Headline: Verizon is ready, offers tips as Hurricane Milton approaches Florida

ALPHARETTA, GA – As Hurricane Milton approaches the Florida coast, Verizon remains committed to keeping communities and first responders connected. In addition to a hardened network designed to withstand the most extreme conditions, Verizon’s engineers undertook steadfast preparation measures to ensure resources are in place for rapid response.

“At Verizon, our top priority is supporting the communities we serve. Our responsiveness and partnership at times of crises truly matters” said Atlantic South Market President, Leigh Anne Lanier. “From families, to businesses, to first responders, we are here to provide the reliable service they can count on. Our team is working tirelessly to keep our customers connected now and in the days ahead.”

In the aftermath of Hurricane Helene, satellite communications have proven to be an important communication tool when terrestrial services have been impacted. Make sure your phone is ready in advance. Customers with an iPhone 14 or newer should upgrade to iOS 18 to ensure they can send text messages or connect with emergency services via satellite. And for those with Google Pixel 9 devices, emergency messaging is also available via satellite. Both operating systems have demos available allowing customers practice in messaging via satellite in advance. Learn more, here.

    Verizon’s networks are primed

Verizon’s networks are primed to maintain connectivity even in the face of extreme weather conditions. With redundancy built into critical paths and components, Verizon’s network is engineered with the goal of withstanding severe weather. Verizon engineers have prepared by conducting thorough checks, as well as ensuring backup systems, like batteries and generators, are operational and refueled. Verizon has also installed liaisons at area Emergency Operations Centers to allow seamless partnership with local, state, and government agencies to ensure a rapid restoration.

In preparation for potential network recovery operations, Verizon has staged in close proximity a fleet of portable network solutions, including satellite-based portable network assets, providing crucial connectivity in scenarios where fiber connections are compromised, as well as mobile generators to assist communities in the result of commercial power loss.

Verizon Frontline stands at the ready, prepared to assist first responders in any capacity needed

The Verizon Frontline Crisis Response Team stands ready to help ensure that public safety agencies on the front line of any potential disaster have the mission-critical communications capabilities needed to achieve their missions. This team, composed primarily of former first responders and military personnel, is solely dedicated to supporting public safety customers during emergencies at no cost to the supported agencies.

In the first nine months of 2024, the Verizon Frontline Crisis Response Team has responded to more than 1,000 requests for mission-critical communications support from more than 500 different agencies in 46 states.

Being prepared is essential to support local businesses and communities

Recognizing the critical role of connectivity in business continuity, Verizon Business provides a suite of solutions tailored for seamless operations during emergencies. Businesses and government organizations need the right game plan. Suggested actions include:

    • Mitigate customer disruption: Think about what you need to ensure continuous service to your customers, and what software and equipment your business needs to continue operations. Make a detailed list, including service contracts and warranty information, and all pertinent phone numbers for local authorities, utility companies, suppliers, and vendors.
    • The right tech makes an impact: Ensure you have the right technology to support your business connectivity needs assuming you might need to move away from your primary location.
    • Contacts and documents are key: Make sure you have contact information updated and readily available for all employees, including at-home information for remote workers and branch information for satellite offices.
    • Test, test, and test again: Stress-test primary and backup networks and shore up any weak areas.
    • Keep track of equipment: Ensure employees working from home have documented all corporate equipment being used to work from home in case of damage or loss.
    • Have a backup plan: Ensure backup plans are in place to shift work in case work-from-home employees in a storm-impacted area have to evacuate their homes or their home loses commercial power.

    Are you hurricane ready?

Verizon’s team works year-round to ensure customers remain connected to their loved ones and the activities that provide comfort during a disaster. As residents prepare to stay connected and entertained, consider these tips:

    • Stock Up on power supplies like batteries for flashlights and radios or device chargers. Take it a step further by charging your devices that can act as chargers for other devices like laptops and power stations. Don’t forget to ensure you have the cables!
    • Download movies, books, apps and games in case of a power outage. Or gather board games, card games, and puzzles to go device-free.
    • Locate important documents that you may need later as well as sentimental photos and items.
    • Plan non-perishable meals. Keep a few non-perishable ingredients, like a manual can opener and other kitchen tools on hand.
    • Grab some candles, blankets, pillows, or anything that makes your hurricane safe space comfortable.
    • Read up on the American Red Cross’ hurricane preparedness tips.
    • Bookmark our Check Network Status page or go to My Verizon app and click Support Topics to notify us if you experience any network issues or to check to see if there are any known issues in your area. Enter your location, select the type of service issue, and we will provide a real time status update.

  • MIL-OSI Australia: From the Shadows to the Podium: Central Banks and the Press

    Source: Reserve Bank of Australia

It’s a privilege to be with you today and to announce the shortlist for the 2024 Walkley Business Journalism Award.

I am not the first senior official of the RBA to address this event – but, to put it mildly, our central banking predecessors a hundred years ago would have been surprised to see us here.

The high priest of central banking in the mid-1920s was Montagu Norman, Governor of the Bank of England. Norman was an extraordinary character – a devotee of mysticism, who wore a long flowing cloak and travelled under the fake name of Professor Clarence Skinner. His communications strategy was succinctly summarised in the pithy phrase ‘never explain, never apologise’.

He regularly put those words into practice. When asked by a Parliamentary select committee in 1930 to rationalise a particular course of action, for example, he simply tapped the side of his nose three times and stared into the distance.

Despite – or perhaps because of – this unusual behaviour, journalists loved him. A breathless 1932 New York Times pen portrait, entitled ‘Banker and Legend’, purred: ‘Mr Norman is all elusiveness, technique, finesse … he sits silent, discreet, unseen … exercising a power unthought of by old-fashioned tyrants and only glimpsed by alchemists of long ago poring over their crucibles.’

Sadly, that passion went unreciprocated. Indeed, Norman made titanic efforts to avoid the press. Once, aboard ship in rough seas, word reached him that reporters were gathering to question him at the next port. He promptly leapt over the rails, shimmied down a rope ladder, and made his escape in a dinghy.

‘Never explain, never apologise’ permeated every aspect of the Bank of England’s operations at that time. Not for them, the modern paraphernalia of glossy reports, explainers and press conferences. For much of the 20th century, changes in official interest rates were communicated solely through the medium of a large printed card, placed in the Bank’s ornate lobby, and a simultaneous verbal announcement by the ‘government broker’ to traders in the government bond market. To effect that announcement, the broker removed his top hat, stood upon a bench, and bellowed at the top of his voice. Fleet Street’s finest played no role.

Indeed, even when I joined the Bank of England in the early 1990s, the main job of the Head of the Press Office was still said to be, with little irony: ‘keep the Bank out of the press and the press out of the Bank’.

That mindset extended well beyond the United Kingdom.

The US Federal Reserve, for example, was established in conditions of such extreme secrecy, that those meeting to agree its charter in 1910 tried to pass off their discussions as a recreational duck hunting trip to Jekyll Island, Georgia. Three quarters of a century later, they were still at it. In 1987, Alan Greenspan famously told members of the US Congress: ‘since I’ve become a central banker, I’ve learned to mumble with great incoherence … if I seem unduly clear to you, you must have misunderstood what I said.’ He was only half joking.

Over recent years, however, things have changed profoundly as central banks have emerged blinking into the sunlight of greater transparency – a process dubbed the ‘quiet revolution’ by Alan Blinder.

The revolution certainly began quietly. The RBA, for example, only began announcing changes to its policy rate to the media in 1990. Prior to that, market participants were expected to draw their own conclusions about what had happened by scrutinising the detail of the Bank’s market operations.

In the years since, however, the revolution has got louder. Central banks now produce a vast stream of material, from written inflation reports, research material and policy committee minutes, to increasingly interactive public appearances, including speeches, Parliamentary scrutiny, conference panels, on-the-record interviews and press conferences.

All of that reflects two key drivers.

The first is the recognition that the huge powers conferred on central banks by the granting of operational independence – powers that affect every citizen in the country – come with an essential quid pro quo. And that is the obligation to account for our actions: to explain, and to be scrutinised and challenged. That need for explicit public accountability has been further amplified by the burgeoning scale, scope and complexity of central bank operations; by back-to-back crises; and by the more demanding public expectations of public institutions generally.

But transparency and challenge isn’t just something we have to do: it manifestly also drives better policymaking. Public understanding and trust in our mission helps to anchor inflation expectations – a vital component of effective monetary policy. Knowing how central banks see the economic outlook, and how policy will respond to changes to that outlook – our so-called ‘reaction functions’ – affects behaviour today. Indeed, for many economies, the vast majority of the effect of monetary policy comes not from changes in today’s official interest rate, but through expectations about how those rates will evolve in the future. So communications is everything – or almost everything.

But those benefits only accrue if we get our message across – not just to the modern descendants of those top-hatted bankers, but to the public at large. And that’s where we need all of you in this room. Because, let’s face it, central bankers globally have had a mixed track record historically when it came to clear and effective communications – even when they were trying. Back in 2017, Andy Haldane – then Chief Economist of the Bank of England – estimated the minimum reading age required for a range of public communications, including central bank publications, the Economist, Elvis Presley’s lyrics and Donald Trump’s speeches. He found that Trump’s speeches could be understood by three-quarters of the population, and Elvis’s lyrics by only slightly less. But the complexity of most central banking communications at that time meant they could reach at most only 10 per cent of the public. That is no basis for building broad-based trust, credibility and understanding.

It was clear we could do better – and we are. Research from the European Central Bank (ECB) shows that its current President, Christine Lagarde, uses language that is far more widely comprehensible than her predecessors, on Haldane’s measures. Similarly, the approach adopted by our own Governor, Michele Bullock, at the RBA’s new press conferences has won widespread praise for its clarity and simplicity.

But the fact is that most people still hear about us through you. Despite the increasingly fractured landscape of social media and on-demand streaming, overwhelmingly the dominant source of information about central bank policy remains the good old press, TV and radio. So we need your skills as translators and explainers.

More importantly still, we need your challenge. As public officials, knowing your analysis has to withstand public scrutiny drives an enormous lift in the quality and robustness of that analysis. I saw that up close at the Bank of England in the 1990s when we first embraced real transparency. Poor arguments, which once went unquestioned in grey smoke-filled rooms, did not survive the rigour of public examination. So, whatever may have been alleged in some quarters, both I and the RBA strongly welcome challenge, scrutiny and debate.

Of course, it’s sometimes less fun when robust press scrutiny bleeds over from the purely technocratic to the personal. That’s certainly familiar to someone, like me, who comes from a country whose press managed to summarise a particularly salacious episode in the central bank’s life as ‘It’s the Bonk Of England’, filmed a live runoff between a recent prime minister and a decaying lettuce, and followed the Bank of England Governor to the office every day for a week during Covid in a somewhat confused attack on the Bank’s policy on working from home. Some past RBA Governors have had to face similar treatment.

But all of us in public life must – and do – recognise the privilege that comes with our roles, and the accountability we owe, via you, to the public at large. So I want to thank you – not just for the vital role you play in helping to explain the complexities of economic policy, but also for your informed scrutiny and challenge, which forces us to raise our game and stay accountable for the huge powers we wield. If the cleansing effect of transparency is to continue to be effective, so must your role.

With that, let me turn to my main task here today, which is to announce the finalists for the 2024 Walkley Business Journalism Award. The goal of these Awards is to encourage journalists to pursue rigorous and fearless reporting in the field of business, economics and finance. And they have certainly met that brief this year!

And with that I look forward to our discussion here today. Thank you.

  • MIL-OSI New Zealand: Deep concerns as TVNZ signal more significant changes – E tū

    Source: Etu Union

E tū, the union representing TVNZ workers, is raising significant concerns over the broadcaster’s proposed sweeping changes, which could reshape not just TVNZ, but Aotearoa New Zealand’s wider media landscape.

E tū Negotiation Specialist, Michael Wood, has called for full and meaningful engagement as these proposals are considered, emphasising the potential risks to both TVNZ and the country’s media ecosystem.

“The scale of change being proposed here is enormous,” Michael says.

“This is not just a transformation within TVNZ, but one that could have far-reaching consequences for the entire media sector. These changes must be worked through with great care, and E tū and its members will accept nothing less than genuine engagement from all parties involved.”

While E tū acknowledges the necessity of shifting towards a digital future, the union is deeply concerned about the potential loss of TVNZ’s core strengths, particularly its skilled staff and capacity to deliver in-depth, quality journalism.

“We support the move towards a more digital service, but this must be done in a way that preserves the essence of what makes TVNZ valuable. It’s crucial to safeguard the ability to investigate and report on the stories that matter.

“Cutting back on text-based content while simultaneously removing successful video programmes like Fair Go and Sunday raises serious questions about the direction of these changes. If TVNZ is serious about a video-first strategy, they need to invest – not simply slash resources.”

A key concern is the proposal to outsource jobs, potentially overseas.

“Outsourcing jobs threatens TVNZ’s most important asset – skilled, experienced staff, with deep institutional knowledge. Outsourcing not only risks losing these skills but can lead to higher costs and a weaker organisation. We’ve seen this play out in other sectors, and it’s not a path we should go down.”

E tū is also questioning the Government’s role in pressuring TVNZ to deliver a dividend during such a pivotal moment for the organisation.

“It’s difficult to understand why the Government would maintain pressure for a dividend in this environment. TVNZ is undergoing major upheaval, and it would be wise for the Government to reconsider its expectations while these significant changes are being negotiated.”

E tū members will hold a union meeting on Thursday to fully discuss the proposals and decide the next steps.

  • MIL-Evening Report: Grave cleaning videos are going viral on TikTok. Are they honouring the dead, or exploiting them?

Source: The Conversation (Au and NZ) – By Edith Jennifer Hill, Associate Lecturer, Learning & Teaching Innovation, Flinders University

    Shutterstock

Cleaning the graves of strangers is the latest content trend taking over TikTok. But as millions tune in to watch the videos, it’s becoming clear not all of them are created equal. Two grave-cleaning creators in particular seem to reside at opposite ends of the trend.

One of the first accounts to gain popularity for grave cleaning was @ladytaphos. This account is run by Alicia Williams, a Virginia resident who treats the graves with great dignity. Williams will often share the story of the person residing within, and acts with grace and kindness as she restores beauty to the graves.

On the other end of the spectrum is Kaeli Mae McEwen, or @the_clean_girl, who leans into more clickbait-y tactics. McEwen is known for throwing a pink spiky ball through a graveyard and cleaning the grave it lands on. She also uses her videos to promote her own pink foamy cleaner (which at one point could be purchased via a link in her bio).

    Cleaning and death

While Williams’ and McEwen’s videos may seem novel to some, death and cleaning have a long and varied relationship that spans time and cultures.

Washing a loved one’s body before burial or cremation isn’t just practical – it’s a significant ritual that provides meaning during a period of grief. In certain cultures and religions it’s also a process of purification, or preparation for the afterlife.

Much has been written about cleaning and clearing out the homes of deceased people. Family members often won’t agree on how to approach such a task. In his essay on death and objects, author Tony Birch writes about his mother clearing out his grandmother’s house.

“My mother decided that our first task after her death was to empty out her Housing Commission flat and scrub it clean,” Birch writes.

He first laments the move, but later recognises the value of cleaning together before sorting – and treasuring – the items his grandmother left behind.

Grave cleaning is a practice steeped in history.
    Shutterstock

Margaretta Magnuson’s 2017 book, The Gentle Art of Swedish Death Cleaning, is a humorous and thoughtful introduction to the Swedish movement of döstädning. The book (and subsequent reality TV series) has sparked various conversations on death and cleaning, and especially on cleaning before you yourself pass away so you don’t leave a mess for your loved ones.

Grave cleaning can be seen as another continuation of caring for the deceased. People who decide to clean the graves of strangers may do so out of respect, or in an attempt to give them “their name back” (as names on graves become visible following the removal of debris).

    Two very different approaches

Williams and McEwen are received quite differently by viewers. Anecdotally, viewers respond more positively to the calmer and more respectful cleaning videos by Williams, who takes time to explain the process while ensuring the correct products are used.

Meanwhile, many find McEwen’s videos problematic and criticise her for not adhering to proper graveyard decorum. McEwen makes a spectacle of sites of mourning, such as by pretending to vacuum graves, replacing flowers placed by others and making jokes. Viewers also speculate the products she uses may cause damage to the graves.

Perceived intent plays a role in how each creator’s content is received. While Williams focuses on respectfully restoring graves to their former glory, McEwen positions herself as the focus and merely uses the graves for content.

    A complex emotional object

Similar to other funerary objects such as coffins and urns, graves are associated with both the person who died and the fact of their death. As such, they are emotionally complex objects that bring both strength and sadness to those left behind.

But graves are unique also in that they are private objects of grief exposed in a public context. Anyone visiting the graveyard can view and interact with them. Does that make them “fair game” for content creators?

Graves don’t just represent deceased loves ones. They can also act as stand-ins in their absence, becoming stone bodies of sorts. As sociologist Margaret Gibson describes in her book Objects of the Dead: Mourning and Memory in Everyday Life, “death reconstructs our experience of objects”.

“There is the strangeness of realising that things have outlived persons, and, in this regard, the materiality of things is shown to be more permanent than the materiality of the body,” she says.

Caring for and cleaning graves can therefore be interpreted as caring for the deceased, by extending their existence through the materiality of their resting place.

Psychological researcher Svend Brinkmann asserts artefacts such as graves are “culturally sanctioned”, gaining “significance from a collective system of meaning”.

In other words, we as a community create and uphold reverence for such items. This is partly why the desecration of graves is viewed as abhorrent. It is societally understood to be a desecration of the person themselves. It’s also why content creators must tread lightly.

    A reason for haunting?

There are ways to interact with gravestones (and even create content) which acknowledge their complexity and connection to their owners.

TikTok creator Rosie Grant (@ghostlyarchive) bakes recipes found on headstones and records the process. She has even met with the families of the deceased to make the recipes together and learn more about the people behind the engraving-worthy food.

However, randomly cleaning the graves of strangers is fraught territory – and rife with potential privacy issues. It isn’t clear whether McEwen seeks permission from loved ones before cleaning graves, but contextually this seems unlikely.

Recent discussions have also uncovered questionable editing in her videos. Some graves in her before-and-after videos have been edited to appear cleaner and to have their structure altered. McEwen’s pink foaming cleaner also appears to be a blue cleaner edited to appear pink, raising even more questions about intent and responsibility.

While McEwen claims to be “honouring” lives by cleaning “final resting places”, the consensus from viewers is her actions are dishonourable. As one host commented on a in podcast discussing McEwen cleaning a baby’s grave while speaking in a kiddish voice: “Fuck you, you’re going to get haunted.”

The authors do not work for, consult, own shares in or receive funding from any company or organisation that would benefit from this article, and have disclosed no relevant affiliations beyond their academic appointment.

  • MIL-OSI Economics: Targeted Policies for Digital Creative Industries Can Drive Economic Growth in Asia and Pacific

    Source: Asia Development Bank

MANILA, PHILIPPINES (8 October 2024) — Coherent national strategies that develop talent and expand digital creative industries can help developing countries tap into the global creative economy, generating high-quality jobs that contribute to economic growth, according to a new report published today by the Asian Development Bank (ADB).

“Digital disruption of creative industries can present huge economic potential in Asia and the Pacific,” said ADB Director General for Climate Change and Sustainable Development Bruno Carrasco about the launch of A Review of Digital Creative Industries in Asia: Opportunities and Policies to Foster Growth and Create High-Quality Jobs.

“Yet the policy environment does not always allow creatives to thrive and connect with the global value chain,” added Mr. Carrasco. “This report can help industry and policy makers shape Asia and the Pacific’s digital creative industries, foster opportunities to bridge the region’s rich cultural heritage with the rest of the world and drive economic growth.”

Based on more than 40 interviews with key individuals across India, Indonesia, Thailand, and Viet Nam—including with industry associations and creative professionals in the film, gaming and music industries—the report highlights opportunities for emerging countries to boost their digital creative industries, assess domestic talent development, and encourage policies that create high-quality jobs.

While there is strong demand from global entertainment companies to produce local content and work with local talent, there are not enough skilled local producers, screenwriters, and programmers. To address this, the report recommends that governments and industry define the essential knowledge and skills required to perform different creative roles, build lifelong training systems, incentivize businesses to upskill their workers, and improve creative industry working standards.

Such long-term strategies have helped creative powerhouses—such as Canada, the Republic of Korea, Singapore, and the United Kingdom—to grow their domestic talent pools and attract foreign investment. The report distills key lessons from these countries that can help guide policymakers aiming to develop creative industries.

Another barrier identified is a severe lack of funding in the four countries examined in South and Southeast Asia. This limits the potential for local film producers, game developers, and musicians to grow, even as high-speed internet, streaming platforms, and portable devices have enabled them to reach much wider audiences.

Establishing structured funding facilities, including loans, credit guarantees, grants, and venture capital financing, can transform creative ideas into concrete projects, according to the report. With sufficient support from the government or through public–private collaboration, these businesses can be provided with a financial safety net to innovate.

The report was produced with support from Netflix, the video entertainment streaming service. As ADB’s knowledge partner, Netflix provided experts to be interviewed for the report and enabled access to key stakeholders in the digital creative industry. The work on the report is part of the two organizations’ ongoing collaboration to generate knowledge and boost Asia and the Pacific’s creative industries.

ADB is committed to achieving a prosperous, inclusive, resilient, and sustainable Asia and the Pacific, while sustaining its efforts to eradicate extreme poverty. Established in 1966, it is owned by 69 members—49 from the region.

  • MIL-OSI China: Theater festival helps support new work

Source: China State Council Information Office 3

The 2024 Peiyuan Art Festival, gathering theater lovers, was held in Beijing from Sept 20 to 22.

Since 2019, Peiyuan has been focused on supporting market-oriented productions with the help of veteran theater experts, producers, directors, and playwrights.

So far, 147 have been conceived and 64 of those works have been staged in theaters in the country.

During the festival, a Chinese play, Fan Shan Hai, or Alley-Oop, by scriptwriter and director Zhu Hongxuan, was staged as the opening production. It tells the story of a female basketball team set against the historical backdrop of the Minguo period (1912-49).

By working with the Beijing Quju Opera Troupe, the platform also produced a Quju opera work, The Life of Mine, based on renowned Chinese writer Lao She’s novel of the same name, telling the sad story of a lowly ranked policeman in Beijing during the early 20th century. In 1952, Lao She wrote a play, The Willow Well, in an art form that he invented, based on Beijing’s Quyi art, and named it Quju Opera.

The festival saw 20 new theatrical works being premiered , some still being worked on, that covered a wide range of art forms, including musical, Yueju Opera and dance.

  • MIL-OSI China: Music festival harmonizes past and present

Source: China State Council Information Office 3

The Beijing Music Festival opened on Saturday with a stunning fusion of the East and the West. As dusk settled over the capital city, the National Centre for the Performing Arts concert hall glowed against the cool autumn evening, inviting the audience into a world where music and nature seemed to harmonize.

The China National Symphony Orchestra and composer-conductor Tan Dun opened the concert with the Golden Bell Chimes (bianzhong) of the Qing Dynasty (1644-1911), a remarkable artifact housed at the Palace Museum in Beijing.

The opening piece Ancient Bells of Peking’s Central Axis is composed by Tan and features pipa (four-stringed Chinese lute) player Zhao Cong.

The music piece was inspired by Beijing’s Central Axis — the 7.8-kilometer north-south line through the capital’s historical center, inscribed on the UNESCO World Heritage List on July 27.

As Zhao’s fingers move across the strings of the pipa, the instrument’s ancient timbre felt as timeless as the city itself, invoking images of iconic buildings from the past, such as the Forbidden City, China’s imperial palace from 1420 to 1911, now known as the Palace Museum, Jingshan Park and the Bell and Drum Towers, blending seamlessly with the contemporary orchestral sounds behind her.

An old friend of the Beijing Music Festival, the annual classical music event launched in 1998 by maestro Yu Long, Tan made his debut at the festival in 2001, performing his Oscar-winning music piece Crouching Tiger, Hidden Dragon, a film score Tan composed for director Ang Lee’s 2001 film of the same name.

“I have performed at the festival many times and every time it feels like a reunion with old friends,” says Tan a day before the concert in Beijing. “Music is like a flowing river; a continuous, ever-evolving force that transcends time. Just as a river never stops moving, music flows from generation to generation, carrying the contributions of countless musicians across eras.”

“The Beijing Music Festival, over nearly 30 years, carries stories, emotions and historical contexts, acting as a bridge between the past and the present, the East and the West. Many great musicians from around the world perform during the festival. Just like a river connecting different lands and people, the festival connects generations of cultures,” Tan says.

During the first half of the concert, Tan also led the China National Symphony Orchestra to perform his music piece Passacaglia: Secret of Wind and Birds, during which the orchestra members held up their phones to play the recordings of birds chirping to traditional Chinese instruments.

Young Chinese suona player Liu Wenwen, a first-time performer at the Beijing festival, shared the stage with the orchestra and Tan, performing the famous suona piece Hundreds of Birds Paying Homage to Phoenix. As the nation’s first student in a doctoral program for the suona at the Shanghai Conservatory of Music, Liu, a 13th-generation suona player, is also one of the most active young players in China.

“We had many discussions about programs for the opening concert for this year’s Beijing Music Festival. Thanks to Tan, we presented Chinese music works during the first half of the concert and Western music pieces in the second half, bringing a sonic journey that bridges Chinese heritage with Western traditions,” says Zou Shuang, artistic director of the Beijing festival, from Oct 5 to 13, with nine concerts by international musicians.

One of the highlights during the second half of the concert was cellist Wang Jian and violinist Lu Wei playing Mozart’s Symphonie Concertante in E-flat Major, K 364 under Tan’s baton.

Composed in 1779, the piece, one of Mozart’s most famous works written specifically for the violin, the viola and the orchestra, is played in three movements, showcasing the interplay between the violin and viola supported by a full orchestra.

“If a cellist were to attempt to play the viola part, there would be both technical and musical challenges. The highly skilled cellist Wang Jian did a great job,” says Yu, an old friend of Wang who first invited the cellist to perform at the Beijing Music Festival in 1999.

“How hard is it for the cellist to interpret the viola part? Just imagine star tennis player Zheng Qinwen playing ping-pong using a tennis racket and winning,” adds Yu.

“The viola’s range sits higher than a cello, which can be physically demanding and requires mastery of the thumb position and fluent shifting. Mozart’s style calls for light, delicate articulation, especially in the interplay between the violin and viola,” he says. “The cellist would need to overcome challenges in range, articulation, tone production, and ensemble balance to maintain the integrity of Mozart’s delicate and intricate writing.”

Considered a child prodigy, Wang was enrolled in the primary school affiliated to the Shanghai Conservatory of Music at 9.

In 1979, celebrated violinist Isaac Stern made a historic visit to China with a documentary crew. In 1981, the documentary about Stern’s visit titled From Mao to Mozart: Isaac Stern in China was released, winning an Oscar for Best Documentary. Wang became known internationally as the child prodigy in the film who played the cello with seriousness.

In 1985, Wang entered the Yale School of Music. The following year, he made his debut at Carnegie Hall. Since then, he has embarked on an international career.

“When I first performed at the Beijing Music Festival in 1999, I had lived and toured abroad for decades. The festival’s atmosphere created an intimate connection between the performers and the audience, which impressed me and allowed me to frequently return to my home country,” says Wang, 56. “The festival has made great contributions to the country’s booming classical music scene.”

Tan says he will embark on a trip to France with the China National Symphony Orchestra from Wednesday to Oct 15, performing in Toulouse, Aix-en-Provence and Paris to celebrate the 60th anniversary of China-France diplomatic relations.

They will bring the same programs as the Beijing concert, which also include French composer Maurice Ravel’s famous Bolero and Russian composer Igor Stravinsky’s The Firebird.

“The concert celebrates musical diversity and cultural fusion. It is a powerful reminder of music’s ability to transcend boundaries, inspiring us for the upcoming performances in France,” says Tan.

    ******************************************************************************************

The Leisure and Cultural Services Department has invited the world-renowned Spanish flamenco diva, Sara Baras, to visit Hong Kong and bring her company’s latest production “Vuela” for its Asian premiere in December, marking Baras’s first return to the city since 2015. The performance will, no doubt, deliver an unforgettable celebration of flamenco dance and music.           “Vuela” is a production created for celebrating the 25th anniversary of Baras’s own dance company, Ballet Flamenco Sara Baras. She took the occasion to pay tribute to the Spanish guitar virtuoso and composer Paco de Lucía (1947 to 2014), who left a revolutionary influence on flamenco music with his work. “Vuela” (which means “fly” in English) was conceived from the respect, passion and love both artists shared. Since its premiere early this year in Spain, “Vuela” has toured Europe to critical acclaim.           The choreographic journey of “Vuela” is composed of 15 unique pieces within four acts, where each of them revolves around a specific word, thus creating flamenco language in motion with a strong narrative: “madera” (wood) which reminds oneself of the strength of roots, the warmth of being; “mar” (sea) which invites oneself to navigate in passion and be like water; “muerte” (death) is a way to explore human emotions from the deepest depths; “volar” (to fly) is the only way to escape without running, simply letting oneself be carried away by celebration and joy, an opportunity that only music, dance, and feelings can offer oneself.           Celebrated for her lightning-fast footwork, intricate movements of choreography and captivating stage presence, Baras is the foremost exponent of flamenco dance and one of the most prestigious and recognised Spanish representatives in the performing arts international scene. She was hailed by the online music magazine “Bachtrack” as “a superstar who transcends genres”. Baras established Ballet Flamenco Sara Baras in 1998, and has since choreographed 17 productions. Over the years, she has won multiple awards and has been featured in an array of films.           “Vuela” by Ballet Flamenco Sara Baras will be held at 7.45pm on December 6 and 7 (Friday and Saturday) at the Grand Theatre of the Hong Kong Cultural Centre. Tickets priced at $260, $360, $460, $560 and $660 are now available at URBTIX (www.urbtix.hk). For telephone bookings, please call 3166 1288. For programme enquiries, please call 2268 7323 or visit http://www.lcsd.gov.hk/CE/CulturalService/Programme/en/dance/programs_1791.html.           A number of extension activities will be organised for this programme. A flamenco guitar recital will be held at 2.15pm on December 7 (Saturday) at the Lecture Hall of Sheung Wan Civic Centre. Keko Baldomero, music director and guitarist of the company, accompanied by May Fernández (vocal) and Rafael Moreno (percussion), will offer audiences a captivating journey of flamenco music. Tickets priced at $250 are now available at URBTIX. For details, please refer to the above-mentioned website.                The programme will also feature two flamenco dance workshops (conducted in Spanish with English interpretation) at the Podium Workshop of the Hong Kong Cultural Centre for beginners and advanced dancers respectively, where participants will experience a taste of the passion and rhythm of flamenco dance guided by a company dancer. The workshop for beginners (suitable for those aged 16 or above with some dance experience) will be held at 11am on December 7 (Saturday), while the one for advanced dancers (suitable for those aged 16 or above with flamenco dance training) will be held at 11am on December 8 (Sunday). Tickets priced at $200 are now available at URBTIX. For details, please refer to the above-mentioned website.           Discount schemes are available for the programme, including a group booking discount as well as package discounts for performance and guitar recital or dance workshops. An early-bird discount will be offered from now until November 7 (Thursday) for purchasing the tickets through any of the discount schemes. For enquiries about concessionary schemes, please call 2268 7323 or visit the above-mentioned website. This programme is one of the celebratory programmes of the 35th anniversary of the Hong Kong Cultural Centre.

  • MIL-OSI Global: When medicines don’t work: eliminating neglected tropical diseases will reduce drug resistance – a win for all

Source: The Conversation – Africa – By Francisca Mutapi, Professor in Global Health Infection and Immunity. and co-Director of the Global Health Academy, University of Edinburgh

A major health challenge of our time is when drugs no longer work to treat infections. This happens when the agents that cause infections – they may be bacteria, viruses or fungi – become resistant to the drugs.

Antimicrobials are a broad range of medications that act on microbes – like bacteria, fungi, viruses, or parasites. Antibiotics, for instance, are one type of antimicrobial working against bacteria.

Resistance to antimicrobial drugs therefore makes it difficult to treat and prevent a wide range of infections.

Antibiotic resistance compromises public health programmes, such as TB treatments. It can also compromise other medical interventions where treatment is needed to prevent infection, like surgery, caesarean sections or cancer treatment.

The main causes of antimicrobial resistance are the misuse and overuse of antimicrobials in humans, animals and plants.

Antimicrobial resistance leads to more deaths and illness in Africa compared to anywhere else. The continent recorded 21% of the global antimicrobial resistance related deaths in 2019. In that year, over 1.05 million deaths in Africa were associated with antimicrobial resistance. This poses an exceptional health threat.

Worryingly, antimicrobial resistance related deaths are predicted to increase globally. The trend is already being observed in Africa. For example, the latest data shows that the share of E. coli infections resistant to cephalosporins (the antibiotic used to treat them) is rising.

To change this, it’s necessary to reduce the burden of diseases that require antimicrobial treatment.

One group of infectious diseases prevalent in Africa are the neglected tropical diseases (NTDs). There are already effective tools to prevent and even eliminate them. But every year, millions of people are infected and treated for them using antimicrobials. This increases the risk of spreading resistance.

Having been involved in the design and implementation of large-scale neglected tropical diseases control programmes, I argue for a push to eliminate these diseases. This must be done through integrated approaches, including preventive medicine, water and sanitation, and controlling the agents that spread the diseases.

Even countries where neglected tropical diseases are not common should make this push, as part of global health security.

    Controlling neglected tropical diseases

Neglected tropical diseases are a group of 21 diverse conditions capable of causing long term health and economic challenges.

They are caused by a variety of pathogens including worms, bacteria, fungi and viruses. Of these diseases, six are treated with antibiotics: buruli ulcer, leishmaniasis, leprosy, onchocerciasis, trachoma and yaws.

Globally, millions of people with neglected tropical diseases are treated with antimicrobials every year.

One of the most effective public health approaches for controlling neglected tropical diseases is preventative chemotherapy, which involves mass drug administration, where people are treated without diagnosis. Nonetheless, it is not sustainable, both in terms of cost and because it increases the risk of antimicrobial resistance.

However, preventative chemotherapy is a necessary and effective tool for reducing infection and disease. Since 2012, over 600 million people have been cured of neglected tropical disease infection this way.

An example of this is Zimbabwe’s control programme for schistosomiasis (an acute disease caused by parasitic worms), which I’ve been involved with. Preventative chemotherapy was administered to about 5 million children every year between 2012 and 2019. Infection levels were reduced from 32% to just under 2% in children aged 6-15.

The latest World Health Organization report from 2022 indicated that just under 1.7 billion people globally required preventative chemotherapy. Of these just under 600 million are in Africa.

Another risk for an increase in antimicrobial resistance is that the antibiotics used to treat neglected tropical diseases are also used to treat other infections. For example, azithromycin (for treating trachoma and yaws) is used also to treat other bacterial infections including bronchitis, pneumonia and sexually transmitted diseases.

Already, of the six neglected tropical diseases that are treated with antibiotics, five have documented drug resistance. This trend will only increase.

It’s therefore vital that neglected tropical diseases are eliminated so that fewer antibiotics and antimicrobials are used. This also protects people from other dangerous infections.

    Ready-made tools

The good news is that the tools to eliminate neglected tropical diseases already exist.

Within the past decade, 51 countries have eliminated at least one neglected tropical disease. Underlying these successes are the use of multiple tools, cross-sectoral strategies and sustained efforts to prevent and treat infections.

    ”>

In the case of diseases which are transmitted by animals or insects (vectors), it’s about controlling the vector. For instance, killing the flies that transmit onchocerciasis parasites or snail hosts for schistosomiasis.

Similarly, provision of safe water and sanitation facilities is critical for disease elimination. For example, the organisms that cause some diseases spend some stages of their life in faeces (poop). So, when faeces are poorly disposed of, they can contaminate the environment and the disease can be passed on.

The World Health Organization has set a target of 100 countries eliminating at least one neglected tropical disease by 2030.

This would be a massive health and economic win for countries where the diseases are prevalent.

It will also lead to a reduction in antimicrobial use – which is a vital global health goal.

  • MIL-OSI USA: FACT SHEET: Biden- Harris Administration Announces Over 250 Organizations Made Voluntary Commitments to White  House Challenge to Save Lives from  Overdose

    US Senate News:

    Source: The White House
Today, the Biden-Harris Administration is announcing that over 250 organizations, businesses, and stakeholders across the country have made voluntary commitments to the White House Challenge to Save Lives from Overdose.
The Challenge, launched earlier this year, is a nationwide call-to-action to stakeholders across all sectors to increase training on, and access to, life-saving opioid overdose reversal medications like naloxone. The voluntary commitments highlighted today build on progress made under President Biden and Vice President Harris’s Unity Agenda, which calls on all Americans, in red states, blue states¸ and everywhere in between, to come together and help address the nation’s overdose epidemic.
Under President Biden and Vice President Harris’s leadership, the Biden-Harris Administration has taken historic action and made unprecedented investments to reduce overdose deaths. The Administration removed decades-long barriers to treatment for substance use disorder and expanded access to life-saving overdose reversal medications like naloxone.  The Administration also acted to make naloxone available over-the-counter at groceries and pharmacies for the first time in history. Today, the nation is now seeing the largest decrease in overdose deaths on record.
The White House received commitments to the Challenge from private and public entities, spanning entertainment and hospitality, professional sports leagues, health care providers, trade associations, schools and universities, technology companies, transportation partners, faith groups, private businesses, and more. A number of organizations and businesses made new voluntary commitments as part of the White House Challenge to Save Lives from Overdose, including:
Amazon is equipping its North American operations facilities with naloxone and bolstering its emergency response procedures with comprehensive training for employees on how to recognize signs of an opioid overdose and properly administer naloxone. Amazon is rolling out its naloxone program in two phases, starting with its most densely populated fulfillment centers. By early 2025, the program will expand to all of Amazon’s operations sites in the U.S., covering over 500,000 employees at hundreds of sites nationwide.
American Federation of State, County and Municipal Employees (AFSCME) commits to train its members and staff on proper use of opioid overdose reversal medications. They also commit to including opioid overdose medications in all first aid kits.
The Association of Flight Attendants-CWA (AFA) is working with the Federal Aviation Administration (FAA) to implement naloxone on flights, including trainings. They previously worked with the FAA to require that Emergency Medical Kits (EMK) carried by passenger airlines include naloxone.
Atlanta Public Schools (APS) is implementing a district-wide training available to all school staff to recognize and reverse overdose. Currently, 136 APS health and security personnel have completed naloxone training. APS stocks naloxone in every elementary, middle, and high school in the district, serving nearly 50,000 students and 8,000 employees, and has opioid educational posters and brochures to increase school community awareness.
Butler University formed the Butler Overdose Action Team, comprised of faculty, staff, and student leaders, in response to the White House Challenge to Save Lives from Overdose. The team is leading campus-wide initiatives to increase awareness, training, and access to lifesaving opioid overdose reversal medication, and collaborating with local health organizations in Indianapolis to promote education on opioid use disorder on campus. Butler also recently placed naloxone in all 58 Emergency Kits across campus, and plans are underway for comprehensive naloxone training for students and employees.
Charleston County School District (CCSD) commits to working with their community and local substance use agencies to provide educational programs on and promote the use of opioid overdose reversal medications (OORM). CCSD’s substance use program commits to educate students, staff, and parents/caregivers about the dangers of illicit fentanyl and how OORM can save lives. In addition, CCSD works closely with district nursing staff on the use and availability of OORM in CCSD’s 83 schools that serve approximately 49,000 students.
The Dallas Area Rapid Transit Police Department commits to train and equip all of its Police Officers with naloxone. The Department supports a regional transit agency in the Dallas/Fort Worth metroplex, covering six counties and thirteen cities.
Deloitte LLP will equip U.S.-based Deloitte Offices with naloxone by December 2024. Naloxone will be placed in Automated External Defibrillator (AED) cabinets at its offices across the U.S. Further, Deloitte will train select office personnel to recognize and help treat overdose.
Keystone Contractors Association (KCA) is recommending to its members that every construction jobsite and contractor’s office have naloxone available on-site. This builds upon KCA’s work in prior years in launching the Pennsylvania Construction Opioid Awareness Week to get resources and training to construction employers to provide to their workers.
Laborers International Union of North America (LIUNA) commits to reach its 500,000+ members, their families, and LIUNA affiliates with education on the importance of naloxone on jobsites, training on how to use the medication, and information on where and how to get it. This work is in addition to developing and promoting comprehensive safety and health information on opioid use.
The National Hockey League (NHL) commits to working with its clubs and staff to make life-saving medication readily available across NHL offices and in arenas. NHL is helping clubs make naloxone available at home games with their first aid units, and ensuring on-site personnel are trained to administer it on game nights. NHL is also advising clubs to include naloxone in their travel medical kits, and encouraging its availability in the visiting team’s emergency bags.
San Diego Metropolitan Transit System (SDMTS) now trains every newly hired Code Compliance Inspector (CCI) from the Transit Security and Passenger Safety Department in the recognition of opioid overdose and issues naloxone as required equipment for staff. In 2024, CCIs administered naloxone nearly 200 times, and the SDMTS Bus Division Road Supervisors also started carrying naloxone. SDMTS started training CCIs to carry and administer naloxone in July 2021 in response to the overdose crisis.
Commitments from these entities build upon steps taken in recent years by other organizations that joined the White House Challenge to Save Lives from Overdose to address the overdose epidemic. Examples of these actions from organizations include:
American Heart Association and Opioid Response Network are partnering on the EmPOWERED to End Opioid Misuse and Stimulant Use Disorder Initiative that aims to address opioid and stimulant usage within Black and Hispanic communities. They have partnered with Black and Hispanic churches to implement community trainings and disseminate educational tools to facilitate open and honest conversations with a wide range of people on the stigmatization of people experiencing opioid and substance use disorders.
International Union of Painters & Allied Trades (IUPAT) District Council 35 prioritizes support for and awareness of mental health and substance use, and provides overdose education and training on naloxone to its members and apprentices. IUPAT also distributes naloxone to its members, apprentices, and jobsites. IUPAT is part of a broader effort by the Massachusetts Building Trades Recovery Council, which has distributed more than 11,000 doses of naloxone to 14 building trades unions across Massachusetts for distribution to their membership. The Recovery Council receives naloxone from Massachusetts’ Bureau of Substance Abuse Services’ Community Naloxone Program.
The Jacksonville Transportation Authority (JTA) in Florida has developed overdose rescue training for operations, safety, and security staff, and implemented a ‘bus marshal’ program, where naloxone-equipped security officers ride strategically-targeted routes. This led to saving the life of a bus passenger who was experiencing overdose. JTA also launched ‘Safety on the Move’, delivering free overdose prevention and rescue training and naloxone kits to at-risk communities in partnership with Drug Free Duval, Community Coalition Alliance, Centers for Disease Control and Prevention (CDC) Foundation, and North Florida High Intensity Drug Trafficking Area (HIDTA) Overdose Response Strategy.
The North Carolina Council of Churches (NCCC) hosts a Partners in Health and Wholeness initiative that works to bridge the issues of faith, health, and justice. This includes the Overdose Response program that offers opioid workshops to faith communities that seek to learn more about the opioid crisis and how they can help with response, and incorporates naloxone distribution upon request. They also received grant funding to provide local churches with resources for opioid-related initiatives for their members.
The Restaurant Association Metropolitan Washington (RAMW) has more than 1,400 businesses in its membership, including restaurants, food and hospitality vendors, and allied businesses that work within the food industry in DC, Northern Virginia, and Suburban Maryland. RAMW began partnering with the DC Department of Behavioral Health (DBH) to provide overdose education and naloxone distribution to restaurants in DC, including large trainings for business improvement districts. Restaurants can order a kit to receive by mail from RAMW’s website.
The San Francisco Entertainment Commission is partnering with the San Francisco Department of Public Health to raise awareness about the presence of illicit fentanyl at and around nightlife spaces, and increase the entertainment industry’s access to life-saving naloxone. To date, they have led in-person trainings for staff at 18 nightlife businesses in San Francisco, distributed 300+ doses of naloxone at outreach events, and reached approximately 900 nightlife attendees through on-stage overdose prevention trainings before performances and other events.
This Must Be the Place is a nonprofit providing free naloxone to attendees at music venues and festivals across the country. They committed to passing out over 60,000 free kits of naloxone at places like Lollapalooza, Bonnaroo, Austin City Limits, and Dreamville. Seventy percent of the population they reach are receiving naloxone for the first time.
United Airlines equips each of its enhanced medical kits on every aircraft and station across the network with opioid overdose reversal medications. All of United’s 28,000+ flight attendants are annually trained in the proper use of these life-saving medications. Over the past five years, United has purchased nearly 1,200 units annually, ensuring greater safety for both passengers and crew, including flight attendants and pilots.
The University of Rhode Island (URI), through its Cooperative Extension program, established the Community First Responder Program (CFRP). CFRP provides more than 50,000 kits annually. CFRP offers in-person and online educational trainings for the public at schools and town halls, and to healthcare providers, first responders, police, and more. They also distribute naloxone and safer-use kits at events in partnership with CVS Health and the U.S. Postal Service. CFRP has expanded services to rural regions of five other New England states through a grant from the Substance Abuse and Mental Health Services Administration (SAMHSA). CFRP is expanding its regional rural overdose education via collaborations with New Hampshire Cooperative Extension, Husson University School of Pharmacy (Maine), University of Maine Cooperative Extension, Western New England University College of Pharmacy (Massachusetts), and University of Vermont Cooperative Extension. As naloxone is often inaccessible to New England’s rural regions, CFRP offers to mail no-cost naloxone to participants completing its online interactive module, “Become a Community First Responder.”
Additional voluntary commitments can be found here.
In support of President Biden and Vice President Harris’ whole-of-government approach to address the overdose epidemic, federal agencies are working to help expand access to life-saving opioid overdose reversal medications like naloxone and save even more lives. These efforts also align with updated Guidelines for Safety Station Programs in Federal Facilitiesreleased in December 2023:
The United States Department of Agriculture (USDA) has authorized first responders in its Office of Safety, Security and Personnel and throughout the U.S. Forest Service who are equipped and trained in the administration of opioid overdose reversal medications (OORM).  Additionally, USDA’s Center for Faith-Based and Neighborhood Partnerships has provided OORM trainings to over 40 community partners across 15 states as part of its Rural and Farming Communities Mental Health and Suicide Prevention work. USDA remains committed to continuing and expanding the reach of these trainings.
The Department of Commerce‘s Office of Export Enforcement (OEE) is training Special Agents in the use of opioid overdose reversal medications (OORM) in October 2024, allowing OEE Special Agents to safely and effectively deploy them. OEE will have OORM accessible during all preplanned enforcement operations by January 2025.
The Department of Defense (DoD) is committed to opioid safety and prevention of overdose. To strengthen DoD’s emergency response protocols, naloxone is available across installations in the Continental United States and training programs have been expanded, ensuring first responders are equipped and trained. The DoD remains committed to the safety and prevention of overdose by continuing its efforts to provide naloxone access to DoD first responders and investigators and to provide associated trainings beyond DoD first responders.
The U.S. Department of Health & Human Services (HHS) is increasing training on and access to naloxone. The Indian Health Service (IHS) now mandates annual overdose response training for all IHS employees, contractors, students, and volunteers. Further, before 2025, naloxone training and a guide on procuring naloxone (i.e., using state standing orders, city and county public health departments, etc.) will be available to all U.S. Public Health Service Commissioned Corps officers, and naloxone will be available in safety stations at all HHS regional offices. Substance Abuse and Mental Health Services Administration (SAMHSA), in partnership with the Program Support Center (PSC) and the Office of the Assistant Secretary of Health (OASH), will equip all AED stations in its headquarters with naloxone, and SAMHSA hosted an annual naloxone training for all staff as part of its International Overdose Awareness Day recognition. Additionally, naloxone training will be added to the HHS Learning Management System available to all HHS personnel, including volunteer Federal Civilian Responders.
The Department of Homeland Security (DHS) issued, and recently updated, a policy regarding the Administration of Naloxone by Non-Healthcare Providers. This policy directs DHS agencies and offices to identify their workforce populations at higher risk of exposure and develop a program to equip them with both naloxone and the training to use it.  The DHS Office of Health Security (OHS) developed virtual and in-person training modules that DHS agencies and offices can use to train their non-healthcare providers or as the basis for developing their own workforce-specific training. DHS continues to work to operationalize formal programs that equip non-healthcare providers with Component-procured naloxone.
The Department of the Interior (DOI) has issued guidance on the training, carrying, and use of naloxone by DOI employees who may come into contact with persons suspected of opioid overdose during their normal course of duties. The guidance allows critical first responders – including emergency medical responders and emergency medical technicians (EMR/EMT), firefighter EMTs, and law enforcement officers – to have access to opioid overdose reversal medications at various sites nationwide, including national parks and tribal lands. As DOI components continue to conduct risk assessments to identify high-risk areas and appropriate personnel to be trained, the Department is poised to implement vital resources efficiently to preserve life and protect the public.
The Department of Justice (DOJ) has enacted policies so employees most likely to encounter overdose victims have access to opioid overdose reversal medications (OORM) and the training to safely and effectively deploy them. Pursuant to these policies, its law enforcement agencies – Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), Drug Enforcement Administration (DEA), Federal Bureau of Investigation (FBI), and U.S. Marshals Service – will have OORM accessible during all preplanned enforcement operations; all Federal Bureau of Prisons staff at all sites will have access to OORM 24 hours a day; and all DOJ public-facing facilities and law enforcement facilities will have safety stations equipped with OORM.
The United States Postal Service (USPS) has trained 59,000 employees in 1,318 facilities in U.S. counties facing high numbers of overdose deaths in response to the White House Challenge to Save Lives from Overdose. Also, USPS has procured and distributed naloxone to first aid kits in these facilities. As the USPS continues it communication activities on overdose prevention, it expects to reach over 500,000 employees, many of whom have public-facing roles as part of the Postal Service’s ubiquitous footprint across the United States.
The Department of Veterans Affairs (VA) is working to make training available to all employees by December 2024 and will develop and issue a policy statement to support naloxone implementation by March 2025. VA also pledges to ensure opioid overdose reversal medications are available in all high-risk Veterans Health Administration health care areas, including at VA Medical Centers and outpatient clinics, and in all Vet Centers by the end of 2025.

  • MIL-OSI United Kingdom: Prison Governors Association Speech

Source: United Kingdom – Executive Government & Departments

Lord Timpson, Minister for Prisons, Probation and Reducing Reoffending, sets out why prison governors are at the forefront of efforts to drive down reoffending.

    Delivered on:
8 October 2024 (Transcript of the speech, exactly as it was delivered)

Please note the political content has been removed from this transcript.

Thank you for that introduction, Graham, and for the invitation to speak – it’s great to be here.

Thanks to everyone involved for putting this event together.

Let me start by saying just how grateful I am for the PGA’s work.

You speak up for change, where change is needed…

You push Government, where it needs to be pushed…

And you do it not just for those you represent, but in the interests of public safety too.

Your voice is valued, and we thank you for it… even when you say things we don’t necessarily want to hear.

I know it’s your first annual conference since becoming PGA President, Tom – congratulations again on your appointment.

Let me also congratulate your new Vice-Chairs, Mark, and Carl, on their appointments too.

I’ve known Tom for a while now – we once even shadowed each other a few years ago, when he was Governor at HMP Wakefield, and I headed up the Timpson Group.

I took Tom to visit some of our shops – one branch was in Uttoxeter Tesco, as I recall – while I found out what it’s like to lead one of our toughest prisons.

I know who has it harder…!

And now I’m wearing a new hat, I did ask Tom if he fancied another job swap – but for some reason he wasn’t up for it.

    I can’t think why…

I realise that the CEO of a business and prison governor are very different roles – but there are similarities, too.

Both manage complex organisations. Both need a strategic brain, excellent management skills, the ability to communicate, inspire and motivate.

But the main difference is this: most people know what a CEO does, what their job entails.

You, on the other hand, are largely hidden from view. Even when prisons are plastered all over our TV screens, as they are right now.

The average person would have little idea about your day-to-day – what it really means to lead a prison in 2024, as Tom has set out so starkly just now.

Working every hour, under extraordinary pressure, to run safe and secure regimes.

Dealing with self-harm, deaths and the scourge of drugs on a daily basis.

Supporting your teams and trying to nurture them in an environment more stressful than most could imagine.

Every challenge amplified, because our prisons are full to bursting.

These are the realities you face every day.

Now, prisons have always fascinated me – since I was a young boy, and my Mum, Alex, would take the babies she’d fostered into HMP Styal, so their mothers could see them.

I’d sit outside in the car and wonder what was going on inside…

What had these women done that was so terrible, that they couldn’t be with their babies?

It was the start of a life-long interest.

And as you may know, around 10 percent of people who work for Timpson are ex-offenders.

It all started by chance 22 years ago, when, as a new CEO, I visited a local prison and met Matt – who got into a fight after his A-levels, and instead of going to university, went to jail.

Matt showed me around the wing, and I immediately liked him. He was bright, enthusiastic, and I thought he was just the sort of person we wanted in the business.

So I told him – “when you get out, I’ll give you a job.”

    And the rest is history.

Matt went on to be one of our most successful branch managers – in a branch just a stone’s throw from the prison he served time in.

He’s still there today. And while he hasn’t gone far physically, he’s travelled lightyears in terms of what he’s achieved…

Because he had the will to turn his life around, and that extra support to get into work.

I knew there must be more great people like Matt in our prisons, and from then on, we decided to proactively recruit ex-offenders.

Later, working with you, we set up prison training academies…

Then to create Employment Advisory Boards, building those vital links between prisons and local employers.

And, in 2016, I was honoured to become Chair of the Prison Reform Trust.

So I’ve been behind the scenes.

And in that time, one constant has been your outstanding leadership, in the most challenging circumstances.

It has been a privilege to get to know you, and to see the incredible work you do.

    Thank you.

You have our deepest respect, and our gratitude.

Over the years there has been much debate about what prison is primarily for – be it punishment, public protection or deterrence.

Of course, it’s all of these things.

It’s right that dangerous people are taken off our streets – and that people who destroy lives and wreck our communities face the consequences.

But if we cut to the core of it, prison should also be about reducing offending. That’s the only way we are genuinely going to protect the public.

I say ‘should’, here, because it’s something we haven’t always been very good at in this country. I know you’d agree.

Serious criminals should see the inside of a jail cell – and the most dangerous should stay there.

But what happens next to the many offenders who will someday be let out really matters.

For the vast majority of offenders, being locked up is a fork in the road.

One way on that road can lead them to turn their lives around…

The other will take them straight back to prison.

Too often, it’s the latter. And I’ve no doubt how deeply frustrating it must be for you to see the same faces at your gates again and again.

The numbers are clear – 80 percent of offending in this country is reoffending. That is too high by any measure.

But I know just how determined you are to turn that around.

We all know what the answers are. I know that you know what needs to be done. My job is to help you realise those ambitions.

Having worked in the family business since I was 14, I hope I’ve learnt a few things about leadership and responsibility along the way. There are plenty of philosophies out there.

I found that a strong culture and high standards – rooted in trust, and kindness – was what worked for us.

And I firmly believe that strong leaders – you – are the single most important element in a good prison.

    You set the culture…

You set those high standards for your teams to follow, and for the prisoners you rehabilitate.

And I can’t stress enough how important high standards are in our prisons.

Put it this way – I’ve never known a great organisation to have poor standards.

That starts with the basics – a clean, tidy, environment, where prisoners and staff respect the rules.

When I was a CEO, I’d check the Timpson head office car park for weeds and litter…

Small things, I know. But they really matter…

Those first impressions for people arriving really matter…

And as leaders, it’s our job to lead by example.

And in over 20 years of being involved with prisons, I can’t think of a time when your job has been tougher.

For too long, you’ve been doing your best in very challenging circumstances.

People don’t turn up to work to get beaten up, they turn up to inspire people, and to and turn lives around.

Yet our crammed prisons are breeding violence – which threatens everyone’s safety, staff and prisoners alike…

Staff shortages – and a lack of experienced staff – stretch your ability to run the kind of regimes you want to run.

While so many of your prisons are dilapidated, in desperate need of repair…

I’m grateful to Charlie Taylor – who is up next – for HMIP’s unflinching focus on these issues.

And I know it hasn’t been easy, trying to rehabilitate offenders in a system teetering on the edge of disaster.

A system that, when we came into government, had been run at 99 percent capacity for months.

I should emphasise – none of this is your doing – in fact, the PGA has been sounding the alarm loud and clear.

That’s why we had to take the tough decision to bring in changes to automatic release to ease the pressure on our prisons.

It was, quite literally, a rescue effort.

If we hadn’t acted, the justice system would have ground to a halt:

Courts would have been unable to hold trials and police unable to make arrests.

We would have faced the total breakdown of law and order.

We only have to look at the recent disorder on our streets to see how close to catastrophe we came…

Because we could deliver justice swiftly, we brought the violence to an end.

But, in the process, we came dangerously close to running out of prison space entirely.

We had no choice but to introduce emergency measures in the first few days of this new Government.

It was only thanks to the heroic efforts of prison and probation staff, that we pulled through.

We didn’t want to do this. But we were left with no choice…

To attempt to delay any further, would have allowed our justice system to collapse.

We could never have allowed that:

This Government will always put the safety of the public – first.

Throughout all of this you have been under immense pressure.

Offender management units, in particular, have borne the brunt of several emergency measures…

While more broadly the estate has coped with higher numbers of late arrivals and redirections.

It’s in times like these that strong leadership matters most. We couldn’t have managed this crisis without you.

And while there is still work to be done ahead of the next releases later this month, I want to thank you, again, for everything you’ve done to get us to this point.

So, our changes have bought us some time. Time for the system to catch its breath.

But these challenges haven’t just disappeared, and the crisis isn’t over.

If things don’t change, we’ll end up in the same position all over again… Sooner than we care to mention.

I want us to get a point where you can run your prisons how you want to run them…

That is why the Justice Secretary has been clear that getting prisons built is a priority for her.

That is why we will take control of the planning process, and deem prison development of national importance.

And we also need decent regimes, that help offenders turn their backs on crime for good.

I know there is brilliant, innovative work going on, and I want to encourage more of it.

But innovating is difficult – impossible, even – when you’re so full that you can’t let prisoners out of their cells.

That’s why it is essential we resolve this capacity crisis…

So we can support and empower you to go even further to reduce reoffending.

And, if we create the right conditions for you to do your jobs as you’d want to do them – I hope to see more of you staying in post for longer, too.

Stability at the top is crucial.

Because our prisons are on a journey, and there’s a long road ahead.

    Culture change doesn’t happen overnight.

In my experience, it can take anywhere from three to five years to really move an organisation on.

Much of our success will be down to you, our prison leaders.

So I want to see more of you staying on that road for longer – and I want you to tell me how we can support you to do that.

Great prisons need great leaders. But second, they need hardworking dedicated staff, like the officers in your teams.

Fundamentally, prisons are a people business – like any company.

As a CEO, I found that the happier people are in their jobs, the better they work. If they feel valued, trusted and cared for, they are going to perform well for you.

And in your teams, people are working under such intense pressure day in, day out.

The relationships – between you, and your staff… and your staff and your prisoners – go right to the core of safe, decent prisons.

If we invest in officer training – in their well-being, and development – we empower them to do much more than simply maintain order.

We empower them to become agents of change – to help people turn their lives around.

I’ve met plenty of men and women who say that a prison officer transformed their life.

Officers who took the time to mentor them – who really got to know the people on their wing.

Who knew if their mum wasn’t well, or when their kids were starting school.

But to be a prison officer requires a unique set of skills – quite unlike any other job.

That ‘jailcraft’ equips officers for the challenges they will face every day. It takes time, and continual learning.

Before joining the Government, I had the privilege of leading a review of prison officer training – speaking to hundreds of officers across the estate.

It’s clear we have some decent foundations – but we can do so much more.

I want to see more in-depth training that fully prepares officers for the realities of the role, right from the start.

Greater consistency – with a strong curriculum and clear standards…

    More local ownership of training…

    Clear channels of accountability…

And a culture of ongoing learning throughout an officer’s career…

One that rightly builds pride in this absolutely critical role.

I want to push forward with these changes, and I’ll say more about this as soon as I can.

The third element of a good prison is, of course, purposeful activity.

Prison education and training has a huge influence on the path offenders choose to take.

It’s crucial that we get this right if we are to release better citizens, not better criminals.

Yet I’ve seen people leave prison not even knowing how to use a computer.

When we spend so much of our lives – and jobs – online, how are they supposed to get on in the modern world?

That’s just one example. There are many others.

But the point is clear: when you don’t have the right skills to get a job, slipping back into old habits is all too easy.

And the lure of easy cash might feel like the only way to put money in your pocket.

So, it might not come as a surprise that I’m passionate about prison education and training.

Training that opens doors – that gives prisoners pride – and real skills that today’s employers want.

I’m clear that prison is a punishment. But that’s no reason to stop the one in four working-age people in the UK who have criminal records from getting jobs.

We know that prison leavers are less likely to reoffend if they have a job within a year of release.

So, getting them into work doesn’t just cut crime, it boosts our economy too.

    That’s a win-win we can’t ignore.

But for many, the process of applying for jobs can be daunting.

That’s why I’m pleased to see a new partnership – between the Chartered Institute of Personnel and Development Trust and the New Futures Network.

It will embed HR professionals in EABs…

Ensure that prison leavers can access HR advice to support them into work…

Provide mentoring for Prison Employment Leads…

And help us to create even closer links between prisons and local employers.

And, I can testify, former prisoners make great colleagues.

In my experience, they work hard, they turn up on time, and they are trustworthy – because they are so hungry to prove themselves.

The amount they can achieve – starting from rock bottom – is nothing short of extraordinary.

It’s no exaggeration to say that some of the most accomplished people I know were once in prison.

They want to grasp that second chance with both hands.

Together – let’s make sure they get it.

Our fourth route to reducing reoffending is by tackling the scourge of drugs in our prisons.

As you know so well, drugs undermine rehabilitation, fuel violence, debt, and are a sure path back into crime.

Nearly half of prisoners have a history of drug misuse.

Many will have addictions when they turn up at your gates, but too many who were clean on the outside are drawn into drugs on the inside.

That flies in the face of what we want our prisons to achieve.

    The answer is clear.

First, we need to stop drugs getting into prison. We can hardly expect prisoners to kick the habit if our jails are a sweetshop for drugs.

We know what you are up against. Not least the growing use of drones to smuggle drugs – and the phones that power the illicit market – over your walls…

And the increasing threat of synthetic opioids…

We have to adapt rapidly if we are to protect our staff and prisoners.

Second, we need prisons to drive demand for drugs down, not up.

Purposeful activity is so important here. If prisoners have meaningful ways to spend their time, they’re less likely to turn to drugs through boredom, or distress.

Staff training is crucial too. Your teams have to understand drugs, and addiction, so they can make sure prisoners get the right support, and are helped to recover.

Third, prisoners with an addiction need treatment.

There is good evidence to show this reduces reoffending – but we also need to make sure they stay in treatment after release. That groundwork starts in prison.

And fourth – where it’s safe and appropriate – we should be driving more people with a drug problem away from prison and into treatment.

That could include greater use of drug and alcohol treatment requirements attached to community sentences, for example.

There are no easy solutions, but I want to work with you to create a system where people leave custody prepared to lead productive, drug-free lives.

I know there is innovative work going on out there – and I want to explore how we can replicate that work elsewhere.

As I come to a close, let me say again – this is the beginning of a new journey for our prisons.

This Government will rebuild and reform the system.

We’ll accelerate the prison building programme, to make sure we have the cells we need.

We’ll soon publish our ten-year capacity strategy, setting out how we will acquire new land for prisons, and reform the planning process.

And, as you’re aware, we will carry out a review of sentencing – with a focus on how it both protects the public and reduces reoffending.

We’ll soon be in a position to share the terms of reference of that independent review and announce its chair – and I know the PGA will play its full part once it is underway.

As I’ve said, change takes time. It also takes stamina. The last Government hardly led by example – 14 Prison Ministers in as many years isn’t a record to be proud of.

So I can assure you – it’s very much my intention to stay the course.

I want you to judge me on my actions. When I’m back here next year, and the year after that, let’s see where we’ve got to.

I’m fortunate to have started this job with a good working knowledge of prisons, but it’s been humbling to visit some of you recently, and be reminded of the complex and challenging work you do every day.

Thanks to everyone who has taken the time to talk to me so far –

    Aled at Holme House…

    Pete at Five Wells…

    Amy at Downview…

    Andy at Wandsworth…

    Emily at High Down…

    Dan at Preston…

    And many, many more…

I should say that getting out into the estate is another of my top priorities…

So you can tell me straight – what’s really going on in the system, what you’re up against, and how, together, we can make it better.

I hear the last Minister to go to Isle of Wight prison was Anne Widdecombe. So, Dougie, you’ve been forewarned. I’ll be coming down!

Let me finish by saying thank you, again…

To you, to your teams, and every single person who keeps the system running – the teachers, nurses, psychologists, and non-operational staff.

As leaders, your role goes far beyond managing institutions.

    You are protecting communities…

    You are shaping lives…

And ultimately, you are strengthening our society.

    Thank you.

  • MIL-OSI: Beam Global EV ARC™ Systems Continue to Provide Essential Power during Hurricane Helene

    Source: GlobeNewswire (MIL-OSI)

SAN DIEGO, Oct. 08, 2024 (GLOBE NEWSWIRE) — Beam Global (Nasdaq: BEEM), a leading provider of innovative and sustainable infrastructure solutions for the electrification of transportation and energy security, today announced its EV ARC™ systems in the south eastern United States continued to operate during Hurricane Helene. For example, EV ARC™ systems at the Bay Pines Florida Veterans Affairs Health Care in Big Bend, an area located in the direct path of Hurricane Helene, remained operational, sending data and continuing to provide a vital source of emergency power throughout the storm even while submerged in eight feet of storm surge.

Hurricane Helene made a historic landfall in Big Bend, Florida as one of the most powerful storms to hit the state. The Category 4 hurricane brought up to eight-foot storm surges and 140 mph winds, leaving nearly one million Florida residents without power.

Designed to endure extreme weather conditions, Beam Global EV ARC™ charging infrastructure is independently rated to withstand winds of up to 165 mph and can operate effectively in up to 9.5 feet of flooding. These systems come equipped with an optional Emergency Power Panel, which offers 120v and 240v outlets for use by first responders and authorized personnel when utility power is not available. EV ARC™ systems are designated by the federal General Services Administration (GSA) as disaster preparedness response and recovery products due to energy security and resiliency capabilities during grid outages and natural or man-made disasters.

“Hurricane Helene tested our EV ARC product like never before, and it did not disappoint,” said Beam Global CEO Desmond Wheatley. “Even when the systems were buffeted by hurricane winds and submerged in eight feet of water with waves crashing over them, these vital infrastructure products continued to operate. Our customers were able to log in remotely and verify that the systems remained online throughout the storm, providing essential power. Beam Global’s products are becoming more and more relevant as global electricity demand increases and the job of providing it the traditional way becomes more challenging because of natural disasters and capacity constraints.”

Beam Global EV ARC™ products have faced extreme storm conditions before. During last year’s Hurricane Idalia, EV ARC™ systems in Florida, Georgia and the Carolinas continued to provide vital EV charging and emergency power in areas suffering from prolonged grid outages. Beam Global’s government and commercial customers were able to continue to charge their EVs and access the emergency power panels to provide services to the broader community. It can often take days or weeks for utility power to be restored to affected areas. Beam Global’s products provide vital electrical energy during those periods whether they were there and survived the disaster or are delivered and rapidly deployed as a recovery asset post-event.

The frequency and severity of climate disasters in the U.S. continues to significantly increase, with the National Oceanic and Atmospheric Administration (NOAA) reporting a rise in billion-dollar weather and climate disasters from an average of 5.8 events per year in the 1980s to over 22 events annually in recent years. This trend underscores the urgent need for resilient, off-grid infrastructure solutions like EV ARC™ systems that can withstand extreme conditions and support communities during crises.

  • MIL-OSI United Kingdom: Young people to be given a helping hand on the creative industries ladder

    Source: City of Liverpool

Budding young actors, musicians, photographers, fashion designers and film directors from across Liverpool are being invited to sign up to a creative programme that could give them a head-start in their chosen career.

Commissioned by Liverpool City Council’s Culture Liverpool team as part of its Creative Neighbourhoods programme and funded through the UK Shared Prosperity Fund, Future Movement is delivered by leading British dance company Rambert.

The free creative youth programme, aimed at those aged 16-25, is unique because it is co-created with the young people, designed around their career ambitions.

Throughout the 12-week programme, Rambert invites guest artists from a wide range of creative industries to share their skills, experience and career paths with the participants, who will benefit from dedicated sessions focusing on different areas of work such as producing and marketing.

The initiative was piloted in Liverpool last year following its success in London, Rochdale and Mansfield and it gave young people the chance to collaborate with like-minded creatives across the country.

During the programme, the students had the opportunity to work with and be mentored by industry experts including Merseyside born designer Patrick McDowell and film director Dan Löwenstein of House of Create.

The students also collaborated with set and costume designer Olivia Du Monceau to design and make a protest banner. Researching art and activism, the group used different mediums of creativity, such as sewing and drawing to create a joyful banner of self-expression.

The programme culminated in an exhibition of the students’ work at the press night of Peaky Blinders: The Redemption of Thomas Shelby at the Liverpool Empire earlier this month. Here, they not only had the opportunity to showcase their work but also to network with industry insiders including the producers of Peaky Blinders, which was filmed in Liverpool, and the Chief Executive of Arts Council England.

The new term starts on October 8 and the group meet every Tuesday from 6.30pm-8.30pm at Toxteth Library, Windsor St, Liverpool, L8 1XF. Sign-up here.

Liverpool City Council’s Cabinet Member for Health, Wellbeing and Culture, Councillor Harry Doyle said: “Full of BAFTA-winning productions and Oscar-winning talent, Liverpool has a vibrant, fast-growing creative sector, which plays a significant role in contributing to the local economy. So it’s only right that we invest in the next generation of creatives.

“We’ve never been short of pioneers in Liverpool and while the city attracts world-class talent, it’s vital that we invest in home-grown talent and help our young people achieve their potential. Seeing the work that the young people have produced has blown me away – truly inspiring.”

Daniel Fulvio, Deputy Director of Audiences and Rambert’s lead on Future Movement says: “Future Movement is designed to inspire and support anyone who is interested in starting a career in the creative industries. It aims to fuel young minds whilst giving them opportunities to try things out in an environment where they are supported to push themselves to build new skills and explore a range of creative jobs.

“Liverpool is a beacon of creativity in the UK. Not only is it the birthplace of Hollywood stars and award-winning directors and producers but it is the second most filmed UK city outside of London and a UNESCO City of Music. Future Movement is a youth programme that takes young people seriously as the next generation of creatives and where better to nurture talent than here.”

Patrick McDowell, Fashion Designer collaborating with Rambert on Future Movement says: “Working with Future Movement has been enriching and fulfilling on both a creative and a personal level. It has been a joy to have had this opportunity to return to my hometown to work with young people from the area, who have opened my eyes to different ideas.

“Growing up, I was inspired by Liverpool’s style and how powerful and strong clothing seemed to make people feel. My working-class background and queer identity allowed me to see things through a certain lens, working with what I had to create something special. That ethos has remained with me to this day and it has been such a joy to mentor this pioneering project to inspire the next generation of creatives.”

Kieran Gregory, a 19-year-old actor who took part in the pilot said: “Future Movement is boss. I’m an actor but as part of the programme, we designed a costume for one of the Rambert dancers. I’ve had no previous experience of contemporary dance before so it’s great to have new skills to put on my CV. We’re exposed to so many different people, learning about their journeys into the world of creative arts.

“Rambert have been so good at letting us use our brains. We’ve gone to them and said ‘we’ve got this idea, can you make it happen?’ And they’ve said ‘yes, we’ll back you to the hilt.’ Whatever stimulus they give us, we’ll put our Scouse twist on it. I love representing Liverpool because people outside the city don’t properly understand. Over the last couple of years, things like Eurovision have been fantastic for the community so why not showcase it? Rambert and Culture Liverpool have put their faith in us and given us that opportunity and confidence.”

Dmitry Patrushev at the fourth Russian Ecological Forum. With the CEO of the Russian Ecological Operator company Denis Butsaev

Deputy Prime Minister Dmitry Patrushev announced this at the fourth Russian Environmental Forum. The event was attended by representatives of federal authorities and regulatory agencies, industry and public organizations, and the business community.

As noted, a corresponding reform has been implemented in Russia since 2019 to create rational approaches to waste management. With its start, the Russian Environmental Operator (REO) was created for the comprehensive coordination of processes. Over the past five years, it has become the main tool for the development of the industry. Today, the entire waste management cycle is the responsibility of 184 regional operators. About 50 million tons of MSW pass through them annually.

“Over the past period, more than 250 facilities for waste processing, recycling and storage have been built. A significant step was ensuring waste sorting. Since 2019, its volumes have increased almost fivefold. A lot of work was simultaneously carried out in the field of regulatory control. Thus, the concepts of secondary resources and recyclable materials were legislatively established, and requirements for their handling appeared. A new procedure for determining the standards for the accumulation of solid municipal waste was also approved, on which the creation of infrastructure and the calculation of tariffs depend,” the Deputy Prime Minister said.

As noted, since January of this year, changes to the extended producer responsibility mechanism have come into force, which provide for the obligation of packaging manufacturers to dispose of it in full. Also in 2024, a law was adopted to solve the problem of medical waste. The least hazardous categories will be sent for processing and disposal along with other types of MSW, which will reduce the volume of landfill disposal.

At the same time, the Deputy Prime Minister also drew attention to the difficulties that still need to be addressed. “There are still questions about the quality of regional operators’ work. There are problems with financial stability, payment collection, and a shortage of equipment and containers. All of this ultimately leads to the fact that people can still see uncollected garbage in their yards. And no reporting indicators can cover this. There are regions where the reform is clearly stalling. In order to solve this problem, in a command mode at the level of the entire country, we are working together to sort out the situation in the regions,” said Dmitry Patrushev.

The Deputy Prime Minister also recalled that the tasks for further development of the waste management sphere are outlined in the Presidential Decree on National Development Goals. By 2030, it is necessary to ensure complete sorting of MSW, reduce its landfill disposal by half, and involve at least a quarter of the volume in secondary circulation. Taking into account the existing capacities, in order to achieve the designated targets, it is necessary to double waste processing and reduce its disposal to landfills by 30% in six years.

According to the Deputy Prime Minister, the creation of the relevant infrastructure will continue within the framework of the new national project “Environmental Well-Being”. “The events, as you know, are included in the federal project “Closed Cycle Economy”. And I want to emphasize that the initiative should come first and foremost from the regions and businesses. The government, for its part, will help in the implementation of the projects,” said Dmitry Patrushev.

Speaking about government support measures in this area, the Deputy Prime Minister reported that over three years, 15 projects worth almost 40 billion rubles have been financed through the REO alone. In addition, the entities have concluded 65 concession agreements to create solid municipal waste management facilities with an investment volume of over 170 billion rubles.

According to Dmitry Patrushev, the implementation of these support mechanisms will continue. At the same time, it is important that entities, especially those with insufficient reform implementation rates, actively engage in the work and find reliable investors.

  • MIL-OSI Europe: Written question – Cultural protection – E-001789/2024

    Source: European Parliament

    Question for written answer  E-001789/2024
    to the Commission
    Rule 144
    Nicolás González Casares (S&D)

Last July, the Galician regional government approved a draft law on public audiovisual media services in Galicia, which was received with great concern by the Colexio Profesional de Xornalistas de Galicia (Galician association of professional journalists). The latter denounced it as ‘a very worrying step backwards, disrespectful towards the profession of journalism and at odds with the rules set out in the European Media Freedom Act’. The Consello da Cultura Galega (Council for Galician Culture), for its part, has echoed the fear that the preliminary draft law would open the door to the incorporation of Castilian into the regular programming of the Galician Radio and Television Company (CRTVG).

Indeed, the preliminary draft opens up the possibility (Article 7) of introducing content in Castilian in the programming of CRTVG, even though the latter’s principal mandate establishes the obligation to promote the Galician language and culture.

    • 1.Does the Commission consider this change to be in line with the principles of the protection of linguistic and cultural diversity advocated by the EU and enshrined in the European Charter for Regional or Minority Languages?
    • 2.Does it consider that it could weaken the role of CRTVG as a bastion of Galician identity, in a context where Castilian is already fully represented in other media?

    Source: GlobeNewswire (MIL-OSI)

SAN JOSE, Calif., Oct. 08, 2024 (GLOBE NEWSWIRE) — Infinera (NASDAQ: INFN) announced today that Converge ICT Solutions Inc. (PSE: CNVRG), the leading fiber broadband and technology solutions provider in the Philippines, selected Infinera as its submarine line terminal equipment (SLTE) vendor for the fiber pairs over which Converge has been granted an Indefeasible Right of Use (IRU) on the Bifrost Cable System, using Infinera’s industry-leading GX Series Compact Modular Platform and its next-generation high-performance 1.2T ICE7 optical engine.

  • MIL-OSI Economics: Going Above & Beyond: Samsung Care Technicians Celebrate their Rewarding Customer Experiences

    Source: Samsung

When an appliance breaks down, it can throw our daily routines into chaos. Whether it’s a malfunctioning oven that interrupts family dinners, a broken washer or dryer that delays weekend plans, or an inoperable TV right before movie or game night, these inconveniences remind us of the value of fast, reliable, and high-quality service.
To celebrate Customer Service Week (October 7-11, 2024) and this year’s theme, “Above & Beyond,” we’re shining a spotlight on our very own dedicated Samsung Care technicians who go the extra mile to restore normalcy. From innovative digital care solutions to best-in-class training, our Samsung Care pros are committed to providing a customer-first care experience no matter where you live.
Samsung provides 99.9% of the U.S. with convenient Care coverage. With programs like Samsung Beyond Boundaries, customers within a four-hour radius of a Samsung Care Center in various U.S. regions can receive at-home repairs, ensuring that even the most remote customers have access to our top-notch care. Samsung also delivers #1 Quality and Service Coverage in the U.S. for mobile devices,1 providing Galaxy owners access to more than 9,000 Samsung Mobile certified technicians with convenient walk-in, mail-in and We Come to You repair options.
Hear from some of our Samsung Care technicians as they share their rewarding experiences and the impact of delivering exceptional customer care — along with our valued customers’ reviews.

“Technician Scott, knew exactly what he was doing. He had a lot of patience with me and fixed my TV immediately after receiving the appropriate part from the factory. He was very pleasant and polite. I am 80 years old and live alone and am nervous with letting a strange man into my home, but he made me feel very comfortable. Thank you, Scott, you did wonderful job. Now I can enjoy sleeping in my own bed again. I can only go to sleep with the TV on.”
    – Real customer feedback Samsung service technician, Scott
“The tech was fast, friendly, and on the ball. He had my dryer up and running quickly as well as did a full diagnostic on everything else in the unit. Samsung has been a brand I personally trust. Every cell phone I have owned has been a Samsung. I recommend their products and can attest if they go down, they get the tech out as fast as possible to resolve your issue, not many companies care like that.”
    – Real customer feedback Samsung service technician, Lloyd
Introducing the Samsung Care Compliment Program
Samsung has launched the Care Compliment program, making it easier for customers who’ve had a great repair experience to share feedback directly with the service technician who worked on their appliance or mobile device at an authorized service center. This includes repairs performed on appliances or mobile phones using Samsung’s walk-in service or in-home service repair partners.
How it works: After a repair, customers receive a feedback form. If customers indicate they had a positive Care experience, they can leave additional comments that are shared directly with the technician. This program seamlessly integrates technician recognition into our feedback system — and highlights that when customers are empowered to share their positive experiences, they’re more motivated to offer compliments.

    Celebrating Samsung Care Technicians
On October 9th at Samsung 837, our Samsung Care team is excited to host A Night with Mýa. Join us in-person, as our Vice President of Customer Care, Mark Williams, and other team members as they discuss Care Tech and how we extend the life of our customers’ devices. Enjoy fun competitions with our Samsung Certified Technicians, celebrate their achievements, and get an exclusive behind-the-scenes look at how phones are built and repaired. To make the event even more special, we’ll offer on-the-spot phone repairs in-store and the ability to schedule repairs for a time that is convenient for you. It’s a great opportunity to honor the hard work of our technicians and show how we care for your devices.
Underscoring Samsung’s efforts in product quality and service, the company achieved #1 customer satisfaction and #1 overall service quality among 5G mobile devices in the 2024 American Customer Satisfaction Index (ASCI®) Survey. Samsung also secured #1 rankings in TVs for overall customer satisfaction and #1 in home appliance service experience for the second year in row in the ACSI® survey.

  • MIL-OSI: SADA launches Managed SecOps powered by Google Security Operations

    Source: GlobeNewswire (MIL-OSI)

LOS ANGELES, Oct. 08, 2024 (GLOBE NEWSWIRE) — SADA (an Insight company), a leading business and technology consultancy and award-winning Google Cloud Premier Partner across various products and engagement models, announces the launch of its Managed Security Operations (SecOps) services, available Oct. 8, 2024.

This comprehensive offering provides organizations with a fully managed, 24/7 security solution leveraging the power of Google Security Operations (formerly Chronicle). SADA’s Managed SecOps empowers businesses to achieve:

    • Enhanced Threat Detection and Rapid Response: Identify and neutralize threats with Google Cloud’s industry-leading, intelligence-driven, and AI-powered security analytics and automation capabilities.
    • Cost-Effective Security Operations: Reduce the burden on internal resources and eliminate the need for expensive in-house Security Operation Center (SOC) infrastructure.
    • Improved Security Detection: Gain deeper visibility and continuous monitoring across your entire IT environment, from cloud and SaaS to on-premises.

    Addressing the Security Operations Challenge

Today’s organizations grapple with a constant barrage of security data and alerts, often lacking the skills and expertise to manage them effectively. Traditional security information and event management (SIEM) and security orchestration, automation, and response (SOAR) solutions continue to increase in complexity, along with the threats they are trying to defend against. As a result, SOC management is resource-intensive, leaving security teams overwhelmed and unable to maintain 24/7 monitoring.

Building and maintaining an in-house SOC is costly and requires advanced security solutions and analyst resources. There is a growing opportunity for security engineering teams to leverage AI to optimize their operations and tackle the challenges of increasing workloads; however, understanding how to best utilize these tools requires significant investment and technical knowledge.

“The ever-expanding threat landscape requires organizations to adopt advanced security solutions with continuous monitoring and rapid response capabilities,” said Rocky Giglio, Global Director of Security GTM at SADA. “Our Managed SecOps service leverages the power of Google Cloud and its proven ability to handle massive amounts of data and its Security Operations platform, combined with SADA’s global team of experienced security analysts to deliver comprehensive protection and peace of mind to our customers.”

SADA’s Managed SecOps addresses these challenges directly by providing:

    • Top Experts in Google Security Operations:
SADA’s Google Cloud-certified experts leverage the advanced threat detection and automation capabilities of Google Security Operations to deliver comprehensive security monitoring.
    • Continuous Threat Monitoring and Response:
SADA’s security operations center, staffed by highly trained analysts, provides 24/7 monitoring and rapid response to security incidents, including both external and insider threats.
    • Reduced Alert Fatigue:
SADA’s security teams filter out noise and prioritize high-risk threats, enabling customer technical staff to focus on the most critical issues with a high-touch ticket portal providing quick remediation handoff.
    • Improved Threat Investigation:
Leveraging our expertise and Google Cloud’s advanced analytics, SADA can perform threat hunts and investigate complex threats quickly and efficiently, powered by Mandiant Intelligence.
    • Enhanced Security Posture:
SADA’s Managed SecOps helps customers maintain a strong security posture by supporting customers’ regulatory compliance and data security, including receiving an annual Security Assessment to check up on their security configuration across their IT environment.
    • AI Augmentation:
SADA’s Managed Security Team can act quickly and effectively with the help of Google Security Operations’ AI capabilities to build and enhance Security Operation workflows in ways that legacy Managed Security Service Providers cannot, such as rapid, tailored query creation or custom playbook automation development.

  • MIL-OSI: Need for Vehicle Affordability Becoming More Pronounced, According to New CarGurus Report

    Source: GlobeNewswire (MIL-OSI)

Analysis of third quarter trends also highlights hybrid demand overtaking electric vehicles, the ongoing balance between new car inventory and sales, and more

BOSTON, Oct. 08, 2024 (GLOBE NEWSWIRE) — CarGurus, Inc. (Nasdaq: CARG), the No. 1 visited digital auto platform for shopping, buying, and selling new and used vehicles1, today released its Quarterly Review for Q3 2024, identifying areas of opportunity as the consumer need for affordability becomes more pronounced.

“As we near the end of 2024, it’s clear that consumers are speaking loudly with their wallets. After years of post-pandemic revenge spending, consumers are becoming more prudent as they face economic uncertainty, still-high interest rates, and vehicle prices that remain elevated,” said Kevin Roberts, Director of Economic and Market Intelligence at CarGurus. “As a result, we’re seeing concentrated demand for more affordable cars, with sales of certain price segments—$20,000 to $30,000 for new and $15,000 to $20,000 for used—accounting for the greatest share of annual sales growth, 43% and 59% respectively.”

According to CarGurus data, the shift is especially pronounced in the used market, with vehicles $30,000 and under driving year-over-year sales growth, while cars over $30,000 declined. Further reflecting this trend, used cars over $35,000 are remaining on dealer lots longer compared to more affordable options.

Additional highlights from the report include:

    • Hybrids are having the year many expected for electric vehicles (EVs): There were big expectations for EV demand in 2024, but hybrids have taken the spotlight with more affordable pricing and fewer concerns around range and charging. Year-to-date, new hybrids accounted for nearly 11% of total retail sales, while EVs were 4% (excluding direct-to-consumer sales volumes). New hybrid retail sales volumes are up nearly 44% year-over-year.
    • New car inventory working to find equilibrium with demand: As automakers try to balance new inventory with demand, a larger share of aging new cars remain on dealer lots. At the end of September, about 58,000 new listings nationwide were two years or older (a nearly 58% increase compared to pre-Covid averages). With 2025 models rolling onto lots, the surplus of these new, but slightly older, models could present an opportunity for price-conscious shoppers.
    • The upcoming election could impact new and used sales demand: In analyzing vehicle sales from 2002 onward—and comparing the seasonality of non-presidential election years to presidential election years—presidential election years tend to see a decline in sales demand in August, October, and November before rebounding at year-end.
    • Immediate impact of interest rate cuts might be muted: While interest rate reductions are a welcome update, the September cuts will do little to improve near-term affordability concerns. Because auto rates tend to follow two- and five-year treasury rates as opposed to the short-term Federal Funds Rate, consumers will not immediately see significant declines. Additionally, with auto loan delinquencies rising, financial institutions may be more hesitant to lend credit or quickly lower rates.

To read about these trends and more, the complete Quarterly Review for Q3 2024 is available here.
