    Almost 700 rescues had been carried out in New South Wales by Friday morning as
    record-breaking rainfall pounds the state. Tragically, four people have died in floodwaters.

    Amid the chaos, videos posted on social media show people deliberately entering or standing above swollen rivers and flooded roads. It is a pattern of dangerous behaviour that occurs frequently during natural disasters in Australia.

    Filming unsafe acts for social media is not just risky for participants. It may inspire copycat behaviour, and, if things go wrong, can endanger the lives of rescuers. It’s a public health problem which requires new remedies.

    Selfies in floods: a risky business

    During a flood, water can be deceiving. Just 15cm of water can knock an adult off their feet or cause a car to lose traction and float. Submerged debris and contaminated water add to the dangers.

    Emergency services routinely warn the public not to enter floodwaters – on foot or in vehicles. But many people ignore the warnings, including those out to create social media content.

    In a startling example posted on Tiktok during the current floods, a young man stands on a mossy log which has fallen over a flooded river. The video, accompanied by dramatic music, shows swirling floodwaters surging beneath him. One wrong step, and the man could easily have drowned.

    In other examples posted on Tiktok in recent days, a woman wades through murky floodwaters, and a person films as the car they are travelling in drives down a flooded road.

    Similar behaviour was observed during floods in Townsville earlier this year. Residents filmed themselves diving and wading into floodwaters, and towing each other on inflatable rafts.

    And during ex-Tropical Cyclone Alfred, social media was filled with images of people in Queensland surfing dangerous swells and wading in rough surf.

    A worrying trend

    Our research explores the links between social media and adverse health outcomes.

    Selfie-related injury has become a public health concern. People are increasingly venturing off-trail, seeking out attractive but hazardous locations such as cliff edges and coastal rock platforms.

    These behaviours can lead to injury and death. They can also put emergency services personnel in harm’s way. In 2021, for example, a woman fell into a swollen river on Canberra’s outskirts while trying to take a selfie with friends, prompting a police official to warn:

    There is no photo or social media post that is worth risking your life to get. Any water rescue puts the lives of not only of yourself but those of emergency services personnel at risk.

    Getting to grips with the problem

    How should the problem be tackled? Previous research by others has recommended “no-selfie zones”, barriers, and signs as ways to prevent selfie incidents. But our research suggests these measures may not be enough.

    The phenomenon of selfie-related incidents requires a public health approach. This entails addressing the behaviour through prevention, education, and other interventions such as via social media platforms.

    In the latest floods, unsafe behaviour has occurred despite a series of official flood, weather and other warnings. Residents also continue to drive into floodwaters, despite repeated pleas from authorities.

    Official warnings compete with – and can lose out to – more emotionally compelling, visually rich content. If the public sees other people behaving recklessly and apparently unharmed, then even clear, fact-based warnings can be ignored.

    This is especially true in communities experiencing “alert-fatigue” after having gone through disasters before.

    Sometimes, vague terminology in warnings means the messages don’t necessarily cut through. We’ve seen this before in relation to surf safety. Technical phrases such as “hazardous swell” don’t change behaviour if people don’t understand what they mean.

    For warnings to work, they need to be clear and provide instruction – stating what the danger actually is, and what to explicitly do, or not do.

    For social media users, that might mean spelling out not to go into floodwaters to capture content for social media.

    We’ve also previously called on social media companies to be held more accountable for the dangerous content they publish – by flagging risky content and supporting in-app safety messaging, especially at high-risk locations or during extreme weather events.

    What to do right now

    If you’re in or near a flood zone, follow guidance from emergency services to keep yourself and your loved ones safe.

    When it comes to using social media in an emergency:

    • stay entirely out of floodwaters, even for a quick photo

    • think before you post. Your safety is more important than your content. No post is worth risking your life

    • avoid glamourising risk. Sharing risky photos or videos can influence others to do the same, potentially with worse outcomes

    • follow official advice. Floodwaters are unpredictable. Warnings are issued for a reason

    • use your platform for good. Share verified information, support affected communities and help amplify safety messages.

    As extreme weather becomes more frequent in Australia under climate change, so too will the urge to document them. But we risk turning disasters into digital spectacles – at the expense of our lives and that of rescuers.

  • MIL-OSI Security: Rapids Theatre Owner Pleads Guilty to Defrauding COVID Relief Programs Out of More Than $1.8 Million

    BUFFALO, N.Y.-U.S. Attorney Michael DiGiacomo announced today that John L. Hutchins, 71, of Lewiston, NY, pleaded guilty before Judge Meredith A. Vacca to conspiracy to commit wire fraud and bank fraud, which carry a maximum penalty of 30 years in prison and a $1,000,000 fine.

    Assistant U.S. Attorneys Paul E. Bonanno and Douglas A. C. Penrose, who are handling the case, stated that between March 2020, and March 2024, Hutchins conspired with co-defendant Roberto Soliman and others to file fraudulent loan applications under the Economic Injury Disaster Loan (EIDL), the Paycheck Protection Program (PPP), and the Shuttered Venue Operators Grant (SVOG). The loans available for these programs were designed to provide emergency financial assistance pursuant to the Coronavirus Aid, Relief, and Economic Security (CARES Act). Hutchins and Soliman applied for loans under the following companies, which were owned by Hutchins:

    •           Rapids Theatre Niagara Falls, USA, Inc.

    •           1711 Main, LLC

    •           Bear Creek Entertainment, LLC

    •           Hutch Enterprises, LLC

    •           The Hutchins Agency, LLC

    •           CWE Entertainment, Corp. (owned by defendant Soliman)

    Between March and August 2020, Hutchins and Soliman received five Economic Injury Disaster Loans totaling $779,500.00. In addition, they received SVOG loans totaling $989,905.05, a PPP loan from Bank on Buffalo totaling $74,838, and a PPP loan from Northwest Bank totaling $41,140. In support of each of the loans, Hutchins and Soliman submitted false revenue and expense figures for the businesses on the loan applications.

    Charges remain pending against Roberto Soliman.

    The plea is the result of an investigation by the Federal Bureau of Investigation, under the direction of Special Agent-in-Charge Matthew Miraglia, the Internal Revenue Service, Criminal Investigation Division, under the direction of Acting Special Agent-in-Charge Harry Chavis, U.S. Customs and Border Protection, under the direction of Rose Brophy, Director of Field Operations, and the New York State Office of Professional Discipline.

  • MIL-OSI Security: Seven Chilean Nationals Charged in Connection with Residential Burglaries in Multiple States

    NEWARK, N.J. – Seven members of an interstate burglary crew were charged for conspiring to target homeowners across multiple states in residential burglaries, Acting U.S. Attorney Vikas Khanna announced.

    Christofer Sanguesa Aguirre, Fabiana Prado Scatarzi, Santana Arturo Castillo Gonzalez, Felipe Andres Del Valle Munoz, Carlos Alfredo Calderon Valencia, Diego Antonio Calderon Leiva, and Pedro Alejandro Salgado Vallejos, all Chilean nationals, were each charged by complaint with one count of conspiracy to sell and receive stolen property that had crossed state lines and one count of receiving stolen property that had crossed state lines.

    “Residential burglaries have a traumatic and personal impact upon the people whose homes are violated.  Seven Chilean nationals have been charged with conspiring to target homeowners in residential burglaries across multiple states from New Jersey to Massachusetts, resulting in the theft of expensive wristwatches, designer handbags, and thousands of dollars in cash.  This office will continue to pursue those who commit these serious crimes.”

    “We allege these men and women ransacked houses here in New Jersey and the East Coast, and then quickly traveled across the country, stealing over one hundred thousand dollars in valuables from private homes.” FBI-Newark Special Agent-in-charge Brian J. Driscoll, Jr. said.  “These alleged criminals are part of South American theft groups who have been coming in and out of the United States for months.  They hit an area and immediately disappear, using fake identifications and short-term rentals to evade getting caught.  It’s like chasing ghosts.  We put in a tremendous amount of hard work with incredible partner agencies from here to Oregon.  We caught this group—and a warning to others, this doesn’t end here.”

    “This is another outstanding example how cooperation, both on a local and national level amongst law enforcement agencies, yields positive outcomes for public safety in our communities,” said Immigrations and Customs Enforcement – Enforcement and Removal Operations, Newark Field Office Director John Tsoukaris.  “ERO’s contributions to this investigation, initially with the defendants’ arrests on immigration charges, were critical in facilitating the criminal charges.”

    “To disrupt these fast-moving, well-traveled crime networks, it often takes strong collaboration and state-of-the-art technology.  Thankfully, we have both,” said Port Authority Police Superintendent Edward Cetnar.  “By working together and leveraging our advanced technology, including CCTV and ALPR systems, we were able to track these subjects across state lines so that we could assist our law enforcement partners in apprehending them.  This operation is a testament to the strength of cooperation throughout our vast law enforcement family, including our longtime partners at the FBI Newark Joint Organized Crime Task Force and the New Jersey U.S. Attorney’s Office.”

    Sanguesa Aguirre and Castillo Gonzalez appeared on January 15, 2025, before U.S. Magistrate Judge Cathy L. Waldor in Newark federal court and were detained.  Del Valle Munoz and Calderon Valencia had their initial appearances on January 15, 2025, before U.S. Magistrate Judge Theresa L. Fricke in federal court in Tacoma, Washington, and were detained.  Calderon Leiva had his initial appearance on January 15, 2025, before U.S. Magistrate Judge Daryl F. Bloom in federal court in Harrisburg, Pennsylvania and was detained. Prado Scatarzi appeared before U.S. Magistrate Judge Carol B. Whitehurst in federal court in Lafayette, Louisiana today and was detained.  Salgado Vallejos appeared before U.S. Magistrate Judge Paul G. Levenson in federal court in Boston, Massachusetts today and was detained.

    According to documents filed in this case and statements made in court:

    The defendants were part of a sophisticated burglary ring that committed multiple residential burglaries in November 2024 in New Jersey and Massachusetts.  The defendants conspired to possess large amounts of jewelry, watches, designer handbags, and other valuable goods, among other items, with the losses totaling over $100,000.

    Law enforcement searched a vehicle the defendants were using to transport the stolen goods and recovered multiple pieces of jewelry, designer handbags and belts, perfume bottles, paper currency, watches, and other valuable items, alongside tools commonly used to burglarize residences. After law enforcement stopped the vehicle, Del Valle Munoz and Calderon Valencia fled across the country, eventually appearing near Seattle, Washington before traveling to a residence in Carlton, Oregon.  Law enforcement searched the residence where Del Valle Munoz, Calderon Valencia, and others had arrived and recovered bags and backpacks containing additional gold jewelry, diamonds, and watches, along with additional burglary tools.

    The charge of conspiracy to sell or receive stolen property carries a maximum penalty of five years in prison; and the charge of receipt of stolen property carries a maximum potential penalty of ten years in prison. Both charges also carry a maximum potential penalty of up to a $250,000 fine, or twice the amount of money involved in the offense, whichever is greater.

    Acting U.S. Attorney Khanna credited the FBI Newark’s Joint Organized Crime Task Force (JOCTF), under the direction of Special Agent in Charge Brian J. Driscoll, Jr. in Newark; Immigration and Customs Enforcement – Enforcement and Removal Operations, under the direction of Field Office Director John Tsoukaris; and the Port Authority of New York and New Jersey Police Department, under the direction of Superintendent of Police Edward T. Cetnar, with the investigation leading to the charges.   • MIL-OSI Security: Computer Programmer Convicted for Helping Run One of the Biggest Illegal Television Show Streaming Services in the United States

    After a two-week trial, a federal jury in Las Vegas yesterday convicted a Cuban citizen and U.S. permanent resident for helping operate an illegal streaming service with one of the largest quantities of infringing works. The defendant, who was convicted of one count of conspiracy to commit criminal copyright infringement, is the eighth and final defendant to be convicted in the case.

    According to court documents and evidence presented at trial, Yoany Vaillant, 43, worked as a computer programmer for Jetflicks, an online, subscription-based service headquartered in Las Vegas that permitted users to stream and, at times, download copyrighted television episodes without the permission of relevant copyright owners. At one point, Jetflicks claimed to have 183,285 different television episodes, far more than Netflix, Hulu, Vudu, Amazon Prime, Disney+, or any other licensed streaming service. At Jetflicks, Vaillant worked directly with Kristopher Dallmann and Jared Jaurequi, who were convicted of criminal copyright offenses by a different jury earlier this year.

    According to his resume, Vaillant had 15 years of computer programming experience when he started at Jetflicks and knew 27 computer languages. During the four-and-a-half months that Vaillant worked at Jetflicks he made significant contributions to the operation of the service, including fixing issues affecting the automated downloading, processing, syncing, uploading, and streaming of Jetflicks’ inventory of infringing television episodes.

    Evidence at trial showed that Vaillant and his co-conspirators scoured the internet to find infringing television programs from pirate sites around the world — including some of the biggest sites specializing in infringing content such as The Pirate Bay, RARBG, altHUB, and Nzbplanet — using automated software and computer scripts that ran nonstop. Vaillant and his co-conspirators reproduced hundreds of thousands of copyrighted television episodes without authorization and streamed the infringing programs to tens of thousands of paid subscribers located throughout the United States, often providing episodes to subscribers the day after the shows originally aired on television. The vast scale of Jetflicks’ piracy affected every significant copyright owner of a television program in the United States and resulted in millions of dollars of losses to the U.S. television show and streaming industries.

    Vaillant was one of eight defendants indicted in the Eastern District of Virginia in 2019 for running Jetflicks. In that case, Vaillant’s co-defendant Darryl Polo, a computer programmer, pleaded guilty to four criminal copyright counts and one money laundering count, which related to Jetflicks as well as another illegal streaming site he operated. Co-defendant Luis Villarino, also a computer programmer, pleaded guilty to conspiracy to commit criminal copyright infringement at Jetflicks. The court sentenced Polo to four years and nine months in prison and Villarino to one year and one day in prison.

    In February 2022, the court transferred the case to the District of Nevada for trial. The court in the District of Nevada subsequently severed Vaillant’s case from the other remaining five defendants — Dallmann, Jaurequi, Douglas Courson, Felipe Garcia, and Peter Huber — and those defendants were tried in Las Vegas last June. Dallmann ran the Jetflicks operation with assistance from Jaurequi and Courson; Garcia was in charge of customer support and helped obtain television show content; and Huber provided computer programming services. A jury found all five defendants guilty of conspiracy to commit criminal copyright infringement, and Dallmann was also found guilty of three additional counts of criminal copyright infringement and two counts of money laundering by concealment. This was the largest internet piracy case by volume of infringed works — and first illegal streaming case — ever to go to trial.

    The court will sentence Dallmann, Courson, Garcia, Jaurequi, Huber, and Vaillant on Feb. 3 and 4, 2025. The court will determine any sentences after considering the U.S. Sentencing Guidelines and other statutory factors.

    Principal Deputy Assistant Attorney General Nicole M. Argentieri, head of the Justice Department’s Criminal Division; U.S. Attorney Jason M. Frierson for the District of Nevada; and Assistant Director in Charge David Sundberg of the FBI Washington Field Office made the announcement.

    The FBI Washington Field Office investigated the case, with assistance from the FBI Las Vegas Field Office.

  • Death toll in Australia floods rises to four, tens of thousands stranded

    The body of a man was found in a car trapped in floodwaters in Australia’s southeast on Friday, raising the death toll to four, after three days of incessant rain cut off entire towns, swept away livestock and destroyed homes.

    Police said the man was found near Coffs Harbour, around 550 km (342 miles) north of Sydney. The search continued for a person missing since the deluge began early this week.

    Around 50,000 people are still isolated, emergency services personnel said, while residents returning to their flooded homes were warned to watch out for dangers.

    “Floodwaters have contaminants, there can be vermin, snakes … so you need to assess those risks. Electricity can also pose a danger as well,” state Emergency Services Deputy Commissioner Damien Johnston said during a media briefing.

    Television videos showed submerged intersections and street signs, cars up to their windshields in water, after fast-rising waters burst river banks in the Hunter and Mid North Coast regions of New South Wales, Australia’s most populous state.

    Debris from the floods, and dead and lost livestock, have washed up on the coast.

    Prime Minister Anthony Albanese said he had to cancel his planned visit to Taree, one of the worst-hit towns, due to floodwaters.

    “We did try … but that was not possible due to the circumstance, which I’m sure people understand,” Albanese told reporters from the town of Maitland in the Hunter region.

    “But our thoughts are with communities that are cut off at this point in time. And we’re here to basically say, very clearly, and explicitly you’re not alone.”

    Australia has been enduring more extreme weather events that some experts say are happening because of climate change. After droughts and devastating bushfires at the end of last decade, frequent floods have wreaked havoc since early 2021.

    “What once were rare downpours are now becoming the new normal – climate change is rewriting Australia’s weather patterns, one flood at a time,” Davide Faranda, weather researcher at ClimaMeter, said in a statement.

    DISRUPTIONS IN SYDNEY

    A wild weather system that dumped around four months of rain over three days shifted south towards Sydney on Thursday bringing heavy rain overnight, though the weather bureau, in its latest update, said it is expected to ease by Friday evening.

    Water on rail tracks impacted some suburban train lines in Sydney, including its airport line services, while Sydney Airport was forced to shut down two of its three runways for one hour on Friday morning due to strong winds, delaying flights.

    Warragamba Dam, which supplies 80% of Sydney’s water supply and is currently at around 96% of capacity, could spill over, officials said.

    A Battle of Britain Spitfire will take to the sky as part of a packed Portsmouth Armed Forces Day on Saturday 21 June.

    Southsea Common will again burst to life for a free community day of military parades, a Royal Navy ‘Raiders’ parachute jump and arena displays, plus a live music stage and lots of other entertainment.

    The Battle of Britain Memorial Flight team will be performing a full spitfire display to delight the crowds, with thousands again expected to turn out.

    Portsmouth City Council organises the annual event to let Portsmouth residents and families come together and honour our current and former armed forces.

    BAE Systems is continuing its commitment to Armed Forces Day by headline sponsoring the event and enabling the council to put on such a large programme for the whole of Portsmouth to enjoy.

    Council Leader Cllr Steve Pitt said:

    “In what is the 80th anniversary year of the end of the Second World War, we are very proud to once again host a day for the whole of Portsmouth to come and honour and celebrate our armed forces community.

    “We’re expecting well over 10,000 people to again attend, and they will be treated to a full day of action and excitement, including a Royal Navy parachute jump and a full Spitfire display.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), Ranking Member of the Senate Judiciary Committee, today questioned Joseph Edlow, nominated to be the Director of United States Citizenship and Immigration Services (USCIS); Elliot Gaiser, nominated to be the Assistant Attorney General for the Office of Legal Counsel (OLC); John Squires, nominated to be the Under Secretary of Commerce for Intellectual Property and Director of the United States Patent and Trademark Office (USPTO); and Stanley Woodward, nominated to be the Associate Attorney General, during a Senate Judiciary Committee nominations hearing.
    Durbin began by asking all nominees if they believe a litigant—including officials in the Executive Branch—can lawfully defy a court order.
    Mr. Woodward first responded that he “take[s] issue with the premise of the question insofar as district court judges are not holding that President Trump’s orders are illegal or unconstitutional.”
    Durbin pushed back by saying, “If you would stick to my hypothetical—an approach that is very clear… Do you believe that officials in the Executive Branch can lawfully defy a court order, yes or no?”
    Mr. Woodward responded that he believes President Trump will follow “any” order of the Supreme Court.
    Mr. Squires also said that they believe the Supreme Court orders will be followed by the Executive Branch. However, neither answered as to whether a government official can lawfully defy a lower court order.
    “Do you believe any executive official can lawfully defy a court order?” Durbin asked.
    Mr. Gaiser responded “no.” Mr. Edlow responded to the question by saying, “I am not here [as an] attorney, but I am here as a [nominee].”
    Durbin responded, “I don’t believe you need a law degree to answer this question. Can an executive official lawfully defy a court order?”
    Mr. Edlow responded, “given the speculative nature [to] the question—my answer is the same.”
    “No response. This is what troubles me greatly. If we cannot agree on this as the basic premise of our rule of law, where in the world are we headed as a nation?” Durbin asked.
    Durbin then asked Mr. Squires about President Trump’s executive order against Perkins Coie—a law firm where he was a partner.
    “Mr. Squires, have you ever engaged in dishonest and dangerous activity at a law firm?” Durbin asked to Mr. Squires, and Mr. Squires responded that he has not.
    In March, President Trump issued an executive order targeting Perkins Coie by, among other actions, suspending the firm’s lawyers’ security clearances and terminating its federal contracts.
    “Did you read the position on your former law firm? The executive order claimed that the firm’s ‘dishonest and dangerous activity […] has affected this country for decades.’ The order further alleged that the firm is ‘undermining democratic elections, the integrity of our courts, and honest law enforcement.’ Did you see any evidence of that activity when you were a member of that firm?” Durbin asked.
    After first deflecting the question, Mr. Squires responded, “in my areas of responsibility, I saw no evidence of wrongdoing.”

    Over 260 foster carers, children, and families from across the East Midlands came together for a sunshine-filled day at Shipley Park to celebrate Foster Care Fortnight 2025 — and what a day it was!

    Organised by Foster for East Midlands Councils, made up of Derby City, Nottingham City, Nottinghamshire County, and Derbyshire County Councils – the event was a special way to say thank you to our incredible foster carers and raise awareness about the importance of fostering.

    This year’s theme was “The Power of Relationships”, and it really came to life on the day. Smiles, laughter, and warm conversations were shared everywhere you looked. Friends old and new came together to enjoy games, share stories, and celebrate the strong bonds that make fostering so special.

    Foster carers play a vital role in our community. They provide safe, loving homes for children who cannot live with their birth families – often during very difficult times. Their dedication helps children feel supported, valued, and safe, and it gives them the chance to grow and thrive. The Councils across the East Midlands depend on these incredible individuals to help care for children locally, and this event was just one way of showing how much their hard work is appreciated.

    The event was packed with exciting activities, including a bouncy castle, African drumming, arts and crafts, mini trampoline bouncing, dancing and even kickboxing. There was even a ‘best dressed dog’ competition, as we know our fury friends form part of fostering families too!

    Families also got to take part in a Foster Walk, inspired by the national campaign led by The Fostering Network. Collectively, foster carers and their families walked over 40 miles around the beautiful park, waving fostering flags and showing pride in their community.

    Entertainment came from the amazing Plus One Theatre Group, who brought music, dancing and energy to the stage. Thanks to kind donations from the Holiday Activities and Food (HAF) organisation and the food producer SmartParc SERGO Derby, children also enjoyed tasty treats and a free ice cream each – a perfect way to cool down on a sunny day!

In the previous year, the audited revenue of IC’ALPS, based solely on the audited revenue of IC’ALPS provided to SEALSQ, using French GAAP was EUR 8,465,000 with a net income of EUR318,000. As further detailed below, upon completion of the Acquisition, it is anticipated that SEALSQ would prepare full audited financial statements using US GAAP for both years ended December 31, 2024 and 2023, and that this might lead to material adjustment to these numbers.

    We note that the net loss of IC’ALPS under French GAAP for the twelve months ended December 31, 2024 included sales to SEALSQ in an amount of approximately EUR 615,000. Excluding the sales to SEALSQ, the net loss of IC’ALPS under French GAAP for the twelve months ended December 31, 2024 would amount to a net loss in the amount of EUR (2,631,000), based on the draft unaudited revenue of IC’ALPS provided to SEALSQ. We note that the net income of IC’ALPS under French GAAP for the twelve months ended December 31, 2023 included sales to SEALSQ in an amount of approximately EUR 1,168,000. Excluding the sales to SEALSQ, the net income of IC’ALPS under French GAAP for the twelve months ended December 31, 2024 would amount to a net loss in the amount of EUR (850,000) based on the audited revenue of IC’ALPS provided to SEALSQ.

    Although the conversion of the financial information of IC’ALPS from French GAAP to US GAAP has not been initiated, we expect that material adjustments may arise upon conversion to US GAAP in relation to French GAAP based net sales, operating expenses and income tax income reflected in the IC’ALPS income statement for twelve months ended December 31, 2024 and 2023, and in relation to French GAAP based intangible assets, current liabilities, and pension and debt liabilities reflected in the balance sheet as at December 31, 2024 and 2023, as reflected in the numbers provided by IC’ALPS to SEALSQ and disclosed in the preceding paragraphs.

    Culture Secretary speaks about UK National Day and the strength of the UK-Japan partnership at the World Expo in Osaka

    Your Imperial Highness, your excellency and esteemed guests. It is a great honour to be hosting the UK’s National Day celebrations here at Expo 2025 Osaka Kansai

    Let me start by offering my congratulations to the Government of Japan, the Expo Association and everyone involved in organising Expo 2025. In today’s world where many want to focus on differences and divisions, it is no mean feat to bring together over 150 countries with a shared goal of “designing future society for our lives.” I am very much looking forward to seeing more of this amazing Expo site in the course of today. 

    Expo 2025 is very much about a global conversation, and within that global conversation, the UK and Japan have a particularly strong partnership. Our bilateral relationship is the strongest it has been in decades, underpinned by our common values, shared view of the world and our close people-to-people links. As His Majesty the Emperor said on his State Visit to the UK in June last year, we are ‘friends like no other’.

    The UK has a long history with Expos – going back to 1851 when the first ever EXPO was held in London – and a long history with Japan, from the arrival of William Adams/Miura-Anjin in 1600 to the Choshu 5 travelling to Britain in the mid-19th century to learn about the Industrial Revolution which was transforming my country and the world. 

    The Japanese pioneers who travelled to Britain learnt much about our industrial prowess, bringing that technology back to Japan helping to transform Japan into the thriving, technologically advanced nation it is today. It is especially pertinent to reflect that one of those pioneers who ventured as far as Manchester went on to found the Osaka Chamber of Commerce, giving rise to Osaka’s tremendous growth. So our links are long and very relevant to this region. I am personally delighted as someone who was born in Manchester to see those links between Manchester and Osaka grow ever stronger. 

    It was the sharing of technology and ideas which drove the UK-Japan relationship then, and still drives it now. And it is that belief in the power of ideas to build the future that lies at the heart of the UK pavilion at Expo. The UK’s theme at Expo 2025 is Come Build The Future. It is about the power of small ideas to come together, as children do with building blocks, to create something magical and potentially world-changing. 

    We are a country of ideas that thrives on diversity, on a special mix of tradition and modernity. Our ancient universities drive world leading research, our whiskies and gins are still made to centuries old recipes, produced using cutting edge technology by a new generation of female distillers, our historic playhouses showcase the newest creative talents; and our small island is home to people from every country on the globe and has a capital city where over 300 languages are spoken. 

    Today our National Day offers a snapshot of that, underlining the message of partnership: the Edinburgh Military Tattoo will perform with taiko drummers, later today the BBC Planet Earth Live III concert will be performed by the Osaka based Century orchestra with a renowned UK conductor, and musicians from across the four nations of the UK will connect with new Japanese audiences.

    I said earlier that the UK-Japan partnership is stronger than ever. This is evident from our ever-deepening economic and trade ties, through CPTPP, our collaboration on the green agenda, in defence, security, and digital technologies. But today I want to draw attention to the powerful cultural and people-to-people connections between our countries which underpin that partnership. I want to salute the power of the creative industries, of our story-tellers, to bring people together to entertain and delight, and to cross divides of language and culture.

    Later today, as part of our National Day, we are bringing the Japanese premiere of BBC’s Planet Earth III Live in concert to the Expo Hall. The BBC will be well known to all of you – it has an average global reach of 450 million people across the world, bringing both independent news you can trust and award-winning television – both drama and documentary. Their BBC Earth natural world documentaries have been seen by a quarter of a billion people and have inspired positive environmental change across the world. Planet Earth, by transforming abstract climate data into personal, emotional experiences, has motivated viewers to care and take action to help shape a sustainable future.  Again, well aligned with our UK pavilion theme and that of Expo 2025.

    For a partnership to flourish you need to bring not only ideas but also people together. That is why later today I shall be announcing a new form of UK-Japan partnership which focuses on that very idea of connection, of bringing people together. The UK and Japan have been connecting for hundreds of years. We want to make sure we continue to do that into the future too. We hope young – and old – visiting Expo 2025 and our pavilion will be inspired to connect globally and to seek out new ideas and new partners. 

    To make progress towards the SDGs and tackle the global challenges we all face, we need to come together to share our ideas, to use them as the building blocks of a better future. The UK is committed to doing that, to doing that in partnership with others and is delighted to be here at Expo 2025 to take that partnership still further.

  • MIL-OSI Global: Why Ofcom wants to plug a legal loophole around politicians presenting news

    Following a legal battle with GB News, the UK’s media regulator is proposing to tighten its rules on politicians appearing as presenters.

    Earlier this year, a judge concluded that Ofcom’s current impartiality guidelines are badly worded, and do not clearly explain to broadcasters when and where politicians can present news or current affairs programming.

    Ofcom is now recommending changing its code to clarify that politicians cannot act as newsreaders, news interviewers or news reporters in any type of programming.

    Ofcom defines news programming as a newsreader presenting information in bulletins, and reporters or correspondents delivering packages and live reports. Current affairs content is interpreted as long-form programming, involving extensive discussions, analysis or interviews with guests.

    The proposed rule change is under consultation until June 2025. Ofcom noted: “The distinction between news and current affairs content has become more blurred and the use of politicians presenting programmes has become more prevalent.”

    In February 2025, Ofcom lost a legal case to GB News about whether the channel breached “due impartiality” rules. The case involved Conservative former MP Jacob Rees-Mogg, who was acting as a presenter on GB News while an MP.

    Ofcom found GB News had breached impartiality rules without exceptional editorial justification. In separate programmes, Rees-Mogg had acted as a newsreader by reading out an Autocue summary of breaking news and engaging with a news correspondent.

    GB News challenged Ofcom’s ruling. A judge at the high court found that the politician had produced news-related content, but within a current affairs programme. The judge concluded that Ofcom’s impartiality code was ambiguous about how politicians could present across different broadcast programming. Ofcom is proposing to clarify this in the rule change.

    GB News, which has been the subject of several Ofcom investigations, has now accused the regulator of bias and demanded that it withdraw the proposals.

    Due impartiality and public opinion

    In recent years, new radio stations and television channels have begun pushing the boundaries of the UK’s rules on impartiality. High-profile politicians such as Nigel Farage have acted as presenters in programming that blurs the lines between news and current affairs.

    Ofcom has so far allowed this on the grounds of freedom of expression and audience engagement. But the regulator has faced increasing pressure from politicians, lobby groups and the public to curb the creeping partisanship on TV and radio.

    My new research project with colleagues at Cardiff University and broadcasters is exploring the impartiality of news across media platforms. We are also examining the implications of Ofcom’s rule change by asking whether the public wants politicians to act as broadcast presenters.

    Ofcom has justified its decision to allow politicians to act as broadcast presenters by referring to audience research it commissioned in June 2024 that found no consensus against it.

    However, the commissioned research by Ipsos UK was not an accurate representation of public opinion.

    It involved a qualitative focus group study of 157 people across 29 online focus groups. Fifteen of the focus groups were frequent viewers or listeners of news and current affairs programmes, three had people who did not frequently watch or listen to these type of programmes, and 11 were with audiences of channels where politicians have regularly presented current affairs content.

    In other words, the study drew on a highly constructed sample likely to support politicians presenting. Well over a third of the participants were represented by audiences who choose to regularly watch channels featuring politicians presenting.

    Despite the skewed sample, according to Ipsos UK the “most prevalent opinion” – among focus group participants – “was feeling uncomfortable with politicians presenting current affairs content”.

    This suggests that there was, in fact, a consensus of respondents concerned with politicians acting as presenters – and that consensus was opposed to politicians acting as presenters on TV and radio. This highlights the need for a representative study of public opinion on this issue.

    What does the public really want?

    Existing evidence suggests that public opinion is more against opinionated presenters than supporting partisanship in broadcasting. One poll in 2020 found more people opposed than favoured a Fox News-style channel to broadcast in the UK.

    Academic research, including my ongoing work with colleagues, has consistently found the public prefers impartial news over partisan journalism. The Reuters Institute for Journalism has long found in representative surveys that the public rate neutral news well ahead of partisan reporting.

    While Ofcom’s proposed latest amendment would tighten the rules on politicians acting as news presenters, it appears out of step with public opinion because many people feel uncomfortable with politicians presenting in any type of broadcast programme.

    While GB News has recorded an increase in online views over recent years, its reach on broadcast media is relatively small. But the bigger impact of GB News could be in normalising political partisanship on TV and radio, and gradually pushing the boundaries of the UK’s regulations on broadcast impartiality.

    At a time when political disinformation is rising and trust in journalism is declining, is it time for Ofcom to rethink giving politicians a bigger platform to promote their politics? In doing so, it should properly consult the public on how they want broadcasting to be impartially regulated.

    Current and future business leaders across the UK and Japan will benefit from a range of new opportunities thanks to the innovative Musubi Initiative launched at the World Expo in Osaka by UK Culture Secretary Lisa Nandy today.

    The initiative, which begins a new phase of UK-Japan cooperation, will draw in private funding to support a diverse range of programmes to create lasting connections spanning youth scholarships, sport, cultural exchanges, science, innovation and opportunities for women in business in both countries. It builds upon the UK and Japan’s increasingly strong relationship, reflected in collaboration on defence, security, digital innovation and expanding trade through the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Hiroshima Accord.

    Named after the Japanese word for ‘connection’, the Musubi Initiative is a first-of-its-kind for the UK-Japan partnership and will strengthen ties and grow the international talent pool needed to grasp future opportunities.

    Unveiled as part of the UK National Day celebrations at World Expo 2025 Osaka, it represents another step forward in delivering the Government’s Plan for Change by fostering international relationships that drive economic growth and opportunity.

    Pioneer Partners

    The Culture Secretary announced the first group of Musubi Pioneer Partners, who will help deliver the initiative’s vision, including:

    Sports programmes: 

    • Liverpool Football Club International Academy sports programme supported by Musubi developing young players and providing opportunities to build leadership qualities. 
    • The UK Ekiden, inspired by Japan’s famous relay race, with UK and Japanese university students participating. 

    Educational programmes: 

    • A new Musubi Scholarship with University College London supported by Amano Enzyme Inc. for Japanese students, building on an over 160-year relationship between the university and Japan. 
    • A Youth Offshore Wind Scholarship Programme with SSE Pacifico to foster future talent in the offshore wind sector, including study abroad opportunities in Scotland.

    Leadership programmes:

    The Culture Secretary has also been in Japan to promote Britain’s creative industries overseas, push British brands within Japanese markets, and attract trade and investment into the UK that can be redistributed across the country to the places where it is needed the most. 

    Yesterday (21 May) the Culture Secretary met with Minoru Kiuchi, a senior Japanese minister with responsibility for the Cool Japan Strategy, in Tokyo to discuss strengthening creative industries collaboration. She also met with executives from major video games organisations, including Bandai Namco and Nintendo, as well as the Japanese cast of Harry Potter and the Cursed Child. 

    Japan is currently the UK’s 6th largest investor, with an inward Foreign Direct Investment stock of more than £86 billion at the end of 2023, and with bilateral trade worth £31 billion in 2024. Japanese investment into the UK has already roughly doubled over the last decade, with nearly 1,000 Japanese companies sustaining 200,000 UK jobs.

    Exports Minister Gareth Thomas said: 

    The UK and Japan enjoy a dynamic and enduring trading relationship, with £86 billion in investment to the UK economy.

    As part of the Government’s Plan for Change, initiatives like the Musubi Initiative and Expo 2025 are helping to strengthen our ties with key economic partners, creating new opportunities for businesses and deepening people-to-people connections across the world.

     Japanese Foreign Minister Takeshi Iwaya said:

    It is connections between people that develop our societies and serve as a foundation for exchanges between countries. 

    In the Japan-UK Hiroshima Accord, issued by the leaders of Japan and the UK in 2023, we also confirmed our cooperation in revitalising people-to-people exchanges, including in the key areas of tourism, studying abroad, culture, and the working holiday programme.

    I hope this initiative will strengthen our “Musubi (bonds)” especially among the younger generation and that our partnership, now stronger than ever, will continue to grow.

    The UK’s presence at World Expo 2025 is providing a global showcase for British companies and creative talent.

    To mark UK National Day (22 May), there were musical performances from all four UK nations featured across Yumeshima Island, from bagpipes to bass guitars. This was followed by the Japanese premiere of BBC’s ‘Planet Earth III Live in Concert’.

  • MIL-OSI Security: ‘Machine Gun-Trafficking’ Drug Dealer Sentenced to More Than Fifteen Years in Federal Prison

    PROVIDENCE – Jose Marrero, 36, of Woonsocket, describe in court documents as a “violent, machine gun-trafficking, kilogram-level drug dealer” was sentenced today to more than fifteen years in federal prison, having pleaded guilty to charges of possession of a firearm in furtherance of drug trafficking, possession with intent to distribute fentanyl, and possession of a firearm by a prohibited person, announced acting United States Attorney Sara Miron Bloom.

    Court documents illustrate that Jose Marrero, 36, previously convicted twice in Rhode Island state court on drug trafficking charges, freely displayed photographs and videos on social media of himself in possession of drugs and firearms, notably semi-automatic pistols, AR-15 style rifles, and semi-automatic pistols that have been modified with machinegun conversion devices. Marrero displayed himself and others in possession of the weapons in his apartment, while watching TV, playing video games, drinking alcohol, and driving around the streets of Rhode Island. He also made social media posts demonstrating himself and others actively firing the modified fully automatic weapons.

    Additionally, court documents reveal videos of the defendant in possession of multiple kilos of cocaine and of numerous messages between Marrero and others that “not only convey his leadership but just how active, eager, and dangerous of a drug trafficker he is.”  Text messages illustrate conversations between Marrero and a drug supplier, and how he, Marrero, organized people to move two kilograms of drugs per week. In some of his messages, Marrero discusses having drug runners, complaining about their behavior and demanding higher productivity from them, directing them to locations to provide certain quantities of drugs to customers, and discussing debts owed to him.

    Marrero made it well known, to his drug trafficking counterparts and otherwise, that he possessed numerous firearms. He prominently displayed himself and others with an array of firearms on his social media account. Excerpts from Marrero’s text messages demonstrate that he enlisted his girlfriend and other acquaintances to purchase firearms for him, as he was unable to do so himself due to his past felony convictions; that he accepted firearms as payment for drug sales; and that he solicited an associate to obtain guns for him, notably “any glocks” that he could get his hands on.

    Marrero was sentenced today by U.S. District Court Chief Judge John J. McConnell, Jr. to 181 months of incarceration to be followed by 5 years of federal supervised release.

    The case was prosecuted by Assistant United States Attorneys Christine D. Lowell, Stacey A. Erickson, and Sandra R. Hebert.

    The matter was investigated by ATF, with the assistance of Massachusetts State Police, Woonsocket Police Department, Central Falls Police Department, and West Warwick Police Department.

    This case is part of Operation Take Back America a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

Amore honored the 130 high school students selected as 2025 Rhode Island Civic Leadership Award winners at a State House ceremony. The award is given annually to high school students who have made outstanding contributions to their schools and communities over the past year.

    “Every year, it’s a great honor to celebrate students who are committed to public service and civic engagement,” said Secretary of State Gregg M. Amore. “These young civic leaders deserve recognition for their accomplishments inside and outside of the classroom, as well as their efforts to make their communities a better place.”

  • MIL-OSI Africa: Commission recommends conditional approval of MultiChoice acquisition

    The Competition Commission has recommended that the Competition Tribunal approve the proposed acquisition of MultiChoice by Groupe Canal+ SAS, subject to certain conditions. 

    This recommendation comes after the Commission’s (which is an agency of the of the Department of Trade, Industry and Competition) investigation into the large merger notification submitted on 30 September 2024.

    The Commission is one of three independent statutory bodies established in terms of the Competition Act to regulate competition between firms in the market. 

    Canal+, along with its ultimate controllers and the companies they control, are referred to collectively as the “acquiring group.”
    The acquiring group is a French media and entertainment company involved in the production, commissioning, and supply of audiovisual content, the provision of advertising services, the development of video games, and the publication of books. 
    LicenceCo is a proposed company within the merged group, containing local license rights and subscribers, which will broadcast content through DStv. 

    Meanwhile, the Target Group provides audiovisual content via its streaming service, Showmax.

    “The Commission is of the view that the proposed transaction is unlikely to substantially lessen or prevent competition in any market. 

    “However, in recognition of the important role played by the Target Group within the broader audiovisual ecosystem in South Africa, and to address public interest concerns raised by various stakeholders, the Commission has recommended approval of the merger subject to a number of conditions.”

    The conditions include, but are not limited to, addressing employment concerns, increasing the shareholding of historically disadvantaged persons (HDP) and workers in Orbicom and LicenceCo, committing to supplier development, ensuring the merged entity continues to operate from South Africa, promoting a diversity of television news, and encouraging export activities.

    According to the Commission, the parties involved in the merger have agreed to a three-year moratorium on layoffs following the merger implementation date.

    “The merger parties have also committed that the majority of LicenceCo’s shareholders will be HDPs and workers. Moreover, the parties have agreed to continue certain corporate social responsibility initiatives such as skills development in the audiovisual industry and sports development.” 

    Canal+ has committed to ensuring that MultiChoice remains incorporated and headquartered in South Africa, promotes exports, and seeks a secondary inward listing on the Johannesburg Stock Exchange (JSE) Limited.

    The merged entity has also made supplier development commitments that include expenditure on local audiovisual content, the promotion of South African audiovisual content in new markets, and procurement from HDPs and small, medium and micro enterprises (SMMEs).  

    “Finally, the parties have agreed that LicenceCo will continue to procure local news content for DStv and will ensure the diversity of the news content it broadcasts.” 

    The total value of all the public interest commitments advanced by the merger parties based on past spend by MultiChoice is projected at a total amount of about R26 billion over the next three years.

  • MIL-OSI Security: Waterbury Man Sentenced to Nearly 8 Years in Federal Prison for Role in Violent Carjacking

    David X. Sullivan, United States Attorney for the District of Connecticut, announced that MICHAEL McCANN-ORTIZ, also known as “Bando,” 24, of Waterbury, was sentenced today by U.S. District Judge Kari A. Dooley in Bridgeport to 95 months of imprisonment, followed by three years of supervised release, for his participation in a violent carjacking.

    According to court documents and statements made in court, in the early morning hours of June 18, 2023, two all-terrain vehicles (“ATVs”) were stolen from a Waterbury residence.  After the theft, McCann-Ortiz and others mistakenly identified an individual (“Victim 1”) who they incorrectly believed was involved in the theft.  Later that night, Victim 1’s friend, (“Victim 2”), picked up Victim 1 from work and drove him home.  As they arrived at Victim 1’s residence, three vehicles followed them and surrounded the victims.  McCann-Ortiz and his associates, one of whom carried an assault-style rifle, exited the vehicles and approached the victims.  McCann-Ortiz and his associates demanded the return of the stolen ATVs, threatened to harm both victims, and physically assaulted them.

    Specifically, McCann-Ortiz repeatedly threatened to kill the victims, and punched and kicked one victim, causing serious bodily injury.

    McCann-Ortiz and his associates then stole Victim 2’s vehicle, which was owned by Victim 2’s relative, and other items and cash belonging to the victims.  McCann-Ortiz and his associates continued to harass the victims in the following days.

    McCann-Ortiz has been detained since his arrest on unrelated state charges on July 10, 2023.  On February 27, 2025, he pleaded guilty in federal court to carjacking resulting in serious bodily injury.

    This investigation is being conducted by the FBI’s Northern Connecticut Gang Task Force and the Waterbury Police Department.  The case is being prosecuted by Assistant U.S. Attorneys Nathan J. Guevremont and David T. Huang.

Despite the seemingly rapid growth in balances, a new analysis by TransUnion (NYSE: TRU) uncovers a more complex reality.

    According to TransUnion’s newly released Q1 2025 Credit Industry Insights Report (CIIR) total consumer balances have steadily increased over recent years. Total balances in nominal dollar terms (before adjusting for inflation) across all consumer credit products rose from $14.1 trillion in Q1 2020 to $18.0 trillion in Q1 2025, approximately 28%. The cumulative Consumer Price Index increase over that same time period, as measured by the U.S. Bureau of Labor Statistics, was nearly 24%. When adjusted for inflation, total balance growth in real dollar terms is more modest, amounting to $0.5 trillion over the five-year period, an increase of closer to 3%.

    The analysis also revealed that inflation-adjusted balances for consumers actually declined in real dollar terms across the majority of credit risk tiers from 2020 to 2025. This decrease was most pronounced in the prime risk tier, which saw a 14% drop in balances after adjusting for inflation. In contrast, super prime consumers experienced an 18% growth in balances over the same period. Much of the increase for super prime borrowers was attributed to higher mortgage balances. The only other risk tier to see an inflation-adjusted increase over the period was subprime at 1.9%.

In fact, many consumers experienced significant income gains since 2019, which have enabled most borrowers to effectively manage their debt levels.”

But for other risk tiers of borrowers, their card balance growth has been less than the rate of inflation, indicating that many consumers may have further borrowing capacity.”

    Serious consumer-level credit card delinquencies decline YoY for second consecutive quarter

    The first quarter of 2025 reflected credit card trends indicating a return to equilibrium, similar to those observed towards the end of 2024. Notably, consumer-level delinquencies of 90+ days past due decreased for the second consecutive quarter, dropping by 12 basis points year-over-year (YoY) to 2.43%. This marks the first consecutive quarters of YoY delinquency decline since 2020, during the height of the pandemic. In Q4 2024, total originations volume experienced a slight YoY increase of 0.1%. Although modest, this represents the first YoY growth in six quarters. Subprime originations saw a YoY growth of 2.9% in Q4 2024, the first in eight quarters, while super prime originations grew by 5.3% for the second consecutive quarter. Despite the uptick in originations, credit line amounts on new cards continue to trend downward. The average credit line on new accounts decreased slightly by 0.3% YoY in Q4 2024, with growth in super prime lines offsetting smaller lines in prime and below.

    Shift to less risky borrowers drives decline in unsecured personal loan delinquency in Q1 2025

    In Q4 2024, unsecured personal loan originations hit a new high of 6.3 million, a 26% increase over Q4 2023, driven by all risk tiers, especially super prime, with 29% growth YoY. This led to a 17% YoY growth in total new account balances to $34 billion. Total balances for Q1 2025 only grew for above prime tiers, reaching $253 billion, a 3% increase over the prior year. A record 24.6 million consumers had balances, a 5% increase YoY, but average balances per consumer only grew for above prime tiers. Lenders expanded their borrower base but maintained cautious exposure, leading to a 7% decrease in average new account balances for Q4 2024, the fifth consecutive quarter of decline. Subprime delinquencies fell to 14.0% in Q1 2025 from 15.6% last year, while other risk tiers saw increases. The overall borrower-level delinquency rate declined to 3.49% in Q1 2025 from 3.75% last year, thanks to a balanced lending mix.

    Mortgage originations see YoY growth as delinquencies tick up

    Another sign that the previously sluggish mortgage originations market is beginning to rebound is that mortgage originations saw a YoY increase of 30.2% in Q4 2024, reaching 1.2 million, with 78% of those being purchase originations. The 15.4% YoY growth in purchase originations marks its first annual increase since Q2 2021. Origination volumes remain low compared to historical norms. Home equity originations rose 11% YoY, marking the third consecutive quarter of YoY increases. Meanwhile, 60+ days past due (DPD) account-level delinquencies ticked up YoY in Q1 2025 for the 12th consecutive quarter, reaching 1.44%. This represents a growth of 21 basis points YoY in Q1 2025, though the rate remains relatively low compared to historical levels. As home prices continue to climb, the average amount of new mortgage loans has followed suit, increasing by nearly $40,000 YoY to $366,443 in Q4 2024.

    Auto originations trend up ahead of tariffs

    Q1 2025 CIIR Auto Loan Summary

    Auto loan originations in Q4 2024 reached 6.2 million, representing an 8% YoY growth. This growth was observed across all risk tiers, with super prime leading at 15.7% YoY growth. The increase was largely driven by Federal Reserve interest rate cuts in late 2024, rising inventories, and the return of incentives. New vehicles made up 47% of those financed in Q4 2024, as compared to 53% used, the highest Q4 share for new vehicles since pre-pandemic times. Leasing share continued to approach pre-pandemic levels, rising to 26% in Q1 2025. The 60+ DPD delinquency rate increased by 5 basis points YoY in Q1 2025 to 1.38%. This rate exceeds the peak delinquency rate of 1.33% observed in Q1 2009, although the rate of growth has recently slowed. Overall, new vehicle loan vintages continue to show consistent performance compared to pre-pandemic periods (2018/2019). However, when broken down by risk tiers, recent new vehicle vintages have elevated delinquency levels, particularly for prime and below tiers.
