  • MIL-OSI Asia-Pac: Cleaner Neighbourhoods With Stepped-Up Efforts In The Year Of Public Hygiene

    Singapore, 4 March 2025 – Public hygiene forms the foundation of our well-being. The Ministry of Sustainability and the Environment (MSE) designated 2024 as the Year of Public Hygiene to strengthen our sense of collective responsibility to one another, and for everyone to play a part in upkeeping good public hygiene practices. Accordingly, the National Environment Agency (NEA) stepped up efforts to improve public health outcomes in five key areas, namely:

    a) Tackling cleanliness hotspots;

    b) Tackling unhygienic public toilets;

    c) Enhancing vector control;

    d) Enhancing industry capability and leveraging technology; and

    e) Rallying the community.

    2            The year-long effort included adopting greater use of technology such as CCTVs to improve our surveillance and enforcement capabilities for littering and rat-related issues, expanding Project Wolbachia to reduce risk of dengue transmission, and adopting technologies to enhance cleaning operations. Enforcement for littering, rat-related lapses and public toilet offences were also intensified. The Public Toilets Taskforce also studied and recommended solutions to bring about cleaner public toilets.

    3            More public hygiene activities were organised, and more residents stepped up to take ownership of their estates’ cleanliness. We will build on this momentum and work with the community to keep Singapore clean for SG60 and beyond.

    Tackling cleanliness hotspots: 36 per cent reduction of litter count at hotspots

    4          While the community is generally civic-minded, littering remains a concern due to the inconsiderate actions of some. In 2024, NEA conducted about 130 enforcement blitzes at littering and smoking hotspots compared to 21 blitzes in 2023. NEA also strengthened its camera surveillance capabilities and scaled capacity to conduct up to 1,000 CCTV deployments a year, compared to 250 in 2023. At hotspots, NEA strengthened enforcement presence to increase deterrence with visible patrols, standees and CCTVs [1] . NEA also partnered community stakeholders to seek their assistance in identifying egregious offenders captured by the CCTV footage.

    5          A 36 per cent reduction in litter count has  been observed at hotspots between May and December 2024 [2]. Four hotspots – Causeway Point, Chinatown Complex, Jurong Point and Vista Point – are on track to exit from the littering hotspot list. A total of about 1,900 fines were issued at hotspots islandwide between May and December 2024. Of these, more than 700 were for littering offences[3]. 30 Corrective Work Sessions were also conducted at these hotspots.

    6            NEA will continue to address the littering situation through public education and enforcement. Residents can complement NEA’s efforts by providing feedback, including information on the identities of egregious offenders.

    Enhancing vector control: Over 1,000 enforcement actions for rat-related lapses in 2024

    7            Reducing the incidence of vector-borne diseases remains a priority. In 2024, NEA focused on upstream rat preventive measures such as promoting and enforcing proper refuse management practices and rectifying structural defects that may allow rats to access food easily.

    8          Over 1,000 enforcement actions were jointly taken by NEA and the Singapore Food Agency (SFA) against errant premises owners or occupiers, including operators of trade premises, shopping malls, and food establishments. This is almost double the 670 enforcement actions taken in 2023. Nearly half of the enforcements last year were for poor refuse management [4].

    9          NEA also successfully trialled the use of thermal cameras for rat surveillance. This complements technological solutions such as passive infrared cameras and borescopes to enhance the monitoring and management of rat activities in Singapore’s urban environment. NEA will continue to work closely with stakeholders to keep the rat situation under control. [5]

    Enhancing vector control: Project Wolbachia to benefit 800,000 households by 2026

    10          On dengue, community vigilance and innovations like Project Wolbachia have helped us to avoid major surges in dengue cases in 2023 and 2024. The Aedes aegypti population at Project Wolbachia study sites has reduced by 80 to 90 per cent, and the risk of acquiring dengue has lowered by 75 per cent.

    11        To reduce the risk of a major dengue outbreak further, NEA will expand Project Wolbachia to benefit more residents. By 2026, the project will reach 800,000 households, or about 50 per cent of all households. NEA expanded Project Wolbachia to Jurong East in February 2025, and Jurong West will soon see releases of Wolbachia-Aedes mosquitoes from April 2025. This year, NEA will trial the use of Wolbachia-Aedes mosquitoes at dengue clusters to supplement traditional control operations [6].

    12        The production of Wolbachia-Aedes mosquitoes is currently met by two separate facilities managed by NEA, and Debug by Google [7]. Besides increasing production capacity at existing facilities, we will work with the industry to develop a third facility to supplement the overall capacity.

    Enhancing industry capability and leveraging technology: Adoption of technology to enhance cleaning operations

    13          NEA is adopting more technology to enhance cleaning operations. For example, NEA is working with service providers to trial and progressively deploy drain sensors, which can send alerts when the drains are filled with leaves, or when the water level is high [8]. Beyond drain sensors, NEA will also deploy four autonomous waterway cleaning machines across Singapore.

    14          NEA has also collaborated with the National Parks Board (NParks) to trial the use of artificial intelligence that can help improve operational efficiency, such as by detecting overflowing litter bins and littered public areas. In addition, NEA will commence trials in 2025 on the deployment of autonomous pavement sweepers in selected parks. 

    Enhancing industry capability and leveraging technology: $90 million boost for Environmental Services Industry

    15         In terms of enhancing industry capability and the use of technology, a $90 million boost for the Environmental Services Industry has been made available – the Environmental Services Productivity Solutions Grant. The grant application period is open till 31 March 2027 [9].

    Tackling unhygienic public toilets: About 1,300 enforcement actions taken for public toilet offences

    16        The Public Toilets Taskforce was formed last year to study and recommend solutions to make our public toilets cleaner [10]. In 2024, NEA and SFA stepped up inspections on public toilet cleanliness. Close to 19,000 inspections were carried out, with about 1,300 enforcement actions taken against premises owners/managers. We will continue to work with our partners and support ground-up efforts to achieve our goal of cleaner public toilets.

    Rallying the community: More residents stepped up to take ownership of their estate cleanliness

    17        Community ownership is vital to keeping public spaces clean. Under the Community Auditor Programme, residents at private residential estates are recruited to conduct audits on the performance of our cleaning service providers. The pool of resident volunteers has increased from 20 in 2020 to 169 in 2024, covering 99 private estates [11].

    18        NEA is also on track to roll out the Alternate Roadside Parking Programme to 45 private estates by 2026, with 33 private estates on board so far. The programme, which facilitates the deployment of mechanical road sweepers, has resulted in 50 to 80 per cent of time savings compared to manual cleaning with brooms and trash bags [12].

    Rallying the community: Over 1,750 community activities with 127,000 participants in the Year of Public Hygiene 

    19        Over 1,750 community activities involving 127,000 participants were conducted last year by NEA and the Public Hygiene Council. NEA expanded community activities with various corporate parties, NGOs and volunteer partners to inculcate a greater sense of common ownership of public spaces [13].

    20          NEA further rolled out a series of “Behind-The-Scenes” learning journeys as part of Go Green SG and the Clean & Green Singapore Experiences programme, offering the public a closer look at the work of NEA officers conducting ground operations in littering enforcement, refuse management for effective vector control, and public cleaning performance audits. NEA will continue to partner our stakeholders and the community to keep Singapore clean.

  • MIL-OSI China: CPPCC spokesperson: China will open wider to world

    A spokesperson for the upcoming 2025 session of the Chinese People’s Political Consultative Conference (CPPCC) National Committee reaffirmed China’s commitment to open wider to the world at a press conference Monday.

    “Economic globalization is an objective requirement for the development of social productive forces, a natural outcome of technological progress and a crucial path for the advancement of human society,” spokesperson Liu Jieyi told reporters. “It is an irreversible trend of our times. China firmly stands on the right side of history, and its doors will only open wider to the world.”
    According to Liu, over the past year, China has continued to serve as the largest engine of global economic growth, accelerating the development of a new system for a higher-level open economy. It has maintained its position as the world’s largest trader in goods and second-largest import market. Significant progress has been made in the high-quality joint development of the Belt and Road Initiative (BRI), while international events such as the China International Import Expo have provided a broad platform for promoting global economic cooperation.
    “We have focused on advancing inclusive and equitable economic globalization, championing the spirit of ‘shared responsibility and mutual benefit’ and ‘harmonious coexistence,’ actively participated in global economic governance, and demonstrated the responsibility of a major country in driving global development,” he said.
    Liu stressed that China will continue to improve high-level opening up mechanisms, expand institutional openness, deepen reforms in foreign investment and outbound investment systems, optimize regional opening up layouts, refine BRI joint development mechanisms, and implement broader, wider and deeper opening up. He also stated that China will promote implementation of the Global Development Initiative and advance economic globalization toward a more open, inclusive, balanced and universally beneficial direction.
    The spokesperson then introduced the CPPCC’s work over the past year, including a focus on expanding institutional openness, optimizing regional opening up layouts, and promoting high-quality BRI development through extensive consultations. It organized thematic and biweekly forums on high-level opening up and free trade zone upgrades, conducted BRI core area inspections, and provided insights to advance opening up. The CPPCC also oversaw the implementation of key opening up measures in the 14th Five-Year Plan, offering targeted recommendations. 
    Members proposed valuable suggestions on improving free trade zone business environments, risk control, leveraging the role of Hong Kong and Macao in building a new system for a higher-level open economy, and advancing service trade innovation and cross-border data flows. Recommendations such as easing foreign investment restrictions in medical institutions and expanding pilot programs for opening up value-added telecommunications services were adopted by relevant government departments and translated into specific policies and measures, he revealed.
    “We will, as always, firmly support and participate in economic globalization, unwaveringly expand opening up, and work with countries around the world to share opportunities, create prosperity and jointly promote the building of an open world economy,” Liu said. 
    The spokesperson also hailed China’s cultural charm, which attracted global audiences and tourists during the recent Spring Festival. He noted examples such as record-breaking box office earnings and movie attendance, the cross-border integration of traditional culture and high-tech leading to a series of hit products, and the visa-free transit policy fueling a surge in travel to China, with inbound tourists increasing by 150% year on year and reaching a historic high.
    “Following the Spring Festival’s inclusion on UNESCO’s Intangible Cultural Heritage list, China now has 44 UNESCO-listed heritage projects, the most globally, showcasing the immense charm of its outstanding traditional culture,” he said, adding that this culture embodies the deepest spiritual pursuits and unique identity of the Chinese nation, serving as invaluable nourishment for its continuous growth and development.
    He added that the CPPCC, deeply focused on China’s outstanding traditional culture, has promoted its creative transformation and innovative development. Last year, CPPCC members visited Shandong, Shanxi, Henan and other provinces, conducting research at museums, heritage sites and institutions, engaging with cultural workers, and proposing suggestions to revitalize cultural heritage. They also held consultations on cultural heritage protection and modern cultural industry development, with proposals adopted by relevant departments.
    The annual session of China’s top political advisory body opened on March 4 in Beijing and will run until March 10. During the session, national political advisors will hear and deliberate reports, sit in on the third session of the 14th National People’s Congress, discuss key documents including the government work report, and participate in plenary meetings and group consultations.

  • MIL-OSI Russia: The Winter in Moscow project allowed businesses to make a name for themselves and increase sales

    The capital’s business actively supported the large-scale city project “Winter in Moscow”. Thus, it not only became a major holiday, but also offered wide opportunities and support measures for entrepreneurs. For example, the magic market of the “Made in Moscow” project united more than 500 manufacturers and placed its sites on seven tourist streets of the capital, including Arbat, Novy Arbat, Kuznetsky Most, Rozhdestvenka, as well as Tverskoy Boulevard, Stoleshnikov Lane and Bolotnaya Square. Each pavilion became a real art object – red and white knitted balls, a mini-station, a box of toys, a box of chocolates, a huge gift. In them, one could buy clothes, accessories, cosmetics, children’s toys, household goods, food products and much more.

    One of the most attractive for guests was the flagship pavilion on Bolotnaya Square, where master classes, fashion shows and ice shows were held, and a magic train also ran. During its operation, the magic market was visited by 570 thousand people, and Moscow brands sold over 50 thousand products. 10 percent of the proceeds from the market participants were sent to the charity fund “People’s Front. Everything for Victory!”

    As part of the “Come on in!” project, more than 700 organizations from various fields, such as public catering, the beauty industry, trade and education, made over 900 offers to city residents and tourists: from discounts and bonuses to free master classes, gastronomic tastings, performances and sports activities. More than six thousand people took advantage of them.

    Businessmen helped create a festive mood in Moscow by decorating the facades, shop windows and entrances of their organizations. This was facilitated by three special support measures that were launched in the capital this season. More than 5.3 thousand entrepreneurs applied for them. For example, with the help of a grant for decoration of the first 100 entrepreneurs, business owners were able to compensate for part of the costs of decorating their sites.

    In addition, a competition for the best festive decoration was held. The total prize fund was 700 million rubles. And creative teams, designers and all interested persons over the age of 18 were able to demonstrate their talents in a competition for the best project of festive and thematic decoration of a non-residential property.

    From December 26 to 29, the Central Exhibition Hall “Manezh” hosted the II Moscow Beauty Week — one of the largest events of the project. Over four days, it was visited by more than 60 thousand people, and 600 Russian companies presented their products, of which 384 were from Moscow. One of the most popular objects of the exhibition was the “Made in Moscow” stand, designed as an advent calendar.

    Residents of the capital actively formed the poster of the project “Winter in Moscow”. In total, 529 applications for holding events were received from individuals and business representatives. Most often, these were master classes (63 percent), concerts and show programs (15 percent), lectures and seminars (14 percent), and excursions (eight percent). Every fifth event took place in the Central Administrative District, and 80 percent were held in other districts.

    The Winter in Moscow project not only allowed businesses to make a name for themselves and increase sales, but also became a real winter holiday. In total, the events attracted almost 30 million residents and guests of the city.

    The Winter in Moscow project became the main event of the season, which united various events of the capital. City residents and tourists remembered traditions and history, warmed themselves with tea and hot buns, skated, watched ice shows, gave gifts to people who found themselves in a difficult life situation, and also showed care for those who needed it.

    Muscovites and guests of the capital had a huge choice of entertainment in the open air and in cultural and sports institutions. The atmosphere of winter traditions engulfed the entire city: more than 1.9 thousand sites were open.   • MIL-OSI Russia: From Childhood to Career: How the Educational Verticals Project Helps Schoolchildren Decide on a Profession

    There are kids in Moscow who have been conducting scientific research, creating smart technology and speaking at conferences since they were 13. They go to regular schools, but study from the seventh to the ninth grade under a special program of the city project “Educational verticals”It has been implemented since 2018 and helps to choose the direction of future activities in advance, to enter a specialized or pre-professional class.

    “Mathematical vertical”: for any profession

    The first in the project was “Mathematical vertical”: schools began implementing it in 2018. In 2025, more than 51 thousand children in 460 educational institutions are studying under this program.

    “The mathematical direction, perhaps the most popular, opens up the broadest prospects for teenagers. After the ninth grade, they can go to almost any pre-professional classes: engineering, IT, entrepreneurship. Knowledge of practical mathematics is necessary for athletes, art historians, and musicians,” says the curator of the “Mathematical Vertical” School No. 1502 “Energy” Galina Bezrukova.

    The main condition for admission to the vertical is to study well.     The Winter in Moscow project has ended in the capital. Almost 30 million Muscovites and guests of the city took part in it. Sergei Sobyanin summed up the results of the large-scale project in his blog.

    “Three months of festivities, almost 53 thousand events and countless impressions, smiles, cozy gatherings with loved ones and new acquaintances are behind us. I sincerely thank the organizers, artists, volunteers and everyone who helped to implement this large-scale and important project for the city – we did a great job together!” – wrote the Mayor of Moscow.

    The Winter in Moscow project united the largest festivals: Journey to Christmas, Moscow Estates, Moscow Tea Party, Moscow Maslenitsa, Chinese New Year in Moscow, Moscow Traditions, as well as popular city events: the parade of Father Frosts and Snow Maidens, Student Days in Moscow, Winter Day of Moscow Sports and much more.

    Good works

    Much attention was traditionally paid to charity. Residents and guests of the capital collected and handed over 35 thousand gifts to the Domiki Dobra (Houses of Good) of the Moscow Helps project. Warm clothes and cards with heartfelt wishes were brought for the participants of the special military operation (SVO), and toys and books were given to young residents of the new regions. Family members of SVO participants were given 30 thousand certificates for free visits to skating rinks, as well as 17 thousand tickets to New Year’s trees.

    In February, a charity day was held at the VDNKh skating rink. The proceeds from ticket sales were sent to the Konstantin Khabensky charity foundation, the Vera and Life Line hospices, and the I Am! foundation for supporting children with special needs.

    This year, a month before the official end of the “Kind Tree” campaign, Muscovites fulfilled more than 1,700 cherished wishes of the wards of 170 Moscow non-profit organizations.

    Many visited the winter charity festival “City of the Caring”, events of the volunteer project “Time of Good” and the inclusive exhibition “World without Borders” on the territory of the design factory “Flacon”, and also became Santa Clauses as part of the “Fulfill a Wish” campaign. They did not forget about four-legged animals: they collected food, shampoos and much more for shelters, including in new regions.

    Citywide festivals

    Citywide festivals were, as always, especially popular. As part of the “Journey to Christmas,” Muscovites and tourists met fairy-tale characters and heroes of their favorite Soviet comedies and cartoons, mastered folk crafts and learned to cook New Year’s dishes at master classes, competed in strength, dexterity and accuracy.

    More than 170 ice shows staged by the best Russian figure skaters took place on the venues of “Winter in Moscow”. Olympic champions and other brightest sports stars took to the ice as part of the festival. The program included performances based on favorite fairy tales (“The Nutcracker”, “Swan Lake”, “The Bremen Town Musicians”, “The Snow Queen”).

    The participants of the festival “Moscow Estates” especially remembered the park ball-performance “Theatre in a Box” in the N.E. Bauman Garden and Ostankino Park.

    The City of Light festival became a real celebration of art, mapping and New Year’s magic. Every evening the city streets turned into illustrations of favorite fairy tales. 10 architectural sites in the center of the capital were decorated with projections of iconic stories. Muscovites and guests of the capital could enjoy fantastic light canvases for almost four thousand hours.

    Last year, Muscovites loved the festival to celebrate the Chinese New Year. This year, it was extended and expanded — people could get acquainted with Chinese culture for two weeks at two dozen venues throughout the city.

    At the Moscow Tea Party festival, more than 37 thousand cups of Moscow tea were drunk. During Moscow Maslenitsa, 120 thousand portions of pancakes were eaten, and more than 270 thousand postcards were sent across the country via Winter Mail.

    “Moskino Cinema Park participated in the winter citywide project for the first time, so it prepared with special responsibility: film screenings, excursions, performances, immersive shows – one day is not enough to take part in everything. One of the most popular events was the performance “Cathedral Square” about the Time of Troubles – every screening was sold out,” said Sergei Sobyanin.

    A family space opened on the territory of the Moscow Palace of Pioneers, which was visited by more than 115 thousand people in three months. The skating rink was especially popular, as it worked continuously in any weather thanks to its artificial surface. In addition, residents and guests of the capital could visit a charity fair, go tubing and husky sledding. On weekends and holidays, the site hosted master classes, immersive performances, and an eco-farm with deer and alpacas. On the last day of winter, the site hosted a large-scale celebration of Maslenitsa.

    Another new feature of “Winter in Moscow” is the magic market of the “Made in Moscow” project. It was held on seven popular tourist streets of the capital – Arbat and Novy Arbat, Kuznetsky Most, Rozhdestvenka, Tverskoy Boulevard, Stoleshnikov Lane, and Bolotnaya Square. Each of the pavilions became a real art object. More than 500 Moscow manufacturers presented their products in them.

    In the flagship pavilion on Bolotnaya Square, one could not only buy products from Moscow manufacturers, but also participate in master classes, watch fashion shows and ice shows, and even ride a real steam locomotive. More than 570 thousand city residents visited the Magic Market, where over 3.5 thousand free themed events took place. In addition, there was a free skating rink, where more than 130 thousand people skated.

    The market became one of the key city support measures for the capital’s businesses. Thus, local brands were able to present their products on the shelves for free, selling more than 50 thousand units of goods. The market participants sent 10 percent of the proceeds to the charity fund “People’s Front. Everything for Victory!”

    Contribution of entrepreneurs

    Entrepreneurs — participants of the special project “Come on in!” — also contributed to the creation of a winter mood in the capital. They prepared more than 900 events — special offers in the form of discounts and bonuses and free gastronomic and creative master classes, performances, and sports. More than six thousand residents and guests of the city took advantage of the offers of the capital’s businesses.

    The 2nd Moscow Beauty Week was held in the Manezh Central Exhibition Hall. Over 60,000 people visited the event over the course of four days, and over 600 Russian companies presented their products, 384 of which were from the capital. One of the main stands at the exhibition was the Made in Moscow stand, designed as an advent calendar. Over 50 capital brands presented their unique products, and visitors could buy souvenirs, take part in themed master classes, and make gifts with their own hands.

    The festive atmosphere in Moscow was created by businessmen who decorated the facades, shop windows and entrances of their organizations. To support such enterprises, a competition for the best winter decoration was held, and a grant for decoration was provided for the first 100 entrepreneurs, within the framework of which businessmen were able to compensate part of the decoration costs. Most of the applications came from companies in the catering sector. In addition, creative teams, designers, as well as citizens over 18 years old were able to show their talents in a competition for the best project of festive and thematic decoration of a non-residential property.

    Events in the parks

    Immersive performances, ice shows and culinary master classes were organized for visitors in the capital’s parks. Interesting events were held here all winter, including the “Tasty Frosts” gastrofestival, the “Snow and Ice” festivals, “Blue Light”, “Hipsters” and much more. Three thousand people took part in the “Mandarin” New Year’s competition.

    We tried to please little Muscovites with New Year’s performances at Gostiny Dvor. The program was not limited to a musical performance, but also unfolded in a specially created space “Detstvograd” in the foyer around an 11-meter fir tree. More than 300 artists, equilibrists and animators took part in the Mayor’s tree.

    More than 600 tons of Ural ice were brought to Moscow for the Snow and Ice festival. Sculptures, light installations and art objects appeared in the city, creating a fairy-tale atmosphere. The central object of the festival was the Ice Castle of Wonders in the Muzeon Arts Park. This is a huge structure with multi-level slides, on which more than 75 thousand guests rode.

    Outdoor sports

    “Frosty weather is not a reason to deny yourself the pleasure of doing sports. And although winter did not spoil skiers with snow this year, skiing was still possible thanks to our artificial snow-covered slopes in Luzhniki, Bitsa Park, on the territory of Grebnoy Canal and in other places. The ski slopes, including those on Vorobyovy Gory, Novo-Peredelkino and Sevastopolsky Prospekt, were also popular,” the Moscow Mayor emphasized.

    For ice skaters, the city was a real paradise. One of the largest skating rinks, Luzhniki, hosted more than 100,000 people this winter season.

    As part of the Winter in Moscow project, master classes by famous figure skaters were held at the skating rinks. In total, more than 1.2 thousand people took part in them.

    Muscovites could assemble their own team or simply come to one of the 10 capital parks and enjoy the spirit of folk winter competitions, playing Russian hockey in felt boots, snow darts or curling as part of the new family sports festival “Moscow Traditions”. More than 100 thousand people took part in it.

    The winter season of the My Sports District project brought together 60,000 outdoor sports enthusiasts. Professional trainers conducted more than 5,800 skating, skiing, and fitness training sessions.

    A large-scale program was presented at the city’s largest skating rink at VDNKh, which could accommodate up to five thousand people at a time. Here, you could not only hone your skills, but also watch ice shows, participate in theme parties, morning exercises, night skating, and visit a children’s skating school. New features included stands for spectators, an ice arena for hockey and laser tag, a bar counter, and an expanded food court.

    From the end of November to the beginning of March, more than 120 events were held at the skating rink, and almost half a million people became its guests. In addition, during the New Year holidays, VDNKh guests could immerse themselves in the magical atmosphere at the New Year’s fair behind pavilion No. 58.

    Get to know the city better

    The new winter season was the augmented reality game “Winter in Moscow” based on the Russpass mobile app. Walking around the city, getting to know the sights and catching cartoons with the help of smartphones was enjoyed by both children and many adults – players visited the capital’s iconic places more than 730 thousand times.

    It was also possible to get to know Moscow or take a new look at it on excursions of the project “Heritage Around Us”. One of its features was the use of virtual reality glasses. Participants of the excursions could travel into the past and see the interiors of Moscow estates and other historical buildings, usually closed to visitors.

  • MIL-OSI Security: Man guilty of murdering Shaquille Graham in Catford

    A man has been convicted over a fatal shooting in Catford, following an investigation by the Metropolitan Police Service.

    On Monday 3 March, a jury at the Old Bailey found Tyler Roberts-Emmanuel, 19 (13.10.05), of no fixed address, guilty of the murder of 30-year-old Lewisham resident Shaquille Graham. He was also found guilty of possession of a firearm with intent to endanger life.

    Roberts-Emmanuel will be sentenced at the same court on 4 April.

    Detective Chief Inspector Alison Foxwell, from Specialist Crime South, said: “This case presented all the hallmarks of a targeted attack. The killing was carried out in a busy street in the early hours, as Shaquille Graham and others left a nightclub. Roberts-Emmanuel had been lying in wait until he sighted Shaquille. Roberts-Emmanuel then rode up on a high powered e-scooter and shot Shaquille in the back of the head before fleeing the scene”.

    “Our thoughts at this time are with Shaquille’s family and loved ones, although nothing can bring him back, we hope that this verdict offers some closure in the form of justice.”

    An investigation was launched following the attack which took place shortly before 04:30hrs on Sunday, 10 March, 2024. Police were called to Catford Broadway, following reports of a shooting – they found 30-year-old Shaquille lying on the pavement. Despite the efforts of first responders, he was pronounced dead at the scene just after 05:00hrs.

    Through extensive enquiries, including utilising CCTV, detectives from the Met’s Specialist Crime Command identified Roberts-Emmanuel as the person responsible and tracked his e-scooter to an address in Linden Grove, Southwark. Further enquires revealed evidence of Roberts-Emmanuel taking possession of a firearm just two days prior to the killing.

    Roberts-Emmanuel was arrested in Camberwell on Thursday, 21 March and was charged two days later with murder and possession of a firearm with intent to endanger life.

  • MIL-OSI Security: Man guilty of murdering Shaquille Graham n Catford

    A man has been convicted over a fatal shooting in Catford, following an investigation by the Metropolitan Police Service.

    On Monday 3 March, a jury at the Old Bailey found Tyler Roberts-Emmanuel, 19 (13.10.05), of no fixed address, guilty of the murder of 30-year-old Lewisham resident Shaquille Graham. He was also found guilty of possession of a firearm with intent to endanger life.

    Roberts-Emmanuel will be sentenced at the same court on 4 April.

    Detective Chief Inspector Alison Foxwell, from Specialist Crime South, said: “This case presented all the hallmarks of a targeted attack. The killing was carried out in a busy street in the early hours, as Shaquille Graham and others left a nightclub. Roberts-Emmanuel had been lying in wait until he sighted Shaquille. Roberts-Emmanuel then rode up on a high powered e-scooter and shot Shaquille in the back of the head before fleeing the scene”.

    “Our thoughts at this time are with Shaquille’s family and loved ones, although nothing can bring him back, we hope that this verdict offers some closure in the form of justice.”

    An investigation was launched following the attack which took place shortly before 04:30hrs on Sunday, 10 March, 2024. Police were called to Catford Broadway, following reports of a shooting – they found 30-year-old Shaquille lying on the pavement. Despite the efforts of first responders, he was pronounced dead at the scene just after 05:00hrs.

    Through extensive enquiries, including utilising CCTV, detectives from the Met’s Specialist Crime Command identified Roberts-Emmanuel as the person responsible and tracked his e-scooter to an address in Linden Grove, Southwark. Further enquires revealed evidence of Roberts-Emmanuel taking possession of a firearm just two days prior to the killing.

    Roberts-Emmanuel was arrested in Camberwell on Thursday, 21 March and was charged two days later with murder and possession of a firearm with intent to endanger life.

  • MIL-OSI China: Over 40 lost cultural relics, artifacts return to China from US

    China’s National Cultural Heritage Administration on Tuesday received 41 cultural relics and artifacts, which were illegally exported from China, from the Manhattan District Attorney’s Office in New York.

    The items include pottery, jade, bronze ware and Buddhist artifacts. Among them is a bronze “money tree” with a ceramic base and a pottery figurine of an entertainer.

    According to preliminary assessments, these artifacts date from the Neolithic period to the Qing Dynasty (1644-1911) and hold significant value. 

    On Jan. 14, 2009, China and the U.S. signed the first intergovernmental memorandum of understanding to prevent the illegal import of Chinese cultural relics into the U.S., which was subsequently renewed in 2014, 2019 and 2024.

    Since the signing of the memorandum, 594 lost cultural relics and artifacts have been returned from the U.S. to China in 20 batches.

    Hong Kong entertainment conglomerate Emperor Group opened a flagship cinema in Beijing on Friday, signaling confidence in the Chinese film market while aiming to boost cultural exchanges.

    The cinema is located in Taikoo Li Sanlitun, a trendy shopping area in the capital known for international brands. This marks Emperor Cinemas’ second Beijing location, following its existing venue at the Emperor Group Centre.

    The grand opening was attended by Albert Yeung, chairman of Emperor Group; Fu Ruoqing, chairman of China Film Group; Mani Fok, chief executive officer of Emperor Entertainment (Beijing) Limited; and Ma Zedan, general manager of Taikoo Li Sanlitun, along with top executives from Swire Properties. The event drew a star-studded lineup of guests, including acclaimed film directors Zhang Yimou, Feng Xiaogang and Guan Hu, as well as renowned actors Jackie Chan, Ge You, Zhang Guoli, Nicholas Tse and Liu Yase.

    Yeung emphasized his company’s confidence in the Chinese film market during the grand opening. The high-end cinema, equipped with advanced projection technologies like IMAX and Dolby, has operated in a soft opening phase since late last year, consistently attracting sizable audiences. Attendance surged during the recent Spring Festival holiday when “Ne Zha 2” broke records to become the highest-grossing film of all time in China and the highest-grossing animated film ever worldwide.

    The company says the cinema will serve as more than just a venue for watching films by functioning as a platform for cultural exchange. The facility plans to host movie premieres, director meet-and-greets, and fan gatherings to promote the dissemination and exchange of film culture, making cinema more accessible to broader audiences.

    The Beijing location features Emperor’s new dining brand, Cinebites, allowing moviegoers to enjoy food options without leaving the venue. Spanning 6,076 square meters, the facility houses seven screening halls, accommodating up to 1,001 guests.

    Mayor Cr Andrea Metcalf said it was a huge scoop for Bendigo Art Gallery to have secured the exclusive Frida Kahlo exhibition.

    “This major exhibition has never been seen before in Australia, and only rarely shown internationally. It comes direct from Mexico’s Museo Frida Kahlo and features the iconic artist’s personal items including her fashion collection, make up, accessories, photographs, drawings and two celebrated paintings,” Cr Metcalf said.

    President Lai attends 2024 Asia Democracy and Human Rights Award ceremony
    On the morning of December 10, President Lai Ching-te presented the 2024 Asia Democracy and Human Rights Award to Bangladesh-based human rights organization Odhikar. In his remarks, President Lai recognized Odhikar’s dedication to promoting the human and political rights of the citizens of Bangladesh and courageously forging ahead in the pursuit of democracy and human rights. The president emphasized that defending democracy requires all the strength we can muster. He stated that the government of Taiwan will continue its efforts to strengthen Taiwan’s ability to defend democracy, and deepen partnerships with various countries to make global democracy more resilient. A translation of President Lai’s remarks follows: First, on behalf of the people of Taiwan, I want to offer sincere congratulations to Bangladesh-based human rights organization Odhikar, winner of the 2024 Asia Democracy and Human Rights Award. The Taiwan Foundation for Democracy (TFD) upholds that in Taiwan, human rights are a pillar of the nation. The TFD established the Asia Democracy and Human Rights Award in 2006, and thanks to the leadership of its successive chairmen and presidents, this award has now become one of Asia’s highest honors. And under the leadership of Chairman Han Kuo-yu (韓國瑜), it will continue to strengthen Taiwan’s links with the world. This award recognizes individuals or groups that have promoted democracy and defended human rights in Asia, and also conveys the values that Taiwan upholds. Recipients of this award, just like Odhikar, have fought valiantly for freedom and human rights. Since its founding in 1994, Odhikar has been dedicated to promoting the human and political rights of the citizens of Bangladesh. The organization not only provides oversight and promotes accountability, but also publishes an annual human rights report that exposes neglected human rights abuses, so that unjust practices hidden in darkness can be brought to light. Members of Odhikar’s team have long faced severe difficulties while conducting human rights work, including harassment, imprisonment, and surveillance. Nevertheless, all have maintained an indomitable fighting spirit, courageously forging ahead in the pursuit of democracy and human rights, which is truly admirable. Taiwan, like Bangladesh, has experienced the suppression and coercion of authoritarian rule. But thanks to the dedication of many democracy activists and defenders of human rights, the people of Taiwan now enjoy a free and democratic way of life, and can use their ballots to determine the future of their own country. Taiwan is now a vibrant democratic society on the frontline of the defense of democracy. In recent years, disinformation and cognitive warfare have become challenges for all democracies. Through the Global Cooperation and Training Framework (GCTF), Taiwan has continuously expanded cooperation with various partner countries, exchanging experiences and strategies to counter disinformation. In September this year, for example, a GCTF overseas workshop was held in Lithuania for the first time, exploring how to deal with foreign information manipulation and interference during elections. Looking ahead, the government of Taiwan will continue its efforts to strengthen our ability to defend democracy, and deepen our partnerships with various countries to make global democracy more resilient. I also want to emphasize that defending democracy requires all the strength we can muster. So today, on Human Rights Day, I am honored to congratulate Odhikar in person, and thank you all for sharing your ideas and experiences with Taiwan’s society to forge an even greater force for progress. I look forward to a world with more civil society organizations like Odhikar to strengthen the bulwarks of freedom and human rights, and I firmly believe that into the future, your courageous convictions will be carried forward here in Taiwan.     President Tsai attends 2024 Human Rights Press Awards ceremony

In her remarks, President Tsai thanked the media for reporting on and bringing awareness to many important human rights issues. The president stated that Taiwan remains committed to advancing human rights. In 2019, she said, Taiwan became the first Asian country to legalize same-sex marriage, and in the following year, we established the National Human Rights Commission to better monitor and secure human rights protections at home. The president also stated that in 2022, Taiwan rolled out our first National Human Rights Action Plan, and in February, the Executive Yuan passed the UN International Convention for the Protection of All Persons from Enforced Disappearance, marking another major milestone for Taiwan’s human rights development, achieved by our people and government working together. President Tsai stated that Taiwan now is rated as one of the freest countries when it comes to press freedom, and is an important hub for international media. This growing presence of international journalists, she said, is evidence that Taiwan is a country where transparency, freedom of expression, and easy access to information are ensured. The president said she is looking forward to Taiwan continuing to be the home for free press in Asia, and that Taiwan will continue to stand up for democracy, freedom, and human rights, and endeavor to build a world where all can live in dignity. I am also happy about the fact that this event is being held in Taiwan for the very first time.  Your presence here is testament to Taiwan’s hard work on safeguarding media freedom and human rights. This event is also a demonstration to the world just how deeply Taiwan values these important pillars of democracy. I would like to thank the organizers of this event: Human Rights Watch, the Walter Cronkite School of Journalism and Mass Communication at Arizona State University, the foreign correspondents’ clubs of Taiwan and Thailand, and the Reynolds Center for Business Journalism. I applaud you for taking up this important mission of maintaining this award at a time when journalists are under unprecedented pressure and repression in carrying out their duties.  Tonight, I want to congratulate the recipients of the Human Rights Press Awards.  Congratulations to you all, and thank you for reporting on, and bringing awareness to many important human rights issues.  This includes the persecution of religious minorities in Myanmar, the rising number of suicides among Afghan women living under Taliban rule, and the Chinese government’s treatment of White Paper protesters, who stood up against COVID-19 lockdowns.  In an era of rising authoritarianism, with an increasing number of autocratic leaders and disinformation campaigns, your role as journalists in exposing the truth is more critical than ever. And through a variety of forms, such as writing, photography, video, audio, and multimedia, your courage and effort not only inspire us. You also help raise awareness in the international community, and prompt us to take action to tackle these pressing human rights issues. More importantly, by exposing injustices, you give hope to those whose stories that you told.  In Taiwan, we experienced the injustices of authoritarian rule, under nearly four decades of martial law. Some even sacrificed their lives for media freedom. Through our hard work, Taiwan now is rated as one of the freest countries when it comes to press freedom. In Freedom House’s report on Freedom in the World this year, Taiwan scored 94 out of 100. Under the Civil Liberties category, Taiwan received a perfect score for Freedom of Expression and Belief. Our news media is described as “generally free, reflecting a diversity of views and reporting aggressively on government policies.” Of course, in a critical way. According to the Economist Intelligence Unit’s Democracy Index 2023, Taiwan ranked 10th in the world and first in Asia, and was one of only 24 countries in the world evaluated as a “full democracy.” And, in this year’s World Press Freedom Index by Reporters Without Borders, Taiwan ranked 27th in the world, rising eight spots from last year. Despite these achievements, in recent years, there have been authoritarian forces targeting the freedom we have worked so hard to achieve. We found that there are constant attempts from authoritarian forces to influence our media environment. There are also well-funded, large-scale disinformation campaigns making extensive use of internal and external propaganda to influence Taiwan’s democracy. The freedoms enjoyed by Taiwanese citizens on the internet, media, and social media are now being utilized to erode Taiwan’s democracy.  Eleven years in a row, Taiwan has exceeded every other country in the world, on the amount of false information disseminated within its borders by other governments, according to the research by V-Dem. There are several goals of such campaigns. They want to further polarize our society, pitting citizens against one another. They also want to erode trust in democratic institutions and government officials. They aggressively promote the narrative that democracy is chaotic and inefficient. Such disinformation campaigns have become one of the most difficult challenges for democracies like Taiwan. Moreover, the rise of AI has benefited all of us. On the other hand, this rise has also allowed disinformation to be generated and distributed at an unprecedented rate. This makes deterring it much more difficult. This also makes defending our right to know the facts all the more important.  A democracy has limited means to deal with disinformation campaigns. This is out of the concern of causing harm to freedom of speech, if measures are taken to limit, restrict, or control the free flow of information. In Taiwan, in order to counter disinformation campaigns, we encourage all parts of our society to act together. As timeliness and transparency are keys to an effective defense against disinformation, the Taiwanese government holds news briefings and releases real-time official clarifications on a regular basis. Taiwan’s vibrant civil society also contributes quite a lot to combat disinformation. Some publish thoroughly researched and detailed reports on disinformation campaigns. They also identify playbooks on authoritarian information manipulation. This is accompanied by media literacy lesson plans and offering education to citizens. The civil tech community has also developed chatbots for chat applications to make fact-checking much easier.  Other than countering information warfare from authoritarian regimes, Taiwan remains committed to advancing human rights. In 2019, we became the first Asian country to legalize same-sex marriage. The following year, we established the National Human Rights Commission to better monitor and secure human rights protections at home. And in 2022, we rolled out our first National Human Rights Action Plan, with the aim of continually improving human rights standards. Although Taiwan is not a member of the United Nations (UN), we have voluntarily incorporated six international covenants on human rights into domestic law, and issued national reports on their implementation.  In February, the Executive Yuan passed the UN International Convention for the Protection of All Persons from Enforced Disappearance. This marked another major milestone for Taiwan’s human rights development, achieved by our people and government working together. As the result of our work on safeguarding freedom, Taiwan is now an important hub for international media. In recent years, we have received increasing numbers of resident correspondents and visiting journalists from international media agencies. As of last month, Taiwan is home to 176 correspondents from 86 media outlets originating in 22 countries – this is roughly double the figure from 2016. This growing presence of international journalists is evidence that Taiwan is a country where transparency, freedom of expression, and easy access to information are ensured. I am proud and looking forward to Taiwan continuing to be the home for free press in Asia. Despite the new and growing challenges in the region, Taiwan will continue to stand up for democracy, freedom, and human rights. Now more than ever, it is essential that we unite and support one another, as we address these challenges together and endeavor to build a world where all can live in dignity. I want to close by thanking you all again for joining me to honor the recipients of the Human Rights Press Awards.     President Tsai delivers remarks at International Holocaust Remembrance Day event
    On the afternoon of April 17, President Tsai Ing-wen attended an International Holocaust Remembrance Day event and delivered remarks, in which she said that unity is imperative in combating hatred and developing understanding. The president stated that as we are confronted with the growing threats of terrorism and authoritarianism, Taiwan has been taking initiatives, through collaboration with our international partners, to enhance regional religious freedom, to fight against discrimination, and to promote equality. She stated that Taiwan will continue to be a strong advocate for human rights and democracy, so we can leave the world a better place for future generations. Upon arrival, President Tsai took in a musical performance and watched as a rabbi recited a prayer before joining other distinguished guests to light candles in memory of the Holocaust’s victims. A transcript of President Tsai’s remarks follows: I would like to begin by thanking the Israel Economic and Cultural Office (ISECO) in Taipei, the German Institute Taipei, the Ministry of Foreign Affairs, and the Taiwan Foundation for Democracy for co-organizing this important event. We must also be reminded that there are still countless people who continue to suffer at the hands of authoritarian regimes and dictatorships, just because they are of different ethnic origin, gender, sexual orientation, religion, or political ideology. In other words, there is still much work needed to be done. In the pursuit of justice and truth, we can learn from Israel and Germany – Israel in its efforts to preserve the historical accounts of the Holocaust, especially its victims, and Germany in its courage to face the past.  In Taiwan, we have been working to ensure that we address the injustices of the past and uncover the truth of atrocities in the authoritarian era. In addition to the annual commemoration of the 228 Incident, my government has built a solid foundation for the realization of transitional justice. We elevated transitional justice as a priority at the highest government level. The Executive Yuan established government bodies to further emphasize the values of transitional justice in policy implementation. The newly amended Political Archives Act came into effect this year, on the 77th anniversary of the 228 Incident. This is an important element in my government’s effort to restore truth in the pursuit of transitional justice. We hope this will further help bring some closure and comfort to the victims of the White Terror era and their families. Even though we have come quite a long way on upholding human rights and fighting against bigotry, the world must continue to confront antisemitism and authoritarian aggression. We are also seeing the horrifying effects of such aggressions in Ukraine and in Hamas’ terroristic attack on Israel. This is why we stress the importance of working alongside the international community to safeguard what we fought so hard to achieve, that is, democracy, freedom, equality, and peace. As part of our collaborative efforts, starting from 2021, the Israel office here, our Ministry of Education’s human rights resource center, and Yad Vashem, Israel’s World Holocaust Remembrance Center, co-organized workshops and held traveling exhibitions to raise awareness on the history of the Holocaust. We also continue to donate to Yad Ezer Lechaver, an NGO that works with our representative office in Tel Aviv, to help provide daily necessities to Holocaust survivors. Through collaboration with our international partners, Taiwan has been proactively taking initiatives to enhance regional religious freedom, to fight against discrimination, and to promote equality. Taiwan will continue to be a strong advocate for human rights and democracy. History has taught us time and again that unity is imperative in combating hatred and developing understanding. As we are confronted with the growing threats of terrorism and authoritarianism, it is even more important that we work together, so we can leave the world a better place for future generations. We owe it to the memory of those who lost their precious lives to a tragedy like the Holocaust and those who sacrificed themselves to protect the value of democracy. We should also remind ourselves to remain vigilant, while we reaffirm our vow to not let this tragedy happen again. In closing, I want to thank everyone for taking part in this meaningful event, and for keeping the names and stories of the victims of the Holocaust living in our memory.     President Tsai attends ceremony marking 77th anniversary of 228 Incident
    On the morning of February 28, in Chiayi County, President Tsai Ing-wen attended the nation’s main memorial ceremony marking the 77th anniversary of the 228 Incident. The president offered a floral wreath in memory of the victims, and stated that over the past eight years the government has worked systematically to advance work in transitional justice, pointing out that it has completed four fact-finding investigation reports to restore historical truths and has helped victims to restore their reputations and receive compensation. She said that nearly 2,000 applications for compensation have been accepted for processing, and the government has already paid out a total of more than NT$4 billion in compensation. The government’s effort last year to pass an amendment to the Political Archives Act saw support from both the ruling and opposition parties, she said, and that amendment enters into force today. The president emphasized that transitional justice is not intended to be directed at any particular political party. Rather, she said, it is that the government in a democratic system must take responsibility for illegal acts committed by the state during an earlier period of authoritarian rule and make amends for past harms. She said that honestly facing up to our history is the only way Taiwan’s democratic institutions can become more deeply rooted and continue to evolve. Emphasizing that there is no shortcut to transitional justice, and that scars in the memory do not easily fade, the president said that our generation must take concrete action to find ways to peacefully coexist with history and build an even more open society. She said that to face the past, we must not forget the past, much less fear to remember it; and to face the future, we must continue to deepen our discussions as we pursue a more democratic, sustainable social community. A translation of the president’s remarks follows: The February 28 Incident filled the people of Taiwan with a desire for democracy and freedom, but authoritarianism and heavy-handed rule stymied the seeds of democracy and ushered in the White Terror era. This difficult period of the past left a scar on Taiwan’s history. To help this scar to heal, we must first understand the nature of the wound. Until we honestly face facts and listen to one other, we cannot close our wounds and reach the genuine reconciliation that ends our history being a cause of division in Taiwan. Once we do this, the people of Taiwan will be better able to join together in defense of democracy and move forward together. Over the past eight years, we have worked systematically to advance work in transitional justice. In the area of legislative action, we began with reinforcing the foundation for transitional justice by amending the Act Governing the Settlement of Ill-gotten Properties by Political Parties and Their Affiliate Organizations, the Act on Promoting Transitional Justice, the Organizational Act of the National Human Rights Museum, the Political Archives Act, and the Act to Restore Victim’s Rights Infringed by Illegal Acts of the State During the Period of Authoritarian Rule. We have also established specialized organizations and mechanisms that form the engine moving our transitional justice project forward. Now that the Transitional Justice Commission has completed its mission, the Executive Yuan is coordinating the efforts of six central government agencies that have taken over the task of implementing transitional justice work. Building on this foundation, our government has completed four fact-finding investigation reports to restore historical truths, and we have amended legislation to improve the handling of political archives and ill-gotten assets in the possession of political parties. From the ill-gotten party assets that have been appropriated by the state, a special fund has been established to support public welfare and transitional justice-related work. We have also helped victims restore their reputations and receive compensation. Nearly 2,000 applications for compensation have been accepted for processing by the Restoration of Victim’s Rights Infringed by Illegal Acts of the State During the Period of Authoritarian Rule Foundation since it was established over a year ago. Last year, for the first time ever, our government returned property to a victim from whom it had been illegally confiscated by the state during the period of authoritarian rule. In total, the government has already paid out more than NT$4 billion in compensation. Transitional justice is not intended to be directed at any particular political party. Rather, it is that the government in a democratic system must take responsibility for illegal acts committed by the state during an earlier period of authoritarian rule and make amends for past harms. Honestly facing up to our history is the only way Taiwan’s democratic institutions can become more deeply rooted and continue to evolve. After years of hard work, the 228 Memorial Foundation has identified 2,340 victims of the 228 Incident, and has additionally identified more than 4,000 possible victims. In a short while, acting on behalf of the government, I will be awarding “certificates of restored reputation” to the family members of several victims of the 228 Incident. Two of these individuals had originally been classified as “possible victims,” but after historical archives were made available for public access it was confirmed that they had indeed been victims. Our experience in this case showed us that there remain more historical truths for the government to help bring to light. This is why the government saw support from both the ruling and opposition parties last year when it worked to pass an amendment to the Political Archives Act. That amendment did pass, and it enters into force today. Political archives provide many important pieces in the puzzle of our historical past, so I would like to ask our national security officials to adopt an open-minded attitude. I would like for them to declassify more political archives and make them publicly accessible to the greatest possible extent. Our transitional justice work encompasses truth, justice, reparation, memorialization, and, most importantly, guarantees of non-recurrence. These are the five internationally recognized pillars of transitional justice. We have also seen different sectors of Taiwanese society contribute to transitional justice, each in its own way. In Search of a Mixed Identity, a film about a victim of the 228 Incident, will premiere next month, and the Gongsheng Music Festival, which is held annually to commemorate the incident, marked its 12th year in 2024. I want to thank the many civil society organizations and young people who have worked so long and hard to further the cause of transitional justice. You have given of yourselves for the nation, providing fresh tinder to keep the torch of democracy alight and keep it glowing ever stronger. I must also thank the Executive Yuan, the Transitional Justice Commission, the Ill-Gotten Party Assets Settlement Committee, and the various central government agencies and civil society organizations that have accompanied us on this undertaking every step of the way. Together we have worked on behalf of those who suffered the indignities of the 228 Incident and the White Terror era so that they can put the darkness behind them. But I know full well that our efforts pale in comparison to what the victims and their family members have been through. There is no shortcut to transitional justice, and scars in the memory do not easily fade. Our generation must take concrete action to find ways to peacefully coexist with history and build an even more open society.  I have spoken with the Executive Yuan about the three points that Chiang Jung-sen (江榮森) just raised. As a matter of fact, these three points are related to issues the Executive Yuan is actively addressing right now, and I am confident that the Executive Yuan will come forward with public statements at the proper times. These matters are all part of the government’s work, and we will continue doing our best to address them. To face the past, we must not forget the past, much less fear to remember it. To face the future, we must continue to deepen our discussions as we pursue a more democratic, sustainable social community.

    President Tsai attends 2023 Asia Democracy and Human Rights Award ceremony
    On the morning of December 7, President Tsai Ing-wen presented the 2023 Asia Democracy and Human Rights Award to Amihan Abueva, regional executive director of the Child Rights Coalition Asia (CRC Asia). In remarks, President Tsai recognized Ms. Abueva’s long-term contributions to advocacy for the rights of children in her battle against all forms of child violence. The president pointed out that Taiwan has endeavored for nearly a decade now to incorporate international standards for the rights of the child into domestic law to ensure more protections for children’s rights. The president said that Taiwan will remain vigilant to protect our hard-earned democracy, freedom, and human rights, and by doing so, help further entrench the rights of the child here and globally. A transcript of President Tsai’s remarks follows: Today, I would like to begin by congratulating Ms. Amihan Abueva on receiving this year’s Asia Democracy and Human Rights Award, established by the Taiwan Foundation for Democracy. Ms. Abueva has been a powerful advocate for the rights of children in her decades-long battle against all forms of child violence, especially trafficking and sexual exploitation. Throughout her career, she has epitomized selflessness and courage, tirelessly fighting to secure a safer world for our children and our future. Whether in her former roles as executive secretary and president of ECPAT International [End Child Prostitution, Child Pornography and Trafficking of Children for Sexual Purposes], or in her current position as the regional executive director of the Child Rights Coalition of Asia, Ms. Abueva has pushed for more child participation, in society and in policy-making for child welfare. She has also contributed to the strengthening of the relevant legal framework at the national and international levels. As she once said, “Children’s rights are everybody’s business.” Ms. Abueva has also played an important role in government efforts by serving as Philippine representative to the ASEAN Commission on the Rights of Women and Children. And her leadership today at CRC Asia has helped connect child rights organizations throughout Asia, including our own Child Welfare League Foundation in Taiwan. The network she built has brought the public sector and private society together to work toward the improvement of children’s rights. While advocating her cause, Ms. Abueva has also devoted herself to awareness raising, through speeches and reading materials, helping both adults and children see the warning signs so that they can prevent trafficking from taking place. Throughout her storied career, her mission has remained the same: to protect children, their rights, and their future, by giving them a voice and making sure their stories are heard. Taiwan also strives to do its part to protect our children and their rights. As with most rights advocacy, we owe our thanks to our civil society in spearheading grassroots efforts and working in coordination with the government. And a crucial part of that is making sure we have sound legislation. For nearly a decade now, we have endeavored to incorporate international standards for the rights of the child into domestic law. In 2014 we passed legislation to bring the principles of the 1989 United Nations Convention on the Rights of the Child (UNCRC), the most ratified human rights treaty in history, into our own legal framework. And to bring Taiwan more in compliance with the UNCRC, we hold discussions and reviews on our implementation efforts, which help us formulate future policy and further protect the rights of children. To date, we have submitted two national reports, each followed by a review meeting. To these, we invite international experts to discuss the state of children’s rights in Taiwan with our government agencies and NGOs. Most importantly, and as Ms. Abueva has long championed, children and the youth are represented in these meetings to ensure that they have a voice in the protection of their own rights. Aside from overarching legislation, we want to ensure that children’s rights are covered by relevant laws. Under these laws, Taiwan has not only addressed traditional forms of violence done to children, in both home and school environments; we have also taken a forward-looking approach to prevent novel forms of child violence. With the addition to our Criminal Code of a chapter on offense against sexual privacy this year, we aim to protect the sexual privacy of every individual in the digital age. And this is particularly beneficial for children and young people, a large and vulnerable demographic of Internet users. As proclaimed in the UNCRC, children are entitled to the very rights set forth in the Universal Declaration of Human Rights. With this in mind, Taiwan will remain vigilant to protect our hard-earned democracy, freedom, and human rights, and by doing so, help further entrench the rights of the child here and globally. Once again, I extend my sincere congratulations to Ms. Abueva, and thank her for her selfless efforts. With the inspiration of such outstanding advocates as Ms. Abueva, I look forward to more people joining forces in the fight to protect the rights of the most vulnerable.     President Lai holds press conference following high-level national security meeting
    On the morning of February 14, President Lai Ching-te convened the first high-level national security meeting of the year, following which he held a press conference. In remarks, President Lai announced that in this new year, the government will prioritize special budget allocations to ensure that Taiwan’s defense budget exceeds 3 percent of GDP. He stated that the government will also continue to reform national defense, reform our legal framework for national security, and advance our economic and trade strategy of being rooted in Taiwan while expanding globally. The president also proposed clear-cut national strategies for Taiwan-US relations, semiconductor industry development, and cross-strait relations. President Lai indicated that he instructed the national security and administrative teams to take swift action and deliver results, working within a stable strategic framework and according to the various policies and approaches outlined. He also instructed them to keep a close watch on changes in the international situation, seize opportunities whenever they arise, and address the concerns and hope of the citizens with concrete actions. He expressed hope that as long as citizens remain steadfast in their convictions, are willing to work hand in hand, stand firm amidst uncertainty, and look for ways to win within changing circumstances, Taiwan is certain to prevail in the test of time yet again. A translation of President Lai’s remarks follows: First, I would like to convey my condolences for the tragic incident which occurred at the Shin Kong Mitsukoshi department store in Taichung, which resulted in numerous casualties. I have instructed Premier Cho Jung-tai (卓榮泰) to lead the relevant central government agencies in assisting Taichung’s municipal government with actively resolving various issues regarding the incident. It is my hope that these issues can be resolved efficiently. Earlier today, I convened this year’s first high-level national security meeting. I will now report on the discussions from the meeting to all citizens. 2025 is a year full of challenges, but also a year full of hope. In today’s global landscape, the democratic world faces common threats posed by the convergence of authoritarian regimes, while dumping and unfair competition from China undermine the global economic order. A new United States administration was formed at the beginning of the year, adopting all-new strategies and policies to address challenges both domestic and from overseas. Every nation worldwide, including ours, is facing a new phase of changes and challenges. In face of such changes, ensuring national security, ensuring Taiwan’s indispensability in global supply chains, and ensuring that our nation continues to make progress amidst challenges are our top priorities this year. They are also why we convened a high-level national security meeting today. At the meeting, the national security team, the administrative team led by Premier Cho, and I held an in-depth discussion based on the overall state of affairs at home and abroad and the strategies the teams had prepared in response. We summed up the following points as an overall strategy for the next stage of advancing national security and development. First, for overall national security, so that we can ensure the freedom, democracy, and human rights of the Taiwanese people, as well as the progress and development of the nation as we face various threats from authoritarian regimes, Taiwan must resolutely safeguard national sovereignty, strengthen self-sufficiency in national defense, and consolidate national defense. Taiwan must enhance economic resilience, maintain economic autonomy, and stand firm with other democracies as we deepen our strategic partnerships with like-minded countries. As I have said, “As authoritarianism consolidates, democratic nations must come closer in solidarity!” And so, in this new year, we will focus on the following three priorities: First, to demonstrate our resolve for national defense, we will continue to reform national defense, implement whole-of-society defense resilience, and prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP. Second, to counter the threats to our national security from China’s united front tactics, attempts at infiltration, and cognitive warfare, we will continue with the reform of our legal framework for national security and expand the national security framework to boost societal resilience and foster unity within. Third, to seize opportunities in the restructuring of global supply chains and realignment of the economic order, we will continue advancing our economic and trade strategy of being rooted in Taiwan while expanding globally, strengthening protections for high-tech, and collaborating with our friends and allies to build supply chains for global democracies. Everyone shares concern regarding Taiwan-US relations, semiconductor industry development, and cross-strait relations. For these issues, I am proposing clear-cut national strategies. First, I will touch on Taiwan-US relations. Taiwan and the US have shared ideals and values, and are staunch partners within the democratic, free community. We are very grateful to President Donald Trump’s administration for their continued support for Taiwan after taking office. We are especially grateful for the US and Japan’s joint leaders’ statement reiterating “the importance of maintaining peace and stability across the Taiwan Strait as an indispensable element of security and prosperity for the international community,” as well as their high level of concern regarding China’s threat to regional security. In fact, the Democratic Progressive Party government has worked very closely with President Trump ever since his first term in office, and has remained an international partner. The procurement of numerous key advanced arms, freedom of navigation critical for security and stability in the Taiwan Strait, and many assisted breakthroughs in international diplomacy were made possible during this time. Positioned in the first island chain and on the democratic world’s frontline countering authoritarianism, Taiwan is willing and will continue to work with the US at all levels as we pursue regional stability and prosperity, helping realize our vision of a free and open Indo-Pacific. Although changes in policy may occur these next few years, the mutual trust and close cooperation between Taiwan and Washington will steadfastly endure. On that, our citizens can rest assured. In accordance with the Taiwan Relations Act and the Six Assurances, the US announced a total of 48 military sales to Taiwan over the past eight years amounting to US$26.265 billion. During President Trump’s first term, 22 sales were announced totaling US$18.763 billion. This greatly supported Taiwan’s defensive capabilities. On the foundation of our close cooperation with the past eight years’ two US administrations, Taiwan will continue to demonstrate our determination for self-defense, accelerate the bolstering of our national defense, and keep enhancing the depth and breadth of Taiwan-US security cooperation, along with all manner of institutional cooperation. In terms of bilateral economic cooperation, Taiwan has always been one of the US’s most reliable trade partners, as well as one of the most important cooperative partners of US companies in the global semiconductor industry. In the past few years, Taiwan has greatly increased both direct and indirect investment in the US. By 2024, investment surpassed US$100 billion, creating nearly 400,000 job opportunities. In 2023 and 2024, investment in the US accounted for over 40 percent of Taiwan’s overall foreign investment, far surpassing our investment in China. In fact, in 2023 and 2024, Taiwanese investment in China fell to 11 percent and 8 percent, respectively. The US is now Taiwan’s biggest investment target. Our government is now launching relevant plans in accordance with national development needs and the need to establish secure supply systems, and the Executive Yuan is taking comprehensive inventory of opportunities for Taiwan-US economic and trade cooperation. Moving forward, close bilateral cooperation will allow us to expand US investment and procurement, facilitating balanced trade. Our government will also strengthen guidance and support for Taiwanese enterprises on increasing US investment, and promote the global expansion and growth of Taiwan’s industries. We will also boost Taiwan-US cooperation in tech development and manufacturing for AI and advanced semiconductors, and work together to maintain order in the semiconductor market, shaping a new era for our strategic economic partnership. Second, the development of our semiconductor industry. I want to emphasize that Taiwan, as one of the world’s most capable semiconductor manufacturing nations, is both willing and able to address new situations. With respect to President Trump’s concerns about our semiconductor industry, the government will act prudently, strengthen communications between Taiwan and the US, and promote greater mutual understanding. We will pay attention to the challenges arising from the situation and assist businesses in navigating them. In addition, we will introduce an initiative on semiconductor supply chain partnerships for global democracies. We are willing to collaborate with the US and our other democratic partners to develop more resilient and diversified semiconductor supply chains. Leveraging our strengths in cutting-edge semiconductors, we will form a global alliance for the AI chip industry and establish democratic supply chains for industries connected to high-end chips. Through international cooperation, we will open up an entirely new era of growth in the semiconductor industry. As we face the various new policies of the Trump administration, we will continue to uphold a spirit of mutual benefit, and we will continue to communicate and negotiate closely with the US government. This will help the new administration’s team to better understand how Taiwan is an indispensable partner in the process of rebuilding American manufacturing and consolidating its leadership in high-tech, and that Taiwan-US cooperation will benefit us both. Third, cross-strait relations. Regarding the regional and cross-strait situation, Taiwan-US relations, US-China relations, and interactions among Taiwan, the US, and China are a focus of global attention. As a member of the international democratic community and a responsible member of the region, Taiwan hopes to see Taiwan-US relations continue to strengthen and, alongside US-China relations, form a virtuous cycle rather than a zero-sum game where one side’s gain is another side’s loss. In facing China, Taiwan will always be a responsible actor. We will neither yield nor provoke. We will remain resilient and composed, maintaining our consistent position on cross-strait relations: Our determination to safeguard our national sovereignty and protect our free and democratic way of life remains unchanged. Our efforts to maintain peace and stability in the Taiwan Strait, as well as our willingness to work alongside China in the pursuit of peace and mutual prosperity across the strait, remain unchanged. Our commitment to promoting healthy and orderly exchanges across the strait, choosing dialogue over confrontation, and advancing well-being for the peoples on both sides of the strait, under the principles of parity and dignity, remains unchanged. Regarding the matters I reported to the public today, I have instructed our national security and administrative teams to take swift action and deliver results, working within a stable strategic framework and according to the various policies and approaches I just outlined. I have also instructed them to keep a close watch on changes in the international situation, seize opportunities whenever they arise, and address the concerns and hope of the citizens with concrete actions. My fellow citizens, over the past several years, Taiwan has weathered a global pandemic and faced global challenges, both political and economic, arising from the US-China trade war and Russia’s invasion of Ukraine. Through it all, Taiwan has persevered; we have continued to develop our economy, bolster our national strength, and raise our international profile while garnering more support – all unprecedented achievements. This is all because Taiwan’s fate has never been decided by the external environment, but by the unity of the Taiwanese people and the resolve to never give up. A one-of-a-kind global situation is creating new strategic opportunities for our one-of-a-kind Taiwanese people, bringing new hope. Taiwan’s foundation is solid; its strength is great. So as long as everyone remains steadfast in their convictions, is willing to work hand in hand, stands firm amidst uncertainty, and looks for ways to win within changing circumstances, Taiwan is certain to prevail in the test of our time yet again, for I am confident that there are no difficulties that Taiwan cannot overcome.   • MIL-Evening Report: Who is Sean Baker, the indie filmmaker behind Oscar sweeper Anora?

    Director Sean Baker has made history by becoming the first person to win four Academy Awards in the same night for the same film – Anora – taking home prizes for original screenplay, film editing, directing and best picture.

    Anora centres on Ani (Mikey Madison), a Brooklyn sex worker entangled with Ivan (Mark Eydelshteyn), the immature son of a Russian oligarch. After Ivan disappears, Ani searches through New York with his handler Toros (Karren Karagulian) to find him.

    Baker’s Oscars sweep capped off a string of wins over the past year, but surprised many pundits who expected three-and-a-half hour epic The Brutalist to take home the top prize.

    He’s made the 97th Academy Awards one for the history books. So who is Sean Baker?

    An indie film lifer

    Baker has been a fixture of the international film festival circuit for more than a decade. His films are carefully researched character studies, often focused on sex workers, immigrants and low-income communities.

    Baker maintains creative control by working with ultra-low budgets, often serving as writer, director and editor simultaneously. He often casts new or non-professional actors and prefers to shoot on location with natural light.

    His breakout film Tangerine (2015) followed two transgender African American sex workers in Los Angeles. Tangerine grapples with the complicated lives of its characters but also celebrates their humour and friendships. The film was a technical milestone: shot entirely on the iPhone 5S by cinematographer Radium Cheung. The total estimated budget was just US$100,000.

    Baker’s next film, The Florida Project (2017), was a portrait of low-income children living in cheap motels near Walt Disney World. The film playfully frames its characters’ difficult childhoods as colourful and ecstatic, drawing an outstanding performance from six-year-old star Brooklynn Prince in her first film appearance.

    Red Rocket (2021) centred on a retired porn star returning to his Texas home town, but struggled at the box office amid the COVID pandemic.

    Baker’s film budgets have increased gradually over time, but have still remained very small by Hollywood standards. The Florida Project was produced on a measly budget of US$2 million, while Anora cost just US$6 million. For context, the production of last year’s best picture winner Oppenheimer (2023) cost Universal Pictures about US$100 million (before marketing costs).

    Anora premiered at the Cannes Film Festival in May 2024, where it won the coveted Palme d’Or.

    The Palme d’Or is widely considered the most prestigious award in international art cinema – and has launched previous Oscar winners such as Parasite (2019), The Zone of Interest (2023) and Anatomy of a Fall (2023). These awards play an important role in marketing and financing films outside the studio system.

    The realities of independent filmmaking are harsher than the glittering appearance of awards season. Independent filmmakers are often precariously employed and earn modest incomes from their work.

    In a speech delivered at the Director’s Guild of America Awards earlier this month, Baker laid out the financial difficulties associated with working as an indie director:

    It’s just simply not enough to get by on in today’s world, especially if one is is trying to support a family. I personally do not have children, but I know for a fact that if I did, I would not be able to make the movies that I make.

    Fellow nominee Brady Corbet, who made The Brutalist with about US$10 million, faced similar challenges, saying in an interview with Vanity Fair that he had made nothing from his two previous films.

    Little films on the big screen

    Anora has arrived during a time of great upheaval in Hollywood. Studios and streaming giants are adjusting their business models to maximise profits.

    Meanwhile, the industry is still recovering from strikes in 2023 by the Writers Guild of America and The Screen Actors Guild–American Federation of Television and Radio Artists, which shut down productions for months.

    Hollywood has often turned to independent filmmakers in such moments of crisis. In the 1970s, independent filmmakers such as John Cassavetes, Roger Corman, George Lucas and David Lynch disrupted an industry that was stagnating after its Golden Age.

    Today, distributors such as Neon (which distributed Anora) and A24 specialise in marketing independent films through careful awards campaigns and viral marketing strategies.

    Baker’s win underscores the role of independent films — less constrained by commercial expectations — in shaping the industry’s future. By taking greater creative risks, his style of intimate filmmaking is a breath of fresh air in Hollywood’s stuffy, franchise-driven business model.

    Tiffany Ramos is a former Farm Service Agency (FSA) Program Technician and RD Business Program Technician based at the USDA’s offices in Oneida and Onondaga Counties. Originally from Rome, NY Tiffany graduated from SUNY Morrisville with an Associate’s Degree in Equine Science & Farm Management in 2009 and a Bachelor’s Degree in Agriculture Business Development in 2021.
    Tiffany started her career at the USDA in 2021 as an FSA Programs Technician. Over her years of work at FSA, Tiffany served as Oneida County’s primary technical contact on Farm Storage Facility loans, Marketing Assistance loans, conservation programs, and more. In 2024, Tiffany voluntarily transferred to USDA RD’s office in Syracuse to fill a Business Program Technician position that had been open for years. During her time at RD, Tiffany took on a statewide portfolio overseeing various loan, loan guarantee, and grant programs to help provide financial support to farms and rural businesses. 
    Tiffany was not on the initial list of probationary employees provided to the USDA after President Trump took office, but after her recent transfer Tiffany specifically reached out to OPM to double check her status. On Wednesday, February 12, 2025, OPM informed Tiffany that her years of service at FSA would be counted towards her retirement and leave. Nonetheless, Tiffany was blindsided by an email the very next day with news of her immediate termination. Since then, Tiffany has not received any update on the termination procedure or next steps, leaving her unclear on the status of healthcare insurance and making it difficult to file for unemployment benefits.
    Tiffany’s termination letter claimed that her continued employment was not “in the public interest” despite all of Tiffany’s performance evaluations rating her as “Fully Successful” and zero documentation of poor performance or unsatisfactory work. Schumer said this is a prime example of blind and misguided ‘DOGE’ layoffs hurting American farmers, businesses and residents in our rural communities while creating chaos in every corner of New York State and all across the country.
    President Trump has fired federal workers across Upstate New York, including at the USDA’s Syracuse office where workers like Tiffany help farmers and rural businesses. In January, President Trump froze all federal payments including at the USDA, creating ongoing chaos for farmers and rural communities in Upstate New York. Farmers across the country are still reporting missing payments that they depend on to continue operations. Schumer explained that laying off workers like Tiffany is only hurting farmers, businesses, and rural communities more by cutting off resources they need and limiting staff who can help them.
    President Trump’s layoffs have hurt programs across the USDA, which in tandem with chaos from executive orders, the funding freeze, and slashing of other critical programs like USAID that support farmers, are causing serious financial hardship and worry for agriculture across America. Experts say these massive layoffs at the USDA, which range from those who help rural businesses to top agricultural scientists, could have severe and long lasting impacts for farms and America’s food supply chain. Schumer said DOGE’s approach of fire first and ask questions later cannot continue. As one significant example, last month, DOGE carelessly fired approximately 25% of the employees working on combatting bird flu at the USDA, and now struggling to rehire them, and undermining a response to reduce the crushing prices of eggs Americans are facing.
    Farmers in Upstate NY have reported missing or delayed payments from dozens of programs. One example are programs in the Inflation Reduction Act (IRA) that Senator Schumer led to passage in the Senate, which boosted funding for the USDA RD’s Rural Energy for America Program (REAP), which provides loans and grants to help farmers improve their infrastructure, expand economic opportunities, create jobs and improve the quality of life for millions of Americans in rural areas. The USDA has made billions of dollars available through REAP, but due to Trump’s federal funding fiasco ‘DOGE’ is reviewing millions in REAP payments, and farmers are missing REAP payments they rely on.  Schumer said we cannot continue cutting off resources for farms and rural America and is fighting to reverse these harmful cuts at the USDA.

  • MIL-OSI China: ‘Ne Zha 2’ makes history as first non-Hollywood film to surpass $2B

    Chinese animated blockbuster “Ne Zha 2” has become the first non-Hollywood film to exceed $2 billion in global earnings, including presales, according to data from ticketing platform Maoyan.

    The milestone, reached as of Monday afternoon, comes just 33 days after its release on Jan. 29 during the Chinese New Year and 13 days after it surpassed Disney’s 2024 film “Inside Out 2” to become the highest-grossing animated movie of all time.

    This achievement adds to the film’s growing list of accolades, including being the first to gross $1 billion in a single market and the first non-Hollywood title to enter the billion-dollar club.

    Directed by Yang Yu, known as Jiaozi, the sequel to the 2019 animated hit “Ne Zha” — which grossed 5 billion yuan (about $696.91 million) and topped the Chinese box office that year — now ranks seventh on the all-time global box office charts, just behind Marvel’s 2018 film “Avengers: Infinity War.”

    The film’s unprecedented box office success, with over 98 percent of the revenue generated on the Chinese mainland according to Maoyan data, has redefined the ceiling for single-film earnings in Chinese cinema.

    “This success has not only boosted the confidence of creators but also showcased the resilience and immense growth potential of the Chinese market,” said Lai Li, a Maoyan analyst.

    “Ne Zha 2” continues the tale of the iconic boy god from Chinese mythology, as Nezha and his ally Aobing struggle to rebuild their physical forms and secure their fate with the help of the immortal Taiyi Zhenren.

    The film’s rich storytelling, jaw-dropping visuals, and universal themes of defiance, fate, and self-confidence have captivated audiences worldwide. Rao Shuguang, president of the China Film Critics Association, praised the film for seamlessly blending traditional Chinese mythology with modern storytelling, creating a narrative that speaks to contemporary sensibilities.

    Chen Xuguang, director of the Institute of Film, Television, and Theatre at Peking University, hailed “Ne Zha 2” as “a miracle and a peak in Chinese cinema, a record that may remain unbroken for a long time.”

    “‘Ne Zha 2’ has not only boosted the morale and confidence of Chinese filmmakers but also drawn new audiences back to theaters from other entertainment mediums,” Chen told Xinhua.

    The film’s technical mastery is equally staggering, featuring nearly 2,000 special effects shots and contributions from 138 animation studios. This collaborative effort exemplifies the strength of China’s creative ecosystem and heralds a new era of aesthetic and industrial standards for the country’s film industry, he said.

    In North America, “Ne Zha 2” has grossed an estimated $18 million after three weekends, according to Comscore. Released by CMC Pictures in Mandarin with English subtitles across over 600 theaters, the film has consistently ranked in the top five at the North American box office, becoming the highest-grossing Chinese-language film in the region since 2006.

    Sheila Sofian, a professor at the University of Southern California and a member of the Academy of Motion Picture Arts and Sciences, praised the film’s production design, sound design, and music, calling it “mind-blowing” and noting its universal appeal, in a video interview shared by China Media Group.

    The film’s success has also injected much-needed optimism into China’s film industry, which saw a 23 percent decline in earnings in 2024 compared to 2023 and a 34 percent drop from its pre-pandemic peak in 2019. Driven by “Ne Zha 2,” China’s box office revenue hit a record high during the 2025 Spring Festival holiday and has since experienced robust growth.

    Dong Wenxin, a film critic and manager of a cinema in Jinan, Shandong Province, told Xinhua that the film’s success has been a boon for the industry. “Friends in the business have told me their theaters have already hit 50 percent of their annual box office goals over the first two months of 2025,” she said.

    Beyond its commercial triumph, “Ne Zha 2” is poised to serve as a cultural bridge, offering global audiences a window into China’s rich mythology and traditions. According to Shi Anbin, director of the Israel Epstein Center for Global Media and Communication at Tsinghua University, films like “Ne Zha 2” and video games like “Black Myth: Wukong” are part of a broader cultural renaissance in which ancient tales are reimagined through a modern lens.

    In a video interview, Jiaozi reflected on the personal journey the “Ne Zha” films have taken him on, from a passion project to a global phenomenon. “The first step was creating something I loved, and domestic audiences loved it too,” he said. “Over time, I’ve worked to improve it, to refine my craft. I believe that one day, new ideas, deeper meanings and new soul will emerge from it, and the whole world will be able to appreciate it.”

  • MIL-OSI Australia: $10 million for Cascade Pier upgrades

    The Australian Government is investing in Norfolk Island’s shipping needs, with a $10 million project to repair and raise the Cascade Pier apron, as well as supporting future freight containerisation.

    The apron section of the Cascade Jetty sustained significant damage with large rocks being deposited on it from Cyclone Gabrielle in early 2023.

    The Australian Government’s investment will see this important commercial and recreational asset repaired and upgraded.  

    The project will see the apron raised and extended with storage and washdown facilities established for cargo containers, for the enhanced loading and unloading of materials, vessels and goods to and from the island. 

    It will improve cyclone resilience, marine access and shipping operations, along with safety for jetty users.

    The Norfolk Island community and stakeholders will have opportunities for input throughout the design and construction of the Cascade Pier upgrades, particularly in considering the needs of business, industry and pier users.

    Project design consultants will be on island for stakeholder engagement to support the detailed design works for the project in the next few months.

    The project to deliver two purpose-built Cargo Transfer Vessels (CTVs) is also now almost complete with construction being finalised and the CTVs anticipated to be delivered to the island by April this year. 

    The CTVs have been specifically constructed for Norfolk Island lighterage and delivered in partnership with Norfolk Island Regional Council to improve safety, efficiency and reliability, including for the crew loading and unloading the cargo.

    With the AFL and NRL seasons kicking off, fantasy footy players have been deep in draft mode, carefully building their best teams.

    Fantasy sports have transformed the way fans engage with many sports, sparking interest beyond simply watching matches or supporting a favourite team.

    What are fantasy sports?

    In simple terms, fantasy sports involve participants acting as team coaches/managers, selecting real-life players to form a fantasy team within the constraints of the game’s rules.

    These teams compete based on the actual performance of the selected players in real matches. Points are awarded on various performance metrics, depending on the sport.

    Many fantasy leagues also incorporate a stock market-like element. When a real-life player exceeds expectations, their fantasy value increases, while underperformance leads to a decrease in value.

    This allows coaches to trade players in and out strategically, aiming to build the most valuable and high-scoring team during a season.

    Success in fantasy sports often depends on statistical analysis, player scouting, and smart decision-making when it comes to trades and team selection.

    The origins of fantasy sports

    The first mainstream fantasy game can be attributed to Rotisserie League Baseball in 1980 by Daniel Okrent and friends.

    Rotisserie League Baseball is said to be the oldest fantasy sports league in the world.

    This league required participants to track their own players’ progress using a scoring system based on statistics obtained in newspapers after a game.

    With the rapid progression of technology, fantasy sports have evolved significantly, with most major sporting codes worldwide now offering multiple fantasy platforms, formats and prizes.

    In Australia, the number of people playing fantasy sports has doubled since 2021, with nearly 2.5 million players engaged in one league or another.

    This growth presents opportunities for content creation, expanded revenue streams, and potentially increased engagement with sports betting.

    Fan engagement

    The way fans engage with sports has evolved with the rise of fantasy sports, social media, and real time data tracking, leading to “second screen consumption”.

    This involves fans using multiple digital platforms such as fantasy sports apps, social media and tracking of live statistics while simultaneously watching live broadcasts.

    This shift has redefined the traditional sports fandom experience.

    Fantasy coaches watch more games each week, with a dual identity that extends beyond traditional loyalty to the team they support.

    While sports fans have historically supported a single team, fantasy sports reshape fan identity by encouraging engagement with both their favourite team and their fantasy team. Fans often watch games they normally wouldn’t be interested in specifically to watch the fantasy-relevant players involved.

    Community engagement is a key motivator for participation, often surpassing interest in the real-life sports.

    In Australia, a study by News Corporation Australia, which owns SuperCoach, found bragging rights, social connection and learning more about sport drive participation.

    While prizes matter, the main reason people join is to connect with others.

    In 2021, Australian fantasy players were largely concentrated in the larger sporting codes such as the AFL and NRL, but by 2023 it had broadened into the Big Bash League (BBL) and National Basketball League (NBL).

    There are many Australians playing fantasy leagues in global sports too, from the English Premier League (soccer) to the United States’ National Football League (NFL) and National Basketball Association (NBA). Some 14% of the Australian fantasy audience plays in global leagues.

    Media involvement

    With some sporting seasons becoming longer and the connection to fantasy sports extending beyond live games, fans are kept invested throughout the off-season as they analyse trades, follow pre-season developments and prepare for the next competition.

    This almost year-round involvement offers extended media coverage and consumption of new content in a variety of formats.

    Fantasy sport complements traditional media by offering alternative coverage, such as podcasts and short-form content that extends beyond game day, keeping fans connected throughout the week as they adjust their lineups and strategies.

    Fantasy sports are also boosting viewership for new formats like AFLW by increasing fan engagement.

    Rich pickings

    Fantasy sport has been big business for a long time but the global fantasy sports market is challenging to quantify.

    In 2013, Forbes estimated the NFL fantasy football market alone to be worth $US70 billion ($A111 billion), significantly surpassing the NFL’s 2021 revenue of $US11 billion ($A17 billion), highlighting its major role in the global sporting market.

    Big revenues mainly come from sponsorship and advertising on fantasy platforms.

    Major brands invest hundreds of millions of dollars in targeted advertising campaigns to capitalise on this engaged audience.

    Money is also made by charging fees to enter some contests and to access premium analytics content, in-app purchases, and related entertainment products like websites and podcasts.

    Links to sports betting

    Many of the advertisers on fantasy platforms are gambling businesses.

    Fantasy organisations have tried to highlight the differences between fantasy sports and sports betting, which has been linked to poor mental health, family violence and even suicide.

    Their key argument is that betting is a game of chance whereas fantasy sports are games of skill.

    Despite these differences, concerns have been raised about the links between fantasy sports and sports betting.

    An Australian fantasy betting app was recently fined more than $A500,000 for illegally offering inducements to gamble in dozens of ads on its platform.

    Whether or not fantasy sports are likely to encourage gambling is a grey area – studies in this space are mixed.

    Some studies have found people who participate in fantasy sports are more likely to gamble and experience gambling-related problems.

    However, others describe fantasy sports as a more positive alternative to gambling and that participants are motivated by the social benefits, rather than being motivated by a chance to win money.

    As fantasy sports continue to evolve and attract new players, their ability to deepen fan engagement, foster community connections, and enhance the sports watching experience ensures they will remain a dynamic and influential part of the sporting world.

    WASHINGTON – Today, U.S. Sens. Mark R. Warner and Tim Kaine (both D-VA) reintroduced legislation to formally designate the Blue Ridge Music Center’s outdoor amphitheater the “Rick Boucher Amphitheater” after former Rep. Rick Boucher.

    “We are deeply appreciative of Congressman Boucher’s commitment to public service, and his continued work for Southwest Virginia,” the senators said. “We can think of no better way to honor his years of public service than by dedicating this treasured music center, which he championed during his years in office, after him.”

    Former Rep. Boucher, an Abingdon native, represented Southwest Virginia’s ninth congressional district in the House of Representatives from 1983 to 2011. Rep. Boucher was an early supporter of the development of the Blue Ridge Music Center and continued to advocate for the project throughout his tenure. He also served as the Chairman of the U.S. House Energy Subcommittee on Communications, Technology and the Internet as well as Chairman of the Subcommittee on Energy and Air Quality while in Congress.

    CHARLES CROUCHER, HOST:  Welcome back. The parents of Holly Bowles and Bianca Jones, who died of methanol poisoning in Laos, are urging travellers to boycott the country until it adequately investigates their daughter’s deaths. Joining us to discuss is Minister for Social Services Amanda Rishworth and Nationals Senator Bridget McKenzie. Good morning to you both. Amanda, I’m going to start with you. There are concerns that are boycott might discourage authorities there from doing the right thing by these families. How do we approach this?

    AMANDA RISHWORTH, MINISTER FOR SOCIAL SERVICES: Firstly, I would say the Australian Government continues to stand with Holly and Bianca’s family and continues to of course press the Laos Government to fully and transparently investigate these circumstances. Of course, there are warnings on Smartraveller which is an important government resource to look at the risks. But we as a Government will continue to press for a full investigation because it is really important that any issues that emerge from that are addressed to make sure travellers are safe.

    CHARLES CROUCHER: I guess the issue is, is there something more the Government can be doing if the parents are now encouraging travellers to do the lobbying for them?

    AMANDA RISHWORTH: We have continued on an ongoing basis to have conversations and to continue to press the Laos Government and we will continue to do that. We’ve been providing consular support to Bianca’s and Holly’s families. We will continue to do everything we can as a Government to push this. But it’s important people are properly informed when they do travel overseas about what the risks are.

    CHARLES CROUCHER: Bridget, can we be doing more?

    BRIDGET MCKENZIE, NATIONALS SENATOR: Well, I think the Government’s outlined that it’s pursuing every diplomatic measure it can. It’s an absolute tragedy what happened to Holly and Bianca. We don’t want any other young Australians who go overseas for a great holiday to suffer the same fate. So, we need to be pushing for a full investigation so that the issues can be made clear. And you know, we back the Government all the way in their efforts to do that.

    CHARLES CROUCHER: And we stay with the parents because it’s such a tough situation they’ve been in, and we’ve been sort of amazed at how brave they’ve been in speaking out as well. Well, we’re going to move on because the NRL’s Vegas gamble well and truly paid off. It reached, we’re told, an audience that was unprecedented and generated more than $100 million. Now the attention turns to the AFL which weather permitting, will kick off on Thursday. Bridget, you’re a Senator from Victoria. It’s the AFL home state. Are they getting beaten when it comes to launching the season by the people from up north.

    BRIDGET MCKENZIE: Look, we know that NRL is a spectator sport that had the most successful seat opening since 2010. And I think what really resonated with the US was no helmets, no pads, all action, no timeout. And I mean, when you compare that to the NFL, the US rocked up in droves to actually see the NRL live. Obviously, Charles, I am from Victoria. We’ve got the G and we pack it out week in, week out to watch our great game. So, you know, I think it’s the difference between the two sports. One is, you know, best live and the other is building that, you know, a sustainable funding base going forward. Because we know if the NRL gets 1 per cent of the US market, it’ll be sustaining funding for them going forward, which is also good news in decades to come.

    CHARLES CROUCHER: A great TV product, of course, and it’s on Nine as well, which shows. Amanda, Gather Round [AFL] is in South Australia. Never ruined that with an election on the same weekend, obviously. But should the AFL be doing more to make this round the number one?

    AMANDA RISHWORTH: Well, you know, the Gather Round is an absolutely amazing round, I have to say. It brings a buzz not just to South Australia but to footy fans, to be all in the same place. I think the AFL has been looking at how they engage their audiences and I would say that Gather Round is a great example of that and will continue to do so. But congratulations to the NRL. And hopefully we’ll start seeing people in America wearing those NRL colours. But of course, I would like to see everyone in America wearing some AFL colours as well. And I think we can all work towards that.

    CHARLES CROUCHER: All right, finally, from Conan O’Brien’s opening monologue to Anora’s sweeping success, the Oscars delivered a host of memorable moments. We’re sort of short on time, so I might even just go with a hands up approach here. But did anyone tune in and has anyone seen any of the movies that are nominated this year? 

    BRIDGET MCKENZIE: Too busy fighting Labor.

These projects reflect the incredible tenacity of local documentary makers to uncover stories in Australia and around the globe, from Western Sydney to Ecuador. The documentaries deep-dive into a wide array of topics, from the defining issues of our time to celebrating cultural icons and shining a light on marginalised or misunderstood communities.
    Among the projects are Robodebt (working title), a three-part series for SBS that combines documentary storytelling with drama to reveal how ordinary Australians fought back against the notorious Robodebt scandal; Crowded House, which unravels the psychological complexities the iconic band faced in their extraordinary journey; End Game, following Tony Armstrong on a mission to tackle racism in Australian sports; and RISE, from writer/director Patrick Abboud, about participants preparing to compete on Western Sydney’s spectacular LGBTQIA+ ballroom scene.

  • MIL-OSI Australia: Active Transport Boost for the ACT

    Canberrans will have more opportunities to walk, cycle and actively move through their communities thanks to funding from the Albanese Labor Government.  

    Two projects will share in $8.5 million to build new or upgrade existing pedestrian and cycle paths – from Dickson to Watson and from Gold Creek to Hall. 

    $5 million will go to the Transport Canberra and City Services Directorate to further extend the Garden City Cycleway through the inner north.  

    This will be built between North Ainslie Primary School and Majura Primary School via the Dickson District playing fields, Downer shops, Academy of Interactive Entertainment and Mount Majura Walking and Riding Trail.

    The Albanese and Barr Governments have already invested $5 million each into the Garden City Cycleway, with work nearing completion on the first stage connecting Braddon to Ainslie. 

    This additional funding will ensure a further 3.15 kilometres can be enjoyed by cyclists and pedestrians. 

    Further north, almost $3.5 million will go to the directorate for a new community path to be built between Hall Village and Gold Creek known as the Hall Village Main Route. 

    At about 2.3 kilometres long with a width of three metres, it’ll provide safer and more accessible transport options for visitors and locals.

    This is part of the Albanese Government’s new Active Transport Fund which supports our commitment to invest in infrastructure planning, design and construction that improves safety outcomes for vulnerable road users under the National Road and Safety Strategy 2021-2030.

    The 43-year-old man was admitted into Auckland Hospital on 11 June with abdominal pain and shortness of breath. Hospital staff located a concealed package in his clothing and alerted Police who attended and found it contained over 24 grams of methamphetamine.

    The following day medical staff discharged the man into police custody, and he was taken to the Auckland Custody Unit until his appearance in Court the following day on a charge of possessing methamphetamine.

    He was arrested by Police that evening and CCTV shows the man is walking unaided, compliant and co-operative. In the custody unit he was talking with officers and placed into a cell at about 6:30pm and put on 2-hourly checks.

    Police staff had an overview of why he had been in hospital and that he was likely under the influence of illegal substances. However, they believed his health was in a stable condition given he had just been discharged by a medical professional into Police custody.

    Officers checked on the man through the night and spoke with him just before 9pm. Shortly after midnight, they found the man unresponsive. An ambulance was called and police staff commenced CPR. He was taken to Auckland Hospital where he died a short time a later.

    The IPCA found Police officers should have conducted more frequent checks on the man, recognised he was deteriorating and provided quicker medical assistance when they realised he was unresponsive.

    They do note that expert medical opinion indicates the man’s death may have been unavoidable, regardless of where he was.

    WorkSafe filed a charge against New Zealand Police relating to this death but withdrew it in August of last year.

    Relieving Auckland City District Commander Inspector Grae Anderson says Police are responsible for more than 120,000 people who come in our custody units across New Zealand each year in an often challenging and complex environment:

    “Police have a duty of care to those who come into our custody, and we acknowledge there were learnings from this incident.

    “As a direct result of what occurred, police have updated training to staff, and now ensure that we give stronger weighting to recent hospital admissions when assessing the level of care required for a detainee in similar circumstances.”

    Police remain committed to continuous improvement in our custody units and have implemented a raft of significant changes over the last few years.

    “Including the creation of a National Custody Team (NCT) which provides national oversight of the policy, practice, and training for all Police staff,” says Inspector Anderson.

    “Police continues to work with all relevant stakeholders including WorkSafe, and the IPCA to look for opportunities to constantly improve our approach to the custody of people detained by Police.”

  • MIL-OSI USA: Commercial Aviation Work Group meeting scheduled for March 7 in Tumwater: Attendees also may join meeting online

    The Commercial Aviation Work Group will host its first public hybrid meeting of 2025 at 11 a.m. Friday, March 7, at the Capital Event Center in Tumwater.

    It will be the group’s fourth meeting overall since it was created by the state Legislature in 2023. The group was formed to evaluate the long-range commercial aviation and transportation needs of the state, including alternatives for more aviation capacity and expanding the use of existing airports and multimodal opportunities.

    Public comment will be available from 2:35 to 3:05 p.m. in person or online. People also may comment by filling out the group’s contact form. Public comments only will be logged from the comment box.

    The public is encouraged to subscribe to the group’s email updates.

    Hybrid meeting details

    The Commercial Aviation Coordinating Commission was the previous group that researched locations to meet the state’s forecast demand for commercial passenger service, air cargo and general aviation.     (1)  One of our fulfillment centers in Japan experienced a fire in March 2024. The fire destroyed our inventories located within the fulfillment center. We recognized losses of $2.0 million as a result of the fire in 2024.     (1)  One of our fulfillment centers in Japan experienced a fire in March 2024. The fire destroyed our inventories located within the fulfillment center. We recognized losses of $2.0 million as a result of the fire in 2024. Based on the provisions of our insurance policies, the gross losses were reduced by the insurance proceeds received $1.9 million from our insurance carrier for the claim. We do not believe such losses to be recurring or frequent in nature.

    7 Spend per active buyer is calculated by dividing the total GigaCloud Marketplace GMV within the last 12-month period by the number of active buyers as of such date.
