  • MIL-Evening Report: Albanese government bans DeepSeek from official devices on security grounds

    The Albanese government is banning DeepSeek – the Chinese artificial intelligence model – from all government systems and devices on national security grounds.

    It says this is in line with the actions of a number of other countries and is based on “risk and threat information” from security and intelligence agencies.

    The Chinese platform TikTok is already banned from government systems and devices.

    Under the decision, announced by Home Affairs Minister Tony Burke, government bodies must immediately remove all DeepSeek products, applications and services from systems and mobile devices. No new installations are allowed.

    But politicians can still have DeepSeek on their personal non-government devices. This presently happens with TikTok – for example opposition leader Peter Dutton has a TikTok account.

    While the direction only applies to official systems and devices, the government is also urging all Australians to inform themselves about how their data can be used online and to carefully review a company’s privacy policy on how customer data is managed.

    Burke said: “The Albanese government is taking swift and decisive action to protect Australia’s national security and national interest.

    “AI is is a technology full of potential and opportunity, but the government will not hesitate to act when our agencies identify a national security risk.

    “Our approach is country-agnostic and focused on the risk to the Australian government and our assets.‘

    The NSW Department of Customer Service acted late last month to ban DeepSeek from official devices and systems.

    The department told Cyber Daily it had “taken a precautionary approach to restrict corporate access to DeepSeek AI, consistent with the approach taken for many new and emerging applications, systems and services”.

    Commenting on the NSW department’s decision Dana Mckay, Senior Lecturer in Innovative Interactive Technologies at RMIT, said: “The reason Chinese-made and-owned tools are being banned is that the data they collect is available to the Chinese government not just when a crime has been committed, but also for economic or social reasons.

    “DeepSeek even collects keystroke patterns, which can be used to identify individuals, potentially allowing them to match in-work searches with leisure time searches, potentially leading to national security risks,” she said.

    “It is fair to ask whether DeepSeek is more dangerous to Australian national security than, say, OpenAI which collects similar data: the difference is that OpenAI will only give data to government to comply with relevant laws, and this typically means where a crime may have been committed.

    “Whether governments should be concerned about the level of data collected by commercial companies, such as OpenAI and Google, is still a significant question, but one that is separate to the national security concerns raised by China’s data sovereignty laws.”

    Among those banning Deepseek are the Pentagon, the United States Navy, NASA, Italy and Taiwan.

    Some of the city’s best hospitality and leisure businesses have been shortlisted for awards at the prestigious Staffordshire & Stoke-on-Trent Tourism Awards 2025.

    The annual awards ceremony – sponsored by the University of Staffordshire – recognises the diverse range of attractions, accommodations and food and drink businesses and will be held in Stoke-on-Trent this year as part of the city’s centenary celebrations.

    This comes as latest figures show that a £2.3 billion tourism boom has seen more visitors flock to the area and numbers using the sector are up 30 per cent since 2019.

    World of Wedgwood has been recognised with several nominations, including for the International Tourism Award, Large Visitor Attraction of the Year and the tea room has been nominated in the Taste of England – Tea Room & Coffee Shop of the Year category.

    Jemma Harrison, Director of Destinations at Fiskars UK Limited, who run World of Wedgwood, said: “We are thrilled to have been shortlisted for three awards this year, especially in the new category of International Attraction of the Year.

    The ICAR-Central Rice Research Institute (CRRI) with its’ three sub-stations at Hazaribag (Jharkhand), Gerua (Assam), and Naira (Andhra Pradesh) develops and disseminates eco-friendly technologies to enhance productivity, profitability and sustainability of rice cultivation in different ecologies of various states in the country including Bargarh, Odisha. Besides, the ICAR-Indian Institute of Rice Research (IIRR), Hyderabad, Telangana also looks after rice research in the country.

    In addition to above, Odisha University of Agriculture & Technology (OUAT), located at Bhubaneswar, conducts research and extension activities on rice for Odisha. Therefore, at present, there is no proposal to set up a Central Rice Research Institute in Bargarh, Odisha. 

    Several climate-smart technologies/products are developed, tested and evaluated by the above two National institutes for the rice crop. The farmers of Bargarh are getting the benefits of such varieties/technologies.

    The ICAR through its above two research institutes holds a national mandate to develop technologies aimed at enhancing rice productivity across the country through robust and effective research strategies. Research works have been done on enhancing yield through adoption of improved varieties and technologies and reducing input costs both at Odisha and also across different states of India.

    This information was given by Minister of State for Agriculture and Farmers Welfare, Shri Bhagirath Choudhary in a written reply in Lok Sabha today.

  • MIL-OSI Africa: Civil Society Organizations Brief the Committee on the Elimination of Discrimination against Women on the Situation of Women in the Democratic Republic of the Congo, Nepal, Belarus and Luxembourg

    The Committee on the Elimination of Discrimination against Women was this afternoon briefed by representatives of civil society organizations on the situation of women’s rights in the Democratic Republic of the Congo, Nepal, Belarus and Luxembourg, the reports of which the Committee will review this week.

    In relation to the Democratic Republic of the Congo, speakers raised concerns regarding gender-based violence and abuse of internally displaced women and girls in the context of the escalating conflict, and the impact of the withdrawal of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo.

    On Nepal, speakers addressed discrimination against vulnerable women, including indigenous women and girls, lesbian, bisexual, transgender and intersex women, and women sex workers; anti-discrimination legislation; and the participation of women in political processes.

    Non-governmental organizations speaking on Belarus raised topics including the dissolution of civil society organizations, imprisonment of women human rights defenders, and barriers to access to justice for women.

    Regarding Luxembourg, a speaker raised issues related to a lack of gender sensitive policies and measures to address intersecting forms of discrimination, and the subordination of women through the social system.

    The National Human Rights Commissioner of the Democratic Republic of the Congo spoke on the country, as did the following non-governmental organizations: Centre for Migration, Gender, and Justice; Groupe d’Action pour les Droits de la Femme; and SAVIE ASBL LGBT.

    Regarding Nepal, the following non-governmental organizations spoke: Forum for Women, Law and Development; Feminist Dalit Organization; Nepal Indigenous Women Federation; Sex Workers and Allies South Asia and Team; Campaign for Change, Mitini Nepal, and Intersex Asia; and Visible Impact.

    The following non-governmental organizations spoke on Belarus: Belarusian Helsinki Committee; Human Constanta; Belarusian Congress of Democratic Trade Unions; Coalition against gender-based and domestic violence; and Our House.

    A representative of the Consultative Commission of the Grand-Duchy of Luxembourg on Human Rights spoke on Luxembourg.

    The Committee also held an informal meeting with the Working Group on Business and Human Rights and representatives from civil society and the business sector on “increasing the bottom line through smart, gender-inclusive, rights-focused approaches in digitisation.”

    Opening the meeting, Nahla Haidar, the newly elected Committee Chairperson, said artificial intelligence and digital technologies had revolutionised everyday life and business practices across sectors in ways that were never envisioned in the past. She called for action to prevent bias and discrimination against women through cyber-enabled modalities; expand women’s economic opportunities in the new digital era; and equip women and girls with necessary skills, capacities and tools to contribute to providing digital solutions.

    In the meeting, speakers discussed topics such as measures to prevent discrimination of women in the private sector, and particularly in the field of technology; measures to promote access to science, technology, engineering and maths education for women; measures to address the impacts of artificial intelligence on women; and measures to protect women’s rights in the energy transition era.

    Committee Experts and members of the Working Group spoke in the meeting, as did representatives of the United Nations Office of the High Commissioner for Human Rights, the World Trade Organization, and various private sector and civil society organizations.

    The Committee on the Elimination of Discrimination against Women’s ninetieth session is being held from 3 to 21 February.     Opening Remarks by the Committee Chair

    NAHLA HAIDAR, Committee Chairperson, said that during each session, the Committee invited national and international non-governmental organizations to informal public meetings to provide specific information on the States parties that were scheduled for consideration by the Committee. She welcomed the representatives of non-governmental organizations and national human rights institutions that had come to provide information on the States parties whose reports were being considered this week: Democratic Republic of the Congo, Nepal, Belarus and Luxembourg.

    Statements by Non-Governmental Organizations from the Democratic Republic of the Congo, Nepal and Belarus

    Democratic Republic of the Congo

    On the Democratic Republic of the Congo, speakers, among other things, said violence against displaced persons was on the rise in the State. Gender-based violence, specifically, was rampant, leaving survivors with limited access to justice. Displaced women had a lack of access to reproductive health care and were giving birth in unsafe conditions. The economic struggles that displaced women and girls faced were equally alarming. With scarce income opportunities, many were driven to survival sex, which exposed them to sexual exploitation and abuse.

    The withdrawal of the United Nations Organization Stabilisation Mission in the Democratic Republic of the Congo raised real concerns. Plans from national authorities to take on the responsibilities of the Mission remained lacking. Armed militias and members of the security forces continued to abuse women with impunity. There were also “tolerance houses” where internally displaced women and girls were sexually abused. Justice remained inaccessible for most survivors.

    Speakers called on the Government to bolster administrative capacities; ensure the transfer of United Nations facilities to the armed forces; investigate “tolerance houses” and hold perpetrators of gender-based violence criminally liable; control the spread of weapons; and ensure justice and dignity for all women in the State. Speakers also called for a national migration strategy that was gender-responsive; mechanisms for gender-based violence prevention, mitigation, and response; provision of health services and resources, especially with regards to maternity health, that connected to related concerns such as food insecurity and nutrition; and programmes to expand livelihood provisions that supported displaced women and girls.

    Nepal

    Speakers said Nepal had yet to enact a robust anti-discrimination law, making women more vulnerable to abuse. There was a need to criminalise discrimination against women and eliminate all discriminatory legal provisions against them. The State party also needed to allocate sufficient human and financial resources to public bodies working on women’s rights. Appropriate support needed to be provided to women victims of violence.

    Fifteen per cent of Nepal’s population of women faced multiple forms of discrimination; many women faced social exclusion and violence. Some girls did not report crimes due to a lack of trust in the justice system.

    Nepal needed to amend the Constitution to address historical discrimination of indigenous women and to recognise the customary laws of indigenous people. The Government needed to amend the act on the rights of persons with disabilities to address the rights of indigenous women with disabilities. Access to justice needed to be promoted for indigenous women and women with disabilities.

    Nepal had failed to ratify the Palermo Protocol, and human trafficking and sex work were treated as the same in the country. Sex workers faced various forms of discrimination and violence. Nepal’s legislation had a direct impact on sex workers’ access to citizenship. Legislation on trafficking in persons needed to be amended to differentiate between trafficking and sex work. The Government also needed to facilitate sex workers’ access to citizenship and promote awareness raising campaigns on the rights of sex workers.

    Lesbian, bisexual, transgender and intersex girls faced harmful treatment and violence, and systematic discrimination in education and healthcare in Nepal, and the Government had failed to act in response. The Government needed to ensure such women could access single women’s allowances, redefine marriage to include gender-free terminology, and support this group’s access to rights.

    Education on sexual and reproductive health remained optional and inadequate in Nepal. It needed to be made compulsory. Legislation needed to be amended to fully decriminalise abortion, particularly abortions in cases of rape. The State also needed to amend legislation to include sexual and reproductive health and rights and sensitise health care providers and community members on safe births. It further needed to decriminalise sexual relations between consenting adolescents under the age of 18.

    The meaningful participation of women in political processes was lacking; many women politicians faced violence. Nepal needed to investigate historic violence against marginalised women, collect disaggregated data on women, enhance women’s leadership capacities, take measures to eliminate discrimination against marginalised women and girls, and provide quality health services to all women and girls, particularly indigenous women, at a minimal cost.

    Belarus

    Speakers on Belarus said the Constitution did not provide effective protection against discrimination. Women’s rights to education and health care were limited. Belarus had institutionalised discriminatory food provisions; women and girls were not able to access fruit and nuts, leading to long-term health risks.

    Access to justice for women was undermined by the persistent persecution of women human rights defenders. Women activists had been falsely labelled as terrorists despite their peaceful actions. The State had systematically dissolved various civil society organizations, including many that supported women. Almost 2,000 non-governmental organizations had been forced to liquidate. All women’s organizations that had prepared shadow reports to the Committee for the last review had been liquidated. It was immensely difficult to find legal assistance due to the political suppression of lawyers. In 2022, the Government had forcibly liquidated all trade unions. Six women trade union activists remained in prisons.

    At least 139 women were political prisoners in Belarus. They lacked access to healthcare and were persistently ill-treated. Imprisoned women faced forced labour and modern forms of slavery. If women refused to work, they were put in “cages of shame” and forced to stand outside for several hours. Women prisoners earned between five and 10 euros per month and faced harsh penalties for not meeting quotas.

    When domestic violence cases were reported to police, police screened the political activities of the victim rather than provide support. Victims and aggressors were invited together to meetings with authorities, promoting impunity.

    Women migrants were vulnerable to trafficking and violence. Domestic violence was not a ground for asylum in Belarus.

    Luxembourg

    No non-governmental organizations spoke on the situation of women in Luxembourg.

    Questions by Committee Experts

    A Committee Expert said that there were many laws and policies for women in the Democratic Republic of the Congo, but there was weak implementation. How was the transitional justice policy being implemented for women? Was there a plan to promote the security of women and girls in the Democratic Republic of the Congo?

    The Expert shared the non-governmental organizations’ concern regarding the suppression of civil society in Belarus. Were there plans to update the national action plan on human rights in Belarus, and were there plans to establish a national human rights institution?

    Another Expert asked about anti-trafficking activities being carried out in the Democratic Republic of the Congo. To what extent were women represented in local governments and decision-making bodies in Nepal?

    One Committee Expert asked about financial resources devoted to implementing the national gender equality plan in Nepal. What were areas of concern related to sexual and reproductive health services in Belarus?

    A Committee Expert asked about problems regarding access to justice for Dalit women in Nepal. How common was the dowry custom in Nepal? Why was the dowry for younger women and girls lower?

    Another Committee Expert asked if the Democratic Republic of the Congo had laws on the accountability of military personnel and contractors involved in violence against women. What social protection system and benefits did Belarus have for women and girls?

    One Committee Expert asked about legal provisions that needed to be challenged. What needed to be done to educate girls and society about the harms of the kumari practice in Nepal, which isolated girls from their community?

    A Committee Expert called for information on the Democratic Republic of the Congo’s national action plan on the development of the security forces. What action had been taken to dismantle non-governmental armed groups in the east? Was it still possible for non-governmental organizations in Belarus to protect women and interact with the Government?

    Responses by Non-Governmental Organizations

    Nepal

    Responding to questions on Nepal, speakers said there was a very low percentage of women in federal and provincial decision-making bodies in Nepal, and an even lower percentage of Dalit women. There needed to be increased representation of women in these bodies. There were several laws that directly discriminated against women, including laws on legal residences, which considered women and girls’ residences as those of their husbands and fathers. Divorced women lost their property rights. It was prohibited to oppose gender biases in cultural and social practices. Nepal’s laws did not recognise lesbian, bisexual, transgender and intersex women as minorities; this needed to be done.

    In Nepal, the parents of women paid dowries, and less dowry was paid for younger women. Dowry payments were most prevalent in the south of the country. The Criminal Code criminalised this practice, but it still existed.

    Sexual and reproductive health education was part of the school curriculum but was no longer a compulsory subject. There were also gaps in sexual and reproductive health legislation, with many marginalised women not able to access sexual and reproductive health services.

    Dalit women and other marginalised women could not easily access the justice system. They were not made aware of where and how to access justice and faced violence and discrimination from the police because of their identity.

    Belarus

    Responding to questions on Belarus, speakers said Belarus’ Gender Equality Council did not include non-governmental organizations working on human rights and gender equality. Belarus’ legislation on incitement to hatred was used to oppress women human rights defenders. One such woman had been imprisoned for seven years under this legislation. Raids, inspections and blocking of websites were tools used by the Government to restrict the activities of civil society organizations.

    Statements by National Human Rights Institutions

    Democratic Republic of the Congo

    GISÈLE KAPINGA NTUMBA, National Human Rights Commissioner of the Democratic Republic of the Congo, said the Democratic Republic of the Congo was going through one of its darkest times in recent history, marked by the invasion of the M23 rebels in the east of the country, which was facing a protracted, violent crisis. Many women and girls had been displaced and were facing heightened risks of sexual violence and rape. The National Human Rights Commission had conducted investigations into sexual violence linked to conflict, engaging with competent institutions to address this problem and combat impunity.

    The Commission welcomed that the Government had implemented several measures to protect women and girls from sexual and gender-based violence, including a law criminalising such violence and enshrining access to justice for victims. However, there was still a long way to go until these measures could effectively protect civilians from sexual and gender-based violence. The number of internally displaced persons continued to grow, and there had been many cases of rape reported. There needed to be increased funds to limit the circulation of small arms and light weapons, build new camps, and increase humanitarian aid for internally displaced persons. Care for victims of sexual and gender-based violence needed to be given by trained professionals.

    The national fund for compensation for the victims of gender-based violence had helped victims to access care. The Commission also welcomed the organisation of travelling courts to combat impunity. The Government needed to restore peace in the east and take steps to protect civilians from gender-based violence, and provide internally displaced persons with adequate aid. Armed groups needed to respect the rules of international humanitarian law and implement an immediate ceasefire. The international community needed to promote peace by adopting sanctions against M23 and other armed groups.

    Luxembourg

    LAURA CAROCHA, Human and Social Sciences Expert,Commission consultative des Droits de l’Homme du Grand-Duché de Luxembourg [Consultative Commission of the Grand-Duchy of Luxembourg on Human Rights], welcomed the efforts made by Luxembourg to combat discrimination against women since the last report, while noting persistent shortcomings, including a social system that kept women in a subordinate position to men. Luxembourg’s policy favoured a “neutral” approach that was not gender sensitive. Ms. Carocha urged politicians to openly acknowledge this systemic patriarchal domination and to make the deconstruction of this mechanism a priority. To this end, it was imperative that the Government finally implemented the principle of gender mainstreaming in a cross-cutting manner in all its policies.

    Luxembourg’s equality efforts lacked an intersectional approach and the Government rarely addressed multiple and intersecting forms of discrimination. Disability was conspicuously absent from the National Action Plan for Equality between Women and Men, while the gender dimension was neglected in the National Action Plan on Disability. It was essential to have detailed data, disaggregated by gender, age, ethnicity, disability and education level, to better understand and address the different forms of discrimination that women faced. The Government also needed to impose concrete actions on companies, municipalities and administrations in terms of gender equality and the fight against discrimination against women.

    All actions taken in the fight against discrimination against women needed to be carried out in close collaboration with civil society. This cooperation needed to be translated into lasting partnerships and political will to ensure that the contributions of civil society were seriously considered in the decision-making process.

    Ms. Carocha concluded by calling for the recognition of multiple forms of discrimination, and a proactive and participatory response from the Government to gender inequalities rooted in societal dynamics. This meant adopting structural solutions that addressed the root causes of discrimination.

    Questions by Committee Experts

    A Committee Expert offered condolences to the people of the Democratic Republic of the Congo, including families of civilians who had lost their lives. What did the National Human Rights Commission wish the Committee to highlight in the dialogue with the State party?

    Another Committee Expert asked about measures to prevent conflict-related gender-based violence in the Democratic Republic of the Congo.

    One Committee Expert asked if humanitarian aid groups were able to access Goma and deliver food, health and menstrual products?

    A Committee Expert expressed concern regarding the lack of participation from women’s organizations from Luxembourg in the dialogue. What progress had been made in reforming the Constitution? Was there an initiative to amend the timeframe for authorising abortions in the State? The State party did not publish data broken down by origin. Could data be provided on migrant workers in Luxembourg?

    Another Committee Expert asked about Luxembourg’s process for identifying stateless persons.

    Responses by National Human Rights Institutions

    GISÈLE KAPINGA NTUMBA, National Human Rights Commissioner of the Democratic Republic of the Congo, said that in Goma, people in displacement camps had been bombarded. They had no power and no water, and the Rwandese army was on its way in. The international community needed to assist the Democratic Republic of the Congo in creating humanitarian corridors to assist internally displaced persons fleeing the region. The State had approved laws and measures on preventing sexual violence, but implementing these was a challenge, particularly in regions where the Government did not have control. In the dialogue, the Committee needed to ask the Government to choose diplomacy over other means, as the population was dying for nothing. Those involved in the conflict needed to be prosecuted. The international community needed to condemn the situation in the east and promote diplomacy.

    Meeting with the Working Group on Business and Human Rights

    ANDREA ORI, Director, Groups in Focus Section, Human Rights Treaties Branch, United Nations Office of the High Commissioner for Human Rights, said that the meeting would address the nexus between business and human rights, and gender and digital technologies. Cooperation and practices in digital fields needed to not perpetrate discrimination against women. There was room for improvement on measures addressing gender discrimination in the workplace, representation of women in leadership positions, workplace harassment, and labour rights for women. Women were over-represented in low-paying jobs. Stereotypes hindered women’s access to finance and investments, and women had less access to technology and digital services. Today’s discussion would focus on enhancing the promotion and protection of women.

    NAHLA HAIDAR, Committee Chairperson, said artificial intelligence and digital technologies had revolutionised everyday life and business practices across sectors in ways that were never envisioned in the past. Strategic, innovative modalities to better safeguard the rights of women and girls called for partnerships, joint approaches and harmonised frameworks. Women needed to be engaged in digital developments from the beginning. States needed to avoid the re-inventing of stereotypes, bias and discrimination and the perpetuation of violence against women through cyber-enabled modalities; safeguard women’s livelihoods and expand economic opportunities in the new digital era for them; and equip women and girls with necessary skills, capacities and tools to contribute to providing digital solutions.

    This briefing was anticipated to be the first in a series of collaborative efforts to address substantive issues on women’s economic rights in a digital world based on the provisions of the Convention. Business and human rights principles and the jurisprudence of the Committee and standards could be systematically deployed to uphold and respond to women’s rights protection and economic empowerment, particularly through inclusive digital technologies.

    Sadly, gender equality had often been constrained by interpretations outside the text of the Convention, resulting in persistent gender gaps and disparities. Critical partnerships would enable the Committee to explore a collaborative and coordinated approach for bridging digital gender inequalities to create a more inclusive and equitable digital future for women and girls, one that was not only free of all forms of violence but also offered them equal opportunities to access and utilise digital technologies to boost their livelihoods and human capital assets.

    LYRA JAKULEVIČIENĖ, Chairperson of the Working Group on Business and Human Rights, said that this year, the Working Group was preparing a report on the use of artificial intelligence in businesses and its human rights impacts. It focused on the deployment of artificial intelligence technologies and procurement by States and businesses, looking at biases and other issues. The use of artificial intelligence and other technologies had many benefits and but also created concerns, including related to gender, and these would be captured in the report. Synergy with the Committee would help both bodies to advance their agendas and strengthen the global protection of human rights, particularly for vulnerable women and girls.

    ESTHER EGHOBAMIEN-MSHELIA, Committee Expert, said 300 million fewer women than men had access to mobile internet globally. Although about a third of small and medium enterprises were owned by women, women were under-represented in discussions on the global value chain. States needed to focus on the energy transition and artificial intelligence technologies, as if they did not address issues in these fields, the gender gaps would widen.

    FERNANDA HOPENHAYM, Gender Focal Point of the Working Group on Business and Human Rights, said the United Nations Guiding Principles on Business and Human Rights had a cross-cutting gender perspective, and this needed to be addressed by States and businesses. The Guiding Principles said that States needed to include a gender perspective in all policies on business and human rights. It also called on businesses to respect human rights and to implement measures promoting diversity and inclusion. Women needed to be able to access remedies in cases in which their rights were violated. Technologies needed to be gender sensitive, responsive and transformative.

    Panel Discussion

    In the ensuing discussion, speakers, among other things, said women faced many barriers to accessing the labour market; these needed to be addressed. Countries needed to change company cultures to address discrimination against women employees, and promote diversity and family-friendly policies. Businesses needed to consider documents outlining the rights of women and girls, such as the Convention, and use tools to assess the effectiveness of gender equality measures. They also needed to create an enabling environment for women. Another key requirement was to conduct human rights due diligence with a gender lens.

    Some speakers expressed concerns related to discrimination against women in the technology sector. Many companies lacked a gender lens when assessing their value chains and were not carrying out gender-related due diligence. There was evidence of disproportionate harm to non-binary women and the targeting of women human rights defenders online. Companies were actively amplifying gender biases. The Committee and the Working Group needed to work with civil society and to call out companies by name when they violated human rights. They also needed to promote corporate accountability and prevent regression.

    Speakers presented measures to change cultural mindsets to support women to succeed professionally; to promote a healthy work-life balance for women; to raise awareness of women’s rights among businesses; and to develop rules and tools to protect women and girls on social media platforms.

    Some speakers said technology could allow for greater access to education for women and girls, so women needed increased access to it. One speaker said girls had less opportunities to study in fields such as programming and robotics. With simple reforms and measures encouraging participation, more and more women and girls would choose information technology as a profession, they said.

    Some speakers expressed concerns that artificial intelligence technology was not sufficiently regulated. It was possible for artificial intelligence systems to learn and reproduce societal biases and there were also privacy concerns regarding the data that these systems used. One speaker presented efforts to eliminate biases in artificial intelligence systems and to develop tools to ensure that such systems respected human rights.

    One speaker called for respect for women’s rights in the energy transition. Women had strong roles to play in preventing child labour in the energy sector and supporting children’s access to education. Businesses needed to ensure women’s experiences were incorporated in energy transition programmes, and to finance science, technology, engineering and maths education programmes for women, speakers said.

  • MIL-OSI United Kingdom: Salford City Council confirms new Interim Executive Director for Children’s Services

    Salford City Council has confirmed that Becky Bibby has been appointed as the new interim Executive Director for Children’s Services. She will begin her new role from Monday 3 February.

    She will take up the position following a recent internal recruitment process, with the position being vacated by Melissa Caslake, who has now been appointed as Interim Chief Executive, following the departure of Tom Stannard. Both positions are significant statutory roles, with the appointments bringing continuity to the organisation and ensuring that the council fulfils its statutory responsibilities. 

    Becky joined Salford City Council in 2009, initially as Education and Childcare Strategy Manager for Children’s Services Early Years. Since then, she has also been Head of Service for Starting Life Well and Helping Families, before her current role as Director for Early Help and School Readiness. Prior to joining Salford City Council, she started her career initially as a Nursery Nurse, before taking up a role in Children’s Services at Tameside Council.  

    Her focus will now be on achieving UNICEF accredited Child Friendly City status for Salford, guiding the service through possible upcoming inspections and a key piece of work around lobbying for SEND educational provision in the city. 

    As part of the vision to creating a fairer, greener, healthier and more inclusive city as outlined in the council’s corporate plan This is our Salford, there is a commitment to prioritise support for children and young people. This includes a focus on educational improvement and children and young people’s development. 

    Recent activity to support this includes the development of a Literacy Hub, bringing the Dolly Parton Imagination Library to Little Hulton and the new soon-to-be completed Youth Zone. In addition, the council has retained Youth Service provision and the five Salford Family Nurseries it operates, it is currently reviewing its Local Cultural Education Partnerships (LCEP) and is developing a new a sports and leisure strategy for the city, with children and young people at its heart.

Since joining Salford City Council, she has worked tirelessly to champion the needs of children and young people, with a focus on support for early intervention and prevention for children, young people, and families. She has successfully led integrated locality-based children, young people and families’ resources and functions that deliver effective early help and early years services across the city.

    She has led the improvements to Salford Families Nurseries and plays a key role in our ambition to become a UNICEF accredited Child Friendly City. She is also an integral part of the management team which received a successful OFSTED inspection, with the service being rated as ‘good’ with ‘outstanding’ leadership and care leaver support. 

    Melissa Caslake, Interim Chief Executive at Salford City Council added “Becky has a great affinity with the council, the city and its children and young people. with over 15 years of experience and service to our city, she brings a wealth of knowledge to the position and an understanding of the continued work required to deliver quality services to our children and young people as well as the challenges the service faces.”

    Key specialists are being called upon to join a board advising the UK government in seizing the transformative potential of quantum technologies today (Tuesday 4 February).  

    An Expression of Interest (EOI) has now launched for new members to join DSIT’s Quantum Strategic Advisory Board (SAB).  

    The recruitment push comes as a UK delegation is set to fly the flag for British quantum at a global event in Paris celebrating quantum’s remarkable impact on the world in the past century. 

    With at least 160 companies active up and down the country, the UK is home to the second largest quantum sector globally, strongly supported by investment from the public and private sectors. 

    To raise awareness of how quantum innovations are improving our lives by driving growth, creating jobs and delivering breakthroughs in fields like healthcare, UK officials, led by the National Technology Advisor, will mark the start of the International Year of Quantum in Paris today. 

    The event, convened by UNESCO, marks 100 years since the initial development of quantum mechanics, and brings together the leading lights in the field from across the entire world to exchange ideas and showcase best practices in quantum science education, research and industry applications.   

    Quantum technologies harness the unique properties of subatomic particles to process information and solve pressing problems in a new way. New innovations in quantum, such as improved health diagnostics and future proofing cyber security to make our streets safe, will help drive the government’s Plan for Change.   

    To seize the potential of this technology and support the UK’s vision to be a leading quantum-enabled economy, DSIT is expanding and bolstering its Quantum Strategic Advisory Board.

  • MIL-OSI United Kingdom: Local government expenditure and income in 2023-24

    The Chief Statistician has released figures on local government finance in 2023-24. These figures provide a comprehensive overview of the financial activity of local government, including revenue expenditure and income; capital expenditure and financing; reserves; debt; and pensions.

    Revenue expenditure is the cost of delivering services each year. Local authorities’ net revenue expenditure in 2023-24 was £14,296 million. Education and Social Work were the services with highest net revenue expenditure, accounting for £6,960 million and £4,604 million respectively.

    Net revenue expenditure on Central Services increased by 103.2 per cent, or £352 million, between 2022-23 and 2023-24. Of this increase, £260 million was due to Equal Pay payments that were made by Glasgow City Council during 2023-24.

    Capital expenditure is expenditure that creates the buildings and infrastructure necessary to provide services, such as schools and roads. Local authorities incurred £3,689 million of capital expenditure in 2023-24. This was predominantly financed by grants and contributions of £1,704 million and borrowing of £1,640 million.

    Usable reserves are local authorities’ surplus income from previous years which can be used to finance future revenue or capital expenditure. At 31 March 2024, local authorities held £4,258 million of usable reserves.

    When local authorities borrow money or use credit arrangements to finance capital expenditure, a debt is created which has to be repaid from future revenues. In 2023-24, as a result of the statutory flexibility granted by Ministers, local authorities made debt repayments of minus £67 million. That is, rather than repay debt, they received a windfall of £67 million as a result of the service concession flexibilities.

    On February 3, the Polytechnic University was visited by Metropolitan of Pskov and Porkhov, Abbot of the Holy Dormition Pskov-Pechersky Monastery Matfey (Kopylov). The visit was part of the events in honor of the 125th anniversary of the Polytechnic University. The guest got acquainted with the history of the university and its current activities, and discussed opportunities for cooperation.

    The tour of the university began with the Main Academic Building, where Metropolitan Matfey of Pskov and Porkhov got acquainted with the gallery of outstanding polytechnic scientists. In the SPbPU History Museum, its director Valery Klimov spoke about the most important events in the history of the Polytechnic, presented interesting facts and showed key exhibits. In the Technopolis Polytechnic research building, the university’s scientific secretary Dmitry Karpov demonstrated a model of the SPbPU campus.

    During the visit, the bishop met with the rector of SPbPU Andrey Rudskoy. The meeting was also attended by the vice-rector for youth policy and communication technologies Maxim Pasholikov and a member of the initiative group to save the church in Belskoye Ustye Valery Silin.

    The Church of the Ascension of the Lord is located in the village of Belskoye Ustye in the Porkhov District, where the grave of Prince Andrei Gagarin, an outstanding Russian scientist and engineer, the first director of the Polytechnic University, is also located. The 18th-century church is the largest patrimonial church in the Pskov land, which has no analogues in the architectural heritage of the region. It is an integral part of the cultural and historical complex, which includes the estate of Prince A. G. Gagarin in Kholomki, the main building of which was restored by the Polytechnic University in 2013, as well as the outskirts of Porkhov with their unique fortresses, churches and temples.

    The Church of the Ascension of the Lord is one of the pearls of the Pskov region for tourists, especially for pilgrims. It is important to develop tourist routes around Pskov. Together we contribute to the great cause of the revival of Russian history, Andrey Rudskoy emphasized.

    The meeting participants considered possible areas of cooperation in the reconstruction of the church, ways of attracting benefactors, organizing a board of trustees for the implementation of the project, as well as the possibility of opening a Sunday school at the church.

    The first Church of the Ascension of the Lord was built in 1796 with funds from Colonel Artemon Kozhin in his estate Belskoye Ustye in Porkhov district. In the early 1860s, Artemon Osipovich’s son, Pyotr, decided to build a new church, as the old one had fallen into disrepair. The new building was erected according to the design of the St. Petersburg architect Shestakov in the style of early classicism with elements of baroque. In October 1898, a church-parish trusteeship was founded, and in November 1887, a church-parish school began operating.

    A. G. Gagarin often visited the church, and after his death on December 22, 1921, he was buried in this church and buried in the local cemetery. In 1921-1922, a colony of the House of Arts was opened in the estate of Prince Gagarin. Among its participants were famous writers and artists K. I. Chukovsky, E. I. Zamyatin, M. L. Lozinsky, M. L. Slonimsky, M. M. Zoshchenko, V. F. Khodasevich, O. E. Mandelstam and others. All of them regularly visited the Church of the Ascension of the Lord.     In 2014, an initiative group was created, which included the heads of SPbPU, representatives of the Pskov Region Committee on Culture, Pskov State University, the administration of the Porkhov District, and the St. Petersburg branch of the All-Russian public movement “Orthodox Russia”. Since 2017, active work has been underway to restore and rebuild the church.

    The Polytechnic University has opened registration for the fifth youth competition of entrepreneurial and business ideas, The Blue Ocean Open Polytech Entrepreneurship Competition — 2025. The event is aimed at developing strategies for creating markets free from competition.

    Blue Ocean Strategy was developed in the early 2000s by INSEAD business school professors Chan Kim and Renee Mauborgne. Contestants study six basic analytical tools of Blue Ocean Strategy in a special platform, apply them to solve a practical case and develop an entrepreneurial idea.

    Since 2020, the event has been gathering students from different countries who want to understand how to create a product based on the concept of value innovation, when the consumer gets new value and the manufacturer reduces costs.

    During the competition, more than 850 representatives from Russia and foreign countries took part in it. These are teams of 1 to 4 people, consisting of university students and postgraduates, as well as college students and high school students.

    The organizers are the Foundation for the Support and Development of Innovations “Polytech”, the Higher School of Industrial Management of the Institute of Industrial Management, Economics and Trade of SPbPU, the Higher School of Technological Entrepreneurship of the Advanced Engineering School “Digital Engineering” of SPbPU.

    The competition is held remotely and includes the following stages:

    registration — team formation from February 1 to 28; study of the basics of the Blue Ocean strategy — solving a practical case from March 1 to 31, summing up the results is planned from April 1 to 7 with further announcement of the results of the second stage on April 8; development of a Blue Ocean strategy for a startup, entrepreneurial idea or idea generation from scratch by April 20, summing up the results will take place from April 21 to 28, announcement of the competition results is planned for April 29.

    This year, the case for the second stage was proposed by the company “Profilans IT”. Participants need to propose IT projects for the development and training of students. The company is ready to assist the best authors who present real and marketable projects in their implementation. The results of the competition will be shown in the format of a video presentation.

    The award ceremony will take place in May. All teams that pass three stages of the competition will receive certificates of participation. Winners and prize winners will be awarded diplomas and additional points for admission to the Polytechnic University’s master’s program in the IPMEiT areas without exams based on winning the portfolio competition: 60 points will be awarded to winners, 40 points to prize winners.

    The prize fund of the competition is 160,000 rubles. The general partner (Profilans IT) provided 140,000 rubles.

    For first place the team will receive 60,000 rubles, for second place – 40,000 rubles, for third place – 20,000 rubles.

    The prize for the most technologically advanced project is 20,000 rubles.

    A special prize “To the captain of the winning team” (20,000 rubles) was provided by the competition partner, General Director of PSS LLC Pavel Balobanov.

    The construction of a new research and production building for the Saint Petersburg State Marine Technical University has been completed. This was announced by Deputy Prime Minister Marat Khusnullin. This is the only university in Russia that trains specialists in the entire spectrum of shipbuilding specialties.

    “Creating comfortable conditions for students to study and live is one of the priorities of our construction complex. On the instructions of the President, a network of world-class university campuses is being created. Some of these projects are being implemented by the public-law company “Single Customer in Construction”. At the same time, the infrastructure of other universities is being developed. For example, for students of the St. Petersburg State Marine Technical University, the construction of a new building of the research and production building has been completed. We have already received a certificate of conformity. The construction of this building will give students the opportunity to acquire practical skills and in-depth knowledge in the field of marine technology,” said the Deputy Prime Minister.

    The building will provide the material resources necessary for students to acquire industrial skills.

    “Construction work in the new building for the maritime university was carried out within the framework of the comprehensive state program “Construction”, supervised by the Ministry of Construction of Russia. The research and production building consists of two blocks – production and administrative. The first part of the building is represented by three functional zones, where the Institute of Laser and Welding Technologies, training rooms for mechanical processing and a training shipyard will be located,” said Deputy Minister of Construction and Housing and Public Utilities Yuri Gordeev.

    Overall, the construction of the new facility will ensure the development of the university’s research potential.

    “The total area of the new educational building is more than 2.6 thousand square meters. It is planned to put it into operation in 2025,” said Karen Oganesyan, General Director of the Unified Customer PPC.

  • MIL-OSI Africa: Groundbreaking Ebola vaccination trial launches today in Uganda

    In a global first, Uganda’s Ministry of Health, the World Health Organization (WHO) and other partners today launched a first ever vaccine trial for Ebola from the Sudan species of the virus, and at an unprecedented speed for a randomized vaccine trial in an emergency.

    The principal investigators from Makerere University and the Uganda Virus Research Institute (UVRI), with support from WHO and other partners, have worked tirelessly to get the trial ready in 4 days since the outbreak was confirmed on 30 January. It is the first trial to assess the clinical efficacy of a vaccine against Ebola disease due to Sudan virus. The speed was achieved through advanced research preparedness, while ensuring full compliance with national and international regulatory and ethical requirements.

    The candidate vaccine was donated by IAVI, with financial support from WHO, the Coalition for Epidemic Preparedness Innovations (CEPI), Canada’s International Development Research Centre (IDRC), and the European Commission’s Health Emergency Preparedness and Response Authority (HERA) and support from the Africa Centres for Disease Control and Prevention (Africa CDC).

    “This is a critical achievement towards better pandemic preparedness, and saving lives when outbreaks occur,” said Dr Tedros Adhanom Ghebreyesus, WHO’s Director-General.  “This is possible because of the dedication of Uganda’s health workers, the involvement of communities, the Ministry of Health of Uganda, Makerere University and UVRI, and research efforts led by WHO involving hundreds of scientists through our research and development Filoviruses network. We thank our partners for their dedication and cooperation, from IAVI for donating the vaccine, to CEPI, EU HERA and Canada’s IDRC for funding, and Africa CDC for further support. This massive achievement would simply not be possible without them.”

    In 2022, during the previous outbreak of Ebola disease (also from the Sudan species of the virus) in Uganda, a randomized protocol for candidate vaccines was developed. Principal investigators were designated under the leadership of the Minister of Health, and teams were trained to allow such a trial to take place during an active outbreak.

    The randomized vaccine trial to assess the recombinant vesicular stomatitis virus (rVSV) candidate vaccine was launched at a ceremony in Kampala today by the Minister of Health of Uganda. WHO is co-sponsoring the trial. WHO was represented by Dr Mike Ryan, Executive Director of WHO’s Health Emergencies Programme and Deputy Director-General, and the WHO representative to Uganda Dr Kasonde Mwinga, along with other colleagues.

    Three vaccination rings were defined today. The first ring involves about 40 contacts and contacts of contacts of the first reported and confirmed case, a health worker who has died.

    Although several promising candidate medical countermeasures are progressing through clinical development, as of now, there is no licensed vaccine available to effectively combat a potential future outbreak of Ebola disease from the Sudan species of the virus. Licensed vaccines exist only for the disease caused by Ebola virus, formerly known as Zaïre ebolavirus. Likewise for treatments, approved treatments are only available for Ebola virus.

    The vaccine for the trial was recommended by the independent WHO candidate vaccine prioritization working group. If the candidate vaccine is effective, it can contribute to controlling this outbreak and generate data for vaccine licensure.

    In 2022, the research teams were trained in good clinical practice (GCP) and standard operating procedures for such trials. They completed refresher training in recent days. WHO colleagues experienced in trials and in ring vaccination arrived in Uganda over the weekend to support the trial implementation and GCP compliance.

    The vaccine doses were pre-positioned in the country. WHO worked with the principal investigators and national authorities and the vaccine developer to review cold chain documentation and ensure the doses were stored correctly over the previous years. As part of the signed agreement with the Ministry of Health, WHO has a signed agreement with IAVI for additional doses of the candidate vaccine to be made available shortly.

  • MIL-OSI Russia: From Scanning to Digital Twin: SUM Research on 3D Modeling in Action

    Employees of the Reverse Engineering Laboratory of the State University of Management conducted research on the issues of 3D modeling.

    The authors of the article “The Impact of 3D Scanning Data Processing Methods on the Quality of Final Solid 3D Models” are young scientists from the State University of Management: – Leading Researcher (Head of the Laboratory), Candidate of Technical Sciences, Associate Professor Vladimir Filatov; – Researcher, Candidate of Technical Sciences, Associate Professor Ilya Nefelov; – Specialist, Postgraduate Student Denis Yudin.

    “As is known, with the help of 3D scanners, it is possible to scan the surfaces of any physical objects and make their virtual 3D models – digital twins,” says Vladimir Filatov. “This model can then be changed, and a new product can be printed or manufactured on machines, and it will take significantly less time compared to doing it from scratch. Such scanning is the first stage of reverse engineering.”

    Some characteristics of a real object may prevent the correct transfer of its parameters to digital space. It may be transparent, glossy, mirror-like, have different textures or colors, have deep pockets (depressions) where light hardly penetrates or is reflected from surfaces inside it. For more accurate scanning, matting is used – the application of single-color anti-glare sprays that eliminate the properties of objects that are inconvenient for scanning.

    Scientists from the State University of Management studied the deviations of the sizes of the obtained 3D model of the scanned object from its sizes measured in reality, and the influence of various sprays on this error. The studies showed how accurately the obtained 3D model coincides with the real object after scanning.

    The authors reviewed methods for processing 3D scanning data, including primary processing, filling in missing surfaces, smoothing, splitting into primitives, and measurements in a virtual environment. Their impact on the quality of final solid-state electronic 3D models of scanned objects was assessed. Measurements of final length measures were performed in a virtual environment with subsequent analysis of the data obtained.

    In the future, research will be aimed at studying algorithms and methods for processing the surfaces of scanned objects in order to improve the quality of digital twins of agricultural machinery.

    In 2024, the State University of Management celebrated the 105th anniversary of its foundation. On April 30, 1919, according to the decree of the People’s Commissariat of Industry and Trade of the USSR, the Moscow Industrial and Economic Practical Institute (MPEPI) received the status of an institution equal to an institution of higher education. From that moment on, the official chronicle of our university has been kept. But, as often happens in times of change, some pages of history were forgotten. This happened with the biography of the First Management University of the country. We invite you to dive deep into the history of the SUM, rediscover it, and learn its origins.

    MPEPI did not appear out of nowhere. Before the proclaimed power of the Soviets, the address Staraya Basmannaya, 21/4 housed the Aleksandrovskoye and Nikolaevskoye commercial schools, as well as the Trade Schools named after the Emperor of Russia Nicholas II.

    On February 19, 1880 (March 3, new style), exactly 145 years ago, in honor of the 25th anniversary of the reign of Emperor Alexander II, the Moscow stock exchange merchants decided to found a commercial school in the capital for people of the trade and industrial class. Alexander II was not only a tsar-liberator (the Manifesto on the liberation of the peasants from serfdom was also signed on February 19 (March 3), 1861), but also a champion of education. Thus began the first chapter in the life of the Aleksandrovsky Commercial School, which years later acquired its current name – the State University of Management.

    The curricula approved by the Ministry of Finance in agreement with the Ministry of Public Education of the Russian Empire were adopted on July 11, 1885. The first academic season began at the same time.

    The Aleksandrovsk Commercial School was located at 21 Staraya Basmannaya in the building of the palace of Prince A.B. Kurakin. For decades to come, the school received significant support from the state and business, whose representatives joined the Board of Trustees of the “useful institution.” The members of this board and the teaching staff of the school were famous people of their time: P.M. Tretyakov, D.V. Tsvetaev, S.V. Alekseev, A.K. Trapeznikov, N.A. Naidenov, A.V. Letnikov. All of them were outstanding figures of that era, whose influence went far beyond the Moscow stock exchange community.

    The initiator of the creation of the school was a well-known entrepreneur, banker, chairman of the Stock Exchange Committee and chairman of the Board of Trustees of the school – Nikolai Aleksandrovich Naidenov. Its first director was a corresponding member of the St. Petersburg Academy of Sciences, an outstanding mathematician, and an organizer of science – Alexei Vasilyevich Letnikov.

    During that era, such scientists as mathematician V. Ya. Tsinger, historians V. I. Picheta and D. V. Tsvetaev, astronomer P. K. Sternberg and others taught. Incidentally, the exhibits of the school, which characterized the educational base and educational process, were awarded a medal at the World Exhibition in Paris in 1900. Some of the artifacts and photographs from those years are kept at the disposal of the Museum of the State University of Management, where you can also read literature and get acquainted with the exhibition stands telling about the first steps of the university at the turn of the 19th and 20th centuries.

    After the October Revolution of 1917, the existence of any institutions bearing the imperial name was no longer possible. New educational institutions with a practical focus – technical schools – were created in the country. The new historical form of the Aleksandrovsky Commercial School was the Moscow Industrial and Economic Technical School (MPET).

    The Soviet MPET was located in the same complex of buildings on Staraya Basmannaya. The teaching and student staff also remained almost unchanged. A letter calling for applications for work at the newly created technical school, published in the Izvestia newspaper on July 20, 1918, was answered by 53 teachers from the Aleksandrovsky, 23 from the Nikolaevsky commercial schools, and 21 teachers from the Women’s Trade School. Students who transferred from the Aleksandrovsky school continued their education at the MPET and years later received Soviet diplomas. The first heads of the technical school were teachers from the school and the trade school, Paisiy Ivanovich Shelkov and Arkady Grigorievich Arkhangelsky.

    Let us emphasize once again that most of the teachers and students of the Alexandrovsky Commercial School transferred to the MPET, even the address remained the same, only the statutory documents changed. The continuity of the intellectual heritage in the field of financial, economic, technical knowledge and the glorious traditions of the imperial school is direct and obvious.

    During the Soviet years, the idea of this continuity was abandoned based on the principle of “We are ours, we will build a new world.” In 1919, the MPET was transformed into the Moscow Industrial and Economic Practical Institute (MPEPI). Later, in the 1930s, the institute began to be called the Moscow Engineering and Economic Institute. And it bore this name until 1975, when, having gained a scientific, academic and pedagogical base of the new management order, it received a completely recognizable name – MIU, Moscow Institute of Management, which later became the State University of Management.

    Thus, we would like to pay tribute to historical justice. It is time to recognize and openly declare – the State University of Management turns 145 in 2025! The Aleksandrovsk Commercial School is the historical foundation of our university. It is impossible to forget and remain silent about this fact. It expresses the connection between generations and the university spirit of the first management academic institution in Russia.

  • MIL-Evening Report: Resistance to mining grows in El Salvador as environmentalists’ face persecution

    Despite a unanimous October ruling in their favor, five anti-mining activists from the community of Santa Marta will be back on trial on February 3. The retrial sets a dangerous precedent, allowing the Attorney General to move a case to a different jurisdiction through an appeal in search of a guilty verdict. It also comes amidst growing resistance to a December law opening the country to metals mining which reverses a historic national ban on mining passed in 2017.

    At a January 8 press conference, supporters of the Santa Marta 5, as well as leaders of the anti-mining struggle throughout the country, denounced increased harassment and suspicious activity related to mining in the districts of Santa Marta and nearby San Isidro. Since the January 2023 arrests, the organizations have maintained that the trial against the Santa Marta 5 is related to the reactivation of mining. “We have been saying that this case is intended to weaken or eliminate opposition to mining in Cabañas, which has proven to be true with the approval of the new law,” said the University of Central America’s Andrés McKinley.

    “The mask is off,” said Vidalina Morales, president of the Santa Marta Social and Economic Development Association (ADES), who have been warning about the government’s intent to overturn the mining ban for years.

    Morales warned that unknown vehicles have begun entering the community, which is close to a former mining operation. “Our peace of mind as residents of Santa Marta is constantly being threatened by the presence of people from outside our community interrupting our privacy.

    At night there is a lot of activity in our community and we want to denounce this publicly because we [also] experienced this situation prior to the capture of our comrades.”

    The increased activity in the community, according to Morales, has stoked fears that there could be additional criminalization of activists, which could take the shape of additional members of the community being added to the February trial. Other Santa Marta residents report that the Attorney General’s office is building a case against up to 40 additional Santa Marta community members, including Vidalina Morales.

    According to ADES spokesperson Alfredo Leiva, members of the San Isidro community have reported an increased military presence in the areas previously identified by mining interests. “They are sending us the message that it is no longer the companies that are going to protect these areas, but the state, through the army… So the message to the communities is that there may be more repression– not only through judicial processes but also through direct [violent] acts.”

    The new mining law requires the Salvadoran state to operate any new mines (likely through  public-private partnerships, which are permitted under the law), opening the door to further direct confrontation between communities defending their lands and a law enforcement apparatus that has seen its budget and personnel balloon under Nayib Bukele’s government. A State of Exception that eliminates civil liberties and further empowers the police and military has also been in place since March 2022. The State of Exception has been repeatedly used to militarize organized communities, including Santa Marta, and led to the detention of Morales’s son in 2023.

    Speaking at a January 15 press conference, ADES member Peter Nataren denounced the role of the United States in supplying equipment to the Salvadoran Armed Forces. “We, as a community, have privately asked U.S. authorities on multiple occasions to please stop equipping the Salvadoran military, for example, with helicopters and drones. At this point, our only option is to make that public because we know this has now become an issue of communities defending their land on one side and the military on the other.”

    “People are not going to let their land be taken away or their water polluted. So that is going to lead to violence and the current U.S. ambassador has been equipping the Salvadoran army, which he has been doing since he arrived,” Nataren continued.

    Nataren explained that U.S. mining companies Titan Resources Limited and Thorium Energy Alliance signed an agreement with the Salvadoran government. He called on U.S. organizations to pursue the details of the agreement under U.S. law, as it has been classified as confidential for five years in El Salvador.

    Resistance to the Mining Law Grows

    Following the initial wave of protests against the mining law in December, Salvadorans have taken to the streets in greater numbers to show their opposition to the measure. A January 12 march, convened by the Popular Rebellion and Resistance Bloc (BRP) in commemoration of the 1992 Peace Accords, highlighted the member-organizations’ opposition to the mining law. The march drew thousands of participants and ended with an impromptu rally at the steps of the National Library.

    On January 19, thousands more attended a rally, also held at the National Library, convened by a new group of young Salvadorans called the Voice of the Future Movement. While the crowd was largely made up of young people, including students from the University of El Salvador, a January 22 survey by the Francisco Gavidia University revealed that only 23.5% of all Salvadorans support the new mining law.

    Rally organizers, along with the Catholic Church and student organizations have been circulating a petition of Salvadorans who oppose the mining law, which has already gathered tens of thousands of signatures. The Catholic Church, as well as leaders in the Episcopal, Lutheran, and Baptist Churches, have been outspoken against mining, with San Salvador Archbishop José Luis Escobar Alas calling it “a life or death situation.”

    According to Alfredo Leiva, in the absence of a law prohibiting metals mining, the only option left is for communities to band together. “In such a small, densely populated, and deforested country, mining is akin to suicide. Therefore, if we want to continue living in this country, we need to organize ourselves creatively because the legal instrument that we had to prohibit mining no longer exists.”

  • MIL-OSI China: Sino-EU ties seen as key to global growth

    Strengthening China-European Union economic cooperation has become crucial for worldwide economic growth, as the United States’ tariff hikes against its key trading partners have cast a shadow over the global economy, said senior trade experts and EU business executives.

    They emphasized that amid growing global trade protectionism, the Chinese and EU economies’ structural complementarity and the two sides’ upholding of free trade provide a solid basis for deeper bilateral economic and trade collaboration. They also said the US tariff increases are likely to backfire.

    Zhang Yansheng, a researcher at the Chinese Academy of Macroeconomic Research, said the EU economy has advantages in high-end manufacturing, green technology and services trade, while China excels in digital infrastructure, smart manufacturing, application scenarios and a vast market.

    “China and the EU could consider establishing an industrial chain security dialogue mechanism to form a ‘cooperation list’ in key areas such as semiconductors and pharmaceuticals,” Zhang said.

    By creating platforms like industrial cooperation parks and joint innovation funds, the two sides’ strategic consensus can be transformed into concrete projects, in order to shape a practical and feasible road map for them to build a new, future-oriented type of economic and trade partnership, he said.

    “With the transformation and upgrading of China’s manufacturing industry, the competition between China and the EU in economic and trade development has intensified a bit,” Zhang said.

    “However, as they both face external challenges like rising protectionism and geopolitical uncertainties, the two economies are expected to forge closer economic ties based on complementary competition, thereby achieving a win-win situation,” Zhang added.

    Zhou Mi, a senior researcher at the Chinese Academy of International Trade and Economic Cooperation, said the potential for collaboration between China and the EU is enhanced by their market complementarity and need for resource optimization.

    He said he expects more cooperation mechanisms between the two sides to boost collaboration by enterprises, drive innovation and improve the allocation of market resources.

    “By doing such things, China and the EU could generate significant economic and social benefits, boost employment and enhance supply chain security for both,” said Zhou, whose academy is affiliated with China’s Ministry of Commerce.

    China remains the EU’s largest import source and third-largest export destination, according to European statistics. Moreover, China’s outbound direct investment inflows to the EU grew from 6.27 billion euros ($6.43 billion) in 2020 to 8.06 billion euros in 2023, with greenfield investment reaching 5.3 billion euros in 2023 — an increase of 48 percent compared with 2022.

    Zhang, from the Chinese Academy of Macroeconomic Research, said that cooperation potential between China and the EU spans three key areas: green transformation, digital cooperation and third-party market development.

    The two economies could build a joint carbon-neutral laboratory focusing on clean technology collaboration, recognize each other’s cross-border e-commerce standards, and build dialogue mechanisms for cooperation in frontier areas like data flow and artificial intelligence ethics, he said.

    According to Zhou, from the Chinese Academy of International Trade and Economic Cooperation, China and the EU should focus in the short term on reviewing and strengthening existing supply chain cooperation, whether market-driven or government-promoted, by reducing trade barriers and increasing investment opportunities and the mobility of personnel.

    Long-term strategies should aim for more effective market integration through reduced tariffs, increased consultation mechanisms and enhanced collaboration on innovation, he added.

    Zhou also said that Sino-EU cooperation could extend beyond bilateral relations to include third-party market opportunities in Latin America, Africa and elsewhere.

    “This expanded cooperation could help address global challenges while strengthening both parties’ economic independence and meeting consumer demand in emerging technological sectors,” he added.

    Experts also said the US tariff hikes will not be good for anyone and will fail to achieve the so-called purpose of making America great again.

    Ju Jiandong, chair professor at Tsinghua University’s PBC School of Finance, said that if the US truly wants to maximize its own interests, it should not damage ties with its manufacturing suppliers.

    “Don’t go against the customers and don’t go against the suppliers – these are the ABCs of economics,” Ju said.

    Business leaders also said they have an optimistic outlook on China-EU economic and trade cooperation.

    Thomas Roemer, global head of the coatings and adhesives business entity of Covestro AG, a German polymer manufacturer, expressed strong support for fair, open and rule-based global trade.

    “We will continue to invest in China to provide our customers with innovative and sustainable solutions and products,” Roemer said.

    Denis Depoux, global managing director at German management consultancy Roland Berger, said the interdependence between the Chinese and EU economies remains significant.

    The first installment, EUR 0.33 per share shall be paid to those shareholders who are registered as shareholders in eQ Plc’s shareholder register maintained by Euroclear Finland Ltd on the record date of the dividend payment on 27 March 2025. The Board proposes 3 April 2025 as the payment date of the first installment of the dividend. 

    The second installment, EUR 0.33 per share shall be paid in October 2025. The second installment shall be paid to those shareholders who are registered as shareholders in eQ Plc’s shareholder register maintained by Euroclear Finland Ltd on the record date of the divided payment. The Board shall decide the record date and the payment date of the second installment of the divided in its meeting in September 2025. It is contemplated that the record date of the second installment will be 7 October 2025 and that the payment date will be 14 October 2025. 

    After the end of the financial period, no essential changes have taken place in the financial position of the company. The Board of Directors feel that the proposed distribution of dividend does not endanger the liquidity of the company.

    9. Resolution on the discharge of the members of the Board of Directors and the CEOs from liability for the financial year 1 January – 31 December 2024

    10. Handling of the Remuneration Report for Governing Bodies

    The Remuneration Report for Governing Bodies shall be available on the company’s website www.eq.fi/en/about-eq-group/hallinnointi/yhtiokokoukset no later than 4 March 2025.

    11. Handling of the Remuneration Policy for Governing Bodies

    The Remuneration Policy for the company’s governing bodies was previously presented to the Annual General Meeting in 2021. The Remuneration Policy must be presented to the general meeting at least every four years or whenever substantial changes have been made to it.

    The Board of Directors presents the Remuneration Policy for Governing Bodies to the Annual General Meeting for adoption by an advisory decision. The Remuneration Policy for Governing Bodies shall be published together with the Annual Report by a stock exchange release and it will be available on the company’s website https://www.eq.fi/en/about-eq-group/hallinnointi/yhtiokokoukset no later than 4 March 2025.

    12. Resolution on the remuneration of the members of the Board of Directors

    Shareholders of eQ Plc, who control over 60 per cent of the outstanding shares and votes, propose that the Chair of the Board of Directors receives 5,000 euros per month, Vice Chair of the Board of Directors receives 4,000 euros per month and the members of the Board of Directors receive 3,000 euros per month. In addition, a compensation of 750 euros per meeting is proposed to be paid for all the Board members for each attended Board meeting and travel and accommodation expenses are reimbursed according to the guidelines of eQ Plc.

    13. Resolution on the number of members of the Board of Directors

    Shareholders of eQ Plc, who control over 60 per cent of the outstanding shares and votes, have made a proposal that the number of the Board members remain unchanged, i.e. that six persons be on the Board of Directors, or five persons, if a person proposed by the Shareholders is prevented from being a Board member of the company.

    14. Election of the members of the Board of Directors

    Shareholders, who control over 60 per cent of the outstanding shares and votes, have made a proposal that the current Board members Päivi Arminen, Nicolas Berner, Georg Ehrnrooth, Janne Larma and Tomas von Rettig are re-elected to the Board of Directors and Caroline Bertlin will be elected as a new member to the Board. If one of the persons proposed by the Shareholders is prevented from being a Board member of the company, such persons who are not prevented from being Board members. The term of office of the Board members ends at the close of the next Annual General Meeting.

    Caroline Bertlin (born 1978) is an experienced business leader with vast experience in the Nordics and internationally. Bertlin is based and has spent most of her career in Sweden. Currently she is engaged in strategy and funding of energy infrastructure for Nordion Energi. Prior to that she was the CEO of Nordisk Renting and Managing Director in NatWest Structured Finance (2016-2023). Previously she worked as Head of Restructuring, Turnaround CEO and Project Lead for Strategic projects in the NatWest Group (2009-2015). Earlier experience includes portfolio management and analyst positions within banking and alternative investments. In addition, she is a member of the Board of Nordisk Renting AB (2016-). Caroline Bertlin holds a Master of Science (Economics) degree from Hanken School of Economics.

    All nominees have given their consent to the proposal. In addition, the nominees have indicated that on selection, they will select Georg Ehrnrooth as Chair of the Board of Directors.

    15. Resolution on the remuneration of the auditor

    The Board of Directors proposes that the auditor to be elected be paid remuneration according to the auditor’s invoice approved by eQ Plc.

    The Board of Directors proposes, that for a term ending at the end of the Annual General Meeting 2026, Authorized Public Accountants KPMG Oy Ab be elected auditor of the Company. The auditor has stated that the auditor with main responsibility will be Tuomas Ilveskoski, APA, Authorized Sustainability Auditor.

    17. Resolution on the remuneration of the sustainability auditor

    The Board of Directors proposes that the sustainability auditor to be elected be paid remuneration according to the auditor’s invoice approved by eQ Plc.

    18. Election of sustainability auditor

    For the financial year 2025, the company must prepare its first sustainability report in accordance with the EU Sustainability Reporting Directive, CSRD, and relevant national legislation.

    The Board of Directors proposes, that for a term ending at the end of the Annual General Meeting 2026, Authorized Public Accountants KPMG Oy Ab be elected sustainability auditor of the Company. KPMG has stated that the sustainability auditor with main responsibility will be Tuomas Ilveskoski, APA, Authorized Sustainability Auditor.

    19. Establishment of a Shareholders’ Nomination Board

    The Board of Directors proposes that the Annual General Meeting establishes a Shareholders’ Nomination Board whose task is to prepare proposals concerning the number of members of the Board of Directors and the Board’s composition and remuneration to the General Meeting.

    According to the proposal, the Shareholders’ Nomination Board comprises of four members and four largest shareholders of the Company may each appoint a member.

    The right to appoint a member belongs to the four shareholders who, as of the last day of June preceding the next Annual General Meeting, have the largest share of the total voting rights of the Company’s shares, taking into account those shareholders whose holdings should be aggregated subject to the obligation to notify major holdings.

    The Board of Directors proposes that the Annual General Meeting adopts the Charter for the Shareholders’ Nomination Board. The Board’s proposal for the Company’s Charter for the Shareholders’ Nomination Board is available on the Company’s website: www.eq.fi/en/about-eq-group/hallinnointi/yhtiokokoukset.

    20. Authorising the Board of Directors to decide on the issuance of shares as well as the issuance of special rights entitling to shares

    The Board of Directors proposes that the AGM authorises the Board of Directors to decide on a share issue or share issues and/or the issuance of special rights entitling to shares referred to in Chapter 10 Section 1 of the Companies Act, comprising a maximum total of 3,500,000 new shares. The amount of the proposed authorisation corresponds to approximately 8.45 per cent of all shares in the Company at the time of this Notice of the AGM.

    The authorisation is proposed to be used in order to finance or carry out potential acquisitions or other business transactions, to strengthen the balance sheet and the financial position of the Company, to fulfill Company’s incentive schemes or to any other purposes decided by the Board. Fifty per cent of the shares or special rights entitling to shares issued on the basis of the authorisation may be used to implement incentive schemes or otherwise for remuneration. It is proposed that based on the authorization, the Board decides on all other matters related to the issuance of shares and special rights entitling to shares referred to in Chapter 10 Section 1 of the Companies Act, including the recipients of the shares or the special rights entitling to shares and the amount of the consideration to be paid. Therefore, based on the authorisation, shares or special rights entitling to shares may also be issued directed i.e. in deviation of the shareholders pre-emptive rights as described in the Companies Act. A share issue may also be executed without payment in accordance with the preconditions set out in the Companies Act.

    The authorisation will cancel all previous authorisations to decide on the issuance of shares as well as the issuance of special rights entitling to shares and is effective until the next Annual General Meeting, however no more than 18 months.

    This notice to the Annual General Meeting, that contains all decision proposals on the agenda of the AGM, is available to shareholders on eQ Plc’s website at www.eq.fi/en/about-eq-group/hallinnointi/yhtiokokoukset. eQ Plc’s Annual Report, containing the Company’s annual accounts, the report of the Board of Directors and the auditors’ report together with the Remuneration Report for Governing Bodies and the Remuneration Policy for Governing Bodies is available on the said website no later than 4 March 2025. The proposals for resolutions and other previously mentioned documents will also be available at the AGM.

    The Minutes of the Annual General Meeting will be available on the company’s website no later than 8 April 2025.

    C. Instructions to the participants of the AGM

    1. Shareholders registered in the shareholders’ register (Finnish book-entry account)

    Each shareholder, who is registered on the record date of the Annual General Meeting 13 March 2025 in the Company’s register held by Euroclear Finland Oy, has the right to participate in the Annual General Meeting. A shareholder, whose shares are registered on their personal Finnish book-entry account is automatically registered in the shareholders’ register of the Company. Changes in share ownership after the record date of the AGM do not affect the right to participate in the meeting or the shareholder’s number of votes.

    Registration for the AGM will begin on 25 February 2025 at 10 am. A shareholder, who is registered in the shareholders’ register of the Company and who wants to participate in the Annual General Meeting, must register for the AGM no later than 18 March 2025 by 4:00 pm by which time the registrations must be received.  Shareholders may register to the meeting:

    a) Via the website www.eq.fi/en/about-eq-group/hallinnointi/yhtiokokoukset

    Online registration require that the shareholders or their statutory representatives or proxy representatives use strong electronic authentication either by Finnish, Swedish or Danish bank ID or mobile certificate.

    b) By email agm@innovatics.fi or by mail

    A shareholder who registers by mail or email shall send registration form available on the Company’s website at www.eq.fi/en/about-eq-group/hallinnointi/yhtiokokoukset or corresponding information to Innovatics Oy by mail to Innovatics Oy, Annual General Meeting / eQ Oyj, Ratamestarinkatu 13 A, FI-00520 Helsinki, Finland or by email at agm@innovatics.fi.
    When registering, shareholders shall provide requested information, such as their name, date of birth or Business ID, address, telephone number, email address and the name of any assistant or proxy representative and the date of birth and email address and/or telephone number of any proxy representative. In addition, the shareholder shall inform whether the shareholder or its representative will participate in the AGM at the meeting venue or via a remote connection. The personal data given by the shareholder to the Company or Innovatics Oy will be used only in connection with the Annual General Meeting and with the processing of related necessary registrations.

    The shareholder and their representative or proxy must be able to prove their identity and/or right of representation at the meeting place, if necessary.

    Additional information on the registration is available during the registration period by telephone from Innovatics Oy at +358 10 2818 909 on business days during 9:00 am until 12:00 noon and from 1:00 pm until 4:00 pm.

    2. Holders of nominee-registered shares

    A holder of nominee-registered shares has the right to participate in the Annual General Meeting by virtue of such shares, based on which they on the record date of the Annual General Meeting 13 March 2025 would be entitled to be registered in the shareholders’ register of the Company held by Euroclear Finland Oy. Participation in the AGM also requires that the shareholder has been registered on the basis of such shares in the temporary shareholders’ register held by Euroclear Finland Oy at the latest by 20 March 2025 by 10:00 am. As regards nominee-registered shares this constitutes due registration for the AGM. Changes in the ownership of shares after the record date of the Annual General Meeting do not affect the right to participate in the AGM nor the number of votes of the shareholder.

    A holder of nominee-registered shares is advised to request without delay the necessary instructions regarding the temporary registration in the shareholders’ register, the remote participation or participation at the meeting venue, advance voting, the issuing of proxy documents and voting instructions and registration for the Annual General Meeting from their custodian. The account manager of the custodian shall temporarily register a holder of nominee-registered shares, who wants to participate in the Annual General Meeting, in the shareholders’ register of the Company at the latest by the time stated above and, if necessary, take care of advance voting on behalf of a holder of nominee-registered shares, at the latest prior to the end of the registration period for the holders of nominee-registered shares.  

    A holder of nominee-registered shares who has registered for the General Meeting may also participate in the meeting in real time using telecommunication connection and technical means. In addition to the temporary registration in the company’s shareholders’ register, the real-time participation in the meeting requires the submission of the shareholder’s email address and telephone number and, if necessary, a proxy document and other documents necessary to prove the right of representation to by regular mail to Innovatics Oy, Yhtiökokous/eQ Oyj, Ratamestarinkatu 13 A, FI-00520 Helsinki, Finland or by email to agm@innovatics.fi before the end of the registration period for the holders of nominee registered shares, so that the shareholders can be sent a participation link and password to participate in the meeting. If a holder of nominee-registered shares has authorised their custodian to cast advance votes on their behalf, such advance votes will be taken into account as advance votes of the nominee-registered shareholder at the AGM, unless the holder of nominee-registered shares votes otherwise at the AGM.

    3. Proxy representatives and powers of attorney

    A shareholder may participate in the Annual General Meeting and exercise its rights at the meeting by way of proxy representation. A shareholder’s proxy representative may also register for the AGM and vote in advance as described in this notice. The online registration and advance voting of a statutory or a proxy representative require that the statutory representatives or the proxy representatives identify themselves to the electronic registration and voting service at the Company’s website www.eq.fi/en/about-eq-group/hallinnointi/yhtiokokoukset in person by using strong electronic authentication either by Finnish, Swedish or Danish bank ID or mobile certificate, after which they may continue with the registration and voting on behalf of the shareholder they represent.

    Proxy representative of the shareholder shall in connection with the registration present a dated proxy document or otherwise in a reliable manner demonstrate their right to represent the shareholder. An example of the proxy document and voting instructions is available at the Company’s website www.eq.fi/en/about-eq-group/hallinnointi/yhtiokokoukset on 7 February 2025, 9:00 am, the latest. Should a shareholder participate in the Annual General Meeting by means of several proxy representatives representing the shareholder with shares in different book-entry accounts, the shares by which each proxy representative represents the shareholder shall be identified in connection with the registration.

    The possible proxy documents should be delivered primarily as an attachment in connection with electronic registration or alternatively to agm@innovatics.fi before the closing of the registration. In addition to the delivery of proxies, the shareholder or their proxy must take care of registering for the AGM as described above in this notice.

    Shareholders that are legal entities may also, as an alternative to traditional proxy authorisation documents, use the electronic Suomi.fi authorisation service for authorising their proxy representatives. The representative is mandated in the Suomi.fi service at www.suomi.fi/e-authorizations (using the authorisation topic “Representation at the General Meeting”). When registering for the AGM in the virtual general meeting service provided by Inderes Plc, authorised representatives shall identify themselves with strong electronic authentication, after which the electronic mandate is automatically verified.     4. Remote participation in the meeting

    A shareholder who has the right to participate in the Annual General Meeting can participate in the meeting not only by participating in the AGM at the meeting venue but also, shareholders may use their rights in full and in real-time during the meeting via remote connection.

    Due to the limited space at the meeting venue, the shareholder’s or proxy’s notification of participation in the AGM via remote connection is binding, and the shareholder or proxy does not have the right to change the method of participation or participate in the meeting at the meeting place after the registration period has expired. However, the shareholder’s representative’s notification of participation via remote connection does not limit the right of shareholder’s other representatives to participate in the meeting at the meeting place.

    A shareholder or proxy who has registered to participate in the AGM at the meeting venue can change their participation to remote participation. There is no need to inform the company about this separately. Remote participation takes place via the remote participation link sent to the phone number and/or email address provided when registering for the AGM.

    The remote connection to the AGM is provided through Inderes Plc’s virtual general meeting service on the Videosync platform, which includes a video and audio connection to the Annual General Meeting. Participating via the remote connection does not require paid software or downloads. In addition to an internet connection, participation requires a computer, smartphone or tablet with speakers or headphones for sound reproduction and a microphone for asking oral questions or speaking turns. To participate, it is recommended to use the latest versions of the most common browser programs in use.

    The participation link and password for remote participation will be sent by email and/or text message to the email address and/or mobile phone number provided during registration to all those registered for the Annual General Meeting no later than the day before the meeting. Thus, advance voters and shareholders who have registered to attend the General Meeting at the venue may also participate in the General Meeting remotely via telecommunication if they so wish.  It is recommended to log into the meeting system well in advance of the meeting’s start time.

    5. Voting in advance

    Shareholders whose shares are registered on their Finnish book-entry account may vote in advance on certain items on the agenda of the AGM during the period between 25 February 2025 10:00 a.m. – 18 March 2025 at 4:00 p.m. in the following ways: 

    a) Via the website www.eq.fi/en/about-eq-group/hallinnointi/yhtiokokoukset

    Advance voting requires that the shareholders or their statutory representatives or proxy representatives use strong electronic authentication either by Finnish, Swedish or Danish bank ID or mobile certificate.

    b) By email agm@innovatics.fi or by mail

    A shareholder or its statutory representative who votes in advance by mail or email shall send the voting form available on the Company’s website at www.eq.fi/en/about-eq-group/hallinnointi/yhtiokokoukset or corresponding information to Innovatics Oy by mail to Innovatics Oy, Annual General Meeting / eQ Oyj, Ratamestarinkatu 13 A, FI-00520 Helsinki, Finland or by email at agm@innovatics.fi.  Advance votes must be received by the time the advance voting period ends. Submitting advance votes by mail or email to Innovatics Oy before the due date of the registration period and advance voting constitutes due registration for the AGM provided that the information required above for registration is provided in connection with the advance voting form.

    A shareholder who has voted in advance and who wants to use their right to present questions under the Companies Act, demand a vote or vote on a possible counter-proposal, must attend the general meeting in person or have their proxy representative participate in the AGM using the remote connection. The votes cast by those who have voted in advance will be taken into account in the decision-making of the General Meeting, regardless of whether they participate in the General Meeting remotely or at the meeting venue or not. If they participate remotely or at the meeting location, they have the opportunity to change their advance votes during the meeting, if they wish, when a vote takes place.

    For holders of nominee-registered shares, advance voting is carried out via the account manager of the custodian. The account manager may vote in advance on behalf of the holders of nominee-registered shares that they represent in accordance with the voting instructions provided by the holders of nominee registered shares during the registration period for the holders of nominee-registered shares.

    A proposal subject to advance voting is deemed to have been presented without amendments at the AGM. Conditions related to the electronic advance voting and other related instructions are available on the Company’s website at www.eq.fi/en/about-eq-group/hallinnointi/yhtiokokoukset.

    6. Other instructions/information

    The meeting shall be held in Finnish.

    Shareholders who are present at the meeting shall have a right to present questions referred to in Chapter 5, Section 25 of the Companies Act with respect to the matters to be considered at the Annual General Meeting.

    A shareholder may present questions referred to in Chapter 5, Section 25 of the Companies Act with respect to the matters to be considered at the Annual General Meeting by 11 March 2025 at 4:00 pm at the online registration service or by email to eQ.Yhtiokokous@eq.fi. The company’s management generally answers such questions submitted in writing in advance at the AGM or no later than two weeks after the general meeting on the company’s website. When presenting a question to the Annual General Meeting, the shareholder must provide sufficient information about their shareholding upon request.

    On the date of this notice, 4 February 2025, the total number of eQ Plc’s shares and votes is 41,407,198. The Company does not hold its own shares.

  • MIL-Evening Report: Is this 2025, or 1965? Grammy wins for the Beatles and the Rolling Stones keep the rock canon in the past

    History has repeated in the rock category at this week’s 67th Grammy Awards. Best rock performance was awarded to the Beatles for their song Now and Then, while the Rolling Stones took home best rock album for Hackney Diamonds.

    The Beatles’ track, finished and released by the fab four’s remaining members with the assistance of artificial intelligence, has been recognised by the Recording Academy 55 years after the band broke up. This comes as their eighth Grammy win and 27th nomination since their 1962 debut.

    The Beatles’ long time rivals, the Rolling Stones, have received many accolades over their six decade career, including five Grammys. Their 24th studio album includes cameos from other legacy artists like Elton John and Stevie Wonder.

    These victories are historic – but they also reveal a broader truth about rock music’s biggest institutions. The same artists who defined the genre decades ago continue to dominate its highest honours, leaving little space for contemporary acts to break through.

    The new wave

    The past year has seen a resurgence in rock. Streaming services and radio have reflected a rise in the popularity of the genre and reunions of rock’s most popular bands are making headlines.

    This renewed enthusiasm toward rock has brought newcomers to the genre, including an emergence of new popular talent.

    Newer rock talent was present at the Grammys, with St Vincent (who broke out in 2006) winning Best rock song and Fontaines D.C. receiving their first best rock album nomination since their debut in 2014.

    Both of these artists have been recognised for breathing new life into the rock genre. With a willingness to confront discomfort and vulnerability coupled with distinctive guitar work and production choices, St. Vincent has been positioned as a trailblazer in modern rock.

    Fontaines D.C’s nominated album Romance has been praised by critics for its energetic embrace of a diverse musical palette with compelling lyrics, a sound which has grabbed the attention of those outside and within the rock audience.

    But they were up against a nominee pool largely composed of long career legacy acts such as Green Day, Pearl Jam, Jack White and the Black Crowes, who all broke out in the last millennium.

    Along with the Beatles’ and the Rolling Stones’ wins, this reflects a trend in rock’s institutional recognition, where industry awards, hall of fame inductions, and media retrospectives continue to reaffirm the same monumental figures – often to the exclusion of artists shaping rock today. This phenomenon is a symptom of the rock canon, otherwise known as “the best of all time”.

    The old canon

    The rock canon is a set of artists, albums and songs that have been collectively deemed as the genre’s greatest.

    This canon was solidified by the late 1960s and 1970s and is sustained predominantly by media outlets and awards organisations like the Grammys. Publications that rank “the best” also help shape the rock canon by repeatedly spotlighting the same classic albums and artists.

    To be considered “the best” in rock, artists typically need to meet an (often unwritten) criteria of long-term critical acclaim, commercial success and influence on future generations. Artists like the Beatles and the Rolling Stones meet this criteria, frequently appearing in the top ranks of “best of” lists and maintaining their position at the top of the rock hierarchy.

    But the Grammy wins for the Beatles and the Rolling Stones raise concerns about how rigid this canon remains. Artists who enter the rock canon rarely leave it, making it difficult for newcomers to garner the same levels of critical and commercial success. It has also been criticised for its preferential treatment towards whiteness and masculinity.

    If the canon represents the highest levels of artistic quality in rock, its inability to change poses concerns for the future of the genre.

    Australia has not remained untouched by these issues. While the Grammys are an American institution, the rock canon’s influence extends globally.

    Australian institutions such as Triple J’s Hottest 100 of All Time have demonstrated this influence, showing us that the canon plays a role in shaping Australian music culture. Artists like the Beatles, the Rolling Stones and Led Zeppelin often appear on these lists, voted on by Australian listeners. Local audiences overwhelmingly favour a more standard, mainstream canon of older international rock acts over our own Australian talent.

    The preference towards artists who have long been in the canon in today’s “best of” lists makes it harder for local artists – particularly those from marginalised backgrounds – to gain widespread recognition.

    Crafting a vital genre

    The Grammy success of the Beatles and the Rolling Stones reflects both the strength and the stagnation of rock’s institutional gate-keeping.

    On one hand, these wins celebrate artists whose influence has endured for generations. On the other, they reveal how difficult it is for new acts to gain recognition when institutions continue looking backward rather than forward.

    As rock continues its resurgence, the vitality of the genre may rely on expanding a more inclusive definition of greatness: one that makes room for innovation and diversity, not just nostalgia.

    Will future Grammy ceremonies still be awarding the Beatles and the Rolling Stones, or will we finally see rock’s institutions evolve?

    Months out from a federal election, the industry lobby is gearing up in opposition to the Albanese government’s renewable energy targets. In a salvo on Monday, food distributors urged the government to increase fossil fuel production, as a way to purportedly tackle high energy prices.

    It was followed by comments on Tuesday by the Australian Chamber of Commerce and Industry, which also called for fast-tracking of gas expansion to avoid price spikes and blackouts.

    Unfortunately, however, these approaches miss the point. They are a short-sighted response to what is, in large part, a climate-induced problem.

    In fact, evidence suggests burning more coal and gas will only make things worse for many industries, including the food sector.

    More fossil fuels = more industry disruption

    The industry group Independent Food Distributors Australia claims Labor’s energy policies are driving up costs for businesses and, in turn, consumers.

    In comments published in The Australian, the group’s chief executive Richard Forbes said the phase-out of coal-fired energy was too fast and the government’s renewable energy target was too ambitious. The newspaper claimed business owners instead want Labor to support new gas plants and support upgrades to existing coal plants.

    The group represents food manufacturers, suppliers and distributors supporting the food service industry. Its members largely comprise food distribution warehouses operating large refrigerators and freezers.

    First, it’s important to ask whether a focus on renewable energy can be blamed for Australia’s high energy prices. The answer is largely no.

    That aside, would expanding fossil fuel production ultimately be a boon to food distributors? Evidence suggests it would not.

    A study published in 2022, led by my colleagues at the University of Sydney, found that almost one-fifth of total emissions from global food systems were produced by transport and supporting services, such as distribution warehouses. This was equivalent to about 6% of the world’s greenhouse gas emissions.

    Of course, greenhouse gas emissions are warming the climate and leading to worse and more frequent natural disasters. And, as another University of Sydney study showed, these disasters have extensive repercussions for the food industry.

    It found the disruptions would be hardest felt by the fruit, vegetable and livestock sectors, however effects flowed to other sectors such as transport services. Overall, people in rural areas and those from a low-socioeconomic background were most vulnerable, both to food and nutrition impacts, as well as losses in employment and income.

    What’s more, research I led into the economic impact of Australia’s 2019–20 bushfires also reveals the vulnerability of the food ecosystem. The 2024 study, which focused on tourism, found employment and income losses were greatest in the hospitality and transport sectors respectively. Restaurants, cafes and accommodation providers were disproportionately hit by job losses resulting from reduced consumption, including less food being consumed out of home.

    So what does all this mean? Clearly, expanding polluting energy generation to reduce food distribution costs in the short term will not, ultimately, secure the sector’s future.

    Making food distribution more sustainable

    Having said all this, Australia’s high energy prices are undoubtedly a stress point for many Australian businesses. So how can the food sector tackle the problem?

    Energy requirements (and therefore costs and emissions) differ according to the type of food. Fruits and vegetables, for example, are likely to require a temperature-controlled environment. This generates about double the emissions produced by growing the crops themselves.

    Growing and distributing crops that can be transported at ambient temperatures would reduce energy use. This is particularly important given refrigeration needs are likely to increase as the planet warms.

    In terms of broader food movements, 94% of domestic transport happens by road. So, there is a strong case for investing in electric trucks to help guard against energy price hikes.

    The weight of food freight has also been correlated with energy use. Cereals – along with fruit and vegetables, flour and sugar beet/cane – are among the food types transported at high tonnages.

    As my colleagues have noted, there are huge energy savings to be gained if the global population ate more locally produced food, and if food businesses used cleaner production and distribution methods, such as natural refrigerants.

    Looking ahead

    Global food systems are crucial to human wellbeing. It’s in everyone’s interests to keep them functioning well and protected from climate-fuelled hazards.

    The choices now facing the food-distribution sector represent one of many tradeoffs Australia must make during its transition to a low-carbon future.

    Will we continue the polluting, business-as-usual approach or will we embrace Australia’s natural advantages in renewable energy, and protect the planet that supports us?

    When it comes to food distribution, will Australia expand gas and coal production as a purported answer to lower energy costs in the short term – or will we move swiftly to decarbonise the sector and buy more local, sustainable food?

    Australian radio host Kyle Sandilands announced on air yesterday that he has a brain aneurysm and needs urgent brain surgery.

    Typically an aneurysm occurs when a part of the wall of an artery (a type of blood vessel) becomes stretched and bulges out.

    You can get an aneurysm in any blood vessel, but they are most common in the brain’s arteries and the aorta, the large artery that leaves the heart.

    Many people can have a brain aneurysm and never know. But a brain (or aortic) aneurysm that ruptures and bursts can be fatal.

    So, what causes a brain aneurysm? And what’s the risk of rupture?

    Weakness in the artery wall

    Our arteries need strong walls because blood is constantly pumped through them and pushed against the walls.

    An aneurysm can develop if there is a weak part of an artery wall.

    The walls of arteries are made of three layers: an inner lining of cells, a middle layer of muscle and elastic fibres, and a tough outer layer of mostly collagen (a type of protein). Damage to any of these layers causes the wall to become thin and stretched. It can then balloon outward, leading to an aneurysm.

    Genetics and certain inherited disorders can cause weak artery walls and brain aneurysms in some people.

    For all of us, our artery walls become weaker as we age, and brain aneurysms are more common as we get older. The average age for a brain aneurysm to be detected is 50 (Sandilands is 53).

    Females have a higher risk of brain aneurysm than males after about age 50. Declining oestrogen around menopause reduces the collagen in the artery wall, causing it to become weaker.

    High blood pressure can increase the risk of a brain aneurysm. In someone with high blood pressure, blood inside the arteries is pushed against the walls with greater force. This can stretch and weaken the artery walls.

    Another common condition called atherosclerosis can also cause brain aneurysms. In atherosclerosis, plaques made mostly of fat build up in arteries and stick to the artery walls. This directly damages the cell lining, and weakens the muscle and elastic fibres in the middle layer of the artery wall.

    Several lifestyle factors increase risk

    Anything that increases inflammation or causes atherosclerosis or high blood pressure in turn increases your risk of a brain aneurysm.

    Smoking and heavy drinking affect all of these, and nicotine directly damages the artery wall.

    Sandilands mentioned his cocaine use in discussing his diagnosis. He said:

    The facts are, a life of cocaine abuse and partying are not the way to go.

    Indeed, cocaine abuse increases the risk of a brain aneurysm. It causes very high blood pressure because it causes arteries to spasm and constrict. Cocaine use is also linked to worse outcomes if a brain aneurysm ruptures.

    Stress and a high-fat diet also increase inflammation. High cholesterol can also cause atherosclerosis. And being overweight increases your blood pressure.

    A study of more than 60,000 people found smoking and high blood pressure were the strongest risk factors for a brain aneurysm.

    Is it always a medical emergency?

    About three in 100 people will have a brain aneurysm, varying in size from less than 5mm to more than 25mm in diameter. The majority are only discovered while undergoing imaging for something else (for example, head trauma), because small aneurysms may not cause any symptoms.

    Larger aneurysms can cause symptoms because they can press against brain tissues and nerves.

    Sandilands described “a lot of headache problems” leading up to his diagnosis. Headaches can be due to minor leaks of blood from the aneurysm. They indicate a risk of the aneurysm rupturing in subsequent days or weeks.

    Less than one in 100 brain aneurysms will rupture, often called a “brain bleed”. This causes a subarachnoid haemorrhage, which is a type of stroke.

    If it does occur, rupture of a brain aneurysm is life-threatening: nearly one in four people will die within 24 hours, and one in two within three months.

    If someone’s brain aneurysm ruptures, they usually experience a sudden, severe headache, often described as a “thunderclap headache”. They may also have other symptoms of a stroke such as changes in vision, loss of movement, nausea, vomiting and loss of consciousness.

    Surgery can prevent a rupture

    Whether surgery will be used to treat a brain aneurysm depends on its size and location, as well as the age and health of the patient. The medical team will balance the potential benefits with the risks of the surgery.

    A small aneurysm with low risk of rupture will usually just be monitored.

    However, once a brain aneurysm reaches 7mm or more, surgery is generally needed.

    In surgery to repair a brain aneurysm, the surgeon will temporarily remove a small part of the skull, then cut through the coverings of the brain to place a tiny metal clip to close off the bulging part of the aneurysm.

    Another option is endovascular (meaning within the vessel) coiling. A surgeon can pass a catheter into the femoral artery in the thigh, through the aorta to the brain. They can then place a coil inside the aneurysm which forms a clot to close off the aneurysm sac.

    After either surgery, usually the person will stay in hospital for up to a week. It can take 6–8 weeks for full recovery, though doctors may continue monitoring with annual imaging tests for a few years afterwards.

    You can lower your risk of a brain aneurysm by not smoking, moderating alcohol intake, eating a healthy diet, exercising regularly and maintaining a healthy weight.

  • MIL-Evening Report: Parliament condemns antisemitism, but can’t avoid the blame game

    Independent Allegra Spender spearheaded a condemnation of antisemitism by federal parliament – but the debate was mired in partisanship.

    The opposition tried to prevent the government bringing on the Spender motion in the House of Representatives, because it said it wanted something stronger and would not be able to amend the motion.  

    Coalition speakers repeatedly used the debate to attack the government for not, in its view, doing enough to combat antisemitism, particularly after the pro-Palestine demonstration at the Opera House in the wake of the Hamas atrocities of October 7 2023.

    Eventually the Spender motion was passed without dissent. It said the House:

    • deplores the appalling and unacceptable rise in antisemitism across Australia – including violent attacks on synagogues, schools, homes, and childcare centres

    • unequivocally condemns antisemitism in all its forms and

    • resolves that all parliamentarians will work constructively together to combat the scourge of antisemitism in Australia.

    Opposition Leader Peter Dutton said Spender had agreed to delete words in an earlier version that would have condemned “all similar hatred directed to any groups in our community”.

    “The member agreed to that form of words being struck out because we don’t think that was necessary. And we also think it is inexplicable to try and mount the argument that this sort of hatred and this sort of racism and this sort of antisemitism is being conveyed against any other pocket of the Australian community.”

    Dutton said the opposition had voted against the government bringing on the motion “because it stopped us from moving amendments […] which would have strengthened the motion and provided stronger support to the community.”

    Spender said combating antisemitism was not just a matter of laws but also of culture.

    “We must lead by example. The message from our parliament today must be unambiguous. We will not stand for hate. We will not stand for abuse.

    “We will not abide intimidation. We will not tolerate the terrorising of any part of our community. We are united against antisemitism. Words must be backed by action, but words matter, particularly those of the parliament.”

    Spender will seek to strengthen the anti-hate bill currently being considered by the parliament.

    The motion was seconded by Jewish Labor MP Josh Burns, who said: “the last six months have been like no other I’ve experienced in this country. And my grandparents came to this country looking for a safe haven for the Jewish people. And over the last six months, we’ve seen cars set alight. We’ve seen synagogues burnt down. We’ve seen Jewish homes and businesses marked. And we have seen childcare centres being burnt down.”

    Anthony Albanese said: “We know that antisemitism has given dark shadows across generations. I say to Jewish Australians, live proudly, stand tall, you belong here and Australia stands with you.”

    Former Minister for Indigenous Australians, Linda Burney, accused a previous Coalition speaker, Andrew Wallace, who criticised the government, of being “corrosive” on “an issue where we should be coming together”.

    In the Senate, crossbencher Jacqui Lambie moved the same motion as Spender. The opposition unsuccessfully tried to amend it to embrace mandatory sentencing. A member from independent Lidia Thorpe was also defeated and the motion was passed on the voices.

    The Tertiary Education Commission is extending the implementation date for Significant Plan Amendments (SPA) and Replacement Plans (RP) criteria – to 1 January 2026.

    We appreciate the feedback on the proposed criteria for SPAs and RPs that providers and peak bodies gave us at the end of last year. 
    We initially intended to publish the criteria (via a Gazette notice) by the first quarter of this year. We are making progress on revising the criteria, but we want to make sure we get the settings right. So, we have extended the implementation date. We will engage with peak bodies on the revised SPA and RP criteria in May. 
    At this stage, there are no set criteria. If you are a provider, you still need to follow the guidance for SPAs and RPs: Changing your Plan.

    WASHINGTON, D.C. – U.S. Sen. Ted Cruz (R-Texas) introduced the Education Freedom Scholarships and Opportunity Act. The legislation expands education options and would provide a federal tax credit for individuals and businesses to donate to nonprofit scholarship funds for individual students’ education.
    Upon introduction, Sen. Cruz said, “Every child deserves the chance to succeed. The Education Freedom Scholarships and Opportunity Act ensures students have access to quality education regardless of their income or background. This legislation will empower families and foster private investment through a dollar-for-dollar tax credit, expanding opportunities for all American students.”
    This bill is also cosponsored by Sen. James Lankford (R-Okla.).

    BACKGROUND
    Sen. Cruz has led this effort to provide expand education options available to all students since 2019. Sen. Cruz has also previously introduced this legislation in 2021 and 2023.
    The Education Freedom Scholarships and Opportunity Act:

    Encourages States to Opt In: Opting in to the freedom scholarship approach to education will reduce federal control over education and return the power to government more accountable to parents.

    Is State Directed: States maintain the authority to create a program that works for them. States can decide which students are eligible for the scholarship credit, what constitutes eligible educational expenses and eligible educational providers, and more.

    Encourages Workplace Training Education: There is more than one pathway to success, and our rapidly-changing 21st century economy means that workers need new skills to compete. In addition to elementary and secondary education scholarships, this bill allows for scholarships related to career and technical education, apprenticeships, certifications, and other forms of workforce training for postsecondary students.

    Prohibits Federal Control of Education: Clarifies that nothing in this act shall be construed to permit, allow, encourage, or authorize any increased regulation or control over any aspect of a participating educational provider, scholarship granting organization, or workforce training organization. This allows all education providers to be able to participate, without fear of federal control.

    Helps Our Most Vulnerable Students: Many low and middle-income students cannot afford tuition and educational expenses themselves, or do not have the means to pay for the workforce training needed to secure a stable, high-paying job. This tax credit will provide scholarships for these students, so that they can have the opportunity to receive an effective and successful education that prepares them for the future.

  • MIL-Evening Report: As Trump deportations intensify, Pacific Island nations worry they could be overwhelmed

    In his first term, Donald Trump deported far fewer people from the United States than his three predecessors: Barack Obama, George W. Bush and Bill Clinton.

    Just weeks into his second term, however, Trump is making the deportation of immigrants one of his top priorities. Immigration raids on those who have overstayed their visas and non-citizens with criminal histories have already commenced, with arrests increasing dramatically in recent days.

    His administration has announced plans to build a migrant detention facility at Guantanamo Bay in Cuba that could hold up to 30,000 people awaiting deportation. Trump has also threatened to use a little-known law from 1798 to speed up the process, bypassing immigration courts.

    While much of the attention has focused on the hundreds of thousands of migrants at risk of being deported to Latin America, many Pacific islanders are likely to be ordered to leave, as well.

    A list from the US Immigration and Customs Enforcement of people with “final orders of removal” includes some 350 migrants from Fiji, 150 from Tonga and 57 people from Samoa, among others.

    Unsurprisingly, Trump’s threats have invoked fear across the Pacific. Prominent Fijian lawyer Dorsami Naidu told the ABC:

    We’ve had lots of people who have served prison sentences in America get sent back to Fiji where they introduce different kinds of criminal activities that they are well-groomed in.

    It should be noted, though, that not all of the people with orders to leave have been convicted of serious crimes. Many have simply overstayed their visas or may have only committed a minor infraction. Most want to turn their lives around.

    Lack of support

    Criminal deportations from the US, Australia and New Zealand have increased dramatically over the past decade, yet there is still a crucial lack of funding to support reintegration services.

    Concerns about the repercussions of criminal deportations are particularly high in Tonga, which received more than 1,000 returnees from 2009–20, nearly three-quarters of whom were from the US.

    One Tongan commentator suggested Trump’s decision would “unleash a wave of deportees that could drown Tonga and other Pacific nations in crisis”.

    Though some Tongan returnees are accepted back into families and societies, many struggle. A large number left the country when they were young and often have limited understanding of the local language and culture. As such, they experience difficulties reintegrating into society.

    My research shows that some deported Pacific islanders with criminal histories may turn “back to what they know” in the absence of support, which at times means involvement in the drug trade if there are no other means of gainful employment.

    In countries like Tonga where there is an escalating methamphetamine problem and a lack of employment opportunities, this is understandably concerning.

    Tonga, like other Pacific countries, struggles to fund organisations that crucially assist with deported peoples’ reintegration needs in order to prevent the risk of (re)offending. The countries deporting these individuals (such as the US, New Zealand or Australia) rarely provide any assistance, despite repeated requests from Pacific governments and non-governmental organisations.

    Can these countries negotiate instead?

    Countries can push back against Trump’s decisions to deport their citizens. Colombia was the first to do so, when President Gustavo Petro initially refused to allow military planes carrying deported migrants to land.

    Petro’s refusal was met with fury in Washington. Trump threatened a number of retaliatory trade measures, prompting Petro to eventually relent.

    Pacific states have previously tried to push back against deportations during the COVID pandemic. Samoa and Tonga, for instance, used diplomatic channels to request a “pause” on removals while they grappled with the unfolding health crisis.

    Australia and New Zealand complied with the request, but the US did not. Instead, it used punitive measures to force states into continue receiving deportations.

    For instance, the US blacklisted Samoan and Tongan nationals from the list of states eligible for seasonal work visas, affecting these countries’ economies. They were not returned to the list until they “complied” with US removals.

    International law mandates that countries accept their own citizens if they are deported. Those that refuse are deemed “deviant states”, which can cause problems for both the deporting state and returnees trapped in limbo.

    However, there are other ways of delaying deportation orders.

    For example, Samoa has requested additional information from the countries trying to deport Samoans and will not issue travel documents (for example, a passport) until this request is complied with. This information includes evidence of an individual’s connection to Samoa and family ties in the country.

    Samoan authorities maintain this helps organisations like the Samoa Returnees Charitable Trust find their families and arrange appropriate accommodation, aiding with their reintegration.

    Countries like Colombia and Samoa are acting in the interests of their citizens. While many have legitimate concerns about returnees potentially turning to crime once they are in their home countries, these states also want to challenge the perception that all migrants are criminals.

    As Petro, the Colombian president, was quick to point out:

    They are Colombians. They are free and dignified, and they are in their homeland where they are loved […] The migrant is not a criminal. He is a human being who wants to work and progress, to live life.

    Protecting and restoring peatlands and mangroves can strengthen Southeast Asian countries’ efforts to combat climate change, according to new findings from an international team of researchers.

    Carbon-dense peatlands and mangroves comprise only 5% of Southeast Asia’s surface. Protecting and restoring them, however, can reduce approximately 770±97 megatonnes of CO2 equivalent (MtCO2e) annually. This is equal to more than half of the carbon emissions from land use in the region.

    Conserving offers larger mitigation potential through reduced emissions from ecosystem loss in the region compared to gains from restoration. If optimally implemented, restoration can still play an important role in nature-based carbon sequestration.

    Having peatlands and mangroves included in the new climate pledges (Nationally Determined Contributions 3.0) can help countries set higher emissions reduction targets for 2030 and 2035.

    More benefits to offer

    The study reports extensive climate benefits from conserving and restoring peatlands and mangroves. Therefore, they make effective natural climate solutions for Southeast Asian countries.

    Both ecosystems protect organic matter from decay under natural conditions, acting as net carbon sinks. This means that carbon uptake exceeds carbon loss.

    Net carbon gains are mainly accumulated in their soils instead of their vegetation. More than 90% of carbon stocks in peatlands and 78% in mangroves are in their soils.

    At scale, protecting and restoring both types of wetlands also supports other valuable co-benefits. These include biodiversity preservation, water quality improvement, coastal protection, food security and rural development for millions of coastal people across Southeast Asian countries.

    Challenges remain

    Despite the benefits, many challenges and risks persist in conserving and restoring peatlands and mangroves.

    When peatlands and mangroves are disturbed – commonly due to land use change – they release large quantities of carbon into the atmosphere. This release can later exacerbate climate change.

    The new estimates suggest that changes in their land use for the past two decades (2001-2022) had caused the release of approximately 691±97 MtCO2e of excess emissions.

    Indonesia accounts for the largest portion of the region’s emissions, accounting for 73%. Malaysia (14%), Myanmar (7%), and Vietnam (2%) follow. The other seven Southeast Asian countries generate the remaining 4% of emissions.

    In Southeast Asia, mangroves and peatlands are often treated as unproductive land. Still, they have long been subject to agricultural land expansion planning.

    Moreover, unclear or multi-land ownership and lack of long-term participatory monitoring programs are critical challenges for prioritising and implementing restoration on the ground.

    Despite these challenges, government and corporate interest in developing conservation and restoration-based carbon projects for peatlands and mangroves is rapidly increasing.

    That is why now is a good opportunity to recognise their vital roles — not only for climate change mitigation — but also for people and nature.

    Implications for national emissions reduction targets

    The new study addresses a critical gap in climate policy for Southeast Asian by providing annual climate change mitigation potentials from peatlands and mangroves.

    Climate mitigation potential for national land-use emissions varies widely between countries.

    The findings suggest that it could reduce national land-use emissions by up to 88% in Malaysia, 64% in Indonesia, and 60% in Brunei. Other countries include Myanmar at 39%, the Philippines at 26%, Cambodia at 18%, Vietnam at 13%, Thailand at 10%, Laos at 9%, Singapore at 2%, and Timor-Leste at 0.04%.

    Our study also shows that mitigation potential from peatlands and mangroves in Indonesia can fulfil country Forestry and Other Land-use (FOLU) Net Sink targets by 2030.

    In its 2022 NDCs, Indonesia plans to reduce its annual emissions from FOLU by 2030 between 500-729 MtCO2e, depending on the level of external support. According to the study, this figure is within the same order of mitigation potential as peatlands and mangroves can collectively generate.

    However, peatland and mangrove mitigation potentials are insufficient to avoid dangerous levels of climate change in the future.

    Decarbonisation remains the most effective means of curbing climate change and its impacts, with peatland and mangrove protection enhancing these efforts.

  • MIL-OSI USA: Crapo Continues Push to Reauthorize Program Supporting Rural Idaho Counties

    Washington, D.C.–U.S. Senator Mike Crapo (R-Idaho) led U.S. Senators Ron Wyden (D-Oregon), Jim Risch (R-Idaho), Jeff Merkley (D-Oregon) and 17 other Senate colleagues in reintroducing legislation, S. 356, to reauthorize the U.S. Forest Service’s Secure Rural Schools and Self-Determination Program (SRS) through Fiscal Year 2026.  The legislation has strong bipartisan backing.
    “The SRS program is a vital lifeline for rural counties where federal lands generate insufficient revenue for important local services,” said Crapo.  “Failure to reauthorize the program puts most of Idaho’s counties in a precarious position with a lack of fudning for schools, road maintenance, public safety, and search and rescue operations.  I urege botht the Senate and House to take up this measure expeditiously, and remain committed to finding a viable long-term solution that provides more certainty to rural county governments in the future.”

    Crapo, Wyden, Risch and Merkley introduced the legislation in the 118th Congress and the Senate unanimously passed it in November 2024.  It did not receive a vote in the U.S. House of Representatives before the end of the Congress.  The program needs to be reauthorized as soon as possible to avoid a gap in funding for rural counties that rely on the program for much-needed services.
    Congress enacted SRS in 2000 to financially assist counties with public, tax-exempt forestlands.  The U.S. Forest Service and the U.S. Bureau of Land Management administer the funds.  The totals are based on a formula including economic activity, timber harvest levels and other considerations that vary from county to county.  SRS payments are critical to maintain education programs for many rural counties that contain federal lands exempt from property taxes.

  • MIL-Evening Report: How can you help your child make friends?

    One of the things children (and parents) may worry about at the start of the new school year is, will I have friends?

    This could be true for children starting or changing schools or simply going back to a new year with different class arrangements.

    How can parents talk to their kids about making friends?

    Why is it important to have friends?

    We research young people’s wellbeing and provide programs to schools on how to talk about mental health.

    Having lasting, meaningful friendships is extremely important for children’s health, development and wellbeing.

    They can validate young people’s aspirations and interests and help them feel like they belong. Friends can also help ease feelings of loneliness and anxiety, making it easier for children to engage in new activities and connect with others.

    On top of this, friendships can act as a “buffer” against bullying by providing emotional support if it does happen. Research also suggests, if children don’t have a supportive friendship network, they are more prone to be bullied at school.

    Help your child build confidence

    Some children find it harder to make friends than others. If your child is shy or introverted they may find it hard to meet new people.

    Let them know it is OK to start small. You don’t have to make ten best friends all at once! Making friends takes time and even just one or two good friends can make a big difference.

    To break the ice, encourage simple actions such as saying “hello” or offering a compliment: “That’s a cool handball” or “I love your Taylor Swift bracelet”.

    Encourage your child to do activities with other kids they enjoy. They can play a particular game or sport or do craft, dancing or reading. Tell them how it’s possible to be friends with lots of different kinds of people.

    Talk about the importance of friendship

    Research shows it’s important for parents to offer encouragement and guidance about friendships. This can lead to better quality friendships (how well friends get along) as children grow up.

    Parents can start to talk to their child about the importance of friendships from a young age. Some questions parents could ask include “Who did you play with today?”, “What did you like about playing with them?”, “What games did you play”.

    Parents can also start conversations about the value of friends and friendship. For example, parents could ask their child about the importance of sharing with friends (“it actually feels great to share and make your friends happy”).

    Encourage your child to talk

    Over time, children’s concept of friendships changes. Younger children view friends as somebody you can play with, while older children see friends as people they can trust and can share emotions and thoughts with.

    Research shows, parents can also help this transition with advice and encouragement. Encourage your child to express their feelings and talk about what happens at school, so you can work through any issues or tricky things together.

    This does not have to be a formal talk. You could chat while you are doing something else – like drawing, playing chess or throwing a ball.

    To create a safe space for your child to freely express their feelings and emotions, avoid being judgemental or critical. Instead, ask questions, like “if you do it again, will you do it differently?” or “was that a kind decision?”

    Encourage active listening

    You can also encourage your child to be a good and supportive friend.

    One way to do this is by being an active listener. This is about understanding what someone is saying (and possibly taking action because of it), not simply “hearing” what is said.

    You can suggest your child takes a deep breath and lets the other child finish what they are trying to say, instead of interrupting and talking over people.

    Active listening is a skill parents can practise with their child. Make a game and have fun doing it. Try it in the car, over the dinner table or in another informal setting.

  • MIL-Evening Report: Do big tech companies have a ‘duty of care’ for users? A new report says they do – but leaves out key details

    Large social media companies should have to proactively remove harmful content from their platforms, undergo regular “risk assessments” and face hefty fines if they don’t comply, according to an independent review of online safety laws in Australia.

    The federal government will today release the final report of the review conducted by experienced public servant Delia Rickard, more than three months after receiving it.

    The review comes a few months after Meta announced it will stop using independent fact checkers to moderate content on Facebook, Instagram and Threads.

    Rickard’s review contains 67 recommendations in total. If implemented, they would go a long way to making Australians safer from abusive content, cyberbullying and other potential harms encountered online. They would also align Australia to international jurisdictions and address many of the same problems targeted by the social media ban for young people.

    However, the recommendations contain serious omissions. And with a federal election looming, the review is not likely to be acted upon until the next term of government.

    Addressing online harms at the source

    The review recommends imposing a “digital duty of care” on large social media companies.

    The federal government has already committed to doing this. However, legislation to implement a digital duty of care has been on hold since November, with discussions overshadowed by the government’s social media ban for under 16s.

    The digital duty of care would put the onus on tech companies to proactively address a range of specific harms on their platforms, such as child sexual exploitation and attacks based on gender, race or religion.

    It would also provide several protections for Australians, including “easily accessible, simple and user-friendly” pathways to complain about harmful content. And it would position Australia alongside the United Kingdom and the European Union, which already have similar laws in place.

    Online service providers would face civil penalties of 5% of global annual turnover or A$50 million (whichever is greater) for non-compliance with the duty of care.

    Two new classes of harm – and expanded powers for the regulator

    The recommendations also call for a decoupling of the Online Safety Act from the National Classification Scheme. That latter scheme legislates the classification of publications, films and computer games, providing ratings to guide consumers to make informed choices for selecting age-appropriate content.

    This shift would create two new classes of harm: content that is “illegal and seriously harmful” and “legal but may be harmful”. This includes material dealing with “harmful practices” such as eating disorders and self-harm.

    The review’s recommendations also include provisions for technology companies to undergo annual “risk assessments” and publish an annual “transparency report”.

    The review also recommends adults experiencing cyber abuse, and children who are cyberbullied online, should wait only 24 hours following a complaint before the eSafety Commission orders a social media platform to remove the content in question. This is down from 48 hours.

    It also recommends lowering the threshold for identifying “menacing, harassing, or seriously offensive” material to that which “an ordinary reasonable person” would conclude is likely to have an effect.

    The review also calls for a new governance model for the eSafety Commission. This new model would empower the eSafety Commissioner to create and enforce “mandatory rules” (or codes) for duty of care compliance, including addressing online harms.

    The need to tackle misinformation and disinformation

    The recommendations are a step towards making the online world safer for everybody. Importantly, they would achieve this without the problems associated with the government’s social media ban for young people – including that it could violate children’s human rights.

    Missing from the recommendations, however, is any mention of potential harms from online misinformation and disinformation.

    Given the speed of online information sharing, and the potential for artificial intelligence (AI) tools to enable online harms, such as deepfake pornography, this is a crucial omission.

    From vaccine safety to election campaigns, experts have raised ongoing concerns about the need to combat misinformation.

    A 2024 report by the International Panel on the Information Environment found experts, globally, are most worried about “threats to the information environment posed by the owners of social media platforms”.

    In January 2025, the Canadian Medical Association released a report showing people are increasingly seeking advice from “problematic sources”. At the same time technology companies are “blocking trusted news” and “profiting” from “pushing misinformation” on their platforms.

    In Australia, the government’s proposed misinformation bill was scrapped in November last year due to concerns over potential censorship. But this has left people vulnerable to false information shared online in the lead-up to the federal election this year. As the Australian Institute of International Affairs said last month:

    misinformation has increasingly permeated the public discourse and digital media in Australia.

    An ongoing need for education and support

    The recommendations also fail to provide guidance on further educational supports for navigating online spaces safely in the review.

    The eSafety Commission currently provides many tools and resources for young people, parents, educators, and other Australians to support online safety. But it’s unclear if the change to a governance model for the commission to enact duty of care provisions would change this educational and support role.

    The recommendations do highlight the need for “simple messaging” for people experiencing harm online to make complaints. But there is an ongoing need for educational strategies for people of all ages to prevent harm from occurring.

    The Albanese government says it will respond to the review in due course. With a federal election only months away, it seems unlikely the recommendations will be acted on this term.

    Whichever government is elected, it should prioritise guidance on educational supports and misinformation, along with adopting the review’s recommendations. Together, this would go a long way to keeping everyone safe online.
