  • MIL-OSI Canada: Province, mayors pledge stable, expanded transit services in Metro Vancouver

    Transit users in Metro Vancouver will not only see their bus service protected, but will also see more buses on the busiest routes, with new funding from the provincial government.

    The Province is providing $312 million in operating funding to TransLink for the next three years, as part of TransLink’s 2025 Investment Plan.

    “We know TransLink was facing a significant deficit as costs and demand for service increased, and had warned of drastic cuts to services,” said Mike Farnworth, Minister of Transportation and Transit. “Our government is committed to protecting services for the people of B.C. In partnership with TransLink and the Mayors’ Council we are making sure that people continue to have safe, reliable and affordable transit services while expanding priority projects.”

    Along with TransLink’s revenue sources as part of its Investment Plan, provincial funding will help ensure stable transit service over the next three years while also enabling targeted service expansion. Along with adding service to the region’s busiest bus routes, TransLink will also advance planning and design for future Bus Rapid Transit service on priority corridors.

    “This investment plan proposal will not only fully fund TransLink services for two years, but will expand transit with the largest increase to bus service since 2018,” said Brad West, chair of Mayors’ Council on Regional Transportation. “Now, more than ever, is the right time to invest in British Columbia’s future, and these investments are crucial to the region’s growth and economic strength.”

    The $312 million requires approval of the 2025 Investment Plan by the TransLink Board, with final approval by the Mayors’ Council. The Province is also committed to continue working with TransLink and the Mayors’ Council on long-term funding solutions to ensure that people in Metro Vancouver have access to the transit services they need.

    WASHINGTON, D.C. — Today, House Democratic Caucus Chair Pete Aguilar joined Democratic Leader Hakeem Jeffries, Democratic Whip Katherine Clark, the House Democratic Steering and Policy Committee and Members of the House Democratic Caucus for a hearing on the Trump Administration’s attacks on veterans, their health care and their earned benefits.

    CHAIRMAN AGUILAR: Thank you so much. I want to thank our witnesses, our guests. Thank you for your service and your commitment to our country. To my colleagues who have served in uniform and served to protect our country, thank you so much for your continued service to Congress and for your service to our country.

    America’s veterans have taken an oath to defend our country and put their lives on the line. The very least we can do is look out for our nation’s veterans when they finish their service. But right now, Donald Trump is crashing our economy. Out of thin air, he’s created an economic disaster. And while reckless tariffs could drive us toward another Republican recession, his plan to take benefits away from hardworking Americans will add to the pain and create more hardship.  

    In fewer than 100 days of Donald Trump’s presidency, we have seen drastic cuts to the VA and veterans’ benefits. Democrats worked hard to pass the PACT Act and to provide the largest expansion of veterans’ benefits in generations. But there is a concerted effort by Donald Trump to roll back the progress we have made to honor our commitment to veterans. And that is why today’s hearing was so important — shedding a light on the President’s extreme agenda to hurt veterans and their families. It’s an agenda that has laid off more than 6,000 veterans, is making it harder for them to access benefits and care and is undermining the health care system that they rely on. It’s an agenda that is un-American and just plain wrong.

    But make no mistake: We are not going to sit by and let Donald Trump get away with these reckless attacks on the VA and the Americans that they serve. We are demanding better. And we are prepared to use every tool at our disposal to fight for veterans who we have earned these benefits today and the millions more veterans across this country who rely on this care.     TORONTO, April 10, 2025 (GLOBE NEWSWIRE) — Abaxx Technologies Inc. (CBOE:ABXX)(OTCQX:ABXXF) (“Abaxx” or the “Company”), a financial software and market infrastructure company, indirect majority shareholder of Abaxx Singapore Pte Ltd. , the owner of Abaxx Commodity Exchange and Clearinghouse (individually, “Abaxx Exchange” and “Abaxx Clearing”), and producer of the SmarterMarkets™ Podcast, today announces that it has closed the second and final tranche (the “Second Tranche”) of its previously announced non-brokered private placement (the “Offering”) of secured convertible debentures (the “Debentures”) for aggregate gross proceeds of C$10,065,000.

    The outstanding principal amount of the Debentures, together with any accrued and unpaid interest, will become due and payable in full on March 26, 2028 (the “Maturity Date”) and will be payable in cash. Each Debenture consists of C$1,000 principal amount of secured convertible debentures of the Company and is convertible into common shares of the Company (each, a “Debenture Share”) at the option of the holder thereof prior to the Maturity Date at a conversion price equal to $13.00 per Debenture Share (the “Conversion Price”).

    The Company has the right to redeem the Debentures at redemption price equal to 105% of the principal amount of the outstanding Debentures plus any accrued and unpaid interest to the date prior to the date of redemption: (a) at any time, should the VWAP of the Company’s common shares exceed 130% of the Conversion Price for no fewer than 20 out of 30 consecutive trading days, or (b) after March 26, 2027.

    The Debentures were issued at an original issue discount equal to 2.5% of the aggregate principal amount of the Debentures and bear interest at a rate of 7.0% per annum from the date of issue, payable semi-annually in arrears in cash on June 30 and December 31 of each year following the first interest payment date of September 30, 2026. The Debentures are secured against certain publicly-traded securities owned by the Company.

    The Offering is subject to the receipt of all necessary regulatory approvals, including the final approval of Cboe Canada. The net proceeds of the Second Tranche are expected to be used for general corporate and working capital purposes. The Debentures and Debenture Shares issuable pursuant to the Second Tranche are subject to statutory hold periods of four months and one day from the date of issuance. No finder fees were issued in connection with the Second Tranche.

    In connection with the Offering, so long as the Debentures remain outstanding, the Company has agreed to not assume any additional indebtedness without the consent of a majority of the holders of Debentures as may be outstanding from time to time, other than: (a) certain permitted debt arrangements of up to C$10,000,000 for working capital or regulatory capital requirements in the normal course of business, and (b) trade indebtedness in the normal course of its business.

    Washington, DC – Today, Congresswoman Marcy Kaptur (OH-09), and Tracey Mann (KS-01) reintroduced the bipartisan and bicameral Farmer First Fuel Incentives Act, which would protect American farmers by restricting the eligibility of the 45Z Tax Credit to renewable fuels made only from domestically sourced feedstocks. Senators Amy Klobuchar (D-MN) and Roger Marshall, MD (R-KS) have introduced an identical companion bill in the United States Senate.

    “Today, I joined my colleagues in this important bicameral and bipartisan effort because helping American farmers, producers, and growers goes beyond state and party lines, and is more important now than ever,” said Congresswoman Marcy Kaptur (OH-09).“We must ensure the Clean Fuel Production tax credit is structured in a way that benefits domestic producers, and not one that advantages foreign-produced feedstocks from China or Brazil. Additionally, this bill fixes the glaring flaw in 45Z that negatively impacts farmers wanting to sell feedstocks to the biodiesel and renewable diesel industry. If 45Z continues as-is, taxpayers are at risk of further subsidizing Chinese-used cooking oil and undermining the use of soy, canola, sorghum, and corn oil in renewable fuels.

    Washington, D.C. — Today, Democratic Representatives Mike Levin (CA-49), Joe Neguse (CO-02), Seth Magaziner (RI-02), Steven Horsford (NV-04), Alexandria Ocasio-Cortez (NY-14) and David Min (CA-47) penned a letter to Speaker Mike Johnson requesting that he call on every member of the House of Representatives to immediately file and release their Periodic Trading Reports (PTR) for any transactions conducted between April 2, 2025 and April 9, 2025 – the window in which President Donald Trump and his administration plunged the United States into a reckless trade war, issuing on-again, off-again tariffs on nearly 90 countries, and immediately schedule for a vote legislation to ban stock trading by representatives. 

    The lawmakers’ correspondence called to attention that Members closest to the President, including many of whom met or were in his presence throughout the course of the whiplash on Wall Street, were in position to profit from the unstable changes in policy. 

    “It would be unconscionable for any Member of Congress to use their personal position to benefit financially, especially in a time where Americans across the country are experiencing financial chaos,” wrote Reps. Levin, Neguse, Magaziner, Horsford, Ocasio-Cortez, and Min. “Therefore, we respectfully request that you join us in requesting that Members of Congress immediately release their PTRs, rather than the customary 45-day deadline. The American people deserve to know if any representatives took advantage of their positions for personal gain.” 

    The lawmakers’ request is the latest in a series of commonsense efforts to ensure Members of Congress are effectively representing the interests of the American people, not their own stock portfolios. Neguse and his fellow co-signers have also championed a number of legislative and oversight measures that would require both representatives and their families to place investments, like individual stocks, in a blind trust during their tenure in Congress – effectively banning Members of Congress from trading individual stocks.

In response to the outcry from Americans and our allies, President Trump paused some of these tariffs, opening a ripe opportunity for Members — particularly those close to the President — to personally profit from the change in policy. Over the past week, House Republicans met with President Trump at the White House, attended the National Republican Congressional Committee dinner (mere hours before pausing the tariffs), and were in regular communication with the President ahead of the vote on the budget reconciliation resolution. 

    It would be unconscionable for any Member of Congress to use their personal position to benefit financially, especially in a time where Americans across the country are experiencing financial chaos.   • MIL-OSI USA: H.R. 1716, Taiwan Conflict Deterrence Act of 2025

    H.R. 1716 would require the Department of the Treasury to publish a report listing estimated total funds held by certain Chinese leaders and the financial institutions where significant portions of the funds are held. The report would be due within 90 days of the Congress receiving a notice from the President concerning a threat to Taiwan by China. That list would be updated every three years unless the threat is deemed no longer present. The bill also would direct the department to prohibit the listed Chinese leaders or their families from using any U.S. financial services. That requirement would terminate either 30 days after the President deems that Taiwan is no longer under threat or 25 years after the department submits a final report.

    The 1979 Taiwan Relations Act directs the President to promptly inform the Congress of any threat to the security or the social or economic systems of the people of Taiwan and of any danger to the interests of the United States that arises from that threat. CBO cannot determine when actions by China could result in the President providing such notice and thus invoking the bill’s reporting requirements. In the event of such a notice, CBO estimates that the required report and other actions would cost less than $500,000 over the 2025-2030 period; any related spending would be subject to the availability of appropriated funds.

    The Department of the Treasury would need information from the federal financial regulatory agencies, including the Federal Deposit Insurance Corporation and the Office of the Comptroller of the Currency, among others, to carry out the bill’s requirements. H.R. 1716 could affect direct spending by those agencies, some of which are allowed to use fees to cover their operating costs. CBO estimates that the net change in direct spending by federal financial regulatory agencies would be less than $500,000 over the 2025-2035 period.

    Administrative costs incurred by the Federal Reserve, another federal financial regulatory agency, would reduce remittances to the Treasury; such remittances are recorded in the budget as revenues. CBO estimates that the cost to the Federal Reserve would be insignificant.

    The bill also would establish civil and criminal penalties for failure to comply with the new authorities. Civil fines are recorded in the budget as revenues. Criminal fines are recorded as revenues, deposited in the Crime Victims Fund, and subsequently spent without further appropriation. CBO estimates that any additional collections and associated spending would be insignificant because of the relatively small number of additional cases likely to occur over the 2025-2035 period.

    H.R. 1716 would impose a private-sector mandate as defined in the Unfunded Mandates Reform Act (UMRA) on U.S. financial institutions if the Treasury prohibits transactions between them and certain Chinese leaders or their families. The cost of the mandate would include the forgone revenue that would be attributable to those transactions. Because the restriction would apply only in a small number of cases, CBO estimates that the cost of the mandate would not exceed the private-sector threshold established in UMRA ($206 million in 2025, adjusted annually for inflation).

    The bill would not impose intergovernmental mandates.

  • MIL-OSI Economics: Marking 30th anniversary, the WTO reflects on historic achievements and future challenges

    The Marrakesh Agreement Establishing the World Trade Organization was signed by 123 countries on 15 April 1994, leading to the birth of the WTO on 1 January 1995. Over the past 30 years, the WTO has helped to bring about a major expansion in global trade, with the objective of raising living standards, increasing employment and promoting sustainable development.

    General Council Chair, Ambassador Saqer Al Moqbel of the Kingdom of Saudi Arabia, opened the event highlighting the WTO’s role over the last three decades in raising living standards through trade, fostering cooperation, and maintaining a rules-based trading system. He underlined the importance of the multilateral trading system as a platform for co-operation and the place where members can build a better world through trade. “Let us not lose sight of that, particularly in the light of recent developments in global trade and the overall economic situation,” he said.

    Director-General Okonjo-Iweala stressed the importance of marking this anniversary, particularly in the light of recent tariff-related developments and the speed at which events are unfolding, adding uncertainty and instability to world trade and the world economy.

    “The uncertainty around global trade has reminded many members why they value the WTO as a bedrock of predictability in the global economy — and as a platform for dialogue and cooperation on trade,” DG Okonjo-Iweala said. She also noted that the understandable and legitimate concerns about the WTO and the multilateral trading system expressed by several members in recent times should be seen as an opportunity to “change the system for the better.”

    She noted that “a far-reaching reform agenda” for the organization should be seen as an important opportunity to improve what does not work and position the WTO for the future. She also pointed out the suggestions brought forward by many members for forward-looking corrective action and reforms to monitoring and transparency, negotiations, and dispute settlement.

    “We need to formulate the right questions to be answered to reform us, and put in place a member-owned process to drive it.” That work should start in Geneva and culminate with a ministerial debate and endorsement of a way forward at the 14th WTO Ministerial Conference (MC14) to be held in Yaoundé, Cameroon, on 26-29 March 2026.

    The keynote address of the event was delivered by the former Prime Minister of Portugal and President of the European Commission José Manuel Durão Barroso, who highlighted the WTO’s role in lifting 1.5 billion people out of extreme poverty since 1995. Mr Barroso emphasized the need for the WTO in a complex global economy, noting its historic successes like lowering tariffs and increasing global trade to over U$ 30 trillion in 2023.

    Advocating for cooperation, dialogue and pragmatism, Mr Barroso stressed the importance of open trade for global prosperity and peace, as exemplified by multilateral organizations and regional integration processes like the European Union in the post-World War II era.

    The former EC President noted that the WTO “is going through what my kids would call a quarter life crisis — it has had big successes, but faces big existential challenges, and also needs to change to meet the demands of a changing world.” At the same time, he stressed the WTO is probably even more necessary today than it was when it was established in 1995.

    He recalled that 30 years ago, the United States, Europe and Japan dominated the global economy and that today global economic power is much more widely distributed. “The world is much more complex today than it was at that time. Sidelining the WTO or allowing it to slide into irrelevance through inaction or deadlock would be a costly error, one that history will not look upon kindly,” he added.

    The keynote address was followed by a plenary session on “Looking back” that brought together former Directors-General and former General Council Chairs to reflect on the work of the last 30 years and how the WTO has contributed to lifting over a billion people out of extreme poverty. The panel featured former Directors-General Supachai Panitchpakdi (2002-2005) and Roberto Azevêdo (2103-2020) as well as former General Council Chairs Ambassador Athaliah Lesiba Molokomme of Botswana and Ambassador David Walker of New Zealand.

    A second session on “Looking forward” provided the opportunity for trade ministers, business and civil society leaders from around the world to reflect on the key emerging areas that will shape the WTO’s work over the next 30 years.     Washington – U.S. Senators Roger Marshall, M.D. (R-Kansas) and Amy Klobuchar (D-Minnesota) today reintroduced the bipartisan and bicameral Farmer First Fuel Incentives Act, which would protect American farmers by restricting the eligibility of the 45Z Tax Credit to renewable fuels made only from domestically sourced feedstocks. U.S. Representatives Tracey Mann (R-Kansas-01) and Marcy Kaptur (D-Ohio-09) have introduced an identical bill in the House of Representatives.
    This bill would extend the 45Z tax credit and give the ethanol industry the time and financial incentive to build up the infrastructure needed for the U.S. to be less reliant on foreign fuel, open new markets for farmers, and increase ethanol production across the Midwest. Additionally, this bill fixes the glaring flaw in 45Z that negatively impacts farmers wanting to sell feedstocks to the biodiesel and renewable diesel industry. If 45Z continues as-is, taxpayers are at risk of further subsidizing Chinese-used cooking oil and undermining the use of soy, canola, sorghum, and corn oil in renewable fuels.

    The Commission’s top assessment is that urgent Congressional action is needed to bring the full weight of American innovation to bear on the biotechnology challenge and maintain U.S. global leadership in this transformative area. 

    For decades, the U.S. has been the global leader in biotechnology innovation. Now, the Commission finds that the U.S. is dangerously close to falling behind China. 

    “The United States is locked in a competition with China that will define the coming century. Biotechnology is the next phase in that competition. It is no longer constrained to the realm of scientific achievement. It is now an imperative for national security, economic power, and global influence. Biotechnology can ensure our warfighters continue to be the strongest fighting force on tomorrow’s battlefields, and reshore supply chains while revitalizing our manufacturing sector, creating jobs here at home,” said NSCEB Chair Senator Todd Young (R-IN). 

    The Commission reports that the United States’ growing dependence on China for numerous critical supply chain elements is a national security vulnerability. Biotechnology can be the key to increasing supply chain security, resilience, and scalability, by allowing the U.S. to control its own access to critical components. 

    “Technology is not inherently good or bad, but who uses it matters. Biotechnology can have tremendous potential for good or tremendous potential for harm. The Chinese government has made biotechnology a strategic national priority for 20 years. The U.S. must reassert our global leadership to remedy this strategic weakness. We must be the ones driving the standards for how biotechnology is developed and used,”said NSCEB Vice Chair Dr. Michelle Rozo. 

    The Commission finds that emerging biotechnology is rapidly advancing, and the impact of biotechnology innovation already extends far beyond health, touching industries from agriculture and infrastructure, to manufacturing and defense. The intersection of artificial intelligence (AI) and biotechnology is accelerating this impact. 

    “Biotechnology holds immense potential to transform numerous key sectors of our economy and will create good paying jobs at all skill levels in agriculture, health care, defense, industrial manufacturing, and more.     Given the Government of Ghana’s failure to adequately address the matter, Chairman Mast recommended that the next United States Executive Director to the IMF, once appointed and confirmed, formally request that IMF disbursements to Ghana be explicitly directed toward settling these outstanding payments.

    Dear Secretary Bessent,

    This letter provides an update on concerning recent developments regarding payments owed to Independent Power Producers (IPPs) in Ghana and the Government of Ghana’s failure to uphold its commitments to IPPs under the terms of its most recent International Monetary Fund (IMF) program. Among these IPPs are two power generation facilities owned by U.S. pension funds and the U.S. taxpayer.

    An American investor recently noted that the Electricity Company of Ghana (ECG) processed two payments each to Twin City (TCE) and Early Power Ltd. (EPL) in Ghana Cedis. While these payments, estimated at approximately $5.5 million each, are a significant improvement compared to previous periods they remain below the anticipated $7.5 million due to each entity.

    On Wednesday January 29th, President John Mahama’s advisory team outlined his current administration’s economic priorities to investors. These include rebuilding the nation’s creditworthiness, building up reserves, potentially ring-fencing certain funds, and refinancing facilities to improve the government’s repayment profile. They expressed a strong focus on the power sector and highlighted efforts to rebuild the cash waterfall mechanism, taking credit for its original design. While they mentioned actively working to smooth out repayments and possibly moving certain debts to external facilities for greater confidence, they did not specifically commit to applying this approach to the power sector debt.

    President Mahama does not appear to be listening to his advisors as proposed solutions – like ring-fencing – remain mere talking points. Additionally, the acknowledged scarcity of government funds suggests that the focus on rebuilding reserves might impede the simultaneous clearing of existing arrears owed to IPPs.

    The IMF program, which was designed to stabilize Ghana’s economy and restore fiscal discipline, included explicit commitments to honoring financial obligations to these providers. I understand that the next IMF field report will be completed in April, following an expected in-country mission during the coming days and in preparation for potential IMF Board action in June.

    Given this context and recalling House Foreign Affairs GOP engagement from the 118th Congress, which advocated for conditioning the December 2023 IMF tranche on the resolution of IPP arrears, I now recommend that the United States Executive Director to the IMF, once appointed and confirmed, formally request that a specific portion of the next IMF disbursement to Ghana be explicitly directed towards settling outstanding payments owed to the IPPs.

    I believe such a measure is essential to keeping American investors interested in Ghana, addressing the ongoing financial strain on IPPs and ensuring the stability of Ghana’s power sector.

This bipartisan legislation creates a new tax incentive to build and preserve more than 500,000 affordable, single-family homes for homeownership over ten years in under-resourced communities.

    BACKGROUND

    Under this legislation:

    • Tax credits would be awarded to project sponsors through statewide competitions administered by state housing finance agencies.
    • Sponsors, which could include developers, lenders, or local governments, would use the credits to raise capital for their projects, and investors would claim the credits against their federal income taxes.
    • The credits can only be claimed for homes developed or rehabilitated in eligible low-income
      communities, and only after the homes are sold and occupied by lower or middle-income families.

    The Neighborhood Homes Coalition estimates that the legislation would support a substantial economic impact over the next 10 years. The 500,000 homes that would be developed or rehabbed would:

    • Spur $125 billion in total development activity.
    • Support 861,000 jobs in construction and construction-related industries.
    • Create $56 billion in wages and salaries.
    • Produce $26 billion in federal and $12 billion in state and local tax revenues and fees.

  • MIL-OSI Global: Canadian retailers are seeing a surge in domestic sales amid the ‘Buy Canadian’ movement

    In recent months, the “Buy Canadian” movement has gained significant momentum, driven by a collective push to support domestic products and services, strengthen local businesses and reduce reliance on foreign imports.

    Escalating trade tensions and tariff disputes with the United States and threats from U.S. President Donald Trump to annex Canada have played a pivotal role in fuelling this shift toward economic nationalism.

    Though still in its early stages, the movement has already gained strong support from Canadians, with both consumers and businesses prioritizing homegrown products to strengthen the local economy.

    Early results are promising

    The “Buy Canadian” movement is already delivering promising results across the retail sector. Major retailers such as Loblaws Companies have reported a 10 per cent increase in sales of Canadian-made products. Sobey’s parent company Empire also noted a decline in sales of U.S.-sourced goods.

    Importantly, the shift isn’t limited to big retailers or headline product categories. Smaller retailers and established brands are also seeing tangible benefits.

    Ice cream producer Chapman’s, long known for its strong Canadian brand identity, has seen a 10 per cent increase in sales. E-commerce platform giant Shopify has reported a spike in sales for Canadian merchants across a long list of categories including mattresses, row boats, ribbons, armchairs and more.

    Some provinces have pulled U.S. alcohol from store shelves to prioritize selling homegrown options, putting Canadian wineries, breweries and distillers in a position to grow substantially.

    Though more data will emerge in the months ahead, early indications show that Canadians are backing the “Buy Canadian” movement not just in spirit, but with their wallets.

    Helping Canadians choose Canadian

    One of the most noticeable effects of the “Buy Canadian” campaign has been a nationwide effort to make it easier for consumers to identify Canadian-made products.

    Demand for clear labelling has surged, prompting the Canadian Food Inspection Agency to issue a notice to industry urging producers to improve transparency.

    Consumers are becoming increasingly proactive in educating themselves, with searches for “Buy Canadian” related terms skyrocketing in the past few months. Websites such as Madeinca.ca have seen a large uptick in traffic, peaking at 100,000 visits in a single day.

    Retailers have been offering more in-store and online signage highlighting Canadian products. Loblaws has introduced a “Swap & Shop” tool in its Optimum app that helps users find Canadian-made alternatives for items on their shopping list. It has seen a 75 per cent week-over-week growth.

    Home improvement retailer RONA has launched the “Well Made Here” campaign that provides staff training and partners with non-profits to educate consumers about Canadian-made alternatives.

    Celebrity endorsements have also amplified the movement. Actor and comedian Mike Myers showcased the colloquial expression “elbows up” on Saturday Night Live, while Michael Bublé used his platform at the Juno Awards to deliver the message that “Canada is not for sale.”

    Pushing the movement forward

    Consumers have been turning to social media to further propel the Buy Canadian movement. Hashtags like #ShopLocalCanada and #MadeInCanada have gained significant traction, with nearly three million posts across major social media channels Facebook and Instagram.

    A newly launched web browser plug-in called Support Canadian is also gaining attention. It works by bringing Canadian products to the top of search results on retailers such as Amazon. In its first week, it attracted 500 users. Although these numbers may appear small, early analytics suggest it could keep over a million dollars inside the Canadian economy.

    Mobile apps designed to help consumers determine the origin of their purchases are gaining popularity. The BuyBeaver app, which crowd-sources product origins, reached 100,000 downloads in just five weeks.

    Meanwhile, OScanAda, which uses AI and barcode scanning to provide detailed insights into Canadian ownership and sourcing, has been downloaded 160,000 times. MapleScan, which currently is ranked second in the shopping category on the Apple App Store, uses AI to scan products and suggest Canadian alternatives.

    Brands are leveraging their Canadian roots

    In response to growing national sentiment, a number of Canadian brands are using marketing strategies to underscore their national identity for consumers.

    Kicking Horse Coffee, for example, has humorously rebranded the Americano as the “Canadiano” in a nod to Canadian pride. Black Diamond recently launched a campaign with the cheeky tagline “Made with 0% American Cheese.”

    Meanwhile, Moosehead Brewery has launched a limited-edition “Presidential Pack” containing 1,961 beers — one for each day of the U.S. presidential term.

    Other companies have modified existing campaigns to better align with the movement. Sobeys recently debuted a new “So Canadian” campaign, a new iteration of its long-running “So.be.it.” campaign.

    Healthy Planet has expanded its #Healthyplanetswap campaign to include #HealthyCanadianSwap, which focuses on providing domestically sourced options.

    Whether through packaging that clearly marks country of origin or marketing campaigns that play on national pride, Canadian brands are leveraging their national identity to resonate with consumers.

    A smart choice in uncertain times

    The early momentum behind the Buy Canadian movement is promising. While Canada was largely spared from Trump’s most recent tariffs under the Canada-United States-Mexico Agreement, the unpredictability of U.S. trade policy and broader global tensions make it more important than ever to build long-term economic resilience at home.

    The early days of the movement show a strong desire among Canadians to support local industries, protect jobs and reinforce national self-sufficiency. Even as higher costs and global disruptions remain real challenges, buying Canadian serves as both a practical and symbolic choice, one that reduces dependency on volatile foreign markets and strengthens the domestic economy.

    This is a pivotal moment. The foundations of the movement are in place, and its early success is encouraging. For the “Buy Canadian” effort to have lasting impact, it needs sustained commitment from consumers, businesses and policymakers alike.

    By continuing to prioritize homegrown goods and services, Canadians can help shield their economy from future shocks and chart a more independent, stable path forward.

    The bill helps more children join permanent, loving families by removing income as a barrier to adoption.

     

    Washington, D.C. – On Thursday, April 10, 2025, Representatives Danny K. Davis (D-IL), Blake Moore (R-UT), Gwen Moore (D-WI), Randy Feenstra (R-IA), Don Bacon (R-NE), Sydney Kamlager-Dove (D-CA), and Robert Aderholt (R-AL) introduced the bipartisan, bicameral Adoption Tax Credit Refundability Act of 2025. The legislation would help children find permanent, loving families by removing income as a barrier to adoption.  Senators Kevin Cramer (R-ND) and Amy Klobuchar (D-MN) will introduce companion legislation in the Senate. 

    The Adoption Tax Credit helps families offset some of the costs of adoption, especially for children with special needs. Currently, the tax credit disadvantages low- and middle-income families, in particular families with annual incomes between $30,000 to $50,000.  This inequity is problematic given that approximately half of youth adopted from foster care live in families with incomes at or below 200 percent of the federal poverty level; thus, the credit inadvertently creates barriers to permanency for a substantial number of families.  During the Great Recession, Congress allowed families to receive the Adoption Tax Credit if the credit exceeded their tax liability recognizing that the economic hardship could prevent families from adopting or exact a heavy financial toll from families choosing adoption.  The Adoption Tax Credit Refundability Act of 2025 would again make this credit refundable to remove income as a barrier to adoption to help more children join permanent, loving families.

    “The Adoption Tax Credit Refundability Act reflects common-sense federal policy,” said Rep.     Governor Josh Shapiro visited the Port of Philadelphia (PhilaPort) to hear directly from port leaders, businesses, and workers about how new federal tariffs are injecting chaos and uncertainty into their work and raising costs for consumers across the Commonwealth. The Governor’s visit comes as new federal tariffs – the highest in 100 years – disrupt supply chains and raise prices on everything from fruit and produce to cars, electronics, and cocoa.

    PhilaPort is the largest port in the U.S. for imported fruit and a major gateway for goods entering the country, supporting 12,000 jobs locally and 66,000 maritime jobs statewide. Last year, the Port accounted for $3.2 billion in fruit imports – more than any other American port and 20 percent of all U.S. food imports – and is a global leader in the import of food products, cars, meat, cocoa, and steel. Pennsylvania is also home to two other ports – Pittsburgh and Erie – that support international trade.

    What you need to know: The U.S. Economic Development Administration formally accepted all 13 Jobs First regional plans as Comprehensive Economic Development Strategies, allowing communities across California to accelerate local economic investment.

    SACRAMENTO – Today, Governor Newsom and the California Jobs First Council Co-Chairs announced that the United States Economic Development Administration (EDA) has formally accepted all thirteen Jobs First regional plans as Comprehensive Economic Development Strategies (CEDS). This acceptance marks the first time in California’s history that all 482 cities, 58 counties and every community have a federally recognized strategy, creating new opportunities to attract and leverage investments in the implementation of these plans. 

    “This is a significant milestone for communities up and down the Golden State – giving our regional partners access to additional federal funds, in addition to state, private, and philanthropic resources, that will help us grow and strengthen California’s world-leading economy. This is the Jobs First vision of an inclusive, bottom-up economic development strategy come to life.”

    The U.S. EDA, along with many other federal agencies, requires an approved CEDS for communities to be eligible for funding from a wide variety of programs that promote economic, infrastructure, and workforce development. The approval of these plans also positions California’s regions to further advocate for financial resources from many funders, including philanthropy, private investors, Community Development Financial Institutions, and Community Reinvestment Act bankers.

    “Over the past two and a half years, communities have worked tirelessly to develop these regional plans, and this acceptance is a major accomplishment that comes at just the right time as we pivot from planning into action,” said Dee Dee Myers, Senior Advisor to Governor Newsom and Director of the Governor’s Office of Business and Economic Development. “We look forward to supporting our regional partners as they work to attract more investment and economic activity to their communities in the coming years.”

    In 2022, California invested $5 million into each of the thirteen Jobs First entities, to establish collaboratives made up of a variety of stakeholders including local governments, business and labor leaders, environmental justice advocates, workforce professionals, and more. These collaboratives then developed region-specific, data-driven, community-led economic development strategies focused on creating good-paying, accessible jobs and sustainable growth. 

    These thirteen strategies laid the foundation of the statewide Blueprint and marked the first time that California had ever made this type of investment to promote regions-up economic planning, clearing the way for newfound regional and cross-regional collaboration.

    “Having led the development of local and regional CEDS across California, I can attest first-hand how incredible it is for all our communities to have received this acknowledgement,” said Stewart Knox, Secretary of Labor & Workforce Development. “Now, it’s time for us to get to work on making sure these new opportunities result in good-paying jobs up and down the state.”

    These approvals are a direct result of the recently released  California Jobs First Economic Blueprint, a statewide plan built with input from thirteen regional strategies to drive sustainable economic growth, innovation, and access to good-paying jobs over the next decade.

    Made up of ten strategic industry sectors, this framework will help streamline the state’s economic, business, and workforce development programs to create more jobs, faster. The state’s thirteen economic regions engaged more than 10,000 local residents and experts who collectively identified these sectors as key to driving local economies into the future.

    What you need to know: More than 500 critical restoration projects have been fast-tracked in recent years thanks to California’s ‘Cutting Green Tape’ program.

    SACRAMENTO – California is making it faster, easier, and more affordable to launch environmental restoration projects across the state, thanks to a program the state’s Department of Fish and Wildlife established in 2021 called Cutting Green Tape.

    It’s a simple idea: streamline the complex red tape – ‘green tape’ in the case of restoration work – that often delays or blocks habitat restoration projects. Instead of forcing good environmental work to get stuck in paperwork, Cutting Green Tape removes unnecessary barriers and helps important conservation projects get approved more quickly.

    And it’s working.

    Since 2022, the program has helped more than 500 restoration projects move forward by reducing costly delays and making the approval process easier to navigate. These efforts have already contributed to the restoration of nearly 200,000 acres of habitat, the reconnection of 5.5 million acres of land, and the improvement of over 700 miles of California streams. All of these projects are critical for fish, wildlife, and clean water.

    The results speak for themselves: California is proving that cutting red tape and protecting our environment go hand-in-hand. In just the last few years, we’ve cut red tape on more than 500 projects that have restored nearly 200,000 acres of habitat and improved hundreds of miles of streams.

    We’re unleashing projects from being stuck in endless paperwork and bureaucracy – all to support California’s thriving biodiversity.

    Why it matters

    By removing red tape, the state is saving time, money, and precious ecosystems. Faster restoration means healthier rivers, cleaner water, stronger fish populations, and better protection against climate impacts like wildfire and drought. It also means public funds and community efforts go further and have a bigger impact.

    CDFW estimates the program has already saved nearly $10 million in permitting costs — savings that go right back into protecting the environment.

    New streamlined permit makes restoration even easier

    Restoration projects require permits from the state to ensure they are environmentally responsible, protect wildlife, and foster abundant ecosystems. In a significant development, CDFW recently issued its first newly expanded Restoration Management Permit (RMP), a streamlined permit that consolidates five of the most common CDFW approvals typically needed for restoration projects into one single permit. This follows legislation – Assembly Bill 1581 (Kalra) – signed by Governor Newsom last September, creating the pathway to establish the fully realized RMP. That means fewer hoops to jump through and faster starts for high-priority projects.

    This first expanded RMP was granted to the San Mateo Resource Conservation District for a project improving fish passage and habitat along Little Butano Creek. This work will create cleaner, more connected streams, which in turn will boost biodiversity and support long-term ecosystem health.

    “Making it faster and easier to approve restoration projects has huge benefits for people and wildlife alike, which is why I’m excited we’ve issued our first restoration permit for the Little Butano Creek Project in the Pescadero watershed,” said CDFW Director Charlton H. Bonham. “Now, rather than navigating multiple approvals from the department, we can streamline restoration projects with a single approval process, exponentially cutting down on time and cost. This is a huge benefit for California’s restoration projects, and I anticipate many more streamlined approvals to come.”

    Located along a tributary to Butano Creek in the Pescadero Creek watershed, the goal of the project is to restore fish passage at an existing 15-foot-tall chute. This will increase access to the Little Butano Creek watershed, enabling certain fish to complete their lifecycle and keep these species thriving. The project is expected to enhance approximately 1,000 linear feet of aquatic habitat and 3.52 acres of riparian and wetland habitat for the benefit of coho salmon, steelhead trout, Pacific lamprey, California red-legged frog, southwestern pond turtle, San Francisco garter snake, California giant salamander, Santa Cruz black salamander and San Francisco dusky-footed woodrat.

    “The Restoration Management Permit is a game changer, enabling us to complete high-priority habitat restoration, like the project on Little Butano Creek, much more quickly and cost-effectively in partnership with CDFW,” said Kellyx Nelson, San Mateo RCD Executive Director.

    What you need to know: California officials continue to protect consumers and support the legal cannabis market through operations to seize 212,681 illegal cannabis plants worth $316 million.

    SACRAMENTO – Governor Gavin Newsom today announced that officials have seized more than $316 million worth of illegal cannabis and $474,000 in cash since January 2025. Through coordinated enforcement actions with state agency partners and local governments, these efforts build upon the previous work to seize $534 million worth of illegal cannabis in 2024.

    In addition to confiscating 212,681 illicit cannabis plants, officials issued 99 warrants, which resulted in the removal of 35 firearms and 29 arrests.

    “As California’s legal cannabis market expands, we have a responsibility to crack down on the nefarious actors that put public health at risk and undermine the progress we’ve made. Unlicensed, unregulated products threaten consumer safety and jeopardize the integrity of this industry. We’re doubling down on our commitment to protect Californians and lift up the legal cannabis marketplace that so many have worked hard to build.”

    These figures represent combined enforcement efforts from the Governor’s Unified Cannabis Enforcement Task Force (UCETF), the Department of Fish & Wildlife (DFW), the Department of Cannabis Control (DCC) the California Department of Tax and Fee Administration, the California Department of Pesticide Regulations, Torrance Police Department, Alameda District Attorney’s Office, Oakland Police Department, among others, since January.

    California’s regulated cannabis market is the largest in the world, fostering environmental stewardship, compliance-tested products, and fair labor practices, while driving economic growth and funding vital programs in education, public health, and environmental protection. The Department of Cannabis Control recently released a market outlook report that shows prices are stable, industry value is up, and the licensed market is growing.

    A unified strategy across California 

    Since 2019, officials have seized and destroyed over 800 tons, or over 1.7 million pounds, of illegal cannabis worth an estimated retail value of $3.1 billion through over 1,500 operations.

    The cannabis task force was established in 2022 by Governor Newsom to enhance collaboration and enforcement coordination between state, local, and federal partners. Partners on the task force include the Department of Cannabis Control, the Department of Pesticide Regulation, the Department of Toxic Substances Control, and the Department of Fish and Wildlife, among others. 

    Protecting California’s consumers

    In September, Governor Newsom announced emergency hemp regulations in response to increasing health incidents related to intoxicating hemp food and beverage products, which state regulators found sold across the state. The new regulations ban any detectable quantity of THC from consumable hemp products to protect youth and mitigate the risk of adverse health effects. The emergency regulations better align the sale of hemp products with certain restrictions currently seen in the California legal cannabis market by limiting serving and package size and establishing a minimum age of 21 to legally purchase industrial hemp food, beverage and dietary products.

    In October, Governor Newsom issued a statement following the Los Angeles County Superior Court’s recent decision to reject the hemp industry’s attempt to block enforcement of the regulations.

    Since the emergency hemp regulations were put in place, agents from California’s Alcoholic Beverage Control have visited 9,251 locations and seized 7,007 hemp products from 141 violators.

    Introduction

    Left Wing Extremism (LWE), often referred to as Naxalism, is one of India’s most serious internal security challenges. Rooted in socio-economic inequalities and fueled by Maoist ideology, LWE has historically affected some of the most remote, underdeveloped, and tribal-dominated regions of the country. The movement has aimed to undermine the Indian state through armed rebellion and parallel governance structures, particularly targeting security forces, public infrastructure, and democratic institutions. Originating from the Naxalbari movement of 1967 in West Bengal, it spread primarily across the “Red Corridor,” affecting states like Chhattisgarh, Jharkhand, Odisha, Maharashtra, Kerala, West Bengal, Madhya Pradesh, and parts of Andhra Pradesh and Telangana. The Maoist insurgents claim to fight for the rights of the marginalized, particularly tribal communities, but their methods include armed violence, extortion, destruction of infrastructure, and recruitment of children and civilians.

    However, in recent years, India’s multidimensional counter-LWE strategy – combining security enforcement, inclusive development, and community engagement – has delivered significant success. The movement has been systematically weakened, violence has drastically declined, and many LWE-affected districts are being reintegrated into the national mainstream. The government of India is committed to completely eliminate Naxalism by 31st March 2026, since Naxalism is seen as the biggest obstacle in the development of remote areas and tribal villages, as it prevents education, healthcare, connectivity, banking, and postal services from reaching these villages.

    The number of LWE affected districts reduced from 126 to 90 in April 2018, 70 in July 2021 and further to 38 in April-2024. Out of total Naxalism-affected districts, number of most affected districts has been reduced from 12 to 6, which include four districts from Chhattisgarh (Bijapur, Kanker, Narayanpur, and Sukma), one from Jharkhand (West Singhbhum), and one from Maharashtra (Gadchiroli). Similarly, out of the total 38 affected districts, the number of Districts of Concern, where additional resources need to be intensively provided beyond the severely affected districts, has reduced from 9 to 6. These 6 districts are: Andhra Pradesh (Alluri Sitarama Raju), Madhya Pradesh (Balaghat), Odisha (Kalahandi, Kandhamal, and Malkangiri), and Telangana (Bhadradri-Kothagudem). Due to persistent action against Naxalism, number of Other LWE-affected Districts has also decreased from 17 to 6. These include districts from Chhattisgarh (Dantewada, Gariaband, and Mohla-Manpur-Ambagarh Chowki), Jharkhand (Latehar), Odisha (Nuapada), and Telangana (Mulugu). In the last 10 years, over 8,000 Naxalites have abandoned the path of violence, and consequently, the number of Naxal-affected districts has reduced to fewer than 20.

    The most affected Districts and Districts of Concern are given financial assistance of Rs. 30 crore and Rs. 10 crore, respectively, by the Government of India under a special scheme, Special Central Assistance (SCA), to fill the gaps in public infrastructure. Apart from this, special projects are also provided for these districts as per the need.

    Incidents of violence by LWE which reached its highest level of 1936 in 2010 have reduced to 374 in 2024 i.e. a reduction of 81%. The total number of deaths (civilians + security forces) has also reduced by 85% during this period from 1005 deaths in 2010 to 150 in 2024.

    Government Strategy: National Policy and Action Plan (2015) and other Key Initiatives

    The government of India has adopted a zero-tolerance approach towards left-wing extremism and with 100% implementation of government schemes, it seeks to fully develop the LWE-affected areas. The government had laid down two rules of law to fight left wing extremism. First, to establish the rule of law in Naxalism-affected areas and completely stop illegal violent activities. Second, to quickly compensate for the loss in those areas which were deprived of development due to the long Naxalite movement.

    To address the LWE menace holistically, a National Policy and Action Plan to address LWE was approved in 2015. It envisages a multi-pronged strategy involving security related measures, development interventions, ensuring rights and entitlements of local communities etc.

    The Central Government closely monitors the situation and supplements and coordinates their efforts in several ways. These include providing the Central Armed Police Forces (CAPFs); sanction of India Reserve (IR) battalions, setting up of Counter Insurgency and Anti-Terrorism (CIAT) schools; modernisation and upgradation of the State Police and their Intelligence apparatus; reimbursement of security related expenditure under the Security-related Expenditure (SRE) Scheme; providing helicopters for anti-LWE operations, assistance in training of State Police through the Ministry of Defence, the Central Police Organisations and the Bureau of Police Research and Development; sharing of Intelligence; facilitating inter-State coordination; assistance in community policing and civic action programmes etc. On development side, apart from flagship schemes, Government of India has taken several specific initiatives in LWE affected States, with special thrust on expansion of road network, improving telecommunication connectivity, skilling and financial inclusion.

    • Security Related Expenditure (SRE) Scheme: This Scheme is being implemented as a sub-scheme of the umbrella scheme ‘Modernization of Police Forces’. Under the SRE Scheme, the Central Government reimburses security related expenditure for LWE affected districts and districts earmarked for monitoring. The reimbursement includes the expenditure relating to training and operational needs of security forces, ex-gratia payment to the family of civilians/security forces killed/injured in LWE violence, rehabilitation of surrendered LWE cadres, community policing, village defence committees and publicity materials. The SRE Scheme aims at strengthening of the capacity of the LWE affected States to fight the LWE menace effectively. During 2014-15 to 2024-25, Rs. 3260.37 crore has been released under this Scheme.
    • Special Central Assistance (SCA) for most LWE affected districts: This Scheme was approved in 2017 and is being implemented as a sub-scheme of the umbrella scheme ‘Modernization of Police Forces’. The main objective of the Scheme is to fill the critical gaps in Public Infrastructure and Services in most LWE affected districts, which are of emergent nature. Till now, Rs 3,563 crore have been released since the inception of Scheme in 2017.
    • Special Infrastructure Scheme (SIS): This Scheme is being implemented as a sub-scheme of the umbrella scheme ‘Modernization of Police Forces’. Under Special Infrastructure Scheme, funds are provided for strengthening of State Intelligence Branches (SIBs), Special Forces, District Polices and Fortified Police Stations (FPSs). Under the SIS, Rs. 1741 crore have been sanctioned. 221 Fortified Police Stations have been constructed under the Scheme.
    • Scheme of Fortified Police stations: Under the scheme 400 Fortified Police Stations have been constructed in 10 LWE affected States. Put together 612 Fortified Police Stations have been constructed in LWE affected areas in the last 10 years. This is in contrast to 2014, when there were only 66 fortified police stations.
    • Assistance to Central Agencies for LWE management Scheme: This Scheme is being implemented as a sub-scheme of the umbrella scheme ‘Modernization of Police Forces’. Under the Scheme, assistance is provided to Central Agencies (CAPFs/IAF etc.) for strengthening of infrastructure and hiring charges for Helicopters. Rs. 1120.32 crore have been given to Central Agencies during the period 2014-15 to 2024-25.
    • Civic Action Programme (CAP): This Scheme is being implemented as a sub-scheme of the umbrella scheme ‘Modernization of Police Forces’ to bridge the gaps between Security Forces and local people through personal interaction and bring the human face of SFs before the local population. The Scheme has been very successful in achieving its goal. Under the Scheme, funds are released to the CAPFs, deployed in LWE affected areas, for conducting various civic activities for the welfare of the local people. Rs. 196.23 crore has been released to CAPFs since 2014-15.
    • Media Plan: The Maoists have been misguiding and luring the innocent tribals/ local population in LWE affected areas by their so-called poor-friendly revolution through petty incentives or by following their coercive strategy. Their false propaganda is targeted against the security forces and the democratic setup. Therefore, the Government is implementing this Scheme in LWE affected areas. Under the scheme activities like Tribal Youth Exchange programmes, radio jingles, documentaries, pamphlets etc. are being conducted. Rs. 52.52 crore have been released under the scheme since 2017-18.
    • Road Requirement Plan-I (RRP-I) for LWE affected areas and Road Connectivity Project for LWE affected areas (RCPLWE): The RRP-I Scheme is being implemented by Ministry of Road Transport & Highways for improving road connectivity in Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha and Uttar Pradesh. The RCPLWE scheme was launched in the year 2016 to improve the road connectivity in 44 worst affected LWE districts and some adjoining districts in 9 States, viz. Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Telangana and Uttar Pradesh. The scheme has twin objectives of enabling smooth and seamless anti-LWE operations by the security forces and also ensuring socio-economic development of the area. 17,589 km of roads have been sanctioned under these two schemes. Of these, 14,618 km have been constructed.
    • Telecom Connectivity: 3 telecom projects, namely, Mobile Connectivity Project Phase-I & Phase-II, Provision of 4G mobile services in uncovered villages of Aspirational Districts and Saturation of 4G mobile services, are being implemented in LWE affected areas to improve telecom connectivity. A total of 10,505 mobile towers have been planned, of which 7,768 towers have been commissioned. The entire Naxal-affected region will be equipped with mobile connectivity by December 1, 2025.
    • Aspirational District: The Ministry of Home Affairs has been tasked with the monitoring of Aspirational districts programme in 35 LWE affected districts.
    • Financial Inclusion: For financial inclusion of the local populace in these areas, 1,007 bank branches and 937 ATMs in 30 Most LWE affected districts and 5,731 new post offices have been opened in LWE affected districts since April 2015. 37,850 Banking Correspondents (BCs) have been made operational in Most LWE affected districts.
    • Skill Development and Education: For Skill development 48 Industrial Training Institutes (ITIs) and 61 Skill Development Centres (SDCs) have been made functional in LWE affected districts.  For quality education in tribal blocks of LWE affected districts 178 Eklavya Model Residential Schools (EMRSs) have been made functional in LWE affected districts. The Skill Development Scheme reached all 48 districts, and a strong vertical of the National Investigation Agency (NIA) was created. 1,143 tribal youths were recruited into the security forces.

    Since 2019, to fill the security vacuum, 280 new camps have been established, 15 new Joint Task Forces have been created, and 6 CRPF battalions have been deployed to assist state police in various states. Along with this, an offensive strategy has been adopted by activating the National Investigation Agency to choke the financing of Naxalites, which has resulted in a shortage of financial resources for them. Multiple long-duration operations were conducted, ensuring that the Naxalites are surrounded, leaving them with no opportunity to escape.

    October 2, 2024, PM Narendra Modi launched the ‘Dharti Aaba Janjatiya Gram Utkarsh Abhiyan’ from Jharkhand. This campaign will be a milestone in providing personal amenities for achieving full saturation in rural areas in over 15,000 villages, benefiting nearly 1.5 crore people in LWE affected areas. The government is strengthening 3-C i.e., Road connectivity, Mobile connectivity and Financial connectivity in the LWE affected areas.

    Success Stories

    As part of zero-tolerance policy against Naxalism, 90 Naxals have been killed, 104 arrested, and 164 have surrendered in the year, by March 2025. In 2024, 290 Naxalites were neutralized, 1,090 were arrested, and 881 surrendered.

    Recently on 30th March 2025, 50 Naxalites in Bijapur (Chhattisgarh) surrendered. On 29th March 2025, our security agencies neutralised 16 Naxalites and recovered a massive cache of automatic weapons in an operation in Sukma (Chhattisgarh). On 20th March 2025, in two different operations by our security forces in Bijapur and Kanker, Chhattisgarh, 22 Naxals were killed, achieving another major success in the ‘Naxalmukt Bharat Abhiyan’.

    As per the information shared by the honourable Home Minister, for the first time in 30 years, the number of casualties due to LWE was below 100 in 2022, which is a significant achievement. From 2014 to 2024, there has been a substantial decline in Naxal-related incidents. 15 top Naxal leaders have been neutralized, and the government welfare schemes have been better implemented to reach to the last man in the queue. Areas like Buddha Pahad and Chakarbandha have been completely free from the grip of Naxalism. 85% of the LWE cadre strength in Chhattisgarh has been eliminated. Since January 2024, a total of 237 Naxalites have been killed, 812 arrested, and 723 have surrendered in Chhattisgarh. More than 13,000 people from the Northeast, Kashmir, and LWE affected areas have renounced violence and joined the mainstream.

    In 2014, there were 330 police stations where Naxal incidents occurred, but now this number has reduced to 104. Earlier Naxal-affected area was spread in more than 18,000 square kilometers, now only span 4,200 square kilometers. Between 2004 and 2014, there were a total of 16,463 incidents of Naxal violence. However, during 2014 to 2024, the number of violent incidents decreased by 53%, dropping to 7,744. Similarly, the number of causalities of security forces decreased by 73%, from 1,851 to 509. By 2014, there were a total of 66 fortified police stations, but over the past 10 years, their number has increased to 612. In the past 5 years, a total of 302 new security camps and 68 night landing helipads have been established.

    To financially choke the Naxalites and break their financial backbone, National Investigation Agency (NIA) and Enforcement Directorate were used, seizing several crores of rupees from Naxalites. Under the Prevention of Money Laundering Act (PMLA), cases were filed, and those who funded the Naxalites were sent behind bars. To bring development to Naxal-affected areas, the budget allocation for these regions was increased by 300%.

    In December 2023, within a single year, 380 Naxalites were killed, 1,194 were arrested, and 1,045 surrendered.

    Conclusion

    India’s multi-pronged strategy against Left Wing Extremism has significantly weakened the insurgency, both territorially and operationally. The government’s focus on a blend of security, development, and rights-based empowerment has transformed the landscape in previously affected areas. With sustained political will, administrative commitment, and people’s participation, the vision of a LWE-free India is closer than ever.

    Following are the opening remarks (English translation) by the Secretary for Development, Ms Bernadette Linn, on planning and lands policy areas at the special meeting of the Legislative Council (LegCo) Finance Committee today (April 10):

    In 2025-26, the total estimated expenditure of the Development Bureau’s Planning and Lands Branch and the departments under its purview (mainly including the Buildings Department, the Lands Department, and the Planning Department) is approximately $8.037 billion, a decrease of approximately $23 million over the revised estimate for the previous year, and the number of civil service posts will decrease by 168. We will continue to put resources to more effective use through measures such as reprioritisation of work, internal redeployment and streamlining of procedures, and will take forward the following priority tasks under the principle of enhancing quantity, speed, efficiency and quality.
     
    Enhancing speed and efficiency in increasing land supply
     
    On land supply, we will continuously create land to support the development of new industries, and improve citizens’ quality of life. When land creation is completed, we will roll out such land for various types of development in an orderly manner in light of the latest situation.
     
    The Government will continue to accord high priority to devoting resources and spare no effort to take forward the Northern Metropolis (NM) development. It is estimated that 600 hectares of private land will be resumed in the next five years, and at least 570 hectares of land be formed. In the coming five years, it is estimated that a total of 60 000 public and private residential units will be completed and 1 million square metres of economic floor space be provided in the NM. Moreover, we will complete the rezoning procedures for a data park site in Sandy Ridge within this year to facilitate early disposal of the site in the market by the Innovation, Technology and Industry Bureau. During the year, we will also finalise the land use proposals for Ngau Tam Mei, New Territories North New Town and Ma Tso Lung.
     
    We will adopt more diversified development approaches. We are analysing the expressions of interest (EOIs) received for the three pilot areas of large-scale land disposal in the NM, and will commence the tendering work progressively from the second half of this year. We will invite land owners to submit applications for in-situ land exchanges in respect of the San Tin Technopole later this year. Moreover, we have invited tenders under the “two-envelope” approach for two sites in Yuen Long and Hung Shui Kiu for developing multi-storey buildings for modern industries. The Government has recently fine-tuned the tender conditions in response to constructive market feedback and extended the tender closing date to end-July accordingly.
     
    To facilitate market participation and enhance investment incentives, we are exploring land administration work in several areas. Firstly, we will consider allowing land owners to voluntarily surrender land planned to be resumed by the Government in the NM to offset the premium payable for in-situ land exchange or large-scale land disposal in new development areas (NDAs). Secondly, wider application of the “pay for what you build” approach will be explored, including allowing developers to pay premium for lease modifications, which is not based on the maximum floor area but is determined according to the actual construction floor area. Thirdly, consideration will be given to tenancies with a long tenure, which will be longer than the current maximum fixed term of seven years for short-term tenancies.
     
    We will also continue to explore a wide array of other measures to further streamline the approval process, in particular various administrative approval processes at construction stage, to reduce construction costs.
     
    We announced the Government’s 2025-26 Land Sale List in end-February. Taking into account the eight residential sites available for sale and other sources, the potential private housing land supply in 2025-26 is estimated to have a capacity to produce about 13 700 flats, similar to the target for annual supply of the Long Term Housing Strategy. The Government has indicated that it will not roll out any commercial sites for sale in the current financial year, and will consider rezoning some of the commercial sites expected to be ready and available for sale in the next few years into residential use or allowing greater flexibility of land use.
     
    In line with the “industry-led” planning approach, we invited the market to submit EOIs for three island and coastal tourism projects last week. This is the first time in recent years that the Government takes forward the creation of new land parcels for tourism and recreation purposes, and intends to make the best use of participation of enterprises and the market force for developments to be realised. As regards the marina development at the expansion area of Aberdeen Typhoon Shelter, we are inviting the market to submit EOIs. The exercise will conclude by the end of this month. In addition, we will announce in around mid-2025 the land use proposals for Lung Kwu Tan and Tuen Mun West, including the River Trade Terminal, which will provide sites for developing key industries including new energy, modern logistics, advanced construction and circular economy.
     
    Work on enhancing quality
     
    In respect of “enhancing quality”, urban renewal and building safety are among our key priorities. With the amended Land (Compulsory Sale for Redevelopment) Ordinance in force since December last year, the Support Service Centre for Minority Owners under Compulsory Sale commenced operation in August last year. We are working with the Urban Renewal Authority to conduct district planning studies on Tsuen Wan and Sham Shui Po, with renewal master plans to be released within this year. We are also exploring the use of land in NDAs to create more favourable conditions for future urban redevelopment projects by the public and private sectors, with a view to driving redevelopment. Preliminary proposals will be put forward within this year.
     
    In respect of amending the Buildings Ordinance to strengthen building safety, tackle unauthorised building works and enhance safety of construction works, we are consolidating public views, and a bill is expected to be introduced in the first half of next year.
     
    On leveraging harbourfront resources, we will set up refreshment stalls at harbourfront locations with higher visitor flow in Central, Wan Chai, North Point and Tsim Sha Tsui this year to enrich visitors’ experiences. We will consult stakeholders, including the Legislative Council Panel on Development, on the proposals for residential and commercial developments and a marina in the waterfront site in the vicinity of Hung Hom Station this month. Separately, we have just completed the scrutiny of the Protection of the Harbour (Amendment) Bill, and the second reading will resume next month. We will make good use of the streamlined mechanism to take forward works conducive to public enjoyment of the Victoria Harbourfront.

    Repeated migrant deaths at sea are a tragic reminder of the need for a comprehensive approach to migration management and renewed efforts to combat migrant smuggling.

    The EU supports Member States in migration management (e.g. through financial and operational support), with the objective of creating fair, efficient, and sustainable migration and asylum systems.

    At the same time, it will continue its work on preventing dangerous journeys from taking place. This is done by addressing the root causes of irregular migration and by reinforcing the existing framework to combat organised criminal networks along migratory routes to the EU.

    The granting of international protection must be carried out in line with the requirements set out in the Qualification Directive[1] which will be succeeded by the Qualification Regulation[2] and reflects the Geneva Convention[3].

    Both the Geneva Convention and the EU asylum acquis, however, do not provide beneficiaries of international protection with the right to reside in their country of choice.

    The European Council Conclusions of 19 December 2024[4] reaffirmed the need to achieve conditions for safe, voluntary and dignified returns to Syria, as defined by the United Nations High Commissioner for Refugees (UNHCR). The Commission is constantly monitoring the situation in Syria and remains in contact with UNHCR.

    In 2023, a herd of 300 dairy cows in Saint-Omer, Normandy, were slaughtered after a case of tuberculosis was detected among them. In 2024, in a municipality neighbouring Calvados, a farmer saw his 150 cows slaughtered for the same reason. Farmers in the department are against the practice of ‘blanket slaughter’, which involves systematically killing the whole herd in the event of a positive test on one animal, with serious financial and psychological consequences for farmers.

    The reliability of the tests is also being questioned, with professionals calling for more precise tools, in order to avoid slaughtering by mistake or because it takes too long for results to be confirmed. When a first test on an animal is positive, breeders actually have to wait several weeks to have the positive test definitively validated. In the meantime, even if the test ultimately turns out to be negative, all production (in this case of milk) must be discarded for health reasons.

    Therefore, will the Commission:

    • 1.adapt the health rules to avoid blanket slaughter and preserve farmers’ economic viability?
    • 2.encourage research on the subject in order to develop more reliable and more accurate health tests?
