    As Trump’s Trade War Bludgeons US Economy, Duckworth, Durbin, Democratic Senators Slam Administration for Defunding Network of Centers That Boost American Manufacturing
    [WASHINGTON, D.C.] – U.S. Senator Tammy Duckworth (D-IL) and U.S. Senate Democratic Whip Dick Durbin (D-IL) joined U.S. Senators Maria Cantwell (D-WA), Tammy Baldwin (D-WI) and 11 of their Senate Democratic colleagues in a letter to Trump’s Commerce Secretary, Howard Lutnick, demanding answers regarding the Administration’s decision to cancel funding for 10 National Institute of Standards and Technology Hollings Manufacturing Extension Partnership (MEP) Centers across the country. The action came on April 1, one day before Trump announced sweeping tariffs on imports which tanked the stock market and raised warnings from experts of a recession.  
    “Small manufacturers rely on MEP Centers for essential support in adopting the latest advanced technologies, updating their cybersecurity, navigating supply chain challenges, and accessing workforce training—resources that are often out of reach for small businesses without this dedicated assistance,” the Senators wrote. “These centers drive innovation, boost productivity, and create high-quality jobs, strengthening both local economies and America’s global competitiveness. Without this critical federal support, MEP Centers—especially those with the fewest resources, and those serving rural and underserved communities—will be at the greatest risk of closure.
    The economic impact of these centers has been substantial. A report by Summit Consulting and the Upjohn Institute found that the MEP program generated a substantial economic and financial return ratio of more than 17:1 for the $175 million funding invested by the federal government in FY2023. The study also determined that MEP Center projects contributed to an overall increase of nearly 309,000 jobs nationwide.
    Since 1988, the MEP has worked to strengthen and empower U.S. manufacturing through a nationwide network of MEP Centers. The MEP National Network is comprised of 51 MEP Centers located in all 50 states and Puerto Rico and over 1,450 trusted advisors and experts at more than 430 MEP service locations that provide any U.S. manufacturer with access to resources they need to succeed. In Illinois, the Illinois Manufacturing Excellence Center (IMEC) leads a variety of initiatives to grow manufacturing, including supporting the development of quantum technologies in our state. IMEC has created and retained more than 7,000 jobs and assisted nearly 3,000 companies.

    Dear Secretary Lutnick,
    We write to express our deep concern regarding the Department of Commerce’s recent decision to cancel future funding for ten National Institute of Standards and Technology (NIST) Hollings Manufacturing Extension Partnership (MEP) Centers in Delaware, Hawaii, Iowa, Kansas, Maine, Mississippi, Nevada, New Mexico, North Dakota, and Wyoming. This decision has raised widespread concern across the entire national network of MEP Centers, prompting fears about whether these initial cancellations are the first step in a broader effort to dismantle the program and eliminate federal funding for all 51 centers, with centers in Colorado, Connecticut, Illinois, Indiana, Maryland, Michigan, New York, New Hampshire, North Carolina, Oklahoma, Oregon, Tennessee, Texas, Virginia, Washington, and Wisconsin expected to be notified about their status shortly. Given the MEP program’s long-standing, bipartisan support in strengthening small and medium-sized American manufacturers, we share these concerns and urge you to provide clarity and certainty on your plans for the future of the MEP program.
    According to the National Association of Manufacturers, 93% of manufacturers have fewer than 100 employees, while 75% have fewer than 20 employees. Small manufacturers rely on MEP Centers for essential support in adopting the latest advanced technologies, updating their cybersecurity, navigating supply chain challenges, and accessing workforce training—resources that are often out of reach for small businesses without this dedicated assistance. These centers drive innovation, boost productivity, and create high-quality jobs, strengthening both local economies and America’s global competitiveness. Without this critical federal support, MEP Centers—especially those with the fewest resources, and those serving rural and underserved communities—will be at the greatest risk of closure.
    Dismantling this program would not only disrupt benefits for small businesses but also undermine decades of federal investment in domestic manufacturing resilience, which Congress prioritized in the MEP program in the Omnibus Trade and Competitiveness Act of 1988. Congress also reauthorized the MEP program in the CHIPS and Science Act of 2022. NIST was provided $175 million in Fiscal Year (FY) 2025 to fund the MEP Centers. In FY2024 alone, the MEP National Network resulted in $2.6 billion in cost savings, $15 billion in new and retained sales, $5 billion in new client investments, and over 108,000 jobs created or retained. Additionally, a report by Summit Consulting and the Upjohn Institute found that the MEP program generated a substantial economic and financial return ratio of more than 17:1 for the $175 million funding invested by the federal government in FY2023. The study also determined that MEP Center projects contributed to an overall increase of nearly 309,000 jobs across the United States.
    Given these benefits and the funding in the FY 2025 Continuing Resolution, we request a full explanation of the rationale behind this funding decision and ask that you promptly reconsider. Additionally, we urge the Department of Commerce to provide Congress with an impact assessment detailing how this decision will affect manufacturers in the affected states and regions. This action has caused tremendous uncertainty for all MEP Centers and the thousands of American manufacturing companies and their workers. Therefore, to better understand your plans for renewals across other states in the future, we request a briefing on the way ahead for the overall MEP program prior to making any final non-renewal decisions by April 30, 2025. 
    Eliminating federal support for MEP Centers would hamper American small and medium-sized manufacturers. We urge you to take immediate action to protect the MEP program and the manufacturers that rely on it. We look forward to your response no later than April 30, 2025, and are ready to work with you to find solutions that maintain and enhance the MEP program’s ability to serve America’s manufacturing sector.

    The American Family Act and the Tax Cut for Workers Act would expand the Child Tax Credit and the Earned Income Tax Credit to give Americans much-needed financial relief 
    [WASHINGTON, D.C.] – U.S. Senator Tammy Duckworth (D-IL) and U.S. Senate Democratic Whip Dick Durbin (D-IL) joined their Senate colleagues to introduce two bills, the American Family Act and the Tax Cut for Workers Act, aimed at expanding tax credits for American families. 
    “When Democrats expanded the Child Tax Credit in the American Rescue Plan, we lifted millions of children out of poverty with the stroke of a pen, bringing child poverty rates to the lowest recorded levels in our history,” Duckworth said. “As costs continue to rise, middle-class families are the ones that need relief, not billionaires like Elon Musk and the corporations shipping jobs overseas. I’m proud to join my colleagues in this push to put money back in the pockets of Americans.”
    “As costs have risen, wages haven’t kept up. And now Republicans want to give tax cuts to billionaires. What we need to do instead is give workers and families more tools to help make ends meet,” said Durbin. “The American Family Act and the Tax Cut for Workers Act would put money back into the pockets of hardworking Americans so they can afford to put food on the table, keep their lights on, and access high-quality child care.”
    The American Family Act, led by U.S. Senator Michael Bennet (D-CO) and cosponsored by Duckworth and Durbin, would permanently expand the Child Tax Credit (CTC) for middle-class and low-income families, one of the most effective tools to reduce poverty and put money back in the pockets of working families.  The 2021 expansion of the CTC in the American Rescue Plan Act, based on the American Family Act, led to a historic reduction in poverty in the United States, particularly for children. Research showed that child poverty fell immediately and substantially to 5.2 percent, its lowest level on record.
    Specifically, the American Family Act would:
    Increase the value of the CTC from the current level of $2,000 per child to $6,360 for newborns, $4,320 for children ages one through six, and $3,600 for children age six through 17;
    End the longstanding, discriminatory policy that reduces the value of the CTC for low-income families, ensuring that the families of 17 million low-income children left out of the CTC under current law will receive the same credit as families in the middle class;
    Provide for monthly delivery of the credit so families have access to the credit as bills arrive; and
    Index the CTC for inflation to preserve the value of the credit moving forward.
    The Tax Cut for Workers Act, led by U.S. Senator Catherine Cortez Masto (D-NV) and cosponsored by Duckworth and Durbin, would cut taxes for working class American without children, who currently receive a much smaller Earned Income Tax Credit (EITC) than workers with children.  The bill would also extend eligibility for the tax cut to workers under the age of 25 and over the age of 64.

  • MIL-OSI USA: Honduran Man Extradited for Role in International Drug Smuggling Conspiracy

    Extensive coordination and cooperation between U.S. and Honduran law enforcement authorities resulted in the extradition of a Honduran national for his alleged role in a conspiracy to smuggle drugs from Honduras to the United States.

    According to court documents, Olvin Javier Velasquez Maldonado, 39, conspired with others to bring approximately 24 kilograms of cocaine from Honduras to the United States aboard a vessel attempting to bring 23 Honduran aliens illegally into the United States. In February 2022, the U.S. Coast Guard interdicted the M/V Pop, a 65’ sportfishing vessel, approximately 75 miles off the coast of Louisiana after it developed engine trouble and lost power. The U.S. Coast Guard responded, found the aliens and cocaine, and towed the vessel to shore. The M/V Pop departed from Utila, Honduras, and was destined for Cocodrie, Louisiana. Velasquez Maldonado was allegedly responsible for bringing the cocaine on board the M/V Pop and ensuring its safe delivery. When he was apprehended, according to court documents, Velasquez Maldonado posed as an alien intending to remain in the United States so he could avoid prosecution.

    Velasquez Maldonado is charged with one count of conspiracy to distribute and possess with intent to distribute five kilograms or more of cocaine. Velasquez Maldonado made his initial court appearance today in the Eastern District of Louisiana. He was detained and will have his detention hearing on Monday. If convicted, Velasquez Maldonado faces a mandatory minimum penalty of 10 years in prison and a maximum penalty of life in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Co-defendants Carl Allison, 47, Darrel Martinez, 41, and Josue Flores-Villeda, 37, previously pleaded guilty in 2023 to conspiracy to unlawfully bring aliens to the United States for financial gain and conspiracy to distribute five kilograms or more of cocaine hydrochloride. Lenord Cooper, 40, pleaded guilty to conspiracy to aid and assist aliens to enter the United States unlawfully and attempting to bring aliens to the United States for commercial advantage and private financial gain. Two co-defendants, Hennessy Devon Cooper Zelaya, 29, and Rudy Jackson Hernandez, 38, were convicted after trial of one count of conspiracy to unlawfully bring aliens to the United States for commercial advantage and private financial gain and two counts of attempting to bring aliens to the United States for commercial advantage and private financial gain.  

    Matthew R. Galeotti, Head of the Justice Department’s Criminal Division; Acting U.S. Attorney Michael M. Simpson for the Eastern District of Louisiana and Special Agent in Charge Eric DeLaune of U.S. Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) New Orleans Field Office made the announcement.

    The investigation and extradition of Velasquez Maldonado was coordinated under Joint Task Force Alpha (JTFA) and the Extraterritorial Criminal Travel Strike Force (ECT) Program. JTFA, a partnership with the Department of Homeland Security (DHS), has been elevated and expanded by the Attorney General with a mandate to target cartels and transnational criminal organizations to eliminate human smuggling and trafficking networks operating in Mexico, Guatemala, El Salvador, Honduras, Panama, and Colombia that impact public safety and the security of our borders.

    JTFA is currently comprised of detailees from U.S. Attorneys’ Offices along the southwest border. Dedicated support is provided by numerous components of the Justice Department’s Criminal Division, led by the Human Rights and Special Prosecutions Section (HRSP) and supported by the Money Laundering and Asset Recovery Section, the Office of Enforcement Operations, and the Office of International Affairs, among others. JTFA also relies on substantial law enforcement investment from DHS, FBI, DEA, and other partners. To date, JTFA’s work has resulted in more than 360 domestic and international arrests of leaders, organizers, and significant facilitators of alien smuggling; more than 325 U.S. convictions; more than 270 significant jail sentences imposed; and forfeitures of substantial assets.

    The ECT program is a partnership between the Justice Department’s Criminal Division and HSI and focuses on human smuggling networks that may present particular national security or public safety risks or present grave humanitarian concerns. ECT has dedicated investigative, intelligence, and prosecutorial resources. ECT also coordinates and receives assistance from other U.S. government agencies and foreign law enforcement authorities.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces and Project Safe Neighborhood.

    The HSI Houma, Louisiana Field Office investigated the case, with assistance from the HSI Pittsburgh Field Office, HSI Atlanta Field Office, and Louisiana Bureau of Investigation. The HSI Human Smuggling Unit in Washington, D.C., U.S. Customs and Border Protection’s National Targeting Center International Interdiction Task Force, U.S. Coast Guard Investigative Service, U.S. Customs and Border Protection’s Air and Marine Operations, Louisiana State Police, Pennsylvania State Police, North Huntington Township Police and Terrebonne Parish Sheriff’s Office also provided valuable assistance. The Justice Department’s Office of International Affairs provided substantial assistance. The Criminal Division’s Office of Overseas Prosecutorial Development, Assistance and Training in Honduras also provided assistance.

    Deputy Chief Rami Badawy of the Criminal Division’s HRSP and Assistant U.S. Attorney Carter Guice of the General Crimes Unit for the Eastern District of Louisiana are prosecuting the case.

    An indictment is merely an allegation. The defendant is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Peters on his efforts to support our veterans, including by passing the Fairness for Veterans Act: “These are individuals that served their country with honor and distinction, and then, because of the PTSD they got as a result of that service, were denied coverage because it wasn’t diagnosed. We owe a debt to our veterans, and that law is making a concrete difference. It’s nice when you can pass legislation that touches people in a meaningful way, and who better than our veterans who have given so much.” 
    Peters on the importance of bipartisanship: “I’m very concerned about the hyperpartisanship we have in our country and in Congress right now. We’ve got to get back to working together to understand there are differences that we have, but there’s a lot that we have in common, and we have a lot of tough problems to solve. We’ve got to come together to do it. I’ve been able to demonstrate it all these years, and I look forward to continuing to do that in the nearly two years I have left.” 
    Peters also discussed some of his priorities for the remainder of the 119th Congress, including efforts to:  
    Protect Our Great Lakes and being named Co-Chair of the Great Lakes Task Force: “Continuing to do work for protecting the Great Lakes, which is always a passion of mine… I’ll use that position to strengthen and make sure that the Great Lakes continue to be healthy and vibrant for future generations.” 
    Strengthening Our Economy and National Security Amid Rapid Technological Advances: “Our economy, our national security will be changing rapidly with emerging technologies, from artificial intelligence to synthetic biology, you can go down the list. We need to really be thinking deeply about these fundamental changes that are going to alter just about everything that we do and in our society in dramatic ways. I plan to focus a great deal on that over the next two years.”

    In 2025, Peters was named Co-Chair of the Great Lakes Task Force in the 119th Congress. Founded in 1987, the Task Force is a bipartisan working group that advocates for the protection of the Great Lakes. As Co-Chair, Peters will convene meetings between Great Lakes senators and staff to coordinate legislative initiatives, funding priorities, and oversight efforts to address the most important issues facing the Great Lakes. 
    In 2016, his Fairness for Veterans Act was signed into law to help veterans who may have been erroneously given less than honorable discharge from the military due to behavior resulting from mental health traumas, such as post-traumatic stress disorder (PTSD) or Traumatic Brain Injury (TBI). In 2017, Peters was recognized as Legislator of the Year by the Vietnam Veterans of America for his work authoring and enacting the Fairness for Veterans Act.     
    Peters was recently rated the most effective U.S. Senator for the third time in a row by the nonpartisan Center for Effective Lawmaking, which released its biannual effectiveness ratings for the 118th Congress (2023-2024). Peters was also rated the most effective Senator by the Center in the 116th (2019-2020) and 117th (2021-2022) Congresses. In the 118th Congress, Peters earned the highest effectiveness score for a U.S. Senator ever recorded in the fifty years since the Center for Effective Lawmaking began tracking this data. He also becomes the first Senator in more than four decades to be named most effective three times in a row. Peters achieved this recognition by authoring 15 standalone bills that were passed and signed into law. He also authored 10 additional bills that were passed into law as part of larger legislative packages.

    BISMARCK, N.D.  – Credit scores compiled from loan and payment data are a common indicator of overall consumer financial health. Credit data is typically sourced from car, home, and student loans as well as credit cards and other lines of credit. While most Americans have a variety of data streams, about 26 million Americans are “credit invisible” and lack credit records or repayment history. These scores are essential to securing further lines of credit and impact a consumer’s ability to access financial products like car loans or mortgages.

    U.S. Senator Kevin Cramer (R-ND), a member of the Senate Banking, Housing, and Urban Affairs (Banking) Committee, joined Chairman Tim Scott (R-SC) in introducing the Credit Access and Inclusion Act to include additional payments to be factored into credit history. This bill allows credit bureaus to collect payments data for services not traditionally factored into credit reporting, such as rent, internet, phone, electricity, and utility payments. Factoring these payments into credit reporting would expand credit histories and generate credit scores for consumers who were previously “unscoreable.” If enacted, people who pay their bills on time in cash will generate a credit score reflective of their fiscal responsibility.  

    “Millions of Americans pay their utilities, their rent, and their phone bill and other things on time every month, but the narrow scope of credit reporting today doesn’t include these payments, so it doesn’t get calculated into their credit score,” said Cramer. “Our bill is really a simple fix to expand the credit reporting that will then allow these responsible Americans to build credit.”

    “It’s simple, if you pay your bills on time, your credit score should reflect that. This commonsense bill will reward hardworking Americans who manage their finances responsibly, expanding access to credit to help them purchase a home, finance their education, or pursue their dreams,” said Chairman Scott.

  • MIL-OSI Security: Owner Of Florida Healthcare Companies Sentenced for Employment Tax Crimes

    Defendant Did Not Pay Over $10M in Taxes

    MIAMI – A Florida man was sentenced today to 18 months in prison, two years of supervised release, and ordered to pay $4,381,265.76 in restitution to the United States for willfully failing to pay over employment taxes and willfully failing to file individual income tax returns.

    According to court documents and statements made in court, Paul Walczak controlled a network of interconnected health care companies operating under various names, including Palm Health Partners. Through another of his entities, Palm Health Partners Employment Services (PHPES), Walczak employed over 600 people and paid over $24 million annually in payroll. As such, Walczak was required to withhold Social Security, Medicare, and federal income taxes from his employees’ paychecks and to pay those monies over to the IRS each quarter, and to pay the companies’ portion of Social Security and Medicare taxes.

    For more than a decade, Walczak was not compliant with his tax obligations and instead used the withheld taxes to enrich himself. In 2011, Walczak did not pay two quarters of withheld taxes to the IRS. In 2012, the IRS began collection efforts, including by sending him notices about his unpaid taxes, and by meeting with Walczak to help bring him into compliance. When that effort was unsuccessful, the IRS assessed the outstanding taxes against him personally. After that was imposed, Walczak paid the assessments in October 2014. Walczak’s compliance did not last long, however. By the end of the following year, Walczak was again withholding taxes from his employees’ paychecks and keeping the money.

    From 2016 through 2019, Walczak withheld $7,432,223.80 of taxes from his employees’ paychecks, but did not pay those taxes over to the IRS. While Walczak was withholding taxes from the pay of his employees under the pretext of paying these funds to the IRS, he used over $1 million from his businesses’ bank accounts to purchase a yacht, transferred hundreds of thousands of dollars to his personal bank accounts, and used the business accounts for personal purchases at retailers such as Bergdorf Goodman, Cartier, and Saks. During this same time, he also did not pay $3,480,111 of his business’s portion of his employees’ Social Security and Medicare taxes.

    By 2019, the IRS had assessed millions of dollars in civil penalties against Walczak. Beginning with the 2018 tax year, Walczak also stopped filing personal income tax returns despite that he was still receiving income including a $360,000 salary from PHPES and $450,000 in transfers from his business bank accounts.

    Moreover, in 2019, Walczak created a new business, NextEra. Walczak used a family member as the 99% nominal owner of NextEra, but Walczak had ultimate control of the finances and operations of NextEra. Through NextEra, Walczak transferred in 2020 just under $200,000 to a bank account titled in a family member’s name, over $250,000 to a bank account in his wife’s name, and over $800,000 in payments directly to third parties for Walczak’s personal expenses, including clothing stores, department stores, and fishing retailers.

    In total, Walczak caused a tax loss to the IRS of $10,912,334.80

    Anaheim Hills, CA – As first reported in Fox Business, today, U.S. Representative Young Kim (CA-40) led the California Republican delegation in a letter to Department of Education Secretary Linda McMahon and Department of Justice Attorney General Pam Bondi urging their departments to conduct an investigation into recent reports of financial aid fraud affecting the California Community College system.  

    Rep. Kim was joined in sending the letter by Reps. Kevin Kiley (CA-03), Ken Calvert (CA-41), David Valadao (CA-22), Doug LaMalfa (CA-01), Darrell Issa (CA-48), Vince Fong (CA-20), Tom McClintock (CA-05), and Jay Obernolte (CA-23). 

    “Recent data from the Chancellor’s Office reveals that approximately 34% of community college applications from the last calendar year were fraudulent,” the members wrote. “These figures only account for those scams that were detected. Alarmingly, fraudulent actors have already siphoned off more than $10 million in federal funds and upwards of $3 million in state aid, according to the California Community Colleges Chancellor’s Office. This is not a marginal issue. It represents a major misuse of public funds and a betrayal of the trust Californians place in their education institutions.” 

    “Californians deserve a full account of how this was allowed to escalate and what concrete steps are being taken now to contain and resolve it,” the members continued.

  • MIL-OSI USA: Attorney General James Takes Action to Protect Free Speech

    EW YORK – New York Attorney General Letitia James and 18 other attorneys general today took legal action to stop the Trump administration’s “Ideological Deportation Policy,” a sweeping and alarming effort to arrest, detain, and deport noncitizens for exercising their right to free speech. In an amicus brief filed in American Association of University Professors v. Rubio, the attorneys general urge the Court to block enforcement of the administration’s policy, which targets individuals, many of them students and scholars, for immigration enforcement based on their beliefs. The attorneys general argue this policy is a blatant violation of the First Amendment and is inflicting lasting harm on academic institutions, students, and state economies.

    “Our democracy depends on the freedom to think, to speak, and to learn without fear,” said Attorney General James. “No one should face detention or deportation for exercising their right to free speech – not in New York, or in any other state in our nation. This policy is a dangerous overreach, and I will not allow fear and censorship to replace freedom and opportunity. My office is standing firmly against any effort to weaponize immigration to silence free speech and dissent.”

    In the brief, Attorney General James and the coalition argue that the Trump administration is weaponizing immigration enforcement to punish individuals for expressing their political views, in clear violation of the First Amendment’s free speech protections. The attorneys general assert that this targeted censorship, which has reportedly resulted in more than 800 visa cancellations in recent weeks, undermines academic freedom, suppresses classroom conversation, and sends a chilling message to students and faculty nationwide. The attorneys general highlight disturbing examples of federal overreach, including the arrest of a Tufts University PhD student by masked, plainclothes Immigration and Customs Enforcement (ICE) agents after she co-authored an op-ed in a campus newspaper – a case that has created widespread fear among international students at institutions across the country.

    The attorneys general argue that the federal government’s aggressive enforcement tactics, including sudden raids, public arrests by undercover officers, and swift out-of-state transfers, serve no legitimate public safety or national security purpose. Instead, they simply serve to intimidate noncitizens into silence, violating constitutional rights and using fear as a tool of enforcement.

    Attorney General James and the coalition warn of the devastating impact this policy has on higher education. Colleges and universities rely on the open exchange of ideas to foster learning and innovation, and international students and scholars are central to that mission. In New York and across the country, noncitizens bring vital perspectives, conduct groundbreaking research, and contribute significantly to economic growth. Their forced departure threatens both institutional excellence and state economies.

    In New York, the effects are already being felt. The State University of New York (SUNY) system has already experienced a sharp decline in international applications, visa approvals, and continued enrollment. Moreover, faculty and students are canceling academic travel, forgoing research funding, and reconsidering their futures in the country out of fear of deportation or reentry denial. The federal government’s policy is also having a chilling effect on academic speech, particularly on global and political issues, and threatening programs, finances, and international partnerships.

    The policy’s consequences extend beyond academia. The attorneys general argue that when noncitizens fear they could be deported for their beliefs, they are less likely to report crimes, seek healthcare, or participate in civic and religious life – threatening public safety, public health, and religious freedom. Economically, the policy discourages global talent from coming to or remaining in the United States, jeopardizing industries that rely on international workers and students.

    Attorney General James and the coalition are urging the Court to halt this policy immediately, which they argue is making states less safe, less democratic, and less free.

    Joining Attorney General James in this brief are the attorneys general of Arizona, California, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maine, Maryland, Massachusetts, Michigan, Minnesota, New Jersey, Oregon, Rhode Island, Vermont, Washington, and the District of Columbia.

  • MIL-OSI United Nations: Countries reach historic deal to cut shipping emissions

    After years of intense negotiations, countries on Friday reached a landmark deal to cut greenhouse gas emissions from global shipping, setting mandatory fuel standards and introducing an industry-wide carbon pricing mechanism.

    The framework – agreed during the UN International Maritime Organization (IMO) Marine Environment Protection Committee – aims for net-zero emissions from the sector by 2050 and will be formally adopted in October before coming into force in 2027.

    They will apply to large ocean-going vessels over 5,000 gross tonnage, which collectively account for 85 per cent of carbon dioxide emissions from the marine shipping fleet.

    IMO Secretary-General Arsenio Dominguez hailed the breakthrough, emphasising the collaborative spirit that led to the deal.

    “The approval of draft amendments to MARPOL Annex VI mandating the IMO net-zero framework represents another significant step in our collective efforts to combat climate change, to modernize shipping and demonstrates that IMO delivers on its commitments.”

    MARPOL Annex VI refers to provisions in the International Convention for the Prevention of Pollution from Ships, specifically addressing air pollution.

    It already includes mandatory energy efficiency requirements for ships and has 108 Parties covering roughly 97 per cent of the world’s merchant shipping fleet by tonnage.

    Intense negotiations

    Negotiations – which culminated on Friday in London – were particularly challenging.

    According to media reports, around a dozen countries – including the United States – were opposed to the framework. The proposal was ultimately put to a vote and passed.

    A turning point for the shipping industry

    The framework introduces a dual approach: a global fuel standard that will progressively lower the annual greenhouse gas fuel intensity of marine fuels, and a greenhouse gas pricing mechanism requiring high-emitting ships to pay for their excess pollution.

    Under the new system, ships that exceed emissions limits will need to acquire remedial units to offset their excess pollution. Meanwhile, vessels operating with zero or near-zero emissions will be eligible for financial rewards, creating a market-driven push toward cleaner maritime transport.

    Supporting vulnerable countries

    A key element of the new framework is the IMO Net-Zero Fund, which will collect revenues from the carbon pricing mechanism.

    These funds will support innovation, research, infrastructure and transition initiatives in developing countries.

    It will also be used to mitigate negative impacts on vulnerable nations, such as small island developing States (SIDS) and least developed countries (LDCs), which bear the brunt of both climate change and economic pressures in the shipping sector.

    Next steps: Adoption and implementation

    The draft regulations will undergo formal adoption in October 2025.

    If ratified during the IMO session, as expected, the measures will enter into force in 2027, giving the industry time to adapt to new requirements and invest in alternative fuels and technologies.

    Understanding coercive control

    The abuse can be both physical and non-physical, including:

    • controlling who a person sees, what they wear, and where they go
    • tracking everything a person does
    • controlling a person’s finances, medicine, food or exercise
    • regularly criticising or blaming a person, so they doubt themselves
    • forcing someone to have sex or do sexual things
    • stopping a person from following their religion or cultural practices
    • threatening a person, their children, family or friends.

    Coercive control often underpins cases of family and domestic violence in our community. Abuse can also be targeted and subtle, and someone may not always know they are experiencing coercive control.

    Technology-facilitated coercive control

    Someone using coercive control may use digital technology as part of their abuse.

    This can include:

    • making repeated abusive, threatening or unwanted messages or calls
    • tracking someone’s location
    • checking who someone talks to online or over the phone
    • creating fake social media accounts and/or making hurtful or false posts about someone
    • controlling internet accounts or locking someone out of them – such as Wi-Fi, email, social media or banking
    • making, sharing or threatening to share intimate videos of someone without their permission
    • using cameras or recording devices to spy on someone.

    The Australian Government has developed the National Principles to Address Coercive Control in Family and Domestic Violence.

    The National Principles aim to create a shared understanding of coercive control and increase awareness of the issue.

  • MIL-OSI USA: Two Members of a Transnational Money Laundering Organization Sentenced for Laundering Millions of Dollars in Drug Proceeds

    A Georgia man was sentenced today to 78 months in prison for his involvement in a conspiracy to launder millions of dollars in drug proceeds on behalf of foreign drug trafficking organizations, including the Sinaloa cartel and Cartel de Jalisco Nueva Generacion (the Jalisco cartel). On Dec. 4, 2024, his co-conspirator was sentenced to 90 months in prison for his role in the money laundering scheme.

    According to court documents, Li Pei Tan, 47, of Buford, Georgia, and Chaojie Chen, 41, a Chinese national who resided in Chicago, worked for an organization that laundered millions of dollars in proceeds related to the importation and distribution of illegal drugs into the United States, primarily through Mexico. Tan, Chen, and their co-conspirators traveled throughout the United States to collect proceeds of fentanyl and cocaine trafficking, among other drugs. The defendants communicated and coordinated with co-conspirators in China and other foreign countries to arrange the laundering of these proceeds through financial transactions that were designed to conceal the illicit source of the drug money, including through a sophisticated trade-based money laundering scheme involving purchasing bulk electronics in the United States and shipping them to co-conspirators in China.

    On multiple occasions prior to Chen’s May 2024 arrest, law enforcement seized hundreds of thousands of dollars in bulk cash drug proceeds from Chen at locations across the United States. Tan was intercepted by law enforcement in South Carolina while attempting to transport over $197,000 in drug proceeds.

    According to the Drug Enforcement Administration’s (DEA’s) National Drug Threat Assessment, the Sinaloa and Jalisco cartels are at the heart of the fentanyl crisis in the United States.

    Matthew R. Galeotti, Head of the Justice Department’s Criminal Division; U.S. Attorney Erik S. Siebert for the Eastern District of Virginia; and Special Agent in Charge Louis A. D’Ambrosio of the Drug Enforcement Administration’s (DEA) Special Operations Division made the announcement.

    The DEA’s Special Operations Division, Bilateral Investigations Unit investigated the case, with assistance from the DEA’s Office of Special Intelligence, Document and Media Exploitation Unit and the DEA’s offices in Chicago, Atlanta, Charlotte, North Carolina, and Charleston, South Carolina.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations, and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    Trial Attorney Mary K. Daly of the Criminal Division’s Money Laundering and Asset Recovery Section and Assistant U.S. Attorney Edgardo J. Rodriguez of the United States Attorney’s Office for the Eastern District of Virginia prosecuted the case.

  • MIL-OSI USA: Labrador Letter: How Idaho is Taking Legal Action Against Illegal Immigration

    Illegal immigration isn’t just a problem for South Texas, Arizona, or California. It’s a national crisis—and Idaho is feeling the impact. Trafficking routes stretch from both the southern and northern borders into every region of the country, and our communities are not immune.
    Here in Idaho, we’ve seen the consequences of the last four years: cartel-linked drug operations, the exploitation of minors through human trafficking, and illegal labor that drives down wages and strains schools, hospitals, and law enforcement. These aren’t distant policy debates—they are real threats to the safety of Idaho families, the economy, and our state sovereignty.
    As your Attorney General, I want to speak plainly about what my office is doing, what state law gives us the authority to do, and why understanding those boundaries is essential to having a serious conversation about public safety and immigration enforcement.
    Under current Idaho law, the Attorney General does not have general authority to investigate or prosecute immigration-related crimes. Unlike local prosecutors and sheriffs, whose jurisdiction is county-based, my office may only act where specific authority has been granted by state law.
    For example, the Legislature has authorized my office to investigate internet crimes against children statewide under Idaho Code section 67-1410. But state law does not currently authorize my office to investigate or prosecute most crimes like human trafficking or crimes included in the Idaho ICE Act. This isn’t a matter of discretion—it’s the legal framework we’re required to follow.
    That distinction matters. While we partner closely with local and federal law enforcement whenever possible, our jurisdiction is defined by the authority granted to us in state law. Until that law changes, we will continue to use every legal tool available and authorized to protect Idahoans.
    And that’s exactly what we’re doing.
    Over the past two years, my office has joined multiple lawsuits to stop the Biden Administration’s unlawful immigration policies. We partnered with Texas in defending its sovereign right to secure its own border. And just this week, I joined a coalition of states in an amicus brief defending the Trump Administration’s authority to enforce federal immigration law and block sanctuary policies in states like Illinois.
    At the same time, we’re actively defending Idaho’s legislative efforts to safeguard public safety. That includes House Bill 83, recently enacted to strengthen our state’s ability to cooperate with federal immigration authorities. Predictably, the ACLU filed suit almost immediately after the bill was signed into law. This week, my office appeared in federal court to defend the law and Idaho’s authority to play a meaningful role in enforcing immigration policy. While the court issued a narrow temporary restraining order blocking two provisions—those that would create state-level offenses for unlawful entry or re-entry into the U.S. when tied to a separate criminal investigation or detention—it allowed the rest of the law to temporarily take effect immediately while we await the judge’s full decision. That’s a significant step forward in Idaho’s ongoing effort to work alongside federal partners to protect our state.
    With a new administration in Washington ready to restore the rule of law and national security, Idaho has a partner in the federal government willing to enforce immigration policy instead of undermining it.   • MIL-OSI Security: Adam Gordon Sworn in as U.S. Attorney

    SAN DIEGO – Adam Gordon, a career prosecutor who became a nationally-recognized expert on prosecutorial strategies to combat the fentanyl epidemic, was sworn in today as U.S. Attorney for the Southern District of California, one of the busiest federal districts in the nation. Mr. Gordon, 43, was appointed by Attorney General Pamela Bondi.

    U.S. District Court Chief Judge Cynthia A. Bashant administered the oath of office to Gordon in the presence of his senior leadership team, office colleagues, friends and family.

    “Thank you to President Trump and Attorney General Bondi for the opportunity to serve as the United States Attorney for the Southern District of California,” Mr. Gordon said. “I am deeply honored to lead this office and protect the people of this district. For too long, criminal organizations have exploited the chaos at our border. That chaos of criminality and lack of consequences cannot prevail. Together with our dedicated law enforcement partners, we will focus our resources on the Operation Take Back America priorities including securing the border, prosecuting cartel leaders, and removing dangerous offenders from our communities.”

    The U.S. Attorney’s Office enforces federal criminal laws in the Southern District of California, which includes San Diego and Imperial counties, and represents the federal government in civil litigation.  The office is one of the nation’s largest, comprised of approximately 300 attorneys and staff members.  As the U.S. Attorney, Gordon is the chief federal law enforcement official for the district.

    Mr. Gordon is a veteran prosecutor who has served as an Assistant U.S. Attorney for the Southern District of California since 2019. He most recently worked in the Organized Crime Drug Enforcement Task Forces Unit. Prior to that assignment, he was the office’s Criminal Division Opioid Coordinator for approximately three years.

    Gordon was instrumental in creating the Fentanyl Abatement and Suppression Team (“FAST”) in San Diego County which is now a national model. Formed in September 2022, FAST is a multi-agency task force led by Homeland Security Investigations working in conjunction with federal partners, along with state and local agencies to target significant fentanyl distributors in San Diego County to reduce the overdose death rate. He also has personally prosecuted many of resulting in death cases, achieving justice for the families of victims of fentanyl poisonings, including the drug dealer responsible for the death of a 13-year-old in Coronado.

    Prior to serving as a federal prosecutor, Mr. Gordon was a Deputy District Attorney in San Diego County where he prosecuted a variety of criminal matters but focused on violent crimes. From 2014 to 2018, Adam was in private practice in San Diego. Gordon received his bachelor’s degree in economics in 2004 from Harvard University, and his law degree from the University of Virginia School of Law in 2008.

  • MIL-OSI Security: U.S. Attorney’s Office Filed 116 Border-Related Cases This Week

    SAN DIEGO – Federal prosecutors in the Southern District of California filed 116 border-related cases this week, including charges of transportation of illegal aliens, bringing in aliens for financial gain, receipt of bribes by public official, reentering the U.S. after deportation, deported alien found in the United States, and importation of controlled substances.

    The U.S. Attorney’s Office for the Southern District of California is the fourth-busiest federal district, largely due to a high volume of border-related crimes. This district, encompassing San Diego and Imperial counties, shares a 140-mile border with Mexico. It includes the San Ysidro Port of Entry, the world’s busiest land border crossing, connecting San Diego (America’s eighth largest city) and Tijuana (Mexico’s second largest city).

    In addition to reactive border-related crimes, the Southern District of California also prosecutes a significant number of proactive cases related to terrorism, organized crime, drugs, white-collar fraud, violent crime, cybercrime, human trafficking and national security. Recent developments in those and other significant areas of prosecution can be found here.

    A sample of border-related arrests this week, includes:

    • On April 10, six Mexican nationals were arrested and charged with various immigration crimes. According to complaints, they were apprehended by Border Patrol agents while attempting to illegally enter the U.S. about three miles east of the Otay Mesa Port of Entry. While an agent turned his attention to two other suspected illegal border crossers, the six defendants absconded after being placed in handcuffs. Jose Lastra Palafox, Pedro Orlando Aguilar-Vazquez, Javier Eduardo Jimenez Gonzalez, Jose Javier Solis Jardon, Joel Alonso Soria-Garcia, and Lazaro Velazquez Morales were later recaptured.
    • On April 6, Jose Manuel Guzman, a United States citizen, was arrested and charged with Importation of a Controlled Substance. According to a complaint, he was intercepted by U.S. Customs and Border Protection officers when a drug detection dog alerted to his vehicle as he attempted to cross the border at the Otay Mesa Port of Entry. Officers found 115 packages of methamphetamine weighing 125 pounds, concealed in the quarter panels, gas tank and doors of the vehicle, the complaint said.
    • On April 7, Raul Vallejo-Isordia, Victor Manuel Quintero Sanez, Noe Avila, Jose Juan Cisneros-Cisneros and Valentin Gonzalez-Elizalde – all Mexican nationals – were arrested and charged with Attempted Bringing in Aliens for Financial Gain and Attempted Entry after Deportation. According to a complaint, the defendants were taken into custody in connection with the smuggling of 17 undocumented immigrants who were intercepted by the U.S. Coast Guard 12 miles west of Point Loma.
    • Also on April 7, Dennis Geovanny Marquez-Cordova of Honduras was arrested and charged with Deported Alien Found in the United States. According to a complaint, the defendant had been previously deported.

    Federal law enforcement has focused immigration prosecutions on undocumented aliens who are engaged in criminal activity in the U.S., including those who commit drug and firearms crimes, who have serious criminal records, or who have active warrants for their arrest. Federal authorities have also been prioritizing investigations and prosecutions against drug, firearm, and human smugglers and those who endanger and threaten the safety of our communities and the law enforcement officers who protect the community.

    The immigration cases were referred or supported by federal law enforcement partners, including Homeland Security Investigations (HSI), Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE ERO), Customs and Border Protection, U.S. Border Patrol, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the U.S. Marshals Service (USMS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), with the support and assistance of state and local law enforcement partners.

    Indictments and criminal complaints are merely allegations and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Two Members of a Transnational Money Laundering Organization Sentenced for Laundering Millions of Dollars in Drug Proceeds

    A Georgia man was sentenced today to 78 months in prison for his involvement in a conspiracy to launder millions of dollars in drug proceeds on behalf of foreign drug trafficking organizations, including the Sinaloa cartel and Cartel de Jalisco Nueva Generacion (the Jalisco cartel). On Dec. 4, 2024, his co-conspirator was sentenced to 90 months in prison for his role in the money laundering scheme.

    According to court documents, Li Pei Tan, 47, of Buford, Georgia, and Chaojie Chen, 41, a Chinese national who resided in Chicago, worked for an organization that laundered millions of dollars in proceeds related to the importation and distribution of illegal drugs into the United States, primarily through Mexico. Tan, Chen, and their co-conspirators traveled throughout the United States to collect proceeds of fentanyl and cocaine trafficking, among other drugs. The defendants communicated and coordinated with co-conspirators in China and other foreign countries to arrange the laundering of these proceeds through financial transactions that were designed to conceal the illicit source of the drug money, including through a sophisticated trade-based money laundering scheme involving purchasing bulk electronics in the United States and shipping them to co-conspirators in China.

    On multiple occasions prior to Chen’s May 2024 arrest, law enforcement seized hundreds of thousands of dollars in bulk cash drug proceeds from Chen at locations across the United States. Tan was intercepted by law enforcement in South Carolina while attempting to transport over $197,000 in drug proceeds.

    According to the Drug Enforcement Administration’s (DEA’s) National Drug Threat Assessment, the Sinaloa and Jalisco cartels are at the heart of the fentanyl crisis in the United States.

    Matthew R. Galeotti, Head of the Justice Department’s Criminal Division; U.S. Attorney Erik S. Siebert for the Eastern District of Virginia; and Special Agent in Charge Louis A. D’Ambrosio of the Drug Enforcement Administration’s (DEA) Special Operations Division made the announcement.

    The DEA’s Special Operations Division, Bilateral Investigations Unit investigated the case, with assistance from the DEA’s Office of Special Intelligence, Document and Media Exploitation Unit and the DEA’s offices in Chicago, Atlanta, Charlotte, North Carolina, and Charleston, South Carolina.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations, and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    Trial Attorney Mary K. Daly of the Criminal Division’s Money Laundering and Asset Recovery Section and Assistant U.S. Attorney Edgardo J. Rodriguez of the United States Attorney’s Office for the Eastern District of Virginia prosecuted the case.

    Washington, D.C. – Today, U.S. Senators Rand Paul (R-KY), Maggie Hassan (D-NH), Mike Lee (R-UT), and John Hickenlooper (D-CO) reintroduced bipartisan legislation to streamline the approval process for generic drugs, which will help expedite generic entrance in the market and lower prescription drug prices for patients. Last Congress, this legislation advanced from the Senate Health, Education, Labor, and Pensions (HELP) Committee with a bipartisan 19-2 vote.

    “No one should have to play a complicated guessing game with the FDA simply to bring a safe, effective, and affordable drug to market. The Increasing Transparency in Generic Drug Applications Act will help low-cost generics get to American consumers faster,” said Dr. Paul.

    “Generic drugs have made the prescription drug market much more competitive, offering cheaper alternatives to their brand name counterparts. Streamlining the generic drug approval process by eliminating the pointless guessing game manufacturers are forced to play would eliminate red tape and bring down costs for American families,” said Senator Lee. 

    “More generic drugs means lower health care costs for Americans. Unnecessary and unclear FDA approval processes delay them from reaching the shelves. Our bill speeds up the process to help Americans save more,” said Senator Hickenlooper.

    Currently, the FDA requires certain generic drug manufacturers to demonstrate that they have the same active and inactive ingredients in the same concentration as the reference brand-name drug. However, when a generic drug contains the wrong amount of inactive ingredient, the FDA cannot disclose the exact error, forcing manufacturers to engage in an often lengthy guessing game to reach the right balance.

    This legislation would require the FDA to identify the specific differences more clearly between the generic and brand-name drug, thereby streamlining the approval process, helping more generics reach the market more quickly, and lowering prescription drug prices overall.

    Background:

    S.J.Res.18 is a joint resolution disapproving of the rule submitted by the Bureau of Consumer Financial Protection (CFPB) relating to “Overdraft Lending: Very Large Financial Institutions.” Introduced by Senator Tim Scott (R-SC) on February 13, 2025, the resolution seeks to nullify CFPB’s rule that seeks to regulate overdraft fees more like credit products, potentially capping fees well below the actual costs of providing the service. 

    Overdraft protection is a voluntary service that helps consumers cover short-term cash shortfalls—especially important for working families trying to avoid bounced checks, late fees, or denied transactions. This resolution would restore flexibility for consumers and financial institutions and prevent regulatory overreach that threatens to eliminate a valued and widely used financial tool. 

    On March 27, 2025, the Senate passed the resolution without amendment by a vote of 52 – 48. ​

    S.J.Res.28 is a joint resolution disapproving of the rule submitted by the Bureau of Consumer Financial Protection relating to “Defining Larger Participants of a Market for General-Use Digital Consumer Payment Applications.” Introduced by Senator Pete Ricketts (R-NE) on February 27, 2025, the resolution seeks to nullify CFPB’s rule that defines larger participants in the general-use digital consumer payment application market—such as payment apps—as nonbanks with an annual volume of at least 50 million transactions and that are not small business concerns. 

    On March 5, 2025, the Senate passed the resolution without amendment by a vote of 51 – 47.

  • MIL-OSI USA: Rep. LaLota Co-sponsors Legislation to Eliminate Tax Penalties for American Hostages, Including Suffolk County’s Kai Li

    WASHINGTON, D.C. – Rep Nick LaLota (Suffolk County, NY) released the following statement after signing on as co-sponsor of the Stop Tax Penalties on American Hostages Act, bipartisan legislation that eliminates tax penalties for U.S. citizens wrongfully detained or held hostage abroad. The bill also extends this relief to their spouses during the period of detention and provides retroactive reimbursement to those who have already paid such penalties after their release. 

    This legislation directly benefits Americans such as Suffolk County resident and U.S. citizen Kai Lia, who was wrongfully detained by the Chinese Communist Party for eight years before his release in 2024, a cause for which LaLota consistently advocated after taking office in 2023. 

    “Our duty to fight for Americans unjustly detained abroad does not end when they return home. This bill takes a critical step in addressing an ongoing injustice they may face, specifically the unfair tax burdens imposed by our own nation. No American should be financially penalized for their inability to pay taxes while wrongfully imprisoned, nor should their family,” said LaLota. “A powerful example of why this legislation is needed is Kai Li, a Huntington resident who was unjustly detained by the Chinese Communist Party for over seven years and subjected to severe human rights abuses. After enduring unimaginable hardship, the last thing Kai and his family should face is unfairly imposed back taxes and fees. I was proud to advocate for Kai’s release, and this legislation demonstrates that I will continue fighting for him—and for every American who has suffered similar injustice—to ensure they receive our continued support.”

    Background:

    Kai Li of Huntington, New York, was unjustly imprisoned by the Chinese Communist Party from 2016 to 2024. In 2016, Kai Li visited Shanghai to mark the first anniversary of his mother’s death. When he arrived at the airport in Shanghai, CCP authorities immediately arrested him on “state security charges.” For months, Kai was held in secret detention without access to legal counsel. Then, almost two years later in July 2018, in a one-hour secret trial, Kai was convicted of espionage.

    In November 2024, the State Department announced Kai Li of Huntington would be coming home after being wrongfully detained by the Chinese government since 2016.

    Since coming into office, LaLota consistently advocated for the Li family, demanding his release from China and calling on the State Department to put pressure on China. In 2023, LaLota sent a letter to President Biden calling on him to meet with the Li family. Earlier in 2024, LaLota joined several other members in a letter to Secretary Blinken highlighting the human rights abuses committed by the Chinese government, including the treatment of Kai Li.

    In February 2024,  LaLota spoke on the House floor calling on the Biden Administration to bring Kai home. In March, LaLota invited Kai’s son, Harrison Li, to attend the State of the Union to bring more attention to Kai’s imprisonment. Shortly after, LaLota introduced a bill demanding the Chinese Communist Party immediately release Kai.

    In June 2024, LaLota successfully included an amendment to the FY25 State and Foreign Operations Appropriations bill that supported the Special Envoy for Hostage Affairs to strengthen efforts to bring American citizens wrongfully detained in China home. In August of 2024, LaLota sent a letter to National Security Advisor Jake Sullivan urging him to prioritize Kai Li’s release in Sullivan’s discussions with Chinese officials.

    Legislation championed by Vice President Vance saves money for new moms and dads
    WASHINGTON – Senator Mike Lee (R-UT) introduced the Fairness for Stay-at-Home Parents Act, which exempts new parents from paying back health insurance premiums to their employers, should they choose not to return to work after maternity or paternity leave. Under current law, employers can “claw back” premiums from new moms and dads if they stay at home following parental leave.
    The Fairness for Stay-at-Home Parents Act was previously introduced by JD Vance as Senator from Ohio, and is being lead in the House of Representatives by Rep. Riley Moore (R-WV)
    “Our legislation rectifies a problem with the Family and Medical Leave Act that unfairly impacts mothers who decide to stay home with their newborns after maternity leave,” said Senator Lee. “Each additional financial burden we can remove from growing American families is a victory, and this bill will make it easier for hundreds of thousands of new parents to care for their kids.”

  • MIL-OSI USA: Senator Lee and Representative Davidson Introduce Aid Accountability Act

    WASHINGTON – Senator Mike Lee (R-UT) and Representative Warren Davidson (R-OH) introduced the Aid Accountability Act of 2025 which would create a “funding death penalty” for any federal employee or non-governmental organization violating the Helms Amendment which prohibits the use of any US foreign aid to perform or encourage abortion as a method of family planning. 
    Recently, the State Department has admitted that during the Biden administration, partners and grantees using funds from U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) misused funds intended for HIV/AIDS prevention to perform abortions in Mozambique. Although the State Department suspended the funding and secured reimbursements, there is, as of yet, no real penalties or consequences for co-opting foreign aid programs to push the progressive abortion agenda with taxpayer
    Unfortunately, this is just one of many instances of Helms Amendment violations by PEPFAR partners and grantees who misused over $1 million of congressionally appropriated funds to promote abortion instead of controlling the global HIV/AIDS epidemic.
    “For years, American tax dollars have gone to foreign aid efforts that promote abortion, in direct violation of the Helms amendment,” said Sen. Lee. “This is largely because there have been no real penalties for this grievous abuse—until now. Our legislation permanently cuts aid off from any organizations which violate the abortion prohibition, and permanently fires any federal employee who knowingly facilitates it.”
    “It is illegal and immoral for the U.S. government to fund abortion abroad. Federal funding for groups that promote abortion damages our credibility and hurts our ability to work with nations that share pro-life values,” said Rep. Davidson. “The Aid Accountability Act ensures real consequences for those who ignore the Helms Amendment by permanently banning non-profits caught using federal funds for abortion. Further, it would ban federal workers from civil service who knowingly violate the law. Only by restoring accountability to foreign aid can we hope to restore trust in the State Department.”
    This bill is cosponsored by Senators Chuck Grassley (R-IA) and Ashley Moody (R-FL) and endorsed by the Family Research Council and Susan B. Anthony Pro-Life America.
    The Aid Accountability Act would:
    Ensure a grantee, sub-grantee, or contractor who violates abortion-related prohibitions become permanently ineligible for future US Funding
    Bar any civil servant who knowingly facilitates a violation of abortion-related prohibitions from civil service for life and make them financially liable for the violations
    Direct the Secretary of State to make the final determinations of violations and penalties
    The Secretary’s determination may only be overturned by a federal court and is subject to the Congressional Review Act

    Since 2000, investments in the global malaria response have prevented more than 2 billion cases and nearly 13 million deaths. Yet efforts to control and eliminate malaria are in jeopardy as communities and programmes face the fallout of recent funding cuts.

    Malaria is preventable and curable – but without prompt diagnosis and treatment, it can rapidly escalate to severe illness and death, particularly among young children and pregnant women. In 2023 alone, malaria claimed nearly 600 000 lives, with an estimated 95% of these deaths occurring in the WHO African Region.[1]

    The 2025 funding cuts to malaria programmes put millions of additional lives at risk and could reverse decades of progress earned, in part, through longstanding investments from the United States of America and other global partners. ​ Between 2010 and 2023, the USA contributed an average of 37% of global malaria financing through both bilateral and multilateral channels.[2]  

    The recent experience of the COVID-19 pandemic showed that sudden interruptions to malaria service delivery can be deadly. In 2020, COVID-related disruptions to the provision of malaria prevention, diagnosis and treatment led to an estimated 14 million more malaria cases and an additional 47 000 deaths.[3]  

    “History has shown us what happens if we let down our guard against malaria,” cautions Dr Daniel Ngamije, Director of the WHO Global Malaria Programme. “In 1969, the global eradication effort was abandoned, triggering a resurgence in cases and deaths. It took nearly 30 years for world leaders to come together and restore momentum.”

    Although funding for some USA-supported malaria programmes has been reinstated, the disruptions have left critical gaps. Without the rapid delivery of prevention and treatment services to at-risk populations, the consequences could be fatal.  

    Findings of rapid WHO survey

    The impact is being felt across the health sector. Of the 108 WHO country offices that took part in a recent WHO survey, nearly three quarters reported severe disruptions to health services following the pause in overseas development assistance (ODA).

    Responses from country offices suggest that budget cuts are already translating into increased out-of-pocket payments for patients, with the poor and vulnerable likely to carry the heaviest financial burden. The survey highlighted job losses for health and care workers as well as disruptions to information systems and to the supply of medicines and health products.

    Reponses to malaria have been particularly affected. Of the 64 malaria-endemic countries surveyed, more than half reported moderate or severe disruptions to malaria services.

    Impact of funding shortfall highlighted at WHO advisory committee meeting

    Further information was shared in this week’s WHO Malaria Policy Advisory Group (MPAG) meeting, held from 8–10 April. MPAG members heard updates on current challenges and priority actions taken by countries and their global partners to respond to immediate funding shortfalls.

    Insecticide-treated nets (ITNs) have been a cornerstone of malaria prevention efforts in Africa over the past 2 decades. By early April 2025, more than 40% of planned ITN distribution campaigns designed to reach 425 million people were either delayed or at risk of being derailed, according to data provided by national malaria programmes.

    Nearly 30% of seasonal malaria chemoprevention (SMC) campaigns to protect 58 million children were also off track. In many African countries, stocks of rapid diagnostic tests and medicines have reached critically low levels.

    Reductions in funding also threaten to undermine critical investments in scientific innovation, including in new and improved preventive, diagnostic and treatment interventions as well as in new tools to address drug and insecticide resistance.

    Country leadership and partner support critical to response

    In Nigeria, lawmakers have approved an additional US$ 200 million for the health sector as part of a 2025 spending plan – an effort to mitigate the impact of the recent suspension of USA foreign aid.[4]  Across Africa, other countries are strengthening coordination mechanisms and taking steps to close critical gaps through the use of domestic resources.

    WHO and partners remain committed to supporting national governments and civil society in securing sustained funding and delivering integrated solutions to protect those most at risk. Achieving resilient and self-financed health systems will require increased domestic investment in health and a strategic use of available resources to maximize impact.

  • MIL-OSI United Nations: Adopting Fifth Committee Resolutions, General Assembly Also Decides to Hold Third UN Conference on Landlocked Developing Countries in Turkmenistan in August

    The General Assembly today decided to hold the third United Nations Conference on Landlocked Developing Countries in Awaza, Turkmenistan, from 5 to 8 August, as the 193-member organ adopted several drafts, including those recommended by its Fifth Committee (Administrative and Budgetary).

    Adopting the draft resolution titled “Further modalities of the third United Nations Conference on Landlocked Developing Countries” (document A/79/L.71) without a vote, the Assembly welcomed and accepted “with appreciation the generous offer of the Government of Turkmenistan to host” the Conference under the theme “Driving progress through partnerships”.

    The Assembly also decided to rename the Conference outcome document the “Awaza Programme of Action for Landlocked Developing Countries for the Decade 2024–2034”.

    A representative of the Secretariat explained that to service the event, the Department for General Assembly and Conference Management and the Department of Global Communications would require a total estimated cost of $254,700 in 2025 for additional meetings and documentation workload.

    “Every effort will be made to meet the requirements within their capacity, and there would be no programme budget implications for 2025,” he said, adding however:  “Its ability to implement the mandate will depend on the availability of adequate liquidity resources.”  He further noted that the Government of Turkmenistan will need to defray the additional costs directly or indirectly involved.

    Intergovernmental Organizations Invited to Participate in UN Ocean Conference

    Also acting without a vote, the Assembly adopted a draft decision (document A/79/L.73), by which it invited the intergovernmental organizations identified in the Secretariat note (document A/79/850) — namely the International Organization for Marine Aids to Navigation and the North Pacific Marine Science Organization — to participate as observers in the work of the 2025 United Nations Conference to Support the Implementation of Sustainable Development Goal 14.

    Recommendations by Fifth Committee

    The Assembly then adopted five drafts recommended by its Fifth Committee without a vote.  (See document A/C.5/79/INF/3 and Press Release GA/AB/4495 for background.)

    Funding Approved for Measures to Combat Islamophobia

    By the draft resolution titled “Special subjects relating to the programme budget for 2025” (document A/79/652/Add.1), the Assembly approved additional appropriations of $774,200 to implement its resolution 78/264 on measures to combat Islamophobia, $479,900 to implement decisions by the Human Rights Council and $95.39 million for the United Nations Assistance Mission for Iraq (UNAMI).  The Assembly also requested the Secretary-General to provide an analysis on the impact of the rapid development of emerging technologies, increase transparency and clarity of information and communications technology (ICT) expenditure, and submit a proposal on the presentation of the costs of such technology.

    The draft resolution “Human resources management” (document A/79/839) has the Assembly note rule 3.3 of the Staff Regulations and Rules of the United Nations regarding appointment and promotion and stress that paragraph 66 of its resolution 79/257 of 24 December 2024 does not relate to cases of “promotions”. It also stressed that any changes to the “Guidelines for determination of level and step on recruitment to the Professional category and above” by the Secretary-General shall be fully in line with Assembly resolutions and decisions.

    Importance of Joint Inspection Unit

    By the draft resolution “Joint Inspection Unit” (document A/79/840), the Assembly took note of the Unit’s report for 2024, its programme of work for 2025 and the Secretary-General’s note on Unit’s 2024 report.  By other terms, it stressed the importance of the Unit’s oversight functions in identifying concrete managerial, administrative and programming questions within the participating organizations and providing the General Assembly and other legislative organs action-oriented recommendations.  Underscoring the unique role of the Unit as an external and independent system-wide inspection, evaluation and investigation body, the Assembly reaffirmed the Unit’s independence and stressed that budget estimates are to be prepared in a transparent consistent manner for submission to the Assembly.

    The draft resolution “Review of the implementation of General Assembly resolutions 48/218 B, 54/244, 59/272, 64/263, 69/253 and 74/257” (document A/79/649) has the Assembly reiterate the five-year non-renewable term of the Under-Secretary General for Internal Oversight Services, and requested the Secretary-General to continue to ensure the full implementation of resolution 48/218 in future appointments.  It also decided to evaluate and review at its eighty-fourth session the functions and reporting procedures of the Office of Internal Oversight Services and to that end to include in the provisional agenda of that session an item entitled “Review of the implementation of General Assembly resolutions 48/218, 54/244, 59/272, 64/263, 69/253, 74/257 and 79/___”.

    Assembly Defers Consideration of Fifth Committee Agenda Items 

    By the draft decision titled “Questions deferred for future consideration” (document A/79/653/Add.1), the Assembly decided to defer until the second part of its resumed seventy-ninth session consideration of the Secretary-General’s report on improving the United Nations financial situation, as well as the related report of the Advisory Committee on Administrative and Budgetary Questions (ACABQ).  Further, the Assembly decided to defer until its eightieth session consideration of Secretary-General’s report on standards of accommodation for air travel and the related ACABQ report, and to the first part of its resumed eightieth session consideration of the Secretary-General’s report on the review of the UN Secretariat internship programme, as well as the related ACABQ report.

    Additionally, the Assembly took note of the Fifth Committee’s report concerning agenda items 141 “Improving the financial situation of the United Nations” (document A/79/838), 137 “Review of the efficiency of the administrative and financial functioning of the United Nations” and 150 “Report on the activities of the Office of Internal Oversight Services (document A/79/648/Add.1).

    Filling Vacancies on Contribution, Audit Committees

    Acting on the Fifth Committee’s recommendations without a vote, the Assembly appointed Denis Piminov (Russian Federation), Benjamin Sieberns (Germany) and Fu Liheng (China) as members of the Committee on Contributions, and Eric Oduro Osae (Ghana) as a member of the Independent Audit Advisory Committee, for terms of office from today to 31 December 2026.

    Application of Article 19 of UN Charter:  Congo Reduces Its Arrears

    In other business, the Assembly took note of Congo’s payment necessary to reduce the arrears below the amount specified in Article 19 of the United Nations Charter (document A/79/720/Add.4).
