    HANGZHOU, July 1 (Xinhua) — In a playroom at a nursing home in China, several sprightly seniors gathered to play table hockey, competing in wits and skill, savoring every moment.

    Once considered a child’s play, these educational games are quickly becoming the latest craze among seniors.

    As China’s population ages at an accelerated rate, the once-overlooked consumer niche of games and toys for the elderly is emerging as a new pillar of the booming silver economy.

    Guan Weijian, a toy merchant in the eastern Chinese city of Yiwu, known as the “supermarket of the world,” quickly saw the wind blowing when he noticed such changes.

    Over the past year, his online store has seen a boom in demand for fitness gear and cognitive-development games and toys among older shoppers. Consumers aged 50 and up now make up 30 percent of his user base.

    “Our two best-selling toys are in the fitness and puzzle categories. They are low-impact yet fun, perfect for seniors to exercise or while away the time,” says Guan Weijian.

    “In fact, there are similarities between toys for the elderly and children’s toys in terms of developing reflexes, grip strength and coordination. In fact, some children’s toys can be easily adapted for the elderly with just a few simple changes,” Guan Weijian added.

    Realizing the potential of the senior toys sector as a promising niche, he decided to take advantage of the opportunity. In just three months after launching more than 10 products designed specifically for senior users, sales at his store far exceeded expectations.

    Searches for “toys for the elderly” on Taobao, one of China’s leading e-commerce platforms, grew 124 percent year-on-year, and transaction volume increased by more than 70 percent. Consumers aged 55 and above now make up an increasing proportion of shoppers, and their purchase frequency is increasing.

    As the market expands, more and more toy manufacturers across China are shifting their focus to meet the needs of older consumers.

    According to Cheng Xin of Taobao’s toys and collectibles section, there are many new shops selling toys for the elderly popping up on the platform, some of which are newly established and many of which are converted from former children’s toy stores.

    “Toys are no longer exclusive to kids, nor are they pop culture icons. They are a lifelong hobby that can be enjoyed by a wide range of consumers of all ages,” Cheng Xin said, adding that Taobao plans to launch a special toy segment for seniors, providing them with customized operational support.

    The booming market of toys for the elderly has not only created new growth points for consumption, but also contributed to a profound transformation of the traditional production chain.

    A particularly striking example is Yunhe County in Zhejiang Province, East China, widely known as the “birthplace of China’s wooden toys.”

    Based on years of industrial experience, Yunhe County has now deeply integrated the wooden toy industry with the elderly care industry, forming an innovative industrial chain focusing on intellectual, health and entertainment products.

    The key to this transformation lies in the shift from “fun” to “functionality.” To date, local manufacturers have developed more than 200 wooden toys designed to improve hand-foot coordination and slow down memory loss in older adults.

    According to Yin Qian, president of Zhejiang Mimi Zhikang Technology Co., the company has developed more than 100 wooden puzzle toys that are both entertaining and mentally stimulating.

    To enhance the cognitive and rehabilitation properties of its products, the company collaborated with the Health Science Center of Xi’an Jiaotong University and the Alzheimer’s Disease Prevention Group located in Shaoxing, Zhejiang Province.

    To date, the company has received more than 30 patents and supplies products to more than 500 senior care facilities across the country.

    Meanwhile, Yunhe is also targeting international markets. In recent years, the county has expanded the export of its wooden toys to senior schools, nursing homes and community centers overseas.

    “In 2024, our products were successfully exported to Germany, Japan and other markets, where they were warmly received by elderly users,” Yin Qian said.

    In the first quarter of this year, sales of wooden toys aimed at the elderly rose 50 percent year-on-year.

    China’s elderly population is projected to grow by more than 10 million a year over the next decade, according to the Ministry of Civil Affairs. The silver economy’s share of China’s GDP is expected to rise to 9 percent by 2035, from 6 percent today.

    Data from iiMedia Research shows that China’s elderly care market will reach 12 trillion yuan (about $1.68 trillion) in 2023, up 16.5 percent year-on-year. The country’s silver economy is projected to reach about 30 trillion yuan by 2035, accounting for about 10 percent of GDP.

    Innovations in niche segments are opening up new opportunities in the silver economy, said Zhang Jinsong, secretary general of the Committee on Education for the Elderly of the Chinese Gerontological Society.

    The “silver” economy is poised to move beyond basic needs to consumption based on quality and pleasure, which will open up enormous potential,” he added. -0-

    Minister of Foreign Affairs Lin Chia-lung hosted a welcome luncheon on June 26 for Takayuki Kobayashi, former Japanese Minister in Charge of Economic Security and current member of the House of Representatives. They exchanged views on issues such as integrated diplomacy, response strategies for countering gray-zone tactics, and Taiwan-Japan cooperation in third countries.

    Minister Lin stated that since assuming office, he had been proactively implementing integrated diplomacy. He said that the policy combined the strengths of the public and private sectors to expand Taiwan’s international presence and promote the Diplomatic Allies Prosperity Project, which aimed to deepen substantive and mutually beneficial relations with diplomatic allies and like-minded countries. He added that Taiwan was pleased that the Japanese government had recently bolstered strategic partnerships with Palau, Paraguay, Guatemala, and other diplomatic allies of Taiwan, and thanked Japan for actively advancing cooperative relations with Taiwan’s allies. He emphasized that Taiwan and Japan faced similar regional security and economic challenges and that the two sides should enhance collaboration and joint strategic responses.

    Furthermore, he indicated that the industries of Taiwan and Japan were highly complementary and that, in the face of China’s aggressive pursuit of global high-tech industry dominance, Taiwan and Japan should work together to build non-red supply chains and boost economic resilience and industrial competitiveness to ensure that democracies steadily keep pace with technological developments worldwide.

    Representative Kobayashi stated that Taiwan and Japan had a close friendship in terms of history, the economy, and personnel exchanges. He expressed hope that the visit would increase his understanding of Taiwan. In addition, he affirmed his desire to help further Taiwan-Japan ties in the future, which would contribute to safeguarding regional peace and stability.

    Also in attendance at the luncheon were Taipei University of Marine Technology President Lu Yao-zhi, Institute for National Defense and Security Research Chief Secretariat Office Director Lin Yen-hung, and Japan-Taiwan Exchange Association Taipei Office Chief Representative Kazuyuki Katayama. ESF+ funding should support those objectives.     (2) The White paper for European Defence – Readiness 20303 paves the way for a true European defence union, including by suggesting to Member States to heavily invest into defence and the defence industry. In that regard, the Communication from the Commission – the Union of Skills of 5 March 20254 (‘the Union of Skills Communication’) sets out actions to address skills gaps and shortages in the Union, also through the Pact for Skills Initiative referred to in that Communication, and its large-scale partnerships, including one on the defence ecosystem. Therefore, it is appropriate to include incentives for the ESF+ established by Regulation (EU) 2021/1057 of the European Parliament and of the Council5 to facilitate the development of skills in the defence industry.

    (2) It is already possible to support the development of skills in the defence industry under the ESF+ established by Regulation (EU) 2021/1057 of the European Parliament and of the Council2a, to facilitate the development of skills and training in the defence industry, while safeguarding social standards. Together with the Niinisto Report, ‘Safer Together’, the EU Preparedness Strategy, and the European Defence Industrial Strategy, the White paper for European Defence – Readiness 20303 paves the way for a true European defence union, including by suggesting to Member States to heavily invest into defence, civil defence, the defence industry, dual use technologies and civil preparedness capabilities, which should be carried out together with social spending, creating employment and up- and reskilling opportunities . In that regard, the Communication from the Commission – the Union of Skills of 5 March 20254 (‘the Union of Skills Communication’) sets out actions to address skills gaps and shortages in the Union, also through the Pact for Skills Initiative referred to in that Communication, and its large-scale partnerships, including one on the defence ecosystem.

    (5) In order to enable Member States to carry out a meaningful reprogramming and focus resources on strategic Union priorities set out in recitals 2, 3 and 4 without causing further delays in implementation, it is appropriate to provide for further flexibilities. The mid-term review should serve as an opportunity to address emerging strategic challenges and new priorities therefore, Member States should benefit from additional time to complete the assessment of the outcome of the mid-term review and the submission of related programme amendments

    (5) In order to enable Member States to carry out a meaningful and just reprogramming without losing focus on the main objectives of the fund and focus resources on strategic Union priorities set out in recitals 2, 3 and 4 without causing further delays in implementation, it is appropriate to provide for further flexibilities. The mid-term review should serve as an opportunity to address emerging strategic social challenges and new priorities therefore, Member States should benefit from additional time to complete the assessment of the outcome of the mid-term review and the submission of related programme amendments. While aligning with new Union priorities, diverting attention to global strategic challenges should not change the primary mission of the ESF+. The cohesion policy must remain firmly rooted in its core objective: reducing regional disparities.

    (6) In order to accelerate the implementation of cohesion policy programmes and alleviate the pressure on national budgets and to inject the necessary liquidity for the implementation of key investments, an additional one-off pre-financing from the ESF+ should be paid for programmes. Because of the adverse impact of the Russian aggression in Ukraine, the pre-financing percentage should be further increased for certain programmes covering one or more NUTS2 regions bordering Russia, Belarus or Ukraine. In order to incentivise the re-programming towards key priorities in the context of the mid-term review, the additional pre-financing should only be available where a certain threshold for the reallocation of financial resources to specific crucial priorities is reached.

    (6) NUTS2 regions bordering Russia, Belarus or Ukraine are disproportionate heavily impacted by Russian war of aggression, experiencing job losses, less economic activity and social exclusion. In order to accelerate the implementation of cohesion policy programmes and alleviate the pressure on national budgets and to inject the necessary liquidity for the implementation of key investments, an additional one-off pre-financing from the ESF+ should be paid for programmes. Because of the adverse impact of the Russian aggression in Ukraine, the pre-financing percentage should be further increased for certain programmes covering one or more NUTS2 regions bordering Russia, Belarus or Ukraine, with no specific conditions to reallocate financial resources of the programme to dedicated priorities.

In accordance with the principle of proportionality as set out in that Article, this Regulation does not go beyond what is necessary in order to achieve that objective.

    (9) Since the objectives of this Regulation, namely to address strategic social challenges, refocus investments on critical new priorities and simplify and accelerate policy delivery, cannot be sufficiently achieved by the Member States but can rather be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.     In 2026, the Commission shall pay 4,5 % of the total support from the ESF+ as set out in the decision approving the programme amendment as additional one-off pre-financing. The one-off pre-financing percentage in 2026 shall be increased to 9,5% for programmes covering one or more NUTS2 regions bordering Russia, Belarus or Ukraine, provided the programme does not cover the entire territory of the Member State. Where, in a Member State, NUTS 2 regions bordering Russia, Belarus or Ukraine are included exclusively in programmes covering the entire territory of that Member State, the increased pre-financing set out in this paragraph shall apply to those programmes.

    In 2026, the Commission shall pay 4,5 % of the total support from the ESF+ as set out in the decision approving the programme amendment as additional one-off pre-financing.

    Justification

    The minimum reprogramming threshold to be eligible to the 4,5% pre-financing should be lower as Member States should be incentivised to reprogramme to reasonable level. The one-off pre-financing for Eastern bordering regions should not be submitted to minimum reprogramming threshold taking into account the major challenges that these regions face, and the related subparagraph is moved in a new paragraph.

    The additional pre-financing referred to in the first subparagraph of this paragraph shall only apply where reallocations of at least 15% of the financial resources of the programme to one or more dedicated priorities established in accordance with Articles 12a, 12c and 12d have been approved; provided that the request for a programme amendment is submitted by 31 December 2025.

    The additional pre-financing shall only apply where reallocations of at least 10% of financial resources of the programme from the ESF+ to one or more dedicated priorities established in accordance with Articles 12a 12c and 12d have been approved and provided that the measures supporting the dedicated priorities established in accordance with Articles 12a, 12c and 12d target smaller beneficiaries and provided that the request for a programme amendment is submitted by 31 December 2025.

     

    For the purpose of calculating the total reallocations of the financial resources of the programme from the ESF+ to one or more dedicated priorities established in accordance with Articles 12a, 12c and 12d, as referred to in the first subparagraph, the Commission shall assess the measures and take into account only the measures responding to the strategic priorities identified.

Where, in a Member State, NUTS 2 regions bordering Russia, Belarus or Ukraine are included exclusively in programmes covering the entire territory of that Member State, the increased pre-financing set out in this paragraph shall apply to those programmes. NUTS 2 regions bordering Russia, Belarus or Ukraine require special attention and exceptional support as they are often at the frontline of potential conflicts and they are vulnerable to external threats, making it crucial to supporting their resilience in countering hybrid attacks.

     

    The pre-financing due to the Member State which results from programme amendments pursuant to reallocation to the priorities referred to in the second subparagraph of this paragraph shall be counted as payments made in 2025 for the purposes of calculating the amounts to be de-committed in accordance with Article 105 of Regulation (EU) 2021/1060, provided that the request for programme amendment was submitted in 2025.

    The minimum reprogramming threshold to be eligible to the 4,5% pre-financing should be lower as Member States should be incentivised to reprogramme to reasonable level.

The higher co-financing rate shall not apply to programmes covering the entire territory of the Member State concerned, unless those regions are included only in programmes covering the entire territory of that Member State.

    Justification

    The 95% co-financing rate for Eastern bordering regions should not be submitted to minimum reprogramming threshold taking into account the major challenges that these regions face.

The deadlines set out in Article 18 (3) of Regulation (EU) 2021/1060 shall apply.

    In addition to the pre-financing for the programme provided for in Article 90(1) and (2) of Regulation (EU) 2021/1060, where the Commission approves an amendment of a programme including one or more priorities dedicated to operations supported by the ESF+ contributing to the STEP objectives referred to in Article 2 of Regulation (EU) 2024/795, it shall make an exceptional pre-financing of 30 % on the basis of the allocation to those priorities, provided that smaller beneficiaries have priority access to the funding and that the programme amendment is submitted to the Commission by 31 December 2025.     In this context, Member States may allocate resources to attract young talent and entrepreneurs, particularly to rural or less developed regions, through incentives and targeted training.

    (1) Member States may, after consulting the social partners at national level, decide to programme targeted support aiming at skilling, up-skilling and re-skilling and training with a view to adaptation of workers, enterprises and entrepreneurs in particular micro, small and medium-sized enterprises and the social economy to change contributing to decarbonisation of production capacities under dedicated priorities, with in the objective of maintaining competitiveness, sustainability and innovation during the green transition. Such dedicated priorities may support any of the specific objectives set out in Article 4(1), points (a) to (g).

     

    Member States may support promoting collaboration between different organisations, such as educational institutions who support skills development, provided that such measures support any of the specific objectives set out in Article(4), points (a) to (g).

     

    Resources allocated to the dedicated priority referred to in the first two subparagraphs of this paragraph shall be taken into account when ensuring compliance with the thematic concentration requirements as set out in Article 7.

    Rapporteur for budgetary assessment: Jean‑Marc Germain 

    The Committee on Budgets has carried out a budgetary assessment of the proposal under Rule 58 of the Rules of Procedure and has reached the following conclusions:

    The Committee on Budgets,

    A. whereas the proposal does not modify existing budgetary commitments and remains within the limits of the overall allocations for the period 2021-2027 and is therefore budgetary neutral;

    B. whereas the combined effect of exceptional one-off 30 % pre-financing and 100 % co-financing on new EU priorities, as well as additional one-off pre-financing of 4.5 % (9.5 % for NUTS 2 regions that have borders with Russia, Belarus or Ukraine) for programmes that reallocate at least 15 % of their resources to the new priorities, leads to a partial frontloading of estimated payment appropriations of EUR 500 million in 2026, followed by lower payments in 2027;

    C. whereas the extension of the eligibility period by one year – from the end of 2029 to the end of 2030 – for programmes that reallocate at least 15 % of their total allocation to new specific objectives creates payments in 2030 and changes the applicable decommitment rule for 2027 from year n+2 to year n+3;

    Conclusions of the budgetary assessment 

    1. Determines that the proposal is compatible with the MFF Regulation[1]; notes that the proposed measures are voluntary and do not involve any top-up of the initial allocation available to Member States;

    2. Notes that the proposal requires additional human resources of EUR 376 000 per year in 2025, 2026 and 2027, for two establishment plan posts; notes that the additional needs will be covered by redeployment within the Directorate-General or other Commission services; notes, however, that the overall impact of redeployments within the Commission services has reached its limit;

    3. Determines that the proposal is compatible with the Interinstitutional agreement on budgetary discipline (IIA)[2]; notes, however, that re-programming in the context of the mid-term review is considered not to alter the contribution to climate targets as set out in point 16 of the IIA; underlines that allocating resources to new objectives, including for the competitiveness, preparedness and strategic autonomy of the EU, could lead to shifting resources from interventions with a higher coefficient for calculation of support to climate change objectives to interventions with a lower coefficient, thus potentially reducing the expenditure supporting climate objectives; invites the Commission to take preventive action to counter this risk; calls on the Commission to assess the impact of the revised plans on the shares of expenditure supporting climate objectives; notes also that the ‘do no significant harm’ principle should apply to all European investments in line with the applicable legislation;

    4. Considers that the proposal is compatible with the budgetary principles laid down in the Financial Regulation[3]; notes, however, that the pre-financing paid in 2026 will be counted as payments made in 2025 for the purposes of calculating the amounts to be decommitted, in particular as regards respect for the principle of annuality;

    5. Recalls the importance of the general regime of conditionality as set out in Article 6 of the Financial Regulation; urges the Commission and the Member States to ensure compliance with the Charter of Fundamental Rights of the European Union and to respect the Union values enshrined in Article 2 of the Treaty on European Union in the implementation of the budget;

    6. Notes that the Commission does not expect any implications for the budget for 2025 beyond the redeployment of existing human resources; expects the Commission to take into account the current proposal and the updated payment needs for the European Social Fund Plus (ESF+) in the budgetary procedure for 2026 following the actual re-programming by Member States and to keep Parliament informed in a timely manner of the progress of the mid-term review in the Member States; calls for a prudent approach to payment frontloading;

    Recommendations as regards budget implementation

    7. Notes that the proposal provides further flexibility and introduces incentives for Member States in the context of the mid-term review of cohesion policy to address strategic challenges that the EU is facing by redirecting resources to new EU priorities; underlines that cohesion policy should not be used again as a crisis response tool and maintains that this approach risks undermining its longer-term policy and investment objectives, including investments in regional development, skills, innovation and productivity; regrets that the Commission did not perform an impact assessment of the changes; acknowledges that the proposal offers a pragmatic, albeit unsatisfactory, way forward for dealing with insufficient budgetary flexibility and response capacity in the EU budget;

    8. Recalls that the ESF+ is an essential pillar of cohesion policy and its main objective is to support Member States and regions in achieving social inclusion and social cohesion, to activate the labour market and to deliver on the principles and the headline targets of the European Pillar of Social Rights by supporting investments in people and systems in the policy area of employment and social policies; highlights that the Member States should ensure safeguards in the regulatory framework to prevent the dismantling of the core objectives of cohesion policy; underlines the need to ensure that the implementation of the amended ESF+ Regulation[4] is accompanied by measures for simplification and strengthening of administrative capacities in order to drive investments in key sectors and increase the absorption rate;

    9. Underlines that the combined effect of reallocating a minimum of 15 % of resources and of lifting of the 20 % ceiling for transfer towards Strategic Technologies for Europe Platform (STEP) objectives may have a negative impact on the achievements of targets initially set in the ESF+ Regulation and could result in some initially planned actions for later years not materialising owing to a discontinuity in matching objectives with resources, while noting the need to adapt to new priorities, taking into account the recent geopolitical dynamics;

    10. Notes that payments to 2021-2027 cohesion policy programmes were of a very low level in the first years of implementation, leading to an increase in payment needs towards the later years; recalls that this actual payment cycle does not coincide with the more linear payment profile set out in the MFF Regulation[5] and that this situation results in a serious risk of exceeding payment ceilings; recalls that the gradual increase in payments towards the later part of the programming period is a feature of multiannual programmes; considers that the frontloading of payments towards 2026 could have an impact on the pressure on payments;

    11. Recalls that the STEP Regulation[6] and the RESTORE Amending Regulation of 2024 were accompanied by a frontloading of payment appropriations in the budgets for 2024 and for 2025; notes that the total amount of payment appropriations in the 2026 draft budget is very close to the payment ceiling and is concerned, in this respect, about the high level of uncertainty with regard to the volume of payment claims in 2026; highlights the difficulties in predicting the take-up of the newly introduced flexibilities and incentives and in estimating payment needs, as also underpinned by the ongoing trend of increasing inaccuracy of payment forecasts by Member States; calls on the Commission to closely monitor payment developments and provide timely information to Parliament in this regard, and to propose any remedial action to the budgetary authority if needed;

    12. Recalls that 100 % co-financing without additional resources leads to a lower total amount of financial support through the programme; insists that broadening the scope of investment must not lead to a reduction in financial support for the initial priorities of investing in employment, social services, inclusive education and skills, and of providing assistance to the most vulnerable, including children; recalls that mandatory co-financing is an important principle of cohesion policy funding;

    13. Requests that the Commission provide traceable information in the form of timely reports on transfers to ensure that the impact of the mid-term review is clearly identifiable for the budgetary authority;

    14. Calls on the Commission to maintain consistency in applying conditionality across all EU funding streams and insists that amendments in Parliament’s reading are essential to close any loophole; demands rigorous enforcement of conditionality mechanisms and explicitly rejects any reallocation of blocked cohesion policy funds if this would circumvent the rule-of-law-related requirements established in the Common Provisions Regulation[7]; underlines that rule of law conditionality is a fundamental principle that must apply to all EU funds without exception;

    15. Considers that the actual take-up of the proposal may depend on various factors, such as the effectiveness of the 15 % re-allocation threshold and the availability of more favourable funding options under other Union programmes; considers that the proposed condition of the reallocation of at least 15 % of the funds to new priorities may be too high and unsuitable for single national programmes, as it could create implementation complications; highlights the importance of preventing double financing and calls on the Member States and the Commission to ensure that support for new types of investment is in addition to support under other Union programmes, including the EDF, EDIP and SAFE;

    16. Notes that the mid-term review may reduce the amount of funds at risk of decommitment; recalls that an amount equivalent to the cumulative decommitments made on outstanding commitments since 2021 can be made available for the European Union Recovery Instrument (EURI); asks the Commission to provide further analysis of the impact of the mid-term review on the EURI instrument.

    (2) The White paper for European Defence – Readiness 20303 paves the way for a true European defence union, including by suggesting to Member States to heavily invest into defence and the defence industry. In that regard, the Communication from the Commission – the Union of Skills of 5 March 20254 (‘the Union of Skills Communication’) sets out actions to address skills gaps and shortages in the Union, also through the Pact for Skills Initiative referred to in that Communication, and its large-scale partnerships, including one on the defence ecosystem. Therefore, it is appropriate to include incentives for the ESF+ established by Regulation (EU) 2021/1057 of the European Parliament and of the Council5 to facilitate the development of skills in the defence industry.

    (2) The White paper for European Defence – Readiness 2030 of 19 March 2025 paves the way for a true European defence union, including by suggesting to Member States to heavily invest into defence and the defence industry. Investment in defence and security-related skills covering dual use and transferable skills contributes not only to European defence resilience but also to territorial cohesion. In that regard, the Communication from the Commission – the Union of Skills of 5 March 20254 (‘the Union of Skills Communication’) sets out actions to address skills gaps and shortages in the Union, also through the Pact for Skills Initiative referred to in that Communication, and its large-scale partnerships, including one on the defence ecosystem. Furthermore, lifelong learning programmes and initiatives should promote continuous development and adaptation to emerging technologies and defence needs. Moreover, in the European Defence Industrial Strategy of 5 March 2024, the Commission set the priority of the full integration of defence and security as a strategic objective of relevant Union funding and programmes, including ESF+. Therefore, it is appropriate to include incentives for the ESF+ established by Regulation (EU) 2021/1057 of the European Parliament and of the Council5 to facilitate the development of skills in the European defence industry, in particular to address skills gaps and shortages directly related to the ability to address the critical capability gaps set out in the White paper. Defence industry should be understood as the industries producing defence products, their respective supply chains, and industries which develop and produce dual-use goods.

    In 2026, the Commission shall pay 4,5 % of the total support from the ESF+ as set out in the decision approving the programme amendment as additional one-off pre-financing. The one-off pre-financing percentage in 2026 shall be increased to 9,5% for programmes covering one or more NUTS2 regions bordering Russia, Belarus or Ukraine, provided the programme does not cover the entire territory of the Member State. Where, in a Member State, NUTS 2 regions bordering Russia, Belarus or Ukraine are included exclusively in programmes covering the entire territory of that Member State, the increased pre-financing set out in this paragraph shall apply to those programmes.

    In 2026, the Commission shall pay 4,5 % of the total support from the ESF+ as set out in the decision approving the programme amendment as additional one-off pre-financing. The one-off pre-financing percentage in 2026 shall be increased to 9,5% for programmes covering one or more NUTS2 regions bordering Russia, Belarus or Ukraine, provided the programme does not cover the entire territory of the Member State. NUTS 2 regions bordering Russia, Belarus or Ukraine require special attention and exceptional support as they are often at the frontline of potential conflicts and they are vulnerable to external threats, making it crucial to support their resilience in countering hybrid attacks, breaches of the Union’s external borders, terrorist activities and war.

    (1) Member States may decide to programme support to development of skills in the defence industry and related cybersecurity, as well as in skills related to civil defence and preparedness under dedicated priorities to meet urgent needs. This support may include actions that promote the recognition of skills acquired during military service and facilitate their conversion into qualifications recognised on the civilian labour market.

    Subject: Opinion on Amending Regulation (EU) 2021/1057 establishing the European Social Fund + (ESF+) as regards specific measures to address strategic challenges (2025/0085(COD)COM(2025)0164 – C10-0064/2025)

     

     

    Dear Ms Andersson,

     

    Under the procedure referred to above, the Committee on Regional Development was asked to submit an opinion to your Committee.

     

    At its meeting of 9 April 2025, REGI committee decided to send the opinion in the form of a letter. It discussed the matter at its meeting of 13 May 2025 and adopted the opinion at its meeting of 25 June 2025[8].

     

    The Committee on Regional Development:

     

    1. Underlines the crucial role that cohesion policy and sectoral programmes, in spite of the fact that they are not crisis management instruments, have repeatedly and efficiently played in helping regions to respond effectively to emergencies and asymmetric shocks such as the COVID-19 crisis, Brexit, the energy crisis and the refugee crisis caused by Russia’s invasion of Ukraine, as well as natural disasters;

     

    2. Is aware of the rapidly evolving economic, societal, environmental and geopolitical context, as well as the housing crisis, and shares the need for more flexibility in assessing the extent to which cohesion policy programmes can help respond to these changes; nevertheless is of the firm opinion that the capacity to offer flexible responses to unpredictable challenges should not come at the expense of the clear long-term strategic focus and objectives of cohesion policy, in accordance with Article 174 TFEU;

     

    3. Reiterates that ESF+ stands as positive example of EU solidarity and that its main objective is to support Member States and regions to achieve social inclusion, social cohesion, to activate the labour market and to deliver on the principles and the headline targets of the European Pillar of Social Rights that are far from met yet; stresses that the reprogramming of resources under the ESF+ should ensure that adjustment measures in response to strategic challenges do not undermine its social approach, but strengthen its capacity to combat inequality;

     

    4. Underlines the fact that cohesion policy shall first and foremost ensure social cohesion, not defence spending; nonetheless acknowledges that flexibility of the policy from the point of view of the beneficiaries is a key point, and stresses the need to provide regions with greater flexibility already when programming the funding, in order to cater for their particular needs and specificities, particularly border regions; furthermore acknowledges that investment in defence capabilities through the development of skills and training, while safeguarding social standards, is already possible under the ESF+ established by Regulation (EU) 2021/1057;

     

    5. Acknowledges that investment in defence capabilities and in adaptation linked to decarbonisation makes a key contribution to the promotion of the competitiveness, preparedness and strategic autonomy of the EU, and requires having people with the right skills; in general, recognises the importance of the development of skills through lifelong learning and training models, targeted in particular at young people not in education, employment and training (NEET) and unemployed people, and targeted also at teachers, trainers, mentors, coaches, as well as entrepreneurs and researchers; encourages in this regard private sector involvement to enhance skills development and labour market integration, ensuring that ESF+ investments translate into tangible economic benefits; calls for stronger partnerships between businesses, educational institutions, and regional authorities to align training programs with labour market demands, fostering innovation and job creation;

     

    6. Stresses the strategic importance of strong external border regions for the security and resilience of the EU; welcomes the focus given by the legislative proposal to the challenges the Eastern border regions are facing since the Russian aggression against Ukraine began; supports the proposal that programmes under the Investment for jobs and growth goal, with NUTS 2 regions that have borders with Russia, Belarus or Ukraine, should benefit from the possibility of a one-off 9.5% pre-financing of the programme allocation in 2026 and a 100% Union financing;

     

    7. Reaffirms that cohesion policy and ESF+ should reach all EU regions, especially those affected by transformation processes, while keeping a focus on least developed regions and people; stresses that cohesion policy should be deepened where possible, with a view to remain the EU’s main long-term investment instrument for reducing disparities, ensuring economic, social and territorial cohesion, and stimulating regional and local sustainable growth in line with EU strategies;

     

    8. Reiterates the importance of compliance with horizontal enabling conditions, and stresses that funds suspended under Regulation 2020/2092 should not be subject to amended programmes or transfers;

     

    9. Encourages the European Commission to allow for targeted simplification measures in Member States where administrative capacity constraints may hinder full or efficient absorption of ESF+ and cohesion funds, and to provide technical assistance to local and regional authorities to ensure efficient implementation and spending; furthermore stresses the importance of simplifying the rules and procedures to limit bureaucratic burden;

     

    10. Believes that the ESF+ strengthens a pro-European identity in the entire EU and should be communicated as such and that local and regional authorities, in light of their role as both beneficiary and managing authority, as well as social partners shall be meaningfully involved in the formulation of new legislative proposals and in the revision of programmes pursuant to the mid-term review, in order to guarantee more effectiveness and coordination between the ESF+ and the broader cohesion and regional policy and its financing tools;

     

    11. Suggests laying down measures to facilitate access for Outermost Regions to flexibilities introduced by the mid-term review, such as lowering to 10% the amounts of reallocations to one or more dedicated priorities established in the second subparagraph of Art. 5a(1), and in the first subparagraph of Art. 5a(2), which are required to benefit from the additional one-off pre-financing.

  • MIL-Evening Report: Distressed by all the bad news? Here’s how to stay informed but still look after yourself

    If you’re feeling like the news is particularly bad at the moment, you’re not alone.

    But many of us can’t look away – and don’t want to. Engaging with news can help us make sense of what’s going on and, for many of us, is an ethical stance.

    So, how can you also take care of your mental health? Here’s how to balance staying informed with the impact negative news can have on our wellbeing.

    Why am I feeling so affected by the news?

    Our brains are wired to prioritise safety and survival, and respond rapidly to danger. Repeatedly activating such processes by consuming distressing news content – often called doomscrolling – can be mentally draining.

    Unfiltered or uncensored images can have an especially powerful psychological impact. Graphic footage of tragedies circulating on social media may have a stronger effect than traditional media (such as television and newspapers) which are more regulated.

    Research shows consuming negative news is linked to lower wellbeing and psychological difficulties, such as anxiety and feelings of uncertainty and insecurity. It can make us feel more pessimistic towards ourselves, other people, humanity and life in general.

    In some cases, consuming a lot of distressing news can even cause vicarious trauma. This means you may experience post-traumatic stress symptoms such as flashbacks and trouble sleeping despite not being directly involved in the traumatic events.

    But this doesn’t stop us seeking it out. In fact, we are more likely to read, engage with, and share stories that are negative.

    Is there a better way to consume news?

    Switching off may not be an option for everyone.

    For example, if you have friends or family in areas affected by conflict, you may be especially concerned and following closely to see how they’re affected.

    Even without personal ties to the conflict, many people want to stay informed and understand what is unfolding. For some, this is a moral decision which they feel may lead to action and positive change.

    This is why, in research I co-authored, we suggest simply restricting your exposure to negative news is not always possible or practical.

    Instead, we recommend engaging more mindfully with news. This means paying attention to shifts in your emotions, noticing how the news makes you feel, and slowing down when needed.

    How to consume news more mindfully

    When you plan to engage with news, there are some steps you can take.

    1. Pause and take a few deep breaths. Take a moment to observe how your body is feeling and what your mind is doing.

    2. Check in. Are you feeling tense? What else do you have going on today? Maybe you’re already feeling worried or emotionally stretched. Think about whether you’re feeling equipped to process negative news right now.

    3. Reflect. What is motivating you to engage right now? What are you trying to find out?

    4. Stay critical. As you read an article or watch a video, pay attention to how credible the source is, the level of detail provided and where the information comes from.

    5. Tune into how it’s making you feel. Do you notice any physical signs of stress, such as tension, sweating or restlessness?

    6. Take time. Before quickly moving on to another piece of news, allow yourself to process the information you’ve received as well as your response. Has it changed your emotions, thoughts or attitudes? Did it fulfil your intention? Do you still have energy to engage with more news?

    It may not always be possible to take all these steps. But engaging more mindfully before, during and after you’re exposed to negative news can help you make more informed decisions about how and when to consume it – and when to take a break.

    Signs the news is affecting your mental health

    If you’re feeling emotionally overwhelmed, you’re more likely to have an automatic and emotion-driven response to what you’re reading or watching.

    Signs your negative news consumption may be affecting your mental health include:

    • compulsive engagement, feeling like you can’t stop checking or following negative news

    • experiencing feelings of despair, hopelessness, or lack of motivation

    • feeling irritable

    • difficulty concentrating

    • fatigue

    • strong physical symptoms (such as an upset stomach)

    • trouble sleeping

    • an increase in rash or risky behaviours, or behaviours you don’t usually display when you’re calm, such as panic shopping and hoarding following news about bad events.

    What should I do when I’m feeling upset?

    First, take a break. This could be a few minutes or a few days – as long as it takes you to feel emotionally steady and ready to re-engage with negative news.

    You might find it useful to reflect by writing down observations about how news is making you feel, and keeping track of intense fluctuations in emotions.

    It can also be helpful to connect with supportive people around you and do activities you enjoy. Spending time outdoors and doing hands-on tasks, such as gardening, painting or sewing, can be particularly helpful when you’re feeling anxious or emotional.

    But if you’re feeling overwhelmed and it’s affecting your work, life or relationships, it’s a good idea to seek professional help.

    In Australia, the government provides free mental health support at walk-in Medicare Mental Health Centres, Kids Hubs or via phone.

    The transition into work or study isn’t always easy.

    Bridge to Brighter Futures aims to support young people with this next step, through a free 10-week program.

    The course is delivered at Belconnen Youth Centre by Capital Region Community Services and funded through the ACT Government’s Adult Community Education (ACE) Grants Program. This program and is now open for term 3 enrolments for 17–24-year-olds.

    Jesse heard about Bridge to Brighter Futures while attending The Corner, Belconnen Youth Centre’s Dungeons and Dragons nights.

    With an interest in technology and creativity, he was looking to gain new skills.

    After completing six weeks of learning with the Bridge to Brighter Futures Program, Jesse transitioned into a work experience placement with the Capital Region Community Services, Marketing and Communications Team.

    During this placement, he got the opportunity to work on The Corner’s social media and website.

    Jesse brought thoughtful ideas and a fresh perspective to the team, including suggestions for better engaging young people online.

    He said the placement was positive and fun. He particularly appreciated having his own workspace and being given meaningful tasks, rather than routine or administrative work.

    Bridging the gap

    Bridge to Brighter Futures gives young people, between 17 – 24 the chance to develop their confidence and practical skills to enter the workforce. Especially those who have disengaged from traditional education.

    It focuses on:

    • recognising individual strengths and interests
    • tailoring support to help participants explore volunteer opportunities
    • finding secure jobs
    • building the capacity to pursue education
    • career pathways.

    Manager, Nicole Palmer said the program was developed in response to a need.

    “Our team identified a significant gap in services for young people who have disengaged from traditional education pathways,” she said.

    The program offers:

    • free access to essential skills in literacy, numeracy, English and IT
    • young people support to pursue further study
    • a pathway toward meaningful employment.

    “This initiative reflects our commitment to ensuring no young person is left behind,” Nicole said.

    “We are excited to continue working alongside the community to support brighter futures for all.”

    Jesse finished the program feeling confident, respected and included.

    He now hopes to pursue further study and become a software engineer.

    The Adult Community Education (ACE) Grants Program

    Capital Region Community Services developed the program thanks to ACT Government funding from the ACT ACE Grants Program.

    The 2024-25 ACE grant round provided a total of $240,000 in funding to three projects:

    • Capital Region Community Services
    • Stepping Stone Social Enterprise
    • Woden Community Service.

    The projects aim to help Canberrans with basic skills training and support. To help them overcome barriers to education, training and employment.

  • MIL-Evening Report: Trump demands an end to the war in Gaza – could a ceasefire be close?

    Hopes are rising that Israel and Hamas could be inching closer to a ceasefire in the 20-month war in Gaza.

    US President Donald Trump is urging progress, taking to social media to demand:

    MAKE THE DEAL IN GAZA. GET THE HOSTAGES BACK!!!

    Trump further raised expectations, saying there could be an agreement between Israel and Hamas “within the next week”.

    But what are the prospects for a genuine, lasting ceasefire in Gaza?

    Ceasefires are generally complicated to negotiate because they need to take into account competing demands and pressures. They usually (but not always) require both sides to compromise.

    Gaza is no exception. In a conflict that has been going on for more than 70 years, compromise and concession have become a game of cat and mouse.

    Israel is the cat that holds the military strength and the majority of the political power. Hamas is the mouse that can dart and delay, but in the end has little choice but to accept the terms of a ceasefire if it wants to halt the violence currently being inflicted on Palestinians.

    Trump the peacemaker?

    Trump appears buoyed by what he perceives as the recent success of his efforts to broker a truce in the Israel–Iran war. He may think he can use similar tactics to pressure Israeli Prime Minister Benjamin Netanyahu into making a ceasefire deal for Gaza.

    Netanyahu will return to Washington next week for talks at the White House. This is a good sign some US pressure is being brought to bear.

    Trump’s current push for a Gaza ceasefire may also signal he is keen for a return to the normalisation of economic ties previously delivered by the Abraham Accords between Israel and various Arab states. A ceasefire could unlock frozen regional relationships, potentially boosting the US economy (and Trump’s own personal wealth).

    Israeli opportunities

    Another positive sign a ceasefire may be on the cards is Netanyahu’s recent comments that the war with Iran had created opportunities for Israel in Gaza.

    During its 12-day war with Iran, Israel assassinated 30 Iranian security chiefs and 11 nuclear scientists. Iran’s weakened security apparatus might disrupt its support for Hamas and help advance Israeli objectives.

    Similar to what happened in Iran, this might enable Netanyahu to publicly declare Israeli victory in Gaza and agree to a ceasefire without losing face or political backing from his government’s right wing.

    Domestic Israeli politics have also played a role in the Gaza ceasefire negotiations. As part of the current round, Trump reportedly demanded the cancellation of Netanyahu’s ongoing trial on corruption charges. The idea is to enable Netanyahu to reach a ceasefire without the threat of criminal conviction, and potentially prison, awaiting him afterwards.

    Given there are no political or legal prescriptions or rules around what terms need to be included in a ceasefire, it is possible for such a demand to be made, although it is unclear how it would be accommodated by Israeli law.

    Difficult terms

    The current ceasefire deal, as proposed by Qatar and Egypt, seems to pick up where the deal negotiated in January fell apart – with a 60-day ceasefire.

    Reports suggest it requires Hamas’ leadership to go into exile and that four Arab states, including the United Arab Emirates and Egypt, would be tasked with jointly governing Gaza.

    Hamas has said for many months that it is open to a
    more permanent ceasefire deal that Israel has so far refused. However, the proposed terms appear too far-reaching to make it likely Hamas would accept them in their current form.

    The uptick in Israel’s military bombardment, as well as recent evacuation orders for parts of northern Gaza, suggest that even if there is a deal it may well mean Israel retains permanent territorial control of the northern Gaza Strip.

    As part of any ceasefire, it also seems likely Israel would retain control over all Gaza crossings.

    This, and the ongoing highly problematic promotion by Israel and the United States of the Gaza Humanitarian Foundation as the only organisation authorised to deliver and administer aid in Gaza, will be difficult for Hamas, and Palestinians, to accept.

    There have also been reports a deal would enable Gazans wishing to emigrate to be absorbed by several as-yet-unnamed countries. Such a term would continue the Trump administration’s earlier calls for the forced displacement of Palestinians from Gaza, as well as Israel’s insistence such displacement would be a humanitarian initiative rather than a war crime.

    It would also not be the first time the terms of a ceasefire were used to forcibly displace civilian populations.

    Hope for the future?

    Many dynamics are wrapped up in getting to a ceasefire in Gaza.

    They include US allyship and pressure, domestic Israeli politics, and the recent war between Israel and Iran. There is also the international opprobrium of Israel’s actions in Gaza which, for public (if not legal) purposes, amount to a genocide.

    Ideally, any negotiated ceasefire would have detailed terms to ensure the parties know what they should do and when. Detailed terms would also enable international actors and other third parties to denounce any violations of the deal.

    However, a ceasefire would only ever be a short-term win. In the best case, it would enable a reduction in violence and an increase of aid into Gaza, and the release of Israeli hostages and Palestinian prisoners.

    However, amid the deep-seated sense of injustice and anxiety in the region, any ceasefire that does not address historic oppression and is forced on the parties would inevitably have deleterious consequences in the months and years to come.

  • MIL-Evening Report: What are police allowed to do at protests and who keeps them in check?

    Earlier this week, former Greens candidate Hannah Thomas was hospitalised with serious injuries after being arrested at a protest in Sydney. This incident sparked public outcry, raising questions about the limits of police power and what happens when things go wrong.

    Protests are becoming more common and more intense across Australia and worldwide. This surge stems from growing social and political concerns.

    The right to peacefully protest is a fundamental aspect of democratic societies. It gives people the freedom to gather, speak out, and push for change.

    But that right is not unlimited and can be subject to certain restrictions. While the public has a right to protest, police have a responsibility to ensure the safety of everyone involved including protesters, bystanders and officers. Maintaining public order and respecting the right to peaceful assembly is a balance.

    So, what exactly are police allowed to do at protests? And if someone is hurt in the process, who is responsible, and who keeps police in check?

    Why do things go wrong at protests?

    Peaceful protesting is lawful in Australia and people have the right to gather and express their views. But that doesn’t mean anything goes.

    If someone’s behaviour at a protest threatens public safety or breaches the law, police have a responsibility to intervene, and individuals can be charged with an offence.

    Protests are emotionally charged events. Some groups may come to protests already hostile, especially those with strong anti-authority views or past negative experiences with police. In turn, this can increase the risk of confrontation from the outset.

    Often protests are driven by a shared sense of injustice. This can build strong group identity and solidarity among protesters, but it can also intensify resistance towards police who are seen as symbols of authority.

    When people act as part of a crowd, emotions can spread quickly. In these settings, individuals may feel less personally responsible for their actions and behave more impulsively or aggressively.

    At the same time, police responses play a big role in how protests unfold. Tactics that are seen as heavy-handed (like blocking movement or using force) can heighten tensions and lead to confrontation.

    In contrast, strategies focused on communication and de-escalation are more likely to calm things down and prevent violence.

    Typically, protests don’t turn violent on their own. Instead, it’s a mix of crowd dynamics and police response that often determines the outcome.

    What powers do police have at protests?

    Police have wide-ranging powers to respond to protests to prevent behaviour escalation. A person does not need to be committing an offence for police to exercise powers during a protest. Police consider the behaviour of individual protesters, or the risk they’re perceived to pose, rather than waiting for a specific law to be broken.

    While the specific laws differ between states and territories in Australia, there are several common features.

    Police can tell community members to move on in some circumstances. If a protester is in a public place and causing disruption, interfering with others, endangering others or being disorderly, police can direct that person to leave. An offence does not need to be committed for police to direct community members to move on.

    Where a person does not follow a police officer’s lawful direction, they are contravening the law and can be arrested.

    However, move-on powers are limited when there is a peaceful protest. Police cannot direct a person to move on just because they are peacefully protesting something, picketing or publicly sharing their views (such as speaking loudly or carrying a sign).

    States and territories have also criminalised certain behaviour related to protests. For example, it is unlawful to harass, intimidate or threaten a person accessing a place of worship in New South Wales.

    Police can use force to maintain peace or prevent violence. The force used must only be “reasonably necessary”. This means police can only use the minimum amount of force needed that is proportionate to the event.

    It might be appropriate for police to restrain a protester using their hands or handcuffs and individual circumstances will be relevant to whether use of force is permitted. Lethal force, though, would not be permitted against a protester unless a protester was endangering the life of another person.

    Injuries can occur during police arrests. It has been alleged that Hannah Thomas’ injury arising during her arrest was the result of “excessive use of force”. However, just because a person is injured during an arrest does not automatically mean a police officer acted inappropriately.

    Who holds police accountable if someone gets hurt?

    Where concerns arise about police behaviour during a protest (including the use of force or other actions), there are different ways police can be held accountable.

    Policing organisations have internal processes for investigating police conduct. Each policing organisation has a professional or ethical standards unit that investigates allegations of conduct.

    But integrity bodies have flagged police investigating police can perpetuate potentially problematic “cover up behaviours that can mask police misconduct”.

    Australia’s states and territories also have independent statutory organisations which target crime and corruption in the public service. These are generally corruption or integrity commissions and apply to all public service workers, including police officers. The relevant ombudsman can also assist to resolve complaints.

    Community members can also sue a policing organisation for injuries they sustained during an arrest.

    What’s the right balance?

    Protest is a democratic right, but it also presents real public safety challenges.

    Police face genuine risks and have a difficult job managing dynamic and often unpredictable situations.

    They need certain powers to do their job, but those powers must come with strong accountability. If police exceed their power, it damages public trust and can escalate tensions further.

    Good policing practices mean talking to protest organisers early, keeping communication clear, using de-escalation tactics and responding proportionally to individuals – not treating the whole crowd the same.

    Protesters also play a role by staying peaceful, notifying police of a protest, knowing their rights, and helping to de-escalate tensions. The goal should always be to protect everyone. This includes protesters, police and the general public.

  • MIL-Evening Report: ‘I’m going to send letters’: the deadline for Trump’s ‘reciprocal’ trade tariffs is looming

    US President Donald Trump’s 90-day pause on implementing so-called “reciprocal” tariffs on some 180 trading partners ends on July 8.

    How are countries responding to the threat, and will the tariffs be re-applied from July 9?

    What the US thinks ‘reciprocal’ means

    The United States is demanding four things from all trading partners, while offering little in return. So these negotiations are anything but “reciprocal”.

    The main demand is to rebalance bilateral goods trade between the US and other countries. Nations with trade surpluses – meaning they export a greater value of goods than they import from the US – will be encouraged to import more from the US and/or export less to it.

    The US is also pushing countries to eliminate a range of “non-tariff barriers” that may affect US export competitiveness. These barriers are drawn from the United States Trade Representative’s (USTR) March 2025 report and include a variety of perceived “unfair” practices, from value-added taxes (such as the Goods and Services Tax) to biosecurity standards such as those Australia applies to agricultural imports.

    In a nod to the “tech bros”, (alleged) restrictions on digital trade services, such as Australia’s media bargaining code, and digital service taxes must be removed, along with taxes on the tech giants. On Monday, Canada dropped a new digital service tax on firms such as Google and Meta after Trump suspended trade talks.

    Countries must also agree to reduce reliance on inputs from China in any exports to the United States. That means companies that moved manufacturing from China to countries such as Vietnam during President Trump’s first term trade wars will face challenges in sourcing input components from China.

    Put together, this is a difficult package for any government to accept without securing something in return.

    Who holds the cards?

    Trump has been fond of saying the United States holds “all the cards” in trade negotiations.

    It’s not known precisely how many countries are negotiating bilateral deals with Washington. Between 10 and 18 countries are priority “targets”, or to use an early, colourful phrase, were targeted as the “Dirty 15”.

    Category 1 likely comprises many more countries than those in the US’s naughty corner. These countries were saddled with large reciprocal tariffs despite the tariff formula’s evident shortcomings. To paraphrase Trump, these countries don’t hold the cards and have limited negotiating power.

    They have no choice but to make concessions. The smarter ones will take the opportunity to make reforms and blame the bully in Washington. Mostly these are developing countries, some with high dependency on the US market, including the poorest such as Bangladesh, Cambodia, and Lesotho.

    To make matters worse, they must keep one eye on China for fear of retribution in case Beijing perceives any promises to reduce dependence on Chinese inputs would compromise Chinese interests.

    Category 2 consists of countries that “hold cards”, or have some degree of leverage. Some, such as Canada, Japan, India and the EU, will secure limited US concessions although they may resort to retaliation to force this outcome. From discussions with our government and academic sources, Japan and India likely won’t retaliate, but Canada has previously and the EU likely will.

    Australia’s Prime Minister Anthony Albanese initially said he would not negotiate and has repeated US reciprocal tariffs “are not the act of a friend”.

    However, the Australian government is wisely looking to bolster its negotiation cards, such as creating a critical minerals strategic reserve.

    No doubt policy makers are also reminding the US of their favourable access to Australia’s military infrastructure which could be essential to any US-China military confrontation.

    China is category 3.

    The Chinese government is determined not to kowtow to Washington as they did in Trump’s first term. The so-called “Phase 1 deal” was signed but instantly forgotten in Beijing.

    Beijing has several cards, notably dominance of processed critical minerals and their derivative products, particularly magnets, and the US’s lack of short-term alternative supply options.

    After China expanded export controls on rare earths and critical minerals, shortages hit the auto industry around the world and Ford was forced to idle plants.

    What happens next?

    Kevin Hassett, director of the National Economic Council, suggested on Friday more deals may be signed before July 8. But Trump is likely to undermine and/or negate them as his transactional whims change.

    The British, after announcing their US deal that included relatively favourable automotive and steel export market access, watched in horror as Trump doubled tariffs on steel imports to 50%, and reimposed the 25% tariff on the UK.

    The UK government was reminded this US administration cannot be trusted. That is why countries negotiate binding trade treaties governed by domestic and international laws.

    Many countries are waiting on the outcomes from various US court battles testing whether the president or Congress should have the power to impose unilateral tariffs. After all, if there is a chance the Supreme Court rules Trump cannot change tariffs by decree, then why negotiate with a serially untrustworthy partner?

    The Japanese government, for example, recently announced it is pausing negotiations after the US demanded increased defence spending.

    ‘I’m going to send letters’

    Trump on Sunday suggested he would simply send letters to foreign nations setting a tariff rate. “I’m going to send letters, that’s the end of the trade deal,” he said.

    US President Donald Trump’s 90-day pause on implementing so-called “reciprocal” tariffs on some 180 trading partners ends on July 8.

    How are countries responding to the threat, and will the tariffs be re-applied from July 9?

    What the US thinks ‘reciprocal’ means

    The United States is demanding four things from all trading partners, while offering little in return. So these negotiations are anything but “reciprocal”.

    The main demand is to rebalance bilateral goods trade between the US and other countries. Nations with trade surpluses – meaning they export a greater value of goods than they import from the US – will be encouraged to import more from the US and/or export less to it.

    The US is also pushing countries to eliminate a range of “non-tariff barriers” that may affect US export competitiveness. These barriers are drawn from the United States Trade Representative’s (USTR) March 2025 report and include a variety of perceived “unfair” practices, from value-added taxes (such as the Goods and Services Tax) to biosecurity standards such as those Australia applies to agricultural imports.

    In a nod to the “tech bros”, (alleged) restrictions on digital trade services, such as Australia’s media bargaining code, and digital service taxes must be removed, along with taxes on the tech giants. On Monday, Canada dropped a new digital service tax on firms such as Google and Meta after Trump suspended trade talks.

    Countries must also agree to reduce reliance on inputs from China in any exports to the United States. That means companies that moved manufacturing from China to countries such as Vietnam during President Trump’s first term trade wars will face challenges in sourcing input components from China.

    Put together, this is a difficult package for any government to accept without securing something in return.

    Who holds the cards?

    Trump has been fond of saying the United States holds “all the cards” in trade negotiations.

    It’s not known precisely how many countries are negotiating bilateral deals with Washington. Between 10 and 18 countries are priority “targets”, or to use an early, colourful phrase, were targeted as the “Dirty 15”.

    Category 1 likely comprises many more countries than those in the US’s naughty corner. These countries were saddled with large reciprocal tariffs despite the tariff formula’s evident shortcomings. To paraphrase Trump, these countries don’t hold the cards and have limited negotiating power.

    They have no choice but to make concessions. The smarter ones will take the opportunity to make reforms and blame the bully in Washington. Mostly these are developing countries, some with high dependency on the US market, including the poorest such as Bangladesh, Cambodia, and Lesotho.

    To make matters worse, they must keep one eye on China for fear of retribution in case Beijing perceives any promises to reduce dependence on Chinese inputs would compromise Chinese interests.

    Category 2 consists of countries that “hold cards”, or have some degree of leverage. Some, such as Canada, Japan, India and the EU, will secure limited US concessions although they may resort to retaliation to force this outcome. From discussions with our government and academic sources, Japan and India likely won’t retaliate, but Canada has previously and the EU likely will.

    Australia’s Prime Minister Anthony Albanese initially said he would not negotiate and has repeated US reciprocal tariffs “are not the act of a friend”.

    However, the Australian government is wisely looking to bolster its negotiation cards, such as creating a critical minerals strategic reserve.

    No doubt policy makers are also reminding the US of their favourable access to Australia’s military infrastructure which could be essential to any US-China military confrontation.

    China is category 3.

    The Chinese government is determined not to kowtow to Washington as they did in Trump’s first term. The so-called “Phase 1 deal” was signed but instantly forgotten in Beijing.

    Beijing has several cards, notably dominance of processed critical minerals and their derivative products, particularly magnets, and the US’s lack of short-term alternative supply options.

    After China expanded export controls on rare earths and critical minerals, shortages hit the auto industry around the world and Ford was forced to idle plants.

    What happens next?

    Kevin Hassett, director of the National Economic Council, suggested on Friday more deals may be signed before July 8. But Trump is likely to undermine and/or negate them as his transactional whims change.

    The British, after announcing their US deal that included relatively favourable automotive and steel export market access, watched in horror as Trump doubled tariffs on steel imports to 50%, and reimposed the 25% tariff on the UK.

    The UK government was reminded this US administration cannot be trusted. That is why countries negotiate binding trade treaties governed by domestic and international laws.

    Many countries are waiting on the outcomes from various US court battles testing whether the president or Congress should have the power to impose unilateral tariffs. After all, if there is a chance the Supreme Court rules Trump cannot change tariffs by decree, then why negotiate with a serially untrustworthy partner?

    The Japanese government, for example, recently announced it is pausing negotiations after the US demanded increased defence spending.

    ‘I’m going to send letters’

    Trump on Sunday suggested he would simply send letters to foreign nations setting a tariff rate. “I’m going to send letters, that’s the end of the trade deal,” he said.

    That does not bode well for countries negotiating in good faith. It’s likely tariffs will be reimposed and bilateral negotiations will drag on to September or beyond as Treasury Secretary Scott Bessent has said.

    On Tuesday, some Australian university students got access to a new payment. The Commonwealth Prac Payment is available to eligible teaching, nursing, midwifery and social work students.

    It will provide A$331.65 a week during compulsory professional placements, to help with living and study expenses. This could include travel, accommodation, uniforms and lost income from other employment.

    But while the payment is a much-needed step in the right direction, many students are still missing out.

    Who’s not covered?

    The prac payment was a recommendation from the federal government’s 2024 Universities Accord review. It is designed to help students complete essential professional placements, so they can graduate and enter the workforce.

    But numerous other health degrees with time-consuming work placements are excluded from the payment.

    This includes medicine, physiotherapy, dietetics, psychology, radiography and other allied health professions. Veterinary medicine students are also ineligible. Many of these professions are also experiencing serious workforce shortages.

    The payment is also only available to teaching, nursing and social work students who already qualify for Ausstudy (the income support payment for students and apprentices who are 25 and over).

    So this means the prac payment is means tested. It is also considered taxable income and paid at the rate of Austudy – which is not generous. The basic Austudy rate is below the national poverty line.

    The payment is also only available to Australian domestic students, even though many international heath students end up working in the Australian health system after graduating.

    Why is this an issue?

    Researchers, including ourselves, use the term “placement poverty” to describe the impact mandatory placements can have on students. It can be a major barrier to students completing their degrees.

    Students have repeatedly described widespread impacts of doing up to 1,000 hours of unpaid work to graduate – taking a toll on their income and mental health.

    Kelly Lambert’s 2024 research suggests health and teaching students can incur a further $12,500–15,000 to the cost of degrees during unpaid placements.

    Students have explained the placement hours mean they can’t work in their regular paid casual or part-time jobs – and may lose this work as a result.

    What does this mean for students?

    In the short term, if students are not supported to complete their placements, they may not have enough money for food or accommodation.

    Our research found 29% of teaching and allied health students regularly skip meals while on placement. Some students also described sleeping in cars or driving excessive distances due to limited or expensive accommodation options near their placements.

    If students are not supported in their placements, research suggests they can experience burnout and may not finish their degrees. Or they may not even begin them in the first place.

    This is particularly the case for students from regional or rural communities (who may have further to travel), students with parenting or caring responsibilities, and students from low economic and otherwise disadvantaged backgrounds.

    We also know its important to support students to do placements in rural, regional and remote areas – students who complete placements in these communities are more likely to return and work in those communities.

    What do we need to do instead?

    As a first measure, the government should expand eligibility criteria for the current payment to include other health disciplines and those who don’t currently meet the means testing threshold.

    Research tells us financial hardship is not confined to students who qualify for Austudy, it is experienced across the board.

    Students have also suggested interest-free short-term loans, subsidised parking (similar to hospital employees), and greater transparency about the costs associated with unpaid placements. International students have also said public transport subsidies would help them complete their placements.

    Other, more significant changes could include apprenticeship-type compensation models for healthcare students, where students get paid to study as part of their training. These schemes are already available in Scotland.

    Ultimately, we want to support more students to do health and teaching degrees to fill workforce gaps – not discourage them with high costs of studying.

  • MIL-Evening Report: 2 polls have Tasmania headed for another hung parliament, but disagree on which party is ahead

    Two Tasmanian state polls imply another hung parliament at the July 19 election under Tasmania’s proportional system. In one of these polls, Labor leads the Liberals, while in the other the Liberals lead.

    A Tasmanian snap state election will be held on July 19, just 16 months after the previous election in March 2024. This election is being held owing to a successful early June no-confidence vote in Liberal Premier Jeremy Rockliff.

    Tasmania uses the proportional Hare-Clark system to elect its lower house. There are five electorates corresponding to Tasmania’s five federal seats, and each electorate returns seven members, for a total of 35 lower house MPs.

    Under this system, a quota for election is one-eighth of the vote or 12.5%, but half of this (6.2%) is usually enough to give a reasonable chance of election. There’s no above the line section like for the federal Senate. Instead, people vote for candidates not parties, with at least seven preferences required for a formal vote.

    Robson rotation means that candidates for each party are randomised across ballot papers for that electorate, so that on some ballot papers a candidate will appear at the top of their party’s ticket and on others at the bottom.

    This means parties can’t control the ordering of their candidates. Independents can be listed in single-candidate columns.

    At the last election, the Liberals won 14 of the 35 seats, Labor ten, the Greens five, the Jacqui Lambie Network (JLN) three and independents three. Two of the three JLN MPs were later expelled from their party, but remained in parliament as independents.

    Candidate nominations were declared last Friday. There are 31 candidates in Bass, 38 in Braddon, 26 in Clark, 31 in Franklin and 35 in Lyons, for a total of 161 candidates, or 4.6 candidates per vacancy.

    The JLN isn’t running candidates, but the Nationals are running in Bass, Braddon and Lyons, and they include two former JLN MPs. Previous Tasmanian attempts by the Nationals have been failures, with their last effort in 2014 earning them just 0.8% of the statewide vote.

    YouGov and DemosAU polls

    A Tasmanian YouGov poll, conducted June 12–24 from a sample of 1,287, gave Labor 34% of the vote, the Liberals 31%, the Greens 13%, independents 18% and others 4%. Despite trailing on voting intentions, Rockliff led Labor’s Dean Winter by 43–36 as preferred premier.

    Respondents were asked to select the three most important items they wanted their candidate to agree with. Investing more in health was selected by 52%, building more public housing by 45% and reducing state debt by taxing those who can afford to pay by 41%.

    Opposing privatisation and asset sales was selected by 34%, while supporting privatisation was selected by 18%. Being anti-Macquarie AFL stadium was selected by 33%, while being pro-stadium was selected by 22%. When asked specifically about privatisation, voters were opposed by 47–36.

    Analyst Kevin Bonham reported a DemosAU poll, conducted June 19–26 from a sample of 4,289, gave the Liberals 34% of the vote, Labor 27.3%, the Greens 15.1% and independents 19.3%, leaving 4.7% presumably for others. This poll was originally reported in The Advocate, and was taken for an “unnamed peak body”.

    Bonham thinks it is likely that the independent vote in both these polls is overstated. These polls were both conducted before nominations were declared.

    If the DemosAU poll is correct, the Liberals would be likely to win more seats than Labor, while Labor would be likely to win more seats if the YouGov poll is right. But in both cases, the winning party would be well short of the 18 seats needed for a single-party majority.

    From 2010 to 2014, Labor governed in coalition with the Greens, and its heavy loss at the 2014 election was widely blamed on this coalition. Labor has tried to distance itself from the Greens since. In the last parliament, Labor may have been able to form government with the Greens’ assistance, but they refused to attempt to form one.

    If the YouGov poll is right, Labor may be able to form government with independents and not require the Greens. If the DemosAU poll is right, the result of this election is likely to be similar to the 2024 result, and Labor would need the Greens and some independents to form government.

    Federal Morgan poll: Labor far ahead

    A national Morgan poll, conducted June 23–29 from a sample of 1,522, gave federal Labor a 57.5–42.5 lead by headline respondent preferences, a 0.5-point gain for the Coalition since the June 2–22 Morgan poll.

    Primary votes were 36.5% Labor (down one), 30.5% Coalition (down 0.5), 12% Greens (steady), 8.5% One Nation (up 2.5) and 12.5% for all Others (down one). Using 2025 election preference flows, Labor’s lead was reduced to 56.5–43.5.

  • Amit Shah chairs ‘Manthan Baithak’ to mark International Year of Cooperatives 2025

    Union Home Minister and Minister of Cooperation, Amit Shah, chaired a “Manthan Baithak” with Cooperation Ministers from all States and Union Territories in New Delhi on Monday. The meeting was organised to commemorate the International Year of Cooperatives (IYC) 2025 and was hosted by the Ministry of Cooperation.

    In his address, Shah said that Prime Minister Narendra Modi established the Ministry of Cooperation to revive India’s long-standing tradition of cooperation while addressing present-day needs.

    Highlighting the transformative work done over the past decade, Shah said, “When the Modi government came to power in 2014, nearly 60 to 70 crore people lacked basic facilities and had lived for generations in scarcity. In ten years, the government has provided housing, toilets, drinking water, food grains, healthcare, gas cylinders, and other essential facilities to crores of people.”

    He added that those who had benefited now aspired to become entrepreneurs but lacked sufficient capital. “For them, cooperation is the only way to do meaningful work with their limited resources,” he said, stressing that cooperation is vital for employment generation in a country of 140 crore people.

    Shah emphasised the need to revitalise cooperation for the welfare of small farmers and rural communities, noting that the sector holds vast potential. “With sensitivity, we must bring cooperation back to life,” he said.

    He also shared that the Government of India has launched 60 initiatives to ensure that every citizen secures employment and lives with dignity. One key step, he said, is the creation of the National Cooperative Database to identify gaps and ensure that every village has at least one cooperative institution. “Our goal is that within five years, there should not be a single village in the country without a cooperative,” Shah said.

    He pointed out three main reasons for the weakening of the cooperative movement in the past: outdated laws, lack of expansion, and nepotism in recruitments. “The Modi government has amended the laws and conceived the idea of the Tribhuvan Sahkari University to train cooperative personnel,” he said. He urged every state to establish at least one cooperative training institution affiliated with the Tribhuvan Sahkari University to strengthen the training system.

    Shah said that a new National Cooperative Policy will be introduced soon, covering the period from 2025 to 2045, leading up to the centenary of India’s independence. He said, “Under this policy, each state will prepare its own cooperative policy according to local needs and conditions. Every state should announce its cooperative policy before January 31, 2026.”

    He also called for discipline, innovation and transparency in the sector through the Model National Cooperative Policy Act. Stressing the importance of timely implementation, he said the target of setting up two lakh Primary Agricultural Credit Societies (PACS) for the financial year 2025–26 must be achieved by February next year.

    “Now that cooperative banks come under the Banking Act, and the Reserve Bank of India has shown flexibility, remaining issues can only be resolved if we run these banks transparently and recruit staff based on merit,” he said, underlining the need for transparency in Credit Cooperative Societies and Urban Cooperative Banks.

    Promoting natural farming was another key area of focus. Shah urged all State Cooperation Ministers to work with their Agriculture counterparts to encourage natural farming, which, he said, would benefit both public health and the environment.

    He further said that ‘Cooperation Amongst Cooperatives’ has been a proven and successful model in Gujarat and should be replicated nationwide. “This initiative is crucial for building national capacity and strengthening cooperatives across India,” he added.

    The meeting also discussed progress on setting up two lakh Multi-Purpose Primary Agricultural Credit Societies (M-PACS) and the promotion of dairy and fisheries cooperatives to boost rural service delivery. The implementation of the world’s largest grain storage scheme in the cooperative sector was reviewed in detail.

    PROFESSOR GEORGE WILLIAMS, VICE-CHANCELLOR AND PRESIDENT OF WESTERN SYDNEY UNIVERSITY: I’d like to begin by acknowledging the people of the Dharug Nation and pay my respects to elders past and present, and particularly welcome Minister Jason Clare, the Education Minister, Mary O’ Kane, we’ve also got Andrew Giles here as well; Emeritus Professor Barney Glover and we’ve got Professor Geoff Lee as well from WSU.

    I’m delighted that this is the first day of ATEC here on our Bankstown campus. It’s a particularly important place to recognise the start of ATEC. We’re going to have TAFE moving into this building shortly and I’m looking forward to our students whizzing up and down the lifts. I’m delighted to see a lot of our students here today as well, studying education. From our point of view, we’re really committed as a university to delivering on the Accord. We see ourselves as the university of the Accord that will make sure we reach our targets of 1.8 million people by 2050 studying at university. That gets us from 45 to 55 per cent of students studying a bachelor’s degree. And we know here what is needed to get those students into study, particularly equity students, and to give them the opportunities that they deserve.

    I’d also say, though, what we’re seeing at Western as the Accord recognised, is that there are problems with the system that are getting in the way of us being able to deliver on that ambitious goal. We’ve seen 10 to 15 per cent decreases in the number of students from low SES and also equity backgrounds, such as first in family coming to university. And so, for us today, this is a really important announcement because it marks the opportunity to start fixing a broken system so that every student, irrespective of their postcode, irrespective of their background, has the opportunity to world world-class university education.

    From our point of view, we look forward to working with the Minister in ATEC, particularly to fix the Job-ready Graduates programme, which is means a $50,000 arts cost of a degree for many of our students and that’s actively dissuading our students from studying at university. We also know that it needs to go beyond the really good package that reduces student debt to actually dealing with the fees in the first place to make sure that students can afford to come to university. We also look forward to working with ATEC, particularly on international students. They are critical contributors to the Western Sydney economy, particularly nurses and other areas where we’re dealing with critical shortages. And in our case, 24 cents in every dollar paid by an international student supports an Australian student in their study. They support food, equity programmes and the like. And again, we look forward to contributing there. So, from our point of view, we’re really delighted here at Bankstown on this historic day. I’d also like particularly to acknowledge Barney, whose vision led to this building some years ago. And we’re pleased to be here, pleased to support ATEC and look forward to supporting its work.

    JASON CLARE, MINISTER FOR EDUCATION: Thanks very much, George. And this is really the perfect place to launch the Australian Tertiary Education Commission. As George mentioned, this is the vision of Barney in many senses. This building emerged out of the ground over the course of COVID and now stands as the tallest building in Bankstown, with that big sign at the top saying Western Sydney University. And I said when this building was officially opened a couple of years ago that this is more than just a building, it’s a beacon. When those lights shine brightly over Bankstown every night, people see it. I know the students here would see it. And I hope that young people right across our community see it and think, well, maybe university is for me as well.

    When I was a kid growing up in Western Sydney, university was somewhere else. And for a lot of kids that I went to school with, university felt like it was for someone else, that it was not for kids in the western suburbs of Sydney. There was lots of Macca’s logos, lots of KFC logos, lots of Westfield logos, not a lot of university logos. That’s now changing, and that’s important if we’re going to break down that invisible barrier that stops a lot of young people from giving university a crack in the first place. And that’s a big part of what the Universities Accord was about. It’s also a big part of what ATEC is about. And as you just mentioned a moment ago, George, something else exciting is about to happen here at this fantastic building, and that is, from January next year, Bankstown TAFE is moving in. The top eight floors of this building will be occupied by students from Bankstown TAFE that are just across the road at the moment. And so, from next year, in one building, you’re going to have TAFE and university all under one roof. That sends a really important message as well, about making sure that our tertiary education system is more joined up, that we’re working together, that we’re making it easier for students to move between TAFE and university. And again, that’s a really big part of what the Universities Accord report was all about, about trying to break down that artificial barrier that stops a lot of people from moving from one part of the system to another.

    The Universities Accord report was released just over a year ago and it’s a really important piece of work. And I want to thank Professor Mary O’ Kane in particular, and the team that she led for producing that report for the nation. It’s a blueprint for how we reform higher education for the next decade and beyond. And we’ve now started the process of implementing its recommendations. That includes things like university study hubs in our regions and in our suburbs. It includes fee-free university courses, those bridging courses that help young people – that might have finished school, but they’re not ready for uni yet – to do a free course to get ready to start a university degree. It includes the changes we’re making to HECS. We’ve made changes to indexation last year. In a couple of weeks, I’ll introduce legislation into the Parliament that will cut the student debt of 3 million Australians by 20 per cent, including the students that are here with us today.

    And it also includes paid prac for the first time ever. From today, the Australian Government will be investing in providing financial support for teaching students, for nursing students, for midwifery students, and for social work students while they do the practical part of their training. It’s worth almost half a billion dollars and it’s real practical support while you do your practical training. These are young people who are going to teach our children, who are going to look after us when we’re sick, who are going to help women during childbirth, help women fleeing domestic violence, some of the most important jobs in this country. And this is real practical help to help with the practical part of their degree.

    And today something else happens, something else from the Accord comes to life. And that’s the establishment of the Australian Tertiary Education Commission. And its real purpose is to drive long term reform. Implementing the Accord is the job of more than just one minister or two ministers or, or one government or two governments. It’s long-term reform, and that requires a steward that’s going to drive and implement reform over the next decade and beyond. And that’s why Mary and the team recommended it. That’s why the government is implementing it. From today, an interim Australian Tertiary Education Commission comes to life while we introduce legislation to make it permanent. And the people who recommended it are the people who are going to help to bring it to life. I’m bringing the band back together.

    Professor Mary O’ Kane, thank you for agreeing to be the interim chair of, well, the chair of the interim ATEC. Barney, you’re sort of wearing a semi hat here as the head of JSA, but helping us as one of the commissioners as well. And Larissa Behrendt, distinguished Professor Larissa Behrendt, who’s not with us today, but has also agreed to be one of the commissioners of the interim ATEC. It’s about getting the people who recommended this to help bring it to life, to lift words off the page and make this real. As George pointed out, the role of the ATEC is critical. It’s about making the system more joined up. It’s about compacts with universities about what they do. It’s about striking funding agreements with universities to implement the important work that universities do in different parts of the country. Not every university needs to be the same or do the same thing and the ATEC will be critical in that and providing advice to us on the cost of courses and the funding of courses and the costs that students pay. So, this is really important and it’s not just about universities. We called this the Australian Tertiary Education Commission for a reason, because we want to look at the whole system, make sure that it’s more joined up and working together. And so, this body reports to both of us, Minister for Education and the Minister for Skills. And I’d ask Andrew to say a few words.

    ANDREW GILES, MINISTER FOR SKILLS AND TRAINING: Yeah, thanks very much, Jason. This is a really important day. Jason, you’ve just been talking about long term reform. Well, I’m conscious that people have been talking about harmonisation in tertiary education for a very, very long time. But today it becomes concrete, with the interim Australian Tertiary Education Committee taking its first steps. And I really do look forward to hearing from Mary and from Barney in a few minutes about the journey to date and the journey going forward.

    Because this is long term reform that has been a long time in the making but is absolutely fundamental for the reasons that Jason set out. But also as we think about the needs of the Australian economy today and into the future, I’m very conscious that Jobs and Skills Australia are telling us that nine in 10 jobs require some form of post compulsory qualification and that amongst those there’s roughly a 50/50 split between those that require a university degree and those that require vocational education and training. So, when I think about that split, I think about how important it is that we’re standing right here in Bankstown, in your electorate Jase, in a building that will very shortly bring that vision to physical life with the proximity of TAFE and university students. And that’s a symbol also of a big part of the ongoing work of the ATEC about building clearer pathways between vocational and university education, breaking down some of those barriers, because there’s really two barriers that we’re talking about here. The ones that are preventing too many Australians from accessing university or vocational pathways, and those that are stopping people from being the adaptive learners that they want to be and which our economy demands. So, there’s really important work in two respects for the ATEC to get underway.

    I feel really excited, though, to be at the ground floor of this great long-term enterprise as we seek to do two things. We seek to support a labour market that works for Australia to grow the Australian economy, to make sure that there’s a better fit between the jobs that are out there and the pathways that we are offering and making accessible to young and indeed not so young Australians. And on the other hand, to make sure that every Australian can access the skills they want for a fulfilling, rewarding and secure job into the future. So, today we take a really big step forward. It’s a step that’s really all about partnership. I’m thrilled to work so closely with Jason in his capacity as Minister for Education. I’m thrilled to work with people across the sector, whether it’s in vocational education, whether it’s in university, whether it’s employers, whether it’s unions, whether it’s experts, to make sure that we have an education system that is fit for purpose. And when I say fit for purpose, that’s fit for the needs of our economy and fit to meet the needs and the aspirations of every Australian in every corner of this great country. With that, I’m really pleased to hand over to Mary O’ Kane, who really in, in many senses is the architect of this vision and then will take on board stewardship of seeing it realised. So, thank you, Mary.

    MARY O’KANE, CHIEF COMMISSIONER OF THE INTERIM AUTRALIAN TERTIARY EDUCATION COMMISSION: Thank you, Minister. Well, this is a very exciting day and it’s particularly thrilling to have a group of teaching students here. You’re the symbol of why we worked hard on the Accord and why we’re so thrilled that the Tertiary Education Commission is starting. It’s actually starting again. A little bit of a history lesson. It actually was the Labor Government at the end of the war established it. It was then picked up by the Menzies Government, the Liberal Government after that, and added to, and went for a long time to 1988. And there hasn’t been one for a while. But in the Accord work, we determined that you really need something that interprets the higher education system to the community, to government, and that can listen to the higher education system and interpret that back. So, if you like, it’s a whisperer, it’s the higher education whisperer for the nation.

    And like the commission of post the Second World War, this one has some really big things to advise government on. We just heard Minister Giles talk about the importance of the national economy. And unless we have the right skills, we won’t have the economy or the society we want. And this is really about growing that skills base enormously, growing the types of skills, modernising them, but also making sure that we have the right pathways, we have the right and above all, the numbers going in. And we’re not going to get the numbers into higher education unless we have different mechanisms to the ones we have now. It’s not just about people going to school and going on to higher ed; it’s about people being able to come back in to do university later in life. It’s about going through different pathways. And this is why there’s a lot about access in the Accord and that we’ll be trying to enliven in the Tertiary Education Commission. So, how can people have done really good courses at TAFE, go to university and the other way around?

    When I was in South Australia, we had, one of the favourite things people would do, would do a degree in history at one of the universities and then go to Regency TAFE and do a hospitality qualification. And that combination was a really good one for the tourism industry and so on. So, it’s very exciting to be part of this sort of new, looking at new ways to realise a much larger higher education system, even stronger knowledge system than we have in Australia. A new, the economy being stronger and our place in the sort of international system, you know, being even more marked than it is at present. And so, I hope that for you, you’ll be measuring us. I hope you’ll be looking at the Tertiary Education Commission and saying, yes, it’s doing what I want or it’s not, and if not, I hope you’ll come and talk to us, because it’s very much an open for business, talking to the students, talking to the universities and passing it all on to government. So, thank you for being here today while we celebrate. And I’ll do a shout out to Larissa. Hopefully she’s watching on some sort of thing. She’s up in Yucala with a range of Indigenous students who are there with her and filming for various things. So, thank you very much. I should have said we’d talk to Barney.

    BARNEY GLOVER, JOBS AND SKILLS AUSTRALIA COMMISSIONER: You probably, you could not stop me. Thank you, Mary, for those words. I want to particularly thank the two ministers that are here today. My minister, Andrew Giles, Minister for Skills and Training in Australia. The real energy behind what Andrew wants to achieve, to transform the Australian vocational education and training system to support the labour market we need now and into the future and the work that Jason Clare has done as Minister for Education to bring the ATEC today into fruition to support the Accord and to see today not just the ATEC established and for Mary to lead this implementation phase with the support of Larissa and myself, but so many other aspects of the Accord recommendations that the government’s already picked up and are in place. And placement payments today for those students you mentioned across nursing, midwifery, social work and teaching, to receive the benefit they need to avoid poverty in placements is a wonderful achievement of the accord and congratulations to the government.

    There are a number of reasons why I think this is a really important day. It’s not just that two ministers are here that’s significant in itself. I want to congratulate George for the work that Western Sydney has done to take this building, to make it what I believe will be one of the most important dual sector enterprises in higher education and vocational education training in Australia. When those TAFE students are here next year, this will be as big as most dual-sector universities in Australia. So, it will be in itself a great opportunity to press what joined up means for tertiary education Australia to have a harmonised tertiary education system in this country and to do it in ways we haven’t been able to do before. So, there’s a challenge here for TAFE NSW and for George and for Michelle Simons, who does a wonderful job here as the Dean of the School of Education. A wonderful challenge to say, what can we do differently? What can we do better? How can we ensure that we produce graduates from higher ed and those who complete vet qualifications with the skills and knowledge they need for the economy of the future, as Mary said, because there are wonderful opportunities in the future for all Australians, but we’ve got to match up our skills and our jobs.

    It’s one thing that Jobs and Skills Australia has been saying for some time, we need a joined up tertiary education system. We need to better match our skills from our education and training into our job market. We need to recognise that increasingly we need post-secondary qualifications for the future. And as Minister Giles said, we’ve got to get the balance right between higher education and vet. And that’s not about different ways of cutting the same cake. It’s growing this cake. And that really means. And this is another reason why it’s exciting to be here in Bankstown, because as Mary said, we’ve got to uplift more Australians to participate in post-secondary education more than we’ve ever done before. And that means reaching into equity, in first in family, as George said, students from a low socio-economic background, First Nations Australians. I pay tribute to the work that Larissa has done to make First Nations Australians at the centre of the Accord and at the centre of the ATEC. And she does a wonderful job in supporting that. And people with disability and other equity groups, we need to make sure they’re fully represented.

    So, this is a great place to do this. It was a great place to build this building. Not just that it was 50 metres from the Minister for Education’s electoral office. That was just an additional benefit, but to put it here in the South-West of Sydney and to reach out to these communities and say it’s not just higher education, tertiary education is in reach and it will be transformational and it will ensure that this region has the economic uplift and the social and cultural benefits that tertiary education can bring. Exciting day. Well done to everyone. Thank you.

    CLARE: Can I just make some comments on reports this morning of alleged sexual assault of children in childcare centres in Victoria. This morning I’ve spoken to Lizzie Blandthorn, the Minister for Children. I’ve also spoken to Tim Watts, member for Gellibrand, in the area where some of these child care centres are located in Victoria. This is extremely serious. There is nothing more serious than this. The alleged perpetrator is in custody right now, but this is one of the reasons why this was top of the agenda when education ministers met in Adelaide on Friday. It’s one of the reasons why we’ve banned the use of personal mobile phones in childcare centres. It’s one of the reasons why we’ve made mandatory reporting of physical and sexual assaults in childcare centres a requirement within 24 hours rather than seven days. It’s one of the reasons why I will bring legislation to the Federal Parliament in the next few months to cut off funding to childcare centres that aren’t up to scratch. And as I said, it’s one of the reasons why this was top of the agenda when education ministers met on Friday to look at what are the next steps that we need to take to make sure that our children are safe in child care centres. There are more than 1 million parents who rely on our early education and care system to care for our children, to educate our children and to keep our children safe. This is personal for me because I’m one of those parents and there is nothing more important to me than making sure that we take every step we need to take to keep our kids safe. Thanks very much.

    In Murray-led forum for Dobbs anniversary, Senator Murray laid out how defunding Planned Parenthood is part of Republicans’ strategy for a Backdoor Nationwide Abortion Ban

    Washington, D.C. — Today on the Senate floor, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee and a senior member and former Chair of the Senate Health, Education, Labor and Pensions (HELP) Committee, put forward an amendment to Senate Republicans’ reconciliation bill to fully strike Section 71115 of Republicans’ reconciliation bill, the so-called One Big Beautiful Bill Act. Section 71115 would achieve anti-abortion extremists’ long-sought goal of “defunding” Planned Parenthood by cutting off Planned Parenthood health centers from receiving federal Medicaid funding for the care they provide for millions of low-income women across the country—including birth control, cancer screenings, STI testing and treatment, and wellness exams.

    Section 71115 is estimated to cost taxpayers $52 million over the next 10 years, according to the nonpartisan Congressional Budget Office (CBO). The revised data comes after Senate Republicans put forth new bill text late Friday night that changes the “defund” Planned Parenthood provision from 10 years to one year.

    Defunding Planned Parenthood will put at least 200 health centers across the country at risk of closure— 90 percent of them in states where abortion is legal—and rip away health care for more than 1.1 million people, many of whom might not be able to get care anywhere else. Recent research from the Guttmacher Institute found that, contrary to Republicans’ claims, Federally Qualified Health Centers do not have the capacity to readily serve the millions of people who currently rely on Planned Parenthood for care.

    Republicans blocked Senator Murray’s amendment, 51-49.

    MURRAY AMENDMENT #2771: Senator Murray offered an amendment to strike Section 71115 of the reconciliation bill, “Federal Payments to Prohibited Entities,” which would cut off Planned Parenthood health centers from receiving federal Medicaid funding for one year.

    Senator Murray said on the Senate floor when offering her amendment, #2771:

    “Mr. President, my amendment is about a really important issue that has not gotten near enough attention for how devastating it will be for women in our country.

    “Republicans’ bill will cut millions of women off from birth control, cancer screenings, essential preventive health care—care that they will not be able to afford anywhere else. And it will shutter some 200 health care clinics in our country.

    “And it will take another step towards enacting Republicans’ plan for a Backdoor Nationwide Abortion Ban. How does it do this? By defunding Planned Parenthood.

    “This is a long-sought goal of anti-choice extremists—no surprise, it is overwhelmingly unpopular with the American people.

    “But Republicans are bent on ripping away any access to abortion care, and happy to cut off this lifesaving care. No matter that women may not have another place to get the care that they can afford, or another place they can get any care at all!

    This amendment, that I’m offering, will strip the awful provision to defund Planned Parenthood from this bill, and protect health care access for the millions of patients who rely on Planned Parenthood health centers.

    I urge a Yes vote.”

    Senator Murray has been the leading voice in the Senate speaking out and raising the alarm against Republican efforts to defund Planned Parenthood. Earlier this week, at her forum on the anniversary of the Dobbs decision, Senator Murray spoke about Republicans’ plan to institute a backdoor nationwide abortion ban and laid out how defunding Planned Parenthood is a key part of that strategy.

    Earlier on Sunday, Senator Murray delivered a lengthy speech on the Senate floor where she laid out in detail how Republicans’ One Big Beautiful Bill Act will rip away health care from millions of Americans, shutter the doors of hospitals and health care clinics across the country, make the largest cuts to Medicaid and nutrition assistance in history, and blow up the national debt—all so Republicans can fund massive tax breaks for billionaires.     Chief Executive John Lee and senior government officials attended a flag-raising ceremony this morning to celebrate the 28th anniversary of the Hong Kong Special Administrative Region’s establishment.

    The ceremony was held at Golden Bauhinia Square in Wan Chai at 8am.

    The Police Band performed at the ceremony and a choir from Clementi Secondary School sang the national anthem under the lead of two singers, followed by a fly-past and a sea parade by the disciplined services.

    Led by the Chief Executive, a celebratory reception was then held at the Grand Hall on Level 3 of the Convention & Exhibition Centre.

  • MIL-OSI Economics: Joint Statement: Heads of Multilateral Development Banks commit to strong joint action on development priorities

    PARIS (28 June) – The Heads of Multilateral Development Banks (MDBs) met today in Paris, hosted by the Council of Europe Development Bank (CEB), which currently chairs the Heads of MDBs Group. The meeting focused on advancing their joint efforts to address  development priorities.

    Amid rising global uncertainty, the Heads reaffirmed their commitment to working as a system to deliver greater impact and scale, in line with their Viewpoint Note and the recommendations of the G20 Roadmap towards Better, Bigger, and More Effective MDBs.  The Roadmap outlines an ambitious vision for MDB reform to better address regional and global challenges, support job creation, and help countries achieve their development aspirations.

    The Heads welcomed ongoing efforts to improve the way MDBs work with clients through operational efficiency and enhanced coordination. In 2025 alone, five mutual reliance agreements  have been signed, helping streamline the preparation and implementation of  co-financed projects across institutions.

    Private capital mobilization remains a system-wide priority, with the last joint report of the MDBs reflecting a positive trend in volumes mobilized. To build on this momentum, the Heads reaffirmed their commitment to developing local currency lending and foreign exchange solutions. They also reaffirmed  the importance of adequate risk assessment for private sector investment in emerging markets and developing economies; in this context, the valuable contribution of disaggregated statistics on credit risk published through the Global Emerging Markets Risk Database (GEMs) was recognized.

    The Heads reiterated their continued commitment to implementing the recommendations of the G20 Independent Review of Multilateral Development Banks’ Capital Adequacy Frameworks (CAF).  Further reform efforts by MDBs since mid-2024 have increased the additional lending headroom for development projects in all countries of operation, including high-income ones, over the next decade by more than US$250 billion, thus reaching a total of over US$650 billion.

    The publication in the coming weeks of the Comparison Report by the MDBs’ Global Risk and Finance Forum (GRaFF) will provide metrics and data relating to MDBs’ financial positions, promoting a better understanding of their financial models and supporting both balance sheet optimization and private sector mobilization.

    The Heads also agreed to continue advancing promising initiatives already underway to strengthen system-wide impact. These include: 1) Mission 300, which aims to connect 300 million people in Africa to electricity by 2030 through public and private collaboration;  2) Association of South East Asian Nations (ASEAN) Power Grid, which aims to boost energy security, strengthen resilience, and promote decarbonization for the region’s 670 million people by connecting its electricity systems; and 3) Digital Transformation in Education in Latin America and the Caribbean, which aims to connect 3.5 million students and train over 250,000 teachers.

    In addition, MDBs are exploring joint actions to scale up investments in social infrastructure, including health, education, housing, and water and sanitation. Building on structured dialogue led by the CEB, the Heads welcomed progress made through recent cross-MDB consultations and recognized the key role these sectors play in enabling jobs, productivity, and inclusive growth, while noting persistent financing and delivery challenges that constrain impact.

    Meeting in advance of the Fourth International Conference on Financing for Development (FfD4), which will take place in Sevilla, Spain, from 30 June to 3 July, MDBs remain committed to working better as a system, in alignment with country-led development priorities and strategies to promote jobs and prosperity. In view of water’s role in human development, MDBs committed to significantly increasing collective support for global water security by 2030, and will launch the first “Joint Annual MDB Water Security Financing Report” at FfD4. Heads noted the importance of the upcoming COP30 in Belem, Brazil, in November 2025.

    Today’s meeting in Paris marks a significant step toward effective collaboration and scaled-up collective action for development priorities. MDB reforms are advancing, moving from concept to execution.

    With streamlined operations, better risk tools, and growing financial capacity, MDBs are delivering real impact – from expanding energy access and digital education to scaling investment in water security.

    As war continues to rage in Gaza and Ukraine, there is concern about how the related trauma might be transmitted to future generations of people in those regions.

    More generally, interest in the idea of transgenerational trauma has recently surged. For example, earlier this year, National Geographic magazine asked whether genes carry past family trauma.

    But while this might be a catchy question, it’s also slightly misleading. Because while trauma can ripple across generations, shaped by how our bodies respond to their environments, its effects aren’t hard-coded in our genes.

    Plastic minds and bodies

    At the heart of this process is what’s known as phenotypic plasticity.

    This is the capacity for organisms to produce different outcomes from the same genes, depending on their environment. These outcomes, called phenotypes, can include stress sensitivity and body shape.

    One way different phenotypes can arise from the same genes is via epigenetics: small chemical changes to the DNA molecule that make particular genes more or less active. Think of these like a director’s notes on a script. These notes guide the cell on which lines to emphasise or soften, without changing the script itself.

    But epigenetics is just one way this plasticity is expressed.

    Understanding how trauma is passed across generations means looking beyond genes and cells to the environments that shape and influence them.

    Human development is sculpted by lived experience, from caregiving and community to stress, safety and belonging.

    These factors interact to produce lasting – but not always fixed – effects. By focusing on how they interact, rather than on single causes, we can better understand why trauma echoes across generations. This also helps us identify how that cycle might be disrupted.

    Widespread in nature

    Phenotypic plasticity is widespread in nature.

    In honeybees, genetically identical larvae become queens or workers depending on what they eat while developing. In three-spined stickleback fish, early exposure to predators reshapes their stress physiology and body shape, making them harder for predators to grasp.

    These aren’t genetic differences – they’re environmental effects on development.

    In humans, early-life conditions similarly shape development. A child raised in an unsafe setting may develop heightened vigilance or stress sensitivity – traits that help in danger but can persist as anxiety or chronic stress in times of safety. This is known as environmental mismatch.

    Across generations, plasticity becomes more complicated. In some of my past research, I studied how diet in one generation of fruit flies shaped health, reproduction and longevity in their offspring and grand offspring.

    The results varied depending on diet, generation and trait. Traits that appeared to be useful in one generation weren’t always so in the next. This highlights how difficult transgenerational effects are to predict – precisely because of this plasticity.

    Too narrow an explanation

    Epigenetics often reflect environmental exposures – such as stress, trauma, nutrition or caregiving. But they’re not necessarily permanent “scars”. Many are dynamic and can shift with changing environments – especially early in life.

    Studies show that epigenetic patterns linked to early childhood adversity vary depending on later environments such as family stability and social support. This suggests the biological imprint of early stress is shaped by what happens next.

    It’s tempting to treat epigenetics as the key to explaining inherited trauma – but that’s too narrow. Trauma can influence the next generation through altered hormones, immune function or in utero conditions – all of which shape brain development and stress reactivity.

    Genetic variation also plays a major role. It doesn’t encode trauma itself, but it shapes traits such as sensitivity to threat or emotional regulation. These traits aren’t chosen – they arise from a web of biological and social influences beyond our control.

    But how they unfold, and whether they’re amplified or softened, depends on the systems that surround us.

    Connection to culture

    Connection to culture plays an important role too.

    In Aotearoa New Zealand, Māori-led initiatives that centre land, language and whakapapa (ancestral lineage) have shown promise in restoring wellbeing after generations of colonisation-related trauma.

    For Holocaust survivors and descendants, connection to cultural identity through ritual and shared narrative can reduce the psychological burden of transmitted trauma.

    But not all trauma is collective or institutional. Interventions such as trauma-informed parenting and early relational therapies have been shown to improve outcomes in the next generation.

    These psychological supports affect biology. Feeling safe in our relationships, having stable routines and a sense of meaning can reduce stress hormones, modulate immune function, and buffer against long-term disease risk.

    In this way, culture, caregiving and connection are all biological interventions. When they soften the effects of earlier stress, they may help interrupt its transmission.

    Reframing inherited vulnerability

    This matters, because it changes how we understand inherited vulnerability.

    Rather than a permanent wound passed down through DNA, the effects of trauma are better understood as changeable responses shaped by context.

    Thanks to plasticity, our biology is always in conversation with the environment – and when we change the context, we can change the outcome.

  • MIL-OSI China: Trump’s One Big Beautiful Bill reveals divisions in Washington

    A marathon vote was underway Monday over U.S. President Donald Trump’s massive One Big Beautiful Bill, which highlights bitter partisan divisions in Washington.

    Trump said the bill will deliver the largest tax cut for working- and middle-class Americans in history and will “unleash our economy.”

    The bill contains a slew of tax cuts for businesses and families and will “turbo-charge our economy and bring back the American dream,” Trump said in a speech promoting the legislation.

    However, Democrats are vehemently opposed to the mega-bill, which, if passed, will fund Trump’s agenda and stand in stark contrast to what Democrats want for the country.

    Democrats blast Trump’s tax cuts as benefiting the wealthy, although Republicans maintain the cuts will help the middle class.

    The bill has angered Democrats for what that party says are cuts to essential programs such as Medicaid — health care coverage for low-income people — as well as food stamps.

    Democrats and a couple of Republicans also fret the bill will add trillions of U.S. dollars to the surging national debt.

    Christopher Galdieri, a political science professor at Saint Anselm College in the northeastern state of New Hampshire, told Xinhua the legislation is “essentially a mega-bill combining most of Trump’s legislative ambitions into one package — tax cuts, spending cuts, massively increasing the budget for ICE, and more.”

    The bill could provide additional funds for the U.S. Immigration and Customs Enforcement (ICE) to boost the number of agents and to provide pay bonuses.

    ICE is in large part carrying out Trump’s mass deportation of millions of people who entered the United States illegally during the previous administration. But Democrats blast the deportations as heavy-handed, inhumane and unconstitutional.

    Republicans argue that those funds for ICE are needed to reverse the damage they said Democrats did to the United States during the previous administration.

    The GOP accuses Democrats of purposely opening the floodgates to millions of immigrants to illegally enter the United States, in what the GOP labeled an “invasion” and a result of Democrats’ “radical left” agenda during the previous administration.

    The White House also argues that among those who have illegally entered are many criminals and gang members.

    Democratic Senate Minority Leader Chuck Schumer on Saturday criticized the bill, accusing Republicans of trying to dupe the American people and saying “most people hate this bill.”

    Some Republicans have also criticized the bill.

    GOP Senator Josh Hawley has raised concerns about cuts to Medicaid, saying the reductions are “morally wrong and politically suicidal.”

    But on Saturday, Hawley changed his tune and announced he would back the bill.

    Republican Senator Rand Paul blasted the bill for what he said was adding to the debt, labeling it “much more of a spending bill than a bill that rectifies the debt problem.”

    Paul has specifically lambasted the bill for what he said was adding to the national deficit by around 2.4 trillion U.S. dollars over a decade.

    GOP Senator Thom Tillis criticized the bill on Saturday, saying: “It is inescapable this bill will betray the promise that Donald Trump made.”

    The senator denounced proposed cuts to Medicaid and lambasted the “amateurs” advising Trump, who he said have “no insight into how these… Tax cuts are going to be absorbed without harming people on Medicare.”

    Clay Ramsay, a researcher at the Center for International and Security Studies at the University of Maryland, told Xinhua: “The core of the partisan divisions is that Medicaid recipients, which are a quite significant portion of each legislator’s constituents, are going to either suffer cutoffs or will have to spend a lot of time and energy to avoid that happening.”

    Republicans argue that the bill’s tax cuts will stimulate the economy.

    Dean Baker, a senior economist at the Center for Economic and Policy Research, told Xinhua: “There will be little net effect. The biggest effect is likely to be contractionary from the (tariffs).”

  • MIL-OSI China: Global investors double down on Chinese assets

    China’s resilient economy, robust growth potential and improving corporate profitability are fueling more optimism and renewed interest in Chinese assets among foreign investors.

    Driven by China’s advancements in technology and rising confidence in its policy support to stabilize economic growth in the second half of the year, global investors are ramping up their exposure to Chinese equities and bonds.

    Major foreign financial institutions, including United States asset manager Franklin Templeton, investment bank Goldman Sachs and Swiss bank UBS have stepped up their allocations or expressed optimism about Chinese equities, citing favorable valuations, a peak in China-US trade tensions and optimism regarding China’s artificial intelligence-led transformation.

    Market watchers and economists said that a combination of proactive fiscal measures, targeted industrial policies and accelerating technological innovation is reinforcing China’s appeal as a destination for global capital.

    According to data released on Monday by the National Bureau of Statistics, China’s factory activity gauge improved marginally in June, as the official purchasing managers index for the manufacturing sector came in at 49.7 in June, up from 49.5 in May. Notably, the PMIs for equipment manufacturing, high-tech manufacturing and the consumer products sector came in at 51.4, 50.9 and 50.4, respectively, remaining in expansion territory for two straight months.

    “The story of China now is about growth,” said Fang Dongming, head of China Global Markets at UBS.

    Foreign investors will be attracted as long as companies promise growth and profit, whether it is in technology, healthcare, new energy or new types of consumption, Fang said.

    Multibillion-dollar US fund manager Franklin Templeton has started edging back into Chinese stocks for the first time in years, with a group of its funds managing around $2 billion buying into Chinese stocks in recent weeks, Zehrid Osmani, head of the company’s Global Long-Term Unconstrained team, told Reuters recently.

    The company believes that trade tensions with the US have peaked, and that China is expected to further support its technology giants, according to Osmani.

    Economists believe that China is well-positioned to achieve its annual growth target of around 5 percent, backed by proactive fiscal policy and moderately accommodative monetary policy.

    Zhang Xiaoyan, associate dean at Tsinghua University’s PBC School of Finance, said that China’s top leadership may sharpen its focus on ensuring domestic economic stability and maintaining stable relationships with its trading partners, which would further boost the confidence of domestic and foreign investors in the Chinese economy.

    Liu Qiao, dean of Peking University’s Guanghua School of Management, said that new policy tools in the second half might include fiscal transfers or cash subsidies for low-income groups, and supportive policies to address pressure on enterprises, especially listed companies, which would improve corporate cash flow and strengthen investment appetite.

    Driven by this favorable policy environment and long-term opportunities in sectors like technology, new energy and advanced manufacturing, global asset managers are reassessing their China allocations.

    The return of global capital is reflected in broader data. According to Goldman Sachs, global active funds have increased their China equity allocations from 5 percent in late September to 6.4 percent by late April. The investment bank maintains an “increase” stance for Chinese stocks, citing improving corporate profitability, foreign capital inflows and long-term value in yuan-denominated assets.

    Fu Si, China portfolio strategist at Goldman Sachs, has forecast that the CSI 300 Index — tracking 300 heavyweight stocks in Shanghai and Shenzhen — could reach 4,600 points, about 10 percent above current levels. Similarly, the MSCI China Index, widely tracked by global investors, is expected to rise another 10 percent in the coming months, supported by its current price-to-earnings ratio of just 11.5.

    Goldman Sachs also identified artificial intelligence as a key growth driver. It estimated that AI proliferation could lift the overall profitability of Chinese stocks by 2.5 percent annually over the next decade. China’s AI breakthroughs may attract $200 billion in fresh capital into its equity market, potentially driving stock prices up 15 to 20 percent.

    Zhang Di, chief macro analyst at China Galaxy Securities, highlighted that new policy-based financial instruments are likely to be introduced soon to support economic growth.

    “That will help support the growth of infrastructure and real estate in the second half of the year. And the focus will also be placed on supporting technological innovation, consumer-related infrastructure, and key sectors such as trade-in deals for consumer goods,” he said.

    According to Nomura Orient International Securities, Chinese equities could outperform global peers in the second half of 2025. Factors include expectations of more supportive policy, improving domestic liquidity, and rising global interest in Asia-Pacific markets amid a weaker US dollar.

    Market performance so far reflects rising confidence. The Shanghai Composite Index has gained about 5.6 percent so far this year, while the CSI 300 is up over 3 percent. Meanwhile, the Hang Seng Index in Hong Kong has surged over 23 percent this year, second only to South Korea’s KOSPI, which saw a 28 percent increase.

  • MIL-OSI Economics: Heads of Multilateral Development Banks commit to strong joint action on development priorities

    The Heads of Multilateral Development Banks (MDBs) met today in Paris, hosted by the Council of Europe Development Bank (CEB), which currently chairs the Heads of MDBs Group. The meeting focused on advancing their joint efforts to address development priorities.

    Amid rising global uncertainty, the Heads reaffirmed their commitment to working as a system to deliver greater impact and scale, in line with their Viewpoint Note and the recommendations of the G20 Roadmap towards Better, Bigger, and More Effective MDBs. The Roadmap outlines an ambitious vision for MDB reform to better address regional and global challenges, support job creation, and help countries achieve their development aspirations.

    The Heads welcomed ongoing efforts to improve the way MDBs work with clients through operational efficiency and enhanced coordination. In 2025 alone, five mutual reliance agreements have been signed, helping streamline the preparation and implementation of co-financed projects across institutions.

    Private capital mobilization remains a system-wide priority, with the last joint report of the MDBs reflecting a positive trend in volumes mobilized. To build on this momentum, the Heads reaffirmed their commitment to developing local currency lending and foreign exchange solutions. They also reaffirmed the importance of adequate risk assessment for private sector investment in emerging markets and developing economies; in this context, the valuable contribution of disaggregated statistics on credit risk published through the Global Emerging Markets Risk Database (GEMs) was recognized.

    The Heads reiterated their continued commitment to implementing the recommendations of the G20 Independent Review of Multilateral Development Banks’ Capital Adequacy Frameworks (CAF).  Further reform efforts by MDBs since mid-2024 have increased the additional lending headroom for development projects in all countries of operation, including high-income ones, over the next decade by more than US$250 billion, thus reaching a total of over US$650 billion.

    The publication in the coming weeks of the Comparison Report by the MDBs’ Global Risk and Finance Forum (GRaFF) will provide metrics and data relating to MDBs’ financial positions, promoting a better understanding of their financial models and supporting both balance sheet optimization and private sector mobilization. 

    The Heads also agreed to continue advancing promising initiatives already underway to strengthen system-wide impact. These include: 1) Mission 300, which aims to connect 300 million people in Africa to electricity by 2030 through public and private collaboration; 2) Association of South East Asian Nations (ASEAN) Power Grid, which aims to boost energy security, strengthen resilience, and promote decarbonization for the region’s 670 million people by connecting its electricity systems; and 3) Digital Transformation in Education in Latin America and the Caribbean, which aims to connect 3.5 million students and train over 250,000 teachers. 

    In addition, MDBs are exploring joint actions to scale up investments in social infrastructure, including health, education, housing, and water and sanitation. Building on structured dialogue led by the CEB, the Heads welcomed progress made through recent cross-MDB consultations and recognized the key role these sectors play in enabling jobs, productivity, and inclusive growth, while noting persistent financing and delivery challenges that constrain impact.

    Meeting in advance of the Fourth International Conference on Financing for Development (FfD4), which will take place in Sevilla, Spain, from 30 June to 3 July, MDBs remain committed to working better as a system, in alignment with country-led development priorities and strategies to promote jobs and prosperity. In view of water’s role in human development, MDBs committed to significantly increasing collective support for global water security by 2030, and will launch the first “Joint Annual MDB Water Security Financing Report” at FfD4. Heads noted the importance of the upcoming COP30 in Belem, Brazil, in November 2025.

    Today’s meeting in Paris marks a significant step toward effective collaboration and scaled-up collective action for development priorities. MDB reforms are advancing, moving from concept to execution.

    With streamlined operations, better risk tools, and growing financial capacity, MDBs are delivering real impact – from expanding energy access and digital education to scaling investment in water security.

    WILLIAMSTON, N.C.—Congressman Don Davis (NC-01) announced new legislation to support reopening facilities like Martin General Hospital as Rural Emergency Hospitals.

    The Rural Emergency Hospital Financial Stability Act, announced during a press conference outside Martin General Hospital, would provide support to healthcare facilities that are facing closure or are able to reopen by increasing Medicaid reimbursements for Rural Emergency Hospitals (REH) to the outpatient hospital, rather than the rural health clinic rate. By categorizing REHs as hospitals with respect to Medicaid, as Congress originally intended, rather than clinics, the legislation categorizes REHs in the same way as Medicare.

  • MIL-OSI New Zealand: Universities – Selina Tusitala Marsh appointed inaugural Commonwealth Poet Laureate – UoA

    Notable New Zealand poet and academic Selina Tusitala Marsh ONZM, FRSNZ has been announced as the first Commonwealth Poet Laureate.

    The professor of English at Waipapa Taumata Rau, University of Auckland is a former New Zealand Poet Laureate and award-winning writer, known for her three collections of poetry and most recently, her bestselling children’s graphic memoir series Mophead.

    The appointment, the first in the 75-year history of the Commonwealth of Nations, will run until 31 May 2027 and involve Marsh crafting original poems for flagship Commonwealth events, including Commonwealth Day, the Commonwealth People’s Forum and Ministerial and Heads of Government Meetings.

    She will also advise on the Commonwealth Foundation’s creative programming – the principal agency for Commonwealth culture – and will appear in person at the Commonwealth People’s Forum and Heads of Government Meeting in Antigua & Barbuda in 2026.

    Marsh, who is of Samoan, Tuvaluan, English, French and Scottish heritage, says she is “deeply honoured” to accept the role.

    “In Samoan, we say, O le tele o sulu e maua ai figota. ‘The more torches we have, the more fish we can catch’. Poetry is our torch, illuminating paths between our diverse cultures and histories.

    “The Māori proverb goes ‘He toi whakairo, he mana tangata’; ‘Where there is artistic excellence, there is human dignity.’ This profound truth guides my vision for this role. Through the elevation of our creative voices, we affirm our shared humanity across the Commonwealth.

    “When we honour the artistry within our communities, whether it flows from Samoa, my mother’s island, or New Zealand, where I was born and grew up, we recognise the inherent dignity and worth of every person whose story deserves to be told.”

    She remembers back to the moment in 2016 when she recited one of her poems at the Commonwealth Day service at Westminster Abbey in front of the late Queen Elizabeth II and other dignitaries.

    “Her Majesty charged me with fostering unity through verse, and I felt the weight and wonder of words that bridge worlds. Today, I accept this torch with alofa (love) and renewed commitment to amplify the voices that heal, challenge, and unite our Commonwealth family. Together, we will kindle more torches, casting light on the stories that connect us all, celebrating the artistic excellence that affirms our collective human dignity.”

    University of Auckland Vice-Chancellor Professor Dawn Freshwater is delighted to see one of the University’s staff honoured in such a significant way.

    “Selina is an absolute treasure in the University of Auckland community. She gives so generously of her creativity and time, both on Campus and in the wider community. We are so lucky to work with her, and we’re deeply proud she has been honoured in this way,” she says.

    “She will do the University, Aotearoa New Zealand and the Pacific proud, as well as being a vital voice for the humanities. In times of global uncertainty, it’s the humanities that help us make sense of complexity, preserve culture, and imagine better futures.”

    Director-General of the Commonwealth Foundation Dr Anne T. Gallagher, who made the inaugural appointment, says it places creative expression at the heart of the Commonwealth’s work.

    “It is through poetry that we can learn best about ourselves and each other. Poetry helps us make sense of our fragile world. It is the language of love and dreams, the language of despair and desire, of protest and rebellion.”
    Gallagher says that at the Commonwealth, they have come to understand that poetry – and creativity in all its forms – is not an embellishment of the Commonwealth story but a catalyst for justice, understanding, and hope.

    “Selina Tusitala Marsh embodies that truth. Her poetry travels effortlessly from the smallest community to the global stage: illuminating the concerns and aspirations of our 2.7 billion citizens and challenging all of us to listen more closely. There could be no finer inaugural Commonwealth Poet Laureate.”

    Selina Tusitala Marsh was the first Pacific person to earn a PhD in English from the University of Auckland. She lectures in Pacific poetry and creative writing in the University’s department of English and Drama and is the co-director of the University’s Centre for Arts and Social Transformation (CAST), which promotes arts-led approaches to justice, health and well-being.

    Marsh’s three acclaimed poetry collections are Fast Talking PI, Dark Sparring and Tightrope, all published by Auckland University Press, as well as the multi-award-winning graphic memoir series Mophead, which she also illustrated.

    In 2019, she was made an Officer of the New Zealand Order of Merit and a Fellow of the Royal Society of New Zealand. She was New Zealand’s Poet Laureate from 2017 to 2019.

    Greenpeace says it is deeply disturbed by the findings of the latest Taumata Arowai report, which shows that seven registered water supplies exceeded levels of nitrate associated with an increased risk of preterm birth. The organisation says it is also concerning that this news comes while the Government is consulting on proposals that would further weaken freshwater protections in Aotearoa.
    Greenpeace spokesperson Will Appelbe says, “This Government wants to weaken freshwater protections at the worst time, allowing polluting corporations like Fonterra to profit from the contamination of rural communities’ drinking water. This latest data from Taumata Arowai shows that, as we already know, water quality in New Zealand is poor. Now, Luxon’s Government wants to make it worse.”
    “Everyone, no matter where they live, deserves to have access to clean, safe drinking water. We should all be able to take a dip in the local lake or river without getting sick. But these basic freedoms that all New Zealanders should be able to enjoy are being taken away for the sake of making a few individuals even more wealthy.”
    During 2024, Taumata Arowai received 4 notifications of samples from registered supplies that exceeded the maximum allowable value of 11.3 mg/L for nitrate. Two were for Waimate District Council’s Lower Waihao supply, which supplies Glenavy, and two for Te Kowhai School, a rural school near Hamilton. Seven supplies exceeded 5.56 mg/L – the level of nitrate which international studies have shown is associated with an increased risk of preterm birth.
    “Rural communities are most at risk of contaminated drinking water because of their proximity to intensive dairying – a major source of freshwater pollution in New Zealand,” says Appelbe.
    “Right now, this Government is consulting on a host of Resource Management Act changes that will, in practice, put corporate interests ahead of the health of people and the environment, especially when it comes to freshwater.
    “These changes will give more prioritisation to corporate uses of water, like intensive dairy. This would enable dairy expansion, which means more effluent, nitrate and pathogens like E. coli polluting New Zealand’s rivers and drinking water.
    “People across the country want change. They want clean, healthy rivers and water that’s safe to drink. In Canterbury, one of the hotspots of Aotearoa’s freshwater crisis, water protection is set to be a key issue in the upcoming Environment Canterbury elections. Politicians who aim to pollute freshwater should expect resistance.”

    Bollywood star Aamir Khan’s return to the big screen after a three-year hiatus has been far from ordinary. Sitaare Zameen Par (2025) which translates to “stars on Earth”, is the first major Bollywood production to feature a mostly neurodivergent cast.

    A remake of the 2018 Spanish film Campeones, the story follows a mouthy, knuckle-headed basketball coach, Gulshan (Aamir Khan), who is put in charge of a team of players with intellectual disabilities.

    The film slowly grows into itself, much like its characters, but ultimately delivers what the trailer promises: a heartwarming, humorous and uplifting celebration of our individual differences.

    In an era of blockbuster spectacles, Aamir Khan Productions brings back a kind of Bollywood storytelling we haven’t seen in a while – something sincere, gentle and quietly revolutionary.

    Who is Aamir Khan?

    Aamir Khan was born in Mumbai in 1965, and started his acting career as a child actor in his uncle’s film Yaadon Ki Baaraat (1973).

    Khan is now one of Bollywood’s most enduring and respected figures. He is one of the iconic “three Khans”, alongside Shah Rukh Khan and Salman Khan (the three are unrelated), who have dominated Indian cinema since the 1990s.

    But unlike his Khan counterparts, Aamir Khan has carved a unique career path built on both commercial success and socially-driven storytelling.

    He is known for championing social causes through cinema. In one 2015 article, media studies professor Vamsee Juluri referred to him as a “national conscience figure”.

    Khan’s films don’t just entertain; they challenge norms and often spark national conversations on important issues.

    From producing Lagaan: Once Upon a Time in India (2001), India’s Oscar-nominated colonial-era sports epic, to his directorial debut Taare Zameen Par (2007), a moving portrait of a child with dyslexia, Khan’s work often brings underrepresented stories to the mainstream.

    Lagaan follows farmers from a small Indian village under British colonial rule. The British challenge the farmers to a game of cricket, in exchange for an exemption from paying the land tax (‘lagaan’).

    His film PK (2014) challenges religious dogma. Meanwhile, Dangal (2016) is a boundary-pushing film based on real-life female wrestlers from rural India, and is also Bollywood’s highest-grossing film of all time.

    Beyond the box office, Khan has hosted the TV show Satyamev Jayate (2012–14), which is also the national emblem of India, meaning “truth alone triumphs”.

    This show tackles various topics considered taboo in Indian societies, including female feticide, domestic violence and caste discrimination. It has reached millions of households, and even ignited parliamentary debates.

    Khan is also popular in other countries, including China, where his films 3 Idiots (2009), Dangal (2016) and Secret Superstar (2017) were massive hits that resonated with audiences for their universal themes.

    Sitaare (stars) who make the film shine

    Directed by R.S. Prasanna, Sitaare Zameen Par enjoyed a strong opening weekend at the box office.

    It stars ten individuals with special needs as they prepare for a basketball tournament under the direction of their coach (Khan). This plot alone makes the film a significant entry to Indian cinema, which often ignores or misrepresents disability.

    Despite early online trolling and negativity, the film depicts its neurodivergent characters not as victims, or “inspirations”, but simply as people with dreams, struggles and joy.

    One line captures this beautifully: “Everyone sticks to their own normal. We each have our own normal.”

    Aamir Khan, now 60, plays a key role in the film, but doesn’t dominate it. Instead, his younger co-stars shine. The result is a healing film that celebrates inclusion, while being full of joy and humanity.

    Stories that matter

    No film is perfect. But it’s hard to dislike a film made with so much compassion.

    Bollywood as an industry has increasingly leaned into action-packed blockbusters, as well as nationalist and Hindu-centred narratives (such as in the 2022 film Brahmāstra).

    While many of these offer thrills, few deliver the kind of emotional and social depth that once defined Hindi cinema’s global appeal. Much like Taare Zameen Par – a spiritual prequel to the new release – did 18 years ago, Sitaare Zameen Par invites the audience to slow down and reflect.

    It prompts neurotypical viewers to see people with Down’s syndrome as part of the same emotional universe as them – and to laugh with, not at them.

    In an interview, Khan explains how the film goes further than just neurodivergent representation, to participation:

    In [Taare Zameen Par], it’s the teacher, Nikumbh, a supposedly neuro-typical person, who helps the child with dyslexia. In this film, ten neuro-atypical people are helping the coach, Gulshan. I feel Sitare takes the discourse of the first film ten steps ahead, especially in our country where people need to be sensitised to the topic of neurodivergence.

    Last week, India’s president, Droupadi Murmu, attended a special screening and met the cast. The visit sent a clear messsage: stories like this matter.

    With Sitaare Zameen Par, Aamir Khan returns to what he does best: using film as both a mirror and message for Indian society. While it won’t change the world overnight, it will make viewers see the world, and each other, a little differently.

  • MIL-OSI Submissions: Funding terror: how west Africa’s deadly jihadists get the money they need to survive

    The west Africa–Sahel region has seen a proliferation of militant Islamist groups since the 1990s.

    One of the most vicious groups operating in the region is Jama’at Nusrat al-Islam wal-Muslimin (Support Group for Islam and Muslims). The militant group emerged in 2017 in Algeria and Mali, and has targeted civilian populations.

    The UN listed the group as an al-Qaeda affiliate in 2018. Al-Qaeda is an Islamist organisation founded by Osama bin Laden in the 1980s.

    The 2024 global terrorism index listed Jama’at Nusrat al-Islam wal-Muslimin as one of the world’s most dangerous terrorist organisations. Its influence has expanded in most parts of the Sahel. The group emerged to strengthen the jihadist insurgency under al-Qaeda. It combines violence with diplomacy to expand its influence and challenge state authorities.

    Despite growing pressure from counter militancy campaigns spearheaded by local, regional and international militaries, Jama’at Nusrat al-Islam wal-Muslimin continues to survive and adapt by regrouping and reorganising. This was demonstrated in its latest operation in Burkina Faso in 2024. The group exerted significant control by closing schools, setting up taxation checkpoints and abducting locals.

    Its engagement in illicit economies has been key to the group’s successful expansion. This revenue is used to carry out devastating attacks.

    We research jihadi-based insurgencies, and have found that this is a common tactic among terrorist groups in the west Africa-Sahel axis, including Boko Haram militants.

    From our research, we find that Jama’at Nusrat al-Islam wal-Muslimin funds its activities by relying on

    • artisanal mining

    • kidnapping

    • livestock theft

    • money laundering.

    Dismantling the group’s illicit economies and blocking its financial flows are key to countering its activities.

    Financial resources

    The group needs money for fighting, and to sustain political and social influence in its areas of operation.

    Artisanal gold mining has proven to be a major factor in its expansion and resilience. In areas where the group exerts influence, illicit gold mining generates over US$30 billion annually. According to a report by Swissaid, a development group based in Switzerland, the main destinations for this gold are the United Arab Emirates, Turkey and Switzerland.

    The jihadists gain access to gold by controlling mining sites and transport routes to and from mines. They sometimes allow trusted allies, who include local armed groups, bandits and other criminal networks, to mine in exchange for a payout. The extent of gold mining funds is not exactly known, but the artisanal sites in areas controlled by the group have the capacity to produce 725 kilograms of gold per year, valued at US$34 million.

    Another source of income – and political influence – is kidnapping for ransom. Kidnap victims include cattle owners, businessmen, state officials and foreigners. The group received a ₤30 million ransom in 2020 to release one French and two Italian hostages. Between 2017 and 2023, the group and its affiliated units were responsible for 845 out of approximately 1,100 recorded kidnappings in Mali, Burkina Faso and Niger. Burkina Faso and Mali remain the epicentre of the group’s violent activities. In the first quarter of 2023, over 180 cases of kidnapping were recorded in these countries’ war-torn areas.

    Livestock theft has also been a critical source of funds. The practice of livestock theft as economic warfare and a means to generate funds has led to livestock being forcibly taken from herders who fail to pay zakat (a religious fee among Muslims) or subscribe to the group’s ideology. The stolen livestock are sold in Mali, Mauritania or Senegal. The ability to monetise stolen livestock makes their theft a cornerstone of the Sahelian war economy and a source of cash for weapons and vehicles.

    Money laundering is another illicit economy central to the militant group’s financing. It lends money to merchants, invests with banks and funds small shops with the aim of getting profits. This helps ensure a constant flow of money and provisions to support the group’s terrorist acts. It has attached much importance to this illicit economy, to the extent of assassinating those who interfere with its investments.

    Way out

    To cut down Jama’at Nusrat al-Islam wal-Muslimin’s financial base – and thereby weaken its capacity for militancy – counterinsurgency efforts need to take the following actions.

    • Government security actors should collaborate with local self-defence militias to regulate artisanal mining and thwart kidnappings.

    • Financial intelligence units need to identify merchants who receive money from the militant group to block the flow of illicit funds.

    • Specialised courts that deal with money laundering and terrorism financing cases should be established and made operational in Burkina Faso and Mali, the epicentres of the group’s activities.

    • Burkina Faso and Mali should increase security around civilians to minimise civilian casualties from terror operations.

    Since finance is the basis of the militant group’s strength, regional security co-operation should be strengthened. This would help with systematically tracking illicit flows and stopping them.
