    Following are the opening remarks by the Deputy Secretary for Justice, Dr Cheung kwok-kwan, at the International Symposium on Global Corporate Restructuring Center today (July 6):

    Good morning. It is my honour to join this International Symposium on Global Corporate Restructuring Centre. We all know that today’s global economy is interconnected yet volatile. In order to maintain financial stability and investor confidence, we must keep abreast with market changes and cope with the need of cross-border businesses.
     
    Corporate restructuring is inherently a crucial strategic tool wielded in financial distress, which is vital for survival, renewal and resilience of the businesses. Indeed, successful restructuring preserves value of the businesses. Successful restructuring protects jobs of the employees. Successful restructuring instills confidence of the creditors. In short, successful corporate restructuring allows businesses to navigate adversity and becomes stronger for sustainable growth.

    Hong Kong is unique in the sense that it is the only common law jurisdiction in China and is deeply integrated with the Mainland market. It is therefore ideally positioned as a global centre for corporate restructuring. Now, I would like to outline how Hong Kong’s legal system delivers unparalleled advantages for business and investment, corporate restructuring and dispute resolution across Asia and beyond.

    The Foundation: “one country, two systems” and Common Law

    Hong Kong’s distinctiveness lies in the framework of “one country, two systems”, which preserves the common law system which is highly regarded by international community and reinforce our unique position to bridge the East and the West. This is not just theoretical – it translates into tangible expertise through our 13 000 solicitors and barristers, 560 Hong Kong lawyers licensed to practice in the Greater Bay Area (GBA), as well as 1 500 registered foreign lawyers, many of whom are multilingual and qualified in multiple jurisdictions.     Secondly, in direct enforcement: Businesses may enforce Hong Kong arbitral awards and court judgments in the Mainland, the coverage of which is the widest globally, including judgments on intellectual property rights which are not covered in international conventions. 

    Thirdly, streamlined restructuring and liquidation: A Hong Kong-appointed liquidator can access Mainland courts in Shenzhen, Shanghai and Xiamen to take control of the company’s assets and records in the Mainland, facilitating an effective corporate restructuring or at times, winding up.

    Dispute Resolution: Arbitration and the New Era of Mediation

    Our advantages also extend to dispute resolution. The evidence is compelling — Hong Kong ranked globally number two as an arbitration seat under the 2025 Queen Mary University of London and White & Case International Arbitration Survey; last year, over 76 per cent of the cases handled by the Hong Kong International Arbitration Centre were international, with claims averaging HK$375 million, reflecting international trust in Hong Kong’s role in high-stakes cases.

    We recognise that modern challenges require diverse solutions, which is why we are promoting mediation in the Greater Bay Area. The recent establishment of the International Organization for Mediation (IOMed) in Hong Kong highlights this commitment, as the city positions itself as the capital of mediation.
     
    In terms of local capacity building, we have generally mandated mediation clauses in government contracts and have been enhancing training of mediators. 

    For regional integration, we are closely collaborating with our GBA partners to deploy Hong Kong mediation organisations to handle commercial mediation cases as referred to by the GBA courts; export Hong Kong’s best practice to develop GBA standard, including specialised mediation rules; and establish a unified GBA Mediators Panel for cross-border expertise. 

    The Greater Bay Area: Where Policies Meet Practice

    These initiatives reflect Hong Kong’s strategic role in the GBA. Innovative policies have created unprecedented opportunities. 

    For example, a Shenzhen company with Hong Kong shareholders of any investment ratio can now choose Hong Kong law to govern contracts, and choose Hong Kong as the arbitration seat. And the impact is visible: international investors can benefit from comprehensive legal protection under Hong Kong’s common law regime while navigating in Mainland’s dynamic markets with certainty and efficiency.

    In an era of growing complexity, businesses need to anchor in a jurisdiction that offers stability and connectivity. Hong Kong delivers precisely this – a common law system integrated with the world’s second largest economy, powered by world-class professionals conversant in global commerce and a robust and reliable dispute resolution mechanism.

  • MIL-OSI China: Booming theme parks highlight China’s tourism, consumption potential

    The resort in Shanghai, currently the largest LEGOLAND globally and the first in China, offers a new amusement option for Chinese citizens and foreigners visiting this metropolis. The opening of LEGOLAND Shanghai Resort on Saturday coincides with the beginning of the summer vacation, which is a tourism and consumption high season, especially for students.

    The cultural and tourism industries are becoming important growth drivers — as the Chinese economy shifts to a consumption-driven pattern.

    Earlier this year, the Chinese government made it one of its major priorities to boost consumption and stimulate domestic demand across the board. It urged more efforts to foster new forms of cultural business and vigorously develop the tourism industry. Meanwhile, authorities also pledged better services and support for foreign investors, aimed at making China a favored destination for them.

    Foreign-funded theme parks have both attested to and benefited from these commitments. Notably, Shanghai Disney Resort and Universal Beijing Resort have achieved great success.

    More diversified demands for tourism products are driving an upgrade in terms of the offerings of this vibrant industry. For tourists who travel during summer holidays or take family trips, thematic or in-depth experience travels are becoming popular choices. This means that theme parks are expected to secure a sharp surge of visitors.

    Growing tourism consumption has contributed to China’s resilient consumer market. In the first quarter of 2025, the number of domestic tourist trips reached over 1.79 billion, representing year-on-year growth of 26.4 percent. Total tourism expenditure hit 1.8 trillion yuan (209.7 billion U.S. dollars) in this period, up 18.6 percent year on year.

    Thanks to China’s visa-free policies and related measures, the popularity of both travel and shopping in China among foreigners has risen, serving as a boost to the country’s tourism development. Shanghai, being a prime example in this regard, received nealry 1.26 million foreign tourists in the first quarter of 2025 — up 61.9 percent year on year.

    According to the Ministry of Culture and Tourism, from July to August, local authorities will organize 4,300 activities and provide subsidies totaling 570 million yuan to boost cultural and tourism consumption.

    The thriving tourism industry is injecting momentum into the Chinese economy, which grew 5.4 percent in the first quarter of 2025 and aims for an expansion of about 5 percent this year.

  • PM Modi receives grand welcome in Brazil, interacts with Indian Diaspora

    Prime Minister Narendra Modi received a grand welcome from the Indian community on Saturday (local time) upon his arrival in Rio de Janeiro for a four-day visit to Brazil. During this visit, he will participate in the 17th BRICS Summit and undertake a State Visit.

    In a post on X, PM Modi said, “Members of Brazil’s Indian community gave a very vibrant welcome in Rio de Janeiro. It’s amazing how they remain connected with Indian culture and are also very passionate about India’s development! Here are some glimpses from the welcome…”

    Members of the Indian diaspora greeted the Prime Minister with vibrant traditional dances and folk songs. One of the highlights was a dance performance themed on Operation Sindoor, with the patriotic song “Ye Desh Nahi Mitne Dunga” resonating through the venue.

    In a gesture of cultural harmony, a Brazilian music group also performed devotional songs, showcasing India’s rich spiritual and cultural heritage.

    Prime Minister Modi will attend the 17th BRICS Leaders’ Summit from July 6 to 7. During the Summit, he will exchange views with other leaders on pressing global issues, including peace and security, strengthening multilateralism, the responsible use of artificial intelligence, climate action, global health, and economic and financial matters. According to official sources, the Prime Minister is also expected to hold several bilateral meetings on the sidelines of the Summit.

    As part of the State Visit, PM Modi will travel to Brasilia for bilateral talks with Brazilian President Luiz Inácio Lula da Silva. Discussions will focus on deepening the Strategic Partnership between the two nations in areas of mutual interest such as trade, defence, energy, space, technology, agriculture, health, and people-to-people ties.

    Earlier, members of the Indian community, who had gathered to welcome the Prime Minister, expressed their excitement and pride.

    “I am from Gujarat and have been living in Brazil for a long time. We are thrilled and feel privileged and honoured to welcome our Prime Minister today,” said Vijay Solanki, a member of the Indian diaspora.

    Another member of the diaspora, Pooja, shared, “I am from Gujarat and have been living in Brazil for the past three years. I am very excited to meet him.”

    PM Modi arrived in Brazil after concluding his visit to Argentina, where he held a bilateral meeting with Argentine President Javier Milei.

    Following his engagements in Brazil, the Prime Minister will travel to Namibia on July 9, where he is also scheduled to address the Namibian Parliament.

    PM Modi is currently on a five-nation, eight-day tour (July 2 to July 9) that began in Ghana. From there, he travelled to the Caribbean nation of Trinidad and Tobago, followed by Argentina, and now Brazil.

  • MIL-OSI China: China speaks for over 70 countries on promoting accessibility through AI at UNHRC

    A Chinese representative on Friday delivered a joint statement on behalf of more than 70 countries at the annual thematic panel discussion on technical cooperation and capacity-building, held during the 59th session of the United Nations Human Rights Council (UNHRC).

    The joint statement, titled “Artificial Intelligence (AI) for Promoting Accessibility,” was delivered by Chen Xu, permanent representative of China to the United Nations Office at Geneva and other international organizations in Switzerland. It called for strengthened technical assistance and capacity-building in this field to help all countries benefit from AI development.

    The statement underscored that building an accessible environment is a hallmark of human civilization and an essential safeguard for ensuring that everyone enjoys human rights. It noted that AI holds tremendous potential to remove physical, informational, and cultural barriers through innovative solutions and to foster inclusive social development.

    The joint statement put forward three key proposals: first, to uphold a people-centered approach by ensuring that the development of AI fully respects, promotes, and protects human rights; second, to advance inclusive development by making sure that the benefits of AI are shared by all and contribute to equal opportunities and inclusive growth; and third, to pursue win-win cooperation by increasing financial and technical support for developing countries and enhancing global AI governance through international cooperation.

    The joint statement marks an important step in implementing the resolution on equal accessibility for all, led by China as one of the main sponsors at the UNHRC.

    It also marks the latest in a series of joint statements initiated by China at the UNHRC on the theme of “AI for Human Rights.” Previous statements focused on using AI to promote the rights of persons with disabilities (53rd session), children (55th session), and women (56th session), all of which received broad support and positive feedback from UN member states.

  • MIL-OSI China: China solicits public opinion on rules for Cross-Border Interbank Payment System

    The People’s Bank of China (PBOC), the country’s central bank, on Friday began to solicit public opinions on a set of draft rules for the Cross-Border Interbank Payment System (CIPS) as part of efforts to regulate related business activities.

    The rules, consisting of six chapters and 31 articles, aim to prevent payment risks, protect the legitimate rights and interests of the CIPS operator and participants, and clarify the responsibilities of all parties, according to the central bank.

    The rules apply to the CIPS operator, as well as direct and indirect participants. The operator refers to a corporate legal entity approved by the central bank to provide cross-border renminbi clearing and settlement services for domestic and overseas participants and is subject to the supervision and guidance of the PBOC in accordance with the law.

    The rules specify the scope of business covered, including clearing and settlement services for participants’ cross-border renminbi payment transactions and financial market activities, as well as other businesses approved by the central bank.

    The rules also cover areas such as account management, settlement mechanisms, risk management, and emergency response.

    The central bank said the rules are designed to meet CIPS participants’ expansion needs and support CIPS’s business development and functional upgrades.

  • MIL-OSI China: Beijing conference spotlights esports as new engine of digital economy

    No dull rows of chairs and tables, no endless slides of charts and numbers — instead, a gleaming statue of Hermes, the Olympian god of competition and the “god of esports,” took center stage, while a virtual concert “on Mars” blazed across a giant screen in the background.

    Standing out among the meeting venues at the 2025 Global Digital Economy Conference, this hall hosted one of its headline events, the International Esports Development Forum, where industry leaders and players gathered to explore how esports is transforming entertainment and fueling growth in the global digital economy.

    Industry observers believe that esports has grown into an emerging industry that can no longer be ignored, with more and more traditional sports events now including esports competitions.

    At the 19th Asian Games in Hangzhou, for example, esports made its debut as an official medal event, where the Chinese team took home four gold medals across seven categories.

    The 20th Asian Games in Japan’s Aichi-Nagoya in 2026, will expand esports events even further, featuring 11 disciplines including Pro Evolution Soccer and League of Legends. Meanwhile, the International Olympic Committee has announced that the first Olympic Esports Games will be held in Saudi Arabia in 2027.

    The intensity, the focus, and the sheer will to win that esports players exhibit are no different from other athletes, according to Nicholas Khoo, advisor to the Board of Directors of the Global Esports Federation.

    Khoo called the rise of esports “unstoppable,” with growing public attention and an expanding global market adding fresh momentum to the development. At the same time, the inclusion of esports in the event systems of the International Olympic Committee is further promoting the sport’s healthy growth.

    “Esports today is driving the digital economy, which stays as a primary engine of global growth,” said Irina Bokova, former director-general of UNESCO, at the forum. “Within this ecosystem, esports is rapidly emerging as a transformative force. It is redefining the boundaries between entertainment sports and technology while forging connections that transcend international borders and linguistic barriers.”

    Participants noted that China boasts the world’s largest esports market, leading globally in both player base and industry growth potential.

    According to the 2024 China esports industry report released by China Audio-video and Digital Publishing Association, the number of esports users in China reached 490 million in 2024, up 0.42 percent year on year, marking the largest esports user base in the world. Meanwhile, the industry’s actual sales revenue stood at 27.57 billion yuan (about 3.85 billion U.S. dollars) in 2024, an increase of 4.62 percent from the previous year.

    That scale is powered by new technology. According to Li Ji, an industry analyst, today’s esports industry is built on a fully digital foundation, seamlessly integrating frontier technologies, from computing power to algorithms and artificial intelligence, and stands as a model of cross-sector innovation.

    “Esports is becoming a testing ground for cutting-edge innovations such as network communications, augmented reality and artificial intelligence,” said Li Xiaolei, vice chairman of the China Culture Administration Association. “From the perspective of culture, through innovative storytelling and character-based performances, esports is taking Chinese stories to the world in a way that resonates with young people.”

    Highlighting the great potential of the sector, Li Xiaolei said that China’s esports market size is expected to surpass 300 billion yuan in 2026, driving the scale of related industries beyond 1 trillion yuan, becoming an important growth driver of the digital economy.

    According to the global esports industry development report co-released by an institute under China Media Group (CMG) and China’s esports giant Tencent, four Chinese cities, Shanghai, Beijing, Chengdu and Shenzhen, ranked among the top ten on the global esports city influence index. He Wenyi, secretary-general of the national sports industry research base at Peking University, noted that policy support will be essential to foster new business models as the industry evolves.

    China’s cities are already well-positioned to tap into this promising industry. Ranking first on the esports city influence index list, Shanghai proposed the vision of becoming a global esports capital in 2017. In 2019, the city issued 20 measures to promote the healthy development of the esports industry.

    The Chinese capital is another major player. In June this year, Beijing issued measures to support the high-quality development of its gaming and esports industry. These measures aim to support enterprises in game development and publishing within Beijing, while promoting industrial clustering domestically and encouraging companies to expand overseas.

    “Beijing will fully leverage its strengths in technological innovation and international exchange to develop the esports industry into a key engine for building itself into a benchmark city in the global digital economy,” said Xu Xinchao, deputy secretary general of the Beijing municipal government.

    While esports is booming in China, the industry faces many challenges. A report from a research institute under People.cn found that many tournaments and clubs remain heavily dependent on sponsorships and prize money, leaving them vulnerable in economic downturns. Experts also caution against blind expansion without thoughtful planning. Cities often adopt similar strategies without leveraging their unique strengths, risking repetitive and uncompetitive development.

    Working meeting of Dmitry Chernyshenko with the Governor of Krasnoyarsk Krai Mikhail Kotyukov

    Dmitry Chernyshenko noted the dynamic development of the scientific potential of the Krasnoyarsk Territory and the active work of Mikhail Kotyukov as the head of the State Council commission in the direction of “Technological Leadership”:

    “President Vladimir Vladimirovich Putin has instructed to increase spending on research and development to 2% of GDP by 2030. Krasnoyarsk Krai is actively involved in solving this problem. The region is dynamically increasing its scientific potential, attracting young scientists to science and implementing projects of the Russian Science Foundation.”

    He also noted that the region pays great attention to the creation of educational infrastructure:

    “Over the past few years, more than 20,000 new places have been created in schools and kindergartens in Krasnoyarsk Krai. Within the framework of the federal project “Professionalism”, 6 clusters in key sectors of the economy have been created in the region. Krasnoyarsk Krai is among the top three leaders in terms of the volume of their co-financing. The region also successfully trains engineering personnel: more than 40% of students at regional universities master in-demand specialties. Siberian Federal University participates in the “Priority-2030″ program. Work is underway to create an advanced engineering school,” the Deputy Prime Minister emphasized.

    Mikhail Kotyukov reported that, given the national goal of technical leadership, the region motivates schoolchildren to study engineering and natural sciences. In secondary vocational and higher education institutions, a base is being created for training personnel in demand in industrial and high-tech sectors of the economy.

    “The “Professionality” project gave us unique experience. We formed six clusters in key sectors of the economy. And last year, following meetings with young guys studying at the college, with our entrepreneurs, we made a decision and created the regional project “Professionality for All”. Since this year, absolutely all regional institutions of secondary vocational education have joined the work on this model. The first programs that we implemented showed mutual interest of everyone: guys, parents, and employers. And we agreed with enterprises on investments in infrastructure in the ruble for ruble mode. And most importantly, practicing specialists come to teach at the technical school. This caused a 100% response. Today, even medium and small enterprises are trying to place their best equipment in classrooms,” the head of the region noted.

    The parties discussed the region’s youth policy. Krasnoyarsk Krai regularly wins the “Region for the Young” competition, which allows for the modernization of youth centers. Last year, Vladimir Putin opened a year-round youth educational center in the “Sports and Health” direction, and almost 200 thousand children are involved in the volunteer movement.

    Mikhail Kotyukov recalled that the All-Russian educational forum TIM “Biryusa” is currently holding a shift on financial education, the participants of which – young people from all over the country – share their experiences and develop projects in the financial sphere.

    “We try to maintain the set high level, offering new initiatives. We modernized the territory of the initiative youth “Biryusa”, which worked for 20 years in the mode of a tent camp. We have created a large number of facilities for the comprehensive development of children and youth. We pay special attention to this area, realizing that soon the guys will begin to work in the region, shaping its appearance,” the governor emphasized.

    Dmitry Chernyshenko noted the potential of the subject for tourism development. According to forecasts, the tourist flow in Krasnoyarsk Krai will grow by almost 13% this year. The region is actively involved in the implementation of the national project “Tourism and Hospitality”. The allocated funds are used to create infrastructure and increase the tourist attractiveness of the region.

    Krasnoyarsk Krai also demonstrates good results in the sports industry. According to the results of 2024, the indicator of those involved in sports exceeded the planned level, reaching 57%. The GTO complex is being developed here, and more than 63% of the population is provided with sports facilities, which is also above the plan.     Deputy Prime Minister of Russia Alexander Novak took part as a co-chair in a meeting of the Group of Eight participating countries that adopted additional voluntary adjustments to oil production in April and November 2023.

    The Group of Eight includes Saudi Arabia, Russia, Iraq, the UAE, Kuwait, Kazakhstan, Algeria and Oman.

    The parties discussed the state and prospects of the global oil market. Taking into account the stable prospects of the global economy and current market indicators reflected in low oil inventories, they agreed to make an adjustment to production by 548 thousand barrels per day in August 2025. The gradual increase can be suspended or cancelled depending on changing market conditions. Such flexibility will allow the group to continue to maintain stability in the oil market. The eight OPEC countries also noted that this measure will allow participating countries to speed up the compensation of volumes.

    The parties to the deal confirmed their commitment to the voluntary adjustments to oil production agreed at the 53rd meeting of the OPEC Joint Ministerial Monitoring Committee on April 3, 2024, and their intention to fully offset any excess production from January 2024.

    The eight OPEC countries have agreed to meet monthly to review market conditions, compliance and compensation. The next meeting will be held on August 3 to decide on the level of oil production by the members in September 2025.

    A fleet of the Chinese People’s Liberation Army (PLA) Navy led by the aircraft carrier Shandong made its first visit to Hong Kong, a move widely seen as not only a demonstration of military strength but also a step toward deepening ties between Hong Kong and the mainland.

    The naval fleet, comprising the aircraft carrier Shandong, the Yan’an missile destroyer, the Zhanjiang missile destroyer, and the Yuncheng missile frigate, arrived in Hong Kong on Thursday to begin a five-day visit.

    On the day the naval fleet arrived, hundreds — if not thousands — of Hong Kong residents gathered along the shore to watch. Local media rushed to cover the story.

    Chief executive of China’s Hong Kong Special Administrative Region (HKSAR) John Lee said that both the steadfast presence of the PLA garrison in Hong Kong and the cordial visit by the modernized naval fleet have made the “Pearl of the Orient” shine brighter, reflecting the country’s ability and determination in safeguarding peace, while allowing Hong Kong, under “one country, two systems,” to continue to play its part in the nation’s development.

    Chief Secretary for Administration of the HKSAR government Chan Kwok-ki attended the deck reception on the Shandong aircraft carrier. He believed the visit by the naval fleet allowed the wider public in Hong Kong to witness the strength of the country’s military and would help enhance students’ sense of national identity and pride.

    Deputy Chief Secretary for Administration of the HKSAR government Cheuk Wing-hing shared on social media that he toured the ski-jump flight deck, arresting cables, carrier-based fighter jets, and helicopters aboard the Shandong.

    “The rapid progress of our country’s national defense is truly remarkable,” Cheuk said. “I am deeply moved and feel proud of our nation.”

    The Shandong aircraft carrier was open to the public for visits. Starry Lee, a member of the National People’s Congress Standing Committee, said that this allowed people to experience firsthand the remarkable achievements of the country’s naval modernization, and held significant meaning in fostering a stronger sense of patriotism in Hong Kong society.

    Friday was the first open day of the fleet’s visit to Hong Kong, with a focus on student visitors. More than 10,000 visits were made aboard the Shandong, Zhanjiang, and Yuncheng ships.

    “My ancestral home is Shandong. When I first stepped onto the deck, I couldn’t help but cry. Our country has truly become strong!” a lecturer at Hong Kong Metropolitan University surnamed Wong said.

    Some secondary school students from Macao were organized by their schools to travel to Hong Kong for the visit. They happily toured the ships while taking photos with their smartphones to share with classmates who missed the visit. They said that boarding the warships was more than just a visit; it allowed them to witness the long history of China and the country’s remarkable progress.

    Seeing the modern carrier-based fighter jets and the spirited, high-morale crew aboard the vessels left a deep impression on Paul Chan, financial secretary of the HKSAR government.

    Chan said that the visit by the naval fleet fully reflected the country’s deep affection for Hong Kong. “A strong nation must have a strong military, and our country’s navy will only grow stronger,” he remarked.

    “Stepping aboard the domestically built aircraft carrier Shandong and standing on the deck of this steel giant filled me with excitement,” Jeffrey Lam, a member of the Executive Council of the HKSAR, said.

    Just as the Shandong sailed forward with strength and determination, Hong Kong, with the support of the country, will surely overcome all challenges and continue to enjoy prosperity and stability, Lam added.

    I am happy to be with you today on behalf of the United Nations Secretary-General, Antonio Guterres, and I thank the Government and the people of Cabo Verde for your warm welcome and hospitality.

    I am honoured to deliver his remarks on this historic occasion:

    It is with deep emotion that I send these words to a country I hold close to my heart.

    As Secretary-General of the United Nations, as former Prime Minister of Portugal, and as a long-time friend, I am honoured to mark this fiftieth anniversary of Cabo Verdean independence and partnership with the United Nations.

    Cabo Verde has shaped my conscience and conviction. 

    And I celebrate with you the enduring spirit of the povo cabo-verdiano – a people whose determination has long outshone the constraints of geography.

    Dear friends,

    The story of Cabo Verde is a story of freedom reclaimed.

    On July 5, 1975, the world bore witness to the birth of a new Republic.

    After centuries of colonial rule, the people of Cabo Verde – together with their brothers and sisters in Guinea-Bissau – rose up to demand self-determination.

    As a Portuguese citizen, I cannot speak of Cabo Verde without acknowledging the deep and complex history we share – a history marked by pain, injustice, but also by solidarity.

    I carry with me the memory of walking through the gates of the former Tarrafal concentration camp — in the company of Edmundo Pedro and Sérgio Vilarigues, who had endured its horrors.

    Their stories of suffering and resistance are etched into my memory.

    Today, we honour so many heroes of that struggle – heroes like Amílcar Cabral. 

    Receiving the Order of Amílcar Cabral by Prime Minister Carlos Veiga, remains one of the greatest honours of my life.

    Dear friends,

    From the beginning, Cabo Verde chose the harder path:

    Stability over strife.

    Dialogue over division.

    The peaceful transition to independence, the embrace of democracy and good governance… a model that endures.

    Cabo Verde is also a wonder of geography.

    Ten volcanic islands scattered across the Atlantic, bound by morabeza – that singular warmth and grace that define the Cabo Verdean soul.

    But it is the people who truly set Cabo Verde apart.

    A culture that is at once rooted and global, melancholic and joyful.

    This nation gave the world morna — a music of sodade, of longing for home across distant seas.

    It brought us the timeless voice of Cesária Évora, who sang from Mindelo to the world – and made every listener feel a little closer to Cabo Verde.

    Dear friends,

    When Cabo Verde gained independence, many may have doubted. 

    Yet five decades later, you stand as a middle-income country and a champion of peace and equality.

    As Prime Minister of Portugal, I had the privilege of working closely with Cabo Verde to deepen our cooperation.

    I recall with pride the signing of the Acordo de Cooperação Cambial – a monetary agreement that was more than a technical arrangement.

    It was a bridge between our economies, a symbol of trust, and a recognition of Cabo Verde’s growing role on the global stage.

    And through it all, you have remained true to your values.

    Welcoming migrants.

    Upholding the rule of law.

    And staying true to the principles of solidarity and open cooperation.

    I saw these values in action during my last visit.

    At the port of Mindelo, I watched the sails of the Ocean Race rise against the horizon — a striking reminder of Cabo Verde’s openness, resolve, and connection to the wider world.

    What stayed with me was not just the race, but the spirit onshore — young people learning, communities coming together, leaders thinking boldly about the future.

    It reinforced what I have always felt: Cabo Verde is not just navigating the tides of change — it is helping to chart the course.

    And the United Nations has been honoured to journey with you.

    From the earliest development plans — schools, health systems, and social protection;

    To our shared work on food security, disaster resilience, and democratic institutions;

    From supporting the graduation from Least Developed Country status;

    To cooperating on climate action, ocean conservation, biodiversity protection, renewable energy;

    And advancing the Multidimensional Vulnerability Index — a vital tool to reflect the unique challenges of small island developing countries.

    Together, we are exploring new frontiers: the blue economy, digital inclusion, and diaspora engagement.

    And today, as we celebrate your past, we also recommit to your future.

    A future shaped by resolve.

    Cabo Verde knows, more than most, the realities of climate change.

    Rising seas. Droughts. External shocks.

    Your location also brings higher costs — for transport, for energy, for resilience.

    But you have turned water scarcity into a frontier of innovation.

    You are building climate resilience in your infrastructure and communities.

    You are expanding clean energy.

    The Department of Consumer Affairs and the Bureau of Indian Standards (BIS) have urged two-wheeler riders across India to use only BIS-certified helmets, warning that substandard headgear poses a serious risk to road safety.

    With more than 21 crore two-wheelers plying on Indian roads, the government stressed that while wearing a helmet is mandatory under the Motor Vehicles Act, 1988, its quality is equally vital to prevent fatalities in accidents. Helmets certified under BIS standards (IS 4151:2015) are compulsory under a Quality Control Order enforced since 2021.

    However, according to the Department, a large number of helmets sold on roadsides and in informal markets still lack the mandatory ISI mark.

    “Sub-standard helmets compromise protection and defeat the purpose of wearing a helmet,” the Department said in a statement, adding that strict action is underway to tackle this threat to consumer safety.

    During the financial year 2024–25, BIS carried out over 30 search-and-seizure operations and tested more than 500 helmet samples. In one such operation in Delhi, over 2,500 non-compliant helmets were seized from nine manufacturers whose licences had expired or been cancelled. Similar operations at 17 retail and roadside locations led to the seizure of nearly 500 substandard helmets. Legal proceedings have been initiated against violators.

    Currently, 176 manufacturers across India hold valid BIS licences for protective helmets. To strengthen enforcement, the Department has written to District Collectors and Magistrates, urging them to launch special drives against illegal manufacture and sale of non-certified helmets. Local police and district administrations have been asked to integrate this initiative with existing road safety campaigns.

    BIS has also stepped up consumer outreach, partnering with local traffic authorities for roadshows and awareness drives. For example, the BIS Chennai team recently organised a campaign distributing ISI-marked helmets and educating riders on the importance of certified safety gear.

    Consumers can now check whether a helmet manufacturer is licensed on the BIS Care App or the BIS portal, which also allows users to lodge complaints against non-compliant sellers. In addition, BIS’s ‘Quality Connect’ campaign and its network of ‘Manak Mitra’ volunteers are engaging directly with the public to promote awareness about mandatory certification.

In one such operation in Delhi, over 2,500 non-compliant helmets were seized from nine manufacturers whose licences had expired or been cancelled.     The Department of Consumer Affairs and the Bureau of Indian Standards (BIS) have urged two-wheeler riders across India to use only BIS-certified helmets, warning that substandard headgear poses a serious risk to road safety.

    With more than 21 crore two-wheelers plying on Indian roads, the government stressed that while wearing a helmet is mandatory under the Motor Vehicles Act, 1988, its quality is equally vital to prevent fatalities in accidents. Helmets certified under BIS standards (IS 4151:2015) are compulsory under a Quality Control Order enforced since 2021.

    However, according to the Department, a large number of helmets sold on roadsides and in informal markets still lack the mandatory ISI mark.

    “Sub-standard helmets compromise protection and defeat the purpose of wearing a helmet,” the Department said in a statement, adding that strict action is underway to tackle this threat to consumer safety.

    “Cooperatives are a system that enables the South Sudanese to improve their livelihoods, but at the same time also contributes to the economy… this is the only way for South Sudan to move out of poverty,” said Louis Bagare project manager of cooperatives at the Food and Agriculture Organization (FAO) in South Sudan.

    He was speaking ahead of the International Day of Cooperatives, which is celebrated every 5 July, and which highlights how cooperatives enable people to provide for their basic needs in contexts where individuals working alone is insufficient.

    A path to peace

    In South Sudan, the potential of cooperatives extends beyond economic empowerment.

     “Cooperatives are one of the avenues that can bring peace and stability to South Sudan,” said Mr. Bagare.

    For over a decade, South Sudan has faced many intersecting challenges. Following its independence in 2011, a civil war broke out, concluding in 2018 with a peace agreement. But this peace is more fragile than ever.

    Looting and intercommunal violence, mainly perpetrated by young people, continues to be an ever-present concern for many communities which already face catastrophic food insecurity and continual climate shocks.

    In this context, cooperatives provide a ray of hope.

    “Cooperatives really changed the mindset of our people and brought stability to the country,” said Deng William Achiek, director for rural producers in South Sudan’s Ministry of Agriculture and Food Security.

    But what is it about cooperatives that may usher in a lasting peace?

    A voluntary and democratic group

    Cooperatives are voluntary economic organizations in which members share in the risk, work and income.

    “A cooperative is a democratic, social association of people who, as individuals, cannot improve their status of living and social status … But once they come together in a cooperative, then, they can raise the standard of their living,” said Oneil Yosia Damia, the Director-General for Cooperative Development in South Sudan.

    FAO’s Louis Bagare believes that this sort of democratic approach to governance at a local level will trickle up to the national level and encourage more widespread buy-in to a democratic form of governance across South Sudan.

    Income, not guns

    In addition to providing a model of democratic governance, cooperatives also enable economic growth and development, providing communities — especially young people — a viable and sustainable alternative to looting.

    “When, especially the youth, are engaged in productive activities that generate income, they will not have the interest to pick a gun to go and fight or to rob and loot,” Mr. Bagare said. 

    In South Sudan, the communities which form cooperatives often do not have enough individual resources to maintain a sustainable livelihood, a reality which pushes youth towards violent looting for survival.

    “When [community members] work together, when they bring ideas together, when they bring resources together, it is much easier for them to overcome their livelihood challenges,” Mr. Bagare said.

    Mr. Bagare also explained that banks are more willing to invest in groups and organizations like FAO are more likely to provide support to cooperatives. But ultimately, the goal is that this will not be long-term.

    “The focus is on building their capacity so that they can be able to create lives,” Mr. Bagare said.

    A historic structure in the world’s youngest country

    In South Sudan, there are cooperatives of every shape and size. Overwhelmingly, these cooperatives are agricultural but some also produce soap, bread and textiles. The history of South Sudan is populated with examples of this type of work.

    “Cooperatives are not something which has come from nowhere. It has been part of the culture of South Sudan,” Mr. Bagare said.

    Mr. Daima referred to the “golden era” of cooperatives which existed before the civil war in 2011. He said that his office within the Ministry of Agriculture and Food Security is working diligently to get back to that time.

    “I want our cooperatives to be as busy as bees. This is the spirit of oneness, of unity,” Mr. Daima said.

    Mr. Bagare hopes for a future in South Sudan where cooperatives become a part of every economic sector — not just agriculture.

    “If we are able to work together, we can become better people tomorrow. But the moment that we continue to only fight with each other, we will continue to destroy ourselves.”
