    U.S. carmaker Tesla’s new Megafactory in Shanghai, dedicated to manufacturing its energy-storage batteries, known as Megapacks, launched production on Tuesday, marking a significant expansion of the company’s presence in China.

    With an initial annual production capacity of 10,000 units, or roughly 40 gigawatt-hours of energy storage, this Megafactory is set to significantly contribute to Tesla’s global energy storage goals. The company anticipates a year-on-year increase of 50 percent in energy storage deployments in 2025.

    Covering an area of approximately 200,000 square meters, the new Shanghai plant represents a total investment of about 1.45 billion yuan (around 202 million U.S. dollars), according to the administration of the Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone, where this Tesla facility is located.

    Notably, mass production at the factory commenced just eight months after construction began, serving as a new example of “Tesla speed” in China, with the Shanghai Gigafactory, Tesla’s first plant in the country’s eastern financial hub, having been built and inaugurated within a year in 2019.

    “We’ve witnessed the incredible speed of Shanghai and Tesla once again. I’m excited to have this factory kick off an exciting year for Tesla,” said Mike Snyder, vice president of Tesla, at the launch ceremony on Tuesday, expressing confidence that the new factory will become a cornerstone of Tesla’s global production network.

  • MIL-OSI New Zealand: Heritage – Frozen in time – National Lamb Day celebrations at Totara Estate

    Totara Estate near Ōamaru will play a prime role in this year’s National Lamb Day celebrations on February 15.
    The historic farmstead, a Tohu Whenua cared for by Heritage New Zealand Pouhere Taonga, sent the first-ever shipment of frozen export meat from New Zealand to Britain in 1882, an event that created the multi-billion dollar industry that changed New Zealand’s economy forever.
    February 15 commemorates the exact day 143 years ago when the ship Dunedin left Port Chalmers for the three-month voyage to London carrying just under 5000 sheep and lamb carcasses that had been freshly processed at Totara Estate.
    “This was a significant moment in New Zealand’s history and Totara Estate was at the epicentre of it. It’s very appropriate that this place is a central part of National Lamb Day celebrations,” says Totara Estate Property Lead Jacqui Allison.
    Celebrations will be particularly fitting for the occasion, with New Zealand’s rich agricultural heritage featuring prominently.
    “We’re looking forward to inspiring people with live demonstrations by local experts who will showcase a range of farm-related talents including knife skills, butchery, blade shearing, spinning and other wool crafts,” she says.
    “Visitors will also be able to engage their minds with some captivating live readings and entertaining talks that bring history and culture to life – or just ‘chill’ to the sounds of local musicians who will create the perfect festive mood.”
    And if that wasn’t enough, a range of outdoor games for kids, and older people with a finely developed inner child, promise laughter and smiles all around.
    People can bring their own picnic, or support some of the local businesses who will be there on the day, including Mark from That Food Guy and Barb from Brews and Bites.
    “We’re looking forward to hosting the community in what is shaping up to be a fantastic celebration of a very important date in New Zealand’s history,” says Jacqui.

    From minus zero to hero
    It was a big gamble sending a load of frozen meat from New Zealand to London in 1882.
    Besides the huge investment of actually prepping the first export shipment, the sheer size of the cargo versus the logistics of carrying coal for the long trip made a steam-powered ship impractical, and so the cargo had to travel for three months under sail. Success of the mission depended on the onboard refrigeration system running well.
    Fortunately the man at the helm of the Dunedin was Captain John Whitson, who had taken the time to read up on refrigeration prior to leaving New Zealand. A good thing too. On the way, the ship was becalmed in the tropics and the crew noticed that the cold air in the hold was not circulating, endangering the meat.
    Whitson crawled into the hold, sawed some extra air holes to improve the flow of cold air in order to keep the temperature low, though almost froze to death in the process. Thankfully the crew managed to haul him out of the freezer and resuscitate him.
    As a result of Whitson’s determination, the ship arrived with its cargo in excellent condition. Only one carcass had to be condemned.

    The “Happy Spring Festival” performance by an arts troupe from central China’s Hubei Province captivated audiences at the Zagreb School of Economics and Management (ZSEM) in the Croatian capital on Monday.

    Artists from the Hubei Provincial Performing Arts Group presented a rich variety of traditional performances, including the folk music ensemble “Prosperous National Music,” suona solo “A Hundred Birds Paying Homage to the Phoenix,” and a guzheng and pipa duet “Spring River Moon Night.”

    The program also featured Hubei folk songs such as “Dragon Boat Tune,” Han Opera’s “Drunken Concubine,” and the guzheng and dance piece “High Mountains and Flowing Water.”

    In addition to musical and operatic performances, the show also included magic acts, Sichuan face-changing, and breathtaking Wudang martial arts displays.

    “It was a wonderful, absolutely fascinating performance in celebration of the Chinese New Year,” ZSEM dean Mato Njavro said, expressing his pleasure and honor in hosting the event.

    More than 500 guests from various fields attended the performance, including former Croatian President Stjepan Mesic, former Prime Minister Zlatko Matesa, former Deputy Speaker Davorko Vidovic, and Chinese Ambassador to Croatia Qi Qianjin.

  • MIL-OSI China: China unveils ground-air dual-mode robot for Mars exploration

    A research team from the Harbin Institute of Technology has developed a ground-air dual-mode robot prototype, opening new possibilities for planetary exploration. Weighing just 300 grams — about the same as an average apple — the robot features innovative mobility, capable of rolling on the ground and taking off to overcome obstacles, CCTV News reported.
    Designed for extreme environments, the robot comes in multiple configurations, including dual-wheel and spherical designs, allowing it to adapt to diverse terrains. It can also be equipped with robotic arms for specialized tasks. With energy efficiency as a priority, the robot is particularly suited for Mars exploration, where minimal power consumption is crucial.
    The research team has developed multiple versions of the dual-mode robot, achieving an endurance time more than six times that of similar-sized devices. By rolling along the ground, the robot conserves energy, significantly extending its operational time. Its modular and lightweight structure allows for customization in tasks such as environmental monitoring, defect detection, and equipment maintenance.
    Beyond space exploration, the technology has potential applications in underground environments, such as coal mines and subway systems, where it could aid in construction and exploration of unknown spaces, according to Professor Zhang Lixian from the institute. The prototype has fully achieved these desired features and is ready for broader deployment, Prof Zhang said.

  • MIL-OSI China: ‘Ne Zha 2’ forecast to become world’s highest-grossing animated film of all time

    Chinese ticketing platform Maoyan has further revised its forecast for “Ne Zha 2,” projecting the animated blockbuster will reach 14.25 billion yuan (about 1.99 billion U.S. dollars) in total earnings in China.

    The new estimate, announced Monday night, would position the Chinese feature as the highest-grossing animated film in global box office history, and potentially place it among the top seven highest-grossing films of all time across all categories globally.

    The revised projection came just one day after Maoyan had raised its domestic box office forecast for the film to over 12 billion yuan — up from its estimate of 10.8 billion yuan on Feb. 6. As the first Chinese release expected to cross the 10-billion-yuan threshold, the film is a milestone for Chinese cinema.

  • MIL-OSI China: China’s Spring Festival spending spree fuels global business growth

    On a balmy afternoon on the first day of the Chinese Spring Festival, a queue of nearly 40 people, over half of them being Chinese tourists, snaked around the plain ice cream stall of “Uncle Chieng” on Orchard Road, Singapore.

    “Recently, more than half of the customers are Chinese tourists. Around the Spring Festival, I sell about 20 percent more ice cream each day compared to usual,” said Chieng Puay Chui, owner of the stall, which has become one of the must-visit spots for Chinese tourists.

    This scene is just a microcosm of the vibrant Spring Festival celebrations that have swept China and beyond, the first Lunar New Year festivities after the Spring Festival was added to UNESCO’s intangible cultural heritage list.

    The festival, which falls on Jan. 29 this year, with week-long nationwide celebrations around the date, has not only ignited a surge in domestic consumption but also created vast opportunities for international businesses, as Chinese consumers embrace global goods and cultures.

    Global goods, local celebrations

    The Spring Festival, a time for family reunion and feasting, has seen a growing appetite for “foreign New Year goods” among Chinese consumers. From French wine to Chilean cherries, global delicacies have become essential elements of the Chinese New Year shopping list.

    France’s Occitanie region, renowned for its wine, has been actively promoting its produce in China through platforms like the China International Import Expo and the “From French Farms to Chinese Tables” initiative. For French wine producers, the Spring Festival is one of the best opportunities to promote their products.

    “Ahead of the Chinese New Year, we organized various events to support wine producers from the Occitanie region and importers in distributing their products so that they would be available during the Spring Festival,” said Catherine Machabert, food and wine international director of the economic development agency of the Occitanie Region.

    “For the Year of the Snake, distributors have prepared a variety of gift boxes featuring snake-themed designs to promote the wines,” said Machabert, adding that Occitanie has always maintained strong ties with China and recognizes the importance of the Chinese market.

    Meanwhile, French confectionery giant Andros has capitalized on the festive season by launching special gift packs and organizing in-store tastings. “Our sales during this Spring Festival are expected to double compared to previous years, setting a new record,” said Maxence Zeng, general manager of Andros China.

    Chilean cherries, with their vibrant red hue and symbolic association with prosperity in the Chinese culture, have also become a favorite among Chinese consumers.

    China is a very important market for fresh Chilean cherries, not only because it receives more than 90 percent of total exports, “but also because of the friendly relationship that has been built between our cherries and the people of China,” said Claudia Soler, executive director of the Chilean Cherry Committee.

    Two-way cultural exchanges

    The Spring Festival is not just about shopping and feasting; it’s also a time for travel and cultural exploration. With extended holidays and visa-free policies, Chinese tourists have been flocking to international destinations, while foreign visitors have been arriving in China to experience the festivities firsthand.

    On the pristine beaches of Zanzibar, Tanzania, Chinese tourists Li Chenguang and his wife, Zhao Xue, marveled at the natural beauty surrounding them. “We can witness the Great Migration in the Serengeti, the azure waters of the Indian Ocean and even the snow-capped peaks of Mount Kilimanjaro,” Zhao exclaimed with excitement.

    Meanwhile, in Malaysia, Kuala Lumpur International Airport has been bustling as Chinese tourists head to Malaysia for tropical experiences and Malaysian travelers embark on winter adventures in China. “We’re planning to visit Harbin, hike up Changbai Mountain and savor traditional northeastern dishes like Guo Bao Rou (crispy sweet and sour pork),” said Zhou Jinglang, a tour guide of a Malaysian travel agency.

    According to the National Immigration Administration, China recorded 14.37 million cross-border trips during the Spring Festival holiday season, a 6.3 percent increase from a year earlier. About 1 million of these trips were made by foreign nationals, marking a 22.9 percent year-on-year rise.

    Meanwhile, the 2025 Spring Festival holiday has marked a new milestone for China’s thriving film industry, with box office revenue soaring to an unprecedented 9.51 billion yuan (approximately 1.33 billion U.S. dollars) between Jan. 28 and Feb. 4, according to the China Film Administration.

    A staggering 187 million moviegoers flocked to cinemas throughout the holiday week, setting new all-time highs in both box office earnings and audience turnout.

    Released on Jan. 29, the first day of Chinese New Year, Chinese animated blockbuster “Ne Zha 2” has shattered multiple box office records, becoming the first film to cross 1 billion dollars in a single market and the first non-Hollywood title to join the coveted billion-dollar club.

    Vast business opportunities

    The Spring Festival consumption boom has not only showcased the resilience and vitality of China’s economy but also highlighted the potential for international collaboration. From French dairy products to Chilean cherries, foreign businesses are eager to tap into the vast Chinese market and capitalize on emerging consumer trends.

    “Occitanie has always maintained strong ties with China and recognizes the importance of the Chinese market. With its Shanghai office, the regional agency will continue to support wine, agri-food, and cosmetics companies in entering or expanding in the Chinese market,” said Machabert, the trade official of the Occitanie Region.

    Meanwhile, Herve Lanoe, chief executive officer of French dairy company Fit Group, noted that Chinese consumers are increasingly prioritizing quality and health. “Butter with a protected designation of origin is highly appreciated by our Chinese client,” he said, adding that the company will try to take advantage of this opportunity.

    Over the years, Garces Fruit, Chile’s largest cherry exporter, has been actively expanding its presence in China. “The Chinese market is fundamental for the trade of Chilean cherries,” said Hernan Garces Gazmuri, the export manager of Garces Fruit.

    “It is a clear example of win-win,” said Garces Gazmuri, who settled in China in 2017 and opened an office in 2018. “It produces a lot of employment, from the harvests, the packaging, all this positive dynamic is generated thanks to the Chinese market. This industry does not exist without China.”

    “We want to continue to explore the market, developing e-commerce and boosting our Garces Fruit brand. I think there is a lot to do,” he said.

  • MIL-OSI United Kingdom: 10,000 more apprentices as Government slashes red tape to boost growth

    Shorter and flexible apprenticeships and new English and maths requirements to boost skills and support employers  

    Up to 10,000 more apprentices will be able to qualify per year as the government cuts red tape to boost economic growth by giving employers more flexibility over maths and English requirements. 

    Rules slowing down the training of workers in key industries like construction will also be changed as the government reveals plans to turbocharge growth industries with reduced bureaucracy for apprenticeships and new leadership also appointed for Skills England.  

    Leading employers have been calling for these changes. Businesses will now be able to decide whether adult learners over the age of 19 when they start their apprenticeship course will need to complete a level 2 English and maths qualification (equivalent to GCSE) in order to pass it. This means more learners can qualify in high demand sectors such as healthcare, social care and construction, helping to drive growth and meet government targets in key areas such as housebuilding.

    This could mean as many as 10,000 more apprentices per year will be able to complete their apprenticeship, unlocking opportunity in communities all over the country and breaking the link between background and success. It does not mean that apprentices won’t be assessed on core English and maths skills relevant to their occupation, but it does mean that apprentices will be able to focus more on their paid work.

    The minimum duration of an apprenticeship will be reduced to eight months, down from the current minimum of 12 months.

    Secretary of State for Education, Bridget Phillipson said:  

    Growing the economy and opportunity for all are fundamental Missions of our Plan for Change, and we are determined to support apprentices throughout this National Apprenticeship Week and beyond.

    Businesses have been calling out for change to the apprenticeship system and these reforms show that we are listening. Our new offer of shorter apprenticeships and less red tape strikes the right balance between speed and quality, helping achieve our number one mission to grow the economy. 

    Skills England will be a major driver in addressing the skills gaps needed to support employers up and down the country and I look forward to working with the new leadership.

    Craig Beaumont, Executive Director, Federation of Small Businesses said:  

    It’s encouraging to see Government shorten the length of apprenticeships, and give employers the right to decide whether Level 2 English and Maths is needed. These flexibilities should help SME employers fill skills gaps faster.

    These announcements come as the Education Secretary kicked off National Apprenticeship Week yesterday, which celebrates the achievements of apprentices around the country and the positive impact they make to communities, businesses, and the wider economy.  

    The plans also follow the Prime Minister’s announcement in October, when he pledged to reform the new growth and skills offer to ensure young people are better supported.   

    Three trailblazer apprenticeships in key shortage occupations will look to pioneer the new shorter apprenticeship approach, with apprentices in green energy, healthcare and film/TV production set to be able to take on these new courses.   

    Changes to the minimum length of an apprenticeship will be introduced from August 2025 subject to the legislative timetable, with changes to English and maths requirements coming into effect immediately. This will be hugely beneficial to employers in sectors like construction which have an urgent need for qualified workers, helping to meet the government’s mission to build 1.5 million homes by the end of this parliament.   

    The Education Secretary, Bridget Phillipson, has also announced that Phil Smith CBE will chair Skills England, the new nationwide body for skills, with Sir David Bell serving as Vice Chair. Tessa Griffiths and Sarah Maclean will jointly serve as CEO, while Gemma Marsh will serve as Deputy CEO. 

    Phil Smith is the former chair and CEO of international tech and telecoms giant Cisco. He brings extensive industry experience in digital, tech and innovation leadership and his appointment signals the seriousness of the government’s plan for growth, unlocked via a national vision for skills.   

    Sir David Bell has four decades of experience in the education and skills sector and is currently Vice-Chancellor and Chief Executive of the University of Sunderland

    I know from my time in industry how valuable direct engagement from employers can be in shaping government policy. 

    We need a dynamic skills system that can drive economic growth, and I’m excited to be involved in shaping Skills England as part of that.

    Sir David Bell said:   

    I look forward to working with Phil Smith, other colleagues in Skills England, and the Department for Education to help deliver economic growth and meet the nation’s skills needs. 

    I know from my experience in public policy and higher education that providing the skilled workforce which Britain requires depends on industry, government and education organisations working together.     Skills England will bring together key partners to meet the skills needs of the next decade across all regions of England. More than 700 stakeholders have already been engaged through roundtables, webinars and engagement events. 

    It will work with employers, national, regional and local government, providers, and unions to identify skills shortages and provide strong strategic direction for the skills system.  

    One of Skills England’s first orders of business will be to identify which apprenticeships would be best served by the shorter duration approach. Skills England will prioritise key shortage occupations as per the industrial strategy, helping to boost growth under our Plan for Change.

For years this requirement has created an artificial barrier between apprenticeships and those who could benefit from them, including young people from disadvantaged backgrounds and older workers whose roles are at risk of job displacement, while often diluting the quality and purpose of an apprenticeship. Apprenticeships are about giving as many people as possible the ability to improve their career prospects and contribute meaningfully to their employers: this move helps to underline that focus.

    Seven diverse Australian arts programs are showcasing their talent on the world stage thanks to recent funding from the Albanese Labor Government.

    Almost $300,000 is being delivered through the International Cultural Diplomacy Arts Fund, which supports Australia’s global cultural engagement to increase access to international audiences.

    Amongst the recipients are the Gondwana Indigenous Children’s Choir, Marliya, who performed their acclaimed work Spinifex Gum at London’s Barbican Centre in October 2024.  

    Also receiving funding are:

    • Gumbaynggirr Giingana Freedom School and Batchelor Institute of Indigenous Tertiary Education – to compile and translate case studies on best practices as part of UNESCO’s International Decade of Indigenous Languages 2022-2032.
    • Interactive Games and Entertainment Association – to support a digital games showcase at the Australian Pavilion at Expo 2025 Osaka.
    • Australian Dance Theatre – to support the development of a new major dance work, Two Blood. 
    • Adelaide Festival Centre – to support presentations of Por Por’s Big Fat Surprise Wedding and Taylor Sheesh: The Errors Tour OzAsia Festival in October 2024.
    • Poetry in Action – to support attendance at the Asia Pacific International Schools Conference Teaching & Learning Expo and performances in Hong Kong in December 2024.

    Minister for the Arts, Tony Burke, said the recipients were representative of the range of Australian talent.

  • MIL-OSI Australia: NTES launches new custom response vessel

    The NT Emergency Service (NTES) has enhanced its marine capability with the addition of a new purpose-built response vessel.

    Officially handed over to NTES late last year, the vessel is now operational following fit out and will serve as the primary response vessel for evacuations, cargo transport, and flood rescues in the northern region. It replaces a 25-year-old vessel, which had reached the end of its service life.

    Built by local company Custom Works, the vessel was designed as an ‘in between’ option between the 5.3-meter primary flood rescue boats and the larger 6.2-meter landing crafts. The new asset is versatile and capable of transporting cargo and small ATVs. It is lighter than the larger landing craft, offering greater manoeuvrability.

    The new vessel significantly improves NTES’ response capabilities, particularly in the evacuation of people stranded in flooded communities. Additionally, it enhances the capacity to deliver supplies and cargo compared with the old boat, which only carried four people and minimal cargo. The new vessel has the capacity to carry up to 10 people or 800 kg of vital supplies, crucial for maintaining sustainability in remote communities during emergencies.

    Commissioner of NT Fire and Emergency Services, Andrew Warton, says the new vessel, will improve operational capacity during the high-risk weather season in the Top End.

  • MIL-OSI Australia: App to support youth off vapes while tens of thousands of illegal products removed from community

    It comes as new data shows NSW Health’s youth-targeted campaign has supported or persuaded almost 40,000 young people in NSW to quit vaping.

    Meanwhile, the latest seizure data suggests a severe disruption to product availability following the introduction of laws stopping vapes at the border.

    New Pave app to support quitting vaping

    The new Pave app being launched today will provide users with helpful tips, motivation, tracking tools, distractions for when cravings hit, as well as activities and information to navigate common barriers to quitting vaping.

    It provides a daily check-in feature supporting users to reflect on their progress and a click-to-call function to connect with Quitline counsellors.

    The app was developed by the Cancer Institute NSW, and designed together with young people who vape or had recently quit vaping.

    Their experiences informed the content and user interface of the app.

    It’s free and available to download on iOS and Android.

    Campaign supports or persuades 40,000 to quit

    In January 2024, we launched the ‘Every vape is a hit to your health’ behaviour change campaign to reduce the health impact of vaping among 14 to 24 year olds in NSW – the campaign running across TV, public transport and social media.

    The campaign connects young people to information about vaping and quit support, including telephone support through the Quitline, general practitioners and now digital apps such as Pave.

    New research shows the campaign motivated 24,000 young people in NSW to quit vaping, and persuaded a further 15,000 to consider quitting.

    Research also shows that 80 per cent of young Aboriginal people who vape felt motivated to try to quit after being exposed to the campaign.

    The campaign is now entering a new phase which will highlight the health harms of vaping including nicotine addiction, lung damage, breathlessness, nicotine poisoning and burns from exploding vapes.

    These health materials are available in Cantonese, Mandarin, Vietnamese, Nepali and Arabic, and can be accessed here.

    Tens of thousands of illegal products removed from community

    Between 1 October 2024 to 31 December 2024, over 47,000 vaping products were seized from 300 inspections.

    This is compared to the same period the previous year, when just under 80,000 vaping products were seized from 238 inspections.

    Despite the higher number of inspections, the lower number of products seized is likely the result of the disruption in product availability in the market following the introduction of the commonwealth vaping laws.

    Oil royalty production averaged 13,317 barrels per day in Q4 2024 and drove funds from operations which totaled $99.0 million ($0.41 per share). These results capped off a strong 2024 with annual funds from operations of $380.5 million ($1.59 per share) and record annual oil royalty production of 13,125 barrels per day, a 6% increase over YE 2023. The growth in oil royalty volumes is a direct result of our strategy of investing in royalties in low-cost oil plays. For 2024, oil royalty production from the Clearwater and Mannville Stack plays represented 21% of total oil royalty production, up from 17% in 2023. The momentum in these plays is expected to continue into 2025 and beyond. We have also seen strong initial results from new wells on our West Shale Duvernay acreage as well as incremental well licensing, which we expect to provide growth in high netback light oil volumes in 2025.

    Third-party operators spud 205 wells on PrairieSky’s royalty acreage during Q4 2024, an increase from 197 wells spud in Q4 2023. The average royalty rate for wells spud in the quarter was 6.2% (Q4 2023 – 7.2%). There were 46 wells spud in the Clearwater, a 5% increase over Q4 2023, with an additional 13 wells spud in the Mannville Stack in the quarter. This brought 2024 annual spuds on PrairieSky’s royalty properties to 741 wells, as compared to 805 wells in 2023, with an average royalty rate of 5.9% (2023 – 7.2%). Multi-lateral drilling continues to increase on our lands accounting for 77 of the spuds in the quarter and bringing 2024 annual multi-lateral drilling to 36% of the activity on our royalty lands versus 31% in YE 2023. Increased multi-lateral drilling activity helped drive the 3.5% increase in proved plus probable oil reserves to 26,620 Mbbl. Corporate proved plus probable reserves decreased to 63,653 MBOE primarily due to lower natural gas pricing impacting both the level of activity in 2024 and future economics.

    Strong oil royalty volumes generated royalty revenue of $100.0 million and represented 87% of total royalty production revenue of $115.6 million for Q4 2024. Natural gas royalty production of 55.1 MMcf per day and NGL royalty production of 2,482 barrels per day decreased 9% and 8% in the quarter, respectively, as compared to Q4 2023 due to lower third-party drilling activity driven by weak natural gas benchmark pricing with daily AECO index pricing averaging $1.48 per Mcf. Natural gas royalty revenue totaled $6.3 million and NGL royalty revenue totaled $9.3 million in the quarter. Total royalty production averaged 24,982 BOE per day in Q4 2024, 2% lower than Q4 2023. PrairieSky’s annual total royalty production averaged 25,186 BOE per day, 1% ahead of YE 2023, and generated annual royalty production revenue of $465.8 million, 2% behind YE 2023.

    Leasing continued to be busy across a number of oil plays including the Duvernay, Mannville and Mannville Stack. Our team issued 60 new leases to 47 separate counterparties and earned $15.8 million in lease bonus consideration in the quarter, which included non-cash consideration of $8.2 million for certain leases that were exchanged for a non-producing gross overriding royalty interest targeting Mannville heavy oil with polymer enhanced oil recovery(3) potential. For YE 2024, lease bonus consideration totaled $30.8 million from issuing 219 new leases to 101 separate counterparties, the second highest number of leases issued in a single year as third-party operators looked to build out their drilling inventories.

    In addition to active leasing in the quarter, PrairieSky acquired $31.5 million of incremental producing and non-producing royalty interests focused on heavy and light oil plays in Central Alberta and Saskatchewan. Acquisitions of producing assets, approximately 50 BOE per day, closed in late December 2024. PrairieSky also entered into an arrangement with a third-party operator to provide a letter of credit which secured their bank facility in order to provide capital to the operator to advance its Montney oil drilling program where PrairieSky has a royalty interest. The letter of credit is secured by a debenture over certain of the third-party operator’s assets. For YE 2024, acquisitions of producing and non-producing royalty properties totaled $57.3 million and were focused on heavy and light oil plays in Central Alberta and Saskatchewan. On January 10, 2025, PrairieSky completed an acquisition of fee lands, lessor interests and gross overriding royalty interests primarily in Central Alberta and Southeast Saskatchewan for cash consideration of $50 million, before customary closing adjustments. The acquisition is expected to add approximately 350 BOE per day of production (65% liquids).

    PrairieSky declared a dividend of $0.25 per share or $59.9 million in the quarter with a resulting payout ratio of 61%. Excess funds from operations, after the payment of the dividend and acquisitions, were used to reduce PrairieSky’s net debt which totaled $134.9 million at December 31, 2024, a decrease of $87.2 million from December 31, 2023. During the quarter, PrairieSky amended its credit facility, voluntarily reducing it to $350 million from $725 million. The credit facility provides for a permitted increase up to $600 million, subject to lender consent. Management believes PrairieSky’s high margin, low-cost business model is uniquely suited to provide sustainable returns to shareholders through all commodity price cycles and we are pleased to announce a 4% increase to our annual dividend policy to $1.04 per common share annually ($0.26 per share quarterly). Subject to the approval of the Board of Directors, the first quarterly dividend of $0.26 per common share is expected to be effective for the March 31, 2025 record date.

    ACTIVITY ON PRAIRIESKY’S ROYALTY PROPERTIES

    Third-party operators continued to be active across PrairieSky’s land base in Q4 2024. There were 205 wells spud (97% oil wells) in the quarter which included 114 wells on GORR acreage, 80 wells on Fee Lands, and 11 unit wells. There were a total of 198 oil wells spud during the quarter which included 55 Mannville light and heavy oil wells, 46 Clearwater wells, 28 Viking wells, 22 Mississippian wells, 17 Bakken wells and 30 additional oil wells spud in the Belly River, Cardium, Charlie Lake, Devonian, Duvernay, Montney, Nisku, and Triassic formations. There were 3 Montney natural gas wells spud in Q4 2024 as well as additional gas wells in the Mannville and Viking formations. PrairieSky’s average royalty rate for wells spud in Q4 2024 was 6.2% (Q4 2023 – 7.2%). 2024 annual spuds on PrairieSky’s royalty properties totaled 741 wells, as compared to 805 wells in 2023, with an average royalty rate of 5.9% (2023 – 7.2%).

    For YE 2024, PrairieSky estimates that $1.9 billion (net – $93 million) in third-party capital was spent drilling and completing wells on PrairieSky’s royalty properties, a decrease from $2.0 billion (net capital – $112 million) in YE 2023. Activity on PrairieSky’s lands drove a 3.5% increase in proved plus probable oil reserves as discussed further below.

    ANNUAL DIVIDEND INCREASED 4% TO $1.04 PER SHARE

    PrairieSky is pleased to announce a 4% increase in its annual dividend policy to $1.04 per common share in 2025, to be paid on a quarterly basis. Subject to the approval of the Board of Directors, the first quarterly dividend of $0.26 per common share is expected to be effective for the March 31, 2025 record date. In determining changes to the dividend policy, the Board of Directors considers a number of factors including current and projected activity levels on PrairieSky’s royalty lands, the current commodity price environment, the working capital and bank debt balance and net earnings of the Company.

    2024 RESERVES INFORMATION

    PrairieSky’s proved plus probable oil reserves increased 3.5% to 26,620 MBOE at December 31, 2024, as drilling extensions and improved recoveries outpaced annual production. PrairieSky’s corporate proved plus probable reserves totaled 63,653 MBOE at December 31, 2024 (December 31, 2023 – 65,762 MBOE). Proved plus probable reserves decreased from 2023, with positive year over year changes to oil reserves outpaced by declines in natural gas and NGL reserves, primarily as a result of lower natural gas pricing impacting both activity on the royalty properties in 2024 and the future economics of certain natural gas plays using the pricing assumptions at December 31, 2024. The increase in oil proved plus probable reserves drove a 5% increase in the before-tax net present value of total proved plus probable reserves, discounted at 10%, to $1.93 billion (2023 – $1.84 billion). Changes to proved plus probable reserves comprised of additions related to third-party drilling and improved recovery (7,131 MBOE), technical additions (624 MBOE) and acquisitions (205 MBOE) less 2024 royalty production volumes of 9,218 MBOE and economic factors (851 MBOE). PrairieSky’s proved plus probable reserves include only developed assets (developed producing and developed non-producing properties) and do not include any future development capital on undeveloped lands.

    CONVERSIONS OF NATURAL GAS TO BOE

    To provide a single unit of production for analytical purposes, natural gas production and reserves volumes are converted mathematically to equivalent barrels of oil (BOE). PrairieSky uses the industry-accepted standard conversion of six thousand cubic feet of natural gas to one barrel of oil (6 Mcf = 1 bbl). The 6:1 BOE ratio is based on an energy equivalency conversion method primarily applicable at the burner tip. It does not represent a value equivalency at the wellhead and is not based on either energy content or current prices. While the BOE ratio is useful for comparative measures and observing trends, it does not accurately reflect individual product values and might be misleading, particularly if used in isolation. As well, given that the value ratio, based on the current price of crude oil to natural gas, is significantly different from the 6:1 energy equivalency ratio, using a 6:1 conversion ratio may be misleading as an indication of value.

    NON-GAAP MEASURES AND RATIOS

    Certain measures and ratios in this document do not have any standardized meaning as prescribed by IFRS and, therefore, are considered non-GAAP measures and ratios.     To supplement our consolidated financial statements, we provide investors with Adjusted EBITDA, Adjusted EBITDA Margin, and non-GAAP income per share, all of which are non-GAAP financial measures.     What do you do and what is most interesting about your role here at Goddard? How do you help support Goddard’s mission?
    As a branch secretary, I support my branch office by ordering supplies, managing the meeting calendars, onboarding new employees and otherwise supporting the managers. I help keep the office running.
    How did you come to work at Goddard?
    In 2005, I got a bachelor’s degree in communications from Fairleigh Dickinson University. In 2012, I got a master’s degree in communications from Regis University.
    For over 20 years, I managed our family business in New Jersey involving competitive pool. I helped run the competitions and the daily activities, but I never played pool.
    In 2016, I moved to Maryland to work in customer service at MGM National Harbor. In 2019, I started at Goddard through Melwood, a non-profit organization that helps disabled people find employment. 
    What are the most important skills for a good branch secretary?
    Listening. Being prompt. Being organized. Prioritizing tasks. Good people skills. I am a people person, and I can relate well to different personalities. I am very flexible. With teleworking, I am always available.
    Where do you see yourself in five years?
    I really want to work in communications, especially NASA TV, because I want to continue my first loves of writing and public relations. I enjoy working with the public and getting people’s stories out to others. I like learning about people and sharing what I have learned.
    How has having a disability impacted your job choices?
    I have had to make people comfortable with my disability. I use a cane and a scooter to get around. Melwood helped me find a job at Goddard, which fulfilled my 20-year dream.
    What are your goals as a member of the GSFC Equal Accessibility Employee Resource Group?
    As a member of the GSFC Equal Accessibility Employee Resource Group, my focus is to help promote the Ability One Program, a federal program that assists people with all levels of disability find federal jobs. I have my Melwood job through this program. I am very thankful to Melwood and Goddard for giving me a job that offers good benefits and security.
    I offer my life experience as a person with a disability now working at Goddard. I try to make management aware of accessibility needs such as bathrooms, removal of snow from sidewalks and parking lots, assistive technology for hearing and sight impaired people and other issues. Goddard is very responsive to our accessibility needs.
    What do you do for fun?
    I love to read, especially Terry McMillan’s rom-coms. I love bungee jumping, zip lining and roller coasters. I love adrenaline rushes and am a thrill seeker!
    I enjoy traveling and have been to Hawaii and Mexico. I would like to take the train across the country. That way I would not have to move around, the train would be moving and I could still see the country. I would enjoy talking to everyone on the train and have a good time.

  • MIL-OSI USA: John Moisan Studies the Ocean Through the ‘Eyes’ of AI

    What do you do and what is most interesting about your role here at Goddard? How do you help support Goddard’s mission?
    I develop ecosystem models and satellite algorithms to understand how the ocean’s ecology works. My work has evolved over time from when I coded ocean ecosystem models to the present where I now use artificial intelligence to evolve the ocean ecosystem models.
    How did you become an oceanographer?
    As a child, I watched a TV series called “Sea Hunt,” which involved looking for treasure in the ocean. It inspired me to want to spend my life scuba diving.
    I got a Bachelor of Science in marine biology from the University of New England in Biddeford, Maine, and later got a Ph.D. from the Center for Coastal Physical Oceanography at Old Dominion University in Norfolk, Virginia.
    Initially, I just wanted to do marine biology which to me meant doing lots of scuba diving, maybe living on a sailboat. Later, when I was starting my graduate schoolwork, I found a book about mathematical biology and a great professor who helped open my eyes to the world of numerical modeling. I found out that instead of scuba diving, I needed instead to spend my days behind a computer, learning how to craft ideas into equations and then code these into a computer to run simulations on ocean ecosystems.
    I put myself through my initial education. I went to school fulltime, but I lived at home and hitchhiked to college on a daily basis. When I started my graduate school, I worked to support myself. I was in school during the normal work week, but from Friday evening through Sunday night, I worked 40 hours at a medical center cleaning and sterilizing the operating room instrument carts. This was during the height of the AIDS epidemic.
    What was most exciting about your two field trips to the Antarctic?
    In 1987, I joined a six-week research expedition to an Antarctic research station to explore how the ozone hole was impacting phytoplankton. These are single-celled algae that are responsible for making half the oxygen we breathe. Traveling to Antarctica is like visiting another planet. There are more types of blue than I’ve ever seen. It is an amazingly beautiful place to visit, with wild landscapes, glaciers, mountains, sea ice, and a wide range of wildlife. After my first trip I returned home and went back in a few months later as a biologist on a joint Polish–U.S. (National Oceanic and Atmospheric Administration) expedition to carry out a biological survey and measure how much fast the phytoplankton was growing in different areas of the Southern Ocean. We used nets to measure the amounts of fish and shrimp and took water samples to measure salinity, the amount of algae and their growth rates. We ate well, for example the Polish cook made up a large batch of smoked ice fish.
    What other field work have you done?
    While a graduate student, I helped do some benthic work in the Gulf of Maine. This study was focused on understanding the rates of respiration in the muds on the bottom of the ocean and on understanding how much biomass was in the muds. The project lowered a benthic grab device to the bottom where it would push a box core device into the sediments to return it to the surface. This process is sort of like doing a biopsy of the ocean bottom.
    What is your goal as a research oceanographer at Goddard?
    Ocean scientists measure the amount and variability of chlorophyll a, a pigment in algae, in the ocean because it is an analogue to the amount of algae or phytoplankton in the ocean. Chlorophyll a is used to capture solar energy to make sugars, which the algae use for growth. Generally, areas of the ocean that have more chlorophyll are also areas where growth or primary production is higher. So, by estimating how much chlorophyll is in the ocean we can study how these processes are changing with an aim in understanding why. NASA uses the color of the ocean using satellites to estimate chlorophyll a because chlorophyll absorbs sunlight and changes the color of the ocean. Algae have other kinds of pigments, each of which absorbs light at different wavelengths. Because different groups of algae have different levels of pigments, they are like fingerprints that can reveal the type of algae in the water. Some of my research aims at trying to use artificial intelligence and mathematical techniques to create new ways to measure these pigments from space to understand how ocean ecosystems change.
    In 2024, NASA plans to launch the Plankton, Aerosol, Cloud, ocean Ecosystem (PACE) satellite, which will measure the color of the ocean at many different wavelengths. The data from this satellite can be used with results from my work on genetic programs and inverse modeling to estimate concentrations of different pigments and possibly concentrations of different types of algae in the ocean.
    You have been at Goddard over 22 years. What is most memorable to you?
    I develop ecosystem models. But ecosystems do not have laws in the same way that physics has laws. Equations need to be created so that the ecosystem models represent what is observed in the real world. Satellites have been a great source for those observations, but without a lot of other types of observations that are collected in the field, the ocean, it is difficult to develop these equations. In my time at NASA, I have only been able to develop models because of the great but often tedious work that ocean scientists around the world have been doing when they go on ocean expeditions to measure various ocean features, be it simple temperature or the more complicated measurements of algal growth rates. My experience with their willingness to collaborate and share data is especially memorable. This experience is also what I enjoyed with numerous scientists at NASA who have always been willing to support new ideas and point me in the right direction. It has made working at NASA a phenomenal experience.

    What are the philosophical implications of your work?
    The human capacity to think rapidly, to test and change our opinions based on what we learn, is slow compared to that of a computer. Computers can help us adapt more quickly. I can put 1,000 students in a room developing ecosystem model models. But I know that this process of developing ecosystem models is slow when compared what a computer can do using an artificial intelligence approach called genetic programming, it is a much faster way to generate ecosystem model solutions.
    Philosophically, there is no real ecosystem model that is the best. Life and ecosystems on Earth change and adapt at rates too fast for any present-day model to resolve, especially considering climate change. The only real ecosystem model is the reality itself. No computer model can perfectly simulate ecosystems. By utilizing the fast adaptability that evolutionary computer modeling techniques provide, simulating and ultimately predicting ecosystems can be improved greatly.
    How does your work have implications for scientists in general?
    I do evolutionary programming. I see a lot of possibility in using evolutionary programming to solve many large problems we are trying to solve. How did life start and evolve? Can these processes be used to evolve intelligence or sentience?
    The artificial intelligence (AI) work answers questions, but you need to identify the questions. This is the greater problem when it comes to working with AI. You cannot answer the question of how to create a sentient life if you do not know how to define it. If I cannot measure life, how can I model it? I do not know how to write that equation. How does life evolve? How did the evolutionary process start? These are big questions I enjoy discussing with friends. It can be as frustrating as contemplating “nothing.”
    Who inspires you?
    Many of the scientists that I was fortunate to work with at various research institutes, such as Scripps Institution of Oceanography at the University of California, San Diego. These are groups of scientists are open to always willing to share their ideas. These are individuals who enjoy doing science. I will always be indebted to them for their kindness in sharing of ideas and data.
    Do you still scuba dive?
    Yes, I wish I could dive daily, it is a very calming experience. I’m trying to get my kids to join me.
    What else do you do for fun?
    My wife and I bike and travel. Our next big bike trip will hopefully be to Shangri-La City in China. I also enjoy sailing and trying to grow tropical plants. But, most of all, I enjoy helping raise my children to be resilient, empathic, and intelligent beings.
    What are your words to live by?
    Life. So much to see. So little time.

  • MIL-OSI United Nations: Non-Governmental Organizations Brief the Committee on the Elimination of Discrimination against Women on the Situation of Women in Sri Lanka

    The Committee on the Elimination of Discrimination against Women was this afternoon briefed by representatives of non-governmental organizations on the situation of women’s rights in Sri Lanka, the report of which the Committee will review this week.

    The Committee will also review the reports of Belize, Congo and Liechtenstein this week, but there were no non-governmental organizations speaking on those countries.

    Non-governmental organizations speaking on Sri Lanka raised concerns relating to discriminatory legislation, gender-based violence, and the treatment of sex workers, among other issues.

    The following non-governmental organizations spoke on Sri Lanka: Women and Media Collective and Social Scientists Association; Women and Media Collective; 

    Suriya Women’s Development Centre; Centre for Equality and Justice; Sex Workers and Allies South Asia; Women’s Action Network; and Global Campaign for Equality in Family Law, Equality Now.

    The Committee will next meet in public at 10 a.m. on Tuesday, 11 February to consider the fifth to ninth periodic report of Belize (CEDAW/C/BLZ/5-9). 

    Statement by Committee Chair 

    NAHLA HAIDAR, Committee Chair, said this was the second opportunity during the present session for non-governmental organizations to provide information on States parties whose reports were being considered during the second week of the session, namely Belize, Congo, Sri Lanka and Liechtenstein.  It was regretful that non-governmental organizations from Belize, Congo and Liechtenstein were not present, but the presence of representatives from Sri Lanka was greatly appreciated.  The Committee greatly appreciated that they had travelled all the way to Geneva, as the information they provided was crucial.

    Statements by Non-Governmental Organizations from Sri Lanka

    Sri Lanka

    Speakers on Sri Lanka said the economic crisis which had engulfed the country since 2020 had exacerbated the economic rights of women there, compounding labour market inequalities, unpaid care work, the lack of comprehensive and inclusive social protection, and rural economic challenges.  Women’s labour force participation remained low at 32.1 per cent, with many employed in low-wage, insecure jobs in the informal sector as well as in the formal sector.  The gender pay gap remained high, with women earning 27 per cent less than men on average. Proposed labour law reforms promoting part-time and ‘flexible’ work risked further job insecurity for women. In the plantation sector, Malaiyaha Tamil women continued to experience intense labour exploitation and wage discrimination

    A speaker said that Sri Lanka must urgently abolish the centralised power in the office of the Executive President and enable a judicial review of legislation.  Despite international treaty obligations, several discriminatory laws persisted.  The Penal Code continued to criminalise consensual same sex relations and abortion. Statutory rape of married girls between the ages of 12 and 16 by their husbands was exempt.  Urgent legal reforms were therefore a priority.

    The Economic Transformation Act and the policy to create new economic zones without adequate protections for labour, land and local economic development was a serious concern.  The weak national action plan on women peace and security 2023-2027 needed to be revised.  The independent National Commission on Women needed to be established without delay.  Increasing women in decision making required urgent attention and the low representation of women in the new Cabinet was concerning.

    Gender based violence continued with impunity.  Protections, support services and judicial sensitivities under the Prevention of Domestic Violence Act needed to be strengthened.  Technology-facilitated sexual and gender-based violence, a continuum of offline violence, was a fast-evolving form of violence against women. It was imperative that specific laws on technology-facilitated sexual and gender-based violence were included. Women sentenced to death faced intersectional discrimination.  As of 2024, 23 women were on death row.  It was vital that Sri Lanka regularly published disaggregated data regarding people charged with capital crimes.   

    While sex work was not criminalised, sex workers were arbitrarily arrested and subjected to violence under the vagrants and brothels ordinances.  Police violence and systemic discrimination against sex workers persisted, including through the vagrants ordinance.  In custody, sex workers were subjected to sexual bribery, forced sexually transmitted disease testing, physical violence, and prolonged detention. The practice of sexual bribery against sex workers continued with no consequence for the perpetrators.  A speaker urged the State to fulfil the Committee’s recommendation to repeal the vagrants ordinance and other provisions criminalising sex workers.

    In 2024, exam results of 70 advanced level Muslim students were withheld by the Department of Examinations because the girls’ hijabs covered their ears in violation of examination rules. Muslim women and girls were deprived of State protection under the Muslim Marriage and Divorce Act which had no minimum age of marriage, prevented women from signing marriage contracts, excluded Muslim women from becoming judges, prohibited two Muslims marrying under the general marriage registration ordinance, and allowed unconditional polygamy and non-registration of marriage.  It also contained unequal divorce provisions.  The bill which addressed these concerns needed to be enacted without delay.  In 2024, a study conducted across nine districts indicated that almost 50 per cent of Muslim women reported being victims of female genital mutilation, or knowing someone who was.  Victims of female genital mutilation in Sri Lanka were newborn girls after seven days, nine days, 15 days, 40 days and some at six to eight years.

    A speaker said the Penal Code only criminalised marital rape in the context of a married woman raped by her husband if she was judicially separated from him.  The Code needed to be amended to include marital rape in all circumstances. Several provisions in the personal laws discriminated against women, for example, the Thesawalamai law restricted Tamil women from disposing of separate property.  Women faced severe obstacles in accessing justice in family law: litigation costs were high; legal aid was limited; and there was a lack of gender-sensitivity among personnel in the justice sector.

    Comprehensive reform towards an effective and efficient family court system was imperative.  In the plantation communities, there was a lack of Tamil-speaking personnel in law enforcement.  Lesbian, bisexual, transgender and intersex persons were unable to access police as same-sex conduct was criminalised.  The State must ensure prompt, effective and adequate measures for access to justice for women, including from minorities and vulnerable groups.

    Questions by Committee Experts

    A Committee Expert asked about the national action plan on women, peace and security which needed to be revised; what kind of revision was required?  What was the status of the Truth, Reconciliation and Non-Repetition Commission?  How was conflict-related sexual violence being addressed in this context?  What was the status of abortion, including data and access to safe abortion?

    Another Expert asked for the main factors which hindered women’s access to justice?   Could more information be provided on how to improve the impact of the National Women’s Council, the Human Rights Ministry, and other bodies? How could they improve their relationship with civil society organizations?   

    A Committee Expert asked about the economic reform, in view of women’s participation in the labour market?

    An Expert asked about women’s representation in political institutions.  Had quotas and their enforcement been successful?  Was technology-facilitated abuse prevalent for women in decision-making positions and did it act as a deterrence for their participation?

    Another Committee Expert asked about difficulties women experienced in transferring their citizenship to their children?  What measures were in place to ensure migrant women could regularise their position, and obtain identification documents? 

    An Expert asked if there was information available about the changes in the Penal Code concerning the explicit clarification of marital rape?  Were positive changes implemented concerning the law on domestic violence?

    Responses by Non-Governmental Organizations

    Sri Lanka

    Responding to questions on Sri Lanka, a speaker said access to justice was a difficult and lengthy process for victims of gender-based violence, particularly those in the Tamil area. This was due to stigma around reporting, and the lack of police officers near the plantation sector who could speak in the Tamil language.  Typically, the average court procedure took 17 years to complete one case, while the victims faced repeated victimisation.

    The reforms suggested aimed to increase women’s workforce participation through part-time and flexible work. However, there were concerns that the current leave provisions and other benefits would not be included.

    Abortion was considered illegal in Sri Lanka unless the life of the mother was at risk.  However, despite rules that any woman could seek post-abortion care, stigma prevented many women from accessing this option, and many women instead accessed abortion in unsafe and back-alley settings.

    There was no family court system in Sri Lanka and privacy of proceedings was not always guaranteed, nor was the best interest of the child.

    Obtaining identification documents remained challenging for sex workers.  Many sex workers did not possess identity documents or birth certificates, and were reluctant to seek assistance due to police harassment.  Not having these documents meant these women could not obtain legal documents which impacted their access to education. 

    Women in politics were among the primary victim survivors of technology-assisted gender-based violence, in the form of hate speech and degrading memes and images shared online. This was seen in the most recent election, with female candidates’ being targeted for their education, the way they dressed, and the way they spoke.  Women politicians who supported family law reforms faced social media attacks, and this included Sri Lanka’s female Prime Minister who was recently elected. Social media companies such as Meta had not taken down harmful content.

    A private members bill had been raised in the previous government regarding the amendment for allowing same sex marriage.  However, after a second reading the bill was not passed.  The Government was then dissolved, and a new Government was elected. There had been no updates to the amendment to the Penal Code regarding marital rape since March 2024.

    The last parliamentary elections in 2024 doubled the number of women in parliament without a quota.  However, a quota came into effect in 2018 for local authority elections.  Political parties were legally mandated now to ensure 25 per cent of women were represented in politics; however, no political party had nominated more than 10 per cent of women in seats.  It was hoped the State would move to parity and not stop at a limit of 35 per cent in relation to quotas.

  • MIL-OSI Asia-Pac: Ministry of Culture implements a “Global Engagement Scheme” to promote India’s rich cultural heritage

    To organize cultural programmes of India at International level, Ministry of Culture signs Cultural Exchange Programmes (CEPs) for disseminating Indian art and culture across the globe. The Cultural Exchange programmes promote India’s soft power for developing and strengthening India’s inter-cultural relations with other countries. The CEPs facilitate cultural exchanges with other countries in different areas like music and dance, theatre, museums & science museums, libraries, archives, protection and conservation of historic monuments and archaeological sites, literature, research and documentation, festival, among others.

    Ministry of Culture also implements a scheme titled “Global Engagement Scheme” to promote India’s rich cultural heritage and enhance India’s image in the global arena in a concerted manner. The objective of the Scheme is to provide artists practicing Indian art forms, an opportunity to perform abroad under the banner of ‘Festival of India’. Under the Scheme, artists from diverse cultural fields such as Folk Art including Folk Music, Folk Dance, Folk Theatre & Puppetry, Classical and Traditional Dance, Experimental/ Contemporary Dance, Classical/ Semi Classical Music, Theatre etc. perform in the ‘Festivals of India’ abroad. Ministry of Culture has empanelled 627 artists/groups under various art forms for performing in the Festivals of India abroad.

    Besides, Ministry of Culture promotes Indian folk art, culture and music abroad through Grant-in-aid to Indo-foreign Friendship Cultural Societies in Foreign countries for organizing different cultural programmes and activities. Ministry of External Affairs has a programme called Promotion of Cultural Ties with Diaspora (PCTD) under which limited amount of funds are extended to Indian Missions/Posts abroad to encourage the Indian Diaspora overseas to organise cultural programmes with a view to connect them to their roots. The scheme aims to nourish and strengthen the cultural bonds between India and its Diaspora and to reinforce the cultural identity of the persons of Indian origin.

    The Indian Council for Cultural Relations (ICCR), an autonomous organization under Ministry of External Affairs, promotes Indian culture worldwide through its Cultural Centres and Missions/ Posts abroad. Activities conducted by them include inter-alia, teaching of Yoga, Dance, Music (vocal and instrumental), Sanskrit and Hindi; organising/ supporting Conferences/ Seminars/ Workshops in different fields of Indian culture; supporting Chairs of Indian Studies in  foreign universities; gifting of busts/ statues of Mahatma Gandhi and other national icons, exchanging visual arts exhibitions, celebrating  International Day of Yog, Ayurveda Day and Indian festivals, promoting Indian films, hosting visitors under various Visitors Programmes (Academic/ Distinguished/ Important/ Gen. Next Democracy Network) and sponsoring scholarships to foreign students under different scholarship schemes. ICCR has also concluded MoUs with various State Governments to promote their culture abroad and to facilitate cultural exchanges with foreign countries. ICCR also hosts incoming foreign cultural troupes to enable Indians to discover various foreign countries.

    To organize cultural programmes at national level and to protect, preserve & promote various forms of folk art and culture, the Government of India has set up seven Zonal Cultural Centres (ZCCs) with headquarters at Patiala, Nagpur, Udaipur, Prayagraj, Kolkata, Dimapur and Thanjavur. These ZCCs organize various cultural activities and programmes like Shilpgram Utsav, Orange City Craft Mela, Octave-Festival of North East, Salangai Naadam, Geeta Jayanti Mahotsav, National Crafts Fair, Rashtriya Shilp Mela, Fete-de-Puducherry, Chandigarh National Crafts Mela, Sindhu Darshan Festival, Purbanchalia Lok Mohotsav etc. throughout the country on regular basis.

    In addition, the Ministry of Culture also organizes Rashtriya Sanskriti Mahotsavs (RSMs) in the country and since 2015, the Ministry has organized 14 RSMs and 04 Zonal Level RSMs through its ZCCs up till now. These RSMs aim at bringing together the cultural diversity of India and reconnecting the younger generation to their roots and also make them aware about cultural heritage and ancient cultural values of the country by way of providing an effective platform to a large number of artists from all over India who display their talents during these programmes.

  • MIL-Evening Report: Climate impacts are forcing people from their homes. When, how and why do they have valid refugee claims?

    For a long time, it seemed refugee law had little relevance to people fleeing the impacts of climate change and disasters.

    Nearly 30 years ago, the High Court of Australia, for instance, remarked that people fleeing a “natural disaster” or “natural catastrophes” could not be refugees.

    Meanwhile, the Supreme Court of Canada had said “victims of natural disasters” couldn’t be refugees “even when the home state is unable to provide assistance”.

    It was back in 2007 that I first started considering whether international refugee law could apply to people escaping the impacts of drought, floods or sea-level rise. At the time, I also thought refugee law had limited application. For a start, most people seeking to escape natural hazards move within their own country and don’t cross an international border. That fact alone makes refugee law inapplicable.

    Refugee law defines a refugee as someone with a well-founded fear of being persecuted for reasons of their race, religion, nationality, political opinion or membership of a particular social group.

    So one challenge was in classifying supposedly “natural” events as “persecution”, which requires an identifiable human actor.

    It was also widely thought such events were indiscriminate and couldn’t target people on account of their race, religion or one of the other five grounds. This is partly why some advocates called for an overhaul of the Refugee Convention to protect so-called “climate refugees”.

    However, we have learned a lot in the intervening years.

    A new approach

    It’s become clear the impacts of climate change and disasters interact with other social, economic and political drivers of displacement to create risks for people.

    This is what some legal experts have called the “hazard-scape”.

    And the impacts of climate change and disasters are not indiscriminate – they affect people in different ways. Factors such as age, gender, disability and health can intersect to create particular risk of persecution for particular individuals or communities.

    For example, a person who is a member of a minority may find their government is withholding disaster relief from them. Or, climate or disaster impacts may end up exacerbating inter-communal conflicts, putting certain people at heightened risk of persecution.

    Now, we have a much more nuanced understanding of things. Refugee law (and complementary protection under human rights law) do have a role to play in assessing the claims of people affected by climate change.

    No such thing as a ‘climate refugee’ under the law

    There isn’t a legal category of “climate refugee” – a popular label that has caused confusion. However, there are certainly people facing heightened risks because of the impacts of climate change or disasters. These impacts can generate or exacerbate a risk of persecution or other serious harm.

    This means that when it comes to the law, we don’t need to reinvent the wheel.

    Instead, by applying existing legal principles and approaches, it’s clear some people impacted by climate change already qualify for refugee status or complementary protection (under human rights law).

    One instructive case, heard in New Zealand, involved a deaf and mute man from Tuvalu who was seeking to avoid deportation on humanitarian grounds. He was found to be at heightened risk if a disaster struck because he could not hear evacuation or other warnings. He also didn’t have anyone who could sign for him or ensure his safety.

    In another case, an older couple from Eritrea were found to be especially vulnerable to the impacts of climate change because of “their elderly status and lack of family support”, in circumstances where they would be exposed to “conditions of abject poverty, underdevelopment and likely displacement”. This, in addition to other conditions in Eritrea, meant that there was “a real chance they would suffer cruel, inhuman or degrading treatment by way of starvation and destitution”. They were granted complementary protection.

    A practical way forward

    New Zealand has led the way on showing how existing international refugee and human rights law can provide protection in the context of climate change and disasters. It’s time for the rest of the world to catch up.

    With colleagues from Australia, the United States and the United Kingdom, I’ve helped create a practical toolkit on international protection for people displaced across borders in the context of climate change and disasters.

    This is a detailed resource for legal practitioners and decision-makers tasked with assessing international protection claims involving the impacts of climate change and disasters.

    It shows when, why and how existing law can apply to claims where climate change or disasters play a role.

    Inaccurate but popular labels aren’t helpful

    Inaccurate but popular labels – such as “climate refugee” – have caused confusion and arguably hampered a consistent, principled approach.

    Some judges and decision-makers assessing refugee claims may be spooked by “climate change”. They may think they need specialist scientific expertise to grapple with it.

    The new toolkit shows why international protection claims arising in the context of climate change and disasters should be assessed in the same way as all other international protection claims. That is, by applying conventional legal principles and considering the facts of each case.

    The toolkit stresses that it’s important to assess the impacts of climate change and disasters within a broader social context.

    That includes examining underlying systemic issues of discrimination or inequity that may impact on how particular people experience harm.

    The toolkit also shows why a cumulative assessment of risk is necessary, especially since risks may emerge over time, rather than as the result of a single, extreme event.

    And it emphasises the need to look at the “hazard-scape” as a whole in assessing the future risk of harm to a person.

    We hope the toolkit helps to debunk some common misunderstandings and charts a clear way forward. Our ultimate ambition is that people seeking international protection in the context of climate change and disasters will have their claims assessed in a consistent, fair and principled way.

  • MIL-OSI Global: AI dating is about data, not love: How to resist the tech takeover of romance

    As in-person dating activities make a comeback and the allure of dating apps fade, platforms like Tinder, Bumble and Hinge are becoming passé for millennials and Gen Z.

    But while the era of dating apps is on the decline, people aren’t ditching the search for love altogether. There’s enough heart-shaped chocolates, red lingerie and silicone toys to keep us going for decades. The real question is: who or what is filling the void left by the dating app industry?

    The answer is artificial intelligence.

    Tech companies have woven AI into everything from facial recognition software to voice-activated assistants and sexbots. Now, it’s being inserted into online dating. As an anthropologist who writes about sexuality, dating and technology, this generates a lot of questions for me.

    For instance, what are some of the ethical dilemmas this technology raises in terms of privacy and safety? What can we do instead of giving ourselves over to artificial intelligence when it comes to love and romance? As we navigate the complexities of love in the digital age, these questions demand thoughtful answers.

    The spectrum of AI dating

    AI has been quietly reshaping the dating landscape for years. Marketed as a hyper-efficient solution to securing optimum matches in record time, it’s easy to see how AI is more appealing than traditional apps. Who wouldn’t want to avoid the monotony of endless swiping or the possibility of ghosting?

    AI tools like ChatGPT can also generate dating conversations and optimize user profiles. However, the results can be hit-or-miss. One writer said ChatGPT made her “sound like someone’s 50-year-old uncle on Facebook.”

    Then there’s Meeno, a relationship advice app founded by former Tinder CEO Renate Nyborg. It uses generative AI and is designed to address loneliness among young people, especially men, who are statistically less likely to access help-seeking resources.

    The most popular AI dating assistant at the moment is Rizz, an app that had more than 20,000 daily downloads in 2024. Rizz analyzes screenshots of conversations on other platforms and crafts reply suggestions.

    AI’s role in the dating world extends far beyond tools designed to help people connect — some users are forging actual relationships with AI chatbots.

    Interestingly, men are twice as likely as women to consider an AI partner. This trend may be driven by differences in how men and women engage with technology, differences in societal expectations or a greater curiosity among men about combining AI with relationships.

    Introduced in 2017, Replika was one of the first generative AI dating chatbots. Marketed as “an AI companion who is eager to learn and would love to see the world through your eyes,” Replika quickly gained a reputation for its explicit content.

    When the company removed its adult content in 2023, users revolted so vehemently the functions were partially reinstated.

    AI dating research

    Security issues and data privacy are common concerns when it comes to AI, including romance scams and the sharing or selling of personal information. Equally scary is the prospect of queer folks being criminalized for using these dating tools in countries where being gay is illegal.

    In terms of gender, the trends in this domain mirror those on dating apps — men are the prime users and designers of these platforms.

    Given the pronounced gender inequities already present in our society and the rise in sexual violence perpetrated by men against women through technology, AI dating platforms risk deepening these systemic inequities.

    AI’s impact on how young people learn about sex and dating is another important topic. A recent scoping review highlighted the dangers of AI resources that reflect conservative and unscientific worldviews about sex and romance. When exposed to such views, youth become at risk of developing internalized shame for being curious about sex, dating and cybersexual activities.

    Another troubling aspect of AI in dating is the proliferation of fraudulent dating apps that employ chatbots. These apps lure users into installing a dating app and paying subscription fees to chat with existing users. However, the sole purpose of these apps is to cheat new users into paying money to fake accounts that are managed by chatbots.

    Getting more groove in our hearts

    More technology doesn’t necessarily mean better lives. If anything, it can actually contribute to the current “loneliness pandemic” that’s caused, in part, by our over-reliance on devices.

    Selective doses of AI can be helpful to bounce ideas off of, or to help work through an unrequited crush, but if we permit AI to take over this vital aspect of life, our hearts could become lined with hollow connections. That’s the last thing we all need.

    The good news is that young people are hungry for more in-person experiences and they’re leading the resistance against the dating app industry. Nostalgia for previous eras, especially the 1990s and early 2000s, reflects a desire to experience a time when life was less stressful and more carefree. Analogue technology and other forms of physical media are coming back in a big way.

    Vintage thrifting, cooking, game nights and do-it-yourself art projects are effective and fun ways to resist the AI creep, whether in dating or in daily life.

    However, creating these options isn’t something you should have to do alone. Community organizers, cultural leaders and thoughtful influencers also have roles to play in AI-free activities and opportunities that foster connection. Think old school cultural events tailored towards niche demographic groups, like queer, gender-diverse and women-only spaces.

    By creating and participating in these kinds of activities, you can cultivate experiences that help you make decisions about love and life on your own terms, versus being directed by what aggressive capitalist corporations want you to do.

    Have we tried everything to tackle the climate crisis? At least one simple idea has hardly been explored: prioritizing climate content on social media.

    The climate crisis is seriously aggravated by a lack of attention, including in the recent United States presidential election campaign. But algorithmic recommenders could help, as they are responsible for a significant proportion of how human attention online is allocated. Algorithmic recommenders are artificial intelligence systems that suggest content, such as news feeds, music or videos, to people based on their behaviour and preferences.

    Take YouTube, where hundreds of millions of users watch billions of hours of content each day. That’s a huge amount of brain time. But how do these users select the handful of videos they watch, out of the billions of uploaded content online? Well, in 70 per cent of cases, they merely follow YouTube’s automated recommendations. This system determines a massive proportion of human attention.

    Effectively leveraging this attention could help achieve vital advances in climate action across the political spectrum.

    Two per cent for the climate

    In a recent article published in Ethics and Information Technology, we argue that YouTube — the world’s biggest online video library — should tune its recommendation algorithm in a way that favours the mitigation of the climate crisis. We even propose a precise figure: two per cent of recommendations should be selected for their climate content.

    This goal raises a number of critical questions.

    What kind of videos could be recommended? Educational videos on climate change are clear candidates, but so are conferences by climate activists, as well as content that encourages viewers to mobilize or change their behaviour, for example by promoting public transport, plant-based cooking or climate demonstrations. The two per cent figure is a proposal, not a dogma. It’s far from invasive, but it’s still significant.

    Another fundamental question is: who decides which videos are good for the climate? From the Intergovernmental Panel on Climate Change to relevant non-governmental organizations to video hosting platforms themselves, there are potential avenues for determining climate-positive content. In any of these cases, transparency will be key to effectiveness.

    Ethical analysis of YouTube recommendations

    Firstly, as American researcher Tarleton Gillespie explains in his book Custodians of the Internet, YouTube is already doing moderation, which is a central part of its business. For example, it removes pornographic, violent or illegal content in the name of user safety and well-being, and in accordance to copyright or local laws. Our proposal is merely an extension of these efforts.

    Currently, YouTube’s algorithmic system appears not to be programmed to push relevant content for the climate, which is endangering the viability of climate content creators. Its own researchers report that it instead maximizes user engagement.

    YouTube’s algorithm is extremely powerful. If the platform were to direct some of its users’ attention to pro-climate action content, it would likely go a long way toward boosting awareness and encouraging action on climate change. There is a strong argument to be made for programming the algorithm along these lines. Simply put, a significant potential benefit for us all is possible at relatively little cost.

    Research has also found that YouTube has, in the past, contributed to spreading false information about the climate crisis. A 2024 report found that YouTube earned millions of dollars a year from content that promoted climate denial.

    YouTube says that it won’t show ads on “content that crosses the line to climate change denial.” However, video-sharing platforms have a moral responsibility to also promote information that is factual. This could be done by amplifying climate videos as we propose.

    YouTube’s algorithm may be likened to a librarian who is tasked with deciding how the library’s books are displayed. In the context of the climate crisis, a wise and informed librarian should put forward at least some books on this issue. Online algorithms should be designed less like an attention-grabbing machine and more like a responsible librarian.

    Recommendation algorithms as part of the solution

    Our proposal would likely not be without detractors. For example, would it amount to manipulating users? Our proposal is overtly about influencing people’s attitudes in favour of tackling the climate crisis. But it’s not about imposing specific content on the user, who remains free to choose whether to watch the content. The nudge is very gentle — and hardly all that different from the algorithmic nudges taking place all across the internet.

    Our proposed intervention merely acts on a small fraction of recommendations. No one will force viewers to watch videos with Greta Thunberg, David Suzuki or Michael Mann. On the other hand, if successful, our proposal could help avoid the serious problems that would result from climate inaction.

    In the face of the growing environmental crisis, recommendation algorithms like YouTube’s could help us build climate bridges across political divides, promote action and raise awareness — all essential tools to building a more just future.

  • MIL-OSI Global: ‘We’d just switch everything off’: six in ten social housing tenants go without essentials to pay rent

    The social housing sector in England houses 4 million tenants (16% of the country’s households). The sector is home to some of the UK’s most vulnerable and poorest households, and paying rent is one of the biggest challenges they face. If they do not pay, they risk being evicted from their homes.

    Recent research we carried out for the Nuffield Foundation highlights the difficulties many tenants face paying their rent, and the sacrifices they have to make to do so.

    We surveyed more than 1,200 tenants across 15 neighbourhoods in England, and found that 9% were in rent arrears. However, this figure dramatically underestimates the number of tenants who were finding it difficult to pay their rent: 61% had gone without essentials, such as food and heating, in order to pay it in the last year.

    The financial situation of tenants has become more difficult in recent years due to a combination of cost-of-living increases, including rapidly rising food and energy prices, and real-term reductions in salary due to increasingly precarious employment. Some 43% of tenants we surveyed regularly ran out of money before their next wage or benefit payment.

    In-depth interviews revealed that many tenants ran out of money before their basic needs (rent, household bills, food, clothing and travel to work or school) had been met. In these cases, they had to make difficult decisions, sometimes choosing between paying their rent – the highest priority payment for most – or meeting other basic needs.

    Nearly half (46%) of tenants had made the difficult decision to cut back on their heating expenditure so they could pay their rent. Tenants reported turning off appliances and using hot water sparingly:

    “I had to turn the heating off today. As the last bit of money I had was used to buy packed lunch things for my daughter for school.”

    They reported a range of strategies for keeping warm without using their gas or electricity, including sitting in sleeping bags, wearing thermal clothing and thick jumpers indoors, covering themselves with blankets and fleeces and using hot water bottles.

    Those who did use their heating reported putting it on for just one hour. One woman with a seven-month-old baby reported using the “heating minimal, mainly at night when the temperatures really drop, so I just keep him wrapped up usually.”

    Tenants also reported using their electricity minimally, not watching television, boiling the kettle if I need to do the washing up and sitting with the lights off:

    “[We] switch everything of … We would switch the TVs off … We’d just switch everything off as much as we could. We wouldn’t use the lights. We’d just use the torches on our phones.”

    ‘One meal a day’

    Some 43% of tenants reported that they had cut back on their food spending in order to pay their rent. Some reported that they skipped meals – “I eat I’d say one meal a day at teatime,” – or not eating adequately, for example, eating insufficient portions or toast in place of an evening meal.

    One woman reported going without meals at one point in order to pay rent: “I’d sooner do without food myself to do the council [rent] cos they’re on your back.”

    Tenants reported running out of money for food or replacing substantial cooked dinners with snacks:

    “Well, I used to do myself a proper meal every evening, but now I just do it two times a week … and I have beans on toast or something like that.”

    There were also many examples of participants doing without nutritious food because it was more expensive than processed food. These tenants were very aware of the lower nutritional value of the food they were buying and lamented not being able to afford the fresh food they preferred.

    This included pregnant women and people with children, for whom nutritious food is particularly important. Recognising this, some talked about buying healthier food for their children than for themselves when they could.

    National income and tenancy standards

    Our research shows that most tenants are committed to paying their rent, prioritising it at a cost to their and their family’s health and wellbeing. Only by improving tenants’ financial circumstances will the situation change.

    One step towards this would be for the government to endorse the minimum income standard, a level of income that allows people to “thrive” and not merely “survive”. The government should use this standard to determine benefit rates and the national minimum wage, alongside measures to provide people with greater job security.

    Our research has shown that many tenants have only been able to sustain their tenancies by going without. But can we really say someone is sustaining their tenancy, if their home is cold and damp because they cannot afford to heat their homes? They are using mobile phones torches for lighting? They are skipping meals?

    Social housing landlords must rethink how they understand tenancy sustainment. It shouldn’t just be about how long tenants stay in a property, but about the quality of their life while in it.

    Leeds Libraries, in partnership with Wrongsemble and LIVEwire Poetry, have announced the inaugural Leeds Storytelling Festival, a city-wide celebration of storytelling designed especially for families and children.

    Running from February 14 to March 8, this exciting new festival promises to spark imaginations and bring communities together through the transformative power of stories.

    Featuring an exciting line-up of activities, events, and performances, Leeds Storytelling Festival offers something for everyone, and includes interactive storytelling sessions, creative workshops, author talks, pop-up events, and live theatre and spoken word showcases curated by the acclaimed Wrongsemble and LIVEwire Poetry teams.

    The festival launches with a special appearance by Kate Pankhurst, best-selling author of the Fantastically Great Women series, at Leeds Central Library.   • MIL-OSI Global: Generative AI, online platforms and compensation for content: the need for a new framework

    The emergence of generative artificial intelligence has put the issue of compensation for content producers back on the table.

    Generative AI offers undeniable benefits but raises familiar fears tied to disruptive technologies. In the cultural and creative sectors, concerns are mounting over the potential replacement of human creators, the erosion of artistic authenticity and risks of copyright infringement. Legal battles are already emerging worldwide, with intellectual property owners and AI developers clashing over rights. Alongside these legal and ethical concerns lies the economic question: how should revenues generated by AI be fairly distributed?

    Copyright law (droits d’auteur), which is traditionally based on the reproduction or representation of specific works, may not be a fit for this question. Individual contributions to AI-generated outputs are often too complex to quantify, making it difficult to apply the principle of proportional remuneration, which holds that payment for an individual work is tied to the revenue it generates.

    An asymmetrical relationship

    The disputes surrounding generative AI echo long-standing tensions between digital platforms and content creators. Platforms such as Spotify, YouTube and TikTok dominate the music industry; Netflix and Apple lead in film and television; Steam in gaming; and Google and Meta in news media.

    These platforms wield enormous power in reshaping industries, influencing consumption patterns and establishing new power dynamics. On the one hand, they amplify the reach of creative works, but on the other, they rely on an inherently unequal relationship. For example, if Spotify removes a song, the artist’s reach and revenue may decline sharply, but Spotify itself is unlikely to suffer significant consequences–perhaps losing a few subscribers to competitors, at most.

    A Nobel Prize for platform economics

    The economics of digital platforms have been widely studied. This includes platforms’ two-sided market structure–a concept for which economist Jean Tirole won a Nobel prize in 2014. In this model, platforms act as intermediaries between two groups that benefit from each other: the more content a platform offers, the larger its audience grows, and the larger audience, in turn, attracts more content creators. This dynamic often leads to market concentration, and to platform strategies that subsidise one side to grow the other.

    However, most research in this area has not fully addressed the complexities of platforms’ relationships with different types of content. High-value “premium” content, such as live sporting events, holds a singular status compared to more common offerings. These distinctions are often overlooked, particularly when assessing the value different types of content bring to a platform’s economy.

    This question of value is central to the conflicts between platforms and content providers, as well as the emerging disputes between AI operators and content owners. The disputes underscore the need for a new framework, as traditional tools are proving inadequate for addressing these complex issues.

    The challenge of valuing content

    The news industry provides a clear example of the complex relationship between platforms and content providers. News publishers worldwide have long sought compensation from platforms such as Google and Meta for featuring their content. Google, for instance, indexes news articles alongside other types of content to enhance search relevance and platform value. However, the exact contribution of news content to Google’s business model is difficult to determine due to its layered, interconnected nature.

    Google’s ecosystem relies on indexing vast amounts of content, some of which is ad-supported, while other elements–such as Google News–do not generate direct revenue. Additionally, data collected across Google’s services improve ad targeting and search accuracy, further complicating efforts to isolate the value of specific content.

    Depending on user behaviour, content may either appear as a hypertext link directing users to the original publisher, or as a summary that keeps users within Google’s environment. In cases where users stay on Google, the platform effectively acts as a content provider, displaying excerpts in a crowded layout in which individual contributions are unclear. When users click through, Google serves as a traffic driver, sending readers to the publisher’s site. As a recommender, Google adds value to content; as a content provider, it extracts value from it. This dual role blurs the lines of compensation and also complicates efforts to determine how much an individual piece of content contributes to a platform’s overall success.

    A new paradigm

    Print media has been particularly affected by the rise of digital platforms, which profit significantly from news content. Disputes over how to measure the value of individual articles or publishers to platforms such as Google and Meta remain unresolved.

    These conflicts vary by country, with outcomes influenced by legal jurisdictions, power dynamics and negotiations. Some agreements are struck only to be later challenged, while in other cases, platforms respond by removing news content altogether. Courts often avoid setting explicit guidelines on revenue sharing, leaving many questions unanswered.

    This uncertainty reflects a broader shift. In the platform economy, individual content, or even entire categories of content, no longer has a clear, measurable contribution to overall value. Given the importance of platforms in the economies of cultural industries, developing a new framework to address these complexities is increasingly urgent.

    Thomas Chris Cannon is a business owner, business leader, and an active member of the Albany community and the State of Georgia. Early in his career, Cannon was the President and Chief Operating Officer of an entity that had varied business interests throughout Georgia, including a multi-divisional Caterpillar Tractor Distributorship, corporate farming operations and real estate development. In 1992, Cannon founded and developed a business group whose mission was to provide a variety of environmental services to businesses and city and county governments in Georgia, Florida, and Alabama. The business group consisted of a multi-location residential and commercial waste service company, a petroleum equipment company, a solid waste landfill developer and operator, and an environmental consulting and remediation firm. In 1998, Cannon completed a merger transaction of his waste service company with a publicly traded company – Waste Industries – based in Raleigh, North Carolina. For several years, Cannon served on the board of directors of the publicly traded company, until 1992 when he sold his shares in Waste Industries to pursue other business interests. Also in 1992, he founded Flint Holdings, Inc. Today, Cannon continues to own and operate Flint Equipment Company consisting of Flint Ag and Turf, Flint Power Systems, and Barber Petroleum Equipment Company. Over the years, Cannon has served as the president of many civic organizations, including the Albany Technical College Foundation Board, the Albany YMCA Board, and the Boys and Girls Club Board. He also served on the boards of the Darton College Foundation, the State of Georgia Department of Industry and Trade, NoVab Inc., Waste Industries Inc., Deerfield Windsor School, the Governors Council on Economic Development, the Georgia Mining Association, the Albany Museum of Art, Nations Bank, and regional Sun Trust Bank. Cannon is a graduate of the University of Georgia with a B.S.A. degree in Business. He has two children that are active in the businesses and continues to reside in Albany.

    Haynes (Maier) Studstill is a partner in the Valdosta law firm Studstill Firm, LLP, where her practice is focused on representing individuals and families in disputes with insurance companies. Studstill is originally from Rome, where she attended Darlington School before graduating the Culver Academies in Culver, Indiana. She earned her B.S. degree from Vanderbilt University in human & organizational development. After graduating from Vanderbilt, Haynes worked in the journalism industry for several years. She worked at WRC-TV/NBC4 in Washington, D.C. and NBC-affiliate WSMV in Nashville, Tennessee. She also served as the life editor of The Brunswick News before joining her uncle, William S. Morris, III, of Augusta, at his equine publications, Quarter Horse News and Barrel Horse News, in Fort Worth, Texas. Morris is a former regent, as is his father and Haynes’s grandfather, William S. Morris, Jr., thus making Haynes the 3rd generation in her family to serve the University System of Georgia on the Board of Regents. Studstill attended Mercer University’s Walter F. George School of Law, where she met her husband, Justin D. Studstill. She and Justin both graduated from Mercer. She is a former barrister in the William Augustus Bootle Inn of Court. Studstill clerked for the Hon. C. Ashley Royal in the U.S. District Court for the Middle District of Georgia and worked as an associate for King & Spalding, LLP in Atlanta, before joining her father-in-law, Danny Studstill, and her husband in practice in South Georgia at the Studstill Firm, LLP.  She currently serves as a board member on the State Botanical Garden of Georgia Board of Advisors in Athens and on the Judicial Nominating Commission, having been appointed by Gov. Kemp in 2021. She also serves as a Special Master, appointed by the Georgia Supreme Court, on attorney discipline cases. She is the immediate past president of the Valdosta Bar Association, and former president of both the Alapaha Judicial Circuit Bar Association and the Valdosta Chapter of the Georgia Association of Women Lawyers (GAWL). She is a former board member of: Vanderbilt University Peabody College Young Alumni Board; the Museum of Arts & Sciences in Macon; SafeKids Lowndes County; and The Verdict magazine of the Georgia Trial Lawyers Association (GTLA). She has been admitted to practice in all State Appellate Courts in Georgia, all U.S. District Courts in Georgia, and the Supreme Court of the United States. She and her husband have four children and live in Lakeland, Georgia.

    Robert Markley is a dedicated and experienced law enforcement professional with a proven track record of leadership and service to the community. Markley served as the elected Sheriff of Morgan County from 2001 to 2024, overseeing all aspects of law enforcement operations. Prior to his role as Sheriff, Markley held various positions within the Morgan County Sheriff’s Office, including jailer, patrolman, investigator, and administrative officer. Committed to maintaining public safety, upholding the law, and fostering positive community relationships. During his tenure as Sheriff, he served as member of the Board of Trustees for the Sheriffs’ Retirement Fund of Georgia.

    Nancy Addison was reappointed. 

    Mike Peavy is a native of Hawkinsville, Georgia, and is a graduate of the University of Georgia. After teaching for several years, he transitioned into concrete and masonry supply sales, ultimately joining Cherokee Brick. At Cherokee, Peavy became vice president of sales and later assumed the role of president in 2008. In 2021, Peavy was named president of CBEL, the parent company overseeing Cherokee Brick, Cherokee Block, Cherokee Masonry, Stratton Stone and other complimentary businesses. With a history of leadership in the industry, Peavy served many years on the Brick Industry Association (BIA) Board, BIA Region 9 and as past president of Brick Southeast. He currently serves on the Georgia Mining Association (GMA) board and the Southeast Concrete Masonry Association (SCMA). Peavy resides in Macon with his wife, Kate. They have two children and are awaiting the arrival of twin granddaughters on the way.

    Courtney Dove attended the University of Georgia where she earned a B.A. in political science and master’s in teaching. She went on to teach United States history, world history, government and Georgia studies at Winder-Barrow High School and Dodgen Middle School. She has served as department chair and a county representative of her department. Dove has also worked at Riverstone Church as the preschool and kindergarten lead and regularly volunteers at her children’s schools in various capacities. Additionally, she advocates for congenital heart defect awareness and serves as a heart swap chair for Children’s Healthcare of Atlanta.  Courtney lives in Marietta with her husband David and their three children.

    Kristi Garrett has been with RA-LIN & Associates, Inc. since 2008, where she is the chief marketing officer. A graduate of Auburn University with a degree in business administration-marketing, Garrett initially worked in the healthcare industry before taking time to focus on her family. In 2018, she became a managing partner of Southern Home & Garden/ACE Hardware until its sale in 2021. At RA-LIN, she focuses on building relationships, fostering growth, and inspiring success. Beyond her professional career, Garrett is a dedicated community leader, serving on the Carroll County Chamber Board, the Tanner Foundation Board of Trustees, and participating in local organizations. A Carrollton, Georgia native, Garrett is married to Ben Garrett, and together they have four children. 

    Melanie Stockwell has had a longstanding passion for Georgia public education, beginning with her role as general counsel for the Department of Education from 1996 to 2003. She then served in various capacities in the Georgia State Senate, including as chief of staff to President Pro Tempore Eric Johnson, where she provided legal counsel and policy expertise, particularly in education. After her time in the Senate, Stockwell worked on policy initiatives for political candidates and later held a position at the Georgia Department of Labor before leaving full-time work in 2013 to focus on family. She became deeply involved in school volunteering, serving on PTSA boards and local school councils. After her youngest child graduated, she worked as a front desk receptionist at Lakeside High School for five years, supporting teachers and administrators. She holds a B.A. in political science from Carson-Newman College and a law degree from the University of Virginia. Melanie and her husband, Mitch, reside in DeKalb County with their two young adult children.

    Lake Lanier Islands Development Authority

    Alan Gravel and Stephen Syfan were reappointed.

    Walter “Bill” Frobos is CEO and one of the owners of Lanier Treatment Center. He graduated from the University of Georgia with a B.S.A. Frobos worked for Leon Farmer & Co. for 20 years in management and marketing. He is also a licensed real estate agent with Southern Heritage Land Co. In 2005, he saw a need to help those that had inadvertently became addicted to opiates. Frobos founded Lanier Treatment Center with a local physician and another business partner to offer medication assisted treatment. His goal and philosophy have always been to focus on providing the best outpatient treatment by using quality and well-trained counselors to help the clients to live a healthy, sober life.

    Georgia Council on Aging

    Kenneth Brooks, Maureen Kelly, Ruth Lee, Patricia Lyons, Adrienne Mims, and Ashton Windham were reappointed. 

    Pamela Cushenan is an experienced dental hygienist and educator based in Marietta, Georgia. She holds an associate of science in dental hygiene from Tennessee State University and MeHarry Medical College, a bachelor’s and master’s in health arts and training & development from the University of St. Francis, and a graduate certificate in Gerontology from Georgia State University. With over 30 years of experience in dental hygiene, Cushenan has served in various clinical roles, from private practice to teaching at Georgia State University, where she has been a faculty member since 2005. She is involved in numerous professional organizations, including the Georgia Dental Hygienists’ Association (GDHA) and the Special Care Dentistry Association (SCDA), where she has held leadership positions. Her research contributions include serving as principal investigator on studies related to oral health and aging, and she has received several accolades for her work, including the Georgia Dental Award of Merit and the 2020 Carl V. Patton President’s Award for Community Service & Social Justice. Cushenan is passionate about advancing dental hygiene through education, advocacy, and specialized care for seniors and individuals with special needs.

    Elizabeth Schulze is the long-term care ombudsman program coordinator and CEO of North Georgia Programs and Services. In her role, she advocates for long-term care residents through routine facility monitoring, facility consultation, providing information and assistance to the public and other agency officials, training for facility staff, and community education. Schulze has a bachelor’s in biology and is working towards her Master of Public Administration at the University of Georgia. While earning her undergrad degree, Schulze worked as a caregiver for people with developmental disabilities and older adults. Her interest in the aging population deepened during her time as a caregiver in Assisted Living and Nursing Homes, which led her to earn an A.S. in Gerontology. She has previously held positions as program coordinator at Athens Community Council on Aging and as a Medicaid case manager for an Oregon Area Agency on Aging.

    Danny Lee Blackmon and Sandra Heath Taylor were reappointed.

    Gary McGiboney is executive director of the government and education program with Sharecare. Prior to his role at Sharecare, McGiboney worked for over 30 years in the advancement of education and educational services as the Deputy Superintendent at the Georgia Department of Education and as the Deputy Superintendent of Support Services for Dekalb County Schools. McGiboney has a Ph.D. in psychology from Georgia State University. Throughout his career, he has been the recipient of many awards and accolades. McGiboney currently serves on the Council of Alcohol and Drugs.

    Western Circuit Public Defender Supervisory Panel 

    William “Billy” Rennie graduated from the University of Georgia in 2005 with a degree in speech communications and the University of Georgia School of Law in 2011. Billy began his legal career representing indigent defendants in Athens-Clarke and Oconee Counties. In 2014, Rennie opened the Law Office of William R. Rennie, LLC and joined the Law Office of Russell W. Wall, LLC as of counsel, working primarily as the firm’s lead litigator. Rennie has won jury trials in Athens-Clarke, Oconee, Greene, Morgan, Putnam, Oglethorpe, and other surrounding Counties. He is a graduate of and a former facilitator for the Oconee Chamber of Commerce’s Leadership Oconee program, and previously served on the Oconee County Chamber of Commerce’s Board of Directors, the Oconee County Arts Foundation’s Board of Directors, and the University of North Georgia Advisory Board. Billy’s hobbies include golf, soccer, and reading. He lives in Watkinsville with his wife and daughters.

    Brian Lewis is a partner with the Kam, Ebersbach and Lewis, P.C Law Office and has been practicing there for over 20 years. He specializes in plaintiff personal injury and criminal defense. Before going into private practice, he served as an assistant district attorney for the Cowette Judicial Circuit. Lewis has a bachelor’s in finance and real estate, and a Juris Doctorate from the Emory School of Law. He is an active member of St. Paul’s Episcopal Church in Newnan, where he served two terms as senior warden and currently serves as the chair of the Strategic Planning Committee. Brian is a member of the Board of Trustees for The Heritage School and is the chair of the Governance Committee, is a former chairman of the Board of Trustees for the Carolyn Barron Montessori School in Newnan, and supports local organizations and charities, such as The Coweta Samaritan Clinic, One Roof, Coweta Food Pantry, and the Lindsey Riggs Memorial Foundation.

    Pamela Griggs, Tripp Mitchell, and Joel Peacock were reappointed. 

    David Sawyer is a forensic accountant and financial crimes investigator with extensive experience in both civil litigation and criminal prosecution. Sawyer currently works for Sawyer & Company as a private investigator. With over 300 investigations involving fraud, corruption, financial damages, and various legal disputes, he has provided expert witness testimony in more than 20 cases. He has also contributed to the development of software designed to detect fraud, waste, and white-collar crime, and has advised on global initiatives to combat issues such as economic espionage, terrorist financing, and money laundering. Sawyer attended the University of Auburn and received a bachelor of science in accounting. He has had roles as a partner at a top 50 regional CPA/advisory firm and a managing consultant with two big four accounting firms. He also has experience as an internal auditor for Fortune 500 companies. Additionally, Sawyer is a licensed private investigator. He is an active member of several professional organizations, including the Georgia Chapter of Certified Fraud Examiners, the Georgia Society of CPA’s Fraud and Forensic Services Advisory Council, and the Association of Certified Anti-Money Laundering Specialists (ACAMS). He also serves as co-chairman of the Atlanta Chapter of ACAMS and is on the Executive Committee of Business Executives for National Security (BENS). A graduate of Auburn University, Sawyer has also served as an adjunct professor and guest lecturer on fraud examination and forensic accounting.

    Devell Frady is the owner of Devell Frady Homes. He is a custom home builder based out of Ellijay. Frady has been in the construction business for over 20 years. He is the former president of the Georgia High Country Builders Association and has extensive knowledge of the licensing and permit process.

    North Georgia Mountains Authority

    Charles DePriest serves as the executive vice president of Summit Materials’ East Segment. He brings more than 25 years of extensive experience in finance, operations, and executive leadership to his role. In 2016, he co-founded Georgia Stone Products, a construction materials producer in Georgia. Georgia Stone Products was acquired by Summit Materials in 2017 and has emerged as a cornerstone component in Summit’s greenfield growth strategy. His previous roles at Summit include East Region CFO, Leader of Enterprise Standardization, and Central Region President. A veteran of the U.S. Army, Charles holds a bachelor of professional accountancy from Mississippi State University, an MBA from Mercer University, and is an active CPA and Chartered Global Management Accountant. DePriest is an at-large representative on the Board of Natural Resources.

    Mark Hennessey works for Hennessy Automobile Cos. in Atlanta, Georgia. Hennessy has served on the Board of Trustees for the Marist School in Atlanta and is a member of the Buckhead Coalition. He served on the first BRAC Commission for Fort McPherson. He was a member of the North Fulton CID for over eight years. He had the pleasure to serve on the Board of the Technical College System of Georgia from April 2020 until spring of 2023, when he was appointed to serve on the Board of Natural Resources.  

    Lesley Reynolds is the chair of the Board of Natural Resources. She is a native of Baldwin County, Georgia, and a graduate of Georgia Military College and Georgia College and State University. Reynolds taught elementary school at Midway Elementary in Milledgeville. She has and is engaged with several organizations that focus on education, Judeo-Christian values, and women’s safety and security.

    Harley Yancey is the president of State Mutual Insurance Company in Rome, Georgia, where he also serves on the company’s Board of Directors. He joined State Mutual in 2018 after practicing law at Brinson, Askew, Berry, Seigler, Richardson & Davis, LLP. Prior to becoming president, he served as the company’s general counsel and now manages its day-to-day operations. Yancey holds a bachelor of business administration from the University of Georgia’s Terry College of Business, a Juris Doctor from the University of Georgia School of Law, a master of laws from the University of Alabama School of Law, and a master of business administration from the University of North Carolina. Outside of his role at State Mutual, Yancey is the chairman of the Georgia Life & Health Insurance Guaranty Association, a director for the Oklahoma Life & Health Insurance Guaranty Association, and serves on the Board of Directors for United Community Bank of Rome. He is also involved with the YMCA Board of Trustees, the Darlington School Alumni Council, and the Georgia School of Law Alumni Council. He is the 14th Congressional District representative on the Board of Natural Resources.

    Georgia Commission for the Deaf and Hard of Hearing

    Chelsea Tehan was reappointed.

    Stormey Cone is currently the director of the deaf and hard of hearing family engagement and education program at the Georgia Department of Education. Cone is particularly passionate about ensuring access to services in rural Georgia and has a wealth of experience in the education of deaf and hard of hearing students, especially those enrolled in rural school districts. Cone is a former educator that worked with deaf and hard-of-hearing students in public schools for many years. Recently, she has specialized in improving Georgia’s early identification and intervention for young deaf and hard-of-hearing infants. Cone was the inaugural parent navigator for the Georgia Mobile Audiology, traveling around the state to develop a better understanding of parents’ experiences with diagnosing infants with hearing loss. 

    Russell Fleming has held many leadership positions in agencies that serve deaf and deafblind communities. Among other positions, he was state coordinator for Vocational Rehabilitation Services for the deaf, hard of hearing, and deafblind consumers and dean of students and interim superintendent at the Georgia School for the Deaf.  In his retirement, he serves as vice president of the Georgia Association of the Deaf and works part time as a deafblind Specialist. 

    Byron Smith is the father of a deaf child who uses ASL. He and his wife are hearing and had no contact with the deaf community before adopting their daughter. They are learning ASL as adults to provide the best language and learning environment for their daughter. He has been a fire fighter since 1993, working for U.S. Army, the U.S. Navy, the U.S. Airforce, and the National Park Service.

    DeAnna Swope has held several positions of leadership in the deaf community. She currently works in the field of domestic violence where she educates hearing agencies on how to offer more culturally and linguistically accessible services for deaf and hard of hearing survivors of domestic violence survivors. Swope has received accolades, such as the prestigious Gender Justice Award from the Georgia Commission on Family Violence as well as Collaborate awards from the Georgia Coalition Against Domestic Violence. In 2020, she was honored with a distinguished deaf community leader position at Hamilton Relay. She is a past president of the Georgia Association of the Deaf.

    State Board of Occupational Therapy

    Deborah Hinerfeld is the owner and director of Tic Tok Occupational Therapy Services in Roswell, GA. Hinerfeld holds a Ph.D. in Health Science with a concentration in health care administration and public policy from Trident International University. She also earned a master’s in health care policy and administration from Mercer University and a bachelor’s in occupational therapy from Utica College. Hinerfeld has extensive experience in occupational therapy, having worked in various roles including private practice owner, adjunct professor, and staff therapist at several institutions. She holds certifications in sensory integration, behavioral intervention for tics, hippotherapy, and youth mental health. Additionally, she has contributed to research, presented at numerous conferences, and held leadership positions within professional organizations such as the American Occupational Therapy Association. 

    Georgia Superior Court Clerks’ Cooperative Authority

    Trevor Addison is the clerk of Putnam County’s Superior and Juvenile Courts and has since taken on additional roles as clerk of State Court, Juvenile Court, appeal administrator to the Board of Equalization, and jury manager. Previously, Addison served as a commissioner for Putnam County. During his tenure he served on multiple boards, including the Sinclair Water Authority and the Central Georgia Joint Development Authority, and was appointed vice chairman of the Board of Commissioners. He also serves as treasurer of the Putnam County Law Library Board of Trustees and is active on the Putnam General Hospital Foundation Board, the Legislative Committee of the Georgia Superior Court Clerk Cooperative Authority, and the Executive Board of the Putnam County Republicans. Trevor remains dedicated to serving his community at both the local and state levels.

    Himanshu Karnwal is the founder and CEO of ISHTECH INC, an IT Solutions architecture and design company that has been successfully operating for over 12 years. With 25 years of experience in the information technology industry, he has worked alongside Fortune 100 companies, including Sony Pictures, NBC Universal, eBay, and Nike, helping to design and manage global IT infrastructures. In addition to his business achievements, Karnwal is an active community leader. He serves as a planning commissioner for Johns Creek and is a member of the board of directors for the Johns Creek Chamber of Commerce. He is also involved with several other organizations, including Rotary Johns Creek North Fulton and the advisory boards of Quantiphi and Waypoint 2 Space. Karnwal is a strong advocate for the Indian and Asian communities in North Fulton, Johns Creek, and South Forsyth. He is the founder and chairman of a National Indian Association in the greater Atlanta area and serves on the board of the Georgia chapter of U.S. Impact, an organization that represents the Indian American community.

    Jai Bum Park immigrated to the United States from Korea in the late 1980s and quickly transitioned into the telecommunications industry. He made the decision to leave college and focus on growing his business, starting in Chicago and later expanding his operations. In the early 2000s, Park relocated to Georgia, where he became a Master Coin Operated Amusement Machine (COAM) license holder and played a key role in generating millions of dollars for the Georgia Lottery Corporation, supporting the Georgia HOPE Scholarship. In 2009, Park served as chairman of the Korean Association of Augusta, working to integrate Korean-Americans into American society. In addition to his business endeavors, he has invested in real estate across Georgia. A strong believer in the concept of the “whole person,” Park is committed to personal growth and fostering meaningful connections.

    Sandra Bland is the president of Vidalia Brands, Inc. and director of marketing for Bland Farms, where she has been instrumental in popularizing the Vidalia Sweet Onion. Her innovations include incorporating Vidalia onions into processed foods and expanding their reach across the U.S. Bland’s early entrepreneurial efforts included running a mail-order business that helped Vidalia onions gain widespread recognition. Under her leadership, Vidalia Brands champions sustainability by minimizing food waste. Before her role at Bland Farms, she attended College of Coastal Georgia where she received a degree in nursing. Bland built a career in healthcare, holding significant nursing positions. She is actively involved in Southern Roots Women in Produce and supports various philanthropic causes, including St. Jude Children’s Research Hospital. Bland, a devoted community member and family matriarch, resides in St. Simons Island with her husband, Delbert, and their three children and ten grandchildren.

    Kellie Brownlow is the VP of development and community relations at First Step Staffing. First Step Staffing is a 501C3 that uses an alternative staffing model to provide individuals who are homeless, citizens returning from prison, and veterans with immediate employment. Brownlow is responsible for community partnerships and resource development in all five states in which the company has offices, including the headquarter office in Atlanta. Previously, she served as the executive director of the Georgia Alliance of the Boys & Girls Clubs. Before joining Boys & Girls Clubs, Brownlow was the deputy chief to the Cobb County Commission Chairman and director of economic development for Partnership Gwinnett. She holds a bachelor’s degree in communications and political science from Rhode Island College and a master’s degree in public administration for the University of Georgia. Brownlow serves on the State Workforce Development Board. She lives in DeKalb County with her husband and two daughters.

    Rodney Bryant is a retired law enforcement executive with over 34 years of law enforcement experience. Bryant has held numerous key roles, culminating in his position as Chief of Police for the Atlanta Police Department. Throughout his career, he has demonstrated expertise in a wide range of areas including community engagement, crime reduction, crisis management, and public safety leadership. Known for his strong communication, negotiation, and strategic planning skills, he has successfully led teams, improved community relations, and managed multi-million-dollar budgets. Bryant’s achievements include serving as the President of the National Organization of Black Law Enforcement Executives, overseeing the security operations for Hartsfield-Jackson Atlanta International Airport, and managing large-scale events such as the College Football Playoff Championship and Super Bowl LIII. Bryant holds a master of science in administration from Central Michigan University and a bachelor of science in criminal justice from Georgia State University.     Bárbara Rivera Holmes is president and CEO of the Albany Area Chamber of Commerce. Holmes is likewise CEO of the Albany Area Chamber Foundation. In 2018, Holmes was appointed by then Georgia Gov. Nathan Deal to serve on the Board of Regents of the University System of Georgia, for which she chaired the Committee on Economic Development. In 2020, Holmes was appointed by then Georgia Lt. Gov. Geoff Duncan to co-chair the Rural Initiatives Subcommittee of the Georgia Innovates Task Force to help design the state’s innovation blueprint. Holmes is a former journalist whose work has earned four awards for excellence in journalism from the Georgia Associated Press. Prior to her role at the Albany Area Chamber, Holmes was vice president of the Albany-Dougherty Economic Development Commission, where she developed the organization’s business retention and expansion program to facilitate existing industry job creation and capital investment in Albany-Dougherty County, and its marketing programs. Holmes is a 2014 graduate of Leadership Georgia, and served on the organization’s Board of Trustees; a 2022 participant of the U.S. Chamber Foundation Business Leads Fellowship Program; and a 2023 graduate of the U.S. Chamber Foundation’s Institute for Organization Management. She serves on the boards of the Georgia Chamber of Commerce and the Commodore Conyers College and Career Academy. She graduated from Florida Southern College in Lakeland, Florida, with degrees in journalism and in Spanish. She continued her studies at Estudio Sampere Internacional in Madrid and Alicante, Spain. She lives in Albany with her husband, David, and their daughter.

    Sheriff’s Retirement Fund

    Dan Kilgore is the elected Sheriff of Upson County, a position he has held since January 2013. With over 40 years of experience in law enforcement, Kilgore’s career has spanned a variety of roles, including serving as a sheriff’s deputy, city police officer, county police officer, and district attorney’s investigator. Prior to his election as Sheriff, he dedicated more than 21 years of service as the chief deputy sheriff of Upson County. Kilgore is deeply involved in the law enforcement community and holds several leadership positions. He serves as vice chairman on the Board of the Peace Officer’s Annuity and Benefit Fund and is an advisory member of the Georgia POST Council. Additionally, he is the Georgia Sheriff’s Association Area 4 regional vice president. In 2023, he earned his certification as a retirement plan fiduciary, awarded by the Georgia Association of Public Pension Trustees. Outside of his professional endeavors, Kilgore is a devoted family man, married to his wife, Renae, and the proud father of three adult children and one grandson. The Kilgore family are active members of the First Methodist Church of Thomaston.

    Horace “Billy” Hancock started his career in public safety in 1976, and he is currently serving his 3rd term as Sheriff of Crisp County. He has also served as the emergency management director of Crisp County since 2014. Hancock began his career as an emergency medical technician with Crisp County EMS. He has spent over 40 years in law enforcement, first sworn in in 1979 as a part-time deputy with the Crisp County Sheriff’s Office. He later went to work for the Georgia State Patrol. He returned to the Crisp County Sheriff’s Office in 1990. He held the position of chief deputy for 19 years and served as the deputy director of the Crisp County Emergency Management Agency for 14 years. He is a graduate of the 57th Georgia State Patrol Academy. He has an associate degree in criminal justice, a master’s certificate in emergency management, and a bachelor’s from Columbia Southern University in homeland security. Hancock was appointed and has served as a board member of the Georgia Peace Officer’s Standards and Training Council (the ABAC Region). He is past vice president of the Georgia Peace Officers Association and is an active member of both the Georgia and National Sheriff’s Association. He continues to teach on the state and federal levels. Hancock began serving as a lion with the Cordele Lions Club in 2001 and has received numerous awards from the organization. In 2018, Governor Nathan Deal appointed Hancock to the Georgia Emergency Communications Authority (GECA) Board. Hancock was also reappointed to the GECA Board by Governor Brian Kemp. Hancock is a member of the Cordele Church of Christ.

    Frank Reynolds was sworn into office on January 1, 2017, as the 39th Sheriff of Cherokee County, Georgia. Reynolds has been a resident of Cherokee County since 1981. He began his law enforcement career in 1994 with the Cherokee Sheriff’s Office. Reynolds is committed to serving Cherokee County with honesty, transparency, and integrity. As a Georgia Constitutional Officer, Reynolds is mandated to oversee warrant service and civil process, maintain the adult detention center, courthouse security and provide general law enforcement within Cherokee County. He is a graduate of Riverside Military Academy, earned a bachelor’s degree from Reinhardt University and holds a master of public administration from Columbus State University. Reynolds is a graduate of the FBI National Academy in Quantico, Virginia class 244, and the Georgia Law Enforcement Command College. He is married to Dr. Jennifer DeBord Reynolds and is the proud father of three.

    Georgia Technology Authority

    Marie Mouchet is an accomplished technology and cybersecurity executive currently serving as a member of the Board of Advisors for Mimic and HData and managing director of Mouchet Ventures LLC. Her extensive experience and leadership on various boards demonstrates her exceptional talent and commitment to driving innovation and education across industries and also exemplifies her dedication to leveraging her knowledge and insights to make a positive impact in the community. Previous roles include senior vice president and CIO at Colonial Pipeline Company, where Mouchet led technology strategy and operations across both IT and OT domains, vice president and CIO at Southern Company Operations & Southern Nuclear, and director of financial and contract services at Southern Company’s Southern Wholesale Energy. She has served in various board positions, including board advisor and chairman of Georgia CIO and board secretary of the Women In Technology (WIT) Foundation. Marie holds advanced degrees from Georgia State University and completed executive education at the Stanford University Graduate School of Business. Her remarkable contributions to the industry and community led to her being honored with the highly regarded and prestigious Ed Steineke CIO Award by TechBridge in 2020.

    Board of Commissioners of the Judges of the Probate Courts Retirement Fund of Georgia

    Annie Doris Holder has served as the Probate and Chief Magistrate Judge of Calhoun County for the past 24 years, dedicating her career to providing fair and courteous service to the citizens of her community. A committed public servant, she strives to ensure that all individuals receive just and equitable treatment under the law. Holder is a proud graduate of Calhoun County High School and holds an associate degree from Darton College, a bachelor’s degree from Albany State University, and a master’s degree from LaGrange College. Beyond her judicial responsibilities, she is actively engaged in community service. She currently serves as the president of the missionary department of the Southwest Georgia Missionary Baptist Association, the district associate matron of Cuthbert District #13 OES, and a board member of Albany Technical College. Holder is married to Rev. Julian Holder and they share three daughters, as well as nine beloved grandchildren. 

    State Board of Veterinary Medicine 

    Matthew Bradley and Wendy Cuevas-Espelid were reappointed.

    Seth Stowers grew up on a small family farm in Dawsonville, Georgia. In 2005, he began his own small beef cattle operation that he continues to grow today. Stowers graduated from the University of Georgia in 2014 where he received a bachelor of science in poultry science. While at UGA he was active in UGA Cattleman’s Association, Block and Bridle, UGA Poultry Science Club, and competed on UGA’s Poultry Judging Team. Dr. Stowers attended the University of Georgia College of Veterinary Medicine where his studies were emphasized in food animal medicine and production. He graduated with his doctor of veterinary medicine in 2018. Throughout the curriculum at UGA CVM, he lived and worked at Rose Creek Farm, UGA’s Veterinary School farm. To gain a better knowledge and develop his skills in cattle medicine he completed externships at Krebs Ranch in Nebraska and bovine veterinary practices in Texas, West Virginia, North Carolina, and Georgia. Stowers began Hillside Veterinary Services in May of 2018. His professional interests encompass anything involving beef cows, especially herd health and preventative medicine. Stowers is excited to have an opportunity to give back to FFA and 4-H, two programs that provided him with numerous opportunities, through working with local youth. In 2023, he was elected to serve as the district 1 Commissioner on the Dawson County Board of Commissioners.

    John Tarabula is a seasoned veterinary professional with over 30 years of experience in small animal and exotic medicine. He earned his D.V.M. and B.S. degrees from the University of Georgia and has served as the medical director at the Animal Medical & Surgical Center in Canton, Georgia, since 1988. Additionally, he is the owner of Creekside Animal Hospital in Cumming, Georgia, where he has been practicing since 2015. Tarabula’s extensive career also includes roles as an associate veterinarian at Beach St. John Animal Hospital in Jacksonville, Florida, and as an emergency clinician at Jacksonville Veterinary Emergency Clinic. Beyond clinical practice, Tarabula is actively involved in professional service, having served on the Board of Directors for Cobb and Cherokee Emergency Veterinary Clinics, as well as holding leadership positions within the Georgia Veterinary Medical Association. He also has a history of public service, having been a city councilman and Mayor Pro-Tem in Holly Springs, Georgia. Tarabula has participated in medical missions with the Flying Doctors of America, providing veterinary care in Ecuador, Peru, and Bhutan.

    Georgia Board of Behavior Analyst Licensing Board 

    Christina “Nina” Holland is an experienced office administrator with nearly 20 years of expertise in managing operations both in-office and remotely. She has spent eight years with ICB Construction Group, overseeing contracts, financial management, and accounts, and has worked with Southern Structures Fencing for the past decade. In addition to her professional success, Holland is a passionate advocate for children with autism. After recognizing early on that her son had unique needs, she became dedicated to navigating complex medical and governmental systems to ensure her son received the therapies and care required for his development. Holland’s personal journey through autism advocacy has fueled her desire to help other families, offering support in early intervention, Medicaid, and ABA therapy, while striving to improve access to essential services for children in need.

    Board of Public Safety 

    Neal Jump is currently serving his fourth term as the Sheriff of Glynn County. Jump has been in law enforcement since he was 17 years old. Prior to being elected sheriff, Jump worked with the Georgia State Patrol for more than 30 years, beginning his career as a radio operator in 1975.  Jump studied criminal justice at South Georgia College.

    Georgia Board of Nursing 

    Lydia Watkins is the Dean of the School of Nursing and Health Sciences at College of Coastal Georgia, as well as a professor of nursing. She has worked as a registered nurse since 1997, first in pediatric hematology/oncology at the Children’s Hospital of Alabama, and then as a pediatric hematology/oncology nurse practitioner at Sparrow Health System in Lansing, Michigan. She was an adjunct instructor with the Department of Pediatrics and Human Development at Michigan State University’s College of Human Medicine prior to joining the faculty at College of Coastal Georgia. Since joining the college, Watkins has served in other roles such as the BSN program coordinator, interim program director of radiologic sciences, and chair of nursing and health sciences, prior to becoming the dean. Watkins holds a doctor of nursing practice from the University of Alabama at Birmingham, a master of science in nursing from the University of Alabama at Birmingham, a bachelor of science in nursing and an associate of science in nursing from Samford University. She is also a certified nurse educator (CNE) through the National League for Nursing.

    Metropolitan Atlanta Rapid Transit Overview Committee 

    Senator Tonya Anderson, Senator Steve Gooch, Representative Demetrius Douglas, Representative Scott Hilton, and Representative Martin Momtahan were reappointed. 

    Senator Sonya Halpern represents Senate District 39 and is the Minority Caucus Vice Chair. Halpern was elected to the General Assembly in 2020. She is the vice chair for the Committee on Urban Affairs and a member of Senate Appropriations, the Committee on Banking and Financial Institutions, the Committee on Education and Youth, the Committee on Health and Human Services, and the Committee on Public Safety.

    Soil and Water Conservation Commission 

    Jim Waters is a local farmer from Blackshear, Georgia. He is the elected Pierce County Supervisor for Satilla River Conservation District. He also serves as the chairman. He is a full-time farmer, planting crops that consist of cotton and peanuts. He is passionate about educating the community on conservation efforts and farmers on good conservation practices to protect our croplands.

    Nonpublic Postsecondary Education Commission 

    P.K. Martin, Doug Roper, Jim Squire, and Pranay Udutha were reappointed. 

    Michael Foor is the president of state operations for Georgia for Kinetic. Foor previously served as vice president of state government affairs in Georgia, building relationships with legislators, electric cooperatives, and communities to support the deployment of rural broadband. Prior to joining Kinetic, Foor was the president of Georgia Communications Cooperative and part of Habersham Electric Membership’s efforts to build fiber-to-the-premise broadband service to communities in North Georgia. In addition to his responsibilities at Kinetic, Foor currently serves as chair for White County Development Authority and is a past president of Habersham Rotary Club, where he remains an active member. Foor holds an M.B.A. from Brenau University. He lives in Cleveland with his wife. They have three daughters and twin grandsons
