  • MIL-OSI Global: Oshikatsu, the fandom phenomenon Japan hopes can boost its flagging economy

    Posters in Tokyo’s enormous Shinjuku railway station are normally used for advertising commodities like cosmetics and food, as well as new films. But occasionally you may happen across a poster with a birthday message and a picture of a young man, often from a boy band and typically with impeccable looks.

    These posters are created by specialised advertising companies and are paid for by adoring fans. They are part of a phenomenon called oshikatsu, a term coined in recent years that is made from the Japanese words for “push” and “activity”.

    Oshikatsu refers to the efforts fans engage in to support their favourite oshi, which can mean an entertainer, an anime or manga character, or a group they admire and want to “push”.

    A considerable part of this support is economic in nature. Fans attend events and concerts, or buy merchandise such as CDs, posters and other collectables. Other forms of oshikatsu are meant to spread the fame of their idol by sharing content about their oshi, engaging in social media campaigns, and writing fan fiction or drawing fan art.

    Oshikatsu developed out of the desire of fans to have a closer link to their idols. The combination of oshi and katsu first appeared on social media networks in 2016 and became widespread as a hashtag on Twitter in 2018. In 2021, oshikatsu was nominated as a candidate for Japan’s word of the year, a sign that its use had become mainstream.

    Now, it has appeared on the radar of corporate Japan. The reason for this is a burst of inflation in recent years, caused by pandemic supply chain disruption and geopolitical shocks, that has caused Japanese consumers to reduce their spending.

    However, with wages set to rise again for the third time in three years, the government is cautiously optimistic that economic growth can be rekindled through consumer-driven spending. Entertainment and media companies are looking to oshikatsu as a potential driver of this, although it is unclear whether the upcoming pay hikes will be sufficient.

    A widespread phenomenon

    Contrary to popular perception, oshikatsu is no longer the purview solely of subcultures or young people. It has made inroads with older age groups in Japan as well.

    According to a 2024 survey by Japanese marketing research company Harumeku, 46% of women aged in their 50s have an oshi that they support financially. Older generations tend to have more money to spend, especially after their own children have finished education.

    Oshikatsu also signifies an interesting reversal in terms of gender. While husbands in the traditional Japanese household are still expected to be breadwinners, in oshikatsu it is more often women who financially support young men.

    How much fans spend on their oshi depends. According to a recent survey by Japanese marketing company CDG and Oshicoco, an advertising agency specialising in oshikatsu, the average amount fans spend on activities related to their oshis is 250,000 yen (about £1,300) annually.

    This contributes an estimated 3.5 trillion yen (£18.8 billion) to the Japanese economy each year, and accounts for 2.1% of Japan’s total annual retail sales.

    Oshikatsu will drive up consumer spending. But I doubt it will have the impact on the Japanese economy that the authorities are hoping for. For the younger fans, the danger is that government approval will kill any kind of cool clout, making oshikatsu less appealing to these people in the long run.

    And if you support an oshi who has not yet made it, you may have a stronger sense that your support matters. Hence some of the spending will go directly to individuals, rather than to established corporate superstars. But it’s also possible that struggling young oshis may spend more of this money than established celebrities.

    The international press is focusing either on the economic side of oshikatsu, or on the quirkiness of “obsessive” fans who get second jobs to support their oshi and mothers spending large sums on a man half their age. But what such coverage misses is the slow yet profound societal transformation that oshikatsu is a sign of.

    Research from 2022 on people engaging in oshikatsu makes clear that “fan activities” address a deep wish for connection, validation and belonging. While this could be satisfied by friendship or an intimate partnership, an increasing number of Japanese young adults feel that such relationships are “bothersome”.

    Young men are leading in this category, especially those who do not work as white-collar corporate workers with relatively stable jobs, the so-called salarymen. Many who work part time or in blue-collar jobs are finding it difficult to imagine a future in which they have families.

    The tertiary sector is thus changing to accommodate an increasing number of services that turn intangible things such as friendship, companionship and escapist romance fantasies into paid-for services.

    From non-sexual cuddling to renting a friend for the day or going on a date with a cross-dressing escort, temporary respite from loneliness can be sought on a per-hour basis. As a result, human connection itself is becoming something that can be consumed for a fee.

    On the other hand, sharing oshikatsu activities can create new friendships. Fans coming together to worship their idols collectively is a powerful way of creating new communities. It remains to be seen how these shifts in the way people relate to each other will shape the future of Japan’s economy and society.

  • MIL-OSI Global: Bureaucrats get a bad rap, but they deserve more credit − a sociologist of work explains why

    It’s telling that U.S. President Donald Trump’s administration wants to fire bureaucrats. In its view, bureaucrats stand for everything that’s wrong with the United States: overregulation, inefficiency and even the nation’s deficit, since they draw salaries from taxpayers.

    But bureaucrats have historically stood for something else entirely. As the sociologist Max Weber argued in his 1921 classic “Economy and Society,” bureaucrats represent a set of critical ideals: upholding expert knowledge, promoting equal treatment and serving others. While they may not live up to those ideals everywhere and every day, the description does ring largely true in democratic societies.

    I know this firsthand, because as a sociologist of work I’ve studied federal, state and local bureaucrats for more than two decades. I’ve watched them oversee the handling of human remains, screen travelers for security threats as well as promote primary and secondary education. And over and over again, I’ve seen bureaucrats stand for Weber’s ideals while conducting their often-hidden work.

    Bureaucrats as experts and equalizers

    Weber defined bureaucrats as people who work within systems governed by rules and procedures aimed at rational action. He emphasized bureaucrats’ reliance on expert training, noting: “The choice is only that between ‘bureaucratisation’ and ‘dilettantism.’” The choice between a bureaucrat and a dilettante to run an army − in his days, like in ours − seems like an obvious one. Weber saw that bureaucrats’ strength lies in their mastery of specialized knowledge.

    I couldn’t agree more. When I studied the procurement of whole body donations for medical research, for example, the state bureaucrats I spoke with were among the most knowledgeable professionals I encountered. Whether directors of anatomical services or chief medical examiners, they knew precisely how to properly secure, handle and transfer human cadavers so physicians could get trained. I felt greatly reassured that they were overseeing the donated bodies of loved ones.

    Weber also described bureaucrats as people who don’t make decisions based on favors. In other forms of rule, he noted, “the ruler is free to grant or withhold clemency” based on “personal preference,” but in bureaucracies, decisions are reached impersonally. By “impersonal,” Weber meant “without hatred or passion” and without “love and enthusiasm.” Put otherwise, the bureaucrats fulfill their work without regard to the person: “Everyone is treated with formal equality.”

    The federal Transportation Security Administration officers who perform their duties to ensure that we all travel safely epitomize this ideal. While interviewing and observing them, I felt grateful to see them not speculate about loving or hating anyone but treating all travelers as potential threats. The standard operating procedures they followed often proved tedious, but they were applied across the board. Doing any favors here would create immense security risks, as the recent Netflix action film “Carry-On” − about an officer blackmailed into allowing a terrorist to board a plane − illustrates.

    Advancing the public’s interests

    Finally, Weber highlighted bureaucrats’ commitment to serving the public. He stressed their tendency to act “in the interests of the welfare of those subjects over whom they rule.” Bureaucrats’ expertise and adherence to impersonal rules are meant to advance the common interest: for young and old, rural and urban dwellers alike, and many more.

    The state Department of Elementary and Secondary Education staff that I partnered with for years at the Massachusetts Commission on LGBTQ Youth exemplified this ethic. They always impressed me by the huge sense of responsibility they felt toward all state residents. Even when local resources varied, they worked to ensure that all young people in the state − regardless of sexual orientation or gender identity − could thrive. Based on my personal experience, while they didn’t always get everything right, they were consistently committed to serving others.

    Today, bureaucrats are often framed by the administration and its supporters as the root of all problems. Yet if Weber’s insights and my observations are any guide, bureaucrats are also the safeguards that stand between the public and dilettantism, favoritism and selfishness. The overwhelming majority of bureaucrats whom I have studied and worked with deeply care about upholding expertise, treating everyone equally and ensuring the welfare of all.

    Yes, bureaucrats can slow things down and seem inefficient or costly at times. Sure, they can also be co-opted by totalitarian regimes and end up complicit in unimaginable tragedies. But with the right accountability mechanisms, democratic control and sufficient resources for them to perform their tasks, bureaucrats typically uphold critical ideals.

    In an era of growing hostility, it’s key to remember what bureaucrats have long stood for − and, let’s hope, still do.

    “It is revealing that Danny Donnelly, an elected representative of the Alliance Party, attacks Unionists for criticising Kneecap — a rap group whose very name glorifies the brutal practice of IRA kneecappings, leaving countless innocent victims scarred for life.

    “While Alliance routinely condemns Loyalism for the slightest real or perceived offence, Mr Donnelly leaps to the defence of a group that:

    • openly calls for the ethnic cleansing of ‘Brits’ from Northern Ireland;

    • weaponises the Irish language, featuring the notorious slogan ‘Every word spoken in Irish is a bullet in the freedom struggle’ in promotional material;

    • supports terrorist groups in the Middle East, including Hamas; and

    • advocates the murder of Tory MPs.

    Dear Sir/Madam,

    I write on behalf of Traditional Unionist Voice (TUV) to urge the United States Department of State to deny visas to the rap group Kneecap, who are seeking entry into the United States for a concert tour later this year.

    Kneecap are not merely entertainers; they are open advocates of violence, division, and terror. Their lyrics and public appearances glorify the blood-soaked legacy of the Provisional IRA, a terrorist organisation responsible for nearly 1,800 murders. Their very name references the IRA’s gruesome practice of “kneecapping” — a method of torture used to permanently maim their victims.

    Kneecap has publicly called for violence against sitting Members of Parliament, promoting the killing of elected officials — a grave incitement that goes far beyond artistic expression and constitutes a direct attack on democracy.

    The group also uses their platform to champion extremist causes abroad. At their recent performance at the Coachella music festival, they projected inflammatory anti-Israel slogans, accusing Israel of genocide and condemning the U.S. government as complicit in alleged war crimes.

    Furthermore, they have publicly aligned themselves with organisations such as Hamas, whose brutal acts of terrorism have targeted Jewish civilians.

    In today’s climate, where antisemitism is a rising threat particularly in academic settings where President Trump’s administration has taken welcome steps to address the issues, it would be deeply irresponsible to allow entry to individuals who promote such hatred and violence.

    U.S. law rightly provides for the denial of visas to those who advocate terrorism, incite political violence, or pose a risk to public order and social cohesion. By their words and actions, Kneecap clearly fall into this category.

    Granting Kneecap visas would not promote cultural exchange. It would instead export to American cities a toxic ideology rooted in glorifying terrorism and stoking division.

    I therefore respectfully urge the Department of State to reject any current or future visa applications from members of Kneecap.

    NEW YORK, April 28, 2025 (GLOBE NEWSWIRE) — StepStone Real Estate (SRE), the real estate arm of StepStone Group (Nasdaq: STEP), today announced the final closing of StepStone Real Estate Partners V (SREP V), its fifth flagship fund dedicated to GP-led secondaries and recapitalizations of real estate vehicles. With $3.77 billion in primary commitments, SREP V represents the largest real estate secondaries fund raised to date. Including co-investments completed and discretionary vehicles raised to invest alongside the fund, the total investment program exceeds $4.5 billion in capacity.

    Despite challenging market conditions and a slowdown in fundraising across the real estate sector, SREP V was significantly oversubscribed, reflecting strong investor confidence in SRE’s differentiated strategy and past performance.     Education wasn’t Castro’s first choice — he entered UConn as a psychology major, uncertain of his career path. However, a mentorship role in a First-Year Experience course changed everything. Standing before a classroom, guiding new college students, he realized teaching was what he was meant to do.

    After graduating from the Neag School, he took his first teaching position in Puerto Rico, reconnecting with his roots. His mother had spent much of her childhood moving between Puerto Rico and Connecticut, and teaching at a K-12 school immersed him in a close-knit community.

    Three years in Puerto Rico deepened his love for international teaching and inspired him to explore the other half of his heritage. His father had emigrated from Colombia, and Castro wanted to experience the country firsthand. Moving to Colombia, he found a vibrant culture, rich with music festivals, soccer, and breathtaking landscapes. It was there he met his wife, Kismeth, a fellow international teacher from New York. He says their shared passion for education and adventure brought them together.

    They had intended to take a sabbatical year traveling through South America, but the COVID-19 pandemic reshaped their plans. With borders closing, they found temporary teaching positions in Costa Rica. Castro stepped in as a last-minute math teacher, navigating virtual classes, hybrid schedules, and masked interactions. Despite the challenges, Costa Rica was a paradise.

    “With tourism at a standstill, nature thrived,” he says. “Sloths and monkeys roamed undisturbed, and sunsets painted the sky in hues of gold and crimson.”

    As the world reopened, they faced their next big decision. Asia had always intrigued them, and Taiwan offered everything they wanted — an excellent school, a safe environment, and a strong culture of hiking, cycling, and running.

    Moving to Taiwan was a leap of faith but quickly felt like home. While the language barrier existed outside the classroom, Castro found his ability to connect with students transcended words.

    “My years of adapting to different educational environments had prepared me well,” he says.

    From Connecticut to Puerto Rico, Colombia, Costa Rica, and now Taiwan, every step of his journey has been driven by curiosity, a love for teaching, and an openness to change. His classroom now extends beyond four walls, spanning countries, cultures, and languages, and he is preparing for an exciting new personal chapter: fatherhood.

    “I have an 11-month-old puppy, so I feel like I’ve been practicing in a way,” he says. “It’s a steep learning curve! But I’m excited to see how we can continue traveling with a baby and incorporating her into our adventures.”

    Finding Love While Abroad

    Fourteen years into her teaching career — first in Connecticut and then in London — Kew still finds joy in watching her students grow.

    “It’s the children, really,” she says. “Seeing them progress, mature, but still retain that spark of who they are — it’s special.”

    Having spent 10 years at the same London school, she has become deeply embedded in the community. She gets to know families, watches siblings pass through her classroom, and shares their triumphs and struggles.

    “Teaching wasn’t just a job; it was a life woven into the fabric of so many others,” she says.

    Her path to teaching began in high school when she worked at an after-school program at her former elementary school in Connecticut. Later, as a camp director at a nature center, she solidified her love for mentoring. Her mother had always dreamed of being a teacher but never pursued it.

    “Maybe in a way, I was fulfilling that dream for both of us,” Kew says.

    A single decision changed her trajectory. Studying abroad in London while at the Neag School was supposed to be an adventure — an opportunity to explore a city she had loved since a family trip at 13. She hadn’t expected to meet her future husband just weeks into the program.

    They met in a pub, a chance encounter that turned into a long-distance relationship. After navigating time zones and transatlantic flights, they decided to marry. With her husband’s career established in London and the UK actively recruiting teachers, it made sense for Kew to move.

    Adjusting to teaching in England came with challenges. In Connecticut, Kew had more autonomy in her teaching, while curriculum and behavior management were standardized in London. Leadership opportunities came more readily, and she briefly considered administration but loved being in the classroom too much.

    Balancing work and family was another challenge. With four children — two daughters, 6 and 4, and toddler twins — her hands are full.

    “Honestly,” she says, “going to work feels like a break compared to being home!”

    London has become home in ways she never expected. During the uncertainty of the COVID-19 pandemic, she and her husband considered moving to the U.S. to be closer to her family, but something always held them back. London has given her a life she cherishes, a career she loves, a community she belongs to, and — most importantly — a family she has built from the ground up.

    Emmenegger, who taught for 15 years in Connecticut and now teaches in France, first became interested in education while teaching piano and tutoring in high school. With a mother who was also a teacher, it felt natural.

    “It just made sense that I would become a teacher,” she says.

    Growing up in Bristol and Plainville, Emmenegger developed a love for French through her mother, who had lived in Switzerland and Portugal.

    “She sang to us in French as kids,” Emmenegger says. “In high school, I jumped at the chance to study it.”

    A summer program in France in 2007 and the Neag School’s study abroad program in London during her master’s year of the Integrated Bachelor’s/Master’s teacher education program deepened her passion for language and curriculum planning.

    After graduating, she taught French in Ellington, for three years but longed to live in France. She joined the French government’s teaching assistant program and was placed in Monté, where she lived with international assistants and did a weekly language exchange with another teacher. She spoke in English for half an hour for the language exchange to help the other teacher improve his English communication skills. Then, the other half specifically worked on improving her grammar.

    Since she couldn’t teach French in France, Emmenegger explored other opportunities. Her mother’s past in Portugal led her there for Christmas, where she fell in love with the country and found a teaching job. But her journey took an unexpected turn — she met her future husband in Switzerland. When the world shut down in 2020, they spent months apart. Determined to be together, they married in May 2021, and, by July, she had moved to Switzerland.

    Finding a teaching job there was challenging. She took a role at a private school, but it wasn’t the right fit.

    She joined the International School of Basel (ISB), but no French positions were available. Expanding her search, she took a six-month role at a Swiss public school, but left after half a year.

    ISB welcomed her back with an unexpected offer: teaching beginner German. Having learned German just two years earlier through Duolingo and night classes, she thought the interview offer was a joke. But ISB encouraged her. She took the leap and found herself in a supportive, engaging environment. ISB promised her priority for the next French opening, but no one wanted to leave — a testament to the school’s quality.

    Despite career uncertainties, Emmenegger and her husband were building a life together. He was teaching while finishing his studies, and they navigated the challenges of being an international couple.

    “You have to be open to moving,” she says. “Each time I relocated, I rebuilt my support system, making me appreciate my deep connections back home even more.”

    She says her Neag School education instilled adaptability, an open-minded approach to curricula, and a hands-on teaching philosophy. These lessons helped her navigate unfamiliar school systems and cultural differences with confidence.

    Stargardter’s journey as an educator has been extraordinary, spanning continents and shaping her perspective on the transformative power of teaching. After graduating from the Neag School, she began her career in Connecticut, teaching in Greenwich Public Schools before moving to Norwalk. There, she discovered her passion for gifted and talented education, an interest sparked during her time at UConn, where she worked at the Renzulli Center for Creativity, Gifted Education, and Talent Development.

    “I started filing papers at first, but then I received a grant to conduct research,” she says, which ignited a lifelong commitment to student potential.

    Stargardter’s dedication led her to teach abroad at the International School of Panama.

    “It was my first experience in a traditional classroom after working across grade levels,” she says. “I felt like a first-year teacher again, but it taught me so much about myself and the world.”

    She later moved to Singapore, where she found a more manageable cultural transition.

    “I was in a classroom with students from all over the world, each bringing something unique,” she says. “It was challenging but incredibly rewarding.”

    Opal Coalbank Development: Unlocking Near-Term Cash Flow with Future Upside

    The Opal Coalbank project spans two distinct DSUs and is currently in partial development, leveraging nine drilled but uncompleted (DUC) wells acquired from Bayswater. This phase of the project is focused on unlocking immediate cash flow through the completion of the existing DUCs—targeting six in the Codell and three in the Niobrara B.

    Completions are set to begin in May, using Prairie’s tailored design optimized through multivariate and geo-mechanical analysis. Production is on track to commence by summer. The broader Opal Coalbank project offers significant future upside as Prairie evaluates additional developments across both DSUs.

    Rusch Pad: 11-Well Development Ahead of Schedule

    On April 2, 2025, Prairie announced the launch of an 11-well development program at the Rusch Pad, utilizing one of Precision premier rigs in the basin. The program includes two-mile lateral wells alternating between the Niobrara A, B, and C Chalks and the Codell Sandstone. As of today, three wells have been successfully drilled and cased, with the fourth currently being drilled. Drilling is expected to be completed by early June, with hydraulic fracturing commencing shortly thereafter and first production anticipated in early August.

    The use of Precision’s premier rig has resulted in faster cycle times and significant emissions reductions due to its ability to operate on multiple forms of electric power. This early execution sets the tone for the overall development program, showcasing Prairie’s commitment to operational excellence and cost-efficient production.

    Hedging Program Locks in Strong Cash Flow

    Prairie’s strategic hedging program, executed prior to the recent pullback in commodity prices, now holds  mark-to-market “in the money” value of approximately $70 million, providing strong cash flow stability and pricing certainty for the Company.

    The program covers approximately 85% of Prairie’s remaining daily production for 2025, locking in prices at $68.27 per barrel WTI and $4.28 per MMBtu Henry Hub. For the period from 2026 through Q1 2028, the hedges secure pricing at $64.29 per barrel WTI and $4.09 per MMBtu Henry Hub. This disciplined hedge portfolio enhances visibility while mitigating market risk.

    The top 10 finalists have been selected from 1856 registration of innovative ideas after rigorous evaluation by an expert jury panel comprising industry leaders, technologists, educators, and designers. The jury includes Mr Indrajit Ghosh, Co-Founder, Eruditio; Mr Rajeev Nagar, Country Manager, Inda and SAARC, Huion; and Mr Jeffrey Cray, Co-Founder and Product Head, Squid Academy.

    1. KARNATA PARVA – Code Craft Junior (Karnataka)

    2. VIDYARTHI – Smart Learning Tablet for Kids: An Interactive and Adaptive Educational Companion (Karnataka and Andhra Pradesh)

    The young innovators have developed the Smart Learning Tablet—a low-cost, voice-assisted, interactive educational device powered by ESP8266 or Raspberry Pi. Designed with children in mind, this tablet provides a screen-free, internet-free alternative to traditional and digital learning tools that are often inaccessible due to high costs and connectivity barriers.

    3. TECH TITANS – Smart Handwriting Learning Device with Interactive Writing Assistance (Tamil Nadu)

    Blending traditional writing methods with modern technology, the Smart Handwriting Learning Device is designed to transform how children learn to write.     The 42 finalists of the Animation Film Makers Competition (AFC), held as part of the ‘Create in India Challenge Season-1’ of World Audio-Visual and Entertainment Summit 2025, were declared in the second week of April. Dancing Atoms Studios, which collaborated with the Union Ministry of Information & Broadcasting, in organizing the national level challenge since its inception, has brought out a comprehensive creative catalogue on the best 42 projects to be showcased in the WAVE Summit to be held in Mumbai from May 1-4, 2025. This unique initiative aims to connect talented creators with like-minded individuals, producers, and distributors, fostering collaborations between creators and the industry that transcend geographical boundaries. 

    These best 42 projects that came up from after a rigorous nine-month evaluation process of the competition, have shown a focus on original storytelling across the entire spectrum of animation, encompassing traditional animation, VFX, Augmented Reality (AR)/Virtual Reality (VR), and virtual production. The creative catalogue features a diverse range of innovative projects, including – 12 feature films, 18 short films, TV Series: 9 TV/Limited Series and 3 AR/VR experiences. All 42 shortlisted film projects will be showcased to industry stakeholders through this unique initiative.

    For the first time, bringing all 42 projects together in one creative catalogue is a testament to the sheer talent we have discovered, stated Saraswathi Buyyala, Founder and CEO of Dancing Atims Studios. The Waves Advisory Board, comprising industry veterans and influential figures in media and entertainment, will play a crucial role in evaluating the potential of these projects and guiding them towards production and distribution, she added. Ms. Buyyala also informed, the global revenue generated by these dynamic verticals underscores the immense potential within the animation industry. In 2024, the global animation market witnessed substantial growth. Short Films contributed an estimated $20 billion in revenue through various platforms including online streaming, festivals, while educational content is projected to reach $70 billion USD by 2032. Feature Films, which represents the largest segment, generated approximately $30 billion USD to $32.3 billion USD at the global box office and through ancillary markets. Animation TV Series experienced a boom driven by streaming services, accounting for around $512 billion USD in production and licensing revenue. AR/VR and immersive entertainment market, including AR/VR animation is a burgeoning sector. It reached an estimated USD 22.12 billion and USD 79.36 billion, with significant growth projections. AR/VR technologies are transforming sectors including gaming, healthcare, retail, education, and manufacturing, fueled by demand for immersive experiences and substantial investment. While North America holds a significant share, the Asia Pacific region is anticipated for the fastest growth, she added.

    Interdepartmental working group on festival arrangements releases latest information on cross-boundary passenger traffic estimation and arrangements for Labour Day Golden Week of Mainland  
         During the upcoming Labour Day Golden Week of the Mainland (from May 1 to 5), the Immigration Department (ImmD) estimates that around 5.71 million passengers (including Hong Kong residents and visitors) will pass through Hong Kong’s sea, land and air control points. The ImmD, in consultation with the Shenzhen General Station of Exit and Entry Frontier Inspection and other Mainland authorities, estimates that around 4.90 million passengers will pass through land boundary control points. The number of outbound and inbound passengers using land boundary control points will be relatively higher on May 3 (Saturday) and May 5 (Monday), with around 590 000 passengers and 580 000 passengers respectively.
      
         The ImmD estimates that the passenger traffic at the Lo Wu Control Point, the Lok Ma Chau Spur Line Control Point and the Shenzhen Bay Control Point will be heavy, with a daily average forecast of about 230 000, 210 000 and 150 000 passengers respectively.
      
         To cope with the anticipated heavy traffic during the festive period, the ImmD has minimised leave for frontline officers for flexible deployment and the operation of extra clearance counters and kiosks.
     
         Furthermore, the ImmD, the Hong Kong Police Force, the Customs and Excise Department and the MTR Corporation Limited will set up a joint command centre at the Lo Wu Control Point to make necessary arrangements. The ImmD will also establish close communication with Mainland authorities, including the Shenzhen General Station of Exit and Entry Frontier Inspection. To ensure a smooth passenger traffic flow, passenger conditions will be closely monitored and appropriate traffic diversion plans will be adopted when necessary.
     
         To avoid congestion and longer-than-usual waiting times for immigration clearance, the ImmD advises all land boundary passengers to plan in advance, avoid making their journeys during busy periods and keep track of radio and TV broadcasts on traffic conditions at various control points. The busy times at boundary control points are available on the website of the ImmD at www.immd.gov.hk 
         For travellers making journeys to the Mainland, the ImmD reminds them to carry their proof of identity and valid travel documents for crossing the boundary. Hong Kong residents should also check the validity of their Home Visit Permits. Non-permanent residents must carry their valid smart identity card as well as their Document of Identity for Visa Purposes or valid travel document.
     
         Holders of the acknowledgement receipt issued due to the reported loss or replacement of their Hong Kong identity cards, or children under 11 years old who hold Hong Kong identity cards, should carry a valid travel document or Re-entry Permit.
     
         About 700 e-Channels have been installed at various control points. To further enhance the clearance efficiency of control points and allow more Hong Kong residents to use the fast and convenient e-Channel service, starting from March 31, the ImmD has adjusted the applicable age for e-Channel service for holders of smart identity cards. Eligible Hong Kong permanent residents aged 7 to 10 years old, who are at least 1.1 metres tall and hold a smart identity card and a valid Hong Kong Special Administrative Region Passport, can use the e-Channels without prior enrolment for self-service immigration clearance via face recognition technology at all control points. Moreover, the Contactless e-Channel service is available at all control points now. All eligible Hong Kong residents, after enrolment, can generate an encrypted QR code through the Contactless e-Channel mobile application to enter the e-Channel and then verify their identity with the facial verification technology for automated immigration clearance.
     
         In addition, all control points have introduced self-service departures for visitors to Hong Kong (Smart Departure), which provides greater travel convenience for visitors. The service employs facial recognition technology for identity verification, which allows eligible visitors holding electronic travel documents to perform self-service departure clearance through Smart Departure e-Channels without prior enrolment.
     
         Hong Kong residents who require assistance while travelling outside Hong Kong may call the 24-hour hotline of the Assistance to Hong Kong Residents Unit of the ImmD at (852) 1868, call the 1868 hotline using network data or use the 1868 Chatbot via the ImmD Mobile App, send a message to 1868 WhatsApp assistance hotline or 1868 WeChat assistance hotline or submit the Online Assistance Request Form.
     
         The interdepartmental working group on festival arrangements is tasked with holistically co-ordinating and steering the preparatory work of various government departments for welcoming visitors to Hong Kong during the Labour Day Golden Week of the Mainland, as well as strengthening information dissemination to enable the public and visitors to plan their itineraries according to the latest situation.

    Buckinghamshire events director sentenced for Covid fraud

    Bounce Back Loan fraudster convicted following Insolvency Service investigations

    • William Blenkarn claimed he did not know he was not entitled to a second Bounce Back Loan for MJB Events Limited 

    • Blenkarn obtained double the amount of Covid support his company was entitled to as a result of his fraudulent declaration  

    • Money from the loan was then transferred to a new company Blenkarn had set up just weeks into the pandemic

    The owner of two Buckinghamshire-based events companies has been handed a suspended sentence after receiving £100,000 in Covid support funds when he was only entitled to half that figure. 

    William Blenkarn secured two Bounce Back Loans worth £50,000 each for his MJB Events Limited company, breaking the rules of the scheme which specifically stated that businesses could only have a single loan. 

    The 48-year-old then transferred £41,000 from the company’s bank account to his second business – MJB Entertainment Group Ltd – which had only been set up weeks before his fraudulent application. 

    Blenkarn, formerly of London End, Beaconsfield, but now living in Spain, was sentenced to two years in prison, suspended for 18 months, at Aylesbury Crown Court on Thursday 24 April. 

    He was also ordered to complete 200 hours of unpaid work. 

    David Snasdell, Chief Investigator at the Insolvency Service, said:

    William Blenkarn’s company received double the amount of public money it deserved due to his false declaration when applying for a second Bounce Back Loan. 

    This was taxpayers’ money and Blenkarn made matters worse by moving a significant proportion of the loan over to his new company which had only been trading for a few months.

    MJB Events was incorporated in January 2016 and was described as an events company. MJB Entertainment Group was set up in early April 2020. 

    Blenkarn told the Insolvency Service that MJB Entertainment Group was created to manage and book artists but developed into organising a range of charity events. 

    The company also described itself as providing additional services such as marquee design and wedding planning. 

    Blenkarn applied to two different banks for £50,000 Bounce Back Loans – the maximum allowed under the scheme – on behalf of MJB Events in May 2020. 

    For his second application, Blenkarn ticked the online declaration to certify that this was the only application made on behalf of the business. 

    Despite this, Blenkarn claimed he did not know that he could only apply for one loan for each company. 

    Two payments of £25,000 and £16,000 were then made to MJB Entertainment Group from the bank account belonging to MJB Events in July 2020. 

    These transactions left the MJB Events account overdrawn by around £25,000 at the time liquidators were appointed in June 2021, depriving creditors of the funds. 

    Blenkarn also breached his duties as a director by failing to deliver accounting records for MJB Events to the liquidator as he was required to do by law. 

    The Insolvency Service is seeking to recover the fraudulently obtained funds under the Proceeds of Crime Act 2002.

    Hawke’s Bay Police are investigating after shots were fired at a house on Cobham Place in Hastings early this morning.

    The incident was reported to Police at around 3am today. Witnesses reported seeing possibly two people leaving the area on a quad bike at around the same time.

    Our initial enquiries indicate that this incident is not linked to the ongoing tensions between Mongrel Mob and Black Power in Eastern District.

    We would like to hear from anyone with information which might assist our investigation. We are particularly interested in any CCTV or dashcam footage from the area at around the time of the shooting.

    A pair of alleged burglars in the middle of removing a hot water cylinder and copper piping from a Tikipunga property have been caught in the act.

    Police were alerted to a burglary at a property undergoing renovation on Thomas Street just after 9.30am yesterday.

    The homeowner reported seeing, through security cameras, two people allegedly inside the premises removing items from the home.

    Whangārei Area Prevention Manager, Senior Sergeant Dave Wilkinson, says Police were notified after two people were seen breaking into the property, which is currently under construction.

    “The Police Dog Unit, Delta, has responded and apprehended two people allegedly trying to run out the back of the property with tools.

    “One person suffered a minor dog bite as a result.

    “CCTV footage proved invaluable in this case, alerting the homeowner to the pair entering the property and allowing them to see the footage in real time.

    “CCTV is a great security measure and not only can it alert you as incidents are happening, but it is also a crucial tool in identifying offenders and providing critical evidence.”

    A 32-year-old man and an 18-year-old woman have been charged with burglary and will appear in Whangārei District Court today.

    Plenty of businesses are starting their own sustainability initiatives, but only a few large companies are taking serious steps to slowly phase out single-use plastics from their operations. Stepping up to the challenge is Okada Manila, a major player in the Philippine hospitality industry.

    The six-time Forbes 5-star integrated resort started its operations in 2016, with the aim of boosting tourism by providing a “comprehensive leisure experience” combining gaming with hotel, dining, shopping and entertainment options. This would evolve into a much bigger cause: embedding environmentally sustainable practices into the services they bring.

    “From the very beginning, sustainability has been top of mind — from planning to construction of the property,” shared Okada Manila Vice President for Hotel Operations Robert Scott.

    “Almost a decade in, we have integrated environmentally responsible practices across all facets of our operations. Sustainability is at the heart of everything we do, and we continue to develop programs through the Okada Green Heart movement.”

    The Philippine hotel industry is the largest consumer of single-use plastics in the country, according to data referenced by a 2022 journal article. Packaging alone accounts for up to 40% of a hotel’s waste stream, a harmful byproduct from manufacturers that doesn’t decompose over time.

    While over 94% of Filipinos are in favor of global caps on plastic production in the country, most are left with limited options as the problematic material continues to be cheaper for businesses.

    From plastic bottles to reuse and refill

    Okada Manila started out using single-use plastic bottles for various hotel amenities just like most businesses. This includes water bottles, shampoos and conditioners provided to guests. But with over 1,001 rooms, this translates to an immense volume of plastic waste daily.

    Acknowledging the problem, the hotel earlier removed disposable bottles carrying hygiene products in all of their guest rooms, effectively replacing it with a similar reuse and refill system. 

    “We started off with single-use plastic bottles for all of our in-room amenities: shampoos, conditioners, but we’ve removed all those,” added Robert. “Initially we moved them across to aluminium foil tubes and have now removed them completely. So we’ve got the big dispenser pumps that are in the room.”

    Plastic bottles carrying essential toiletries are usually taken home by hotel guests in the Philippines, many of which are very small in size. These are replaced by staff before the next guests arrive.

    The integrated resort likewise started to eliminate single-use plastic water bottles in their facilities. In order to do this, the Parañaque-based company recently enlisted the services of Swedish firm Nordaq to replace the harmful material with glass bottles.

    These are to be filled with filtered water directly within Okada’s property.

    “We go through thousands and thousands of plastic water bottles every month. Very soon they’ll be gone. You won’t see these around Okada Manila anymore,” exclaimed Rob while holding a single-use bottle.

    ‘Okada Green Heart’

    All of the above initiatives form part of Okada Manila’s larger campaign, Okada Green Heart. Central to the initiative are its six pillars, namely: waste management, energy efficiency, water conservation, talent and community, safety, security and welfare, and responsible gaming.

    The program is anchored on the United Nations Sustainable Development Goals, a collection of 17 objectives providing for a “shared blueprint for peace and prosperity for people and the planet.” Okada Manila says that it wants to instill the Green Heart program not only in their operations but also for the purposes of community development.

    As part of the program, on-site composting alongside other initiatives such as recycling and upcycling of old uniforms are now taking place within their premises. Rooms are also now equipped with smart systems that optimize lighting, heating and cooling based on occupancy. Okada is currently aiming for 100% LED lighting across all outlets.

    The program not only targets the above-mentioned practices but also other hospitality tasks not usually attributed to the “greening” of an establishment.

    “We use different chemicals now that are more environmentally friendly, and they also allow us to wash our laundry at a lower temperature, which saves the energy that’s normally required to heat up that water,” Robert added.

    Plastics Treaty as blueprint for business guidelines

    The Intergovernmental Negotiating Committee (INC) to develop the world’s first international treaty to combat plastic pollution is set to reconvene once again this 2025 after UN member states failed to reach a consensus in the session held in Busan, South Korea last December.

    Environmental organizations have earlier called for an ambitious treaty, calling for a global plastic production reduction of at least 75% to regulate global warming. Over 100 countries have backed a proposal to introduce global reduction targets, only to be frustrated by a handful of oil producing states such as Saudi Arabia.

    “Through our Okada Green Heart program, we can really support a strong Global Plastics Treaty,” continued Robert, emphasizing that they could use it to further their sustainability goals as a business. “We can use it to consistently innovate and make some really impactful changes.”

    Okada Manila is just one of the many signatories of Champions of Change, a growing network of progressive businesses advocating for a strong Global Plastics Treaty. The group believes that it’s possible for entrepreneurs to operate without contributing to the worsening plastic crisis — provided that steps are made to make it easier for companies to do the right thing.

    “We’re really proud and excited to be part of Champions of Change. But it’s not just us. We need everybody to be involved in it, and every single business and every single person can be involved in this project and really make a difference,” he said.

    “It’s really important for our kids’ future and for future generations that we leave this world in a better place than it was when we found it.”

    Recently, much public attention has been given to the way online wagering and its incessant promotion has infiltrated sport and our TV screens.

    Despite a 2023 parliamentary inquiry that recommended new restrictions on online (especially sport) gambling advertising, the federal government neglected to implement any of the 31 recommendations.

    This seems to have resulted from a furious and well resourced campaign by gambling’s ecosystem: wagering companies, broadcasters, sporting leagues, and others who currently drink from the fountain of gambling revenue.

    Naturally, this issue garnered a great deal of attention, as it should.

    But there’s another even bigger gambling gorilla that has steadily rebuilt its profits post-pandemic. You’ll probably find some at a hotel or social club near you.

    This is, of course, pokies: Australia’s version of slot machines.

    Australia’s major source of gambling problems

    Australians lost A$15.8 billion on pokies in 2022–23, over half of that ($8.1 billion) in New South Wales. That’s an increase of 7.6% from 2018–19 (before pandemic restrictions closed many venues or restricted operations).

    Wagering (sports and race betting) losses grew a hefty 45% over the same period, to around $8.4 billion. Even so, it remains way behind the pokies as Australia’s biggest source of gambling losses and problems.

    Casino losses dropped by 35.5%. Casinos are also poke venues, but also offer other forms of gambling. Pokies in casinos are counted as “casino” gambling in national gambling statistics, while pokies in clubs and pubs continue to be counted separately.

    A recent study found pokies responsible for between 52% and 57% of gambling problems in Australia. Wagering was estimated at 20%.

    Recent growth may have altered these a little but pokies are still responsible for half of Australia’s gambling losses.

    The gambling industry is fond of pointing out only a modest proportion of the population have serious gambling problems. That’s true, according to most prevalence studies.

    But what also has to be remembered is, most people never use pokies. In 2024, the latest population study for NSW found only 14.3% of adults used pokies at all.

    But around 18.5% of pokie users are either high or moderate risk gamblers: 35% of gamblers who use pokies at least once a month are classified as either high or moderate risk gamblers.

    And in 2010 the Productivity Commission estimated 41% of the money lost on pokies came from the most seriously addicted, with another 20% coming from those with more moderate issues. Overall, well over half of the losses.

    It’s little wonder pokie operators resist reforms.

    Why are pokies so profitable?

    The first and obvious answer to this is that there are a lot of them: they are widely accessible across Australia (apart from Western Australia, where they’re only in a single casino).

    NSW alone has about 87,500. Queensland has about half that number, and Victoria about 26,000.

    All of these are located in pubs or clubs, and in NSW they collect (on average) $93,000 per machine per year.

    Second, they’re overwhelmingly concentrated in areas where people are doing it tough. Stress and strain are common where there are pokies.

    Some people start to use them thinking they might alleviate financial woes. They don’t, of course. But they do provide an escape from the vicissitudes of daily life.

    Once sampled, that can become addictive.

    People who use pokies a lot call this escape from reality “the zone” – once you’re there, nothing matters, except staying there.

    The zone is also known as “immersion”, or “loss of executive control”: people using pokies find it very difficult, if not impossible, to stop. Once the money’s gone, reality crashes in.

    Pokies are also extremely addictive. Along with online casino games (which includes virtual pokies or slot machines), they are generally regarded as the most addictive and harmful gambling products.

    They have a host of features engineered into them, including “losses disguised as wins”, “near misses” and many others.

    They are engineered with 10 million or more possible outcomes and it is not possible for anyone to predict what outcome will come next.

    Crucially, the house always wins. In a machine where the “return to player ratio” is set at 87% (a common, completely lawful setting), the machine would retain 13% of all wagers.

    Unfortunately, few pokie users understand these characteristics.

    Can’t we rein in the pokies?

    So why do politicians resist reform?

    One reason for this is the pokie revenue that flows into government coffers.

    In 2022–23, state governments received a total of more than $9 billion in gambling taxes – 7.8% of all state tax revenue. Of this, $5.3 billion came from pokies. NSW alone got $2.23 billion from pokies, Victoria $1.3 billion, and Queensland $1.1 billion.

    The venues, of course, receive a great deal more. One of the consequences of all that money flowing into the coffers of pubs and clubs is political access and influence.

    We can, however, tame the pokies if we want to.

    Various solutions are available, including pre-commitment, generally believed to be the most likely candidate.

    This involves pokie users being required to set a limit prior to using the machines, which is now common in many countries in Europe, and has been proposed (but delayed or scuttled) in Australia for Tasmania, Victoria, and New South Wales.

    More broadly however, this has been strongly resisted by the gambling ecosystem, including parties such as ClubsNSW and the Tasmanian Hospitality Association. Their influence appears profound.

    Change is needed, urgently

    Australia’s reputation as the world’s biggest gambling losers is unenviable: we lose $32 billion on gambling products every year.

    Clearly, prohibition of gambling ads, and the termination of sports sponsorships that tie football, cricket and other major sports to gambling is needed urgently.

    But if we really want to reduce gambling problems and their extraordinary catalogue of harm, reining in the pokies is a must.

    That may take some serious effort.

He has received travel and co-operation grants from the Alberta Problem Gambling Research Institute, the Finnish Institute for Public Health, the Finnish Alcohol Research Foundation, the Ontario Problem Gambling Research Committee, the Turkish Red Crescent Society, and the Problem Gambling Foundation of New Zealand. He was a Chief Investigator on an Australian Research Council funded project researching mechanisms of influence on government by the tobacco, alcohol and gambling industries. He has undertaken consultancy research for local governments and non-government organisations in Australia and the UK seeking to restrict or reduce the concentration of poker machines and gambling impacts, and was a member of the Australian government’s Ministerial Expert Advisory Group on Gambling in 2010-11. He is a member of the Lancet Public Health Commission into gambling, and of the World Health Organisation expert group on gambling and gambling harm. He made a submission to and appeared before the HoR Standing Committee on Social Policy and Legal Affairs inquiry into online gambling and its impacts on those experiencing gambling harm.

    Running in high-range from Friday 9 to Sunday 11 May, the show promises three action-packed days of all things 4WD, caravanning, camping, boating and fishing – right here in the heart of Wanneroo.

    Well-known among adventure lovers, Ready 4 Adventure started as a popular magazine before becoming a TV series on Channel 9. Now, it’s bigger, bolder and live, designed to immerse attendees in the ultimate outdoor lifestyle experience.

    City of Wanneroo Mayor Linda Aitken said the event would be the first major outdoor adventure exhibition held north of the river, delivering exciting benefits for local residents and businesses, and an action-packed experience for people from all over Perth and beyond.

    “We’re proud to bring this fantastic event to the Wanneroo Showgrounds and showcase our City as a vibrant destination for large-scale community events,” Mayor Aitken said.

    “This is a great opportunity for locals to soak up a weekend of fun, inspiration and discovery, and for visitors to experience the incredible spirit of Wanneroo and everything we have to offer in our vibrant City.”

    The show will feature an extensive lineup of exhibitors and attractions, including:

    • Caravan and 4WD displays
    • Australia’s leading 4WD and accessory brands
    • Market alley, offering adventure gear, local products and unique finds
    • Food trucks and live cooking demos, including smoked meat specialists
    • Licensed bar area
    • Kid’s and family zone with carnival rides and entertainment for all ages.

    There will also be live demonstrations and special attractions, including:

    • 4×4 track demonstrations by YouTube personality Mad Matt and Eureka 4×4
    • The Shark 6 Stage, presented by BYD, with expert talks and cooking demos
    • Show & Shine competition for 4WD enthusiasts.
