    My warmest welcome to members of the Rare Disorders community, to whānau, and to carers and supporters.

    I am very pleased to be Patron of Rare Disorders New Zealand, and to support your work by joining you in celebrating your 25th anniversary with this afternoon’s reception and awards ceremony.

    It’s a truism worth repeating that we judge a society by the way it cares for its most vulnerable people. Twenty-five years ago, Rare Disorders New Zealand took up the challenge of representing people who understand what it is to feel alone and isolated, and appreciate the huge difference the right diagnosis and treatment can make to their lives. By helping them and representing their interests, you have helped Aotearoa New Zealand to be a better place.

    The concept of an ‘umbrella organisation’ evokes manaakitanga, support and shelter from the elements.

    I like to think you will also relate to this whakataukī: ‘Ki te kotahi te kakaho, ka whati; ki te kapuia, e kore e whati’ – which translates as ‘a reed that stands alone can be broken, but it will not be broken if it stands alongside others’.

    Rare Disorders New Zealand has enabled people to experience strength and support by standing together in whanaungatanga.

    You have been tireless advocates for a more coordinated approach to diagnosis and treatment, and your mahi bore fruit with the launch, last year, of New Zealand’s first national strategy for rare disorders.

    The Aotearoa New Zealand Rare Disorders Strategy is a significant milestone, responding as it does to the lived experiences and needs of your community, as revealed through your own surveys.

    I appreciate the impact of the Strategy has yet to be felt – and you will be eager to see meaningful progress – whether that be with earlier diagnosis, clearer pathways for clinical care, better access to support and medicines, appropriate training for the health workforce, or the gathering of research data.

    With my own background in health and academia, I am delighted to see the establishment of the Rare Disorders Research Network,  based in Victoria University. The Network will enable New Zealand researchers to experience the support of colleagues working in similar fields, and encourage coordinated research programmes.

    Their findings will have real-life implications for your community, and contribute to global understanding of rare disorders and their treatment.

    I appreciate that as a charitable organisation, Rare Disorders New Zealand is reliant on the tireless dedication of a small number of staff and a large number of volunteers. I welcome this opportunity to thank you all for devoting your time, energy and expertise to such a worthy cause.

    Today we are also formally acknowledging award recipients for their steadfast commitment to the rare disorders community, and thanking them, on behalf of all New Zealanders, for what they have achieved.

    President Lai presides over second meeting of Healthy Taiwan Promotion Committee
    On the afternoon of November 28, President Lai Ching-te presided over the second meeting of the Healthy Taiwan Promotion Committee. In his opening statement, the president said that we are implementing mental health support programs this year to provide more support for young and middle-aged people, pointing out that the policy has served over 20,000 people since it was implemented just over three months ago. In terms of bolstering mental health resiliency, the president said we still have much to do, our government must lead by example, and the public and private sectors must work together, making every effort to ensure that no one is left behind. Noting that our goal is to reduce the standardized cancer mortality rate by one-third by the year 2030, President Lai stated that next year’s budget for cancer screening will be increased to NT$6.8 billion. He also stated that plans are in the works to establish a fund for new cancer drugs, adding that in the general budget we will allocate NT$5 billion, which will gradually rise to NT$10 billion. At the same time, he said, we are also actively promoting genetic testing and precision medicine. He expressed confidence that expanding preventive screening at the front end and providing advanced treatments at the back end will effectively fight cancer and improve the overall health of our citizens. A translation of President Lai’s opening statement follows: Today is the second meeting of the Healthy Taiwan Promotion Committee. First, I want to thank our two deputy conveners, our advisors and committee members, and our friends online for their enthusiastic participation. I also want to welcome Committee Member Chien Wen-jen (簡文仁), who was on leave for the previous meeting. I would also like to introduce three new committee members: Let’s welcome Committee Member Huang Chin-shun (黃金舜), president of the Federation of Taiwan Pharmacists Associations. During the pandemic, he led the nation’s pharmacists in promoting services including name-based distribution systems for masks and rapid-test kits and home delivery of medications. I am sure that he will be able to provide many valuable views regarding pharmaceutical safety and supply resilience.    Let’s also welcome Committee Member Ko Fu-yang (柯富揚). During his time as secretary-general of the National Union of Chinese Medical Doctors’ Association, he led the Chinese medicine community in the transition from experience-based medicine to evidence-based medicine, and promoted the modernization of traditional Chinese medicine. With his participation, the committee will be able to spur research and development in both modern and traditional medicine. Our third new committee member is Liao Mei-nan (廖美南), president of the Taiwan Nurses Association, who was unable to be here today. She has long been dedicated to raising the quality of nursing care and actively promoting a high-quality, friendly work environment for nurses. The committee will rely on her experience to strengthen the link between policy and practice in nursing care. I want to thank all the members of the committee once again for working together with the government. Since the last committee meeting, under the guidance of Minister without Portfolio Chen Shih-chung (陳時中), the Ministry of Health and Welfare (MOHW) has implemented various policies. At the beginning of October, for example, three major AI centers were set up to resolve three key AI application issues: implementation, certification, and reimbursement, helping advance Taiwan’s smart healthcare ecosystem. At today’s meeting, the MOHW will first deliver a report on the progress of certain items listed in the first committee meeting, followed by a joint report by the MOHW and Ministry of Education on bolstering public mental health resilience and a report by the MOHW on enhancing cancer prevention and treatment strategies.  The World Health Organization has affirmed that “there is no health without mental health.” In a fast-changing, fast-paced society, the government should invest more resources in the field of mental health to safeguard the people’s overall health. We are therefore implementing mental health support programs this year and expanding the range of eligibility, from 15 to 30, to 15 to 45 years old, to provide more support for young and middle-aged people. That policy has served over 20,000 people since it was implemented just over three months ago. In terms of bolstering mental health resiliency, we still have much to do. From the workplace to the campus and every corner of society, our government must lead by example, and the public and private sectors must work together, making every effort to ensure that no one is left behind.    Aside from mental health, in view of cancer being the leading cause of death in Taiwan for 42 consecutive years, our goal is to reduce the standardized cancer mortality rate by one-third by the year 2030. And so we must expand screening and advance treatment. Last year, the government subsidized screenings for five types of cancer, providing a total of 4.87 million screenings and detecting 11,000 cases of cancer and 52,000 cases of precancerous conditions. We have allocated an additional NT$4 billion beginning next year, bringing the total budget for cancer screening to NT$6.8 billion, to expand the scope of cancer screening eligibility and services.  Plans are also in the works to establish a fund for new cancer drugs. In next year’s general budget we will allocate NT$5 billion, which will gradually rise to NT$10 billion, to provide reimbursement funding for a variety of new cancer drugs and reduce the economic burden on patients. These new measures will be reported on in detail moments from now by the MOHW. At the same time, we are also actively promoting genetic testing and precision medicine. Next generation sequencing, for example, has already been included in National Health Insurance coverage, which will help provide patients with precise, individualized treatment strategies. I am confident that expanding preventive screening at the front end and providing advanced treatments at the back end will effectively fight cancer and improve the overall health of our citizens. Today’s meeting will help the government understand viewpoints from many perspectives so we can promote policies that more closely meet the public’s needs. Let’s keep working hard together. Thank you.  Following his statement, President Lai heard a report on the progress of certain items listed in the first committee meeting from deputy executive secretary and National Health Insurance Administration Director General Shih Chung-liang (石崇良), a joint report on bolstering public mental health resilience from Deputy Minister of Health and Welfare Lin Ching-yi (林靜儀) and Deputy Minister of Education Lin Teng-chiao (林騰蛟), and a report on enhancing cancer prevention and treatment strategies from Deputy Minister of Health and Welfare Chou Jih-haw (周志浩). Afterward, President Lai exchanged views with the committee members regarding the content of the reports.

    President Lai presides over first meeting of Healthy Taiwan Promotion Committee
    On the afternoon of August 22, President Lai Ching-te presided over the first meeting of the Healthy Taiwan Promotion Committee. As the committee’s convener, the president presented committee members with their letters of appointment, and explained that the Healthy Taiwan Promotion Committee is not just about promoting a Healthy Taiwan, but also achieving a Balanced Taiwan. The president stated that the committee spans various areas of expertise, and also considers the balance of Taiwan’s northern, central, southern, and eastern regions. The president expressed confidence that by soliciting a wide range of suggestions, engaging in diverse dialogue, and forging a consensus, the committee can help to realize health equality and further elevate the standard of medical care in Taiwan. President Lai indicated that next year, the Ministry of Health and Welfare’s total budget will be increased, along with expanded investment in medical treatment and care. In addition, he reported that the central government budget has also added a National Health Insurance (NHI) financial assistance program, which will help to enhance the work environments of healthcare professionals. The president stated that we will also launch the Healthy Taiwan Cultivation Plan to help rear talent and develop smart medicine. These budgets and programs, President Lai stated, reflect the government’s determination to create a Healthy Taiwan, and prove that “Healthy Taiwan” is not just a slogan, and has already been turned into concrete action. A translation of President Lai’s opening statement follows: At the end of my first month in office, I announced that the Presidential Office will establish three committees in response to three major global issues of nationwide concern: climate change, health promotion, and social resilience. These committees will consolidate forces from different sectors to strategize on national development. At the beginning of this month, we convened the first meeting of the National Climate Change Committee. Today, we convene the first meeting of the Healthy Taiwan Promotion Committee. I would like to thank the three deputy conveners and all advisors and committee members for making a commitment to the Healthy Taiwan Promotion Committee. I also want to thank our fellow citizens and friends joining us online to follow the committee’s proceedings. During my campaign, I was constantly thinking about what I could contribute to our people that is different from past presidents if I were fortunate enough to be elected. After a lot of thought, I felt that as a physician, I should utilize my professional background in health care and work together with people from all sectors of society to help create a Healthy Taiwan. Healthy Taiwan is our goal, and health is both a basic human right and a universal value. Health promotion not only involves the well-being of a nation’s people, but is also of great concern to humankind so that we may survive and thrive. Taiwan is a responsible member of the international community. Amid the challenges of the pandemic over the past few years, we have shared disease prevention supplies, technology, and experience with countries around the world, and have continued to contribute to the global public health system. Going forward, Taiwan must actively address critical health-related challenges, including cancer, transnational communicable diseases of unknown origin, antibiotic-resistant superbugs, a low birth rate, and an aging society. We are confident that, sharing countermeasures and experience with countries around the world, we can keep people healthy and make the nation stronger so that the world embraces Taiwan. I want to thank former Superintendent of National Cheng Kung University Hospital Chen Jyh-hong (陳志鴻), who is also a mentor of mine, for organizing five regional forums and a national forum for the Healthy Taiwan Promotion Alliance this past March and April. Over 1,200 healthcare professionals from all over the country attended the forums and shared their views. Premier Cho Jung-tai (卓榮泰), Vice Premier Cheng Li-chiun (鄭麗君), and I were also invited to attend the national forum and participate in full. I also want to thank the experts from various fields for their suggestions throughout this process, which became key reference points for promoting policies after we took office on May 20. The position paper on the table in front of you is a compilation of those valuable insights, which will be the foundation of our future actions. To implement the Healthy Taiwan initiative, we must also achieve a Balanced Taiwan. Therefore, the Healthy Taiwan Promotion Committee established today not only spans various areas of expertise, but also considers the balance of Taiwan’s northern, central, southern, and eastern regions to achieve nationwide health equality. I want to thank the nine advisors here with us today: Superintendent Wu Ming-shiang (吳明賢), Superintendent Chen Wei-ming (陳威明), Chairman Cherng Wen-jin (程文俊), President Chiu Kuan-ming (邱冠明), and Chairman Chang Hong-jen (張鴻仁) from northern Taiwan; Superintendent Chen Mu-kuan (陳穆寬) from central Taiwan; Superintendent Lin Sheng-che (林聖哲) and President Yu Ming-lung (余明隆) from southern Taiwan; and Superintendent Lin Shinn-zong (林欣榮) from eastern Taiwan. Your participation will give us a better understanding of viewpoints from around the country. The objective of Healthy Taiwan is to raise the population’s average life expectancy while simultaneously reducing time spent living with illness or disability, while also caring for physical, mental, and spiritual health. The 20 members of the committee are therefore drawn from a variety of fields of professional expertise. We have Superintendent Chen Shih-ann (陳適安) in the field of smart medicine, Vice-Superintendent Susan Shur-fen Gau (高淑芬) in pediatric psychiatry, medical and long-term care service integration specialist Superintendent Chan Ding-cheng (詹鼎正), and emerging infectious disease specialist Director Shen Ching-fen (沈靜芬). We have also invited Professor Tsai Sen-tien (蔡森田) to provide suggestions on optimizing healthcare services and health insurance sustainability, and invited President Chou Ching-ming (周慶明) and President Huang Cheng-kuo (黃振國) to continue promoting the Family Medicine Plan and report on primary care issues. We have also recruited President Li Yi-heng (李貽恒), who put forward the 888 Program for prevention and treatment of the “three highs” (high blood pressure, high cholesterol, and high blood sugar) and kidney disease, pediatric health specialist President Ni Yen-hsuan (倪衍玄), women’s health care specialist Secretary-General Huang Jian-pei (黃建霈), and President Hung Te-jen (洪德仁), who is focused on community development. We also have Dean Shan Yan-shen (沈延盛) from the field of cancer prevention and treatment, psychiatric and mental health specialist Professor Su Kuan-pin (蘇冠賓), epidemiology expert and Emeritus Research Fellow Ho Mei-shang (何美鄉), and biomedicine and regenerative medicine specialist Professor Patrick Ching-ho Hsieh (謝清河). The committee also includes specialist in nutrition and health for all ages President Kuo Su-e (郭素娥), and expert in the promotion of physical activity and health Vice Chairman Chien Wen-jen (簡文仁). I also want to thank Chairman Lin De-wen (林德文) for participating as we work together to enhance the health and well-being of indigenous peoples. In addition, public sector participants include Minister of National Development Liu Chin-ching (劉鏡清) and Minister of Education Cheng Ying-yao (鄭英耀), as well as Minister of Health and Welfare Chiu Tai-yuan (邱泰源), who is serving as executive secretary, and NHI Administration Director General Shih Chung-liang (石崇良) serving as deputy executive secretary. Over 80 percent of the committee’s members are from the private sector, and I will take advantage of this opportunity to continue to combine the strengths of all stakeholders throughout society to promote a healthy lifestyle for one and all, and enhance medical care for all ages. At today’s first meeting of the committee, the Ministry of Health and Welfare will brief us on two topics: the first is the Healthy Taiwan vision plan, illustrating Taiwan’s current challenges and opportunities, as well as an action blueprint. The second issue is reform and optimization for NHI sustainability. Next year will mark the 30th anniversary of our NHI system. NHI is the pride of Taiwan, because health insurance can free citizens from the vicious cycle of poverty caused by illness, or illness caused by poverty. Since 2020, the NHI system has achieved a public satisfaction rate of over 90 percent. Next year, Taiwan will also become a “super-aged society,” which means that one of every five people will be a senior citizen 65 or older. Due to new pharmaceuticals of all kinds, the development of new technologies, and citizen expectations for an optimized medical practice environment, many aspects of health insurance operations will face an increasing number of challenges. The NHI system’s core values are health equality and mutual assistance for all. Better care for everyone, however, depends on sustainable NHI operations. We closely monitor NHI system point values, but also want to embody the greater values of the system. The government will continue to refine the budget system and management, rationally distribute medical resources and stabilize point values, and continue to optimize NHI finances to enhance the efficiency and quality of services. We also look forward to working with everyone to achieve sustainable NHI development, enhance health equality, and further elevate the standard of medical care in Taiwan. I also want to report that next year, the Ministry of Health and Welfare’s total budget will reach NT$370.2 billion, an increase of NT$31.8 billion over this year. The total budget is expected to allocate NT$60.7 billion to expand investment in medical treatment and care to create a Healthy Taiwan. The central government budget has also added an NHI financial assistance program that includes incentives for maintaining specified nurse-patient ratios across all three shifts and rotating night-shift nursing staff, and promoting smart information upgrades at medical facilities to enhance the work environments of healthcare professionals. We will also launch the Healthy Taiwan Cultivation Plan, investing funds to support medical institutions at all levels nationwide, rear talent, and develop smart medicine. Regarding the fund for new cancer drugs that many cancer patients care deeply about, in next year’s general budget we will allocate NT$5 billion for health insurance funding. In 2026, that figure is expected to reach NT$10 billion. We will also promote the fifth-stage national plan for cancer prevention and treatment, and beginning next year the budget for cancer screening will be increased by NT$4 billion, reaching NT$6.8 billion, to boost screening rates. I want everyone to know that these budgets and programs reflect the government’s determination to create a Healthy Taiwan. Since I took office, the government has created plans and programs to increase nursing staff levels and promote public mental health. We also launched an Acute Hospital Care at Home pilot project to provide integrated long-term and medical care services. Once again, I would like to thank everyone here today for participating, and thank our fellow citizens for their support. I also want our fellow citizens to know that Healthy Taiwan is not just a slogan, and has already been turned into concrete action. These are all concrete, substantive actions by a government team that has been in office for less than 100 days. I am confident that with the support and participation of our committee members and advisors, and through soliciting a wide range of suggestions, engaging in diverse dialogue, and forging a consensus, our actions to create a Healthy Taiwan will more closely align with society’s expectations, and we will move more quickly and steadily toward realizing our vision. Thank you.     President Lai attends opening of International Conference on Emergency Medicine 2024
    On the morning of June 20, President Lai Ching-te attended the opening ceremony of the International Conference on Emergency Medicine (ICEM) 2024. In remarks, President Lai stated that one goal of his administration is to create an even healthier Taiwan and that we will continue to strengthen our capabilities in medicine and public health to enhance health for all and help make the world a better place. The president emphasized that the global disease prevention network is something every country should be a part of, and that if any country is missing from this network, the rest of the world will be at a disadvantage. The president then asked for the participants’ support for Taiwan to participate in the World Health Organization so that we may contribute even more to the global public health system. A transcript of President Lai’s remarks follows: I would like to begin by welcoming all guests from overseas to Taiwan. ICEM is the world’s largest conference on emergency medicine. Over 2,500 experts and academics from home and abroad have gathered here for this year’s conference. This not only underlines the importance of emergency medicine, but is also a testament to global cooperation in medicine. This year also marks TSEM’s [Taiwan Society of Emergency Medicine] 30th anniversary. I would like to thank Chairperson Ng Chip-jin (黃集仁), President Hsu Chien-chin (許建清), and everyone who helped bring ICEM to Taiwan. This conference will help expand people-to-people diplomacy, showing Taiwan’s development and contributions in emergency medicine to the world. I am confident that everyone here shares my belief that health is a basic human right. And to ensure this right, emergency medical professionals are indispensable. Before entering politics, I myself worked as a clinician. I know well that emergency rooms are at the frontline of hospitals, and often the last hope for those who need lifesaving care. Especially during the COVID-19 pandemic, we all witnessed the rapid response and important support of emergency medical professionals, who gave their all for the health of others. I want to take this opportunity to express my utmost respect for your work. The theme of ICEM 2024 is Glocalization of Emergency Medicine: Global Wisdom and Local Solution. With that in mind, I hope that through clinical research, public health, smart tech, and other strategies, we can help reduce disparities in emergency medicine around the world. Here in Taiwan, we have made major progress in emergency medicine, from developing a cutting-edge trauma care system to implementing advanced strategies for disaster response. We are also committed to training highly skilled professionals in the field, as well as developing an advanced medical infrastructure. This conference will give Taiwan the opportunity to share our experience, and allow everyone to exchange best practices, engage in discussions, and promote the global development of emergency medicine. One goal of my administration is to create an even healthier Taiwan. We will continue to strengthen our capabilities in medicine and public health to enhance health for all and help make the world a better place. A healthier Taiwan also means a booming medical sector, and an even higher quality and diversity of medical services. Taiwan has had, and will continue to have, many medical accomplishments to share with the world. Today, all of you gather here to continue making global contributions through emergency medicine. The mission of IFEM [International Federation for Emergency Medicine] is to create a world where all people, in all countries, have access to high quality emergency medical care. On this point, the global disease prevention network is something every country should be a part of. If any country is missing from this network, the rest of the world will be at a disadvantage. I would like to ask for your support for Taiwan to participate in the World Health Organization, so that we may contribute even more to the global public health system. And as President Hsu Chien-chin has said, although the road is long, if we travel together, we can travel far. With this vision as our guide, alongside our friends from around the world, Taiwan will strive to achieve our common goals and realize quality healthcare for all. I wish ICEM 2024 great success, and all participants a rewarding experience. I also invite you to travel around Taiwan during your stay, and get to know our beautiful nation. Following his remarks, President Lai and the distinguished guests took part in the kick-off ceremony for the conference. IFEM President Ffion Davies was also in attendance at the event.

    President Lai meets WHA action team
    On the morning of June 1, President Lai Ching-te met with members of Taiwan’s World Health Assembly (WHA) action team. In remarks, President Lai stated that standing on the front lines, the team fought for the human right to health for both Taiwan and the world. He also thanked the international community for their support for Taiwan. The president said that Taiwan is an indispensable member of the international community when it comes to ensuring global health security. In addition, he said that one of the new government’s goals is to create a healthier Taiwan, as we want our people to live longer and healthier, and that we want to leverage Taiwan’s strengths in public health and medicine. He said we will continue to deepen our partnerships with other countries as we build an even more resilient global public health system, and that a healthy Taiwan will help make the world a better place. A translation of President Lai’s remarks follows: I would like to warmly welcome our partners from the WHA action team back from Geneva, and express my appreciation for your hard work and efforts. Standing on the front lines, you fought for the human right to health for both Taiwan and the world, and we thank you for giving it your all. Your flight only just arrived at 7 a.m., but I can see that everyone is still in high spirits. You have truly put in your heart for Taiwan, and once again, I thank you all. It is regrettable that at this year’s WHA, constrained by political factors, a proposal item for Taiwan to join as an observer was not included in the agenda yet again. However, the hard work of our WHA action team over the years has already borne fruit. Last year, the Ministry of Health and Welfare signed MOUs with the public health agencies of the Czech Republic, Canada, and the United Kingdom, and bilateral talks this year included discussion on substantive cooperation. The bilateral talks carried out by our action team in Geneva were not only more numerous this year, but also involved officials of even higher level. The team also held professional forums addressing important issues of the WHA in cooperation with various medical and health organizations. This is all proof of Taiwan’s contribution toward global public health and the human right to health. The steps we take for Taiwan to participate in world health affairs will not falter. Support for Taiwan from the international community grows stronger year by year. This year, 26 member states of the World Health Organization and the European Union, which is an observer, directly or indirectly voiced their support for Taiwan’s participation in the WHA. Their support reaffirms that Taiwan is an indispensable member of the international community when it comes to ensuring global health security. Health knows no borders. Health is a basic human right. One of the new government’s goals is to create a healthier Taiwan. We want our people to live longer and healthier. And we also want to leverage Taiwan’s strengths in public health and medicine, as we deepen our cooperation with other countries and work together to advance the health of humankind and global sustainable development. I want to thank the member states for their support for Taiwan. I also want to once again thank the members of the WHA action team and our many friends, both here and outside of Taiwan, for their hard work on this issue. Moving forward, we will continue to deepen our partnerships with other countries as we build an even more resilient global public health system. So just as democratic Taiwan continues to shine its light upon the world, a healthy Taiwan will help make the world a better place. On that note, let us keep working together toward these goals.     President Tsai meets World Medical Association President Lujain Alqodmani
    On the morning of December 11, President Tsai Ing-wen met with a delegation led by World Medical Association (WMA) President Dr. Lujain Alqodmani. In remarks, President Tsai thanked the WMA for its many years of speaking up for Taiwan on the international stage. President Tsai emphasized that we will continue to show how Taiwan can help by actively contributing to global health security. The president expressed her belief that with Taiwan’s achievements and capabilities in medicine and public health, we can join forces with many more countries to optimize the medical environment and make a more positive impact on the health of humankind. A translation of President Tsai’s remarks follows: I extend a warm welcome to President Alqodmani, who is visiting Taiwan once again. I am also glad to see WMA Secretary General Dr. Otmar Kloiber. Both of you are well acquainted with Taiwan and are our close friends. You have demonstrated your support through concrete actions. I would like to express my deepest thanks. The WMA is the largest international NGO that represents physicians. You staunchly defend health security and the rights and interests of physicians around the world with professionality and impartiality. I want to take this opportunity to thank the WMA on behalf of the Taiwanese people for its longstanding support of our participation in the World Health Organization (WHO) and World Health Assembly (WHA). This May, for example, our WHA action team collaborated with the WMA to hold a forum on emergency medicine in Geneva in the lead-up to the WHA. We will continue to show how Taiwan can help by actively contributing to global health security. During the COVID-19 pandemic, Taiwan demonstrated the resilience of its public healthcare system and shared its experiences in combating the pandemic with the world. We have also shared our medical services and construction capabilities, two areas in which we excel, with our diplomatic allies to help enrich the lives of their people and enhance the quality and environment of healthcare. We hope that President Alqodmani and Secretary General Kloiber will continue to speak up for Taiwan on the international stage. I believe that with Taiwan’s achievements and capabilities in medicine and public health, we can join forces with many more countries to optimize the medical environment.     President Lai holds press conference following high-level national security meeting
    On the morning of February 14, President Lai Ching-te convened the first high-level national security meeting of the year, following which he held a press conference. In remarks, President Lai announced that in this new year, the government will prioritize special budget allocations to ensure that Taiwan’s defense budget exceeds 3 percent of GDP. He stated that the government will also continue to reform national defense, reform our legal framework for national security, and advance our economic and trade strategy of being rooted in Taiwan while expanding globally. The president also proposed clear-cut national strategies for Taiwan-US relations, semiconductor industry development, and cross-strait relations. President Lai indicated that he instructed the national security and administrative teams to take swift action and deliver results, working within a stable strategic framework and according to the various policies and approaches outlined. He also instructed them to keep a close watch on changes in the international situation, seize opportunities whenever they arise, and address the concerns and hope of the citizens with concrete actions. He expressed hope that as long as citizens remain steadfast in their convictions, are willing to work hand in hand, stand firm amidst uncertainty, and look for ways to win within changing circumstances, Taiwan is certain to prevail in the test of time yet again. A translation of President Lai’s remarks follows: First, I would like to convey my condolences for the tragic incident which occurred at the Shin Kong Mitsukoshi department store in Taichung, which resulted in numerous casualties. I have instructed Premier Cho Jung-tai (卓榮泰) to lead the relevant central government agencies in assisting Taichung’s municipal government with actively resolving various issues regarding the incident. It is my hope that these issues can be resolved efficiently. Earlier today, I convened this year’s first high-level national security meeting. I will now report on the discussions from the meeting to all citizens. 2025 is a year full of challenges, but also a year full of hope. In today’s global landscape, the democratic world faces common threats posed by the convergence of authoritarian regimes, while dumping and unfair competition from China undermine the global economic order. A new United States administration was formed at the beginning of the year, adopting all-new strategies and policies to address challenges both domestic and from overseas. Every nation worldwide, including ours, is facing a new phase of changes and challenges. In face of such changes, ensuring national security, ensuring Taiwan’s indispensability in global supply chains, and ensuring that our nation continues to make progress amidst challenges are our top priorities this year. They are also why we convened a high-level national security meeting today. At the meeting, the national security team, the administrative team led by Premier Cho, and I held an in-depth discussion based on the overall state of affairs at home and abroad and the strategies the teams had prepared in response. We summed up the following points as an overall strategy for the next stage of advancing national security and development. First, for overall national security, so that we can ensure the freedom, democracy, and human rights of the Taiwanese people, as well as the progress and development of the nation as we face various threats from authoritarian regimes, Taiwan must resolutely safeguard national sovereignty, strengthen self-sufficiency in national defense, and consolidate national defense. Taiwan must enhance economic resilience, maintain economic autonomy, and stand firm with other democracies as we deepen our strategic partnerships with like-minded countries. As I have said, “As authoritarianism consolidates, democratic nations must come closer in solidarity!” And so, in this new year, we will focus on the following three priorities: First, to demonstrate our resolve for national defense, we will continue to reform national defense, implement whole-of-society defense resilience, and prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP. Second, to counter the threats to our national security from China’s united front tactics, attempts at infiltration, and cognitive warfare, we will continue with the reform of our legal framework for national security and expand the national security framework to boost societal resilience and foster unity within. Third, to seize opportunities in the restructuring of global supply chains and realignment of the economic order, we will continue advancing our economic and trade strategy of being rooted in Taiwan while expanding globally, strengthening protections for high-tech, and collaborating with our friends and allies to build supply chains for global democracies. Everyone shares concern regarding Taiwan-US relations, semiconductor industry development, and cross-strait relations. For these issues, I am proposing clear-cut national strategies. First, I will touch on Taiwan-US relations. Taiwan and the US have shared ideals and values, and are staunch partners within the democratic, free community. We are very grateful to President Donald Trump’s administration for their continued support for Taiwan after taking office. We are especially grateful for the US and Japan’s joint leaders’ statement reiterating “the importance of maintaining peace and stability across the Taiwan Strait as an indispensable element of security and prosperity for the international community,” as well as their high level of concern regarding China’s threat to regional security. In fact, the Democratic Progressive Party government has worked very closely with President Trump ever since his first term in office, and has remained an international partner. The procurement of numerous key advanced arms, freedom of navigation critical for security and stability in the Taiwan Strait, and many assisted breakthroughs in international diplomacy were made possible during this time. Positioned in the first island chain and on the democratic world’s frontline countering authoritarianism, Taiwan is willing and will continue to work with the US at all levels as we pursue regional stability and prosperity, helping realize our vision of a free and open Indo-Pacific. Although changes in policy may occur these next few years, the mutual trust and close cooperation between Taiwan and Washington will steadfastly endure. On that, our citizens can rest assured. In accordance with the Taiwan Relations Act and the Six Assurances, the US announced a total of 48 military sales to Taiwan over the past eight years amounting to US$26.265 billion. During President Trump’s first term, 22 sales were announced totaling US$18.763 billion. This greatly supported Taiwan’s defensive capabilities. On the foundation of our close cooperation with the past eight years’ two US administrations, Taiwan will continue to demonstrate our determination for self-defense, accelerate the bolstering of our national defense, and keep enhancing the depth and breadth of Taiwan-US security cooperation, along with all manner of institutional cooperation. In terms of bilateral economic cooperation, Taiwan has always been one of the US’s most reliable trade partners, as well as one of the most important cooperative partners of US companies in the global semiconductor industry. In the past few years, Taiwan has greatly increased both direct and indirect investment in the US. By 2024, investment surpassed US$100 billion, creating nearly 400,000 job opportunities. In 2023 and 2024, investment in the US accounted for over 40 percent of Taiwan’s overall foreign investment, far surpassing our investment in China. In fact, in 2023 and 2024, Taiwanese investment in China fell to 11 percent and 8 percent, respectively. The US is now Taiwan’s biggest investment target. Our government is now launching relevant plans in accordance with national development needs and the need to establish secure supply systems, and the Executive Yuan is taking comprehensive inventory of opportunities for Taiwan-US economic and trade cooperation. Moving forward, close bilateral cooperation will allow us to expand US investment and procurement, facilitating balanced trade. Our government will also strengthen guidance and support for Taiwanese enterprises on increasing US investment, and promote the global expansion and growth of Taiwan’s industries. We will also boost Taiwan-US cooperation in tech development and manufacturing for AI and advanced semiconductors, and work together to maintain order in the semiconductor market, shaping a new era for our strategic economic partnership. Second, the development of our semiconductor industry. I want to emphasize that Taiwan, as one of the world’s most capable semiconductor manufacturing nations, is both willing and able to address new situations. With respect to President Trump’s concerns about our semiconductor industry, the government will act prudently, strengthen communications between Taiwan and the US, and promote greater mutual understanding. We will pay attention to the challenges arising from the situation and assist businesses in navigating them. In addition, we will introduce an initiative on semiconductor supply chain partnerships for global democracies. We are willing to collaborate with the US and our other democratic partners to develop more resilient and diversified semiconductor supply chains. Leveraging our strengths in cutting-edge semiconductors, we will form a global alliance for the AI chip industry and establish democratic supply chains for industries connected to high-end chips. Through international cooperation, we will open up an entirely new era of growth in the semiconductor industry. As we face the various new policies of the Trump administration, we will continue to uphold a spirit of mutual benefit, and we will continue to communicate and negotiate closely with the US government. This will help the new administration’s team to better understand how Taiwan is an indispensable partner in the process of rebuilding American manufacturing and consolidating its leadership in high-tech, and that Taiwan-US cooperation will benefit us both. Third, cross-strait relations. Regarding the regional and cross-strait situation, Taiwan-US relations, US-China relations, and interactions among Taiwan, the US, and China are a focus of global attention. As a member of the international democratic community and a responsible member of the region, Taiwan hopes to see Taiwan-US relations continue to strengthen and, alongside US-China relations, form a virtuous cycle rather than a zero-sum game where one side’s gain is another side’s loss. In facing China, Taiwan will always be a responsible actor. We will neither yield nor provoke. We will remain resilient and composed, maintaining our consistent position on cross-strait relations: Our determination to safeguard our national sovereignty and protect our free and democratic way of life remains unchanged. Our efforts to maintain peace and stability in the Taiwan Strait, as well as our willingness to work alongside China in the pursuit of peace and mutual prosperity across the strait, remain unchanged. Our commitment to promoting healthy and orderly exchanges across the strait, choosing dialogue over confrontation, and advancing well-being for the peoples on both sides of the strait, under the principles of parity and dignity, remains unchanged. Regarding the matters I reported to the public today, I have instructed our national security and administrative teams to take swift action and deliver results, working within a stable strategic framework and according to the various policies and approaches I just outlined. I have also instructed them to keep a close watch on changes in the international situation, seize opportunities whenever they arise, and address the concerns and hope of the citizens with concrete actions. My fellow citizens, over the past several years, Taiwan has weathered a global pandemic and faced global challenges, both political and economic, arising from the US-China trade war and Russia’s invasion of Ukraine. Through it all, Taiwan has persevered; we have continued to develop our economy, bolster our national strength, and raise our international profile while garnering more support – all unprecedented achievements. This is all because Taiwan’s fate has never been decided by the external environment, but by the unity of the Taiwanese people and the resolve to never give up. A one-of-a-kind global situation is creating new strategic opportunities for our one-of-a-kind Taiwanese people, bringing new hope. Taiwan’s foundation is solid; its strength is great. So as long as everyone remains steadfast in their convictions, is willing to work hand in hand, stands firm amidst uncertainty, and looks for ways to win within changing circumstances, Taiwan is certain to prevail in the test of our time yet again, for I am confident that there are no difficulties that Taiwan cannot overcome.   • MIL-OSI China: Entrepreneurs to be provided policy support

    China will ramp up efforts to provide more effective financial and policy support for young entrepreneurs and aspiring business owners as part of a broader push to invigorate the economy and promote higher-quality employment.

    Seven central government departments, including the Ministry of Human Resources and Social Security, the Ministry of Education and the Ministry of Finance, recently issued a guideline aimed at optimizing the business environment and fostering more individual entrepreneurs and startups.

    The guideline underscores the importance of cultivating entrepreneurial awareness, particularly among young people. Universities and vocational colleges are encouraged to organize innovation-related activities and competitions while integrating more entrepreneurship-focused resources into their curricula.

    College graduates, migrant workers, demobilized military personnel and people having trouble finding jobs due to financial or physical difficulties will be the key beneficiaries of the government’s support. They will be provided with opportunities to gain hands-on experience at well-established companies, the guideline says.

    Local authorities are encouraged to use digital tools to create entrepreneurial simulation platforms, allowing aspiring business owners to gain immersive, real-world experience in company management, marketing and commercial operations.

    The guideline also calls for improved public services for entrepreneurs. Local governments can establish mentorship programs by inviting successful business leaders, investors and experts to provide guidance.

    For those whose ventures fail, authorities are urged to offer assistance in labor relations and social security, as well as provide loan support for those seeking a second chance.

    The government will also enhance financial support by expanding tax reductions, offering low-interest loans and providing one-time subsidies to eligible entrepreneurs.

    Banks are encouraged to streamline their approval processes to facilitate financing for startups.

    Additionally, China plans to promote entrepreneurship by highlighting success stories and awarding individuals who create significant employment opportunities or contribute to industrial development.

    Li Chang’an, a professor at the Academy of China Open Economy Studies at the University of International Business and Economics in Beijing, said entrepreneurship plays a crucial role in easing employment pressure and generating job opportunities.

    “Our surveys show that a self-employed individual can create three to five jobs, while a small private startup can generate about 10 jobs,” he said, adding that innovation and entrepreneurship have long been part of China’s national strategy to drive technological progress and economic growth.

    Background:

    Schultz previously served as vice president of resources and government affairs at Idaho Forest Group, where he led timber procurement operations and managed relationships with government officials at all levels. A former U.S. Air Force officer, Schultz also served as director of the Idaho Department of Lands, overseeing the management of several million surface acres of endowment lands and minerals. He held leadership roles in Montana’s Department of Natural Resources and Conservation, managing the Trust Lands and Water Resources Divisions.

    Schultz holds a bachelor’s degree in government from the University of Virginia, a master’s degree in political science from the University of Wyoming, and a master’s degree in forestry from the University of Montana.

  • MIL-OSI China: Principals to keep tabs on meal services

    The Ministry of Education has pledged to intensify efforts to improve food safety and meal budget management in schools offering meal services, placing primary responsibility on school principals.

    Speaking at a meeting on food safety and meal expense management in primary and secondary schools, a ministry official emphasized that principals must conduct on-site meetings in school canteens, dine with students at the beginning of each semester, and solicit feedback from students and parents on food safety issues every semester.

    The ministry is also calling for stricter oversight of food ingredient procurement, delivery, inspection, storage and processing, as well as more standardized management of food services and expenses. It seeks to strengthen the prevention of food safety risks.

    To enhance oversight, the ministry requires schools to maintain open channels for teachers and students to report food safety complaints and to establish parent supervision committees for food safety.

    Increased investment is also mandated to upgrade school canteen facilities, enhance personnel training, promote the digitalization of food safety campaigns, and improve emergency plans and risk perception systems.

    These measures build on the ministry’s ongoing efforts to improve food safety and budget management in 167,300 primary and secondary schools nationwide that provide meal services, representing 70.75 percent of all such schools.

    In November last year, the ministry issued guidelines specifying responsibilities for schools and education departments, standard operating procedures, and requirements for canteen layouts and equipment.

    According to China Central Television, since a nationwide campaign launched in May 2024 to address school food safety and budget management issues, 103 billion yuan ($14 billion) has been invested in improving school canteens. The proportion of schools with internet-enabled transparent kitchens has reached 98.5 percent.

    In Chongqing, all school canteens are now connected to internet-enabled transparent kitchen systems, using artificial intelligence to identify 11 common food security risks and provide automatic voice alerts, according to the Chongqing Municipal Education Commission.

    In Shanxi province, where 3,472 of 6,086 primary and secondary schools provide meal services to about 1.8 million students, the provincial government has allocated 220 million yuan in special funds for canteen construction and renovation and conducted 18 provincial-level food safety inspections.

    “We have hired senior nutritionists to develop four sets of food menus for the entire county to ensure that students have different meals within a week or during the day,” said Chen Guomin, director of the education and sports bureau of Linxian county in Lyuliang, Shanxi, as reported by China Education Daily.

    Using correct source of funding codes
    Recently instances have been identified of tertiary education organisations reporting an incorrect source of funding code in the first instance and then amending this once study has commenced.
    As a reminder, it is important that you are reporting the correct source of funding code at the time of a learner’s enrolment.
    The TEC uses source of funding codes to categorise funding to you and to plan our ongoing investment in tertiary education. StudyLink also administers the Student Support schemes as part of this funding. Different funding codes may offer varying access to student support and changing a funding code once study has started may alter or cease a learner’s entitlement to Student Loan and/or Student Allowance, resulting in a debt to the Crown that will need to be recovered.
    To ensure that you are complying with your obligations and to avoid potential issues for you and your learners, please ensure you have appropriate processes in place to correctly determine the relevant source of funding code at the point of a learner’s enrolment.
    The Privacy Act 2020
    New Zealand has a new Privacy Act which will come into effect on 1 December 2020. Now is a good time for your organisation to review the key changes in the new Act and identify those that are relevant to you.
    The Office of the Privacy Commissioner has developed a number of resources to help everyone get ready for the new Act. We recommend you take some time to review the main changes to ensure you are compliant with the new Act when this comes into force.
    Reporting and monitoring of the Targeted Training and Apprenticeship Fund
    The Targeted Training and Apprenticeship Fund (TTAF) helps learners to undertake vocational education and training in targeted areas without fees.
    TTAF covers fees from 1 July 2020 to 31 December 2022 and is paid directly to TEOs to enable learners to enrol in a range of training and apprenticeship programmes at sub-degree level for free.
    In most instances, the TEC will use existing reporting channels to calculate, report on, and pay TTAF. We will also use our existing auditing processes to help you ensure you are meeting the terms and conditions outlined in your funding agreement.
    We also intend to undertake TTAF specific audits to further support the sector with implementation of the new fund and to inform improvements where possible. We will contact you to make the appropriate arrangements if you are selected for one of these audits.

    At the TEC, we gather a range of information about common issues through our monitoring activities. We’re committed to partnering with tertiary education organisations, and sharing learnings from our monitoring work to help the sector build capability so we can all achieve better outcomes for learners. 
    Hardship Fund for Learners – extension of spending timeframe
    The Hardship Fund for Learners (HAFL) was announced in May 2020 to help TEOs provide temporary financial assistance for their enrolled learners who faced hardship due to the COVID-19 pandemic.
    The funding was used to support initiatives from 23 March 2020 (the date the move to COVID-19 alert Level 4 was announced) until 31 December 2020 and was automatically allocated to all eligible TEOs.
    An extension to spend the funds on learners in hardship was offered to those TEOs that had funds remaining as of October 2020. If you are a TEO that accepted the extension, please remember you now have until 30 June 2021 to use your HAFL funding.
    For those TEOs that accepted the extension, we also remind you that we have added learner fees to the list of items that HAFL funding cannot be used for. This is because this funding is not to be used to subsidise services you provide to learners.
    Refunds to Fees Free and Targeted Training and Apprenticeship Fund eligible learners
    As a reminder to TEOs that deliver Fees Free and Targeted Training and Apprenticeship Fund (TTAF) programmes or qualifications, you cannot charge fees to an eligible student for eligible study.
    Your obligations for receiving Fees Free and TTAF payments are set out in the SAC Level 3 and above and ITF funding conditions (PDF 1.8 MB) and your Fees Free and TTAF agreements. These conditions mean that if we have advised you that we will make payments to you for an eligible learner – you cannot charge that learner.
    If a learner has paid fees and is entitled to a refund, as we have advised you that we will pay their fees, you must refund the learner as soon as possible. This includes refunds to any other party that may have paid the learner’s fees including fees covered by the Student Loan Scheme.

    Previously Completed Qualifications app
    Through our monitoring activities, we have identified instances of TEOs enrolling learners in qualifications they have already achieved.
    Our funding conditions specify that you must not seek funding for recognised prior learning credited to a student. This does not apply if the repeated learning or training is required to be undertaken periodically by an applicable quality assurance body.
    To assist the sector to comply with this condition, the TEC has developed a new app called Previously Completed Qualifications. The app has been created to assist you, at the point of enrolment, to check whether a learner has previously completed a qualification or not. The app should supplement your existing engagement with a learner about their enrolment including checking their NZQA NZ Record of Achievement (NZRoA).
    TEOs can enter a learner’s National Student Number (NSN) and qualification codes starting with ‘NZ’ into the app. The app then checks Single Data Return (SDR) data available from 2015 onwards to determine if the learner has previously completed the qualification.
    The app will help to ensure fewer instances of repeated enrolments in the future and support the education of TEOs across the sector.
    The app is available on Ngā Kete and further information can be found in the app’s quick reference guide (PDF 574 KB).
    Expiring qualifications
    A number of TEOs have qualifications that are closed off for new enrolments and about to expire. It is important that you ensure a replacement programme is in place for any qualifications you are delivering that are nearing expiry.
    As a reminder, TEC cannot fund expired qualifications. Once the New Zealand Qualifications Authority (NZQA) assigns an expiry date to a qualification, we will not fund any new students that you enroll after the last date for entry of that qualification (i.e. the last date a learner can be enrolled in a programme leading to this qualification).
    These conditions apply if you are a wānanga, private training establishment, Te Pūkenga. As of TEC’s 2021 base funding conditions this also applies if you are a Transitional Industry Training Organisation (TITO).

  • MIL-OSI Submissions: Global: Failure to consult Indigenous Peoples on future pandemics will further harm children’s education – Amnesty International

    The failure of governments around the world to consult Indigenous Peoples on Covid-19 school closures and other emergency pandemic responses violated their rights, as children continue to feel the effects five years after the first global lockdown, Amnesty International said in a new report today.

    Indigenous leaders interviewed by Amnesty International for its report What If Indigenous Consent Is Not Respected?, testified to sharp and sustained increases in post-pandemic absenteeism and school dropout rates, of more than 80 per cent in some cases, among Indigenous children in more than 10 countries. Indigenous leaders and activists also voiced concerns that the often discriminatory, desultory or non-existent response by authorities to the educational needs of Indigenous children during the pandemic worsened long-standing inequities faced by Indigenous communities – with Indigenous girls and children with disabilities particularly disadvantaged.     “The Indigenous leaders and activists we spoke to felt completely ignored by governments during the pandemic, which had an enduring and damaging impact on their rights and prospects,” said Chris Chapman, Amnesty International’s Researcher on Indigenous Rights.

    “They said that remote learning solutions were often unavailable to Indigenous children. Those in rural areas, where Indigenous communities often lacked devices, internet connections, electricity and the technological knowledge or capacity to participate in virtual classes or remote learning, were worst affected.”

    When lower-tech solutions such as printed materials were distributed to other groups, Indigenous communities in several different countries said they were passed over, ignored, or asked to pay for them.

    Indigenous campaigner Sylvia Kokunda said: “For the most part these materials were distributed by the local government, since it can be easier for the village chairperson to identify the people in this community. However, local officials would not give the materials to these Batwa people, they would give only to their people.”

    Radio or television-based educational broadcasting during the pandemic was often unavailable in Indigenous languages. An Ogiek activist said that although Sogoot FM 97.1, an Ogiek language radio station, was used to reach the community to inform them about Covid-19 and its impacts, it was not used for school coursework.  

    The report is based on data and more than 80 interviews or collected responses that Amnesty International gathered to explore how Indigenous students around the world were impacted by pandemic-related school closures, including in Democratic Republic of Congo, India, Kenya, Mexico, Nepal, Russia, Taiwan and Uganda. There are 476 million Indigenous people worldwide in more than 90 countries, belonging to 5,000 different Indigenous groups and speaking more than 4,000 languages.

    Technology, discrimination and dropout rates

    Where Indigenous families had limited access to technology for remote learning during the pandemic, boys were often prioritized.

    According to Indigenous women activists from Nepal, “If some families have a mobile, then only one or two will use it. And if there are more children in the house, one has to sacrifice their education. When it comes to the sacrifice, the girls are sacrificed more.”

    Even if Indigenous students had devices capable of being used for remote learning, their families were sometimes unable to afford sufficient data. In addition, remote teaching was rarely provided in Indigenous languages.

    Children with learning difficulties or disabilities which required specialist teaching, for instance through use of sign language or braille, were often excluded, including among Indigenous communities.

    Interviewees in many states said there was often little or no government monitoring, or consideration of the effectiveness of alternative learning initiatives for Indigenous communities. Information on how to access education when schools closed – and they stayed shut for more than 18 months in some countries – was rarely provided in Indigenous languages.

    Students with little or no access to education during the pandemic often worked instead, and never returned to schools when they reopened. Those who did return when schools reopened, often found that they had fallen behind their classmates. If they were unwilling to retake a year, or could not be supported financially, they too dropped out.

    In Kenya, the majority of dropouts of Ogiek students were girls, especially girls who got pregnant during Covid-19 or were subjected to early marriage. However, it affected boys too. An Indigenous activist from Kenya said: “Boys between the ages of 12 and 18 who had begun working in jobs such as motorcycle taxi drivers or farm workers to earn money for themselves and their families also dropped out.”

    Some schools across many states never reopened, further reducing access to education for Indigenous children, Indigenous activists reported.

    Asked to reply to Amnesty’s findings, the Mexican government stated that it responded to the “unprecedented challenge of Covid-19″ by working with Indigenous schools and teachers to roll out a set of measures including distributing materials in five Indigenous languages, sometimes in printed formats where access to internet or devices was restricted, developing new digital educational materials, and capacity-building for schools and parents to use digital platforms.

    Recommendations

    “Significantly more resources are now required to safeguard, restore and improve the educational opportunities and rights of Indigenous communities,” Chris Chapman said.

    “States must work with Indigenous communities to immediately restore and enhance the right to education for all Indigenous children including a focus on re-enrolling Indigenous girls, and Indigenous students with disabilities.”  

    Alongside the report, Amnesty International has shared a guide for researchers who wish to investigate the extent to which the human right to participate effectively in decision-making has been violated, especially when it comes to Indigenous communities.     “Governments must consult with Indigenous Peoples on Covid-19 response measures and other pandemic and emergency response measures, otherwise they risk violating their right to consultation, and their right to give or withhold their consent to decisions affecting them. Our study highlights the risks of failing to take into account the realities, cultures and rights of Indigenous Peoples,” said Chris Chapman.

    “While our report sets out the devastating impact of this lack of inclusion, it’s hoped that Amnesty’s guide will ensure Indigenous people are included in discussions that affect them in the future. Every child has the right to free, high-quality primary education. States must therefore ensure that no child is left behind.”

  • MIL-OSI China: Chang’e-6 samples provide evidence suggesting global ‘magma ocean’ on early moon

    A new study of the lunar samples collected by China’s Chang’e-6 mission has verified the hypothesis that the moon was entirely covered by a molten “magma ocean” in the early stages after its birth, providing critical evidence for understanding the moon’s origin and evolution.
    This study, led by a joint research team organized by the China National Space Administration (CNSA), has been published in the latest issue of the journal Science.
    The Chang’e-6 mission in 2024 accomplished humanity’s first-ever sampling from the far side of the moon, successfully retrieving 1,935.3 grams of lunar materials from the Apollo Basin within the South Pole-Aitken (SPA) Basin.
    The research team from the Institute of Geology, Chinese Academy of Geological Sciences, was granted two grams of these Chang’e-6 samples to conduct their research.
    The study revealed that the composition of basalt, a type of volcanic rock, from both the far and near sides of the moon proved similar. The basalt present in the Chang’e-6 samples is primarily 2.823 billion years old, and its characteristics support the lunar magma ocean model. The research also suggests that the impact event that created the SPA Basin may have altered the moon’s early mantle, according to Liu Dunyi, a senior researcher at the institute.
    The lunar magma ocean model was previously established based on samples from the moon’s near side. The model proposes that the newborn moon went through a global melting event, creating a vast magma ocean. As this ocean cooled and crystallized, less dense minerals floated to the surface to form the lunar crust, while denser minerals sank to form the mantle. The remaining melt, enriched with incompatible elements, formed the KREEP layer, with the name derived from the initials of the key components, namely potassium (K), rare earth elements (REE) and phosphorus (P), Liu explained.
    However, for decades, all lunar samples came from the moon’s near side, leaving the model incomplete. “Without samples from the far side, it was like solving a puzzle with half the pieces missing,” said Liu, while adding that the far-side samples collected by Chang’e-6 had changed this scenario.
    “Our analysis showed that the KREEP layer exists on the moon’s far side as well. The similarity in basalt composition between the far and near sides indicates that a global magma ocean may have spanned the entire moon,” said Che Xiaochao, an associate researcher at the institute.
    The SPA Basin, where Chang’e-6 landed, is no ordinary crater. Stretching 2,500 km, which is comparable to the distance from Beijing to south China’s Hainan, and plunging to a depth of 13 km, this colossal scar, formed by a cataclysmic asteroid impact 4.3 billion years ago, is the oldest and largest impact basin in the inner solar system, according to scientists.
    Notably, the new study also reveals that the lead isotope evolution paths in basalt from the far and near sides are different. This suggests that different regions of the moon evolved differently after the magma ocean crystallized. Giant impact events, especially the one that created the SPA Basin, likely changed the physical and chemical properties of the moon’s mantle, according to Long Tao, another senior researcher in the team.
    “In other words, the moon was once covered by a global magma ocean, but later bombardments of asteroids caused different evolution processes on the near and far sides,” Long explained.
    The research team plans to delve deeper into the moon’s early impact history. “The Chang’e-6 sampling site is in the largest and oldest impact basin in the inner solar system, so it may contain records useful for the study of early solar system impacts,” Che said. “We also hope to find materials from the moon’s mantle.”
    “Studying the moon’s impact history helps us understand Earth’s own past, which has been obscured by tectonic activities,” Long added.
    The CNSA emphasized its commitment to advancing lunar research and sharing scientific findings with the international community.

Schumer (D-NY), Richard Blumenthal (D-CT), and Chris Murphy (D-CT) reintroduced the Long Island Sound Restoration and Stewardship Reauthorization Act. The Long Island Sound borders New York and Connecticut, with more than 20 million people living within 50 miles of the Sound’s beaches. Decades of high levels of pollution, dumping of dredged materials, and releases of untreated sewage have put the Sound’s wildlife population, fisheries, water quality, and surrounding communities at risk. The economic viability of the Sound, which contributes around $9.4 billion annually to the regional economy, is dependent on activities like sport and commercial fishing, boating, recreation, and tourism. This bill would reauthorize a total of $65 million annually for water quality and shore restoration programs.

    In 1985, the U.S. Environmental Protection Agency (EPA), in agreement with New York and Connecticut, created the Long Island Sound Study (LISS), a partnership charged with advancing efforts to restore the Sound and address low oxygen levels and excess nitrogen levels that have depleted fish and shellfish populations as well as hurt shoreline wetlands. In 1990, the Long Island Sound Improvement Act was passed, providing federal dollars to advance Sound cleanup projects, including wastewater treatment improvements.

    In 2006, Congress passed the Long Island Sound Stewardship Act, which provided federal dollars for projects to restore the coastal habitat to help revitalize the wildlife population, coastal wetlands, and plant life. In 2018, Senator Gillibrand’s Long Island Sound Restoration and Stewardship Act, which combined and reauthorized the two complementary water quality and habitat restoration programs, was enacted as a part of the America’s Water Infrastructure Act of 2018. As of 2022, federal funding for the Long Island Sound had enabled programs to significantly reduce the amount of nitrogen entering the Long Island Sound from sewage treatment plants by 70.3% compared to the 1990s, reduce hypoxic conditions by 58% compared to the 1990s, restore at least 2,239 acres of coastal habitat, and fund 570 conservation projects.

  • MIL-Evening Report: ‘Brain vitrification’: new research shows how the Vesuvius eruption turned a man’s brain to glass

    A young man killed in the eruption of Mount Vesuvius in 79 CE was likely overcome by a fast-moving cloud of gas at a temperature of more than 500°C in a process that transformed fragments of his brain into glass, according to new research.

    The man’s remains were discovered in 1961, and in 2020 researchers confirmed that parts of his brain had been turned into glass. This is only example of vitrified brain matter found to date at any archaeological site.

    The new study, led by Guido Giordano of Roma Tre University and published in Scientific Reports, explains how the unusual sequence of rapid heating and cooling required to turn organic matter into glass may have occurred.

    Pompeii’s less famous neighbour

    The city of Pompeii is one of the most famous archaeological sites in Italy and the world. Fewer people know about its smaller neighbour, Herculaneum, which was also destroyed by the devastating eruption of Mount Vesuvius in 79 CE.

    Herculaneum was settled during the sixth century BCE by Greek traders who named it after the Greek hero Herakles (whom the Romans called Hercules). By the first century CE, it had developed into a typical Roman town.

    Built on a grid plan, Herculaneum boasted a forum, theatre, elaborate bath complexes, multi-storey buildings and luxurious private seafront villas with spectacular views over the Bay of Naples.

    The town’s population is estimated to have been around 5,000 people at the time of the eruption. They consisted of wealthy Roman citizens, merchants, artisans, and current and freed slaves. About 7 kilometres to the east, Mount Vesuvius loomed.

    A tale of two destructions

    Although Pompeii and Herculaneum were both destroyed, their experiences of the eruption were different.

    Located about 8km southeast of Vesuvius, Pompeii was violently pelted by falling pumice and ash for about 12 hours before its final destruction by what are called “pyroclastic surges”: fast-moving, turbulent clouds filled with hot gases, ash and steam. Pompeii’s end arrived some 18–20 hours after the eruption began.

    Herculaneum’s destruction came much sooner. During the first hours it experienced light ash and pumice fall. Most of the population is believed to have left during this time.

    Then, about 12 hours after the eruption began, in the early hours of the morning, Herculaneum was engulfed by a swift-moving, deadly pyroclastic surge. The deadly cloud of gas, ash and rock swept over the town at speeds greater than 150km per hour. Anyone who had not already escaped died rapidly and violently as the town was buried.

    A rain of ash, a sudden heat

    Because of the differences in how the eruption hit the two towns, those who died in each were preserved in different ways.

    At Pompeii, victims were buried under ash that hardened around their bodies. This allowed archaeologist Giuseppe Fiorelli to develop a technique in the 1860s for creating the now-famous plaster casts that dramatically preserved the victims’ final positions at the moment of death.

    At Herculaneum, extreme heat (400–500°C) from pyroclastic surges caused instant death. As a result, we see skeletal remains with signs of thermal shock: skulls fractured from boiling brain tissue and rapidly carbonised flesh.

    Victims found in boat houses and along the shore at Herculaneum in the 1980s appear to have died quickly while waiting to escape by sea.

    ‘The custodian’

    In 1961, Italian archaeologist Amedeo Maiuri discovered a skeleton in a small room of the College of the Augustales, a public building dedicated to worship of the emperor. The victim was lying face-down on the charred remains of a wooden bed.

    Maiuri identified the person as male and about 20 years old, and dubbed him “the custodian” of the Augustales. What was unusual about this skeleton was the appearance of glassy, black material scattered within the cranial cavity, something archaeologists had not seen before at either Herculaneum or Pompeii.

    In 2020, a scientific team led by anthropologist PierPaolo Petrone and volcanologist Guido Giordano conducted the first study of the glassy material using a scanning electron microscope and a neural network image-processing tool. They identified traces of the victim’s brain cells, axons and myelin in the well-preserved sample.

    Petrone and Giordano concluded that the conversion of the man’s brain tissue into glass was the result of its sudden exposure to scorching volcanic ash followed by a rapid drop in temperature.

    The follow-up study, released today in Scientific Reports, provides a more detailed analysis of the vitrification process. The scientists estimate the temperature at which the brain transformed into glass had to be above 510°C, followed by rapid cooling.

    The researchers propose the following scenario to describe the victim’s death and explain how his brain was vitrified.

    The victim died when he was engulfed by the fast-moving, extremely hot ash cloud of the pyroclastic surge. His brain rapidly heated to a temperature exceeding 510°C. The thick bones of the skull may have protected the brain tissue from turning to gas and vaporising.

    Within minutes, the ash cloud dissipated and the temperature quickly dropped to around 510°C, a temperature suitable for vitrification. The researchers also believe the fact the brain was broken into small pieces allowed it to cool quickly and therefore vitrify.

    In the final phase of the eruption, Herculaneum was buried by thick, lower-temperature deposits that preserved what remained of the man’s body in cement-like material. The vitrification resulted in the preservation of complex neural structures such as neurons and axons.

    This research makes a significant contribution to scientific knowledge. After centuries of archaeological research, this is still the only known example of human brain matter preserved by vitrification.

    Washington, DC – U.S. Senator Lisa Murkowski (R-Alaska) applauded an announcement from the Social Security Administration (SSA) that the agency will immediately begin to pay retroactive Social Security benefits to those impacted by the Windfall Elimination Provision (WEP) and Government Pension Offset (GPO).  Retroactive payments will be calculated back to January 1, 2024.  Most of those impacted will receive their retroactive payments by the end of March and higher benefit payments going forward will be reflected beginning in April. 

    Some beneficiaries whose cases are more complex may need to wait for the SSA to recalculate their benefits by hand; those impacted by GPO or WEP who have not received retroactive payments or higher benefit payments should contact the SSA at the end of April with questions.

    These adjustments were guaranteed to public servants who have been impacted by WEP and GPO under the Social Security Fairness Act, which was signed into law January 5, 2025. Senator Murkowski has been a long-time proponent of the measure, co-sponsoring the legislation every Congress since 2003.

    On February 5, 2025, Senator Murkowski joined her colleagues in sending a letter to the Acting Commissioner of the SSA, Michelle King, calling for the quick implementation of the Social Security Fairness Act.

    “I applaud the Social Security Administration for moving quickly to ensure Alaska’s public servants are able to access the benefits they are entitled to,” said Senator Murkowski. “I have been working on the Social Security Fairness Act for 22 years – and Alaskans have been waiting even longer for their benefits. I’m grateful to the administration for promptly implementing this law so that Alaskans will not have to wait any longer for the benefits they’ve earned.”

    The WEP, enacted in 1983, reduces the Social Security benefits of workers who receive pensions from a federal, state, or local government for employment not covered by Social Security. The GPO, enacted in 1977, reduces Social Security spousal benefits for spouses, widows, and widowers whose spouses receive pensions from a federal, state, or local government. Together, these provisions reduce Social Security benefits for nearly 3 million Americans – including those who worked teachers, state employees, and public safety officers. Alaska is one of the most disproportionately and negatively affected states per capita by the WEP and GPO.

    Data crucial to understanding diversity, distribution, connectivity
    The Denman Marine Voyage has a large number of early career researchers and Professor Delphine Lannuzel from the University of Tasmania, working with ACEAS, said she was particularly excited by the “breadth of expertise and career stages brought together on this voyage”. 
    “The Denman Glacier is one of the most dynamic and vulnerable parts of the East Antarctic Ice Sheet,” she said.
    “This is a unique opportunity for ACEAS scientists and collaborators to study this remote area and contribute our piece of the puzzle to understand the drivers and consequences of changes.”
    Scientists from SAEF will investigate the region’s biodiversity. One major project will seek to reveal life on the seafloor, including octopus, sea spiders, starfish and urchins.
    “The ocean off the Denman Glacier terminus is a freezing, remote and almost unexplored habitat, yet if it is anything like other parts of the Southern Ocean, it could be home to a surprising diversity of life, potentially rivalling that found in tropical seas,” SAEF science coordinator Professor Jan Strugnell, from James Cook University, said.
    “The data gathered on this trip will be crucial to understanding the diversity, distribution and connectivity of life in this habitat, which is key to its conservation.
    “In addition, harnessing some of the information encoded in their DNA will enable us to look into the future and improve projections of the behaviour of the East Antarctic Ice Sheet and its contributions to sea level rise.”
    It is scheduled to leave Hobart on March 1 and return in early May. 
    The DMV is a collaboration between the Australian Antarctic Division, Securing Antarctica’s Environmental Future (SAEF), the Australian Centre for Excellence in Antarctic Science (ACEAS) and the Australian Antarctic Program Partnership (AAPP).

  • MIL-Evening Report: ‘He knows how to make sure that there is no evidence’: when your domestic violence abuser is a police officer

    People experiencing domestic violence are often urged to report their abuse to police. But what if your abuser is a police officer?

    Our new research, drawing on 17 interviews with victim-survivors from two studies and published in the journal Violence Against Women, examined the challenges faced by victim-survivors in this situation.

    ‘He knows how to make sure that there is no evidence’

    Victim-survivors told us their abusers often initially used their police role to project a “safe” image. Later, however, many perpetrators were able to draw on their police training and skills in control, surveillance and investigation to abuse and entrap their partners. One interviewee said:

    He is a state-funded, trained master manipulator.

    Police also have access to weapons, and importantly, knowledge about how domestic violence evidence is collected. One interviewee said:

    They’re doing things that they believe they can get away with or that they know they can get away with […] Police offenders are smarter than that and they’re looking for these little insidious ways to skirt the system.

    One person who experienced coercive control from her police officer father-in-law said:

    He knows how to make sure that there is no evidence.

    ‘The people coming to interview me are his colleagues’

    Victim-survivors told us they faced many barriers when seeking help.

    Some victim-survivors had moved away from family and friends for the perpetrator’s job and only socialised with other “police families”, leaving them isolated.

    One person said her perpetrator:

    used to bitch about DVs, like just how it’s that victim’s moment of 15  minutes of fame, a moment of attention.

    This made some victim-survivors reluctant to report abuse.

    When they did report abuse, many encountered police reluctance or refusal to take action against “one of their own”. One person said:

    I tried to report his stalking to the local police station. The moment I mentioned the name, I was pretty much told to get the fuck out.

    Other victim-survivors we interviewed said:

    I had to report at the police station where he works, where everybody knows everybody […] So the people coming to interview me are his colleagues […] You can’t trust them, you don’t feel safe, and even the police stations nearby, it’s still regional and they still work with each other.

    They just had a chat to him and he went, “No, that didn’t happen” and then that was it, he just got more and more and more empowered.

    Some victim-survivors in our study felt no amount of evidence was sufficient to see the perpetrator charged or convicted. One told us:

    Every time I spoke to a solicitor, they’d say, “Oh, well. You’ll have such a – you’ll have a far higher threshold to prove anything because he’s a police officer, and magistrates don’t like giving orders against police officers because they get made non-operational.”

    In some cases, the police perpetrator had the victim-survivor arrested or subjected to a domestic violence intervention order. One victim-survivor recounted:

    He’d wake you up all night, he’d break in, he’d destroy property, intimidation. He did do an assault but it wasn’t an assault — it didn’t leave a mark, but then he said that I had dug my fingernails into his hand and that’s what I was charged on the basis of. Minor, minor injury that I actually saw him do […] So I ended up with assault occasioning an actual bodily harm over that.

    ‘I can call the police now if I want and get you sectioned’

    Some interviewees told us police officers can use police databases to get information (such as location) about the victim-survivor.

    In one case, a fellow police officer drove the perpetrator to the victim-survivor’s “secure” location.

    Police perpetrators can also draw on their knowledge and connection with broader formal institutions. One interviewee told us:

    He was convincing me that I had a mental health issue. He’d get me to a point where I’d be sobbing because he’d tell me everything that was wrong with me and berate me and then say, “I can call the police now if I want and get you sectioned and you have to go to [mental health facility] for the night”.

    Many interviewees expressed frustration that family violence cases where the perpetrator was a police officer are often not referred to Professional Standards Command, an internal police oversight body operating in most state and territory police forces.

    Calls for genuine accountability and independence

    Many victim-survivors interviewed said police perpetrators were not – in their experience – likely to be held accountable. One told us:

    Police sought [an intervention order] for my protection and this was granted for 12 months. He has his weapon taken from him, then returned two weeks later.

    Another said:

    He didn’t get sacked, they let him resign […] and now he’s on a nice cushy pension for the rest of his life.

    Another participant said her perpetrator was simply moved to another location.

    Cases were often handed back and forth between different police stations, Professional Standards Command, and other independent or semi-independent police bodies. There was often no transparency in how decisions were made and little – if any – communication with the victim-survivor about the progression of their case.

    Legal or professional repercussions were rare and minimal. They also often failed to stop the abuse, and allowed the perpetrator to keep their job.

    Some state and territory police forces, including Victoria Police and Tasmania Police, now have specific police officer-involved domestic violence policies.

    For example, Professional Standards Command in Victoria has a Sexual Offences and Family Violence Unit to investigate allegations that involve Victoria Police employees accused of family violence, sexual assault, serious sexual harassment and predatory behaviour.

    Victim-survivors welcomed this but expressed concern these new dedicated teams may remain vulnerable to the “boy’s club mentality” and information leaks.

    Ultimately, broader police responses to gender-based violence cannot improve while a problematic police culture persists.

    The National Sexual Assault, Family and Domestic Violence Counselling Line – 1800 RESPECT (1800 737 732) – is available 24 hours a day, seven days a week for any Australian who has experienced, or is at risk of, family and domestic violence and/or sexual assault.

    Ellen Reeves has received funding for family violence related research from the Australian Institute of Criminology, the Australian Research Council and Respect Victoria.

    Kate has received funding for family violence related research from a range of federal and state government and non-government sources.     [WASHINGTON, D.C.] – Today at an emergency national town hall hosted by VoteVets, combat Veteran and U.S. Senator Tammy Duckworth (D-IL)—a member of the U.S. Senate Veterans’ Affairs Committee (SVAC) who still receives her own health care services through the U.S. Department of Veterans Affairs (VA)—called out Donald Trump and Elon Musk for inflicting needless pain and chaos on our nation’s Veterans. During the town hall, Veterans who have been fired by Elon Musk’s DOGE bravely came forward—for the first time—to share how Trump’s cuts and layoffs have uprooted their lives. Duckworth pledged to continue advocating for our nation’s heroes and pushing back against the Trump Administration’s harmful policies and employee purges that are leaving Veterans jobless and jeopardizing their access to critical VA care and benefits.     “Donald Trump is firing more Veterans than any other President in recent history and jeopardizing access to the care and benefits our heroes have earned through their service,” said Duckworth. “How dare a five-time draft dodging coward turn his back on the men and women who, unlike him, actually were brave enough to serve our nation in uniform. Let’s call Trump and Musk’s DOGE cuts what they are: They’re a middle finger to our Veterans, and they’re a slap in the face to the sacrifices they’ve made. Trump and unelected billionaire Elon Musk may not know the first thing about sacrifice and service, but our Veterans sure as hell do. We will not be quiet, and I will never stop working to honor the commitment we’ve made to our nation’s heroes.”

    During the town hall, Veterans courageously came forward to share their stories and detail the real damage Trump and Musk have had on their lives:

    Dustin Conklin—a Veteran from Caseyville, Illinois—said in part: “I’m a Veteran of the United States Navy. This fall, I took a job with the Natural Resources Conservation Service for the USDA. The USDA moved me out here to Illinois. I left where I was secure, I left my support network… On February 13th in the middle of the night, I open up my email and I get a blank email with an attachment saying I was fired… I’m going to lose my health insurance that covers me and my daughter. My health insurance is important because I have regular therapy appointments and access to medication that I’m about to lose… And through this whole time, I see on the internet Elon Musk playing with chainsaws and the President posting things laughing about making people cry. It’s been defeating.”

    Frances Greenley—a Veteran from Lake Stevens, Washington—said in part: “During my time in the Coast Guard, I was a Naval Engineering Officer which meant I ran all of the maintenance contracts on the ships. It was very important for the people managing the contracts to make sure there was no waste, fraud and abuse. When I got out of my service, I went to work for the federal acquisition service—we are on the front lines of fighting waste, fraud and abuse… Like Dustin, my supervisors didn’t know I was terminated, I forwarded them my termination letter… I was fired by a political appointee in a form letter… If [Trump and Elon] want to increase the transparency and best use of the dollar, you would increase personnel who are project management specialists and contracting officers–but they terminated me instead.”

    Kyle Lewis—a Veteran from Columbia, Maryland—said in part: “I joined the Navy back in the 1990s. I was diagnosed with stage 4 cancer in January 2020. I was given 6 weeks to live, my doctor said if you don’t start this experimental and aggressive treatment now, you’re not going to be here much longer. I was fortunate to get into a clinical trial at Johns Hopkins, which was funded by the NIH—I say was funded because it’s not anymore. The cuts that DOGE has made to cancer research as well as other lifesaving medical research has put my cancer research at risk, as well as millions of Americans including Veterans and children who are in far worse situations than I am… I just find this absolutely disgusting as an American. This is not how we take care of our family, our friends and our communities.”

    In the wake of Trump and Musk’s mass federal layoffs, Duckworth has repeatedly expressed her outrage that many Veterans suddenly found themselves jobless. After the first VA purge laid off workers with the Veterans Crisis Line—including several Veterans—Duckworth successfully pushed the Trump Administration to reinstate these devoted public servants that work to support our Veterans in their darkest moments.

    Additionally, Duckworth joined U.S. Senator and SVAC Ranking Member Richard Blumenthal (D-CT) and a group of 34 Democratic Senators calling on VA Secretary Collins to immediately reinstate the more than 1,000 VA employees terminated earlier this month who serve Veterans and their families nationwide.

    Duckworth’s full remarks as prepared for the town hall can be read below:

    Hello everyone, thank you for being here today.

    I actually invited President Musk—I mean Elon Musk—to join us as well. But I’m not shocked that he didn’t have the courage necessary to show up—after all, he and Trump never actually show up for the Veterans they claim to care about.

    They never actually have our backs.

    But the good news is that my Democratic colleagues do, including Washington Attorney General Nick Brown and Baltimore County Councilmember Pat Young, who are both here with me this afternoon.

    Look, on the campaign trail, Trump promised to look out for Veterans and servicemembers. Obviously, this was a lie.

    Obviously, a man who claims to “know more” than our generals who have served honorably for decades… A man who calls our fallen servicemembers “suckers and losers”… A man who cried “bone spurs” when his nation needed him the most…

    Obviously someone as ignorant as this wouldn’t mind executing the most craven political move imaginable: Using our heroes as political pawns to get elected, then abandoning them once he takes office.

    To give a quick summary of the past few weeks:

    Trump and Musk have slashed roughly 2,400 VA jobs…A decision that won’t make things more efficient, like they claimed, but will actually lead to longer wait times, more backlog and more chaos for Veterans.

    They’ve also launched a wider purge of federal workers—firing, in total, an estimated 6,000 Veterans, including the folks behind the Veterans Crisis Line.

    The only reason they are doing this is to try to find enough loose change behind the couch cushions so that they can give even bigger tax breaks to the rich guys they pal around with on the golf course.

    Let me say that another way: They care more about making sure Mar-a-Lago billionaires can buy yet another private jet than ensuring our Veterans have access to the benefits and care they have earned.

    So let’s call this what it is: It’s a middle finger to our heroes. It’s a slap in the face to the sacrifices they’ve made. It’s BS, frankly. And every one of us who has served should feel insulted.

    Donald Trump has fired more Veterans than any other President in recent history.

    How dare a five-time draft dodging coward turn his back on the men and women who, unlike him, actually were brave enough to serve our nation in uniform?

    How dare he call himself king, and act like servicemembers are his subjects—as if they are not the reason America is already great?

    How dare he and Elon Musk sit in their ivory towers and use their power to stomp on those feeling powerless?

    Listen, I heard Secretary Collins’ lie last week that not one Veterans Crisis Line worker was fired in this purge.

    But the thing is, I’ve also heard directly from Veterans nationwide who’ve proven that this is untrue—who’ve reached out and personally shared with me their actual letters of termination.

    I fought to get these folks reinstated, and I’m grateful that after such a loud outcry, we were able to get them their jobs back.

    But there are so many others still left out in the cold, unsure how they’ll be able to put food on the table for their families next week…

    Veterans who’ve been abandoned by the VA Secretary who is supposed to have their backs.

    Secretary Collins has either been lied to about these firings or is knowingly, repeatedly lying to the American people.

    If it’s the former, then all he has to do is check his casework inbox. If it’s the latter… then, well, shame on you, Secretary. Shame. On. You.

    Think about it: The Crisis Line is where Veterans turn when they are considering suicide or self-harm.

    The public servants working there are doing some of the toughest work imaginable to support our heroes in their absolute darkest hour.

    These are the people Trump and Musk are happy to throw by the wayside. That should tell you everything you need to know about how this Administration actually feels about our Veterans. That should tell you how patriotic they really are. Trump may like to wrap himself in the flag with one hand, but with the other, he’s signing off on the orders that sell out our heroes to line his own pockets.

    There are countless tragic examples of how DOGE’s purge has already caused havoc. To name just a few: A health care appointments have been cancelled due to staffing shortages…The number of beds and operating rooms at VA facilities have been cut down… And suicide prevention training sessions have been postponed or canceled. These jobs should’ve never been threatened in the first place. 

    And for Secretary Collins to say that no damage was done here is a straight-up betrayal of the people he is supposed to be serving.

    It’s an insult to Americans like Chelsea Milburn… A Navy reservist who, after being fired from her job in the Department of Education, said, quote: “I feel like I have served my country admirably, and now it has betrayed me.”

    It’s an insult to folks like Francis Greenley, who you’ll hear from shortly: Francis is a Coast Guard Veteran whose decades-long job was quite literally putting out fires on military ships as well as fighting waste and fraud in the military budget.

    I guess Musk didn’t see the irony behind firing someone that—unlike DOGE—was actually making our government more efficient.

    And it’s an insult to people like Jacob Adam Bushno…A disabled Veteran and a constituent of mine who joined the Army his junior year, right after 9/11.

    Jacob served two tours in Iraq. Then, when he came home, despite suffering from PTSD, he dedicated his life to continuing his service, this time for the federal government—working as a wildland firefighter and forest technician among other jobs.

    Jacob was part of this month’s purge. As he told my team this week: “I’ve always served this country. In some way, shape or form, I’ve always served. I’ve either tried to protect our country from terrorism or bad guys or Mother Nature.

    “So this has been a gut-shot—a pretty bad one—and it’s taken its toll on me. If [Trump and Musk] actually cared about Veterans, they wouldn’t be treating any of us like this… They aren’t making our country better. They’re making it worse.”

    Jacob is right.

    So let me just close with this: Everyone on this call today knows how much our Veterans have done for our nation.

    Trump and Musk may not know the first thing about sacrifice and service. But our Veterans sure as hell do.

    So please know that I will never stop fighting for our heroes, no matter who’s in the White House.

    But I’m counting on each of you to be my partners in this work.

    After all, we’ve already seen proof that our collective pressure campaign is working: Trump’s VA was ready to cut hundreds of contracts that would’ve even further hurt Veterans health services from providing cancer care to assessing toxic exposure.

    But they were forced to backtrack—because we spoke out. Because we made noise. So we can’t stop there.

    Look, I get how in this moment, it’d be easy to feel defeated… to want to tune out rather than turn on the news. 

    But now more than ever, we can’t let ourselves become disengaged. We have to channel our outrage into action. Because there’s too much at stake to get discouraged.

    There will always be people in hallowed halls who try to use their power to only look out for themselves. But here’s what I know: the power of the people is always greater than the people in power.

    And if we want tomorrow to be better than yesterday, we have to come together…We have to recognize that our voices DO matter… Then we have to use those voices to speak out… even if—especially when—anyone tries to silence us.

    You have my word that I am with you. That I am listening to you. That I am one of you. And that I will never abandon you.

    It’s an absolute honor to call myself part of this team… and to have you all as my partners on the front lines of this fight.

    Intertrade UK kickstarts drive to boost trade 

    Boost to internal market as Intertrade UK holds its first meeting today. The new body, chaired by Baroness Foster of Aghadrumsee, was a key Safeguarding the Union commitment.

    In a further move to strengthen and protect the UK internal market for businesses across the country, Intertrade UK will hold its first meeting today.

    The Secretary of State for Northern Ireland Hilary Benn has today announced the five panel members of Intertrade UK who will join the Chair of Intertrade UK, The Rt Hon. the Baroness Foster of Aghadrumsee DBE. 

    The new body will advise on opportunities to promote and boost trade across the UK, utilising the wide-ranging expertise of its members drawn from industry and academia who are recognised leaders in their fields. 

    Intertrade UK will do this through promoting trade in goods and services across the UK and advising on overcoming identified barriers, considering how best businesses can take advantage of the full opportunities of the UK internal market, and conduct research and publish insights aimed at advancing domestic trade. 

    The first meeting of Intertrade UK will be held this morning in Enniskillen where members will formally adopt the Terms of Reference, discuss and agree a programme of work with key priorities to take forward over the next 18 months.

    Speaking about today’s appointments, Secretary of State for Northern Ireland, Hilary Benn, said: 

    The UK internal market is vital for businesses right across the country, and the Government is committed to taking all steps to protect and strengthen it. 

    East West trade is essential for UK growth, and part of the success of Intertrade UK will be to ensure that people can enjoy the full benefits of the UK internal market for both goods and services. 

    This was an important commitment in the Safeguarding the Union command paper, and with this experienced panel of members in place, I look forward to seeing Intertrade UK play an important role in promoting UK-wide trade and economic growth.

    Chair of Intertrade UK, Baroness Arlene Foster, said: 

    The Safeguarding the Union Command paper had strengthening the UK internal market at its core. I am very pleased that we will have our first meeting of Intertrade UK today which was set up as a consequence of that Command paper so we can take this important work forward. 

    The panel members which have been appointed by the Secretary of State for Northern Ireland have a wealth of experience on trade in and out of Northern Ireland and we will immediately get to work looking at challenges which have been identified and if and how these can be practically resolved.

    The establishment of Intertrade UK represents another significant step in delivering on the commitments set out in the Safeguarding the Union Command Paper and a key asset in delivery of this Government’s Growth Mission.

    1,400 and counting: record number of charging sockets at UK schools thanks to government funding

    Home and workplace charging schemes extended for another year to support jobs and make the UK a clean energy superpower.

    School teachers and EV drivers can charge their electric cars more easily with 1,407 sockets now outside schools and colleges in the UK.

    Today (28 February 2025), Future of Roads Minister, Lilian Greenwood, has confirmed the landmark number of chargers that have been fitted at UK schools since March last year, thanks to £3 million from the government’s Workplace Charging Scheme (WCS).

    It marks a crucial milestone in the government’s mission to boost charging infrastructure across the country. The new chargepoints at schools follow over 59,000 workplace charging sockets that the scheme has funded since 2016. In addition to schools, the workplace charging scheme supported a further 6,500 sockets in workplace car parks in 2024.

    Sitting at the heart of communities, schools can also open the chargepoints to local residents and visitors, helping to fit charging around people’s daily lives and providing an additional revenue stream to schools.

    The Workplace Charging Scheme, alongside the Electric Vehicle Chargepoint Grant, has also been extended for another year, the government confirmed today. This provides the certainty needed to continue rolling out chargepoints to flats, rental properties, schools, offices and workplaces so that drivers can charge in more and more places.

    Future of Roads Minister, Lilian Greenwood, said:

    Schools are the beating heart of our towns and communities and rolling out chargers here shows we are building a practical and reliable charging network designed around people’s daily lives.

    Reaching 1,000 sockets at schools is a particularly significant milestone and builds on a record January for electric car sales, as consumer confidence in the electric transition grows every day. This is helping support jobs, make the UK a clean energy superpower and deliver our Plan for Change.

    While the government is investing almost £300 million to build 300 miles of new cycle and footways to encourage more children, parents and teachers to cycle, walk and wheel to schools, today’s announcement will also make greener journeys easier and more accessible for those who need to drive.

    The UK’s public chargepoint network continues to grow every day, with over 74,000 public chargers now available across the country and a record of nearly 20,000 added last year alone.

    With £200 million announced at Budget 2024 to continue powering the chargepoint rollout and £6 billion of private investment in the pipeline, the UK’s charging network will continue to see tens of thousands of chargers added in the coming years, delivering resilient infrastructure so that EV owners can drive with the confidence that they’re never too far from a socket.

    Chris Norwood, Headteacher of the Northfleet School for Girls, said:

    Developing an environmentally friendly site is an important part of our school vision and practice. We have been able to play our part in reducing emissions whilst working with students to educate in creating a more sustainable future. Through installing solar panels, LED lighting and car chargers, we have been able to save over £500,000 in energy costs (since 2017), funds which are directed back into ensuring the best possible education for our students. 

    The car chargers have created over £2,000 in additional school funding, which has helped to create an additional farm classroom for all students to utilise. We expect that by modelling the best environmental practice possible, we are supporting our students to be proactive in this area in their adult lives.

    With over 382,000 EVs sold in 2024 – up a fifth on the previous year – the UK is the largest EV market in Europe. There’s never been a better time to switch to EVs, with one in 3 used electric cars under £20,000 and 21 brand new electric cars RRP under £30,000.

    Owning an EV is also increasingly becoming cheaper, with drivers able to save up to £750 a year compared to petrol if they mostly charge at home.

    The average range of a new electric car is now 236 miles – that’s about 2 weeks of driving for most people – all the while emitting just one-third of the greenhouse emissions of a petrol car during its lifetime.

  • MIL-OSI Australia: Appointments to National Library of Australia Council

    The Australian Government has appointed Professor Sarah Holland-Batt and reappointed Dr Shane Simpson AM as members of the Council of the National Library of Australia for three-year terms.

    Minister for the Arts, Tony Burke, said both members would contribute significant experience towards the management and operation of the Library. 

    “Shane has been a valuable member of the Council, providing expertise and knowledge in the arts and law for the past six years and his insight will continue to be of great value.

    “I’d also like to welcome Sarah, whose experience will help the National Library forge stronger connections with Australia’s academic and literary communities.

    “The library holds some of our Nation’s most valuable treasures, and is the custodian of Trove,  so we need strong leadership to guide its administration.”

    The Council – established by the National Library Act 1960 – is the National Library’s governing body and sets the overall strategic direction of the Library.

    Dr Shane Simpson AM is Special Counsel at Simpsons Solicitors, having established the firm in 1986. One of Australia’s most highly regarded intellectual property and entertainment lawyers, Dr Simpson was the founder of the Arts Law Centre of Australia and has served as the Chair of the Bundanon Trust Board, the New South Wales Film and Television Office (now Screen NSW), Museums and Galleries of NSW and various other boards and foundations. In 2011 Dr Simpson was appointed as a Member of the Order of Australia for service to the law and the arts through leading roles in intellectual property and entertainment law, and as a contributor to a range of cultural organisations.

    Professor Sarah Holland-Batt is an award-winning contemporary poet, editor, critic and academic. Professor Holland-Batt’s books have won several literary prizes, including the Prime Minister’s Literary Award for Poetry, the Stella Prize, the Queensland Premier’s Award for State Significance and more. Her poems have been widely published in international journals and magazines, including The New Yorker and Poetry, and have been translated into several languages. In 2025 Professor Holland-Batt was elected as an Honorary Fellow of the Australian Academy of the Humanities. Professor Holland-Batt is a member of the Creative Writing and Literary Studies faculty at Queensland University of Technology. She also works as an advisor to various industry bodies and is currently Chair of Australian Book Review.

  • MIL-OSI Australia: Next round of $40,000 Commonwealth Teaching Scholarships

    Round 2 offers for the Albanese Labor Government’s $160 million Commonwealth Teaching Scholarships Program will start going out to successful applicants from today. 

    The scholarships are worth up to $40,000 for new undergraduate students over four years, and up to $20,000 for new postgraduate teaching students over two years.

    More than 3,300 applicants applied for the 1,000 scholarships on offer for 2025. 

    The scholarships include a ‘commitment to teach’ requirement, which means recipients must be willing to commit to teach for four years (undergraduate) and two years (postgraduate) in public schools or early learning settings.

    To encourage more teachers to live and work in remote Australia, students completing their final year professional experience placements in these communities may receive an additional top-up payment of $2,000. 

    The scholarships are targeted at high-achieving school leavers, mid-career professionals, First Nations peoples, people with disability, people for whom English is an additional language or dialect and individuals from rural, regional and remote locations or from low socio-economic backgrounds. 

    In the first round, almost 1,000 scholarships were awarded to initial teacher education students who started studying teaching in 2024. 

    The Commonwealth Teaching Scholarships Program will deliver 5,000 scholarships over five years. The program is one part of our National Teacher Workforce Action Plan which is tackling the teacher workforce shortage.

    The Australian Government has reappointed Ms Hayley Baillie and Mr Hugo Michell as members of the Board of the National Portrait Gallery of Australia for two-year terms.

    Minister for the Arts, Tony Burke, said the reappointments would help ensure the Gallery could continue its important role telling Australian stories. 

    “Hugo and Hayley have been valued members of the board and I’m confident they will continue to make strong contributions.

    “Both have leadership experience in Australia’s arts industry and will continue lending their valuable expertise to the Gallery.”

    The National Portrait Gallery holds Australia’s largest collection of portraits of notable Australians, exploring our identity, history, culture, creativity and diversity. 

    Ms Hayley Baillie co-founded Baillie Lodges, an experiential travel enterprise, with her husband James in 2003. In addition to the National Portrait Gallery Board, Ms Baillie currently sits on the board for the Great Barrier Reef Foundation, the Australian String Quartet Board and is a foundation member of the Australian Ballet. Ms Baillie was also a member of the Tourism Australia Board from 2016-2022. Ms Baillie holds a Bachelor of Arts from Southern Cross University. 

    Mr Hugo Michell established Hugo Michell Gallery in Beulah Park, South Australia in 2008 and has grown the gallery to be highly respected within the Australian art scene. Over the past few years Hugo Michell Gallery has collaborated with some of Australia’s top galleries such as Darren Knight Gallery in Sydney and Tolarno Galleries in Melbourne. Mr Michell currently sits on the Visual and Performing Arts Foundation Board, the Jam Factory South Australia Board and assists with judging and advisory panels for numerous local organisations.

  • MIL-OSI USA: Making Innovation Happen: New IN² Cohort Focuses on Advanced Energy Implementation

    At Ponderosa High School in Coconino County, Arizona, students are determined to overcome obstacles on their path to graduation. Some arrive behind on credits, while others are returning to the classroom after time away. The alternative school offers more than a second chance—it is an opportunity for transformation.

    That is just one reason why Coconino County Schools selected Ponderosa as the focus of an advanced energy initiative through the Wells Fargo Innovation Incubator (IN2), managed by the U.S. Department of Energy’s National Renewable Energy Laboratory (NREL).

    “Our goal at Ponderosa is to create opportunities that shift perspectives—helping students see a hopeful future and discover industries they may not have considered,” Ponderosa High Principal Les Hauer said. “The energy future is full of possibility, and this initiative helps us show students what’s possible while preparing them to succeed.”

    Coconino County is one of 10 members of IN2’s latest cohort, which marked a significant milestone for the program. For the first time in its 10-year history, IN2 shifted its focus from supporting startups to implementing energy technologies within established organizations.

    Before pitching their projects in December 2024, participants engaged in months of preparation and education, including technology selection and impact analyses. The pitch session culminated in the cohort presenting their plans to install and use a tool or system within six months, with winners receiving a share of $750,000 in Wells Fargo funding to bring their projects to life.

    “This is a monumental new direction for IN2,” said IN2 Program Manager Sarah Derdowski. “IN2 continues to help startups move forward over the ‘valleys of death,’ but now we also get to support the implementation of innovative technologies and make real progress in building a resilient, adaptable future.”

    The participants in the cohort are:

    • Avangrid
    • Coconino County
    • CBRE
    • Digital Realty
    • Galvanize Real Estate (GRE)
    • Intermountain Health
    • Prime Data Centers
    • Schneider Electric
    • Southern Company
    • University of Colorado Boulder.

    Although some cohort members are large companies, they face unique barriers where IN2’s support is invaluable. During pitch day, one of the presenters made the problem plain: Even large, well-funded organizations may find resistance to innovative technologies if they might compromise profitability.

    “Pursuing new technologies is often seen as a cost and business risk for any size organization,” said Howard Branz, director of science and impact for Galvanize Climate Solutions. “At GRE, our scientists and investors work together to mitigate these risks by piloting technologies in real-world settings where we can test and prove their performance, ensuring that increasing profitability and meeting our metrics go hand-in-hand. The IN2 award allows us to further accelerate the deployment of cutting-edge building technology solutions, advancing our goals.”

    Coconino County’s Teaching Moment

    Coconino County’s ambitious vision stood out among the pitches in early December with its goal of reducing the district’s energy consumption by 40% while creating a replicable school model for the region.

    “We hope to transform our local schools by serving as a demonstration site for retrofitting and energy practices,” Superintendent Cheryl Mango-Paget said.

    Ponderosa High School, located near the Grand Canyon, has about 70 students. The district identified heating, ventilation, and air conditioning (HVAC) as the best opportunity because it could have the greatest impact. The district’s aging air conditioning units are due for replacement, and the hope is that Ponderosa can serve as a blueprint for surrounding schools.

    To achieve that, Coconino County would integrate three technologies in one building. Blue Frontier, a company that graduated from IN2 several years ago, will install a new AC unit that uses liquid desiccant technology developed by NREL. Rensair will improve air quality. And Komfort will address energy through lighting. The single Blue Frontier unit could replace up to 18 AC units already on the building. Estimates done during IN2 show the new systems, at minimum, could cut utility costs by 50%.

    “This partnership with NREL and IN2 is a powerful teaching tool,” Hauer said. “We’re giving students a hands-on experience beyond the classroom by letting them observe the installation process.”

    While the students will not install the systems themselves, they will learn from the process and gain insight into future job opportunities in the HVAC and advanced energy industries.

    CBRE’s AC Pivot

    When Jeff Dunbar, senior sustainability director for CBRE, first got involved with IN2, he thought their project would focus on advanced cement. Then he realized they only had six months to implement, so he pivoted to a faster solution: rooftop HVAC units.

    “We replace thousands of rooftop units every year in the U.S.,” Dunbar said. “This became an easy lever for us to pull.”

    CBRE manages more than 7 billion square feet of property around the world and spent more than $33 billion with suppliers last year globally. Once CBRE identified the HVAC direction, NREL helped pinpoint where to go next.

    “I stood in a room at NREL and stared at Blue Frontier’s mockup of this technology while an NREL engineer explained how it works,” Dunbar said. “Together, we found our ‘Goldilocks’ site that matches the necessary specs on a building in Delaware.”

    The pilot project will install and test Blue Frontier’s unit on this building in Delaware, with the potential of replicating it at other sites nationwide. The system is designed as a drop-in replacement—it integrates seamlessly with existing infrastructure and eliminates the need for costly modifications.

    “Our hope is that by the end of the first summer season, the results will give us the confidence to move forward with other sites,” Dunbar said during the pitch.

    Additionally, CBRE is not giving up on the idea of an advanced cement project.

    “As an offshoot, NREL pulled us into conversations with several advanced concrete partners about a potential project in 2025,” Dunbar said. “We can continue to pursue the concrete challenge outside of the IN2 program.”

    Intermountain Health’s Strive for Change

    Glen Garrick, system sustainability director for Intermountain Health, is also working with NREL on a project separate from the IN2 pitch he presented. The company has 16 traditional shuttles, and it wants to change that and incorporate advanced technologies.

    Initially, the employee responsible for managing the fleet resisted the idea, uncertain about its feasibility. But the project gained momentum after a visit to NREL.

    “We flew out to NREL and sat in a room talking with 10 experts,” Garrick said. “Some on our team had a healthy skepticism about the shuttles. But after candid discussions with subject matter experts and experienced professionals from NREL, those individuals on our team completely changed their mindset.”

    With approximately 400 clinics and 34 hospitals across the Intermountain West, Intermountain Health plans to order the first set of shuttles in 2025 and begin using them in 2026.

    In addition to the shuttles, Garrick presented a pilot project at one location that would include a solar canopy with panels that move with the sun and battery storage for advanced energy.

    “We tried to find projects that have a long payback because those wouldn’t get approved without IN2,” Garrick said. “It’s not meant to be a huge sexy project—it’s a demonstration project that helps us start to shift toward more on-campus renewables.”

    The driving force is to avoid taking money away from patient care.

    “Every dollar that goes to energy or waste is one less for patient funding,” he said. “Whenever I can bring in external funding, that’s money saved for patient care.”

    NREL’s Assistance

    This IN2 cohort did not have to figure out the solutions to their challenges on their own. With guidance from NREL experts and support from consulting firm Overlay Build, participants overcame technical and strategic hurdles unique to their companies to move their projects forward.

    For Coconino County, narrowing down a daunting list of 168 potential HVAC technologies was a critical first step.

    “When I saw the list, first I cried,” Mango-Paget said. “But IN2 and NREL helped us discover the best bang for our buck, and that led us to three companies that could make the biggest impact.”

    NREL’s support did not stop at the planning phase. For CBRE, NREL’s direct involvement in monitoring the Delaware pilot will ensure a smooth transition from concept to implementation.

    “The scientists who helped birth this liquid desiccant technology are going to come help monitor the site in Delaware,” Dunbar said. “That helps de-risk it for us. We’re trying to do this at scale; it’s exciting to be at the front end of that curve.”

    The value of NREL’s expertise also extends beyond IN2’s formal structure. Garrick believes Intermountain’s partnership with NREL will continue independently of the IN2 project.

    “I could see a new project evolving in the next six months,” he said. “We have all the contacts, and I think it’s entirely possible we’ll reach out directly for support.”

    By providing both education now and actionable solutions down the road, NREL and IN2 have empowered these organizations to overcome barriers, adopt innovative technologies, and make measurable progress.

    Winners

    Five of the 10 participants in this first-of-its-kind cohort earned monetary awards.

    • CBRE received $150,000 for its project, which will cover the engineering, design, and construction costs for the pilot and a scalability study.
    • Coconino County received $55,000 for the Rensair and Komfort parts of its project.
    • Digital Realty received $125,000 to partner with Hayzel and improve chilling in its data centers in Santa Clara, California.
    • Galvanize Real Estate received $200,000 to work with EnKoat, an IN2 portfolio company, and Alpen for a pilot on a building in Pedricktown, New Jersey.
    • The University of Colorado Boulder received $220,000 to work with INOVUES to retrofit existing windows in aging buildings with hermetically sealed high-performance glass.

    All the pilot projects must be completed within six months. NREL will keep track of their progress and post updates in the future.

    And the participants—including the five teams that did not earn funding—are walking away with tailored technology adoption playbooks and access to expertise in digitization and change management.

    “Alongside the new relationships formed with NREL, the program itself is an award,” Derdowski said. “We’re already seeing renewed efforts to change the culture at all of these organizations.”

    “I’m really glad we went through the process because we saved one project because of it,” Garrick said. “If it wasn’t for that contact with NREL, that project would have died.”

Recognizing the unique scale and density of New York City neighborhoods, New York City NY Forward and DRI funding are being combined into one $20 million award. For Round 8 of the DRI and Round 3 of the NY Forward Program, each of the state’s 10 economic development regions are being awarded $10 million from each program, to make for a total state commitment of $200 million in funding and investments to help communities boost their economies by transforming downtowns into vibrant neighborhoods.

    “We are making an historic investment in Greater Morris Park with this $20 million combined award from our Downtown Revitalization Initiative and NY Forward programs,” Governor Hochul said. “Through this investment, we’re giving local leaders the tools they need to enhance the quality of life for New Yorkers in their community, draw visitors, and spur economic opportunity in the Bronx for generations to come.”

    To receive funding from either the DRI or NY Forward program, localities must be certified under Governor Hochul’s Pro-Housing Communities Program – an innovative policy created to recognize and reward municipalities actively working to unlock their housing potential and encourage others to follow suit. Governor Hochul’s Pro-Housing Communities initiative allocates up to $650 million each year in discretionary funds for communities that pledge to increase their housing supply; to date, 277 communities across New York have been certified as Pro-Housing Communities. This year, Governor Hochul is proposing an additional $100 million fund to assist certified Pro-Housing Communities with critical infrastructure projects necessary to create new housing as well as $10.5 million for technical assistance grants to help communities design and adopt policies that foster housing growth.

    Many of the projects funded through the DRI and NY Forward support Governor Hochul’s affordability agenda. The DRI has invested in the creation of more than 4,400 units of housing – 1,823 of which are affordable or workforce. The programs committed over $8.5 million to 11 projects that provide affordable or free childcare and childcare worker training. DRI and NY Forward have also invested in the creation of public parks, public art (such as murals and sculptures) and art, music and cultural venues that provide free outdoor recreation and entertainment opportunities.

    $20 Million Combined Downtown Revitalization Initiative and NY Forward Award for Greater Morris Park, Bronx
    Greater Morris Park is largely composed of Bronx Community District 11, as well as part of Community District 10. The neighborhood is home to many medical facilities, comprising one of the largest employment centers in the Bronx, and a top ten job center in all of New York City. This includes the Albert Einstein College of Medicine, Jacobi Medical Center, Calvary Hospital, Montefiore Medical Center, and the Bronx Behavioral Health Center. The Albert Einstein College of Medicine made headlines this year by announcing a generous billion-dollar endowment guaranteeing free tuition to all medical students in perpetuity. The area expects growth in population and economic activity from planned zoning and infrastructure changes, including two new Metro-North stations in the area.

    Morris Park’s vision is to transform the area into a premier transit-oriented development hub leveraging the addition of expanded Metro-North commuter rail service and rezoning, which will allow additional commercial and residential growth to bolster existing economic activity and drive future economic and employment growth. The community’s plan will also support Morris Park’s status as the second largest job center in The Bronx while maximizing the transformative impact of the new commuter rail service. This vision will enable Greater Morris Park to become a complete community that would feature safe streets, green public spaces, and intermodal connections. The Metro-North expansion presents a once-in-a-lifetime opportunity to put in motion transformative changes that will allow both residents and local businesses of Morris Park to thrive.

    Greater Morris Park, Bronx will now begin the process of developing a Strategic Investment Plan to revitalize their downtowns. A Local Planning Committee made up of municipal representatives, community leaders and other stakeholders will lead the effort, supported by a team of private sector experts and state planners. The Strategic Investment Plan will guide the investment of DRI and NY Forward grant funds in revitalization projects that are poised for implementation, will advance the community’s vision for their downtown and that can leverage and expand upon the state’s investment.

    The New York City Regional Economic Development Council conducted a thorough and competitive review process of proposals submitted from communities throughout the region and considered all criteria before recommending these communities as nominees.

    About the Downtown Revitalization Initiative
    The Downtown Revitalization Initiative was created in 2016 to accelerate and expand the revitalization of downtowns and neighborhoods in all ten regions of the state to serve as centers of activity and catalysts for investment. Led by the Department of State with assistance from Empire State Development, Homes and Community Renewal and NYSERDA, the DRI represents an unprecedented and innovative “plan-then-act” strategy that couples strategic planning with immediate implementation and results in compact, walkable downtowns that are a key ingredient to helping New York State rebuild its economy from the effects of the COVID-19 pandemic, as well as to achieving the State’s bold climate goals by promoting the use of public transit and reducing dependence on private vehicles. Through eight rounds, the DRI will have awarded a total of $900 million to 89 communities across every region of the State.

    About the NY Forward Program
    First announced as part of the 2022 Budget, Governor Hochul created the NY Forward program to build on the momentum created by the DRI. The program works in concert with the DRI to accelerate and expand the revitalization of smaller and rural downtowns throughout the State so that all communities can benefit from the State’s revitalization efforts, regardless of size, character, needs and challenges.

    NY Forward communities are supported by a professional planning consultant and team of State agency experts led by DOS to develop a Strategic Investment Plan that includes a slate of transformative, complementary and readily implementable projects. NY Forward projects are appropriately scaled to the size of each community; projects may include building renovation and redevelopment, new construction or creation of new or improved public spaces and other projects that enhance specific cultural and historical qualities that define and distinguish the small-town charm that defines these municipalities. Through three rounds, the NY Forward program will have awarded a total of $300 million to 60 communities across every region of the State.

  • MIL-Evening Report: Farming cooperatives can get a bad environmental rap, but they can also be a force for good

    It might have surprised some people when the United Nations made 2025 the International Year of Cooperatives and praised the “significant role cooperatives play in advancing the implementation of the Sustainable Development Goals”.

    Because cooperatives certainly have their critics. Economically, cooperative principles such as democratic ownership and governance are sometimes linked to inefficiency, low competitiveness and conservative decision-making.

    Environmentally, agricultural cooperatives can be portrayed as ecologically suspect and immune to effective regulation. New Zealand’s cooperative dairy giant Fonterra, for example, has been labelled “New Zealand’s worst climate polluter” by Greenpeace due to the methane emissions and effluent its cows produce.

    Obviously there is a major political dimension to that argument. But our recent research suggests agricultural cooperatives can also play a positive role when it comes to sustainable development – precisely because of their inherently diverse and democratic structure.

    Cooperatives are basically associations of individuals or businesses who voluntarily join to meet common economic, social or cultural needs. Jointly owned and democratically controlled, their profits are distributed among members rather than external shareholders.

    We interviewed individuals – from farmers to top-level managers and directors – in three New Zealand agricultural cooperatives. We wanted to shed more light on how their model can work to address one of the most pressing challenges New Zealand faces: sustainable land and water use.

    Spreading innovative ideas

    The three horticultural and dairy co-ops in our study collectively employ around 800 staff and are part of important value chains that connect New Zealand farmers to foreign markets. Industry experts described them as especially innovative in tackling sustainability challenges.

    For decades, industrialised agriculture has exacerbated land degradation by draining natural aquifers for farming, polluting land and water with effluent runoff, and creating food safety concerns about chemical residues.

    However, the co-ops in our study have developed methods and approaches to respond to these problems by enabling collaboration between members and external stakeholders. They also leverage some good old “number 8 wire” thinking from their farmers.

    First, organised workshops enable members to learn about the latest policy requirements and how customer expectations are changing. Instead of presenting ready-made solutions, the cooperatives support their farmers to experiment with novel ideas in response to identified problems.

    Motivated by increased awareness of ecological issues, some farmers came up with pioneering solutions, such as novel effluent systems, that made a positive environmental impact and saved money.

    Because of their networked structure, cooperatives can help innovative ideas spread rapidly across the broader membership. Farmers take pivotal roles, acting as champions and “thought leaders” to promote new ideas on roadshows and at field days.

    Building collaboration and trust

    Secondly, our co-ops ensured solutions developed on the farm held up to scientific scrutiny. They established working groups where researchers from public research institutes collaborated with farmers to develop solutions that worked for everyone.

    The most promising ideas even receive funding to conduct on-farm trials to test their real-world application, and that they meet the practical requirements of farmers.

    Explaining why getting farmers and scientists in the same room was vital, one cooperative manager told us:

    A lot of farmers often see science as purely academic and not practical. So, giving the farmers a say in that whole process is vital. You’ve got to instil that trust […] that’s when you are getting results.

    Third, the cooperatives codify novel agricultural methods into best-practice guidelines and audit them regularly. By combining these efforts, cooperatives can achieve widespread acceptance of new farming practices that are scientifically validated but also practical.

    Power in the collective

    Ultimately, our findings show large-scale sustainable transformation rests on finding ways to orchestrate the efforts of many individuals and organisations towards a common goal.

    To be sure, we are not saying some cooperatives and their members don’t also contribute to climate change. But we are suggesting they can play a more positive and proactive role than typically assumed.

    A lot of attention these days is paid to investor-owned, multinational corporations that seek to tackle complex challenges with technical solutions. Similarly, small-scale “ecopreneurial” initiatives that make a difference locally often find media and public favour.

    But it’s questionable whether single organisations, small or large, can galvanise the large-scale changes contemporary challenges demand.

    Cooperatives, on the other hand, are inherently diverse. They can represent the interests of local communities better than organisations controlled by often distant shareholders.

    As such, they are ideally placed to coordinate and facilitate the collaborative solutions needed to develop and implement sustainable transformation.

  • MIL-OSI Canada: Budget 2025: Meeting the challenge in health and education

    Budget 2025 makes another record health care investment of $28 billion for a refocused health care system that ensures every Albertan has access to high-quality, reliable services close to home. The budget supports the government’s plan to provide targeted, specialized care in the four areas of acute care, primary care, mental health care and continuing care.

    With the highest-ever operating budget of $9.9 billion for education from kindergarten to Grade 12, Budget 2025 will help hire thousands more teachers and support staff, lower class sizes and provide enhanced educational support to students with complex needs.

    The budget invests $2.6 billion in capital dollars over three years, an increase of 23.9 per cent from the last budget. This includes $225 million to advance the planning and design of 30 new schools, five replacement schools, three modernization school projects, three public charter school projects and modular classrooms. These schools are in addition to the 22 that have been advanced to the next construction phase under the School Construction Accelerator Program, launched in fall 2024. Another 28 projects are in other stages of construction. Alberta’s government is committed to building much needed schools across the province and aims to deliver more than 100 new and updated schools – or about 200,000 student spaces – over the next seven years.

    Budget 2025: Strengthening health care

    Budget 2025 supports the government’s plan to build a refocused health care system that will provide Albertans with the necessary care when and where they need it.

    Health investments across the refocused health care system in Budget 2025 include:

    • $644 million for primary care to attach every Albertan with a primary care team and improve access to family doctors and frontline health-care professionals. This includes $20 million to support the work of nurse practitioners.
    • $4.6 billion for acute care, to support increases to services to meet volume and costs, and to improve the acute care system in hospitals, urgent care centres, chartered surgical and other health facilities.
    • $45 million for Indigenous health initiatives over three years, to help address health inequities and promote health, wellness and increased choice.
    • $7 billion for physician compensation and development, including $15 million for recruitment and retention.
    • $1.9 million for drugs and supplemental health benefits including the seniors drug program, which is the largest component that supports more than 700,000 seniors.
    • $1.7 billion to support addiction and mental health services to increase access to the supports Albertans require to pursue recovery and personal wellness. This includes implementation of the compassionate intervention framework, support for Recovery Alberta services, new recovery communities, and to expand mental health classrooms for clinical support to students with complex mental health needs.
    • $3.8 billion for Assisted Living Alberta, the new provincial continuing care health agency, which will provide wraparound medical and non-medical supports, home care, community care and social services.

    A total of $3.6 billion in capital dollars over three years will support new urgent care and primary care centres, build capacity at existing hospitals, expand surgical capacity, enhance rural hospitals and health facilities, and replace aging equipment to support improved health outcomes. This includes:

    • $769 million to support transformational changes in continuing care, increase the number of assisted living spaces and modernize existing assisted living homes in Alberta.
    • $265 million for the Alberta Surgical Initiative capital program to expand, renovate and build more operating rooms to boost surgical capacity.
    • $207 million for the development of specialized compassionate intervention facilities to provide care for patients.
    • $168 million in new funding to enhance diagnostic capabilities across the province.
    • $148 million to continue building Recovery Communities. A total of 11 recovery communities, including five in Indigenous communities, have been approved, with the Calgary Recovery Community scheduled to open in 2025. So far, 200 new addiction treatment beds are operational in Red Deer, Lethbridge and Gunn.
    • $60 million over three years to purchase new EMS vehicles and ambulances, upgrade the existing fleet and buy more equipment.

    Budget 2025: Investing in kindergarten through Grade 12 (K-12) education

    Albertans deserve world-class education for their families now and in the future. Budget 2025 provides an operating expense budget of $9.9 billion in 2025-26, a 4.5 per cent increase from the 2024-25 third-quarter forecast.

    • $54 million in 2025-26, along with $348 million more over the following two years will support additional enrolment growth.
    • an increase of $55 million in 2025-26, and another $94 million in each of the following two years, to adjust the funding formula for school authorities to provide increased sustainable funding for growth within the funding model.
    • In total, almost $1.1 billion will be provided over the next three years to address growth and hire more than 4,000 new teachers and classroom support staff.
    • More than $1.6 billion in 2025-26 will support students with specialized learning needs or groups of students who need additional help.
    • An investment of $55 million in 2025-26, a 20 per cent increase from last year, will allow school authorities to add staff and supports to complex classrooms so students receive the focus and attention they need.
    • $389 million over three years will provide increases to funding rates to cover the rising costs of maintaining educational facilities, unavoidable expenses like insurance and utilities, and providing programs and services to students.

    Budget 2025: Supporting a strong workforce

    Alberta’s workforce is the backbone of the provincial economy. Budget 2025 continues the commitment to training and developing a skilled and resilient labour force to further grow Alberta’s economy and help businesses succeed, including: 

    • $26.1 billion over three years from the Capital Plan, to support about 26,500 direct and 12,000 indirect jobs each year through 2027-28.
    • $135 million for skilled trade programs such as apprenticeship and adult learning initiatives to help Albertans gain the skills and training needed for successful careers, and support access to job opportunities.
    • $2 billion in 2025-26 to support and expand early learning and child-care system so parents and caregivers can participate in training, education or work opportunities.  

    Budget 2025: Securing our borders

    • Alberta’s government is committed to being a good neighbour and trading partner, and part of this commitment involves taking measures to secure the Alberta-US border. Budget 2025 includes $29 million in 2025-26 for a new Interdiction Patrol Team within the Alberta Sheriffs to tackle illegal drug and gun smuggling, human trafficking, apprehension of persons attempting to cross the border illegally, and other illegal activities along Alberta’s international land border. Budget 2025 also includes a $15 million investment over two years for three new vehicle inspection stations located near borders to the USA.

    Budget 2025: Investing in post-secondary education

    Budget 2025 invests a total of $7.4 billion in post-secondary education, with an operating budget of $6.6 billion in 2025-26. This includes:

    • $78 million per year over the next three years to create more seats in apprenticeship classes across the province to build skilled trades and apprenticeship education that will respond to the needs of industry, support the economy and connect Albertans with jobs.
    • $113 million to support greater demand for scholarships and the Alberta Student Grant, with $60 million funded from the Alberta Heritage Scholarship Fund.
    • $4 million to the First Nations Colleges Grant which is distributed equally across five colleges in rural and remote Indigenous communities.

    Budget 2025: Building communities

    Alberta’s vibrant communities make Alberta the best place in Canada to live, work and raise a family. Budget 2025 invests in stronger communities across Alberta, including:

    • $17.2 million to increase grants made to municipalities in lieu of property taxes on government-owned property to 75 per cent, up from the current 50 per cent. By next year, the province will cover 100 per cent of the amount that would be paid if the property was taxable.
    • $820 million this year and $2.5 billion over three years in Local Government Fiscal Framework capital funding to help fund local infrastructure priorities.

    Budget 2025: Supporting trade and diversification

    Alberta continues to champion economic growth and policies that support productivity. Through Budget 2025, Alberta’s government will continue to build on current successes through:

    • Attracting more investment through low corporate income taxes. At eight per cent, Alberta’s corporate income tax rate is 30 per cent lower than the next lowest province.
    • Providing greater incentive for small- and medium-sized firms that increase their spending on research and development, with Alberta’s Innovation Employment Grant.
    • Promoting Alberta as a reliable partner in supporting North American and global energy security to investors. The province will optimize new and existing infrastructure to access new markets for Alberta’s energy and mineral resources.
    • Supporting Alberta’s agriculture producers and value-added processors, addressing barriers to trade by cultivating export markets, and working to increase market access for Alberta products.
    • Reinforcing Alberta as a critical contributor to North American energy security by continuing to advocate for our remarkable energy sector across Canada, the U.S., Germany, Japan and the rest of the world.

    Budget 2025: Investing in business and industry

    Budget 2025 continues to find ways to help Alberta’s economy grow through investments in business and industry and help our economy grow, including:

    • Support to attract investment in Alberta’s energy and mineral resource sector to accelerate opportunities in emerging resources.
    • $45 million over three years for the Investment and Growth Fund to attract investment into Alberta’s economy.
    • $1.8 million in Western Crop Innovations for industry-leading crop research.
    • $780,000 to support small- and medium-sized meat processors.
    • $3.1 million for the University of Calgary’s Faculty of Veterinary Medicine to expand toward a full-service veterinary diagnostic laboratory. This will give livestock producers and vets access to quicker, more affordable livestock diagnostics closer to home.

    This weekend, Australia’s National Rugby League (NRL) continues to trumpet its now annual pilgrimage to open its season in Las Vegas.

    While it’s only the second year of a five-year arrangement, the NRL claims its Vegas experiment has been a great success at a time when the league has been in excellent health on and off the field.

    But why is the Australian league hosting games in Las Vegas? And has this experiment paid dividends?

    The NRL has made the bold decision to play games at Las Vegas.

    The NRL’s Vegas play

    There are a few reasons behind the NRL’s Vegas venture, with money at the heart of it.

    It’s partly about future TV revenue and trying to grab a slice of the US sports gambling market.

    And then there’s sponsors – it’s allowed the NRL to fish in the larger US pond in terms of corporate involvement in the game.

    According to NRL CEO Andrew Abdo:

    Outside of the benefit we get here domestically, in America we’ve now got sponsors that are incremental. We would not have had these sponsors had we not been growing in America. We’ve got a successful travel experience for fans, and we’ve got incremental subscriptions on Watch NRL, so you’ve got real revenue coming in which allows to us to now invest in expansion, and invest in a better product here.

    The move is also part of a grand vision to grow the game internationally.

    The NRL has announced a team from Papua New Guinea will join the league in 2028. It is also aiming for more integration with the Super League in England, perhaps one day eyeing franchises in the US and the Pacific.

    The NRL is also conscious of the US National Football League’s venture into Melbourne in 2026 and the competition that could bring for Pacific talent.

    There may also be some football diplomacy at play. For example, some Sharks players visited the Los Angles firefighters who fought the recent wildfires for some lessons on leadership and crisis management.

    What happened last year?

    The Vegas venture started a year ago with the Sydney Roosters playing the Brisbane Broncos and the Manly-Warringah Sea Eagles playing the South Sydney Rabbitohs in a groundbreaking double-header.

    These matches were the first NRL regular season games held outside Australia and New Zealand.

    The crowd at Allegiant Stadium, which holds 65,000 fans, surpassed all expectations, with 40,746 turning up when about 25,000 were expected.

    According to Steve Hill, CEO of the Las Vegas Convention and Visitors Authority, more than 14,000 fans flew from Australia for the games and many Aussie expats living in the US also made the trip.

    In terms of TV audiences in Australia, the experiment was a big hit.

    The Manly-South Sydney clash was the most-watched NRL game ever on Fox Sports, with 838,000 fans tuning in. The Roosters-Broncos contest drew a Fox Sports audience of 786,000.

    According to NRL chairman Peter V’Landys:

    There was a lot of success in Vegas last year that we didn’t even plan, and for me that was record viewership in Australia and […] record attendances at pubs and clubs.

    Stateside reaction

    Of course a lot of Aussies tuned in, but how about US viewers?

    Around 61,000 tuned into Manly-South Sydney while 44,000 watched the Roosters and Broncos, which is well below the threshold of 100,000 viewers for profitable sports broadcasting, according to TV ratings experts Sports Media Watch in the US.

    The NRL set up fan zones and other activities in the build-up to the games in Las Vegas to attract US fans and entertain the visting Aussie tourists.

    This year there will be even more on offer: there are four games instead of two, with the NRL bringing over the Canberra Raiders and the New Zealand Warriors, and reigning four-time premiers the Penrith Panthers and the Cronulla Sharks.

    In addition, there’s an English Super League game, with the Wigan Warriors taking on Warrington Wolves, as well as an Australia-England women’s Test match.

    Is it worth it?

    So, has it been worth all the expense for the NRL?

    According to V’Landys, the competition’s bottom line has been largely unaffected despite the significant costs of the games:

    This year there’s a possibility that we’ll actually return a profit on Vegas and if not, it’ll be a small loss.

    But he’s not leaving anything to chance. In fact, in a televised plea on US TV show Fox and Friends, V’Landys invited President Donald Trump to attend the game.

    Will the president attend? Unlike a major US event like the Superbowl, where Trump was the first sitting president to attend, there’s not a big domestic constituency for rugby league, so chances are he won’t join the revelry in Vegas.

    But it sounds like the NRL, on current projections, won’t need him.

    With the introduction of a new team in PNG in 2028 and a possible 19th outfit in Perth soon after, the NRL has showcased an impressive vision to take the game into new markets.

    Even if a tiny proportion of the US market jumps on board rugby league, it can only help take the game closer to to its goal of being the undisputed number one sport in Australia.

  • MIL-OSI USA: Senate Judiciary Committee Advances HALT Fentanyl Act

    WASHINGTON – The Senate Judiciary Committee today voted to advance the Halt All Lethal Trafficking of (HALT) Fentanyl Act. The bipartisan legislation, led by Judiciary Chairman Chuck Grassley (R-Iowa), Health, Education, Labor and Pensions Chairman Bill Cassidy, M.D. (R-La.) and Sen. Martin Heinrich (D-N.M.), would permanently classify fentanyl-related substances before their temporary Schedule I status expires on March 31, 2025.  

    The HALT Fentanyl Act was passed out of Committee by a bipartisan vote of 16-5. Attorney General Pam Bondi has endorsed the legislation. President Trump’s Office of Management and Budget has confirmed that, if Congress passes the bill in its current form, the president will sign it. 

    “The Senate Judiciary Committee’s broad, bipartisan passage of the HALT Fentanyl Act is an important step towards ending our nation’s deadly opioid epidemic,” Grassley said. “Congress has a dwindling shot clock to pass this bill before fentanyl-related substances’ Schedule I status runs out. I urge my congressional colleagues to continue moving this legislation forward, so we can make permanent scheduling of fentanyl analogs the law of the land.” 

    “Chinese fentanyl was pouring into the U.S. under President Biden’s open border. Law enforcement needs every tool possible to combat this,” Cassidy said. “I am grateful for Chairman Grassley’s quick work to move this through the Judiciary Committee. Let’s make it law.” 

    “I’m pleased that my HALT Fentanyl Act is one step closer to becoming law,” Heinrich said. “My legislation now heads to the Senate floor, and I urge my colleagues to pass it. The HALT Fentanyl Act is urgently needed to help our law enforcement crack down on illegal trafficking, get deadly fentanyl out of our communities, and save lives.”
