    BEIJING, June 14 (Xinhua) — Representatives from more than 200 Chinese and Russian enterprises and research institutes gathered in the north Chinese coastal city of Tianjin on Friday to exchange views on a range of business issues and seek cooperation partners in various fields including energy, machinery and information technology.

    The event was organized by Tianjin TEDA Export Development Center in Tianjin Economic and Technological Development Zone (EDZ), which is one of the first 14 national-level EDTZs in China. Its official title was: “The First International Forum on Industrial Development Coordination at Tianjin TEDA Export Development Center of North China – Special Sub-Forum on China-Russia Connectivity and SCO Cooperation in Energy, Manufacturing and Science and Technology”

    As reported on the local official website enorth.com.cn, the event was attended by such major enterprises as Gazprom, Rosneft and the metallurgical company NLMK Group from the Russian side, and from the Chinese side, among others, the company for the development of warehouse and logistics technologies under the PipeChina group (a Chinese state-owned pipeline operator), Sinomachfreet Shandong Industrial Holdings Co., Ltd, Tianjin University and the technology company IFlytek.

    At the event, cooperation projects were presented one by one by representatives from 7 Russian and 3 Chinese enterprises. They outlined in detail the key operations, priority areas of external cooperation and technological advantages of their enterprises. In the subsequent part of the event, business representatives of the two countries discussed in depth new trends and opportunities for cooperation in such areas as energy sector transformation, high-tech manufacturing, digital infrastructure and environmentally friendly agriculture.

    Before the event, a familiarization tour of the Nangang Industrial Park, owned by Tianjin ZTER, was organized for Russian entrepreneurs. There they visited several iconic facilities in the energy and chemical industries. The TEDA Comprehensive Export Service Center also contacted Russian enterprises in advance with inquiries about points of interest in cooperation with the Chinese side.

    One of the Russian representatives noted that the Nangang Industrial Park is home to a large number of modern enterprises, and the Tianjin ZTER generally provides convenient and comfortable conditions for attracting investment. Previously, a major Russian energy giant had already launched cooperation with the ZTER, and this time, many Russian enterprises also showed great interest in projects in the ZTER. This event directly stimulated inter-corporate contacts between the two countries, and it is expected that in the near future, a partnership between enterprises of the two countries will be concluded on a number of projects, the representative assured.

    Wang Hongwei, chairman of Sinomachfreet Shandong Industrial Holdings Co., Ltd, said that as a result of the event, his company signed a memorandum of understanding to establish cooperation with two Russian enterprises. According to him, the Russian partners expressed their need for equipment designed for oil production and offshore drilling, which is precisely the flagship product of his company. “We will continue to hold talks with our Russian partners on promising cooperation,” the entrepreneur said. -0-

  • MIL-OSI China: U.S. consumer sentiment rises first time in six months

    Consumer sentiment improved for the first time in six months, according to the data released Friday by the University of Michigan.

    The index of consumer sentiment in June climbed 16 percent from last month but remained about 20 percent below December 2024, when the sentiment exhibited a post-election bump.

    The trends were unanimous across the distributions of age, income, wealth, political party, and geographic region, the survey found.

    Moreover, all five index components rose, with a particularly steep increase for short and long-run expected business conditions, consistent with a perceived easing of pressures from tariffs.

    “Consumers appear to have settled somewhat from the shock of the extremely high tariffs announced in April and the policy volatility seen in the weeks that followed,” said Surveys of Consumers Director Joanne Hsu.

    However, consumers still perceived wide-ranging downside risks to the economy.

    Their views of business conditions, personal finances, buying conditions for big ticket items, labor markets, and stock markets all remained well below six months ago in December 2024.

    “Despite this month’s notable improvement, consumers remain guarded and concerned about the trajectory of the economy,” Hsu said.

  • MIL-Evening Report: As war breaks out with Israel, Iran has run out of good options

    The scale of Israel’s strikes on multiple, sensitive Iranian military and nuclear sites on Friday was unprecedented. It was the biggest attack on Iran since the Iran–Iraq War in the 1980s.

    As expected, Iran responded swiftly, even as Israeli attacks on its territory continued. The unfolding conflict is reshaping regional dynamics, and Iran now finds itself with no easy path forward.

    Strikes come at a delicate time

    The timing of the Israeli strikes was highly significant. They came at a critical point in the high-stakes negotiations between Iran and the United States over Tehran’s nuclear program that began earlier this year.

    Last week, the International Atomic Energy Agency (IAEA) issued a report accusing Tehran of stockpiling highly enriched uranium at levels dangerously close to weaponisation.

    According to the report, Iran has accumulated around 400 kilograms of uranium enriched to 60% purity. If this uranium is further enriched to 90% purity, it would be enough to build nine to ten bombs.

    The day before Israel’s attack, the IAEA board of governors also declared Iran to be in breach of its non-proliferation obligations for the first time in two decades.

    The nuclear talks recently hit a stumbling block over a major issue – the US refusal to allow Iran to enrich any uranium at all for a civilian nuclear program.

    Iran has previously agreed to cap its enrichment at 3.67% under the Joint Comprehensive Plan of Action, a nuclear deal between Iran, the US and other global powers agreed to in 2015 (and abandoned by the first Trump administration in 2018). But it has refused to relinquish its right to enrichment altogether.

    US President Donald Trump reportedly urged Israeli Prime Minister Benjamin Netanyahu not to attack Iran last week, believing he was close to a deal.

    But after the attack, Trump ramped up his threats on Iran again, urging it to agree to a deal “before there is nothing left”. He called the Israeli strikes “excellent” and suggested there was “more to come”.

    Given this context, it is understandable why Iran does not view the US as an impartial mediator. In response, Iran suspended its negotiations with the US, announcing it would skip the sixth round of talks scheduled for Sunday.

    Rather than compelling Iran to agree to a deal, the excessive pressure could risk pushing Iran towards a more extreme stance instead.

    While Iranian officials have denied any intention to develop a military nuclear program, they have warned that continued Israeli attacks and US pressure might force Tehran to reconsider as a deterrence mechanism.

    Why surrender could spell the regime’s end

    On several occasions, Trump has insisted he is not seeking “regime change” in Iran. He has repeatedly claimed he wants to see Iran be “successful” – the only requirement is for it to accept a US deal.

    However, in Iran’s view, the US proposal is not viewed as a peace offer, but as a blueprint for surrender. And the fear is this would ultimately pave the way for regime change under the guise of diplomacy.

    Supreme Leader Ali Khamenei responded to the latest US proposal by insisting that uranium enrichment remains a “red line” for Iran. Abandoning this right from the Iranian perspective would only embolden its adversaries to escalate their pressure on the regime and make further demands – such as dismantling Iran’s missile program.

    The fear in Tehran is this could push the country into a defenceless state without a way to deter future Israeli strikes.

    Furthermore, capitulating to the US terms could ignite domestic backlash on two fronts: from an already growing opposition movement, and from the regime’s base of loyal supporters, who would see any retreat as a betrayal.

    In this context, many in Iran’s leadership believe that giving in to Trump’s terms would not avert regime change – it would hasten it.

    What options remain for Iran now?

    Caught between escalating pressure and existential threats, Iran finds itself with few viable options other than to project strength. It has already begun to pursue this strategy by launching retaliatory missile strikes at Israeli cities.

    This response has been much stronger than the relatively contained tit-for-tat strikes Israel and Iran engaged in last year. Iran’s strikes have caused considerable damage to government and residential areas in Tel Aviv and Jerusalem.

    Iran sees no alternative but to push forward, having already been drawn into open confrontation. Any sign of weakness would severely undermine the regime’s legitimacy at home and embolden its adversaries abroad.

    Moreover, Tehran is betting on Trump’s aversion to foreign wars. Iranian leaders believe the US is neither prepared nor willing to enter another costly conflict in the region – one that could disrupt global trade and jeopardise Trump’s recent economic partnerships with Persian Gulf states.

    Therefore, Iran’s leadership likely believes that by standing firm now, the conflict will be limited, so long as the US stays on the sidelines. And then, Iran’s leaders would try to return to the negotiating table, in their view, from a position of strength.

    • $699,948.00 for the project entitled “Excellence in Research: Phytoremediation Using Vetiver Grass to Address Heavy Metals and PFAS in Contaminated Soil and Wastewater,” under the direction of Dr. Sadik Khan.
      • Award Start Date: June 1, 2025
      • This research will evaluate and optimize the use of Vetiver grass in phytoremediation applications to remove per- and polyfluoroalkyl substances (PFAS) and heavy metals from contaminated soils, leachate, and wastewater.

    Both projects are supported through the NSF’s Excellence in Research (EiR) program, which aims to expand the capacity for scientific discovery and innovation at Historically Black Colleges and Universities (HBCUs) and other Minority Serving Institutions.

    Rep. Thompson reintroduced H.R. 18, the Bipartisan Background Checks Act. It is Co-Sponsored by Rep. Brian Fitzpatrick (R-PA-01). Rep. Clyburn introduced the Enhanced Background Checks Act. Both bills would expand requirements for background checks and reduce loopholes to help ensure people who are a danger to themselves or others can’t get a firearm. 

    Background checks are quick, effective, and Constitutional. More than 90 percent of both gun owners and non-gun owners support universal background checks. Recently, reporting revealed that the perpetrator in the horrific June 1st antisemitic attack in Boulder, Colorado originally planned a mass shooting but was unable to access a gun after failing a background check. This most certainly saved lives. 

    Chairman Thompson has introduced background check legislation every Congress since the 2012 Sandy Hook Elementary shooting which killed 20 children and six adult staff members. The Bipartisan Background Checks Act of 2025 (H.R. 18) is endorsed by 204 Members of Congress. Endorsing organizations include: GIFFORDS, Brady, Everytown for Gun Safety, March For Our Lives, Newtown Action Alliance, Sandy Hook Promise, and Equality California.

  • MIL-OSI USA: U.S. Reps. Sharice Davids (D-KS), Frank Lucas (R-OK) Introduce Bipartisan Bill to Improve Food Access on Tribal Lands

    Today, Representatives Sharice Davids (D-KS-03) and Frank Lucas (R-OK-03) introduced the Food Distribution Program on Indian Reservations (FDPIR) Act of 2025, a bipartisan bill aimed at improving access to healthy food for tribal communities across the country.

     

    “For many Native families, accessing healthy, affordable food isn’t as simple as driving to the nearest grocery store,” said Davids. “Tribal communities face unique barriers, including long distances to grocery stores and supply chain disruptions that delay or cancel food deliveries. This bipartisan bill helps break down those barriers by ensuring tribal governments can better serve their communities and ensure families don’t go hungry.”

     

    Davids’ bipartisan bill would give tribal governments permanent control over running the Food Distribution Program on Indian Reservations (FDPIR), which provides food to eligible families living on reservations and in nearby approved areas, including parts of Oklahoma. It serves as a critical alternative to the Supplemental Nutrition Assistance Program (SNAP) for many tribal households that face challenges accessing grocery stores.

     

    The FDPIR pilot program was originally authorized for five years by the 2018 Farm Bill. Participating tribes have indicated that while the pilot program has been successful, the five-year authorization limit makes it difficult for small and mid-sized tribal producers to scale their operations confidently. Permanent authorization would provide the stability needed for long-term planning and strengthen tribal food sovereignty.

     

    “I am very pleased to join my colleague from Kansas to introduce legislation that will ensure we honor our trust and treaty obligations,” said Representative Frank Lucas (R-OK-03). “Tribes should be able to self-contract to administer quality, domestically produced food. Through the USDA’s FDPIR Demonstration Project, the tribes have proven that they are willing and able to successfully administer this program – now it is time to expand access to all tribes.”

     

    Recent challenges with FDPIR have included delays, canceled shipments, and shortages in food deliveries, partly due to supply chain disruptions and contract management issues. By permanently authorizing the program, this legislation addresses these issues by empowering tribes to manage their food procurement directly, enhancing program reliability and responsiveness.

     

    In 2024, nearly 650,000 tribal members relied on FDPIR to gain access to healthy food. USDA purchases and ships USDA Foods to administering agencies, which then store and distribute the foods, determine applicant eligibility, and provide nutrition education to recipients. USDA also provides administering agencies with funds for program administrative costs.

     

    Each month, participating households receive a nutritionally balanced food package. Participants may select from over 90 products including:

    • Fruits, vegetables, and legumes.

    • Protein foods, including beef, chicken, fish, pork, eggs, bison products, dried or canned beans, soups, peanuts, and peanut butter.

    • Grains, including pastas, cereals, rice, cornmeal, and flour.

    • Dairy, including cheese and milk.

    • Cooking essentials, including vegetable oil, extra virgin olive oil, and butter.

    • Seasonal foods, including pumpkin, cranberry sauce, and sweet potatoes.

    “Oneida Nation is proud to be part of the FDPIR Self-Determination demonstration project, and we have received overwhelmingly positive feedback from our clients and vendors,” said Chairman Tehassi Hill, Oneida Nation. “Through this demonstration project, Oneida Nation and Menominee Indian Tribe of Wisconsin partnered together to replace USDA products in our food packages with local, high-quality products from our own tribal communities. This project allows local, indigenous vendors to build capacity while providing healthy foods to our community. Tribal producers have historically faced barriers to accessing markets given their small size, remote locations and lack of infrastructure. Having reliable orders allows producers like Oneida Nation Farms to plan ahead and invest in equipment, staff, and infrastructure to expand capacity. This project demonstrates how federal nutrition funding can be channeled to support local and regional producers, expanding economic opportunity in tribal communities. The current demonstration project is limited in scope and only gives tribes the authority to procure a few specific products in pre-determined quantities. Currently, making any changes to the products we order requires budget modifications and burdensome, time-consuming approvals from the USDA. Expanding to full Self-Governance authority will provide tribes the flexibility we need to quickly adapt and respond to disruptions in food supply, unpredictable growing seasons, and the unique and changing needs of our clients. Through permanent expansion of the demonstration project with full Self-Governance authority, Congress can recognize tribal sovereignty, reduce federal bureaucracy, support tribal economies, increase local control, and help tribes maintain food security in our communities.”

    “Tribes are not truly sovereign until they are food sovereign. This is why we, as co-chairs of the Native Farm Bill Coalition, support the expansion of self-determination contracting and self-governance compacting authorities to the U.S. Department of Agriculture,” said Chairman Cole Miller, Shakopee Mdewakanton Sioux Community, and Kari Jo Lawrence, CEO of the Intertribal Agriculture Council, co-chairs of the Native Farm Bill Coalition. “When Tribes have the authority to decide what food they purchase and where they purchase the food from for the Food Distribution Program on Indian Reservations (FDPIR), Tribes are empowered to prioritize purchasing locally produced, fresh foods that promote the well-being of their members. This authority also opens new Tribal economic development and capacity-building opportunities to Tribes that choose to procure FDPIR products from Tribal farmers and ranchers located in and near Indian Country by supporting new markets and strengthening regional food systems. Tribes have shown time and time again that tribally administered programs are more efficient and effective, and this bipartisan bill is an important step towards food sovereignty.”

    The Protecting Children Act is the most robust proposal yet and renews our commitment to confronting child labor violations.

    WASHINGTON – Today, on World Day against Child Labor, Education and Workforce Committee Ranking Member Robert C. “Bobby” Scott (VA-03) and Workforce Protections (WP) Subcommittee Ranking Member Ilhan Omar (MN-05) announced their plans to introduce new legislation—the Protecting Children Act—to finally end child labor in America. The bill provides federal worker protections agencies with the tools and resources they need to deter violations and prevent harm to children from intensive work in dangerous jobs. 

    Recent, high-profile news reports have underscored that children are continuing to be illegally employed in hazardous jobs and working conditions.  According to the Wage and Hour Division, the number of children employed in violation of child labor laws has nearly quadrupled between 2015 and 2024.

    “In 2025, oppressive child labor practices should be a lesson taught in history classes—not an ongoing crisis across America. Regrettably, recent reporting has demonstrated that children continue to lose their lives and suffer devastating injuries because they work in hazardous jobs,” said Ranking Member Scott. “Children should be learning and growing in schools, not risking their safety and lives in dangerous workplaces. The Protecting Children Act takes long-overdue steps to strengthen child labor laws and implement serious consequences for endangering children on the job.  This is the bold solution we need to help finally put an end to abusive child labor in America.”

    WASHINGTON, DC – U.S. Senator Jacky Rosen (D-NV) joined Senator Dick Durbin (D-IL) and Senate Democratic colleagues in urging U.S. Citizenship and Immigration Services to resume processing applications for the Deferred Action for Childhood Arrivals (DACA) program, following a Fifth Circuit Court of Appeals ruling that limited a nationwide injunction to only Texas.
    “[Dreamers] are American in every way but their immigration status,” wrote the Senators. “Many only know this country as their home, and they contribute every day to this great nation by paying taxes and serving in critical roles, such as police officers, teachers, and nurses. Americans overwhelmingly support providing Dreamers a path to citizenship, and in December 2024, President Trump stated that he supported protections for Dreamers to remain in the United States.”
    “Consistent with this statement, we implore you to use your authority at United States Citizenship and Immigration Services (USCIS) to resume processing initial applications for Deferred Action for Childhood Arrivals (DACA) and provide such protections for Dreamers immediately,” they continued. “Pursuant to the order, in Texas, DACA must resume as a limited program providing protection from deportation for current DACA recipients, but without access to work authorization or driver’s licenses as part of those renewals. This order went into effect on March 11, giving USCIS the authority to start processing initial DACA applications from states other than Texas. However, nearly three months later, USCIS has not made any public announcement on whether new DACA applications will be processed; nor has the agency begun processing initial applications that have been pending with the agency for years. We urge you to begin processing these DACA applications immediately, consistent with the Fifth Circuit decision and existing regulations, and to ensure Dreamers eligible to file initial DACA applications can do so as soon as possible.”
    Senator Rosen has been outspoken in her strong support for immigrant communities, including DACA recipients and their families. This week, she took to the Senate floor to mark the thirteenth anniversary of the DACA program and deliver a forceful defense of Nevada’s Dreamers in light of the Trump Administration’s attacks on immigrant communities across the country. In a committee hearing last year, Senator Rosen raised concerns over the significant application delays impacting DACA recipients.

  • MIL-OSI USA: DHS Know2Protect campaign empowers student to report abuse; former teacher sentenced to 7 years in federal prison

    WASHINGTON – A Department of Homeland Security child exploitation prevention program designed to empower children to understand the threats and report suspected online exploitation, led directly to the U.S. Immigration and Customs Enforcement investigation, arrest and federal conviction of a former teacher and coach preying on children, authorities announced May 23.

    Anthony James Deason, 29, of Tahlequah, Oklahoma, was sentenced to 84 months in federal prison followed by eight years of supervised release for one count of attempted receipt of certain material involving the sexual exploitation of a minor.

    The case began when a brave student—after attending a Know2Protect Project iGuardian presentation at school—felt empowered to approach the ICE Homeland Security Investigations special agents leading the presentation and report disturbing online behavior by a trusted adult. That decision launched an ICE HSI, local police department, criminal investigation into Deason, who was then a teacher and coach with Tahlequah Public Schools.

    “This case is a clear example of how education and outreach can change—and even save—lives,” said Mike Prado, the Deputy Assistant Director of the DHS Cyber Crimes Center where the Know2Protect campaign is housed. “Because of the Know2Protect campaign, a young student recognized abusive behavior, had the courage to speak up, and helped stop a predator in his tracks. This child’s bravery, and the swift response from law enforcement, protected others and ensured justice.”

    According to investigators, between Oct. 26 and 30, 2023, Deason used social media to contact two students he knew to be minors, attempting to solicit sexually explicit images in exchange for money and gift cards. He also sent an unsolicited explicit image of himself to one of the victims. Fortunately, both minors refused his advances—and thanks to the student’s courage and awareness gained from the Know2Protect campaign, Deason’s actions were brought to light.

    The Tahlequah Public School where this crime occurred took a proactive approach to student safety by incorporating Know2Protect Project iGuardian presentations as part of its required school curriculum. By making online safety education a priority, the school created an environment where students were informed, vigilant and empowered to speak up.

    “Through its collaboration with DHS and the Know2Protect Campaign, Tahlequah Public Schools ensured students had the tools to recognize online danger and the confidence to speak up,” said Know2Protect Campaign Director Kate Kennedy. “That cooperation led directly to the exposure of a predator and should encourage other schools to also include this important training.”

    Deason pleaded guilty to the charge on Dec. 11, 2024. The crime occurred in Cherokee County, within the boundaries of the Cherokee Nation Reservation, in the Eastern District of Oklahoma.

    The investigation was conducted by ICE Homeland Security Investigations Oklahoma office and the Tahlequah Police Department.

    “Because of the strong collaboration between ICE HSI, Tahlequah Public Schools, Tahlequah PD and the U.S. Attorney’s Office, we were able to stop this predator before he attempted to exploit others,” said Special Agent in Charge Travis Pickard ICE HSI Dallas. “Campaigns like Know2Protect help students recognize warning signs and know how to safely reach out for help and is making a real difference in protecting children.”

    Orono, ME – Today, U.S. Senator Susan Collins delivered remarks at the Northern Light Health Maine Rural Dementia Training Project at the University of Maine. More than 100 medical professionals from across the state were in attendance for the all-day program, which trains rural medical professionals, caregivers, and social workers to care for patients with dementia in outpatient and hospital-based settings. Maine, being one of the oldest and most rural states in the nation, faces a high prevalence of age-associated cognitive disorders and limited access to dementia specialists.
    “Far too many of us know the pain of having a loved one stricken by dementia, including Alzheimer’s. I’ve seen it in my own family, and I understand how devastating these diseases can be,” said Senator Collins during her remarks. “In our large rural state, it can be difficult to secure an accurate, early diagnosis and a plan for care. That’s why I worked hard to secure funding for this important training program to help ensure families across Maine can access the care they need.”
    Last year, through her role on the Senate Appropriations Committee, Senator Collins secured more than $1.3 million in Congressionally Directed Spending for Northern Light Acadia Hospital to create Rural Dementia Training Project.
    This week, Senator Collins delivered remarks at the 2025 Alzheimer’s Impact Movement (AIM) Advocacy Forum in Washington. In her remarks, Senator Collins highlighted her successful legislative efforts to advance Alzheimer’s research, prevention, and treatment. In the 118th Congress, there were 1,868 standalone health care bills introduced in both the U.S. Senate and the U.S. House of Representatives. Of those bills, only 15 passed both chambers and were signed into law. U.S. Senator Susan Collins led or co-led 5 of those 15 bills to passage with strong bipartisan support, and 3 of those 5 bills dealt directly with brain health. Those bills were the National Alzheimer’s Project Act (NAPA), the Building Our Largest Dementia (BOLD) Infrastructure for Alzheimer’s Act, and the Alzheimer’s Accountability and Investment Act.

    A fifth of the UK workforce will be supported with the AI skills they need to thrive in their jobs, breaking down barriers to opportunity and unlocking economic growth.

    That’s the message Technology Secretary Peter Kyle delivered this week (Friday 13 June) as he brought together leading tech firms for a first round of focused talks. 

    Peter Kyle met the likes of Amazon, Barclays, BT, Google, IBM, Intuit, Microsoft, Sage, and Salesforce, as a new government-industry partnership unveiled by the Prime Minister during London Tech Week formally kicked off its work.

    The talks focused on how industry and government can work together to deliver on this joint ambition, including identifying future skills needs and making training more accessible. During the meeting, the group worked towards agreeing terms of reference and a schedule of regular meetings helping to track its progress.  

    Science, Innovation, and Technology Secretary Peter Kyle said: 

    Artificial Intelligence is the new economic frontier, and we want to get Brits ready for jobs of the future so we can spark the growth powering our Plan for Change.

    If we want to realise AI’s incredible potential though, we need to make sure people of all ages and from all parts of the UK have the skills they need for jobs both in and with the technology – especially given we expect around 10 million workers to be using AI in their day-to-day role by 2035. 

    Within days of announcing that we’re partnering with some of the world’s biggest tech leaders to help us do exactly that, we’re getting them around the table – representing a vote of confidence not only in Britain’s workers, but in the potential we offer as a global AI powerhouse.

    Companies who have signed up to this partnership will all bring a different area of expertise to its work. Microsoft have already committed to upskilling 1 million workers in AI by the end of the year, while firms including SAS and Sage will provide high-quality AI training resources for workers, boosting their confidence in using and adopting the technology. IBM are also set to tap into the power of its IBM SkillsBuild training programmes to roll out targeted training modules for workers, arming them with the tools they need to confidently adopt and use AI

    In the 12 months since the government took office, the UK has attracted more than £44 billion in AI investment, with 13,250 jobs being created since the Prime Minister launched the AI Opportunities Action Plan in January. 

    With a growing number of firms looking to Britain to support their AI ambitions, the collective focus of leading companies and Ministers will now work to equip people across the country with the skills they need to thrive in the age of AI.

    KING’S POLICE MEDAL
     

    Assistant Chief Constable Gary Ritchie, Police Scotland 

    Former Assistant Chief Constable Gary Ritchie joined Strathclyde Police in 1991 and retired in April 2025 after 33 years’ police service. He was an experienced Major Events Commander, Strategic Firearms Commander, and Public Order Gold Commander. He was instrumental in the roll-out of naloxone to all frontline police officers, making Police Scotland the first force globally to implement a nationwide roll-out of the opioid reversing medication. Under his leadership, a national naloxone co-ordination unit was established, prior to national rollout. During his time at Police Scotland, 13,216 operational officers completed the training, more than 10,500 frontline officers were equipped with naloxone while on duty and officers administered naloxone to over 630 individual incidents involving suspected opioid overdoses.

    In 2021, ACC Ritchie was instrumental in the creation, development and delivery of Police Scotland’s International Academy and the wider international strategy for Police Scotland. He has represented and showcased Police Scotland globally, hosting visits to the United States, Australia, New Zealand, Norway, Germany, and Columbia. In 2023, he led a Scottish delegation to the Global Law Enforcement & Public Health Association Conference in Sweden where he outlined Scotland’s public health approach to addressing underlying inequalities. That same year, ACC Ritchie was appointed Executive Lead for Operational Support, a broad area of responsibility ranging from road policing to the planning and preparation for events and counter terrorism incidents. He was responsible for major events planning in Scotland and was involved in the COP-26 conference held in Glasgow, Operation Unicorn, following the death of Her Majesty Queen Elizabeth II, and the Interpol General Assembly, which saw senior policing officials from across the world descend on Glasgow to discuss international cooperation.  ACC Ritchie also led on Royalty and VIP Protection in Scotland, ensuring Police Scotland worked closely with the Metropolitan Police in relation to the security of protected persons.  

    KING’S FIRE SERVICE MEDAL 

    Volunteer Leader Gerry Ralston, Scottish Fire and Rescue Service 

    Volunteer Leader Ralston is an On Call Firefighter recognised for his work at Salen Community Fire Station on the Isle of Mull, and across East and West Dunbartonshire and Argyll and Bute. The on-call firefighter joined the Salen Volunteer Unit as a Firefighter in 1988. He has helped design and deliver initiatives aimed at improving how the Scottish Fire and Rescue Service identify, recruit, and retain On Call Firefighters. Volunteer Leader Ralston also helps drive forward programmes aimed at educating and informing the community, such as CPR awareness, and delivers engagement sessions to Tobermory High School. 

    He has organised and raised over £8000 for different causes and charities including The Fire Fighters Charity, Cancer Research UK, Stroke Foundation, the Royal Hospital for Children, Glasgow and, in July this year, will tackle a 62-mile event for Cancer Research UK. During the pandemic, he facilitated test and protect at Craignure Community Fire Station, taking time out with his main employment to assist the community. He has been at the forefront of all fundraising efforts undertaken by Salen Community Fire station and regularly supports Tobermory Fire Station with their annual open day including donations supporting the Firefighters Charity and other deserving local charities and projects. 

    Watch Commander John Aitchison, Scottish Fire and Rescue Service 

    Watch Commander John Aitchison has been a member of the Fire and Rescue Service in Scotland for over 21 years – initially joining Grampian Fire Brigade – where he was first posted to Altens Fire Station, Aberdeen. He was promoted to Crew Commander in 2006, where he served at Aberdeen’s Central Fire Station. It was while working here in 2007 that he became a member of Operation Florian, a charity that organises fundraising for international humanitarian aid. In 2008, as part of the project, Watch Commander Aitchison led a convoy of donated fire engines from Aberdeen to Macedonia. On their arrival, the watch commander and his team provided two weeks of training to local fire crews with the donated equipment. He would go on to complete the trip a further two times – returning to provide further training and equipment. 

    In 2011, Watch Commander Aitchison joined the United Kingdom International Search and Rescue as a Crew Leader and Sector Medic, and is on standby to attend national and international emergencies. As a member of this team, he was sent to help the response to the Nepal Earthquake in 2015 and the earthquake in Türkiye in 2023. His work in this area led to difficulties with his mental wellbeing. Determined to not let this define him, he went on to co-found Talk Group 20 Aberdeen – a peer support group for firefighters which aims to safeguard mental wellbeing. He also co-founded the organisation, Fire Aid Nepal, a project which aims to support, and future prepare the Nepalese community following the devastating quake 10-years-ago. In 2023, he played an integral role in forming the first ever fire and rescue service for the Mount Everest region and, in 2024, received a Pride of Scotland Award for his work in Nepal which has also attracted letters of thanks from King Charles III. He was promoted to Watch Commander in 2020, where he is currently a national urban search and rescue instructor. 

    KING’S AMBULANCE SERVICE MEDAL  

    SAS Corporate Risk Manager, Sarah Stevenson, Scottish Ambulance Service 

    As Corporate Risk Manager for the Scottish Ambulance Service, Ms Stevenson has worked tirelessly to embed robust and effective risk management arrangements across the organisation, embedding this at local and board levels. 

    She also recently led a significant project to replace a 20-year-old IT risk management system to record risk and adverse events. This two-year project has resulted in substantial improvements for all staff, including easier reporting access and annual recurring savings of more than £13000.  

    Ms Stevenson personally led the training and awareness programme for the new system, leading staff engagement sessions and developing video tutorials and other tools to assist staff and improve accountability and responsibility. The system – which went live in March this year – has received positive feedback from Scottish Ambulance Service staff.

    First Minister congratulates Scotland’s Honour recipients.

    First Minister John Swinney has paid tribute to Scotland’s recipients in The King’s Birthday Honours list.

    This year’s awards celebrate individuals making exceptional contributions to public life or their community in keeping with the theme of ‘public service’.  

    Professor Ursula Martin has been appointed a Dame Commander of the Order of the British Empire for services to science and education.

    Those being awarded a CBE include Professor Ewan Beattie OBE, Professor and Head of the Healthy Working Lives Group at the University of Glasgow for services to Occupational Medicine and reducing health inequalities; Professor Julie Fitzpatrick, Chief Scientific Adviser to Scottish Government; and businessman and philanthropist Dr John Watson OBE for services to education and charity.  

    Among those receiving an OBE are Lorna and John Norgrove, Co-founders of the Linda Norgrove Foundation for services to Women and Children Abroad and in Scotland; Karen Watt, lately Chief Executive Officer for the Scottish Funding Council for public service and Peter MacDonald, Head of Research for Scottish Tartans Authority is recognised for services to the tartan industry.

    Those receiving MBEs include Jennifer Gill, Founder of LoveOliver for services to families affected by childhood cancer, and Alistair Moffat, founder of Borders Book, Lennoxlove Book Festivals and Kelso Arts Festival for services to literature and culture.

    Among those honoured with a BEM are the co-founders of Calums Cabin, husband and wife Duncan and Caroline Speirs and Duncan’s twin sister Jenna, for services to charitable fundraising; Shirley Jamieson, former school crossing patrol person in Juniper Green, Edinburgh and Karen Wylie, Founder of the Grub Club for services to ending hunger in the community in Lochside.

    Gary Ritchie, Assistant Chief Constable Police Scotland will receive The King’s Police Medal. The King’s Fire Service Medal will be awarded to Scottish Fire and Rescue Service’s Volunteer Leader Gerry Ralston, and Watch Commander John Aitchison. Sarah Stevenson, Scottish Ambulance Service Corporate Risk Manager, will receive The King’s Ambulance Service Medal.

    WASHINGTON, D.C. – Today, U.S. Senators Mark R. Warner and Tim Kaine (both D-VA) and their Senate colleagues urged U.S. Citizenship and Immigration Services (USCIS) to resume processing applications for the Deferred Action for Childhood Arrivals (DACA) program following the Fifth Circuit Court of Appeals decision to narrow the nationwide injunction to Texas. Currently, more than 100,000 initial DACA applications are pending with USCIS. The letter comes in advance of the thirteenth anniversary of President Barack Obama establishing the DACA program in 2012. Since 2012, more than 825,000 people have received deferred action pursuant to DACA. DACA recipients contribute an estimated $140 billion to the U.S. economy in spending power and $40 billion in combined federal, payroll, state, and local taxes. 
    In the letter to USCIS Acting Director Alfonso-Royals, the senators began, “Noncitizens brought to the United States as children, often known as Dreamers, are American in every way but their immigration status. Many only know this country as their home, and they contribute every day to this great nation by paying taxes and serving in critical roles, such as police officers, teachers, and nurses. Americans overwhelmingly support providing Dreamers a path to citizenship, and in December 2024, President Trump stated that he supported protections for Dreamers to remain in the United States.”
    “Consistent with this statement, we implore you to use your authority at United States Citizenship and Immigration Services (USCIS) to resume processing initial applications for Deferred Action for Childhood Arrivals (DACA) and provide such protections for Dreamers immediately,” the senators continued.
    The senators further elaborated on the Fifth Circuit’s decision to limit the injunction, writing, “Pursuant to the order, in Texas, DACA must resume as a limited program providing protection from deportation for current DACA recipients, but without access to work authorization or driver’s licenses as part of those renewals. This order went into effect on March 11, giving USCIS the authority to start processing initial DACA applications from states other than Texas. However, nearly three months later, USCIS has not made any public announcement on whether new DACA applications will be processed; nor has the agency begun processing initial applications that have been pending with the agency for years.”

Since that time, the Dream Act has been introduced in every Congress. It has passed both the House of Representatives and the Senate with bipartisan majority votes, but no version has yet to be signed into law. In response to bipartisan pressure to protect Dreamers until Congress acted, the Obama Administration implemented DACA through a policy memorandum in 2012.
    Since 2012, more than 825,000 people have received deferred action pursuant to DACA. Many DACA recipients report that deferred action—and the accompanying employment authorization —allowed them to apply for their first job or move to a higher-paying position more commensurate with their skills. Since its establishment, DACA recipients have contributed an estimated $140 billion to the U.S. economy in spending power, and $40 billion dollars in combined federal, payroll, state, and local taxes.
    In 2021, U.S. District Court Judge Andrew Hanen halted the DACA program and enjoined USCIS from approving any new DACA applications nationwide.   • MIL-OSI USA: Afghan National Pleads Guilty to Plotting Election Day Terror Attack in the United States

    Nasir Ahmad Tawhedi, 27, a native and citizen of Afghanistan, pleaded guilty today in federal court in Oklahoma City to two terrorism-related offenses: conspiring and attempting to provide material support and resources to the Islamic State of Iraq and al-Sham (ISIS), a designated foreign terrorist organization, and receiving, attempting to receive, and conspiring to receive firearms and ammunition in furtherance of a federal crime of terrorism.

    “The defendant admits he planned and obtained firearms to carry out a violent terror attack on Election Day in 2024, a plot that was detected and disrupted through the good work of the FBI and our partners,” said FBI Director Kash Patel. “Let this serve as notice to anyone who tries to conduct attacks in our homeland for ISIS or any other terror group: we will find you and you’ll face American justice. I want to commend the FBI teams and our partners for their hard work and success in executing the mission.”

    “Through incredible law enforcement effort and coordination, a violent terrorist attack on American soil was thwarted, and those responsible are being held accountable,” said U.S. Attorney Robert J. Troester for the Western District of Oklahoma. “I commend the outstanding work by the FBI, our law enforcement partners, and prosecutors to diligently discover, thoroughly investigate, and completely foil this terror plot. These guilty pleas serve as an emphatic reminder that the Department of Justice and its law enforcement partners will aggressively pursue those who attempt to harm Americans through terrorist acts.”

    “Thanks to outstanding work by the Oklahoma City Joint Terrorism Task Force, the defendant’s plan to kill innocent Americans in a terrorist attack on Election Day was stopped,” said Special Agent in Charge Doug Goodwater of the FBI Oklahoma City Field Office. “The FBI is grateful to all who stand beside us in our fight against terrorism. Together, we will continue to safeguard our communities from those who conspire against the United States.”

    According to court documents, Tawhedi admitted that between June 2024 and October 2024 he conspired with at least one other individual to purchase two AK-47 rifles, 500 rounds of ammunition, and 10 magazines, with the intent to carry out a mass-casualty attack on or around Election Day, Nov. 5, 2024, on behalf of ISIS.  According to a criminal complaint affidavit filed in the case, Tawhedi communicated with an ISIS facilitator about his plan to purchase firearms for use in the terror plot, including asking the individual whether 500 rounds of ammunition would be sufficient.

    Tawhedi and his co-conspirator, Abdullah Haji Zada, were arrested on Oct. 7, 2024, after purchasing the firearms and ammunition from an undercover FBI employee.  Zada, 18, pleaded guilty in April 2025 to the firearms offense in connection with his role in the terror plot and is awaiting sentencing. Zada, who was 17 at the time of his arrest, entered his guilty plea as an adult and will be sentenced as an adult.

    At sentencing, Tawhedi faces a maximum penalty 20 years in prison for the material support charge and up to 15 years in prison for the firearms charge. Zada faces up to 15 years in federal prison. Upon completion of any sentence, Tawhedi and Zada will be permanently removed from the United States and barred from reentry under stipulated judicial orders of removal to Afghanistan. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    The FBI Oklahoma City Field Office’s Joint Terrorism Task Force, which includes Homeland Security Investigations, U.S. Immigration and Customs Enforcement, U.S. Citizenship and Immigration Services, U.S. Marshals Service, Oklahoma State Bureau of Investigation, the Edmond Police Department, the Moore Police Department, the Oklahoma City Police Department, the Oklahoma City Community College Police Department, and the Oklahoma City University Police Department, is investigating the case.

    Assistant U.S. Attorneys Jessica L. Perry and Matt Dillon for the Western District of Oklahoma; Assistant U.S. Attorney Everett McMillian, who previously served in the National Security Division’s Counterterrorism Section; and Trial Attorney Jennifer Levy of the Counterterrorism Section are prosecuting the case. Trial Attorney Mark Stoneman of the Money Laundering and Asset Recovery Section, who previously served as an Assistant U.S. Attorney for the Western District of Oklahoma, also assisted with the prosecution.

    Outstanding contributions by British nationals abroad recognised on the King’s Birthday 2025 Overseas and International Honours list

    Hi Majesty The King’s Birthday Honours List recognises people who have given exceptional service to the UK abroad and internationally.

    One hundred and ten people have received awards for their exceptional service to the UK overseas or internationally in His Majesty The King’s Birthday Honours List this year. They are recognised for their contributions to British foreign policy and international development, as well as voluntary and charitable work.

    Stephen Kavanagh, lately the Executive Director of Police Services at INTERPOL is appointed a Knight Commander of the Order of St Michael and St George (KCMG) in recognition of his outstanding and sustained leadership, international public service, and track record of success in the role at INTERPOL, where he served as the world’s most senior policing official.

    The most senior official recognised in the list is Sir Philip Barton, who is appointed Knight Grand Cross of the Order of St Michael and St George (GCMG) for his exceptional contribution and achievement over a long career. As the UK’s most senior diplomat and the first Permanent Under-Secretary of the merged Foreign, Commonwealth & Development Office for the past 5 years, his tenure was marked by outstanding dedication, strategic vision and compassionate leadership.

    Valerie Taylor

    Founder of the Centre for the Rehabilitation of the Paralysed in Bangladesh, receives a CBE (Commander of the Order of the British Empire) for services to Disadvantaged People in Bangladesh.

    Valerie Taylor is recognised for her life-long contribution to promoting health and the rights of people with disability in Bangladesh who remain the most marginalised members of Bangladeshi society. In 1969 she was sent by Voluntary Service Overseas (VSO) to East Pakistan (later to become Bangladesh) to start physiotherapy services in a small mission hospital in the Chittagong Hill Tracts. In the 3 years that she worked there she became aware of the pressing need for rehabilitation services and returned to join the staff of the Shaheed Suhrawardy Hospital, a government-run hospital in Dhaka.

    A decade after first visiting the country, she established the Centre for the Rehabilitation of the Paralysed (CRP) – which eventually became the most reliable and respected institute to support disabled people in Bangladesh. At the start of her career, she was running CRP with 4 patients in an abandoned warehouse of the Shaheed Suhrawardy Hospital.

    Through her commitment, she has grown CRP to include a 100-bed hospital as well as 12 centres in different parts of the country to expand the services in collaboration with other organisations, which are affordable and easy to access for disabled people. It promotes the empowerment of disabled people through community-based services, advocacy and networking on disability issues and the rights of disabled girls and women. CRP also raises awareness on disability issues nationally, regionally and internationally and provides medical treatment, rehabilitation and support services.

    Matthew Featherstone

    President, Cricket Brazil, receives an OBE (Officer of the Order of the British Empire) for services to Sport and Disadvantaged Communities, Women and Girls Overseas.

    ​​Matt Featherstone is recognised for ​​​his exceptional contribution to expanding cricket in Brazil and supporting disadvantaged people through sport. In 2001, he co-founded the Brazilian Cricket Association (Cricket Brazil), which was recognised by the International Cricket Council (ICC) in 2006. Through his leadership, cricket was expanded across the country, resulting in Brazil qualifying for the ICC’s World Cricket League (a pathway to joining the ICC World Cup), and the Brazilian male cricket team, originally comprised solely of foreign players, has increased its standing and now has a greater proportion of Brazilian players. ​

    However, Matt’s most impressive work has been through Cricket Brazil’s development programme.  The programme, which started in 2011 as cricket-lessons for 24 children in an orphanage in Poços de Caldas, is now benefitting more than 10,000 children from impoverished communities in 5 states across Brazil, including Rio de Janeiro and Sao Paulo. The programme provides structure, fitness and self-confidence to children between 4 to 17 attending (50) state schools, through cricket coaching. 

    ​​More recently, Matt created the Cricket Like a Girl programme to encourage more girls to play the sport. As a result of the programme, Brazil became the first ever country to give professional cricket contracts to women before men and the Brazilian Ladies Cricket Team has, in this short time, won their 6th South American trophy. Through cricket, Matt is supporting the rights, freedom and potential of underprivileged women and girls in Brazil.

    Founder and Trustee, the Vera Thomson English School, Rakhine State, Myanmar, receives an MBE (Member of the Order of the British Empire) for services to Children’s Education and Healthcare in Myanmar.

    Susan Ozturk, the Founder and Director of the Vera Thomson English School in Myanmar, is recognised for her outstanding contribution to improving the lives of children in the village of Lintha. Susan first arrived in Myanmar in 1998, when she visited with her husband and developed a vision which would help the poorest of children access education in a fishing village on the west coast of Rakhine.

    Three years later, she founded the Vera Thomson English School, VTES (named after her mother) in 2001, when she, and her husband moved to Myanmar permanently. Funded by the Andrew Clark Trust, the school has grown from a single simple room to a large compound that houses numerous classrooms, a library, IT suite and open spaces. It is a safe, happy and active learning environment where students learn English, but also many other skills, including an appreciation for the environment and care for the community.  Over 2 decades, the school has directly improved the access to quality education, and hence the lives, of almost 4,500 children and her commitment over the years in the face of countless obstacles has been outstanding.

    Recommendations for a British Empire Medal include Elizabeth Burrowes, Director of Music Education, Brass for Africa, Uganda, recognised for her exceptional contribution to positively transforming the lives of thousands of young people, and their challenged communities in Uganda and Rwanda, through music. 

    Alongside the thousands of children gaining musical education through her training of local teachers, Elizabeth is an ardent advocate for inclusion and opportunity for all, whether it’s working with civil war refugees in the Bidibidi refugee settlement on the South Sudanese border, young offenders in Kampiringisa National Juvenile Rehabilitation Centre, or those living in the huge impoverished informal settlements around Kampala.

    Nasir Ahmad Tawhedi, 27, a native and citizen of Afghanistan, pleaded guilty today in federal court in Oklahoma City to two terrorism-related offenses: conspiring and attempting to provide material support and resources to the Islamic State of Iraq and al-Sham (ISIS), a designated foreign terrorist organization, and receiving, attempting to receive, and conspiring to receive firearms and ammunition in furtherance of a federal crime of terrorism.

    “The defendant admits he planned and obtained firearms to carry out a violent terror attack on Election Day in 2024, a plot that was detected and disrupted through the good work of the FBI and our partners,” said FBI Director Kash Patel. “Let this serve as notice to anyone who tries to conduct attacks in our homeland for ISIS or any other terror group: we will find you and you’ll face American justice. I want to commend the FBI teams and our partners for their hard work and success in executing the mission.”

    “Through incredible law enforcement effort and coordination, a violent terrorist attack on American soil was thwarted, and those responsible are being held accountable,” said U.S. Attorney Robert J. Troester for the Western District of Oklahoma. “I commend the outstanding work by the FBI, our law enforcement partners, and prosecutors to diligently discover, thoroughly investigate, and completely foil this terror plot. These guilty pleas serve as an emphatic reminder that the Department of Justice and its law enforcement partners will aggressively pursue those who attempt to harm Americans through terrorist acts.”

Together, we will continue to safeguard our communities from those who conspire against the United States.”

    According to court documents, Tawhedi admitted that between June 2024 and October 2024 he conspired with at least one other individual to purchase two AK-47 rifles, 500 rounds of ammunition, and 10 magazines, with the intent to carry out a mass-casualty attack on or around Election Day, Nov. 5, 2024, on behalf of ISIS.  According to a criminal complaint affidavit filed in the case, Tawhedi communicated with an ISIS facilitator about his plan to purchase firearms for use in the terror plot, including asking the individual whether 500 rounds of ammunition would be sufficient.

    Tawhedi and his co-conspirator, Abdullah Haji Zada, were arrested on Oct. 7, 2024, after purchasing the firearms and ammunition from an undercover FBI employee.  Zada, 18, pleaded guilty in April 2025 to the firearms offense in connection with his role in the terror plot and is awaiting sentencing. Zada, who was 17 at the time of his arrest, entered his guilty plea as an adult and will be sentenced as an adult.

    At sentencing, Tawhedi faces a maximum penalty 20 years in prison for the material support charge and up to 15 years in prison for the firearms charge. Zada faces up to 15 years in federal prison. Upon completion of any sentence, Tawhedi and Zada will be permanently removed from the United States and barred from reentry under stipulated judicial orders of removal to Afghanistan. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    The FBI Oklahoma City Field Office’s Joint Terrorism Task Force, which includes Homeland Security Investigations, U.S. Immigration and Customs Enforcement, U.S. Citizenship and Immigration Services, U.S. Marshals Service, Oklahoma State Bureau of Investigation, the Edmond Police Department, the Moore Police Department, the Oklahoma City Police Department, the Oklahoma City Community College Police Department, and the Oklahoma City University Police Department, is investigating the case.

    Assistant U.S. Attorneys Jessica L. Perry and Matt Dillon for the Western District of Oklahoma; Assistant U.S. Attorney Everett McMillian, who previously served in the National Security Division’s Counterterrorism Section; and Trial Attorney Jennifer Levy of the Counterterrorism Section are prosecuting the case. Trial Attorney Mark Stoneman of the Money Laundering and Asset Recovery Section, who previously served as an Assistant U.S. Attorney for the Western District of Oklahoma, also assisted with the prosecution.

    Ms. Killin currently serves part-time as a County Court Judge in the 13th Judicial District and is Of Counsel at Kelley Law Ltd. She has held these positions since 2014 and 2020, respectively. Her docket consists primarily of criminal matters. Her practice consists primarily of real estate, civil, and probate matters. Previously, Ms. Killin was a Partner at Colver Killin & Sprague LLP (1995-2020) and Special County Attorney for the Human Services Departments of Phillips and Sedgwick counties (1999-2006). Ms. Killin earned her B.S. from Regis University in 1990, and her J.D. from the University of Denver Sturm College of Law in 1994.

     — Today, Governor Mike Kehoe announced the appointment of Derek Winters as the Transition Director to assist in the implementation of oversight of the St. Louis Metropolitan Police Department (SLMPD) to a citizen-led board of police commissioners, as authorized under House Bill (HB) 495.

    In this role, Winters will work closely with City of St. Louis officials, the SLMPD, the Missouri Department of Public Safety (DPS), the Office of the Attorney General, and the Office of the Governor to ensure an orderly and responsible transition to the citizen-led board, which will assume control no later than July 1, 2026. His efforts will focus on the practical steps needed to ensure continuity of operations and minimize any disruptions to the residents of the City of St. Louis.

    “As someone born and raised in the City of St. Louis and brought up in the police family, I care deeply about the St. Louis Metropolitan Police Department and the City’s future,” said Governor Kehoe. “This transition team requires leadership rooted in accountability, professionalism, and a clear sense of purpose. Derek brings all of that, and we are confident in his ability as a highly skilled operations professional to help build a strong foundation for the board and its long-term role in public safety.”

    Derek Winters, a St. Louis City native, currently serves as Chief Operating Officer at KNOWiNK, a leading election technology firm. He holds a Bachelor of Arts in Finance and a Master of Arts in International Affairs from Washington University in St. Louis.

    As Republican Bill Takes Away Health Care from Millions of Americans, Senate Democrats Offer Common Sense Improvements to Medicaid and Empower Federal Watchdogs to Fight Real Fraud 
    WASHINGTON, D.C. – U.S. Senator Peter Welch, a member of the Senate Finance Committee, this week joined Ranking Member of the Senate Finance Committee Ron Wyden (D-Ore.) and eleven Senate Democrats in filing legislative proposals to strengthen and invest in the Medicaid program for children, seniors, Americans with disabilities and working families. Senator Welch’s Expanded Coverage for Former Foster Youth Act, which would expand Medicaid coverage for former foster care youth up to the age of 26, was included as part of Democrats’ legislative package. 
    “In the midst of a nationwide affordability crisis, we should do everything in our power to help more folks get the health care they need. Instead, Republicans’ budget cruelly attacks the lives and well-being of families and seniors, ripping health care away from millions–including nearly 20,000 Vermonters on Medicaid. As if slashing funding for Medicaid wasn’t egregious enough, Republicans’ budget will also tank our economy, and it does nothing to combat waste, fraud, and abuse,” said Senator Welch. “I’m proud to join Senate Democrats in introducing these bills to protect, improve, and expand Medicaid.”

Not only does the Republican bill break their promise not to cut benefits for Americans with Medicare and Medicaid, it also fails to accomplish their stated goal of cracking down on waste, fraud and abuse,” said Senator Wyden. “Senate Democrats say there’s a better way: let’s make the Medicaid program work better for moms, kids and seniors while investing in fraud fighters who have a track record of rooting out fraud where it actually occurs, and returning taxpayer dollars where they belong.” 
    The legislation comes as congressional Republicans continue to jam their reconciliation through the House and Senate behind closed doors. Republicans falsely claim the bill addresses waste, fraud and abuse in the health care system, but in reality, it rips away affordable health care from millions of Americans without doing anything meaningful on health care fraud.  
    The nonpartisan Congressional Budget Office (CBO) has found that virtually all of the health care cuts in the legislation come as a result of families that count on Medicaid losing their coverage or benefits, not eliminating waste, fraud and abuse. It’s the largest cut to American health care in history, all to fund tax breaks for the ultra-wealthy. 
    Senator Welch is a cosponsor of every bill introduced this week introduced by Senate Democrats to improve Medicaid: 

    The Keeping Obstetrics Local Act, legislation to address hospital labor and delivery unit closures by increasing Medicaid payments for eligible rural and high-need hospitals.  

    The Health Care Fraud and Abuse Control (HCFAC) Act, legislation to address funding shortfalls and ensure long-term stability of health care fraud, waste and abuse prevention work at HHS, CMS and DOJ, which returns $11 for every $1 invested. 

    The Stabilize Medicaid and CHIP Coverage Act, legislation to provide continuous eligibility for all individuals enrolled in Medicaid and the Children’s Health Insurance Program (CHIP) for 12-months.  

    The HCBS Relief Act, legislation to temporarily increase the federal Medicaid match for home- and community-based services by ten percentage points for two years.  

    The Advancing Student Services in Schools Today (ASSIST) Act, legislation to increase the federal Medicaid match for mental health and substance use disorder services provided in schools to 90%.  

    The Expanded Coverage for Former Foster Youth Act, legislation to expand Medicaid coverage for certain former foster care youth up to the age of 26.  

    The Medicare and Medicaid Dental, Vision, and Hearing Benefit Act, legislation to require Medicaid and Medicare to cover dental, vision, and hearing.   

    The Easy Enrollment in Health Care Act, legislation to allow individuals to check eligibility for and enroll in Medicaid or subsidized Affordable Care Act coverage through submitting their federal tax return.  

    The Disaster Relief Medicaid Act, legislation to ensure that individuals eligible for Medicaid who are forced to relocate due to a disaster are able to continue accessing Medicaid-supported services. 

    The Maximizing Opioid Recovery Emergency, legislation to enhance coverage for opioid treatment for Medicaid, Medicare, and private health plan enrollees, including increasing the federal Medicaid match for opioid medication treatment to 90%.  

    The Helping Tobacco Users Quit Act, legislation to require state Medicaid programs to cover tobacco cessation services without cost-sharing.  

    The State Public Option Act, legislation to give states the option to create a Medicaid buy-in program for state residents regardless of their income.   

    The Postpartum Lifeline Act, legislation to require state Medicaid programs to provide coverage up to 12-months postpartum.  

    Senator Welch has been a leading voice in calling to protect Medicaid and health care in the Senate. Last week, Senator Welch took to the Senate floor to slam Republicans’ tax bill, which will rip away health care coverage for more than 16 million Americans, including 29,000 Vermonters. 
    Earlier this month, Senator Welch joined Planned Parenthood of Northern New England (PPNNE) for a virtual roundtable highlighting the harmful consequences of Republicans’ reconciliation bill for patients in Vermont. In May, Senator Welch denounced Republicans disastrous proposed budget plan to limit ACA Premium Tax Credits which help low- and moderate-income Vermonters access health coverage.   
    Last month, Senator Welch joined Senate Democratic Leader Chuck Schumer (D-N.Y.) and Senators Tammy Baldwin (D-Wis.), Tina Smith (D-Minn.), and Protect Our Care for a press conference condemning the Republican budget. Senator Welch also recently spoke on the Senate floor about how health care is at risk for millions, and challenged President Trump to join him and Senator Josh Hawley (R-Mo.) in working to lower prescription drug prices through his recently introduced Fair Prescription Drug Prices for Americans Act.

    GREAT FALLS – A Hays woman accused of witness tampering and failing to report child abuse appeared this week for arraignment, U.S. Attorney Kurt Alme said.

    The defendant, Chantel Lee King, 56, pleaded not guilty to a superseding indictment charging her with two counts of attempted obstructing justice by witness tampering and two counts of failure to report child abuse. If convicted of the most serious charge contained in the superseding indictment, King faces 20 years imprisonment, $250,000 fine, and 3 years of supervised release.

    U.S. Magistrate Judge John Johnston presided. King was released on conditions pending further proceedings.

    Count 1 of the superseding indictment alleges that in September 2020, King knowingly attempted to intimidate and corruptly persuade another person, with intent to hinder, delay, and prevent the communication to a law enforcement officer or judge of the United States of information relating to the commission or possible commission of a federal offense, namely aggravated sexual abuse in Indian Country, sexual abuse in Indian Country, and abusive sexual contact in Indian Country, and took a substantial step towards the commission of the offense.
