  • MIL-OSI USA: Message to the Community on the Proposed State Budget

    To the UConn Community:

    Earlier today, Governor Lamont released his proposed state biennial budget for fiscal years 2026 and 2027. The governor proposes an appropriation of $234.6 million and $239.8 million for UConn and $123.1 million and $126.9 million for UConn Health, respectively. Both are less than the university requested. The State of Connecticut funds approximately 16% of the combined university budget overall this year.

    The university must take the time to thoroughly review the proposed budget to fully understand its implications if enacted as written. Along with other university leaders, Dr. Agwunobi and I look forward to testifying before the General Assembly’s Appropriations Committee regarding the proposed budget and related issues on Feb. 19.

    Remember that today marks only the beginning of the state budget process and we look forward to working closely with the governor, OPM, and the General Assembly in the months ahead as the process unfolds.

    Overall, we have reasons to be optimistic about our university and its future.

    This year, UConn has set a record for applications at nearly 62,000, an impressive increase of 5,000 compared to last year’s historic high. This success underscores the unwavering confidence that students and families have in our outstanding faculty, more than 300 of whom rank among the most highly cited scholars worldwide. We are a vital force in building communities and advancing the state of Connecticut and our Husky pride is immense.

    Looking ahead, our focus will be building on our distinctive strengths. We are deeply committed to excellence and prioritizing our students, as demonstrated by our exceptional graduation rates. This year, 8,800 first-generation undergraduate students enrolled at UConn. The first-year retention of these students has increased from 86% to 89% in the last several years, an indication of the superb work of our faculty and staff in supporting these students.

    We are committed to cultivating a culture of innovation, leveraging technology like AI and data analytics, exploring new educational delivery models like online and hybrid programs, partnering with industry for applied learning, new revenue generation, and optimizing administrative processes to streamline operations.

    Our dedication to research is unparalleled and remains a cornerstone of our strength. We have successfully submitted major grants, including the SMART AI initiative, positioning Connecticut as a leader in AI smart manufacturing. In collaboration with Yale, we are pursuing what would be the largest grant in the history of the university: Connecticut Quantum Engine, totaling $160 million.

    UConn Health continues to go from strength to strength. Recognized by Newsweek for the last three years as one of the World’s Best Hospitals, UConn John Dempsey Hospital has received eight consecutive “A” patient-safety ratings by the Leapfrog Group, a national nonprofit organization focused on quality and safety in American healthcare, and has been named top 15% in the nation for patient experience by Healthgrades.

    In addition to being Connecticut’s No.1 producer of physicians, surgeons, and dentists, the UConn Schools of Medicine and Dental Medicine at UConn Health are highly competitive, with a year-over-year increase in applications. This year, the School of Medicine received more than 5,700 applicants for 112 available spots, and the School of Dental Medicine received 1,600 applicants for 52 available spots.

    As a result of the quality education these schools provide, 25% of physicians practicing in Connecticut and 65% of dentists in the state were trained at UConn Health. Forbes has also named UConn Health as one of the best places to work in Connecticut.

    Our fundraising efforts have reached new heights, with an average of more than $130 million raised in the past three years, a significant increase from the previous average of $85 million. We are gearing up to announce an open campaign on April 23, with an ambitious goal of $1.5 billion.

    Our crowning achievements will be predicated on successful outcomes for our students. A UConn degree is more than a piece of paper – it is a pathway to lifelong success. Our strategic vision is aligned with state and federal priorities, particularly in creating the “Industry of the Future.” Our research and educational initiatives will focus on the following key areas:

  • MIL-OSI USA: Jefferson, Do Non-inflationary Economic Expansions Promote Shared Prosperity? Evidence from the U.S. Labor Market

    Thank you, Professor O’Connell, for that kind introduction and for the opportunity to talk to this group.1 I am delighted to be back at Swarthmore College. This special community brings back fond memories of fantastic students, great colleagues, and pedagogical excellence.

    Yesterday, I discussed my outlook for the current U.S. economy. I highlighted how the economy is growing and appears to be roughly in balance, with low unemployment and declining inflation. Today, I will review some of the historical evidence pertaining to periods when the Federal Reserve has achieved both components of its dual mandate, maximum employment and stable prices, on a sustained basis—that is, periods of long non-inflationary economic expansions. My title question is whether economic evidence indicates that such expansions also result in greater shared prosperity.
    My focus will be on the labor market. A reason for this focus is that for many individuals, their employment attachment is a key determinant of their household’s overall well-being. My approach will be to compare the current labor market with the labor market at the end of 2019—that is, at the end of the most recent long, non-inflationary expansion. Such a comparison provides a lens through which to view the prospects for broadly shared prosperity fostered by the current U.S. labor market.
    The remainder of my talk is organized as follows. First, I describe the labor market at the end of 2019. After that, I discuss the state of the labor market in the immediate aftermath of the COVID-19 pandemic. Then, I describe the current labor market situation. Next, I discuss possible reasons why strong labor markets facilitate broad-based prosperity. Before concluding, I consider whether the benefits of long expansions are persistent.
    The Labor Market on the Eve of the COVID-19 PandemicLet’s begin the exploration of my title question with a careful look at the situation during the historically strong labor market on the eve of the COVID-19 pandemic. Following the 2007-09 Global Financial Crisis, the U.S. economy expanded for 128 consecutive months, making it the longest economic expansion in U.S. history. During this period, as shown in figure 1, the aggregate unemployment rate fell steadily from a peak of 10 percent in October 2009 to 3.5 percent in September 2019, the lowest recorded in nearly 50 years. Job opportunities were plentiful in this strong labor market, with the ratio of vacancies to job seekers hovering around 1.2 throughout 2019, implying that businesses were seeking to fill more open positions than there were workers actively searching for employment. Moreover, while some long economic expansions have led to an unwelcome rise in prices, inflation remained low and stable. Indeed, the Federal Reserve was grappling with inflation somewhat below, rather than above, its longer-run 2 percent target.
    In addition, and perhaps related to the length of the expansion, the pre-pandemic labor market was remarkable in terms of the broad-based gains seen across demographic groups, which contributed to a historic narrowing of employment disparities. For instance, as shown in figure 2, the unemployment rate among African Americans, the solid red line, has usually been about twice as high as that for white individuals, the solid blue line, and is more sensitive to the state of the business cycle. The unemployment rate among Hispanics, the dotted green line, falls between these two groups. In late 2019, however, both African American and Hispanic unemployment rates had fallen to the lowest levels on record up to that point, significantly narrowing the persistent unemployment gaps between these groups. Before this, the greatest improvement in the unemployment rate among African Americans was at the end of the 1991–2001 economic expansion, which itself was the second longest expansion in U.S. history. But in 2019, the unemployment rate for African Americans was about 2 percentage points lower than it was in early 2001.
    The influence of the long expansion on employment gaps also was evident for other groups of workers. Like minorities, individuals with less education, and especially those who have not completed high school, also experience higher cyclical volatility in their employment.2 In 2019, as shown in figure 3, the unemployment rate gaps between workers with less than a high school education, the solid red line, and those who have attained at least a bachelor’s degree, the solid purple line, also were near multidecade lows. Further, the strong labor market created new opportunities for teens and younger workers, groups whose employment prospects, and even long-term career trajectories, are especially sensitive to the cyclical state of the economy.3
    Beyond narrowing gaps between workers actively searching for a job, the strong pre-pandemic labor market also helped draw many new participants into the labor force. Among prime-age workers, those aged 25 to 54, the labor force participation rate began rising again around 2015, as shown in figure 4, reversing a declining trend. This was true among both men, the solid black line, whose participation had been steadily declining since the 1950s, and women, the dashed red line, whose participation had previously peaked in early 2000. Labor force participation among women was rising especially briskly in the months just before the pandemic, essentially reversing its entire decline over the previous 20 years. While this partially reflects broader demographic trends such as increasing educational attainment, participation was rising for both women with and without a college degree after 2015, suggesting that the strong labor market played a part in this reversal.
    Turning now from employment and participation to earnings, nominal wages were growing solidly before the pandemic. As with gains in employment, the strong labor market was especially beneficial for some groups. Most noticeably, as shown in figure 5, wage growth for the bottom quartile of earners, the solid red line, started to pick up about five years into the expansion, in late 2014, and by 2019 was significantly stronger than for workers in higher earnings quartiles, the solid purple line.4 These differences in wage growth are important, as they imply convergence in levels and, therefore, declining wage inequality as the bottom of the distribution catches up to higher earners. Similarly, wages were growing faster for non-white workers relative to white workers in 2019, though differences by educational attainment were less pronounced at the time.
    Looking back now, the U.S. economy in 2019 was in a good place. The labor market was tight but not overheating, bringing widespread gains to workers. Further, had it not been for the sudden and dramatic interruption of the COVID-19 pandemic, this strong labor market was expected to persist. In December 2019, the median Federal Open Market Committee (FOMC) participant expected the aggregate unemployment rate to remain below 4 percent through the end of 2022 while inflation was expected to move back up to the Committee’s 2 percent objective.5 Had this long, non-inflationary expansion continued as the Committee forecast, gaps in employment and earnings across groups may have continued to narrow as well.
    The Labor Market Following the COVID-19 PandemicThe expansion, however, was cut short by the COVID-19 pandemic. In April 2020, the unemployment rate, as shown in figure 6, briefly surged to 14.8 percent, its highest rate since the Great Depression while the share of Americans seeking jobs (not shown) plummeted. Moreover, those same groups that had benefited from the strong pre-pandemic labor market—African American and Hispanic workers, women, and individuals without a college degree—generally fared worse at the onset of the pandemic. Although some of these groups typically experience greater losses in economic downturns, factors unique to the pandemic, including greater exposure to the industries most affected by lockdowns, also contributed to disparities in job losses. For instance, unlike a typical recession, the pandemic disproportionately affected service industries, which employ a larger share of women than industries like construction and manufacturing, which are generally more cyclically sensitive.
    Just as the pandemic itself led to unprecedented losses in the labor market, the subsequent recovery was unprecedented in many ways. As the health risk abated and the economy reopened, labor demand surged as businesses attempted to re-hire workers, but many workers remained on the sidelines. By late 2021, the labor force participation rate was still well below its pre-pandemic level. Vacancies rose to record levels, while, at the same time, quits, as shown in figure 7, surged as workers sought out new job opportunities, leading some to refer to the post-pandemic recovery as the “Great Resignation.” Consequently, as shown in figure 8, the gap between available jobs, the solid black line, and available workers, the dashed red line, which had been just over 1 million positions in late 2019, widened to over 6 million, the equivalent of two job openings for every unemployed worker. This was an exceptionally tight labor market, far exceeding any in recent history, including the labor market before the pandemic.
    The strong post-pandemic aggregate economy reversed the disparities between groups that initially widened in 2020. The aggregate unemployment rate fell to 3.4 percent in April 2023, its lowest since 1969. That same month, the unemployment rate for African Americans fell to 4.8 percent, the lowest level on record and 1/2 percentage point below the previous record set in 2019, as shown in figure 9 by the red solid line, which is the difference between the unemployment rate for African Americans and its own average in the year 2019.
    Although labor force participation was initially slower to recover, the labor force participation rate among prime-age women climbed to its highest level ever in 2023, well above even pre-pandemic levels, as shown in figure 10 by the red dashed line, which is the difference between the labor force participation rate for women and its own average in the year 2019.
    The tight labor market also led to a surge in nominal wage growth, especially for workers lower in the earnings distribution. In fact, as shown in figure 11, wage growth for low-wage workers, the solid red line, was strong enough, with a peak wage growth close to 7.5 percent in 2022, to drive a meaningful compression in the aggregate wage distribution (not shown). Economic research suggests that the pandemic recovery reversed around one-third of the increase in the aggregate ratio of the 90th percentile to the 10th percentile wage inequality since the 1980s.6 These gains at the bottom of the income distribution also were reflected in the experience of different demographic groups, as shown in figure 12, with stronger wage growth for nonwhite workers, the dashed red line, relative to white workers, the solid black line, and, unlike even the pre-pandemic expansion, for workers with a high school education or less relative to those with a bachelor’s degree or more.
    Unlike the noninflationary pre-pandemic expansion, however, these nominal wage gains coincided with rising prices, reducing many workers’ actual purchasing power. Real wage growth deflated by the personal consumption expenditures price index, which adjusts for the effect of inflation on workers’ purchasing power, was negative for many workers in 2022, despite strong aggregate employment growth. Further, the costs of inflation also vary across groups, and there is evidence that rising prices may hurt lower-income populations more.7 This underscores the connection between the two components of the Federal Reserve’s dual mandate to promote both maximum employment and stable prices, since the benefits of strong labor markets are eroded when accompanied by an unwelcome rise in inflation.
    The Current Labor Market SituationLet me turn now to the labor market situation more recently. As the economy has recovered from the pandemic, the labor market has come into better balance. By mid-2024, the gap between available jobs and available workers—I’ll show that figure again here—had essentially returned to where it was in 2019, reflecting both a decline in vacancies and improvements in labor supply. Various indicators pointed to a labor market that was still tight, but no longer overheating.
    Currently, the labor market remains solid, on balance, and inflation continues a bumpy descent toward the FOMC’s 2 percent objective. Layoff activity and initial claims for unemployment insurance, shown in figure 13, remain low by historical standards even as job openings have moved down to more normal levels. The unemployment rate appears to have leveled off close to what the median FOMC participant currently sees as its long-run sustainable level of 4.2 percent.8 While employment gaps between certain demographic groups have widened a touch since 2022, they remain historically narrow. Further, a welcome development as inflation has moderated is that real wage growth has picked up even as nominal wage growth has slowed. Though wages are now growing similarly across demographic groups, the narrowing of the wage gap across demographic groups realized in 2021 and 2022 persists.
    How Do Strong Labor Markets Facilitate Broad-Based Prosperity?Looking back at long, noninflationary episodes like the pre-pandemic expansion raises the question of why strong labor markets have been especially beneficial for certain demographic groups. Although the literature has not reached a definite conclusion to this question, researchers have pointed to several economic mechanisms that may help explain these patterns.
    In 1973, the economist Arthur Okun argued that “high-pressure” labor markets—such as those in 2019 and during the pandemic recovery—allowed workers to move up the job ladder, creating new opportunities for individuals on the margins of the labor market.9,10 Further, he argued that when job openings are difficult to fill, employers relax hiring standards, creating new opportunities for individuals who otherwise might struggle to find employment. Consistent with this argument, economic research shows that as the labor market strengthened from 2010 to 2014, employers reduced education and experience requirements in online job postings.11 Economic research also highlights the role of more productive job-worker matches as tight labor markets facilitate a re-allocation of labor to better and more productive jobs.12 On the participation side, the labor force participation rate tends to respond to business cycles with a significantly longer lag than the unemployment rate, for instance, due to the stickiness of decisions related to caregiving or educational responsibilities. This suggests that long expansions are especially important for drawing non-participants back into the labor market.13
    Of course, each business cycle is different, making it difficult to draw general conclusions from past episodes. The pandemic recovery, for example, led to a rise in retirements, far more than what would have been expected given population aging.14 On the downside, this contributed to the significant shortage of workers as the economy was reopening. On the upside, it may have created more opportunities for younger workers to move up the job ladder than is typical during a normal expansion, making Okun’s argument especially relevant. The COVID-19 pandemic also was a remarkable reallocation shock, and elevated quits and job switching may have improved the quality of matches between businesses and workers more than usual, potentially contributing to strong productivity growth and wage gains.
    Perhaps paradoxically, excessively tight labor markets may not be beneficial to lower-wage workers in the long run. Some economists argue that hiring difficulties may lead firms to adopt technologies that substitute, rather than complement, workers, ultimately reducing labor demand.15 Similarly, an overheating labor market may lead some workers to prioritize short-term gains over longer-term career stability. Empirical evidence, for example, suggests that during economic expansions some young people choose to take an unstable job that is likely to disappear in the next recession, rather than invest in training opportunities.16
    Are the Benefits of Long Expansions Lasting?Another key question for policymakers is whether the benefits of long expansions can be sustained, given that the same groups who benefit disproportionately from strong labor markets also fare worse in recessions. Again, the literature, while not conclusive, offers some reasons for cautious optimism. There is some empirical evidence that suggests that the benefits of tight labor markets are somewhat persistent, at least for African Americans and women.17 The fact that labor market disparities that worsened during the pandemic returned to their pre-pandemic levels so quickly following the pandemic may be another reason to be hopeful.
    ConclusionLet me conclude by offering an answer to my title question. The weight of the historical evidence I discussed today suggests that broadly shared economic prosperity is more likely when the economy grows over time with low unemployment and stable prices. While the early part of the current expansion was inflationary, the intent of monetary policy actions over the past few years has been to return us to a prolonged period where prices are stable and the labor market remains solid. The historical experience of the U.S. labor market suggests that long, noninflationary expansions are associated with narrower gaps in employment and earnings, with minority groups and less-educated workers benefiting disproportionately from sustained periods of strong economic growth. Such benefits can help make up for the disproportionate losses experienced by the same groups during economic downturns and, in some cases, may even lead to lasting gains.
    Finally, let me return to where I started, the Federal Reserve’s dual mandate: maximum employment and stable prices. The historical evidence that I have reviewed tonight suggests that shared prosperity is a byproduct of sustained accomplishment of our mission.

    Cotton, Kaine Reintroduce Bill to Study Effects of Cellphones in Schools

    Washington, D.C. — Senators Tom Cotton (R-Arkansas) and Tim Kaine (D-Virginia) today reintroduced the Focus on Learning Act, legislation that would require the Surgeon General to complete a study on the effects of cellphone use in K-12 classrooms on students’ mental health and academic performance. The bill is cosponsored by Senators Katie Britt (R-Alabama) and Mark Kelly (D-Arizona). Companion legislation is being led in the House by Congressman Bruce Westerman (Arkansas-4).

    “Widespread use of cell phones in schools are at best a distraction for young Americans; at worst, they expose schoolchildren to content that is harmful and addictive. Our legislation will make schools remain centers of learning,” said Senator Cotton.

    “We need to do more to ensure students can excel in the classroom, and part of this means digging into how cellphone use in schools is impacting students’ mental health and their ability to learn and form relationships with their peers. I’m glad to join my colleagues in introducing this bipartisan legislation to provide us with more information on cellphone use, so schools and parents can make the best decisions to set kids up for success. I’m also glad that our work on this issue has already generated interest at the state and local level around the nation,” said Senator Kaine, who serves on the Senate Health, Education Labor and Pensions Committee.

    Background:

    • The study would include insights from a pilot program, also established by the legislation, to provide schools with secure containers for students to store phones during school hours.
    • The bill authorizes $5 million annually for the next five years for the pilot program.
    • The pilot program will allow exceptions for students with health conditions, disabilities, and non-English speakers.
    • Schools participating in the pilot program will have a communication system in place that allows teachers, administrators, and staff to communicate with local emergency responders.

  • MIL-OSI USA: Boozman Welcomes Arkansas Farmers at Senate Ag Committee Hearing

    WASHINGTON – U.S. Senate Committee on Agriculture, Nutrition, and Forestry Chairman John Boozman (R-AR) welcomed Arkansas farmers to share their perspectives on the agricultural economy during a Senate hearing examining the challenges facing rural communities

    Marianna farmer Nathan Reed and Newport farmer Jennifer James detailed the difficulties they are experiencing in the industry.

    “The last couple years have been the most difficult of my life. Despite record yields, my operation has endured steep losses due to a sharp increase in input costs and low commodity prices,” Reed told committee members. 

    Reed and his wife along with their four children grow cotton, rice, corn and soybeans. He currently serves on the Board of Directors for the National Cotton Council and is an executive officer of the Arkansas Ag Council as well as a member of the Arkansas Plant Board.

    He expressed appreciation for the natural disaster and market assistance funds provided by Congress late last year but called for an improved farm bill to prevent farms from failing throughout rural America.

    James grows rice, corn and soybeans with her husband, father and son. She is an active member of USA Rice in addition to serving on the Farmers Board of Directors and the Farm Policy Task Force. Her many accolades include the 2019 USA Rice Farmer of the Year, the first-ever woman elected to serve on the Riceland Board of Directors, and 2023-24 Outstanding Alumna at the University of Arkansas Dale Bumpers College of Agricultural, Food and Life Sciences.

    “Last year, I completed my 30th full-time crop. I can say without a doubt that it was the most difficult year financially that we have endured so far. This year, I’m even more worried about what is to come. Just last week, my husband, dad, son and I sat down to have one of the hardest business conversations we’ve ever had to have – is it worth it? What scares me is I know we’re one farm family of thousands having these same conversations,” James said in her testimony.

    James called on Congress to pass a new, stronger farm bill to help improve the financial outlook for agricultural producers.

    In December, Boozman led Senate efforts to secure market assistance for the agriculture community and remains committed to delivering the certainty and predictability farmers, ranchers and producers need in an updated farm bill.

    “My highest priority for the next farm bill is to improve the farm safety net, whereby every farmer in every region of the country will have access to modernized risk management tools regardless of the commodity they grow. If we fail to modernize the safety net, agriculture will see further consolidation as farm families leave the business, and the ripple effects to our country will be profound,” Boozman said in his opening statement.

  • MIL-OSI China: US withdraws from UN Human Rights Council

    U.S. President Donald Trump on Tuesday signed an executive order withdrawing the United States from the UN Human Rights Council (UNHRC).

    The executive order also stops funding for the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), and requires the U.S. State Department to reevaluate the UN Educational, Science and Cultural Organization (UNESCO).

    Trump made his announcement on the same day he met with Israeli Prime Minister Benjamin Netanyahu, whose country has consistently criticized both the human rights body and UNRWA for alleged bias against Israel.

    During Trump’s first term, the United States withdrew from the UNHRC in June 2018. In February 2021, then Secretary of State Antony Blinken said in a statement that the Joe Biden administration would reengage with the council as an observer.

    Since 1950, UNRWA has been assisting Palestinian refugees in Jordan, Lebanon, Syria, the Gaza Strip and the West Bank, including East Jerusalem.

  • MIL-OSI Australia: Second Reading – Universities Accord (National Higher Education Code to Prevent and Respond to Gender-Based Violence) Bill 2025

    This week the new National Student Ombudsman opened its doors.

    It has the powers of a Royal Commission to investigate complaints made against a university.

    This is a national first.

    And it has been a long time coming.

    Too long.

    For too long students have been let down by their universities and inaction by previous Governments.

    Advocates have been ignored and they shouldn’t have been.

    The evidence is overwhelming.

    One in twenty university students report being sexually assaulted on campus.

    One in six report being sexually harassed.

    And one in two report that they felt they weren’t being heard when they made a complaint.

    That’s why I acted.

    That’s why this Government has acted.

    Introducing legislation last year to create the first National Student Ombudsman.

    But this is just the first step.

    These bills that I introduce today are the next steps.

    They provide for the establishment and enforcement of a National Higher Education Code to Prevent and Respond to Gender-based Violence.

    The Code will be made by the Minister as a legislative instrument and it will set out best practice requirements that all higher education providers will be required to meet.

    It will hold all higher education providers to consistently high standards to proactively prevent and respond to gender-based violence.    

    These standards will be backed by monitoring and enforcement to ensure that we build a culture of compliance in this critical area.

    Under the Code, higher education providers will be required to take evidence-based steps to prevent gender-based violence on their campuses. 

    This includes requiring that Vice-Chancellors and CEOs to make a whole-of-organisation plan, and report to their Governing Bodies every six months on the actions they are taking to implement it. 

    They will be required to provide evidence-based prevention education and training to staff and students and consider any history of gender-based violence in the recruitment and promotion of staff. 

    They will be required to consult with students, staff and people with lived experience, and their approach must be informed by evidence of what works. 

    The Code will also ensure that when the worst happens, students and staff have access to the best response possible. 

    A response that’s trauma informed and puts people first. 

    A response that ensures people are heard, have agency in what happens next, have access to the support that they need and are supported by their institution to achieve their educational outcomes.

    Providers will be required to train staff and student leaders on how best to respond to disclosures. 

    And non-disclosure agreements will be prohibited, unless requested by a victim-survivor.  

    Providers will also be required to report de-identified data and measure the changes that their policies are securing, informing compliance, ensuring accountability and contributing to the national evidence base to help us build an understanding of what works best. 

    The Code will also include an enforceable requirement that providers implement the recommendations of the National Student Ombudsman.

    This gives the findings and recommendations of the Ombudsman real teeth and will make sure that they are put in place to improve our universities and other providers.

    University is not just a place where people learn. For many students, it’s where they live.

    That’s why the Code will also have specific requirements to help ensure that student accommodation is safe for students.

    The Code will require that following a disclosure or formal report, measures are immediately put in place to prioritise residents’ safety and arrange urgent support services. 

    And for accommodation which is affiliated with a university but not controlled by it, the university will be required to seek that accommodation provider’s agreement to meet the requirements of the Code or lose the benefits of their affiliation with the university.

    And universities will have an obligation to investigate formal reports of gender-based violence even where they occur at student accommodation which is operated by a third party.

    If you want to know why that’s important, you just have to look at the accounts of sexual assault and mistreatment at university colleges and other on-campus accommodation.

    Universities will not have the option of saying “a disclosure of gender-based violence is a matter for a private college”. Where the discloser or respondent is a student or staff member of the university, the Code will require that the university take action, including to provide trauma-informed support and to investigate where necessary. 

    The Code has been the subject of broad consultation over the past eight months, including with victim-survivor advocates, students, the higher education sector, gender-based violence experts, states and territories and relevant Australian Government agencies. 

    Detailed consultation has taken place through an Expert Reference Group comprising 19 leaders from higher education, gender-based violence and the student accommodation sectors and victim-survivor advocates.

    I table a copy of the draft Code for the information of colleagues.

    The Code contains critically important standards and requirements which all higher education providers must follow.

    That’s why these bills also establish a new regulatory framework with robust compliance monitoring backed by strong enforcement powers.

    To monitor and enforce the Code, a new specialist gender-based violence unit will be established within the Department of Education.

    The unit will provide guidance, education and advice to support universities and other providers in understanding their legal obligations under the Code.

    The unit will also be able to exercise a significant range of powers to monitor, investigate and respond to non-compliance with the Code and the measures in this Bill.

    These powers include issuing requests for information, compliance notices, infringement notices, and powers to require enforceable undertakings and to seek civil penalties and injunctions through a court.

    As I mentioned earlier, Vice Chancellors and CEOs will be directly accountable for the compliance of their university with the Code, including requirements that they report every six months to their governing body.

    The bills provide for significant civil penalties where a provider fails to comply with the National Code or a compliance notice from the Secretary, or fails to keep records or meet their reporting obligations.

    Compliance with the National Code will also become a quality and accountability requirement for providers under the Higher Education Support Act 2003.

    Transparency is important here too.

    That’s why the bill provides for annual reporting on the gender-based violence unit’s operations and performance which will be tabled in both Houses of Parliament.

    The introduction of the Code is part of the Action Plan Addressing Gender-Based Violence in Higher Education, agreed to by all Education Ministers in February last year.

    That Action Plan was recommended by a working group of Commonwealth, State and Territory Governments which my Department convened as part of our response to the Australian Universities Accord Interim Report.

    The Universities Accord Interim Report underlined the importance of moving immediately to address sexual assault and sexual harassment in our universities. 

    That’s what I have done.

    The Student Ombudsman is now up and running.

    And these Bills are the next steps.

    I want to thank everyone who has been involved in bringing them to the Parliament today.

    From the Universities Accord Panel, to the Working Group, Expert Reference Group and Education Ministers across the country. To my colleagues and our respective Departments and offices who worked together to make today possible.

    And most importantly to the advocates and the victim-survivors who have fought for this for so long.

    End Rape on Campus was founded in 2016 by Sharna Bremner; she ran it with a small group of committed volunteers.

    Working for free.

    Working to make the lives of students safer.

    Incredibly important work.

    When this Parliament passed legislation last year to set up the National Student Ombudsman, they put out this statement:

                “End Rape on Campus Australia has now permanently closed… Almost 9 years to the day since our founding, we’ve done the thing that organisations like ours should be aiming to do – we’ve advocated ourselves out of business. We’re incredibly thankful to everyone who has supported us over the years.

    End Rape on Campus didn’t close because the work to rid our campuses of sexual assault and harassment is complete. It is not.

    It was because Government was finally listening – and we were bringing together the resources needed to make a real difference.

    That’s what the National Student Ombudsman is.

    And that’s what these bills and the draft National Code are.

  • MIL-OSI USA: Trump Administration Supports Idaho’s Laws, Reverses Title IX Gender Identity Rule, Protects Women’s Sports

    [BOISE] – Following two years of legal defenses of Idaho’s statutes led by Attorney General Raúl Labrador, President Trump’s Department of Education reversed the Biden-era rule re-defining sex discrimination to include “gender identity.”  The Department will now be enforcing the previous 2020 guidelines for Title IX, which protects opportunities for girls and women across K-12, colleges, and universities.
    This move from the Trump Administration reinforces a November court ruling from the United States Court for the Eastern District of Kentucky striking down the 2024 Biden Administration’s re-write of Title IX as “unlawful,” after Republican attorneys general across the country filed multiple suits challenging the rule.  In addition to giving biological males access to women’s bathrooms and locker rooms, the 2024 Title IX re-write also included a mandated use of preferred pronouns which the attorneys general held as a clear violation of free speech.
    President Trump also signed an Executive Order on Wednesday afternoon that bans males from playing on sports teams that do not match their biological sex.  The Order is titled “Keeping Men Out of Women’s Sports.”  This Order is preceded by Idaho’s 2020 HB500, the first-in-the-nation law that banned men from playing in women’s sports. Labrador is also defending a challenge to this law in Hecox v. Little. 
    “This is a fundamental rejection of the radical agenda that had been pushed onto communities and schools across our country,” said Attorney General Labrador. “We fought back against the Biden-Harris Administration’s illegal and unconscionable re-write of Title IX and we fought for the safety of our female student athletes.  These are huge wins for the safety of Idaho girls, students’ privacy and free speech, and women’s sports across our country.”
    The decision from the Department of Education’s Office of Civil Rights follows an Executive Order from President Trump on January 20th which ordered all agencies and departments within the Executive Branch to “enforce all sex-protective laws to promote [the] reality” that there are “two sexes, male and female,” and “these sexes are not changeable and are grounded in fundamental and incontrovertible reality.”

  • MIL-Evening Report: What’s the difference between climate and weather models? It all comes down to chaos

    Weather forecasts help you decide whether to go for a picnic, hang out your washing or ride your bike to work. They also provide warnings for extreme events, and predictions to optimise our power grid.

    To achieve this, services such as the Australian Bureau of Meteorology use complex mathematical representations of Earth and its atmosphere – weather and climate models.

    The same software is also used by scientists to predict our future climate in the coming decades or even centuries. These predictions allow us to plan for, or avoid, the impacts of future climate change.

    Weather and climate models are highly complex. The Australian Community Climate and Earth System Simulator, for example, is comprised of millions of lines of computer code.

    Without climate and weather models we would be flying blind, both for short-term weather events and for our long-term future. But how do they work – and how are they different?

    The same physical principles

    Weather is the short-term behaviour of the atmosphere – the temperature on a given day, the wind, whether it’s raining and how much. Climate is about long-term statistics of weather events – the typical temperature in summer, or how often thunderstorms or floods happen each decade.

    The reason we can use the same modelling tools for both weather and climate is because they are both based on the same physical principles.

    These models compile a range of factors – the Sun’s radiation, air and water flow, land surface, clouds – into mathematical equations. These equations are solved on a bunch of tiny three-dimensional grid boxes and pieced together to predict the future state.

    These boxes are sort of like pixels that come together to make the big picture.

    These solutions are calculated on a computer – where using more grid boxes (finer resolution) gives better answers, but takes more computing resources. This is why the best predictions need a supercomputer, such as the National Computational Infrastructure’s Gadi, located in Canberra.

    Because weather and climate are governed by the same physical processes, we can use the same software to predict the behaviour of both.

    But there most of the similarities end.

    Climate and weather models are made up of thousands of 3-dimensional grid cells which are represented by mathematical equations that describe physical processes.

    The starting point

    The main differences between weather and climate come down to a single concept: “initialisation”, or the starting point of a model.

    In many cases, the simplest prediction for tomorrow’s weather is the “persistence” forecast: tomorrow’s weather will be similar to today. It means that, irrespective of how good your model is, if you start from the wrong conditions for today, you have no hope of predicting tomorrow.

    Persistence forecasts are often quite good for temperature, but they’re less effective for other aspects of weather such as rainfall or wind. Since these are often the most important aspects of weather to predict, meteorologists need more sophisticated methods.

    So, weather models use complex mathematics to create models that include weather information (from yesterday and today) and then make a good prediction of tomorrow. These predictions are a big improvement on persistence forecasts, but they won’t be perfect.

    In addition, the further ahead you try to predict, the more information you forget about the initial state and the worse your forecast performs. So you need to regularly update and rerun (or, to use modelling parlance, “initialise”) the model to get the best prediction.

    Weather services today can reliably predict three to seven days ahead, depending on the region, the season and the type of weather systems involved.

    Chaos reigns

    If we can only accurately predict weather systems about a week ahead before chaos takes over, climate models have no hope of predicting a specific storm next century.

    Instead, climate models use a completely different philosophy. They aim to produce the right type and frequency of weather events, but not a specific forecast of the actual weather.

    The cumulative effect of these weather events produces the climate state. This includes factors such as the average temperature and the likelihood of extreme weather events.

    So, a climate model doesn’t give us an answer based on weather information from yesterday or today – it is run for centuries to produce its own equilibrium for a simulated Earth.

    Because it is run for so long, a climate (also known as Earth system) model will need to account for additional, longer-term processes not factored into weather models, such as ocean circulation, the cryosphere (the frozen portions of the planet), the natural carbon cycle and carbon emissions from human activities.

    The additional complexity of these extra processes, combined with the need for century-long simulations, means these models use a lot of computing power. Constraints on computing means that we often include fewer grid boxes (that is, lower resolution) in climate models than weather models.

    A machine learning revolution?

    Is there a faster way?

    Enormous strides have been made in the past couple of years to predict the weather with machine learning. In fact, machine learning-based models can now outperform physics-based models.

    But these models need to be trained. And right now, we have insufficient weather observations to train them. This means their training still needs to be supplemented by the output of traditional models.

    And despite some encouraging recent attempts, it’s not clear that machine learning models will be able to simulate future climate change. The reason again comes down to training – in particular, global warming will shift the climate system to a different state for which we have no observational data whatsoever to train or verify a predictive machine learning model.

    Now more than ever, climate and weather models are crucial digital infrastructure. They are powerful tools for decision makers, as well as research scientists. They provide essential support for agriculture, resource management and disaster response, so understanding how they work is vital.

  • MIL-OSI Australia: Legislation to establish National Code to prevent and respond to sexual violence in Higher Education

    The Albanese Labor Government has today introduced legislation to establish a mandatory National Higher Education Code to Prevent and Respond to Gender-based Violence.

    Not enough has been done to address sexual assault and sexual harassment in our universities, and for too long, students haven’t been heard.

    The 2021 National Student Safety Survey shows one in 20 students have been sexually assaulted since they started university and one in six have been sexually harassed. One in two have felt like they weren’t heard when they made a complaint.

    That’s why the Albanese Labor Government is taking action.

    We have established the National Student Ombudsman which has started its work to hear from students, investigate complaints and resolve disputes with universities.

    Now we take the next step, by establishing this National Code to strengthen the work of the Ombudsman.

    For the first time, the National Code will set standards and requirements that all higher education providers must meet to make students and staff safer, including in student accommodation.

    The National Code will introduce accountability at the highest level, drive cultural change, and make sure staff are adequately trained to support victim-survivors.

    Under the National Code, universities must comply with the recommendations of the Student Ombudsman.

    Universities’ compliance with the obligations in the Code will be monitored and enforced through a range of compliance powers, with serious penalties for non-compliance.

    The National Code has been developed in consultation with victim-survivor advocates, students, the higher education sector, gender-based violence experts, states and territories and relevant Australian Government agencies.

    Addressing sexual assault and sexual harassment in universities was one of five priority actions from the Australian Universities Accord Interim Report.

    The National Code and Student Ombudsman are key measures of the Action Plan Addressing Gender-based Violence in Higher Education, agreed by Education Ministers in February 2024.

    The Action Plan will contribute to the work to end gender-based violence in one generation as outlined in the National Plan to End Violence against Women and Children 2022–2032.

    More than ten thousand students across New South Wales are returning to new and improved schools for day one, term one today as the Minns Labor Government continues work to ensure public schools are quality places to teach and learn.

    Five permanent and two temporary schools will today welcome students for the very first time, at the same time as students return to substantially upgraded facilities at 11 other schools across the state.

    These new schools and upgrades mean more than 400 new classrooms, 20 sports facilities, seven halls, eight libraries and nine canteens will be put to use for the first time today.

    This is part of the Minns Labor Government’s record $8.9 billion investment to deliver new and upgraded schools across the state, including $3.6 billion for Western Sydney and $1.4 billion for regional communities.

    Three of these new public schools, Box Hill High School, Melonba Public School and Gledswood Hills High school have been stood up early, delivering desperately needed local schools which were promised but never delivered by the former Liberal National Government. 

    Students at Melonba High School will transition to their new permanent facilities today after initially opening in fast-tracked temporary buildings in Term 1, 2024.

    In the South West, brand new Gledswood Hills High School is also opening ahead of schedule today in temporary facilities while the permanent school, due to open in 2027, is built.

    Families in Sydney’s densest suburb will finally also have a local high school for their children with the opening of Wentworth Point High School today.

    In the staze’s south, Jindabyne Education Campus is opening with a new state-of-the-art high school and primary school, future-proofing education opportunities for the growing regional community.

    Other students will be starting 2025 alongside a new set of peers, with Randwick Boys and Randwick Girls High School coming together for the first time as Randwick High School; while the Hurstville and Penshurst campuses of Georges River College also begin the year as co-educational schools.

    The campuses have received facilities upgrades to enable the transition to co-education from Thursday, with further works in the pipeline.

  • MIL-OSI USA News: Keeping Men Out of Women’s Sports

    By the authority vested in me as President by the Constitution and the laws of the United States of America, and to protect opportunities for women and girls to compete in safe and fair sports, it is hereby ordered:

    Section 1.  Policy and Purpose.  In recent years, many educational institutions and athletic associations have allowed men to compete in women’s sports.  This is demeaning, unfair, and dangerous to women and girls, and denies women and girls the equal opportunity to participate and excel in competitive sports.

    Moreover, under Title IX of the Education Amendments Act of 1972 (Title IX), educational institutions receiving Federal funds cannot deny women an equal opportunity to participate in sports.  As some Federal courts have recognized, “ignoring fundamental biological truths between the two sexes deprives women and girls of meaningful access to educational facilities.”  Tennessee v. Cardona, 24-cv-00072 at 73 (E.D. Ky. 2024). See also Kansas v. U.S. Dept. of Education, 24-cv-04041 at 23 (D. Kan. 2024) (highlighting “Congress’ goals of protecting biological women in education”). 

    Therefore, it is the policy of the United States to rescind all funds from educational programs that deprive women and girls of fair athletic opportunities, which results in the endangerment, humiliation, and silencing of women and girls and deprives them of privacy.  It shall also be the policy of the United States to oppose male competitive participation in women’s sports more broadly, as a matter of safety, fairness, dignity, and truth.

    Sec. 2.  Definitions.  The definitions in Executive Order 14168 of January 20, 2025 (Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government), shall apply to this order.

    Sec.3.  Preserving Women’s Sports in Education.  (a)  In furtherance of the purposes of Title IX, the Secretary of Education shall promptly:

    (i)    in coordination with the Attorney General, continue to comply with the vacatur of the rule entitled “Nondiscrimination on the Basis of Sex in Education Programs or Activities Receiving Federal Financial Assistance” of April 29, 2024, 89 FR 33474, see Tennessee v. Cardona, 24-cv-00072 at 13-15 (E.D. Ky. 2025), and take other appropriate action to ensure this regulation does not have effect;

    (ii)   take all appropriate action to affirmatively protect all-female athletic opportunities and all-female locker rooms and thereby provide the equal opportunity guaranteed by Title IX of the Education Amendments Act of 1972, including enforcement actions described in subsection (iii); to bring regulations and policy guidance into line with the Congress’ existing demand for “equal athletic opportunity for members of both sexes” by clearly specifying and clarifying that women’s sports are reserved for women; and the resolution of pending litigation consistent with this policy; and

    (iii)  prioritize Title IX enforcement actions against educational institutions (including athletic associations composed of or governed by such institutions) that deny female students an equal opportunity to participate in sports and athletic events by requiring them, in the women’s category, to compete with or against or to appear unclothed before males.

    (b)  All executive departments and agencies (agencies) shall review grants to educational programs and, where appropriate, rescind funding to programs that fail to comply with the policy established in this order.

    (c)  The Department of Justice shall provide all necessary resources, in accordance with law, to relevant agencies to ensure expeditious enforcement of the policy established in this order. 

    Sec. 4.  Preserving Fairness and Safety in Women’s Sports.  Many sport-specific governing bodies have no official position or requirements regarding trans-identifying athletes.  Others allow men to compete in women’s categories if these men reduce the testosterone in their bodies below certain levels or provide documentation of “sincerely held” gender identity.  These policies are unfair to female athletes and do not protect female safety.  To address these concerns, it is hereby ordered:

    (a)  The Assistant to the President for Domestic Policy shall, within 60 days of the date of this order:

    (i)   convene representatives of major athletic organizations and governing bodies, and female athletes harmed by such policies, to promote policies that are fair and safe, in the best interests of female athletes, and consistent with the requirements of Title IX, as applicable; and

    (ii)  convene State Attorneys General to identify best practices in defining and enforcing equal opportunities for women to participate in sports and educate them about stories of women and girls who have been harmed by male participation in women’s sports.

    (b)  The Secretary of State, including through the Bureau of Educational and Cultural Affairs’ Sports Diplomacy Division and the Representative of the United States of America to the United Nations, shall:

    (i)   rescind support for and participation in people-to-people sports exchanges or other sports programs within which the relevant female sports category is based on identity and not sex; and

    (ii)  promote, including at the United Nations, international rules and norms governing sports competition to protect a sex-based female sports category, and, at the discretion of the Secretary of State, convene international athletic organizations and governing bodies, and female athletes harmed by policies that allow male participation in women’s sports, to promote sporting policies that are fair, safe, and in furtherance of the best interests of female athletes.

    (c)  The Secretary of State and the Secretary of Homeland Security shall review and adjust, as needed, policies permitting admission to the United States of males seeking to participate in women’s sports, and shall issue guidance with an objective of preventing such entry to the extent permitted by law, including pursuant to section 212(a)(6)(C)(i) of the Immigration and Nationality Act (8 U.S.C. 1182(a)(6)(C)(i)).

    (d)  The Secretary of State shall use all appropriate and available measures to see that the International Olympic Committee amends the standards governing Olympic sporting events to promote fairness, safety, and the best interests of female athletes by ensuring that eligibility for participation in women’s sporting events is determined according to sex and not gender identity or testosterone reduction.

    Sec. 5.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

    (i)   the authority granted by law to an executive department or agency, or the head thereof; or

    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

    (d)  If any provision of this order, or the application of any provision to any person or circumstance, is held to be invalid, the remainder of this order and the application of its provisions to any other persons or circumstances shall not be affected thereby.

  • MIL-OSI Australia: Interest rate cuts, lower inflation, trade shifts – will Australia’s economy find its stride in 2025?

    Australian households and businesses should benefit from lower interest rates and improved market conditions, in what a University of South Australia economist predicts will be a year of recovery for the country.

    UniSA’s Credit Union SA Chair of Economics Dr Susan Stone says global economic growth is expected to improve in 2025, with G20 economies averaging growth rates of 3.35%. India and Indonesia are stand out markets and will benefit Australia as they are both major export markets.

    Dr Stone says inflation is also expected to further recede, with central banks having reached their monetary policy targets in nearly half of the world’s advanced economies (US, UK, Canada, Japan etc) and close to 60% for emerging market economies (India, Brazil, South Africa etc).

    “Inflation is coming down in Australia and rate cuts are expected in the first half of the year, with many economists predicting one at the February meeting. However, there are still lingering concerns about Commonwealth payments affecting the CPI (consumer price index) numbers, with rents still growing strongly, services inflation running over 4%, a continued tight housing market and low unemployment,” she says,

    “All of this implies that spare capacity is limited in the economy and that any increase in demand accompanied by lowering interest rates could rekindle inflation.”

    Dr Stone, a former OECD and United Nations economist, says the labour market picture is more nuanced, with growth in full-time employment post-COVID-19 slightly ahead of part-time work, but this varies significantly by sector. The strongest employment increases have been in electricity, gas and water (EGW) and construction nationally.

    “EGW has more than doubled its employment growth since COVID (compared to the 10-year average) but it has come mainly through part-time work – 11% growth versus 3% growth in full-time jobs,” Dr Stone says. “The construction and health sectors were the next highest at 1.6% and 1.5% growth respectively. Both experienced stronger growth in full time workers than part-time.

    “Professional, scientific and technical services employment has actually grown at a slower rate in Australia since COVID with the average annual rate of 0.8% versus the average rate of 0.9% since 2014. However, manufacturing, while small, shows much stronger employment gains since COVID then in the 10-year period overall. In this sector, part-time employment has actually fallen while full-time has increased.

    “We see the construction sector really bouncing back from pre-COVID averages, with full-time job growth (at 1.7%) more than twice the rate as prior to COVID (0.7%) while part-time job growth remained the same (1%). Thus, tight conditions in the construction industry job market are likely to continue into 2025.”

    As inflation comes down and real wages rise, some recovery in household finances can be expected which should increase household spending. A key to growth in Australia’s economy for 2025 and beyond is business investment, Dr Stone says.

    “We saw volume measures of retail spending finish the year up, especially for household goods, which means people aren’t just spending more because of price increases. As the price index (CPI) continues to fall faster than the wage index (WPI), along with the expected cut in interest rates, household budgets should recover in 2025,” she says.

    Following Donald Trump’s official inauguration as the United States’ 47th president, like many countries, Australia is adapting to his return and promise of new tariffs on Canada, Mexico and China.

    Dr Stone says Australians may be affected by the additional trade barriers as even though the US accounts for only 5% of Australian exports, it still ranks as Australia’s fifth-largest export market.

    “We export a relatively small number of commodities to the US but it’s still an important customer for our advanced manufacturing sector. The US imports many of our high technology products such as hi-tech engines, aircraft and space parts and machine tools,” she says.

    “The US is also our second largest services export market, making up more than 10% of our total services trade. Service inputs are things like software, engineering or transport services that help produce international goods such as toys, laptops and refrigerators.”

    Dr Stone says overall, 2025 should be a year of recovery with Australian households and business benefitting from lower interest rates and improved market conditions.

    “Overseas markets are likely to remain rocky, but a weak dollar will help exports. Structural challenges in the housing market, innovation and business investment will need to be addressed to ensure sustained growth,” she adds.

  • MIL-OSI USA News: Fact Sheet: President Donald J. Trump Protects Safety, Fairness, and Dignity in Women’s Sports

    ENDING U.S. SUPPORT FOR RADICAL ANTI-AMERICAN UN ORGANIZATIONS: Today, President Donald J. Trump signed an Executive Order withdrawing the United States from the UN Human Rights Council (UNHRC) and prohibiting any future funding for the UN Relief and Works Agency for the Near East (UNRWA).

    • The Executive Order also requires the Secretary of State to review and report to the President on which international organizations, conventions, or treaties promote radical or anti-American sentiment.
      • The UN Educational, Science, and Cultural Organization (UNESCO), in particular, will undergo a review under an expedited timeline due to its history of anti-Israel bias.
    • The Executive Order will prohibit the United States from providing any additional funding to UNRWA, which has consistently shown itself to be anti-Semitic and anti-Israel, as evidenced by the number of its staff members who took part in the horrific October 7th terrorist attacks against Israel.
      • UNRWA facilities have repeatedly been used by Hamas and other terrorist groups to store weapons and build tunnels.

    STANDING UP FOR HUMAN RIGHTS: The UN Human Rights Council (UNHRC) has not fulfilled its purpose and continues to be used as a protective body for countries committing horrific human rights violations.

    • The UNHRC has demonstrated consistent bias against Israel, focusing on it unfairly and disproportionately in council proceedings.
    • In 2018, the year President Trump withdrew from the UNHRC in his first administration, the organization passed more resolutions condemning Israel than Syria, Iran, and North Korea combined.

    BUILDING ON PAST SUCCESS: During his first administration, President Trump stopped funding the UN Relief and Works Agency (UNRWA) and withdrew the United States from the UN Human Rights Council (UNHRC) and the UN Educational, Science and Cultural Organization (UNESCO).

    • President Trump in 2017: “The United Nations must reform if it is to be an effective partner in confronting threats to sovereignty, security, and prosperity.”
    • After the U.S. withdrew from UNESCO, the organization took steps to improve its relationship with Israel.
    • President Trump successfully stopped U.S. funding to UNRWA during his first administration. The Biden Administration initially resumed funding until being forced to confront UNRWA’s corruption after the October 7th attacks, and President Trump is once again taking action to stand up for human rights by withdrawing the United States from this corrupt organization for good.

  • MIL-OSI Security: Mehtab Syed Named Special Agent in Charge of the Salt Lake City Field Office

    The Federal Bureau of Investigation has named Mehtab Syed as the special agent in charge of the Salt Lake City Field Office. Ms. Syed most recently served as special agent in charge of Cyber and Counterintelligence Division in the Los Angeles Field Office.

    Ms. Syed entered on duty as an FBI special agent in August 2005. She was assigned to the New York Field Office, where she worked counterterrorism investigations and was a member of the crisis negotiation team and the rapid deployment team. 

    In 2008, Ms. Syed deployed to Islamabad, Pakistan, and served as acting assistant legal attaché. She was responsible for conducting extensive coordination between law enforcement, intelligence, and security services of multiple governments. She then returned to the New York Field Office until 2012.

    Ms. Syed was assigned to an 18-month temporary duty assignment (TDY) at the Counterterrorism Division at FBI Headquarters in 2012. She worked as the program manager for extraterritorial counterterrorism cases in the Pakistan/Afghanistan region. 

    In April 2015, Ms. Syed reported to LEGAT Amman as the assistant legal attaché. Ms. Syed returned to the New York Field Office as a supervisor for the New York Joint Terrorism Task Force (NY JTTF) in 2017. Ms. Syed was promoted to acting assistant special agent in charge of the NY JTTF’s Extraterritorial Branch in 2020.

    In November 2020, Ms. Syed was selected as the assistant special agent in charge of the cyber and counterintelligence branch of the Newark Field Office. In 2022, Ms. Syed was promoted to section chief of China Operations II Branch of the Counterintelligence Division at FBI Headquarters. In April of 2023, Ms. Syed served as special agent in charge of Cyber and Counterintelligence Division in the Los Angeles Field Office

    Prior to her career as a special agent for the FBI, Ms. Syed served at the Bureau as a contract linguist from 2004-2005. She has also worked as a financial analyst at the corporate office of Cosi, a restaurant chain with locations throughout the U.S. Ms. Syed received a bachelor’s degree in finance from Adelphi University in 2001.

    Chief of Naval Operations Adm. Lisa Franchetti hosted Adm. Jirapol Wongwit, Commander-in-Chief of the Royal Thai Navy (RTN) for an official counterpart visit, Feb. 3-5. 

    Jirapol’s trip to Washington D.C. was part of a five-day trip to the United States, that also included stops in Annapolis, Md., and Norfolk, Va., where the delegation visited Navy commands and spoke with Navy leaders and Sailors.

    “The U.S. and Thailand have enjoyed 191 years of friendly and diplomatic relations,” said Franchetti. “Thailand’s support to our Navy-Marine Corps team builds our interoperability and strengthens peace and security throughout the Indo-Pacific.”

    Jirapol began his trip visiting the U.S. Naval Academy, where he met with Superintendent Vice Adm. Yvette Davids and participated in a wreath laying ceremony.

    Franchetti hosted Jirapol for a full-honors welcoming ceremony and an office call, where she discussed the Navigation Plan for America’s Warfighting Navy, highlighting the value of strong cooperation with Allies and partners.

    During their office call, Franchetti and Jirapol discussed the importance of strengthening the RTN, building interoperability and combined participation in exercises such as Cobra Gold and CARAT Thailand (Cooperation Afloat Readiness and Training).  

    While in Washington D.C., Jirapol also conducted an office call with the Commandant of the Marine Corps Gen. Eric Smith, and Commander, U.S. Fleet Cyber Command / U.S. 10th Fleet, Vice Adm. Craig Clapperton.

    “I greatly thank Adm. Lisa Franchetti, Gen. Eric Smith, and all the senior U.S. Navy officials for their honorable welcome with exceptional hospitality,” said Jirapol. “This is the first time in 13 years since RTN leadership has had an office call with the Chief of Naval Operations. During the visiting, we had in-depth exchange of view to understand each other’s strategic standpoint and to enhance common view on maritime domain awareness for future cooperation, as well as to validate our shared interests and challenges in order to narrow the gap between Bangkok and Washington D.C..”

    He added, “Our invaluable relationship has been mindfully preserved to reach 191 years. Our engagement transmits common intent to prolong and strengthen lasting friendship.”

    Jirapol and the RTN representatives traveled to Norfolk to visit with leadership from U.S. Fleet Forces Command, tour USS New Mexico (SSN 779) and Norfolk’s Submarine Learning Facility. 

    Thailand is a major non-NATO ally, one of five U.S. treaty allies in the Indo-Pacific, and a leader within the Association of Southern Asian Nations (ASEAN).

    WASHINGTON – Today, the U.S. Senate Commerce, Science, and Transportation Committee approved the Kids Off Social Media Act. Authored by U.S. Senators Brian Schatz (D-Hawai‘i), a senior member of the Senate Commerce Committee, Ted Cruz (R-Texas), Chair of the Senate Commerce Committee, Chris Murphy (D-Conn.), and Katie Britt (R-Ala.), the bipartisan legislation will keep kids off social media and help protect them from its harmful impacts. To do that, the bill would set a minimum age of 13 to use social media platforms and prevent social media companies from feeding algorithmically-targeted content to users under the age of 17. In addition to Schatz, Cruz, Murphy, and Britt, the Kids Off Social Media Act is cosponsored by U.S. Senators Peter Welch (D-Vt.), Ted Budd (R-N.C.), John Fetterman (D-Pa.), Angus King (I-Maine), Mark Warner (D-Va.), and John Curtis (R-Utah).

    “There is no good reason for a nine-year-old to be on Instagram or Snapchat. The growing evidence is clear: social media is making kids more depressed, more anxious, and more suicidal. Yet tech companies refuse to anything about it because it would hurt their bottom line. This is an urgent health crisis, and Congress must act with the boldness and urgency it demands,” said Senator Schatz. “Protecting kids online is not a partisan issue, and our bipartisan coalition – which includes several parents of kids and teenagers – represents the millions of parents across the country who’ve long been asking for help.”

    Upon the introduction of the Kids Off Social Media Act, Senator Cruz said, “Every parent I know is concerned about the online threats to kids—from predators to videos promoting self-harm, risky behavior, or low self-esteem. Many families have suffered due to Big Tech’s failure to take responsibility for its products. The Kids Off Social Media Act addresses these issues by supporting families in crisis and empowering teachers to better manage their classrooms. I am proud to work with Senator Schatz on this bipartisan legislation to combat the harms social media poses to children, especially in schools. As Chairman of the Commerce Committee, I am confident we can swiftly move this legislation and similar measures through committee and urge Congress to heed the calls of parents everywhere by delivering this bill to President Trump’s desk to help protect America’s youth.”

    Specifically, the Kids Off Social Media Act would:

    • Prohibit social media platforms from allowing children under the age of 13 to create or maintain social media accounts;
    • Prohibit social media companies from pushing targeted content using algorithms to users under the age of 17;
    • Provide the FTC and state attorneys general authority to enforce the provisions of the bill; and
    • Follow existing CIPA framework, with changes, to require schools to work in good faith to limit social media on their federally-funded networks, which many schools already do.

    Parents overwhelmingly support the mission of the Kids Off Social Media Act. A survey conducted by Count on Mothers shows that over 90 percent of mothers agree that there should be a minimum age of 13 for social media. Additionally, 87 percent of mothers agree that social media companies should not be allowed to use personalized recommendation systems to deliver content to children. Pew finds similar levels of concern from parents, reporting that 70 percent or more of parents worry that their teens are being exposed to explicit content or wasting too much time on social media, with two-thirds of parents saying that parenting is harder today compared to 20 years ago—and many of them cited social media as a contributing factor.

    WASHINGTON – Today, U.S. Senator Tommy Tuberville (R-AL) reintroduced the Protection of Women in Olympic and Amateur Sports Act to prohibit any governing body recognized by the U.S. Olympic Committee (USOC) from allowing men to participate in any athletic event intended for females. The bill modifies eligibility requirements for amateur sports governing organizations. Senator Tuberville re-introduced the legislation on National Girls and Women in Sports Day and as part of his continuing fight to protect Title IX and save women’s sports.

    Representative Greg Steube (R-FL-17) introduced the House version of this bill.

    “Men should not be competing in women’s sports at any level,” said Senator Tuberville. “We were all deeply disturbed last summer to see videos of men boxing against women in the Olympics.     BACKGROUND:

    USA Boxing updated their National Rule Book to add a Transgender definition and link to a new Transgender Policy, effective on January 1, 2024. The policy states: “a boxer who transitions from male to female is eligible to compete in the female category” with certain conditions.

    Under the Ted Stevens Olympic and Amateur Sports Act, Congress chartered the U.S. Olympic Committee (USOC) and allowed the organization to recognize governing bodies for individual sports. USA Boxing has been recognized by the USOC as the official governing body for boxing. The Act sets out a variety of requirements that must be followed by these individual governing bodies in order to be certified by USOC.

    In February 2024, Senator Tuberville originally introduced the Protection of Women in Olympic and Amateur Sports Act during the 118th Congress. Representative Greg Steube introduced the House version.

    As a former educator, mentor, and coach for more than 40 years, Senator Tuberville is concerned about the future of girls’ and women’s sports. He began his career coaching high school girls’ basketball shortly after the enactment of Title IX and witnessed the law’s positive impacts firsthand. Senator Tuberville has been a vocal advocate of preserving Title IX and urged Joe Biden’s Department of Education officials to keep the protections in place. 

    In January 2025, Senator Tuberville led 36 Republican colleagues in re-introducing the Protection of Women and Girls in Sports Act of 2025 to preserve Title IX protections for female athletes and ensure fair, safe competition in women’s sports across the country.     United Nations Secretary-General António Guterres announced today the appointment of Bjørg Sandkjær of Norway as Assistant Secretary-General for Policy Coordination in the United Nations Department of Economic and Social Affairs.  She will succeed Maria-Francesca Spatolisano of Italy, to whom the Secretary-General and the Under-Secretary-General for Economic and Social Affairs are grateful for her commitment and dedicated service to the Organization.

    Ms. Sandkjær has over 26 years of experience in policymaking and international development.  She served as Deputy Minister for International Development at the Norwegian Ministry of Foreign Affairs since 2021, having been responsible for the development of Norway’s strategic vision and engagement in international development cooperation issues and played a key role in the negotiations on Norway’s budgetary allocations for official development assistance (ODA) while also leading her country’s engagement in key sustainable development processes and fora, including the high-level political forum on sustainable development.

    Ms. Sandkjær also served as the deputy leader of the Standing Committee on Health and Welfare of the Oslo City Council and held several positions at the Norwegian Agency for Development Cooperation, Gavi, the Vaccine Alliance, the Economic Commission for Africa (ECA) and the Church of Norway.

    Representatives from the United States Air Force visited the School of Nursing to discuss alternative career and leadership opportunities for graduating seniors.

    The visit was part of UConn’s Leadership Capstone course (NURS 4282), led by Laura Eiss, RN, MSN, NPD, BC, CNE. Through engagement with nurse leaders from various health care settings, students gain valuable insights into the multifaceted roles and responsibilities of nursing leadership in today’s dynamic health care landscape.

    Lt. Col. Prentice shared her experience leading over 350 nurses and staff, emphasizing the dynamic and impactful roles available in the Air Force. MSgt.     “Many of our students already know they are going to pursue advanced degrees, and for many the financial implications from a 4-year undergrad degree might be a barrier,” says Eiss. “This provides a path for some they may not even knew existed.”

  • MIL-OSI Canada: Families will benefit from new child care spaces at Marysville Elementary school

    More families in Kimberley will have access to affordable, quality child care with 148 new child care spaces opening soon at Marysville Elementary school.

    “This new child care centre in Kimberley will benefit hard-working families and the whole community for years to come,” said Rohini Arora, B.C.’s parliamentary secretary for child care. “It is a great example of how we are working with community partners to build new child care centres where people need them most throughout B.C.”

    Construction of a new child care centre on school grounds was made possible by more than $8.8 million from the ChildCareBC New Spaces Fund. This fund is jointly supported by provincial investments and federal funding under the 2021-22 to 2025-26 Canada-British Columbia Canada-wide Early Learning and Child Care Agreement.

    “Everyone deserves access to affordable child care close to home. These new spots in Kimberley support our children’s well-being and help meet parents’ needs,” said Jenna Sudds, federal Minister of Families, Children and Social Development. “It’s a significant investment in our children’s future and the strength of our communities.”

    School districts throughout B.C. are partnering with the provincial government to create new child care spaces to help address the child care needs of families within their communities. Child care on school grounds makes life easier for families by requiring only one dropoff and pickup location, streamlining their daily routines, reducing stress and creating a smoother transition for children.

  • MIL-OSI Security: 3 men believed to be part of South American Theft Group indicted for federal crimes related to burglary of NFL player’s Cincinnati home

    CINCINNATI – A federal grand jury in Cincinnati has charged defendants believed to be operating as part of a South American Theft Group with transporting stolen goods interstate and falsifying records in a federal investigation. The three men allegedly committed the Dec. 9, 2024, burglary at the home of a local NFL player.

    A federal complaint was filed on Feb. 3 and the indictment was returned today, charging Jordan Francisco Quiroga Sanchez, 22, Bastian Alejandro Orellana Morales, 23, and Sergio Andres Ortega Cabello, 38, all of Chile.

    “Our investigation remains ongoing as these individuals seem to be the alleged tip of the iceberg of South American Theft Groups committing crimes throughout our district and elsewhere,” said U.S. Attorney Kenneth L. Parker. “We owe it to the victims, whether they are or are not professional athletes, to follow the evidence into these alleged criminal networks and hold the law-breakers accountable. I cannot thank our law enforcement partners enough for their commitment to working together to track down these perpetrators. Today is a day that law enforcement scored and spiked the ball.”

    “South American Theft Groups have been a major concern in the Cincinnati area,” said FBI Cincinnati Special Agent in Charge Elena Iatarola. “We appreciate the partnerships of all the agencies involved in the Southwest Ohio South American Theft Group Task Force for their hard work on this investigation.”

    “The Ohio Organized Crime Investigations Commission was created for – and excels at – these types of complex, multi-jurisdictional cases,” Ohio Attorney General Dave Yost said. “I’m proud of the work done so far, and look forward to more results as our task force continues its work.” 

    According to charging documents, law enforcement responded to the NFL player’s home around 8:14pm on Dec. 9, 2024, in reference to a reported burglary. An associate of the homeowner had been dropped off at the residence shortly after 8pm and discovered rooms were unusually messy and a primary bedroom window on the back side of the home had been broken.

    It is believed the burglary likely occurred between 6pm and 8pm. The homeowner was away from his residence playing in an NFL game in Dallas. During a security detail shift change at the home at approximately 6pm, security personnel walked the perimeter of the house and no windows appeared to be broken at that time.

    Continued investigation at the Cincinnati home led investigators to discover a trail camera image of a man carrying luggage and walking through the wooded area behind the home.

    Law enforcement tracked the subjects in various states following the burglary, and subsequently located the vehicle at the La Quinta hotel on University Boulevard in Fairborn. The Ohio State Highway Patrol later stopped the vehicle for a traffic violation.

    Phone analysis shows Cabello allegedly deleted photographs of the stolen goods and the back of the victim’s home during the traffic stop with the Ohio State Highway Patrol, thus falsifying records in a federal investigation. Additional cell phone analysis revealed other photos of the defendants in southeast Florida days after the burglary with luxury luggage and wearing the stolen jewelry.

    Also in the car with the defendants were punch tools to break glass, as well as an old Louisiana State University shirt and a Cincinnati Bengals hat believed to be taken from the victim’s home.

    The men were taken into local custody at the time of the traffic stop.

    Interstate transportation of stolen property is a federal crime punishable by up to 10 years in prison. Falsification of records in a federal investigation carries a potential penalty of up to 20 years in prison. The three men were previously charged locally and those state charges remain pending.

(Nasdaq: SKWD) (“Skyward Specialty” or the “Company”) today announced that it commuted the Loss Portfolio Transfer and Adverse Development and Retrocession Agreement (“LPT”) with R&Q Re (Bermuda) Ltd. (“R&Q”) related to accident years 2018 and prior. The Company received $11.7 million in cash. Additionally, at December 31, 2024 the Company strengthened LPT loss reserves by $25.3 million and recognized approximately $9.8 million, net of tax, of uncollectible reinsurance recoverable from R&Q.

    Lee Womble is Vice President and Global Accounts Director for SLB with global responsibility for drilling contractor accounts over all SLB divisions and basins.

    He joined Cameron Iron Works in 1988 as a Product Design Engineer after receiving his Bachelor of Science degree in Mechanical Engineering from the University of Texas at Austin. Lee received his registered Professional Engineer license from the State of Texas in 1993 and obtained his first patent in 1994.     Jim Nowotny is the Vice President International and Offshore Business Development at Helmerich & Payne.  He has extensive domestic and international leadership experience in multiple areas of the offshore and land drilling industry, including marketing and business development, commercial and technical contracts, operations, manufacturing, and engineering.  He has worked in the energy industry since 1995.

    Prior to joining Helmerich & Payne, he worked for an international oil field equipment manufacturer.  There he was responsible for four manufacturing business units within Canada and the USA.  He oversaw all aspects of business operations, including the manufacturing, engineering, and business development groups. Jim also worked for over 16 years in various roles for Atwood Oceanics, an international offshore drilling contractor.  He worked in increasing roles of responsibility in the areas of engineering, operations, marketing, and business development.

    WASHINGTON – U.S. Senator Chris Coons (D-Del.) and Representative Judy Chu (D-Calif.) reintroduced the National Origin-Based Antidiscrimination for Nonimmigrants (NO BAN) Act, which would prevent future bans by the Trump administration on Muslims or any other religious group by strengthening the Immigration and Nationality Act to prohibit discrimination based on religion. The bill would also require that any suspension of entry into the United States be narrowly tailored, backed by credible evidence, and subject to appropriate consultation with Congress.

    “President Trump’s Muslim ban during his first term was un-American, unjust, and weakened our standing in the world,” said Senator Coons. “Now, as the country enters President Trump’s second term, fear and prejudice are once again guiding immigration policy, and his flurry of executive orders have laid the groundwork for another attempt at a Muslim ban. The NO BAN Act is needed now more than ever to ensure that the Trump administration cannot implement discriminatory measures and to reaffirm our nation’s commitment to religious freedom and equality under the law.”

    “A hateful stain on our nation’s history, the Muslim Ban that President Trump instituted in his first term was fueled by bigotry and Islamophobia and did lasting damage to the families it separated,” said Representative Chu. “Distressingly, President Trump has already started the process to fulfill his campaign promise to reinstate a ban, signing an Executive Order on his first day back in office that lays the groundwork for a future, and potentially expanded, Muslim Ban. That’s why I am joining Senator Coons and my Democratic colleagues to once again introduce the NO BAN Act to make certain that no president can ever ban people from entering the country solely because of their religion.”

    Additionally, Senator Alex Padilla (D-Calif.) and Representative Pramila Jayapal (D-Wash.) reintroduced the Access to Counsel Act, which Senator Coons cosponsored. This bill ensures that U.S. citizens, green card holders, and other individuals with legal status are able to consult with an attorney, relative, or other interested parties to seek assistance if they are detained by Customs and Border Protection (CBP) for more than an hour at ports of entry, including airports. As a result of President Trump’s Muslim Ban in 2017, individuals were held for long periods of time, often without access to legal counsel.

    The NO BAN Act was initially introduced in the 116th Congress in response to President Trump’s attempts in 2017 to introduce a Muslim ban. Courts initially struck down the bans, but a conservative Supreme Court upheld a version of the ban in a 5-4 decision. As a result, families were separated, couples were forced to live apart, and communities were unable to reunite for milestones of joy and grief. While former President Biden rescinded the bans, President Trump has signaled intent to issue a new travel ban in the coming months.

    The NO BAN Act passed the U.S. House of Representatives in both 2020 and 2021. In 2021, the Biden administration issued a statement in support of the legislation, noting that the prior “bans were a stain on our national conscience and are inconsistent with our long history of welcoming people of all faiths.”   

    An executive order issued by President Trump on his first day of his second term requires government departments to identify over the course of 60 days nations whose migration and screening processes are “so deficient as to warrant a partial or full suspension on the admission of nationals from those countries.” The order lays the groundwork for another ban on migration from predominantly Muslim countries.

    The NO BAN Act would push back on Trump’s Muslim ban or any other travel ban by:

    • Providing that the Immigration and Nationality Act nondiscrimination provisions apply to religion, as well as to the issuance of non-immigrant visas and benefits;
    • Requiring that any travel restriction imposed under Immigration and Nationality Act be based on specific and credible facts, and in a way narrowly tailored to address a compelling government interest; and
    • Establishing procedural requirements, including notice to Congress within 48 hours, and periodic reporting.

  • MIL-OSI USA: Sens. Moran, Peters, Rep. Norton Reintroduce Legislation to Remove Derogatory Language from D.C. Code

    WASHINGTON – U.S. Senator Jerry Moran (R-Kan.) – chairman of the Congressional Down Syndrome Task Force – Sen. Gary Peters (D-Mich.) and Congresswoman Eleanor Holmes Norton (D-D.C.), today reintroduced legislation that would update the District of Columbia (D.C.) Code by eliminating the words “mentally retarded” and replacing it with language that better respects the dignity of individuals with disabilities.

    In 2010, Congress passed Rosa’s Law which eliminated the word “mental retardation” from federal law. However, Title 11 of the D.C. Code still uses various forms of those words and can only be amended by Congress. The Words Matter for the District of Columbia Courts Act would replace the term with “persons of moderate intellectual disabilities.”

    “Individuals with disabilities deserve to be respected and valued,” said Sen. Moran. “Language that is degrading to individuals with disabilities should be eliminated from our laws and courts. This legislation makes certain the D.C. courts are using language that is both accurate, appropriate and maintains the dignity of all people.”

    “Our words have power, and every person deserves to be treated with respect and dignity,” said Sen. Peters. “It’s long past time to remove this derogatory language from D.C. code, so that we can better ensure every individual is treated with compassion and decency.”

    “Words indisputably matter,” said Rep. Norton. “Certain words can become antiquated and offensive over time, and I am pleased to be joined by a bipartisan group of lawmakers in modernizing the D.C. Code. My own daughter, Katherine, has Down syndrome. I’m appalled at the thought of someone using the ‘R-word’ slur toward her, and it is beyond the pale that the derogatory term is still a part of the D.C. Code.”

  • MIL-OSI United Nations: Experts of the Committee on the Elimination of Discrimination against Women Commend Nepal on Increased Representation of Women in the Public Sector, Raise Questions on the “Chhaupadi” Practice and Women’s Right to Confer Citizenship

    The Committee on the Elimination of Discrimination against Women today concluded its consideration of the seventh periodic report of Nepal, with Committee Experts commending the State for increasing the representation of women in the public sector, while raising questions on the “Chhaupadi” practice affecting menstruating women and girls, and Nepalese women’s right to confer citizenship to their spouses and children.

    Hiroko Akizuki, Committee Expert and Country Rapporteur for Nepal, reading questions on behalf of another expert, commended Nepal for its recent increases in the representation of women in the public sector, increasing over the last decade from just 8 per cent to almost 30 per cent now, with targets to increase this to 35 per cent by 2030.

    Another Expert said the Chhaupadi practice forcibly exiled menstruating women and girls from their homes to menstruation huts. Although this practice had been criminalised, its practise continued, and this had resulted in the deaths of menstruating women and girls from animal attacks. What was being done in this area and in the area of period poverty? How could the engagement of men and boys be mobilised against Chhaupadi?

    A Committee Expert noted that despite recent amendments to the Constitution, many discriminatory provisions still caused immense hardship to women, girls and their families, particularly when it came to passing on citizenship. Did the State party plan to address this gross violation of women’s rights by repealing several articles in the Constitution, allowing Nepalese women to transfer their nationality to their spouses on equal terms? How would the State party enable stateless children to access social services? Were there plans to ensure universal birth registration in the State party, and to ratify the two United Nations conventions on statelessness?

    The delegation said the Government had conducted many programmes in the provinces where practices of Chhaupadi were practised. Ending traditional, harmful practices in society was not easy, and it took time to bring about change. The State had developed Chhaupadi guidelines in 2007 and was developing guidelines for the concept of dignified menstruation.

    The delegation said Nepal’s Constitution ensured that women had equal rights to confer citizenship to their children. In January 2025, the Government submitted the citizenship bill to address challenges for individuals and children whose mothers had passed away. If the father’s identity was unknown, citizenship could be granted based on the maternal line. This amendment aimed to confer citizenship to those born to a Nepalese mother outside Nepal’s borders. If the father of a child was not identified, the mother could register her family name at the birth of the child.

    Introducing the report, Nawal Kishor Sah Sudi, Minister for Women, Children and Senior Citizens of the Government of Nepal, said the State was proud to have four high-ranking women policymakers of the Government of Nepal in the delegation, as well as Ms. Bandana Rana, as a distinguished Committee Member of this Committee. Since the promulgation of the Constitution, the Federal Parliament had enacted 16 different laws related to fundamental rights, including the rights of women. The State had also made notable progress in women’s political representation and participation, with women holding 34 per cent of seats in the Federal Parliament. The Government also recently appointed its first woman Chief Secretary and the first woman Registrar in the Supreme Court of Nepal in history.

    In closing remarks, Ram Prasad Subedi, Permanent Representative of Nepal to the United Nations Office at Geneva, said the dialogue had been wonderful and constructive. The participation of all stakeholders was greatly appreciated. The Government was fully committed to upholding the Convention’s objectives.

    In her closing remarks, Nahla Haidar, Committee Chair, thanked the State party for its commitment and political will, and for the constructive dialogue.

    Presentation of Report

    NAHLA HAIDAR, Committee Chair, said the Committee was proud to have Ms. Bandana Rana as a member of the Committee from Nepal.

    NAWAL KISHOR SAH SUDI, Minister for Women, Children and Senior Citizens of the Government of Nepal, said the State was proud to have four high-ranking women policymakers of the Government of Nepal in the delegation, as well as Ms. Bandana Rana, as a distinguished Committee Member of this Committee. Nepal remained fully committed to the implementation of the Convention and had made substantial progress in developing a robust legal and policy framework that supported the empowerment of women and girls.

    Since the promulgation of the Constitution, the Federal Parliament had enacted 16 different laws related to fundamental rights, including the rights of women. These laws comprehensively addressed women’s rights and reflected the State’s commitment to strengthening legal protections. The Government of Nepal had commenced its sixteenth Periodic Plan (2024/25–2028/29) in 2024, which recognised the critical importance of gender-sensitive policies and prioritised gender equality and women’s empowerment as fundamental pillars of its development agenda.

    The citizenship (amendment) bill had been registered in Parliament, aiming to address citizenship challenges for individuals whose mothers had died early or were out of contact. Provisions ensured that if a father’s identity was unknown, citizenship could be granted based on maternal descent. Nepal had ratified the United Nations Palermo Protocol in 2020, and in 2024, an act to amend some of Nepal’s laws had been amended by widening the definition of trafficking to include foreigners and immigrants, and also criminalising human smuggling.

    Nepal was the second country in Asia to recognise same-sex marriage. Other legal processes, including marriage and identity cards for sexual and gender minorities, were underway. The Nepal Law Commission, an autonomous research body of the Government, was currently conducting a comprehensive study on discriminatory laws against the rights of gender and sexual minorities to initiate necessary legal reform in this regard. The State had also made notable progress in women’s political representation and participation, with women holding 34 per cent of seats in the Federal Parliament. The Government also recently appointed its first woman Chief Secretary and the first woman Registrar in the Supreme Court of Nepal in history.

    Nepal remained committed to combatting gender-based violence and had established women, children, and senior citizen service centres in 1996 as part of a dedicated unit within the Nepal Police to investigate gender-based violence cases effectively. Today, 232 fully functioning centres operated across the country, strengthening Nepal’s law enforcement response to violence against women.

    The Government provided free physical and mental healthcare services and protective measures. Currently, 94 government health institutions functioned as one-stop crisis management centres, alongside 21 service centres that served as transit homes, and 276 additional support centres. The Government of Nepal had established long-term rehabilitation centres, one at the national level and another at the provincial level. There were also 10 dedicated rehabilitation centres for victims of human trafficking and 53 community-based safe shelters, operating in collaboration with provincial governments, civil society organizations, and other stakeholders. Over 6,000 community-based networks were actively engaged in the fight against gender-based violence, reflecting Nepal’s strong commitment to protecting vulnerable groups and ensuring justice to the survivors.

    Nepal recognised the link between climate change, natural disasters, and gender equality, and had strengthened disaster preparedness to support and protect women, especially in vulnerable communities. The September 2024 floods in Kathmandu and nearby areas saw effective disaster management, ensuring shelter, healthcare, and essential services for affected communities. Nepal continued to integrate gender considerations into national climate policies to build long-term resilience.

    Nepal remained committed to ensuring justice for victims of past human rights violations, particularly in cases affecting women. The third amendment to the enforced disappearances enquiry, truth, and reconciliation commission act 2014, approved in August 2024, now explicitly included serious human rights violations in its amendment such as rape and grave sexual violence, intentional or arbitrary killings, enforced disappearances, inhumane or cruel treatment, and torture. A Special Court had been designated to adjudicate these cases and a dedicated investigative unit for sexual violence cases had been established.

    Nepal remained steadfast in its commitment to gender equality, women’s empowerment, and social justice. The State aimed to expand access to quality education for girls, particular in rural areas, enhance women’s economic independence, strengthen maternal health and gender-based violence support services, develop gender-sensitive infrastructure, and promote women’s leadership. While challenges remained, the State’s resolve was stronger than ever, and the Committee’s guidance was welcomed.

    Statement by the National Human Rights Institution

    LILY HAJUR BASNYAT THAPA, National Human Rights Commission of Nepal, said it was crucial to acknowledge progress made by the State. The affirmative actions taken by the Government of Nepal were highly appreciated. Despite constitutional guarantees, Nepal’s legal framework still contained critical gaps. Nepalese laws lacked comprehensive definitions of discrimination, particularly around direct, indirect, and intersectional forms of discrimination affecting women. While some protective measures existed, implementation remained inconsistent. A distinct legal provision with a comprehensive definition of discrimination was essential to ensure justice for women facing severe discrimination. More action needed to be taken to strengthen the institutional mechanism, the National Women’s Commission.

    The legal prohibition of entrenched harmful practices such as child marriage, Chhaupadi, discrimination against widows, and dowry, continued to persist. The Government of Nepal had expedited its efforts to amend almost a dozen laws to make them compatible with the Palermo Protocol, but it was too late to make amendments to the laws related to human trafficking. Furthermore, women often faced significant barriers in employment and migration. In sectors like tea plantations, where women constituted 80 per cent of the workforce, they lacked adequate maternity protections and faced potential wage cuts during pregnancy. Migrant women workers were particularly vulnerable, experiencing exploitation in destination countries with insufficient pre-departure training and reintegration support. Similarly, critical challenges persisted in sexual and reproductive healthcare. Rural and Madhesi women faced limited access to family planning and safe abortion services. Moreover, a deeply entrenched son preference continued to drive sex-selective practices, with statistics showing 112 boys born for every 100 girls in 2021.

    Several critical areas demanded immediate attention. Women faced substantial restrictions in conferring citizenship to children and spouses, unlike their male counterparts. Rural women had limited access to sexual and reproductive health services, and comprehensive sexuality education remained restricted. Indoor pollution where 80 per cent of rural cooking happened without ventilation, caused around 7,500 annual deaths, disproportionately affecting women. The Commission proposed several critical interventions including to enact comprehensive anti-discrimination legislation, establish robust mechanisms for women’s protection, strengthen political representation through practical measures, improve migrant worker protections, enhance sexual and reproductive healthcare access, and address systemic gender stereotypes. The Committee was urged to strongly recommend the full and immediate implementation of women’s constitutional and legal rights in line with the Convention and the Committee’s previous recommendations.

    Questions by a Committee Expert

    HIROKO AKIZUKI, Committee Expert and Country Rapporteur for Nepal, said the Committee commended Nepal for its commitment to fulfilling its obligation and participation in the exchange despite repeated earthquakes and natural disasters. What efforts had been taken to adopt comprehensive anti-discrimination legislation, including a definition of discrimination against women, in both the public and private spheres? How did the State party address cross-cutting discrimination against women, including women with disabilities, lesbian, gay, bisexual, transgender and intersex women, indigenous women, and elderly women, among others? What measures had been taken to ensure the effective implementation of laws? What was the status and content of the special opportunity bill? Were women’s rights organizations participating in the drafting of the bill? What measures had been implemented to enhance women’s awareness of their rights, and the legal remedies available under the Convention? Were human rights being recognised as including the collective rights of indigenous women?

    Responses by the Delegation

    The delegation said Nepal was doing its best to implement legal reforms with a legal perspective. The State had a plan for an integrated gender-based violence act, which was underway and moving in a positive direction. Nepal’s Constitution provided the framework for fighting all acts of discrimination. The State was aware that there should not be any multiple and intersecting forms of discrimination. Nepal had several special laws which provided remedy for discrimination, including the human trafficking act, the domestic violence act, the sexual harassment at work act, the witchcraft accusation act, the labour act, and the victim crime act, among others, along with the Criminal Code, which provided no room for discrimination on any ground.

    At present, there were special opportunity provisions scattered in various laws. It was expected that the special opportunity bill would soon be enacted by the Parliament. There were paid lawyer systems in the court, and more than 41,000 people received these services last year. It was required that for any lawmaking, there should be consultation with stakeholders with all three tiers of Government, to ensure a participatory approach. This would be occurring with the legal aid bill in a few weeks. In 2024, 200 young lawyers were mobilised, with 121 being women, to provide legal aid. The State had begun to have a roster of pro-bono lawyers within the Nepal Bar Association, already this year they had provided 79 victims with pro-bono support, 79 of whom were women. There was no special law concerning the rights of indigenous women, but scattered laws covered these rights.

    Questions by Committee Experts 

    A Committee Expert asked what plans were in place to provide necessary resources to implement the national gender equality policy? Were there plans to establish provincial offices of the National Women’s Commission? What measures had been taken to address recommendations of the National sub-Committee, so it could fully comply with the Paris Principles? There were allegedly issues with financing for the resources assigned to the Ministry of Women; could more light be shed on this issue? How was the budget distributed and how were the issues dealt with? How effective were the decisions taken by the National Women’s Commission? Were their decisions binding? 

    Another Expert said temporary special measures were essential for ensuring equal opportunities for women in economic and social life. Could more information be provided about the State’s gender quotas? When would a gender equality principle be implemented directly into the Election Code of Conduct? How could temporary special measures be used to mitigate specific discrimination faced by minorities?

    Responses by the Delegation

    The delegation said the Government was actively implementing the gender equality policy, but faced challenges in this regard, including a lack of resources. Financial resources were being prioritised by the plan. After the federal election in 2017, 16 parliamentary panels were formed to monitor the Government’s work. A division was responsible for monitoring and implementing recommendations from the treaty bodies.

    Recently, Nepal had been taking many steps in the area of temporary special measures. In line with the Committee’s previous recommendations, the Government had enacted temporary special measures to accelerate women’s participation at all levels, particularly in the decision-making processes. One of the most notable achievements had been the gender balance in leadership at the highest level of the Government. It was mandated that the House of Representatives needed to include at least one woman. At the recent elections of the local level, it was mandated that at least one nominee for the position of Mayor or Deputy Mayor should be a woman. In the 2022 elections, over 40 per cent of women were elected as representatives, a notable improvement from the 2017 elections. In the Office of the Prime Minister, there was a committee to facilitate the recommendations of the National Human Rights Commission.

    Nepal had seven provinces and budgets were allocated at federal, provincial and local levels. The budget at the federal level was a bit low. The proposed civil services bill had proposed initiatives for indigenous women and other minorities. The provincial services act already sought to provide for minorities.

    Questions by Committee Experts

    A Committee Expert said Nepal had a new opportunity to address historical conflicts in ways which would set an example to other countries in the sub-continent. Despite the reconciliation commission and the commission on enforced disappearances, impunity for conflict-related violations persisted. There should be no amnesty or sentence reductions for rapists. Nepal’s long awaited transitional justice law was adopted in 2024, and the Committee congratulated the State on its many positive elements. But Nepal was encouraged to go further along the women, peace and security agenda. Was Nepal providing reparations for victims of conflict-related sexual violence? Had the law been changed? Nepal was the first Asian country to safeguard the rights of sexual and gender minorities which should be applauded. Nepal’s climate-related gender-based violence was correlated to climate crisis and this should be recognised and included in climate change action plans. How could the laws in Nepal be brought in line with the United Nations treaty on cybercrimes?

    The Chhaupadi practice forcibly exiled menstruating women and girls from their homes to menstruation huts. Although this practice had been criminalised, its practise continued, and this had resulted in the deaths of menstruating women and girls from animal attacks. What was being done in this area and in the area of period poverty? How could the engagement of men and boys be mobilised against Chhaupadi? How could the Kumari practices be modernised in line with modern sciences?

    A Committee Expert took note that the State party had ratified the Palermo Protocol in 2020. When was full compliance with the Protocol expected? Would the State party consider removing a provision which allowed the judiciary to fine victims if they failed to appear in court? Was the State party planning to change the provision which conflated trafficking with sex work? What steps were being taken to ensure trafficking cases were being dealt with in an acceptable time frame? The Committee noted with concern that the Government continued to impose restrictive age bans for women under 24 seeking domestic work, making them at a higher risk of becoming victims of trafficking. Would the State consider lifting these bans. How were migrant women’s needs addressed in bilateral labour agreements? Was pre-departure training provided for women migrants on labour rights or gender specific challenges?

    No progress seemed to have been made to secure the rights of adult sex workers. How and when would the State party formulate a comprehensive policy and legislative framework to ensure the protection of women in prostitution? How would Nepal punish law enforcement officers who targeted sex workers? How would the State support sex workers in leaving the profession and seeking new forms of work.

    The delegation said the Government had conducted many programmes in the provinces where practices of Chhaupadi were practised.     Nepal had ratified the Palermo Protocol in 2020, and an act amended in 2024 widened the definition of trafficking. A draft policy and action plan aimed to address several elements of trafficking, including providing for reparations for victims and training for police and judges in human trafficking cases.

    The amended law had provided specialised scope to examine the issue of sexual violence, and had provided for a special court for cases of sexual violence. The amendment included the victim-centric approach, and aimed to ensure victims were satisfied with outcomes, including reparations.

    Nepalese law did not recognise prostitution. The Nepalese police were taking legal measures to criminalise the clients of prostitutes. The State was aware of the rights of sex workers, which needed to be protected. The 35 day statute of limitations had been abolished and extended to three months. Sex workers were equally entitled to enjoy their rights under the Nepalese Constitution.

    The State was in the process of amending the domestic violence act and would consider the aspect of technology-related gender-based violence. Legal reform was not the only means to intervene in harmful practices. For example, the Government, in cooperation with civil society organizations, was dedicated to controlling the exploitation of sex workers. Public awareness campaigns were being launched in the adult entertainment sector, and multiple efforts had been made to reduce the demand for prostitution through the distribution of leaflets and other media. Collaborative efforts were being made in border areas to monitor human trafficking issues.

    The Government, in support with partners, was working to implement programmes in the provinces with regard to child marriage, including through declaring “child marriage free areas”.

    HIROKO AKIZUKI, Committee Expert and Country Rapporteur for Nepal, reading questions on behalf of another expert, said last session the Committee adopted its latest general recommendation on parity in politics. The State party was commended for its implementation of electoral quotas; however, the low numbers of representation were concerning. What measures was the State party taking to address the low representation of women, particularly from minority groups? In the 2022 election, male voters greatly outnumbered female voters. Did the State party take any measures to ensure political literacy, and engagement among women and girls, to encourage their participation in democratic processes?

    Nepal was commended for its recent increases in the representation of women in its public sector, increasing over the last decade from just 8 per cent to almost 30 per cent now, with targets to increase this to 35 per cent by 2030. Could current data on the gender breakdown of management and decision-making positions in the public sector be provided, as well as any plans in place to increase these figures? Did the State party have any data on women in board and management positions in Nepal and what was being done to increase these figures? What was being done to protect women human rights defenders in the digital sphere?

    Another Expert said despite recent amendments to the Constitution, many discriminatory provisions still caused immense hardship to women, girls and their families, particularly when it came to passing on citizenship. Did the State party plan to address this gross violation of women’s rights, by repealing several articles in the Constitution, allowing Nepalese women to transfer their nationality to their spouses on equal terms. How would the State party enable stateless children to access social services? Were there plans to ensure universal birth registration in the State party, and to ratify the two United Nations conventions on statelessness? Was there a special arrangement in the new proposed bill which addressed Nepalese women married to refugees?

    The delegation said the Government had introduced many special measures to accelerate gender equality. Recently, the Government had introduced issues of intersectional disparity, with bills drafted in this regard. Currently, the level of Nepalese female diplomats was low. The Government had taken steps last year to foster inclusivity in international representation, to encourage more diverse representation in foreign engagement. Nepal’s Constitution ensured that women had equal rights to confer citizenship to their children. in January 2025, the Government submitted the citizenship bill to address challenges for individuals and children whose mothers had passed away. If the father’s identity was unknown, citizenship could be granted based on the maternal line. This amendment aimed to confer citizenship to those born to a Nepali mother outside Nepal’s borders. If the father of a child was not identified, the mother could register her family name at the birth of the child.

    Nepal’s representation of women in the public sector had significantly improved, and the Government was making efforts to improve women’s participation in the private sector.

    Questions by a Committee Expert

    A Committee Expert said the Committee had noted with satisfaction significant progress made in the field of education, particularly the act approving compulsory, free education in 2018. The Committee also noted with satisfaction the adoption of the 10-year school education plan to 2032, prioritising female education and gender equality. What measures had been taken to strengthen the institutional capacities of local Governments, including dissemination in local languages? What measures were being taken to ensure access to education for all children, regardless of their caste or citizenship status, including girls of all ethnic or religious groups? The high prevalence of child marriage in certain provinces had resulted in a high dropout rate from schools. What measures were being taken to ensure pregnant and married girls could continue their education?

    Responses by the Delegation

    The delegation said every citizen had the right to access education. Persons with disabilities had the right to free education and every Nepalese community had the right to receive education in their mother tongue. Nepal had adopted the policy of no discrimination in education, whatever the status of citizens. There were some difficulties with children who did not have citizenship, but it was hoped the citizenship bill, currently under review by parliament, would rectify this issue. The Government had to provide free textbooks and other logistic support under the act on education for all. The central Government was providing around 11 per cent of the total budget to education, with around seven per cent being allocated to local levels. This allocation had been steadily increasing over recent years.

    In 2016, the median marriage age of Nepalese women was 17.9; it had now risen to 18.3 years. There were some cases of early marriage, and the State acknowledged this. The legal age of marriage had now been raised to 20. Other measures to combat early marriage included night school, counselling programmes, and youth programmes, which contributed to raising awareness and mitigating this issue.

    Responses by the Delegation

    The delegation said the Education Act prioritised education for marginalised communities. The State strove to ensure that education was inclusive for children with disabilities. Many scholarships were provided at local levels and there were policies for providing special grants in 2025. A commitment had been adopted which aimed to eradicate discrimination in education.

    Questions by a Committee Expert

    A Committee Expert commended the State party for policies and legislation in the field of employment, including the labour act, the social security act and the five-year strategic national action plan to 2025 on moving workers in the informal sector to the formal sector. However, there were still discrepancies, including the much lower level of female employment rate, compared to males. What measures had been taken to address the low representation of women in the workforce? What was the timeline for ensuring full payment for women in all sectors? Were enhanced provisions for equal sharing of work for women being envisaged with the new national action plan?

    Women made up only around 10 per cent of migrant workers. What was the timeline to remove the ban and preconditions for women going abroad for domestic work? What protection measures were available for women from online harassment? When would the State party amend the law on sexual harassment and ensure justice for women victims and access to legal aid? How many cases of sexual harassment were prosecuted in the past two years and how many convictions were issued? What measures were envisaged to ensure equal opportunities for women and girls, including those with disabilities, in the digital economy?

    Responses by the Delegation

    The delegation said an employment service centre supported women’s participation in the workforce. Nepal had made substantial progress in reducing the wage gap and promoting equal opportunities, but challenges still persisted. Women were overrepresented in lower sectors and underrepresented in leadership positions. To address these challenges, Nepal was introducing gender responsive policies and conducting leadership training, among other measures. The Government conducted monitoring through regulatory oversight and audits, supported by trade unions and workers. Collaboration was also undertaken with partners, including the World Bank and the International Labour Organization.

    Nepal’s five-year national action plan sought to integrate vulnerable groups into the formal economy through skills training and offering opportunities for workers to formalise their employment. The social security scheme provided support to women in the informal sector and assisted them to transfer to formal employment.

    Nepal was committed to protecting all its citizens, including female migrant workers. Equal treatment policies were in place for both men and women, prioritising their security and health. Nepal was working closely with destination countries, such as the United Arab Emirates, to ensure the safety of its workers. Nepal was incorporating assistive technology to address the needs of persons with disabilities. Specific programmes were being developed to provide training and employment opportunities for persons with disabilities.

    Recently, Nepal had adopted an action plan on business and human rights, which provided a human rights friendly approach for all workers. The State was also implementing the fifth national human rights action plan, which covered employment as a major issue.

    The sexual harassment at workplace act allowed for cases of sexual harassment to be reported, and cases could also be reported to the police. However, it was hard for the Government to collect data on this topic. The safe motherhood and reproductive health act also provided paternity leave to fathers. This equally applied to the public and private sectors. The legal provisions were there but people were often not aware of their rights under these acts.

    Questions by a Committee Expert

    A Committee Expert said since the last review, Nepal had made significant progress in its health policy, particularly in sexual and reproductive health, with the adoption of the national strategy against discriminatory sex selection. However, the maternal mortality rate remained high and there were serious deficiencies in care and health centres. Some women refrained from using contraception unless they gave birth to a male child, putting them at risk of sexually transmitted diseases. The stigma around these diseases and HIV/AIDS prohibited women from seeking timely access to healthcare. What measures did the State intend to adopt to confront these challenges? What would be done to improve maternal mortality and prevent women from contracting venereal diseases and HIV/AIDS? How would it be ensured that women and girls had access to family planning and reproductive health services?

    Abortion services were not easy to obtain or affordable for many women. What would be done to ban selective abortions? What mental health and suicide prevention services were available for women in Nepal? Would the invasive treatment of intersex persons be criminalised? Would forced sterilisation be criminalised, including against women and children with disabilities? How would free, prior and informed consent for women be guaranteed, including with respect to abortion?

    Responses by the Delegation

    The delegation said Nepal had begun a vaccination programme against the human papilloma virus for all women and girls across the country. There were several programmes in place which focused on sexual and reproductive health, including the Safe Motherhood Programme and the Safe Abortion Programme. Any woman could undertake an abortion up to 12 weeks without issue. Safe abortions were available in all seven provinces of the country. The Government acknowledged the importance of mental health support for women. Healthcare providers were provided with training to offer support to women who were navigating fertility issues.

    There were inconsistencies between the sexual and reproductive health act and the Criminal Code. Because of this, the process of the amendment of the Criminal Code had been enacted, in line with the safe motherhood act. Dignified menstruation guidelines had been introduced, and work was being done to ensure the school curriculum covered sexual and reproductive health education.

    Nepal had no record of cases in regard to forced sterilisation of persons with disabilities. A social service unit programme provided access to free health services for specific groups, including women and girls with disabilities.

    Questions by a Committee Expert

    A Committee Expert said in December 2024, the National Planning Committee introduced a framework to increase access to social security programmes for those from marginalised groups. However, women in Nepal still faced significant financial challenges when it came to property ownership, obtaining bank loans, and accessing credit. Family benefits such as pensions and social security were often controlled by male family members, leaving women financially dependent. How did the Government monitor and evaluate the effectiveness of laws and policies aimed at eliminating discrimination in economic and social life? What steps were being taken to address the gaps between legal provisions and their implementation? How were women’s equal inheritance and property rights being enforced? How did the Government ensure women from marginalised communities had equal access to economic resources? What measures were in place to ensure single mothers received the social security benefits they were entitled to? How did the Government ensure pensions and other benefits reached the rightful female beneficiaries rather than be controlled by male relatives?

    Responses by the Delegation

    The delegation said Nepal had launched several programmes for economic empowerment in different areas, with different financial incentives. A programme had supported 90,000 entrepreneurs, with 70 per cent of them being women. The integrated subsidised loan scheme for women entrepreneur development aimed to enhance women’s economic empowerment.

    Questions by Committee Experts

    A Committee Expert said agriculture contributed to one third of Nepal’s gross domestic product. However, most elements within the sector remained male dominated. What measures had been implemented to ensure equal measures to credit and financial support for women? How was their financial literacy being enhanced? What was being done to introduce agricultural tools specifically for women? How was rural women’s access to information being improved? What steps were being taken to mitigate regional disparities? Indigenous women and girls, including those with disabilities, remained largely invisible. What measures had been taken to collect disaggregated data by sex, location and other factors to fully understand the challenges faced by indigenous women and girls? What was being done to recognise indigenous women as a distinct group in laws and policies, and to address their unique vulnerabilities and exclusion?

    Another Expert said Nepal was ranked among the countries most impacted by climate change. Significant rainfall had led to major challenges, including landslides and floods. Could more information be provided on the national action plan 2023? How did it address the negative impact of climate change on women? How did the plan ensure the full and effective participation of indigenous women and recognise their crucial role as caretakers and agents of change?

    The delegation said different financial literacy programmes had been introduced for women in different provinces. In one programme, whenever a girl was born, a bank account was opened and the provincial government would contribute 500 Nepalese rupees a month for up to 20 years to support her education and wellbeing. A programme supported vegetable production and was making technology more accessible to women and girls. The Government of Nepal was committed to implementing the Convention. The national gender equality policy 2027 emphasised gender equality in all areas, including indigenous women. In the House of Representatives, the deputy speaker belonged to an indigenous group, and quotas were in place to ensure indigenous women’s representation in politics.

    Nepal was a victim of the climate crisis; the country protected the environment but felt the impact of climate change. Women and indigenous women were disproportionately affected.

    Questions by Committee Experts

    A Committee Expert asked who was eligible for legal aid and for what legal matters? Did legal aid include representation in court? How did women, particularly those from marginalised communities, learn about the right to legal aid? Was legal aid provided through a gender lens? What measures were in place to provide targeted support to marginalised women facing intersectional discrimination, such as sex workers, to access legal aid? Could non-citizens access legal aid in some circumstances?

    Only 52 cases of child marriage were handled by the Nepalese police in 2023. What explained the wide gap between the figures and enforcement? What was being done to protect child brides from being prosecuted? What was being done to eradicate the practice of dowry? Could the delegation clarify the status of gay marriages? How was the safety of inter-caste couples ensured? What legal measures were in place to protect the rights of women in unregistered marriages, such as polygamous marriages?

    Responses by the Delegation

    The delegation said the free legal aid act had been enacted in 1997. Under the act, low earners, victims of domestic violence, and senior citizens could receive free legal aid. The State was working to change the criteria to ensure more vulnerable groups of people could receive access to free legal aid. Legal aid services included the preparation of documents, pleading in front of the court, and different administrative services. There was no particular law to provide non-citizens with legal aid, but this was a fundamental right for everyone.

    Same sex marriage was valid but there was no legal instrument legalising these marriages yet. The State was assessing laws and how they could be reformed to better protect the rights of this community. All marriages had to be registered. There was no discrimination on the grounds of sex when it came to properties; men and women had equal rights. The dowry system had been criminalised by the National Criminal Code. Nepal was committed to having a collaborative approach with civil society and other partners to eliminate harmful practices and sensitise people at the grassroots level. This was a continuous effort.
    Closing Remarks

    RAM PRASAD SUBEDI, Permanent Representative of Nepal to the United Nations Office at Geneva, said the dialogue had been wonderful and constructive. The participation of all stakeholders was greatly appreciated. Nepal had made significant progress in certain areas, including on the Committee’s past recommendations. While there was a lack of data, there was not a lack of action. The Government was fully committed to upholding the Convention’s objectives.

  • MIL-OSI USA: $200M Boost Energy Efficiency at SUNY Old Westbury

    Governor Kathy Hochul today announced a $100.2 million New York State investment for the first major phase of a deep energy retrofit at SUNY Old Westbury. The investment, plus approximately $100 million more for the final phases, will transform the college’s Natural Science Building, which was originally opened in 1985.

    “Once again, people will be looking at New York State as a leader in developing sustainable, green energy solutions that will not only enhance the academic experience for our students and faculty, but also contribute to a healthier environment for all New Yorkers,” Governor Hochul said. “With this state-of-the-art, energy-efficient facility, we are one step closer to achieving net-zero greenhouse gas emissions and zero waste across the SUNY system while also providing new opportunities for green workforce development and resilience in the face of climate change.”

    The project is part of SUNY’s Climate and Sustainability Action Plan to achieve net-zero SUNY-wide greenhouse gas emissions and zero waste. Full details about the plan can be found on the SUNY website.

    The plan not only aims to achieve net-zero SUNY-wide greenhouse gas emissions and zero waste in line with Governor Kathy Hochul’s climate goals, but also addresses increasing academic and research opportunities, expands green workforce development, and defines actions related to campus and building operations and capital project development to design for resiliency.

    SUNY Old Westbury Renovation and Deep Energy Retrofit

    The renovated Natural Sciences Building is expected to be 50% more energy efficient and will boast a geothermal system for heating and cooling, as well as energy efficient glazing on the facility’s windows. It will also feature modernized teaching laboratories, a new campus greenhouse, and collaboration spaces for teaching and co-curricular activities. The final future phase is expected to include a green roof.

    The Natural Sciences Building at SUNY Old Westbury has served as the academic home for the Biological Sciences, Chemistry, Physics, and Public Health programs. Biology is the second highest program by enrollment at Old Westbury.

    The project will be constructed in three phases. The first phase, moving forward this week with a groundbreaking with SUNY Chancellor John B. King Jr. and SUNY Old Westbury President Timothy Sams, focuses on the replacement of outdated laboratory spaces, the relocation of the specialized research equipment and support space, and the creation of surge space. This initial step lays the groundwork for the comprehensive modernization and expansion of the building. The second phase will construct a new addition to the building to house additional space for the departments. The third phase will include the renovation of the balance of interior as well as the exterior rehabilitation of the facility.

    SUNY Chancellor John B. King Jr. said, “Thanks to the substantial state investment secured by Governor Hochul, this project represents a significant transformation for the Natural Sciences Building, which was built over four decades ago. With 40% of state-owned buildings, SUNY has the ability to help achieve Governor Hochul’s ambitious climate goals through exciting projects like this one. Future generations who come to learn on SUNY Old Westbury’s campus and in the Natural Sciences Building will have a brighter, more sustainable future.”
