    India participates in G7 Ministers’ meeting on Culture in Naples, Italy

    “Recognition of Culture as a Standalone Goal in Post-2030 Sustainable Development Agenda marks a paradigm shift in how we view development”

    The Indian delegation led by Shri Arunish Chawla, Secretary Ministry of Culture, Government of India along with Ms. Lily Pandeya, Joint Secretary, participated in the Special Session of G7 Ministers meeting on Culture, held on 21st September 2024 in Naples, Italy. The meeting was also attended by Culture leaders of the African Union, Brazil, Canada, the European Union, France, Germany, Greece, Italy, Japan, the United Kingdom and the United States of America together with the Heads of United Nations Education, Scientific and Cultural Organisation (UNESCO), International Centre for the Study of the Preservation and Restoration of Cultural Property (ICCROM) and the African Development Bank.

     

    Shri Arunish Chawla in his address emphasized on recognizing culture not as a static relic of our collective past, but as a dynamic catalyst for growth. He advocated that the recognition of culture as a ‘standalone goal’ within the post-2030 Sustainable Development Agenda is not merely a diplomatic triumph; it is a paradigm shift in our conceptualization of development itself. “As we stand on the cusp of the United Nations Summit of the Future, it is incumbent upon us to advocate vociferously for the inclusion of Culture as an autonomous goal within the Pact for the Future”, the Secretary said.  Shri Chawla mentioned that the Naples Conference on Cultural Heritage in the 21st Century, held last November, explored the synergies between the 1972 World Heritage Convention and the 2003 ICH Convention. It was during India’s G20 Presidency, that one of our expert-driven Global Thematic Webinars spotlighted the necessity of this synergy on a global platform for the first time.

     

    Shri Chawla apprised that India’s flourishing partnership with the African Union entails unprecedented economic, cultural, and strategic ties between the world’s largest democracy and the vibrant nations of Africa. The African Union’s recent admission as a permanent member of the G20 during India’s Presidency marks a significant milestone in this relationship. As India and Africa continue to collaborate on key areas like trade, education, healthcare, and sustainable development, our partnership is a powerful testament to mutual cooperation, solidarity, and collective progress. In the field of creative economy, the India-Africa Union partnership is poised to unleash numerous opportunities, harnessing the limitless potential of creativity – humanity’s most sustainable and inexhaustible resource, he added.

     

    The Culture Secretary also apprised that during 46th World Heritage Committee meeting, India proudly supported the nomination dossiers of several African nations. Additionally, India made a significant pledge of USD 1 million to strengthen capacity building in Small Island Developing States (SIDS), Least Developed Countries (LDCs), and the African region, reaffirming its commitment to supporting Africa’s rich heritage initiatives.

    The Naples Statement was signed on ‘Culture for the sustainable development of Africa and the world’. It is aimed at working with African Governments to leverage culture as a driver of sustainable development. The Statement seeks to foster reciprocal knowledge sharing with African governments and cultural institutions to support efforts to boost cultural and creative sectors and industries; protect cultural property from illicit trafficking; promote, safeguard and sustainably manage cultural heritage and strengthen the presence of Africa in the UNESCO Heritage Lists.

    Considering the importance of culture as a transformative driver and an enabler for the achievement of the SDGs set out in the United Nations’ 2030 Agenda for Sustainable Development, the full recognition and integration of culture and the creative economy into the development processes and policies has been underscored while promoting the inclusion of culture as a standalone goal in future discussions on how to advance Sustainable Development beyond 2030. It was also agreed to support culture and sustainable development in Africa by fostering partnerships and policies that align with African governments’ development priorities, and respect the cultural diversity of African countries.

    On the sidelines of the G7 outreach session, Sri Arunish Chawla, Secretary, Culture, held important bilateral meetings with Minister of Culture, Italy; DG/ ICCROM & the US delegation. Indian Ambassador to Italy, Ms. Vani Rao attended the bilateral meetings. Important issues related with cultural cooperation were discussed during the meetings.

  • MIL-OSI Asia-Pac: Commerce and Industry Minister Shri Piyush Goyal participates in 12th East Asia Summit Economic Ministers Meeting in Lao PDR

    Shri Piyush Goyal, Minister of Commerce and Industry during the 2nd and last day of his visit to Vientiane, Lao PDR participated in the 12th East Asia Summit Economic Ministers’ Meeting (EAS EMM). The meeting was chaired by H.E. Malaithong Kommasith, Minister of Industry and Commerce of Lao PDR, the ASEAN Chair for 2024. The Economic Ministers or their representatives from all the 10 ASEAN countries and 8 other EAS partners viz. India, USA, Russia, China, Japan, Korea, Australia and New Zealand were present in the meeting. Democratic Republic of Timor-Leste joined the Meeting as an observer.

    In the 12th EAS EMM, the Economic Ministers discussed regional and global economic developments and challenges. In his intervention, Minister Goyal reiterated India’s commitment to strengthen the East Asia Summit Forum, being its founder member, and acknowledged its role in promoting peace, stability and economic prosperity in the region. Referring to ASEAN Secretariat’s briefing on the regional and global economic forecast for 2025, he informed that while the global economy is expected to grow at 3.2% in 2024-25, India’s growth rate is projected at 7-7.2%, with India on the way to become the 3rd largest economy by 2027.

    On WTO, Minister Goyal commended the successful conclusion of the 13th WTO Ministerial Conference in March 2024 and reiterated India’s commitment to an open, transparent, and inclusive WTO reform process, emphasizing a rules-based system with principles of non-discrimination, inclusivity, and Special and Differential Treatment.  He invited ASEAN countries to come forward for collaboration on issues of global south at WTO and to strengthen multilateralism.

    Minister Goyal commended the research paper presented by Economic and Research Institute for ASEAN and East Asia on “Navigating the path to a Net-Zero Economy: Decarbonization and Sustainability Initiatives in EAS Countries” and referred to India’s commitment to a net-zero economy by 2070 and the significant strides made by India in climate action achieving reduction in emission intensity of GDP related target 11 years in advance and share of non-fossil fuels in energy mix 9 years in advance. He appealed to the member countries to promote circularity in lifestyles with responsible consumption as outlined by our Hon’ble Prime Minister Modi call for Mission LIFE – Life Style for Environment at COP 26.

    During the day, Minister Goyal had a number of bilateral meetings and other engagements alongside the 12th EAS EMM. The day started with a bilateral meeting with H.E. Dr. Kan Zaw, Minister of Investment and Foreign Economic Relations, Myanmar wherein both sides discussed potential cooperation areas in trade and the ongoing AITIGA review negotiations.

    Minister Goyal also met H.E. Inkyo Cheong, Minister for Trade, Industry and Energy, Republic of Korea and held discussion on bilateral trade relations, progress in negotiations for upgrading India-Korea CEPA and promoting inclusive investments in India.

    Minister Goyal subsequently participated in a programme organized by the Indian Embassy in Laos, for interaction with Indian diaspora. During this event, he engaged in meaningful conversations with community members, acknowledging their invaluable contributions to enhancing bilateral relations between India and Laos. He emphasized the importance of their efforts in promoting cultural exchange and economic collaboration, and expressed gratitude for their role in serving as a bridge between the two nations.

    Minister Goyal had a meeting with Mr. Tetsuya Watanabe, President of Economic Research Institute for ASEAN and East Asia (ERIA). The discussion revolved on possible collaboration in India specific research studies. India had last year announced a financial contribution of USD 1 Million to ERIA over a period of 10 years. ERIA is also collaborating with Indian Centre for WTO Studies on conducting a joint study on AITIGA.

    In the evening, Minister Goyal held a meeting with H.E. Dr. Kao Kim Hourn, Secretary General of ASEAN. ASEAN Secretariat is coordinating discussions on AITIGA review and both the dignitaries deliberated on ways to enhance India and ASEAN trade relations including by addressing market access asymmetries and upgrading AITIGA.

    Minister Goyal wrapped up his visit to Laos with a meeting with H.E. Malaithong Kommasith, Minister of Industry and Commerce of Lao PDR. He congratulated Minister Kommasith on the successful hosting of the Economic Ministers’ meetings and engaged in discussions about trade collaboration opportunities, as well as the ongoing negotiations for the review of AITIGA.

    Shri M. Nagaraju, Secretary, Department of Financial Services (DFS) chaired a Conference of Chairpersons of Debt Recovery Appellate Tribunals (DRATs) and Presiding Officers of Debt Recovery of Tribunals (DRTs) at New Delhi, today.

    The meeting was attended by senior officers from the public and private sectors banks, Deputy Chief Executive Officer (CEO), Indian Bank Association (IBA) and senior officers from the Ministry of Finance.

    During the meeting whole gamut of issues were discussed concerning the functioning of DRTs and in order to make recovery procedure more efficient, it was agreed that:

    • Banks to put in place effective monitoring and oversight mechanism for efficient management of pending cases in DRTs
    • Some of the best practices followed in DRTs were also discussed which can be adopted across DRTs for better outcome.
    • Banks to have clearly defined policy for small and high value cases pending in DRTs for optimising the recovery.
    • While formulating settlement policy, banks to take into account the transaction costs in mind while pursuing pending recovery cases.
    • All stakeholders to work collectively to reduce pendency and take effective measures for optimisation of recovery which would help in ploughing back the capital stuck in pending cases to the economy for productive use.
    • DRT Regulations 2024 which have number of improved features over the earlier DRT Regulation 2015 to be adopted by all DRTs with an objective to make the DRT process more effective and less time consuming.

  • MIL-OSI Africa: Majodina hands over James Kleynhans Water Treatment Plant to Makhanda community

    The Minister of Water and Sanitation, Pemmy Majodina, has handed over the James Kleynhans Water Treatment Plant to Makana Local Municipality to address the ongoing water shortages in the area. 

    The R393 million water treatment plant, with a capacity upgrade, was handed over on Friday, 20 September 2024.

    The water treatment now has an increased capacity of pumping 20 megalitres from 10 megalitres per day. 

    The project was funded by the Department of Water and Sanitation through the Regional Bulk Infrastructure Grant (RBIG), with Amatola Water Board as the implementing agent. 

    Speaking during the handover, the Minister emphasised the importance of effective operation and maintenance of infrastructure to improve the delivery of water to the affected communities.

    “I cannot overemphasise enough how important it is for the local municipality to ensure that the water treatment plant is well maintained. The maintenance of infrastructure is not just a nice thing to do, but an obligation by law that it should be done,” Majodina said. 

    The plant is set to benefit 97 815 people and created employment opportunities for 90 locals during construction.

    Meanwhile, in Gqeberha, the Minister undertook oversight inspections of bulk water leaks meters, which have been installed in different parts of the Nelson Mandela Bay Metro as an intervention from the Ministry of Water and Sanitation to help the metro to address non-revenue water challenges. 

    Part of the ministry’s intervention was a directive to the metro to implement a robust leak detection and fixing programme aimed at addressing the amount of water that was unaccounted for.  

    Nelson Mandela Bay Metro supplies about 310 megalitres per day of water to 1.3 million residents within its boundaries, and smaller municipalities outside its boundaries. 

    In the past several financial years, the department said 40% to 50% of the water supply was deemed non-revenue water.

    “Therefore, the programme is aimed at reducing water losses to 20%. The installation of Generation Meter Adapters (GMAs) and District Meter Area (DMA) meters can indicate areas where the highest water losses occur, and where to implement interventions. 

    “South Africa is a water-scarce country. It is, therefore, unacceptable that water is being lost through leaks, which then affects the security of water. Through the leak detection and fixing programme, it is evident that the war on leaks can be won,” Majodina explained.  

    So far, 12 429 water leaks have been successfully repaired on the water reticulation network and 34 494 on domestic repairs. 

    She reiterated the department’s commitment to effectively implement bulk water projects in several parts of the Eastern Cape to ensure water security for current and future generations. 

    The Minister was supported by Makana Local Municipality Mayor Yandiswa Vara in Makhanda and Deputy Mayor Babalwa Lobishe in the Nelson Mandela Bay Metropolitan Municipality in Gqeberha, as well as several officials of the department and Amatola Water. – SAnews.gov.za

  • MIL-OSI United Nations: IOM Chief and COP29 Presidency to Address Climate-Peace-Human Mobility Nexus During UNGA

    New York, 22 September – The COP29 Presidency and the International Organization for Migration (IOM) will co-host a High-Level Roundtable on Climate, Peace, and Human Mobility during the UN General Assembly week on September 22, 2024. With climate change being a major driver of displacement and migration, the event will underscore the urgent need for concrete policy recommendations and practical strategies to address the root causes of climate-induced displacement. 

    The roundtable will focus on the critical intersections of the climate and peace nexus with water scarcity, food insecurity, and land degradation. It aims to catalyze actionable solutions and inform COP29 discussions on key issues related to the climate and peace nexus. 

    “The convergence of climate change and conflict is one of the most pressing challenges of our time, with devastating consequences for some of the most vulnerable people on our planet,” said IOM Director General Amy Pope. “We need to act now to address the root causes of climate-induced displacement and build resilience in affected communities.” 

    The event will also empower a new Centre of Excellence envisaged in the Joint Communique of the COP29 Climate and Peace co-lead initiative to address the gaps in scaling up international cooperation and finance for the most vulnerable, and build synergies between the outcomes of the Summit of the Future and the Peace, Relief and Recovery Day at COP29. 

    “The forthcoming COP29 Peace Relief and Recovery Day in Baku is envisaged to deliver concrete outcomes to scale up support to the countries under multiple stress of climate extremes and conflicts.” said Ambassador Elshad Iskandarov, Senior Adviser to COP29 Presidency, highlighted the importance of international collaboration. “The high-level roundtable is an important milestone on the road to November to provide a crucial platform for governments, UN agencies, and other stakeholders to come together and develop concrete solutions to address the complex challenges represented by the intersection of climate, peace and human mobility. In the face of the climate driven challenges to human security we must work together to ensure a more sustainable, inclusive and peaceful future for all.” 

    The roundtable will feature high-level participants, including representatives from the COP29 Presidency, IOM, the governments of Italy and Egypt, the Green Climate Fund, the Asian Development Bank, the European Investment Bank, the World Bank Group, and the UN Department for Political and Peacebuilding Affairs. 

    The event is expected to produce concrete policy recommendations to inform COP29 discussions and support the launch of the Centre of Excellence on Climate Action for Peace.  

    The Centre will serve as a hub for knowledge exchange, collaboration, and innovation, focusing on solutions to climate-induced displacement and other human security challenges driven by climate extremes, including water scarcity, food insecurity, and land degradation

    The Prime Minister, Justin Trudeau, today issued the following statement on Gender Equality Week:

    “Today, we start Gender Equality Week in Canada. This week celebrates the resilience and remarkable achievements of women and gender-diverse communities across the country. It reaffirms our belief that a world with fewer barriers and equal opportunity is also a better one.

    “Gender equality shouldn’t be controversial – it’s good social policy and smart economic policy. It creates jobs, strengthens our economy, and makes Canada fairer for everyone. That’s what this year’s theme, ‘Unlocking Potential: Economic Power Through Gender Equality’, is all about.

    “Gender equality is central to everything we do. The federal government is investing in $10-a-day child care across the country and bringing more women into the workforce. For parents – and especially mums – that means being able to raise a family while growing your career. Because of our program, families across the country are saving up to $14,300 per child each year and we are holding provinces and territories accountable to ensure they create the child care spaces they promised. And since we introduced it in 2016, the Canada Child Benefit, with its monthly payments, has supported families and lifted hundreds of thousands of children out of poverty.

    “We are also working to make contraception medications and devices free – from birth control pills, to IUDs, to implants, to the morning-after pill – so women are free to choose if, when, and how they plan their family. With this coverage, women will have more choices and, importantly, more affordable choices to make decisions about their bodies, their health, and their future.

    “We are implementing the Federal 2SLGBTQI+ Action Plan, tackling the inequalities faced by 2SLGBTQI+ Canadians. And with an advocate like Marci Ien, the Minister for Women and Gender Equality and Youth, we are ensuring that the interests and voices of women and gender diverse Canadians are represented at the leadership table.

    “With our Feminist International Assistance Policy, Canada remains a fierce advocate of gender equality on the world stage. This includes recent investments to help eliminate gender-based violence, including to the UN Trust Fund to End Violence against Women, which has supported more than 160,000 women and girls in the past year alone.

For parents, especially mothers, this child care allows them to start a family while developing their careers. Through our program, families across the country are saving up to $14,300 per child each year. We are also holding provinces and territories accountable for creating the child care spaces they promised to create. And since we launched it in 2016, the Canada Child Benefit, with its monthly payments, has helped families and lifted hundreds of thousands of children out of poverty.

    “We are also making medications and contraception free, so that women are free to decide whether, when and how they want to start a family. This measure covers birth control pills as well as IUDs, implants and the morning-after pill. With this coverage, women will benefit from greater choice and, most importantly, more affordable options that will help them make decisions about their bodies, their health and their future.

    “Furthermore, we are implementing theFederal 2SLGBTQI Action Plan to address the inequalities faced by 2SLGBTQI Canadians. As part of theNational Action Plan to End Gender-Based Violence, we are addressing the root causes of gender-based violence and strengthening supports for victims, survivors and their families. And with an advocate like Marci Ien, Minister for Women and Gender Equality and Youth, we are ensuring that the interests and voices of women and gender-diverse Canadians are represented at the highest levels of government in the country.

    “Through hisFeminist International Aid Policy, Canada continues to be a strong advocate for gender equality on the international stage. In this regard, it has recently invested in the elimination of gender-based violence, including in theUnited Nations Trust Fund to End Violence against Women, which supported more than 160,000 women and girls last year alone.

    “The success of Canadians is our priority. That’s why we work to remove the barriers they face. This Gender Equality Week, let’s celebrate the progress we’ve made to date and renew our commitment to building a world where everyone has a fair chance to succeed.”

  • MIL-OSI Global: How to navigate the challenges of long-distance caregiving

    Taking on the role of a caregiver can often come with a lot of physical and mental stress and doing so from a distance can be even more emotionally taxing.

    Long-distance caregiving presents unique challenges for caregivers in different cities, regions or countries. Distance can create a sense of helplessness and guilt, as caregivers feel powerless to provide hands-on assistance or support in times of need. The inability to be physically present can also lead to feelings of isolation and frustration as caregivers grapple with the limitations of their involvement in their family member’s daily lives.

    In our modern world families are increasingly spread across borders, making it challenging to provide care and support to aging parents, relatives or friends. These logistical challenges of long-distance caregiving add another layer of stress. Co-ordinating care from a different time zone, navigating language barriers and managing finances and legal matters remotely can be overwhelming.

    Constantly juggling responsibilities and the pressure to make crucial decisions from a distance can take a toll on the caregiver’s mental and emotional well-being.

    However, with the proper support, resources and coping strategies, caregivers can navigate these challenges and provide meaningful support to their family and relatives from afar.

    Challenges of long-distance care

    One of the primary challenges of long-distance caregiving is communication. Maintaining open lines of communication with health-care providers, family members and the person receiving care is essential for ensuring the necessary support and assistance are provided.

    However, distance can hinder effective communication, leading to misunderstandings and delays in addressing urgent needs. Another challenge is co-ordinating medical care and accessing essential services.

    Caregivers may need help finding reliable health-care providers in their family member’s location. Additionally, navigating the complexities of health-care systems and insurance coverage in different countries can be daunting, requiring careful research and planning.

    Financial considerations also play a significant role in long-distance caregiving. Supporting someone from afar often entails significant expenses, including travel costs on top of the usual expenses of long-term care. Caregivers may need to make difficult decisions about their finances and employment to accommodate the financial demands of caregiving, adding to their stress and anxiety.

    Moreover, the emotional toll of long-distance caregiving cannot be overstated. Caregivers may experience feelings of guilt, anxiety and depression as they grapple with the challenges of balancing their caregiving responsibilities with other aspects of their lives.

    Supporting long-distance caregivers

    While caregiving from afar is challenging, there are strategies and resources available to support caregivers with their responsibilities. Building a support network of family members, friends and health-care professionals can provide caregivers with emotional support and practical assistance.

    Seeking out local resources and support groups, both in their community and in the community where their family member resides, can also help caregivers feel less isolated and overwhelmed.

    Utilizing technology can also facilitate communication and co-ordination of care. Video calls, messaging apps and telehealth services allow caregivers to stay connected with their family members and health-care providers, regardless of geographical distance. Online platforms and mobile applications can also help caregivers manage appointments, medications and other aspects of their family member’s care more effectively.

    By fostering a supportive environment and promoting collaboration among caregivers, we can help alleviate the burdens of long-distance caregiving.

    Policymakers can potentially address the challenges of long-distance caregiving by implementing several key measures. Cross-border health-care agreements can ensure consistent access to medical services, simplifying care and reducing financial and legal burdens. Governments can also invest in support networks, such as helplines, counselling, and care co-ordination services that provide caregivers with valuable local resource information.

    Financial support, through tax incentives or travel subsidies, can help ease the economic strain of caregiving from afar. Flexible work policies, like remote work options and caregiving leave, would enable caregivers to balance their responsibilities without sacrificing financial stability. For example, the Canada Caregiver Credit provides tax relief for those supporting a spouse, common-law partner, or dependent living with physical or mental impairment. Additionally, Employment Insurance Family Caregiver Benefits offer up to 35 weeks of financial support to caregivers who need to take time off work to care for a critically ill or injured family member.

    Finally, inclusive caregiving policies should ensure that benefits and services are accessible to all caregivers, including those providing care across international borders.

    Caregivers, both near and far, face numerous obstacles and challenges. It is essential to recognize the unique needs of long-distance caregivers and provide them with the resources and support they need to fulfill their caregiving responsibilities effectively.

    By fostering a supportive environment and promoting collaboration among caregivers, health-care professionals and community organizations, we can potentially help alleviate the burdens of long-distance caregiving and ensure that those receiving and giving care get the support they deserve.

  • MIL-OSI United Nations: Secretary-General’s remarks at the Opening Segment of the Summit of the Future Plenary [bilingual, as delivered]

    Excellencies, 

    Ladies and gentlemen,

    Welcome to the Summit of the Future. 

    I thank the co-facilitators, the former and current Presidents of the General Assembly, and all Member States, for their strong engagement, creativity, and spirit of compromise; and all my colleagues for their invaluable efforts over the past three years. 

    We are here to bring multilateralism back from the brink.

    I called for this Summit to consider deep reforms to make global institutions more legitimate, fair and effective, based on the values of the UN Charter.  

    I called for this Summit because 21st century challenges require 21st century solutions: frameworks that are networked and inclusive; and that draw on the expertise of all of humanity.  

    I called for this summit because our world is heading off the rails – and we need tough decisions to get back on track.  

    Conflicts are raging and multiplying, from the Middle East to Ukraine and Sudan, with no end in sight.

    Our collective security system is threatened by geopolitical divides, nuclear posturing, and the development of new weapons and theatres of war.  

    Resources that could bring opportunities and hope are invested in death and destruction. 

    Huge inequalities are a brake on sustainable development. Many developing countries are drowning in debt and unable to support their people. 

    We have no effective global response to emerging, complex and even existential threats. 
    The climate crisis is destroying lives, devastating communities and ravaging economies. 

    We all know the solution – a just phase-out of fossil fuels – and yet, emissions are still rising. 
    New technologies, including AI, are being developed in a moral and legal vacuum, without governance or guardrails. 

    In short, our multilateral tools and institutions are unable to respond effectively to today’s political, economic, environmental and technological challenges. 

    And tomorrow’s will be even more difficult and even more dangerous.  

    When the United Nations was established nearly 80 years ago, it had 51 Member States. Today there are 193. 

    The global economy was less than one-twelfth of its current size.

    As a result, our peace and security tools and institutions, and our global financial architecture, reflect a bygone era. 

    The United Nations Security Council is outdated, and its authority is eroding.  

    Unless its composition and working methods are reformed, it will eventually lose all credibility.  

    The international financial architecture was established when many of today’s developing countries were under colonial rule. 

    It does not represent the realities of today’s global economy, and it is no longer able to resolve global economic challenges: debt, climate action, sustainable development. 

    It does not provide the global safety net that developing countries need. 

    Meanwhile, technology, geopolitics and globalization have transformed power relations. 

    Our world is going through a time of turbulence and a period of transition. 

    But we cannot wait for perfect conditions. We must take the first decisive steps towards updating and reforming international cooperation to make it more networked, fair and inclusive – now.  

    And today, thanks to your efforts, we have. 

    Excellencies, ladies and gentlemen,

    The Pact for the Future, the Global Digital Compact and the Declaration on Future Generations open pathways to new possibilities and opportunities.

    On peace and security, they promise a breakthrough on reforms to make the Security Council more reflective of today’s world, addressing the historic under-representation of Africa, Asia-Pacific, and Latin America. 

    They lay the foundations for a more agile Peacebuilding Commission, and for a fundamental review of peace operations to make them fit for the conditions they face. 

    They represent the first agreed multilateral support for nuclear disarmament in more than a decade. 

    They recognize the changing nature of conflict, and commit to steps to prevent an arms race in outer space and to govern the use of lethal autonomous weapons.  

    They include measures to mount an immediate and coordinated response to complex global shocks. 

    On sustainable development, these agreements represent major progress towards groundbreaking reforms of the international financial architecture. 

    They will help to make its institutions more representative of today’s world, capable of mounting a stronger response to today’s challenges, and able to provide an effective global safety net for developing countries at a time when many of them are suffocating in debt and unable to make progress on the SDGs. 

    The Pact for the Future is about turbocharging the Sustainable Development Goals and the Paris Agreement, accelerating a just transition away from fossil fuels, and securing a peaceful and livable future for everyone on our planet. 

    It includes a groundbreaking commitment by governments to listen to young people and include them in decision-making, at the national and global levels. 

    And it commits to stronger partnerships with civil society, the private sector, local and regional authorities and more. 

    The Global Digital Compact is based on the principle that technology should benefit everyone.

    It includes the first truly universal agreement on the international governance of Artificial Intelligence.

    It commits governments to establishing an independent international Scientific Panel on AI and initiating a global dialogue on its governance within the United Nations.

    The Global Digital Compact represents the first collective effort to reach agreed interoperability standards – essential for consistent measurement. 

    And it supports networks and partnerships to build capacity on AI in developing countries.  
    The Declaration on Future Generations echoes the call of the United Nations Charter to save succeeding generations from the scourge of war, committing governments for the first time to taking the interests of our descendants into account in decisions we take today. 

    Respect for human rights, cultural diversity and gender equality are woven into all three agreements. 

    In the face of a surge in misogyny and a rollback of women’s reproductive rights, governments have explicitly committed to removing the legal, social and economic barriers that prevent women and girls from fulfilling their potential in every sphere. 

    Excellences, 

    Je salue ces trois accords historiques – qui marquent un tournant vers un multilatéralisme plus efficace, plus inclusif et fonctionnant plus en réseaux.

    I welcome these three landmark agreements – a step-change towards more effective, inclusive, networked multilateralism. 

    I have been fighting for the ideas in them since the first day of my mandate. 

    And I will be totally committed to their implementation until the very last day. 

    We have unlocked the door. 

    Now it is our common responsibility to walk through it. 

    That demands not just agreement, but action. 

    I challenge you to take that action. 

    To implement the Pact for the Future by prioritizing dialogue and negotiation, ending the wars tearing our world apart, and reforming the composition and working methods of the Security Council. 

    To accelerate reforms of the international financial system – including at next year’s Conference on Financing for Development.   

    To put humanity’s best interests front and centre of new technologies. 

    We stand and fall not by adopting agreements, but by our actions and their impact on the lives of the people we serve.

    Throughout my life – whether as a political activist or at the United Nations – I have learned that people never agree on the past. 

    To rebuild trust, we must start with the present and look to the future. 

    People everywhere are hoping for a future of peace, dignity, and prosperity. 

    They are crying out for global action to solve the climate crisis, tackle inequality, and address new and emerging risks that threaten everyone. 

    And they see the United Nations as essential to solving these challenges. 

    All this was confirmed during the past two inspirational Action Days. 

    The Summit of the Future sets a course for international cooperation that can meet their expectations.   

    I congratulate all Member States for playing their part as we take these first important steps together.

    Je remercie les co-facilitateurs, l’ancien et l’actuel président de l’Assemblée générale, tous les États membres, pour leur engagement fort, leur créativité et leur esprit de compromis, ainsi que tous mes collègues pour leurs efforts inestimables au cours des trois dernières années.

    Nous sommes ici pour préserver le multilatéralisme des affres de l’échec.

    Notre système de sécurité collective est menacé par les dissensions géopolitiques, les prises de positions face au nucléaire, la mise au point de nouvelles armes et l’apparition de nouveaux théâtres d’hostilités.
     
    Les ressources qui pourraient se traduire en potentialités et être porteuses d’espoir sont investies dans la mort et la destruction. 

    Des inégalités colossales freinent le développement durable. De nombreux pays en développement, croulant sous la dette, sont incapables de subvenir aux besoins de leur population. 

    Nous n’avons pas, à l’échelle mondiale, de réponse efficace aux menaces émergentes et complexes, voire existentielles. 

    La crise climatique détruit des vies, dévaste des communautés et ravage des économies. 

    Nous connaissons, toutes et tous, la solution – l’élimination progressive des combustibles fossiles – et pourtant, les émissions ne cessent d’augmenter. 

    Les nouvelles technologies, y compris l’intelligence artificielle, se développent dans un vide éthique et juridique, sans gouvernance ni garde-fou. 

    En somme, nos institutions et instruments multilatéraux sont incapables de relever efficacement les défis politiques, économiques, environnementaux et technologiques d’aujourd’hui. 

    Et les défis de demain seront encore plus difficiles et plus dangereux à relever. 

    À sa création, il y a près de 80 ans, l’Organisation des Nations Unies comptait 51 États Membres. Aujourd’hui, elle en compte 193. 

    L’économie mondiale représentait, à l’époque, moins d’un douzième de sa taille actuelle.

    Nos instruments et institutions de paix et de sécurité, tout comme notre architecture financière mondiale, sont donc le reflet d’une époque révolue. 

    Le Conseil de sécurité de l’ONU est dépassé et son autorité s’érode. 

    Sans une réforme de sa composition et de ses méthodes de travail, il finira par perdre toute crédibilité. 

    L’architecture financière mondiale a été créée à une époque où de nombreux pays en développement se trouvaient sous domination coloniale. 

    Elle ne représente pas les réalités de l’économie mondiale d’aujourd’hui et n’est plus en mesure de relever les défis économiques mondiaux que sont la dette, l’action climatique ou le développement durable. 

    Elle ne fournit pas le filet de sécurité mondial dont les pays en développement ont besoin. 

    Pendant ce temps-là, la technologie, la géopolitique et la mondialisation ont transformé les rapports de force. 

    Notre monde traverse une période de turbulences et de transition. 

    Pour autant, nous ne pouvons attendre l’avènement de conditions parfaites. Nous devons prendre – dès à présent – les premières mesures décisives pour actualiser et réformer la coopération internationale afin de la rendre plus interconnectée, plus équitable et plus inclusive. 

    Et aujourd’hui, grâce à vos efforts, c’est chose faite. 

    Excellences, mesdames et messieurs, 

    Le Pacte pour l’avenir, le Pacte numérique mondial et la Déclaration sur les générations futures sont porteurs de chances et de possibilités nouvelles.

    En ce qui concerne le développement durable, ces accords représentent un progrès majeur vers une grande réforme de l’architecture financière internationale.

    Ils contribueront à rendre ses institutions plus représentatives du monde d’aujourd’hui, capables d’apporter une réponse plus résolue aux défis actuels, et aptes à fournir un filet de sécurité mondial efficace pour les pays en développement – alors que nombre de ces pays, croulant sous la dette, ne peuvent progresser dans la réalisation des Objectifs de développement durable. 

    Le Pacte pour l’avenir vise à revitaliser les Objectifs de développement durable et l’Accord de Paris, à accélérer une transition juste vers un monde affranchi des combustibles fossiles et à garantir un avenir pacifique et vivable à tous les habitants de notre planète. 

    Il comprend un engagement inédit des gouvernements à écouter les jeunes et à les faire participer à la prise de décision, aux niveaux national et mondial.

    Le Pacte numérique mondial repose sur le principe selon lequel la technologie doit profiter à toutes et tous.

    Il inclut le premier accord véritablement universel sur la gouvernance internationale de l’intelligence artificielle.

    Ladies and gentlemen,

    Welcome to the Summit of the Future. 

    I thank the co-facilitators, the former and current Presidents of the General Assembly, and all Member States, for their strong engagement, creativity, and spirit of compromise; and all my colleagues for their invaluable efforts over the past three years. 

    We are here to bring multilateralism back from the brink.

    I called for this Summit to consider deep reforms to make global institutions more legitimate, fair and effective, based on the values of the UN Charter.  

    I called for this Summit because 21st century challenges require 21st century solutions: frameworks that are networked and inclusive; and that draw on the expertise of all of humanity.  

    I called for this summit because our world is heading off the rails – and we need tough decisions to get back on track.  

    Conflicts are raging and multiplying, from the Middle East to Ukraine and Sudan, with no end in sight.

    Our collective security system is threatened by geopolitical divides, nuclear posturing, and the development of new weapons and theatres of war.  

    Resources that could bring opportunities and hope are invested in death and destruction. 

    Huge inequalities are a brake on sustainable development. Many developing countries are drowning in debt and unable to support their people. 

    We have no effective global response to emerging, complex and even existential threats. 
    The climate crisis is destroying lives, devastating communities and ravaging economies. 

    We all know the solution – a just phase-out of fossil fuels – and yet, emissions are still rising. 
    New technologies, including AI, are being developed in a moral and legal vacuum, without governance or guardrails. 

    In short, our multilateral tools and institutions are unable to respond effectively to today’s political, economic, environmental and technological challenges. 

    And tomorrow’s will be even more difficult and even more dangerous.  

    When the United Nations was established nearly 80 years ago, it had 51 Member States. Today there are 193. 

    The global economy was less than one-twelfth of its current size.

    As a result, our peace and security tools and institutions, and our global financial architecture, reflect a bygone era. 

    The United Nations Security Council is outdated, and its authority is eroding.  

    Unless its composition and working methods are reformed, it will eventually lose all credibility.  

    The international financial architecture was established when many of today’s developing countries were under colonial rule. 

    It does not represent the realities of today’s global economy, and it is no longer able to resolve global economic challenges: debt, climate action, sustainable development. 

    It does not provide the global safety net that developing countries need. 

    Meanwhile, technology, geopolitics and globalization have transformed power relations. 

    Our world is going through a time of turbulence and a period of transition. 

    But we cannot wait for perfect conditions. We must take the first decisive steps towards updating and reforming international cooperation to make it more networked, fair and inclusive – now.  

    And today, thanks to your efforts, we have. 

    Excellencies, ladies and gentlemen,

    The Pact for the Future, the Global Digital Compact and the Declaration on Future Generations open pathways to new possibilities and opportunities.

    On peace and security, they promise a breakthrough on reforms to make the Security Council more reflective of today’s world, addressing the historic under-representation of Africa, Asia-Pacific, and Latin America. 

    They lay the foundations for a more agile Peacebuilding Commission, and for a fundamental review of peace operations to make them fit for the conditions they face. 

    They represent the first agreed multilateral support for nuclear disarmament in more than a decade. 

    They recognize the changing nature of conflict, and commit to steps to prevent an arms race in outer space and to govern the use of lethal autonomous weapons.  

    They include measures to mount an immediate and coordinated response to complex global shocks. 

    On sustainable development, these agreements represent major progress towards groundbreaking reforms of the international financial architecture. 

    They will help to make its institutions more representative of today’s world, capable of mounting a stronger response to today’s challenges, and able to provide an effective global safety net for developing countries at a time when many of them are suffocating in debt and unable to make progress on the SDGs. 

    The Pact for the Future is about turbocharging the Sustainable Development Goals and the Paris Agreement, accelerating a just transition away from fossil fuels, and securing a peaceful and livable future for everyone on our planet.

    Bienvenue au Sommet de l’avenir.

    Je remercie les co-facilitateurs, l’ancien et l’actuel président de l’Assemblée générale, tous les États membres, pour leur engagement fort, leur créativité et leur esprit de compromis, ainsi que tous mes collègues pour leurs efforts inestimables au cours des trois dernières années.

    Nous sommes ici pour préserver le multilatéralisme des affres de l’échec.

    J’ai demandé que le présent Sommet envisage des réformes profondes visant à rendre les institutions mondiales plus légitimes, plus justes et plus efficaces, sur la base des valeurs énoncées dans la Charte des Nations Unies. 

    J’ai convoqué ce sommet parce que les défis du 21e siècle requièrent des solutions du 21e siècle : des cadres en réseau et inclusifs, qui s’appuient sur les compétences de l’humanité tout entière. 

    J’ai convoqué ce sommet parce que notre monde perd le nord et qu’il nous faut prendre des décisions difficiles pour le remettre sur la bonne voie. 

    Les conflits font rage et se multiplient, du Moyen-Orient à l’Ukraine en passant par le Soudan, sans qu’une fin soit en vue.

    Notre système de sécurité collective est menacé par les dissensions géopolitiques, les prises de positions face au nucléaire, la mise au point de nouvelles armes et l’apparition de nouveaux théâtres d’hostilités.
     
    Les ressources qui pourraient se traduire en potentialités et être porteuses d’espoir sont investies dans la mort et la destruction. 

    Des inégalités colossales freinent le développement durable. De nombreux pays en développement, croulant sous la dette, sont incapables de subvenir aux besoins de leur population. 

    Nous n’avons pas, à l’échelle mondiale, de réponse efficace aux menaces émergentes et complexes, voire existentielles. 

    La crise climatique détruit des vies, dévaste des communautés et ravage des économies. 

    Nous connaissons, toutes et tous, la solution – l’élimination progressive des combustibles fossiles – et pourtant, les émissions ne cessent d’augmenter. 

    Les nouvelles technologies, y compris l’intelligence artificielle, se développent dans un vide éthique et juridique, sans gouvernance ni garde-fou. 

    En somme, nos institutions et instruments multilatéraux sont incapables de relever efficacement les défis politiques, économiques, environnementaux et technologiques d’aujourd’hui. 

    Et les défis de demain seront encore plus difficiles et plus dangereux à relever. 

    À sa création, il y a près de 80 ans, l’Organisation des Nations Unies comptait 51 États Membres. Aujourd’hui, elle en compte 193. 

    L’économie mondiale représentait, à l’époque, moins d’un douzième de sa taille actuelle.

    Nos instruments et institutions de paix et de sécurité, tout comme notre architecture financière mondiale, sont donc le reflet d’une époque révolue. 

    Le Conseil de sécurité de l’ONU est dépassé et son autorité s’érode. 

    Sans une réforme de sa composition et de ses méthodes de travail, il finira par perdre toute crédibilité. 

    L’architecture financière mondiale a été créée à une époque où de nombreux pays en développement se trouvaient sous domination coloniale. 

    Elle ne représente pas les réalités de l’économie mondiale d’aujourd’hui et n’est plus en mesure de relever les défis économiques mondiaux que sont la dette, l’action climatique ou le développement durable. 

    Elle ne fournit pas le filet de sécurité mondial dont les pays en développement ont besoin. 

    Pendant ce temps-là, la technologie, la géopolitique et la mondialisation ont transformé les rapports de force. 

    Notre monde traverse une période de turbulences et de transition. 

    Pour autant, nous ne pouvons attendre l’avènement de conditions parfaites. Nous devons prendre – dès à présent – les premières mesures décisives pour actualiser et réformer la coopération internationale afin de la rendre plus interconnectée, plus équitable et plus inclusive. 

    Et aujourd’hui, grâce à vos efforts, c’est chose faite. 

    Excellences, mesdames et messieurs, 

    Le Pacte pour l’avenir, le Pacte numérique mondial et la Déclaration sur les générations futures sont porteurs de chances et de possibilités nouvelles.

    En ce qui concerne la paix et la sécurité, ces instruments promettent une percée dans les réformes visant à rendre le Conseil de sécurité plus représentatif du monde d’aujourd’hui, en remédiant au problème de la sous-représentation dont ont longtemps souffert l’Afrique, l’Asie-Pacifique et l’Amérique latine. 

    Ils jettent les bases d’une Commission de consolidation de la paix plus agile et d’une révision fondamentale des opérations de paix visant à les adapter aux conditions dans lesquelles elles se déroulent.
     
    Ils représentent le premier soutien multilatéral convenu en faveur du désarmement nucléaire depuis plus d’une décennie.

    Ils prennent en compte la nature évolutive des conflits et prévoient des mesures visant à empêcher la militarisation des nouvelles technologies et des nouveaux domaines, notamment l’espace extra-atmosphérique.

    Ils prévoient des mesures visant à mettre en place une riposte immédiate et coordonnée face à des chocs mondiaux complexes. 

    En ce qui concerne le développement durable, ces accords représentent un progrès majeur vers une grande réforme de l’architecture financière internationale.

    Ils contribueront à rendre ses institutions plus représentatives du monde d’aujourd’hui, capables d’apporter une réponse plus résolue aux défis actuels, et aptes à fournir un filet de sécurité mondial efficace pour les pays en développement – alors que nombre de ces pays, croulant sous la dette, ne peuvent progresser dans la réalisation des Objectifs de développement durable. 

    Le Pacte pour l’avenir vise à revitaliser les Objectifs de développement durable et l’Accord de Paris, à accélérer une transition juste vers un monde affranchi des combustibles fossiles et à garantir un avenir pacifique et vivable à tous les habitants de notre planète. 

    Il comprend un engagement inédit des gouvernements à écouter les jeunes et à les faire participer à la prise de décision, aux niveaux national et mondial.

    Il s’engage également à renforcer les partenariats avec la société civile, le secteur privé, les autorités locales et régionales, et plus encore.

    Le Pacte numérique mondial repose sur le principe selon lequel la technologie doit profiter à toutes et tous.

    Il inclut le premier accord véritablement universel sur la gouvernance internationale de l’intelligence artificielle.

    Il engage les gouvernements à créer un groupe scientifique international indépendant sur l’intelligence artificielle et à entamer un dialogue mondial sur la gouvernance de l’intelligence artificielle, au sein de l’ONU.

    Le Pacte numérique mondial représente le premier effort entrepris à l’échelle collective pour mettre au point des normes d’interopérabilité convenues – essentielles pour la cohérence des mesures et la normalisation. 

    Il encourage, en outre, les réseaux et les partenariats visant à renforcer les capacités en matière d’intelligence artificielle dans les pays en développement. 

    La Déclaration sur les générations futures fait écho à l’appel lancé dans la Charte des Nations Unies, à savoir, préserver les générations futures du fléau de la guerre, engageant pour la première fois les gouvernements à prendre en compte les intérêts de nos descendants dans les décisions prises aujourd’hui. 

    Le respect des droits humains, la diversité culturelle et l’égalité des genres sous-tendent le contenu des trois accords. 

    Face à la montée de la misogynie et au recul des droits des femmes en matière de procréation, les gouvernements se sont expressément engagés à lever les obstacles sociaux, économiques et culturels qui empêchent les femmes et les filles de s’épanouir dans tous les domaines.

    Je salue ces trois accords historiques – qui marquent un tournant vers un multilatéralisme plus efficace, plus inclusif et fonctionnant plus en réseaux. 

    Je me suis battu pour les idées portées par ces accords depuis le tout premier jour de mon mandat. 

    Et je serai pleinement engagé dans leur mise en œuvre jusqu’au tout dernier jour. 

    Nous avons ouvert la porte. 

    Il nous incombe désormais – à toutes et à tous – de la franchir. 

    Car il ne s’agit pas seulement de s’entendre – mais aussi d’agir. 

    Aujourd’hui, je vous mets au défi de passer à l’action. 

    De mettre en œuvre le Pacte pour l’avenir – en privilégiant le dialogue et la négociation, en mettant fin aux guerres qui déchirent le monde, et en réformant la composition et les méthodes de travail du Conseil de sécurité. 

    D’accélérer la réforme du système financier international, notamment à l’occasion de la Conférence sur le financement du développement qui se tiendra l’année prochaine. 

    De placer les nouvelles technologies au service de l’intérêt supérieur de l’humanité. 

    Ce qui détermine notre succès – ou échec, ce n’est pas l’adoption d’accords, mais bien nos actions et leur impact sur la vie des populations que nous servons.

    Tout au long de ma vie – que ce soit en tant que militant politique ou aux Nations Unies – j’ai appris que les gens ne sont jamais d’accord sur le passé. 

    Pour rétablir la confiance, nous devons partir du présent et regarder vers l’avenir. 

    Partout dans le monde, les gens aspirent à la paix, à la dignité et à la prospérité.

    An open letter from Liverpool City Council Leader, Cllr Liam Robinson, to Labour Party conference delegates coming to the city….

    I am delighted to welcome the Labour Party conference to our city.

    I know from previous visits how much delegates appreciate our friendly welcome.

    It’s a hugely important event, generating an estimated £30 million for our local economy.

    This year, for the first time ever, we are hosting the conference when Labour is the party of Government.

    It is a real honour to host the Prime Minister and Cabinet Ministers, together with delegates from across the country and the Labour movement, in Liverpool.

  • MIL-Evening Report: How did they get my data? I uncovered the hidden web of networks behind telemarketers

    Last year, I started getting a lot of unsolicited phone calls, mainly from people trying to sell me things. This came as a surprise because, as a data scientist, I am very careful about what personal information I let out into the world. So I set out to discover what had happened.

    My investigation took several months. It eventually led me to the labyrinthine world of data brokers.

    In today’s digital age, where personal data is a new kind of gold, these companies wield significant power, creating networks where our personal information is shared between brokers and telemarketers as easily as TikTok videos. Their businesses profit from the data they collect, and many of the calls they enable come from scammers.

    This comes at an enormous cost: in 2023, Australians lost $2.7 billion to scams. This highlights the urgent need for stronger privacy protections to limit how our personal data is collected and shared.

    In an attempt to address this need, the Australian government this month introduced long-overdue privacy reforms. But these reforms are still inadequate for the many privacy issues affecting people today, including targeting by data brokers and telemarketers.

    Investigating the hidden web

    One of the mechanisms designed to protect us from unwanted calls is the Do Not Call Register.

    Managed by the Australian Communications and Media Authority, the registry holds more than 12 million phone numbers, including mine. The registry is supposed to block unsolicited calls. But last year, despite being on the list, I began to receive dozens of unwanted calls – on average, about three per day.

    Curious, I started tracing the origins of these calls. What I uncovered was a network of hidden connections between data brokers, telemarketers and large organisations – including a major political party. It became clear that simply being on the Do Not Call Register wasn’t enough to protect my privacy.

    I started by asking the callers what data they held, and how they had obtained mine. I requested details about the companies they represented, including their websites and Australian Business Numbers (ABNs) – the unique identifiers for Australian businesses.

    Most callers hung up the moment I started asking questions, until one day I spoke with a man named Paul, who worked in the real estate sector – an industry worth more than $10 trillion as of 2024. The high-value real-estate market makes our personal data especially valuable to businesses operating within the industry.

    Digging deeper

    The unique thing about Paul was that he knew my real name, whereas other telemarketers only had access to the pseudonyms I’d used to protect my identity online. Paul explained he had licensed my data from the real estate giant CoreLogic Australia.

    This discovery pushed me to dig deeper. After a lot of back and forth, I finally obtained my data from CoreLogic. The amount of information was small, but surprisingly accurate – especially considering the steps I’d taken to hide my identity. It made me wonder where they got it from, as only organisations such as utility companies, banks or the government would hold that type of information.

    CoreLogic told me in an email that:

    CoreLogic gets data from a variety of sources … most of the information we collect comes from public records, which we license from government departments and agencies. We may also collect personal information from third parties such as through real estate agents, tenancy and strata mangers, financial institutions and marketing database providers.

    This was a troubling discovery, because the institutions on which we depend for essentials such as public services, housing and finance – and from which we can’t hide our identities – may be selling our personal information to data brokers, who then pass it along to telemarketers.

    What’s even more alarming is that the data is shared unmasked, meaning personal details such as our names, genders and phone numbers are fully visible. Once this information is out in the open, it becomes almost impossible to control how it’s recorded or shared.

    It’s also nearly impossible to stop it being passed to overseas telemarketers, who aren’t bound by Australian privacy laws.

    Solving the mystery

    My investigation didn’t end there.

    Eventually, CoreLogic revealed it had purchased my data from Australian data broker firm Smrtr in August 2023. This coincided with the surge in unsolicited calls.

    Through Smrtr I learned they had purchased my data in 2016 from another data broker, EightDragons Digital. Smrtr also admitted to selling my data to various companies – all without my consent.

    Determined to investigate the origin of my online data trail, I contacted EightDragons Digital, which calls itself “a leading global consumer data agency”. It collects personal data for big brands including Energy Australia, Vodafone, NRMA, Nissan, Johnnie Walker, American Express, The Good Guys, and even the Australian Labor Party.

    The company claimed it collected my data in a 2014 marketing campaign, and likely passed it to at least 50 other companies. However, it had no records to verify the marketing campaign or prove that I had given consent.

    A small step only

    CoreLogic defended its practices as legal, saying it’s too difficult to verify consent or anonymise personal data.

    However, with modern technology, it’s actually possible to track where data comes from, check consent, and share insights without exposing personal details such as names and phone numbers.

    The government’s recent privacy reforms are a small step in the right direction. But until data brokers are required to obtain explicit consent before trading personal information, they fall far short of being a giant leap forward.

  • MIL-OSI New Zealand: Release: Public service set up to fail under National

    Nicola Willis has set up the public service to fail to pay for reckless tax cuts for landlords and the tobacco industry.

    Today’s analysis by the Council of Trade Unions shows that significant cuts to frontline public services will likely be needed to meet the Government’s directive to fund cost pressures – such as from inflation and population growth – from baseline funding.

    “Nicola Willis has just gutted the public service to the tune of some 6000 people. Public services are already having to do more with less and we’ve seen how the frontline is being affected,” said Labour public service spokesperson Ayesha Verrall.

    “To also have to manage cost pressures without more funding will likely lead to more job cuts and further undermine frontline work.”

    “From cutting frontline work the Department of Conservation does to protect our most precious native species to hiring freezes at our hospitals, it’s clear the National Government has broken its promises to New Zealanders that frontline services would not be affected.”

    The Government Workforce Policy Statement sets out the Government’s expectation that departments manage cost pressures through their baselines.

    “This approach might ordinarily be sensible, but not after the public service has already been pared back to basics.

    “Departments have just cut 6.5% or 7.5% from their baselines, leaving them already struggling to deliver their core functions. And now expecting them to absorb cost pressures when there is no capacity left, will lead to further front line cuts.

    “Nicola Willis made reckless commitments about tax cuts that she couldn’t afford. She’s had to gut the public service and borrow to pay for them, all while handing $216 million to the tobacco industry, and $2.9 billion to landlords.

    “Almost a year into her tenure as finance minister it’s time Nicola Willis took some responsibility, and realised that she cannot cut her way to a better New Zealand.

    “Day by day we see cuts going deeper and further. A weakened public service is not good for anyone and New Zealanders are worse off for it,” Ayesha Verrall said.

    Inflation rates remain a mixed bag and vary widely among different countries. Although inflation has moderated across some markets, it remains high for some countries, and accordingly the trend shifts towards rebalancing its impact. Companies have been vocal about their concerns related to inflation and discussing these extensively in filing documents, according to GlobalData, a leading data and analytics company.

    An analysis of GlobalData’s Company Filing Analytics Database revealed that companies are increasingly concerned about inflation, which is affecting consumer behavior and leading to lower-than-anticipated net sales and profits on both a quarterly and annual basis.

    Misa Singh, Business Fundamentals Analyst at GlobalData, comments: “Inflation impacts business in multiple ways, from dampened customer sentiment, reduced demand, rising raw material costs to higher labor costs, ultimately squeezing profit margins. As consumer confidence wanes, companies are observing a shift toward lower-cost products and are prioritizing market development and portfolio diversification to navigate these challenges.”

    Campbell Soup Co revealed in its earnings calls that it anticipates core inflation to remain in the low-single-digit range for fiscal ’25 and remains focused in areas of the portfolio where it has higher year-over-year input costs, including olive oil, cocoa, and packaging costs, and other areas of persistent inflation, such as labor costs and warehousing costs.

    Haier Smart Home Co Ltd discussed persistent high inflation dampening consumer sentiment in Europe. The company also witnessed suppressed demand due to inflation in markets like the US and Europe. Because of high interest rates and inflation, consumers are increasingly seeking value-for-money products.

    Darden Restaurants Inc mentioned that it is operating in a period of higher-than-usual inflation, led by food and beverage costs and labor inflation. This is principally due to increased costs incurred by vendors related to higher labor, transportation, packaging, and raw materials costs.

    Aurobindo Pharma Ltd talked about soaring inflation in its reports particularly in controlling service inflation, which remains stubbornly high. The company believes that inflation surged initially due to supply-chain disruptions and geopolitical tensions.   • MIL-OSI New Zealand: Funding round open for Greenhouse Gas Inventory Research

    The Ministry for Primary Industries (MPI) is seeking research proposals to help improve New Zealand’s reporting of greenhouse gas emissions from agriculture, forestry, and other land uses.

    The annual funding round for the Greenhouse Gas Inventory Research (GHGIR) fund is now open, with $2.9 million of funding available for new GHGIR projects in the 2024/25 financial year.

    “The GHGIR focuses on improving our knowledge of New Zealand’s greenhouse gas emissions, to ensure we have the best possible data to help manage New Zealand’s emissions and inform policy decisions,” says Stephanie Preston, MPI’s director of programmes and planning, policy and trade.

    “This year we’re looking for very specific research proposals in 10 priority areas, ranging from improving liveweight estimation of sheep and beef to exploring remote sensing methods of collecting data, such as using satellite data to measure feed type and quality.

    “The outcomes will inform MPI’s reporting to the New Zealand Greenhouse Gas Inventory and the United Nations under the Paris Climate Agreement.”

    Applications close on 30 October 2024, with successful proposals expected to be announced by the end of February 2025.

    Background information

    The annual Greenhouse Gas Inventory reports on human-induced emissions and removals of greenhouse gases for energy, industrial processes, agriculture, land use, land-use change and forestry, and waste.

    The Inventory is produced by government agencies, with MPI being responsible for producing the chapter on agricultural emissions (the Agriculture Greenhouse Gas Inventory). The report is submitted to the United Nations Framework Convention on Climate Change secretariat each year.

    The 10 priorities for this year’s funding round are:

    • non-forest land-use emissions model
    • review and improve energy equations and intake
    • review QA/QC of inventory model code
    • review liming emissions
    • measure values relevant to the inventory using remote sensing techniques 
    • improving the modelling of dairy beef cattle 
    • improve liveweight estimation of sheep and beef
    • seasonal dairy supplementary feed data intake 
    • new afforestation and deforestation intentions survey 
    • improved activity data and parameters for deer.

    Research funded via GHGIR has led to improvements in the accuracy of estimated emissions from agriculture and forestry including: 

    • new data to reflect the use of non-pasture feed for dairy cattle, beef cattle and sheep
    • New Zealand-specific nitrous oxide emission factors from animal excreta split by stock type and hill slope.

  • MIL-OSI New Zealand: ANZ continues to support Hyundai Motor Company’s EV Manufacturing with USD1.35b Green ECA facility

    ANZ has successfully closed an USD1.35b Green Labeled K-Sure covered Term Loan Facility for Hyundai Motor Group, funding its first electric vehicle (EV) manufacturing plant in the US, as the world’s third largest car manufacturer continues to invest in the country.

    It will help accelerate Hyundai Motor Company’s electrification strategy with an expected manufacturing capacity of 300,000 units annually at its Georgia Metaplant complex.

    The Green Export Credit Agency (ECA) backed loan adheres to LMA Green Loan Principles, and reinforces ANZ as a key financing partner for Hyundai Motor Group, acting as ECA and Green Loan Coordinator, Mandated Lead Arranger, and Bookrunner on its past three mandates.

    Aaron Ross, ANZ’s Global Head of Project, Export & Asset Finance said, “These deals underscore ANZ’s market-leading position in the Korean ECA sector, delivering low risk, capital-efficient and high-returning facilities that meet our customer needs. We have executed four major EV sector transactions backed by Korean ECAs in the past five years.

    “We’re proud to play a role in supporting Hyundai Motor Group’s capital expenditure initiatives as it strives to become a global leader in electric vehicle manufacturing.     PHOENIX – Today, Rep. Ruben Gallego (AZ-03) announced that $12,739,765 is coming to Maricopa County to improve safety conditions and traffic flow at the intersection of Grand Avenue (US 60), 35th Avenue, and Indian School Road. The funding announcement comes after Rep. Gallego sent a letter supporting the grant to the Department of Transportation earlier this year.

    “Anyone who has been caught at this intersection knows how time-consuming and dangerous it is,” said Rep. Gallego. “I’m incredibly proud to have helped secure this funding that will support the region’s economy, save people time, and get them where they need to go safely.”

    The nearly $13 million will be administered by the Maricopa Association of Governments and will be paid out over two years. The project will include raising 35th Avenue to create a new elevated intersection with Indian School Road above Grand Avenue; constructing new bridges over the BNSF railroad; addressing local circulation needs; installing new, wider ADA-accessible sidewalks; right-of-way acquisition; accommodating future high-capacity transit; and installing separate bus pull-outs and new bus shelters.

  • MIL-OSI United Nations: Deputy Secretary-General’s remarks at the open dialogue on “Strengthening Financing for the SDGs: High-level Dialogue between MDB Heads and UN Member States” [as prepared for delivery]

    Excellencies, Ladies and Gentlemen,

    I am thrilled to be with you all at this high-level dialogue.

    We meet at a pivotal time.

    The SDGs are off-track. Hunger is rising. Fossil fuel use and global temperatures have reached unprecedented new highs. Conflicts are spreading. And the fight for gender equality has stalled.

    Meanwhile, financing gaps are large and growing.

    Multilateral Development Banks are a critical part of the solution to salvage the SDGs and spur progress towards the future we want and need.

    MDBs are an essential source of affordable, long-term finance to developing countries.

    They provide vital countercyclical support in times of crisis.

    And they are uniquely capable of mobilizing other sources of finance with the SDGs, including private investments.

    But to fulfill this role effectively, MDBs must become bigger, better and bolder.

    This message is being clearly articulated by Member States at the Summit of the Future.

    In the Summit’s Pact, Member States welcome the reforms taking place across the MDB system, while declaring that further reforms are urgently needed.

    What we will hear today is that MDBs are rising to this challenge.

    This meeting provides a unique opportunity for MDB Principals to share their vision for reform, explain how it can accelerate SDG action, and take stock of progress.

    They will also explain where they need your support to push their reforms – and impact – further.

    I’m delighted that the MDB Principals are delivering these messages here – in New York, the home of the SDGs – and now, against the backdrop of the Summit of the Future.

    This sends a powerful message of the bridges we are building between the UN and MDBs, between New York and Washington DC, and between Ministries of Finance and Ministries of Foreign Affairs.

  • MIL-OSI China: US blasted for high subsidies to PV sector

    The China Photovoltaic Industry Association has expressed serious concerns about and strong opposition to the United States’ distorting the global solar market by providing excessive subsidies to US companies and imposing high tariffs on imported solar products.

    It said the US moves are hampering international cooperation in the fight against climate change.

    The trade body said in a recent statement that the US has built high walls of protectionism by imposing multiple trade restrictions and continuously increasing tariff barriers on imported photovoltaic products. In May, for example, the US decided that the import tax on Chinese solar cells would rise from 25 percent to 50 percent.

    The association also pointed out that the US implemented exclusive and discriminatory industrial policies through legislation such as the Inflation Reduction Act and the Infrastructure Investment and Jobs Act, and subsidized its own photovoltaic industry on a large scale.

    “The Inflation Reduction Act, introduced in 2022, offers subsidies of an unprecedented $369 billion to support investments and production in the clean energy sector, including domestic PV products, aiming to reconstruct the PV industry chain,” said the trade body’s statement.

    On May 16, the US Department of Energy announced $71 million investment to fund the Silicon Solar Manufacturing and Dual-Use Photovoltaics Incubator Program ($27 million) and the Advancing US Thin-Film Solar Photovoltaics Funding Program ($44 million), aiming to close the gaps in PV supply chain manufacturing capabilities, the association added.

    Such moves violated multilateral trade rules and severely distorted the market operations of the global supply chain of the PV industry, according to the statement.

    Experts and business leaders said that while subsidies are common globally in the new energy industry, the US strategy of raising tariffs under anti-subsidy pretexts and financially backing domestic companies is a double standard, with the aim of hindering Chinese solar companies from capturing global market share.

    They said that Chinese-made solar and wind power equipment has facilitated the widespread adoption of affordable renewable energy worldwide, contributing to a global shift toward green development, adding that collaboration among global economies is essential for mutual gains in the sector.

    Cui Fan, an international trade professor at the University of International Business and Economics in Beijing, said that policy interventions are necessary globally to address market flaws in advancing new energy. Solely relying on market forces could significantly delay global decarbonization progress by 20 to 30 years, which would be out of sync with the pace of global green initiatives, he added.

    “However, in the WTO framework, subsidies must adhere to specific conditions, including avoiding unjust discrimination. The US’ Inflation Reduction Act breaches this by favoring US products over Chinese imports,” Cui said.

    Lin Boqiang, head of the China Institute for Studies in Energy Policy at Xiamen University, said that the US’ high subsidies for its new energy industry, as well as its consistent raising of tariffs on Chinese goods under anti-subsidy pretexts, showcase a US double standard.

    Song Hao, assistant vice-president at GCL Technology Holdings, said the US’ contradictory actions of restricting imports under anti-subsidy pretexts while heavily supporting domestic solar industries were undermining fairness.

    Lin said: “Although the US has continuously raised trade barriers, it has limited impact on the Chinese solar industry, as China’s direct exports to the US are relatively small. Chinese companies have diversified investments globally, forging stronger ties with Europe, the Middle East and other regions to explore new opportunities.”

    The US was not among the top 10 markets for China’s solar module exports in the first half of this year, while Europe and Asia collectively accounted for over 80 percent of these exports, according to the China Photovoltaic Industry Association. Solar modules accounted for 87 percent of China’s total PV product exports in terms of value, it added.

  • MIL-OSI China: Summit hammers out consensus for updating, upgrading UN to tackle challenges

    The Summit of the Future opened at the United Nations (UN) headquarters in New York on Sunday, with the adoption of a Pact for the Future, as well as its annexes the Global Digital Compact and the Declaration on Future Generations, which cover a broad range of themes including peace and security, sustainable development, climate change, digital cooperation, human rights, gender, youth and future generations and the transformation of global governance.

    The Pact for the Future is the UN’s master plan for tackling challenges that lie ahead for humanity, with 56 “actions” covering everything from peacekeeping to the potential threats posed by artificial intelligence. The pact underlines the “increasingly complex challenges” to world peace, notably the threat of nuclear war, with the document reiterating the UN’s core tenets.

    The pact promises to accelerate efforts to attain the 2030 Sustainable Development Goals (SDGs), which aim for the eradication of extreme poverty by 2030, an intensified battle against hunger, promotion of gender equality and education. Most of the objectives were set in 2005, but are far from being realized. Against that backdrop, and with poor countries particularly mobilized for change, the pact especially calls for “reform of the international financial architecture.”

    What UNGA president says?

    “We stand at a crossroads of global transformation, facing unprecedented challenges that demand urgent, collective action,” Philemon Yang, president the UN General Assembly, said at the opening segment of the two-day summit. “From conflict and climate change to the digital divide, from inequalities to threats against human rights, together, we all face profound challenges. Yet, alongside these challenges, there is hope,” because challenges come along with opportunities.

    The Pact for the Future represents the world body’s pledge not only to address immediate crises, but lay the foundations for a sustainable, just, and peaceful global order, for all peoples and nations, he said, adding that the commitments embodied in the pact and its annexes reflect the collective will of UN member states to promote international peace and security, invigorate implementation of the SDGs, foster just and inclusive societies, and ensure that technologies always serve the common good of humankind.

    “The Summit of the Future is a call to action. We must shape our future to protect ourselves and our planet Earth,” said the president. “Action that recommits us to the principles of international law, the goals of the 2030 Agenda for Sustainable Development and the promise of the United Nations Charter to save future generations from the pain of war.”

    The world body’s mission is to eradicate poverty in all its forms, tackle inequalities, and promote peace and security, tolerance and respect for diversity, and the summit offers a historic opportunity to ensure that progress is shared equitably across all nations and communities everywhere, he said.

    “We have an obligation to harness the power of science, technology, and innovation, in order to prepare the future of humankind. It is also important that we reproduce our human successes across generations all the time,” noted the president. “Let us continue our efforts to reform and strengthen global institutions that support peace, security, sustainable development, and financial stability.”

    What UN secretary general says?

    “I called for this summit to consider deep reforms to make global institutions more legitimate, fair and effective, based on the values of the UN Charter,” said UN Secretary General Antonio Guterres at the meeting. “I called for this summit because 21st century challenges require 21st century solutions: frameworks that are networked and inclusive; and that draw on the expertise of all of humanity … our world is heading off the rails — and we need tough decisions to get back on track.”

    Conflicts are raging and multiplying, from the Middle East to Ukraine and Sudan, with no end in sight, he said, adding that the world’s collective security system is threatened by geopolitical divides, nuclear posturing, and the development of new weapons and theaters of war, while resources that could bring opportunities and hope are invested in death and destruction.

    “In short, our multilateral tools and institutions are unable to respond effectively to today’s political, economic, environmental and technological challenges. And tomorrow’s will be even more difficult and even more dangerous,” noted the secretary general, stressing that things are changing fast but the world’s peace and security tools and institutions, as well as its global financial architecture, reflect a bygone era.

    Technology, geopolitics and globalization have transformed power relations and the world is going through a time of turbulence and a period of transition, he addressed the meeting. With the adoption of the Pact for the Future, the Global Digital Compact and the Declaration on Future Generations, pathways are opened to new possibilities and opportunities — a breakthrough on peace and security reforms to make the Security Council more reflective of today’s world is promised.

    These three landmark agreements are a step-change toward more effective, inclusive, networked multilateralism, said Guterres, noting that their implementation will prioritize dialogue and negotiation, end the wars tearing the world apart, and reform the composition and working methods of the Security Council. “To rebuild trust, we must start with the present and look to the future. People everywhere are hoping for a future of peace, dignity, and prosperity.”

    What Summit of the Future Means?

    In 2020, the United Nations turned 75 and marked the occasion by starting a global conversation about hopes and fears for the future. This was the beginning of a process that would eventually lead, four years later, to the convening of the Summit of the Future, a major event this September, just before the annual high-level debate of the General Assembly.

    The summit was conceived at the height of the COVID-19 pandemic, when there was a perception at the UN that countries and people pulled apart instead of cooperating to face this global threat.

    “We were really confronted with the gap between the aspirations of our founders, which we were trying to celebrate at the 75th anniversary, and the reality of the world as it is today,” said Michele Griffin, the policy director of the summit.

    UN member states tasked Guterres to come up with a vision for the future of global cooperation. His answer to their call was “Our Common Agenda,” a landmark report with recommendations on renewed global cooperation to address a host of risks and threats, and a proposal to hold a forward-looking summit in 2024.

    The event consists of sessions and plenaries based around five main tracks — sustainable development and financing; peace and security; a digital future for all; youth and future generations; and global governance — and other topics that cut across all of the work of the UN, including human rights, gender equality and the climate crisis.

    The immediate outcome is the finalized version of the Pact for the Future, with the Global Digital Compact and the Declaration for Future Generations as annexes, all of which were adopted by member states during the summit on Sunday.

  • MIL-OSI China: Foreign firms urged to help pool wisdom for Shanghai

    Amid Shanghai’s continued efforts to deepen international cooperation in terms of research and development, multinational companies should be better integrated into the city’s innovation network, which would be conducive to the city’s high-quality development, said officials and company executives.

    They made the remarks on Sunday during the 36th International Business Leaders’ Advisory Council for the Mayor of Shanghai.

    Chen Jining, Party secretary of Shanghai, said that as technological innovation has been playing an increasingly important role in driving economic growth, Shanghai will expand its science and technology exchanges with other markets.

    Efforts will be made to develop offshore technological innovation, Chen said, adding that a foundation to advance coordinated technological innovation at a global level will be built in Lin-gang Special Area of the China (Shanghai) Pilot Free Trade Zone.

    International organizations are also encouraged to set up branches in the city, and all these steps are aimed at nurturing an open, fair, just and nondiscriminatory environment for technological innovation, he said.

    Shanghai Mayor Gong Zheng said the scientific research paradigm is undergoing profound changes amid the new round of technological and industrial revolution, and coordination and cooperation are crucial against this backdrop.

    Shanghai will implement a global technology partner plan, and will also actively participate in, nurture and initiate international large-scale scientific projects, he said.

    Multinational companies will be encouraged to set up international R&D centers and open innovation centers in the city, and will be deeply integrated into Shanghai’s local innovation network, Gong added.

    As of June, 985 multinational companies had set up their regional headquarters in Shanghai, and the number of foreign-funded R&D centers reached 575, according to the municipal government.

    Severin Schwan, chairman of the board of directors of Swiss healthcare company Roche Group, said that openness, innovation and collaboration are important for Shanghai’s high-quality development, particularly in the wake of geopolitical tensions and market uncertainties.

    Multinational companies can tap into the sectors of healthcare, science and technology, and the digital economy more deeply, said Schwan, who is also chairman for this year’s International Business Leaders’ Advisory Council.

    Dominic Barton, chairman of multinational mining company Rio Tinto, said the private sector has been contributing substantially to research projects, and this is a global trend.

    Miguel Lopez, CEO of German industrial and engineering conglomerate Thyssenkrupp AG, suggested that Shanghai could place great importance on and fully utilize multinational companies’ industrial expertise, global networks, international experience and innovative resources.

    The International Business Leaders’ Advisory Council was initiated in 1989 and has grown into a think tank for Shanghai mayors over time.

    This year’s meeting was attended by top executives of 34 multinational companies from 13 countries.

  • MIL-OSI China: Municipality makes life easier for foreign talent

    Shanghai issued 13 measures on Friday to improve services for overseas talent attracted to the city.

    The measures, unveiled at the Fourth Shanghai Talent+ Summit, include streamlined procedures for obtaining visas, residence permits, permanent residency, work permits and financial services. For example, those who possess doctorates and others deemed to be outstanding foreign talent will benefit from streamlined procedures when applying for permanent residency.

    An official surnamed Liu, who is in charge of services for foreign experts at the Shanghai Municipal Bureau of Talent Work, said that everyone from overseas who worked in Shanghai used to have to go to two different government departments to apply for a foreigner’s work permit and a residence permit.

    Liu said the two services were combined at one window several years ago for category A talent, and that will now be extended to all talent from overseas.

    Category A talent includes those who are employed by world-leading companies and research institutions, laureates of international prizes, those who possess innovative technological inventions or patents, and postdoctoral fellows below the age 40.

    The new measures will also optimize services for expat talent in scientific research, innovation and entrepreneurship, medical care, travel and online and social integration.

    At the summit, people from across Shanghai presented business plans in a contest designed to highlight their innovation and entrepreneurship. A section for expats was included for the first time this year.

    “Shanghai is a role model in inspiring entrepreneurs from home and abroad to put their business plans into reality in a positive and speedy way,” said Benoit Dubuis, president of the Swiss Academy of Engineering Sciences and also director of the Sino-Swiss Institute of Advanced Technology at Shanghai University, which is promoting the integration of some cutting-edge disciplines, including microelectronics, biomedicine and artificial intelligence.

    “Many businesses launched by expats in Shanghai increase investment or invest in other entrepreneurial projects if they succeed,” Dubuis said. “This part is critical to the development of the local business environment.”

  • MIL-Evening Report: Harris’ post-debate gains sustained in US polls, but Republicans likely to gain Senate control

    The United States presidential election will be held on November 5. In analyst Nate Silver’s aggregate of national polls, Democrat Kamala Harris leads Republican Donald Trump by 49.2–46.2. In my previous US politics article last Wednesday, Harris led Trump by 48.9–46.0.

    Joe Biden’s final position before his withdrawal as Democratic candidate on July 21 was a national poll deficit against Trump of 45.2–41.2.

    It’s been nearly two weeks since the September 10 debate between Harris and Trump. In my previous article I was sceptical that Harris’ post-debate gains would be sustained, but they have been.

    The US president isn’t elected by the national popular vote, but by the Electoral College, in which each state receives electoral votes equal to its federal House seats (population based) and senators (always two). Almost all states award their electoral votes as winner takes all, and it takes 270 electoral votes to win (out of 538 total).

    The Electoral College is biased to Trump relative to the national popular vote, with Harris needing at least a two-point popular vote win in Silver’s model to be the Electoral College favourite.

    Harris’ Electoral College win probability fell to a low of 35% on September 9 in Silver’s model, but she has surged back to favouritism with a 54% win probability, up from 43.5% last Wednesday. Silver’s model is now in better agreement with the FiveThirtyEight model, which gives Harris a 62% win probability.

    Pennsylvania is the most important swing state with 19 electoral votes, and Harris now leads there by 1.5 points, gaining 1.4 points since last week. Harris also has narrow leads in Michigan, Wisconsin and Nevada. If Harris wins all states she currently leads in, she wins the Electoral College by 276–262.

    Since my previous US article on Wednesday, Harris has continued to get good national polls and better polls from Pennsylvania and Michigan (15 electoral votes). This explains why she is again the favourite in Silver’s model after Trump had been the favourite from late August until last Thursday.

    In North Carolina, Trump leads by just 0.1 point, but there’s been a scandal about Republican gubernatorial candidate Mark Robinson that broke Thursday, and there haven’t yet been North Carolina polls taken since this scandal. This scandal may hurt Trump in North Carolina, which has 16 electoral votes.

    Favourability ratings and economic news

    Harris now has a barely positive net favourability in the national FiveThirtyEight aggregate, at +0.3, with 46.9% favourable and 46.6% unfavourable. After large early gains, her ratings have improved slowly in the last month. Trump’s net favourability is -10.1, with 52.8% unfavourable and 42.7% favourable; his ratings are barely changed in the last month.

    Trump’s running mate JD Vance is unpopular with a -10.8 net favourable rating, while Harris’ running mate Tim Walz has a +3.8 net favourable, making him the most popular of the four. Biden remains unpopular with a -15.3 net approval. It’s best for Harris if Biden stays out of the headlines.

    In economic news, the US Federal Reserve cut interest rates by 0.5 points last Wednesday, the first time they have been reduced since 2020. Rates had risen from nearly zero to over 5% from 2022 to 2023.

    Silver’s economic index that averages six indicators is currently at +0.10. Many on the left despise the stock market, but its recent performance is offsetting worse data in other indicators.

    Republicans likely to gain Senate control

    Elections for the House of Representatives and Senate will be held concurrently with the presidential election on November 5. Single-member districts are used to elect the 435 House members, with states apportioned House seats on a population basis.

    House terms are only two years, so the last election of the House was at the November 2022 midterm elections, when Republicans won the House by 222 seats to 213 for Democrats on a national popular vote share of 50.0–47.3.

    The FiveThirtyEight aggregate of polls of the national House popular vote has Democrats ahead by 46.7–44.5. If Harris wins, Democrats have a good chance to regain control of the House.

    There are two senators for each of the 50 states. Senators have six-year terms, with one-third up for election every two years. Including independents who caucus with them, Democrats currently control the 100-member Senate by a 51–49 margin.

    This year Democrats and aligned independents will be defending 23 of the 33 regular Senate seats up for election (there will also be a byelection in the safely Republican Nebraska). Trump won West Virginia, Montana and Ohio easily in both 2016 and 2020, and Democrats are defending seats in all three states.

    With the retirement of former Democratic Senator (now independent) Joe Manchin, West Virginia is certain to be a Republican gain at this election, and the Republicans are also well ahead in Montana. If no other seats change hands, gaining West Virginia and Montana will give Republicans a 51–49 Senate majority.

    Democrats are just ahead in Ohio and have larger leads in Senate races in the presidential swing states of Arizona, Wisconsin, Nevada, Michigan and Pennsylvania (all Democratic held). They have outside chances of gaining seats in Florida and Texas.

    Even if Harris wins, Republicans are likely to gain at least a 51–49 Senate majority. The two senators per state rule advantages Republicans as they dominate low-population, rural states.

    If Democrats lose the Senate, even if Harris wins the presidency, Republicans would have a veto over Harris’ legislation, and her cabinet and judicial appointments. That means no left-wing judge would be appointed to the Supreme Court if a vacancy occurred.
