    A landmark partnership between the ACT and Federal Labor Governments will deliver funding for a new Canberra Aquatic Centre and Canberra Convention and Entertainment Precinct.

    The joint funding will deliver design and construction of the aquatic centre at Commonwealth Park and the detailed design and procurement and construction ready status for a new Convention and Entertainment Precinct in the CBD.

    Together, these two projects represent the biggest investment in Canberra’s civic and cultural infrastructure in more than a generation.

    Labor is investing in infrastructure that our growing city needs: major projects that support economic growth, employment and liveability.

    The ACT and Federal Labor Governments have committed $200 million to begin delivering a new National Convention and Entertainment Precinct and a new Canberra Aquatic Centre in Civic. This includes $31.1 million for planning and detailed design work for the Convention and Entertainment Precinct, progressing it to construction readiness, and $68.9 million for the design and construction of a modern aquatic centre in Commonwealth Park. The Albanese Government’s $100 million investment will be matched by the ACT Government across this, and future, Territory Budgets.

    Canberra’s existing convention centre is at capacity and unable to meet future demand. A new, larger facility will allow Canberra to host more summits, conferences, entertainment and sporting events, supporting the ACT’s visitor economy and growing jobs in tourism, hospitality and construction.

    Chief Minister Andrew Barr said this investment demonstrates what can be achieved when the Territory and Federal Governments work together with a shared vision for Canberra’s future.

    “The new Canberra Aquatic Centre in Commonwealth Park, located next to the new light rail stops on Commonwealth Avenue, will provide a modern aquatic facility for the Territory and bring more people into the park,” the Chief Minister said.

    “It also unlocks the land needed to deliver the Convention and Entertainment Precinct, with a larger convention centre and an integrated 8,000 seat Entertainment Centre for live music, entertainment, and indoor sporting events.”

    “This precinct will enable Canberra’s place on the live music touring circuit and as a destination for business events, growing our economy and creating more jobs.

    “These investments reflect the ambition of the National Capital Investment Framework, developed in partnership with the Albanese Government. It sets out a clear, collaborative roadmap to deliver the infrastructure our national capital needs, now and into the future.”

    The Government is also making major investments in Canberra’s arts and cultural life. The Budget includes support for the delivery of the new Canberra Lyric Theatre that will enhance the Canberra Theatre Centre and attract more productions and touring shows to the capital.

    Treasurer Chris Steel said the 2025–26 Budget reflects Labor’s priorities and values, with investments designed to meet both current needs and long-term goals.

    Washington, D.C. – Today, U.S. Senator Catherine Cortez Masto (D-Nev.) unveiled draft legislation to invest in and improve the Health Care Fraud and Abuse Control Program (HCFAC). HCFAC was created to combat fraud across federal health programs, primarily Medicare and Medicaid. Cortez Masto’s legislation would strengthen the program and provide the government with a real, effective way to root out fraud and abuse in the health care system without kicking millions of Americans off of their health care. Footage of her speaking about this legislation today can be found here.

    In 2022, HCFAC related activities recovered $11 for every $1 the program spent to support health care audits and investigations. Following its investigations, HHS-OIG estimates that 2,332 individuals and entities were banned from doing business with Medicare and Medicaid as a result of alleged fraud and abuse. Infractions include egregious neglect of beneficiaries (like residents at nursing homes), inappropriate billing practices, and supporting fraudulent providers and suppliers.

    “As the former Attorney General of Nevada, I know first-hand the importance of investing in oversight for our government programs,” said Senator Cortez Masto. “This draft legislation increasing HCFAC funding is exactly what our agencies need to root out real fraud and abuse in Medicare and Medicaid while protecting Americans’ access to care. I hope to work with my colleagues on both sides of the aisle to make sure this commonsense, cost-effective bill becomes law.”

    HCFAC is a joint initiative by the Department of Health and Human Services Office of the Inspector General (HHS-OIG), the Department of Justice (DOJ), and the Centers for Medicare and Medicaid Services (CMS) to combat fraud across federal health programs, primarily Medicare and Medicaid. The program needs additional support and funding in order to keep pace with increasingly sophisticated health care fraud schemes.

    This draft legislation would increase mandatory HCFAC funding for HHS, CMS, and DOJ. This legislation would also allow HCFAC funding to be used to conduct oversight of all CMS programs, including the Affordable Care Act Insurance Marketplace and the Children’s Health Insurance Program (CHIP).

    Senator Cortez Masto has worked to strengthen the Medicare and Medicaid programs. She passed legislation to allow Medicare to negotiate lower drug prices and cap the cost of insulin at $35-a-month for Medicare recipients through the Inflation Reduction Act. She has also pushed pharmacy benefit managers to help continue to lower prescription drug costs. As Nevada Attorney General, Cortez Masto worked with the Nevada Medicaid Fraud Control Unit to go after bad actors, rooting out fraud and abuse within the system.

  • MIL-Evening Report: US Army’s image of power and flag-waving rings false to Gen Z weary of gun violence − and long-term recruitment numbers show it

    The U.S. Army will celebrate its 250th birthday on Saturday, June 14, 2025, with a parade in Washington, D.C., in which about 6,600 soldiers and heavy pieces of military equipment will roll through the streets. The parade aims to display the Army’s history and power.

    “It’s going to be incredible,” President Donald Trump recently said. Trump’s 79th birthday also occurs on June 14.

    Despite the festivities, however, the parade will occur amid bleak times for the U.S. military, as it experiences a multiyear decline in recruitment numbers. In the face of a pandemic and a strong civilian job market, the Army, Air Force and Navy all missed their recruitment goals in 2022 and 2023. In 2022, the Army missed its quota by 25%.

    In 2024, the U.S. military met its recruitment target, which supports the argument that the bump is not due to Trump, as recruitment levels began to rise again before his reelection. But in some cases, the U.S. military has met its recruitment goals by lowering target numbers.

    And as a scholar of terrorism and targeted violence, I believe a close reading of available data on military recruitment suggests U.S. gun violence may be largely to blame for the lack of interest in joining the military.

    Gun violence data

    Regardless of one’s personal politics, the data on U.S. gun violence makes for painful reading.

    Almost 47,000 Americans died from gun-related injuries in 2023. In 2022, there were 51 school shootings in which students were injured or killed by guns. And gun injuries are the leading cause of death for Americans between ages 1 and 19.

    Data about the perceptions of gun violence is equally staggering, especially among American youth between ages 14 and 30.

    Four out of five American youth believe gun violence to be a problem, and 25% have endured real active-shooter lockdowns, according to data compiled by Everytown for Gun Safety, where I serve as a survivor fellow, the Southern Poverty Law Center and American University’s Polarization and Extremism Research and Innovation Lab.

    Moreover, these perceptions have considerable impacts on youth mental health and their sense of safety. Studies have linked concern over school shootings among adolescents with higher rates of anxiety and trauma-related disorders.

    As Arne Duncan, who served as President Barack Obama’s secretary of education during the Sandy Hook tragedy, said in 2023: “Unfortunately, what’s now binding young people across the country together is not joy of music, or sports, or whatever, it’s really the shared pain of gun violence – and it cuts through race and class and geography and economics.”

    National security threat

    In the past couple of years, polls taken of Generation Z youth, born between 1997 and 2012, suggest mental health and mass shootings are among the most important political issues motivating this band of voters.

    Gun violence, in other words, is a national security emergency, undermining the U.S. government’s ability to protect its citizens in their schools, places of worship and communities.

    As former Marine Gen. John Allen wrote in 2019: “Americans today are more likely to experience gun violence at home than they might in many of the places to which I deployed in the name of defending our nation.”

    Rewriting American culture

    Accordingly, gun violence has undercut American patriotism, corroding the U.S. government’s soft power within its own borders. Generation Z, termed by some as the “lockdown generation,” is often derided as less patriotic than its predecessors.

    Surprising Gen Z Research.

    Also, the belief in American exceptionalism is dropping among millennials, born between 1981 and 1996. That perception is combined with less confidence in U.S. global engagement and the efficacy of military solutions.

    American culture has long inspired military service, with recruits seduced by action movies and promises of heroic returns to the U.S. But American culture today is being rewired into one of suffering, pain and victimhood.

    A fear of violence

    Gun violence destroys youth tolerance for the violence that defines a career in the U.S. military.

    Internal U.S. military surveys of young Americans show that “the top three reasons young people cite for rejecting military enlistment are the same across all the services: fear of death, worries about post-traumatic stress disorder and leaving friends and family — in that order.”

    Generations already suffering a shattered sense of safety and place do not see the military as a viable option.

    The explanations the U.S. Defense Department gives for dismal recruitment levels focus on the younger generation’s supposed lack of backbone or hatred of America.

    Republicans, including Secretary of Defense Pete Hegseth, have blamed alleged “wokeness” for low recruitment levels.

    And the Trump administration’s statements about improving recruitment numbers over the past several months overlook both a late Biden-era surge after a pandemic slump as well as the reality that numbers remain depressed due to military services repeatedly lowering their recruitment goals.

    Very rarely are introspective questions publicly debated today about the objective attractiveness of military service or the appetite for violence among young people. The problem, I believe, is not that young people are insufficiently patriotic – it’s that they have already been fighting a war, daily, for their entire lives.

    In reversing the slide in recruitment, then, the military could improve its sensitivity to these important concerns.

    Highlighting the range of careers within the services that do not involve front-line combat and physical danger could encourage more reluctant would-be recruits to volunteer.

    Mental health support also could be made an essential element of military training and lifestyle − not a resource only for those bearing the hidden side-effects of life in the ranks. Encouraging those suffering from treatable mental health issues to seek meaning in service could also boost recruitment numbers.

  • MIL-OSI Canada: Saskatchewan Fire Update – June 12

    As of 11:00 hours on Thursday, June 12, there are 23 active wildfires in Saskatchewan. Of those active fires, three are categorized as contained, six are not contained, 12 are ongoing assessment and two are listed as protecting values.

    This year, Saskatchewan has had 258 wildfires, which is well above the five-year average of 147 to date. 

    Of these fires, approximately 44 have been caused by lightning. The remaining fires are human caused and can be categorized by the following: 

    • Recreation: a wildfire caused by people or equipment engaged in recreational activities such as fishing, picnicking, hiking or quadding.
    • Resident: a wildfire resulting from activities performed by people or machines for agriculture or an accidental fire caused by activity associated with normal living in a forested area.
    • Industry: a wildfire that is caused by an industrial activity such as land clearing, harvesting or power distribution.
    • Incendiary: a device used to cause a wildfire for the purpose of mischief, also called arson.

    Most human-caused fires are accidental. At this time, the Saskatchewan Public Safety Agency (SPSA) believes approximately 30 fires have been intentionally set. People are encouraged to call Crimestoppers or the SPSA at 1-855-559-5502 to report individuals who intentionally started a fire.

    The SPSA can confirm more than 290 values have been lost in the wildfires. This number could increase to over 400 as damage continues to be assessed by verification activities.

    The provincial fire ban remains in effect for the area north of the provincial forest boundary up to the Churchill River. This includes provincial parks, provincial recreation sites within the boundary and the Northern Saskatchewan Administration District. The fire ban continues to prohibit the use of All Terrain Vehicles (ATVs) and Utility Terrain Vehicles (UTVs), any open fires, controlled burns and fireworks. 

    Repatriation efforts remain underway as 34 communities have repatriated or are in the process or repatriating. A full list of communities actively repatriating can be found on saskpublicsafety.ca. 

    Support for wildfire evacuees is provided by the SPSA, the Canadian Red Cross, or the community from which residents have evacuated. 

    If a resident’s community is supported by the Canadian Red Cross, they can call 1-800-863-6582 from 8 a.m to 10 p.m. daily to be connected to supports.

    If their community is supported by SPSA’s Emergency and Community Support (ECS) program, they can register through the Sask Evac App then call 1-855-559-5502 for assistance. Once a person has registered and called 1-855-559-5502, the SPSA will contact them with details about support depending on your family situation.

    Anyone who spots a wildfire can call 1-800-667-9660, dial 9-1-1 or contact their closest SPSA Forest Protection Area office.

    The U.S. Army will celebrate its 250th birthday on Saturday, June 14, 2025, with a parade in Washington, D.C., in which about 6,600 soldiers and heavy pieces of military equipment will roll through the streets. The parade aims to display the Army’s history and power.

    “It’s going to be incredible,” President Donald Trump recently said. Trump’s 79th birthday also occurs on June 14.

    Despite the festivities, however, the parade will occur amid bleak times for the U.S. military, as it experiences a multiyear decline in recruitment numbers. In the face of a pandemic and a strong civilian job market, the Army, Air Force and Navy all missed their recruitment goals in 2022 and 2023. In 2022, the Army missed its quota by 25%.

    In 2024, the U.S. military met its recruitment target, which supports the argument that the bump is not due to Trump, as recruitment levels began to rise again before his reelection. But in some cases, the U.S. military has met its recruitment goals by lowering target numbers.

    And as a scholar of terrorism and targeted violence, I believe a close reading of available data on military recruitment suggests U.S. gun violence may be largely to blame for the lack of interest in joining the military.

    Gun violence data

    Regardless of one’s personal politics, the data on U.S. gun violence makes for painful reading.

    Almost 47,000 Americans died from gun-related injuries in 2023. In 2022, there were 51 school shootings in which students were injured or killed by guns. And gun injuries are the leading cause of death for Americans between ages 1 and 19.

    Data about the perceptions of gun violence is equally staggering, especially among American youth between ages 14 and 30.

    Four out of five American youth believe gun violence to be a problem, and 25% have endured real active-shooter lockdowns, according to data compiled by Everytown for Gun Safety, where I serve as a survivor fellow, the Southern Poverty Law Center and American University’s Polarization and Extremism Research and Innovation Lab.

    Moreover, these perceptions have considerable impacts on youth mental health and their sense of safety. Studies have linked concern over school shootings among adolescents with higher rates of anxiety and trauma-related disorders.

    As Arne Duncan, who served as President Barack Obama’s secretary of education during the Sandy Hook tragedy, said in 2023: “Unfortunately, what’s now binding young people across the country together is not joy of music, or sports, or whatever, it’s really the shared pain of gun violence – and it cuts through race and class and geography and economics.”

    National security threat

    In the past couple of years, polls taken of Generation Z youth, born between 1997 and 2012, suggest mental health and mass shootings are among the most important political issues motivating this band of voters.

    Gun violence, in other words, is a national security emergency, undermining the U.S. government’s ability to protect its citizens in their schools, places of worship and communities.

    As former Marine Gen. John Allen wrote in 2019: “Americans today are more likely to experience gun violence at home than they might in many of the places to which I deployed in the name of defending our nation.”

    Rewriting American culture

    Accordingly, gun violence has undercut American patriotism, corroding the U.S. government’s soft power within its own borders. Generation Z, termed by some as the “lockdown generation,” is often derided as less patriotic than its predecessors.

    Surprising Gen Z Research.

    Also, the belief in American exceptionalism is dropping among millennials, born between 1981 and 1996. That perception is combined with less confidence in U.S. global engagement and the efficacy of military solutions.

    American culture has long inspired military service, with recruits seduced by action movies and promises of heroic returns to the U.S. But American culture today is being rewired into one of suffering, pain and victimhood.

    A fear of violence

    Gun violence destroys youth tolerance for the violence that defines a career in the U.S. military.

    Internal U.S. military surveys of young Americans show that “the top three reasons young people cite for rejecting military enlistment are the same across all the services: fear of death, worries about post-traumatic stress disorder and leaving friends and family — in that order.”

    Generations already suffering a shattered sense of safety and place do not see the military as a viable option.

    The explanations the U.S. Defense Department gives for dismal recruitment levels focus on the younger generation’s supposed lack of backbone or hatred of America.

    Republicans, including Secretary of Defense Pete Hegseth, have blamed alleged “wokeness” for low recruitment levels.

    And the Trump administration’s statements about improving recruitment numbers over the past several months overlook both a late Biden-era surge after a pandemic slump as well as the reality that numbers remain depressed due to military services repeatedly lowering their recruitment goals.

    Very rarely are introspective questions publicly debated today about the objective attractiveness of military service or the appetite for violence among young people. The problem, I believe, is not that young people are insufficiently patriotic – it’s that they have already been fighting a war, daily, for their entire lives.

    In reversing the slide in recruitment, then, the military could improve its sensitivity to these important concerns.

    Highlighting the range of careers within the services that do not involve front-line combat and physical danger could encourage more reluctant would-be recruits to volunteer.

    Mental health support also could be made an essential element of military training and lifestyle − not a resource only for those bearing the hidden side-effects of life in the ranks. Encouraging those suffering from treatable mental health issues to seek meaning in service could also boost recruitment numbers.

    “But you know, first and foremost, farmers are businessmen and women, right? So, making these Trump tax cuts permanent, and I’m talking about bonus depreciation, and 199A – your listeners know exactly what I’m talking about – Those are very important.
    “There’s also a tax credit called 45Z, which is vitally important to rural America. This is how we’re going to take soybeans or corn and turn it into jet fuel. But we need a tax credit to get that, to get that industry up and going as well. So those are just a few examples of how this is going to help American farmers and rural America.”
    On protecting Medicaid and Medicare for rural Americans:
    “Well, look, we’re going to protect Medicaid. We’re going to make it better. We want to strengthen it for those who need it the most. And like you said, I know as much about a rural hospital as anybody does up here. They’re actually much more dependent upon Medicare, but Medicaid has a little bit of influence, so we’re going to do our best to make sure there’s a carve-out to protect those rural hospitals. There aren’t that many of them; the critical access hospital system is much different; they’re guaranteed a Medicare Plus rate as well. So, we’ll do our very best.
    “But the very best thing we could do for those hospitals is give them a strong agricultural economy. Hospitals are a reflection of the economy. They don’t drive the economy. So anything we can do to help the American farmer is going to help those hospitals as well.”
    On strengthening SNAP and making it better for those who need it most:
    “Look, we’ll probably not go quite as deep with this as maybe the House did, but 80, at least 70% of Americans want some type of work requirements. And that’s what our focus will be is a work requirement. We have 7 million healthy American men out there, working age, who are not working. 7 million of them. And they’re on Medicaid and they’re on food stamps – let’s help those people find a job. I hear there are a lot of jobs in rural America, so if you don’t have a job, we’ll train you up. We’ll get you out there working on the pipeline or the oil field or out there on some of these farms as well.”
    “… I don’t want anyone to go to bed hungry – we’re not going to let that happen. But on the other hand, it would be good for the health of these people who can work, to get them back and work. And again, I think 70% of Americans generally support these, some type of work requirements if you’re on government aid.”
    On the next steps for the OBBB:
    “Look, we’re still in the seventh inning here. It’s the seventh inning stretch when we get pen to paper by this weekend, I think the real debates will start next week, as we start trying to move, you know, a million dollars here and a million dollars there. But I just want everyone to rest assured, I’m going to be out there speaking for rural America – speaking for agriculture, protecting 45Z, protecting crop insurance, protecting these reference prices, [and] trying to grow the rural American economy as well.
    “So, I just can’t emphasize enough, I was just with the President, I think it was last Thursday, I was at the White House again yesterday, that this President has the back of farmers and ranchers, and we’re going to do everything we can to make them successful as well.”

    WASHINGTON, D.C. – Today, U.S. Senator Cory Booker (D-NJ) introduced a resolution celebrating the contributions of Black Americans to the musical heritage of the United States and designating June as Black Music Appreciation Month. In addition, the resolution recognizes the lack of access to arts education and training for Black students and calls for greater access to music education. U.S. Representatives Shontel Brown (D-OH-11), Gregory Meeks (D-NY-05), and André Carson (D-IN-07) introduced a resolution in the House recognizing June as Black Music Month.

    “America’s music history has long been defined by Black music, but Black singers, songwriters, and musicians rarely get the recognition they deserve for their contributions and art,” said Senator Booker. “This resolution honors Black musicians from Aretha Franklin to Kendrick Lamar, along with so many others who have made an invaluable impact on our cultural history. I’m pleased to stand alongside my colleagues to recognize these artists and also recommit ourselves to expanding access to music education for children across the nation.”

  • MIL-Evening Report: AI overviews have transformed Google search. Here’s how they work – and how to opt out

    People turn to the internet to run billions of search queries each year. These range from keeping tabs on world events and celebrities to learning new words and getting DIY help.

    One of the most popular questions Australians recently asked was: “How to inspect a used car?”.

    If you asked Google this at the beginning of 2024, you would have been served a list of individual search results and the order would have depended on several factors. If you asked the same question at the end of the year, the experience would be completely different.

    That’s because Google, which controls about 94% of the Australian search engine market, introduced “AI Overviews” to Australia in October 2024. These AI-generated search result summaries have revolutionised how people search for and find information. They also have significant impacts on the quality of the results.

    How do these AI search summaries work, though? Are they reliable? And is there a way to opt out?

    Synthesising the internet

    Legacy search engines work by evaluating dozens of different criteria and trying to show you the results that they think best match your search terms.

    They take into account the content itself, including how unique, current and comprehensive it is, as well as how it’s structured and organised.

    They also consider relationships between the content and other parts of the web. If trusted sources link to content, that can positively affect its placement in search results.

    They try to infer the searcher’s intent – whether they’re trying to buy something, learn something new, or solve a practical problem. They also consider technical aspects such as how fast the content loads and whether the page is secure.

    All of this adds up to an invisible score each webpage gets that affects its visibility in search results. But AI is changing all this.

    Google is the only search engine that prominently displays AI summaries on its main results page. Bing and DuckDuckGo still use traditional search result layouts, offering AI summaries only through companion apps such as Copilot and Duck.ai.

    Instead of directing users to one specific webpage, generative AI-powered search looks across webpages and sources to try to synthesise what they say. It then tries to summarise the results in a short, conversational and easy-to-understand way.

    In theory, this can result in richer, more comprehensive, and potentially more unique answers. But AI doesn’t always get it right.

    How reliable are AI searches?

    Early examples of Google’s AI-powered search from 2024 suggested users eat “at least one small rock per day” – and that they could use non-toxic glue to help cheese stick to pizza.

    One issue is that machines are poorly equipped to detect satire or parody and can use these materials to respond in place of fact-based evidence.

    Research suggests the rate of so-called “hallucinations” – instances of machines making up answers – is getting worse even as the models driving them are getting more sophisticated.

    Machines can’t actually determine what’s true and false. They cannot grasp the nuances of idioms and colloquial language and can only make predictions based on fancy maths. But these predictions don’t always end up being correct, which is an issue – especially for sensitive medical or health questions or when seeking financial advice.

    Rather than just present a summary, Google’s more recent AI overviews have also started including links to sources for key aspects of the answer. This can help users gauge the quality of the overall answer and see where AI might be getting its information from. But evidence suggests sometimes AI search engines cite sources that don’t include the information they claim they do.

    What are the other impacts of AI search?

    AI search summaries are transforming the way information is produced and discovered, reshaping the search engine ecosystem we’ve grown accustomed to over two decades.

    They are changing how information-seekers formulate search queries – moving from keywords or phrases to simple questions, such as those we use in everyday conversation.

    For content providers, AI summaries introduce significant shifts – undermining traditional search engine optimisation techniques, reducing direct traffic to websites, and impacting brand visibility.

    Notably, 43% of AI Overviews link back to Google itself. This reinforces Google’s dominance as a search engine and as a website.

    The forthcoming integration of ads into AI summaries raises concerns about the trustworthiness and independence of the information presented.

    Some internet users are switching search engines entirely and turning to providers that don’t provide AI summaries, such as Bing and DuckDuckGo.

    Where to from here?

    People should always be mindful of the key limitations of AI summaries.

    Asking for simple facts such as, “What is the height of Uluru?” may yield accurate answers.

    But posing more complex or divisive questions, such as, “Will the 2032 Olympics bankrupt Queensland?”, may require users to open links and delve deeper for a more comprehensive understanding.

    Google doesn’t offer a clear option to turn this feature off entirely. Perhaps the simplest way is to click on the “Web” tab under the search bar on the search results, or to add “-ai” to the search query. But this can get repetitive.

    Some more technical solutions are manually creating a site search filter through Chrome settings. But these require an active act by the user.

    As a result, some developers are offering browser extensions that claim to remove this aspect. Other users are switching search engines entirely and turning to providers that don’t provide AI summaries, such as Bing and DuckDuckGo.

Specifically, Durbin spoke about comments made by Stanley Woodward, Jr., nominated to be Associate Attorney General, during his nomination hearing.

  • MIL-OSI USA: NEWS: Sanders, King Introduce Bill to Ban Prescription Drug Ads

    WASHINGTON, June 12 – Sen. Bernie Sanders (I-Vt.), Ranking Member of the Senate Committee on Health, Education, Labor, and Pensions (HELP), and Sen. Angus King (I-Maine) today introduced the End Prescription Drug Ads Now Act, legislation that would ban prescription drug advertising on television, radio, print, digital platforms and social media. The bill would also answer Health and Human Services Secretary Robert F. Kennedy Jr.’s repeated calls to end prescription drug advertising, a position he promoted while campaigning for President Trump in 2024. 

    “The American people are sick and tired of greedy pharmaceutical companies spending billions of dollars on absurd TV commercials pushing their outrageously expensive prescription drugs,” Sanders said. “With the exception of New Zealand, the United States is the only country in the world where it is legal for pharmaceutical companies to advertise their drugs on television. It is time for us to end that international embarrassment. The American people don’t want to see misleading and deceptive prescription drug ads on television. They want us to take on the greed of the pharmaceutical industry and ban these bogus ads.” 

    “The widespread use of direct-to-consumer advertising by pharmaceutical companies drives up costs and doesn’t necessarily make patients healthier,” King said. “The End Prescription Drug Ads Now Act would prohibit direct-to-consumer advertising of pharmaceutical drugs to protect people. This bill is a great step to ensure that patients are getting the best information possible and from the right source: their providers and not biased advertisements.” 

    Last year, the 10 largest drug companies made more than $100 billion in profits while the pharmaceutical industry spent over $5 billion on television ads. Prescription drug commercials now account for more than 30% of commercial time on major networks’ evening news programs. In the first three months of this year, Big Pharma spent more than $725 million advertising just 10 drugs. Meanwhile, the American people pay, by far, the highest prices in the world for prescription drugs and one in four Americans cannot afford the costs of the medicine their doctors prescribe. 

    Banning direct-to-consumer pharmaceutical advertising is not a radical idea. In addition to Secretary Kennedy, the American Medical Association endorsed a ban a decade ago. Studies have shown that more than half of prescription drug ads are misleading or false, causing many Americans to underestimate the associated risks. Harvard researchers found that the majority of the most advertised drugs had little to no therapeutic benefit compared to existing prescription drugs. America’s seniors are particularly at risk of being misled as pharmaceutical companies strategically target them by pushing high-priced medications that may cause them harm. 

    For example, in 2010, Eli Lilly spent $205 million on direct-to-consumer ads and made $3.2 billion in sales for the antidepressant drug Cymbalta, despite Food and Drug Administration (FDA) findings that the company’s ads made unsupported and misleading claims of effectiveness and minimized its safety risks. Merck spent $300 million marketing the painkiller Vioxx and made $2.5 billion in sales, despite finding in 2000 that their product raised the risk of heart attacks and strokes. Dr. David Graham, a senior FDA official, testified in 2004 that Merck’s failure to stop selling Vioxx had resulted in as many as 55,000 unnecessary deaths from heart attacks and stroke. 

    Drug companies are also spending huge amounts of money on prescription drugs that cost, in some cases, more than ten times as much in the United States than other countries. In 2023, Novo Nordisk spent $263 million on direct-to-consumer ads for Wegovy and $208 million on ads for Ozempic. Today, Novo Nordisk charges nearly $1,000 a month for Ozempic in the United States, while this same exact drug can be purchased for just $59 in Germany, $71 in France, $122 in Denmark, and $155 in Canada. Novo Nordisk also charges Americans with obesity $1,349 a month for Wegovy while this same exact product can be purchased for just $92 in the United Kingdom, $137 in Germany, $186 in Denmark and $265 in Canada.

  • MIL-OSI Security: Two men convicted following fatal stabbing in Tower Hamlets

    Two men have been convicted of the fatal stabbing of 23-year-old Abdul Jalloh in Tower Hamlets last year.

    Shamiah McKenzie, 18 (01.08.06), of Colvin Close, Lewisham was found guilty of murder and Codee Godfrey, 19 (25.12.05), of Grosvenor Wharf Road, Tower Hamlets, was found guilty of manslaughter at the Old Bailey on Thursday, 12 June.

    In a trial which started on Monday, 28 April, the court heard that police were called at around 16:15hrs on Monday, 5 August 2024 to reports of a stabbing on New Union Close, E14.

    The jury were told Abdul was attacked while unarmed and vulnerable behind the wheel of his car.

    Despite the best efforts of emergency services, Abdul died a short time later as a result of a stab wound to his neck.

    Detective Chief Inspector Paul Waller, from Specialist Crime North – who led the investigation – said: “Our thoughts are with the family and friends of Abdul Jalloh, who lost a loved one in shocking circumstances.

    “By carrying and using a knife, McKenzie’s callous act demonstrates once again the devastating and far-reaching effects of knife crime.

    “I therefore commend the officers who worked incredibly hard to build evidence against McKenzie and Godfrey in order to prove that there could be no doubt as to their guilt. London will be a safer place with them taken off the streets.

    “I also want to thank the local community who came forward to assist officers with footage they had on the day. They displayed immense courage in giving evidence to the court.”

    A manhunt began immediately, with officers painstakingly combing through hours of CCTV footage and digital evidence to understand what took place, identify the attackers and track their movements after they fled the scene.

    As a result of this meticulous work, officers were also able to show the jury how the pair had been circling the Isle of Dogs on bicycles for more than an hour looking for Abdul.

    After the attack they threw the knife and its sheath and McKenzie’s bicycle into the Thames at Caledonian Wharf. As paramedics tried to save Abdul’s life, the pair packed their bloody clothing and footwear into bags.

    Officers uncovered that they changed into summer clothes and then disposed of the bags and two mobile phones in nearby bushes. In the bag officers found £3k worth of cannabis, £2k in cash, a vacuum sealing machine used to package drugs, and business cards containing their phone numbers.

    McKenzie and Godfrey were so confident in their changed appearance that they returned to the Thames Path which was full of officers who were searching for Abdul’s killers.

    However, they themselves into police on Thursday, 8 August 2024 and were charged the following day.

    McKenzie and Godfrey will be sentenced on Friday, 20 June at the Old Bailey.

  • MIL-OSI Global: Tornado is a Scottish samurai-western film – genres with a long-shared history

    Tornado fuses aspects of the western and samurai-style action in atmospheric 18th-century Scotland. Critics have praised the performances of Tim Roth, Jack Lowden and newcomer Kôki who plays the titular Tornado.

    Director John Maclean’s appreciation of both westerns and samurai films is undeniable in Tornado, a stylistic tale of revenge, violence and stolen gold. Any filmmaker’s visual flair and storytelling choices stand out against these conventions. This was also the case with Maclean’s excellent revisionist take on the western genre, Slow West, which was released in 2015.

    The western and the samurai film are not as popular as they once were, especially in the 1960s and 70s. But their characteristics are still hugely influential, as Tornado demonstrates. The film highlights specific parallels between the two genres. In particular, tales of lone warriors, gangs of greedy bandits, violent revenge and stolen treasure, are recurring motifs in both cinematic traditions.

    In most Hollywood films, any character who wields a samurai sword is referred to as a samurai. However, a samurai sword might be wielded by a soldier, a yakuza or a ronin (a wandering lone swordsman).

    The real samurai were salaried warriors, who swore loyalty to a local lord in Japan’s medieval era, in return for money, food and shelter. They typically use a long sword (katana) and two shorter swords, known as the wakizashi and the tanto.

    But as Japanese swords are most often associated with samurai in western culture, the name has stuck. In Japan, such films are more likely to be called chanbara (sword-action) films. This includes Tornado, which will most likely be marketed as a chanbara title if it is released in Japan.

    In Japan, Fujin (Takehiro Hira) and his daughter Tornado will be seen as closer to wandering swordsman characters from long-running series, like the Zatoichi franchise, than samurai.

    Western-samurai influences

    One of the most influential Japanese films to have samurai in the title is clearly a touchstone for Tornado. Akira Kurosawa’s Seven Samurai (1954) has produced many remakes, including two film versions of The Magnificent Seven (released in 1960 and 2016), and intergalactic adaptations such as Battle Beyond The Stars (1980).

    The antagonists in Seven Samurai were bandits, which is also the case in Tornado. The unlikely gang is made up of characters with various deadly skills, as were the heroes in the 1954 epic.

    Akira Kurosawa’s Rashomon (1950) and Yojimbo (1961) were also remade as westerns. The Outrage and A Fistful of Dollars were released in 1964. Some of the most famous and popular samurai films involve stories of swordsmen banding together, or taking on villains alone – plots which can be easily adapted to the wild west setting.

    Still, influence works both ways. Akira Kurosawa was an admirer of John Ford’s western films before his own work was remade in Hollywood. Various other Japanese pictures, from The Rambling Guitarist (1959) to Sukiyaki Western Django (2007), have paid homage to westerns over the years. And in 2013, Japanese actor Ken Watanabe starred in a Japanese remake of Clint Eastwood’s award-winning film Unforgiven (originally released in 1992).

    Similarly to Japanese period films, westerns continue to be made, though far fewer. With lower budgets often comes revisionist takes on their historical setting, alongside the reduced chances of actually making a western in the US. Slow West (2015) and The Power of the Dog (2021) were predominantly filmed in New Zealand.

    In Australia there is also a long history of the outback western, often set in the 19th century. The Proposition (2005) is a celebrated 21st century example.

    So Tornado is in good company. And Maclean has made a sound decision to take samurai and western cinematic influences to Scotland. At the time of writing, no historical evidence confirms the possibility of wandering Japanese swordsmen in this part of the world in the 18th century. But in film history, samurai and gunslingers have travelled around the world many times.

  • MIL-OSI Global: Brian Wilson’s visionary songwriting held unmatched emotional power. And in person he never disappointed

    Brian Wilson, the Beach Boy and visionary composer whose groundbreaking music reshaped the sound of American pop, died on June 11. I had the pleasure of meeting Wilson several times, but first met with the great man through my friend David Leaf, whose writing is key to understanding Wilson’s music and humanity.

    Wilson never disappointed. He was always unpredictable, always quirky and always delightfully Brian. On one occasion some friends and I interviewed him in a Mayfair hotel where – ever the trouper – he was helping promote a not-very-good Beach Boys collaboration with Status Quo.

    We took him a side of Scottish smoked salmon as a gift against the advice of his wife Melinda who smiled sagely as he ripped the packet open and devoured it on the spot while patiently answering questions on Beach Boys minutiae.

    The legend of Wilson’s songwriting and production genius is often said to rest on two albums. First the Beach Boys’ Pet Sounds (1966) and then its intended follow up SMiLE! which he started in 1966 and eventually finished in 2004.

    Sometimes overlooked, though, is the fact that Pet Sounds was preceded by 11 hit Beach Boys albums, many hit singles on both sides of the Atlantic, and worlds of innovation and influential new studio practices.

    Wilson’s self-taught, monastic, note-by-note transcriptions of performances by The Four Freshmen and the orchestral works of George Gershwin were key to this innovation. As was his willingness to push the boundaries of recorded sound, layering complex and dynamic musical ideas by directing several musicians in hallowed Los Angeles recording studios such as Gold Star, Capitol and Western Recorders.

    Wilson the hitmaker

    Early Wilson productions reveal a contemporary hitmaker who was willing to embrace unusual structures and non-standard rock instrumentation (marimba, harpsichord, harp and bass harmonica) while leaving oceans of space for the Beach Boys’ peerless harmonies. These rich, jazz-influenced vocal arrangements were often double- and triple-tracked (a recording technique that layers the same parts of the song to create a fuller sound).

    But Wilson also had the hitmakers’ instinct for collaboration. A series of lyricists including Gary Usher, Roger Christian, Tony Asher and fellow Beach Boy Mike Love helped further elevate his music, either in terms of its thematic commercial appeal or (as in his work with Van Dyke Parks) as a series of conceptual artworks.

    While albums such as The Beach Boys Today! (1965) pointed a clear path to the introspection of Pet Sounds in songs like In the Back of My Mind and Please Let Me Wonder (both 1965), it is the latter album that remains one of the most famous examples of sustained artistry in 20th-century popular music. It solidified the idea of Wilson not just as a “genius” (a tag originated by publicist Derek Taylor) but more substantially as an expressionistic auteur.

    After announcing the shelving of his experimental album SMiLE! in 1967, Wilson famously withdrew from public life. But I would argue that that well-known retreat was less of a withdrawal than the 20-years-in-bed legend would have it.

    Although increasingly in poor health, he made important contributions to Beach Boys albums throughout the 1970s, most famously his fully-fledged return as songwriter and producer in the cult classic The Beach Boys Love You (1977). He also played a major role in projects like the beautiful American Spring album, which Wilson produced with his collaborator David Sandler for his first wife Marilyn and her sister Diane in 1972.

    My encounters with Wilson

    The late 1980s saw Wilson’s substantial second act eventually begin with a highly regarded eponymous 1988 solo album. Later – freed from the control of abusive psychotherapist Eugene Landy and with the support of second wife Melinda and the amazing musicians that became the Brian Wilson band – he enjoyed one of the great third acts in music history from the 2000s onwards.

    During this period, he recorded acclaimed solo albums (including a revisiting of the works of his greatest hero in the wonderful Brian Wilson Reimagines Gershwin) and toured extensively.

    Around this time, composer Duglas T. Stewart and I interviewed him for the liner notes of our tribute album Caroline Now! (2000) down the phone from his home in Los Angeles, where Wilson grappled comically with multiple phone lines. In response to a question about the influence of Wendy Carlos’s Switched On Bach album (1968) on his 1970s synthesiser arranging he yelped: “You know what, I have this in my CD player RIGHT NOW!”

    The subsequent clatter of him trying to locate the CD with many barking dogs in the background seemed like a magical sound moment. And a very Brian sound moment.

    People tend to define Wilson primarily through his fragility or his long struggle with poor mental health. Those are important factors in any life and put a clear stamp on the music he created. But I would challenge you to think again. Instead, think about this great artist through the lens of his strength, resilience and commitment to the creative act.

    In later years he joked about his name and the connection between “Wilson” and “willpower”, but it’s a joke that reveals something deeper. At the opening of SMiLE! at the Royal Festival Hall February 20 2004, Wilson walked onto the stage to present a work he had abandoned 37 years previously – a work that by some accounts had nearly killed him.

    At the end of the performance of this beautiful and unique album Wilson repeatedly attempted to silence the rapt applause before sighing wearyingly and accepting it. It was not just recognition for the achievement of the music, but the defiance of the artist himself.

    In later touring years, Wilson’s physical fragility was sometimes in evidence, but there were always moments – often in songs like Surfer Girl (1963) or the hymnal Love & Mercy (1988) – where his intent, to make himself and others feel better through the art of songmaking, retained an unmatched emotional power. It was a reminder that the love and mercy you need tonight would always exist in the music of Brian Douglas Wilson.

  • MIL-OSI Global: The transatlantic race to create the television

    Number 1519 Connecticut Avenue lies just north of Dupont Circle, just over a 20-minute walk from the White House in Washington DC. In 1921, the inventor Charles Francis Jenkins set up his laboratory and offices there, upstairs from a car dealership.

    Today there are no obvious external indications of this famous resident, nor of his exceptional achievements, awards and numerous patents. A hundred years ago at his laboratory, on June 13 1925, Jenkins gave a demonstration of a televised film sent by radio waves from a building 10km away at what is now the US Naval Research Laboratory in Bellevue, DC.

    The invited group of mostly government officials included the secretary of the navy, Curtis D. Wilbur. They watched with fascination a film that showed a silhouette of a toy windmill with its blades in motion. The television picture comprised 48 lines, refreshed at the silent-movie rate of 16 per second.

    The Washington newspaper headlines the following day hailed the demonstration as the “first motion pictures transmitted by radio”. Hobbyist magazines reported fervently that “television is here!”, calling Jenkins the “father of television”.

    Today those announcements seem over-enthusiastic. Television as an operational service still had a long way to go to have the quality and range to make consumer devices feasible. All the same, they were right in anticipating where Jenkins’ demonstration might lead.

    By that July, Jenkins had demonstrated vision and sound transmitted together on a single short-wave radio frequency. The published technical details indicate a high degree of sophistication in his designs, as might be expected from someone with a background in precision phototelegraphy (transmitting images over wires).

    Parallel development

    Jenkins had an impressive track record as an inventor. He and his business partner, Thomas Armat, are generally accepted as the originators of the intermittent drive system for motion picture film projectors in the early 1910s. This made it possible to move films one frame at a time through a projector, enabling smooth playback without any flickering.

    For this landmark work, Jenkins won the prestigious Elliott Cresson Medal from the Franklin Institute and became the founder and first president of the Society of Motion Picture Engineers in 1916.

    In the early 1920s he then developed a practical means of sending images of weather charts by radio to ships at sea. It was this phototelegraphy work that led him into experiments in televising silhouettes of live and filmed scenes. He claimed that he first demonstrated the technology to witnesses in June 1923.

    Nevertheless, the Scottish inventor John Logie Baird beat him to become the first to do a public demonstration, in London over three weeks in March and April 1925. Baird, who had been working on the technology since early 1923, showed live moving images in reflected light transmitted by radio to enthusiastic crowds in Selfridges department store. With only eight lines per picture, he carefully chose simple objects that would be easily identifiable.

    In the US, Jenkins had doubled down on improving the image quality for his demonstration. His persistence with back-lit silhouettes today seems odd considering most TV programmes would come to be televised in reflected light. Baird’s preference for showing recognisable facial features in reflected light gained him widespread recognition for his demonstration of 30-line television in January 1926.

    Jenkins nevertheless launched his silent silhouette video service for hobbyists on the radio station W3XK in July 1928, around the same time as similar offerings from companies that included General Electric (GE) and the Radio Corporation of America (RCA). By the end of that year, there were thought to have been as many as 15 television stations operating in the US.

    Like Baird and Jenkins’ methods, many of these early stations relied on mechanically rotating disks with patterns of holes to scan images line by line. They were all very low on detail, but were still heralded as proof of concept for television. A key factor in their acceptance was the uncanny ability of human vision to recognise facial expressions along with natural body motion in poor quality images.

    Later in 1928, Baird went on to demonstrate colour, early 3D (stereoscopic), and transatlantic television all for the first time, though more as a way of attracting financial backing than presenting prototypes of future offerings. Unlike Jenkins, who earned money from his earlier inventions and patents, Baird relied largely on funding from investors to grow his business, which aimed to develop and commercialise his mechanical television technology.

    What came next

    Mechanical television was short-lived. Around 1931 RCA and EMI (Electric and Musical Industries), soon to become the key players in broadcasting infrastructure in the US and UK, had independently predicted insufficient public interest in this technology. With its inherently limited image quality, they thought it couldn’t support a viable business.

    Swift advances in electronics continued unabated throughout the interwar years. This allowed successful development of alternative, superior television systems using ideas from scientists such as Boris Rosing in Russia and Alan Archibald Campbell-Swinton in the UK.

    RCA and EMI focused their respective resources on developing vastly superior electronic television systems. These scanned and reproduced images using electron beams that are fired inside a glass unit known as a cathode ray tube to capture and show the transmitted moving picture on the screens of people’s TV sets. Those pictures had around 100 times the information content of the earlier mechanical equivalents.

    This made the many early mechanical television services attain one more “first”: becoming obsolete. In just over 15 years from Jenkins’ 1925 demonstration, first the UK and then the US would launch new operational broadcast television services for the public that completely overshadowed the earlier pioneering work.

    Jenkins did not live to see those new systems. His health deteriorated from late 1930 and he died in 1934 aged 66, leaving behind a superb legacy of a full career in inventions.

    Baird continued to work as a TV pioneer in the 1930s and 1940s, dedicated to exploring colour television and cinema projection. He died in 1946 at the age of just 57.

    Jenkins’ and Baird’s original pioneering efforts, and the excitement they generated, are still rightly heralded by many people today. We can now only imagine how it must have felt to see moving images transmitted from miles away for the first time. It’s incredible to reflect that what was once considered magic so quickly became mundane.

    Congresswoman Miller began by voicing support for the One, Big, Beautiful Bill’s inclusion of her Saving Gig Economy Taxpayers Act and asking Secretary Bessent about how reverting back to the time-tested standard of $20,000 and 200 transactions for 1099-K will positively affect taxpayers.

    “One of my top priorities in the tax package is to repeal the Democrat’s absurd 1099-K threshold. Under the Biden Administration, Democrats changed the time-tested standard of $20,000 and 200 transactions to $600 when determining whether a taxpayer receives a 1099-K or not. Before this committee, your predecessor acknowledged that this new threshold would be difficult to administer and lead to the taxpayer’s confusion. Instead of working with us to fix it, the Biden Treasury unconstitutionally delayed implementation and then changed the threshold to try and ease the taxpayer’s confusion in the election year. Unfortunately, there are still millions more 1099-K forms that were sent out and Republicans have worked to restore the 1099-K threshold to the time-tested standard of $20,000 and 200 transactions by including my Saving Gig Economy Taxpayers Act in the One, Big, Beautiful Bill. Can you shed some light on how this policy and others being produced from your Department will make life easier for taxpayers?” asked Congresswoman Carol Miller.
     
    “Representative, thank you for discussing these very important issues. As I said, I believe the underappreciated part of President Trump’s economic plan is the deregulation and what you were describing, the cutting back on paperwork that putting thresholds at proper level, is indeed deregulation, lower paperwork. And I think you correctly pointed out that the previous administration, I’m not sure that anyone ever signed […] the front of a paycheck or the back of a paycheck. I think they mostly received direct deposit from the US government because they’re always government employees. So, if you have never made payroll, if you were not processing paperwork, you don’t understand the costs that are inherent in this. If you are a small business person, if you or someone with a lawn care business. [… A]s you said, we have a completely new economy today with the gig economy, whether it is Uber drivers, delivery people, the contract workers who work from home […] in programming fields. So I think that it was tone deaf, completely tone deaf for the nature of the new economy,” replied Secretary Bessent.

    Congresswoman Miller concluded by sharing her support for President Trump’s ongoing trade negotiations and requested Secretary Bessent’s support to secure fairness for America’s domestic steel industry.
     
    “I also want to voice my support for the ongoing trade negotiations that the President and you are working on. For too long, our trusted trade partners have quietly taken advantage of the United States. I am a firm believer that trade truly is the great equalizer and a powerful tool to bring the world together. However, that tool can’t be used effectively if there isn’t fairness within trade deals. I am particularly interested in the domestic steel industry. West Virginia has been producing quality steel for decades, some in my hometown of Huntington, and my district is currently ramping up steel production even further with addition of new mills in Mason County. I am very supportive of the Section 232 tariffs on steel that the President has pursued and am eager to work together with the administration to ensure that a level playing field is also applied to the U.S.-U.K. Economic Prosperity Deal. The U.K. has a history of subsidizing its steel industry – which in turn often undercuts our domestic steel producers. Secretary Bessent, can you commit to continuing working to secure fairness for our domestic steel industry across trade deals?” asked Congresswoman Carol Miller.

    Lord Mayor’s Weekend is set to light up the streets from Friday 11 to Sunday 13 July, bringing three days of live music, family entertainment, and unforgettable community spirit to every corner of the city.

    The fun starts on Friday evening with Norwich Summer Sessions, the first event to take place on the newly upgraded Hay Hill, which will also play host to exclusive showcases from Access Creative College and The Adrian Flux Waterfront across the weekend.

    Saturday will see Chapelfield Gardens transformed into a vibrant wonderland of face painting, balloon magic, crafts, roaring dinosaur shows, and even a real-life mermaid tank! Add in classic fairground rides and a day-long programme of live music and performance, and you’ve got a perfect day out for the whole family. And all activities are absolutely free, having been subsidised by Norwich City Council as part of the event.

    Baltic Horizon Fund applied for bondholders’ approval for certain amendments to the terms and conditions (the Terms and Conditions) of the Baltic Horizon Fund EUR 42 million 5-year floating rate bonds maturing in 2028 (ISIN EE3300003235, the Bonds) in relation to the Bonds by way of written procedure initiated on 9 June 2025.

    Bondholders who were entered in the registry of bond-holders maintained by Nasdaq CSD SE on 6 June 2025 were entitled to vote in the written procedure (the Holders).   • MIL-OSI Global: Should global media giants shape our cultural and media policy? Lessons from satellite radio

    Debates about regulating Canadian content for streaming media platforms are ongoing, and key issues include revising the definition of Canadian content for audio and visual cultural productions and whether big streaming companies would be mandated to follow new Canadian Radio-television and Telecommunications Commission (CRTC) policies.

    Global streaming companies are fighting regulations requiring them to fund Canadian content and news.

    The Motion Picture Association-Canada, which represents large streamers like Netflix, Amazon and Disney, has argued that the CRTC should not impose “mandatory positions, functions or elements of a ‘Canadian program’” on global streaming companies.

    The Online Streaming Act, passed in 2023, amended the Broadcasting Act to “ensure that online streaming services make meaningful contributions to Canadian and Indigenous content.”

    For example, according to the act, online audio streaming services that make more than $25 million in annual revenue and that aren’t affiliated with a Canadian broadcaster will contribute five per cent of those funds to organizations such as FACTOR, Musicaction, the Community Radio Fund of Canada and the Indigenous Music Office, among others.

    This has the potential to benefit musicians in Canada. But Apple and Spotify, and other tech and music companies, have banded together (under the Digital Media Association, DiMA), labelling the act a “streaming tax” on users.

    This is a pivotal moment to think about the important role of policy to support Canada’s independent artists, as well as public and community media, and the increasing power of global streaming companies when it comes to setting the terms of cultural policy. One way to do this is to consider the trajectory of satellite radio.

    Lessons from satellite radio

    As I have previously argued, the history of satellite radio anticipated the broader turn to subscription music listening. Similarly, the story of satellite radio in Canada exemplifies the tensions arising in policymaking today with streaming media.

    As I discuss in my new book, Music in Orbit: Satellite Radio in the Streaming Space Age, the launch of subscription satellite radio services in the United States in 2001, and their subsequent entry into the Canadian market in 2005, raised questions about how to regulate these new services.

    Canadian content regulations had been established for broadcast radio in 1971, and these needed to be sorted out for satellite radio channels. Many artists and music industry workers were keen to allow the service to enter the country, while others were concerned with the lack of substantial cultural protectionism.

    Canadian content for satellite

    When the CRTC first licensed Sirius and XM in Canada, the license stipulated that each provider had to offer at least eight Canadian-produced channels, each with at least 85 per cent Canadian content. (These guidelines countered the satellite providers’ proposal of only four Canadian channels each.) Later, the CRTC revised regulations, so that no less than 10 per cent of unique channels, per provider, had to be Canadian.

    Critics felt that relegating Canadian music to a small selection of channels higher on the channel lineup (in the 160s and 170s) was a disservice to Canadian content regulations, as those channels were easy to ignore. They also thought that, overall, the domestic music content featured on satellite would be lower than what was heard on terrestrial radio.

    During the 2004 CRTC public hearing before the licensing of Sirius and XM in Canada, Neil Dixon, the president of Canadian Music Week, argued that “one of the most difficult things we had to do in promoting independent music on an independent label was getting it outside this country.”

    Dixon championed the advantages of satellite radio in comparison to terrestrial radio, as did several creatives entities. They spoke of the belief and hope in seeing Canadian, as well as Indigenous artists, heard beyond Canadian borders and in areas not served by broadcast radio.

    CBC Radio 3 and satellite

    Among the Canadian satellite channels was CBC Radio 3, a channel programming 100 per cent independent Canadian music. It served as a beacon of hope for Canadian artists because its music programming drew from a wide variety of artists who had not yet received commercial radio play. This channel came from a financial and programming partnership between CBC, the public broadcaster, and Sirius Canada.

    Years after the 2011 merger of Sirius and XM in Canada, SiriusXM Canada was restructured in 2016, with 70 per cent of the company now owned by U.S. SiriusXM. This also meant that the CBC would cease being a shareholder in SiriusXM Canada.

    In 2022, Sirius XM Canada announced it was removing CBC Radio 3 and CBC Country; these were replaced by channels programmed by SiriusXM. The company also cut French-language CBC music channels ICI Musique Franco-Country and ICI Musique Chansons and introduced new French music channels.

    Uproar over cutting of CBC channels

    The cutting of CBC channels sparked uproar among artists in Canada, namely independent ones. SiriusXM had become a major income source for Canadian artists, particularly by comparison to the low royalty payments from Canadian commercial radio and streaming platforms.

    One headline in the Toronto Star read: “‘Final nail in the coffin’: Why SiriusXM dropping CBC Radio 3 is ‘potentially catastrophic’ for Canadian artists.”

    For artists, a royalty payment could be about $50 per play, divided between artist and owner of the song’s master (typically labels).

    Subscription radio and superstar artists

    Among the new channels introduced by SiriusXM when it simultaneously cut CBC channels was Mixtape North, devoted to Canadian hip hop and R&B.

    Such a channel has the potential to support upcoming Canadian artists in these genres. However, the Mixtape North channel description mentions massively successful commercial artists: “Playing the newest hits from Drake and Jessie Reyez to classic throwbacks from Kardinal Offishall and K-OS to emerging voices.” In late May 2025, according to xmplaylist.com, the most played artists were The Weeknd and Drake, as well as Melanie Fiona, who has a new song with American artist LaRussell.

    A balance between superstar artists and smaller or independent artists is evident. The channel seems designed for more superstar artists than Radio 3, because it is without the CBC’s public media mandate to play independent artists.

    Precarity of public media institutions

    SiriusXM is a massive commercial subscription radio company with a long history of working to alter cultural policy in its favour. Some have argued that it didn’t make sense for a public media company to partner with a commercial subscription radio service in this way.

    The precarious position of public institutions and regulations to support smaller or independent artists remains a pressing issue. Traditional public broadcasters globally, since at least the early 2000s, have faced a growing pressure to reconceive service delivery and responsiveness to public needs and interests, and the multimedia ways people may want to tune in or engage.

    The story of satellite radio exemplifies an imperfect approach to supporting Canadian culture across the digital and streaming music era, as well as the competing commercial and public interests in policymaking.

    We need to pay careful attention to the uneven power dynamics between major media companies and then the musicians and music lovers who live by the rules established through policymaking.
