  • MIL-OSI Analysis: Understanding how Taylor Swift constructs her songs helps explain her phenomenal popularity

    In 2023, Forbes published an article about Taylor Swift that included the following mind-boggling statistic: 55 per cent of adults in the United States identify themselves as Swift fans.

    In the wake of her recent epic world tour — which drew 10 million attendees and earned billions of dollars — Swift has clearly emerged as a modern singer-songwriter whose success and renown has no equal.

    The same article reports that 73 per cent of those surveyed insisted that “Swift’s music is a driving force of their support of her.” But the abundant discourse surrounding Taylor Swift in the popular press, academia and online seems to be about everything but her songs.

    In place of critical engagement with her musical work, Swift is credited for creating her own economic ecosystem wherever she goes, lauded for being a shrewd and powerful businessperson, described as an empowered and empowering feminist icon or branded a quintessential entertainer.

    At this moment, Swift resides at the very apex of modern celebrity culture. Ironically, this makes it especially tricky to engage with Swift as a musician, which is the very basis of her fame.

    As a musicologist, music critic and musician who studies and teaches popular music, there are ways to examine the musical meaning of pop songs. These approaches provide useful insights; after all, wasn’t it the music that drew audiences to Swift in the first place?

    Studying Swift

    Swift is increasingly taken seriously in the halls of academia. A number of universities offer courses dedicated to Swift, but typically not to her music as such: rather, many of these courses take a literary approach to her songs or a broadly sociological approach to her as a pop culture phenomenon, or they foreground her business model.

    In his book There’s Nothing Like This, Kevin Evers, senior editor of the Harvard Business Review, regards Swift as a “strategic genius.” He examines how she identifies and exploits untapped markets, making creative and marketing pivots at key moments while protecting her image as a self-made, authentic singer-songwriter.

    Evers focuses on non-musical elements when discussing Swift’s songs. He claims that Swift’s fans interpret her lyrics in a manner akin to the literary analysis of complex poems. Swift’s songs intrigue fans, Evers insists, primarily because they offer insight into her personal life, romantic travails and struggles with fame.

    Of course, words are an important element of pop songs, and for many fans, the words of a song constitute its “about-ness.” But a pop song is a sonic object, not simply a delivery system for words.

    Lyrical discourse analysis

    Song lyrics are not poems, although they may be “like poetry,” as musicologist Dai Griffiths has argued. He points out that when we insist on thinking of lyrics as poetry, we lose a systematic understanding of how words function in songs. The placement and sound of words, and how they relate to the music, are key elements of a song’s musical structure and sense.

    It is this discussion of the musical sense and meaning of Swift’s songs that is largely neglected.

    The academic study of classical music offers a wealth of analytic methodologies; there are ways to examine the musical meaning of pop songs that do not over-analyze the song. These include looking at elements like form, orchestration, melody, harmony and rhythm.

    A song creates space: its formal layout and the rhythm of musical phrases provide the space for words — what Griffiths calls the “verbal space” — which have their own rhythms and structures and work within but also push against the boundaries of this space.

    Form and space

    Consider Swift’s chart-topping 2014 single, “Shake it Off,” re-released as “Shake it Off (Taylor’s Version)” in 2023. This song, while popular, was criticized for its repetitiveness and lack of emotional depth.

    “Shake it Off” doesn’t seem to have much lyrical content: the verses are short, rounded off with simple slant rhymes, and much of the created space seems to be filled with repetition: “I’m just gonna shake, shake, shake, shake, shake/Shake it off, shake it off.”

    Likewise, the song is built musically on some very basic and limited material, namely three chords, a short, unvaried drum loop and a spare bass line provided by a baritone saxophone.

    The lyrics touch lightly on Swift’s response to fame and her critics, but it is their syllabic density that contributes to the song’s development and momentum. This gradually and sytematically increases over the first two verses and pre-chorus, until arriving at the chorus, where the space is filled almost completely.

    The density of the music also increases in the choruses, with a thicker bass part, added vocals and a brass fanfare.

    While “Shake it Off” is repetitive with little harmonic and melodic variety, it is also quite subtly counterbalanced with a variety of sounds, textures and densities. These move the song forward and importantly, help mark off the song’s formal sections.

    These compositional and production details contribute to the song’s overall meaning. But how the words participate in the unfolding of the song-as-music, or the creation and shaping of the musical space, is also meaningful. The thrust of the lyrics emphasize Swift’s detachment from gossip and criticism: “I never miss a beat/I’m lightnin’ on my feet” and “But I keep cruisin’/Can’t stop, won’t stop groovin’”.

    These lyrics are reinforced by the propulsive musical momentum of the song created by the gradual thickening of the text and music. Even with this thickening, the song still remains quite light, emphasizing the lyrical claims of detachment and distance from negativity.

    The chorus, by contrast, with its deeply resonant bass, layers of background vocals and added brass, is musically the heaviest part of the song, underwriting Swift’s assertive claim that she will “shake off” the lies and gossip that plague her as a celebrity pop star.

    Understanding Swift’s success

    Collecting some musical information about Swift’s songs is not an abstract or intellectual activity; rather, it is essential information if we want to better understand Swift and her success in terms of her song writing.

    I’m not making an argument here for or against Swift’s music; I’m neither a “Swiftie” nor a detractor. Nor have I offered anything like a comprehensive or definitive analysis of a song in this short article.

    But I do think we should be curious and better understand Swift’s success, especially the popularity of her music across generations and demographics. How her songs are actually put together — how they work as music, in tandem with words, to tell stories — is an essential part of that understanding.

  • MIL-OSI Analysis: What Canada can learn from Australia on adequately protecting citizens at live events

    In April 2025, a man drove an SUV through a crowd of people attending a Filipino cultural festival in Vancouver, killing 11 people and injuring dozens more. In response, the British Columbia government immediately commissioned an inquiry to examine the systemic causes of the incident and whether any lessons could be learned from the tragedy.

    The commission came up with six recommendations based on gaps in the current municipal application and approval system for public events across the province.

    One key recommendation was that all public events should be required to complete a risk assessment. This isn’t currently happening across the province. The absence of such analysis poses a risk for public safety.

    Another recommendation was the creation of local knowledge capacity to support event organizers, particularly for small and rural events, where the expertise to conduct a basic security risk assessment is lacking.

    Forseeable tragedy?

    As I argued in August 2022, the live events industry lacks the same level of professionalism as other occupations. Many of these small event organizers are amateurs who lack the resources to properly deal with the security risks involved in holding their events.

    These factors, combined with emerging security risks, meant that the tragedy at the Lapu Lapu festival could be considered a foreseeable event given the risk realities associated with modern mass gatherings.

    The inquiry report highlighted how B.C. is lagging behind other international jurisdictions in terms of legislative pro-activeness in securing public events. This policy deficiency is actually a Canada-wide problem; the country is woefully behind other western nations when it comes to securing public events.

    My doctoral thesis examined this very issue when I compared the regulation and application process to host public events in Canada and Australia’s largest cities.

    Australia vs. Canada

    Firstly, it’s important to note that Canada is a less safe country in terms of security than Australia, all things considered equal. Canada’s porous border with the United States means more illegal firearms are entering the country, resulting in more gun violence than in Australia, where there are more restrictive gun ownership laws.

    The Lapu Lapu attack was not investigated as an act of terrorism, but in a related concern, Canada’s intelligence-gathering and national security laws place it at a counter-terrorism disadvantage compared to Australia.

    Relatively speaking, research suggests Canada’s Charter of Rights and Freedoms hinders its security services from being able to detect and investigate terrorism-related offences given the greater importance placed on individual rights compared to Australia, where there is no such Charter equivalent.

    Australia also has pro-active foreign intelligence collection capabilities to aid in its counter-terrorism efforts, while Canada’s CSIS agency only has domestic capabilities. That essentially requires it to import intelligence from its allies.

    Given these facts, it would seem plausible that Canada would be at greater risk for security threats at public events — including terrorist attacks, active shooters, etc. — than Australia.

    When I compared the data between both countries in my research, it suggested Australia has more public event regulation than Canada.

    It was quantitatively shown that Australian officials require risk assessments and other proactive measures from event organizers, including for risk mitigation, while Canadian officials are mostly concerned with reactive security response plans — in other words, determining how organizers would respond to attacks after they occurred.

    An analysis of event application documents in both countries reveal that Australian municipalities disproportionately emphasize “risk management” in approving events compared to Canadian municipalities.

    Three ways the B.C. report falls short

    The B.C. report missed out on examining several important elements.

    Firstly, it did not take a holistic, deep dive into just how vulnerable public events are to myriad security threats — like active shooters, crowd crushing and terrorist attacks — but instead focused solely on the hostile vehicle threat.

    It also failed to consider the urgency of governments to adopt policy changes in the face of emerging threats on public spaces, like drone attacks.

    Secondly, the report made no mention of the need for law enforcement to develop stronger ties to share intelligence with event organizers as a proactive measure to protect mass gathering events from violence. The Hamas attacks at a music festival in Israel in October 2023 highlight the worst outcome of such failures.

    Lastly, there was no call for action or recommendation for the federal government to play a greater role in providing guidance to the industry and lower levels of government.

    National security is a federal issue as well as the regulation of airspace for drones. In countries such as the United Kingdom, Australia and the United States, the national government provides guidance on protecting public spaces. There is no such policy leadership in Canada.

    The B.C. findings show Canadian authorities have a lot of work to do to make public events safer for Canadians. With the FIFA World Cup coming to Canada next year, Canadian governments still have time to implement corrective actions to ensure soccer fans stay safe.

  • MIL-OSI Submissions: Caution in the C-suite: How business leaders are navigating Trump 2.0

    In the first months of Donald Trump’s second term as president, his policies – from sweeping tariffs and aggressive immigration enforcement to attacks on diversity, equity and inclusion – have thrown U.S. businesses into turmoil, leading to a 26-point decline in CEO confidence.

    Yet despite this volatility, many American corporations have remained notably restrained in their public responses.

    This might come as a surprise. After all, in recent decades, CEOs have become increasingly willing to speak out about social and political issues. But while some universities and law firms have publicly pushed back against the Trump administration, business leaders are seemingly opting for caution.

    What would it take for these titans of corporate America to speak out against Trump’s policies? We are a professor and a graduate student who study business, and back in 2018, one of us – Dr. Carmel – conducted an analysis asking this very question. More recently, we gathered new data looking at how business leaders are responding to Trump’s second term.

    The 2018 analysis, involving data from about 200 leading U.S. CEOs, found that most business leaders remained publicly neutral on Trump, and only a handful expressed strong opposition. Silence was often a strategic choice, with many leaders staying mum due to fear of retaliation. The evidence also suggested that Trump could one day cross a line that would prompt a broader CEO backlash.

    Seven years later, that line hasn’t yet appeared, even as Trump’s footprint on corporate America is now far more direct and substantial.

    Most notable are Trump’s tariffs, first announced in April 2025, which have roiled global markets and unnerved CEOs. And there are many other ripples: Some companies, such as CBS’ parent company, Paramount – which is seeking the Trump administration’s approval for a merger – have decided to self-censor. Others, including Disney and Meta, gave in to Trump’s lawsuits and paid multimillion-dollar settlements, against the counsel of many outside experts. CEOs also have to deal with the threat of backlash from both the right and left.

    Against this backdrop, we collected new public data to see how corporate leaders are responding to the second Trump administration. Just as in 2018, we examined the 232 companies that make up the Business Roundtable – a club of the most powerful American businesses.

    We assessed the actions that these companies took regarding DEI and whether they experienced any backlash. We focused on these criteria as a way to assess whether CEOs are seeking either to support or placate Trump, or to stand on other principles. We also collected other data, including public statements from CEOs and campaign donations.

    DEI as a bellwether

    Corporate DEI actions were an early, useful way to gauge a business’s stances, since, from the outset, the Trump administration identified DEI as a “scourge” to be eliminated. Although the White House’s anti-DEI directives have applied to the executive branch and federal contractors, some private businesses rushed to make changes as well.

    By May, just a bit over 100 days into Trump’s second term, a significant number of companies had decided to go along with Trump’s preferences. Sixty-nine of the 232 companies in the Business Roundtable rolled back their DEI initiatives in some way, while just 20 companies announced that they kept their DEI programs in place. There’s no information either way on the remaining 61% – likely because they decided it’s better to stay out of the news.

    DEI-related actions have tapered off since May, but there’s still an impact. For example, the Federal Communications Commission pressured T-Mobile to eliminate DEI. Only then was its merger approved.

    Companies that scaled back their DEI initiatives sometimes pointed to the political environment as a factor. Meta, for example, said in an internal memo that it was ending its DEI efforts due to a “shifting legal and policy landscape.” Other companies, including Verizon and Comcast, reportedly rolled back DEI programs because they feared legal action by the federal government.

    Some corporations announced changes through internal announcements, legal filings or quiet updates to their websites, suggesting they want to stay out of the media spotlight.

    A small number of Business Roundtable companies stood firm on their DEI policies – to mixed results. When Marriott’s CEO voiced support for DEI at a corporate leadership event, he reportedly received 40,000 appreciative emails from employees. On the other hand, after Coca-Cola reiterated its “commitment to sponsoring an inclusive workplace,” the right-wing activist Robby Starbuck — who The New York Times has described as “the anti-DEI agitator that companies fear most” – said Coca-Cola “should be very nervous about continuing with its woke policies.”

    Bracing for backlash

    Overall, 22% of Business Roundtable companies saw some sort of backlash to their actions. Most came from the political right: 36 companies were called out by conservatives, another eight by progressives, and eight more faced bipartisan backlash.

    With more than three years left in Trump’s second term, it’s worth asking what lies ahead. We think the most likely scenario is that companies will continue to try to stay off the president’s radar and placate him when they must. After all, following the split with Elon Musk, Trump quite explicitly threatened to use presidential powers to hurt Musk’s businesses. Any CEO gets the implications.

    While our analysis primarily focused on social issues, policies at the business core may push U.S. companies to confront Trump. Tariff policy is a prime example. Back in April, major retailers like Walmart quietly warned Trump that tariffs could lead to empty shelves and higher prices. More recently, the CEO of Goldman Sachs publicly warned that tariffs “have raised the level of uncertainty to a degree I do not think is healthy for investment and growth.”

    These are voices of criticism – but worded quite softly.

    Carla Hayden, the 14th librarian of Congress, who has held the position since 2016, received an unexpected email on May 8, 2025.

    “Carla, on behalf of President Donald J. Trump, I am writing to inform you that your position as the Librarian of Congress is terminated effective immediately. Thank you for your service,” wrote Trent Morse, deputy director of presidential personnel at the White House.

    White House Press Secretary Karoline Leavitt later explained that Hayden, who was the first woman, Black person and professionally trained librarian to oversee the Library of Congress, had done “quite concerning things,” on the job, including “putting inappropriate books in the library for children.”

    Democratic politicians sharply criticized Hayden’s termination, saying the firing was unjust. It was actually about Trump punishing civil servants “who don’t bend to his every will,” New York Sen. Chuck Schumer said.

    An information science scholar, I have written extensively about the history of libraries and archives, including the Library of Congress. To fully understand the role Hayden played for the past nine years, I think it is important to understand what the Library of Congress does, and the overlooked and underappreciated role it has played in American life.

    The Library of Congress’ work

    The Library of Congress is an agency that was first established, by an act of Congress, in 1800. The act provided for “the purchase of such books as may be necessary for the use of Congress at the said city of Washington, and for fitting up a suitable apartment for containing them.” Its chief librarian is appointed by the president and confirmed by the Senate.

    The library has six buildings in Washington that hold a print and online collection of nearly 26 million books, as well as more than 136 million other items, including manuscripts, maps, sheet music and prints and photographs.

    It also houses historic documents, like Thomas Jefferson’s rough draft of the Declaration of Independence and James Madison’s notes on the 1787 Constitutional Convention.

    The library is the property of the American people. Anyone over the age of 16 with a government-issued photo identification can enter its buildings and read or view its materials on-site. The Library of Congress was partially designed as a research institution to suit the needs of members of Congress, and only Congress members can borrow items from the library and take them home.

    The Library of Congress has an annual budget of about US$900 million, with a staff of 3,263. In 2024, the library’s staff helped acquire 1,437,832 million new items, issue nearly 69,000 library cards and answer more than 764,000 reference requests, among other tasks.

    The library’s deep roots

    The library has evolved alongside the U.S. itself. Five years before the Constitutional Convention of 1787, future president James Madison called for a library to provide materials to help inform Congress and its members. In 1800, President John Adams signed a bill that established the institution, which began with a $5,000 government appropriation, equivalent to more than $127,000 today.

    The library’s first collection included 152 works in 740 volumes imported from England. It occupied a space in a Washington Senate office that measured just 22 feet by 34 feet.

    The British army torched the infant library and its collection that had grown to 3,000 books in 1814, during the War of 1812. In response, former president Thomas Jefferson sold his personal collection of 6,479 books to the library, which he called “unquestionably the choicest collection of books in the U.S.”

    Tragedy struck again in 1851, with a fire that incinerated two-thirds of the library’s 55,000 volumes, including most of Jefferson’s personal collection.

    The organization rebounded in the next few years, as it purchased the 40,000-volume Smithsonian library in 1866, among other new acquisitions.

    Ainsworth Spofford, the sixth librarian of Congress, boosted the library’s national image in the late 1800s when he tried to centralize the country’s patchwork copyright system.

    Spofford also successfully lobbied Congress to pass the Copyright Act of 1870, which stipulated that any party registering a work for copyright needed to deposit two copies of that work with the library.

    A growing place in American life

    As its collections burgeoned in both scale and scope in the latter part of the 19th century, the library assumed an increasingly visible role and became known by some as “the nation’s library.” By 1900, it had nearly 1 million printed books and other materials.

    The opening of a new library building in 1897, offering services to blind people with a designated reading room containing 500 raised character – or braille – books and music items, epitomized the library’s new status.

    President Theodore Roosevelt said in 1901 that the library was “the one national library of the United States” and that was “a unique opportunity to render to the libraries of this country – to American scholarship – service of the highest importance.”

    The library’s work, and global approach, continued to grow during the 20th century.

    By the late 1900s, the library held materials in more than 450 languages.

    It continued to add remarkable items to its collection, including a Gutenberg Bible, the first book printed in Europe from movable metal type, a kind of printing technology, in 1455.

    Documenting the evolution of democracy, the library also assumed stewardship of 23 presidents’ official papers, from George Washington to Calvin Coolidge, during this time frame.

    A public service

    While primarily designated a research institution for Congress, the library has also catered to a diverse range of patrons, including by mail and telephone.

    As one Science Digest writer noted in 1960, reference staff members fielded questions ranging from “What was the color of a mastodon’s eye?” to “How many words are there in the English language?” and “Could you suggest a name for twins?”

    The library’s register of copyrights received similarly diverse and even humorous inquiries. One older woman seeking to publish her poetry wrote in 1954 to request “a poetic license” to ensure her work conformed to the law.

    In the late 20th century, the library focused on a new democratic national and international mission, as it embraced a new role. Daniel Boorstin, the librarian from 1975 to 1987, termed that role a “multimedia encyclopedia.”

    A congressional resolution marking the Library of Congress’s bicentennial in 2000 noted that it was “the largest and most inclusive library in human history,” as it digitized its collections to extend its reach still further with the growth of the internet.

    As the library marks its 225th year, it continues to represent, as David Mearns, chief of the library’s manuscript division, said in 1947, “the American story.”

    A library for all

    Following Hayden’s dismissal, Trump appointed Deputy Attorney General Todd Blanche, his former personal lawyer, as acting librarian of Congress.

    Hayden has contended that her dismissal, which occurred alongside other firings of top civil servants, including the national archivist, represents a broad threat to people’s right to easily access free information.

    “Democracies are not to be taken for granted,” Hayden said in June. She explained in an interview with CBS that she never had a problem with a presidential administration and is not sure why she was dismissed.

    “And the institutions that support democracy should not be taken for granted,” Hayden added.

    In her final annual report as librarian, Hayden characterized the institution as “truly, a library for all.” So far, even without her leadership, it remains just that.

    Ozzy Osbourne’s death is not just the passing of another rock star. It marks the end of an era – the fading of a figure who helped shape an entire music genre and subculture.

    Both as a member of Black Sabbath and as a solo artist, Osbourne’s legacy lies not only in music history but how we understand performance, rebellion, and the expressive power of sound itself.

    Despite a long battle with Parkinson’s disease and several health setbacks over the years, the news of his death was a shock to the whole metal community. Just weeks before his death on July 22, Osbourne delivered his final performance with Black Sabbath in the place it all began – Villa Park in Birmingham.

    In the hours following the announcement of his death, countless bands and musicians flooded their social media channels to pay their respects.

    Osbourne’s life was a testament to reinvention, grit, and the power of artistic authenticity – going from a working-class kid in Aston to the biggest name in heavy metal, writing the soundtrack to so many people’s lives.     When Black Sabbath emerged in the early 1970s, they played a role in making rock music more menacing, grittier and heavier. The Birmingham band didn’t just turn up the amplifiers and played louder guitars – they introduced a new aesthetic. They were known for their doomy riffs and lyrics about war, madness and the occult. Osbourne, with his uncanny voice and stage presence, was at the front and centre.

    This sound was destined to become the blueprint for heavy metal. But Osbourne’s contribution went beyond his voice. He gave the genre its face, theatricality – and above all, its spirit of defiance.

    Whether he was biting off the head of a bat on stage, stumbling through reality television with absurd but relatable quotes, or delivering genre-defining performances, Osbourne embodied contradictions. He was a mix of menace and mischief, tragedy and comedy, myth and man.

    Heavy metal music has existed in tension with mainstream culture ever since its emergence in the UK in the late 1960s. It has been regarded as too aggressive, too loud, too weird. But Osbourne’s presence forced metal into the public discourse – whether through moral panics in the 1970s and ’80s, or through his television appearances in the 2000s. The Osbournes, a reality show following the family which aired on MTV, was a huge hit in the US and around the world, making Ozzy famous to a whole new audience.

    Throughout his long career, Osbourne helped shift heavy metal from the margins into the mainstream, without ever diluting its transgressive edge.

    A symbol of inspiration

    Osbourne’s stage persona carved out space for other artists to follow. His willingness to be ridiculous, to speak openly about his addictions, health struggles and family dysfunction made him oddly relatable. It is that relatability that allowed Osbourne to be metal’s court jester and elder statesman in one.

    Over time, bands like Slipknot, Ghost, Sleep Token, as well as more introspective bands like Deftones or Gojira, owe much to the groundwork Osbourne and Black Sabbath laid: a template for authenticity, theatricality, and emotional openness wrapped in spectacle and distortion. They helped define the core rhythms, riffs, themes and aesthetics that generations of metal bands followed.

    But Osbourne’s cultural influence cannot be measured only in record sales (although those were plenty), Grammy wins, or his induction into the US Rock and Roll Hall of Fame. His influence lies in how his image, sound and attitude reshaped music scenes across continents.

    In countries where metal is censored or underground, Osbourne was a symbol of resistance. In places where metal was accepted, he was the genre’s most unpredictable ambassador.

    The Prince of Darkness, as he was known, may have left the stage but his legacy will live on. His music is still looped on Tiktok videos, and memes still make rounds on social media.

    Young metal-heads will continue to emulate his style and irreverence. As long as people pick up guitars and look for a way to scream back at the world, Ozzy will be there – in spirit, in sound, and in spectacle.

    CMA proposes action to drive more competition on mobile platforms

    Measures designed to boost the UK’s app economy, unlocking global success and ensuring UK consumers aren’t left behind.

    The Competition and Markets Authority (CMA) is today proposing to designate Apple and Google with ‘strategic market status’ (SMS) in each of their mobile platforms and has published separate roadmaps of potential actions to improve competition.

    The UK app economy

    The UK has a vibrant app developer community, representing Europe’s largest app economy by revenue and app developer count. In total, the UK app economy generates an estimated 1.5% of the UK’s GDP and supports around 400,000 jobs here. App-led innovation has powered the success of strategically important sectors for the UK, like financial services and gaming. Fintech stands out, attracting over £18 billion in inward investment over the past 3 years. Meanwhile, gaming contributes £6 billion to the UK economy, with mobile gaming alone bringing in nearly £2 billion a year. UK developers are also behind many of the apps that make modern life work – helping millions of people work, shop, bank, travel, game, consume content and stay connected.

    UK mobile platforms

    Apple and Google’s mobile platforms hold an effective duopoly, with around 90 – 100% of UK mobile devices running on Apple or Google’s mobile platform. The CMA’s investigation has heard concerns affecting businesses and consumers in the UK. These differ across Apple and Google but include:

    • inconsistent and unpredictable app review processes can create uncertainty for developers, meaning delayed or failed launches
    • inconsistent app store search rankings may favour apps owned by the firms
    • up to 30% commission on some in-app purchases, as well as restrictions on developers ‘steering’ customers outside of their app stores, for example towards other ways to pay or subscribe, which could make some business models unviable, reduce consumer choice, and chill innovation
    • restrictions on developers’ access to features and functionality including between smartphones and wearable technology (such as smart watches) may be impeding innovation
    • ‘Choice architecture’ (like default settings, pre-installation, prominence, prompts, and friction) may favour the firms’ own services, limiting competition and genuine choice for users.

    It is essential the digital economy works well to power the success of businesses across the UK economy. More competition and choice will unlock opportunities for UK businesses to invest, innovate and grow, as well as allowing UK consumers to benefit from the latest innovations, high quality experiences and more choice.

    A proportionate, pro-innovation approach

    The UK’s new digital markets competition regime can help unlock opportunities for innovation and growth, by promoting competition in digital markets while protecting UK consumers and businesses from unfair or harmful practices. To support pace and provide greater predictability for Apple and Google and other market participants, the CMA has published roadmaps outlining how it would prioritise actions taken during the first half of any designation period. Measures outlined in the roadmaps focus on areas including:

    App stores

    • Ensuring a fair and transparent app review process and app store rankings to give UK app developers certainty
    • Allowing the ability to ‘steer’ users out of app stores, for example to make purchases. Potentially driving innovation and financial savings for developers

    Interoperability

    • Ensuring UK app developers have interoperable access to key Apple functionality to create innovative products and services
    • Addressing Apple restrictions on digital wallets to ensure UK FinTech can compete, and enabling connected devices like smartwatches and gaming headsets to seamlessly connect with smartphones

    Consumer choice

    • Ensuring consumers have a genuine choice over the services they use on their devices

    AI services

    • Exploring the factors likely to be important for the development of AI services like voice assistants on mobile devices to ensure a level playing field in this rapidly advancing sector

    Apple and Google’s mobile platforms are both critical to the UK economy – playing an important role in all our lives, from banking and shopping to entertainment and education. But our investigation so far has identified opportunities for more innovation and choice.

    The targeted and proportionate actions we have set out today would enable UK app developers to remain at the forefront of global innovation while ensuring UK consumers receive a world-class experience. Time is of the essence: as competition agencies and courts globally take action in these markets, it’s essential the UK doesn’t fall behind.

    The CMA welcomes views on its proposed designation decisions and accompanying roadmaps. A final decision on both SMS designations will be made by 22 October 2025.

    1. On 23 January 2025 the CMA launched two separate SMS investigations – one into Apple and another into Google – to assess these firms’ position in their respective ‘mobile ecosystems.’ The investigations are exploring the impact on people who use mobile devices and the businesses developing services or content for these devices. The CMA is today publishing proposed decision reports and roadmaps as part of these parallel investigations.
    2. The CMA will be consulting with affected businesses and consumer groups widely over the coming months. The CMA expects to begin consulting on a first set of priority interventions from shortly after any designation decision and will publish an updated roadmap addressing our approach to the more complex issues the CMA has identified in the first half of 2026.
    3. The issues covered by the proposed designations are being scrutinised around the world and the CMA recognises that any proposed action taken must fit with decisions being taken elsewhere.
    4. In line with the CMA’s prioritisation principles and the strategic steer from government, the CMA’s roadmaps consider targeted measures where it can make a difference in the UK, and which fit with steps taken, or proposed, in other jurisdictions such as the EU and US.
    5. A finding that Google/Apple has SMS does not imply that it has acted anti-competitively. If the CMA designates Google and/or Apple as having SMS, it would then be able (subject to a legal framework that includes further public consultation and showing that measures are proportionate) to introduce interventions (including as set out in the roadmap) to unlock competition, increase innovation, and protect consumers.

    Culture and Communities Convener Cllr Margaret Graham looks ahead to August and champions the behind-the-scenes efforts in today’s Edinburgh Evening News.

    As I approach the first summer in my new role, it has been very informative meeting many of the people responsible for making our summer festivals happen.
    It has also focused my mind on the issues residents have brought to my attention regarding the impact it has on their lives.

    We are getting ready, not just to host our 2025 summer festivals, but to show the world what our city can achieve. Teamwork and dedication run deep behind the scenes of our world class events management.

    Edinburgh in August is a city like no other, as our residents and visitors enjoy access to thousands of outstanding shows and events. With careful planning and efficient management, working closely with our partners, we welcome the world while keeping our city running smoothly for everyone.

    With so many more people in the city, we need to keep public transport moving and manage busy areas throughout the city to keep everyone safe.

    The Edinburgh Festivals contribute £407 million to the local economy and 8500 FTE jobs. This figure represents the total economic impact, including spending by visitors and participants, as well as the wider effects on local businesses and jobs.

    This year we are enjoying a summer of music too. Robbie Williams performed at Murrayfield in May, the Castle concerts enjoyed beautiful weather and the very successful Edinburgh Jazz and Blues Festival has just come to a close.

    We are looking forward to welcoming rock legends Oasis and AC/DC in August for sell-out shows along with the Summer Sessions at the Royal Highland Centre.

    With the city’s population effectively doubling during August, we will once again have a series of summertime street closures in the city centre to make our streets and pavements easier and safer to navigate.

    There will be extra trains, trams, and buses to accommodate concert goers, along with those attending our summer festivals. With this in mind our advice to all is to please plan-ahead as we expect both the city centre and Murrayfield area to be very busy.

    We endeavour to work hard to understand and balance the needs of residents, visitors and businesses while enabling the summer festivals and major events to take place successfully within the city.

    Our role in this is a real source of pride for the council.

         Following is a question by the Hon Tang Fei and a written reply by the Acting Secretary for Commerce and Economic Development, Dr Bernard Chan, in the Legislative Council today (July 23):

    Question:

         It is reported that the Singapore Government is actively developing the meetings, incentive travels, conventions and exhibitions (MICE) industry, having set a clear target of tripling related tourism revenue by 2040. Through measures such as policy support, financial assistance, and cross-departmental collaboration, the Singapore Government has successfully attracted numerous international event organisers to establish a presence there, significantly enhancing Singapore’s competitiveness in the global MICE market. However, Hong Kong’s ranking in the international MICE market is relatively behind, having ranked only 33rd globally in terms of the number of MICE events held in 2023. In this connection, will the Government inform this Council:

    (1) whether comprehensive and regular evaluations of the effectiveness of Hong Kong’s existing MICE policies have been conducted, including performance in areas such as recent international rankings, market competitiveness, economic gains and spillover benefits to related industries; if so, of the details and how the authorities will adjust future development strategies for the MICE industry based on the evaluation results; if not, the reasons for that and whether consideration will be given to initiating such evaluations as soon as possible to more effectively promote the long-term development of the MICE industry;

    (2) as there are views that Hong Kong’s current image at international MICE events is primarily associated with traditional trade exhibitions and lacks high-end international summits with global influence, whether the Government will consider re-examining and adjusting its current MICE promotion strategies, which could involve actively pursuing the hosting of internationally renowned summits with decision-making influence, with a view to enhancing Hong Kong’s image as an international city, attracting high-end visitors and driving economic growth; if so, of the details; if not, the reasons for that; and

    (3) as there are views that resources for the MICE industry in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) are dispersed, and with Hong Kong being the most internationalised city in the region, how the Government will assume a leading role in promoting MICE development; whether it will, through policy advocacy, resource integration, cross-city collaboration and other means, guide the Mainland cities in the GBA to jointly develop a co-ordinated MICE development strategy, thereby enhancing the overall competitiveness of the entire GBA in the international MICE industry?

         We have consulted the Culture, Sports and Tourism Bureau on the part involving the promotion of meetings, incentive travels, conventions and exhibitions (MICE) tourism, and the consolidated reply is as follows:

         Hong Kong is the world’s seventh-largest trading entity in merchandise trade and also the region’s premier convention and exhibition (C&E) hub. Many well-known international organisations and businesses have chosen to host C&E events in Hong Kong. C&E events, in particular international ones, have attracted numerous participants (including exhibitors and buyers), not only benefitting the C&E industry but also bringing in high-spending business travellers that drive economic activities in such related sectors as accommodation, catering, retail, entertainment etc., thereby benefitting various industries and bringing important contributions to Hong Kong’s economy.

         In 2024, Hong Kong’s two dedicated venues for mega C&E events (viz. the Hong Kong Convention and Exhibition Centre and the AsiaWorld-Expo (AWE)) hosted over 350 C&E events, attracting 9.17 million participants. In terms of attracting visitors, the Hong Kong Tourism Board (HKTB) has been striving to attract different types of visitor segments. Among others, the HKTB seeks to encourage those visitors coming to Hong Kong to participate in MICE-related business activities as well as stay and travel in the city through promoting Hong Kong as a destination for MICE tourism. In 2023 and 2024, there were about 1.3 million and 1.42 million overnight MICE visitors respectively. Their per capita spending was about 30 per cent and 40 per cent higher than that of the overall overnight visitors in the respective years.

         In view of the contribution of C&E events to Hong Kong’s overall economy, the Hong Kong Special Administrative Region (HKSAR) Government launched the Incentive Scheme for Recurrent Exhibitions (ISRE) in July 2023 to subsidise venue rentals of eligible exhibitions organised by private organisers. The ISRE was very well received, supporting more than 200 eligible exhibitions by the end of June this year. To further promote the development of the C&E industry and the mega event economy, thereby generating overall economic benefits for Hong Kong, the HKSAR Government has just launched the ISRE 2.0 on July 1, 2025, by allocating an additional provision of $500 million, focusing on attracting new and recurrent international exhibitions of a large scale.

         Since the resumption of tourism in Hong Kong starting from February 2023, the HKTB has stepped up its efforts to promote the recovery and development of MICE tourism. So far, the HKTB has successfully bid, assisted in successful bidding, or subsidised the staging of over 2 500 international MICE events in Hong Kong, which span across various fields including innovation and technology, financial services, medical science, luxuries, community services, aviation, etc. Among these events, there are high-end international summits of global impact, including the Fortune Innovation Forum 2024 held in March 2024, the Leaders of Luxury Summit 2024 held in November 2024 and the Consensus Hong Kong held in February 2025. Meanwhile, scheduled international MICE events include the Routes World 2025 to be held in September 2025, as well as the Lions International Convention and the Association of National Olympic Committees General Assembly to be held in 2026 etc. It is estimated that the MICE events supported by the HKTB in 2025-26 will attract more than 183 000 high value-added overnight MICE visitors to visit Hong Kong, generating a total spending of about $1.4 billion based on the per capita spending of $7,800 by MICE visitors in 2024.

         In respect of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), the HKTB will extend the scope of its promotion work under the theme of “Meet Hong Kong ‧ Meet GBA” to explicate the opportunities within the GBA so as to attract the staging of overseas MICE events in Hong Kong. In addition, the C&E industry will also explore the inclusion of GBA elements in suitable events. Among others, the UFI Global Congress 2025 will be held in the AWE in November 2025. As the host of the event, the AWE has incorporated GBA itineraries (Zhuhai and Macao) for participants from all over the world with a view to showcasing Hong Kong’s strategic advantage of being located in the centre of the GBA.

         Looking ahead, the HKSAR Government and the HKTB, in collaboration with the C&E industry and relevant organisations, will continue to support the staging of international MICE events of different scales and types in Hong Kong, so as to help consolidate Hong Kong’s position as an international MICE capital and attract more high value-added overnight visitors.

         Established in 2000, the Hong Kong Heritage Museum (HKHM) of the Leisure and Cultural Services Department enters its 25th anniversary this year. Today (July 23), the HKHM welcomed its 15 000 000th visitor since its inauguration. The Director of Leisure and Cultural Services, Ms Manda Chan, presented a gift pack to the visitor. The HKHM has also launched a commemorative exhibition to celebrate its silver jubilee.

    The 15 000 000th visitor of the HKHM is Ms Sun from Guangzhou, who is visiting the HKHM for the first time with her husband and daughter. She is a fan of Jin Yong’s novels and Hong Kong television dramas, so she specially came to visit the Jin Yong Gallery. The museum arranged special souvenirs for them.

         In celebration of the silver jubilee, “Together We Inspire: Celebrating the 25th Anniversary of the Hong Kong Heritage Museum” will be held from today until February 23 next year, providing visitors with the background of HKHM’s establishment, its past exhibitions and core collections.

         The exhibition features around 20 items/sets of exhibits selected from the museum’s collection, showcasing Hong Kong’s cultural diversity. The exhibits include the 120-year-old Hakka wedding palanquin that portrays the marriage customs of Hakka villagers in the New Territories; the Haiqing costume with hand-painted peony and peacock patterns in the 1910s to 1920s, which is a masterpiece of exquisite craftsmanship among early Cantonese opera costumes; and the ceramic work “Yuanyang Café” that creates a nostalgic atmosphere of traditional-style cafés. The trophy posthumously presented to Anita Mui for the Timeless Artistic Achievement Award of the 23rd Hong Kong Film Awards, which is one of the essential collections in the field of Hong Kong pop culture at the museum, will also be displayed.
     
         In addition, the HKHM will organise the 25th anniversary fun day on November 15 and 16, offering a series of free programmes, including a night at the museum with Cantonese music, a pre-show sharing session on “Kung Fu Artistry – Bruce Lee’s No Way as Way”, treasure hunt games, ink art improvisation workshops, patterned band weaving workshops, and a talk on the development and history of public museums in Hong Kong, to provide visitors with an extraordinary museum experience.

         As a comprehensive museum, the HKHM has organised more than 200 exhibitions over the years, spanning history, art, and local culture. In recent years, the museum has also focused on presenting exhibitions and programmes related to Hong Kong pop culture, such as special exhibitions about legendary stars like Leslie Cheung and Anita Mui, which have been well received. Apart from local visitors, the HKHM also attracted tourists. In the year, around 30 per cent of the visitors were from the Mainland and overseas.

    Following is a question by the Hon Doreen Kong and a written reply by the Secretary for Culture, Sports and Tourism, Miss Rosanna Law, in the Legislative Council today (July 23):

    Question:

    The 15th National Games (NG) will be held in Guangdong, Hong Kong and Macao in November this year. One of the key highlights of the Games is the thorough implementation of green initiatives in organising the event, and the endeavour to make it the first carbon-neutral event in the history of NG. However, there are views that the Kai Tak Sports Park (KTSP), which is a newly-opened international flagship stadium, still has room for improvement in its waste reduction measures. In this connection, will the Government inform this Council:

    (1) given that the KTSP previously prohibited audience from bringing any containers into sport events for security reasons and declined to provide reusable cups, but it has been reported that various types of prohibited containers were found in the corporate boxes and VIP seats during several major sport events held in the Park, whether the authorities have reviewed why there were such inconsistencies in the standards, and how they will ensure the fairness and consistency in the relevant requirements in the future;

    (2) as there are views pointing out that while the KTSP allowed audience to bring plastic or silicone water bottles and cups into the venue during concerts held in April this year, relevant arrangements were not made for sport events which had left local and overseas audience at a loss, (i) of the reasons why the aforesaid arrangements were not implemented consistently for different types of events, and (ii) whether the Government will request the KTSP to clearly define the types of events for which the aforesaid arrangements are to be implemented and the specific justifications;

    (3) as there are views that Hong Kong has mature experience in reusable container systems, and that the arrangement of “reuse instead of disposal” has been successfully implemented in many large shopping centres, restaurant chains and major events (e.g. the Hong Kong Sevens held at the Hong Kong Stadium in the past), which are effective in reducing the amount of waste, and it is learnt that the KTSP has also adopted “sustainability” (i.e. striving to integrate operational solutions conducive to sustainable development, and optimising resource usage) as one of its core values, of the reasons for not implementing the reusable container systems in the KTSP so far; and

    (4) how the stadiums in Hong Kong (including the KTSP and other competition venues) will specifically implement the element of green initiatives under the principles of “green, inclusive, open and clean” during the 15th NG, so as to create exemplary venues for the 15th ‍NG in the Guangdong-Hong Kong-Macao Greater Bay Area?

    The Kai Tak Sports Park (KTSP) is the largest sports infrastructure in Hong Kong’s history and is crucial for the Government’s promotion of the development of sports and mega event economy. With its official commissioning on March 1 this year, the KTSP has quickly established itself as a new hub for hosting major sports and entertainment events.

    The Kai Tak Sports Park Limited (the Operator) is committed to providing an enjoyable experience for visitors attending major sports and entertainment events at the KTSP. While ensuring proper implementation of areas of importance such as event arrangements and venue security, the Operator is also dedicated to optimising the daily management and operations of the KTSP, including promoting environmentally friendly and low-carbon measures.

    In consultation with the Environmental Protection Department (EPD), my reply to the questions raised by the Hon Doreen Kong is as follows:

    (1) To ensure safety and order when staging large-scale events, all visitors entering the venues of the KTSP must comply with the venue rules set out by the Operator, as well as the conditions of entry stipulated in response to the requirements of event organisers. For instance, outside food and drinks, long umbrellas, glass or metal containers etc, are prohibited from being brought into the venues. All spectators, including those in suites and VIP areas, must adhere to the same rules and conditions.

    Depending on the nature and arrangements of the event, individual organisers may arrange for special catering services for their guests in designated areas, subject to the Operator’s approval. The Operator will consider such requests provided that they do not affect the safety of the events. Such special catering services will apply to designated areas only. For example, the use of glass containers is only allowed inside the suite area. When enjoying the event at the balcony seats of the suite, suite users still need to follow the same venue rules, including the prohibition on using glass containers.

    (2) In view of the varying nature and risks between sports and entertainment events, the Operator has established different venue rules for the two event categories.

    The essence of sports events is competitiveness. When competing teams are battling against each other, especially in intense situations, the interaction among the fans could more easily lead to confrontations. Therefore, spectators at sports events are generally not allowed to bring water bottles or containers of any size (whether capped or not) into the venues so as to prevent such bottles or containers from being thrown at other spectators or players, thereby ensuring the safety of everyone inside the venue. In fact, another major sports venue in Hong Kong, namely the Hong Kong Stadium, as well as other international sports stadiums also stipulate similar requirements during sports events for security reasons.

    For entertainment events (such as concerts), since there is no competition between battling teams, the likelihood of conflict among the audience is lower. The Operator and event organisers generally allow spectators to bring empty plastic or silicone reusable bottles/cups not larger than 600 millilitres with bottle/cups caps and liquids removed.

    The Operator will disseminate relevant rules and conditions of entry through its website and other channels (such as social media, press releases, or event guides from the organisers) before the staging of large-scale events to ensure that spectators are well-informed to facilitate their preparation in advance. The Operator has indeed explained the details and considerations of different rules and entry conditions in past events.

    (3) The Operator is dedicated to promoting sustainable development. While ensuring safety, hygiene and effective operations, the Operator has been collaborating with the Government to promote environmental protection through a multi-pronged approach.

    Adhering to the objectives of “Use Less, Waste Less” and resources circulation, the KTSP has placed waste separation and recycling facilities as well as installed a waste decomposition system to convert food waste, paper cups, and other paper containers into compostable materials. All the compost produced can be used as fertiliser for plants within the precinct, showcasing the concepts of green management and resources circulation. To further promote environmental protection, all paper cups used by the Operator in the KTSP are certified biodegradable. This promotes a plastic-free culture, reducing the use of plastic tableware by spectators on one hand, while helping to maintain hygiene standards and enhance audience experience on the other.

    The Operator has conducted research and made reference to practices in Hong Kong and other regions when formulating the above venue management measures. On the suggestion of using reusable plastic containers, after careful consideration, the Operator concluded that the processes involved in transporting and cleaning these reusable containers would generate additional carbon emissions and consume other resources. In addition, as reusable plastic containers are not biodegradable, they do not support the plastic-free initiative and undermine the KTSP’s efforts in promoting carbon reduction and resources circulation. In contrast, the use of biodegradable paper cups aligns well with and makes good use of the above-mentioned waste decomposition system at the KTSP, leading to a better overall carbon reduction outcome.

    The Culture, Sports and Tourism Bureau and the EPD will continue to maintain close communication with the Operator to further promote environmental protection work at the KTSP, while ensuring that spectators attending major events continue to have an enjoyable experience.

    (4) To adhere to the principle of “simple, safe and wonderful”, and the philosophy of being “green, inclusive, open and clean” in organising the Games, Guangdong, Hong Kong, and Macao will make joint efforts in achieving the goal of carbon neutrality for the 15th National Games, the 12th National Games for Persons with Disabilities and the 9th National Special Olympics Games. The National Games Coordination Office (Hong Kong) has formulated a “Green National Games” action plan and engaged a professional carbon auditing agency to carry out the related works such as establishing a carbon-neutral framework and collaborative initiatives, conducting comprehensive carbon emission measurement and accounting, promoting public participation in green initiatives and managing carbon offset and certification. The green and carbon-reduction measures in Hong Kong include using existing sports facilities and venues for the Games; implementing energy-saving strategies and increasing renewable energy use at competition venues (for example, applying electricity-free cooling coating and installing solar panels); advocating green transportation and securing new energy vehicles for shuttle services through sponsorship; promoting environmentally friendly accommodation; strengthening the use of digital publicity and document sharing to minimise paper use; enhancing waste separation and recycling; and setting up green exhibitions and games at competition venues to promote the concept of “Green National Games”.

    Deputy Prime Minister Tatyana Golikova held the first meeting of the organizing committee for preparations for the celebration of the 150th anniversary of the founding of GITIS in 2028. The agenda included discussion of the plan of events.     Traditional GITIS festivals will be scaled up. The VIII International Student Festival of Diploma Performances “GITIS-fest” will be held in two cities – Moscow and Blagoveshchensk. In April 2028, the XIX International Competition of Young Choreographers named after R.V. Zakharov “Maria” and the XVIII International Festival of Stage Fencing “Silver Sword” named after N.V. Karpov will be held, and in November – the theater festival of the CIS countries “GITIS – Master Class”. The international scientific conference “Perspective – 150 years of GITIS” will bring together young specialists from leading universities in Russia, near and far abroad: art history, theater studies, philology, directing, choreography, scenography.

    An exhibition entitled “Russian Revolutionary Theatre” is planned for the fall of 2028, dedicated to the unique traditions of Russian theatre and domestic education in the field of theatrical art.

    Other events include tours of GITIS graduation performances in the CIS republics and regions of Russia where GITIS national studios were created. In addition, a series of 12 podcasts from GITIS students with stories about faculties and teachers will be released in 2028.

         However, according to the Beach Water Quality Forecast System of the Environmental Protection Department (www.epd.gov.hk/epd/english/environmentinhk/water/beach_quality/forecast_system.html), the Beach Water Quality Forecast Index for Big Wave Bay Beach is 4, which means the predicted water quality at this beach is “Very Poor” due to potential transient water quality fluctuations caused by heavy rain. The red flag has been hoisted, and beachgoers are advised not to enter the water to safeguard their health.

  • MIL-OSI Security: Man sentenced for the murder of Abdul-Latif Pouget

    A man has been jailed for life with a minimum of 24 years at the Old Bailey on Tuesday, 22 July after stabbing a man to death and leaving him to die in the middle of a side street in Islington.

    Oguzcan Dereli, 26 (08.04.98) of Alexander Road, Islington, was found guilty at the same court of the murder of 20-year-old Abdul-Latif Pouget following a two-week trial that concluded on Friday, 18 July.

    The court heard that on Friday, 18 October 2024, Abdul had turned into a side street off Clerkenwell Road and parked his moped. Less than a minute later a blue Ford Focus estate pulled up alongside Abdul’s moped.

    Dereli calmly left the vehicle, inadvertently dropping his phone on the road, before approaching Abdul and launching a vicious assault, fatally stabbing him in the thigh, causing significant blood loss. Abdul collapsed on the pavement and Dereli walked back to his vehicle before driving away and leaving him to die.

    Kawsaw Pouget, Abdul’s mother, said:

    “Our beloved Abdul-Latif Pouget — known to us simply as Abs — had just turned 20, two months before the attack. His life was taken from us too early. He was young, intelligent and full of promise.

    “Though he cannot speak for himself at this hearing, we are here to honour him and speak in his name.

    “We want to express our heartfelt thanks to the emergency services, police, the hospital staff, the public who assisted him on that night and the local community who stood with us. You have been a ray of hope and support, and there are no words that can truly express our gratitude.”

    Detective Chief Inspector Lucie Card, who led the Met’s investigation, said:

    “My thoughts and that of my team remain with Abdul’s family, a much loved brother, friend and neighbour.

    “A young man has tragically died in a senseless and brutal way. I can only hope that this sentence can go some way in providing a sense of justice to Abdul’s family.”

    On the day of Abdul’s death, police were called by the London Ambulance Service to Back Hill, Islington, at 21:36hrs, following reports of a moped colliding with a wall.

    Officers attended and while paramedics were treating Abdul they discovered a series of stab injuries. He was rushed to an east London hospital but despite the best efforts of the medical team he died three days later.

    An investigation was launched and detectives from the Met specialist crime team began gathering evidence.

    They reviewed hours of CCTV that captured the defendant drive the Ford Focus estate down Back Hill road, then approach and assault Abdul. In the footage it is clear that he was armed with a large machete.

    Details from the CCTV footage of the vehicle used in the incident proved that the car was registered to Dereli. However, when officers went to arrest him he was not at his home address.

    On the evening of Saturday, 19 October 2024, Dereli and his partner were spotted checking into a hotel on Old Street, Shoreditch.

    On Sunday, 20 October officers approached the hotel, arresting Dereli and later charging him with murder the following day.

    During the trial, Dereli said that he had the machete with him because it had been left in his car by a friend, and that he was planning to throw it in the canal when he saw Abdul.

    However, the jury did not believe this account, and he was found guilty.

    The Republic of France has issued the following statement:

    Following the United Nations Convention on the Rights of Persons with Disabilities (CRPD), to which the European Union and all its Member States are party to and considering that the aforementioned Convention is an international human rights treaty that promotes and protect the rights of persons with disabilities with a view to ensure equality and inclusion of persons with disabilities;

    Noting that since the signatory countries of this Declaration are Member States of the European Union that have ratified the aforementioned Convention, we wish to contribute to its promotion by raising awareness about persons with disabilities in accordance with Article 8 of the CRPD, according to which States Parties undertake to take immediate, effective and appropriate measures to raise public awareness of issues affecting persons with disabilities, as well as measures to strengthen respect for the rights and dignity of persons with disabilities;

    Following the European Strategy for the Rights of Persons with Disabilities 2021-2030 as the main tool to implement the UNCRPD at European level. The Strategy sets the priorities and the framework for the joint work of the EU and the Member States to improve the lives of persons with disabilities in the EU and beyond in line with the Convention. The implementation of this Strategy will be achieved through a strong commitment by the Member States, by promoting policies and actions that will bring about accessible environments, inclusive education systems as well as health care systems of high quality and effective pathways to fair employment for persons with disabilities. In addition, the strategy indicates the commitment that the Commission will work with Member States to complement and support national campaigns, to strengthen awareness-raising and to combat stereotypes around disability;

    Referring to the European Parliament Resolution of 13 December 2022 towards equal rights for persons with disabilities , which stresses that the exercise of the right to work by persons with disabilities is closely linked to measures to combat direct and indirect discrimination, and therefore encourages the Commission and Member States to introduce effective and concrete measures to promote equality, diversity, including through awareness raising and a barrier-free environment;

    We, the Member States of the European Union, during the Polish Presidency of the Council of the European Union, hereby undertake:

    1. Strongly encourage all national mainstream media to portray persons with disabilities in a way that is consistent with the purpose of the UN CRPD and thus respects the human rights of persons with disabilities while respecting the effective editorial freedom and independence of media service providers in the exercise of their professional activities.

    Under the Strategy for the rights of persons with disabilities, the European Commission and Member States committed to work together to combat stereotyping and prejudice and raise awareness about persons with disabilities, in line with the Convention;

    2. Strive to ensure that disability in the mainstream media is portrayed as part of everyday life regarding persons with disabilities and to foster respect for the rights and dignity of persons with disabilities. Efforts should be made to ensure that persons with disabilities regularly appear on television, radio and social media as well as in the written press in everyday circumstances, not necessarily related to disability, on an equal basis with others in order to raise awareness among the society.

    It should be noted that stories presented in the media have a huge impact on public opinion, including those of persons with disabilities. There are still few persons with disabilities who regularly appear in the media, and when they do, they are often portrayed in inappropriate and stereotypical ways. Persons with disabilities are most often shown in the context of charity or medical treatment and are thus treated as people in need of help or support and not portrayed as integral participants of society. Television, written press, radio and social media are tools that can be crucial in raising awareness about persons with disabilities. The media can play a huge role in counteracting the stigmatization of persons with disabilities and are able to influence the change of societal misconceptions which will significantly contribute to the inclusion of persons with disabilities into society on an equal basis with others.

    3. Declare their intention to conduct regular public campaigns, in particular in the public press, radio and television as well as on social media in their Member States to raise awareness of the rights of persons with disabilities and their social and professional potential.

    In accordance with Article 8 of the Convention on the Rights of Persons with Disabilities and as underlined in Objective 9 “Awareness, governance and measuring progress” of the Strategy for the Rights of Persons with Disabilities 2021-2030, Parties undertake to adopt immediate, effective and appropriate measures to raise awareness, combat stereotypes, prejudices and harmful practices and promote awareness of the capabilities and contributions of persons with disabilities. The measures to this end include, inter alia, initiating and maintaining effective public awareness campaigns designed to:

    • nurture receptiveness to the rights of persons with disabilities.
    • promote positive perceptions and greater social awareness towards persons with disabilities.
    • promote recognition of the skills, merits and abilities of persons with disabilities, and of their contributions to the workplace and labour market.

    4. Promote the Disability Employment Package, which is a set of guidelines and good practices, covering all stages of employment, from recruitment to retention, and targeting both policymakers and practitioners such as public employment services, employers and trade unions.

    All the Disability Employment Package deliverables have now been published by the Commission . The package aims to support Member States in improving the overall employment conditions for persons with disabilities in the EU. Increasing opportunities for persons with disabilities in the open labour market can be achieved by building awareness among employers of the career potential of persons with disabilities and among public employment services.

    It is important to raise awareness of the potential of persons with disabilities and highlight their contributions in the workplace and labour market.

    5. Promote the “Guidance on independent living and inclusion in the community of persons with disabilities in the context of EU funding” , which provide a set of guidelines on how to promote the right of persons with disabilities to live independently and be included in the community.

    The Commission adopted a notice “Guidance on independent living and inclusion in the community of persons with disabilities in the context of EU funding”, which recommends measures to promote independent living by improving and promoting support services for independent living. The guidance provides practical recommendations to Member States and stakeholders to accelerate the transition from institutional care to community-based services and independent living for persons with disabilities.

    6. Support the implementation of the European Accessibility Act , in particular, enforcing media providers must ensure that the services used to deliver the content, and their functions provide equal access for persons with disabilities.

    The European Accessibility Act (EAA) is a Directive that aims to improve the functioning of the internal market for accessible products and services, by removing barriers created by divergent rules in Member States. The EAA covers the provision of access to audiovisual media services, which may include websites, web-based applications, set-top box-based applications, downloadable applications, mobile device-based services, including mobile applications and related media players, and connected television.

    Critical infrastructure organisations face increased security, compatibility, performance, cost, and compliance risks if they delay upgrading to Windows 11.

    Bracknell, UK. 23rd July 2025 – Panasonic TOUGHBOOK has released research revealing the challenges and concerns for organisations navigating Windows 10 end-of-life and migrating to the Windows 11 operating system*. With support for Windows 10 ceasing on 14th October 2025, Panasonic’s research shows organisations that have not yet completed their migration are concerned about security risks, costs, and software compatibility issues arising from out-of-support software.

    Panasonic’s whitepaper, ‘Navigating the Shift: The Business Case for Upgrading to Windows 11’ also explores the extent of hardware refreshes needed to support Windows 11, and reveals concerns about the impact of device downtime during upgrade cycles.

    Standing still presents significant security risks and cost implications
    One of the biggest challenges surveyed organisations face is the security risk of inaction or delaying their Windows 11 migration. Ninety-eight percent of organisations surveyed say they are ‘likely’ to invest in Microsoft’s Extended Security Update (ESU) if they have not completed migration to Windows 11 by October.

    More than half (58%) are not confident that they will be able to manage device security without either completing the migration or investing in ESU. They are concerned that if they don’t migrate or purchase ESU, they will be exposed to higher ransomware and malware risk (94%), data breaches (93%), a lack of patches for new security threats (91%), compliance risks (89%) and the impact on business reputation (88%).

    Cost is another concerning factor for organisations delaying their Windows 11 migration beyond October 2025. Two-thirds predict that they’ll face higher costs overall, with 55% expecting these will come in the form of higher cybersecurity expenses. With Microsoft advising that an enterprise with 1,000 devices will face an ESU bill for approximately £320,000 over the three years that ESU is available, the cost of delay is tangible and immediate

    In addition, 48% predict increased support costs and 46% believe business continuity risks will have cost implications. Increased maintenance costs (40%) and hardware costs (38%) are also factors.

    Software upgrade means hardware replacement and reduced productivity
    Surveyed organisations operate an average of 4,000 devices and estimate that 62% either have been, or will still need to be replaced or upgraded, to ensure compatibility with Windows 11. This rises to 76% of devices in organisations with more than 5,000 employees.

    Almost half (45%) of respondents see challenges around the loss of productivity due to downtime when devices are being upgraded. Consequently 75% are adopting a phased approach. One-quarter (25%) are delaying software upgrades to coincide with device replacement. Application and business software compatibility issues are another migration challenge, cited by 47%.

    Upgrades will be managed through a combination of remote upgrades (46%) and in-person upgrades (54%), with 64% expecting to draw heavily on device manufacturer support during the process.

    Benefits of migration outweigh risks of delay
    Respondents currently migrating to Windows 11 expect to unlock important benefits around security and protection (44%), performance and processing power (36%) and having a future-proofed device ecosystem (36%). They also seek to leverage AI features such as Microsoft Copilot or Bing AI (34%) as well as deploying Edge AI capabilities in the field (29%).

  • MIL-Evening Report: Childcare centres will have funding stripped if they’re not ‘up to scratch’. Is this enough?

    Childcare centres will lose their eligibility for fee subsidies if they don’t meet safety standards, according to a new bill introduced to parliament on Wednesday.

    As Education Minister Jason Clare told parliament:

    it will give us the power to cut off funding to childcare centres that aren’t up to scratch.

    The bill follows recent allegations a Victorian childcare worker abused children in his care. There have also been allegations of abuse in centres in New South Wales and Queensland. Labor has warned lower house MPs it can expect late nights next week, to try to get this bill and the governments’ plan to cut HELP debts through parliament.

    What’s in the bill? What does it mean for families? And what’s missing?

    What’s in the bill?

    Clare told parliament the federal government’s childcare subsidy currently covers about 70% of the average cost of running a centre.

    This legislation gives the federal education department the power to suspend or cancel that funding if a centre “is not meeting the quality, safety and other compliance requirements,” according to the national system of early childhood regulation.

    The department could also stop a childcare operator from opening a new service if there are problems with existing services.

    It applies to all types of early childhood services from daycare centres to family daycare, and also before and after school care.

    The federal education department will also have new powers to do spot checks in services (this is on top of state authorities who can already do checks).

    There are strong, new measures

    It is positive to see strengthened measures to take a providers’ track record into account before saying “yes you can open another service”. This is a slightly more proactive measure, in addition to punishments for services that do not comply.

    We are also seeing more transparency. The bill will provide new powers to publicise when a provider is refused approval for a new service.

    It can also publish other compliance action taken against providers, such as when conditions are applied – and the details of those conditions. Or if a fine has been imposed.

    This means families and the broader public – including any shareholders – will also be more aware of what is going on in childcare services.

    Is this enough?

    While the Coalition and the Greens are broadly supportive of the bill, they also want to see further changes.

    Clare told parliament the bill is not the only measure the federal government was making around childcare standards.

    State and federal education ministers are due to meet next month to discuss child safety. This includes a national register to track early childhood workers from centre to centre, mandatory “child safety training”, CCTV for centres and other recommendations from the recent Wheeler review on the NSW early childhood sector.

    Attorneys general will also meet next month to discuss how to improve working with children checks.

    What about the impact on families?

    We also need to think about the practical consequences of the bill. If the childcare subsidy was removed from any service – whether they are private or not-for-profit – they would quickly become unviable.

    Without the subsidy (which reduces out-of-pocket costs for parents), many families would not be able to afford childcare.

    If a service is going to have access to the subsidy taken away, how much notice should families get? These details need thoughtful consideration.

    If the federal education department is going to have a team of people doing checks on services, we also need to ask, how will this work? How quickly will they be able to do these checks? One of the issues with the current system is there are long delays between assessments. This suggests it will need careful planning and it will also cost some money.

    The bigger picture

    Beyond these questions, there is the bigger picture of childcare quality in Australia. The system is complex but people who educate and care for children are at the heart of it.

    My recent research has revealed educators are only spending 30% of their time on undistracted and uninterrupted time with children. This is due to the heavy and sometimes competing demands of their work, including administrative and cleaning duties. Educators say this diminishes their capacity to provide quality education and care.

    Heavy and distracting workloads, along with widespread reports of understaffing and breaches to minimum staff-to-child ratios, makes it difficult for educators to keep children safe.

    So meaningful reform must consider educators’ experiences, and include strategies to increase support for educators to do their jobs well.
