  • MIL-OSI Global: Stormzy said Central Cee should have won rap artist of the year at the Brits – he’s right

    At this year’s Brit Awards, the annual showcase for the UK music industry, there were five nominees in the British hip-hop, grime and rap act category: Central Cee, Dave, Ghetts, Little Simz and Stormzy. It’s an award voted for by the general public, rather than the 1,200 music industry figures who make up the Brits’ voting academy.

    When Stormzy was announced as the winner, he took to the stage to claim the award should instead have gone to Central Cee (real name Oakley Caesar-Su). It was a move reminiscent of Adele’s 2017 Grammy’s acceptance speech. Adele won the album of the year award for her record, 30, but said the gong should have gone to the “artist of my life” Beyoncé, for Lemonade.

    Music genres, whether used by musicians, writers keen to describe an exciting new sound or marketing departments promoting a song, have movable boundaries. Award ceremonies (and the public response to them) frequently showcase the struggle to categorise music by genre. This was exemplified by the decoupling of the best act for pop and RnB at the Brits after a public debate around the 2023 awards.

    Stormzy has transcended the boundaries of the grime genre that he came up through. He now has international profile and can sell out arenas around the globe. Last August, his feature collaboration with Chase and Status, Backbone, provided the veteran jungle drum and bass duo with their first number one single. It was Stormzy’s fifth.

    The song was Stormzy’s only release of 2024 and, sonically, it belongs more to the Brits’ dance category than hip-hop, grime or rap. So it’s easy to see why Stormzy would seek to champion rising star Central Cee, who released two singles that firmly belong in the category in 2024. I Will climbed to number 19 in the UK national charts, and BAND4BAND, featuring American rapper Lil Baby, peaked at number four.

    For those immersed in the Black music scenes which include hip hop, grime, rap and UK drill, Central Cee has been one of the most prolific artists of the last year. Last month at the Mobo (Music Of Black Origin) awards, the artist matched Stormzy’s record as the most decorated rapper in the award’s 29-year history.

    Central Cee also became the first artist to win the Mobos’ best male act three times. After two successful mix tapes, his album Can’t Rush Greatness was released on January 31 2025 and went straight to number one in the UK and multiple charts overseas. As such it would qualify for next year’s Brit Awards in the album category.

    Breaking America

    The very recent success of Can’t Rush Greatness inevitably makes Stormzy’s award feel dated. His shout out to Central Cee as the more deserving rap artist of the year, and acknowledgement that award shows can sometimes deny people their “moments”, was very much on brand for a rap artist known for his compassionate and reflective spirit.

    It is also perhaps an acknowledgement that Can’t Rush Greatness has penetrated the US market, debuting at number nine on the Billboard 200 album chart. Central Cee seems poised to have a level of success overseas that has previously eluded Stormzy. (Although other UK artists such as Monie Love, Cookie Crew, M.I.A., Skepta, London Posse and the London-born but Atlanta-raised 21 Savage, have achieved crossover success.)

    Central Cee has managed to take the sound of UK drill (a style of rap built on lyrics about the artist’s day-to-day existence that is mostly narrated by Britain’s Black and institutionally underprivileged youth) to a mainstream audience. His music features tight production, alternating ear-worm and emotive lyrics and – like Stormzy – a charismatic persona that screams global pop star.

    Questioning Cee’s success

    At this level of success, popular music stars are positioned and made. Anyone versed in the abject anti-Black racism of the UK music industry could legitimately query why this particular rapper is being given a multi-million pound marketing push from major label Columbia Records.

    Any suggestion that Central Cee is an “industry plant” can be swatted away with video evidence that he has been honing his craft since secondary school. But the issue of colourism is harder to get away from. Central Cee has a light skin tone, from his white English and mixed Guyanese and Chinese parentage. This could be seen by the record industry as making him more marketable to white majority audiences in Europe and North America than his darker skinned peers.

    Additionally, I would argue that the music industry’s obsession of rallying behind one individual from each scene at any one time damages the health of all music. Focusing on the most popular artist of each moment is not a true reflection of the strength of music in the UK.

    There are so many artists releasing incredible projects and singles in the genre, such as Bashy, Jordy, Chy Cartier and BXKS. They would really benefit from the platforms like the Brits who typically only champion the most popular artists.

    All that said, one look at Central Cee’s TikTok account shows the outstanding work rate, discography, a commitment to developing a community across Europe, creativity, and ambition of this talented young man from Ladbroke Grove.

    As usual, Stormzy’s considered thoughts are spot on.

  • MIL-OSI United Kingdom: Traders are ‘front and centre’ of Market consultation

    Traders have been reassured they are at the front and centre of the council’s consultation on the future of Norwich Market.

    Councillor Claire Kidman, Cabinet Member for a prosperous Norwich, said: “Traders are front and centre of our consultation on the future of the market.

    “They are absolutely integral to shaping design options before we go out to wider public consultation later this year. I want to make it crystal clear that nothing has been or will be decided before the traders and the public have had their say.”

    And several improvements to the market were unveiled at a traders’ meeting last week including:

    • Upgrading roller shutters
    • Installation of CCTV to deter Anti-Social Behaviour and criminal damage
    • Upgrade of cross aisle awnings to protect public and traders in harsh weather
    • Reflective paint to reduce heat under canopies
    • Looking at ways of reducing pigeons in and around the market, with the use of non-harmful fire gel

    Cllr Kidman added: “We want to implement these measures to improve the customer experience of the market. These improvements and the consultation on new designs are part of our determination to retain the market’s iconic, historical identity and cultural strengths while making sure it meets the needs of local, national and international consumers and visitors.

    “We want people from all over the county, the UK, and beyond to come and sample the atmosphere of our magical medieval city and market.”

  • MIL-OSI United Kingdom: BLOG | How we’re tackling fly-tipping, littering, and dog fouling

    Councillor Laura Robertson-Collins, Liverpool City Council’s Cabinet Member for Communities, Neighbourhoods and Streetscene, discusses the importance of a well-staffed Environmental Enforcement team when it comes to tackling fly-tipping and littering. 

    No-one likes to see rubbish lying around on our streets. Whether it’s fly-tipped furniture, littering at the side of the road, or dog fouling in the middle of a pavement, it doesn’t belong in our city. Liverpool is an incredible place to live and visit, and we should all be proud to call it home, but illegally dropping or dumping rubbish is disrespectful and selfish. 

    Recently, we announced that we were going to crack down on fly-tipping by appointing an external team to support with enforcement across the city. The truth is, we’ve already invested a lot into preventative measures and we’re starting to see a real difference.  

    In the 2024/25 financial year, the Council invested £475,000 to employ an internal Environmental Enforcement team, which is currently made up of six people. In 2025/26, we’re investing another £475,000 to be able to double the size of that team and have more officers working within the community to help prevent fly-tipping, littering, and dog fouling.  

    These officers have been out on the streets seven days a week since they joined the Council last summer. They patrol all areas of the city throughout the day, not just the city centre. It can be easy to assume that their main role is handing out fines to people who drop waste, but there’s so much more to what they do. They inspect businesses to make sure they manage their waste correctly and work alongside Merseyside Police to conduct waste carrier licence checks and trade waste inspections.  

    What’s more, they play a crucial role in educating our communities. By engaging with residents and businesses, they raise awareness about responsible waste disposal and prevent waste from being dumped in the first place. Did you know that if you hire a private company to take away your waste without checking they have the correct licence and it gets fly-tipped, you could be held responsible? These are the sorts of messages our team is passing on to residents.  

    By working closely together, our Environmental Enforcement team and LSSL ensure that all reported fly-tipping incidents are investigated and cleared in an average of 3.8 days. 

    The numbers speak for themselves. Since June last year, our officers have engaged with 617 residential properties and businesses about waste management, issuing almost 150 warnings where needed. They’ve also handed out 106 Fixed Penalty Notices and assisted with four prosecutions. Each of these investigations take a lot of time, but by doubling the size of the team, we know that we’ll have more time and more manpower to crack down on offenders.

    From 2023 to 2024, reports of fly-tipping dropped by 5.7 per cent, and requests to clean streets decreased by 25 per cent. Their efforts, and the work of LSSL, make a tangible difference in keeping Liverpool cleaner and safer. 

    Liverpool City Council’s commitment to cracking down on illegal fly-tipping, littering, and dog fouling is unwavering. The new Environmental Enforcement Team, appointed last year, has already made significant strides in investigating and addressing these issues. With the addition of six new internal enforcement officers, we’re poised to enhance our efforts even further. 

    And there’s more good news on the horizon. An external team is set to start early this summer, providing extra support to tackle fly-tipping blighting our streets. They’ll work closely with the existing taskforce, raising awareness about correct waste management and investigating environmental crimes. 

    While we do work closely with the police to utilise our expansive CCTV network across the city, we can’t be everywhere at once.  We ask anyone who spots illegal waste on our streets to report it to us so that we can investigate. And, if you have any information to help us with our investigation, please speak out. We know that the majority of people would like to keep their streets free of rubbish.

    Four day celebrations will mark the 80th anniversary of the end of the Second World War in Europe in May

    • Commemorations will kick off on Bank Holiday Monday, which will see the Cenotaph dressed in Union flags, a Military procession and a flypast in London
    • Street parties will also be held across the country and ceremony on HMS Belfast will kick off community celebrations
    • 8 May will see a service of remembrance and thanksgiving at Westminster Abbey followed by a concert
    • Service planned to mark VJ Day and the end of the war in the Far East in August

    The 80th anniversaries of VE and VJ Day will be marked this year with a series of events and celebrations that will share stories of the Second World War generation. 

    Victory in Europe (VE Day), which takes place on 8 May, marks the Allied victory in Europe. The news resulted in millions celebrating the end of the war, with street parties, dancing and singing across the country. The war in the Far East did not end until 15 August 1945 with VJ Day (Victory Over Japan).

    The commemorations will pay tribute to the millions of people across the UK and Commonwealth who served in the Second World War, telling the stories of those who fought, the children who were evacuated, and those who stepped into the essential roles on the Home Front.

    The early May Bank Holiday will see the beginning of the events to mark VE and VJ Day 80 with events planned including a Military procession and flypast of current and historic military aircraft, the return of the poppies to the Tower of London and a nationwide call for families to delve into their lofts and discover their own Second World War stories:

    Monday 5 May:

    • To ensure the commemorations act as a point of remembrance of the millions who lost their lives in the conflict as well as a celebration of peace, the commemorations will begin in Whitehall. The Cenotaph, the nation’s focal point of remembrance, will be dressed in Union Flags for the duration of the four day commemorations, echoing the 1920 unveiling of the monument to the fallen. From Monday 5 May, it will provide a focal point for the commemorations and a place to pay silent tribute to all those who died, both at home and abroad, during the Second World War.
    • To honour and remember those who fell during the Second World War, there will be a Military procession from Whitehall to Buckingham Palace followed by a flypast of current and historic military aircraft including the famous Red Arrows.
    • The VE Day 80 commemorations will continue with a street party on HMS Belfast. HMS Belfast fired some of the opening shots on D Day in 1944 and protected Arctic convoys during the Second World War and is the most significant surviving Second World War warship.
    • Street parties, barbecues and community get togethers, supported by ideas and inspiration from The Together Coalition and The Big Lunch, will be held by communities across the country, echoing the celebrations 80 years ago as the population welcomed the end of the war.

    Tuesday 6 May:

    • An installation of ceramic poppies will return to the Tower of London to mark the anniversary. Nearly 30,000 of the original poppies from the 2014 display at the Tower, which commemorated the centenary of the First World War, will be displayed in a new installation within the walls of the fortress. This poppies installation will resemble a ‘wound’ at the heart of the Tower, which was itself bombed during the Blitz and still bears some of those scars today.  It will mark and reflect on the sacrifices made by so many during the Second World War.
    • Historic landmarks across the UK will be lit up this evening.

    Wednesday 7 May:

    • On the evening of the 7th May 1945, a newsflash announced that the following day would be Victory in Europe Day. To commemorate this important moment in the nation’s history, the Parliament Choir will host a Victory in Europe Day Anniversary Concert in the famous Westminster Hall at the Palace of Westminster, eighty years to the day that victory was declared.

    Thursday 8 May:

    • A service will take place at Westminster Abbey that will be both an act of shared remembrance and a celebration of the end of the war. It will be a moment to give thanks and to honour a generation that showed extraordinary courage and resilience.
    • The events will conclude with a concert at the historic Horseguards Parade to finish the VE Day 80 commemorations in a celebratory tone, echoing how the nation reacted to the news 80 years before. With more than 10,000 members of the public in attendance, the concert will feature stars of stage and screen and military musicians and tell the story of victory and the legacy of the Second World War in Europe.

    Friday 15 August:

    • To mark the 80th anniversary of the end of the war in the Far East, a service will take place at the National Memorial Arboretum. In partnership with the government, the Royal British Legion will lead the nation in honouring and remembering those who fought and died during the War in the Far East.

    Culture Secretary Lisa Nandy said:

    The 80th anniversaries of VE and VJ Day are important opportunities for communities to come together to pay tribute to all those who served in the Second World War and to reflect on the values that they were fighting for.

    By taking part in these significant commemorations, people across society will be able to hear our veterans’ stories first hand, to reflect and remember, and ensure that their stories of sacrifice and service are remembered for generations to come.

    Ruth Bourne, 98, a Second World War Wren working as a link in the chain of codebreakers who intercepted Nazi messages at Bletchley Park said:

    There was an electric buzz among everyone and eventually the Royals came out and waved, and we cheered like crazy waving whatever we had on us. People climbed on every available lamppost, lit bonfires in Hyde Park and we sat around singing songs. Not many went to bed that night!

    In partnership with Imperial War Museums, Letters to Loved Ones will encourage the public to delve into their family history to find letters sent by their relatives to loved ones during the Second World War. It is hoped that this will bring together first-hand testimonies from soldiers on the front line, and the women and children on the home front. Letters to Loved Ones will culminate in an event in May, bringing together school children and their families from across the UK.

    From April through 2025, Arts Council England will work with arts organisations to join with their communities and creatively commemorate, celebrate and reflect on the 80th anniversary of VE and VJ Day. Funding will also be made available through the National Lottery Community Fund Awards For All programme for organisations to bid for grants to host events, activities and projects this year for communities to come together to commemorate the war and its impact on individuals and communities across the country.

    Resources and educational material will be made available for schools and youth groups to help young people learn about the Second World War and the importance of the role played by their forebearers in securing the peace we enjoy today.

    The Royal British Legion, the nation’s largest military charity, will be making resources available for schools and local communities across the country and working through its network of membership branches to mark the anniversary.

    The commemorations will be UK wide with activities across the nations and regions. Further details on the fly past, national events and plans to mark the 80th anniversaries of VE and VJ Day across the UK, and how the public can get involved, will be announced in due course.

    80 years ago, the freedoms we enjoy today were defended by our remarkable Second World War generation.

    Our duty today is to safeguard the British values they sacrificed so much to uphold.

  • MIL-OSI Global: Convicting the innocent: how a rotten system ensures miscarriages of justice will continue

    A young man called David Lace sits in a windowless interrogation room in a Portsmouth police station. He has just been arrested over a spate of burglaries across the city. Out of the blue, in the middle of the interview he tells the detectives something extraordinary. He’s killed someone, he says. A young woman.

    He can’t live with himself anymore. The guilt is driving him mad. In the bleak little room he confesses everything. But Lace is never charged with murder. Never put on trial. Never jailed. Instead, all that happens to another man. An innocent man called Sean Hodgson. The Lace confession, along with all the forensic evidence with Lace’s DNA goes missing. Hodgson serves 27 years in prison.

    When five police officers turn up at his mother’s flat on October 20 2004, Sam Hallam knows they have made a mistake. A few days earlier a 21-year-old was stabbed to death in a street brawl. Hallam had heard about it but wasn’t there. He explains all of this to the police officers who arrest and later charge him. He explains it to the jury during his trial. No one listens. Hallam is jailed for life. He is 17 years old.

    On the night of the murder he had been in the pub with his father. There is a photo on his phone to prove it. But the phone containing the photo sits in a police evidence room for years. It sits there gathering dust as Hallam is beaten up in prison, and while both his grandmothers die. It sits undisturbed as his father Terry, struggling to deal with the imprisonment of his son, takes his own life.

    A young woman is murdered in Cardiff and eyewitnesses see a white man covered in blood leaving her flat. Three innocent men, none of them white, are later jailed for life for her murder.

    And on and on it goes.

    The Birmingham Six, the Guildford Four, Judith Ward, Stefan Kiszko, John Kamara, the Darvell brothers, the Cardiff Newsagent Three, Ivan Fergus, Sally Clark, Andrew Malkinson, the hundreds from the Post Office scandal. On and on.

    Sean Hodgson’s murder conviction is quashed after 27 years in jail.

    Hundreds and hundreds of people wrongly convicted. Lives destroyed. Families and communities blighted. Killers left free.

    But wasn’t all of this sorted out years ago? Aren’t miscarriages of justice a bit … 1980s?

    While millions might have once tuned into Rough Justice and Trial and Error to watch investigations into miscarriage of justice cases, those shows are now long gone, cancelled due to lack of interest. Even legendary investigative journalists like David Jessel packed up and moved on, admitting that the game had changed.

    They may have gone under the radar for a while but these types of cases never went away, and it now seems we’ve entered a period where there are more than ever. Perhaps the reason no one noticed is because of a relentless campaign to turn the clock back, to a time when the innocent were fair game.

    When the Birmingham Six were trying to overturn their convictions they were thwarted again and again over 16 years by a stubborn and dismissive establishment. The attitude was epitomised in the iconic judgment by Lord Denning. He refused to countenance the idea of them being innocent because that would damage the integrity of the system – and in his opinion the system needed to be protected at all costs. In his judgment Denning said:

    If the six men win, it will mean that the police were guilty of perjury, that they were guilty of violence and threats, that the confessions were involuntary and were improperly admitted in evidence and that the convictions were erroneous. That would mean the Home Secretary would either have to recommend they be pardoned or he would have to remit the case to the Court of Appeal. This is such an appalling vista that every sensible person in the land would say: It cannot be right these actions should go any further.

    For decades the “appalling vista” approach held while the injustices grew and grew. But on a bright spring morning in 1991 the whole thing exploded in a visceral, cathartic dam-burst.

    Amid chaotic scenes outside the Old Bailey the Birmingham Six were released and one of them, Paddy Hill, grabbed a microphone and unleashed a savage attack on the institutions that had taken his freedom:

    For 16 and a half years we have been used as political scapegoats. The police told us from the start they knew we hadn’t done it. They told us they didn’t care who had done it. They told us that we were selected and they were going to frame us. Justice, I don’t think the people in there have got the intelligence nor the honestly to spell the word, never mind dispense it. They’re rotten.

    A crisis was erupting that threatened the legitimacy of the entire criminal justice system. Swift action was needed and so on the very day that the Birmingham Six convictions were quashed, the government established the Royal Commission on Criminal Justice.

    Nothing it appeared, would ever be the same again.

    Out of the Royal Commission sprung a new body – the Criminal Cases Review Commission – given the sole task of investigating miscarriages of justice. The message was sent out loud and clear: the innocence crisis had now been solved and the media, the criminal justice system and the politicians needed to move on to more pressing issues.

    But while no one was looking, a silent counter-revolution was happening.

    The great rebranding

    Stealthily and relentlessly a hostile environment for victims of miscarriages was being created. The first target was to undermine the actual term “miscarriage of justice” itself. In a seminal speech in 2002 Prime Minister Tony Blair declared that “the biggest miscarriage of justice in today’s system is when the guilty walk away unpunished”.

    Blair was calling for a reappraisal of what we considered an injustice. Essentially what was being assumed was that the “innocence crisis” had been dealt with and energies should now be focused on other areas where the criminal justice system was misfiring; namely, in the effective punishment of the guilty. Tough on crime, tough on the causes of crime.

    The right wing press gleefully embraced this reframing. Newspapers like The Sun and Express, who had not concerned themselves with miscarriages of justice before Blair’s intervention, were now falling over themselves to expose these new injustices. Two headlines in the Express read: “Rapist who was free to strike again: This is a travesty, a real miscarriage of justice,” and “Don’t let them get away with murder: Proposals that would see murderers spend less time in jail are the biggest miscarriage of justice we have seen”.

    The rebranding of “miscarriage of justice” was so successful that in 2006 when The Sun asked its readers: “Do you know about a miscarriage of justice? Call us on 020 7782 4104”, it did not need to explain to anyone what it was talking about – its readers knew exactly what the paper meant. They knew it was looking for tales of “evil perverts” and “crooks” who got “soft sentences” so that it could use its “Justice Campaign to have lenient judges turfed out”.

    But the creation of a hostile environment for the innocent still had a long way to go. It was one thing to convict people – and sentence them to longer terms – the next thing was to ensure they stayed there.

    And so a concerted campaign began to strengthen the finality of convictions – essentially making it near impossible to challenge guilty verdicts. Technology helped. Since 2011, most court transcripts have been recorded digitally. But without fanfare the decision was taken to routinely delete them.

    It means that while it is possible to access full records of Victorian court cases, modern court transcripts vanish after seven years and they are eye-wateringly expensive. An MP was recently quoted £100,000 for a Lucy Letby court transcript. In the US, defendants automatically get a copy of their court records – in the UK the records are destroyed, and no one has ever really explained why.

    So if you are trying to challenge your conviction you may not have access to – or cannot afford – your court records. But what about the evidence that convicted you? We are all familiar with the US movies and documentaries that show lawyers saving prisoners from death row or prison sentences thanks to new DNA evidence. Why doesn’t that happen in the UK? Because in 2014 the Supreme Court decided that a defendant no longer has the right to access any of this evidence. It ruled:

    What is essentially sought by the claimant is access to material to enable the case to be re-investigated and re-examined. The time for that investigation and examination was the trial.

    All police forces now have a template letter in which they explain that due to this judgment they will not grant access to any evidence after conviction, and every appeal lawyer in the country has enough of these letters to wallpaper their offices.

    But what of the great promise of the CCRC – the body that was supposed to investigate miscarriages of justice? After some early successes it has been slowly hollowed out. Its budget has been slashed, its powers eroded and it has haemorrhaged talent.

    The commission that was once lauded as an example for the rest of the world is now such a shambles that when the scandal broke about the handling of the Andrew Malkinson case, who had been wrongfully imprisoned for rape, the chair of the CCRC was in Montenegro, promoting her property business. Helen Pitcher told her social media followers that she was “having an amazing time at Milos Mussels bar”. The CCRC said Pitcher was on a lunch break while working remotely from Montenegro that day and that she did not manage her own social media. Pitcher said: “The CCRC is a remote-working organisation, and I sometimes work from a property I own abroad.”

    In January, Pitcher resigned saying she had been made a scapegoat for the Malkinson affair. Those involved in criminal appeals used to laugh at how hapless the CCRC was – they are now in open despair.

    More than 1,500 people apply to the CCRC every year claiming they have been wrongfully convicted and about 97% of these applications are rejected. But there are serious concerns over the quality of the CCRC’s investigations into these cases. An inquiry in 2021 found that budget cuts and an obsession with targets had “compromised the CCRC’s ability to carry out its role effectively in all cases”.

    The handful of cases that make it through the CCRC and to the Court of Appeal face another fight against the odds – the court normally rejects at least a third of these cases.

    Victims of injustice such as members of the Birmingham Six say they would never have been freed if the CCRC had investigated their case. And if you do somehow manage to beat all the odds and overturn your conviction – like Victor Nealon – you will leave the Court of Appeal with a grand total of £89 in your pocket. It does not matter if you have unfairly spent decades in prison, if imprisonment has destroyed your physical and mental health and laid waste to your relationships and reputation. It’s still £89. There is no compensation for the stolen years, for the outrageous injustices you have suffered.

    In 2014, when the coalition government was in thrall to austerity, it was decided to restrict the payment of compensation to miscarriage of justice victims. The High Court rejected a challenge to this new law by telling a miscarriage of justice victim he was “not innocent enough to be compensated”. The public outrage over the Malkinson case shamed the Ministry of Justice into offering him compensation but he is very much the exception – 93% of applicants whose convictions have been overturned receive no money.

    Nealon and Sam Hallam took their claims for compensation all the way to the European Court of Human Rights and lost. But the judges said the current UK system for compensation was “a hurdle which is virtually insurmountable”. The hostile environment against the innocent was now complete.

    A Supreme Court’s decision in the Kevin Nunn case in 2014, which prevented him from getting access to key evidence in his case to submit to more modern forensic testing, has effectively removed any semblance of transparency over what evidence police hand over during a criminal trial. It has resulted in disclosure problems blighting criminal court cases because there is no oversight – police can act with complete impunity.

    They also know that there will be no comeback if things go wrong – no officer in any of the major miscarriages of justice cases has ever been convicted of anything. The attempt to prosecute officers in the Cardiff Three case collapsed – due to disclosure problems.

    No oversight, also means that all the old tricks are back: the overheard conversations, the jailhouse confessions, criminals blackmailed to act as witnesses, crucial evidence mislaid or withheld.

    Once someone is convicted their court records will be deleted or made unaffordable, their legal aid will be slashed and they will be denied access to any of the evidence that convicted them. Their only option will be to apply to a crumbling and aimless institution which even the legal system views as a joke.

    This is how they system wins and how the victims of injustice are betrayed. This is how you convict the innocent.

    Vividhta ka Amrit Mahotsav” is an annual cultural festival that celebrates India’s diverse heritage by showcasing the unique traditions of different regions. This year the event is being inaugurated by the President of India Smt. Droupadi Murmu on 5th March 2025 at Rashtrapati Bhawan.     The Ministry of Development of North Eastern Region (MDoNER) is organising the North East Trade and Investment roadshow in Kolkata on 7th March, 2025, starting from 10:30 a.m. onwards at Hotel JW Marriott Kolkata. The event will be graced by Dr. Sukanta Majumdar, Hon’ble Minister of State, Ministry of Development of North Eastern Region and Ministry of Education, Government of India. Shri Dharmvir Jha, Statistical Adviser, Ministry of Development of North Eastern Region along with senior representatives from North Eastern States will participate in the event.

    The roadshow is being organised in collaboration with the State Governments of North Eastern Region, FICCI (Industry Partner), and Invest India (Investment Facilitation Partner).

    Kolkata roadshow is the ninth major roadshow as part of pre-summit activities of North East Investors Summit and will be featuring presentations from representatives of the eight North Eastern states viz. Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura. These states will highlight various investment opportunities across key sectors, inter alia, including Infrastructure and Logistics, Agri & Allied industries, IT & ITES, Energy, Textiles, Handloom & Handicrafts, Tourism & Hospitality, Education & Skill, Healthcare, Entertainment and Sports.   • MIL-OSI: HUMAN Exposes BADBOX 2.0 Scheme Infecting 1 Million Off-Brand Android Open Source Project Devices

    NEW YORK, March 05, 2025 (GLOBE NEWSWIRE) — HUMAN Security, Inc., the global cybersecurity leader in disrupting bot attacks and preventing digital fraud and abuse, announced today that in collaboration with Google, Trend Micro, Shadowserver and other partners, its Satori Threat Intelligence and Research Team has uncovered BADBOX 2.0, the largest botnet of infected connected TV (CTV) devices ever uncovered and disclosed. This multifaceted operation involves backdoored off-brand and uncertified Android Open Source Project-powered devices and builds upon an earlier scheme, BADBOX, disrupted in October 2023. Satori identified more than 1 million devices that were infected in BADBOX 2.0, up from the 74,000 in the original BADBOX scheme.

    “The BADBOX 2.0 scheme is bigger and far worse than what we saw in 2023 in terms of the uptick in types of devices targeted, the number of devices infected, the different types of fraud conducted, and the complexity of the scheme,” said Gavin Reid, CISO of HUMAN. “This operation embodies the interconnected nature of modern cyberattacks and how threat actors target the customer journey and demonstrates why businesses require full-spectrum protection from the impacts of digital fraud and abuse.”

    HUMAN has been closely following the BADBOX actors and corresponding malware since the publication of the original report in October 2023. HUMAN observed updates and adaptations to the malware and followed these leads to uncover the entire operation. Researchers believe several threat actor groups participated in BADBOX 2.0, each contributing to parts of the underlying infrastructure or the fraud modules that monetize the infected devices, including programmatic ad fraud, click fraud, proxyjacking, and creating and operating a botnet across 222 countries and territories. HUMAN continues to investigate additional paths to disruption with Google, Trend Micro, other partners, and law enforcement.

If a device isn’t Play Protect certified, Google doesn’t have a record of security and compatibility test results. Play Protect certified Android devices undergo extensive testing to ensure quality and user safety. Users should ensure Google Play Protect, Android’s malware protection that is on by default on devices with Google Play Services, is enabled.”

    BADBOX 2.0 perpetuates four types of fraud:

      1. Programmatic ad fraud of multiple varieties, including hidden ads rendered by preinstalled apps and hidden WebViews launched that navigate to a collection of ad-heavy gaming sites.
      2. Click fraud, which occurs when automated traffic from infected devices visits low-quality domains and clicks on ads, draining advertiser budgets.
      3. Residential proxy node creation, in which traffic is routed through an infected device’s IP address through a network owned and operated by the threat actors.
      4. Account takeover, fake account creation, credential stealing, sensitive information exfiltration, and DDoS attacks, all perpetuated by downstream threat actors to whom the residential proxy services were sold.
         

    BADBOX 2.0 threat actors also operated over 200 re-bundled and infected versions of popular apps listed on third-party marketplaces and serving as an alternative backdoor delivery system. Satori researchers identified 24 “evil twin” apps with corresponding “decoy twin” apps on the Play Store, through which ad fraud is conducted; at its peak, the evil twin apps accounted for 5 billion fraudulent bid requests a week. BADBOX 2.0 actors operated a network of nearly 1000 ad-heavy gaming websites, which are used as a cashout mechanism.

    International kung fu star Donnie Yen, currently in Beijing with another identity — a national political advisor — said he is inspired by the animated juggernaut “Ne Zha 2” and hopes Chinese filmmakers can deliver more great Chinese content to the world.

    “Ne Zha 2” has shattered box office records since premiering during the Spring Festival, emerging as a cultural phenomenon both in China and internationally.     Thirty groups have been awarded a share of a £500,000 funding pot dedicated to supporting organisations and projects that commemorate, celebrate and educate people on the contribution of the Windrush Generation.  

    Funding will support projects to deliver an array of events across the country on National Windrush Day, 22 June, that will engage with people across generations to celebrate the legacy of the Windrush Generation and their descendants and the significant contributions they’ve made to the UK’s social, economic and cultural life.

    The funding will support organisations in delivering their projects, helping towards our Plan for Change mission of breaking down barriers to opportunity and enhancing the education of our young people.

In coming to the UK, they helped to rebuild Britain by filling the significant labour shortage as a result of the loss of life during the war. Many had also contributed to the war effort too and were veterans themselves, having bravely answered the call to support the British Armed Forces. 

    Since then, they and their descendants have become leaders and entrepreneurs, nurses and doctors, musicians and athletes – contributing to and enhancing every aspect of our national life to make Britain what it is today.

    WASHINGTON—U.S. Senate Democratic Whip Dick Durbin (D-IL) today met with his guest for President Trump’s address to the joint session of Congress, Dr. Elizabeth Sokol, a practicing oncologist and medical researcher at Ann & Robert H. Lurie Children’s Hospital of Chicago.  Dr. Sokol specializes in treating children with neuroblastoma, the leading cause of cancer death for children aged one to five.  Dr. Sokol is in the midst of conducting federally-supported clinical trials that are now being endangered by the Trump Administration’s devastating, and illegal, cuts to funding and resources at the National Institutes of Health (NIH). 
    Like Dr. Sokol, many NIH-funded researchers and institutions are facing an uncertain future because of President Trump and Elon Musk’s move to shut off critical research funding.  Illinois universities and hospitals receive approximately $1.2 billion annually in NIH funding—which supports 14,000 jobs in the state and $3.5 billion in economic activity.  Reports indicate that 1,200 NIH employees have been fired so far under President Trump and Musk’s direction—from experienced vaccine researchers and the next generation of scientists, to the Acting Director of the NIH’s Alzheimer’s and dementia program. Further, President Trump and Musk have reportedly ended a popular trainee program that brought 1,600 young scientists just out of college to the NIH’s world-renowned campus in Maryland to help run labs.

    Last week, Durbin asked for unanimous consent (UC) to pass a resolution he introduced with U.S. Senators Chris Van Hollen (D-MD) and Angela Alsobrooks (D-MD), as well as 21 other Senators, that would pledge support for NIH.  The resolution simply said that the work of NIH should not be subject to interruption, delay, or funding disruptions in violation of the law, and it reaffirmed that the NIH workforce is essential to sustaining medical progress.  U.S. Senator John Barrasso (R-WY) rejected Durbin’s UC request.
    Durbin has long been a strong advocate for robust medical research. His legislation, the American Cures Act, would provide annual budget increases of five percent plus inflation at America’s top four biomedical research agencies: NIH, the Centers for Disease Control and Prevention, the Department of Defense Health Program, and the Veterans Medical and Prosthetics Research Program. Thanks to Durbin’s efforts to increase medical research funding, Congress has provided NIH with a 60 percent funding increase over the past decade.
    Congressional Republicans have proposed deep cuts to Medicaid to fund their budget reconciliation bill, with the House Republican budget resolution calling for $880 billion in cuts to Medicaid.  Cuts of this magnitude would fundamentally alter the Medicaid program, likely reducing coverage or slashing benefits for millions of working families across the United States.  In Illinois, 3.4 million individuals are enrolled in Medicaid, including nearly 1.5 million children.  Further, in Illinois, Medicaid covers nearly half of all births, two-thirds of nursing home residents, the majority of patients with behavioral health needs, and is a lifeline for children’s and rural hospitals.

    Dr. Sokol received her medical degree from the University of Illinois School of Medicine in 2007, prior to completing her Pediatrics residency at the University of Chicago/Comer Children’s Hospital. She completed a fellowship in Pediatric Hematology/Oncology in 2017 before completing a post-doctoral program in clinical pharmacology and pharmacogenomics in 2018 at University of Chicago. Dr. Sokol subsequently became a member of the Pediatric Hematology/Oncology division at Ann & Robert H. Lurie Children’s Hospital of Chicago in September 2018.
    Dr. Sokol’s research interests involve the study of pediatric patients with neuroblastoma. As a member of the Children’s Oncology Group’s Neuroblastoma Committee, she participates in the development of new therapeutic clinical trials for patients with high-risk disease. She serves as the Children’s Oncology Group Pediatric Early Phase Clinical Trial Network site PI, bringing early phase trial opportunities to patients with relapsed or refractory disease. In addition, Dr. Sokol has worked with the Lurie Children’s pharmacogenomic steering committee to increase utilization of pharmacogenomic testing to optimize drug utilization for patients with complex pharmacology needs.

    Council CCTV operators have assisted Hamilton Police in making an arrest after providing information of a person carrying a weapon in the CBD.

    In the early hours of Tuesday 4 March, Police were alerted by Council CCTV camera operators, after a man was seen holding a weapon before getting into a vehicle.

    As officers made their way to the scene, they were further advised of critical information from camera operators including descriptions and images of the man and the vehicle.

    Thanks to this information, Police located the man a short time later at an address in Nawton.

    The man was subsequently arrested, with an offensive weapon located alongside a metal pole.

    CCTV operators are an invaluable service to both us and the community. They detect a wide range of incidents from medical events and lost property, to identifying and notifying Police of suspicious and unlawful behaviour.

    The 38-year-old man is due to appear in Hamilton District Court on Friday 7 March, charged with possessing an offensive weapon and possessing methamphetamine.

    Over the past three years, young Muscovites have begun to attend clubs and sections in the capital’s palaces and creative centers by 35 percent more often. This was reported in Department of Education and Science of the City of Moscow.

    “There are 26 creative centers in the capital, including the flagship of the capital’s supplementary education system — the Moscow Palace of Pioneers on Vorobyovy Gory. Over the past three years, interest in these institutions has grown noticeably: the number of children attending clubs has increased to 142 thousand. Children have access to over 15 thousand sections and clubs — this is a quarter more than in 2022. Each child can choose what interests them — from football and rhythmic gymnastics to robotics and circus arts,” the department’s press service said.

    For example, at the Victoria Children’s and Youth Center, Muscovites go karting. They not only learn to drive, but also study the structure of cars, master repair skills, learn traffic rules and the specifics of holding sports competitions. At the Vostochny Palace of Children’s and Youth Creativity, schoolchildren try their hand at DJing. During classes, they work with modern music equipment, master mobile applications for creating music and perform at events.

    The Moscow Palace of Pioneers has an observatory where children study astronomy. At the technical education center, they observe the sky and make their own discoveries, such as finding new stars. Since 2019, the palace’s students have discovered 77 supernovae and 126 variable stars. There is also a sculpture workshop where schoolchildren gain skills in working with tools and prepare for admission to specialized universities. In addition, there is the Vasilisa Fashion Theater. The children create complex sewing products, design, model and decorate clothes, and also participate in the development and sewing of collections for various competitions and shows.

    The full-length film “Buratino”, which was filmed at the Moskino cinema park, will be released on January 1, 2026, 50 years after the premiere of the famous Soviet musical film. The new film was filmed from September to November 2024. The music for it was written by composer Alexey Rybnikov.

    The People’s Artist of Russia created unique arrangements, inspired by the characters’ personalities. The film retains the classic compositions from the Soviet adaptation, and also adds new musical elements.

    “In most of the film we left the compositions from the Soviet film, and, for example, for the scene where Papa Carlo makes a doll, I wrote new lyrics to the music from the first film. All the other songs remained with the classic words, but one of them will sound unusual, it will be a surprise for all viewers,” shared Alexey Rybnikov.

    For the project, the Moskino cinema park built a set called “Provincial Towns of Europe” with an area of over 11 thousand square meters. The composer noted that they were made so naturally and realistically that it created the feeling of filming in a real Italian city. These are several streets with realistic buildings – a church, Giuseppe’s house, a school, a theater and others.

    Numerous streets and squares, small artistic details, fountains, niches, inscriptions – everything is worked out to the smallest detail. Alexey Rybnikov emphasized that the creation of such a site within the boundaries of Moscow is a great help and success for filmmakers.

    The site offers comfortable conditions for work, and each decoration is unique and interesting in its own way. The composer called the idea of creating a world-class cinema park in the capital fantastic.

    “The sets in the film ‟Buratino‟ are an amazing achievement of the set designers and producers who decided to do everything exactly like this. It creates the feeling that you are not in Moscow, but on the streets of Italy, where the action takes place. In general, for the film ‟Buratino‟ there were not many scenes in the pavilion, basically everything happened on the natural set, which is quite unusual. When you shoot in the pavilion, you really feel it, and here everything is natural and great. Therefore, I think that more than one project will definitely be created in the set design,” added Alexey Rybnikov.

    The fairy tale plot of the film will tell viewers how one day Papa Carlo, who dreams of becoming a father, gets a magic key. His dream comes true when a simple log turns into a smart and cheerful wooden boy Buratino. The father dotes on his creation, but Buratino feels that he is not like other children, and sets off on a journey to get to know himself better.

    The film takes much from the traditional interpretation of the fairy tale “Pinocchio”, but Buratino himself will appear before the audience in the form of a wooden three-dimensional doll, brought to life thanks to new computer technologies.

    The project’s director is Igor Voloshin, the producers are Alexander Andryushchenko, Fyodor Bondarchuk and Denis Baglai. The main roles were played by Lev Zulkarnayev, Fyodor Bondarchuk, Mark Eidelshtein, Stepan Belozerov, Anastasia Talyzina, Victoria Isakova, Alexander Petrov and other actors.

    The Moskino cinema park is part of Sergei Sobyanin’s “Moscow – City of Cinema” project and an object of the Moscow cinema cluster, which is being developed by the capital Department of Culture. The first stage of development has already been completed here: 18 natural sites, four pavilions and six infrastructure facilities have been built. Among them are the sets “Center of Moscow”, “Moscow in the 1940s”, “Vitebsk Station”, “Yurovo Airport”, “Cathedral Square of Moscow”, “Deaf Village”, “Partisan Village”, “County Town”, “Cowboy Town”, “St. Petersburg Bar” and other sites.

  • MIL-Evening Report: ‘Don’t panic, do prepare’: why it’s not too late to plan for Cyclone Alfred

    For millions of people in southeast Queensland and northern New South Wales, Cyclone Alfred will be their first experience living through a cyclone. Alfred is forecast to make landfall about 2am on Friday morning.

    I am a disaster expert based in northern Queensland, which regularly experiences cyclones. In my other role as an acting SES public information officer, I’m heading south to the Gold Coast to help residents prepare and respond.

    Here’s what I want you to know. First, don’t panic. Second, do prepare.

    Preparation has several steps. It’s important to clearly assess your specific threat. If you live near the sea, storm surges – where the sea spills inland – could be a significant threat, while flooding might pose a large risk if you live near a river – especially in the few days after Alfred passes. The highest rainfall is likely on Alfred’s southern flank from the Gold Coast down to northern New South Wales.

    Having enough food, water and medication is vital. Be ready to evacuate too, in case authorities deem it necessary. Check your local council’s disaster website, disaster apps and stay tuned to the ABC, which will run disaster alerts.

    The Bureau of Meteorology’s latest update on Cyclone Alfred’s path and likely impact, as of the morning of Wed 5th March.

    What should I do right now?

    If you’re in the danger zone, make preparations now, before the full intensity of the cyclone arrives.

    Tie down loose objects. Clean gutters to avoid overflow from torrential rain. And prepare your “go bag” – a bag of essentials you can throw in the car if authorities tell you to leave immediately. Don’t take too much – just the bare necessities.

    Buy an AM/FM radio and tune it to ABC National, as you cannot be sure mobile networks will function. Radio is a reliable way to get good information from the ABC, Australia’s designated emergency channel.

    Make sure the car is fuelled or charged. If you’ve got a generator, make sure you have fuel and the generator is positioned outside in a well-ventilated area. Water is often unreliable after disasters. Fill your bathtub or front-loader washing machine with water. Put containers of water in your freezer, to keep food cold if the power goes out and as another water source. Plan for days of power outages. Protect windows with plywood, heavy blankets or mattresses. Put a mattress between your car and garage roller door to stop it blowing in.

    Turn off gas, electricity and solar power.

    Authorities recommend using sandbags to reduce the chance of water getting in. You can get sacks from hardware stores or council-run emergency centres, if available, who also provide sand. You also need plastic sheeting.

    If there’s a shortage of sand, you can use garden soil or commercial bagged soil. If you can’t get sacks, large plastic shopping bags will do.

    Tape strong plastic sheeting around the door or low window where water might get in. This is the barrier that actually keeps water out – sandbags keep it in place.

    Fill sandbags and lay them like bricks. Lay one row, and lay the next row offset for strength.

    Sandbags are good, but they have limits. There’s little point in piling sandbags higher than about 30 centimetres. If floodwaters edge higher, water will get through.

    Many people have had the unpleasant experience of having effluent come back up through toilets during cyclones and subsequent flooding. To stop this, cover your toilet with plastic sheeting (directly on the porcelain) and put a sandbag on top for weight. Do the same for any drains where water might flow back up.

    To reduce water damage, put valuable or important items up high, atop tables or bunk beds or upstairs if you have a second storey.

    What will it be like when Alfred hits?

    When the cyclone first hits, it can be overwhelming. The sound is like a roaring jet engine.

    If you haven’t been advised to evacuate by authorities, you will be sheltering in place.

    This means finding the safest room in the house, to avoid damage from flying objects. Choose the smallest room with the fewest windows – a bathroom or a room under the stairs. Basements are very safe, but will be the first affected by water.

    As the cyclone picks up intensity, set up inside this safe room with your pets and children. Do not leave this room until you have been told it’s safe by authorities.

    At the centre of strong cyclones is the eye of the storm, which we experience as a period of sudden calm. People often make the mistake of thinking it’s over. But in fact, it’s just a brief reprieve before the intense winds pick up again. Don’t make the mistake of leaving the house – check with authoritative sources.

    Cyclone Alfred is a slow-moving cyclone, which means you might be stuck inside for a while. Be prepared to be inside your house for up to 24 hours, even after the worst has passed. This is because there may well be downed powerlines with live electricity, broken glass, falling trees and so on.

    For your children (and yourself), being in the cyclone is frightening. Young kids find the sound chilling. You can play music through headphones to help soothe them. Board games, books and puzzles can help pass the time. You will need distraction. Have a bucket in the corner for emergency toilet needs.

    Keep track of the storm and any emerging dangers through your radio and internet-enabled phone (if still functioning).

    What if I have to evacuate?

    Authorities are working to set up evacuation centres for people whose homes may not be safe. Authorities will go door-to-door to tell affected residents to leave, as well as broadcasting the information on radio and online.

    You’re more likely to have to evacuate if your house is on low-lying land near the sea, as a storm surge is likely. How much water is pushed ashore will depend on the tide, but it could be as high as 70cm above the high tide line if we’re unlucky.

    Evacuations can happen after the cyclone too. Alfred is packing a lot of rain – up to a metre in some areas. That’s very likely to cause flooding, both flash floods and rivers breaking their banks.

    If you are asked to evacuate, you can go to the house of a friend or family member if it’s on higher ground and outside the flood risk zones. Or you can go to a local evacuation centre – check your council website to see where your closest one is. Take as little as possible with you.

    Many people who choose not to evacuate do so because they’re worried about their pets. This is risky. Some evacuation centres do take pets, so check now. If they don’t, look for other options with friends and family. Staying put after an evacuation order is dangerous.

    What will happen after the cyclone?

    Cyclone Alfred brings three threats: intense winds, high seas and heavy rain.

    After the intense winds die down, the seas will be dangerous for days after Alfred. There are coastal hazard warnings for about 1,000km of coastline.

    Cyclones also often decay into tropical low weather systems, which dump heavy rain for days. This is likely.

    As you move into recovery phase, don’t relax your guard. In far north Queensland, 16 people have now died after being infected with melioidosis, a bacterium found in mud. The bug is more prevalent after heavy rainfall.

    Wear protective gear such as gloves and face masks when dealing with water-damaged goods and mud, and pay close attention to the latest advice authorities are giving.

    But remember – don’t panic. We will get through this.

  • MIL-OSI Australia: Next steps toward a sustainable community broadcasting sector

    The Albanese Government today welcomes the report of the Community Broadcasting Sector Sustainability Review, which provides findings and recommendations to government and industry on supporting this vital media sector into the future.
     
    An election commitment, the Sustainability Review forms part of the Government’s efforts to work with the sector to identify a sustainable funding basis – recognising the important role of community broadcasters in contributing to local stories and media diversity.
     
    The review was undertaken in two phases, commencing in March 2023 with an independent evaluation of the Government’s Community Broadcasting Program (CBP), followed by the release of a discussion paper in June 2024 and extensive public consultation, including with industry and sector peak bodies.
     
    The report outlines four recommendations for Government consideration across the three priority areas of CBP funding, structure and outcomes; legislative and regulatory changes; and First Nations funding and licensing.
     
    The review found a reliance on CBP funding by some community broadcasters in the face of decreasing revenue and increasing operational costs. The report identifies opportunities to make the program more effective through reconsideration of funding priorities, processes and outcomes.
     
    The report also examines potential reforms to support the sector to modernise its operations, as well as outlining specific issues and potential solutions in relation to the First Nations broadcasting and media sector.
     
    A further three recommendations are directed at industry, highlighting scope for peak bodies to offer additional assistance and reflecting the shared responsibility of government, funding bodies, sector peak bodies and community broadcasters to support the sustainability of the sector.
     
    The Government is firmly committed to ensuring Australians continue to benefit from a strong and sustainable community broadcasting sector, recently announcing an additional $27 million investment. This comprises $15 million through the CBP, including $3 million to support community television, and $12 million for the Indigenous Broadcasting and Media Program.
     
    The Government will consider the report and work with stakeholders to progress the findings.

  • MIL-Evening Report: RSF slams ‘horrific conditions’ for journalists in Gaza in wake of fragile ceasefire

    The Paris-based global watchdog Reporters Without Borders (RSF) has expressed support for Gaza’s media professionals and called on Israel to urgently lift the blockade on the territory.

    It said the humanitarian catastrophe was continuing in Gaza and hampering journalists’ work on a daily basis.

    The Israeli army had killed their colleagues and destroyed their homes and newsrooms, said RSF in a statement.

    Gaza’s remaining journalists, who had survived 15 months of intensive bombardment, continued to face immense challenges despite the ceasefire between Israel and Hamas that came into effect on 19 January 2025 with the first stage expiring last weekend.

    Humanitarian aid, filtered by the Israeli authorities, is merely trickling into the blockaded territory, and Israel continues to deny entry access to foreign journalists, forbidding independent outlets from covering the aftermath of the war and the ongoing humanitarian catastrophe.

    Exiled Palestinian journalists are also prevented from returning to the Gaza Strip.

    “We urgently call for the blockade that is suffocating the press in Gaza to be lifted,” said RSF editorial director Anne Bocandé.

    “Reporters need multimedia and security equipment, internet and electricity.

    “Foreign reporters need access to the territory, and exiled Palestinian journalists need to be able to return.

    “While the ceasefire in Gaza has put an end to an unprecedented massacre of journalists, media infrastructure remains devastated.

    “RSF continues to campaign for justice and provide all necessary support to these journalists, to defend a free, pluralist and independent press in Palestine.”

    Reporters face the shock of a humanitarian catastrophe

    • Working amid the rubble

    “The scale of the destruction is immense, terrifying,” said Islam al-Zaanoun of Palestine TV.

    “Life seems to have disappeared. The streets have become open-air rubbish dumps. With no place to work, no internet or electricity, I was forced to stop working for several days.”

    Journalists must also contend with a severe fuel shortage, making travel within the country difficult and expensive. Like the rest of Gaza’s population, reporters have to spend long hours in queues every day to obtain water and food.

    • Israeli fire despite the ceasefire

    “Entire areas are unreachable,” Al Jazeera correspondent Hani al-Shaer told RSF.

    “The situation remains dangerous. We came under Israeli fire in Rafah.”

    The journalist explained that due to an unrelenting series of crises, he was forced to choose which stories he covered.

    “The destroyed infrastructure? The humanitarian crisis? Abandoned orphans?” he wondered.

    • Witnesses and targets: the double trauma of reporters

    With at least 180 media professionals killed by the Israeli army in the course of 15 months of war, including at least 42 killed on the job, according to RSF figures, surviving journalists must face their trauma while continuing their news mission.

    Gaza media sources put the journalist death toll at more than 200.

    “We covered this tragedy, but we were also part of it. Often, we were the target,” stressed Islam al-Zaanoun.

    “We still can’t rest or sleep. We’re still terrified that the war will start again,” adds Hani al-Shaer.

    • The suspended lives of exiled journalists

    From Egypt to Qatar, journalists who managed to escape the horror continue to live with the consequences, unable to return to their loved ones and homes.

    “My greatest hope is to return home and see my loved ones again. But the border is closed and my house is destroyed, like those of most journalists,” lamented Ola al-Zaanoun, RSF Gaza correspondent, now based in Egypt.

    The Gaza bureau chief of The New ArabDiaa al-Kahlout is one of many who watched the Israeli Army destroy his house.

    “When they arrested me, they bombed and set fire to my house and car. I’ve lost everything I’ve earned in my career as a journalist, and I’m starting all over again,” he told RSF.

    A refugee in Doha, Qatar, he is still haunted by the abuse inflicted by Israeli forces during his month-long detention in December 2023, following his arbitrary arrest at his home in Beit Lahya, a city in the north of the Gaza Strip.

    “No matter how many times I tell myself that I’m safe here, that I’m lucky enough to have my wife and children with me, I have trouble sleeping, working, making decisions,” confided the journalist, whose brother was killed in the war.

    “I’m scared all the time,” he added.

    Chinese cultural elements such as trendy toys, cuisines, TV dramas, etc., are establishing a bigger presence in Thailand these years. The popularity of Chinese culture is a vivid illustration of the close bond between China and Thailand.

    In a store of China’s trendy toy maker Pop Mart in Bangkok, capital of Thailand, a customer named Ploy was selecting from an array of dolls displayed on the shelves. Each series, whether it was Labubu, Molly, or Skullpanda, left her enchanted.

    “Many of my friends love Labubu. It’s so comforting and always brings me joy,” said Ploy. She added that the Thai people are drawn to cute things. The toys of Pop Mart, featuring vibrant colors and diverse designs, strongly appeal to the young people there.

    Following the success of the Chinese animated film “Ne Zha 2,” Pop Mart’s newly-launched blind boxes of the “Ne Zha 2” series have quickly sold out. Many international fans are also eagerly anticipating its overseas release.

    Thailand’s news channel TNN commented that toy collecting has evolved from a trend in China to Thailand and beyond. It has transcended the scope of a commercial activity, becoming a modern culture that brings people together.

    In addition, Thailand has seen a surge in Chinese restaurants offering traditional dishes like Malatang, hotpot, fish with Sichuan pickles, and Sichuan-style grilled fish. The numbing and spicy Sichuan cuisine very much suits the flavor preferences of the Thai people, and are therefore highly popular in Thailand, May from Bangkok told People’s Daily Online.

    In July 2023, Thailand’s Minor Food Group opened a Sichuan-style grilled fish restaurant in Bangkok. The company’s COO said that with the diverse Chinese cuisine styles in the Thai market, the company is exploring Sichuan dishes to keep up with the growing trend of Chinese food in Thailand.

    Chinese TV series are also accelerating their global reach. Hou Xiaonan, CEO, president and executive director of China Literature Limited, said at the Asia TV Forum & Market that, “Chinese TV series have replaced US TV series and become the second most popular entertainment content in Southeast Asia’s video-on-demand market.” Last year, high-quality Chinese dramas like “Joy of Life Season 2” topped the trending charts on video platforms across Southeast Asia.

    Similarly, Chinese micro-dramas are gaining significant traction abroad. Singaporean Chinese-language newspaper Lianhe Zaobao reported that Southeast Asia is a hotspot for Chinese micro-dramas, with some Chinese companies setting up production centers in Thailand, the Philippines, and other countries. With exquisite costumes, fast-paced storytelling and dramatic twists, Chinese micro-dramas have become a favorite among global viewers and a popular medium for young audiences to explore Chinese culture.

    An exhibition about the Chinese animated blockbuster “Ne Zha 2” opened on Monday afternoon in Chengdu, capital of southwest China’s Sichuan Province, offering visitors an in-depth look at the film’s creation process.

    The exhibition, themed “Break or Lose It,” features original character sketches, iconic scenes and a milestone wall tracing the film’s record-breaking success. Director Jiaozi’s hand-drawn posters are also on display.

    After his visit on Tuesday morning, local resident Chen Jie, 28, praised the exhibition for revealing the dedication of the filmmaking team.

    “The care and passion behind every detail of the movie are truly inspiring,” said Chen, an interior designer. “The movie is a source of pride for Chengdu and a testament to the potential of Chinese cinema.”

    The exhibition also features immersive audiovisual experiences, allowing attendees to relive key moments from the film.

    Zheng He, a staff member involved in the exhibition, mentioned that the event has been warmly received by the public — with all 1,000 daily visitor slots fully booked for Tuesday and the coming weekend.

    “Ne Zha 2” has become the first non-Hollywood film to exceed $2 billion in global earnings, including presales, according to data from ticketing platform Maoyan.

    In a Senate floor speech, Durbin denounced President Trump’s pardon of January 6 insurrectionists and provides update on continued criminal misconduct of pardoned Capitol rioters
    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), Ranking Member of the Senate Judiciary Committee, today spoke on the Senate floor, providing another update on the criminal misconduct of January 6th insurrectionists since President Trump’s reckless decision to pardon them for their crimes committed during the storming of the U.S. Capitol.  The events of that day resulted in the death of five law enforcement officers and the injury of more than 140 others.
    Durbin began his remarks by recalling his experience on January 6, 2021, as insurrectionists entered the building, interrupting the constitutional proceeding of certifying the 2020 election results.
    “The Senate chamber was filled with members who were witnessing a meeting required by our Constitution where the Vice President presided over the Senate… We gathered here and counted the electoral votes to determine who was the President as a result of the 2020 election.  It’s a fairly routine undertaking, but there is some solemnity to it because the Constitution requires it… It was the same day that President Trump, leaving the office because he lost that election in 2020, had called a rally down at the end of the [National] Mall.  Thousands of people had showed up, and they decided to march on the Capitol at the President’s urging and invitation,” Durbin began.
    “That’s a day I’ll never forget.  I’ve been coming into this building since I was a college student at Georgetown years ago.  This is a special place to me.  It is not my office building.  It is the United States Capitol.  It carries with it, not only history, but a significance as a symbol.  It means something to have a mob take over the Capitol as happened that day, pushing members of the House and Senate to hide in broom closets and to leave the building for their own personal safety.  I never dreamed that would happen in the United States of America, but I lived it, it happened, and the American people know it happened because the videos are quite graphic.  They tell the story of what was going on that day,” Durbin continued.
    Following the January 6 insurrection, the Department of Justice (DOJ) prosecuted more than 1,500 individuals for their involvement in the riot.  However, on his first day in office, President Trump granted pardons and commutations for those who participated in the insurrection despite the horrific violence they inflicted upon law enforcement officers. 
    “So what happened when this new President came to office?  He [President Trump] decided that isn’t what happened at all on January 6…  He ignored the fact that 140 law enforcement officials were injured on that day protecting this building and the people in it…  He decided the people who needed our sympathy were the rioters and not the police, and so the President, as one of his first acts in office, President Trump signed the pardon of some 1,600 individuals,” Durbin said.
    Durbin continued his speech, describing the heinous acts committed by the insurrectionists since President Trump pardoned them.
    “Last week, body camera video was released depicting a traffic-related felony arrest during which a sheriff’s deputy fatally shot former January 6 defendant Matthew Huttle… The video footage confirmed that there was a struggle during the incident, during which Huttle, a January 6 defendant, raised an object that the sheriff deputy believed to be a firearm.  At the beginning of the traffic stop, Huttle can be seen on video stating, ‘I just want to let you know that I’m a January 6 defendant,’ and ‘I stormed the Capitol. I’m waiting on my pardon.’  Investigators later recovered a loaded 9 mm handgun and ammunition in Huttle’s vehicle.  Huttle was among the 1,500 individuals involved in the January 6 Capitol riot, pardoned by President Trump.  Huttle had pleaded guilty to one count of entering and remaining in a restricted building or grounds for his role in the insurrection and was sentenced to six months in prison,” Durbin said.
    “Peter Schwartz, sentenced to 14 years in prison on charges that included four counts of assaulting police officers during the January 6 attack on the Capitol.  Schwartz was seen on body camera footage spraying officers with pepper spray, wielding a baton, and prosecutors alleged that he threw the first chair at officers, creating an opening that enabled hundreds of rioters to push back the police lines,” Durbin said.  “Prior to January 6, Schwartz had amassed criminal convictions in more than four different states for crimes including domestic violence, threatening his girlfriend, and assaulting security officers.  One of Schwartz’s former girlfriends, Shantelle Holeton, a 43-year old factory worker who has voted for President Trump three times… recently told CBS News that she fears for her safety now that Schwartz has been pardoned and released.”
    Holeton reported that Schwartz persistently beat her during their months-long relationship until she called the police in July 2019, alleging that Schwartz was threatening to kill her and her son.  In reacting to Schwartz’s involvement in the insurrection, Holeton stated, “He found an opportunity to go and be violent. That man thrives on violence. He thrives on people fearing him.”
    Durbin then shared an update on Jeremy Brown, one of the last January 6 defendants remaining behind bars since President Trump’s blanket pardon.
    “Jeremy Brown… was released from the Federal Correctional Institution in Atlanta on Wednesday.  Brown had not yet been released because prosecutors did not consider one of his two criminal cases to be related to January 6 and thus covered by President Trump’s pardon; however, the Justice Department has since reversed course.  In April of 2023, Brown was convicted in Tampa, Florida, of possessing a short-barrel rifle, a shotgun, and explosive grenades, and willful retention of a national defense document, all resulting from a January 6-related law enforcement search of his residence in September 2021.  He was sentenced to 87 months in prison for those charges and released by the pardon of President Trump,” Durbin said.
    Durbin concluded his remarks by firmly denouncing President Trump’s pardons.
    “This is a horrible situation, and sadly, tragically, these are people who never should have been pardoned by the President.  They attacked the police here in this building.  They desecrated this Capitol.  They were not the victims.  They victimized innocent people who were doing their job under the Constitution,” Durbin concluded.

  • MIL-Evening Report: AI deepfakes threaten democracy and people’s identities. ‘Personality rights’ could help

    How much is your voice worth?

    It could be as little as roughly A$100. That was how much ABC News Verify recently spent to clone federal senator Jacqui Lambie’s voice – with her permission – using an easily accessible online platform.

    This example highlights how artificial intelligence (AI) apps which create a synthetic replica of a person’s image and/or voice in the form of deepfakes or voice cloning are becoming cheaper and easier to use.

    This poses a serious threat not only to the functioning of democracy (especially around elections), but also to a person’s identity.

    Current copyright laws in Australia are inadequate when it comes to protecting people if their image or voice is digitally cloned without their permission. Establishing “personality rights” could help.

    Detecting what’s fake is difficult

    Deepfake technology is able to produce content which seems increasingly real. This makes it harder to detect what is fake and what is not. Indeed, several people for whom the ABC played the voice clone of Senator Lambie did not initially realise it was fake.

    This shows how unauthorised deepfakes and voice cloning can be easily used to generate misinformation. They can also be extremely damaging to individuals.

    This was highlighted back in 2020, when one of Australia’s first political deepfake videos was released. It featured the then Queensland premier Annastacia Palaszczuk claiming the state was “cooked” and in “massive debt”.

    The video received around 1 million views on social media.

    What laws cover this?

    In Australia, defamation, privacy, image-based abuse laws, passing off and consumer protection laws might be applicable to situations involving deepfake video or audio clips. You may also be able to lodge a complaint with the eSafety commissioner.

    In theory copyright law can also protect a person’s image and voice. However, its application is more nuanced.

    First, a person whose likeness has been cloned by an AI platform often does not own the source material. This material could be an image, video or voice recording which has been copied and uploaded. Even if your image and voice is depicted, if you are not the owner of the source material, you cannot sue for infringement.

    Using Senator Lambie as an example, the ABC only needed 90 seconds of original voice recording to create the AI clone. Senator Lambie’s voice itself is not able to be copyright-protected. That’s because copyright can only attach to a tangible expression, say in written or recorded form. It cannot attach to speech or unexpressed ideas.

    As the ABC arranged, recorded and produced the original 90-second recording, the broadcaster could hold copyright in it as a sound recording. It is a fixed, tangible expression of Senator Lambie’s voice. However, unless the senator and the ABC made an agreement, Senator Lambie would have no economic rights, such as the right to reproduction, to the original voice recording. Nor would she have any rights to the clone of her voice.

    In fact, the AI-generated clone itself is unlikely to be protected by copyright, as it is considered authorless under Australian copyright law. Many AI-generated creations are currently unable to be protected under Australian copyright, due to a lack of original, identifiable human authorship.

    Moral rights – including the right of attribution (to be credited as the performer), the right against false attribution and the right of integrity – are also limited in scope. They could apply to the original audio clip, but not to a deepfake.

    What are ‘personality rights’?

    In most jurisdictions in the United States, there exist what are commonly known as “personality rights”. These rights include the right of publicity, which acknowledges that an individual’s name, likeness, voice and other attributes are commercially valuable.

    Celebrities such as Bette Midler and Johnny Carson have successfully exercised this right to prevent companies using elements of their identity for commercial purposes without permission.

    However, personality rights might not always apply to AI voice clones, with some lawyers arguing that only actual recorded voices are protectable, not clones of voices. This has led to states such as Tennessee introducing legislation to specifically address AI-generated content. The Ensuring Likeness, Voice, and Image Security Act, introduced in 2024, addresses the misappropriation of an individual’s voice through generative AI use.

    Urgent steps are needed

    There has been longstanding scholarly debate about whether Australia should introduce statutory publicity rights.

    One of the challenges is overlap with pre-existing laws, such as Australian consumer law and tort law. Policymakers might be hesitant to introduce a new right, as these other areas of the law may provide partial protection. Another challenge is how to enforce these rights if an AI-generated deepfake is created overseas.

    Australia could also consider introducing a similar law to the “No Fakes Bill” currently being debated in the US. If passed, this bill would allow people to protect their image and voice through intellectual property rights. This should be given serious consideration in Australia too.

    Deepfakes are becoming more and more common, and are now widespread during elections. Because of this, it’s important that Australians remain vigilant to them in the lead up to this year’s federal election.

    And let’s hope that whoever wins that election takes urgent steps to better protect everyone’s image and voice.
