  • MIL-OSI Global: Threads: the harrowing 1984 BBC docudrama is back on our screens – scary but appropriate viewing for our uncertain times

    Threads – the horrific film made by the BBC in 1984 depicting the impact of a nuclear war on a city in the north of England – was recently made available to stream. It’s a brutal and grim tour of the aftermath of nuclear war, which anyone who viewed it when originally aired may struggle to watch again. But, 40 years on, the film is probably regarded more as an unpleasant artefact from a more dangerous time.

    These days we consume many types of apocalyptic entertainment in film and video games, exploring all types of societal collapse: ecological disaster, manufactured pandemics, alien invasions, cyber-attacks and dangerous AI. But Threads is particularly chilling in its attempt to give a realistic account of what could happen if cold war tensions escalated. I remember watching it as a teenager in a lesson at school and once was enough for me.

    But in the winter of 2024, it is difficult to escape the regular warnings about the escalating tensions around the world. There are widespread fears that a catastrophic series of diplomatic breakdowns and strategic miscalculations could result in a 2024 version of the events depicted in the 1984 film.

    Since the end of the cold war, much of international conflict has played out below the threshold of open war, in the realms of cyberwarfare, espionage and subversion. Or in other attempts at economic and political tactics intended to influence and manipulate. But there is clearly something very alarming about the situation since the invasion of Ukraine and the escalation of events in the Middle East since October 7.

    What makes the current situation so alarming is the sense that “great powers” or states with nuclear weapons could be pulled into conflicts that might quickly escalate beyond any diplomatic or political control. It’s hoped that leaders on all sides are determined to deter or contain conflict. But wars are shaped by accidents, miscalculations and errors of strategic judgement.

    Would Vladimir Putin have sent his troops into Ukraine if he could see how the Ukrainians and the international community would react? Now he has turned to making regular threats about Russia’s nuclear arsenal.

    So, there is a sense of unease about the current possibility of events getting out of control – of events escalating from brutal and horrific local or regional conflicts into a full blown global conflict. To be sure, there will (hopefully) be a continual diplomatic effort focused in ensuring that events in Ukraine or the Middle East do not escalate to the point where there the world is drawn into a wider war involving weapons of mass destruction.

    Rational v irrational actors

    But one of the concerns is that the situation in the 2020s is markedly difficult to geopolitical tensions during the cold war. The influential “realists” of international relations – academics like John Mearsheimer and Stephen Walt – argued that one of the reasons that the US should not invade Iraq was that Saddam Hussein was a “rational actor” whose behaviour could be contained and controlled. Iraq could be controlled through what they saw as “vigilant surveillance” and containment.

    But the fear in 2024 is that the world isn’t populated by rational actors as it was during the cold war, with its doctrine of mutually assured destruction.

    Putin is viewed as a leader increasingly detached from reality – surrounded by advisers too afraid to give him advice that he might not want to hear. In strategic terms, the fear he is that he might escalate to de-escalate. He might attempt a nuclear strike to deter events escalating further – an horrific warning signal that will end any attempts to challenge him.

    Some would question whether Iran may be led by men who are also detached from reality and might actually be looking for an apocalyptic showdown with Israel and the west. This depiction of irrational leaders might be more a reflection of our panic and paranoia than a credible assessment of leadership in these states. And of course, some would argue that the liberal world has its fair share of irrational actors.

    An interconnected world

    So, are we in a time or dangerous irrational actors where deterrence will not prevent a potentially apocalyptic escalation in global events? Security analysts and policymakers often refer to what is known as “deterrence by entanglement”. There are various types of deterrence but one of the geopolitical differences between now and the cold war is the level of interconnection between states that might have diplomatic, economic and political tensions.

    How many Chinese students study in UK universities? How much property in London is owned by Russian citizens? Societies are entangled to such a degree that a launching a nuclear strike on London would not only destroy investments, it might also kill your own citizens. Then there is the question of geographical location and nuclear strikes: would you risk the ecological blowback from nuclear strikes in a way that might endanger your territory, ecology and citizens – for generations?

    Leaders make mistakes and situations escalate in dangerous and unpredictable ways. But one of the lessons of international relations – going back to the works of Sun Tzu and Machiavelli – is that deception is a vital part of statecraft and warfare. And the “performance” of statecraft often requires cultivating an image of irrationality as a form of rational statecraft and deterrence. Some have argued that Donald Trump’s actions and pronouncements on international affairs produce a sense of uncertainty that works as a one-man strategy of deterrence.

    But as this performance plays out, it can be terrifying to watch and experience. Let’s not forget, the history of international relations is a history of tragic and mainly avoidable accidents.

    Federal and provincial investments boost region’s tourism potential

    Today, the Honourable Gudie Hutchings, Minister of Rural Economic Development and Minister responsible for ACOA, announced total federal investments of $1,075,973 for 10 tourism-related projects in western Newfoundland. The Province of Newfoundland and Labrador also announced a total contribution of $376,145 for these projects.

    These investments will improve infrastructure and accessibility at tourism attractions in the region; assist with the cost of trail construction; support local cultural and art programs, including Indigenous traditions, music, and festivals; and enhance marketing strategies to attract more tourists to the region.

  • MIL-OSI Security: Former Official Accused of Stealing Nearly $700,000 from St. Louis County Charity

    ST. LOUIS – A former official of a charity that houses adults with intellectual and developmental disabilities has been indicted and accused of embezzling about $690,000 over more than a decade.

    Joelle Fouse, 57, was indicted October 9 with three felony counts of wire fraud. She is surrendering Tuesday and will appear in U.S. District Court in St. Louis to plead not guilty.

    The indictment says that Fouse was the manager / director of finance and human resources for the charity from October 2012 through December 2023, when she was terminated. Fouse was responsible for payroll, expense reimbursement and maintaining the charity’s books and records. She stole from the charity in three ways, the indictment says. Fouse provided false information to a third-party payroll processing company that caused the company to make 71 unauthorized payments totaling $139,810 to multiple bank accounts controlled by Fouse, the indictment says. The indictment also accuses Fouse of triggering 181 unauthorized expense payments into bank accounts she controlled, totaling $407,186. Finally, Fouse allegedly used her company credit card to make184 unauthorized purchases totaling $133,210. The charity also overpaid the employer portion of payroll taxes by about $10,694 due to the inflated payroll, the indictment says.

    The indictment says Fouse took cash out of ATMs and used the charity’s funds for travel, clothing, entertainment, restaurant meals, rent payments and day-to-day expenses for herself and relatives. She tried to cover up her crimes by making false entries in financial and accounting records, it says.

    The charity contacted the FBI and cooperated with their investigation.

    Charges set forth in an indictment are merely accusations and do not constitute proof of guilt.  Every defendant is presumed to be innocent unless and until proven guilty.

    Each wire fraud charge carries a penalty of up to 20 years in prison, a $250,000 fine or both prison and a fine.

    The FBI investigated the case. Assistant U.S. Attorney Hal Goldsmith is prosecuting the case.

    Four men have been jailed for a total of 91 years after being found guilty of fatally stabbing an 18-year-old in Dagenham thanks to the work of dedicated Met officers.

    Wazabakana Kukabu, known as Jordan to his loved ones, was tragically murdered last year (May 2023).

    At the Old Bailey on Tuesday, 15 October, Michael Tommy-Mbogba, 21 (13.12.02) of Arkwrights, Harlow was sentenced to 29 years. Toulwalase Odunewu, 18 (22.10.05) of Angel Way, Romford was also sentenced to 23 yea

    rs in prison.

    A 16-year-old boy – who cannot be named for legal reasons – was also sentenced to 16 years for the same murder, while a 17-year-old – who also cannot be named – was sentenced to 23 years.

    Detective Chief Inspector Laura Semple, who led the investigation, said: “I want to extend our deepest condolences to Jordan’s family and those who knew him – our thoughts very much remain with them today.

    “I would also like to thank those witnesses who came forward and provided crucial evidence during the trial, as well as acknowledge the incredible efforts of those Met officers and other emergency service staff who tried so desperately to save Jordan’s life.

    “Knife crime has a devastating impact on our communities and rips families apart – that’s why we’re committed to doing everything in our power to work with partners and charities, such as the Ben Kinsella Trust, to protect young people and make London safer.”

    At around 23:45hrs on Friday, 5 May 2023, Jordan and his friend drove to Dagenham Heathway station, where they parked their car. The four defendants were already nearby and moved towards the vehicle brandishing machetes. One of the defendants stabbed Jordan in the chest while he sat in the back seat.

    He managed to sprint away and stop a passing car for help, but quickly collapsed on the road.

    Police officers on patrol nearby provided CPR but Jordan was sadly pronounced dead a short time later.

    Detectives immediately launched an investigation and pieced together CCTV of the attack and the defendants leaving the scene. They identified witnesses as part of the investigation, who came forward and supplied crucial evidence.

    One explained that he had seen the defendants sitting on the top deck of a bus after the murder re-enacting the fatal attack they had just carried out.

    Met search teams found a blood-stained knife close to the scene, which was tested and matched to Tommy-Mbogba. Fingerprints were also found in a taxi, which the group had used later that night.

    The 17-year-old boy was also found guilty of the attempted murder of Jordan’s friend, while the other three defendants were found guilty of Grievous Bodily Harm (GBH) against the same victim.

    All were also found guilty of a separate incident of violent disorder, which had taken place two days previously.

    In a statement Jordan’s father said: “I want to take this opportunity to thank the judge, the prosecution team and the investigation team for all the hard work. My son possessed beauty both inside and out. He had a pure heart and was so gentle he would not harm anyone, yet his life was taken so prematurely. I can only visit Jordan’s grave and mourn the loss of his beautiful presence to this world.”

    In a statement Jordan’s mother said: “Words will never explain the pain and devastation I have writing this. Jordan has a family who love him so much and you took my precious son away from us. He always showed his whole family and everyone who knew him love and affection.”

  • MIL-OSI Security: Makwa Sahgaiehcan First Nation — Loon Lake RCMP ask public to report sightings of Christian Mitsuing

    On October 13, 2024 at approximately 7 p.m., Loon Lake RCMP received a report of a firearm discharge on Makwa Sahgaiehcan First Nation. Officers immediately responded.

    Officers investigated and determined no injuries were associated with the report.

    During the course of investigation, an officer was out of their police vehicle taking statements. An ATV with a male driver and female passenger suddenly drove toward the officer at high speed. The officer had to quickly move out of the way to avoid being struck. The ATV then fled.

    The officer did not report physical injuries.

    The next day, officers were patrolling on Makwa Sahgaiehcan First Nation. They observed the ATV from the previous night’s incident. Officers attempted to stop the ATV but it fled.

    As a result of continued investigation, 31-year-old Christian Mitsuing from Makwa Sahgaiehcan First Nation is charged with:

    – two counts, operation while prohibited, Section 320.18(1)(a), Criminal Code;

    – one count, dangerous operation of a motor vehicle, Section 320.13(1), Criminal Code;

    – one count, assault with weapon on police officer, Section 270(1)(a), Criminal Code; and

    – one count, flight from peace officer, Section 320.13, Criminal Code.

    A warrant has been issued for his arrest and Loon Lake RCMP is actively working to locate him. Investigators ask members of the public to report all sightings of Christian Mitsuing and information on his whereabouts.

    Christian Mitsuing is described as approximately 5’10” and 180 lbs. He has black hair and brown eyes. He has numerous small tattoos on his face.

    Today was an unusually exciting day during tactical planning on the Curiosity mission because it intersected with a momentous event in space exploration: the launch of Europa Clipper from Kennedy Space Center. Even though the launch window occurred right in the middle of our morning planning meetings, at 9:06 a.m. PDT to be specific, today’s Tactical Uplink Lead and Science Operations Working Group Chair agreed it would be OK for the entire tactical team to take a 15-minute pause to turn on NASA TV and watch the launch together. Down the hall the Perseverance rover tactical team had decided the same, and for a few moments, the two teams paused their planning and watched together in anticipation as the countdown ticked down to T-0. Many of my close friends and co-workers had worked for years — some for decades — to make this mission a reality, and it was amazing to watch the enormous rocket carrying the Clipper spacecraft leap off the pad knowing how hard it was to get to this point. I cannot wait for the mission’s discoveries once it reaches Jupiter’s watery moon Europa!

    In true JPL tradition, we of course had to commemorate the event with some sweet frozen treats on-lab. Back when Curiosity landed, we had a full fridge of ice cream that was kept stocked for the first 90 sols of the mission. (Eating ice cream cones at 2 in the morning is a core memory of mine from those early days in our mission.) Today, in a clever nod to Europa’s icy surface, we celebrated with some even icier sweets: fruit and coffee popsicles to anyone on-lab. I chose coffee of course; the caffeine was great to help me get through a busy day of planning for Curiosity!

    On Mars, things with our rover are going well. We completed our mega ~50-meter drive (about 164 feet) over the weekend, which took Curiosity further north along the western side of Gediz Vallis channel. Our plan today is a “touch and go,” which means we’ll do contact science with APXS and MAHLI on a block in front of us named “Dollar Lake,” some remote sensing, including ChemCam LIBS of a target named “Cape Horn” and a couple Mastcam mosaics, followed by a drive to the north. We’ll continue to follow the western side of Gediz Vallis channel as we descend slightly down Mount Sharp, until we reach a location where we are able to head west towards a more easily traversable valley, and then restart our ascent.

    Every year the Spanish ministry of culture awards prizes for different artistic disciplines. From next year onwards, the country’s national bullfighting award will be withdrawn. The current Spanish minister of culture, the Barcelona-born Green politician Ernest Urtasun, supports the prohibition of what has long been known as Spain’s “national fiesta”.

    At the awards ceremony held at the Reina Sofia Museum last week, the minister refused to applaud this year’s winner for “sustained excellence in bullfighting”, Julián López El Juli, the recently retired Madrid-born matador. El Juli retorted to the slight by holding out his hand and publicly calling out the minister’s lack of respect as evidence that he was unfit to hold office.

    Bullfighting predates football as a form of mass entertainment, and has been a source of inspiration for artists and intellectuals for centuries. It still has its followers in the present day, but young urban Spaniards are increasingly sensitive to the undeniable cruelty involved. Bullfighting was banned in Catalonia in 2011. Bullfights, known as corridas, are still staged in much of the rest of Spain, but it can be career suicide for artists, politicians or intellectuals to be associated with them.

    So I, like many in Spain and the Basque Country, didn’t expect the jury of the 72nd San Sebastian Film Festival to award its highest accolade, the Concha de Oro (Golden Shell), to a bullfighting documentary. The director of Tardes de Soledad (Afternoons of Solitude) is Albert Serra, an iconoclastic filmmaker from Gerona, a fiercely pro-independence province of Catalonia.

    For five years, Serra and his crew have been following the exploits of two rising stars with the ambition to become figuras, the term for that handful of elite matadors like El Juli, who appear on the most lucrative and prestigious bills.

    Bullfighting and the screen arts have history in and beyond Spain. During cinema’s infancy, early filmmakers the Lumière brothers filmed matadors in Madrid. At annual village fairs, Spaniards would pay to enter a tent and watch recordings of professional corridas. The Valencian Vicente Blasco Ibánez’s 1908 novel Blood and Sand has a strong claim to being the earliest literary text to be written with a future film adaptation in mind.

    In 1951, Hollywood actress Ava Gardner (a close friend of Ernest Hemingway, author of bullfighting novel Death in the Afternoon) starred alongside Catalan matador Mario Cabré in Pandora and the Flying Dutchman, which featured corridas in Gerona (the city’s bullring was demolished in 2006). Spanish television started broadcasting bullfights in 1956. Nearly 70 years later, Movistar Spain shut down its dedicated bullfighting channel in March 2023.

    Oscar-winning writer and director Pedro Almodóvar – who received a lifetime achievement award at San Sebastian this year – has his Madrid offices close to the world’s premiere bullring, Las Ventas. In 1986 he portrayed the world of bullfighting in Matador, starring a very young Antonio Banderas, later returning to the subject in Talk to Her (2002).

    This film, which won Almodovar the Oscar for best screenplay, contains scenes in which a female matador is gored in the picturesque bullring in Aranjuez. The British Board of Film Censorship insisted on cuts, and Almodóvar faced legal challenges from animal rights groups. According to Spanish law, corridas are permitted and can be filmed. The legal situation becomes thornier if a bull is killed by a professional matador for the sole purposes of the event being captured on film.

    Documenting the glory and the horror

    Nothing is staged for Serra’s documentary. He followed the Peruvian Andrés Roca Rey, a box-office phenomenon often dismissed by serious aficionados as a crass populist; and the more refined Pablo Aguado, a native of Seville.

    Serra connected better with Roca Rey, capturing his fears and solitude in an often hostile professional environment. Pay-for-view television channel Canal+ set a new gold standard for broadcasting bullfights with technical panache. Serra makes no attempt to replicate this labour. Placing the camera at the eye level of the bull and the matador results in a far more graphic and gruesome spectacle.

    The Catalan filmmaker is amongst world cinema’s masters of sound design, and the audience is privy to the bull’s breathing as well as conversations between the matador and his team once the afternoon’s activities in the sand have come to a bloody conclusion.

    Tardes de Soledad is likely to anger and unnerve aficionados and abolitionists alike. Industrial farming is arguably crueller than bullfighting, but recognising this fact is not automatically a defence of the “national fiesta”. It might just be that any hypothetical prohibition needs to framed alongside a wider reassessment of our relationship with, and responsibility to, non-human creatures.

    Some abolitionists suggest that, even though bulls are sold for meat afterwards, it is death and torture being employed for entertainment that renders corridas so problematic. Psychological desensitisation is a real risk, especially when children are in attendance.

    Aficionados claim bullfighting is a rare opportunity to address our own mortality in a society in which death and nature are increasingly kept at a distance. Almodóvar’s pristinely shot bullfighting scenes nevertheless show how ritualised beauty – the vivid stylised outfits, the music, the choreography and the architecture – often divert attention from the blood.

    Serra’s harrowing footage might even shake some enthusiasts out of their complacency. Can so much animal and human suffering be justified in the name of an ancestral art? Conversely, Tardes de Soledad registers the poetry, pain and pathos of bullfighting in and beyond the arena. Dialogues between Roca Rey and his entourage establish a new benchmark for depicting the interior world of a matador, more unforgiving and empathetic than anything by Hemingway.

    A rallying call at anti-bullfighting demonstrations is: “It’s not culture, it’s torture.” Serra’s documentary warrants the Concha de Oro for showing the terms are not mutually exclusive.

  • MIL-OSI Global: Haegue Yang’s Leap Year is a bold and diverse show mixing cultural references and folk traditions

    Leap Year, a new exhibition of work by South Korean artist Haegue Yang at the Southbank Centre’s Hayward Gallery, is a bold and diverse display of contemporary art, mixing materials and ideas in unexpected ways.

    Those with a knowledge of art history over the last 70 years, like me, will appreciate how Yang plays with and combines various art traditions. For example, her use of LED, neon strip-lights, steel, text, projected video and even smell are deliberate references to materials commonly used in contemporary art.

    Yang’s art isn’t particularly “Korean”, but why should it be? Like many artists from around the world, Yang has been influenced by western pop culture. Coca-Cola and Hollywood movies have been as much part of life in South Korea since the Korean war as in Britain. While some see this as a downside of globalisation, many in South Korea embrace these influences, seeing them as a sign of progress. This fusion of cultures is a fact of life for Yang, and it runs through her art.

    In the wall text at the exhibition, Yang claims to have developed a “culturally hybrid visual language”. Her work references modernism, minimalism and conceptual art. Large black-and-white photo collages that bring to mind early 20th-century dada art (a post-war movement that was anti-bourgeois and often satirical and nonsensical) provide the backdrop for sculptures mounted on wheeled frames, reminiscent of stage sets or even fairground rides.

    Another resembles a shower cubicle, but with grab handles on the outside. The title, Sol LeWitt Vehicle, points to the conceptual artist Sol LeWitt. Geometric floor patterns recall the work of Gabriel Orozco, another well-known contemporary artist. In one room, the walls are painted in a blue that’s close to Yves Klein’s famous International Klein Blue (a shade of pure ultramarine he claimed to have invented and which features in his most famous works), although the paint was sourced locally by gallery staff.

    Connecting with tradition

    Yang is particularly interested in the ways contemporary art connects with older folk and craft traditions. For example, she explores weaving practices from different cultures, even working with Filipino artisans. These pieces sit alongside Reflected Red-Blue Cubist Dancing Mask, a sculpture that takes inspiration from how early cubist artists saw African masks as pure aesthetic objects, rather than ritualistic tools.

    Yang’s interpretation has wheels and handles, allowing it to be worn and used performatively, restoring its function, but with a modernist aesthetic twist.

    Her interest in folk traditions goes deeper. During the COVID lockdown in Seoul, she began exploring paper cutting, a traditional Korean craft often linked with shamanic rituals. From there, she expanded her research to include paper-cutting practices from other parts of the world, like wycinanki from eastern Europe and amate from Mexico.

    In her Mesmerising Mesh series, she uses traditional Korean paper (hanji), as well as Japanese washi and graph paper, to create intricate collages. The wooden structures she builds around these works resemble shrines from different cultures. Though some viewers might think of them as something more familiar, like the decor in a western Chinese restaurant. In fact, these designs were inspired by the Hmong people of Southeast Asia.

    In the west, since the second world war, the idea of universal art has often been viewed as tied to colonialism or cultural dominance, yet we embrace universal ideas like healthcare and human rights as progressive. Yang’s work suggests that art, too, has the power to bridge divides and foster empathy, breaking down barriers between cultures. Art may vary greatly across traditions, but at its core, it speaks to our shared humanity – a message as relevant as ever in our polarised times.

  • MIL-OSI Global: Why The Rock beats politicians for trust and leadership – and what would-be rulers can learn

    Celebrities can have huge influence and reach enormous audiences. That’s why Kamala Harris was happy to recently gain the endorsement of musician Taylor Swift.

    Due to their media attention and massive fan bases, some Hollywood stars and musicians can appear more powerful than traditional politicians. And these perceptions of influence may also translate into actual impact.

    Indeed, some celebrities have taken up causes, using their fame to overtly push for change (for instance, Bob Geldof and Princess Diana). Others endorse politicians, or successfully run for office themselves (for instance, Arnold Schwarzenegger and Ronald Reagan).

    While it may seem like celebrities who pivot to politics are able to trade on their pre-existing notoriety, few celebrities are well known beyond their fan bases and many people would expect them to lack the gravitas of world leaders.

    However, results of our recent exploratory study conducted in the UK shows that at least one celebrity, Dwayne “The Rock” Johnson, stands out. He achieved public recognition, leadership and trust ratings as high as the most well-known politicians.

    Indeed, our study found that The Rock’s recognition was on par with the Nobel prize-winning, two-term US president Barack Obama. He was also considered more trustworthy than many politicians.

    In the study, we invited 251 participants to evaluate the faces of 40 seasoned politicians and celebrities to assess their leadership potential and perceived personality traits.

    Only six of the faces had close to universal recognition. Former US presidents Barack Obama and Donald Trump, former UK prime minister Boris Johnson and Dwayne “The Rock” Johnson scored 90% or above. By contrast, US president Joe Biden and Russian president Vladimir Putin were each recognised by 80%.

    Interestingly, The Rock was also judged to be more considerate, competent, credible, intelligent and trustworthy than most politicians.

    When asked to indicate how strongly participants felt about each figure’s leadership potential, the results were surprising. Biden scored 64%, higher than Putin’s 56%, which was in turn higher than Trump and Boris Johnson who both received 42%.

    But a much larger percentage, 72%, rated The Rock as a strong leader, only bettered by Obama’s score of 87%. In our statistical models, two key personality traits, competency and credibility, predicted The Rock’s perceived potential as a national leader.

    The Rock’s fame, stemming from his wrestling career persona, television presence, and Hollywood stardom, seem to demonstrate the impact of a well-maintained media image. His expertise in wrestling’s “kayfabe” style of performance (a dramatic wrestling style that is presented as genuine) has greatly boosted his public persona as an authentic “nice guy”.

    This early experience, and a strong screen presence, is likely to have contributed to leadership scores similar to Obama. Here it seems that The Rock’s heavily cultivated media personality has translated into perceptions of effective leadership.

    This idea connects with the theory of mediated authenticity , which suggests that positive perceptions arise when audiences view media figures in a favourable light. The Rock’s wrestling persona has allowed him to build a connection to his fans and he seems to have developed this further with his Hollywood roles.

    What can Trump and Harris learn?

    Politicians must also connect with the public. Boris Johnson, for example, did well in the 2019 UK election because he knew how to connect and leveraged this ability to his advantage.

    However, leaders also need to be seen as knowledgeable and trustworthy to make an enduring positive difference.

    The Rock was asked about political ambitions.

    Some theorists of power argue that social influence derives from being well-liked, not just being famous. Of course, The Rock is famous for his nice guy image, along with his movie catalogue and perpetually perfect physique. His perceived leadership potential could come from being both popular and seen as a good role model.

    The Rock’s potential has been spotted by political parties. He describes himself as an independent and back in 2023 he revealed that he had been approached by multiple political parties about possibly running for office.

    Can you be a ‘nice’ populist?

    The last few years has seen the rise of numerous political leaders around the world, who have been labelled with the term “populist”. Leading figures on this list include Trump, India’s prime minister Narendra Modi, former Brazilian president Jair Bolsonaro and Boris Johnson. However, these leaders tend not to be highly trusted.

    The erosion of trust in politicians and political systems is a significant issue that can lead to decreased engagement with the democratic process, regardless of political level. This ultimately results in a civic structure that fails to represent the people it is meant to serve.

    With the US presidential election just weeks away, and still virtually tied, political strategists for both of the major parties must confront a key question: how much trust does each candidate have from the public?

    Like it or not, The Rock’s wrestling persona relied on building a genuine connection with fans through his kayfabe-style performance, and his friendly image. The careful cultivation of this has given him enduring popularity and, as an unintended consequence of that performance, leadership appeal on the national stage.

    When you are perceived as being a genuinely nice leader, our early research suggests, trust will follow. Something that more politicians clearly need to understand.

    Today, we’re launching a refresh of the Microsoft Digital Equity Data Dashboard with current data from the FCC, the United States Census Bureau, Code.org, Broadband Now, and Microsoft to help federal, state, and local policymakers gain a better understanding of the factors contributing to the digital divide in communities across the United States. Originally launched in 2022 as part of our Airband Initiative, the dashboard provides critical data to help understand broadband gaps at the local level, allowing these decision makers to anchor their policies and programs in data and maximize investments in areas of highest need.  

    Today’s update allows tracking of historical broadband data to analyze trends and progress being made as a result of government and private sector investments. This includes the new data from the dashboard, which shows that all states, including Puerto Rico and the District of Columbia, saw an increase in the number of households with broadband connections as well as an increase in the number of households with laptops or desktops. The greatest changes were in households earning less than $20,000. These households saw an average increase of over 10.8 percentage points in internet connectivity compared to previous metrics, meaning there are nearly 325,000 more households connected in this group. 

    We’ve long held the belief in the value of data, and this dashboard refresh is the latest step in our ongoing journey to help close the digital divide around the world. 

    Bridging the Rural Broadband Gap in the United States 

    In 2017, we launched the Microsoft Airband Initiative with a clear mission: to bridge the significant rural broadband gap in the United States. That year, government data showed that at least 23.4 million people across the United States did not have access to reliable high-speed internet, and this lack of access created significant barriers to education, healthcare, and economic opportunities. At the same time, it’s been shown that increasing access and usage of broadband in rural areas leads to higher property values, increased job and population growth, increased entrepreneurship, and lower unemployment rates. This stark reality illustrated by this data highlighted the urgent need for action to bridge the digital divide.  

    We set out to help solve the problem by bringing private sector investment and innovative technologies together with advocacy for regulatory support and financial frameworks to increase connectivity. Over the years, we have tried different approaches to bridging the digital divide, and we’ve learned a lot. We initially focused on TV White Spaces, believing this unique technology would extend reliable and affordable broadband to rural areas. As time went on, we determined that to make a tangible impact in rural communities, we couldn’t rely on specific technology, so we shifted to a technology neutral approach. Today, our partners are leveraging fiber, fixed wireless, satellite, and other disruptive technologies to drive broad networks deeper into rural areas. As a result, our partners have extended coverage to over 7.4 million people in rural communities across 41 states and territories in the United States.   

    But technology alone was not a solution. High costs, the absence of new and alternative technologies, and market and regulatory conditions all hampered efforts. The economic impact was substantial, not only hindering individual progress but also stifling the overall development of rural areas. So, we also used our corporate voice and joined forces with others to directly advocate for Congress to deploy targeted funding to combat the digital divide.  

    Targeted Funding to Combat the Digital Divide 

    In the U.S., none of the progress we’ve seen would be possible, without the vision of the U.S. Congress to proactively and significantly invest in broadband infrastructure programs. Our experiences since 2017 have made it clear that these government investments are necessary to drive deep impact. Bipartisan investments in digital infrastructure and inclusion through the Coronavirus Aid, Relief, and Economic Security (CARES) Act, the American Rescue Plan Act (ARPA), and the Infrastructure Investment and Jobs Act (IIJA) were a huge step forward in our journey to close the digital divide in the United States.  

    As a result of these government investments and public private partnerships, our internet service provider partners in the U.S. have received more than $725 million in government infrastructure funding awards to accelerate network expansion and drive broadband adoption across the country, with approximately 80% going to rural communities.  

    An example includes Microsoft partner, Nextlink Internet, which is leveraging government investment and partnership to bring meaningful connectivity to rural communities in the Midwest, Southwest, and Southeast regions of the United States. Federal infrastructure funding enabled Nextlink to extend their seven-state footprint to 11 states in total: Indiana, Illinois, Iowa, Kansas, Louisiana, Minnesota, Nebraska, Oklahoma, Texas, Wisconsin, and Wyoming.   

    Looking Forward Globally with a Clear Vision 

    Outside of the United States, our global partnerships have brought coverage to nearly 100 million previously unserved and underserved people. Internationally, we’re also seeing success from similar models of participating in government infrastructure programs, with the U.S. government leading the way. This includes significant investments and leadership from the United States Agency for International Development (USAID) via the Digital Invest program and the Women in the Digital Economy Fund (Wi-DEF), as well as the United States Trade and Development Agency’s (USTDA) Digital Transformation with Africa initiative.  

    These partnerships have also enabled digital infrastructure and off-grid energy in unserved and underserved communities around the world. In Nigeria, for instance, providers like Tizeti are leveraging government investments to bring connectivity to schools, health clinics, and community anchor institutions. And communities are experiencing improved outcomes in education and healthcare as a result. If connectivity alone has enabled these outcomes, imagine what additional innovation AI could unlock. 

    But there are still 2.6 billion people who remain offline. Limited internet can exacerbate economic inequalities and inhibit access to social services, civic activities, and online learning resources. In places where we’re using AI to map global populations in real-time, we can provide early warnings that allow communities to better plan disaster recovery during times of crisis. Communities that remain offline do not get these early warnings and cannot act on them. As AI becomes more prevalent, communities that remain offline will not be able to fully access the benefits of this new technology. 

    To continue momentum, we are looking to the lessons we learned in the U.S. We must scale innovative technologies, expand connectivity and energy access, and leverage strategic partnerships. Governments, financial institutions, philanthropic institutions, and the private sector must come together to address critical financing barriers, invest in development finance, and expand digital infrastructure. 

    We’ve committed to reaching 250 million people with meaningful connectivity by the end of next year. Today, we’re calling for continued support and collaboration from all sectors to ensure no one is left behind. We call on all stakeholders to join us in this mission. 

    • Governments must create enabling regulatory environments that prioritize funding for digital infrastructure and support quick and efficient allocation of funding by federal, state, and local entities. 
    • The private sector must invest in innovative technologies and business models. 
    • Philanthropic organizations must continue to advocate for digital inclusion and develop initiatives anchored in the local community. 

    The journey to close the digital divide is a long one. Building out infrastructure takes time. It’ll take time for us to see some of the direct results of this work, but there is room for optimism. We are extremely grateful for the leadership and vision of the United States government, which is laying a blueprint for other countries to follow, as well as state and local leaders working to ensure these programs are successful. We encourage all policymakers to proceed efficiently so the benefits of these investments reach local communities sooner rather than later.  

    With continued collaboration and commitment, we can use the power of data, technology, and partnership to achieve our ambitious goals. We’re dedicated to making a lasting impact, and we are excited about the future. Let’s come together to bring the power of digital connectivity and transformation to people around the world.

    Sergei Sobyanin met with students of the Science and Technology University, College and Educational Centre “Sirius”. The meeting was held in the “Atom” hall in Sochi. The Moscow Mayor spoke about new solutions in the sphere of improving the quality of life in cities using the example of the strategy for the development of the capital until 2040 and answered questions.

    According to the Mayor of Moscow, the main idea of the development strategy is to make the capital the best city in the world.

    “For our city to be the best, it must have the most powerful economy in our country, it must have the best opportunities for every person, the best urban environment, and it must be a global center of attraction that the whole world would know and strive to come to Moscow,” said Sergei Sobyanin.

    The capital has a large-scale public transport infrastructure – underground, surface and water. Over the past 14 years, the city has built a large number of new metro stations, equal in number to those built throughout the history of Moscow. An above-ground metro has appeared – four Moscow Central Diameters, which allow you to get to the Moscow region and nearby areas. In addition, a decision has been made to build a high-speed railway (VSM-1) to St. Petersburg.

    “This is the President’s project, a high-speed railway (HSR) connecting St. Petersburg and Moscow, then Nizhny Novgorod, Rostov-on-Don, Voronezh. I think that most of you live in one or another region where this project should come. This means that the entire country will be closer, travel options will be more comfortable, accessible, and the country will develop differently,” the Moscow Mayor emphasized.

    The new rail framework will become a powerful impetus for regional development. The HSR-1 (Moscow-St. Petersburg), the construction of which began in 2024, will cover more than 80 percent of the Russian population. The speed of trains will reach 400 kilometers per hour.

    New centers of economic activity are being created in the capital. In addition to the historical center, there will be six more comparable in size. They will be located in abandoned depressed areas where a large number of transport highways intersect. Thus, all districts of Moscow will receive their own modern center for life, work and leisure.

    One such center of economic activity is “Yuzhny Port – Tekstilshchiki”It is being created as part of the world’s largest industrial zone reorganization project.

    The city is implementing a complex renovation program that has no analogues in the world. It includes 5,175 buildings. City residents are moving from outdated apartments to new, modern and comfortable ones. In 2024, housing was provided for the resettlement of more than 170 thousand Muscovites. In addition, as part of the renovation program, over 400 social facilities will be built and more than 200 thousand jobs will be created.

    The capital is renewing its urban environment and creating comfortable public spaces. Moscow is developing not just residential areas, but complex districts with parks, squares and embankments where you can work and relax. They are becoming mini-cities with high-quality infrastructure, where there is everything necessary for life.

  • MIL-OSI: Federal Home Loan Bank of Indianapolis announces $800,000 in pre-development grants now available for Tribal Nations Housing Development Assistance Program

    INDIANAPOLIS, Oct. 16, 2024 (GLOBE NEWSWIRE) — The Federal Home Loan Bank of Indianapolis (“FHLBank Indianapolis” or the “Bank”) announced today that pre-development affordable housing grants are now available to the 12 federally recognized tribal nations located in Michigan through the Tribal Nations Housing Development Assistance Program (TNHDAP).

    Announced earlier this year, the TNHDAP is a unique and innovative capacity-building housing development grant program in partnership with the Michigan State Housing Development Authority (MSHDA). The TNHDAP provides dedicated training and technical assistance coupled with grant funding opportunities to support tribal nations in creating innovative housing solutions tailored to the unique needs of each nation. The Bank’s program grant of up to $3 million marks the largest investment to a single organization in FHLBank Indianapolis history.

    FHLBank Indianapolis is making $800,000 available for project-specific pre-development grants with up to $75,000 available per project. Pre-development dollar grants may support either rental or homeownership projects, dependent upon individual tribal priorities.

    “Pre-development grants are often the hardest type of funding to find, and one of the most impactful tools to help kickstart projects,” said Anna Shires, VP, Community Investment Outreach Partner at the Bank. “We’re excited to complement all of the technical assistance underway, and help tribes get one major step closer to providing safe and affordable housing for their communities.”

    Through the program, the Bank also will be providing project-specific gap funding subsidies as well as supporting additional capacity building needs identified by tribal nations in Michigan. Through next year, each tribe also will receive dedicated technical assistance to identify their unique housing needs, support for overall housing initiatives and project-specific guidance.

    In keeping with the knowledge and capacity-building focus of the program, the National American Indian Housing Council and its partners facilitated a series of training sessions earlier this year focusing on the wide range of available affordable housing solutions. Sessions focused on multi-unit development, Low Income Housing Tax Credits (LITHC) and other funding sources, housing development for special needs populations, and homeownership development opportunities. Sessions included presentations and discussions between the tribes and FHLBank Indianapolis, MSHDA, HUD leadership, the Michigan Balance of State Continuum of Care, and local and national housing and finance industry leaders.

    “The completion of this training series represents a significant commitment of time and effort, and we commend everyone involved for their dedication to this critical work,” said Karen Gagnon, Tribal Liaison for MSHDA. “It’s truly exciting to see the program entering its next phase.     GRAND RAPIDS, MI – Congresswoman Hillary Scholten (MI-03) visited Safe Haven Ministries in Grand Rapids to congratulate the dedicated staff on their recently awarded grant. The $1.2 million investment will be split to fund a joint task force between Safe Haven and the Kent County Sheriff’s Office (KCSO). The grant comes from the Department of Justice’s Office for Victims of Crime and is known as an Enhanced Collaborative Model (ECM) Task Force to Combat Human Trafficking Grant. Together, Safe Haven and KCSO will collaborate to combat human trafficking – a local issue that has national implications. Rep. Scholten authored a letter of support to the Department of Justice to bolster Safe Haven’s application.

  • MIL-OSI USA: Polis Administration Announces Three New IHIP Grant Recipients Supporting Creation of Over 480 Housing Units

    DENVER – Today, Governor Polis and the Business Funding & Incentives division of the Colorado Office of Economic Development and International Trade (OEDIT) announced three new recipients of the Innovative Housing Incentive Program (IHIP) grant. This transformational grant continues the Polis Administration’s work to increase the supply of housing across Colorado. The funding announced today will directly incentivize the creation of over 480 attainable housing units across Colorado.

    “We need more housing now, and this new round of IHIP grant funding will help create 480 new housing units for Coloradans,” said Governor Jared Polis. “With more housing, more people will be able to live in terrific communities  close to work and recreation.”

    With this latest round of grants, the Polis Administration has awarded 12 IHIP grants directly incentivizing the creation of 2,000 attainable housing units across Colorado and contributing to the recipients’ work to create more than 7,500 units over the next three years.

    All three grant recipients are based in Colorado, with awards ranging from $100,000 to $722,000 in performance-based funding. Recipients include:

    3D West – Colorado Springs- 3D West offers modern building technologies and pre-manufactured building methods for Accessory Dwelling Units (ADU), affordable housing and multifamily units. The company plans to build their first four units in partnership with Alquist 3D and StructureBot, both companies that have been supported by OEDIT programming to expand in the state. 3D West is approved for up to $100,000.

    BYLD – Commerce City- This software and hardware company is transforming the construction industry with its unique paint-by-numbers approach, which significantly reduces labor costs and accelerates construction timelines. This innovative method streamlines the building process, enhancing efficiency and productivity. BYLD is approved for up to $722,000 in per-unit cash rewards for constructing over 350 units across Colorado over the next three years.

    Studio Shed – Louisville- Established in 2008, Studio Shed is a leading manufacturer of panelized kit buildings, specializing in backyard sheds, ADUs and multifamily housing. Studio Shed has been at the forefront of innovative, scalable building solutions and has been approved to receive up to $180,000 in performance-based grant funding, at $1,500 per unit. The company plans to in turn share a $1,500 discount with its customers.

  • MIL-OSI Australia: Search and Rescue Success

    On Monday this week, Northern Territory Police Search and Rescue Section conducted a search operation north of Adelaide River following reports of a missing 73-year-old man.

    John had not been seen since 10pm Sunday night with the alarm being raised with police early Monday morning prompting a search by Adelaide River Police members with the assistance of John’s carer.

    It was quickly escalated to the Search and Rescue Section (SRS) as temperatures reached 34°c and John was known to suffer from late-stage dementia as well as type 2 diabetes.

    A large-scale response was deployed including one Longranger helicopters with TRG air observers, 3 members from the mounted unit, 4 motorcycles and one ATV, 3 Australian Search and Rescue K9’s, 7 SRS members and one drone.

    Just before 5pm that evening, a police search team located John approximately 800 meters from his residence on a vacant property.

    He was found in a disoriented state and was transported to the local medical clinic for assessment and treatment before being safely returned to his carer.

    Acting Sergeant Chris Grotherr said, “The report of a missing person who suffers from dementia is always concerning, particularly considering the high temperatures in the area.

    “We would like to extend a huge thank you to everyone involved in this rescue.

    “Without the support of each responder, this successful outcome wouldn’t have been possible.”

  • MIL-Evening Report: With reports Kamala might join Joe Rogan for a chat, the US election is showing the power of podcasting

    It was big news in the podcasting world when US Vice-President Kamala Harris recently sat down with Alex Cooper’s Call Her Daddy for an extended interview. This was not just because it was one of the few times Harris has opened herself up to direct media scrutiny, but also because it signalled podcasting’s coming of age.

    Now there are fresh reports she could sit down with Joe Rogan for his top-rated show. Former president Donald Trump has also said he’ll record with Rogan before election day.

    High-stakes interviews are no longer solely the domain of legacy media. Politicians, like celebrities with a story to tell or a film to sell, can pop onto a podcast with a hopefully sympathetic host to reach vast and potentially new audiences. (That said, Harris also did interviews with CBS News, 60 Minutes, The View and CBS’s The Late Show with Stephen Colbert the same week.)

    So for the VP and Democratic presidential candidate, is this about finding new audiences or answering to a different, perhaps softer style of interview?

    Call her who?

    If you haven’t heard of Call Her Daddy, note the show’s emphasis is on sex and female empowerment. Cooper’s listeners are 70% women and 76% of them are aged under 35. It is often compared to the Joe Rogan Experience, a comparison Cooper hates. Cooper has also been called the Oprah Winfrey of her generation, which may say something about her interviewing skills or her market value.

    The comparisons to Rogan are hard to avoid. Call Her Daddy has been running since 2018. In 2020, Cooper split with her co-host and took the program to Spotify, also home to the Joe Rogan Experience. There, Call Her Daddy rose to be the second most-listened-to podcast globally, behind Rogan, with an average of 5 million weekly listeners. Spotify gave Cooper US$60 million to Rogan’s rumoured $250 million. This particular gender pay gap was recently reduced when Cooper took the podcast to SiriusXM for $125 million.

    A Harris appearance on Rogan’s podcast could give her a larger audience than Cooper’s and parallel access to young male listeners.

    ‘Here’s the thing …’

    Soft or smart?

    Harris’ decision to be interviewed on a podcast aimed at young women brought criticism from those who saw it as the “soft option”, as well as those who don’t rate young women or approve of talk of sex.

    The same commentators seem to have overlooked that for the last year, Trump has been wooing the “manosphere” and has called in to friendly bro-casts such as This Past Weekend with Theo Von. In other podcasts like Full Send, Trump has had scope for friendly freewheeling banter on topics from Ice Spice to golf.

    Cooper says she also invited the former president onto her show to discuss women’s rights.

    In the journalistic tradition of podcasts since Serial, Cooper revealed her process and opened her interview with Harris by sharing the reasoning behind her line of questioning. “Let’s be real, I’m probably not the one to be having the fracking conversation,” she deadpanned.

    Harris said she went on the podcast “to be real, you know, and to talk about the things that people really care about”. There were moments of genuine emotion, such as anger and compassion at the death of a young woman, Amber Thurman, in Georgia in the wake of the US’s newly restrictive abortion laws. Yet at times Harris still sounded rehearsed, in the manner of people in the public eye required to repeatedly answer similar questions and give similar speeches.

    The risk to a politician is that the authenticity and intimacy for which podcasting is known could just as well work against them – a lack of “realness” becomes amplified through headphones, straight into the listeners’ ears.

    While Harris’ cadence sounded like familiar speechifying near the end, perhaps her anecdotes were new to sections of Cooper’s audience. For all the claims that a focus on the concerns of women made for a “soft interview”, it was also a timely reminder of the centrality of reproductive freedom to women’s lives and the election.

    The risks of the interview were more Cooper’s, who hinted at the prospect of losing listeners by interviewing a politician while wanting Call Her Daddy to be “a place where everyone feels comfortable tuning in”. This is a pertinent concern for her as much of the program’s initial popularity was built on Barstool, a media company known for its conservative leanings.

    A different listener

    The question remains: is appearing on extremely popular podcasts with young audiences a good political strategy for Harris? The positives of appearing on Call Her Daddy were clear, given Cooper’s main audience of young women is generally more politically engaged and motivated to vote than young men.

    Rogan’s audience is 81% male with 34% aged 18–35. Making a connection with young men could prove trickier for Harris within the “bro-ey”, jokey framework of the Joe Rogan Experience than it was with Cooper.

    A lot will depend on Harris’ interaction with the host, but Rogan is not known for hostile interviewing and Harris is experienced in connecting with people from a range of backgrounds. And her recent spot on shock jock Howard Stern’s radio show gave her a chance to share her love of car racing.

    In a tight election, which could come down to swing voters in six or seven states, such skills, showcased in the podcasting space, could impact the election. The potential gains seem worth any risks.

  • MIL-OSI Australia: Powerful performances by artists with disabilities to celebrate diversity at 2024 OzAsia Festival

    Two films celebrating the dedication and tenacity of Korean and South Australian performers with and without disability will hit the big screen as part of the Asia-focused arts festival OzAsia.

    Counterpoise, which features nine artists from Adelaide-based Restless Dance Theatre and the Korean 29Dong Dance Theatre, is a contemporary black and white dance film created at the height of the COVID-19 pandemic.

    Directed by Larissa McGowan and Matt Byrne, the 20-minute dance film highlights the noise of life, as well as quiet loneliness within ourselves. Counterpoise’s detailed choreography melded with electrifying music by KOREAN MUSIC PROJECT using a combination of traditional and western instruments embedded with digital technology.

    Dancing Against the Odds, a documentary directed by Adelaide filmmaker Matt Byrne, follows the innovative and inclusive journey of making Counterpoise over three years. Produced by University of South Australia arts management experts Dr Boram Lee and Professor Ruth Rentschler OAM, the 60-minute film embraces diversity, inclusion and self-expression.

    Both films will screen on 29 October as part of the Adelaide Film Festival and OzAsia.

    The project began in 2020, when dancers could only collaborate virtually due to COVID-19. It wasn’t until 2022, when members from the three companies – Restless, 29Dong Dance Theatre, and KOREAN MUSIC PROJECT – could meet face-to-face in Adelaide for the first time and continue the bonds formed online.

    In 2023, Restless Dance Theatre had the opportunity to travel to Seoul, reuniting the team for a public preview of Counterpoise and workshops with Korean artists with and without disabilities. This journey not only expanded the project’s reach but also nurtured community connections, inspiring a deeper appreciation for inclusive arts.

    Dr Boram Lee says the project connected people across Australian and Korean borders to help foster a network of inclusivity and diversity through the arts.

    “After a three-year saga of overcoming international borders, language barriers, and perceptions of disability, we’ve transformed the impossible into a breathtaking reality,” she says.

    “This collaboration showcases the incredible power of public initiatives, made possible by the steadfast support of the Korean and Australian governments and our diverse partners.

    “With multiple layers of collaboration among dancers, musicians, academics and filmmakers, we’ve fostered deep people-to-people connections, and we’re excited to share our learning with communities around the world.”

    Professor Ruth Rentschler OAM says the project embraced diversity, inclusion and self-expression to help shift stereotypes around the capabilities of artists with disability.

    “These films present disability in a new light. They showcase what the dancers can do rather than focusing on what they can’t do,” she says.

    Counterpoise and Dancing Against the Odds is supported by the Korean Ministry of Culture, Sports and Tourism, and KOFICE as part of Kore·A·Round Culture 2023, the Australian Department of Foreign Affairs and Trade through the Australian Cultural Diplomacy Grants Program, Australia-Korea Foundation, and Arts South Australia.

         The music piece “Sound River” is a new work by contemporary renowned Chinese composer and conductor Tan Dun. It will be performed by the Guangdong-Hong Kong-Macao Greater Bay Area Culture and Arts Festival Orchestra, newly formed by members of the Hong Kong Philharmonic Orchestra, the Guangzhou Symphony Orchestra, the Shenzhen Symphony Orchestra and the Macao Orchestra, under the baton of Tan as the world premiere.     More than 225,000 homes and businesses in South Australia are now able to upgrade to a world-class, full fibre NBN broadband connection thanks to investment from the Albanese Government.
     
    The Albanese Government has invested $2.4 billion in NBN Co over four years to give 1.5 million more households and businesses affordable access to full fibre to the premises, including over 660,000 in regional communities.
     
    This is on top of our commitment to ensure the NBN remains in public hands, with legislation introduced just this week to ensure the NBN is not for sale.
     
    We know that communities across the country are benefitting from high-speed fibre connections, with speeds up to 18 times faster than the average broadband connection over copper.
     
    Only by keeping the NBN in public hands will these significant fibre upgrades continue to be delivered to provide access to affordable, world class broadband speeds.
     
    Faster connections also enable South Australians to connect more devices simultaneously, such as smart TVs and home security systems, as we conduct our lives increasingly online.
     
    Almost 28,000 homes and businesses across the state have already ordered a full fibre upgrade, and demand continues to grow – with Australians using more data than ever.
     
    The local government areas of Port Adelaide Enfield, Playford, Charles Sturt, Salisbury and Onkaparinga lead the way with the highest number of fibre connections.

    In addition to those already eligible for an upgrade, a further 13,500 premises across the state, will progressively become eligible for full fibre upgrade by the end of 2025.
     
    Average data usage in Australia has increased 10 times over the last 10 years, with the average home now downloading over 450 Gigabytes per month across 22 internet-connected or smart devices. By the end of the decade demand is forecast to increase to 1 Terabyte per household monthly.
     
    By the end of 2025, more than 10 million premises on the fixed line network will have access to full fibre connections able to deliver speeds up to 1 Gigabit per second.
     
    The fibre upgrades are available on demand when an eligible household or small business takes out an eligible higher speed tier plan.

    Tripleplay and quadrupleplay to drive overall multiplay services market in South Korea during 2023-2028, forecasts GlobalData

    South Korea’s multiplay services market is set for steady growth between 2023 and 2028, driven primarily by tripleplay and quadrupleplay bundles. Increased demand for high-speed fiber broadband and value-added services like IPTV and OTT video will boost household spending on these packages. While doubleplay remains dominant, quadrupleplay is projected to see the fastest growth, supported by fixed-mobile convergence adoption, says GlobalData, a leading data and analytics company.

    GlobalData’s South Korea Multiplay Forecast Model (Q1 2024) reveals that South Korea’s multiplay service revenue is expected to see a gradual yet consistent increase at a compound annual growth rate (CAGR) of 1% from $6.2 billion in 2023 to $6.6 billion in 2028.

    The aggregate increase in total multiplay households will be supported by operators discounted multiplay bundles centered on high-speed fiber broadband services. The growth in multiplay households will however remain tepid i.e., at a CAGR of 0.3% over the forecast period, given the growing popularity of OTT video services that are often bundled with fiber broadband plans.

    Hrushikesh Mahananda, Telecom Analyst at GlobalData, says: “The average monthly household spend on overall multiplay bundles is forecast to increase from $27.09 in 2023 to $28.02 in 2028, driven by the growing adoption of relatively high-cost tripleplay and quadrupleplay services and service bundles offerings inclusive of IPTV services and value-added OTT services.”

    Doubleplay services will account for majority of the multiplay households through 2028. Quadrupleplay services, on the other hand, are estimated to increase at the fastest rate over the forecast period and are expected to garner about 23% share of the total multiplay households by the end of 2028, owing to the growth in fixed mobile convergence household penetration.

    Mahananda concludes: “The three major operators KT Corp, SK Telecom, and LG Group are offering discounts on fixed broadband and multiplay plans with a goal to bring down churn and increase revenue-generating units (RGUs). KT Corp will lead the overall multiplay services market through 2028, given its strong subscriber base in triple-play and quad-play services.”

    Three new members are being appointed to the New Zealand Symphony Orchestra Board to help ensure it’s focused on bringing value to New Zealanders, Arts Minister Paul Goldsmith says.

    “The trio of new members, James Christmas, Karyn Rachtman and Susannah Robinson, have expertise across fundraising, philanthropy, Crown governance, sector experience and revenue generation.

    “James Christmas is a barrister based in Auckland with a background in government and the arts, which will be an asset to the NZSO.

    “Karyn Rachtman is a highly experienced music supervisor for iconic film soundtracks. She is a passionate advocate of New Zealand talent which makes her a natural fit for New Zealand’s premier orchestra.

    “Susannah Robinson is highly accomplished in fundraising, philanthropy and governance, both in New Zealand and abroad. Susannah’s governance experience in arts and culture has recently included her role as a trustee for the Auckland Art Gallery Foundation.

    “I would like to acknowledge the outgoing members, Claire Szabó and Hon Chris Finlayson KC, for the crucial roles they have played on the Board during their terms.”
