • Investment: Scammers solicit investments into false or deceptive investment companies that promise higher-than-normal returns.
    • Service: scammers offer services such as tech support, air duct cleaning, or new cellphone service plans, in attempt to steal personal information.
    • Vacation: Scammers call pretending to be a well-known airline, cruise company or vacation travel retailer. They share that you have won a free trip and that you have to pay taxes or fee associated with the free trip.
    • Spear phishing: Pretending to be from legitimate sources, and using what look to be legit email addresses, scammers try to get businesses or individuals to send them money.
    • Job: These scams involve online ads and fake job interviews; victims are often directed to purchase and send gift cards using fraudulent cheques.
    • Rental: Scammers will list a property that is not real or that they do not own. Next, they ask potential renters to pay deposits for the fake property.
    • Bank investigator: Scammers call and ask for help catching fraudulent bank employees or offer help in resolving suspicious account transactions.
    • Merchandise: Scammers create fake online ads online using resale sites, website pop-ups or fake company websites.
    • Emergency: Fraudsters prey on people’s fear of a loved one being hurt or in trouble and in need of financial support. (Also known as the ‘grandparent scam’).
    • Prize: Scammers contact people claiming they’ve won, or have a chance at winning, a prize or lottery; the winner is then asked to pay taxes or fees related to the fake winnings.

  • MIL-OSI Global: Maps showing China’s growing influence in Africa distort reality – but some risks are real

    Global power dynamics in Africa are shifting, with China eclipsing the influence of the US and France. China has become Africa’s single largest trading partner.

    In response, media and policymakers in traditionally dominant states are increasingly using maps drenched in red or stamped with Chinese flags to depict Beijing’s expanding footprint. One map reproduced by a US congressional committee, for instance, showed Beijing’s influence and reach across the continent in red stripes.

    But these visuals oversimplify a complex reality. This is an issue I explore in a new study. For over a decade, I have researched the interactions of sub-Saharan Africa with other states like Turkey, Arab Gulf states, Japan and China.

    In a recent paper I explored the use of maps that have been created of Africa showing China’s projects across the continent. I argue that, by overlaying Chinese flags on maps depicting Africa and its 54 states, media and policymakers turn economic ties into a visual representation of foreign encroachment.

    This process is called securitisation – the framing of something as a threat, even if it’s not one.

    This visual securitisation not only heightens fears of dependency but also primes certain audiences – in the US, Japan and France, for instance – to view China’s presence as a direct challenge to their interests.

    Certain threats – like terrorist groups or nuclear weapons – are self-evident. China’s presence in many African states, however, is different: if it’s a threat, who is threatened and why? Do Chinese-built roads or railways – and the debt African states accrue for this infrastructure – constitute the threat?

    My research shows that the answer to these questions is: it depends.

    Portraying China’s presence in Africa with flags on maps can distort African states’ sovereignty and their power to make decisions based on national interests. This visual portrayal reduces these countries to arenas of global power competition. It fails to recognise them as strategic actors.

    China tops imports to African states

    On the other hand, my research shows that China’s role may not be entirely benign.

    My study focuses mostly on east Africa, to include the Horn of Africa. Much of Beijing’s engagement here remains primarily economic (as it does in west, central and southern Africa). However, China’s growing control over critical infrastructure and digital networks, and its pursuit of military footholds near strategic maritime routes, present real security concerns.

    Policymakers need to separate legitimate risks from exaggerated securitisation narratives. This would help them avoid the pitfalls of reactionary policies.

    Negative consequences

    Presenting China as a threat in Africa has three negative consequences.

    First, it erodes the idea and reality of African sovereignty and agency. Maps portraying Africa as overrun by China suggest that governments and civil society are mere bystanders unable to negotiate their own foreign and domestic agendas.

    The reality is that countries like Kenya actively engage with China to attract investments for development projects, and to balance their relations with other international actors like the US and Japan.

    The result of securitisation is that American or Japanese policymakers, for instance, have begun to view Africa through the lens of their strategic competition with China. This is evident in Washington’s foreign policy rhetoric, for example. This increasingly frames African states not just as partners but also as strategic battlegrounds in the growing US-China rivalry. The risk is that African countries may start being treated as passive players.

    Second, securitisation inflates the perception of China as a global security threat.

    The repeated use of maps with Chinese flags covering ports, railways and industrial zones creates an exaggerated image of unchecked expansion. These maps fail to show the host of other external states operating on the continent.

    The US, multiple European states, Japan, India, Russia, Turkey, the United Arab Emirates and South Korea all have significant interests in Africa. While China is by far the largest, most prominent external actor, with the widest reach throughout Africa, it’s been singled out because of the perceived threats its presence in Africa may pose to the west.

    Third, securitisation can lead to knee-jerk reactions to limit China’s presence rather than engage constructively with Beijing’s investments in Africa. These reactions can result in ill-advised attempts by China’s competitors to push projects that don’t correspond to the needs of African states. This partly explains Ethiopia’s strained relations with the west. Sanctions and aid cuts over the Tigray conflict fuelled a pivot toward China and Russia.

    The security risks

    Securitisation raises valid concerns, but my research also underscores genuine security risks related to China’s presence in Africa. These shouldn’t be overlooked.

    China’s growing role and embeddedness in Africa’s digital ecosystem presents a double-edged sword, for instance. Huawei and other Chinese companies have contributed to Africa’s telecommunications and digital transformation. But these investments also increase Beijing’s potential influence over data security, cyber governance and information flows. These give China the option to exploit networks for surveillance, intelligence gathering or political coercion.

    Chinese-funded, built or operated infrastructure, ports and military bases

    China’s expanding control over dual-use infrastructure is another concern. Chinese-operated ports in Djibouti, for instance, can be used for commercial and military purposes. They potentially grant Beijing a strategic foothold in key maritime corridors, such as the Red Sea. China could restrict access to these ports in times of conflict. Or use them to extend its naval footprint, similar to what it’s done in the South China Sea.

    It’s China’s pursuit of other military facilities beyond its bases in Djibouti that will have the most serious implications for African states’ sovereignty. This is part of a deliberate Chinese strategy to expand its global power projection and protect access to critical resources like oil and gas.

    Agreements on military facilities may end up undermining and even challenging African agency of action. The addition of Chinese ships and soldiers alongside the growing presence of US, European, Indian, Japanese and other regional naval forces could escalate tensions. It also risks entangling African states in power rivalries that aren’t in their national interests.

    China’s presence in Africa has been securitised through maps drenched in red and stamped with flags, framing its engagement as a looming threat rather than a complex geopolitical reality. However, the real challenge for African states is ensuring that China’s growing influence – especially in infrastructure, digital networks, and security – does not erode their sovereignty. Whether Beijing’s presence becomes an opportunity or a liability will depend on how effectively African governments assert their national interests in shaping these partnerships on their own terms.

The total purchase price for the Acquisition is $9.0 million, subject to customary closing adjustments. The Acquisition is expected to close by the end of Evolution’s third quarter of fiscal 2025 with an effective date of February 1, 2025.   • MIL-OSI: The Herzfeld Caribbean Basin Fund, Inc. Announces Board Approval of Change in Investment Policy

    MIAMI BEACH, Fla., March 04, 2025 (GLOBE NEWSWIRE) — The Herzfeld Caribbean Basin Fund, Inc. (NASDAQ: CUBA) (the “Fund”) today announced that the Fund’s Board of Directors (“Board”) has approved a change in the Fund’s investment strategy. Subject to necessary regulatory filings and the requisite approval of the Fund’s shareholders, the Fund will modify its current investment strategy and redirect the Fund to focus on a “CLO Equity Strategy”. With this change, the Fund’s primary investment objective will change to a total return strategy with a secondary objective of generating high current income for shareholders. In accordance with that change in investment objective, the Fund will focus on investing in equity and junior debt tranches of collateralized loan obligations, or “CLOs”. CLOs are portfolios of collateralized loans consisting primarily of below investment grade U.S. senior secured loans with a large number of distinct underlying borrowers across various industry sectors.

    In recommending this change to the Board, Thomas J. Herzfeld, Chairman of Thomas J. Herzfeld Advisors, Inc. (the “Investment Manager”) stated, “The Fund’s shareholders should know that we have not taken this decision lightly. We launched the Fund thirty years ago with the expectation that investment opportunities would be available upon opening of U.S. trade relations with Cuba. Over that time, we have seen the geo-political situation ebb and flow and have worked extremely hard to seek opportunities in the Caribbean Basin while we waited for the long-standing stalemate in relations to break. But with the new administration in Washington and the prospects for the opening of Cuba seemingly at a low point, we feel it is time for a dramatic change that is designed to enhance value for shareholders.”

After a lengthy period of analysis, the advisor recommended that the Fund refocus its strategy to invest in CLOs. This allows the Fund to take advantage of its closed-end fund structure in a segment of the credit industry that has demonstrated an ability for funds to trade at premiums to net asset value. While this is a dramatic change in investment focus, we believe the change is in the best interest of shareholders.”

    The Directors unanimously approved the proposed changes to the Fund’s investment strategy and will recommend that the Fund’s shareholders approve the changes. The Board approved changes to the Fund’s name to Herzfeld Credit Income Fund, Inc. and ticker symbol, and that, subject to requisite shareholder approval, certain fundamental policies be modified or eliminated. The Board also authorized changes to the Fund’s investment management agreement with the Investment Manager. Those changes implement a new fee structure.

    Standard fee structures within existing funds engaged in CLO strategies are comprised of a management fee based upon assets under management and an incentive fee based upon the income earned by the funds. Under the modifications approved by the Board, the fees for the Fund will be set at a 1.25% management fee and a 10% incentive fee, subject to a hurdle rate of 9%. The prior investment management agreement between the Fund and the Investment Advisor set fees at 1.45% of assets under management. The new fee structure may be more or less than the previous fee structure depending upon the performance of the Fund and the application of the incentive fee structure.

    The Fund intends to hold a special meeting of shareholders as soon as practicable to obtain requisite shareholder approvals as required by the Investment Company Act of 1940, as amended (the “1940 Act”), which requires any change to a fundamental policy and the entering into of the new investment management agreement be approved by “a majority of the outstanding voting securities” of the Fund (as defined under the 1940 Act).

  • MIL-OSI: February Commercial Chapter 11s Decrease 42 Percent

    NEW YORK, March 04, 2025 (GLOBE NEWSWIRE) — Commercial chapter 11 bankruptcy filings decreased 42 percent in February 2025, with the 481 filings declining from the 826 filings in February 2024, according to data provided by Epiq AACER, the leading provider of U.S. bankruptcy filing data. Last February’s commercial chapter 11 total was elevated by the related filings of two sizeable commercial chapter 11 proceedings. Additionally, there was one less business day in February 2025 compared to last year due to the leap year taking place in 2024.

    Total February commercial filings decreased 16 percent to 2,152 from the 2,576 commercial filings in February 2024. Small business filings, captured as subchapter V elections within chapter 11, declined 12 percent in February 2025 to 176, down from 201 the previous year.

    “The overall filing volume trend waned in February, primarily due to fewer filing days and a typical trend of filings after tax return season,” said Michael Hunter, Vice President of Epiq AACER. “The availability and increased utilization of home equity has enabled homeowners to leverage that value to temporarily offset higher living costs. I expect a continued trend of increased filings through the spring and summer months primarily due to continued increases in living costs, debt accumulation, relatively flat household income growth, and influences related to regulatory change.”

    Total bankruptcy filings were 40,260 in February 2025, a 3 percent increase from the February 2024 total of 39,034. Individual bankruptcy filings increased 5 percent in February to 38,108, up from the February 2024 individual filing total of 36,458. There were 22,899 individual chapter 7 filings in February 2025, an 8 percent increase over the 21,151 filings recorded in February 2024. Conversely, there were 15,128 individual chapter 13 filings in February 2025, a 1 percent decrease from the 15,247 filings last February.

  • MIL-OSI Russia: Victims of radiation accidents to receive one-time payment from Moscow

    A decision has been made to pay one-time financial assistance to citizens who suffered as a result of radiation exposure. The corresponding order was signed by Sergei Sobyanin.

    Traditionally, the payment will be timed to coincide with the anniversary of the Chernobyl nuclear power plant (NPP) accident on April 26. Its size will be from three to 10 thousand rubles, depending on the category of recipients.

    It is planned that 13,632 Muscovites will receive support: these are liquidators of the Chernobyl accident, victims of other radiation accidents and disasters, as well as members of families who lost a breadwinner from among the city residents exposed to radiation.

    The School of Business will induct five alumni business leaders into its ‘Hall of Fame’ during a dinner and ceremony on Friday, April 11 at the Hartford Marriott Downtown.

    The School’s signature event typically draws hundreds for a night of celebration.

    “This year, we proudly induct five exceptional alumni into the UConn School of Business Hall of Fame. Their remarkable achievements, leadership, and dedication to service place them among the most distinguished executives in their fields,’’ says Professor Greg Reilly, interim dean of the School of Business.

    Trisha Bailey, ’99 (CLAS) ’23 (HON) is an entrepreneur, and the founder and CEO of Bailey’s Pharmacy & Medical Equipment & Supplies, a company built on a culture of exceptional service. She oversees her flagship company, as well as other successful enterprises, employing more than 500 people and generating revenue in the hundreds of millions annually. She is also the mother of five.

    Bailey graduated with a bachelor’s degree from UConn in 1999, majoring in human development and family relations, and received an honorary degree from the School of Pharmacy in 2023.

    A track standout at Weaver High School in Hartford, Bailey has been a generous donor to UConn Athletics and became the first woman to have a building named in her honor on campus. She is also involved in real estate development and housing; is a minority owner of NBA teams; and is the owner of the largest equestrian farm in Florida.

    A native of Jamaica, she is deeply committed to community impact, supporting underserved communities in her native land and in the U.S., supporting nursing programs, and food and toy drives.

    Laurie Havanec Led 300,000 Employees at CVS Health

    Laurie Havanec ’82 (BUS), ’94 JD recently retired from CVS Health, where she served as Executive Vice President and Chief People Officer. In that role, she was responsible for 300,000 employees. Prior to joining CVS, Havanec served as Executive Vice President and Chief People Officer at Otis Worldwide Corporation, including during its transition from United Technologies Corporation to an independent, publicly traded company.

    Havanec earned her bachelor’s degree, with a marketing major, from the School of Business in 1982. Six weeks after the birth of her second child, she returned to UConn to fill her longtime desire to study law at the UConn Law School. She completed her degree with honors.

    In 2019, Havanec endowed a need-based scholarship, through UConn Women and Philanthropy, to help women in their path to law school. She has served on the Board of Directors of American Water, as a member of the Board of Trustees for both the Connecticut Women’s Hall of Fame and the Connecticut Governor’s Committee on Workforce and Education. A two-time cancer survivor, Havanec has told her story many times to help educate women about the importance of breast-cancer detection and prevention.

    Greg Lewis Served as SVP and CFO of Honeywell

    Greg Lewis ’91 (BUS) is the former Senior Vice President and CFO of Honeywell, a Fortune 100 company. This month, he will be stepping down from those roles and is serving as a special advisor to the CEO of the company, where he has worked since 2006.

    2024 Highlights

    Beamr Cloud and AI workflows

    On February 20, 2024, we launched the Beamr Cloud SaaS solution, which enables high-efficiency, high-quality and scalable video processing at attractive pricing. Our new video cloud service, accelerated by GPUs, offers more capabilities than we initially expected, which include easy and cost-effective video standards modernization from AVC to HEVC and AV1.

    Following the launch of Beamr Cloud, throughout the year, we continued to strengthen our relationships with industry leaders, such as NVIDIA, to highlight the benefits and features of using our technology in real time with AI video workflows.

    In Q2 2024, we successfully executed on our product development plan, and the first AI video capabilities were integrated into Beamr Cloud. The AI video enhancements allow automatic caption and transcription generation for videos in multiple languages. Incorporating these AI features was a first step in augmenting Beamr Cloud with cutting-edge services.

    We incorporated customer feedback by enhancing Beamr Cloud’s core functionality, making it ready for adoption at scale, which includes:

    • Giving users more control over the compression process using custom presets; and   
    • Adding packaging for streaming.

    Furthermore, we plan to continue introducing improvements to Beamr Cloud, making it easier to use and allow customers higher configurability and flexibly using the service.

    Collaborations with Industry Giants

    In 2024, Beamr highlighted its market presence by participating in eight leading trade shows and conferences, including ACM Mile High Video, GTC, NAB, SIGGRAPH, Oracle CloudWorld, IBC ,Demuxed and AWS re:Invent.

    In IBC, Beamr showcased a demo of live video optimization at 4K and up to 60 frames per second (4Kp60). In SIGGRAPH, we presented with Oracle Cloud Infrastructure (OCI) an optimized production of large, high-quality, high-resolution videos rendered from 3D design.

    Market Validation: Amazon Web Services – ISV Accelerate

    In Q1 2025, Beamr joined the AWS ISV Accelerate program, a global co-sell initiative for Amazon Web Services (AWS) partners. As an Independent Software Vendor (ISV) in the program, Beamr demonstrates strong alignment with AWS’s go-to-market strategies and initiatives. Beamr had progressed from listing on AWS Marketplace to becoming an ISV Accelerate Member in just three months.

    In order to achieve the high bar to ISV Accelerate program, Beamr was required to have 10 opportunities with AWS and go through a Foundational Technology Review (FTR), which validates that our solution is well-architected and using best practices specific to our SaaS.

    The AWS ISV program offers key benefits to drive visibility and co-selling opportunities. By joining, Beamr can expand sales operations through the AWS sales organization and the AWS Marketplace, driving increased growth for Beamr Cloud – the video optimization service that is seamlessly connected with AWS S3 cloud storage service.     In February 2025, Beamr participated in the ACM Mile-High-Video, and I presented a keynote titled: “Is the Future of Video Processing Destined for GPU?”. The ACM Mile-High-Video conference is a flagship video formats and streaming event, held annually in Denver, and organized by engineers and researchers from both industry and academia.

    This month, Beamr will participate in NVIDIA GTC 2025, with my session discussing the evolution of video compression and the ability to efficiently enhance videos with AI-driven capabilities in real-time during video transcoding, utilizing GPU acceleration.

    SaaS planning for 2025 – from Capabilities to Solutions

    In 2025, we plan to introduce more solutions, as part of our evolving strategy – to further develop our technology, enhance Beamr Cloud’s video workflows and introduce more AI-driven capabilities. This is all based on the numerous meetings we have conducted with prospective customers, as well as on the events we held and attended by industry leaders providing valuable feedback.

    The key target markets we are focused on include: 

    • Media & entertainment
    • User-generated content
    • Internet of things – autonomous vehicles, and other machine learning-driven industries; and

    All identified markets that rely on video as a core component of their business operations can benefit from our offering of GPU-accelerated, high-quality and AI-driven video pipelines, whether deployed via cloud platforms, such as AWS and OCI, private cloud environments for enterprises, or on-premises infrastructure.

    In addition, we plan to continue to advancing our core capabilities and maintain leadership in AI video. Some of the planned core capabilities include:

    • Increasing subjective and objective video quality, and
    • Turning lower resolution videos to high resolution videos using super resolution.

    2024 Financial Results

    Regarding our financial results for 2024:

    • Revenues increased by $0.15 million or 5% to $3.06 million for the year ended December 31, 2024, from $2.9 million for the year ended December 31, 2023. The increase was primarily due to transactions with new customers versus other transactions that were terminated.
    • Cost of revenues increased by $0.14 million to $0.24 million the year ended December 31, 2024, compared to $0.1 million for the year ended December 31, 2023. The increase was primarily due to the amortization of internal-used software costs.
    • Research and development expenses increased by $1.06 million, or 58% to $2.9 million for the year ended December 31, 2024, from $1.8 million for the year ended December 31, 2023. The increase was primarily due to an increase of $0.4 million in salaries, due to increased personnel and an increase of $0.48 million in professional fees due to additional sub-contractors and cloud costs.
    • Selling and marketing expenses increased by $0.31 million, or 88% to $0.67 million for the year ended December 31, 2024, from $0.36 million in 2023. The increase was primarily due to an increase in personnel and an increase in conference costs.
    • General and administrative expenses increased by $0.96 million, or 64% to $2.4 million for the year ended December 31, 2024, from $1.5 million in 2023. The increase was primarily due to increased personnel, increase in professional fees related to public company requirements and increased travel expenses to conferences.
    • Financing expenses, net decreased by $0.3 million, or 141% to ($0.09) million for the year ended December 31, 2024, from $(0.2) million in 2023. The decrease was primarily due to changes in fair value of liabilities offset by interest income on bank deposits.
    • Net loss for the year ended December 31, 2024 was $3.3 million or $0.22 basic net loss per ordinary share, compared to a net loss of $0.7 million, or $0.06 basic net loss per ordinary share, in the year ended December 31, 2023.
    • Beamr ended 2024 with $16.4 million in cash and cash equivalents, compared to $6.1 million as of December 31, 2023.

    £1.5 billion to restore pride in Britain’s neighbourhoods

    The government has announced £1.5 billion funding for 75 selected communities through the Plan for Neighbourhoods.

    • Turning the tide on a decade of decline, £1.5bn funding will foster stronger, better connected and healthier communities across the UK. 
    • High streets, local parks, youth clubs, cultural venues, libraries and health and wellbeing services in scope of regeneration, creating local growth and opportunities through new Plan for Neighbourhoods.   
    • New neighbourhood boards across the 75 selected communities will bring together residents and businesses to decide how to spend the money in their area.  
    • The latest step in the government’s ambitious Plan for Change, kickstarting national renewal, taking back control of our streets and putting more money in local people’s pockets

    Local people to see their high streets revived, community hubs saved and public services transformed and strengthened through the Plan for Neighbourhoods, announced today.

    £1.5 billion to be handed to towns across the UK to tackle deprivation and turbocharge growth as every area joins the decade of national renewal committed to in our Plan for Change.  

    A total of 75 areas will each receive up to £20 million of funding and support over the next decade through the plan, with ministers vowing it will help transform “left behind” areas by unleashing their full potential by investing in delivering improved vital community services from education, health and employment, to tackling local issues like crime. Transformation will be holistic, long-term, and sustainable to deliver meaningful change in the day-to-day lives of local people. 

    Communities across the four nations from Scunthorpe in England, Irvine in Scotland, Wrexham in Wales, and Coleraine and Derry~Londonderry in Northern Ireland are among the areas set to benefit.   

    This is the latest step in the government’s ambitious Plan for Change missions to grow the UK economy, deliver safer streets and create opportunities for everyone. 

    The Plan for Neighbourhoods doubles the scope of the types of projects that can benefit and is now fully aligned with the government’s long-term Plan for Change missions: breaking down barriers to opportunity and kickstarting economic growth.

    In each area, the government will help set up a new ‘Neighbourhood Board’, bringing together residents, local businesses, and grassroots campaigners to draw up and implement a new vision for their neighbourhood.  Mayors will have a formal role in town boards allowing local people to take advantage of the powers devolved from Westminster.

    Each board will decide how to spend up to £20 million – they can choose from options ranging from repairs to pavements and high streets, to setting up community grocers providing low-cost alternatives when shopping for essentials, as well as co-operatives or even neighbourhood watches.   

    By creating thriving places, strengthening communities, and empowering people to take back control, areas can now drive forward their own priorities.

    Through our ambitious devolution plans already underway, creating the greatest shift in power from Whitehall to local areas across England – change and growth for every corner of the country is already being seen. Leaders with skin in the game are finally able to take the lead on decision making, tackling the issues that matter to voters, breaking down barriers to opportunity and boosting economic growth.

    The Plan for Neighbourhoods delivers on the commitments made to these deprived communities from the previous administration’s Long-Term Plan for Towns, which it was confirmed at the 2024 Autumn Budget would be retained and reformed.   

    Ministers have also published a list of regeneration powers that communities will be encouraged to use, like the power to save pubs by listing them as community assets, and the use of respect orders to tackle repeat offenders.  

    Funding will be released from April 2025 with delivery investment commencing in 2026, and areas included in the Plan for Neighbourhoods were chosen after considering key factors including rates of deprivation and healthy life expectancy.

    TORONTO, March 04, 2025 (GLOBE NEWSWIRE) — From auto theft to AI-generated documents and beyond, fraud continues to be one of the more pressing issues facing Canadian consumers and businesses in 2025.

    As Fraud Prevention Month kicks off, new data from Aviva Canada has revealed a 46% increase in claim fraud detection – and a staggering 76% rise in fraud investigations – in 2024. Auto-related incidents alone accounted for two-thirds (67%) of all claim fraud investigations during the past year. Advancements in AI and its use by individuals to falsify information are expected to be on the rise in 2025.

    “People are getting more sophisticated and innovative in their approaches when engaging in potentially fraudulent activity, making it increasingly difficult for the average Canadian to spot,” says Jamie Lee, Head of Financial Crime and Fraud, Aviva Canada. “Insurance fraud costs Canadians $1 billion per year in added premiums. It’s vital for Canadians to stay educated on the rising trends to better protect themselves.”

    Five Emerging Fraud Trends to Watch in 2025
    The methods used by bad actors are constantly evolving, so it’s important for Canadians to stay current on emerging trends. Aviva Canada’s data shows five types of fraud that are growing in the Canadian market:

    • Vehicle Theft and ReVINing – Vehicle thefts remain above pre-pandemic levels, with a 58% increase in investigations in the latter half of 2024. Stolen vehicles are often shipped overseas, or their VIN numbers altered and resold to unsuspecting Canadian buyers with false documentation. With the tightening of Canada-US borders, more stolen vehicles could remain in Canada, increasing the likelihood of Canadians buying a stolen vehicle from online public marketplaces.
    • Staged Auto Accidents – Increasing in numbers and complexity, staging false auto accidents is a trend on the rise across Canada. Aviva Canada saw a 47% increase in the number of staged accidents caught in Q4 2024. This type of scam could be linked to organized crime groups operating in Canada.
    • AI-Enabled Falsified or Forged Documents – The use of technology AI to edit or falsify documents is increasingly evident in investigations. This technology is frequently seen in both staged claims and opportunistic fraud, where it is used to create false claims or inflate legitimate claims, such as personal and commercial property contents claims, by supporting them with false invoices.
    • Ghost Brokers – People posing as licensed insurance brokers to sell fake policies or manipulate information to secure lower premiums is a growing concern in Canada, often leaving unsuspecting consumers without valid coverage. Consumers should be extra vigilant when purchasing insurance. They are encouraged to check their provincial registries to ensure the person they’re dealing with is properly licensed and confirm proof of insurance directly with the insurer.
    • Policy Misrepresentation – Individuals may misrepresent or omit key information from their insurance policies such as their true address, the intended use of a vehicle or property, or not disclosing major construction or renovations being done. These incidents can unfortunately lead to honest customers paying disproportionately higher premiums.
