         ​The Director-General of Investment Promotion at Invest Hong Kong, Ms Alpha Lau, today (February 21) concluded her visit to Japan and Korea, which was aimed at promoting Hong Kong’s business advantages and exploring new opportunities for collaboration.           During the trip, Ms Lau met with representatives from various corporations, including leading global enterprises, long-established trading companies, influential local businesses and industry associations, as well as entrepreneurs in both countries. The discussions focused on Hong Kong business opportunities in areas such as financial services, trade, innovation and technology, advanced manufacturing, as well as opportunities arising from the Northern Metropolis development. She also took the opportunity to meet with the local media to elaborate on the latest business advantages in Hong Kong.     Ms Lau said, “Both Japan and Korea are facing the issue of an aging population.     VA Secretary Doug Collins Addresses Veterans Benefits Rumors in Latest Video.

    VA Secretary Doug Collins released a video from his office today addressing misinformation circulating about Veterans’ benefits and VA healthcare.

    In a direct and candid message, Collins refuted several rumors he described as “whoppers” originating from Washington, DC.

    Collins began by reaffirming VA’s commitment to prioritizing Veterans.
    “We’re putting Veterans number one back at the VA,” he stated. He acknowledged that changes can generate friction, but emphasized that these reforms are aimed at strengthening VA services for Veterans.

    Among the rumors he dispelled was the claim that VA healthcare would suffer. Collins categorically denied this, stating the department has reinforced healthcare and benefits by safeguarding 300,000 mission-critical positions to ensure uninterrupted services.

    Another rumor he addressed was that Veterans’ benefits were being cut.
    “They’re not,” he said, explaining that VA had redirected nearly $98 million toward Veterans’ care, reinforcing services rather than reducing them.

    Finally, Collins addressed the rumor that VA was laying off Veterans Crisis Line responders.
    “We did not lay off any Veteran Crisis Line responders,” he stated firmly, assuring that those answering crisis calls remain in place to support Veterans in need.

    Collins concluded by urging Veterans to seek information directly from VA rather than relying on misinformation circulating in political discourse. “When you want the truth, come to me, not the Whopper line up on Capitol Hill.”

  • MIL-OSI Security: Seventeen Defendants Sentenced To Prison In Multi-State Drug Trafficking And Money Laundering Conspiracy

    Ocala, Florida – Senior United States District Judge John Antoon II has sentenced Dudzinski Poole and sixteen co-conspirators to federal prison terms ranging from six years, up to life, imprisonment in a multi-state drug trafficking and money laundering conspiracy. Poole was the leader of a drug trafficking organization (DTO) that was responsible for distributing thousands of kilograms of methamphetamine and fentanyl with sources of supply or distributors in California, multiple other states, and China. The organization also laundered millions of dollars in drug money. Two of Poole’s co-conspirators (Michael Chester and George King, Jr.) were convicted after a ten-day jury trial in July 2024.     According to court records and the evidence presented at trial, between 2017 and 2023, the DTO operated largely out of Lake County, Florida, where Poole received hundreds of shipments of methamphetamine and fentanyl from sources of supply in California, including Jose Carbajal. The drugs were transported or shipped via commercial planes and through the mail. DEA seized more than 250 pounds of drugs (mostly methamphetamine and fentanyl) during the course of the investigation.

    The defendants played various roles in the DTO, such as suppliers, distributors, couriers, and courier coordinators. The couriers would fly to California from Florida with large sums of cash to purchase drugs and transport checked luggage full of drugs back to Florida on commercial flights. The conspirators sometimes purchased tickets and checked the suitcases full of drugs or cash at the airport but did not fly on the plane. The suitcases would travel to the destination where they would be picked up by other conspirators awaiting their arrival. Nearly all the flights were between the Orlando International Airport (MCO) in Florida and the Palm Springs Airport (PSP) or the Los Angeles International Airport (LAX) in California. Flight records during a two-year period show more than 400 flights between California and Orlando among the various conspirators.

    The DTO also used couriers to transport large amounts of methamphetamine from Orlando to Virginia via train. In April 2022, one of these couriers was arrested at a train station in Virginia with approximately 10 pounds of methamphetamine inside a suitcase.

    In addition to transporting drugs on commercial flights and trains, Poole and his associates had multiple stash houses and received hundreds of mailed packages of methamphetamine and fentanyl from California and other drugs, including fentanyl, from China. Poole’s source of supply in California (Carbajal) would ship packages that contained an average of five to ten pounds of drugs at a time. Poole would provide Carbajal various addresses to ship the drugs, including co-conspirators’ residences. Investigators identified almost 400 packages that were shipped from California as part of this conspiracy from 2019 to 2023.

    The members of this DTO also conspired with one another to engage in money laundering. Poole developed an entertainment business that he used to promote concerts with famous rap artists, whom he paid with drug proceeds. Poole then commingled the profits from the ticket sales with the drug proceeds in the same business account. Members of the conspiracy also used drug proceeds to pay for various expenses of the DTO (such as flights) or funneled the proceeds through numerous financial accounts into purchases of expensive jewelry, vehicles, residences, and payments to coconspirators.

    “This multi-state drug trafficking organization used a vast network to move methamphetamine and fentanyl to poison our communities,” said DEA Miami Field Division Special Agent in Charge Deanne L. Reuter. “I’m proud of the way our agents and numerous law enforcement partners worked together to bring this criminal element to justice.”

    “Greed is the biggest motivation these criminal organizations know,” said Ron Loecker, Special Agent in Charge of IRS – Criminal Investigation’s Tampa Field Office. “Motivated by money, they will try to place themselves above the law to the detriment of our communities. Fortunately, our agents and staff are extremely skilled at following the money to ensure these perpetrators face justice. We are proud to work alongside our partner agencies to put a stop to these dangerous drug trafficking organizations and ensure they are held accountable.”  

    This case was investigated by the Drug Enforcement Administration and the Internal Revenue Service-Criminal Investigation, with assistance from the Bureau of Alcohol, Tobacco, Firearms and Explosives; the United States Secret Service; the Florida Department of Law Enforcement; the Orlando Police Department’s Special Enforcement Division and Crime Center and Forensics Division; the Orange County Sheriff’s Office’s including the Gang Enforcement Unit; the Florida Highway Patrol; the Seminole County Sheriff’s Office; the Casselberry Police Department; the Metropolitan Bureau of Investigation; the Volusia County Sheriff’s Office; the Marion County Sheriff’s Office; the Lake County Sheriff’s Office; the Kissimmee Police Department; the St. Cloud Police Department; the Winter Park Police Department; the St. Cloud IRS Financial Crimes Task Force; and the Riverside County Sheriff’s Office (California). It was prosecuted by Assistant United States Attorneys Tyrie K. Boyer and Belkis H. Callaos.

    This case was part of an Organized Crime Drug Enforcement Task Force (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.     Today, Apple announced Apple Intelligence is coming to Apple Vision Pro in April. With Apple Intelligence for Vision Pro, users will be able to proofread, rewrite, and summarize text using Writing Tools; compose text from scratch using ChatGPT in Writing Tools; explore new ways to express themselves visually with Image Playground; create the perfect emoji for any conversation with Genmoji; and much more. Apple Intelligence will be available in beta on visionOS 2.4 with support for U.S. English. More features and support for additional languages will roll out throughout the year.

    visionOS 2.4 also introduces new apps and features to help users discover and share the magic of spatial computing. Spatial Gallery — a new app for Vision Pro — features a curated collection of spatial photos, spatial videos, and panoramas from artists, filmmakers, photographers, and more.     Apple Intelligence on Apple Vision Pro

    Apple Intelligence offers new ways for Apple Vision Pro users to express themselves visually, simplify everyday tasks, and get things done effortlessly — all with groundbreaking privacy protections. An initial set of Apple Intelligence features will be available in April with visionOS 2.4 for users with their device and Siri language set to U.S. English. Support for more Apple Intelligence features and additional languages will roll out throughout the year.

    With Writing Tools, users can refine their words by rewriting, proofreading, and summarizing text nearly everywhere they write, including Mail, Notes, and third-party apps. With Rewrite, users can adjust the tone of their text to make it more friendly, professional, or concise, or specify the change they’d like to make using Describe Your Change. Proofread checks grammar, word choice, and sentence structure with suggested edits. Users can also select text and have it recapped in several formats with Summarize. And with Compose, users can ask ChatGPT to generate content for anything they’re writing about.

    Image Playground allows users to easily create fun and unique images from themes, costumes, accessories, and places. Users can add their own text descriptions, and can even create images in the likeness of a family member or friend using photos from their photo library. The experience is integrated directly into apps like Messages and Freeform, and is also available as a dedicated app for Apple Vision Pro.

    Users will be able to create Genmoji by simply typing or speaking a description into the emoji keyboard. Genmoji can be added inline to messages, shared as a sticker, or sent as a Tapback.

    Smart Reply in Messages and Mail identifies questions and suggests relevant replies, so Apple Vision Pro users can easily respond to texts and emails with just a few taps.

    With Create a Memory Movie in Photos, users can simply type a description, and Apple Intelligence will pick out the best photos and videos, craft a storyline with chapters based on themes identified from the photos, and arrange them into a movie with its own narrative arc and a soundtrack. As with all Apple Intelligence features, user photos and videos are kept private, and are not shared with Apple or anyone else.

    Natural language search in Photos makes it even easier for users to find a specific photo, album, or a moment in a video just by describing it.

    visionOS 2.4 also includes support for Priority Messages in Mail, Mail Summaries, Image Wand in Notes, Priority Notifications in Notification Center, and Notification Summaries. Apple Intelligence uses on-device processing to protect users’ privacy whenever possible. For requests that require even larger models, Private Cloud Compute extends the privacy and security of Apple products into the cloud to unlock even more intelligence. When using Private Cloud Compute, users’ data is never stored or shared with Apple; it is used only to fulfill the request. Independent experts can inspect the code that runs on Apple silicon servers to continuously verify this privacy promise, and are already doing so.

    Introducing Spatial Gallery

    visionOS 2.4 introduces Spatial Gallery, a new app that features a selection of spatial photos, spatial videos, and panoramas curated by Apple for Apple Vision Pro. With Spatial Gallery, users will enjoy breathtaking and intimate moments spanning art, culture, entertainment, lifestyle, nature, sports, and travel, with new content released regularly. At launch, users can discover remarkable perspectives from photographers like Jonpaul Douglass and Samba Diop; new stories and experiences from iconic brands including Cirque du Soleil, Red Bull, and Porsche; behind-the-scenes moments from Apple Originals like Disclaimer, Severance, and Shrinking; and special moments from top artists.

    Starting in April, Apple Vision Pro users will be able to queue apps and games to download, discover new spatial content and experiences, easily find helpful tips, and quickly access information about their device from their iPhone with the new Apple Vision Pro app. The app will appear for Vision Pro users when they update their iPhone to iOS 18.4, and it can also be downloaded from the App Store.

    The Discover page offers curated recommendations for new and noteworthy experiences available on Apple Vision Pro. Users can quickly see popular apps and games on the App Store; nearly 300 3D movies, Apple Immersive titles, and more video content on the Apple TV app; and the latest spatial photos, spatial videos, and panoramas featured in the Spatial Gallery.1 New Apple Immersive titles include “Ice Dive” from the Adventure series; “Sharks” from the Wild Life series; and Man vs. Beast. “Arctic Surfing” — the latest episode of Boundless — debuts worldwide today, while the next episode of Adventure, “Deep Water Solo,” debuts next Friday, February 28.

    On the My Vision Pro page, users will find tips for getting the most out of Apple Vision Pro; can easily access information such as their current visionOS version and device serial number; and set up Personalized Spatial Audio. Users with vision correction needs will be able to store and view the App Clip code for their ZEISS Optical Inserts in the Apple Vision Pro app.

    Guest User with iPhone and iPad

    Apple Vision Pro users around the world have loved sharing the magic of spatial computing with family, friends, and colleagues through Guest User. From Control Center, users can choose which apps their guest can see, and guests can save their eye and hand setup for up to 30 days after their last use.

    With new enhancements to Guest User in visionOS 2.4, users can start a Guest User session with their nearby iPhone or iPad. When their device is unlocked, they can choose which apps are accessible to their guest and start View Mirroring with AirPlay, making it easy to guide a guest through their Vision Pro experience.

  • MIL-OSI Global: James Bond is now controlled by Amazon – the franchise’s history holds clues to the future of 007

    The Broccoli family have controlled the James Bond franchise ever since the films were launched by Albert “Cubby” Broccoli in 1962. Now, his daughter and stepson, long-serving producers Barbara Broccoli and Michael G. Wilson, have announced that they have surrendered creative control to Amazon MGM Studios.

    Within minutes of the announcement on February 21, critics, analysts and fans of the Bond films rushed to proclaim the end of the beloved franchise. “Quite possibly the worst thing to happen to this franchise”, “the end of an era” and “RIP James Bond” were just a few of the responses.

    The fear is that, under Amazon’s leadership, Bond will go down the same route as other beloved media properties, such as Star Wars and Marvel.

    Having found themselves under the control of global entertainment conglomerates, these franchises have been treated as intellectual property and content. Films and TV shows expanding the universe of the franchises were used to serve corporate aims and cross-support other business segments of their parent companies.

    This is exactly what happened with Disney, after it acquired Lucasfilm and Marvel and assumed creative control of the Star Wars, Indiana Jones and the Marvel films.

    Disney embarked on a well-orchestrated campaign that expanded the narrative universe of its franchises through a host of new films, TV series, documentaries and other content. Such content also supported the launch of its streaming service, Disney+, introduced new lines of merchandise for its stores, and installed new attractions in its theme parks.

    While, for a period, this strategy paid off handsomely for the conglomerate, the power of its brands started to become diluted. Complaints about the quality of some of its output and fan fatigue from an infinitely expanding narrative universe seem to have had a strong impact both on Disney’s ability to extract maximum value from its properties. Not to mention the fans’ relationship with their once-favourite stories and characters.

    Will Bond meet with a similar fate? A look at the franchise’s history as well as at Amazon’s recent business practices offers a glimpse into what the future may hold for 007.

    Bond’s studio history

    Eon Productions has controlled the franchise since Bond made his first successful, though not spectacular, appearance in theatres in 1962.

    Originally established by Cubby Broccoli and Harry Saltzman as a company through which to produce the James Bond films, Eon was a subsidiary of Danjaq, a holding company through which the two men managed the film series’ business.

    The film’s distributor, United Artists, eventually became Danjaq’s co-owner and therefore Eon’s production partner, even though creative decisions remained with Eon.

    In the 1980s and early 1990s, MGM took United Artists’ place as Eon’s partner. But after a barrage of corporate takeovers and litigation cases, production of the films in the early 1990s halted. They were only reignited in 1995 when Eon passed on to Broccoli’s children.

    A new corporate takeover of MGM by a consortium of companies led by Sony in the 2004 brought yet another partner on board for EON. But it also led to the transformation of Bond from a film series to a full-fledged franchise.

    Eon rebooted Bond with the origin film Casino Royale in 2006. Ever since, it has carefully managed the Bond universe through a series of films that proved major box office hits worldwide. And it has also cultivated a list of marketing partners, the majority of whom are luxury retail brands such as Tom Ford and Omega.

    At the same time, Sony was able to use product placement in the Bond films as advertisements for its consumer electronic products, as well as benefiting from releasing the films theatrically worldwide.

    The arrangement with Sony was modified in the late 2000s as MGM reemerged as a self-owned production company with an ability to make its own deals. MGM and Eon continued their collaboration with Sony for Skyfall (2012) and Spectre (2015). But for the most recent James Bond outing, No Time to Die (2021), the Bond franchise owners decided on a split distribution deal that was not as successful.

    Amazon enters the frame

    It was at that time that Amazon took over MGM in a deal worth £6.48 billion (US$8.45 billion), making Amazon Studios Eon’s next production partner. But even with the one of the biggest conglomerates in the picture, Eon continued to have ironclad control of the franchise. This was secured through contracts negotiated following MGM’s successive takeovers.

    Amazon’s takeover of MGM was part of a list of acquisitions motivated by the tech company’s efforts to support their streaming service, Prime. It meant it could add the approximately 4,000 films and TV programmes available in MGM’s library to their streaming catalogue, with the hopes of attracting new subscribers.

    No Time to Die was Craig’s final outing as Bond.

    But Amazon is also in the business of producing original content through what is now known as Amazon MGM Studios. This is the reason for the rampant speculation on how it would manage the franchise, and whether there would be a blitz of new Bond-branded content à la Disney’s treatment of Star Wars.

    Amazon has the resources to pour vast amounts of funding into productions that can support its other business segments. This means it has the means required to reboot Bond and spend lavishly on production and top talent. This could redefine the franchise for audiences in the streaming era.

    Perhaps more intriguingly, Amazon could use Bond’s proven ability to market upscale and luxury products and services through its e-commerce division. This could drive even more (and even more lucrative) business to its online shopping site.

    Indeed, I can see a scenario whereby a new James Bond film will be released on Black Friday, creating an unprecedented level among Amazon’s divisions and redefining “Bondmania” for a new, digital era.

  • MIL-OSI Security: Man convicted of planning robbery at a jewellers in Richmond

    Analysis of phone data and CCTV by Met officers has led to the conviction of a man who planned a robbery at a jewellers in Richmond.

    Two men tied up a member of shop staff before stealing around £1.3 million worth of luxury watches during the raid in May 2024. 

    Flying Squad detectives, who specialise in investigating robberies, recovered and trawled through hundreds of hours of CCTV from across the country to piece together what happened. 

    As a result, Mannix Pedro, 37, who organised the raid, was found guilty of conspiracy to rob at Woolwich Crown Court on Wednesday, 19 February. He will be sentenced at a later date.

    Detective Sergeant Matt Hollands, who led the investigation, said: ”This was an audacious robbery that was several months in the planning. I’m pleased our investigation has resulted in a dangerous offender being convicted.

    “Our work is far from over, and our focus remains finding the three other men involved and putting them before the courts.”  

    On the afternoon of 25 May 2024 two men visited the jewellers in Kew Road after making an appointment with the owner. 

    After initially appearing to be normal customers, they tied up a member of staff before filling a rucksack with high-value watches. 

    The Met was called and officers began an investigation. They recovered CCTV from the jewellers which had captured the incident. By working back, they were able to identify the car the men had arrived in. 

    Along with phone data, officers used this evidence to link the two men to three others they believed had been involved in planning the robbery. 

    Sadly, the day after the incident occurred, the member of staff assaulted during the robbery was found dead. He was identified as Oliver White, who was 27 and from Surrey. A full inquest into his death is yet to take place, however it was not treated as suspicious. 

    Detective Sergeant Hollands added: “Throughout this investigation Oliver has been in our thoughts and we have remained committed to securing justice for his family. His death is a tragic reminder that crimes such as robbery have a significant impact on victims.” 

    In a statement paying to tribute to her son, Oliver’s mother, Amy Keane, said: “I would describe Oliver as a huge character, very warm and a brilliant person. He lit up the room when he entered it and was incredibly kind and caring, he would go above and beyond for anyone. He cared deeply for his family, was a wonderful role model for his little brother, as well as his two sisters.

    “Oliver really wanted to make something of himself, he aspired to buy a house, have a family and was planning for his future and this influenced his decision to work 24/7 as he saw his friends doing well in a business they enjoyed.

    “We know Oliver to be trustworthy and honest. Given the jury have convicted a man of planning and organising the robbery of Oliver, we take this as vindication of our firmly held belief he played no role in this offence and was not implicated in any involvement.

    “We are all absolutely devastated with the loss of our funny, thoughtful and kind son Oliver, our lives will never be the same and we feel this loss every minute of every day.”

    Conviction details

    Mannix Pedro, 37 (18.10.87), of Cobbetts Close, Woking, was found guilty of conspiracy to rob at Woolwich Crown Court on Wednesday, 19 February, and will be sentenced at a later date.

    The jury failed to reach a verdict in relation to another man. A re-trial will take place in due course.

    Soon the familiar sounds of phones ringing and people shouting “higher” will be heard from Saskatoon’s Prairieland Park as TeleMiracle Week begins Sunday, February 23. The week culminates Saturday, March 1 when the 49th edition of the telethon gets underway.

    “TeleMiracle is a testament to the Saskatchewan spirit,” Minister Responsible for the Provincial Capital Commission Eric Schmalz said. “The people of this province continue to show up for one another year after year by making contributions to this cause.”

    The countdown show, leading up to the telethon, will start at 6:15 p.m. on Saturday, March 1. The telethon will start at 9 p.m. that night, and wrap up at 5 p.m. on Sunday, March 2. The telethon can be watched on both CTV Saskatchewan channels and online at www.telemiracle.com. 

    Over the last 48 years, TeleMiracle has raised more than $165 million. All funds raised stay in Saskatchewan and help Saskatchewan residents.

  • MIL-OSI Security: Four men sentenced following Met investigation into death of man in Croydon

    Four men have been sentenced to a total of 67 years in prison following a Met Police investigation into the death of 22-year-old Lavaun Witter in Croydon.

    On 5 February 2021, officers were called to Wisbeach Road at around 20:08hrs, after a member of the public found Lavaun collapsed and seriously injured.

    He sadly died at the scene after sustaining a stab wound to the leg.

    An investigation was launched by the Met’s Specialist Crime South Unit. Enquiries revealed that prior to his death, Lavaun’s flat had been broken into by four men. The men, who were armed with long knives and swords, demanded drugs and slashed through an internal door.

    Lavaun and a 16-year-old boy were stabbed before running from the scene but Lavaun collapsed a short distance away.

    CCTV enquiries quickly identified the suspects as Tyreece Riggon, Julian Russell, Tyreece Wolfries-Parkin and Alex Pasley.

    On 18 February 2021, officers raided an address linked to Riggon and he and Russell were arrested. A subsequent search of an address linked to Russell recovered a Louis Vuitton bag belonging to Lavaun.

    Wolfries-Parkin and Pasley were also arrested in the following weeks.

    All were charged with Lavaun’s murder as well as attempted murder and attempted grievous bodily harm of the 16-year-old.

    Detective Chief Inspector Mike Nolan, Senior Investigating Officer in the case said:

    “These men were prepared to use extreme levels of violence and take Lavaun’s life to gain possession of drugs they believed were inside the property.

    “Lavaun was defenceless against the four men who were each armed with large knives, including a Samurai sword.

    “Levaun’s death devastated his family and his community. I commend the bravery and strength they have shown throughout this lengthy investigation.”

    A trial at the Old Bailey began on 17 July 2023 and Julian Russell (18.09.1998) of Sanfield Road, CR7 and Tyreece Wolfries- Parkins, (06.10.2002) were found guilty of murder. Alex Pasley (01.10.1995) of Paxton Grove, Coulsdon was found guilty of manslaughter.

    A re-trial began on 4 November 2024 and on Thursday, 12 December, Tyreece Riggon, 24 (29.09.2000) of Armistice Gardens, SE25 was found guilty of attempted GBH. Pasley was also found guilty of attempted GBH in relation to the attack on the 16-year-old boy.

    The group appeared at the Old Bailey on Wednesday, 19 February for sentencing.

    Julian Russell was sentenced to life in prison, to serve a minimum of 24 years in prison minus the four years spent on remand.

    Tyreece Wolfries- Parkins was sentenced to life imprisonment to serve a minimum term of 20 years minus the time spent on remand.

    Alex Pasley was sentenced to 17 years in prison and Tyreece Riggon was sentenced to six years, both minus four years spent on remand.

    BEIJING, Feb. 21 — China is stepping up work in its Shanghai Cooperation Organization (SCO) rotating presidency role, and is committed to hosting a summit featuring friendship, solidarity and fruitful results, Chinese foreign ministry spokesperson Guo Jiakun said on Friday.

    “China is working intensively to fulfill its duty as the SCO chair, … and will work with all parties to lead the SCO into a new stage of high-quality development featuring greater solidarity, coordination, dynamism and productiveness,” Guo said.

    Since taking over the presidency of the SCO in July 2024, China has worked to promote deeper SCO cooperation in politics, security, trade, cultural and people-to-people exchange, and mechanism building, among other fields, he said.

    According to the spokesperson, China has hosted the meeting of the Council of the Regional Anti-terrorist Structure of the SCO, the meeting of the border defense leaders of the SCO, and the joint anti-terrorism drill to further promote security cooperation and mutual trust among member states.

    Additionally, China has organized the SCO Countries Worker Skills Contest, the e-commerce live streaming event, and the SCO Countries Publishing Industry Conference to deepen and solidify practical cooperation. China has also hosted the SCO Think Tank forum, the Youth Campus, the SCO Kunming Marathon, and the SCO Women’s Forum to strengthen understanding and friendship among people of various nations, Guo added.

    With a focus on the SCO Year of Sustainable Development, China hosted training programs in such fields as green development, poverty reduction, environmental information sharing, and green low-carbon technology, Guo said.

    In the next phase, besides ministerial meetings in various fields, China will host a variety of events, including the SCO political parties forum, roundtable dialogue on global governance, the Youth Innovation and Entrepreneurship Competition, the SCO Film Festival, Television Festival, and Art Festival, he said.

    The SCO Summit will be the culmination of the events this year, as leaders of SCO member states will gather in China again to discuss future development and cooperation, Guo said.

  • MIL-OSI Security: Woman convicted of murdering two young children

    A woman has been convicted of murder after her two young children were found dead in their east London home.

    Kara Alexander, 47 (23.12.77), of Cornwallis Road, Dagenham was found guilty at Kingston Crown Court on Friday, 21 February.

    She will be sentenced on Friday, 11 April.

    Detective Chief Inspector Paul Waller, who led the investigation, said: “Our thoughts are with the family, especially the boys’ father who found them dead when he went to collect them for the weekend after Kara Alexander had failed to return his messages.

    “No parent should have to go through such a horrific experience, and then have to listen to the detailed evidence highlighting what led up to these events.

    “I would also like to praise those who were first on scene – our colleagues and the paramedics – who also experienced this traumatic event first hand.

    “This has been a difficult investigation for everyone involved. This guilty verdict cannot turn back the clock but it does provide the children’s family with some form of resolution.”

    Emergency services were called at around 14:00hrs on 16 December 2022, after the bodies of two young children were found by their father in their shared bunkbed inside the house in Dagenham.

    Alexander ran from the address following the discovery but was arrested nearby a short time later.

    Two-year-old Elijah Thomas and five-year-old Marley Thomas were both pronounced dead at the scene.

    Post-mortem examinations established that both boys’ cause of death was interference with the normal mechanics of breathing, through smothering and/or immersion in water.

    An investigation was launched, led by detectives from the Specialist Crime Command.

    A search of the house and garden found no evidence of forced entry. The curtains were closed and the house was in darkness.

    Detectives reviewed footage from local CCTV cameras and doorbells which showed Alexander and the children running a number of errands in the days before 16 December 2022. The last time all three were captured together was on the afternoon of 15 December 2022.

    Forensic analysis of Alexander’s phone, which had been found in a filled sink, showed that it had been in regular use up until 16 December but on the day the children were found, no calls were made or messages sent. This led detectives to believe that she had intentionally been avoiding people following their deaths.

    Alexander was charged on 19 December 2022 with two counts of murder.

  • MIL-OSI Global: An explosion of colour and the downfall of an Instagram darling: what to see and watch this week

    Anyone familiar with Scotland will know the weather is at best mercurial, and at worst wet, grey and what we call “dreich” – a good Scottish word meaning drab. For an artist in the early 20th century suffering not just miserable weather but a cultural landscape of joyless, soul-sucking Presbyterianism, escaping to the sunlit uplands of the Parisian avant garde, where artists were experimenting wildly with new ideas and techniques, would have been deeply attractive.

    Into this vivid world of colour and possibility stepped four Scottish artists who embraced everything this exciting new art scene had to offer, and in doing so, changed Scotland’s art forever. Inspired by the post-impressionist works of Van Gogh, Matisse, Cezanne and Derain, they often painted outdoors, revelling in nature, creating exceptional artworks that explored light, shape and colour.

    Samuel John Peploe experimented with Cezanne-like geometric forms, while John Duncan Fergusson took on fauvist influences. George Leslie Hunter focused on blocks of colour, and Francis Campbell Boileau Cadell explored bold shapes and impressionistic compositions.

    Together they became known as the “Scottish colourists”, and their work is being celebrated at a new exhibition at the Dovecot in Edinburgh. As our reviewer Blane Savage points out, each brought back to Scotland new approaches to art that were reflected in their subsequent work. Take Peploe’s Green Sea, Iona from 1925, which perfectly captures the mesmerising colours of a Hebridean shoreline. Radiant and vibrant, here was art to lift even the dreichest Presbyterian Scot’s heart.

    Flowers, grief and reconciliation

    Just as the Scottish colourists loved a nice vase of voluptuous blooms, the new Saatchi Gallery exhibition on the subject, named simply Flowers, explores the place of flora in contemporary art, as well as its wider cultural influence.

    Reviewer Judith Brocklehurst describes the show as resembling a “supersized florist”, filled with bunches of blooms and hanging arrangements of dried flowers. The exhibition offers a wide perspective: from sculpture finding inspiration in Van Gogh’s Sunflowers, to William Morris’s much-loved floral designs, to the digital recreation of 17th-century Dutch paintings, and contemporary photography and video installations too.

    This richly imaginative and engaging exhibition celebrating the importance of flora in our lives is well worth an hour of your time if you’re in London.

    Highly recommended cinema this week is the Japanese film Cottontail, a gentle and touching story about a middle-aged man grieving the loss of his wife after a long illness. Honouring her dying wish, he takes her ashes to be scattered in the Lake District in the north of England – a place that had special significance for her.

    Woven through the tale is the man’s complicated relationship with his son, whom he has neglected for his career. Struggling to connect, they embark on the journey together, each dealing with their own grief and sense of loss. Chao Fang, an expert in ageing, death and dying, found this delicate film’s portrayal of grief realistic and relatable, and the journey to find peace by reconciling the past and present both absorbing and affecting.

    The Oscar-nominated I’m Still Here, released today, sees director Walter Salles adapt Marcelo Rubens Paiva’s autobiographical novel of the same name. The film follows the grief of a family whose husband and father is disappeared by the regime of Brazilian dictator Emílio Garrastazu Médici in the early 1970s. The film is carried by a memorable performance from actress Fernanda Torres who plays Eunice, the wife of missing left-wing politician Rubens.

    Relating the story from Eunice’s perspective as she desperately searches for her husband, the film details the breakdown of her relationship with her eldest daughters as they all seek to deal with their devastating loss and uncertain future. Professor of film Belén Vidal describes the film as a “clear-cut tribute to the ‘feminine’ politics of resistance”. Sad, moving and bittersweet in its conclusion, I’m Still Here, appropriately, lingers long after the credits have rolled.

    Downfall of an Instagram darling

    Often real life is stranger than anything created for our screens. Based on the true story of Australian wellness influencer Belle Gibson, Apple Cider Vinegar follows the story of a social media darling documenting her “journey” as she rejects conventional medicine for alternative therapies to treat a rare form of brain cancer. But in 2015, Gibson was exposed as a financial fraud – and worse, was revealed as never having had cancer. The internet, understandably, went wild. But how was she able to perpetrate such an audacious and complex deception?

    Apple Cider Vinegar dramatises Gibson’s story, documenting her meteoric rise to fame and her dramatic downfall, detailing some of the psychological issues that influenced her deceit. But, as sociology professor Stephanie Baker indicates, this shocking story also illustrates a wider point about the conditions that enable frauds like Gibson to gain credibility and influence online. Truly fascinating stuff, it once again reveals how the virtual nature of the internet deludes people when it comes to online behaviour, accountability and getting away with it.

  • MIL-OSI Global: YouTube was born from a failed dating site – 20 years on, the world’s biggest video platform faces new challenges

    When three former PayPal employees, Steve Chen, Chad Hurley and Jawed Karim, registered the domain www.youtube.com 20 years ago, they wanted to create an online dating site based around videos of users. In 2016, Chen told the SXSW conference: “We thought dating would be the obvious choice.”

    But despite offering to pay users to upload videos of themselves, nobody came forward. When their concept failed, they hatched a new idea for the same domain: “OK, forget the dating aspect, let’s just open it up to any video,” said Chen.

    What followed was revolutionary. Having started as a small project, YouTube rapidly grew into one of the most influential platforms in media history, reshaping journalism, media, entertainment and social interactions.

    Its first-ever video, “Me at the Zoo” – featuring Karim casually describing the elephants at San Diego Zoo – set the tone for democratised content creation, and also the type of content that would become so significant for YouTube: vlogging – where people communicate their own blog-style entries on video, often delivered direct to camera.

    The simplicity of uploading and sharing any type of video, combined with the potential of online content going viral, made the platform an instant hit.

    In October 2006, just over a year after the video platform’s launch, Google acquired YouTube for US$1.65 billion (£1.3 billion) – a move that proved one of the most significant tech acquisitions in history. The platform embarked on monetising its growing library of content via online advertising, not only generating huge profits for Google but also providing content creators with a share.

    The increasing profits prompted content creators to deliver better content.

    Whereas traditional media outlets such as television controlled video production and distribution, YouTube suddenly allowed anyone with a camera to share their voice. This shift led to the rise of independent creators, from beauty vloggers and gamers to educators and activists.

    And so the platform has given birth to an entirely new profession: the YouTuber. Early pioneers built massive audiences, inspiring a new wave of content creators who could earn a living through ad revenue, sponsorships and crowdfunding.

    In the UK in 2010, for example, a group of young content creators nicknamed “Brit Crew” became popular on YouTube. They were relatable, fun to watch, and uploaded videos regularly.

    Today, the highest-paid YouTuber worldwide, according to Forbes magazine, is MrBeast, with more than 360 million subscribers and 10 billion views. In reality, MrBeast is Jimmy Donaldson, a content creator and businessman from Greenville, North Carolina. But the views his videos attract are still nowhere near the most-watched YouTube video of all time, “Baby Shark”, with 15 billion views.

    Donaldson has often talked about understanding YouTube metrics and its algorithm as a key component to his success. He particularly pays attention to a measure known as “retention rate”, noting where viewers stop watching to improve his future videos. He says the algorithm prioritises things that are difficult to accomplish, such as getting high retention rates on a long video, over simply getting a large number of views.

    MrBeast is emblematic of the rise of influencers on YouTube: content creators with lots of followers who look to them for inspiration and lifestyle tips. Established companies and brands have sought to develop partnerships with key influencers in order to promote products and services to their often huge global audiences.

    Overall, detailed audience numbers for YouTube are difficult to come by. However, Statista reports that the platform now has more than 2.5 billion active monthly users.

    Citizen journalism

    YouTube also plays a critical role in modern journalism. The platform, along with others such as Facebook and Twitter-X, has allowed citizen journalists to document events in real time, from protests and social movements to natural disasters and political uprisings – especially since YouTube introduced live streaming in 2011.

    During major global events such as the Arab Spring and Black Lives Matter protests, influential coverage emerged from people capturing and sharing their footage on YouTube. This shift has challenged traditional news media, which now often relies on user-generated content as a key source of reporting.

    Similarly, some major world events are streamed live on YouTube, from election coverage to the Olympics to the Glastonbury music festival. There has also been growth in the popularity of video podcasts on the platform – one of the most popular, the Joe Rogan Experience, attracts millions of views per episode.

    Misinformation and conspiracy theories

    Despite its success, YouTube has faced significant challenges. The rapid spread of hate speech, misinformation and conspiracy theories has led the platform to implement stricter content moderation policies. In recent years, YouTube says there has been a substantial drop in the number of videos that violate its policies as a result, although some experts say these numbers can be interpreted in different ways.

    YouTube also continues to face controversies over its data collection, and how its algorithms reinforce conspiracy “rabbit holes”.

    Regulation has become a pressing concern. Governments worldwide are scrutinising YouTube for its role in spreading harmful content. Many countries are discussing how to better protect children online: in the UK, YouTube is the most popular website or app among younger users, used by nearly nine in ten children aged 3-17. (Officially, YouTube does not allow children below the age of 13 to use the platform without supervision, but there are clearly many ways around this for younger users.)

    There is a also drive among regulators to ensure fair competition in the digital marketplace, given YouTube’s dominant position.

    As YouTube enters its third decade, AI could become a powerful tool for creators – from speeding up the process of adding effects to videos, to creating video content from scratch. YouTube will also face continued competition from short-form video platforms such as TikTok and Instagram.

    In my opinion, the growing demand for high-quality, authentic content will shape YouTube’s future. The platform needs to focus on protecting and empowering its creators and their diversity, while nurturing its existing community.

    One thing is clear: YouTube has transformed the way we both consume and create media. From its humble beginnings to becoming a cultural phenomenon, YouTube’s 20-year journey is a testament to the power of digital platforms and social media in shaping modern society. Whether it continues growing or evolves into something entirely new, its impact on global culture is undeniable.

  • MIL-OSI Global: A Palestinian film is an Oscars favorite − so why is it so hard to see?

    For many low-budget, independent films, an Oscar nomination is a golden ticket.

    The publicity can translate into theatrical releases or rereleases, along with more on-demand rentals and sales.

    However, for “No Other Land,” a Palestinian film nominated for best documentary at the 2025 Academy Awards, this exposure is unlikely to translate into commercial success in the U.S. That’s because the film has been unable to find a company to distribute it in America.

    “No Other Land” chronicles the efforts of Palestinian townspeople to combat an Israeli plan to demolish their villages in the West Bank and use the area as a military training ground. It was directed by four Palestinian and Israeli activists and journalists: Basel Adra, who is a resident of the area facing demolition, Yuval Abraham, Hamdan Ballal and Rachel Szor. While the filmmakers have organized screenings in a number of U.S. cities, the lack of a national distributor makes a broader release unlikely.

    Film distributors are a crucial but often unseen link in the chain that allows a film to reach cinemas and people’s living rooms. In recent years it has become more common for controversial award-winning films to run into issues finding a distributor. Palestinian films have encountered additional barriers.

    As a scholar of Arabic who has written about Palestinian cinema, I’m disheartened by the difficulties “No Other Land” has faced. But I’m not surprised.

    The role of film distributors

    Distributors are often invisible to moviegoers. But without one, it can be difficult for a film to find an audience.

    Distributors typically acquire rights to a film for a specific country or set of countries. They then market films to movie theaters, cinema chains and streaming platforms. As compensation, distributors receive a percentage of the revenue generated by theatrical and home releases.

    The film “Soundtrack to a Coup D’Etat,” another finalist for best documentary, shows how this process typically works. It premiered at the Sundance Film Festival in January 2024 and was acquired for distribution just a few months later by Kino Lorber, a major U.S.-based distributor of independent films.

    The inability to find a distributor is not itself noteworthy. No film is entitled to distribution, and most films by newer or unknown directors face long odds.

    However, it is unusual for a film like “No Other Land,” which has garnered critical acclaim and has been recognized at various film festivals and award shows. Some have pegged it as a favorite to win best documentary at the Academy Awards. And “No Other Land” has been able to find distributors in Europe, where it’s easily accessible on multiple streaming platforms.

    So why can’t “No Other Land” find a distributor in the U.S.?

    There are a couple of factors at play.

    Shying away from controversy

    In recent years, film critics have noticed a trend: Documentaries on controversial topics have faced distribution difficulties. These include a film about a campaign by Amazon workers to unionize and a documentary about Adam Kinzinger, one of the few Republican congresspeople to vote to impeach Donald Trump in 2021.

    The Israeli-Palestinian conflict, of course, has long stirred controversy. But the release of “No Other Land” comes at a time when the issue is particularly salient. The Hamas attacks of Oct. 7, 2023, and the ensuing Israeli bombardment and invasion of the Gaza Strip have become a polarizing issue in U.S. domestic politics, reflected in the campus protests and crackdowns in 2024. The filmmakers’ critical comments about the Israeli occupation of Palestine have also garnered backlash in Germany.

    Yet the fact that this conflict has been in the news since October 2023 should also heighten audience interest in a film such as “No Other Land” – and, therefore, lead to increased sales, the metric that distributors care about the most.

    Indeed, an earlier film that also documents Palestinian protests against Israeli land expropriation, “5 Broken Cameras,” was a finalist for best documentary at the 2013 Academy Awards. It was able to find a U.S. distributor. However, it had the support of a major European Union documentary development program called Greenhouse. The support of an organization like Greenhouse, which had ties to numerous production and distribution companies in Europe and the U.S., can facilitate the process of finding a distributor.

    By contrast, “No Other Land,” although it has a Norwegian co-producer and received some funding from organizations in Europe and the U.S., was made primarily by a grassroots filmmaking collective.

    Stages for protest

    While distribution challenges may be recent, controversies surrounding Palestinian films are nothing new.

    Many of them stem from the fact that the system of film festivals, awards and distribution is primarily based on a movie’s nation of origin. Since there is no sovereign Palestinian state – and many countries and organizations have not recognized the state of Palestine – the question of how to categorize Palestinian films has been hard to resolve.

    In 2002, The Academy of Motion Picture Arts and Sciences rejected the first ever Palestinian film submitted to the best foreign language film category – Elia Suleiman’s “Divine Intervention” – because Palestine was not recognized as a country by the United Nations. The rules were changed for the following year’s awards ceremony.

    In 2021, the cast of the film “Let It Be Morning,” which had an Israeli director but primarily Palestinian actors, boycotted the Cannes Film Festival in protest of the film’s categorization as an Israeli film rather than a Palestinian one.

    Film festivals and other cultural venues have also become places to make statements about the Israeli-Palestinian conflict and engage in protest. For example, at the Cannes Film Festival in 2017, the right-wing Israeli culture minister wore a controversial – and meme-worthy – dress that featured the Jerusalem skyline in support of Israeli claims of sovereignty over the holy city, despite the unresolved status of Jerusalem under international law.

    At the 2024 Academy Awards, a number of attendees, including Billie Eilish, Mark Ruffalo and Mahershala Ali, wore red pins in support of a ceasefire in Gaza, and pro-Palestine protesters delayed the start of the ceremonies.

    So even though a film like “No Other Land” addresses a topic of clear interest to many people in the U.S., it faces an uphill battle to finding a distributor.

    I wonder whether a win at the Oscars would even be enough.

    President Donald Trump has vowed to target his political enemies, and experts have warned that he could weaponize U.S. intelligence agencies to conduct mass surveillance on his targets.

    Mass surveillance is the widespread monitoring of civilians. Governments typically target specific groups – such as religious minorities, certain races or ethnicities, or migrants – for surveillance and use the information gathered to “contain” these populations, for example by arresting and imprisoning people.

    We are experts in social control, or how governments coerce compliance, and we specialize in surveillance. Based on our expertise and years of research, we expect Trump’s second White House term may usher in a wave of spying against people of color and immigrants.

    Spreading moral panic

    Trump is already actively deploying a key tactic in expanding mass surveillance: causing moral panics. Moral panics are created when politicians exaggerate a public concern to manipulate real fears people may have.

    Take Trump on crime, for example. Despite FBI data showing that crime has been dropping across the U.S. for decades, Trump has repeatedly claimed that “crime is out of control.” Stoking fear makes people more likely to back harsh measures purportedly targeting crime.

    Trump has also worked to create a moral panic about immigration.

    He has said, for example, that “illegal” migrants are taking American jobs. In truth, only 5% of the 30 million immigrants in the workforce as of 2022 were unauthorized to work. And in his Jan. 25, 2025, presidential proclamation on immigration, Trump likened immigration at the southern border to an “invasion,” evoking the language of war to describe a population that includes many asylum-seeking women and children.

    The second step in causing moral panics is to label racial, ethnic and religious minorities as villains to justify expanding mass surveillance.

    Building on his rhetoric about crime and immigration, Trump frequently connects the two issues. He has said that migrants murder because they have “bad genes,” echoing beliefs expressed by white supremacists. During the 2016 campaign, Trump’s coinage “bad hombre” invoked stereotypes of dangerous migrants crossing the U.S.-Mexico border to steal jobs and sell drugs.

    The president has similarly connected Black communities with crime. At an August 2024 rally in Atlanta, Georgia, Trump called the majority-Black city “a killing field.” The month prior, he said the same thing about Washington, D.C.

    Primary targets

    History shows that in the U.S. moral panics are most likely to target Latino, Indigenous and Black communities as a precursor to surveillance and subjugation.

    In the 18th century, Colonial politicians passed legislation likening the Indigenous people of the American colonies to “savages” and passed laws identifying Indigenous tribes as political enemies to be assimilated. If “killing the Indian” out of people didn’t work, they were to be tracked down and removed from the population through imprisonment or death.

    Another early form of moral panics escalating to spying and mass surveillance were southern slave patrols, which emerged in the early 1700s after pro-slavery politicians proclaimed that Black escapees would terrorize white communities. Slave patrols tracked down and captured not only Black escapees but also free Black people, whom they sold into bondage. They also imprisoned any person, enslaved or not, suspected of sheltering escapees.

    Once a group of people becomes the subject of moral panics and targeted for government surveillance, our research shows, the effects are felt for generations.

    Black and Indigenous communities are still arrested and incarcerated at disproportionately high rates compared with their percentage in the U.S. population. This even affects children, with Indigenous girls imprisoned at four times the rate of white girls, and Black girls at more than twice the rate of white girls.

    Low-tech methods

    These 21st-century numbers reflect decades of targeted surveillance.

    In the 1950s, the FBI under Director J. Edgar Hoover created the counter-intelligence programs COINTELPRO, allegedly for investigating communists and radical political groups, and the Ghetto Informant Program. In practice, both programs broadly targeted people of color. From Martin Luther King Jr. to U.S. Rep. John Lewis, Black activists were identified as a threat, spied on, investigated and sometimes jailed.

    President Lyndon Johnson’s “war on crime,” a sweeping set of federal changes that militarized local police in urban communities, continued this mass surveillance in the 1960s. Later came the “war on drugs,” which an aide to President Richard Nixon later said was designed explicitly to target Black people.

    In subsequent decades, politicians would stir up new moral panics about Black communities – remember the “crack babies” who never really existed? – and use fear to justify police surveillance, arrests and mass incarceration.

    These early examples of mass surveillance lacked the technology that enables spying today, such as CCTV and hacked laptop cameras. Nonetheless, past U.S. administrations have been remarkably effective at achieving social control by creating moral panics then deploying mass surveillance to contain the “threat.” They enlisted droves of police officers, recruited informants to infiltrate groups and locked people away.

    These textbook surveillance methods are still routinely used now.

    Police fusion centers

    For many Americans, the term “mass surveillance” evokes the Department of Homeland Security, which was founded after the 9/11 terrorist attacks. This national agency, which forms part of a federal intelligence apparatus of more than 20 agencies focused on surveillance, has played a key role in mass surveillance since 2001, especially of Muslim Americans.

    But it has local help in the form of police units known as fusion centers. These units feed identification information and physical evidence such as video footage to federal agencies such as the FBI and CIA, according to a 2023 whistleblower report from Rutgers Law School.

    The New Jersey Regional Operations Intelligence Center, for example, is a police fusion center overseeing New York, New Jersey and Connecticut. It employs advanced military technology to gather massive amounts of personal data on people perceived as potential security threats. According to the Rutgers report, these “threats” are highly concentrated in Black, Latino and Arab communities, as well as areas with a high concentration of political organizing, such as Black Lives Matter groups and immigrant aid organizations.

    The New Jersey police fusion approach leads to increased arrest rates, according to the report, but there’s no real evidence that it prevents crime or terrorism.

    Guantanamo and black sites

    Given Trump’s pledges to further militarize border enforcement and expand U.S. jails and prisons, we anticipate a rise in spending on fusion centers and other tools of mass surveillance under Trump. The moral panics he’s been stirring up since 2015 suggest that the targets of government surveillance will include immigrants and Black people.

    Sometimes, victims of mass surveillance go missing.

    The Guardian reported in 2015 that Chicago police had been temporarily “disappearing” people at local and federal police “black sites” since at least 2009. At these clandestine jails, under the guise of national security, officers questioned detainees without attorneys and held them for up to 24 hours without any outside contact. Many of the victims were Black.

    Another infamous black site was housed at the Guantanamo Bay military base in Cuba, where the CIA detained and secretly interrogated suspected terrorists following the Sept. 11 terrorist attacks.

    Trump seems to be reviving the Guantanamo black site, flying about 150 Venezuelan migrants to the base since January 2025. It’s unclear whether the U.S. government can lawfully detain migrants there abroad, yet deportation flights continue.

    The administration has not shared the identities of many of the people imprisoned there.

  • MIL-OSI Global: I’m Still Here: a vibrant testament to female resilience that mourns Brazil’s dark past

    Director Walter Salles’s first feature film since 2012, the Oscar-nominated I’m Still Here is a return to home ground, and a return to strength, for the Brazilian auteur. At 68, Salles reconnects with his youth, telling a story in which he does not figure, but takes up the role of witness to the pain of others.

    I’m Still Here is adapted from the autobiographical novel Ainda Estou Aqui by Salles’s contemporary, the writer Marcelo Rubens Paiva. The novel recounts Paiva’s father’s disappearance in 1971, under the repressive dictatorship of Emílio Garrastazu Médici, through the memories of the author’s mother, Eunice Paiva.

    In Salles’s film, the Paivas lead an enchanted life in a house facing Leblon beach in Rio de Janeiro, until the long arm of the military regime wrecks their dream.

    Beloved family head, Rubens (Selton Mello), an engineer and congressman secretly collaborating with the underground opposition, is kidnapped by state police under the pretence of a routine interrogation. It then befalls his wife Eunice (Fernanda Torres) to sustain family life and give their children a sense of future while trying to find out what happened to her husband.

    It’s the second act of the film, particularly the harrowing yet restrained sequences of Eunice’s days-long detention, that reveal the stakes of the story. Her traumatic experience in jail and increasingly desperate search for her husband afterwards is framed as a transformative journey. It’s one that will culminate 25 years later, when the memory of the disappeared is reinstated in the official archives of the nation’s history.

    I’m Still Here adopts a linear style of storytelling and classical three-act structure (stability, disruption, reparation) that serves historical closure, reinforced by the display of the Paiva family’s photographic archive in the closing credits.

    This familiar convention takes on a special poignancy in I’m Still Here, where the private archive is a powerful alternative to a discredited “official” media narrative. The reconstruction of everyday life conveys endurance and resistance. This in turn brings to the fore the gendered dynamics of the Paiva household.

    Rubens’s underground political activity against the regime means that he leads a double life to which Eunice, for all her loving closeness to her husband, remains ignorant of. This is sorely tested when Rubens disappears. With him the main source of income, it leaves Eunice and the children to cobble together a new existence in São Paulo.

    Adopting Eunice’s perspective throughout, the film observes how her relationship with her eldest daughters begins to fracture as they find different ways of coping with traumatic loss and an uncertain future. However, the film stays clear of melodrama, leaving Eunice to internalise the process instead.

    In the lead role, the prolific 59-year-old actor Fernanda Torres carries the film as effortlessly in fitted pencil skirts and chic geometric patterns of late 1960s fashion. Her screen chemistry with the slightly younger Selton Mello – they are the perfect couple while happiness lasts – is palpable.

    Torres’s controlled, nuanced performance navigates the family’s shift in fortunes with measured calm and steely determination, even as she gradually comes to terms with the fact that she’s on her own.

    In this way, the film is a clear-cut tribute to a “feminine” politics of resilience. This matches the preference for a linear biopic over focus on fraught alliances and betrayals that may have determined the course of 1970s political life in Brazil.

    Despite its stark subject matter and suffering heroine, the retro pleasures of I’m Still Here form one of the film’s strongest aspects. The measure of the family’s loss is given by a sweeping first act. Despite the all too readable signs of what’s to come (the film opens with Eunice enjoying a solitary swim in crystalline waters, disturbed by the sound of helicopters hovering above), the viewer is invited to live in the joyous present of the Paiva household.

    The dynamic camerawork captures the energy of the children, connecting the space of the beach with the open-doors house where Eunice and Rubens act as genial hosts for their friends.

    Through references to the vibrant tropicália musical movement the film celebrates and mourns not only the centrality of music to Brazilian cultural life, but the tastes of a cosmopolitan, white liberal middle class (to which Salles also belongs) whose lives and aspirations were cut short by the dictatorship.

    Torres’s real-life mother, the decorated Brazilian actress Fernanda Montenegro, plays the older Eunice in the film’s closing scenes. The match is near perfect, as they both command the same intense yet guarded look.

    Eunice’s character arc signifies the nation’s rise to consciousness. She goes back to study in her forties, becoming a lawyer working on behalf of the rights of indigenous women and in support of the families of the disappeared.

    This personal engagement in justice and reparation is blighted by dementia. In 2014, the nonagenarian Eunice played by Montenegro is a silent, wheelchair-bound Alzheimer sufferer. This epilogue, shot in bleached digital textures vividly contrasts with the vibrant memories captured in the (recreated) Super-8 films shot by the Paivas.

    As Brazil pulls itself together after the twin catastrophes of COVID and Bolsonarism, I’m Still Here’s cautionary tale for the present may be curtailed by the fact that its emotional core is placed so firmly in mourning its past, depicted as a idyllic moment of happiness and optimism before Brazil was robbed of its future.

    • Onex had approximately $8.3 billion of investing capital, or $113.70 (C$163.54) per fully diluted share(6) at December 31, 2024. Onex’ investing capital per fully diluted share returned 6% for the year ended December 31, 2024 or 15% in Canadian dollars. Over the last five years, investing capital per fully diluted share has had a compound annual return of 13%.
    • Onex’ private equity investments had net gains of $11 million in the fourth quarter of 2024 (Q4 2023: net gains of $250 million). Investments in Credit strategies generated net gains of $16 million in the fourth quarter of 2024 (Q4 2023: net gains of $66 million).
    • Onex raised approximately $2.8 billion in fee-generating capital across its Private Equity and Credit platforms in the fourth quarter and $8.8 billion in fiscal 2024.
    • The Onex Partners Opportunities Fund has raised aggregate commitments of approximately $1.2 billion, including affiliated vehicles and Onex’ commitment of $400 million. The Fund completed its second acquisition in December.
    • ONCAP V has reached aggregate commitments of approximately $1.1 billion, including Onex’ commitment of $250 million, with a final close expected at the end of Q1 2025. In December, ONCAP II and ONCAP III completed the sale of PURE Canadian Gaming.  
    • Collectively, our private equity teams returned approximately $3.0 billion of capital to Limited Partners in 2024, including approximately $1.0 billion to Onex.
    • Onex Credit raised or extended a total of $13.0 billion of fee-generating assets across its CLO platform in 2024. Fee-generating assets under management (FGAUM) within the Structured Credit platform increased 34% in 2024. Activity in Q4 includes closing of five new CLOs for approximately $2.6 billion in new fee-generating assets. The Credit platform contributed $27 million of fee-related earnings (FRE) in 2024, with year-end run-rate FRE of $40 million.
    • Onex repurchased 2,277,722 Subordinate Voting Shares (SVS) in the fourth quarter for a total cost of $185 million (C$266 million) or an average cost per share of $81.18 (C$116.82). Onex repurchased 5,693,741 SVS in 2024, capturing approximately $215 million of value for remaining shareholders.
    • Onex had $35.2 billion of FGAUM at December 31, 2024, a 17%(7) increase over the last 12 months. Run-rate management fees(8) increased to $195 million at December 31, 2024.
    • Unrealized carried interest from funds managed by Onex was $286 million at December 31, 2024.
    • Onex’ cash and near-cash(9) balance was $1.6 billion or 19% of Onex’ investing capital as of December 31, 2024 (December 31, 2023 – $1.5 billion or 17%).

    The first G20 Employment Working Group (EWG) Meeting under South African Presidency concluded today on 21st Feb, 2025 at Port Elizabeth, South Africa. The EWG priorities (i) Inclusive Growth & Youth Empowerment and (ii) Social Security & Digitalisation for an Inclusive Future of Work, as was discussed in the working sessions of EWG meeting.

    During the four-days, delegates of G20 Members and invited states made interventions and presentations on key focus areas of the G20 Labour & Employment track.  Ms. Sumita Dawra, Secretary (Labour & Employment) led the Indian delegation and made interventions from Indian side on both the priorities. Secretary took an evidence-based approach on increased social security coverage in India, rising workforce in employment, as well as presented case studies on NCS and eShram to emphasize harnessing of technology by India for labour welfare.

    Secretary Labour highlighted India’s transformative use of technology to (i) onboard workers in unorganised sector and build a national database on EShram, and further utilise the portal for building access of workers to various social security schemes; (ii) Use of National Career Service (NCS) Portal to bridge the supply-demand in labour market through convergence of various stakeholders- employers, job-seekers, counselling and skilling services, etc. Case studies were presented on both EShram and NCS, both of which drew much interest of delegates of G20 member states on India’s strides in harnessing technology for the labour market.

    Case Study 1: eShram Portal

    India presented the eShram Portal as a case study, showcasing its role as a comprehensive national database for unorganized and platform workers, for ensuring seamless access to social security benefits as a ‘one-stop-solution.’ Available in 22 languages and powered by Bhashini, the portal assigns a Universal Account Number (UAN) to each worker, enhancing transparency and accountability. Further, the platform workers’ module, launched on December 12, 2024, enables aggregators to onboard workers and share engagement details, facilitating intelligent mapping to their employers. This initiative strengthens last-mile delivery of social security benefits, empowering millions in the informal sector and exemplifying India’s commitment to leveraging technology for inclusive welfare.

    Case Study 2: National Career Service (NCS) Portal

    India’s effort on leveraging technology to bridge the Jobs-Skills gap was presented through case study on NCS Portal. The Portal had mobilized over 440 million vacancies and registered 4 million employers, bridging the gap between job seekers and employers. NCS is also integrated with the Skill India Digital Hub (SIDH). Upskilling initiatives in green jobs, AI, and the platform economy were prioritized to meet future workforce demands. The QS World Future Skills Index 2025 recognized India’s strength in ‘ready-to-recruit’ markets for digital, AI and green jobs.

    Bilateral with ILO, OECD

    Follow-up on India’s G20 2023 Presidency with respect to developing an international framework for mutual recognition of skills and qualifications has been prioritised by the delegation. Accordingly, on the side-lines of 1st G20 EWG meeting, India held bilateral discussions with ILO, OECD and Germany regarding skill gap mapping feasibility study, its work plan and time-lines.

    Secretary briefed on the latest updates regarding funding, status of agreement with ILO to complete the study, and collaboration with concerned stakeholders. It was agreed that feasibility study will focus on three key sectors: IT, Green Jobs, and Care-related roles.

    Given India’s demographic dividend, and the projection of India to increasingly meet incremental global workforce requirements over the next decade, this study assumes great significance for facilitation of international mobility of qualified Indians.

    Bilateral with Netherlands

    A bilateral discussion was held with the Netherlands, focusing on India’s Multidimensional Poverty Index (MPI) and its alignment with global efforts to address poverty through the concept of ‘Living Wages,’ thus improving living standards. Collaboration with the Netherlands and the ILO was highlighted as critical to advancing living wages, with proposals for exchange of best practices and technical discussion on estimation of living wages. India reiterated its dedication to collaborating with international partners to advance decent work, sustainable wage systems, and enhanced livelihoods for workers.

    During bilateral discussion with Germany, the importance of the Joint Declaration of Intent (JDI) entered by India with Germany in the month of October 2024 was highlighted. The JDoI is important for enhancing cooperation in work in global supply chains, human-centric AI and its impact on Jobs, developing Gig economy, a global skills referencing framework, etc. India reaffirmed its commitment to deepening collaboration with Germany, fostering innovative projects and a shared vision for an inclusive and equitable future of work.

    The Telecom Regulatory Authority of India (TRAI) has today released Recommendations on ‘Framework for Service Authorisations for provision of Broadcasting Services under the Telecommunications Act, 2023’.

    As per the extant guidelines for various broadcasting services, licenses/permissions/ registrations are issued by Ministry of Information and Broadcasting (MIB) under Section 4 of the Indian Telegraph Act, 1885 for provision of broadcasting services, like, television channel uplinking/downlinking (including Teleport), SNG/DSNG, DTH, HITS, IPTV, FM Radio, and Community Radio Stations (CRS).

    The Government has notified the Telecommunications Act, 2023 in the Gazette of India, which repeals the Indian Telegraph Act, 1885. However, the appointed date for various sections of the Telecommunications Act, 2023 is yet to be notified. Section 3(1)(a) of the Telecommunications Act, 2023 mandates authorisation for those intending to provide telecommunication services, subject to the terms and conditions, including fees or charges, as may be prescribed.

    MIB, vide its letter dated 25th July 2024, has sought recommendations of TRAI under Section 11(1)(a) of TRAI Act, 1997 on the terms and conditions, including fees or charges; for authorisation to provide broadcasting services, aligning it to the Telecommunications Act, 2023 and harmonizing the terms and conditions across various service providers.

    Accordingly, on 30th October 2024, the Authority initiated a consultation process by releasing a Consultation Paper titled ‘Framework for Service Authorisations for provision of Broadcasting Services under the Telecommunications Act, 2023‘ and sought stakeholder’s comments. In response, the comments and counter comments received from the stakeholders were uploaded on TRAI’s website. As part of the consultation process, Open House Discussion (OHD) was held on 18th December 2024.

    Based on the comments and counter-comments received from stakeholders as well as inputs gathered during OHD, examination of the existing provisions of various broadcasting policy guidelines, taking into account relevant earlier recommendations of TRAI that are under consideration of the Government, and its own analysis, TRAI has collated and restructured the terms and conditions into a simplified authorisation framework. The terms and conditions are aligned to the relevant provisions of the Telecommunications Act, 2023. Accordingly, TRAI has finalized its Recommendations on ‘Framework for Service Authorisations for provision of Broadcasting Services under the Telecommunications Act, 2023. The recommendations aim to promote growth and enhance ease of doing business in the sector.

    The recommended authorisation framework provides for two distinct sets of terms and conditions, the first set, for the applicant entity intending to obtain authorisation for broadcasting services; and the second set, to comply with by the authorised entity for service provisioning during the period of authorisation.

    These two sets of terms and conditions should be adopted while framing the Rules, namely, ‘The Broadcasting (Grant of Service Authorisations) Rules’ and ‘The Broadcasting (Television Channel Broadcasting, Television Channel Distribution, and Radio Broadcasting) Services Rules’.

    The recommended authorisations for broadcasting services include those for Television Channel Broadcasting (Satellite-based/Ground-based), News Agency for Television Channel(s), Teleport/Teleport Hub, Uplinking of Live event/news/footage by Foreign Channel/News Agency, Direct to Home (DTH) Service, Head End in the Sky (HITS) Service, Terrestrial Radio Service, Community Radio Stations and Low Power Small Range Radio Service.

    Salient points of the recommendations are given below:

      • Broadcasting service authorisations shall be granted under Section 3(1)(a) of the Telecommunications Act, 2023, in place of the extant practice of issuing license/permission under Section 4 of the Indian Telegraph Act, 1885. Terms and conditions for service authorisations shall be notified as Rules under Section 56 of the Telecommunications Act, 2023.
      • Grant of service authorisation under Section 3(1)(a) should be in the form of an authorisation document containing essential details pertaining to the service. The format of the authorisation document has been recommended.
      • The terms and conditions for ‘Grant of Service Authorisations’ have been harmonized for similar services and covers eligibility criteria, application process and other relevant details/information required by an applicant entity before applying for service authorisation.
      • Migration of existing licensee/permission holder to new authorisation regime shall be voluntary, till the expiry of their license/permission. Further, no processing fee or entry fee will be required for migration, in case of broadcasting services. However, the validity period of the respective service authorisation should be from the effective date of migration to the authorisation regime, irrespective of the validity period of existing license/permission.
      • Addition of new services, namely, ‘Ground-based Broadcasting of a Television Channel’ and ‘Low Power Small Range Radio Service’, based on earlier recommendations of the Authority.
      • The terms and conditions for service provisioning encompasses two parts, namely, ‘Common Terms and Conditions’ applicable to all broadcasting service authorisations in a harmonized manner and ‘Specific Terms and Conditions’ applicable to service specific authorisations.
      • To protect the interests of service providers, it has been recommended that amendments to terms and conditions of service authorisations (except for reasons of National Security) shall require TRAI’s recommendations.
      • Mandatory co-location should be removed for authorised entities of Radio Broadcasting Services.
      • Infrastructure sharing, on voluntary basis, among broadcasting service providers as well as with the telecom service providers/infrastructure providers, wherever technically and commercially feasible, has been recommended.
      • Authorised entities of ‘Television Channel Distribution Services’ shall endeavour to adopt interoperable STBs to enhance consumer choice and reduce electronic waste.
      • TEC to prepare and notify standards for interoperable STBs and television sets with inbuilt STB functionality.
      • The minimum net worth requirement of Rs. 100 crore for the Internet Service Providers to provide IPTV Service is recommended to be removed and the same should be aligned with the provisions contained in the authorisation for Internet Services to be issued by DoT.
      • Terms and conditions for Radio Broadcasting Service have been made technology agnostic enabling adoption of digital technology.
      • Service authorisation for ‘Terrestrial Radio Service’ to be delinked from frequency assignment and the auction of spectrum for frequency assignment for Terrestrial Radio Service shall be done separately.
      • In addition to broadcasting of radio channel(s), the authorised entities for Terrestrial Radio Service should be allowed streaming the same content through internet concurrently without any user control.
      • MIB should prescribe separate Programme Code and Advertisement Code for radio broadcasting service providers.
      • The terms and conditions including fees and charges for various broadcasting services, particularly in the ‘Television Channel Distribution Services’, have been harmonized with the provisions in the Telecommunications Act, 2023. Salient recommended terms and conditions are as under:

  • MIL-OSI Asia-Pac: Ministry of Mines classifies Barytes, Felspar, Mica and Quartz as Major Minerals

    The Ministry of Mines vide gazette notification dated 20th February, 2025 has shifted minerals Barytes, Felspar, Mica and Quartz from the list of minor minerals to the category of major minerals.

    This move follows the recent approval of the National Critical Mineral Mission by the Union Cabinet on 29th January, 2025. The Mission envisages exploration and mining of critical minerals within the country including recovery of these minerals from mines of other minerals, overburden and tailings.

    Quartz, Felspar and Mica are found in pegmatite rocks, which are an important source of many critical minerals such as Beryl, Lithium, Niobium, Tantalum, Molybdenum, Tin, Titanium, Tungsten, etc. These minerals have vital role in various new technologies, in energy transition, spacecraft industries, healthcare sector, etc. When the leases of Quartz, Felspar and Mica are granted as minor mineral leases, the lease holders do not declare existence of critical minerals or extract the critical minerals associated with it such as Lithium, Beryl, etc. as their primary objective is to use these minerals as minor minerals for construction, glass / ceramic making, etc. Consequently, the critical minerals associated with these minerals are neither getting extracted nor reported.

    Similarly, Baryte has various industrial applications which is used for oil and gas drilling, electronics, TV screens, rubber, glass, ceramics, paint, radiation shielding and medical applications. Baryte is used to make high density concrete to block x-ray emissions in hospitals, power plants, and laboratories. Baryte often occurs as concretions and vein fillings in limestone and dolostone. It is found in association with ores of Antimony, Cobalt, Copper, Lead, Manganese and Silver. Baryte with iron ore occurs in pocket type of deposit which cannot be mined in isolation. While mining either of the minerals, the production of associated mineral is inevitable.

    In view of the importance of these minerals, the Inter-Ministerial Committee on Mines & Minerals Sector constituted under the chairmanship of Dr. V. K. Saraswat, Member NITI Aayog, recommended that these minerals be shifted from the list of minor minerals to the category of major minerals. Once categorised as major minerals, there would be an increase in exploration and scientific mining of these minerals which are an important source of many critical minerals.

    Reclassification of minerals Barytes, Felspar, Mica and Quartz will not adversely affect the lease period of the existing leases. As major minerals, the leases for these minerals will get extended to a period of 50 years from the date of grant or till the completion of renewal period, if any, whichever is later as per section 8A of the MMDR Act, 1957.These mines will gradually register with the Indian Bureau of Mines and will be regulated as major minerals. A transition time of four months, that is, up to 30th June, 2025 has been provided. The revenue from mines of these minerals will continue to accrue to the State Government as earlier.

         The 2025 Shenzhen-Hong Kong marathon and the 15th National Games (NG) athletics (marathon) test event will be held on Sunday (February 23). The entire track is 42.195 kilometres long, of which the section in Hong Kong is 21.841km. Setting off from the Shenzhen Bay Sports Center, the races will enter Hong Kong via the Shenzhen Bay Port, run along the Shenzhen Bay Bridge and Kong Sham Western Highway Viaduct, then turn back to the Shenzhen Bay Port through the same route, and finally end at the Shenzhen Bay Sports Center. The event comprises men’s and women’s races, with the women’s group to depart at 7am and the other to set off at 7.30am. The athletes will enter the Hong Kong section upon completion of approximately 2km of the race route. Both groups are expected to spend around two hours in the Hong Kong section.      To facilitate the smooth running of the race, clearance services of the Shenzhen Bay Port (including all passenger and cargo clearance services) will be suspended during part of the morning on the event day, while temporary control measures will be implemented on the Shenzhen Bay Bridge and other related roads that day. Members of the public and travellers should pay attention to the following key points:      Arrival and departure clearance services at the Shenzhen Bay Port will be suspended from 2am to 11am on the event day, and passengers and vehicles will be prohibited from entering the port. In the meantime, temporary control measures will be implemented on Shenzhen Bay Bridge, Kong Sham Western Highway and Ha Tsuen Interchange. During the temporary control period, Shenzhen Bay Bridge, Kong Sham Western Highway and Ha Tsuen Interchange will be closed to all vehicular traffic from eastbound and westbound of Yuen Long Highway and Ha Tsuen Road.      Cross-boundary vehicles (including good vehicles, passenger vehicles and private cars) with valid closed road permits for the Shenzhen Bay Port may choose to use the Lok Ma Chau, Heung Yuen Wai and Man Kam To boundary control points (BCP) according to the operating hours of the relevant control points on the event day. The above special arrangement will cease upon the reopening of the Shenzhen Bay Port.      Cross-boundary coach services running between Hong Kong and the Mainland via the Shenzhen Bay Port as well as local public transport services serving the Shenzhen Bay Port, including franchised buses, green minibuses (GMB), urban and New Territories taxis, will be suspended during the implementation of the temporary control at the Shenzhen Bay Port on the day of event. The bus companies and GMB operators will display notices at termini and en-route stops of the affected routes to inform affected passengers. Travellers should choose other control points to Shenzhen.      During the suspension of the Shenzhen Bay Port departure service, the Transport Department (TD) expects that the roads leading to the Lok Ma Chau Spur Line Station Public Transport Interchange, Lok Ma Chau/Huanggang, Man Kam To and Heung Yuen Wai BCPs, including San Tin Interchange, San Sham Road and Lok Ma Chau Road, will be busy with traffic. The full clearance services at the Shenzhen Bay Port are expected to resume at around 11am that day, by then traffic will be expected to be relatively busy. Therefore, the TD appeals to travellers and drivers who plan to use all BCPs concerned on that day to plan their trips in advance. Cross-boundary private cars and other drivers are also advised to avoid driving to the above districts during the relevant hours unless necessary. Depending on the prevailing traffic conditions in the different areas, the Police will deploy appropriate manpower and implement corresponding crowd management measures or special traffic arrangements at the affected control points and relevant road sections.      For details of the special traffic and transport arrangements for the test event, please refer to the Transport Department Notice (www.td.gov.hk/en/traffic_notices/index_id_79334.html) and the Police’s press release on the special traffic arrangements for the test event (www.info.gov.hk/gia/general/202502/13/P2025021300398.htm).      The National Games Coordination Office (Hong Kong) (NGCO) has liaised with relevant government departments and organisations to disseminate information of the relevant BCP clearance services and transportation arrangements to be implemented for the event to the public, travellers and stakeholders through various channels.      The TD will liaise with public transport operators to suitably adjust the services to cater for passenger demand, and issue transport departmental notice of the traffic and transport arrangements for the test event and appeal for cross-boundary and local travellers and members of the public via various channels to take heed of arrangements for various public transport travelling to and from the Shenzhen Bay Port and plan their journeys early, including the HKeMobility mobile application, variable messages signs at strategic roads and tunnels, public announcement at MTR stations, Agent T Facebook page (www.facebook.com/AgentT.hk) as well as the social media platform of the Guangdong-Hong Kong-Macao Greater Bay Area Development Office and the Hong Kong Economic and Trade Office in Guangdong of the Government of the Hong Kong Special Administrative Region.      The Marine Department has liaised with cross-boundary ferry operators, with a view to working out manpower and sailing schedule arrangements for ferry services to and from Shekou, Shenzhen, in advance.      The Home Affairs Department has disseminated the relevant message through the district network (including District Councils, Area Committees and District Committees, Youth Committees, as well as District Services and Community Care Teams). On the day of the test event, the Care Teams will deploy staff to inspect the districts of Tuen Mun and Yuen Long, and provide appropriate assistance to members of the public in need (e.g. responding to enquiries).      Hong Kong Customs has informed the transport trades of the traffic arrangements on that day and to use other land BCPs as far as possible for entry and exit. Customs has also posted notices at the clearance facilities of the Hong Kong Port and informed the public through its website (www.customs.gov.hk/en/home/index.html) and social media platform.      The Immigration Department (ImmD) will update the situation of the control points in real time through its mobile application on the event day. Travellers are advised to check the waiting time situation of the Shenzhen Bay Control Point and other land BCPs through the ImmD’s mobile application before travelling to make better planning for their itinerary and minimise waiting time.      The Police will also remind the public of the temporary traffic control arrangements through its social media platform (www.facebook.com/HongKongPoliceForce).      The Tourism Commission (TC) has informed the hotel sector through their trade associations to remind their guests of the special transportation arrangements. The TC has also informed licensed travel agents through the Travel Industry Authority and the Travel Industry Council of Hong Kong to avoid bringing tour groups across the Shenzhen Bay Bridge on the event day. The Hong Kong Tourism Board has also notified its trade partners and disseminated the relevant information on its website (www.discoverhongkong.com/eng/index.html) to facilitate visitors’ itinerary planning.      Shenzhen will broadcast the event online, while Hong Kong has also arranged for live webcast by Radio Television Hong Kong (RTHK) (RTHK weblink: www.rthk.hk/nationalgames and RTHK YouTube channel: www.youtube.com/RTHK).      A spokesperson for the NGCO said as the NG is the country’s highest-level event, this marathon test event has to meet stringent requirements in terms of the selection of race course and the organisational arrangements to ensure the safety of athletes. Relevant departments will work together to facilitate the special traffic and transportation arrangements to minimise the impact on the public and travellers who usually use the Shenzhen Bay Port. The spokesperson thanked members of the public and travellers for their understanding, as well as the contributions of various organisations and departments to implementing the relevant arrangements.

         Following is the speech by the Secretary for Culture, Sports and Tourism, Miss Rosanna Law, at the Sports Law Conference today (February 21):
          
    President Roden Tong (President of the Law Society of Hong Kong), Mrs Regina Ip (Convenor of the Non-official Members of the Executive Council and Member of Legislative Council), Vivian, gold medal winner of Paris 2024 Olympic Games (Ms Vivian Kong), distinguished guests, ladies and gentlemen,
          
         Good morning. It is my great honour to address you at today’s Sports Law Conference. First of all, I would like to thank the Law Society of Hong Kong for organising the first mega conference on sports law in Hong Kong. 
          
         Today, we gather here to discuss and explore the enormous opportunities that the sports industry may present to both the legal profession and the business community in Hong Kong. I am glad that we have such a big and distinguished group of speakers from the business sector, legal practitioners, and sports professionals, both local and from abroad, to share with us their valuable insights on various aspects of sports.
          
         Hong Kong has always been a city that is passionate about sports. Sports not only promote physical health and well-being but also foster social cohesion. The Government is committed to developing sports in the community, nurturing sports talent, hosting mega sports events, promoting professionalism and developing sports as an industry. Our commitment is evident in the increasing resources that we have devoted to this policy area. In 2024-25, we are spending about $7.9 billion, which is double of the annual spending of $3.9 billion 10 years ago.
          
         Our efforts in sports development have borne fruit as we take pride in our athletes’ achievements on the global stage. Last summer, Hong Kong athletes achieved remarkable results by capturing two gold and two bronze medals in fencing and swimming at the Paris Olympic Games, attaining the best results in the history of Hong Kong, China thus far. Vivian Kong is here with us today and deserves a big round of applause from us. Our para-athletes also won three gold, four silver, and one bronze medal at the Paralympic Games, setting our best results since 2012.
          
         Earlier this month, I attended with the Chief Executive of Hong Kong the Asian Winter Games at Harbin. I am still overwhelmed by the achievements of our Hong Kong, China team, which made a lot of breakthroughs. Participating in curling and alpine skiing at the Games for the first time, our men’s curling team historically made the fourth, and an alpine skier achieved a record 10th place out of a total of 58 participants. The men’s ice hockey team also reached the quarterfinals stage for the first time. Although our athletes could not make it to the podium just as yet, I am sure all of us in this room are proud of their success and in particular the sportsmanship, professionalism and sports ethics demonstrated.
          
         As we celebrate our athletes’ achievements, it is important to recognise that their success represents more than just their talents. It reflects also the values that sports can bring to our community. These values go beyond medals, records and scores and can bring a positive impact to the society of Hong Kong. Now, let’s take a look at how sports can unlock important values for the Hong Kong community.
          
         First of all, perseverance is the key in the sports world. Our athletes encounter challenges, including injuries, defeats, and intense competitions throughout their career. Only through years of perseverance could they finally reach the international sporting arena. Vivian will agree with me that many of our athletes had to cope with recurring injuries while they gave it their all in the Paris Olympic Games. Having gone through these hardships, our athletes deserve fully our cheers and appreciation. Their perseverance has become an inspiration to many, and the athletes are setting an important role model, encouraging our youths not to give up in the face of obstacles. This is the spirit that empowers us and makes our society more resilient.
          
         Secondly, we promote friendship through sports. Sports serve as a powerful medium for building friendship that transcends cultural, ethnical and geographical barriers. It is through sports that people from around the world come together to promote mutual respect, inclusivity and friendship.
              
         It is also through sports that we take pride in our country and foster a stronger sense of national identity and belonging. As our national athletes continue to excel on the international stage, more and more people in Hong Kong are rooting for them and sharing in their joy of achievements as they bring triumph to the entire nation. We were particularly excited about the Mainland Olympians’ visit to Hong Kong after the Paris Olympic Games, where we had the invaluable opportunity to appreciate their sporting skills up close. As the public celebrated our country’s achievements together, our national identity and sense of belonging to our country are fortified.
          
         Another important value that we recognise is the commercial opportunities that the sports industry presents. Investments in sports infrastructure, sponsorships, and merchandising contribute to the job creation and business development of Hong Kong. As we promote sports events and activities, we can attract local and international brands, fostering partnerships that add impetus to our economy.
          
         To encourage the commercialisation of sports events, the Government provides matching funds under the “M” Mark System to provide incentives for event organisers to seek sponsorship from commercial organisations. By making the best use of market resources, we believe that the quality of events can be further enhanced, which will help attract more commercial players to the sports ecosystem. This is also conducive to the sustainable development of the sports industry in the long run.
          
         Sports broadcasting is another important aspect in commercialising the sports industry. Given the rise of digital media, the broadcasting right of sports events has become even more valuable. The broadcasting of sports events does not only generate revenue and sponsorships but also increases the visibility of our athletes and the sports themselves. The Government’s purchase of the broadcasting right of the Paris Olympic Games and Paralympic Games last year enabled members of the public to enjoy the games on television free of charge and to cheer for the athletes. This undoubtedly has helped generate greater interest in sports in the community.
          
         Meanwhile, sports have played an increasingly important role in driving tourism in Hong Kong. Major sports events, such as the Hong Kong Rugby Sevens hosted every year, attract hundreds of thousands of visitors from around the world, showcasing our city’s culture, hospitality, and vibrant spirit. By positioning Hong Kong as a centre for major international sports events, we strive to bring in high-level, high-profile sports competitions and support the invitation of star athletes to Hong Kong, which in turn promotes tourism by attracting families, event personnel and officials, as well as spectators from outside Hong Kong to participate in major sports events.
          
         I am sure that, like me, you are all looking forward to the formal opening of Kai Tak Sports Park, KTSP, on the 1st of March, that is, just a week away. And in fact, I just did two phone interviews about Kai Tak Sports Park this morning, on top of the one I gave yesterday. That is why I came a little bit late; I am very sorry about that. As Hong Kong’s largest sports infrastructure ever, KTSP will fully unleash the strengths and potential of Hong Kong in hosting high-profile mega sports events and entertainment programmes. Hong Kong sports teams will also have ample opportunities to compete at home turf. Additionally, KTSP will help develop peripheral products, including merchandise sales, venue management, refereeing, training, event co-ordination, etc. We will surely capitalise on the world-class facilities in KTSP in driving the sports development of Hong Kong.
          
         We recognise the importance of fostering sports exchanges and collaborations with the Mainland. This year, in November, Hong Kong will cohost the 15th National Games, and the 12th National Games for Persons with Disabilities and the 9th National Special Olympic Games jointly with Guangdong Province and the Macao SAR (Special Administrative Region). Apart from attracting audiences from the Mainland and overseas to Hong Kong, the National Games series of events will allow Hong Kong citizens to participate in and support our team as home spectators. The preparation work of the Games is now in full swing. We will continue to leverage the opportunities to organise more sports exchanges with our Mainland counterparts.
          
         Sports are certainly an exciting area in Hong Kong full of different potential. As the sports industry continues to grow, there is a need to develop a robust legal system that supports fair play and resolves conflicts effectively, thereby promoting professionalism and accountability within the sector. The Chief Executive announced in 2024 Policy Address that the Government would support the industry to launch a pilot scheme on sports dispute resolution in Hong Kong. The availability of a sports dispute resolution mechanism would help preserve the integrity of sports and maintain a sustainable sporting environment. It is also essential to the advancement of sports development in Hong Kong, where a delay in handling of conflict may have a drastic impact on an athlete’s career. My bureau fully supports this initiative, and we look forward to your support and contribution to the pilot scheme.
          
         Ladies and gentlemen, sports have the potential to unlock a wide range of different values that enrich our community and contribute to the growth of Hong Kong. The potential for sports development is truly immense. My team will continue to work with the sports, legal and business sectors to ensure that the sports industry thrives. I am confident that through sports, we can build a stronger, healthier, and more united Hong Kong.
          
         Before I close, I would once again like to extend my heartfelt gratitude to Roden and the Law Society of Hong Kong for organising this conference, and all speakers for sharing your insights, which are essential for creating a brighter future for the sports industry.
