    Details of the Council’s support package for those struggling with the cost-of-living this winter, including enhanced support for pensioners, have been announced.

    The Council spends over £30million a year on helping those facing hardship and poverty,  including the £6.5m awarded through the Government’s Household Support Fund to target support for those most in need of help to pay for energy and water, food or other essentials up to April 2025.

    This will supplement the Council’s wider ongoing work to support residents at risk from the cost of living and address poverty. Residents struggling with costs and wanting to find out more about the range of support available are encouraged to contact the Cost of Living Advice Line on freephone 0800 0232692 between 9am and 4.30pm Monday to Friday.

    The new scheme is designed to provide help for those facing the greatest challenges, with payments being made from November.

    Pensioners

    Under the new scheme, pensioners who are not in receipt of pension credits – and therefore will not receive the winter fuel payment – but need support will be eligible for payments of £150, or £200 if they are aged 80 or over.

    The Council does not have access to the names and addresses of pensioners in Manchester who will not get the winter fuel payment as this data is held nationally.

    But using its own records it has identified almost 5,000 households where pensioners live who receive Council Tax Support or Housing Benefit but are not qualified for winter fuel payments. These households will automatically receive direct payments from the Council – £150 for an estimated 3,918 households and £200 for 858 households. People in this category do not need to do anything – payments will be made directly to their bank accounts where the Council has these details, or in Post Office Vouchers.

    On top of this, the Council is expanding its existing welfare provision scheme with a hardship fund specifically for pensioners who are in-need and will not receive the winter fuel payment but have not been identified for the automatic payment. Again those aged 66-79 will be eligible for £150 payments and those 80 or over for £200.

    Referrals will be made via the Cost of Living Advice Line.

    At the same time, the Council is stepping up its campaign to encourage pensioners to check whether they are entitled to pension credits – and if so to claim them. It is estimated that more than 8,000 eligible older people in Manchester are not claiming the credits, perhaps because they feel there is a stigma attached to it. An estimated £24m a year in Pension Credit and associated benefits goes unclaimed in the city.

    Pension Credit is an important benefit because it opens up eligibility for social tariffs, the Warm House Discount, cheaper broadband, free TV licenses, lower water bills and now the Winter Fuel Payment.

    The Council is promoting uptake of pension credits through a wide range of channels, from social media, outdoor advertising and flyers to more innovative direct measures such as working with city pharmacists who have agreed to attach prescription-style flyers advertising Manchester’s Cost of Living Advice Line to medication bags for delivery. Opticians and supermarkets are also being asked to spread the word.

    The campaign is designed to reach not just pensioners themselves but also their families who will be able to help them check their entitlement or make a claim.

    This is part of a landmark package of support for people in need of all ages, and other targeted support includes:

    People with disabilities

    All low income Manchester households in receipt of Council Tax Support where at least one person gets disability benefits will get an automatic payment of £100. An estimated 21,437 households across the city are expected to benefit from this.

    Care leavers

    £10 per week will be paid to around 350 care leavers living in their own tenancies.

    Families with children

    Families with children who are eligible for free school meals during term time will receive payments for each eligible child of £15 for the autumn half-term, £30 for the Christmas holiday period and £15 for the spring 2025 half-term to prevent holiday hunger. This will support around 44,000 children, with payments distributed via Manchester schools.

    A further £190,000 will also be allocated to the Council’s Holiday Activity Fund (HAF) to provide free activities for children during the autumn and spring 2025 half-terms. This is in addition to HAF funding already in place for the main school holidays.

    Other support

    £200,000 will be allocated to voluntary and community sector organisations working in the city to help ensure that harder to reach people are supported.

    A further £20,000 will be added to funding for the Council’s existing welfare support scheme, which provides grants for those facing hardship.

    “We know as we approach winter that the cost-of-living crisis hasn’t gone away and as a Council we will be doing everything this winter to support those struggling or facing hardship. We will be targeting support at those who need it most, but also continuing with our cost of living advice line open to anyone.

    “In addition to our work with children and families, people with disabilities and carers, we are expending our targeted support to older people who may face hardship this winter using money through the Government’s Household Support Fund.

    “Targeted payments will make a real difference to tens of thousands of Manchester people who are struggling with cost of living pressures. This additional support scheme has been designed to reach those who need it most this winter, including pensioners and will sit alongside the council’s major campaign to make sure we increase the number of people receiving pension credits and extra support. We are writing to those we think should be eligible and I’m urging as many people to sign up – this is money you are entitled to after decades of hard work and paying into the system.

    “Our Cost of Living Advice Line is open to anyone living in the City of Manchester and we can offer support and signpost you to the help available.

    Espoo, Finland – Nokia, Windstream Wholesale (WW), an optical technology leader in advanced network solutions, and Colt Technology Services (Colt) today announced the successful completion of a world-first 800 Gigabit Ethernet (800GbE) service trial connecting London, UK with Chicago, US across an 8500km subsea and terrestrial route over the production network. The trial showcased innovative power-saving networking technologies from the three global tech businesses to test the boundaries of next-generation wavelength, capacity, speed and latency between two of the world’s largest financial trading hubs.

    The field trial involved connecting one of Colt’s five powerful transatlantic subsea cables and part of its extensive terrestrial fiber optic network with Windstream Wholesale’s domestic U.S. low latency, optical fiber Intelligent Converged Optical Network (ICON) monitoring speed and performance. Together, Colt and Windstream Wholesale have partnered to demonstrate the world’s first transoceanic 800 gigabit ethernet (GbE) end-to-end service transport from router to router over 1Tbps optical transport. The trial was successfully delivered using Nokia’s pioneering sixth-generation Photonic Service Engine (PSE-6s) coherent optics and 7750 Service Router (SR) high-performance routing platforms boosting internet service speeds and supporting ultra-high wavelength capacity, while maintaining power efficiency.

    800G marks a breakthrough in service bandwidth, doubling capacity to support advanced network applications like AI data center networking, content delivery networks, and financial data hub connections.

    Today, the Mayor of London, Sadiq Khan, has announced record-breaking investment deals worth more than £100million for Londoners so far in 2024 – bucking the global trend – as he attends the Government’s first International Investment Summit to drive forward the national mission for economic growth.

    The Mayor has confirmed that three tech businesses whom he met on his recent trip to New York to bang the drum for London have further plans to invest in the capital. Indian IT giant Mphasis, which opened a new London office in September – has expanded its UK presence over the past year and will look to double its business over the next three years. Constant Contact, a digital marketing and automation platform that has helped millions of small businesses and nonprofits globally, will announce its official launch into the UK in the coming weeks. Financial technology company MoonPay, which builds payment infrastructure for crypto, is working with London & Partners as they look to invest and expand further in the capital.

    The deals done in partnership with London & Partners, the growth agency funded by the Mayor of London, have seen companies from China, Europe, India, and the US invest in the capital in the last five years, with 543 companies creating nearly 10,000 jobs for Londoners in industries of the future such as technology, life sciences, and the green sector.

    This year has so far seen more than £100m in investment deals for Londoners at a time of global economic downturn and uncertainty. In 10 months, London has already seen nearly £10m more invested than in previous years. This includes companies such as Recursion – a US biotech company that uses advanced technology like machine learning and robotics to speed up the discovery of new treatments for complex diseases – opening a new office in the ‘Knowledge Quarter’ in King’s Cross, joining Microsoft and Google DeepMind in rapidly expanding the fast-growing life sciences sector.

    One of the Mayor’s 10 key priorities is the new London Growth Plan, with a target of helping to create more than 150,000 good jobs by 2028 and increasing living standards for Londoners. The new growth plan aims to grow London’s economy, so we can improve the lives of all Londoners, drive London’s green transition and support prosperity in London and across the country. Sadiq is also investing £380m a year into skills, careers, and employment activity to ensure that Londoners get the skills and support that they need to progress into good quality jobs. Grow London Local is a free service supported by the Mayor of London giving small businesses access to in-person and digital support to help grow.  

    Today’s International Investment Summit marks a key moment for Mayors and other leaders who were held back by the previous government to work hand-in-hand with the new Government.     The Intellectual Property Office has joined forces with Taskmaster Education and Kids Invent Stuff to launch an exciting invention competition for children aged 4 to 11 nationwide.

    The competition challenges young minds to create an invention to help Little Alex Horne become the best Taskmaster’s Assistant ever. Children will create inventions to improve Alex’s performance as Greg Davies’ assistant on the BAFTA-winning TV show Taskmaster. The winning invention will be brought to life by Kids Invent Stuff and tested by Little Alex Horne at the Taskmaster House.

    The IPO is helping bring the competition to all corners of the UK. The competition aims to encourage creativity, develop problem-solving skills, and nurture an understanding of the ownership of ideas among the UK’s budding young inventors and creators.

    Tickets for the free NSW Seniors Christmas Concerts in Cessnock are now available with seniors urged to snap them up and enjoy the festive fun.

    The NSW Seniors Christmas Concerts star singing sensations Amy Lehpamer from the musical & Juliet, Arlo Sims, Liz Player and Emily Kate, from The Voice, and Will Skarpona from the Conservatorium of Music.

    There will be two free shows at the Performance Arts Culture Cessnock on Thursday 12 December 2024 at 10am and 1pm.

    Featuring all the festive favourites, the regional concerts are an annual highlight of the Christmas season and a chance for seniors to socialise and enjoy a spectacular show.

    China launched its first literary museum dedicated to Liu Cixin, a renowned science fiction writer and Hugo Award winning novelist, in Yangquan, Shanxi province, on Sunday.

    While accepting the nation’s honor and unveiling the Liu Cixin Sci-fi Museum, Liu, author of the acclaimed sci-fi novel trilogy The Three-Body Problem who grew up in Yangquan, said that he hopes the museum can help the general public gain a better understanding of the sci-fi literature and develop an interest in the genre.

    Located at a cultural park, the 700-square-meter museum educates visitors about Liu’s growth, his books and awards, and cultural and creative products derived from his works. Immersive projectors also create an atmosphere mimicking interstellar voyages described in Liu’s novels.

    Born in 1963, Liu wrote novels that gained fame in the late 1990s and early 2000s, with works including The Village Teacher and The Wandering Earth.

    The first volume of The Three-Body Problem was first serialized in a magazine in 2006 and eventually won Liu the Hugo Award — the top prize in sci-fi novels — for Best Novel in 2015, making him the first Asian writer to receive the honor. The second volume was published in 2008, and the third in 2010.

    Altogether, the trilogy has sold more than 30 million copies, according to Zhao Jilong, head of The Three-Body Universe, which operates the franchise commercially. Zhao said the trilogy has been translated into 35 languages worldwide.

    Multiple adaptations of Liu’s novels have hit the screen over the years, including the English-language 3 Body Problem TV series by Netflix this year and Three-Body by Tencent and China Central Television last year. In addition, the movie The Wandering Earth in 2019, adapted from Liu’s novel, garnered nearly 4.7 billion yuan ($660 million) at the box office.

    China’s sci-fi market has also boomed following the popularity. An industry report released in April showed that the domestic market hit 113 billion yuan last year, up 29 percent year-on-year. At the 82nd World Science Fiction Convention, or Worldcon, which was held in August in Glasgow, Scotland, a record nine works by Chinese sci-fi authors were nominated for a Hugo Award.

    Despite his success, Liu said that overall, Chinese sci-fi literature is not yet prosperous and still needs development, adding that the popularity of The Three-Body Problem trilogy was somewhat “by chance”.

    He said he hopes sci-fi can bring readers more joy, so they can “touch the sky with their imagination and embrace the future”. However, fans may have to wait longer if they want to see something new from him.

    “I’ve been trying to write, but currently it’s very difficult,” Liu said. “I would only bring out a new work that is of good quality.”

    Yan Jingming, vice-president of the China Writers Association, said that the establishment of the museum is not only an homage to Liu and his works but also serves as a beacon for China’s sci-fi writers and fans.

    He said he hopes it will bring like-minded sci-fi novelists together and spark more inspiration and works.

    The launch was part of a weeklong sci-fi promotional event in Yangquan that also included a symposium on sci-fi literature and real-world productivity, where Liu shared his thoughts on potential immigration to Mars.

    “I would love to go to Mars if it were a round trip,” Liu said, explaining that a one-way journey would not suit him as he had work to do and family members to be with on Earth.

    Nevertheless, Liu said he admires Elon Musk, who has developed plans for Mars immigration.

    “He’s like a person jumping out of sci-fi novels,” Liu said. “He has turned a lot of things from books to reality.”

  • MIL-OSI Security: “Remember Why You’re Here”: Mother of 9/11 Victim Visits Morrison Center Memorial

    FORT MEADE, Md. – “It shows you how fragile life is,” mother of Flight 93’s youngest victim said with tear-filled eyes at the sight of her 20-year old daughter’s photo and purse on display at the 9/11 memorial in the lobby of the Morrison Center on NSA/CSS Washington’s East Campus.
     
    Earlier this year, Deborah “Debby” Borza donated to NSA the purse that her daughter carried on 11 September 2001. She was recently invited to the Agency to view this memorial on what would have been her daughter, Deora Bodley’s, 43rd birthday.

    Borza and her partner, Gregory Linden, began their visit at the National Cryptologic Museum with a guided tour from the Center for Cryptologic History Chief John Tokar and a retired NSA employee and museum docent.

    After a first-hand look into the Agency’s history, Borza and Linden boarded a van to East Campus to see the 9/11 memorial.
     
    “What a great honor to have you here,” Deputy Director Wendy Noble said as she greeted them both upon their arrival.
     
    Noble shared with Borza how much this memorial means to NSA.
     
    “The reason we have it in the front of the building is especially for new employees, to remember why you’re here,” she said.
     
    The project manager of the 9/11 memorial, and other members of the Morrison Center construction team were also present for the visit.
     
    “A lot of folks that come and work here were born after 9/11,” the project manager said, sharing how the memorial helps the workforce relate to this tragic event in history.
     
     The co-facility manager and former Morrison Center construction manager, along with members of the Facility Management Team from East Campus, also got emotional and thanked Borza for her contribution.

    The co-facility manager explained how Borza was instrumental in the Flight 93 memorial at NSA becoming a reality, and her visit brought it all together.
     
    Borza was equally grateful for the time and hard work they put into the entire display, especially the piece honoring her daughter.
     
    “To the gentlemen who built it, thank you,” she said. “Thank you for taking on that responsibility. This is amazing.”
     
    The 9/11 memorial displays: an American flag from Shanksville, Pennsylvania; elevator tracks from the World Trade Center; limestone rubble and a partially melted laptop from the Pentagon; and Bodley’s purse, cleaned and preserved from the Flight 93 crash site.
     

    A Day Etched Into Memory

     
    On 11 September 2001, Borza’s daughter was entering her junior year as a French and child psychology major at Santa Clara University in California, and was returning to school after a visit with girlfriends on the East Coast. She had gone to the airport early that morning to accommodate her friend who had an early class. While Bodley was not scheduled to be on Flight 93 traveling from Newark International Airport to San Francisco, she was able to get a seat on standby.
     
    Borza was at work when she got a tearful phone call from her daughter’s friend, saying that she had gotten on an earlier flight.
     
    It was in that moment that Borza had an unsettling feeling, and went to a church across the street to pray. Borza recalled that she asked God, “Where is Deora?” and she heard a quiet voice respond, “She’s with me.”

    Moments later, Borza got a call from the airline, and heard, “I’m sorry to inform you—” from the other line. Borza dropped the phone.

    Remembering and Honoring Her Daughter’s Legacy

     
    Bodley dreamed of becoming a child psychologist, and was committed to community service, volunteering in high school, working with the America Reads program, and tutoring kids after school.
     
    Since that phone call, Borza has dedicated her life to honoring her daughter and the other lives lost in Shanksville, and even relocated to Maryland to be closer to the crash site and to Washington D.C.
     
    She has been a fixture in Congress and Shanksville since 2001 — working on memorial plans, committees, and legislation where she served on the board for Families of Flight 93 and the 9/11 National Memorial Trail.
     
    “She’s the unofficial mayor of that place! Everybody knows her,” Tokar said as he accompanied Borza to the Flight 93 crash site.
     
    Borza spent the day prior to the NSA visit at the Flight 93 memorial in Pennsylvania, watching the recent solar eclipse and commemorating her daughter’s birthday.
     
    She was asked to speak to a school group that was scheduled to be at the Tower of Voices memorial that day to highlight history and take in the experience. There, Borza and the students made memories as they ate Oreos (her daughter’s favorite snack), and got to see a scientific wonder happen before their eyes.
     
    “Being with those kids, I felt Deora closer than ever before,” Borza said.
     
    The Tower of Voices, a 93-foot tall musical instrument holding 40 wind chimes, stands as a landmark feature near the entrance to the Flight 93 National Memorial, located in Somerset County, Pennsylvania.

    The living memorial creates a set of forty tones (“voices”) to remember Bodley and the 39 others who died through their ongoing voices.

    “Thank you for everything you’ve done,” said Ms. Noble, further recognizing Borza’s tireless work to help memorialize those who lost their lives 23 years ago.
     
    Borza replied tearfully, “I did it for her.”
     
    Before the afternoon concluded, Ms. Noble gave Borza her personal coin.
     
    Borza recalls how the trip to the Agency to see the final piece of her daughter’s memorial was a fulfilling culmination to an emotional week, and before leaving Borza told the crowd, “Some people say ‘Never Forget,’ I like to say, ‘Remember.’ I know for sure, Deora’s very happy.”

  • MIL-OSI Security: Three men have been sentenced for the rape of a 13-year-old girl following an in-depth investigation by specialist Met detectives.

    Three men have been sentenced for the rape of a 13-year-old girl following an in-depth investigation by specialist Met detectives.

    On Friday, 11 October, Paul Maxwell, 24 (03.12.99) of Wood Lane Estates, W12 was sentenced to 12 and a half years.

    Kayon Bhola, 29 (28.10.1994) of no fixed address, and Jeremiah Jackson 24, (8.11.99) of Longford Court, W12 were both jailed for 11 years.

    All three men were given Sexual Harm Prevention Orders lasting 15 years.

    The victim, aged 13, left her home address on 30 September 2023 and travelled into London where she encountered the three defendants at a tube station in Hammersmith.

    They lured her back to Maxwell’s flat where she was raped by all three.

    Detectives gathered a combination of forensic evidence, CCTV and phone analysis. Working closely with specialists from CPS London’s Rape and Serious Sexual Offences unit, they built up a case against the three defendants.

    CCTV showed the group travelling from the station towards the flat. In-depth phone analysis also revealed a short video clip of the three men carrying out their attack. This evidence played a significant part in convicting the three men.

    Detective Constable Will Murphy, who led the investigation, said: “Firstly, I would like to thank the victim for her ongoing support in this case and for her extreme bravery in coming forward and reporting this to police.

    “This has been a challenging investigation, however due to the dedicated efforts of my team we were able to secure convictions. I hope the victim feels that justice has been served.

    “Today’s sentencing highlights how despicable this crime was and Maxwell, Bhola and Jackson will now face the consequences of their horrendous actions. The Met is here to support victims of sexual assault, and to provide the best care we can. Please do not hesitate to come to us.”

    The victim read out a victim impact statement, a part of which said:

    “I have gone over the date a million times thinking of what I could have done differently to change the outcome of what happened to me. No matter what I change, it would’ve ended the same way. This is because these three men, fully grown men, knew exactly what they were going to do as soon as they saw me at Hammersmith.

    “I was caught alone, and vulnerable. But that shouldn’t have mattered.”

    On 22 July, all three defendants were found guilty of rape – with Maxwell convicted of an additional count – following a three-week trial at Southwark Crown Court.

  • MIL-OSI China: New documentary reveals Xinjiang’s achievements under BRI

    A new documentary, The Belt and Road Initiative and Xinjiang, will premiere on CCTV and CGTN on Monday, showcasing Xinjiang Uygur autonomous region’s achievements in international cooperation under the Belt and Road Initiative.

    The four-part series, co-produced by the Xinjiang Foreign Affairs Office and China Media Group, offers a comprehensive view of Xinjiang’s strategic role in the BRI, its economic development, international partnerships, and cultural exchanges.

    “Xinjiang has long been a key hub for China’s external exchanges, and the BRI has brought significant achievements. We aim to showcase these through the documentary,” said Xu Guixiang, Party secretary of the Xinjiang Foreign Affairs Office, during a media briefing on Sunday.

    The documentary will air from October 14 to 17 on CCTV International and CGTN’s Arabic channels, followed by broadcasts on CGTN’s English, French, Spanish, and Russian channels.

  • MIL-Evening Report: Are market giants endangering Australia’s live music scene? Industry veterans and local artists are worried

    Multinational concert promoter Live Nation Entertainment has come under fire, with an ABC Four Corners investigation saying its unprecedented market power is open to abuse.

    The report follows concerns about the introduction of dynamic pricing – where ticket prices change according to demand – to the Australian concert market. A parliamentary inquiry into the live music sector is also underway.

    Industry luminaries such as Peter Garrett and Michael Chugg told the ABC that Australia’s music scene is under threat, echoing the concerns of frustrated bands and fans. Live Nation issued a statement ahead of the program, calling it inaccurate and unbalanced.

    So what is Live Nation and how is market concentration affecting our music scene?

    The business

    Live music is one of our most popular forms of cultural participation, engaging almost half of Australians over 15. In the decade before COVID, ticket buying and revenue for contemporary music doubled.

    Ticket revenue doubled again in the year 2022–23 to well above pre-pandemic levels. How can such growth be squared against widespread talk of a sector in crisis, with venues closing and festivals cancelled?

    This is because the growth is top-heavy. Overall figures have been boosted by an influx of stadium concerts by international superstars such as Taylor Swift and Ed Sheeran. Rising revenue outpaced attendance growth by almost three to one, with average ticket prices rising 47.4% to A$128.21. Market power is increasingly concentrated in a few corporate hands, notably Live Nation Entertainment.

    ‘We’re in an extinction event right now.’

    What is Live Nation?

    Live Nation began in the United States as a concert promoter. Traditionally, a promoter funds and arranges live events, negotiating with artists, their agents, venues and ticketing services. But Live Nation has integrated many such components into its operations. Now, everything from artist management to venues and merchandise can be done in-house.

    In 2010, the US Department of Justice allowed the merger of Live Nation with major ticketing company Ticketmaster. The resulting entity, Live Nation Entertainment, has since acquired a growing set of interests internationally.

    Live Nation’s acquisitions over the past decade in Australia include:

    • Michael Coppel Presents

    • Secret Sounds Group, which promotes Splendour in the Grass and Falls Festival in addition to touring, sponsorship, PR and artist management businesses (the acquisition excluded Secret Sounds record labels and venues)

    • Moshtix, billed as Australia’s leading provider of general admission tickets for unreserved or standing-room events

    • Mellen Events, a leading Western Australian concert promoter

    • Kicks Entertainment, which operates Spilt Milk festival

    • Face to Face Touring, a regional promoter with events including Red Hot Summer, SummerSalt and By the C.

    Live Nation Entertainment also acquired venues, leasing Melbourne’s Palais Theatre for 30 years from 2017 and Festival Hall. The group purchased Anita’s Theatre in Thirroul in 2022 and opened Brisbane’s Fortitude Music Hall (2020) and Adelaide’s Hindley Street Music Hall (2022) in partnership with local entities.

    Ticketmaster is the authorised ticketing agency for Melbourne’s Marvel Stadium and for Australian tours promoted by Live Nation. These include concerts by Oasis, Green Day, P!nk and Red Hot Chili Peppers.

    Live Nation has also acquired several Australian booking agencies, including Village Sounds, which represents Bernard Fanning, Courtney Barnett and Vance Joy.

    The only competitors are TEG (which owns Ticketek) and AEG-Frontier. Music industry stakeholders are concerned about the oversized influence of these three “corporate giants”.

    Keeping the shareholders happy

    For consumers, a lack of competition can mean higher prices. Dynamic pricing made headlines, but Four Corners also alleged there were a range of “hidden fees” in the price of tickets ordinarily sold by Ticketmaster and Ticketek.

    Artists are at a disadvantage when negotiating with a mass of connected businesses that are often owned by one entity and which sometimes includes their own agent.

    South Australian rock band Bad//Dreems told the ABC they were left with just $9,000 from a tour that grossed $100,000.

    Veteran promoter Michael Chugg complained major artists were being overpaid, skewing the sector to the detriment of local musicians. While Australian promoters, including Chugg and the late Michael Gudinski, have a history of consolidating interests and crowding out competition, they also had skin in the Australian music game. Live Nation is a publicly listed company with duties to its shareholders, including US hedge funds and Saudi royalty.

    Midnight Oil singer and former politician Peter Garrett said this meant there was “no loyalty” to Australian artists. A multinational promoter with a shareholder-driven approach might be more likely to cancel a festival after weak opening sales, instead of weathering short-term losses to preserve the brand and relationships.

    That cancellation might even consolidate demand for the company’s upcoming headline tours. But opportunities are lost for Australian artists, businesses and culture.

    What can be done?

    Federal Arts Minister Tony Burke told Four Corners he has put Live Nation on notice and warned the company not to use its power in an anti-competitive way. But he did not commit to legislative change.

    In the United States, the Department of Justice and dozens of states have sued Live Nation for antitrust, seeking “to break up Live Nation-Ticketmaster’s monopoly and restore competition for the benefit of fans and artists”.

    Australian courts currently have no power to break up monopolies without new legislation. However, the Australian Competition and Consumer Commission can investigate and prosecute misuse of market power, as alleged by some in this case.

    Fair trading authorities in the United Kingdom and Europe are examining Ticketmaster’s dynamic pricing in the wake of the Oasis ticket-pricing controversy. However, Burke said surge pricing is something consumers have always dealt with, and “not something we’re looking at, at the moment”.

    Governments could also regulate more transparency in ticket fees, as well as the rights of artists, who sit uncomfortably between employees and small businesses. Their union, MEAA’s Musicians Australia, is currently advocating about these matters.

    Those passionate about Australia’s live music scene fear that if the sector isn’t better regulated, it’ll soon be too late to save it.

  • MIL-Evening Report: Speakers, vacuums, doorbells and fridges – the government plans to make your ‘smart things’ more secure

    The Australian government has introduced its first-ever standalone cyber security act. Along with two other cyber security bills, it’s currently being reviewed by a parliamentary committee.

    Among the act’s many provisions are mandatory “minimum cyber security standards for smart devices”.

    This marks a crucial step in defending the digital lives of Australians. So what devices would it apply to? And what can you do right now to protect your smart devices from cyber criminals?

    Smart devices are everywhere

    The new legislation aims to cover a wide range of smart devices – products that can connect to the internet in some way.

    This includes “internet-connectable” products – think smartphones, laptops, tablets, smart TVs and gaming consoles. It also includes indirect “network-connectable” products, which can send and receive data. This means things like smart home devices and appliances, wearables (smart watches, fitness trackers), smart vacuums and many more.

    Simple electronic devices that don’t connect to the internet or can’t store or process sensitive data are not included.

    According to one study, 7.6 million Australian households – more than 70% – had at least one smart home device by the end of 2023, and 3 million of those households had more than five.

    To work as well as they do, smart devices typically collect, store and share data. This can include sensitive personal information, health data and geo-location data, making them attractive targets for cyber criminals.

    A notorious example is the Mirai botnet in 2016, when cyber criminals infected more than 600,000 devices such as cameras, home routers, and video players globally to use them in massively disruptive network attacks, known as a distributed denial-of-service (DDoS).

    Even implantable medical devices, such as pacemakers and insulin pumps, can have security flaws that could be exploited.

    Just last week, the ABC reported that one of the world’s largest home robotics companies has failed to address security issues in its robot vacuums despite warnings from the previous year.

    The consequences of such vulnerabilities can be even more dangerous when smart devices are part of critical infrastructure. As these devices become more interconnected, a breach in one can compromise entire networks, amplifying the security risks.

    What will be the ‘minimum’ security standards?

    The new cyber security act provides for “mandatory security standards” for smart devices. It establishes the legal framework for enforcing these standards, but doesn’t explicitly outline the technical details smart devices must meet. In the past the Department of Home Affairs has suggested that Australia consider adopting an international security standard, such as ETSI EN 303 645.

    The bill’s focus is on securing connected devices to protect users from internet-based threats, vulnerabilities and risks.

    In practice, this means manufacturers will have to ensure their products meet these minimum security standards and provide a statement of compliance. And suppliers will have to include statements of compliance with the product, and will be forbidden from selling non-compliant products.

    All this will be enforced through the Secretary of Home Affairs, who can issue compliance, stop, or recall notices for violations of these rules.

    You can do your bit to stay safe

    The proposed cyber security act is a significant step forward in protecting Australians from the growing threat of cyber attacks on smart devices.

    But this may only apply to new devices or ones still receiving updates from manufacturers. Exact details on how the legislation will apply to existing devices will be determined by the government agency responsible for its implementation.

    “Legacy” devices with outdated software – older products that are no longer supported and don’t receive the latest security patches – are particularly vulnerable to cyber attacks.

    While the government works on introducing the new cyber security laws, there are several things you can do to protect your smart devices:

    • set up a strong wifi password to prevent unauthorised access to your home network
    • create a dedicated, more secure wifi network for smart home devices
    • always install security patches and updates promptly
    • create unique and complex passwords for each account
    • where possible, use two-factor authentication to add an extra layer of security
    • disable unnecessary features or permissions, and be mindful of the information you share with apps and devices
    • make sure you understand how your data is collected and used by apps and devices.

    By mandating minimum cyber security standards and providing for effective enforcement mechanisms, Australia’s new cyber security act will help keep consumer devices safer.

    However, it’s important to note that as technology continues to evolve rapidly, the cyber crime ecosystem is also expanding. The global cost of cyber crime is projected to reach US$9.5 trillion in 2024.

    Given the dynamic nature of cyber threats, relying solely on standards may not be sufficient to address all potential risks. New vulnerabilities are discovered regularly, and it’s essential for every one of us to remain vigilant and practice good cyber hygiene by following the tips above.

  • MIL-OSI China: Kunqu Opera production honors famous linguist

    The story of famous applied linguist Li Pei has been adapted into a contemporary Kunqu Opera production, which, staged by the Northern Kunqu Opera Theatre, premiered at the University of Chinese Academy of Sciences in Beijing on Oct 13.

    The production is a tribute to Li’s remarkable life and legacy, reflecting her resilience, groundbreaking achievements as an educator, and story with her husband Guo Yonghuai (1909-68), one of the founding fathers of China’s atomic and hydrogen bombs and satellite programs.

    Award-winning Kunqu Opera actress Wei Chunrong plays the role of Li Pei in the production.

    With a 19-member ensemble featuring traditional Chinese musical instrumentalists and a small symphony orchestra of 30 members, the Kunqu Opera production combines a contemporary storytelling approach with the Kunqu Opera.

    Born in Jiangsu province in 1917, Li was accepted into Peking University to study economics in 1936. She continued her studies at Cornell University in the United States in 1947, where she married Guo in 1948. The couple returned to China with their only daughter in 1956.

    Li began teaching English at the University of Science and Technology of China in 1961 and transferred to its graduate school in 1978. She remained at the graduate school until she retired in 1987. Li passed away in 2017.

    Besides being an educator and linguist, Li is also credited with being one of the most important initiators and promoters of the development of Zhongguancun, a small village in Beijing, which later became the high-tech innovation hub dubbed “the Silicon Valley of China”. She also set up the Zhongguancun Forum and invited eminent scholars from many fields to give lectures, arranging more than 600 between 1998 and 2011.

    The Kunqu Opera production also features a role based on Yang Jia, one of Li’s students, who studied under Li after being admitted to pursue her master’s degree at the University of Chinese Academy of Sciences at age 22. Two years later, she became a teacher at the university and at 29, lost her sight. With Li’s encouragement and a great deal of determination, Yang Jia became the first blind person from outside the US to obtain a master’s degree in public administration from Harvard University.

  • MIL-OSI New Zealand: “Advancing New Zealand and Asia relations”

    Good evening

    Before discussing the ‘advancing of New Zealand and Asia relations’, we would like to congratulate the Asia New Zealand Foundation and acknowledge its significant contribution to New Zealand’s relationship with, and understanding of, Asia over the past 30 years.

    Can we also welcome Thitinan Pongsudhirak, one of the Foundation’s Honorary Advisers, and Michael Fullilove, Executive Director of the Lowy Institute.  

    I would also like to acknowledge Members of Parliament; members of the diplomatic corps; Asia New Zealand Foundation founders Sir Don McKinnon and Philip Burdon; and its Chair, Dame Fran Wilde.

    A lot has happened over the past 30 years – in New Zealand, in Asia, and indeed in New Zealand’s engagement with Asia.

    30 years ago

    It is, of course, difficult to talk about Asia in general terms. The region has 23 countries, hundreds of languages and a vast swathe of peoples and cultures and political systems. 

    This is to say nothing of the vast distances in Asia.  Indeed, it’s closer from London to Moscow than Auckland to Jakarta, and yet we tend to think Indonesia as our back yard. 

    We tend to zone in on one country, or one issue.

    Our understanding needs to be more nuanced than this – something the Asia New Zealand Foundation knows well and is in fact its core mission.

    We can, however, look at some trends, as we think about New Zealand’s relationship with Asia over the past 30 years.

    In 1994, for example, Asia’s population was over three billion people. The region accounted for one quarter of the world’s GDP, and economic growth was underway in many countries. 

    The region had experienced years of peace and stability, albeit with some notable exceptions. Many parts of the region were at the start of a long, although sometimes uneven, path of rising urbanisation, productivity and incomes.

    In New Zealand, our population had just tipped over three million. Asian countries had become important trading partners – this was 20 years after Britain joined the European Economic Community and forced us to look beyond our traditional trading partners. 

    We had adapted by looking closer to home. 

    Thirty five percent of New Zealand’s exports went to Asia, with Japan accounting for close to half of this. 

    Remarkably, at that time China took just two percent of our exports, compared to 20 percent of today.

    Many New Zealanders had come to realise the importance of Asia to our future prosperity.

    Along with this came a recognition that we needed to better understand the vast range of cultures, languages and peoples of the region. This would be a shift for us. 

    Just three percent of New Zealanders at the time identified as being of Asian origin – compared to 17 percent today. 

    We had the beginnings of some cultural and culinary influences, with tourists and students starting to flow. 

    Under the Colombo Plan, we had welcomed many Asian students to New Zealand. But for the most part, these cultural influences were not mainstream or well-understood at the time.

    It was in this context that the Asia New Zealand Foundation was born and began its important work that we are here to discuss today.

    What has changed in Asia? 

    Even those who were aficionados back in 1994 might have been surprised at just how important Asia would become to New Zealand.

    The Asian financial crisis in 1997 was devastating to the region. It was an unsettled and unpredictable time. But the region has recovered, and in fact boomed.

    The figures are certainly impressive. More than one billion people have been lifted out of poverty in Asia since 1990. Asia now comprises over 40 percent of the world’s GDP. In the next quarter century, this is forecast to reach 50 percent. 

    It is important for us all to remember that there has not been just one linear trajectory in the region. Each country has had its own path, and these paths can have different twists and turns over time.

    China’s growth story is of course well-known, but the statistics remain extraordinary. Today, China stands as the world’s second-largest economy worth nearly 18 trillion US dollars in 2023, soaring a staggering 4,000 percent since the 1990s.

    This is not, however, just a China story. There has been astonishing success in other countries, too. 

    India overtook China to become the most populous country in the world last year, and with 900 million registered voters it is also the world’s largest democracy. This year India’s economy will be the fastest growing in the G20, and it is expected to overtake Germany and Japan to become the world’s third largest economy in the next few years. 

    India’s advances in science, technology, education, and space, are inspiring to many countries around the world. In short, India has become a significant global actor playing a key role in securing a stable and prosperous region.

    Japan itself continues to be an economic powerhouse.

    We must also recognise that ASEAN’s growth, after starting down the path of economic integration, has been remarkable. 

    If ASEAN today were one economy, it would be New Zealand’s fourth-largest trading partner. Its countries are growing at an impressive clip – more than five percent year in, year out. 

    The total GDP of ASEAN reached nearly four trillion US dollars last years, positioning it as the fifth largest economy in the world. 

    Projections indicate that ASEAN’s GDP is poised to reach an estimated four and a half trillion US dollars by the year 2030. This will propel ASEAN to become the world’s fourth-largest economy by 2040.

    Much of Asia’s economic growth has been built on trade and manufacturing. But the region is now also central across many facets of the modern economy – from finance and capital, to people, and to innovation.

    To take just two examples, Asia’s services trade is growing 1.7 times faster than the rest of the world. And by 2030, Asia’s fintech revenues are expected to be larger even than North America’s.

    We know economic growth doesn’t happen in a vacuum. It is regional security that has provided the foundation for the significant rise in living standards we have witnessed across Asia. 

    In this time of global upheaval and challenges to the rules-based order, the role of regional security in our collective economic security is undeniable. 

    In Southeast Asia, ASEAN centrality is playing a pivotal role. ASEAN has led the way in bringing the region together in peaceful dialogue. This includes initiatives like the Regional Forum we attended in July, or last week’s East Asia Summit – which was attended by Prime Minister Luxon.

    Notwithstanding the various peaceful offramps that exist, Asia has had, and continues to have, security challenges. 

    The liberal rules-based order – underpinned by US hegemony – is under strain.

    As China’s power and influence have increased, so too have the areas of difference that we have had to navigate.

    We are seeing a rising and more active India.

    And we shouldn’t forget that Russia considers itself an Indo-Pacific power, too.

    Added to this are hemispheric wild cards: the DPRK; other nuclear powers; arms build-up; and alliance and proxy relationships.

    We also have population trends that will have not just economic but also geostrategic consequences. 

    Also, fierce competition for resources: protein and commodities like rare metals.

    Finally – environmental challenges, which are an existential threat for many countries in the region – are exacerbating all of these factors. 

    What has this meant for New Zealand? 

    For New Zealand, the message is clear: we need to continue to understand and engage Asia.

    The Coalition Government, via the Foreign Policy Reset, is focused on building and advancing relationships in a way that engages more actively the region’s opportunities and risks. 

    The work of the Asia New Zealand Foundation remains as relevant today as it was 30 years ago. 

    Understanding Asia starts here at home. The past 30 years has seen a boom, and our ethnic communities have grown significantly. 

    While there is still some way to go, we have started to see Asian New Zealanders in leadership roles – from Members of Parliament to business leaders, sports, and entertainment. 

    Along with this has come a richness of culture and language. Kiwis have enjoyed new festivities and embraced an array of Asian cuisine, at home and at restaurants – something almost completely unavailable 30 years ago.

    The top 25 languages spoken in New Zealand include many Asian languages, such as Mandarin, with nearly 100,000 speakers, as well as Hindi with almost 70,000, Cantonese, Tagalog, Punjabi, Korean, Japanese, Gujarati, and Tamil.

    We celebrate Diwali, Lunar New Year and Eid – festivals that showcase cultural traditions to New Zealanders.

    Last year, 54,000 students from Asian countries came to study in New Zealand education institutions. 

    In the last year we have welcomed over 700,000 international visitors from Asia – nearly double that of a year ago – and we’re looking forward to seeing this growth continue over the coming years as the pandemic fall-out recedes.

    Over the last 70 years, we have provided scholarships and training to 21 countries from the Asian region under our International Development Cooperation programme. This remains a foundation of our enduring people-to-people connections.

    Thanks to the Asia New Zealand Foundation, we have some tangible evidence of how New Zealanders’ attitudes toward Asia have changed over time. 

    The first Perceptions of Asia survey was conducted in 1997 and showed that New Zealanders saw Asia as something largely external. 

    Today, however, over half of New Zealanders feel a connection to Asia in their daily lives, with more than a third regularly enjoying Asia-related entertainment. 

    Over the past decade, public awareness and engagement with Asia has grown significantly. In 2013, one third of New Zealanders said they felt knowledgeable about Asia. 

    That number has now risen to an all-time high, with nearly 60 percent saying they possess at least a fair amount of understanding about the region.

    This is wonderful and thanks in no small part to the work of the Foundation. We hope we will see this familiarity grow further in the coming years.

    New Zealand in Asia

    Alongside these developments in New Zealand, we have been engaging both with Asia but also in Asia.

    Today you can fly direct from Auckland and Christchurch to 14 destinations across Asia, connecting New Zealand to the region and providing opportunities for New Zealanders to interact with and learn about Asia.

     

    Kiwis have been broadening their traditional “OE” and heading to Asia. As just one example, 3,300 New Zealanders have travelled to Japan under the Japan Exchange and Teaching, or “JET”, programme since its inception, teaching English in Japan. 

    Programmes such as the Prime Minister’s Scholarships for Asia have seen thousands of young New Zealanders study at Asian institutions and return with meaningful skills and experience. 

    The Asia New Zealand Foundation has also contributed to this through the internships, grants, and residencies it offers throughout Asia.

    It is important to highlight that seven of our top 10 export destinations are Asian economies. 

    Exports to China amounted to 20 billion New Zealand dollars last year; Japan more than four billion. Korea, Singapore, Taiwan, Malaysia, and Indonesia round out the list of our top export destinations in Asia.

    This has been supported by the network of free trade agreements we have negotiated to support our commercial partnerships over the past 20 years. It is notable that our second oldest FTA is with Singapore – second only to Australia. 

    The origins of CPTPP, one of our most significant trade agreements, also finds its origins in our relationships with Asia. 

    Its precursor, the P4 agreement with Singapore, Brunei, and Chile in 2006, provided the foundation stone for what would become CPTPP.

    CPTPP is itself a high watermark agreement that includes other economies from the region such as Japan, Malaysia, and Viet Nam, and we continue to encourage others who can meet the agreement’s high standards to seek to join in the future.

    All in all, 95 percent of our trade with Asia takes place under a trade agreement.

    New Zealand has also invested in regional institutions. This architecture provides space for dialogue and the exchange of ideas on key issues impacting us. 

    We were the second country to become an ASEAN dialogue partner, and we will celebrate the 50th anniversary of this next year. In that time New Zealand has been and continues to be a trusted partner to ASEAN and its member states. 

    We know that by contributing to ASEAN’s success, and the success of ASEAN-led councils like the East Asia Summit, we contribute to our own success and to that of the region.

    In 1994, New Zealand was a member of one regional body – APEC, which was founded just five years earlier. 

    This platform gives us a venue to influence regional economic policy together with members, who today make up two thirds of global economic growth and take 80 percent of New Zealand’s exports.

    Just over 10 years later, in 2005, our delegation was proud to take part in the inaugural East Asia Summit in Kuala Lumpur. 

    We had put intensive effort into laying the groundwork for the shape of the grouping and New Zealand’s participation. 

    Our membership as a founding partner made clear to all that New Zealand was part of the region and had a role to play in regional decisions. 

    The EAS is now the premier forum for strategic dialogue and regional cooperation. 

    New Zealand is showing up today, as we did then, because we want to support peace and stability in the region in tangible ways.

    Recent years have seen the emergence of new plurilateral and ‘minilateral’ architecture alongside established multilateral architecture. 

    New Zealand supports new groupings that advance and defend our interests and capabilities, and we no reason why these can’t coexist as long as they are constructive, advanced in an open and transparent way, and are respectful of ASEAN centrality.

    We have championed a stable, peaceful and nuclear-free Korean Peninsula. In the current climate, it is not possible to visit North Korea. But in the past, we have. 

    During a 2007 visit, we met with political leaders and advocated in favour of multi-party peace talks. 

    To this day, New Zealand Defence Force assets and personnel are deployed in Korea to maintain the armistice. The Defence Force also has a separate deployment to monitor and deter North Korea’s evasion of UN sanctions.

    In 2006, we received a request from Timor-Leste, seeking assistance to restore stability and freedom of movement. We responded swiftly, deploying police and military troops. 

    In a testament to our security cooperation in the region, Singaporean personnel were integrated seamlessly into a New Zealand battalion.

    New Zealand has a long-standing development programme in Asia. It is our largest programme outside the Pacific and is growing. 

    It goes beyond training and scholarships to respond to the priorities of our ASEAN partners, as well as humanitarian assistance. 

    Just last month, for example, we contributed humanitarian assistance in response to the devastating impacts of Typhoon Yagi in Viet Nam and Myanmar, and to extreme flooding in Bangladesh. 

    It is also worth noting that, for the past 30 years, New Zealand has advanced its policy towards Asia in a bipartisan way wherever possible. 

    This has ensured successive governments can follow through on policy commitments and is one of our greatest strengths.

    What next? 

    It is instructive to think about how far we have come in the past 30 years

    But it is also clear that we need to do more. 

    The world today is disordered and becoming more dangerous. 

    As we said to the NZIIA in May, “the challenges we face are stark, the worst that anyone today working in politics or foreign affairs can remember.” 

    As MFAT’s own strategic assessment has identified, one of the drivers for this has been a shift from rules to power:  the Cold War era of predominant US western hegemony is over. 

    The multipolar world is here to stay, and states: large, middle, and small are all jostling to advance their interests.

    Added to this is the fact that global problems – whether health, environmental, demographic, or migratory – present global risks, but at the same time require state-to-state cooperation to resolve. 

    We offer this simply to point out that we’re living in a time where relationships, norms and rules – many of which have enabled the rise of countries in Asia, including those which seek to challenge those same rules – are changing at the very time when we need to maximise global cooperation.

    This is at the heart of what’s happening in Asia, as well as around the world more broadly. 

    This is why the Government decided earlier this year on a Foreign Policy Reset. A fundamental driver was that our foreign policy needs to reflect and respond to the challenging strategic context we find ourselves in. We need to act now to bring more energy, ambition and engagement to our relationships. 

    Under the Foreign Policy Reset, we have been explicit: we will be increasing the focus on and resources applied to Southeast Asia, South Asia especially India, and North Asia. This is what will have a major impact on our security and prosperity. 

    We are already delivering on this. The Prime Minister and international-facing Ministers have been incredibly active in our engagements with the region, having travelled between us to over 20 countries.

    We have taken forward concrete initiatives to demonstrate the importance and future trajectory of our partnerships. 

    This ranges from cooperation with Japan on a hospital in Kiribati, to a Customs Cooperation Arrangement with India, to advancing toward Comprehensive Strategic Partnerships with ASEAN and Korea.

    Conclusion 

    New Zealand is an Indo-Pacific country. This is our identity, and we know this is where our future lies. With every forecast about Asia’s trajectory, this becomes clearer and clearer.

    It was this realisation that led to the Asia New Zealand Foundation’s birth 30 years ago. And as we have heard today, a lot has changed since then. Asia has evolved, and New Zealand’s relationship with Asian countries has evolved too, in some ways beyond recognition. 

    As we navigate our own pathway forward, we need to understand Asia. If we don’t, our relationships will be characterised by misconceptions, bias and miscalculation. So, our work has really only just begun. New Zealand’s security and prosperity depends on us continuing it.

  • MIL-OSI New Zealand: Arrest made following number of dishonesty offences

    Police have today arrested a 56-year-old woman in relation to a number of dishonesty-related offending targeting retailers in the Hamilton area.

    She appeared in the Hamilton District Court today, Tuesday 15 October facing 64 charges ranging from shoplifting and burglary to obtaining by deception, and has been remanded in custody until her next appearance tomorrow, Wednesday 16 October.

    Police acknowledge the strain this type of offending has on local businesses, and we appreciate the assistances of businesses providing footage to assist our enquiries.

    This behaviour will not be tolerated by Police, and we encourage retailers to continue to report suspicious activity.

    CCTV footage provided through Auror will be followed up by the team of Police dedicated to investigating and preventing offending against retailers.

  • MIL-OSI Banking: Human-centered Design Improves Transport in Ulaanbaatar’s Ger Areas

    ADB used human-centered design for the Improving Transport Services in Ger Areas project. Prior to the start of the project, ADB conducted a detailed needs assessment, engaging residents in Ulaanbaatar’s ger areas to understand what improving transport meant for community members instead of defaulting to usual problem statements and solutions. The project conducted focus group discussions with residents including persons with disabilities, older people, school children, women and other community members. 

    The team then engaged closely with four community representatives—a person with disability, an elderly woman, a young girl, and a mother with three young children—to deeply understand their experiences through visual journey maps.  

    Using body cameras, the residents went through their daily travels to show pain points and issues they encountered along their journeys. The project addressed the identified challenges of accessibility and usability, personal safety and security, and road safety through system-wide interventions.  

    At the end of the project, the residents visually mapped their journeys again, but this time, they tried out the improved infrastructure and systems that they wanted addressed at the project’s start.  Ramps, low-floor buses, bus announcement speakers, better located stairs and crossings responded to accessibility issues. Bus driver training, security cameras, crime-prevention through environmental design, public communication on harassment, and feedback mechanisms responded to concerns about personal safety. Pedestrian crossings, lane demarcation, clear signage, footpaths, speed bumps, and better designed bus shelters with relevant information on routes, schedules and other transport information addressed road safety concerns.

    The project, Improving Transport Services in Ger Areas used human-centered design to understand user needs and design appropriate interventions.

    Byambadorj’s story filmed before the project started told us that designs cannot ignore those who travel differently.  

    The slope is very steep. 

    To go down, I have to go inch by inch, like this.

    I can only go up this steep ramp with someone else’s assistance.  

    Curb ramps should be done according to standards.

    For a person on a wheelchair, boarding a bus is a miracle.  

    It would be better if buses have ramps.

    Using Byambadorj’s story, discussions with other users, and technical review, we built new ramps in strategic places for safety and access.  

    The Public Transport Department ensured accessible low-floor buses with ramps would be used on the Chingeltei corridor to aid in mobility.

    Before the project started, Tserenbadam’s stories and stakeholder consultations emphasized that commuters deserve safer driving practices, accurate information, and a way to easily report incidents.

    Sometimes there is a long wait for the bus.

    Those with better legs would run to the bus stop.

    Bus drivers talk on the phone a lot while on the road.

    One bus is racing with another bus.

    They often race with each other to get more passengers.  

    From Tserenbadam’s stories and other user insights, we developed a customer feedback system for commuters to report issues.  

    Bus schedules and other information are visibly displayed in new bus stops.    

    Bus drivers were trained in safe driving and customer service. CCTV cameras inside buses monitor driver and passenger behavior for improved commuting experiences.

    Uzmee’s stories highlighted that infrastructure must accommodate the needs of vulnerable road users across seasons.

    There should be barriers on roadsides because children have high risk of running onto the road.

    We should analyze the frequently used exits and entrances, then put stairs where necessary.  

    A proper bus shelter would be a refuge from the cold for children.

    These stories, with road safety auditing and information from the traffic police, helped identify key areas to add speed bumps, pedestrian crossings, and stairs.

    We installed bus shelters for weather protection, comfort and information.  

    Infrastructure design removed blind spots, enforce security and prevent crime.    

    Throughout the project, we engaged with civil society and established a community council for sustainable change.  

    Infrastructure built.  

    Systems installed.  

    Enforcement in place.  

    Driver behavior improved.  

    Community mobilized.

    Stories helped design this project.

    ING announced today that it has completed the share buyback programme which was announced on 2 May 2024. The total number of ordinary shares repurchased under the programme is 155,990,753 at an average price of €15.94 for a total consideration of €2,486,329,696.95.

    During the last week of the programme, from 7 October 2024 up to and including 11 October 2024, 11,348,429 shares were purchased. These shares were repurchased at an average price of €15.78 for a total amount of €179,022,796.36.

    As previously announced, we will give an update on our capital planning with the presentation of our third quarter 2024 results, which is scheduled for 31 October 2024.

    The new animated movie “Saving Bikini Bottom: The Sandy Cheeks Movie” will be released in Chinese theaters on Oct. 18, marking the return of the beloved SpongeBob and his friends to the big screen in China after nine years.

    Directed by Liza Johnson and featuring familiar voice actors Tom Kenny, Carolyn Lawrence and Bill Fagerbakke, the film tells the story of when Bikini Bottom is suddenly scooped out of the ocean and held hostage in a Texas laboratory. Sandy Cheeks and SpongeBob journey to Sandy’s home state of Texas, where they meet her family and must save Bikini Bottom from an evil CEO who plans to transform the inhabitants into a mass-manufactured line of cuddly toys.

    The fun-filled “Saving Bikini Bottom: The Sandy Cheeks Movie,” which focuses on the character Sandy Cheeks, is the first in a series of spinoffs and the fourth film in the franchise. This hilarious hybrid project combines CG animation with live-action footage, rendering the characters in 3D, simulating real-world textures and shadows.

    The release of “Saving Bikini Bottom: The Sandy Cheeks Movie” coincides with the 25th anniversary of the “SpongeBob SquarePants” TV show, which debuted on Nickelodeon in 1999 and is based on the creation of former marine biologist and animator Stephen Hillenburg. It also marks the 20 years since the release of “The SpongeBob SquarePants Movie” (2004), the first film in the series. However, this is the first SpongeBob movie to not receive a theatrical release; instead, it was shown on various streaming platforms around the world such as Netflix, until China decided to release it in theaters.

    The China premiere of “Saving Bikini Bottom: The Sandy Cheeks Movie” was met with cheers from small children, their parents and grandparents at a theater in Beijing on Oct. 13. Two actors dressed in SpongeBob and Patrick costumes also came out to greet the audience. An ensuing Q&A session was highlighted by excited and nostalgic speeches from several audience members.

  • MIL-OSI United Kingdom: Make sure you are eligible for Pension Credit

    Pensioners across Dundee are being encouraged to apply for Pension Credit. 

    On average, this could be an extra £3,900 a year. 

    From this year, pensioners who receive pension credit are automatically eligible for the Winter Fuel Payment. 

    The Council’s Advice Services team will be directly targeting households that may be eligible for Pension Credit. The team will be calling, emailing and carrying out face-to-face activities to assess eligibility and assist with the application process. 

    In addition, the Council will be working with partners, including the DWP and Dundee Citizens Advice Bureau, in the coming weeks to encourage people to apply for this benefit. 

    The last date to make a successful backdated claim for Pension Credit to receive this year’s Winter Fuel Payment is 21 December. Applicants need to request 3 months backdating when a claim is made in order to qualify. 

    Since February this year nearly £1.5 million has been paid to the pensioners of Dundee in various benefits, with the average Pension Credit award being £63.51 per week. 

    Pension Credit is a payment for those whose income is less than the UK Government states someone over Pension age should receive.    

    Entitlement to Pension Credit depends on a person’s circumstances and looks at all the income in the household as well as savings over a certain amount. Whilst savings are considered, there is no upper threshold, so having savings does not necessarily mean there would be no entitlement.    

    Pension Credit also gives eligibility to free NHS dental treatment, NHS glasses, free TV License for over 75s, amongst other benefits.

  • MIL-Evening Report: Fair-minded, down to earth and unusually gifted: George Negus dies at 82

    George Negus, who has died at the age of 82, belonged to the nomenclatura of Australian television current affairs journalism.

    He first came to prominence as a member of the team that produced the groundbreaking nightly ABC TV current affairs program, This Day Tonight. That team was made up of others who were also to become household names: presenter Bill Peach and reporters Peter Luck, Gerald Stone and Mike Willesee.

    The program became a burr under the saddle of senior ABC management. On its second day it broke the story that the then chair of the ABC, James Darling, was not to be given a third term. The story incurred the chairman’s displeasure. The fallout went on interminably, a rehearsal for many tumults that were to follow throughout TDT’s 11-year existence.

    This kind of fearless, sometimes irreverent, public-interest journalism was meat and drink to Negus. He practised it from both sides of the chasm that traditionally separates journalists from political staffers.

    During the term of the Whitlam government, he became press secretary to the attorney-general, Lionel Murphy. He leaked to the media Murphy’s plan to raid the headquarters of the Australian Security Intelligence Organisation (ASIO) in 1973 because Murphy believed the agency was withholding from him information about domestic terrorism.

    However, it was as a television journalist that Negus made his name. In 1979 he joined the founding team of the Nine Network’s 60 Minutes program, alongside Ray Martin, Ian Leslie and, later, Jana Wendt.

    In 1992 he became the founding host of ABC TV’s Foreign Correspondent program and worked there until 1999. He developed a reputation as a well-informed and courageous reporter specialising in the Middle East. In 2004, he published a bestselling book, The World from Islam: A Journey of Discovery through the Muslim Heartland, in which he defended Islam against the stereotype that it was inherently violent.

    In 2005 he became host of the SBS program Dateline, which also had a foreign affairs focus, and in 2011 began hosting 6.30 with George Negus on the Ten network.

    In 2012, Negus and a fellow panellist on the Ten network show The Circle, Yumi Stynes, became embroiled in a controversy concerning remarks they made about Ben Roberts-Smith, many years before he was found by a federal court judge to have committed war crimes, a finding that is now on appeal.

    There was severe public blowback on Negus and Stynes, who then apologised to Roberts-Smith. They in turn received apologies from Australia’s major newspapers for misconstruing the original remarks.

    In 2015 he was made a Member of the Order of Australia for services to media and environmental conservation.

    Although he acquired a knockabout image, he was described by two women who worked with him as disarmingly approachable.

    Nehida Barakat was the senior producer for the ABC’s 7.30 program in about 2000 when Negus stood in as the summer presenter. She was apprehensive when he rang to discuss an intro she had written. “This gentlemanly voice asked: ‘Would you mind if I changed just a couple of words?’”

    Nicole Chvastek, who worked with him at Nine, said he was a big star who generated an air of excitement, a mixture of the intelligent, well-travelled journalist and “a sort of approachable larrikin everyman”.

    It was his down-to-earth approach to storytelling that viewers related to so readily. This, coupled with unshakeable fairmindedness on the issues he reported on, marked him out as an unusually gifted journalist.

    He is survived by his partner, Kirsty, and two sons, Ned and Serge. The family released a statement saying he had “passed away peacefully surrounded by loved ones after a gracious decline from Alzheimer’s disease, all the while with his trademark smile”.

    An opening ceremony for a museum dedicated to the established sci-fi writer Liu Cixin was part of the first-day activities for the second Liu Cixin Hometown Science Fiction Culture Week in Yangquan, Shanxi province.

    Held from Oct. 13 to Oct.16 and in the writer’s hometown, the four-day cultural event includes an array of activities and events such as writers presenting lectures at local schools, a sci-fi and popular science writers’ symposium, a sci-fi literature writing contest, sci-fi artwork exhibitions as well as the opening ceremony for the Liu Cixin Sci-Fi Museum.

    During the ceremony, Liu expressed his hope that the museum, the first sci-fi museum focusing on a single sci-fi writer in China, would spark the public’s interest in science fiction literature, saying: “I hope that science fiction can bring readers more joy and awe, allowing them to touch the stars with their imaginations and embrace the future.”

    According to the 2024 China Science Fiction Industry Report, the total revenue of China’s sci-fi industry reached 113.29 billion yuan ($15.94 billion) in 2023, exceeding 100 billion yuan for the first time. A part of this is from adaptations of Liu’s works, with “The Wandering Earth” movies grossing billions of yuan in China’s film market and his Hugo Award-winning novel “The Three-Body Problem” generating influence and contributing to various industries’ profits. 

    However, Liu remained sober in his assessment: “Sci-fi literature has moved from a marginal existence into the spotlight in China, but the current state of this genre is not as flourishing as people might imagine. The popularity of ‘The Three-Body Problem’ was somewhat by chance; Chinese sci-fi literature still needs further, greater development.”

    Besides the museum’s opening ceremony on Oct. 13, Liu also attended other activities, such as a panel discussion where he stated that he greatly admires Elon Musk, whose spacecraft manufacturing company SpaceX successfully launched a test flight of Starship on the same day. 

    Back in September, Musk, the founder and CEO of SpaceX, announced on X, formerly known as Twitter and now owned by Musk, that the Starship mega-rocket would begin missions to Mars in two years, launching uncrewed flights to test the safeness of landings. If successful, crewed missions would follow within four years. Musk also stated that flight frequency would then be increased exponentially, aiming to build a self-sustaining city on Mars within 20 years.

    “Although the Mars colonization project may face many difficulties, I still hope he can succeed,” Liu said. When asked whether he would be willing to move to Mars, Liu laughed, responding that: “If it’s a round trip, I would be very willing to go, but if it’s a one-way trip, then it would be very difficult for me. I still have a lot of work to do on Earth, and there’s also my family.”

    Besides looking at how to inhabit the Red Planet, Musk’s business endeavors have also started speculating about technological advancements on the Earth. On Oct. 10, at the Tesla Cybercab robotaxi event, Musk, who is also the CEO of Tesla, shared his vision of a future filled with self-driving cars without steering wheels, parking lots transformed into parks and robots walking among humans. 

    “Musk is like someone who has jumped out of a science fiction novel, turning many things from our science fiction novels into reality,” Liu remarked during the panel discussion.

    “The technology for autonomous driving has already reached a very mature stage, but the obstacles to its development may lie not in the technology itself, but at the societal level,” Liu stated. He also acknowledged that, though he has not yet taken a ride in a self-driving vehicle, he frequently sees autonomous delivery vehicles navigating the Yangquan’s streets. Yangquan was the first prefecture-level city in China to fully embrace autonomous driving with autonomous taxis, buses and delivery vehicles. 

    Liu added: “When a new technology replaces an old one, some fluctuations occur. For example, the Luddite Movement of the 19th century involved large-scale worker-led machine destruction. We may now be facing such a historical juncture again, and if the right choices are made, we could usher in a brand-new era of new quality productive forces.”

    The Mayor of London, Sadiq Khan, has today announced that the capital’s annual Diwali on the Square celebrations will return to Trafalgar Square on Sunday 27 October.

    The free family-friendly celebration of the Festival of Lights will bring together Londoners and visitors in the heart of the capital to enjoy a fantastic programme of dance, music, activities and food from 1-7pm.

    Delivered in partnership with the volunteer-led Diwali in London committee, and supported by headline sponsor Remitly, the event will showcase the very best of culture from London’s Hindu, Sikh and Jain communities.

    The afternoon opens with a burst of colour and music as 200 traditionally dressed dancers are set to perform in the centre of Trafalgar Square.

    There will be a variety of market stalls and free, family-friendly activities to enjoy. These includes dance workshops, yoga and meditation, comedy from Soho Theatre, Sari and Turban tying and the Glimpse of Goddesses stall where visitors can find out more about Hindu goddesses. New this year is the Bhajan singing space where groups will perform throughout the day.

    Visitors can also enjoy South Asian food, with a range of caterers serving up delicious traditional and fusion vegan and vegetarian cuisine.  

    The Mayor of London, Sadiq Khan, said: “Diwali on the Square is a fantastic family celebration of light and colour. It brings together Londoners and visitors of all backgrounds to mark the symbolic victory of light over darkness, good over evil and knowledge over ignorance with a packed programme of entertainment. As global tensions continue to affect us all, Diwali’s central messages of peace and hope are more pertinent than ever. By uniting to celebrate our diversity, we are showing why our capital is the greatest city in the world, as we continue to build a better London for everyone.”
