  • MIL-OSI United Nations: The silent killer: We need better risk governance to beat extreme heat | GP 2025

    Extreme heat is no longer a seasonal inconvenience. It’s a systemic, cross-cutting threat, silently claiming lives, stressing economies, overwhelming cities, and widening inequalities. Yet it remains one of the least governed climate hazards.

    At a high-level special event on extreme heat risk governance at the 2025 Global Platform for Disaster Risk Reduction 2025, leaders from governments, international agencies, labour unions, academia, and the humanitarian sector came together to discuss how better governance can protect people’s lives from the “silent killer.”

    “Extreme heat is the deadliest of all climate-related hazards,” said the World Meteorological Organization’s Director-General Celeste Saulo. “Yet it remains the least recognized and least managed.”

    The crisis is heating up

    Between 2000 and 2019, extreme heat caused an estimated 489,000 deaths annually. Heat takes its toll on global productivity, with International Labour Organisation estimates showing that in low- and middle-income economies in particular, the costs of injuries from excessive heat in the workplace can reach around 1.5 per cent of national GDP. And these risks are intensifying.

    “This is not just a health crisis. It is an economic, labour and governance crisis,” said Dr. Saulo.

    Despite this, as of 2023 only half of national meteorological services were issuing extreme heat warnings, and just 26 countries had dedicated heat-health early warning systems, WMO reported

    Urbanisation is compounding the threat. Cities are warming up twice as fast as the global average, and 68% of the global population projected to live in urban centres by 2050.

    From a reactive to a systemic approach

    Much of the current global approach to heat is reactive: authorities issue warning during events, the respond to spikes, and measure the toll on communities and economies. But the impacts cascade across sectors – disrupting health, labour, agriculture, education, and energy – and this requires a systemic governance response.

    “Heat is a systemic and pervasive risk,” said Dr. Pramod Kumar Mishra, Principal Secretary to the Prime Minister of India. “It cuts across public health, economic stability, and ecological resilience.”

    The problem is not technical, but a lack of effective plans and policies to implement live-saving measures.

    “Most of the extreme heat impact is predictable,” said IFRC Secretary General Jagan Chapagain. “If something is predictable, it’s preventable.”

    Responses need be rapid, and taken at the level of local communities, using cross-sectoral partnerships.

    Lessons in local leadership

    Examples from several countries demonstrate how integrated governance can work:

    • India first developed a local plan in Ahmedabad and now has 250+ cities and districts with operational heat action plans (HAPs).
    • France, after a devastating heatwave in 2003, launched a multi-ministry effort to integrate adaptation and risk communication. Stakeholders were asked to imagine life under a +4°C scenario, and then develop local and national resilience strategies around this likely reality.
    • The Philippines has developed a real-time “iHeatMap” platform and set up a cross-sectoral national task force to manage health, food, energy, and water impacts during heat events.

    To guide cities in improving heat governance, the Making Cities Resilient 2030 initiative has developed a resource package on urban extreme heat risk management, which gives practical recommendations to help local and national governments create urban heat strategies.

    “We are learning through lived experience,” said Senator Rosa Galvez of Canada – such as the 2021 heat dome in British Columbia, which lasted 27 days and resulted in 618 deaths. “But we must understand that we cannot adapt forever.”

    Protecting the poorest

    “Poor people can’t afford poor design—especially on a heating planet,” said the International Labour Organization’s Mia Seppo.

    To address this imbalance, we need climate-informed finance that protects workers and promotes inclusive infrastructure investment.

    “Financial strategies must align with just transition principles,” Ms. Seppo said. “Climate risk must be integrated into investment decisions.”

    “Any development project should have a heat risk element,” said Dr. Mishra. “Projects should include protection for both users and workers. Construction companies, for instance, must provide heat protection for labourers.”

    Benoît Faraco, France’s Ambassador for Climate Negotiations for Decarbonized Energies and for the Prevention of Climate Risks, said that regulatory levers and standards can drive climate-resilient investment and avoid maladaptive pathways.

    “Standards and regulation play an important role in prevention. You cannot build a hospital or school as if climate change was not happening; it’s your job in the design to integrate mitigation and adaptation strategy,” he said. “If you let the market do things on heatwaves, people run to buy air conditioning systems, and during peak electricity demand this results in more fossil fuel use. It’s misadaptation.”

    A global framework for local action

    To facilitate coordinated approaches to extreme heat, UNDRR, WMO, WHO and the Global Heat Health Information Network are developing a Common Framework for Extreme Heat Risk Governance. This initiative aims to align actors across sectors, and to support national and subnational entities in integrating extreme heat into their DRR, climate, health, and urban strategies.

    The Common Framework is designed to support the UN Secretary-General’s Call to Action on Extreme Heat, which outlines eight essential course corrections:

    • Accelerate the transition to renewable energy sources.
    • Enhance investments in sustainable, low-carbon energy systems to mitigate heat-related risks.
    • Promote climate-resilient agricultural practices, such as drought-resistant crops and sustainable irrigation.
    • Strengthen food supply chains to withstand heat-induced disruptions.
    • Integrate urban planning with heat mitigation measures, including green infrastructure and shaded areas.
    • Prioritize nature-based solutions that enhance resilience across sectors.
    • Implement national heat action plans, including early warning systems.
    • Establish heat-safe working conditions and policies.

    These actions form the foundation of effective heat governance and call for integrated leadership across all sectors of society, at all levels of government.

    “We must mainstream heat into both climate and disaster governance. We must embrace a multi-hazard approach,” Dr. Saula said. “We don’t need to reinvent the wheel. We need to align, scale and accelerate.”

    Every extreme heat death is preventable

    Closing the special event, Special Representative of the UN Secretary-General for Disaster Risk Reduction Kamal Kishore said we should aim for zero heat-related deaths next heat season.

    “We have the science. We know what to do. Now we must act – urgently, together, and at all levels,” he said.

    We can start by making schools safer against extreme heat.

    “One of my dreams is that in five years we will have 100,000 heat-resilient schools in all heat-prone areas,” Mr. Kishore said. “It’s not rocket science. We know what it takes to build heat-resilient schools in terms of built environment. We know how to incorporate green spaces and water bodies in schools. We know what kind of awareness children need to have to deal with heat waves.”

    The Common Framework will provide tools to make schools, homes, and workplaces safer from the heat – but political will, coordinated governance, and community-centred approaches will determine whether the world beats the heat or succumbs to it.

    We need to act for heat resilience today.

    WASHINGTON, D.C. — During a Ways & Means Committee hearing featuring U.S. Treasury Secretary Scott Bessent on Wednesday in Washington, U.S. Rep. Mike Kelly (R-PA) highlighted the importance of passing the “One Big Beautiful Bill Act” in order to avoid a tax increase on American families and small businesses.

    “Current tax rates are set to expire at the end of the year. If we don’t pass the One Big Beautiful Bill Act, hardworking American taxpayers would see their taxes increase.     The One Big Beautiful Bill Act makes permanent the successful 2017 Trump tax cuts and includes critical pro-growth policies that will cut taxes by an additional $1,300 for a family of four and deliver higher wages and incomes for millions of Americans. A recent report from the Council of Economic Advisers shows the legislation will produce up to $13,300 more in take-home pay for a typical family and up to $11,600 more in wages for American workers.

    Today, Congresswoman Suzan DelBene (WA-01) grilled Treasury Secretary Scott Bessent in a House Ways and Means Committee hearing on reports that the Department of Government Efficiency (DOGE) is creating a massive government database with Americans’ sensitive personal information.

    Bessent refused to answer whether he supported the central government database and could not explain how he would protect the financial and tax data of millions of Americans fed into it from abuse or a data breach.

    DelBene: Mr. Secretary, do you support the government having a consolidated database containing Americans’ sensitive financial health and personal information?

    Bessent: I support protecting Americans –

    DelBene: Do you support the consolidated database?

    Bessent: I support protecting Americans’ personal –

    DelBene: So, I think it’s very concerning that you’re not able to say, “No.” This is not a partisan question. In fact, just last week, Republican Representative Warren Davidson responded to reports that DOGE is merging huge sets of data from across federal agencies into a centralized repository. He said, “It’s dangerous when you start combining all those data points on an individual into one database. It’s a power that history says will eventually be abused.” While I could not agree more and would also add that this kind of database would be a gold mine for malicious actors who are eager to exploit American sensitive data. Mr. Secretary, Section 6103 sets forth the confidentiality and disclosure rules for tax returns and tax information. Just because DOGE wants to compile people’s sensitive information into one place, doesn’t mean the confidentiality rules go away. Is that correct?

    Bessent: We adhere to 6103.

    DelBene: So, it seems like you know that should be a simple one too. We should absolutely be clear that the confidentiality rules did not go away. In fact, earlier in this hearing, you asserted that the Treasury Department is following, I think you said, the proper provisions within the Privacy Act, all proper provisions within the Privacy Act, and Section 6103. So, my question for you is, how can we be sure that’s happening? I mean, especially knowing that the President illegally fired 18 inspectors general, including Treasury – Acting Treasury IG Sherpa. How do we know? I’m sorry, you’re just – you saying that isn’t good enough. We’re an oversight body. How do we know?

    Bessent: Again, I will say that we are following the law and that –

    DelBene: But we need – that’s not good enough, Mr. Secretary. We should have officials within Treasury coming. We should – this is a statement to my colleagues on the other –

    Bessent: I’m here today –

    DelBene: But you’re not answering how we know that. You’re just saying we are.

    Bessent: What would an acceptable answer be to how do we know?

    DelBene: Let’s bring them, let’s bring people who are building a database. Let’s go through the details of exactly what you are doing with that data. What protections are in place that we should have hearings doing that. In fact, we requested hearings on this from our partners on the other side of the aisle, refused to bring people from DOGE, et cetera into this committee, so we can be sure that consolidated a database –

    Bessent: A judge in the Southern District of New York has ruled that all of our protocols are –

    DelBene: Mr. Secretary. We are a co-equal branch of government. We are the oversight body. I’m answering – I asked that question because it is part of my job not to have you just say it. So let’s look at it. I think because we actually have the authority to get that detail. We are oversight. We are not just here to have you say, don’t worry about it. We are here to get detail. And I want you to be clear that it helps – This is a risk to the American people. This is sensitive personal information. There is no clarity on how this is being protected. Early on in this administration, people are given access to information with no controls. We have not had folks come into hearings. That’s not good enough, Mr. Secretary, and I’m supportive of making sure that we are using technology in smart ways. I’m also very supportive of making sure that we are protecting people’s personal information and we are following the law. 6103 is clear, and there is no and now this consolidation, there’s no approval on how this consolidation takes place. And you can’t even be clear to me that you that you know you’re – about where you stand in terms of making that happening. So I don’t think we’re getting the information.

    Bessent: So, Representative, maybe it did not filter up to you, but we provided a staff-level briefing several weeks ago.

    DelBene: Then let’s bring folks – I want to ask the questions. Frankly, it’s not about whether or not you had a staff-level brief. Let’s bring experts to answer detailed questions in this body, so that we get those answers. You know, I have a technology background. I’m happy to have those detailed conversations of exactly who’s given access, how that access is given, and how we are making sure that information is protected. We absolutely have to make sure that there are no violations there are the right protocols put in place. We have no data to say that. We just have, you’d say, just, trust me, it’s okay. That’s not good enough.

    Mr. President, I rise to speak in support of my legislation, the Guiding and Establishing National Innovation for U.S. Stablecoins Act—the GENIUS Act.

    America urgently needs a clear and comprehensive regulatory framework for payment stablecoins. For too long, the lack of any such framework has forced digital asset innovation beyond our borders and into foreign countries, jeopardizing our nation’s financial leadership and putting American consumers at risk.

    Meanwhile, our slow and outdated payment rails – developed in the 1970s and 1980s — have failed to keep pace with many overseas jurisdictions. To modernize our payment system and restore our nation’s competitive edge, we must act now.

    That is why I have introduced the GENIUS Act.

    This legislation takes a commonsense, bipartisan approach to regulating stablecoins. Allow me to concisely explain with the GENIUS Act does:

    It clearly defines a payment stablecoin: a digital asset pegged to a fixed value, backed by U.S. Treasuries, and used for transactions.

    It describes clear procedures for institutions to issue stablecoins.

    It establishes a regulatory regime that balances the responsibilities of federal and state authorities.

    It implements standards that ensure safety, stability, and consumer protection.

    And it provides rigorous safeguards to deter illicit activity, increase transparency, and aid the vital work of law enforcement.

    These provisions are pragmatic and forward-looking. They both protect consumers and promote innovation. And, crucially, they represent bipartisan agreement—reflecting that both Democrats and Republicans recognize the vast potential of this emerging technology.

    The benefits of stablecoin innovation are immense. By reducing friction in the payment process, they can improve the speed and efficiency of cross-border payments. Faster and cheaper transactions can unlock much-needed working capital for American businesses and provide individuals with more effective tools for making international payments.

    Moving aspects of our payment system to the blockchain has been shown to increase efficiencies in capital markets. Innovators are constantly uncovering transformative use cases, and the rapid pace of innovation will only increase with regulatory clarity.

    Stablecoins also advance a vital national interest by driving demand for U.S. Treasuries. A recent report forecasts that with a well-crafted U.S. regulatory framework, stablecoin issuers could become one of the top holders of U.S. Treasuries by the end of this decade – if not sooner. This would strengthen our fiscal position and cement the dollar’s status as the world’s reserve currency. 

    If we fail to act now, not only will these benefits slip away—we will also fall behind in global competitiveness. Without a regulatory framework, stablecoin innovation will proliferate overseas—not in America!

    Americans using this new technology will be left with no choice but to rely on foreign stablecoins that lack vital consumer protections. And, critically, inaction would surrender our leadership to the Chinese Communist Party, which is aggressively advancing its own digital currency.

    We can avoid this outcome—but only if we unite behind this legislation.

    In this spirit of patriotic cooperation, I thank Senators Scott, Lummis, Gillibrand, and Alsobrooks, who co-sponsored an earlier iteration of this bill and who have worked hard to make this a bipartisan effort. And I also extend gratitude to my colleagues on both sides of the aisle who supported this legislation in the Banking Committee and contributed to the consensus product now before the Senate.

    We have an opportunity to cement America’s financial dominance for decades to come and demonstrate that this body can come together and pass legislation that benefits our country and its citizens. I urge all my colleagues to join me in advancing the GENIUS Act.

    Mashatile’s office rebuffs claims of misuse of State funds for ’extravagant’ overseas trips

    The Office of the Deputy President has released a statement denying allegations of misusing State funds related to Deputy President Paul Mashatile’s international travel. 

    This statement follows extensive media coverage from various news outlets and public speculation on the matter. 

    “Categorically, the Office and the Deputy President have not, as seems to be suggested, misused State funds or been extravagant in financing the costs of the Deputy President’s international travel,” the statement read on Tuesday evening. 

    According to the Presidency, the matter was first raised after a written parliamentary inquiry from Action SA, which prompted detailed disclosures regarding travel expenses.

    “In light of such an expected phenomenon, the Deputy President replied to the question in full and also provided specific details, which include correct figures and breakdown of individual costs by members of the delegation supporting the Deputy President.” 

    The Deputy President’s Office has stressed that all international trips undertaken are in his official capacity, representing the South African government, as directed by President Cyril Ramaphosa. 

    “Moreover, the majority of these strategic international visits are aimed at strengthening existing bilateral, political, economic and diplomatic relations between South Africa and visited countries.” 

    Mashatile has engaged in several significant international working visits since taking office on 3 July 2024, including trips to Ireland, the United Kingdom and Japan, with further planned visits to France. 

    The Office has provided a comprehensive breakdown of the expenses associated with these trips, stressing that many figures circulated in the media are inflated. 

    News24 recently reported that the Deputy President’s recent trip to Japan in March cost R2.3 million, with R900 000 covering accommodation for him and his wife.

    However, the Presidency stated that the Japan visit was particularly highlighted for its strategic relevance, marking the first high-level engagement between South Africa and Japan in a decade, coinciding with the 115th anniversary of diplomatic relations between the two nations.

    During the Japan working visit, the country’s second-in-command was accompanied by various Ministers. 

    The Presidency believes that the visit was advantageous for South Africa’s African Agenda, especially considering the current overlap of South Africa’s Group of 20 (G20) chairship and Japan’s upcoming hosting of the 9th Tokyo International Conference on African Development (TICAD) in August.

    “This presents a unique opportunity for South Africa to communicate its own and the continent’s position and priorities to Japan, and the expected support and role that Japan could play in this regard.”

    In addition, the Deputy President’s Office stated that the claims of exorbitant costs for certain officials have been disputed, and that the actual expenditure is significantly lower.

    “Regrettably, some of the figures presented by the media are significantly blown out of proportion and do not accurately reflect the cost of the trips. For example, one media liaison officer, referred to by TimesLive as the ‘most expensive supporting official’, is said to have cost R580 582 for Japan alone, when in fact, the total cost for that official is less than R66 000, including flights and accommodation.” 

    The Office has reassured the public that the Deputy President’s travels are conducted with fiscal responsibility and in alignment with South Africa’s commitment to global relations and investment.

    “In terms of the travel policy in the Presidential Handbook, transport for the President and Deputy President during travel outside South Africa is the responsibility and for the account of the State.” 

    In addition, the Office mentioned that the financial responsibilities for the visits, which include travel, accommodation, and other miscellaneous expenses, are typically shared between the Department of International Relations and Cooperation (DIRCO) and other participating departments. 

    “In all these visits, the Office of the Deputy President has insisted on the most cost-effective provisions for the Deputy President and his delegations and has therefore not misused or extravagantly used State funds, as alluded.” – SAnews.gov.za

    The spread of drugs, particularly among young people, remains one of the most important social threats in the European Union. New psychoactive substances are rapidly circulating on the market, often originating from non-EU countries, and are difficult to trace. At the same time, organised crime continues to use new trafficking methods, mainly using digital media and postal services.

    Given the consequences for health, safety and social cohesion:

    • 1.How does the Commission intend to strengthen the European early warning and information exchange mechanism on new substances?
    • 2.What financial instruments are available to Member States for prevention and rehabilitation, particularly in school and youth settings?
    • 3.Is there any intention to set up a pan-European information campaign on the dangers of drugs?

    The Competitiveness Compass announced the initiative on the 28th regime as one of the key measures to contribute to EU competitiveness and to make business easier and faster in Europe.

    The burden due to fragmentation of rules in different policy areas, including national corporate regimes , is proportionately greater for smaller companies, which have less financial and human resources. The diversity of national regimes also creates constraints for investors by increasing complexity and costs.

    This initiative will provide companies, in particular innovative ones, with a harmonised set of rules to make investing and operating in the single market easier.

    As a key element, it will set out a new corporate legal framework for companies. It will build further on existing solutions in EU acquis, in particular on fully online procedures and digital tools for companies in EU company law.

    This corporate legal framework will be complemented by targeted actions in other policy areas to help innovative companies, start-ups and scale-ups develop in the S ingle Market. Whether and what labour law elements could be included is to be determined.

    The initiative will be subject to an open public consultation where all interested parties can express their views. In addition, the 28th regime will be discussed in t he High-Level Forum on Justice for Growth.

    The Forum will be composed of representatives of all Member States, the European Parliament and stakeholders, including the main cross-industry organisations representing social partners at EU level. Further specific consultations would be considered, depending on the possible actions related to labour law.

    The process of researching, developing and bringing life-saving drugs to market is hampered by significant financial costs, which often hinder access to innovative treatments, particularly for rare diseases.

    According to numerous industry experts and as documented in recent investigations, a significant number of promising drugs never reach the commercialisation stage because developers lack the funds needed to complete clinical trials, particularly for the transition phase from laboratory research to large-scale testing (known as ‘the valley of death’).

    Despite efforts to boost research into medicines for rare diseases, the number of medicines developed for rare diseases remains too low relative to patient numbers and therapeutic needs: there are more than 7 000 rare diseases and millions of Europeans have them.

    One of the main pillars of Council Regulation (EC) No 1005/2008 (the IUU Regulation)[1] is action against EU nationals who have engaged in or supported illegal, unreported and unregulated (IUU) fishing. The provisions regarding EU nationals cover both the prevention and sanction of support or engagement in IUU fishing by EU nationals.

    More specifically, Article 39(1) of the IUU Regulation prohibits EU nationals from supporting and engaging in IUU fishing. It further provides a non-exhaustive list of examples of such engagement and support, mentioning in particular engagement on board or as operators or beneficial owners of fishing vessels included in the EU IUU vessel list.

    However, the general prohibition to EU nationals from engaging in or supporting IUU fishing is not limited to involvement of IUU-listed vessels but IUU fishing activities in general.

    In addition, the obligation of Member States under Article 39(3) of the IUU Regulation to take action against EU nationals relates to those that have been identified as supporting or engaged in IUU fishing in general, not only to those that are involved with IUU-listed vessels.

    The Commission is working with Member States to provide support in the implementation of Article 40(1) of the IUU Regulation regarding the identification of information of EU nationals pertaining to legal, beneficial or financial interests in, or control of, fishing vessels flagged to a third country which they hold and the names of the vessels concerned.

In their letter to Secretary of the Interior Doug Burgum, the senators warned that the President’s proposal to cut $564 million in USGS funding – along with plans to lay off hundreds of scientists and potentially close research centers nationwide – would jeopardize public safety and undermine crucial scientific research.

    We write to express concern over recent and proposed actions by the Department of Government Efficiency (DOGE) and broader administrative decisions that together threaten the integrity and continuity of the U.S. Geological Survey (USGS). Specifically, the potential termination of General Services Administration (GSA) leases supporting USGS centers across the country— alongside USGS’s proposed FY2026 budget cut of $564 million and the reported planned terminations of hundreds of scientists—represents a multi-front assault on the nation’s scientific infrastructure.
    The USGS is a premier science agency with a critical role in monitoring and analyzing the nation’s resources, including water, ecosystems, natural hazards, minerals, and energy. Its scientific expertise and robust data collection efforts support public safety, environmental stewardship, and national economic resilience. USGS’s work underpins the ability of federal, state, and local governments, Tribal nations, industry, and communities to make informed decisions—particularly in areas such as disaster preparedness, climate adaptation, water resource management, and ecosystem protection.

These facilities provide critical support to states, local communities, and Tribal Nations as they confront unprecedented drought, wildfires, habitat loss, and other climate-related disruptions. Reliable Page 2 scientific information is essential to both our national economy and the safety of communities across the country.
    While DOGE’s actions are framed as efficiency measures, the potential impact of terminating these leases – without transparent criteria or coordination – as well as slashing $564 million from the budget and crippling of the scientific workforce raises serious questions about continuity of operations. If implemented, these changes to USGS would directly impair the federal government’s ability to assess and respond to threats in real time.
    Given this uncertainty and the far-reaching implications of these actions, we request immediate clarity on the following by June 19, 2025:
    1. What is the current status of all USGS leases and what facilities are at risk of lease termination?
    2. What criteria were used to select these leases for potential termination, and how was USGS consulted in this process?
    3. What plans are in place to ensure uninterrupted mission support—particularly for key activities under the Water Resources, Natural Hazards, and Ecosystems Mission Areas— if these facilities are closed?
    4. Where will affected employees be relocated, and how will critical field and lab operations be maintained in the interim?
    5. How will USGS ensure that existing commitments to state and local governments, tribal partners, and other stakeholders are honored, particularly for time-sensitive water data and hazard alerts?
    6. What USGS staff positions are on the list for termination (please include title and location)? When will the terminations be implemented?
    7. Do any of the USGS employees on the list for termination have salaries funded by reimbursable contracts with external partners? If so, how many such employees are affected, and what is the amount of federal savings that would be generated from their termination?
    8. Given the planned reduction in force, how will existing staff fill the gaps in order to fulfill the USGS mission?
    9. What programs will be eliminated by the $564 million proposed budget cut?

  • MIL-OSI United Kingdom: Freeze on cost of 2025/26 garden waste bin permits

    Garden Waste Permits from Highland Council are now available for the 2025/26 season. To support continued garden waste recycling, the price for the upcoming 2025/26 permit will remain unchanged at £48.95 per permit, the same as last year. There are between 19 and 20 collections per season depending on which day of the week collections fall, which equates to approximately £2.50 per collection for each garden waste bin.

    Councillor Graham MacKenzie, Chair of the Communities and Place Committee said: “Although our service costs have gone up, the Council has agreed to freeze the price of the garden waste permit at £48.95 this year, in light of ongoing financial pressures faced by many households. By maintaining the price, we can avoid passing on any increases to our customers this year. We hope this decision encourages our current customers to keep up their fantastic recycling efforts and inspires others to sign up and join the service.”

    Permits are now available to purchase online and through the Service Point network for the 2025/26 permit season.

    Current 2024/25 permit holders will receive renewal reminders over the coming weeks and the optional fortnightly garden waste collection service is also available to new customers who live within the designated collection areas. Householders can visit the Council’s website to check if they live in a garden waste collection service area. 

    Councillor MacKenzie continued: “Recycling garden waste like grass cuttings, leaves, branches, hedge trimmings and flowers plays a key role in our overall recycling efforts here in Highland. People often think of recycling as just paper, cardboard, cans, and plastics—but garden waste is just as important and makes a real difference to our recycling rates. Garden waste could be composted at home or taken to Household Waste Recycling Centres or recycled through the garden waste collection service rather than being thrown away in non-recyclable waste bins. It is a great way to reduce your carbon footprint to create a healthier, more sustainable Highland and to help combat climate change.”

    The new permit season starts on Monday 1 September 2025 and runs to 31 August 2026, with a winter break in the months of December, January and February. Demand for permits will be high in the weeks immediately prior to the 2025/26 service commencing in September, therefore householders are encouraged to sign-up by 1 August to ensure they receive permits in time for the first collections.

    Customers can continue to order garden waste permits after 1 August; however, the Council cannot guarantee that permits ordered beyond this date will arrive in time for the first collections of the 2025/26 permit year.

    The service is optional, and householders are also able to take their garden waste along to their local Household Waste Recycling Centre free of charge.

    Moscow, June 11 (Xinhua) — The unilateral imposition of customs duties by the United States has caused widespread opposition around the world, not only causing systemic damage to the American economy, but also seriously damaging the international reputation of the United States, as a result of which the process of “de-Americanization” is taking place at an accelerated pace in many countries around the world, according to an article by China’s Ambassador Extraordinary and Plenipotentiary to Russia Zhang Hanhui published in the Argumenty i Fakty newspaper.

    The article notes that dissatisfaction with the government’s tariff policy continues to grow in the United States. It is noted that, according to polls, most Americans believe that the government’s economic policy will lead to a recession in the short term, since, on the one hand, the tariff burden significantly reduces the profits of enterprises and exacerbates the difficulties of doing business, and on the other hand, the abuse of duties has led to a sharp increase in the cost of living for the American population.

    Zhang Hanhui notes that the abuse of tariffs has caused discontent and resistance among US allies. The introduction of “mirror tariffs” has seriously damaged the US’s international reputation and deepened its rift with its allies. “A wave of boycotts of American goods is growing around the world. Following the “Buy Canadian” movement that began in Canada in February 2025, tens of thousands of people in Sweden, Denmark, France and other countries have called on social media to “not buy American goods,” while many Europeans have canceled subscriptions to Netflix, Disney and other American platforms,” the article states.

    According to the diplomat, the main victims of the US tariffs are the countries of the Global South, as the abuse of tariffs deprives these countries of economic sovereignty. Such a policy is outright “neocolonialism,” the ambassador said.

    The US tariff policy encourages the countries of the Global South to unite, accelerate the deepening of cooperation with each other and economic relations with other countries. Brazilian President Luiz Inacio Lula da Silva, Zhang Hanhui recalls, said that the BRICS countries have the right to create a trading system completely independent of the US dollar.

    “China has repeatedly said that tariff and trade wars cannot be won, and that protectionism will ultimately harm the interests of all parties and will not find support,” the article says.

    According to the diplomat, China is ready to deepen cooperation and interaction with developing countries and emerging market countries together with Russia, strengthen coordination and cooperation within the framework of such mechanisms as the Shanghai Cooperation Organization and BRICS.   • MIL-OSI Security: Former CEO of Crescenta Valley Investment Firm Sentenced to Over Three Years in Federal Prison for Fraudulently Charging Clients Millions of Dollars

    LOS ANGELES – The founder and former CEO of an investment firm that specializes in debt instruments was sentenced today to 40 months in federal prison for falsifying financial records to fraudulently inflate the value of the funds he managed, allowing him to charge investors millions of dollars in unauthorized fees.

    Brendan Ross, 52, of La Cañada Flintridge, was sentenced by United States District Judge Dale S. Fischer, who also ordered him to pay $5.9 million in restitution.

    Ross pleaded guilty in August 2022 to one count of wire fraud.

    In 2012, Ross founded Direct Lending Investments LLC (DLI), a La Cañada Flintridge-based investment firm. He served as the firm’s sole owner and CEO until his resignation in March 2019.

    By the summer of 2017, the firm had more than $1 billion in assets under management. According to the indictment, Ross directed DLI to invest the funds’ assets in, among other things, a company that loaned money to small businesses and retailers. The DLI funds made money when the loans performed, meaning that the borrowers made timely payments. Rather than disclose some of the loans were not performing, Ross falsified monthly reports to make it appear borrowers were making payments. The “payments” came from fee rebates given by the company originating the loans.

    By lying about the true status of the loans, Ross caused DLI to overstate the value of these loans on the funds’ books and fraudulently inflate the funds’ value. Specifically, Ross caused the monthly asset values of the funds to be cumulatively inflated by more than $300 million over the course of about four years. By fraudulently inflating the value of the funds, Ross was able to collect millions of dollars in fees he otherwise would not have been able to charge to clients.

    To further his scheme and help conceal it, Ross arranged for the sale of approximately $55 million of the loans to a third-party buyer in the summer of 2017. Ross once again inflated the value of these loans by lying about their status, falsely telling the buyer that borrowers had been making payments on many of these loans.

    “These losses reflect intense financial hardships, including the decimation of retirement and investment accounts, as well as negative professional and reputational consequences suffered by many of the investors…and even DLI employees who were defrauded by [Ross],” prosecutors argued in a sentencing memorandum.

    The FBI investigated this matter. The U.S. Securities and Exchange Commission, which filed a civil complaint against Ross in August 2020, provided substantial assistance.

  • MIL-OSI Analysis: E-bikes are becoming e-waste – here’s how to reduce the environmental cost

    Electric e-bikes make cycling easier, faster and more accessible. They are already playing an important role in reducing the environmental impact of transport, particularly when they replace a trip in a private car.

    But when you scrap an e-bike, you also have to scrap its battery. And these batteries can be particularly dangerous and tricky to dispose of. This means the growth of e-bikes is leading to at least one related environmental problem: a rise in electronic or e-waste.

    The sector needs stronger regulations to encourage it to cut its waste. This includes encouraging bikes to be designed to be easier to repair or recycle, and establishing universal standards that allow parts to work across different brands and models, so components can be reused instead of thrown away.

    However, e-bikes often fall between legislative cracks, and their exclusion from the priority products under the EU Ecodesign for Sustainable Products Regulation, introduced in 2024, was unfortunate.

    At the University of Limerick in Ireland, colleagues and I have been researching the environmental impact of e-bikes. We’re interested in their full lifecycle, from metals in rocks to extraction, manufacturing, years of use and eventual disposal – to see if there are ways to reduce the materials they use.

    We interviewed retailers and people who work in waste management. They expressed concerns about online sales of lower-quality e-bikes with easily broken components, as well as the high turnover rates of e-bikes.

    Using data from the fleet of e-bikes loaned out at our university, we noted issues with design and compatibility of components. Bike tyres, for instance, have become increasingly non-standard and specialised.

    Additive manufacturing, such as 3D printing, may become more important for bike retailers and repairers, who could use it to “print” themselves replacements nuts, screws or even seats. This may be particularly needed in island states such as Ireland, where there are often delays in sourcing parts.

    But first, the e-bikes must be of sufficient quality to be repaired. Then, to create the replacement parts, people will need to access the necessary data – digital files with precise designs of objects such as a bicycle tyre or handlebar.

    Keeping e-bikes in use

    New business models are emerging. Some companies are lending e-bikes to their employees, with a management company taking care of maintenance and repair.

    There are also a growing number of mobile e-bike repair services, and specialist training for e-bike repair and retail through manufacturer platforms like Bosch and Shimano.

    E-bike brands are shifting from a focus on selling bikes towards offering ongoing services. For example, e-bike retailer Cowboy offers a subscription to mobile bike mechanics, and VanMoof partners with authorised repair services. But while these models work well in big towns and cities, they may not be suitable for rural and smaller urban areas.

    Care needs to be taken to ensure that consumers are not disadvantaged or locked out from repair options. In the US, e-bike manufacturers have been requesting exceptions to laws designed to make products easier to repair – while urging that the public should not be allowed to access data needed to make repairs.

    E-bikes can be hard to spot

    On the waste handling side, some of the innovations that have made e-bikes more accessible are also creating new problems.

    For example, e-bikes have evolved to be sleeker and sometimes indistinguishable from regular bikes. This makes it easier for them to end up in regular waste management facilities that aren’t equipped for electronic waste. If a lithium-ion battery inside an e-bike still holds charge and gets crushed or shredded, it can start a fire.

    But this is a problem we can solve. Computer vision and other AI technologies could help to recognise e-bikes and batteries at waste management facilities. QR codes on bike frames could be used to provide information on the entire product lifecycle, including repair manuals and service history – just like the EU’s proposed product passports.

    Consumer awareness, choice and education are key. While it’s up to consumers to initiate the maintenance and repair of e-bikes, policymakers need to ensure these options are available and affordable, and that consumers are aware of them.

    Retailers need support to embed “repair and reuse” in their business models. This includes cycle-to-work schemes for people to buy e-bikes, as well as better access to insurance and legal protections for selling refurbished e-bikes, and a workforce with the skills to repair these bikes.

    Across the world, bike libraries and “try before you buy” schemes are helping consumers make better decisions, as people can test an e-bike before committing. Moving away from traditional ownership – especially for expensive e-bikes – could make active mobility more accessible.

    Policies that drive sales, such as grants and incentives for new bike purchases, can work against efforts to reduce waste. We need more policies that support refurbished and repaired e-bikes.

    The e-bike sector is one with great potential to improve both environmental and public health. But to realise these benefits, we need to focus on making them last longer and use less resources.

  • MIL-OSI Analysis: Anxiety is the most common mental health problem – here’s how tech could help manage it

    Anxiety disorders are the world’s most common mental health problem. But it isn’t always easy to get professional help, with long waiting lists in many countries.

    Worldwide, only about 28% of people with anxiety receive treatment. The figure is similar for the UK, and in the US about 37% receive a treatment. This is due to a number of factors such as lack of resources, including mental health staff, and stigma associated with mental health problems.

    But if you’re struggling to get help, there are things you could try at home in the meantime – including some novel technologies. To understand how they work, let’s first take a look at how anxiety is expressed in the brain and body.

    The symptoms of anxiety are cognitive and emotional as well as physiological. They can include trouble concentrating and making decisions, feeling irritable or tense and having heart palpitations or shaking. Trouble sleeping and feelings of panic or impending danger are also common.

    These symptoms often start in childhood and adolescence. Sadly, it frequently continues into adulthood, especially if untreated.

    There are many genetic and environmental factors involved in the development of anxiety. These can include competition and pressure at school, university or work or financial worries and lack of job security. Social isolation and loneliness are also common factors, often a result of retirement, home working or stemming from bullying or maltreatment in childhood.

    Such experiences may even rewire our brains. For example, our neuroimaging study has shown that maltreatment in childhood is linked to changes in the connectivity of the brain’s centromedial amygdala, which plays a key role in processing emotions, including fear and anxiety, and the anterior insula, which processes emotion among other things.

    Anxiety is commonly associated with depression or other conditions, including attention deficit hyperactivity disorder (ADHD) and autism spectrum disorder. During the COVID pandemic when the prevalence of anxiety and depression increased by 25%, people with such neurodevelopmental conditions exhibited more emotional problems than others.

    According to the Children’s Commissioner this is still on the rise with 500 children per day being referred to mental health services for anxiety, more than double the rate pre-pandemic.

    Researchers are still uncovering new ways for professionals to help treat such people. For example, in our recent study, we noticed that suicidal thoughts and depression were more common in children with anxiety who were also very impulsive. This could impact the treatments they receive. So the science of how to best treat anxiety is constantly moving forward.

    Tech solutions

    Unfortunately though, waiting lists for even receiving a diagnosis can sometimes take years. Neurotechnology can, at least in part, help fill the gap before symptoms get worse. There are a number of startup companies in the anxiety space, working on both hardware and software for anxiety management.

    Technology for managing anxiety is rapidly advancing, offering alternatives and complements to traditional therapies. Moonbird, for example, uses a handheld device that guides users through paced breathing with gentle physical movements. You essentially feel the device move in your hand and breathe along with it. Research has shown that such breathing can help the nervous system to reduce anxiety symptoms.

    The company Parasym influences brain regions involved in mood and stress regulation. People can use it by wearing a small device that applies mild electrical micro impulses running through the vagus nerve, which runs from the ears and downwards trough the neck and activates a key part of the nervous system.

    Neurovalens and Flow Neuroscience are exploring non-invasive brain stimulation, such as transcranial “direct current stimulation (tDCS)”. This can be applied by using electrodes placed on the scalp to deliver a mild, constant electrical current to alter brain activity. These devices ultimately target the prefrontal cortex to support the regulation of emotions. One scientific review of tDCS studies in anxiety has concluded that some research clearly showed benefits of tDCS for treating anxiety symptoms, although larger scale and longer duration studies were needed.

    How we experience life events and feel or react to them also influences physiological functions such as our heart rate. You will have experienced how having a meaningful conversation creates a special connection between two people. This can actually manifest in the body as increased synchronisation of your heart rates and other functions. This is termed “physiological synchrony” and is thought to be important for positive social interaction.

    Unfortunately, in common conditions of anxiety, including social anxiety and postpartum maternal anxiety, heart rate can become less variable and therefore less able to synchronise. Therefore, a device that promotes physiological synchrony would be beneficial. The company Lyeons is currently developing such a device, targeting anxiety, post-traumatic stress disorder and ADHD.

    On the digital side, Headspace offers structured meditation and cognitive behavioural therapy based programmes. Similarly, ieso offer typed text-based CBT therapy for mild to moderate anxiety and low mood. These platforms use guided meditation, breathing exercises and behavioural tools to help users build emotion resilience and reduce anxious thought patterns.

    Other emerging tools also include virtual reality, which is being explored for exposure therapy and immersive stress reduction, in particular. All these technologies have used scientific and medical information to offer diverse options that address both mind and body.

    If we can halt the trend towards increasing numbers of people suffering from anxiety and find ways to improve access to effective treatments, it will lead to a better quality of life for individuals and their families, improved productivity and wellbeing at work and promote a flourishing society.

    Washington, D.C. – Congresswoman Uifa’atali Amata is releasing some of her questions for Interior Secretary Doug Burgum and the U.S. Department of the Interior (DOI), which she will submit for responses as part of a congressional hearing. 

    The Bureau of Ocean Energy Management (BOEM), which governs critical minerals exploration of the seabed, is part of DOI, and Amata’s questions primarily center on recently announced federal seabed critical minerals efforts, which will include a public comment period. 

    “I have important questions for the DOI, which reflect the thinking of our people,” said Congresswoman Amata. “I will do what I can to get our people more information, while I continue to take your message to Washington.”

    The following questions will be submitted for the record this week to the Honorable Doug Burgum, Secretary, U.S. Department of the Interior:

    • Mr. Secretary, what is the status of and what are the next steps in the Bureau of Ocean Energy Management (BOEM) review process regarding seabed mining around American Samoa?
    • Any seabed mining pursuant to a BOEM lease would be done in federally controlled EEZ waters outside the American Samoa 3-mile boundary limit, is this correct?
    • Mr. Secretary, do you intend to engage directly with the people of American Samoa on the seabed mining proposal? Will you commit to meeting with local government leaders as the proposal moves through the approval process?
    • What survey information can you provide to the American Samoan people about which critical rare earth minerals are where within and over that 3-mile limit so that we know what minerals are in American Samoa controlled waters and what is in federally controlled waters?
    • Your agency is responsible in part for the economic development of the territories; how will such an endeavor benefit the economy of American Samoa and the people?
    • The governor of American Samoa is investing over $40 million in a next generation cable connection for our island’s economic development as well as our nations national security; essential to this is the administration’s support for our economic development by advocating for renewal of our 30A/American Samoa Economic Development Credit in the big beautiful bill. Will the administration support my bill, H.R. 399, which renews the credit, as we hope to include it in the reconciliation or extender process this year, so we can take full advantage of this investment?

    Tashkent, June 11 (Xinhua) — Uzbek President Shavkat Mirziyoyev on Wednesday received a delegation of the European Bank for Reconstruction and Development (EBRD) led by its President Odile Renaud-Basso, the presidential press service reported.

    “On June 11, on the eve of the third meeting of the Foreign Investors Council, President of the Republic of Uzbekistan Shavkat Mirziyoyev received a delegation from the European Bank for Reconstruction and Development headed by its President Odile Renaud-Basso,” the statement said.

    It is reported that issues of further expansion of strategic cooperation between Uzbekistan and this authoritative international financial institution were discussed.

    “We are pleased to note the expansion of the portfolio of joint projects: EBRD investments in Uzbekistan have already exceeded EUR 5.5 billion.     Driving attainment in our schools

    As we near the end of the school term, I want to begin by recognising the hard work and achievements of our children, young people, teachers and school staff throughout the year.

    I was particularly pleased to hear that the attainment of our school leavers has improved across almost all measures, with the gap narrowing between the performance of the most and least disadvantaged young people in our schools.

    These results are due, at least in part, to our curriculum pathways programme, which offers our secondary pupils the opportunity to enjoy a varied and engaging school day while seeing clear connections to future career opportunities.

    Our construction, roofing and stone carving courses, for example, help students in S4 to S6 to develop practical skills while also gaining qualifications that help them to map out a career path beyond school. It’s testament to this work that 95% of our school leavers are now going on to positive destinations.

    To all of our pupils who recently sat their exams, I wish you all the best of luck with your results in August. Pupils, teachers and staff have put in a tremendous amount of hard work preparing for exams and I know many parents, carers and wider family members will also have been encouraging their children to do their best.

    And to our school leavers, I wish you the very best as you embark on your next journey, whether in the workforce or further education.

    Cleaner, greener travel

    Earlier this month we marked one year since we began enforcement of our Low Emission Zone (LEZ). With Clean Air Day (19 June) coming up next week, this anniversary is a timely reminder of the importance of restricting the most polluting vehicles and improving air quality in our busy city centre.

    Air pollution is associated with between 29,000 and 43,000 deaths a year in the UK alone, with both the World Health Organisation and the UK Government citing it as the largest environmental threat to our health. It was reassuring then to hear both NHS Lothian and Asthma + Lung UK praising our scheme.  

    The good news is we’re seeing wider benefits across our network with the Institute of Occupational Medicine finding a statistically significant shift towards active travel and public transport in the six months following LEZ enforcement.

    Recent data suggests further positive outcomes from new active travel projects such as Leith Connections (20% increase in pedestrian numbers) and Leith Walk (40% increase in cycling numbers), with Cycling Scotland also reporting record journeys on the City Centre West to East Link (CCWEL) and at Picardy Place.

    Meanwhile Edinburgh Trams and Lothian Buses both continue to report improving passenger numbers and performance following their respective Operator of the Year accolades at the National Transport Awards 2024.

    Building a strong and stable third sector

    Tackling poverty remains a key priority for us – but we can’t achieve this without the third sector. Yet worryingly, with funding becoming ever scarcer, our population growing and more people struggling with the cost of living, many charities are in a precarious position.

    It’s clear to me that we need to find a more sustainable way forward for a sector that brings so much good. That’s why we’ve asked the Edinburgh Partnership to conduct a review of how it supports and works with third sector organisations across the city, and ultimately to find solutions for improving funding certainty in future years.

    We want to hear about how we can make it simpler, provide more stability, and collaborate to help those who need this sector’s support most. Please share your views on our Consultation Hub. Results will be shared with everyone who takes part and with the third sector, before being reported to our next Policy and Sustainability Committee in August.

    Farewell Sir Tom

    I was saddened to hear of the passing of Sir Tom Farmer last month. A proud Leither, generous philanthropist and true son of Edinburgh whose influence reached far beyond our city’s boundaries.

    Sir Tom was a recipient of the Edinburgh Award, and his handprints remain immortalised in the City Chambers Quadrangle, a lasting tribute to a life of service, innovation, and generosity. Best known as the founder of Kwik Fit, he transformed the automotive industry, building a business that grew to over 2,000 locations across 18 countries and, of course, owned a majority stake in Hibernian FC for 28 years. I have no doubt he was looking down proudly as Hibs Ladies clinched the league title for the first time in 18 years.

    Yet, his legacy extends well beyond his entrepreneurial success. Born in Leith in 1940, his roots in the community remained strong throughout his life. His service was recognised with a knighthood in 1997, and again in 2009, when he was made a Commander of the Royal Victorian Order (CVO) for his charitable work. He also received the Carnegie Medal for Philanthropy and was named a Knight Commander with Star of the Order of St Gregory the Great, an honour bestowed by the Pope.

    Sir Tom’s final journey took him through the streets of Leith, past Easter Road Stadium, where hundreds of Hibs fans gathered to pay tribute to a man whose kindness, leadership and civic pride have left a lasting mark.

    Summer in the city

    The busy summer season is upon us once more. The city has already enjoyed the Edinburgh Children’s Festival, with the ever-popular Meadows Festival taking place last weekend.

    Looking ahead, the city is gearing up for a colourful and joyful celebration next weekend as the annual Pride Edinburgh march brings thousands together in the heart of the Capital. Pride is an important date in the city’s calendar and honours the diversity, history and dignity of our LGBT+ community. 

    Then, later this month, all eyes will turn to Ingliston for the Royal Highland Show (19–22 June), a highlight of Scotland’s summer and a showcase of rural life, food, and culture.

    The coming weeks will see the city filled with music, art, and performance, starting with the Edinburgh Castle concert series and the Edinburgh Jazz & Blues Festival in July. As we move into August, the city becomes the world’s stage with the Edinburgh Festival Fringe – boasting 3,350 shows and 265 venues this year – the International Festival, Book Festival, Art Festival, Film Festival, and the iconic Royal Edinburgh Military Tattoo.

    I’m also very much looking forward to the reopening of the Filmhouse on 27 June following a lengthy and well-coordinated campaign to save and refurbish it. I know this was a cause very close to the heart of our late friend and colleague, Val Walker, and how much joy this would have brought her.

    Our world-renowned festivals and events sustain our reputation as a global cultural capital, with the positives extending well beyond entertainment. You need look no further than the £200 million our Winter Festivals brought to the local economy last year.

    They also bring real energy and excitement to the city, alongside lasting benefits to our businesses, communities and local charities. From next July, they will help to raise even more (as much as £50 million per year) for the city, courtesy of our visitor levy. We’re continuing to make good progress towards its introduction and have just given our views to the Scottish Government on a potential Cruise Ship Levy, which could be worth a further million pounds to the city each year.

    Stay Different

    Of course, these events require meticulous planning and coordination to limit the inevitable pressure on the city and our residents – and I want to extend my thanks to the many colleagues across events, waste, public safety and our partner organisations, for ensuring they remain safe, inclusive, and successful.

    Another way we can relieve the pressure is to encourage visitors (and residents!) to leave the beaten track and explore the many other wonderful attractions we have across the city. That’s the message of our new destination visitor marketing campaign Stay Different, which reminds visitors that Edinburgh is a year-round destination and there is much to discover in our local neighbourhoods and beyond.

    A revealing glimpse into our past

    As if we didn’t have enough to do this summer, I’m very much looking forward to exploring three standout shows that offer powerful glimpses into our past.

    At the St Giles’ Cathedral, Edinburgh’s First Burghers: Revealing the Lives and Hidden Faces of Edinburgh’s Medieval Citizens presents an extraordinary mix of science, history, and storytelling. Marking the joint 900th anniversaries of Edinburgh and St Giles’ Cathedral, this unique exhibition brings to life the medieval citizens buried at the site and allows us to see the faces and learn the stories of some of our earliest residents.

    At the City Art Centre, meanwhile, John Bellany: A Life in Self-Portraiture showcases more than 80 works by one of Scotland’s most important modern artists. With never-before-seen sketchbooks and artworks displayed across two floors, this is a compelling insight into a life lived through art.

  • MIL-OSI USA: Davids Introduces Bipartisan Bill to Give Expecting Parents Choice Over Child Health Care Insurance

    Today, Representative Sharice Davids reintroduced her Empowering Parents’ Healthcare Choices Act, a bipartisan bill designed to cut insurer red tape, avoid surprise medical bills, and give parents decision-making power over their infant’s health care — not the insurance company. She was joined by Congressman Gabe Evans (R-CO-08).

     

    Currently, many expecting parents with separate health insurance policies are subject to an obscure and often undisclosed rule known as “the birthday rule,” which determines the insurance policy that will cover a new baby — regardless of what the parents want. Insurance companies often do not inform parents of this policy, which can result in surprise medical bills for growing families.

     

    That’s what happened to the Kjelshus family of Olathe, KS, when they welcomed their daughter Charlie into the world — leaving them with a $270,951 out-of-network hospital bill even though they had planned for Charlie’s birth based on the coverage they expected to use.

     

    “Every parent should be able to focus on the health of their newborn — not on navigating fine print or fighting surprise bills,” said Davids. “This bipartisan bill puts families first by giving them the power to choose the best health care coverage for their child. I’m proud to work across the aisle with Congressman Evans to cut red tape and protect new parents from being blindsided during one of the most important moments of their lives.”

     

    The Empowering Parents’ Healthcare Choices Act would give parents 60 days after the birth of their child to choose which insurance policy will cover their new baby. It would also give the Administration authority to instruct insurers on how and when to notify parents of their rights, helping more families avoid frustrating red tape, surprise bills, and insurance policy mazes.

     

    “As a parent of a medically complex kid who spent years in and out of hospitals receiving specialty care, I understand firsthand how critically important it is to make sure every family has a say in the best care for themselves and their child,” said Congressman Gabe Evans (R-CO-08). “I’m proud to co-lead the Empowering Parents’ Healthcare Choices Act to ensure that new parents across the country have the freedom to choose what insurance plan works best for their family’s needs.”

    Davids is a fierce advocate for making health care affordable and accessible to all Kansans. She supported legislation to protect patients from out-of-network surprise medical bills, which shielded patients from millions of surprise bills since passage. This law included Davids’ original legislation to improve insurer transparency, helping patients avoid unintentional out-of-network health care visits.

    Davids also voted for major legislation that gives Medicare the power to negotiate down the price of prescription drugs, which will save 74,000 Kansans up to 79 percent on their prescriptions. The law also capped insulin costs for Kansans on Medicare at $35 a month and capped Medicare beneficiaries’ out-of-pocket drug costs at $2,000 per year.

  • MIL-OSI USA: U.S. Rep. Sharice Davids (D-KS) Condemns Reckless USDA Firings, Secretary Admits Mistakes

    Today, during a U.S. House Agriculture Committee hearing, U.S. Representative Sharice Davids (D-KS-03) questioned United States Department of Agriculture (USDA) Secretary Brooke Rollins on the recent terminations of federal workers, including at the National Bio and Agro-Defense Facility (NBAF) in Manhattan, Kansas. Rollins called the firings an “imperfect process.”

     

    “We can’t talk about our shared goal of improving government efficiency while pulling the rug out from under the very people who keep our food supply running,” said Davids during the hearing. “You can’t eliminate good-paying, skilled jobs in Kansas City at the same time our producers are already facing droughts, volatile markets, and rising costs… These are neighbors, families, and friends, and they deserve better than this chaos.”

     

    WATCH: Davids questions USDA Sec. Rollins, who admits firings were an “imperfect process”

     

    Davids was responding to the erratic firing of USDA employees by the Department’s Office of General Employment (DOGE), a move she called “reckless and unjust.” The cuts have raised alarm bells throughout Kansas and the agricultural community, as they threaten food safety, stall research initiatives, and disrupt vital USDA services that farmers rely on every day.

     

    In particular, Davids called out staffing reductions at the National Bio and Agro-Defense Facility (NBAF) in Manhattan, Kansas. The state-of-the-art lab is the nation’s first biosafety level 4 facility for livestock, built to protect against the most dangerous animal diseases. According to recent reports, 28 employees were abruptly fired — only for some of those firings to be rescinded days later. A similar pattern occurred at the Food Safety and Inspection Service (FSIS), raising further questions about leadership and decision-making at USDA.

     

    “We’ve heard about the new world screwworm already [today]. During that time [of NBAF firings], the bird flu was one of the bigger concerns,” said Davids. “There are other potential animal diseases. How can the National Bio and Agro-Defense Facility or Food Safety and Inspection Service even be part of the chopping block in the first place? Was there any discussion about how those decisions were going to be made? … Especially at these specific facilities that are meant to protect us from some of the worst animal diseases that could spread to humans.”

    The timing of these firings is especially alarming given ongoing outbreaks of highly pathogenic bird flu and the emergence of the New World Screwworm, both of which pose serious risks to Kansas livestock and public health. Davids warned that slashing key roles at facilities like NBAF — which was built specifically to respond to such biological threats — undermines the very mission of the USDA and weakens the nation’s ability to respond to agricultural emergencies.

     

    To support Kansas producers, Davids embarked on a Farm Bill listening tour, where she visited a poultry and livestock operation in Anderson County, a co-op in Franklin County, a goat farm in Miami County, an organic vegetable farm in Johnson County, and an educational community farm in Wyandotte County.     Following the completion of the presidential elections on June 4, Lee Jae-myung of the Democratic Party was elected the 21st-term president of the Republic of Korea. On behalf of the government of Taiwan, the Ministry of Foreign Affairs sincerely congratulates the government and people of the ROK on once again conducting a successful round of democratic elections. Furthermore, following the public announcement of the election results, the Taipei Mission in Korea immediately transmitted a congratulatory telegram on behalf of the government of Taiwan.

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.), Ranking Member of the Senate Agriculture Committee on Rural Development, Energy, and Credit, today joined U.S. Senator Alex Padilla (D-Calif.) and U.S. Representative Mike Thompson (D-CA-04) to introduce the Bicycle Commuter Act of 2025, bicameral legislation that would reinstate and expand the Bicycle Benefit Subsidy Program’s non-taxable bicycle commuter benefit to encourage more Americans to bike to work.  
    “The perks of biking to work are tenfold–saving commuters money, providing health benefits, and helping reduce emissions. An increasing number of Vermonters have recognized those benefits, with the number of cycling commuters doubling in the Green Mountain State in the past decade. But there’s more that we can do to strengthen biking infrastructure to help more folks around the country enjoy the advantages of cycling to work,” said Senator Welch. “Our bicameral legislation will reinstate and modernize the bicycling tax benefit to encourage more commuters around the country to get to work by riding a bicycle.”

    Cities and towns across America are investing in bike and pedestrian-friendly infrastructure to create safer, greener, and more connected communities. In Vermont, nearly 6% of residents walk to work, ranking the Green Mountain State third-highest in the nation for its walk-to-work percentage. The amount of Chittenden County residents that bike to work has doubled since 2010, with the number of statewide cycling commuters in Vermont expected to increase as local trail associations spearhead initiatives that allow Vermonters to bike longer distances to work. According to recent studies, over 60% of Chittenden County residents would walk or bike to work more frequently if safety and accessibility improvements are made. 
    In 2009, Congress created the Bicycle Benefit Subsidy Program to encourage more workers to bike to their jobs by allowing employers to offer a non-taxable reimbursement of up to $20 per month for expenses related to bicycle commuting. However, employees who elected to participate in the program were forced to forfeit other commuter benefits, such as those provided for parking or transit. The non-taxable bicycle commuter benefit was suspended until 2026 by the Tax Cuts and Jobs Act of 2017, eliminating this vital financial incentive for employees who bike to work.  
    The Bicycle Commuter Act of 2025 would modernize the Bicycle Benefit Subsidy Program to ensure cyclists can access pre-tax commuter benefits similar to those available for parking and public transit and allow recipients to claim the bicycle benefit in tandem with other commuter benefits. The bicameral legislation would also allow electric bicycles and bikeshare and scootershare services to be eligible for the benefit. 
    The Bicycle Commuter Act is supported by the Association for Commuter Transportation (ACT), League of American Bicyclists, North American Bikeshare and Scootershare Association, PeopleForBikes, Rails to Trails Conservancy, Safe Routes Partnership, and Sierra Club. 
    “The reintroduction of the Bicycle Commuter Act is an important step toward building a more balanced, multimodal transportation system that supports healthier, more accessible commutes. By recognizing and incentivizing active transportation, Congress is helping to reduce congestion and improve quality of life for millions of commuters.   • MIL-OSI Canada: Government Provides Additional $500 in Financial Assistance to Northern Residents Displaced by Wildfires

    Due to wildfires affecting communities across Saskatchewan, Premier Scott Moe announced today that the Government of Saskatchewan will be providing emergency funds to those displaced due to ongoing emergency. All residents over the age of 18, that reside in communities that have been evacuated will receive $500 in financial assistance.

    “Our government recognizes the impact of wildfires on these residents,” Moe said. “These funds will help support families throughout these evacuations and as they return to their home communities.”

    The funds will be issued directly to communities as a grant from the provincial government. Funds will be disbursed by community leadership to affected residents over the age of 18. Those residents are eligible for $500. This is in addition to the increased financial assistance for evacuees announced on June 7th, 2025, provided to evacuees who have registered with the Saskatchewan Public Safety Agency (SPSA).     The Government of Saskatchewan has provided $15 million to the Canadian Red Cross to help Saskatchewan residents who have been displaced from their homes, as wildfires continue to threaten communities across the province.
