    In a significant step towards fostering an inclusive and safe infrastructure for skill development, Shri Jayant Chaudhary, Union Minister of State (I/C), Ministry of Skill Development and Entrepreneurship today inaugurated a newly constructed hostel building at the National Skill Training Institute (NSTI) (General), Bengaluru. The facility aims to provide a secure and comfortable residential environment for trainees and reinforcing the government’s commitment to empowering the youth.

    Speaking on the occasion, Shri Jayant Chaudhary, Minister of State (I/C), Ministry of Skill Development and Entrepreneurship (MSDE) and Minister of State, Ministry of Education, Govt. of India said, “As skilling takes centre stage in our resolve of ViksitBharat@2047, investments in high-quality training infrastructure are essential to equipping our youth with future-ready skills. The inauguration of the hostel today at NSTI Bengaluru, is a step towards providing an encouraging and inclusive space where trainees can learn, innovate, and prepare for Industry 4.0 without barriers. I saw the passion and commitment of the learners during my interaction with the candidates of the institute and we only hope to inspire them further with such initiatives.”

    Built at a cost of ₹11.06 crores, the newly constructed hostel spans 3,423.23 square meters and features 30 twin-sharing rooms across three floors that could accommodate 60 trainees. Designed to ensure comfort, security, and accessibility, the facility includes essential amenities such as study rooms, communal areas, and recreational spaces. Its modern, energy-efficient design aligns with the government’s vision of expanding world-class skill development infrastructure, enabling a conducive learning environment for all trainees.

    The inauguration ceremony was also graced by Smt. Trishaljit Sethi, Director General (Training), DGT, MSDE, Government of India, Dr. Ragapriya R, Commissioner, Department of Industrial Training & Employment, and other distinguished dignitaries, including Shri N.N.S.S. Rao, ADG Bangalore, CPWD and Shri Anil Kumar, Deputy Director General (South Zone), DGT and Shri. N R Aravindan, Regional Director, RDSDE Karnataka, DGT.

    NSTI Bengaluru, a premier institution under the Directorate General of Training (DGT), MSDE, plays a vital role in imparting advanced vocational training across key industry sectors. The addition of this hostel is expected to attract trainees from across the country, further strengthening India’s Skill India Mission. This milestone reaffirms the government’s commitment to building a robust skill development ecosystem that equips India’s youth with the competencies needed for emerging job opportunities, ultimately enhancing the nation’s global competitiveness.

    Ministry of Social Justice & Empowerment provides scholarship to Scheduled Castes (SC), Other Backward Classes (OBCs) and Divyangjan namely:

    1. Scholarships for Higher Education for Young Achievers (SHREYAS) for Scheduled Castes (SC): This is a Central Sector Umbrella Scheme of Department of Social Justice and Empowerment which comprises 04 sub-schemes namely: (a) Top Class Education for SC students (TCS), (b) National Fellowship for Scheduled Caste students (NFSC), (c) National Overseas Scholarship for Scheduled Castes etc. (NOS) and (d) Free Coaching for SC and OBC Students (FCS). Out of these four sub-schemes the first three are scholarship schemes.
    2. Scholarships for Higher Education for Young Achievers (SHREYAS) for (OBC) and others: This is a Central Sector Umbrella Scheme of Department of Social Justice and Empowerment which comprises two sub-schemes namely: (a) National Fellowship for OBC (b) Dr.Ambedkar Central Sector Scheme of Interest Subsidy on Educational Loans for Overseas Studies for Other Backward Classes (OBCs) and Economically Backward Classes (EBCs). Out of these two sub-schemes only the first is scholarship scheme.
    3. The Department of Persons with Disabilities does not implement any Scheme under the name of Scholarships for Higher Education for Young Achievers (SHREYAS). However, the Department is implementing an Umbrella Scheme namely ‘Scholarship for Students with Disabilities (Divyangjan)’ which comprises six sub-schemes viz. (a) Pre-Matric (b) Post-Matric (c) Top Class Education (d) National Overseas Scholarship (e) National Fellowship for PwDs and (f) Free Coaching Scheme.

    All the above-mentioned Schemes are Central Sector Schemes, therefore, funds are not allotted to States/Districts. These Schemes are implemented on pan India basis and students from any State can avail benefit under the Schemes.

  • MIL-OSI Asia-Pac: ERADICATION OF LEFT WING EXTREMISM

    To address the LWE problem holistically, a “National Policy and Action Plan” to address LWE was approved in 2015. It envisages a multi- prolonged strategy involving security related measures, development interventions, ensuing rights and entitlements of local communities etc. While on security front, the Government of India (GoI) assists the LWE affected States by providing Central Armed Police battalions, training & funds for modernization of State police forces, equipment & arms, sharing of intelligence, construction of Fortified Police Stations etc; on development side, apart from flagship schemes, GoI has taken several specific initiatives in LWE affected States, with special thrust on expansion of road network, improving telecommunication connectivity, skilling and financial inclusion.

    Resolute implementation of the ‘National Policy and Action Plan’ to Address Left Wing Extremism (LWE) both by the Centre and the States has resulted in a consistent decline in LWE both in terms of geographical spread and violence. There has been a progressive decline in the number of districts affected by LWE. In view of the continuously improving situation, three review of LWE affected districts have been undertaken in the last six years with reduction from 126 to 90 districts in April 2018, further to 70 in July 2021 and then to 38 in April 2024. Violence perpetrated by LWE have reduced by 81% in 2024 in comparison to the high levels of 2010 (2024: 374, 2010:1936). The resultant deaths (Civilians + Security Forces) have also reduced by 85% during the same period (2024: 150, 2010: 1005).

    In Chhattisgarh, violence perpetrated by LWE have reduced by 47% in 2024 in comparison to the high levels of 2010 (2024: 267, 2010: 499).

    The resultant deaths (Civilians + Security Forces) have also reduced by 64% during the same period (2024: 122, 2010: 343). The year-wise details of incidents of LWE violence during last five years are placed at Annexure.

    Under Security Related Expenditure (SRE) Scheme funds are provided to LWE affected states for capacity building through provisions of ex-gratia to the family of civilian/Security Forces killed in LWE violence, training and operational needs of Security Forces, rehabilitation of surrendered LWE cadres, community policing, compensation to Security Force personnel/civilians for property damage by LWE etc. Under this scheme Rs. 1925.83 crore have been released to all LWE affected States during last 5 years (between 2019-20 to till date). This includes Rs. 829.80 Crore for Chhattisgarh.

    Strengthening of Special Forces, Special Intelligence Branches (SIBs) and District Police is undertaken through Special Infrastructure Scheme (SIS). Under this scheme Rs. 394.31 crore have been released to all LWE affected States during last 5 years (between 2019-20 to till date). This includes Rs. 85.42 Crore for Chhattisgarh. 702 Fortified Police Stations (FPSs) including 147 for Chhattisgarh have been sanctioned for LWE affected states. Of these, 612 FPSs, including 125 in Chhattisgarh have been constructed.

    To give further impetus for development in most LWE affected districts, funds are provided to the states under Special Central Assistance (SCA) Scheme to fill critical gapes in public infrastructure and services. Under this scheme Rs. 2384.17 crore have been released to all LWE affected States during last 5 years (between 2019-20 to till date). This includes Rs. 773.62 Crore for Chhattisgarh.

    Further, Rs. 654.84 crore have been given to Central Agencies during the last 05 years (2019-20 to till date) for helicopters and addressing critical infrastructure in security camps in LWE affected areas, under Assistance to Central Agencies for LWE Management (ACALWEM) Scheme.

    On development front, following specific initiatives have been taken in Chhattisgarh:

    • For  expansion of  road  network,  4046  km  roads  have  been constructed so far in LWE affected areas.
    • To   improve  telecom   connectivity,  1333  towers   have   been commissioned.
    • For financial inclusion of the local population in the LWE affected districts, 1214 Post Offices have been opened. Further, 297 Bank Branches and 268 ATMs have been opened.
    • For skill development, 09 ITIs and 14 Skill Development Centers (SDCs) have been made functional.
    • For quality education of tribals in LWE affected districts, 45 Eklavya Model Residential Schools (EMRSs) have been made functional.
    • In addition, under Civic Action Programme, Central Armed Police Forces (CRPF, BSF, SSB and ITBP) deployed in LWE affected areas undertake various civic activities for welfare of the locals and to wean away the youth from the influence of the Maoists.

    Tribal Youth Exchange Programs (TYEPs) are also being organized through Nehru Yuva Kendra Sangathan (NYKS) for integration of tribal youth of LWE affected districts with National mainstream.

    Steel Authority of India Limited (SAIL) carries out Corporate Social Responsibility (CSR) projects conforming to provisions in Section 135 of Companies Act, 2013 and the CSR Rules and its amendments, mainly in the periphery of steel townships and mines. The thrust areas are promotion of education and health, women empowerment, sustainable income generation through self-help groups, assistance to divyangjan (people with special abilities), access to water and sanitation facilities, village development, environment sustenance, sports coaching, promotion of traditional art and culture.   • MIL-OSI Asia-Pac: PM E-DRIVE SCHEME FOR ELECTRIC VEHICLE ADOPTION

    The Government of India has notified ‘PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) Scheme’ on 29.09.2024 to provide impetus to the green mobility & development of EV eco-system in the country.  The scheme has an outlay of ₹10,900 crore over a period of two years from 01.04.2024 to 31.03.2026. The Electric Mobility Promotion Scheme (EMPS) 2024 implemented for a period of six months from 01.04.2024 to 30.09.2024, is subsumed in PM E-DRIVE scheme.

    Salient features of PM E-DRIVE scheme:

    1. Introduction of E- Vouchers: – The Ministry of Heavy Industry (MHI) has introduced E-vouchers for Electric vehicle buyer to avail the demand incentive under the scheme.
    2. Introduction of new vehicle segments: – An allocation ₹500 crore each has been done for deployment of e-ambulances and e-trucks under the scheme.
    3. Upgradation of testing agencies: ₹780 Crore has been earmarked for upgradation of vehicles testing agencies, identified under the scheme.

    The scheme has following three components:

    1. Subsidies: ₹3,679 crore as demand incentives for approximately 28 lakh e-2W, e-3W, e-ambulances, e-trucks & other new emerging EV categories;
    2. Grants: ₹7,171 crore for creation of capital assets i.e., e-buses, establishment of network of charging stations & upgradation of vehicle testing agencies identified under this scheme; and
    3. Administration of Scheme including IEC (Information, Education & Communication) activities and fee for Project Management Agency (PMA).

    The PM E-DRIVE scheme includes incentives for consumers and not manufacturers.  It aims to boost demand for electric vehicles (EVs) through various incentives detailed below:

    1. Demand Incentives: These incentives directly reduce the upfront cost of EVs for consumers at the point of purchase.  The government reimburses the incentive amount to the Original Equipment Manufacturers (OEMs).
    2. Financial Support for Charging Infrastructure: The scheme allocates ₹2,000 crore for establishing public charging infrastructure for various vehicle categories.
    3. Grants for Capital Assets: The scheme has provisions of ₹4,391 crore as grants to support deployment of 14,028 e-buses by Public Transport Authorities and ₹780 crore as grants for the upgradation of vehicle testing agencies identified under the scheme. Vehicles which are registered as “Motor Vehicle” as per the Central Motor Vehicle Rules (CMVR) will only be eligible for incentives. Vehicles fitted with only advanced batteries and satisfying performance criteria as notified under the scheme are eligible under the Scheme. 

    Yes, there is mechanisms in place to monitor and assess the implementation of the PM E-DRIVE scheme. Project Implementation and Sanctioning Committee (PISC), an inter-ministerial empowered committee, headed by the Secretary of Heavy Industries, is constituted for overall monitoring, sanctioning, and implementation of the PM E-DRIVE scheme.  This committee is also responsible for removing any obstacles or difficulties that may arise during implementation.

         The Head of the Communicable Disease Branch of the Centre for Health Protection (CHP) of the Department of Health, Dr Albert Au, said today (February 11) that the CHP is conducting a comprehensive investigation into a suspected Shiga toxin-producing Escherichia coli (STEC) infection cluster, involving three doctors in the Oncology Department of Princess Margaret Hospital (PMH), with one of them passed away on February 7.     After receiving notification from PMH yesterday (February 10), the CHP representatives, together with representatives from PMH and the Chair of Infectious Diseases of the Department of Microbiology of the University of Hong Kong (HKU), Professor Yuen Kwok-yung, conducted an inspection of the workplace of the Oncology Department and other facilities of the hospital this morning.     “The case involves three oncologists at the hospital. Initial investigation revealed that they developed symptoms on February 4, 6 and 10 respectively. Symptoms included fever, abdominal pain and diarrhea. One of them, who had onset of symptoms on February 4, was admitted to PMH for treatment on February 6 and passed away the following day. The other two affected persons had mild symptoms,” Dr Au said.     “Preliminary test results showed that the stool specimen from one of the three affected persons tested positive for STEC, while that of the other two affected persons (including the deceased patient) tested negative. Taking into account the clinical and epidemiological information, the CHP tentatively believed that the cluster may be associated with STEC infection,” he said.      The CHP’s epidemiological and environmental investigations are ongoing. The CHP will continue to collaborate with the Hospital Authority and the Department of Microbiology of the HKU to investigate the incident and trace the potential source of infection.     PMH has strengthened the monitoring of the gastrointestinal symptoms among its staff and has requested any staff members with relevant symptoms to report immediately for laboratory tests. The PMH has also arranged comprehensive disinfection of the oncology office area.     In general, STEC infections are usually associated with the consumption of contaminated food or water, such as raw or undercooked meat products, contaminated fruits and vegetables, and unpasteurised dairy products. Direct person-to-person transmission through the faecal-oral route can also occur.

    The following is issued on behalf of the Legislative Council Secretariat:      The Legislative Council (LegCo) will hold a meeting tomorrow (February 12) at 11am in the Chamber of the LegCo Complex. During the meeting, City University of Hong Kong (Amendment) Bill 2025 will be introduced into the Council for the First Reading and the Second Reading. The Second Reading debate on the Bill will be adjourned.      On Members’ motions, Mr Edmund Wong will move a motion on comprehensively reviewing the SAR Government’s use of resources to optimise its fiscal structure. The motion is set out in Appendix 1. Mr Tang Ka-piu will move an amendment to Mr Wong’s motion.      Dr Junius Ho will also move a motion on upholding the monogamous and heterosexual marriage system in Hong Kong.     His Excellency Mr Guillaume Lemoine presented his Letter of Credence to the Head of State of Samoa, Afioga Tuimalealiifano Vaaletoa Sualauvi II at a presentation of credential ceremony held this morning at the Head of State’s official residence in Vailele accrediting His Excellency as the first resident Ambassador Extraordinary and Plenipotentiary of France to Samoa.

    Samoa and France have enjoyed cordial relations since the establishment of diplomatic relations on 1 March 1974. The Ambassador expressed that with over 50 years of diplomatic relations, the establishment of a permanent French Embassy in Apia is a historical step forward, which will contribute to strengthening the ties with Samoa and the French territories of French Polynesia, New Caledonia and Wallis & Futuna. The Head of State echoed the Ambassador’s sentiments and stated that the decision to set up an Embassy in Samoa “…places prominence on the recognition of our growing relations and the mutual respect we have for each other.”

    Both the Head of State and the Ambassador acknowledged the contributions of Ms Zita Martel as the French Honorary Consul in Samoa for the last 25 years in strengthening bilateral relations through the promotion of culture and friendship. Afioga Tuimalealiifano expressed that he is confident that the appointment of H.E Guillaume Lemoine as the first Ambassador of France to Samoa with residence in Apia, will further strengthen the existing relations between our two countries.

    His Excellency Mr Guillaume Lemoine holds a Master’s degree in Computer Science Management, a Post-graduate degree in Computerization of Organizations and is a former student of the Paris Institute of Political Studies. Mr Lemoine is a career diplomat who served in various diplomatic missions of France in Athens, Beirut, Kuwait and Lomé. Mr Lemoine was the Ambassador of France to Papua New Guinea prior to his appointment as the first resident Ambassador of France to Samoa. He was awarded distinctions in Medal of Honour of Foreign Affairs and as Knight of the National Order of Merit. Mr Guillaume Lemoine is married to Ms Olivia de Saint-Luc and they have three daughters.

  • MIL-OSI Russia: HSE scientists have taken an important step towards developing 6G communication technologies

    Researchers MIEM HSE University has demonstrated the efficient operation of a 6G wireless communication channel at sub-terahertz frequencies for the first time in Russia. The device transmits data at a speed of 12 Gbit/s and maintains signal stability, automatically switching when blocked. The indicators correspond to international 6G standards. A description of some elements of the system is presented in article, published in the electronic press archive arXiv.

    Scientists from MIEM HSE have demonstrated the efficient operation of a sixth-generation (6G) data transmission system for the first time in Russia. The experiment confirmed that the system can operate in laboratory conditions while maintaining high data transfer rates and communication stability. The demonstrator used frequencies of 141–148.5 and 151.5–164 GHz, and the data transfer rate reached 12 Gbit/s. These indicators correspond to international standards for communication channels of sixth-generation (6G) and IMT-2030 networks, in particular ETSI GR THz 002 V1.1.1 (March 2024) and the International Telecommunication Union (ITU) ITU-R M.2160.

    The main feature of the system is the control of signal distribution in real time. If the signal is blocked, the system automatically switches to another antenna. This makes the connection stable even in difficult conditions. Some of the system components were developed at MIEM HSE and Moscow State Pedagogical University. For example, this is the RIS panel (compliant with ITU-R M.2541-0, May 2024), or frequency-selective surface, which controls the direction of signal transmission, as well as diode detectors that allow the system to operate at subterahertz frequencies.

    Currently, the system’s range is limited by the size of the room, but this can be changed by replacing the antennas. The technology can be useful in high-speed communication networks, Internet of Things systems. Scientists plan to use machine learning to improve signal distribution and protection against interference.

    “We have shown that the 6G system can reliably transmit data at the required frequencies and speeds. This is an important step for the development of communication technologies. In the future, we will work to make the system even more resilient using machine learning. For example, we plan to teach it to automatically control the signal beam so that the connection remains stable even when users are moving,” the director comments.     Representatives of the Higher School of Transport of the Institute of Mechanical Engineering, Materials and Transport took part in the Safe Arctic 2025 exercises. The event examined the use of forces and means of the unified state system for the prevention and elimination of emergency situations in the Arctic zone of Russia.

    Participation in the “Safe Arctic” was made possible by cooperation with the St. Petersburg University of the State Fire Service of the Russian Emergencies Ministry (SPb UGPS EMERCOM of Russia). At the event, Polytech presented a new robotic platform “Freze”, which is designed to eliminate fires in dangerous and difficult to access places.

    The platform is equipped with a high-performance monitor nozzle from a domestic manufacturer – the FER engineering center. It can extinguish fires at a distance of up to 70 meters and at a height of up to six floors, and also regulate the direction and spray of the stream. The weight of the platform is about 400 kilograms, and the track width is 913 millimeters, which ensures its stability and reduces the risk of tipping over. Such a platform will be useful at oil and gas enterprises for a quick response to fires in tanks with flammable substances. The platform will allow you to gain additional time, as it will cool the walls of the tank before the arrival of the main fire brigade.

    According to modern fire safety codes, oil refineries and petrochemical plants must have at least two mobile robotic fire extinguishing systems.

    The Polytechnic stand was visited by Deputy Minister of the Ministry of Emergency Situations Roman Kurynin, who expressed interest in the new development of the VShT and promised to provide support for its implementation. Head of the Center for the Organization of Scientific Research and Editorial Activities of the St. Petersburg UGPS of the Ministry of Emergency Situations of Russia Vitaly Onov presented gratitude to the representatives of the VShT for their successful participation in the exercises.

    Findings highlight the importance of infection prevention measures and personalized heart failure care.

    A study funded by the National Institutes of Health has found that adults who were hospitalized for a severe infection, such as respiratory infections or sepsis, were more than twice as likely to develop heart failure years later. The findings, published in the Journal of the American Heart Association, underscore the importance of measures that help prevent severe infections, such as getting up-to-date vaccines and practicing safe hygiene.

    “These are ‘sit-up and take notice’ findings,” said Sean Coady, M.A., deputy branch chief in the Division of Cardiovascular Sciences at the NIH’s National Heart, Lung, and Blood Institute. “While there’s already a reasonable body of evidence linking previous infections with heart attack, this study is focused on heart failure, which has been less studied yet affects an estimated six million Americans.”

    The study, part of the NHLBI-funded Atherosclerosis Risk in Communities (ARIC) Study, followed 14,468 adults aged 45-64 for up to 31 years, from 1987 to 2018. None had heart failure when the study began. The researchers found that individuals who experienced an infection-related hospitalization had a 2.35 times higher risk of developing heart failure at an average time of seven years after surviving the hospitalization, compared to those who did not get an infection. The researchers adjusted for sociodemographic and health-related factors and included different infection types, such as respiratory, urinary tract infections, and hospital-acquired in their assessment. They found that the association with heart failure was consistent no matter the type of infection.

    Heart failure occurs when the heart is unable to pump enough blood to the body’s organs and tissues. While there are many different kinds, the study focused mainly on heart failure with preserved ejection fraction (HFpEF), which occurs when the left side of the heart is too stiff to fully relax between heartbeats, and heart failure with reduced ejection fraction (HFrEF), which occurs when the left ventricle is too weak to pump out enough blood to the body. The researchers discovered that infections that required hospitalization were associated with an increased risk of both conditions. Notably, the risk was nearly three times higher for HFpEF, the most common form of heart failure among people over age 65 and the one with the most limited treatment options. Nearly half of participants experienced an infection-related hospitalization emphasizing the potentially large impact of severe infections on the heart health of older adults.

    While the study only found an association between severe infections and heart failure – not a causal link – Ryan Demmer, Ph.D. professor of epidemiology at the Mayo Clinic in Rochester, Minn. and the study’s senior author, said patients still should consider commonsense approaches that keep severe infections at bay. He explained that someone who experiences an infection and are at high risk for cardiovascular disease should speak with their primary care provider to be sure they are receiving guideline directed medical therapies for cardiovascular disease.

    Demmer said future research could build on the current findings by validating a causal link between infections and heart failure development. New research could also explore the potential for incorporating infection history into heart failure risk assessments and patient management strategies.

    A clinical trial supported by the National Institutes of Health (NIH) is testing an experimental treatment designed to help people suffering the effects of dengue, a mosquito-borne viral disease. The study is supported by NIH’s National Institute of Allergy and Infectious Diseases (NIAID), and will involve exposing adult volunteers to a weakened strain of dengue virus that causes a mild form of the disease and administering an investigational therapeutic at various doses to assess its safety and ability to lessen symptoms.

    Dengue is transmitted via infected Aedes mosquitoes and sickens as many as 400 million people each year, primarily in tropical and subtropical parts of the world, according to the U.S. Centers for Disease Control and Prevention. In 2024, dengue cases surged to record levels in the Americas with local U.S. transmission reported in Arizona, California, Florida, Hawaii, and Texas. Dengue is endemic in Puerto Rico, which reported nearly 1,500 cases last year. Most people with dengue do not develop symptoms, but those who do commonly experience severe headache and body aches, nausea and vomiting, fever and rash. One in 20 people who get sick with dengue progress to severe illness, which may lead to shock, internal bleeding, and death. There is currently no Food and Drug Administration-approved treatment for dengue.

    “When caring for a patient who is critically ill with dengue, healthcare providers have few options other than providing supportive care,” said NIAID Director Jeanne Marrazzo, M.D., M.P.H. “We must find safe and effective therapeutics to provide much-needed relief to people suffering from dengue.”

    The new clinical trial will test the ability of AV-1, an investigational human monoclonal antibody therapeutic developed by AbViro (Bethesda, Maryland), to mitigate clinical symptoms when administered before and after dengue virus infection. The results of a previously completed NIAID-supported Phase 1 trial indicated that AV-1 is safe in humans, providing the basis for the new clinical trial to test its safety and efficacy.

    The Phase 2 clinical trial will enroll at least 84 healthy adult volunteers at two sites: the Johns Hopkins Bloomberg School of Public Health Center for Immunization Research in Baltimore, and the University of Vermont Vaccine Testing Center in Burlington. Following an initial screening and physical examination, volunteers will be randomly assigned to one of two groups. One group will receive AV-1 one day prior to being challenged with a mild strain of dengue virus, and the other will receive AV-1 four days after being challenged with the dengue virus. Each group will be further subdivided to receive 100 mg, 300 mg, or 900 mg of AV-1, delivered in a 60-minute intravenous infusion. For each of the three dosage levels, 12 participants will receive the investigational monoclonal antibody, and two will receive a placebo.

    Before or after AV-1 dosing, each volunteer will receive an injection of attenuated (weakened) dengue virus. In earlier studies using this challenge virus, most volunteers developed a rash, and some had other mild dengue symptoms, such as joint and muscle pain or headache. None of the volunteers developed dengue fever or severe dengue.

    Volunteers will participate in regular follow-up visits with study staff for at least 155 days to carefully monitor the effects of the investigational monoclonal antibody. Through physical exams, diary cards and blood samples, researchers will document how the volunteers’ immune systems respond to the dengue virus challenge, how quickly the virus vanishes from their bloodstream and any symptoms they may experience. The researchers will use this information to determine how AV-1 affects the volunteers’ ability to recover from dengue compared to placebo and to determine the dosages at which AV-1 may be effective.

  • MIL-Evening Report: Albanese government looking to acquire Rex Airlines if buyer can’t be found

    The Albanese government will on Wednesday announce it is willing, as a last resort, to purchase the collapsed Rex Airlines, in its latest bid to prop up aviation services to regional and remote areas.

    As the administrators work on the second attempt to sell Rex, the  government will say that, in the first instance, it will work with shortlisted bidders on potential support to maximise the prospects of a sale. The initial attempt to sell Rex failed last year.

    What support will be offered  will be conditional on bidders committing to provide an “ongoing, reasonable level of service to regional and remote communities”. Assistance must also represent value for taxpayers’ money and there would have to be assurances from the potential buyer of good governance.

    While the government is not a bidder in the sale process now underway and hopes that will be successful, if there is no result, it will go down an alternative route.

    “In the event there is no sale, the Albanese government will undertake necessary work, in consultation with relevant state governments, on contingency options, including preparations necessary for potential Commonwealth acquisition.”

    The government is also providing an extension to the exemption from the “use it or lose it” test for REX regional flight slots at Sydney airport. This will ensure its access to those slots until October 24 next year.

    REX went into voluntary administration last year. An attempt (now abandoned) to compete on capital city routes had proved disastrous for it.

    The Federal government has provided it with extensive support to keep it in the air on regional routes while its future is being determined.

    This has included $80 million in a loan to the administrator to keep regional flights operating until June 30, as well as a buyout of $50 million debt from its biggest creditor, PAGAC Regulus Holdings Limited. The government is now Rex’s largest creditor.

    On February 6, an exhibition dedicated to the memory of Elena Artsutanova opened in the art space of the St. Petersburg Creative Union of Artists.

    The famous St. Petersburg artist Elena Dmitrievna Artsutanova is the great-granddaughter of the first director of the St. Petersburg Polytechnic Institute, Prince Andrei Grigorievich Gagarin, and the granddaughter of his eldest son, Andrei Andreevich.

    Elena Artsutanova’s grandfather was born on May 23, 1886, in the Gagarin family estate of Kholomki. He graduated from high school and the Mikhailovskoye Artillery School, and from 1911 he served in the Life Guards Horse Artillery Brigade, and from August 1914 he fought at the front. After the Civil War, he remained in Russia. He was arrested several times and was shot on July 18, 1937. Andrei Gagarin was married to Olga Nikolaevna Yastrebova. Their daughter Irina Andreyevna married Dmitry Nikolaevich Artsutanov, a teacher at the St. Petersburg Power Engineering Institute for Advanced Studies, and in 1955 their daughter Elena was born.

    In 1980, Elena Artsutanova graduated from the Leningrad Higher School of Art and Industry named after V. I. Mukhina (now the St. Petersburg State Academy of Art and Industry named after A. L. Stieglitz). In the 80s and 90s, she participated in city and republican exhibitions with decorative and applied works (tapestry, textiles). She has been painting since 1998, was a member of the Union of Artists and the Independent Art Society “Pushkinskaya-10”, participated in many exhibitions in Russia and abroad.

    Elena Dmitrievna maintained relations with the Peter the Great St. Petersburg Polytechnic University, which her great-grandfather once headed. She participated as a guest in the events in his memory in the White Hall, in the ceremony of transferring the personal diary of her great-grandmother, Princess Maria Gagarina, for permanent storage in the Kholomki estate, which the Polytechnic restored and renovated.

    Elena Dmitrievna passed away at the end of 2024. Friends, students, colleagues, and like-minded people of the artist decided to organize an exhibition of her paintings in her memory and to coincide with her anniversary – in February 2025, Elena Artsutanova would have turned 70 years old.

    “In addition to her obvious gift as a painter, Elena Dmitrievna had the gift of teaching. People who created art always gathered around her. That is how our group of artists RGB appeared,” said artist and graphic designer Marina Oz at the opening of the exhibition. “Today, here, when there are so many of her paintings around, there is a sense of her presence and inner warmth, as if she were embracing us through art. This year, our first exhibition took place without her participation. And everything went with a sense of her approval. The exhibition took place thanks to the union that Elena Dmitrievna loved and valued, so she would be glad to see her works within these walls. Elena Dmitrievna will forever be with us. Eternal memory to our beloved teacher.”

    Also, a few words were said by the artist and designer, teacher of additional education, artistic director of the Theater of decorative author’s costume “Podium” Irina Gress: Elena Dmitrievna was first my teacher in painting. Then we worked together, made exhibitions together, and then we were friends. It is sad that she is gone, but it is joyful that today was her birthday. And it is joyful that there are so many people who love and remember her, and her paintings will live with us. Elena Dmitrievna remains in our hearts. In the hearts of relatives, parents and loved ones. In the hands and minds of colleagues, students, followers, and, of course, in the eyes of those watching. Today’s exhibition is a vivid proof of this. Next to her loss, this is, of course, incredibly little, but at the same time a lot, if we talk about the richness and significance of these works.

    Delivering Equally Safe Fund increased.

    More than 100 organisations across Scotland working to tackle violence against women and girls will share in a funding uplift of £2.4 million.

    The funding boost will bring the total Scottish Government investment in Delivering Equally Safe, which funds projects to prevent violence and support survivors, up to £21.6 million for the year ahead subject to the 2025-26 Budget being approved.

    Equalities Minister Kaukab Stewart announced the funding increase on a visit to SAY Women – a Glasgow charity offering safe accommodation and emotional support for young survivors of sexual abuse who are facing homelessness.

    Ms Stewart said:

    “Grassroots organisations across Scotland are at the heart of tackling violence against women and girls. Their work is fundamental to creating a country free from gender-based abuse.

    “This funding boost will support these organisations, will help prevent abuse occurring and ensure that women and girls who have experienced violence can continue to access the support they deserve.”

    SAY Women CEO Pam Hunter said:

    “SAY Women is delighted to receive the additional funds. This will go towards increasing our investment into projects for the young women within our services.

    “In the face of the rising cost of living, increase in N.I contributions and inflation, the organisation made the challenging executive decision to limit the variety of activities on offer to those in our care so that we may allow the staff to have a fair living wage. This additional funding will reinstate many of the services that were temporarily paused so that SAY Women may continue to do the good work supporting young women affected by sexual violence and homelessness.”

    Background

    The Delivering Equally Safe Fund supports organisations across Scotland in their work to tackle violence against women and girls, and has done since 2021.

    The Delivering Equally Safe fund is the Scottish Government’s funding programme to support third sector organisations and public bodies to contribute to the objectives, priorities and outcomes of the Equally Safe strategy – Scotland’s strategy to prevent and eradicate violence against women and girls.

    A £19.2 million funding extension to allow these organisations to continue their work until March 2026 was announced in December 2024, provided the Scottish Budget 2025-26 is approved by parliament: Preventing violence against women and girls – gov.scot

    This funding uplift of £2.4 million brings the fund total for 2025-26 to £21.6 million.

    The latest Equally Safe Delivery Plan, published in August 2024, sets out next steps to address violence against women and girls.

    Frontline projects funded through the Delivering Equally Safe Fund have supported 67,004 adults, children and young people since 2021.

    SAY Women is a charity that offers safe semi-supported accommodation and emotional support for young women aged 16 to 25 who are survivors of sexual abuse, rape or sexual assault and who are homeless, or threatened with homelessness.

    SAY Women receive funding through the Delivering Equally Safe Fund, and with this uplift this will increase from £52,009 to £58,770 in 2025/26. Funding is in place to support a full Sessional Team to support young women to participate in additional mental health/wellbeing activities contributing to wellbeing improvements aiding in preventing homelessness.

    SAY Women are also supported by the Scottish Government’s Survivors of Childhood Abuse Support (SOCAS) Fund. The fund supports 22 organisations across Scotland who work with adult survivors of childhood abuse. SAY Women have been allocated £190,000 for the period of the Fund (1 October 2024 – 31 March 2026) to provide specialised support to young women survivors of childhood sexual abuse who are homeless or at risk of becoming homeless.

    A supervised toothbrushing scheme, known as the Big Brush Club, has been running in some areas of Devon, Plymouth and Torbay since 2023. However, the scheme, which is provided for children aged 3 to 5-years old, is now being rolled out to all primary schools in Devon who have an early years nursery, pre-school or reception class provision.

    It is funded by NHS Devon, in partnership with Devon County Council, Plymouth City Council and Torbay Council, and delivered by dentist provider At Home Dental.

    Jonathan Bouwer-Davies, Clinical Dental Adviser for NHS Devon said: “We know a quarter of five-year-olds have tooth decay which can, in severe cases, lead to children needing hospital treatment.

    “Understanding how to brush your teeth properly is an important life skill for children. It takes schools five minutes a day and the benefits can be life-long.

    “I am proud that Devon is the first area in the south west to extend the scheme to all primary schools thanks to the collaboration between NHS Devon, Devon County Council, Plymouth City Council and Torbay Council.”

    Councillor Mary Aspinall, Cabinet Member for Health and Adult Social Care at Plymouth City Council, said: “We’re absolutely delighted that the supervised toothbrushing scheme will now be available to all schools across Plymouth.

    “When it comes to dental health, we know that prevention is better than cure and this is exacerbated by the difficulties our residents are experiencing when they try to access NHS dental care, so it’s absolutely vital that children create healthy habits at a young age.

    “We really hope that all schools across the city take up this offer, as it has such a huge benefit for children.”

    Under the scheme, teachers hold short, daily toothbrushing sessions for three- to-five-year-olds alongside lessons about self-care, healthy eating and reducing sugar.

    Chief Operations Officer from At Home Dental, Hayley Beaumont, said: “Our team of dental nurses work closely with teachers, pupils and parents to provide advice, support and training on promoting oral health.

    “Each child is provided with a toothbrush and toothpaste pack to take home, encouraging toothbrushing to be a part of their normal daily routine.

    “The children love doing it with their friends and the teachers report that it not only reduces problems with teeth but also school absence.”

    Rapper and health activist Professor Green is helping the NHS raise awareness among families about the importance of children looking after their teeth, by launching an exciting competition to all primary schools across the south west.

    Every child aged between three – five years old has been invited to take part in a competition with a music category and a colouring category. The competition, which will run until the end of May, will give children the chance to win some fantastic prizes for both themselves and their school. Professor Green will join a judging panel for the competition.

    Professor Green said: “I am chuffed to be able to support the NHS supervised toothbrushing in schools scheme, and to be judging a competition which gives young children a creative outlet, while also teaching them the importance of brushing their teeth at least twice a day.”

    He says he only realised later in life how not brushing properly twice a day affected his own physical and mental health – so now takes this seriously with his own son alongside a healthy diet.

    Oral health is seen as a marker of wider health and social care inequalities including poor nutrition and obesity. 

    Prof. Maggie Rae, South West Deputy Public Health Director at the Office for Health Improvement and Disparities, concludes: “The Big Brush Club is a fantastic example of forward-thinking, early intervention work that supports the government’s mission to improve the health of the nation.

    The five-year £500K award will provide 15 scholarships to outstanding PhD candidates, with a further £1M provided to foster collaboration with other Scottish Universities through a regional training hub.     In November 2024, a social media storm saw people posting videos of themselves pouring milk down their sinks citing food safety fears. The health scare went viral after an announcement by Arla that they were trialling a new animal feed additive called Bovaer, which is scientifically proven to reduce methane in farm animals. What should have been a good news story about how science and innovation can help agriculture to get to net zero very quickly turned into a health scare complete with conspiracy theories about Bill Gates trying to poison us.

    In fact adding additives to animal feed is just one of a myriad of exciting new science and innovation ideas in the works exploring different approaches to reducing methane emissions from farm animals. This Background Briefing will bring in experts across the agricultural field to explain the science behind some of these techniques, which include genetic breeding approaches, vaccine candidates and ways to alter the ruminant microbiome as well as the feed additives. The FSA’s Chief Scientist will also be with us to answer any remaining questions around Bovaer and the systems in place to test for the safety of dairy products.

    Deputy Prime Minister Dmitry Chernyshenko took part in a joint meeting of the heads of the Russian Academy of Sciences, the Kurchatov Institute National Research Center and Rosatom, dedicated to the 80th anniversary of the nuclear industry.

    Aide to the President of Russia Andrei Fursenko read out a greeting from Vladimir Putin, which, in particular, noted: “It is important that the unique potential and truly inexhaustible innovative capabilities of the nuclear industry today be fully utilized for the purpose of modernizing the national economy, ensuring the country’s defense capability and energy security, and training modern, qualified personnel.”

    Dmitry Chernyshenko thanked the head of Rosatom Alexey Likhachev and the president of the Kurchatov Institute Mikhail Kovalchuk for their systematic and fruitful work on the development of nuclear science and technology. Thanks to the two flagships – Rosatom and the Kurchatov Institute – Russia is implementing the most ambitious projects.

    The Deputy Prime Minister emphasized that Russian science has always demonstrated impressive results. This is especially noticeable in the history of the nuclear industry. Among the significant names and events are Igor Afrikantov and the construction of the first nuclear icebreaker “Lenin”, Igor Kurchatov and his invaluable contribution to the Soviet nuclear project, and others.

    “Our President Vladimir Vladimirovich Putin has set a national goal – technological leadership. In the field of nuclear energy, Russia is truly a leader. It is not easy to be a leader, but it is even more difficult to maintain such a position. To do this, we must continue to develop fundamental and applied science, primarily in the nuclear industry, and train young promising specialists, as the head of state said at a meeting of the Council for Science and Education. The guidelines here are the priorities outlined in the Strategy for Scientific and Technological Development of our country, in the Presidential Decree on priority areas of scientific and technological development and the list of the most important science-intensive technologies,” said Dmitry Chernyshenko.

    The Deputy Prime Minister named the National Center for Physics and Mathematics in Sarov, which is being created on the instructions of the head of state, as an example of successful cooperation between the state, science and business. Modern infrastructure is being built there, including advanced midi-science laboratories and mega-science installations. More than 55 organizations are involved in the cooperation, and the center’s scientific program is currently being implemented by about 2,000 scientists and researchers.

    2025 will be an important stage in the development of the Russian nuclear industry: the national project of technological leadership “New Nuclear and Energy Technologies” has been launched. It includes 10 federal projects, half of which are devoted to nuclear topics. The events were approved at the site of the Commission for Scientific and Technological Development of Russia with the participation of the President of the Russian Academy of Sciences Gennady Krasnikov. The implementation of federal projects is of strategic importance for ensuring the technological sovereignty and leadership of Russia.

    One of the key areas is the development of thermonuclear energy. According to the federal project “Thermonuclear Energy Technologies”, it is planned to build a unique installation – a tokamak with reactor technologies. Russia also has a unique nuclear icebreaker fleet and is constantly increasing its potential. Not only powerful nuclear icebreakers have been put into operation on the Northern Sea Route, but also the world’s only floating nuclear thermal power plant “Akademik Lomonosov”, which is of key importance for the development of the Arctic.

    Is there a change you’d like to make in your life? Perhaps you’d finally like to write the novel you’ve been thinking about for years. Perhaps you think you should start saving for a holiday or a deposit on a house or flat. Maybe you would like to improve your fitness.

    That’s great. But we all know it can be hard to stick to these kinds of changes. Gym membership figures suggest half of new members quit within six months, and many of us have the evidence of once-loved hobbies scattered around our homes.

    To write that book, for instance, you’re going to have to find time to do it, and stick with it when the going gets tough and initial enthusiasm has worn off.

    First, you should ask yourself why you’re doing it.

    My research looks at the psychology of making changes through the lens of what is known as self-determination theory, which proposes that there are different forms of motivation. These range from, for instance, being motivated to do something because someone is making you do it, to being motivated because you think it’s fun.

    Looked at like this, big changes, such as training for a new career, and smaller ones, like joining a weekly fitness class, are all the same. What matters is the reason you have for doing it.

    Find the right reason

    You might have more than one reason for making a change. Perhaps you want to start something because it’s a TikTok trend and everyone else seems to be doing it, or maybe the suggestion is coming from someone in your life. These are external reasons to do something, and this type of motivation is less likely to lead to success.

    Focus on the ones that are “internalised” – that come from within yourself. If you can find a reason why the change is important to you and you have your own motivation to make it, you’re much more likely to stick with it. It needs to be something that is aligned with your values – something you believe in.

    So what you’re doing doesn’t even have to be something you enjoy, as long as it’s something you feel is important to you.

    Think of deciding to save money, for example. This isn’t an activity that is inherently fun for most people, but the act of saving might be important because of what it represents or leads to – the holiday at the end of it, or the house you could buy with the money you put away. When you start to waver in your goal, thinking of that personal reason will help you keep going.

    You don’t necessarily have to enjoy something to be motivated to keep doing it.

    There are two other important concepts from self-determination theory mixed up in the idea of an action being aligned with personal values. When you do something that comes from your values, you should be acting with autonomy – doing something you want to do, not something other people have made you do.

    That’s a key construct in the theory, but it can be hard to align with things like work or study. Perhaps your goal is to apply yourself at work or to get a good grade in your studies. But most people have a boss, or a supervisor, and their role is to instruct you on what to do.

    If you’re a teacher, you have to work to the school’s timetable, whether you like it or not. But in the jobs where you are most motivated, you will be able to make some choices for yourself. Teaching is an interesting example of when this doesn’t work, because in England this very structured job has become even more so in recent years, coinciding with a recruitment and retention problem in the profession.

    Teacher autonomy is widely studied and considered important even outside of self-determination theory, and a perceived lack of autonomy is likely to be one of the reasons people might want to quit their job.

    Eyes on the goal

    The other really important thing is your goal in making the change. The best kind of goal is an autonomous one, relating to something that is intrinsically important to you. This might be competing at a high level in your sport, because it will give you joy and satisfaction to be the best you can be. This means you will put up with hardships and challenges, and you will keep going even after a bad day.

    By contrast, if your goal is an external one, you might find things more difficult. This includes if you’re doing something for a reward, rather than because something is personally important to you. So if you want to write a bestselling novel to become famous or rich, you may find that as the going gets tough, your motivation slips and work grinds to a halt.

    If you are doing something because other people want you to, even other people who care about you, you will struggle. This may mean that some changes are just not meant to be – or it might mean changing your mindset and how you look at the goals you are aiming for.

    Try to get the support of people who care about you and who you care about, whether this be family and friends, or a new community at your sports club, for example. And finally, keep an eye on your goals. Any change which you are engaging in for yourself because you value it and can see the benefits, is likely to be a lasting one.

    A new ice arena, Fili, has appeared in the Filevsky Park area. Sergei Sobyanin spoke about this in his telegram channel.

    Ice Arena “Fili”

    The ice arena is located at 38 Filevsky Boulevard. The construction of the modern sports complex on the territory of the Filevskaya Poima was carried out from the third quarter of 2023 to December 2024. The two-story building with an area of about 3.2 thousand square meters was erected at the expense of the investor. It housed an ice arena measuring 26 by 56 meters, a general physical training hall with an area of 100 square meters, a choreography hall with an area of 54 square meters and a dance hall with an area of 40.5 square meters.

    Athletes and visitors have comfortable locker rooms, a sports shop, equipment rental and a café at their disposal. The complex has a medical office. A parking lot for 106 cars has been arranged on the adjacent territory. The sports complex can accommodate up to 100 people at a time.

    The Fili Ice Arena opened on December 10, 2024. It hosts figure skating, hockey and other sports. The new sports complex hosts training sessions for the Razryad, Khrustalny Konek, I Like Ice, Khrustalny Led and Megapolis figure skating schools, the Sytye Volki hockey team, sports acrobatics, rhythmic gymnastics, karate, pilates and capoeira sections, as well as dance classes for the Helios variety theater and the Padede ballet studio.

    The Fili Ice Arena is the first modern sports complex in the Filevskaya Poima microdistrict. It will become a new attractive place for sports activities for residents of the Filevsky Park district and adjacent neighborhoods.

    Development of sports infrastructure in Moscow

    Since 2011, 327 sports facilities have been built in Moscow, of which 168 facilities, or 51 percent, were built at the expense of investors. Plans call for the construction of another 101 sports facilities by 2027, of which 91 percent will be built at the expense of investors.

    “My District”. Filevsky Park

    The goal of the “My District” program, developed on the initiative of Sergei Sobyanin, is to create comfortable living conditions in all areas of the capital, regardless of their distance from the center.

    More than 112 thousand Muscovites live in the Filevsky Park district, located in the Western Administrative District of the capital. Today, it has become the site of one of the largest technological infrastructure development projects in Russia — the creation of a national space center. In addition, comprehensive work is being carried out in the district to improve and develop transport and engineering infrastructure.

    In 2019, the ground metro arrived here. The first Moscow Central Diameter (MCD-1) “Belorussko-Savelovsky” included the Fili station. The rolling stock on the Filyovskaya metro line was completely updated, the vestibules and platforms of the Fili and Filyovsky Park stations were renovated. The North-West Chord gave residents of the district additional options for fast and convenient travel around the city.

    Bagration Avenue, which was put into operation in 2023, also became part of the capital’s new transport framework. The six-lane outbound highway not only improved transport links in the western districts of the city, but also relieved congestion on neighboring highways, including Kutuzovsky Avenue and Mozhaisk Highway.

    In addition, in the Filevsky Park area, the overpass over the MCD-1 tracks and Bagration Avenue was renovated with the reconstruction of Barklaya Street, Promyshlenniy and Bagrationovsky Proezds. An underground pedestrian crossing on Barklaya Street (near house 5, building 2) was opened for local residents.

    The improvement of traffic in the area was facilitated by the construction of a new street – Projected Passage No. 2017, which connected Bolshaya Filevskaya Street with Beregovoy and Novofilevskiy Passages, and a section of the road from Bolshaya Filevskaya Street to the Third Transport Ring (along Projected Passages No. 2123 and 1033).

    In December 2024, a new bridge across the Moskva River was opened in the line of Myasishchev Street. It connected the Filevskaya and Mnevnikovskaya floodplains. Now, in the line of Beregovoy Proyezd, a bridge across the Moskva River is being built with the reconstruction of the adjacent street and road network from Novozavodskaya Street to 3rd Magistralnaya Street. Another bridge across the Moskva River is being built near Novozavodskaya Street. It will provide transport links between the Filevsky Park district and the North-West Chord.

    For the convenience of residents, 13 new routes of ground city transport were organized in the area, and about 50 modern bus stops were installed. The first regular route of river electric transport was extended to the Park Fili pier.

    Three electric charging stations of the city project “Moscow Energy” have been equipped. Electric vehicle drivers can find the nearest one and plan a convenient route using the “Moscow Transport” application. Fans of cycling can use 25 bicycle parking areas and eight city bike rental stations.

    A large-scale project to improve the urban environment is the comprehensive improvement of the Fili children’s park. Kastanaevskaya, Krylatskaya and Myasishcheva streets, Bagrationovsky proezd and the proezd from Barklaya street to maternity hospital No. 2 have become more comfortable for walking and relaxing. The Moscow River coastline in the Beregovoy proezd area has been improved.

    In the district, 85 courtyards, more than 120 playgrounds and sports grounds were put in order. 360 outdoor lighting poles were installed, more than 5.2 thousand trees and shrubs were planted.

    In 2025, the area plans to improve Oleko Dundich Street, Filevsky Boulevard near building 10, and pedestrian approaches to the Fili Park pier.

    In addition, the embankment of the Moscow River from Filevsky Park to the territory of the P.N. Fomenko Workshop Theatre is being reconstructed. The work is planned to be completed in 2026.

    To improve the quality and accessibility of outpatient care in the district, a reconstruction was carried out of branch No. 2 of the Clinical Diagnostic Center No. 4 on Fizkulturny Proezd (building 6) and branch No. 4 of Polyclinic No. 220 on Filevsky Boulevard (building 18), which also houses branch No. 5 of Children’s Polyclinic No. 30.

    The building of the My Documents center on Novozavodskaya Street (building 25, block 1) was completely renovated. Comfortable conditions for receiving government services and related services were created there.

    For older residents, there is a Moscow Longevity Center (2-ya Filevskaya Street, Building 7, Block 7). Here you can engage in your favorite hobby, maintain physical activity, communicate and gain new knowledge.

    There is a single support center in Beregovoy Proezd that provides comprehensive assistance to participants in the special military operation and their relatives.

    Thanks to the major renovation of the premises, new opportunities for creative education were given to the pupils of the A. A. Alyabyev Children’s Art School on Bolshaya Filevskaya Street (building 6). In addition, the Gnessin Children’s Music School on Bolshaya Filevskaya Street (building 29) was undergoing routine renovation in the district.

    They renovated Children’s Library No. 203 on Kastanaevskaya Street (building 7), Library No. 213 named after Lesya Ukrainka on Bolshaya Filevskaya Street (building 19/18, building 1) and Novozavodskaya Street (building 2, building 5), as well as two branches of the territorial club system “Brigantina” on Kastanaevskaya Street (building 9, building 2 and building 26).

    The sports infrastructure of the district was expanded with a volleyball arena on Vasilisy Kozhina Street (building 13) and a sports complex with a skating rink made of lightweight structures on Filevsky Boulevard (building 12, building 4). The major overhaul of the premises of the sports complex of the Moscow Complex Sports School of the Olympic Reserve “West” on Bolshaya Filevskaya Street (building 6) was completed.

    Under the My School program, the building of the Proton educational center on Filevsky Boulevard (house 3, block 2) is being modernized. A comprehensive school for 375 students is being built in Bagrationovsky Proezd.

    Implementation of the renovation program

    In the Filevsky Park area, 35 buildings were included in the renovation program. 6.5 thousand Muscovites will move into new modern apartments.

    Stages of resettlement:

    — the first stage (2020–2024) — 11 houses. It is 100 percent complete, six houses have been or are being resettled, five houses have been demolished;

    — the second stage (2025–2028) — 22 houses, two of which are in the process of resettlement;

    — third stage (2029–2032) — two houses.

    Residential complexes have been built and handed over for occupancy in the area at the following addresses: Beregovoy Proezd, Buildings 1a and 1b, Bolshaya Filevskaya Street, Building 6a, and Promyshlenniy Proezd, Building 4. Another new building is currently being erected. In addition, design and urban planning documentation is being prepared for three residential properties.

    “Sexual health is a fundamental part of overall wellbeing, influencing individuals, families and communities. Comprehensive sexual health education helps young people develop the knowledge and skills to make informed decisions, build healthy relationships, understand body science and understand their rights.

    “Through collaboration with the Department of Education and the Department of Justice, we developed Better to Know, a comprehensive sexual health education and gender-based violence prevention program. Delivered by Certified Sexual Health Educators, it provides school-based resources, public health education and support services to help Yukoners have access to accurate and evidence-based information including information sessions for parents, caregivers, youth allies and community organizations.

    “Beyond classroom resources, youth organizations and support services across the territory play a crucial role in ensuring that young people have access to guidance on consent, healthy relationships and 2SLGBTQIA+ inclusive education.     “Moskomarkhitektura has issued an urban development plan for a land plot of 0.34 hectares for the construction of a house under the renovation program at the address: Magadanskaya Street, Building 12. The maximum area of the new building will be 6.5 thousand square meters,” said Yuliana Knyazhevskaya.

    In addition to the construction of new housing, the renovation program is aimed at improving the urban environment and creating social and transport infrastructure near the houses. The house will have everything necessary for a comfortable life. Schools, kindergartens, clinics and a park are located nearby.

    The first floors of new buildings under the renovation program are made non-residential – they are intended for the placement of social and commercial facilities. The courtyards are landscaped, children’s and sports grounds appear there, as well as places for recreation.

    Earlier Sergei Sobyanin congratulated The 200,000th resident who began resettling under the program.

    The renovation program was approved in August 2017. It concerns about a million city residents and provides for the resettlement of 5,176 houses. Moscow Mayor instructed to double the pace of implementation of the renovation program.

    Moscow is one of the leaders among regions in terms of construction volumes. High rates of housing construction correspond to the goals and initiatives of the national project “Infrastructure for life”.

  • MIL-OSI Russia: Rosneft Preserves Rare Languages of Indigenous Peoples of the North

    RN-Purneftegaz (part of the Rosneft oil and gas production complex) summed up the results of a grant competition for scientific, educational and research projects aimed at solving social issues of the indigenous peoples of the North living in the Purovsky District of the Yamalo-Nenets Autonomous Okrug. The winner of the competition was a project to develop teaching aids for children in the language of the Forest Nenets, presented by the National Research University Higher School of Economics.

    The project includes the development of a teaching aid and a simulator for online learning, as well as the publication of a book for reading and a workbook for completing practical assignments for elementary grades.

    The language of the Forest Nenets is characterized by a complex system of rules for constructing and changing words. With the participation of linguists, it is planned to develop a methodological base, test questions and answers, on the basis of which teachers will be able to form tasks of varying degrees of complexity. An online trainer will help children complete homework, as well as practice declension and conjugation forms for correct word formation.

    Currently, the language of the Forest Nenets is endangered and is spoken by about a thousand people. The language of the Forest Nenets differs significantly from the language of the Tundra Nenets, which is spoken by most of the indigenous people of Yamal. The grant project of RN-Purneftegaz is aimed at preserving the unique language and national identity of the Forest Nenets.

    With the support of RN-Purneftegaz, a project to develop the practice of preparing children for school directly in the places where families live – in nomadic kindergartens – has already been successfully implemented. Based on the results of a scientific study conducted by the Yakut branch of the Federal Institute of Native Languages, a collection of methodological materials “Trends in nomadic education” was compiled. It included development programs in the Nenets language, unique practices and lesson plans for pre-school preparation of pupils of nomadic groups of northern peoples. Training was also conducted for educators working in nomadic kindergartens of the district. The project made it possible to select new methods and forms of organizing pre-school education for children from nomadic families.

    Preservation of the national culture of the indigenous peoples of the North and their traditional way of life is one of the significant areas of Rosneft’s social policy.
