  • MIL-OSI USA: Launch of New I Love NY Summer Tourism Camapign

Source: US State of New York

overnor Kathy Hochul today announced the launch of I LOVE NY’s new integrated summer tourism and travel campaign, highlighted by two new ads running through August across New York State, and in traditional drive markets including Canada. This includes advertising across broadcast, streaming and social platforms, and showcases some of the attractions and activities available. The summer campaign also includes I LOVE NY’s largest mobile marketing tour ever, and additional complementary travel industry efforts to promote visitation to the State’s 11 diverse vacation regions.

“Tourism is synonymous with New York State, thanks to all of our amazing attractions, from beaches to high peaks, from the Erie Canal to iconic museums and performing arts venues,” Governor Hochul said. “This vital industry is facing challenging new political and economic headwinds. That’s why supporting our tourism industry is more important than ever, and why we are getting out the message that no matter where you’re from, you’re always welcome in New York State.”

I LOVE NY’s multifaceted summer tourism campaign begins with two new ads featuring a new tagline – “New York State: Everything You Love.” – reflecting the depth and breadth of the world-class attractions and memory-making activities available in communities throughout the state. The new ads can be viewed here and www.iloveny.com/summer.

Empire State Development President, CEO and Commissioner Hope Knight said, “Tourism is crucial to New York State, supporting jobs and local economies, and we have so many incredible attractions ready to welcome visitors, from Niagara Falls to Montauk Point. This summer, New York wants to extend a special invitation to travelers from across America and all around the world: this is the perfect opportunity to plan a trip to celebrate history, explore our incredible landscapes, and enjoy all that our incredible state has to offer.”

Empire State Development Division of Tourism Executive Director and Vice President Ross D. Levi said, “In addition to iconic attractions across our state’s eleven beautiful vacation regions, the next few months in New York hold special delights for travelers from near and far. Guests can look forward to special events commemorating the bicentennial of the Erie Canal, a summer of thoroughbred racing at Saratoga Race Course headlined by the Belmont Stakes and Travers races, the Ryder Cup tournament at Bethpage golf course on Long Island, and food and fun at the Great New York State Fair in Syracuse. The endless variety of activities shows that there truly is everything to love in New York State.”

As part of this new campaign, I LOVE NY is extending a special invitation to international visitors – especially Canada, which represents New York’s largest inbound international market. International visitation is vital to New York State’s tourism economy. Historically, overseas visitors plan longer trips and produce more direct spending during their stays. New for this year’s campaign is a direct-to-consumer international marketing element in the United Kingdom and Australia, which includes digital billboards, plus streaming and digital advertising. I LOVE NY also continues to work with members of the travel trade industry, like tour operators and travel agents in Canada, the United Kingdom, Germany and Australia through trade shows, sales missions and familiarization tours.

The summer campaign also includes I LOVE NY’s largest-ever mobile marketing tour with more than 40 stops throughout the Northeast. The mobile tour will make stops at popular events such as music festivals, street fairs and sporting events where guests can interact with fun experiences to learn more about the state’s attractions, win special I LOVE NY prizes, and take pictures with a large I LOVE NY logo sculpture.

Under Governor Hochul, tourism is New York State’s second largest industry, supporting one in 10 jobs. Recently, more than 306.3 million travelers visited New York State, generating $88 billion in direct spending and a record-high economic impact of $137 billion. Each year, tourism spending saves the average New York State household $1,400 in taxes.

Source: People’s Republic of China – State Council News

BEIJING, May 28 (Xinhua) — Ahead of International Children’s Day on June 1, the crew of the Shenzhou 20 spacecraft aboard the Chinese space station sent greetings to children across China.

The 9th National Congress of the Young Pioneers Organization of China (YPC) opened in Beijing on Tuesday. Cosmonauts congratulated children across the country on this grand event and unfurled the YPC flag, which was delivered to the space station.

The three-person crew, led by experienced astronaut Chen Dong, was launched into orbit on April 24 for a six-month mission.

Chen Dong recalled his childhood dreams, which were born after he put on the red pioneer tie. “I remember deciding to become someone useful to society when I first put it on,” said Chen Dong, who has already been to space three times.

Rookie astronauts Chen Zhongrui and Wang Jie, who are making their first space flight, recalled how their youthful interest in space shaped their future careers.

Chen Zhongrui, who made his first spacewalk on May 22, shared how he watched the Shenzhou spacecraft launches on TV with glee as a child and was strengthened in his desire.

Wang Jie mentioned the UPC anthem, a song that gave him strength as a child. He said the anthem encourages generations of Chinese pioneers to follow the glorious traditions of their predecessors. He hoped that children would continue the missions of space exploration.

After arriving at the station, the Shenzhou-20 astronauts rotated with the Shenzhou-19 crew and carried out planned scientific experiments.

On May 22, they successfully completed their first spacewalk, setting a record for the shortest time between a crew’s arrival in orbit and the first extravehicular activity since the space station’s completion. –0–

  • MIL-OSI Security: Five arrests after protesters target film set

Source: United Kingdom London Metropolitan Police

Four people have been arrested after they targeted the filming of a new movie.

In recent weeks, protesters have disrupted filming at various locations across London. They have done so solely because an actress involved in the production is Israeli.

On Wednesday, 28 May officers were deployed to a filming location in Westminster to identify suspects wanted in connection with offences at earlier protests and to deal with any new offences.

Five people were arrested for harassment and offences under Section 241 of the Trade Union and Labour Relations Act which deals with wrongfully and unlawfully obstructing access to a workplace.

Two of the arrests relate to incidents at previous protests while three relate to offences that took place today.

Superintendent Neil Holyoak, who oversaw today’s policing operation, said: “While we absolutely acknowledge the importance of peaceful protest, we have a duty to intervene where it crosses the line into serious disruption or criminality.

“We have been in discussions with the production company to understand the impact of the protests on their work and on any individuals involved.

“I hope today’s operation shows we will not tolerate the harassment of or unlawful interference with those trying to go about their legitimate professional work in London.”

Those who were arrested remain in custody.

  • MIL-OSI: Kommunitas Sets New Milestone with $34.87M Raised, Pioneers Safer Token Launch Alternatives

    Source: GlobeNewswire (MIL-OSI)

Kommunitas, a leading decentralized crowdfunding ecosystem, proudly announces a major achievement in its journey: successfully raising $34.87 million through 236 launched projects with participation from 12,684 unique wallets as part of its flagship IKO (Initial Kommunity Offering) program. This milestone reaffirms Kommunitas’ reputation as a powerful launchpad for early-stage crypto ventures and an inclusive platform empowering global communities.

Redefining Fair Launch: Kommunitas Gears Up to Rival Pump.fun
JAKARTA, Indonesia, May 28, 2025 (GLOBE NEWSWIRE) — Kommunitas is preparing to disrupt the DeFi launchpad landscape with its upcoming fair launch platform, a robust and transparent alternative aimed at challenging the dominance of Pump.fun. With a target of capturing 5% of its rival’s market share, the new Kommunitas Fairlaunch platform addresses critical flaws in current models—such as rug pulls, bot manipulation, and a lack of transparency—by introducing investor-centric safeguards and decentralized participation mechanisms.

Key innovations include a refundable mechanism that returns investor funds if a token fails to reach its pool target within seven days, and anti-whale measures that cap wallet purchases at 1% of the total supply to ensure fairness. KYC-enabled livestreams will foster real-time, accountable engagement between project founders and the community, while a revenue-sharing model rewards KOM stakers with a portion of fees and token supply from successful launches. Together, these features set a new standard for secure, fair, and community-driven token launches in the Web3 space.

“Our community has propelled us to raise $34.87 million and launch 236 projects, and we’re just getting started,” said Robby Jeo, CEO of Kommunitas. “KOM Fairlaunch is our answer to the demand for safer, fairer token launches. Unlike platforms like Pump.fun, we prioritize security, fairness, and community rewards—setting a new standard for the industry.”

Empowering the Community with Launchvote: A Zero-Fee Launch Revolution

To further strengthen its commitment to decentralization and community empowerment,
Kommunitas has introduced Launchvote—a monthly, zero-fee initiative that gives KOM holders the power to decide which projects get to launch on the platform for free. With the Launch Vote, projects can compete for community votes, and the most-voted project will be able to launch on Kommunitas without paying any platform fees. This zero-cost launch incentive will encourage projects to mobilize their communities, bringing more engagement and organic growth to the Kommunitas ecosystem. From the 15th to 20th of each month, users who stake at least 3,000 KOM receive KOMV tokens, enabling them to vote for the most promising projects vying for a cost-free launch slot.

This democratic approach promotes full community governance, eliminates platform fees for winning projects, and fuels deeper engagement across the ecosystem. By incentivizing projects to activate and rally their communities for votes, Launchvote not only increases participation but also fosters organic growth and transparency. It stands as a testament to Kommunitas’ mission of building a more inclusive and sustainable Web3 launchpad.

    About Kommunitas:
Kommunitas is a decentralized and tier-less crowdfunding ecosystem enabling startups and blockchain projects to launch and grow through fair, transparent, and community-governed mechanisms. With innovative programs like IKO, Fairlaunch, and Launchvote, Kommunitas is redefining what it means to build in Web3—openly, collaboratively, and securely.

  • MIL-OSI: Chillpepe Reinvents the Memecoin Model with Real Utility, DeFi Integration, and AI-Powered Safety Layers

    Source: GlobeNewswire (MIL-OSI)

With $CEPE at the center, Chillpepe introduces a new standard for memecoins, combining high-yield staking, decentralized tools, and anti-scam mechanisms to earn the trust of the Web3 community.

MIAMI, May 28, 2025 (GLOBE NEWSWIRE) — Chillpepe, an emerging memecoin project built on Ethereum, is taking bold steps to bridge the gap between fun-driven community tokens and real-world financial tools. By integrating $CEPE with staking mechanisms, AI-powered safety protocols, and practical launchpad governance, Chillpepe aims to deliver a full-stack ecosystem that protects users while empowering creativity and growth.

While many memecoins have historically been driven by hype and short-term speculation, Chillpepe introduces a structure of trust, utility, and sustainability to the genre. The project’s mission is not just to entertai, but to provide real, accessible tools for token creation, decentralized fundraising, and passive income generation.

Redefining Memecoin Trust through DeFi Mechanics

Chillpepe anchors its utility around $CEPE, an ERC-20 token that fuels every feature within its platform. To encourage long-term participation, the project offers a staking mechanism with dynamic APY, calculated monthly and optimized to reward long-term holders. Users who stake their $CEPE can earn yields up to 180% p.a, while also unlocking access to presale events and early-phase listings on Chillpad.

Unlike many tokens with vague use cases, $CEPE plays a crucial role in three core systems:

    – Staking & Yield Farming: Locking $CEPE earns dynamic returns and enables participation in future token launches.

    – Tool Access Fees: Access to platform tools—such as Pecasso (AI Meme Generator) and Chillpepe Tokenator (no-code token builder)—requires $CEPE as a native payment token.

    – Launchpad Participation: Projects seeking to list on Chillpad must deposit and stake $CEPE, serving as both a financial and reputational commitment to the community.

This circular token utility model not only increases demand but also creates a strong alignment between developers, early investors, and the broader community.

Chillpad: A Smarter, Safer Launchpad for New Projects

At the heart of the Chillpepe ecosystem is Chillpad, a launchpad purpose-built for memecoins and community-driven projects. Unlike traditional launchpads that rely solely on manual reviews or hype, Chillpad introduces AI-assisted vetting tools to evaluate project quality before listing.

The built-in risk filter assesses code integrity, team transparency, and roadmap viability—ensuring that only trustworthy projects are presented to the Chillpepe community. This system significantly reduces the risk of rug pulls and scams, which have plagued the memecoin space in recent years.

Furthermore, community members who stake $CEPE can gain early access to vetted projects, participate in fee-sharing mechanisms, and help govern which listings move forward. The result is a launchpad model that prioritizes transparency, fairness, and long-term value creation.

A Full-Stack Ecosystem, Powered by AI and Community Vibes

Beyond its launchpad and token utilities, Chillpepe offers a range of decentralized tools tailored for creators and builders in the Web3 space:

    – Pecasso: An AI-powered meme creation tool that helps users generate viral content, avatars, banners, and NFTs — regardless of their design experience.

    – Chillpepe Tokenator: A no-code interface to deploy ERC-20 tokens safely and instantly, complete with anti-rug measures and audit-based templates.
Integrated Wallet Access: Seamless connection to wallets such as MetaMask, enabling smooth onboarding and direct participation in staking, purchases, and governance.

By combining AI innovation with decentralized architecture, Chillpepe offers an experience that is both secure and user-friendly—making it easy for anyone to become a creator, investor, or community contributor.

    Community-Driven, Globally Connected

Chillpepe recognizes that trust in Web3 begins with transparency and shared values. The project’s ongoing community growth is supported by active engagement across major platforms and international outreach campaigns. Through meme contests, staking incentives, and educational content, Chillpepe is building a global base of holders, builders, and collaborators.

  • MIL-OSI Global: What is AI slop? Why you are seeing more fake photos and videos in your social media feeds

Source: The Conversation – UK – By Jon Roozenbeek, Lecturer in Psychology, University of Cambridge

    Pikselstock/Shutterstock

In May 2025, a post asking “[Am I the asshole] for telling my husband’s affair partner’s fiancé about their relationship?” quickly received 6,200 upvotes and more than 900 comments on Reddit. This popularity earned the post a spot on Reddit’s front page of trending posts. The problem? It was (very likely) written by artificial intelligence (AI).

The post contained some telltale signs of AI, such as using stock phrases (“[my husband’s] family is furious”) and excessive quotation marks, and sketching an unrealistic scenario designed to generate outrage rather than reflect a genuine dilemma.

While this post has since been removed by the forum’s moderators, Reddit users have repeatedly expressed their frustration with the proliferation of this kind of content.

High-engagement, AI-generated posts on Reddit are an example of what is known as “AI slop” – cheap, low-quality AI-generated content, created and shared by anyone from low-level influencers to coordinated political influence operations.

Estimates suggest that over half of longer English-language posts on LinkedIn are written by AI. In response to that report, Adam Walkiewicz, a director of product at LinkedIn, told Wired it has “robust defenses in place to proactively identify low-quality and exact or near-exact duplicate content. When we detect such content, we take action to ensure it is not broadly promoted.”

But AI-generated low-quality news sites are popping up all over the place, and AI images are also flooding social media platforms such as Facebook. You may have come across images like “shrimp Jesus” in your own feeds.

Want more politics coverage from academic experts? Every week, we bring you informed analysis of developments in government and fact check the claims being made.

Sign up for our weekly politics newsletter, delivered every Friday.

AI-generated content is cheap. A report by the Nato StratCom Center of Excellence from 2023 found that for a mere €10 (about £8), you can buy tens of thousands of fake views and likes, and hundreds of AI-generated comments, on almost all major social media platforms.

While much of it is seemingly innocent entertainment, one study from 2024 found that about a quarter of all internet traffic is made up of “bad bots”. These bots, which seek to spread disinformation, scalp event tickets or steal personal data, are also becoming much better at masking as humans.

In short, the world is dealing with the “enshittification” of the web: online services have become gradually worse over time as tech companies prioritise profits over user experience. AI-generated content is just one aspect of this.

From Reddit posts that enrage readers to tearjerking cat videos, this content is extremely attention-grabbing and thus lucrative for both slop-creators and platforms.

This is known as engagement bait – a tactic to get people to like, comment and share, regardless of the quality of the post. And you don’t need to seek out the content to be exposed to it.

AI-generated images like this one are designed to get as much engagement (likes, comments and shares) as possible.
Microsoft Copilot, CC0, via Wikimedia Commons

One study explored how engagement bait, such as images of cute babies wrapped in cabbage, is recommended to social media users even when they do not follow any AI-slop pages or accounts. These pages, which often link to low-quality sources and promote real or made-up products, may be designed to boost their follower base in order to sell the account later for profit.

Meta (Facebook’s parent company) said in April that it is cracking down on “spammy” content that tries to “game the Facebook algorithm to increase views”, but did not specify AI-generated content. Meta has used its own AI-generated profiles on Facebook, but has since removed some of these accounts.

    What the risks are

This may all have serious consequences for democracy and political communication. AI can cheaply and efficiently create misinformation about elections that is indiscernible from human-generated content. Ahead of the 2024 US presidential elections, researchers identified a large influence campaign designed to advocate for Republican issues and attack political adversaries.

And before you think it’s only Republicans doing it, think again: these bots are as biased as humans of all perspectives. A report by Rutgers University found that Americans on all sides of the political spectrum rely on bots to promote their preferred candidates.

Researchers aren’t innocent either: scientists at the University of Zurich were recently caught using AI-powered bots to post on Reddit as part of a research project on whether inauthentic comments can change people’s minds. But they failed to disclose that these comments were fake to Reddit moderators.

Reddit is now considering taking legal action against the university. The company’s chief legal officer said: “What this University of Zurich team did is deeply wrong on both a moral and legal level.”

Political operatives, including from authoritarian countries such as Russia, China and Iran, invest considerable sums in AI-driven operations to influence elections around the democratic world.

How effective these operations are is up for debate. One study found that Russia’s attempts to interfere in the 2016 US elections through social media were a dud, while another found it predicted polling figures for Trump. Regardless, these campaigns are becoming much more sophisticated and well-organised.

And even seemingly apolitical AI-generated content can have consequences. The sheer volume of it makes accessing real news and human-generated content difficult.

    What’s to be done?

Malign AI content is proving to be extremely hard to spot by humans and computers alike. Computer scientists recently identified a bot network of about 1,100 fake X accounts posting machine-generated content (mostly about cryptocurrency) and interacting with each other through likes and retweets. Problematically, the Botometer (a tool they developed to detect bots) failed to identify these accounts as fake.

The use of AI is relatively easy to spot if you know what to look for, particularly when content is formulaic or unapologetically fake. But it’s much harder when it comes to short-form content (for example, Instagram comments) or high-quality fake images. And the technology used to create AI slop is quickly improving.

One of these days, these bots are gonna walk all over you.
    Summit Art Creations/Shutterstock

As close observers of AI trends and the spread of misinformation, we would love to end on a positive note and offer practical remedies to spot AI slop or reduce its potency. But in reality, many people are simply jumping ship.

Dissatisfied with the amount of AI slop, social media users are escaping traditional platforms and joining invite-only online communities. This may lead to further fracturing of our public sphere and exacerbate polarisation, as the communities we seek out are often comprised of like-minded individuals.

As this sorting intensifies, social media risks devolving into mindless entertainment, produced and consumed mostly by bots who interact with other bots while us humans spectate. Of course, platforms don’t want to lose users, but they might push as much AI slop as the public can tolerate.

Some potential technical solutions include labelling AI-generated content through improved bot detection and disclosure regulation, although it’s unclear how well warnings like these work in practice.

Some research also shows promise in helping people to better identify deepfakes, but research is in its early stages.

Overall, we are just starting to realise the scale of the problem. Soberingly, if humans drown in AI slop, so does AI: AI models trained on the “enshittified” internet are likely to produce garbage.

  • MIL-OSI: Syneris Launches to Break Barriers in AI Infrastructure with Decentralized Compute Power

    Source: GlobeNewswire (MIL-OSI)

BIRKIRKARA, Malta, May 28, 2025 (GLOBE NEWSWIRE) — Syneris.tech officially announces the launch of its full-stack Decentralized AI Infrastructure, aiming to transform the global AI development landscape by unlocking affordable AI development at scale. As demand for artificial intelligence continues to surge across sectors, Syneris steps in with a bold mission: to decentralize access to high-performance computing, enabling more builders, startups, researchers, and enterprises to create and deploy AI without the traditional limitations of cost, centralization, and technical gatekeeping.

“We believe the future of AI shouldn’t belong to a handful of tech giants,” says the Syneris team. “It should be open, collaborative, and powered by the people.”

A Global Problem Meets a Scalable Solution

In today’s AI race, the high cost of computing remains a major bottleneck. Traditional GPU resources are increasingly monopolized by a handful of tech giants, making access to AI computing platforms prohibitively expensive for smaller teams and independent developers. Training advanced models like GPT-4 or AlphaGo can cost between $10 – 20 million, requiring thousands of high-performance GPUs.

Ironically, more than 50% of global GPU capacity is sitting idle — locked away in personal devices, gaming rigs, and institutional hardware that’s rarely optimized for AI workloads.

    At the same time:

    – 85% of AI startups cite compute costs as a top barrier to model training and deployment.

    – Cloud GPU prices have tripled over the past two years due to supply shortages and centralized control.

    – Over 70% of global AI infrastructure is owned by fewer than five major tech corporations.

This level of centralization stifles innovation, restricts access, and deepens inequality in the AI ecosystem. It turns progress into a privilege of scale, not a function of talent or creativity.

Syneris offers a better way. Our hybrid GPU computing network aggregates underused GPUs and CPUs from across the globe and transforms them into a Decentralized AI Infrastructure. This approach dramatically reduces cost while unlocking access to computing resources for the 99%.

Contributors are rewarded with transparent, token-based incentives — creating a fair and self-sustaining ecosystem where computational power is not hoarded, but shared.

Built for Builders: AI Tools for All

At the heart of Syneris is a complete suite of tools for the AI development lifecycle. From code-free model creation to enterprise-grade deployment, the AI computing platform supports users of all technical backgrounds. Developers can build and test models with intelligent assistance, including real-time coding support and automated debugging tools. Non-developers can experiment with powerful no-code and low-code interfaces, crafting custom models using pre-built templates and visual workflows.

Through its flagship product line, Syneris Generation AI, users can generate human-like content across text, images, video, and voice with minimal resource consumption. These tools open doors for applications in marketing, media, automation, education, and beyond — all part of a commitment to affordable AI development.

AI World: A Decentralized Marketplace for AI Intelligence

Syneris is not just an infrastructure provider — it is also a Decentralized AI Marketplace. The “AI World” platform allows model creators to publish, monetize, and continuously improve their AI models. Businesses can browse categorized libraries of AI solutions tailored to industry verticals, performance needs, and budget constraints. Transparent performance metrics, reviews, and demo options ensure reliability and reduce decision-making risk.

This Decentralized AI Marketplace fosters open collaboration, allowing builders and users to connect, share feedback, and co-create higher-value solutions. All transactions are executed with Syneris tokens, ensuring seamless commerce within a secure digital economy.

    Strategic Scaling Through Smart Integration

To ensure scalability from day one, Syneris has strategically integrated with leading GPU computing networks such as Aethir and io.net. This enables the AI computing platform to meet immediate computational demand while it concurrently develops its proprietary infrastructure.

Over time, Syneris aims to reduce dependency on third-party systems and move toward full operational independence — without compromising on performance, scalability, or global reach.

Looking ahead, the platform’s long-term vision is to become a fully self-sustaining, community-owned Decentralized AI Infrastructure — empowering millions to access AI freely, without the need for permission or the burden of premium costs imposed by centralized gatekeepers.

Laying the Foundation for an Open AI Future

As artificial intelligence redefines the way societies function, there is a growing responsibility to ensure that the benefits of AI are broadly distributed — not concentrated in the hands of the few. Syneris recognizes this need and responds with a technically sophisticated yet community-first approach. It is not just enabling access to AI tools; it is reshaping the ownership model of AI infrastructure itself.

Developers, GPU contributors, AI builders, and enterprises are invited to become part of the Syneris ecosystem — where intelligence is built together, not rented from the top.

An impressive 3,000 Primary Four pupils from across the city came together to sing as one big choir at the Aberdeen Big Sing 2025 spectacular in the Duthie Park today (Wednesday 28 May).

Now in its third year, Aberdeen Big Sing is a celebration event which offers children aged 8-10-years-old the opportunity to enjoy the feel good factor that music and song can offer, a positive shared experience, and the chance to make new friendships.

Councillor Martin Greig, Convener of Aberdeen City Council’s Education and Children’s Services Committee, said: “The music and song from the young people was wonderful. It was lovely to hear the children from our twin city of Clermont-Ferrand taking part in this year’s Big Sing.  My thanks go to everyone involved who helped make this such an enjoyable event. This was a great opportunity to link up in advance of the Tall Ships which will travel from France to Aberdeen in July.”

Councillor Jessica Mennie, vice-convener of the Education and Children’s Services Committee, said: “Aberdeen Big Sing 2025 was wonderful. It was clear from the fabulous performances by all the Primary Four pupils that they and the Aberdeen City Music Service vocal team have put in a lot of effort and enthusiasm to produce such a great event.”

The children had been taught the songs by Aberdeen City Council’s Music Service specialist vocal team. Members of the team have been visiting schools since August 2024 with their time funded through Creative Scotland’s Youth Music Initiative.

Morag Macdonald, Youth Music Initiative Manager at Creative Scotland said: “Aberdeen Big Sing 2025 is a truly fantastic celebration of creativity, community, and the joy of making music with peers. It’s wonderful to see so many young people coming together through song, building confidence and connection along the way. Through the Youth Music Initiative, we’re proud to support the dedicated vocal team at Aberdeen City Music Service who make events like this possible. Congratulations to all the pupils, teachers and organisers for delivering such an inspiring day.”

The pupils performed eight songs mostly themed around the sea to coincide with the city hosting The Tall Ships Race 2025 (19 July-21 July).  Songs included A Sea Journey, My Bonnie Lies Over the Ocean, and Colour is a Beautiful Thing.

The young singers were accompanied by the Big Sing Band which is made up of Aberdeen City Music Service and Robert Gordon College pupils, Charleston School and Ashley Road School Woodwind Ensembles, and the Robert Gordon College Pipe Band.

Primary Four pupils from five schools in Clermont-Ferrand in France, which is twinned with Aberdeen, participated in the annual event for the first time.  The pupils from Ecole de Fournols; Ecole de Saint Georges sur Allier; Ecole élémentaire d’Aydat; Centre élémentaire d’Issoire and Ecole élémentaire Pierre Mendès France had taken part in various singing activities including a ‘live’ lesson and created recordings of their singing, which were broadcast at the event.

Primary Four pupils at Muirfield School commented afterwards on how much they enjoyed being part of Aberdeen Big Sing 2025.  One pupil said: “I liked it. It was fun, my favourite song was “Thank You For The Music.”

Another pupil added:  “It was scary and exciting being around so many other Primary Fours. I’m Still Standing was fun and I liked dancing to it.”

An estimated 2,500 family members and friends of the young singers attended the event.

  • MIL-OSI Africa: Tackling human trafficking

    Source: South Africa News Agency

Gone are the days when human trafficking felt like an obscure crime that occurs under the cover of night in far off places we have never heard of.

Every so often we hear of suspected human trafficking cases, and it is likely that you and I could have already interacted with a trafficked person(s) without even knowing it.

This as police rescued 44 illegal immigrants who were found locked in a house in Gauteng’s Parkmore suburb recently.

It was also reported in March that over 30 Ethiopian nationals were able to escape from a house in Johannesburg’s Lombardy East. In that case, it is suspected that the 30 were victims of a human trafficking syndicate.

In January, over 20 Ethiopians were rescued from a house in Johannesburg. The rescue followed a similar one in August 2024 where 82 Ethiopians were also found at a house in Johannesburg.

Additionally, human trafficking does not only take place on home soil. In March, the Department of International Relations and Cooperation (DIRCO) confirmed that 23 South Africans who were part of a group of 7000 people from various countries, were rescued from Myanmar.

Before leaving South African shores in 2024, the men and women were lured by an employment agency to Thailand under the pretences of lucrative jobs that were advertised on various social media platforms.
According to DIRCO, the adverts promised the victims good salaries, free accommodation, comprehensive travel expenses, and other lucrative benefits. However, once in Thailand, they were transported to Myanmar against their will.

They were held captive for more than four months in a cybercrime compound in Myanmar, which borders Thailand.

“The crime of human trafficking is a hidden one. It is a very different one in the sense that you are given promises of a better life through whatever means elsewhere. You wilfully participate in those engagements without knowing that as soon as you arrive at your destination, what you have been promised is no longer there,” said Deputy Director-General (DDG) Lucky Mohalaba.

Mohalaba is the DDG for Court Administration at the Department of Justice and Constitutional Development (DOJ&CD).

“The courts are currently dealing with those matters [of human trafficking] and it ranges from sexual exploitation to forced labour,” he said in an interview with SAnews.

    Legislation

He added that there are other forms of crimes in relation to the “Trafficking in Persons Act which may include harbouring, transporting [and] assisting in whatever form that those who have been trafficked are able to be moved around within our borders.”

This as the objects of South Africa’s Prevention and Combating of Trafficking in Persons Act 2013, among others, are to give effect to the country’s obligations concerning the trafficking of persons in terms of international agreements and to provide for the prevention of trafficking in persons and for the protection of and assistance to victims of trafficking, among others.

According to the legislation, any person who delivers, recruits, transports, transfers, harbours, sells, exchanges, leases or receives another person within or across the borders of the Republic, by means of the threat of harm, abduction and kidnapping among others, for the purpose of any form or manner of exploitation, is guilty of the offence of trafficking in persons.

It also states that any person who adopts a child, facilitated or secured through legal or illegal means; or concludes a forced marriage with another person, within or across the borders of the Republic, for exploitation purposes of that child or other person in any form, is guilty of an offence.

A person convicted of an offence of trafficking (by delivering, recruiting, transporting transferring harbouring and selling among others another person by means of a threat of harm, fraud and kidnapping among others, is liable to a fine not exceeding R100 million or imprisonment, including imprisonment for life, or such imprisonment without the option of a fine or both.

According to the National Prosecuting Agency, the passing of the trafficking legislation is a result of South Africa’s ratification of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially women and children.

Additionally, the United Nations Office of Drugs and Crime (UNODC) said the protocol -which was adopted by the United Nations in November 2000 – is the world’s primary legal instrument to combat human trafficking.

Mohalaba stressed that government is tackling human trafficking.

“What we can say to the public is that government is doing quite a lot of work in relation to this matter. But working together with civil society as well as communities, as a department we are of the view that we can do a lot to further curb instances and the incidence of trafficking in persons in South Africa,” he said from his office at the DOJ&CD.

    Increased effort

There is tangible evidence that the work government is doing in this area is paying off with the county having moved to a better spot on the United States of America’s (USA) annual Trafficking in Persons (TIP) Report.

In 2024, South Africa moved from Tier 2 Watch List of the report to Tier 2.

Released in June last year, the report, which is available on the US Department of State website among others, notes that while South Africa does not “fully meet the minimum standards for the elimination of trafficking… [it] is making significant efforts to do so.”

“The government demonstrated overall increasing efforts compared with the previous reporting period; therefore South Africa was upgraded to Tier 2. These efforts included increasing prosecutions of traffickers; identifying and referring more trafficking victims to protection services; and increasing the number of shelters available to assist trafficking victims,” the report stated.

It also took note of government’s National Inter-Ministerial Committee for Trafficking in Persons (NICTIP) to strengthen anti-trafficking efforts which included the Border Management Authority, the Anti-Money Laundering Integrated Task Team and the Financial Intelligence Center.

He said that work done includes ensuring that there is domestic legislation in place that deals with trafficking in persons and that the country has in place mechanisms to identify, assess victims or suspected victims of trafficking and ensuring that there are shelters to accommodate victims while court processes continue.

“As a result of our responses, we moved to Tier 2 as these are some of the issues the country has addressed. Of course, our aim is to ensure that we move a level higher up which will include putting more effort into ensuring that there’s appropriate training for officials that are dealing with these matters.  We are working on this,” he explained.

According to the TIP, the placement of countries into various tiers is not based on the size of a country’s problem “but on the extent of government efforts to meet the Trafficking Victims Protection Act’s (TVPA) minimum standards for the elimination of human trafficking.”

These standards include the prohibition of severe forms of trafficking in person and punishing acts of such trafficking.
Tier 2 Watch List countries are those whose governments don’t fully meet the TVPA’s minimum standards but are making moves to “bring themselves into compliance” with the standards.

Tier 2 countries are those whose governments do not fully meet the minimum standards but are making significant efforts to bring themselves into compliance. Additionally, Tier 1 countries are those in which governments fully meet the minimum standards for the elimination of trafficking.

The TIP also has Tier 3 countries whereby governments do not fully meet the minimum standards and are not making significant efforts to do so.

Mohalaba added that the NICTIP which the department and the NPA are co-chairing, is “seized with coordinating a lot of efforts around the trafficking in persons across the country.”

“It also includes NGOs [non-government organisations] who take part in the discussions so that all of us working together are able to move our country forward and prevent this scourge in trafficking of persons.”

The report however flagged several issues including that law enforcement did not have the capacity and training to refer victims of trafficking to care and that victim services remained insufficient among others.

The report states that over “180 countries have ratified or acceded to the United Nations (UN) Protocol to Prevent, Suppress and Punish Trafficking in Persons (the UN TIP Protocol), which defines trafficking in persons and contains obligations to prevent and combat the crime.”

    Collaboration

South Africa’s Parliament passed the Prevention and Combating of Trafficking in Persons, 2013 Act which came into operation in August 2015.

“Again, we must appreciate the collaboration amongst the law enforcement agencies and particularly communities and civil society to ensure that these serious matters are addressed.

The act requires the DOJ&CD to develop the draft National and Policy Framework (NPF) which also requires the Minister of Justice to table the approved NPF in Parliament within one year after the commencement of the Act.

Added to that, the NFP is to be reviewed within three years after its publication in the government gazette and at least once every five years thereafter. The first NPF was approved by the Justice Crime Prevention and Security (JCPS) cluster in 2019 with the revised one having been approved by Cabinet in August 2023. It was tabled in Parliament in February 2024.

The framework comprises four pillars – namely: prevention, protection, prosecution and partnerships.

“Trafficking is an international crime, and States have been encouraged to put in laws that deal with this. We are using the NFP to compliment the legislation working together with civil society to make sure that we combat and deal with issues of trafficking in persons,” said the DDG.

The NPF states that trafficking in persons is a “serious crime and a grave violation of human rights posing a serious challenge to communities and to society at large.”

In the document, government states that it is committed to preventing trafficking, as well as to assist and protect victims and to prosecute perpetrators.

“People go to great lengths to ensure that when people are trafficked, that it falls within the ambit of organised crime. We really want to appeal to the public that we should be vigilant when we see instances of people being trafficked in our villages, townships, in towns or any other areas we see the potential of people being trafficked,” said the DDG.

He added that the review of the policy framework will be made in 2027.

“As a country, we remain resolute in working with whichever country across the globe to ensure that the issues of trafficking in persons are actually made a priority across the world.” –SAnews.gov.za

  • MIL-OSI Africa: Government saddened by passing of Darren Scott

    Source: South Africa News Agency

Government has extended its deepest condolences to the family, friends and colleagues of veteran broadcaster Darren Scott, who has passed away after a long and courageous battle with cancer.

Scott was diagnosed with stage 4 malignant melanoma, a battle he fought for many years.

The Hot 102.7FM presenter was a household name whose voice and presence shaped South African radio for over four decades.

In a statement on Wednesday, Government Communication and Information System Acting Director- General Nomonde Mnukwa said Scott’s legacy as a broadcaster and passionate storyteller will forever be remembered.

“His talent and versatility earned him over 30 Liberty Radio Award nominations and 14 wins, including multiple Best Breakfast Presenter accolades.

“His legacy as a broadcaster and passionate storyteller will forever be remembered. May his soul rest in peace,” Mnukwa said.

On Tuesday, Hot 102.7FM said he was a beloved voice on the airwaves who had showed grit, humour and determination in dealing with his illness.

The station said he will be remembered for his passion for radio, wit, creativity and charitable work.

Scott marked 40 years in radio last year and was inducted into the Radio Awards Hall of Fame, which Hot 102.7FM said was a fitting honour for a man who gave everything to the medium he loved.

The station added that Scott was many things: a gifted communicator, a music lover, a sports encyclopaedia, a deeply spiritual soul, and a loyal friend. But above all, he was radio.

Over the course of four decades, he made his mark at some of the country’s most recognisable stations from Radio Bop and 5FM to Jacaranda, East Coast Radio, and eventually HOT 102.7FM, where his voice became a cornerstone of the brand. – SAnews.gov.za

  • MIL-OSI: STEALTHGAS INC. Reports First Quarter 2025 Financial and Operating Results

    Source: GlobeNewswire (MIL-OSI)

ATHENS, Greece, May 28, 2025 (GLOBE NEWSWIRE) — STEALTHGAS INC. (NASDAQ: GASS), a ship-owning company serving the liquefied petroleum gas (LPG) sector of the international shipping industry, announced today its unaudited financial and operating results for the first quarter ended March 31, 2025.

    OPERATIONAL AND FINANCIAL HIGHLIGHTS

    • Strong profitability continued for the first quarter, with Net income of $14.1 million corresponding to a basic EPS of $0.38, similar to the previous quarter’s $14.2 million but reduced compared to the $17.7 million record at the time achieved in the first quarter of 2024.
    • Time Charter equivalent revenues decreased by 4.6% compared to the same period of last year to $36.9 million for the first quarter of 2025 as a result of a more muted market.
    • Preserved the high period coverage. About 70% of fleet days for 2025 are secured on period charters, with total fleet employment days for all subsequent periods generating over $165 million (excl. JV vessels) in contracted revenues.
    • Continued reducing leverage, making $34.4 million in debt repayments during the first quarter of 2025 and a further $19.2 million in the current quarter of 2025. Currently, all the vessels in the fully owned fleet except one are unencumbered.
    • Since the last quarterly announcement the Company has spent $1.8 million in share repurchases. Overall under the current program the Company has spent over $21.2 million in share repurchases since June 2023.
    • Maintaining ample cash and cash equivalents (incl. restricted cash) of $77.1 million as of March 31, 2025 enabling the Company to further reduce debt.

    First Quarter 2025 Results1:

    • Revenues for the three months ended March 31, 2025 amounted to $42.0 million compared to revenues of $41.6 million for the three months ended March 31, 2024, based on an average of 28.0 vessels and 27.0 vessels owned by the Company, respectively, as the vessels remaining in the fleet earned higher revenues due to better market conditions.
    • Voyage expenses and vessels’ operating expenses for the three months ended March 31, 2025, were $5.1 million and $13.5 million, respectively, compared to $2.9 million and $11.5 million, respectively, for the three months ended March 31, 2024. The $2.2 million increase in voyage expenses was mainly due to an increase in port expenses and in bunkers costs as a result of the increase in spot market days for the fleet. The $2.0 million increase in vessels’ operating expenses was mainly due to increase in crew costs and maintenance expenses.
    • Drydocking costs for the three months ended March 31, 2025 and 2024 were $0.4 million and nil, respectively. Drydocking expenses during the first quarter of 2025 mainly relate to the commenced drydocking of one vessel, compared to no drydocking of vessels in the same period of last year.
    • General and administrative expenses remained stable at $2.2 million for both the three months ended March 31, 2025 and 2024.
    • Depreciation for the three months ended March 31, 2025 and 2024 was $6.7 million and $6.5 million, respectively, a $0.2 million increase is mainly related to the increase in average number of vessels owned by the Company and to the partial replacement of some of the older vessels with newer and larger ones which have a higher cost.
    • Impairment loss for the three months ended March 31, 2025 and 2024 was $0.5 million and nil, respectively. As a result of the agreed sale terms for the vessel Gas Cerberus, with delivery expected in the second quarter of 2025, a non-cash impairment loss of $0.5 million was recognized in the first quarter of 2025.
    • Interest and finance costs for the three months ended March 31, 2025 and 2024, were $1.4 million and $3.2 million, respectively. The $1.8 million decrease from the same period of last year is primarily due to continued debt prepayments.
    • Interest income for the three months ended March 31, 2025 and 2024, remained unchanged at $0.8 million.
    • Equity earnings in joint ventures for the three months ended March 31, 2025 and 2024 was a gain of $2.2 million and $2.6 million, respectively. The $0.4 million decrease was primarily due to decrease in number of vessels in joint ventures.
    • As a result of the above, for the three months ended March 31, 2025, the Company reported net income of $14.1 million, compared to net income of $17.7 million for the three months ended March 31, 2024. The weighted average number of shares outstanding, basic, for the three months ended March 31, 2025 and 2024 was 35.7 million and 35.1 million, respectively.

    • An average of 28.0 vessels were owned by the Company during the three months ended March 31, 2025 compared to 27.04 vessels for the same period of 2024.

1 EBITDA, Adjusted EBITDA, Adjusted Net Income and Adjusted EPS are non-GAAP measures. Refer to the reconciliation of these measures to the most directly comparable financial measure in accordance with GAAP set forth later in this release.

    Fleet Update Since Previous Announcement

The Company announced the conclusion of the following chartering arrangements (of three or more months duration):

    • A twelve months time charter for its 2016 built LPG carrier Eco Dominator, until Mar 2026.
    • A twelve months time charter extension for its 2016 built LPG carrier Eco Nical, until May 2026.
    • A six months time charter extension for the 2012 built LPG carrier Gas Esco, until Sep 2025.

As of June 2025, the Company has total contracted revenues of approximately $165 million.

As of June 2025, for the remainder of the year, the Company has circa 70% of fleet days secured under period contracts and contracted revenues of approximately $72 million.

In April 2025, the Company entered into an agreement to sell the vessel Gas Cerberus to a third party, with delivery expected in the second quarter of 2025. The vessel is debt-free, and the full proceeds from the sale will contribute to the Company’s liquidity position.

The Company has agreed in principle to purchase back from one of its joint venture partners the remaining share (49.9%) which it does not already own in the two vessels Eco Lucidity and Gas Haralambos. The transaction is subject to entry into definitive documentation and customary conditions and is expected to take place within June 2025. Following this transaction, these two vessels will be consolidated within the fully owned fleet of the Company and only one vessel will remain in a JV.

    Board Chairman Michael Jolliffe Commented

The results that were announced today point to a strong start to the year and underpin our confidence in sustaining the momentum we have built over the last years, throughout 2025. It is no doubt a period of uncertainty and in such periods, among other things, there is reluctance by charterers to commit longer term. With the latest developments, we expect trade flows to normalize and sentiment to improve as the fundamentals of LPG shipping continue to be positive. In this volatile environment StealthGas remains steadfast in its strategy and has all but eliminated its financial risk, being net debt free after having made over $50 million in debt repayments during this year and having 27 out of 28 vessels unencumbered. At the same time in order to return value to our shareholders, we have begun buying back shares, spending $1.8 million in share repurchases since March. Overall under the current program the Company has spent over $21.2 million in share repurchases since June 2023.

    Conference Call details:

On May 28, 2025 at 10:00 am ET, the company’s management will host a conference call to discuss the results and the company’s operations and outlook.

Important factors that, in our view, could cause actual results to differ materially from those discussed in the forward-looking statements include the strength of world economies and currencies, geopolitical conditions, including any trade disruptions resulting from tariffs and other protectionist measures imposed by the United States or other countries, general market conditions, including changes in charter hire rates and vessel values, charter counterparty performance, changes in demand that may affect attitudes of time charterers to scheduled and unscheduled drydockings, shipyard performance, changes in STEALTHGAS INC’s operating expenses, including bunker prices, drydocking and insurance costs, ability to obtain financing and comply with covenants in our financing arrangements, actions taken by regulatory authorities, potential liability from pending or future litigation, domestic and international political conditions, the conflict in Ukraine and related sanctions, the conflict in Israel and Gaza, potential disruption of shipping routes due to ongoing attacks by Houthis in the Red Sea and Gulf of Aden or accidents and political events or acts by terrorists.

Risks and uncertainties are further described in reports filed by STEALTHGAS INC. with the U.S. Securities and Exchange Commission.

    1) Average number of vessels is the number of owned vessels that constituted our fleet for the relevant period, as measured by the sum of the number of days each vessel was a part of our fleet during the period divided by the number of calendar days in that period.
    2) Total calendar days for fleet are the total days the vessels we operated were in our possession for the relevant period including off-hire days associated with major repairs, drydockings or special or intermediate surveys.
    3) Total voyage days for fleet reflect the total days the vessels we operated were in our possession for the relevant period net of off-hire days associated with major repairs, drydockings or special or intermediate surveys.
    4) Fleet utilization is the percentage of time that our vessels were available for revenue generating voyage days and is determined by dividing voyage days by fleet calendar days for the relevant period.
    5) Total charter days for fleet are the number of voyage days the vessels operated on time or bareboat charters for the relevant period.
    6) Total spot market charter days for fleet are the number of voyage days the vessels operated on spot market charters for the relevant period.
    7) Fleet operational utilization is the percentage of time that our vessels generated revenue and is determined by dividing voyage days excluding commercially idle days by fleet calendar days for the relevant period.

Reconciliation of Adjusted Net Income, EBITDA, adjusted EBITDA and adjusted EPS:

Adjusted net income represents net income before loss/gain on derivatives excluding swap interest paid/received, impairment loss, net gain/loss on sale of vessels and share based compensation. EBITDA represents net income before interest and finance costs, interest income and depreciation. Adjusted EBITDA represents net income before interest and finance costs, interest income, depreciation, impairment loss, net gain/loss on sale of vessels, share based compensation and loss/gain on derivatives.

Adjusted EPS represents Adjusted net income divided by the weighted average number of shares.

EBITDA, adjusted EBITDA, adjusted net income and adjusted EPS are included herein because they are a basis, upon which we and our investors assess our financial performance. They allow us to present our performance from period to period on a comparable basis and provide investors with a means of better evaluating and understanding our operating performance.

EBITDA, adjusted EBITDA, adjusted net income and adjusted EPS are not recognized measurements under U.S. GAAP. Our calculation of EBITDA, adjusted EBITDA, adjusted net income and adjusted EPS may not be comparable to that reported by other companies in the shipping or other industries. In evaluating Adjusted EBITDA, Adjusted net income and Adjusted EPS, you should be aware that in the future we may incur expenses that are the same as or similar to some of the adjustments in this presentation.

  • MIL-OSI Canada: NFB animator Co Hoedeman dies at age 84

    Source: Government of Canada News

May 27, 2025 – Montreal – National Film Board of Canada (NFB)

The National Film Board of Canada (NFB) is mourning the passing of distinguished animator and director Co Hoedeman, who died on May 26 in Montreal at the age of 84.

Born in Amsterdam on August 1, 1940, Co was a master of stop-motion animation whose 1977 NFB production The Sand Castle received the Academy Award for Best Animated Short Film.

“Co Hoedeman was a master animator, whose long career at the NFB was distinguished by innovative filmmaking and powerful humanitarian themes. He cared deeply for the well-being of children and was also a fierce defender of the importance of public filmmaking. The NFB and the Canadian animation community have lost a dear friend and colleague. Fortunately for us, we have his legacy of beloved works, which embody so much of his unique spirit,” said Suzanne Guèvremont, Government Film Commissioner and NFB Chairperson.

    Select biography

Shortly after directing his early films with the NFB, including his award-winning Oddball (1969), Co travelled to Czechoslovakia in 1970 to study puppet animation and then returned to the NFB to begin a series of stop-motion gems.

Tchou-tchou (1972), created with wooden blocks, received the British Academy award (BAFTA) for Best Animated Film.

During the 1970s, Co created a series of acclaimed animated films based on Inuit traditional stories, collaborating closely with artists from Nunavut and Nunavik.

Following his Oscar win for The Sand Castle, he continued to experiment with a range of techniques and themes.

In 1992, he worked with Indigenous inmates at La Macaza Institution to create The Sniffing Bear, a cautionary tale about substance abuse. In 1998, he began work on a beloved children’s series about Ludovic, a young teddy bear, available in the NFB collection Four Seasons in the Life of Ludovic.

After completing his final film with the NFB, Marianne’s Theatre (2004), Co began a busy independent animation career. He collaborated with the NFB on the co-production 55 Socks (2011), a deeply personal project drawing on his childhood memories during a dark period of Dutch history, the Hunger Winter of 1944–45. He would also adapt his Ludovic character into a popular children’s TV series.

In 2003, the Cinémathèque québécoise and the NFB paid tribute to Co and his importance to Quebec cinema with an exhibition entitled “Exposition Co Hoedeman – Les Jardins de l’enfance.” The exhibition was presented the following year at the Musée-Château d’Annecy in France.

Co was interviewed in 2013 for the NFB online anthology Making Movie History and was the subject of the 1980 NFB documentary Co Hoedeman, Animator. All of his NFB films are available online free of charge at nfb.ca.

  • MIL-OSI Global: When Elvis and Ella were pressed onto X-rays – the subversive legacy of Soviet ‘bone music’

Source: The Conversation – USA – By Richard Gunderman, Chancellor’s Professor of Medicine, Liberal Arts, and Philanthropy, Indiana University

In the Soviet Union, some clever people realized that X-ray film was just soft enough to be etched by a sound recording device. Michelle Mengsu Chang/Toronto Star via Getty Images

When Western Electric invented electrical sound recording 100 years ago, it completely transformed the public’s relationship to music.

Before then, recording was done mechanically, scratching sound waves onto rolled paper or a cylinder. Such recordings suffered from low fidelity and captured only a small segment of the audible sound spectrum.

By using electrical microphones, amplifiers and electromechanical recorders, record companies could capture a far wider range of sound frequencies, with much higher fidelity. For the first time, recorded sound closely resembled what a live listener would hear. Over the ensuing years, sales of vinyl records and record players boomed.

The technology also allowed some enterprising music fans to make recordings in surprising and innovative ways. As a physician and scholar in the medical humanities, I am fascinated by the use of X-ray film to make recordings – what was known as “bone music,” or “ribs.”

This rather bizarre, homemade technology became a way to skirt censors in the Soviet Union – and even played an indirect role in its dissolution.

    Skirting the Soviet censorship regime

At the end of World War II, Soviet censorship shifted into high gear in an effort to suppress a Western culture deemed threatening or decadent.

Many books and poems could circulate only through “samizdat,” a portmanteau of “self” and “publishing” that involved the use of copy machines to reproduce forbidden texts. Punishments inflicted on Soviet artists and citizens for producing or disseminating censored materials included loss of employment, imprisonment in gulags and even execution.

The phonographic analog of samizdat was often referred to as “roentgenizdat,” which was derived from the name of Wilhelm Roentgen, the German scientist who received the first Nobel Prize in physics in 1901 for his discovery of X-rays.

Roentgen’s work revolutionized medicine, making it possible to peer inside the living human body without cutting it open and enabling physicians to more easily and accurately diagnose skeletal fractures and diseases such as pneumonia.

Today, X-rays are produced and stored digitally. But for most of the 20th century they were created on photographic film and stored in large film libraries, which took up a great deal of space.

Because exposed X-ray films cannot be reused, hospitals often recycled them to recoup the silver they contained.

    Making music from medicine

In the Soviet Union in the 1940s, some clever people realized that X-ray film was just soft enough to be etched by an electromechanical lathe, or sound recording device.

To make a “rib,” or “bone record,” they would use a compass to trace out a circle on an exposed X-ray film that might bear the image of a patient’s skull, spine or hands. They then used scissors to cut out the circle, before cutting a small hole in the middle so it would fit on a conventional record player.

Then they would use a recording device to cut either live sound or, more commonly, a bootleg record onto the X-ray film. Sound consists of vibrations that the lathe’s stylus etches into grooves on the disc. Such devices were not widely available, meaning that only a relatively small number of people could produce such recordings.

The censors kept a close eye on record companies. But anyone who could obtain a recording device could record music on pieces of X-ray film, and these old films could be obtained after hospitals threw them out or purchased at a relatively low price from hospital employees.

Compared with professionally produced vinyl records, the sound quality was poor, with recordings marred by extraneous noises such as hisses and crackles. The records could be played only a limited number of times before the grooves would wear out.

Nonetheless, these resourceful recordings were shared, bought and sold entirely outside of official channels into the 1960s and 1970s.

    A window into another life

Popular artists “on the bone” included Ella Fitzgerald and Elvis Presley, whose jazz and rock ’n’ roll recordings, to the ears of many Soviet citizens, represented freedom and self-expression.

In his book “Bone Music,” cultural historian Stephen Coates describes how Soviet authorities viewed performers such as The Beatles as toxic because they appeared to promote a brand of amoral hedonism and distracted citizens from Communist party priorities.

One Soviet critic of bone music recalled of its purveyors:

“It is true that from time to time they are caught, their equipment confiscated, and they may even be brought to court. But then they may be released and be free to go wherever they like. The judges decide that they are, of course, parasites, but they are not dangerous. They are getting suspended sentences! But these record producers are not just engaged in illegal operations. They corrupt young people diligently and methodically with a squeaky cacophony and spread explicit obscenities.”

    Bone music was inherently subversive.

For one thing, it was against the law. Moreover, the music itself suggested that a different sort of life is possible, beyond the strictures of Communist officials. How could a political system that prohibited beautiful music, many asked, possibly merit the allegiance of its citizens?

The ability of citizens to get around the censors and spread Western thought, whether through books or bone music, helped chip away at the government’s legitimacy.

One Soviet-era listener Coates interviewed long after the USSR’s collapse described the joy of listening to these illicit recordings:

“I was lifted up off the ground, I started flying. Rock’n’roll showed me a new world, a world of music, words, and feelings, of life, of a different lifestyle. That’s why, when I got my first records, I became a happy man. I felt like a changed person, it was as if I was born again.”

The playing of a bootleg record from the Soviet Union, recorded on an X-ray negative.

At a time when China is believed to spend about US$8 billion annually sending its ideas and culture around the world, President Donald Trump has proposed to cut by 93% the part of the State Department that does the same thing for the United States.

The division is called the Bureau of Educational and Cultural Affairs. Among its other activities, the bureau brings foreign leaders to the U.S. for visits, funds much of the Fulbright international student, scholar and teacher exchange program and works to get American culture to places all across the globe.

    Does this matter?

As a historian specializing in the role of communication in foreign policy, I think it does. Reputation is part of national security, and the U.S. has historically enhanced its reputation by building relationships through cultural tools.

Previous U.S. administrations have realized this, including during President Donald Trump’s first term, when his team, led by Assistant Secretary of State for Educational and Cultural Affairs Marie Royce, raised the Bureau of Educational and Cultural Affairs budget to an all-time high.

Modern Jazz Quartet traveled to Germany in 1960 as jazz ambassadors on a State Department-sponsored tour.

    Giving politics a human dimension

Government-funded cultural diplomacy is an old practice. In 1889, President Benjamin Harrison’s government hosted a delegation of leaders from Latin America on a 5,000-mile rail tour around the American heartland as a curtain raiser for the first Pan-American conference. The visitors met a variety of American icons, from wordsmith Mark Twain to gunsmiths Horace Smith and Daniel B. Wesson.

President Teddy Roosevelt initiated the first longer-term cultural exchange program by spending money raised from an indemnity imposed on the Chinese government for its mishandling of the Boxer Rebellion, during which Western diplomats had been held hostage. The program, for the education of Chinese people, included study in the U.S. In contrast, European powers did nothing special with their share of the money.

During World II, Nelson Rockefeller, who led a special federal agency created to build links to Latin America, brought South American writers to the U.S. to experience the country firsthand. In so doing, he invented the short-term leader visit as a type of exchange.

This work went into high gear during the 1950s. The U.S. sought to stitch postwar Germany back into the community of nations, so that nation became a particular focus. Programs linked emerging global leaders to Americans with similar interests: doctor to doctor; pastor to pastor; politician to politician.

I found that by 1963, one-third of the German federal parliament and two-thirds of the German Cabinet had been cultivated this way.

Visits gave a human dimension to political alignment, and returnees had the ability to speak to their countrymen and women with the authority of personal experience.

    From jazz to promoting peace

The globally focused International Visitor Leadership Program built early-career relationships between U.S. citizens and young foreign leaders who later played a central role in aligning their nations with American policy.

Nearly 250,000 participants have traveled to the U.S. since 1940, including about 500 who went on to lead their own governments.

Future Prime Minister Margaret Thatcher of Britain visited as a young member of Parliament; F.W. De Klerk came from South Africa and saw the post-Jim Crow South before he helped lead his country to dismantling apartheid; and Egypt’s Anwar Sadat visited the U.S. and began to build trust with Americans a decade before he became leader of his country and partnered with President Jimmy Carter to advance peace with Israel.

British Prime Minister Margaret Thatcher’s note from 10 Downing Street about her 1967 exchange visit to the US – ‘Forevermore I shall be a true friend to the United States.’
    U.S. Department of State

Cultural work more broadly has included helping export U.S. music to places where it would not normally be heard. The Cold War tours of American jazz musicians are justly famous. Work bringing together the world’s sometimes persecuted writers for creative sanctuary at the International Writing Program at the University of Iowa is less well known.

The Reagan administration arranged citizen-to-citizen meetings with the Soviet Union to thaw the Cold War. Reagan’s theory was that ordinary citizens could connect: He imagined a typical Ivan and Anya meeting a typical Jim and Sally and understanding each other.

Current programs include bringing emerging highfliers in tech, music and sports to the U.S. to connect to and be mentored by Americans in the same field and then go home to be part of a living network of enhanced understanding. Such programs are in danger of being cut under Trump.

Five U.S. hip-hop artists traveled to Harare, Zimbabwe, in 2024 to perform for audiences and collaborate with local artists as part of the State Department’s Next Level program.
    U.S. Department of State

    Personal experience conquers stereotypes

How exactly does this work advance U.S. security?

I see these exchanges as the national equivalent to the advice given to a diplomat in kidnap training: Try to establish a rapport with your hostage-taker so that they will see the person and be inclined to mercy.

The Bureau of Educational and Cultural Affairs is the part of the Department of State that cultivates empathy and implicitly counters the claims of America’s detractors with personal experience. Quite simply, it is harder to hate people you really know. More than this, exchanged people frequently become the core of each embassy’s local network.

Of course, an exchange program is just one part of a nation’s reputational security.

Reputation flows from reality, and reality is demonstrated over time. Historically, America’s reputation has rested on the health of the country’s core institutions, including its legal system and higher education as well as its standard of living.

U.S. reputational security has also required reform.

In the 1950s, when President Dwight Eisenhower faced an onslaught of Soviet propaganda emphasizing racism and racial disparities within the U.S., he understood that an effective response required that the U.S. not only showcase Black achievement but also be less racist. Civil rights became a Cold War priority.

Today, when the U.S. has no shortage of international detractors, observers at home and abroad question whether the country remains a good example of democracy.

As lawmakers in Washington debate federal spending priorities, building relationships through cultural tools may not survive budget cuts. Historically, both sides of the political aisle have failed to appreciate the significance of investing in cultural relations.

In 2013, when still a general heading Central Command, Jim Mattis, later Trump’s secretary of defense, was blunt about what such lack of regard would mean. In 2013 he told Congress: ‘If you don’t fund the State Department fully, then I need to buy more ammunition, ultimately.“

  • MIL-OSI Global: Billy Joel has excess fluid in his brain – a neurologist explains what happens when this protective liquid gets out of balance

Source: The Conversation – USA – By Danielle Wilhour, Assistant Professor of Neurology, University of Colorado Anschutz Medical Campus

Billy Joel was diagnosed with normal pressure hydrocephalus. Ethan Miller/Getty Images

Cerebrospinal fluid, or CSF, is a clear, colorless liquid that plays a crucial role in maintaining the health and function of your central nervous system. It cushions the brain and spinal cord, provides nutrients and removes waste products.

Despite its importance, problems related to CSF often go unnoticed until something goes wrong.

Recently, cerebrospinal fluid disorders drew public attention with the announcement that musician Billy Joel had been diagnosed with normal pressure hydrocephalus. In this condition, excess CSF accumulates in the brain’s cavities, enlarging them and putting pressure on surrounding brain tissue even though diagnostic readings appear normal. Because normal pressure hydrocephalus typically develops gradually and can mimic symptoms of other neurodegenerative diseases, such as Alzheimer’s or Parkinson’s disease, it is often misdiagnosed.

I am a neurologist and headache specialist. In my work treating patients with CSF pressure disorders, I have seen these conditions present in many different ways. Here’s what happens when your cerebrospinal fluid stops working.

    What is cerebrospinal fluid?

CSF is made of water, proteins, sugars, ions and neurotransmitters. It is primarily produced by a network of cells called the choroid plexus, which is located in the brain’s ventricles, or cavities.

The choroid plexus produces approximately 500 milliliters (17 ounces) of CSF daily, but only about 150 milliliters (5 ounces) are present within the central nervous system at any given time due to constant absorption and replenishment in the brain. This fluid circulates through the ventricles of the brain, the central canal of the spinal cord and the subarachnoid space surrounding the brain and spinal cord.

Cerebrospinal fluid circulates throughout the brain and spinal cord.
    OpenStax, CC BY-SA

CSF has several critical functions. It protects the brain and spinal cord from injury by absorbing shocks. Suspending the brain in this fluid reduces its effective weight and prevents it from being crushed under its own mass. Additionally, CSF helps maintain a stable chemical environment in the central nervous system, facilitating the removal of metabolic waste and the distribution of nutrients and hormones.

If the production, circulation or absorption of cerebrospinal fluid is disrupted, it can lead to significant health issues. Two notable conditions are CSF leaks and idiopathic intracranial hypertension.

    Cerebrospinal fluid leak

A CSF leak occurs when the fluid escapes through a tear or hole in the dura mater – the tough, outermost layer of the meninges that surrounds the brain and spinal cord.

The dura can be damaged from head injuries or punctured during surgical procedures involving the sinuses, brain or spine, such as lumbar puncture, epidurals, spinal anesthesia or myelogram. Spontaneous CSF leaks can also occur without any identifiable cause.

CSF leaks were originally thought to be relatively rare, with an estimated annual incidence of 5 per 100,000 people. However, with increased awareness and advances in imaging, health care providers are discovering more and more leaks. They tend to occur more frequently in middle-aged adults and are more common in women than men.

Risk factors for the condition include connective tissue disorders such as Ehlers-Danlos syndrome as well as postural orthostatic tachycardia syndrome.

An upright headache could be a sign of a CSF leak.

Unfortunately, it’s common for health care providers to misdiagnose a CSF leak as another condition, like migraine, sinus infections or allergies. What can make diagnosing a CSF leak challenging is its broad symptoms. Most people with a CSF leak have a positional headache that improves when lying down and worsens when standing. Pain is usually felt in the back of the head and may involve the neck and between the shoulder blades. In addition to headaches, patients may experience ringing in the ears, vision disturbances, memory problems, brain fog, dizziness and nausea.

Imaging may help guide diagnosis, including an MRI of your brain or entire spine, or a myelogram of the space surrounding your spinal cord. Features of a CSF leak that are visible in a scan include your brain sagging down in the base of your skull as well as a fluid collection outside of your dura. However, an estimated 19% of people with a CSF leak can have normal scans, so not seeing signs of a leak on imaging does not entirely rule it out.

Conservative treatment for a CSF leak involves rest, lying flat and increasing your fluid intake to give your spine time to heal the puncture. Increasing your caffeine consumption to an equivalent of three to four cups of coffee per day can also help by increasing CSF production through stimulating the choroid plexus. Caffeine also relieves pain by interacting with adenosine receptors, which are key players in the body’s pain perception mechanisms.

If a conservative approach is not successful, an epidural blood patch may be necessary. In this procedure, blood is drawn from your arm and injected into your spine. The injected blood can help form a covering over the hole and promote the healing process. Headache improvement can be fast, but if the patch does not work or the results are short-lived, additional testing may be needed to better locate the site of the leak. In rare cases, surgery may be recommended. Most patients with a CSF leak respond to some form of these treatments.

    Idiopathic intracranial hypertension

Idiopathic intracranial hypertension is a disorder involving an excess of CSF that elevates pressure inside the skull and compresses the brain. The term “idiopathic” indicates that the cause of the raised pressure is unknown.

Most patients with idiopathic intracranial hypertension have a history of obesity or recent weight gain. Other risk factors include taking certain medications such as tetracycline, excessive vitamin A, tretinoin, steroids and growth hormone. Middle-aged obese women are 20 times more likely to be diagnosed with idiopathic intracranial hypertension than other patient groups. As obesity becomes more prevalent, so too does the incidence of this condition.

Idiopathic intracranial hypertension results from increased intracranial pressure.

Patients with idiopathic intracranial hypertension typically experience headaches and vision changes, tinnitus or eye pain. Papilledema, or swelling of the optic disc, is the hallmark finding on a fundoscopic examination of the back of the eye. Clinicians may also observe paralysis of the patient’s eye muscles.

Normal pressure hydrocephalus, Joel’s diagnosis, is a form of this condition that commonly results in difficulty walking, loss of bladder control and cognitive impairment, sometimes referred to as the “wet, wobbly and wacky” triad. Joel’s diagnosis has brought awareness to this underrecognized but potentially treatable disorder, which is often managed through surgically placing a shunt to divert excess fluid and relieve symptoms.

Brain imaging of patients suspected of having idiopathic intracranial hypertension is crucial to excluding other causes of elevated CSF pressure, such as brain tumors or blood clots in the brain. A lumbar puncture or spinal tap to measure the pressure and composition of CSF is also central to diagnosis.

Since high intracranial pressure can damage the optic nerve and lead to permanent vision loss, the primary goal of treatment is to decrease pressure and preserve the optic nerve. Treatment options include weight loss, dietary changes and medications to reduce CSF production. Surgical procedures can also reduce intracranial pressure.

    Future directions and unknowns

Cerebrospinal fluid is indispensable for brain health. Despite advances in understanding diseases related to CSF, several aspects remain unclear.

The exact mechanisms that lead to conditions like CSF leaks and idiopathic intracranial hypertension are not fully understood, though there are many theories. Further research is vital to enhance diagnostic accuracy and effective treatments for CSF disorders.

  • MIL-OSI: 69% of Organizations Breached by Ransomware Over Past Year, Delinea Report Finds

    Source: GlobeNewswire (MIL-OSI)

SAN FRANCISCO, May 28, 2025 (GLOBE NEWSWIRE) — Delinea, a pioneering provider of solutions for securing human and machine identities through centralized authorization, has unveiled new research highlighting how ransomware attacks have continued to surge over the past year, despite fewer victims paying. Over two-thirds (69%) of organizations globally have fallen victim to ransomware, with 27% being hit more than once. Meanwhile, attackers are harnessing AI to automate, scale, and sharpen their operations.

Based on insights from over 1,000 IT and security leaders worldwide, the 2025 State of Ransomware Report reveals an increasingly volatile threat landscape driven by AI-powered attacks, stolen credentials, and Ransomware-as-a-Service (Raas). While only 57% of organizations paid ransoms, down from 76% in 2024, the frequency and impact of attacks continued to grow as threat actors turned to other tactics like extortion, with 85% of ransomware victims threatened with exposure.

“Ransomware has evolved into a shape-shifting, AI-enabled threat that no business can afford to underestimate,” said Art Gilliland, CEO at Delinea. “In order to combat the sophistication of today’s attacks, organizations must fight AI with AI and embrace proactive, identity security strategies like zero trust architecture, Privileged Access Management, and continuous credential monitoring to stay ahead.”

    AI: The Double-Edged Sword

The report highlights the growing role of AI on both sides of the ransomware equation. Threat actors are using AI to automate phishing, impersonate trusted individuals via deepfakes, and accelerate attacks. At the same time, defenders are increasingly relying on AI to detect and respond to threats faster, with 90% of organizations now using AI in their ransomware defense strategies – primarily within Security Operations Centers (64%), for analyzing Indicators of Compromise (62%), and to prevent phishing (51%).

Despite 90% of executives expressing concern over ransomware threats, many organizations continue to fall short in essential security practices, with only 34% enforcing least privilege access controls and just 57% implementing application control measures. Most victims reported extended recovery times, with 75% taking up to two weeks to recover.
