    North Carolinians May Be Eligible for Transitional Sheltering in Hotels

    ATLANTA – FEMA has activated Transitional Sheltering Assistance (TSA) for North Carolinians displaced by Tropical Storm Helene in Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mitchell, Polk, Rutherford, Transylvania, Watauga, Wilkes and Yancey counties and for the Eastern Band of Cherokee Indians.

    Residents in these counties who have applied for disaster assistance may be eligible to stay temporarily in a hotel or motel paid for by FEMA while they work on their long-term housing plan. People do not need to request this assistance. FEMA will notify them of their eligibility through an automated phone call, text message, and/or email, depending upon the method of communication they selected at the time of application for disaster assistance.

    Individuals and households may be eligible if they cannot return to their disaster-damaged home and their housing needs cannot be met by insurance, shelters or rental assistance provided by FEMA or another agency.

    Under the TSA program, FEMA pays the cost of room, taxes and non-refundable pet fees directly to participating hotels and motels. Pet fees will only be paid up to the approved limit of assistance for individual rooms. Survivors are responsible for all other costs, including laundry, restaurant/room service, parking, telephone, or movie rental. 

    Eligible survivors may stay in participating TSA hotels in Georgia, Kentucky, North Carolina, South Carolina, Tennessee, Virginia and West Virginia. To locate participating hotels, visit femaemergencyhotels.com/ and enter your FEMA registration number, obtained when you applied for FEMA assistance.  

    An initial eligibility review will be conducted 60-days after the check-in date. When eligibility ends, survivors will be notified by FEMA seven days prior to checkout date.

    TSA participants may also be eligible for other federal financial help, including Displacement Assistance, Rental Assistance, Home Repair Assistance and other aspects of the Individual Assistance program.

  • MIL-OSI Australia: A-League Central Coast Mariners take a stand against betting advertising

    Fans of the Central Coast Mariners FC will continue to enjoy A-League games with less sports betting advertising thanks to a new Reclaim the Game partnership with GambleAware.

    Under the new partnership, the Club will turn down sports betting sponsorships and eliminate sports betting advertising at their home games across both the men’s and women’s A-League teams.

    The Mariners will also work to educate fans, players and staff about the risks and harms which can arise from gambling.

    Reclaim the Game launched in 2020 and has grown to include 19 teams across six codes in NSW. It has reached millions of sports fans, both on TV and in stadiums.

    The Mariners, who continue to grow in popularity, particularly off their back-to-back men’s A-League titles over the past two seasons, are the first Central Coast sporting club to sign on for this awareness initiative.

    The Central Coast has a high rate of gambling participation and Reclaim the Game will remind fans that they can enjoy watching their team without spending their hard-earned money on betting.

    A recent survey conducted by Reclaim the Game suggests that Mariners’ fans are on board with the new partnership. In the survey, 85% of fans agreed that there is too much gambling advertising.

    As well as the new Mariners’ partnership, GambleAware has extended its partnerships with the Western Sydney Wanderers, and Cricket NSW which includes Sydney Sixers and Sydney Thunder.

  • MIL-OSI USA: An outdated San Francisco DMV will soon become a site for over 370 new homes

    What you need to know: Governor Newsom today announced a new project in San Francisco that will transform a dated Department of Motor Vehicles building into a mixed use building with a modern DMV office paired with 372 new homes, including homes dedicated to low-income families. The site was identified as part of the Governor’s executive order directing agencies to identify state properties that could be used to create affordable housing for Californians.  

    SAN FRANCISCO – Continuing California’s commitment to build more affordable housing across the state, Governor Gavin Newsom today announced the redevelopment of an existing San Francisco DMV Field Office site into a multi-use transit-friendly complex with affordable housing and a new DMV Field Office. The current DMV site was constructed in 1960 and does not comply with updated health and safety code specifications, nor does it meet DMV requirements.

    After this transformation, the complex is expected to include approximately 372 homes with a range of affordability levels located in the city center near amenities and transportation.

    “We will continue to use all our tools to create more affordable housing throughout California — including by converting underutilized state property into homes. I’m particularly proud of this site for bringing affordable housing to the heart of San Francisco in a diverse and thriving neighborhood.”

    Located at the DMV’s San Francisco Field Office located on 1377 Fell Street, this project will serve as a model for future conversions across the state.

    The state-owned property is centrally located between the Lower Haight, NoPa, Buena Vista, and Alamo Square neighborhoods, and in proximity to a mixture of residential, entertainment, and visitor-serving amenities including the Haight-Ashbury and Divisadero retail districts. The site is in an EPA-designated Highly Walkable area and within half a mile of a Major Transit Stop. 

    “This first of its kind project, combining housing with a new DMV Field Office, represents a significant step forward in the state’s efforts to reimagine spaces for affordable housing,” said DGS Director Ana M. Lasso. “DGS is pleased to take part in this mixed-use development project that will deliver a modern new DMV office while providing hundreds of affordable housing units to support San Franciscans.”

    The Department of General Services (DGS), Department of Housing and Community Development (HCD), and Department of Motor Vehicles (DMV) have selected The Related Companies of California and Tenderloin Neighborhood Development Corporation to lead redevelopment.

    “This is a unique opportunity to transform and modernize a public-facing government facility while adding new, permanent affordable housing in a region with critical need,” said HCD Director Gustavo Velasquez. “I am hopeful this project can inform similar out-of-the-box thinking for communities statewide on how we can maximize use of public land for the benefit of the people.”

    How we got here

    In 2019, Governor Newsom issued an executive order calling on HCD and DGS to address the state’s affordable housing crisis by identifying underutilized state-owned sites for the development of affordable housing, taking into account factors such as proximity to job centers, amenities, and public transit.

     Creating affordable housing for all Californians 

    • Since taking office, Governor Newsom has invested $40 billion in housing production and enacted dozens of CEQA reforms into law. The state has also invested more than $27 billion to help communities address homelessness.
    • In July 2024, Governor Newsom issued an executive order to support efforts to transform undeveloped and underutilized infill sites and buildings into housing. This order helps communities build thriving downtown cores and new housing near transportation hubs and job centers — creating more housing options for Californians while further aligning the state’s housing and climate goals.

    In addition, Governor Newsom championed the creation of the Housing Accountability Unit at HCD to ensure cities and counties fulfill their legal responsibilities to plan and permit their fair share of housing.

  • MIL-Evening Report: Down and under pressure: US and UK artists are taking over Australian charts, leaving local talent behind

    Missy Higgins’ recent ARIA number-one album, The Second Act, represents an increasingly rare sighting: an Australian artist at the top of an Australian chart.

    My recently published analysis of Australia’s best-selling singles and albums from 2000 to 2023 shows a significant decline in the representation of artists from Australia and non-English-speaking countries.

    The findings suggest music streaming in Australia – together with algorithmic recommendation – is creating a monoculture dominated by artists from the United States and United Kingdom. This could spell bad news for our music industry if things don’t change.

    Who dominates Australian charts?

    In 2023, Australia’s recorded music industry was worth about A$676 million, up 10.9% year on year.

    Building a strong local music industry is important, not only to support diverse cultural expression, but also to create jobs and boost Australia’s reputation on a global stage.

    When Australian artists succeed, this attracts global investment, which in turn stimulates all aspects of the local music industry. Conversely, a weak music economy can lead to global disinvestment, thereby disadvantaging local companies, artists and consumers.

    My research shows how the rise of music streaming – which became the dominant format for Australian recorded music sales in 2017 – has had a noticeable impact on the diversity of artists represented in the ARIA top 100 single and album charts.

    In the year 2000, the top 100 singles chart featured hits from 14 different countries. By contrast, only seven countries were represented in 2023.

    The percentage of Australian and New Zealand artists in the top 100 single charts declined from an average of 16% in 2000–16 to around 10% in 2017–23, and just 2.5% in 2023.

    Album share also declined from an average of 29% in 2000–16 to 18% in 2017–23, and 4% in 2023.

    Similarly, the proportion of artists from outside the Anglo bloc of North America, the UK and Australia/New Zealand declined from an average of 11.1% in 2000–16 to 7.3% in 2017–23 – while album share declined from 5% in 2000–16 to 2.3% in 2017–23.

    My study also found representation of Indigenous artists remained low, but stable, over the period studied – and in line with population ratios.

    Concetration of power

    The findings suggest the decline in Australian and non-Anglo representation in the ARIA top 100 charts is linked.

    Some economists and academics have argued easier access to independent music and global distribution via streaming will lead to greater diversity in music. But this hasn’t been the case in Australia, at least as far as chart-topping artists are concerned.

    The global recorded music industry has consolidated in recent years. In the early 2000s there were five major music labels. Currently there are just three: Universal, Sony and Warner.

    Last year, these three labels were responsible for more than 95% of the Australian top 100 single and album charts. Meanwhile, Spotify, Apple Music and YouTube make up an estimated 97% of the Australian streaming market.

    These concentrations of power allow a handful of record labels and distributors to have a disproportionate influence over music design, production, distribution and governance – thereby limiting opportunities for diversity.

    The need for new policy

    My findings align with European research that found markets with a strong cultural differentiator of language are showing increased national diversity with streaming.

    However, countries without a distinctive language are being increasingly dominated by global music production. In Australia’s case, we’re becoming reliant on the star-making machinery of the US.

    Recently, Australia’s live music crisis came under scrutiny at a federal government inquiry, which highlighted the significant power imbalance between artists and multinational promoters.

    As I and many others have suggested, targeted cultural policies are necessary to combat our highly concentrated and US-dependent market.

    Relying on labels and streaming platforms will do little to preserve and promote our nation’s unique musical and cultural identity.

  • MIL-OSI Security: U.S. Navy Unit in Singapore Recognizes Guyana, Brooklyn Native as Top Sailor

    Once a young boy from Brooklyn, petty officer first class Jamal Thompson’s journey began with the dreams of his Guyanese parents who sought freedom, democracy, and prosperity in New York City. As he grew up, he found solace in the cheers for the New York Yankees and the rhythm of music from Nas. Venturing south to Gordon State College in Barnesville, Georgia, he not only found love in meeting his future spouse, but also discovered his calling by joining the U.S. Navy. Fast forward seven years, Brooklyn’s finest, Thompson, stood tall as he was honored with the prestigious title of the 2023 U.S. Navy Sailor of the Year (S.O.Y.) for Commander, Logistics Group Western Pacific/Task Force 73 (COMLOG WESTPAC/CTF-73) in Singapore. Equipped with a no-nonsense New York state of mind, Thompson was unanimously recognized as S.O.Y. by senior leaders for operating as a personified Swiss Army knife, successfully balancing five jobs simultaneously in a single calendar year.
    “I’m honored to be the CTF-73 Sailor of the Year, yet, I take more pride in serving and caring for my Sailors,” said Thompson. “Whether it is ensuring their award recognition or helping them achieve their goals, I’m there to serve and support. Whether their ambitions are to be a chief petty officer, a commissioned officer, or to transition to the corporate world, I take pride in helping junior personnel reach their professional goals, whether in the Navy or after.”
    Thompson practices what he preaches, as in 2023, he operated as second in command for CTF-73’s human resources (admin) department, where he approved hundreds of urgent travel claims for personnel. He also served as a victim’s advocate for the command’s Sexual Assault Prevention and Response (SAPR) program while operating as the then-elected president of the non-profit first class petty officer association (FCPOA). Thompson continued setting the example by also leading weekly early morning group fitness sessions for fellow Sailors and Marines through a program called Sailor 360, and stood over 100 hours of security watch — often on nights and weekends.
    “Sailor 360 coordinator is my favorite collateral duty because I can impact the entire command with just 30 minutes of morning fitness,” said Thompson. “It’s a great way to let our hair down because of the physicality of the workouts before we all start the workday. I never waste anyone’s time because I truly enjoy helping co-workers improve themselves physically, mentally, and spiritually.”
    The six-foot four Brooklynite who grew up in a predominantly Caribbean-cultured household, credits his unmatched work ethic to his upbringing and “humble beginnings, where I saw a lot of people financially struggle,” he said.
    According to the American Forces Network (AFN), Thompson is among the approximately 19 percent of Hispanic Americans currently serving in the Armed Forces today. Cuban-born Secretary of the Navy Carlos Del Toro echoed this year’s theme, ‘Pioneers of Change: Shaping the Future Together’, when he said, “Hispanic Americans have had a profound and positive influence on our country. As we discover more of these stories and honor their ultimate impact, we enrich our understanding and strengthen our collective identity.”
    Thompson identifies as Guyanese-American or Afro-Latino, with his collective South American, Caribbean, and North American identities making him the man he is today. A man whose profound influence is strengthening the U.S. Navy by investing in his fellow Sailors in Southeast Asia.
    When Thompson isn’t juggling multiple roles, he says he likes to enjoy the sights and tastes of Singapore with his spouse and young children because “it reminds me of home with the train system and the melting pot of different cultures. You can walk the streets of downtown and hear countless different languages: Malay, Mandarin, Tamil, French, Japanese, or English. Singapore feels a lot like New York.” Thompson says he also enjoys the Lion City’s spicy Indian cuisine as it “reminds me of the food I ate growing up like Roti and Chicken Curry,” he said.
    While Thompson is more than 15,000 kilometers from the Big Apple and over 17,000 kilometers from South America, he says childhood lessons from his heritage are always with him, regardless of his geographic location. Thompson says he was taught, “Haz con los demás, lo que te gustaría que te hicieran a ti, or in other words, ’Just pay it forward.’ We don’t need to backstab or belittle to get ahead in the workplace. If you continue to work hard to the best of your ability, everything will work itself out.”
    Thompson is living proof of how the U.S. Navy is strengthened by the diversity and inclusion of our people from the rich tapestry of the United States. Thompson plans to continue his humble servant-style leadership at his forthcoming duty station in Spain where he aspires to promote to the rank of chief petty officer.

    As a member of the group tasked with organizing our campaign to investigate the Gediz Vallis channel and deposit (informally known as the Channel Surfers), I was a little sad this morning to see that our drive had successfully taken us out of the channel, back onto the magnesium sulfate-bearing unit, into which the channel is incised. Our long-anticipated investigation of the channel has proven fruitful: Curiosity made the first definitive detection of elemental sulfur on Mars, and we have examined a variety of intriguing lithologies and relationships within the deposit over the last 4.5 months. It has been an exciting time, and I have particularly enjoyed riding this wave with my fellow Channel Surfers — a great team! Now to make sense of all the fantastic data we have collected.

    We are not completely done looking at the channel and deposits though. We will be driving parallel to the western margin for a while to facilitate comparisons with what we observed from the east. Tosol we will image two areas of interest within the Gediz Vallis channel from our current vantage point with Mastcam and ChemCam long-distance RMI. But back to the sulfate unit — the team planned a number of activities to document the return to the sulfate unit. These include APXS and MAHLI of the nodular bedrock immediately in front of the rover (“Sub Dome”), ChemCam LIBS and Mastcam of another bedrock block (“Vert Lost Grove”), and Mastcam of the resistant bedrock ridge immediately adjacent to the Gediz Vallis channel (“Muah Mountain”).

    Once the drive of about 25 meters (about 82 feet) hopefully executes successfully, Curiosity will look down and image the terrain between her front wheels with MARDI, acquire ChemCam LIBS on an autonomously selected target in the workspace, and then perform a series of atmospheric and environmental observations. These include a Mastcam tau to measure dust in the atmosphere, Navcam dust devil and suprahorizon movies, and a Navcam line-of-sight observation. The plan is rounded out with DAN, RAD, and REMS activities.

    Bespoke AI Heat Pump Combo seamlessly integrates a washer and dryer into a single unit while performing as effectively as two separate machines by utilising Samsung’s BubbleWash and Heatpump Drying Technology. It can provide an efficient and space-saving laundry solution.

    First, as it combines two machines into one, it eliminates the hassle for customers to move the laundry after washing. Users that wait for their laundry cycles to finish to immediately move it to the dryer to prevent odours, are allowed more flexible use of their time. Users can also save their valuable space, enabling users to take advantage of the freed-up space for their interior needs while enjoying benefits of a washer and a dryer at the same time.

    Moreover, the Bespoke AI Heat Pump Combo provides the large capacity of 18kg of washing and 10kg of drying, which makes better use of advantages of an All-in-One design. This advanced system uses a range of sensors to optimise both washing and drying for each load, freeing users from having to contemplate over the optimal settings for each cycle. Upon sensing the weight of the laundry, it accurately dispenses the right amount of water and detergent. It also detects the fabric and monitors the level of soiling during the cycle, and adjusts washing time and detergent use accordingly. After the wash cycle, the technology customises the drying process based on the weight and fabric,[3] ensuring excellent cleaning and drying results.     Internationally known kung fu megastar Jackie Chan stars in a new comedy-action film featuring China’s treasured giant panda while advocating for the beloved species.

    The new film “Panda Plan,” directed by Zhang Luan, stars Chan as himself alongside actors Wei Xiang, Shi Ce, Andy Friend and Temur Mamisashvili. The story follows Chan as he’s invited to adopt a panda cub at an island wildlife zoo, only to discover a Middle Eastern tycoon has hired mercenaries to kidnap the bear for a $100 million bounty. Chan enlists his agent and the cub’s caretaker in an outrageous adventure to outsmart the villains.

    Chan has long been passionate about giant pandas, often carrying panda plush toys at events, including the Oscars red carpet. Since 2009, he’s served as a panda ambassador for the Chengdu Giant Panda Research and Breeding Base, adopting two pandas and advocating for their protection. He was also previously associated with pandas in Hollywood’s iconic franchise “Kung Fu Panda,” where he voiced the character Monkey in the first three installments. However, he had long hoped to be involved in a Chinese panda film but didn’t know where to start until this project emerged.

    Initially, Chan refused the role. “The director asked me to play myself in the film. I don’t want to be myself in a film; I want to be somebody, a character, not me,” Chan revealed at a premiere held in Beijing on Sept. 28. However, after reading the script, he agreed, understanding it as family entertainment with interesting ideas.

    “And also, now I do movies with purpose,” Chan said. “I want to make this film to promote this animal, our national treasure, and the culture associated with it. I want more children around the world to know about pandas and discover their cuteness. If you look at it, the giant panda is very Chinese, representing love and peace. This is what the world needs right now.”

    Chan is known for action comedies like “Project A” (1983), its sequel “Project A II” (1987) and “Rob-B-Hood” (2006). “Panda Plan,” initially titled “Project P,” returns to Chan’s classic kung fu comedy roots with nostalgic stunts and hilarious actions. No real pandas were harmed during filming; the panda cub was created using CGI.

    Playing himself at 70, Chan delivers a heartfelt line in “Panda Plan.”

    “When I was young on set, as soon as I heard the word ‘Action!’ I felt an inexplicable excitement and endless energy throughout my body,” he says in the film. “Later, this ‘Action!’ became my signature, my rallying call, my starting gun. Before I heard ‘Action!’, I was just like you — afraid, feeling pain, and tired. But as soon as I heard ‘Action!’, I became that invincible hero who could conquer the heavens and the earth. Wow, just like that, decades have passed, like a dream. What should I do when I wake up from the dream? I’d just turn over and continue dreaming.”

    Protests across the country this weekend will mark the 12-month anniversary of Israel’s genocide in Gaza. 

     

    “We are incredibly proud of New Zealanders who have come out week after week for 12 months to stand with Palestine” says PSNA National Chair John Minto. “As far as we are aware this long-term pattern of solidarity has no precedent in New Zealand’s past”

     

    “The protests have shown the absolute best of kiwi humanity”

     

    “Meanwhile the Luxon government has been shameful and cowardly” says Minto. “It is blindly following the US lead and condemning every act of Palestinian resistance while refusing to utter a single word of condemnation of the rogue state of Israel which has been actively inciting a wider war in the Middle East.”

     

    Israel is dangerous. It is out of control and armed to the teeth by western countries – almost certainly including New Zealand through Auckland’s Rakon Limited.

     

    We are aware of threats by the pro-Israel fringe to disrupt Palestine solidarity action this weekend but we will not be deterred. We have written to the police in the expectation they will deal with anyone making threats against the movement which has a 12-month record of peaceful protest and relentless solidarity with Palestine.

     

    We will be exercising out rights to protest under the Bill of Rights Act and expect the police to take appropriate action to protect those rights.

     

    The demands from the marchers will be for accountability for Israel in line with international law and the rulings of the International Court of Justice which just this year has ruled Israel must

     

    • stop any acts of genocide
    • withdraw its troops from Gaza
    • end its unlawful occupation of the Occupied Palestinian Territories

          The 4th Guangdong-Hong Kong-Macao Greater Bay Area Culture and Arts Festival is presenting the “POP KONG” concert on October 31 and November 1 (Thursday and Friday) to showcase the talents and creativity of young artists from both Hong Kong and the Mainland, injecting fresh impetus into the music scenes of the region.      The concert is presented by the Leisure and Cultural Services Department and AC Orange Co Ltd. Emerging singer-songwriters Monkey Sit, Zino Chan and a Bu from Hong Kong, along with Haibhue and Cantopop band Mover from the Mainland, will share the stage to perform their original compositions and popular hits. Celebrated singer-songwriter Phil Lam will also appear as a special guest, fully showing the charm of original Chinese pop music.      The three up-and-coming artists mentioned above were all participants of the “My Main Stage” music production pilot programme founded by veteran music producer Chiu Tsang-hei. Their works have been released on major streaming platforms. Monkey, also an illustrator, started off as a street performer before taking the stage at Freespace Happening, Lau Bak Livehouse, Lost Star, Hong Kong Museum of Art, Hong Kong Pop Culture Festival, and more. Zino executive-produced radio programme “Lemonaid” in 2018, and reinvented Sally Yeh’s famous tune “Friends or Lovers” for her performance at Hunan Satellite TV’s “Endless Melody” programme in 2022. Last but not least, a Bu composed the theme song for his graduation project at the Hong Kong Baptist University’s Academy of Film in 2022, and went on to compose competition background music for the Hong Kong Wushu Team.      Haibhue, a singer-songwriter from the Mainland, is skilled at blending nursery rhymes with modern music. Her music evokes tales of olden times, always offering a sense of calm. Mover, a six-member original band, chiefly creates music in Cantonese. Their music spans a wide spectrum from pop rock and shoegaze to alternative rock and pop punk.       The 4th Guangdong-Hong Kong-Macao Greater Bay Area Culture and Arts Festival (the Festival) will roll out a wide variety of fabulous programmes in the “9+2” cities of the Greater Bay Area from October 19 to November 24. An enthusiastic public response caused tickets for the Opening Programme “Sound River” to be sold out earlier, while tickets for the Dance Drama “Wing Chun” Special Edition by Shenzhen Opera and Dance Theatre are also in high demand. The Leisure and Cultural Services Department has announced that additional tickets and performances will be arranged respectively for the two programmes for the enjoyment of local audiences and tourists. The tickets will be available for sale from October 9 (Wednesday) onwards.
     
      The Festival is presented by the Ministry of Culture and Tourism, the Government of the Hong Kong Special Administrative Region, the People’s Government of Guangdong Province and the Government of the Macao Special Administrative Region.     Shell plc Announces Final Results of Exchange Offers

    Shell plc (“Shell”) (LSE: SHEL) (NYSE: SHEL) (EAX: SHELL) today announced the final results of its previously announced offers to exchange (the “Exchange Offers” and each, an “Exchange Offer”) up to a maximum aggregate principal amount of $12 billion (the “Maximum Amount”) of any and all validly tendered (and not validly withdrawn) and accepted notes of twelve series issued by Shell International Finance B.V. (“Shell International Finance” and such notes, the “Old Notes”) for a combination of cash and a corresponding series of new notes to be issued by Shell Finance US Inc. (“Shell Finance US”) and fully and unconditionally guaranteed by Shell plc (the “New Notes”). A Registration Statement on Form F-4 (File Nos. 333-281941 and 333-281941-01) (the “Registration Statement”), including a prospectus, dated September 19, 2024 (the “Prospectus”), relating to the issuance of the New Notes was filed with the Securities and Exchange Commission (the “SEC”) and was declared effective by the SEC on September 30, 2024.

    As announced on September 5, 2024, Shell is conducting the Exchange Offers to migrate the existing Old Notes from Shell International Finance B.V. to Shell Finance US Inc. in order to optimize the Shell Group’s capital structure and align indebtedness with its U.S. business.

    The total aggregate principal amount of Old Notes that were validly tendered (and not validly withdrawn) and accepted for exchange in the Exchange Offers was $11,462,980,000.   The aggregate principal amount of each series of Old Notes that was accepted for exchange was based on the order of acceptance priority for such series as set forth in the table below (the “Acceptance Priority Levels”), with Acceptance Priority Level 1 being the highest and Acceptance Priority Level 12 being the lowest, subject to the applicable Minimum Size Condition and the Maximum Amount Condition (each as described in the Prospectus). Because the total aggregate principal amount of Old Notes that were validly tendered (and not validly withdrawn) as of 5:00 p.m., New York City time, on October 3, 2024 (the “Expiration Time”) exceeded the Maximum Amount, we did not accept for exchange all such Old Notes and only accepted for exchange those Old Notes as set forth in the table below under the heading “Aggregate Principal Amount Accepted.” All Old Notes validly tendered (and not validly withdrawn) as of the Expiration Time in Acceptance Priority Levels 1 through 8 satisfied the applicable Minimum Size Condition and the Maximum Amount Condition and were accepted for exchange. No Old Notes tendered in Acceptance Priority Levels 9 through 12 were accepted for exchange.

    The following table, based on information provided by D.F. King & Co.     Government has extended its condolences to the family, friends, and fans of Siphiwe Sibisi, affectionately known as General GTZ, who passed away at the weekend.

    Sibisi was a beloved figure in the music industry, widely recognised for his role in the iconic kwaito group Chiskop. 
    He passed away on Sunday after a long battle with cancer.

    “As a country, we sadly mourn the loss of Siphiwe Sibisi, a talented artist whose work will forever be remembered. His contribution to the music industry is immeasurable, and we send our deepest sympathies to his family and loved ones during this time of grief. May his soul rest in peace,” Government Communication and Information System (GCIS) Acting Director-General, Nomonde Mnukwa, said.

    Formed in 1998, Chiskop featured Sibisi alongside the late Mduduzi Tshabalala (Mandoza), Sizwe Motaung (Lollipop) and Sibusiso Thanjekwayo (SB Bless).

    The group played a pivotal role in shaping South Africa’s music, culture, and entertainment industry through their dynamic contribution to the kwaito genre. 

    Their music became a cultural force, resonating with millions and leaving a lasting legacy that transcended generations.

  • MIL-OSI Russia: “I dream that all universities in Russia would have the same conditions for scientists as HSE”

    Anastasia Sherubneva studies spatial economics and is writing a dissertation on the crises of 2020 and 2022. In an interview with the Young Scientists of HSE project, she spoke about the influence of agglomeration effects on enterprises, the Novosibirsk Akademgorodok, and a meeting with Nobel laureate Paul Krugman in Portugal.

    How I got started in science

    Since childhood, I liked creativity. I always came up with something new, tried to find non-standard solutions to problems. In the 10th grade, I took a six-month course in economics, and I liked that real processes are described by clear mathematical models.

    After school, I entered NSU to major in business informatics, where they study, on the one hand, economics, and on the other, programming. My favorite course in the first year of study was microeconomics. Our seminars on it were taught by Elizaveta Andreyevna Gaivoronskaya. She was then about the same age as I am now, and was passionate about science. She explained things in an interesting way, and I inherited her desire to do economic research.

    From my first year, I started thinking about how I could apply what we were taught in lectures and seminars, what I would do after graduating. I started planning a scientific career.

    NSU is located in Akademgorodok, where several dozen research institutes are located. In my third year, I was invited to work in the Department of Territorial Systems of the Institute of Economics and Industrial Engineering of the Siberian Branch of the Russian Academy of Sciences. I began to study regional economics under the supervision of Evgeniya Anatolyevna Kolomak. At the same time, my programming skills helped me work with real data. The institute had a great team, the seniors always supported the juniors. There was a Council of Young Scientists, we came up with activities, organized conferences, and could just go for a walk together.

    After working there for two years, I entered the Higher School of Economics and got into a single track “master’s degree – postgraduate study”. My academic supervisor was Olga Anatolyevna DemidovaShe works in spatial econometrics, and our research interests coincided.

    When I was in my second year of master’s degree, Olga Anatolyevna created the Scientific and Educational Laboratory of Spatial-Econometric Modeling of Socioeconomic Processes in Russia. I ended up in this laboratory. Now I am a postgraduate student, working under the supervision of Olga Anatolyevna on my PhD dissertation. Here, too, a wonderful scientific team has formed, and I am very glad that I went into science.

    What I am researching

    My area of research is spatial economics. Globally, this section of economics studies how the economic position of an entity depends on its geographical location.

    In my dissertation, I study the impact of macroeconomic shocks on the performance of Russian enterprises using the 2020 and 2022 crises as examples. I examine whether the impact of these shocks differed across enterprises located in different locations, both in different regions and within one, for example, in the capital and on the periphery.

    And while many researchers conduct interregional comparisons, few study spatial differences at the intraregional level. This is the main novelty of my research.

    I am currently finishing my research on the 2020 crisis and will be working on the 2022 crisis in graduate school.

    What business data do I use?

    I work with micro data, and I have the ability to build models at the enterprise level. I am currently using data from the SPARK database: financial statements of enterprises, their geographic location, individual characteristics.

    What I wanted to know

    I asked the question this way: how did the influence of various factors, in particular geographic location, on the efficiency of enterprises change during the crises of 2020 and 2022?

    Existing studies have shown that the differentiation of the COVID-19 crisis was mainly not regional, but sectoral. The sectors that suffered were those related to offline interaction: tourism, transport, hotels, and catering. This primarily concerned the regions where they are more represented. Another important factor was the state of medicine. In poor regions, quarantine measures were stricter because the medical system could not cope, and the economy began to decline. And regions where digitalization is developed, everyone has smartphones, experience using deliveries, good healthcare, survived the crisis easier.

    However, within a region, the effects of crises can also vary, and this is precisely the aspect I am exploring.

    My conclusions

    I studied how the financial performance of enterprises depends on similar performance of neighboring enterprises. Let’s say there is an enterprise, its neighbor has gone bad, the company closes or goes into the red. What happens to it? It is assumed that nearby enterprises interact with each other. I came to the conclusion that before the 2020 crisis, the financial condition of the enterprise had a positive impact on neighboring ones and during the crisis too, but this impact became weaker. The explanation here is obvious: offline interaction decreased during the pandemic, and this was confirmed by microdata using mathematical methods.

    Another interesting result describes the influence of agglomeration effects on the performance of enterprises depending on their location – in the city center, where there are many other enterprises and a high population density, or on the outskirts, where there is nothing.

    In general, agglomeration effects are beneficial for enterprises in Russia. But if we approach large agglomerations such as Moscow, St. Petersburg, Kazan, the influence of agglomeration effects becomes negative. This is true both during and outside of a crisis. Big city effects (traffic jams, inflated prices, etc.) hinder the work of enterprises. These results indicate that large Russian agglomerations are heavily overloaded.

    What I am proud of

    In July, I published my independent article in the American journal Regional Science Policy

    I recently attended a conference of the European Regional Science Association in Portugal and gave a talk there. I mentioned that I used the HSE supercomputer in my research. And the discussant in my section said that it was great that I was able to use the supercomputer for such purposes and get new results.

    What is the HSE supercomputer?

    A supercomputer is a system of clusters between which computational processes can be distributed. It has a huge operational memory, which is measured in terabytes, and if calculations are parallelized between cores, it is possible to make cumbersome calculations.

    Using the HSE supercomputer allowed me to work with data from enterprises all over Russia, my sample included 300 thousand enterprises. I used a geographically weighted regression model, and for this you need to calculate pairwise distances between all enterprises, which requires enormous computing power.

    What I dream about

    I want to conduct a study on how enterprises in different industries influence each other geographically. For example, if a cinema and a cafe are located nearby, then most likely they will influence each other positively. But if it is a chemical plant and an eco-farm, it is clear that the mutual influence will be negative. This study requires certain data that is not yet available.

    For me, science is a way to learn something globally new and share it with others, to understand how this result relates to the results of other studies.

    I dream that all universities and research institutes in Russia would have the same comfortable conditions for scientists as HSE. If we talk about young scientists, there is a single track “Master’s degree – postgraduate study” with a large stipend. Postgraduate students are not forced, as happens in other organizations, to look for part-time jobs and can focus on writing a dissertation. HSE offers bonuses for publications, and there is an additional incentive to publish in high-level journals. Here, scientists receive a decent salary and are motivated to work for the benefit of science.

    If I hadn’t become a scientist

    I would become a human rights activist because justice has always been the highest value for me. Even at school I was interested in law, in any unclear situation I read the laws and in the 11th grade I became a prize winner of the regional stage of the All-Russian School Olympiad.

    Which scientist would I like to meet?

    If we talk about living scientists, it is Paul Krugman, the 2008 Nobel laureate in economics. He also studies regional economics, we are in the same field. I like his concept of new economic geography – it is a pool of theoretical models that explains the emergence of agglomerations from an economic point of view. This year at the congress in Portugal I met him, I even have a photo with Paul.

    If we talk about those who are no longer alive, it would be Marie Sklodowska-Curie. A great scientist, the first woman to win the Nobel Prize, the first person to have two Nobel Prizes, and the only one to have these prizes in different sciences.

    I admire her for being so enthusiastic about her work, for overcoming obstacles all her life for the sake of science. The University of Warsaw in her native Poland did not accept women at the time, so she went to study in Paris. She was not accepted as a teacher or in a laboratory simply because she was a woman. Her colleagues did not recognize her achievements, even when she received her first Nobel Prize. At the same time, she worked with radioactive substances that were dangerous to health, and was one of the inventors of the X-ray machine, which saved many lives. I would like to ask her where she found the strength for this daily struggle.

    I often think about her now, when they are trying to return women to the kitchen again and deputies are talking about how women do not need an education, but rather need to give birth to five children.

    What my typical day looks like

    Basically, different combinations of work tasks. A significant part of my work consists of doing calculations, programming, writing articles, texts. In addition, I recently became a teacher, conducting seminars in English on the course “Mathematics for Economists” in my own master’s program, which I completed this year.

    Do I get burnout?

    I have not encountered burnout yet. My total scientific and pedagogical experience is about four years. And it is probably too early to talk about burnout, especially since I love my job. It is clear that there are more productive days, less productive days, but I try not to allow burnout. I arrange rest days when I do not think about work, walk in the fresh air, listen to music, read books, watch movies. I also like to ride a bike and swim.

    What am I interested in besides science?

    I like making memes. It helps me cope with life stress, because turning something into a joke is a kind of psychotherapy. The Institute of Economics has a group of the Council of Young Scientists on VKontakte. When I was a 4th-year undergraduate, I became one of the admins of this group, ran a section and published memes about our work and the institute.

    Now I have a Telegram channel “Nastya Sherubneva in …”, but I have become less likely to make memes. It is more dedicated to trips to conferences. I started it when I went to the European Regional Science Association (ERSA) conference in Spain a year ago. It was my first trip abroad, not counting Belarus, I was happy and wanted to document every second. At first, the channel was planned only for friends, but I thought that someone else might be interested, so I made it open access. Every time I go to a new place, I rename it.

    What was the last thing I read and watched?

    From books – “1984” by George Orwell. And from films – “Don’t Worry, Darling” by Olivia Wilde. A married couple lives in a small closed town, they have an ideal life, they are rich, they love each other. But at some point the wife notices that something is wrong, people are disappearing, and as a result she finds out that their whole life is a simulation. She got there thanks to her husband, who himself wanted to get rid of unbearable experiences and save her. The film raises the question of whether such a simulation is a way out, whether it is possible to pretend that everything is wonderful, to invent an imaginary world. And even more so to be a victim of someone else’s decision. I believe that a person should decide for himself, I am against lies and restrictions for the good.

    Advice to young scientists

    Start writing your own articles as early as possible. You don’t need to become a teaching assistant or do technical work, because later it will be hard to start writing articles, working with texts, and creating literature reviews. You also need to try to decide on a scientific direction as early as possible, to understand what undeveloped problems exist in this area. A good scientific supervisor who is interested in the student and sees the trajectory of his development can help you do this.

    Favorite place in Moscow

    Museum-Reserve “Tsaritsyno”. This place has a great history, but I also like it because it is a park-estate. Akademgorodok, where I used to live, is in the forest, and in Moscow I miss forest walks. But in Tsaritsyno it is green and you can walk.

  • MIL-OSI United Kingdom: Inside the Oasis Restore secure school

    YJB Chief Executive, Steph Roberts-Bibby reflects on her visit to the UK’s first secure school and its unique focus on education, healthcare and wellbeing.

    Back in May, I joined Minister Argar and the Youth Custody Service to visit the UK’s first secure school and explore its revolutionary approach to youth justice. As we toured the site, what stood out to me was an unmistakeable feeling of care.   

    The Oasis Restore secure school has now opened its doors and has started to welcome its first children.  

    What does the secure school offer?  

    The school, which was a former secure training centre, felt worlds away from my experiences as a prison officer at Feltham young offender’s institution (YOI) in 1997 and other adult prisons throughout my career, with more similarities to university accommodation than custody. The environment felt compassionate and child-orientated, nurturing children to change, grow and learn.  

    Security was built into the infrastructure without feeling oppressive, but still appropriately secure – there were no bars on the windows, no keys or locks, only wristband-operated fobs. It was these subtle differences that made me leave Oasis Restore feeling hopeful. 

    The bedrooms were calming and quiet with private ensuite bathrooms and built-in computer screens for doing homework and watching TV. The attention to detail throughout was evident. There was artwork on the walls, and soft blankets and sofas in the shared living spaces. These are incredibly important to help children learn to cohabit and foster a sense of community and responsibility. 

    Oasis Restore provides family rooms with kitchens so that children can cook and eat with their families when they visit. Our guide Dr Sadie pointed out that this can be very culturally important when living away from home, not least for successful rehabilitation but also for rebuilding existing family relationships. Siblings often visit with families, and evidence shows that intergenerational and sibling offending is common, so having a space promoting learning, togetherness and care is key to prevent further offending among families.

    The site boasts brand-new state-of-the-art facilities, including 3D printers in the design technology classroom, a hair and beauty salon and even music recording booths. While other sites do provide similar facilities, never had I seen them at this standard before. These facilities provide a wide range of educational opportunities, including core academic subjects and vocational training in areas like barbering, drama and catering, that children might otherwise have never been exposed to.  

    Therapeutic sensory rooms are also woven throughout the site. These supportive spaces have soft beanbags and padded walls to support children to regulate their emotions during the day and take time out when needed. 

    Looking to the future 

    As the tour was finishing, I stopped to speak to a restorative practitioner who was showing some of the creative activities on offer for children. She explained that she would be supporting children through every part of their day at Oasis Restore, be that walking with them to the education centre in the morning, or just being there to chat.  

    When I asked her what part of the new school she was most looking forward to, she said, “I’m just excited for the children to come now.” It’s clear that what makes this approach to youth custody different isn’t just the holistic model or the modern facilities; it’s the people.  

    Strong relationships between staff and children are at the heart of the Oasis model, to truly understand a child’s journey. Oasis Restore’s team are highly trained and committed to providing responsive, psychologically informed and developmentally appropriate models of support and education for children in their care. Relational practice is also crucial, with staff committed to loving children like their own, and this shone through from the practitioners I spoke with at the school.

    What is a ‘secure school’?  

    The first-of-its-kind secure school in Rochester houses children who are on remand or sentenced to custody. But what exactly is a secure school? 

    Oasis Restore places education and healthcare at the heart of its approach to support children and steer them away from reoffending. This unique model was recommended by Charlie Taylor, the HM Chief Inspector of Prisons, who has long advocated for a different approach to children in custody. In 2016, prior to becoming Chair of the Youth Justice Board from 2017-2020, he conducted an independent review of the youth justice system 

    The Oasis Restore philosophy 

    At the Youth Justice Board, we have long advocated for a rethink of how children are cared for in custody. This is because our evidence tells us that to be effective, secure settings must be small and replicate a safe family home environment with a sense of community and trust. They should also have excellent healthcare and education provisions.

    In the words of the school: “Oasis Restore is a secure school enabling young people to live their best lives, through education, wellbeing, and hope.” 

    The secure school gives children the opportunity to make positive choices about their futures upon release from custody. By equipping them with essential skills and education, the school not only benefits children but hopes to reduce crime rates and make our communities safer places to live with fewer victims.  

    Who is the Oasis Restore secure school for? 

    Although the number of children in custody is the lowest on record since records began (an average of 440 children were in custody between 2022-23), we know that the children who remain in the secure estate are vulnerable and often have complex needs.  

    2021 Census data showed that more than three-quarters (79.8%) of people who went on to receive a custodial sentence had been identified with special educational needs (SEN) at some point during their schooling 

    Lower education levels are also likely. The same dataset also found that young adults who receive custodial sentences have lower levels of educational attainment, with only 37% achieving the expected level of English and maths by the end of key stage 2 compared with 53% of peers with non-custodial sentences.  

    In a 2022 joint inspection of education, training and employment services from HM Inspectorate of Probation, almost 65% of children had been excluded from school from at some point 

    Justice-involved children have also experienced higher levels of trauma throughout childhood and themselves are victims. This makes it crucial for the school to be care-focused, needs-led, and Child First. In one study of 80 children, over 75% had experienced family violence or child abuse  

    The secure school will care for children aged between 12-18-years-old who are on remand or sentenced to custody. It will be home to up to 49 children at any one time, both girls and boys. Every child will be enrolled in formal education or training and encouraged into further study or employment on release. This innovative new model of care will promote rehabilitation and contribute to positive outcomes for children, leading to fewer victims and safer communities.

    What makes Oasis Restore different? 

    The Oasis Restore secure school is unique in its approach and Steve Chalke, founder of Oasis Charitable Trust, said to visitors at the opening event: “From the day children arrive, the focus is on preparing them for the day they leave.”  

    The school has been co-designed with children working with youth justice services and will be registered as both an academy and a secure children’s home. It will be inspected by Ofsted and held to the same standards as other schools across England.  

    While the current secure estate is not fit for purpose, the secure school offers a Child First redesign. It’s an innovative, holistic approach to custody for children within a secure setting. This is what distinguishes the secure school from existing youth custody provisions and sends a message to children that they are valued; something many may not have experienced growing up.  

    I spoke to a colleague from NHS England during the visit, a key partner in the development of the school, and heard about just some of the wellbeing services on offer, including advice on dieting, smoking, body image, as well as wider mental health and physical health support.  

    Education at the school is based on the reflective practice model, with a therapeutic approach to learning. It is recognised that many of the children who will live at the secure school are likely to be disengaged from education and so staff are specially trained to focus on one-to-one support and children’s individual needs, which their curriculum will be tailored around.  

    A place of hope 

    The secure school is a place where children can feel safe and be supported by well-trained staff who are committed to developing positive purpose. We at the YJB support and advocate this approach in line with the evidence base. I echo the words of Ed Cornmell, Executive Director of the Youth Custody Service, when he says the school represents a “revolutionary change for the youth justice system.”

    NEW YORK/JERUSALEM, October 2, 2024 — One year into the escalation of war in Gaza, the medical and humanitarian situation is catastrophic, said Doctors Without Borders/Medecins Sans Frontieres (MSF). Israel’s all-out war and punishing siege have destroyed Gaza’s already fragile health system, repeatedly displaced people who have been forced into smaller and smaller areas, and choked off access to desperately needed food, water, and medicines. 

    On October 7, 2023, Hamas militants launched a horrific attack inside Israel, leaving 1,200 people dead and taking 251 people as hostages. In response, the Israeli military launched an assault on Gaza that has so far killed more than 41,500 people, wounded 96,000, and displaced approximately 1.9 million people. Violence has since surged in the West Bank, in Lebanon, and across the region.

    “This has been a year of unrelenting horror and violence against civilians, with no end in sight,” said Avril Benoît, chief executive officer of MSF USA. “As this conflict spreads across the region, we repeat our urgent call for an immediate ceasefire in Gaza. This is the only way to stop the spiraling violence and bring lifesaving care to people who are struggling to survive.” 

    Medical needs of Palestinians in Gaza

    Palestinians in Gaza are suffering from war wounds, infectious diseases, malnutrition, and mental trauma while living in overcrowded and inhumane conditions. MSF medical staff have treated patients on a daily basis with wounds caused by bombings. People have extensive burns, crushed bones, and amputated limbs—all of which require intensive and long-term care that is not possible under current conditions. Since the escalation of war last October, MSF teams have treated more than 27,500 patients for violence-related injuries, with more than 80 percent of the wounds linked to shelling. 

    Our teams have been forced to perform surgeries without anesthesia, witness children die on hospital floors due to a lack of resources, and even treat their own colleagues and family members. Meanwhile, the health care system in Gaza has been systematically dismantled by Israeli forces.

    “Israeli bombardments of densely populated areas have repeatedly caused injuries on a massive scale,” said Dr. Amber Alayyan, MSF medical program manager. “Our teams have been forced to perform surgeries without anesthesia, witness children die on hospital floors due to a lack of resources, and even treat their own colleagues and family members. Meanwhile, the health care system in Gaza has been systematically dismantled by Israeli forces.”

    Well before October 7, MSF was already treating people in Gaza suffering from the effects of Israel’s 17-year occupation, blockade, and recurrent attacks. Teams have cared for patients with life-altering physical injuries, severe burns, and mental health conditions.

    Attacks on health care leave few medical options

    As medical needs are growing exponentially, people’s options for care are shrinking. Israeli forces have committed widespread and systematic attacks on Gaza’s health care system and other vital civilian infrastructure. The health care system is now on the edge of collapse. Today, only 17 out of 36 hospitals are partially functional. Warring parties have conducted hostilities near medical facilities, endangering patients, caretakers, and medical staff. Six MSF colleagues have been killed. From October 2023, staff and patients from MSF have had to leave 14 different health structures, due to serious incidents and ongoing fighting. Each time a medical facility is evacuated, thousands of people lose access to lifesaving medical care. This will have consequences on people’s health, not just in the immediate term, but in the weeks and months to come.

    The lack of access to health care is compounded by the lack of humanitarian and medical supplies in Gaza. Israeli authorities have routinely imposed unclear, unpredictable criteria for authorizing the entry of supplies. Once supplies cross into the Gaza Strip, they often do not make it to their destination, due to an absence of safe and accessible roads, ongoing fighting, and looting of food and basic items. The first step in addressing this is for Israel to open vital land borders to ensure massive humanitarian and medical aid can reach those in need. The blockade on Gaza must end.

    The US has a responsibility to ensure its support is not used to harm civilians 

    “For one year, Israel’s allies have continued to provide their military support to Israel, as children are killed en masse, tanks fire on deconflicted shelters, and fighter jets bomb so-called humanitarian zones,” said Chris Lockyear, MSF’s secretary general. “This has been accompanied by a consistent public narrative dehumanizing people in Gaza and failing to distinguish between military targets and civilian lives. The only way to stop the killing is with an immediate and sustained ceasefire.”

    Israel and Hamas, supported by their respective allies, have failed time and time again to implement a sustained ceasefire in Gaza. While the US led efforts in June to secure passage of a ceasefire resolution by the UN Security Council, it has vetoed previous resolutions brought by other Council members and continues to provide arms to Israel. Israel must immediately stop the indiscriminate killing of civilians in Gaza and urgently facilitate the delivery of aid to alleviate suffering inside the Strip—and its allies must demand they do so. Under international norms and laws, civilians must be protected from violence and have the right to access humanitarian assistance, especially medical care. 

    As a leading ally of Israel, the US has a particular responsibility to ensure that its support is not used to kill and maim civilians, attack hospitals and health workers, and block the delivery of humanitarian aid in Gaza.

  • MIL-Evening Report: Return-to-office mandates may not be the solution to downtown struggles that Canadian cities are banking on

    In recent months, many Canadian employers in both the public and private sectors have implemented return-to-office mandates, requiring workers that transitioned to remote or hybrid work during the COVID-19 pandemic to work in-person again.

    Employers are justifying these mandates by arguing they improve productivity, build more collaborative teams and improve mentorship for junior employees.

    Employers are not the only group ecstatic about these mandates. Municipalities and business owners are also expressing hope that the presence of office workers will spin off into greater consumer spending at restaurants and other businesses near office buildings. The expectation is that office workers will once again start spending money on coffee, lunch or after-work beverages.

    In 2022, the mayor of Ottawa partially blamed the downtown core’s economic struggles on the fact that federal public service workers were still largely working remotely. Federal workers have since been mandated to return to work in-person three days a week in late fall.

    The Canadian Federation of Independent Business similarly criticized the slow return to offices as a leading factor behind why small and medium-size businesses, especially restaurants and bars, are facing challenges in downtown areas.

    Insight into restaurant success

    During the pandemic, there were predictions that more than half of Canada’s independent restaurants would fail as part of their customer base — office workers — shifted to working from home.

    Our recent study investigated which operational, demographic and land use factors affected restaurant survival during the first year of the pandemic in London, Ont.

    We found no significant differences between restaurants that failed and restaurants that survived based on proximity to office uses. Instead, operational decisions made by restaurants individually were much more predictive of their survival than any geographic factor, including the presence of offices.

    We found that restaurants located in areas receiving more CERB (Canadian Emergency Response Benefit) payments, and with a higher density of entertainment venues around them, were less likely to survive.

    Restaurants that adapted by offering pickup and delivery options were more likely to survive, though only for those that did their own delivery in-house rather than relying on platforms like UberEats and SkipTheDishes. Restaurants that had drive-thrus, held liquor licenses, or had been established for more than five years were more likely to survive. These older, more established restaurants were likely more resilient because of financial stability and customer loyalty.

    Table-service restaurants fared better than fast food outlets, likely because they could offer large patio dining spaces during the summer. Restaurants with liquor licenses substantially benefited, especially after a regulatory change by the Ontario government that allowed alcohol sales with takeout and delivery — a first for the province.

    In short, restaurant success was driven more by individual business decisions rather than being in a specific location. People working remotely instead of in the office did not significantly affect restaurant survival during the first year of the pandemic.

    Downtown struggles

    As Canadian downtowns look to recover, many face ongoing challenges. Activity levels are down by about 20 per cent from pre-pandemic levels in many places, lagging behind many similarly sized downtowns in the United States.

    This downturn has been partially attributed to a combination of higher office building vacancies and fewer workers downtown. For the first time, downtown office vacancy rates have exceeded suburban rates in the Greater Toronto Area. There has also been tremendous housing growth within many downtown cores.

    At the same time, downtowns have become a highly visible focal point of Canada’s growing addictions, mental health and housing crises. The pandemic fully revealed the deeper social, economic and health challenges happening in Canadian society.

    While violent incidents are rare, the social incivilities and disorder on display — public urination and defecation, open drug use, visible tents and property crime — contributes to a perception that Canadian downtowns are unsafe. This perception, whether accurate or not, has an impact on the willingness of people to engage with their downtowns.

    A way forward

    The damage to the reputation of Canada’s downtowns has been done. Downtown London now has the highest office vacancy rate in the country. The Workplace Safety Insurance Board of Ontario, for instance, recently chose to consolidate its offices in the outskirts of London, rather than downtown.

    Many people now elect to spend their time and money in areas that have embraced the “experience economy.” These are places that provide highly manicured entertainment and shopping destinations, with restaurants being the bedrock of enabling high quality experiences in these areas.

    Foot traffic is at an all-time high in suburban shopping centres. The downtowns of cities that are widely known as global tourist destinations — Las Vegas, Miami and Nashville — have activity levels close to or higher than their pre-pandemic levels.

    These are places that are developing highly attractive economies that provide people with the safe, fun and exciting experiences they are looking for locally and internationally. Instead of trying to force unwilling workers back to the office, Canadian cities should instead focus on developing downtowns that people genuinely want to visit and experience.

    One potential way to do this is to provide wrap-around support services and direct pathways to stable housing across the entire community, as the City of London has done. By spreading care and outreach services across the entire city, rather than concentrating them exclusively in downtown areas, the negative effects from Canada’s homelessness crisis can be reduced on urban cores.

    This type of strategy will direct those who need help away from downtowns, and may even permanently lift them out of poverty. In turn, Canadian downtowns can return to being places for everyone to shop, eat, relax, and work in comfort.

  • MIL-Evening Report: How to help your child return to school after a long illness, new diagnosis or an accident

    It is very common for children to have a day or two away from school due to illness. But children can also miss much longer periods of schooling if they have a serious illness or injury.

    This could be a severe episode of mental illness, a diagnosis of Type 1 diabetes or in my family’s case, our youngest child being hit by a car at a pedestrian crossing, requiring months of rehab.

    After the initial shock, treatment and recovery, families then need to navigate a complex return to school – to make things as normal as possible for the student while handling their ongoing medical needs.

    How can families support their child?

    How many students are missing school?

    There are many reasons why children may need to have a significant break from school.

    At least one in every ten children under the age of 14 live with a chronic health condition.

    These conditions, which can include heart disease, diabetes and asthma, mental illness and cancers can lead to weeks or months in hospital.

    A 2018 study found 70,000 Australians under 16 are also hospitalised with a serious injury each year.

    Students can end up missing a significant amount of school due to injury or chronic illness.

    Come back with a plan

    We know going to school is central to children’s social and emotional wellbeing, as well as their academic progress. So getting back to school is a key part of a student’s ongoing health and wellbeing.

    The Royal Children’s Hospital Melbourne warns children can get mentally and physically tired after a long or serious illness.

    So they recommended returning to school gradually. Students may just go for half days or for a few hours initially.

    To make this as smooth as possible, parents or caregivers should meet with the school before you hope to return. This meeting should include the student if possible, relevant teachers (such as class teachers and year-level coordinators) and school nurse.

    Not all schools have a dedicated nurse. But if there is one available, they can play an important liaison role and manage a child’s medications or situation at school. If there is no nurse, make sure you include the school’s administration team.

    The meeting with the school should make a clear plan around what new support the student needs and how they will receive this. They may need changes to their uniform, timetable or where they physically go in the school. Students may also need extra time to do work, extra academic help and extra breaks.

    Families may also want to schedule regular catch-ups with the school.

    Students may not initially be able to return to school full time.

    How is the student feeling?

    Children can be worried about not fitting in, especially if something significant has happened to them that makes them feel different from their peers. They may not want a huge fuss when they come back.

    Arranging time to talk to or see friends before they come back can help ease a student into their new routine.

    Depending on the situation, you could enlist a trusted buddy to help with bags or walk a bit more slowly with them between classes.

    Or students may get special permission to leave class a bit early to avoid crowds, or to be able to go and see the nurse without asking the teacher each time and drawing attention to themselves.

    As your child returns, make sure the focus is not just on catching up academically but catching up with friends as well. If their hours are reduced at school, try and allow for social time (such as including recess or lunch) as well as lessons.

    Your child will likely be dealing with a lot, both mentally and physically. So keep talking to them as much as possible about how they are feeling and going as they return.

    Things may have changed for them (and for you), but with time and support, school can feel like a normal part of life again.

    Before I take your questions today, I’d like to address an urgent public safety concern. As we all know, the Iranian regime launched a missile attack on Israeli civilians just yesterday evening. At the same time, a mass shooting occurred on the streets of Tel Aviv. The Israeli authorities classified this as a terror attack.

    And while I know those events are happening on the other side of the globe, here in New York, we are the largest Jewish population outside of Israel, and one of the largest Muslim and Arab populations in America. And so, these global events have a unique residence here with us. As Governor, my number one priority is public safety, and we have spent months preparing for this time of the year. We knew tensions would be high, particularly as we deal with the High Holy holidays, as well as the advent of the one year anniversary of October 7.

    So earlier this year, knowing these dates were coming, I directed my administration to start preparing to enhance our security; heightening our surveillance, making sure we have a visible presence, and yesterday afternoon, I asked for and received a confidential intelligence briefing with the Mayor of New York City with his head of counterintelligence as well, making sure that our teams are closely aligned and working together.

    We heard from representatives from NYPD and our State Division of Homeland Security and other law enforcement leaders. The most important takeaway from yesterday’s conversation and further briefings today is that there are no known threats to New Yorkers at this time. Again, there’s no known threats. I also conveyed this at a gathering of Jewish leaders to let them know that there are no known threats, but to make sure that the relationships are strong so they know we are there to be of assistance preemptively, and be there if anything should occur.

    We have to be prepared for every single scenario. And for that reason, I have directed our State Police Superintendent James to increase State Police patrols at at-risk areas: synagogues, yeshivas, community centers, mosques. You’ll also see increased law enforcement presence at all critical infrastructure hubs, including major transit centers.

    And now, we’re working closely to make sure that all populations are protected. We’re protecting not just — working with NYPD in New York City — but also we have to be aware of threats that could occur in Westchester, Long Island, and other populations outside of New York City. We’re also protecting the Muslim communities as well as the Jewish communities against hate crimes that could ensue.

    Just as we’ve seen a major spike in antisemitism this year, we’ve seen increased attacks on our Muslim neighbors as well. So, this includes enhanced monitoring of our social media and online sites, and recognizing that individuals can be radicalized by the toxic stew that is a slew of hate online, and we’ve seen the ill effects of that as well. Certainly, the individual that was radicalized online — a white supremacist. An 18-year-old white supremacist, who slaughtered 10 of my neighbors in Buffalo, would fit that category. And he was radicalized by the same online hate that led to the Tree of Life Synagogue shooting in Pittsburgh.

    So, with all this as a backdrop, we have increased our monitoring tools for social media, increased our State presence on the FBI Joint Terrorism Task Force, and right now we’re ensuring that we have all hands on deck to fight the rise in these crimes.

    The other aspect is parents worried about their students on college campuses, especially throughout the year in light of last spring, but also during the High Holy holidays. I want to be clear: every student in New York should be able to worship safely on their college campus. And before the semester even began, my teams have worked closely with campus leadership to ensure that they have safety and security plans that we have reviewed and signed off on. Yes, students have a first amendment right to protest, they also have a right to gather and celebrate the holidays without fear of harassment.

    So, as we also approach — not just the holidays and the holy days — as we approach October 7, I want to continue reminding New Yorkers we’re going to be vigilant, monitoring the situation. There will be many vigils, likely counter protests, and nothing is more important to me than keeping everyone safe, so we’re taking major steps at this time again, courting any other law enforcement individuals and community organizations to ensure their safety during this difficult time.

    Shri Ashwini Vaishnaw, union Minister of Railways, Communications, and Electronics & Information Technology, today visited Braithwaite & Co. Ltd., Kolkata.He also inspected a modified Guard Van at Braithwaite & Co. Ltd. Shri Vaishnaw, alongside Shri Sukanta Majumdar, Minister of State for Education and Development of the North Eastern Region, and other dignitaries participated in cleanliness activities as part of the “Swachchta Hi Seva” campaign, operated a mechanized cleaning machine, and contributed to Shramdaan at Braithwaite & Co. Ltd., Kolkata. Further, Shri Vaishnaw visited Gandhi Bhawan, Beleghata, and paid homage to Mahatma Gandhi and joined in prayer chants to commemorate the occasion of Gandhi Jayanti.

    In an event held at Sealdah Railway Station today, Shri Ashwini Vaishnaw, Union Minister of Railways, dedicated to the nation the extension of five platforms (Platform No. 1 to 5) to accommodate 12-coach EMU (Electric Multiple Unit) local trains. This upgrade will increase the station’s capacity by enabling an additional 3 lakh passengers to travel daily, as more EMU trains are upgraded from 9-coach to 12-coach rakes, providing greater convenience for suburban commuters. The Minister also inaugurated passenger train services over the newly commissioned Nashipur Railway Bridge in Murshidabad district, West Bengal. This bridge establishes a vital rail link between both sides of the Bhagirathi River, fulfilling the long-standing demand of the local residents. To mark the occasion, Shri Vaishnaw flagged off the Sealdah-Ranaghat EMU,Azimganj-Cossimbazar MEMU (Mainline Electric Multiple Unit) train and the Krishnanagar-Azimganj passenger train through video conferencing. Additionally, he inaugurated the Radhikapur–Anand Vihar Terminal Express, establishing the first direct rail connection between Radhikapur in Uttar Dinajpur district, West Bengal, and Delhi. This new service will significantly benefit students, patients, traders, and residents from the surrounding districts, including Malda in West Bengal and Katihar in Bihar.

    Adding a unique dining experience to the station, Shri Vaishnaw inaugurated a Rail Coach Restaurant at Sealdah, bringing the charm of railway-themed decor combined with delectable cuisine for passengers. Shri Vaishnaw also visited an exhibition of old movie posters on display at Sealdah, which depicted scenes from iconic Indian films shot on Indian Railways. He also visited the One Station One Product (OSOP) stall at Sealdah and purchased indigenous products using a digital payment system, promoting local entrepreneurship.

    The Minister took the opportunity to highlight the tremendous progress made in Kolkata Metro’s expansion under the Union Government. He stated that between 1972 and 2014, only 28 km of Kolkata Metro track length was developed. However, in the last decade, from 2014 to 2024, an additional 38 km has been laid, showcasing the government’s commitment to enhancing the metro network in the state. Further, he mentioned the operation of 9 Vande Bharat Express trains in the state, marking a new era of high-speed rail connectivity for the people of West Bengal.

    He also acknowledged the Union Government’s substantial increase in budgetary allocation for railway development in West Bengal, reflecting the “Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayaas” vision of Prime Minister Shri Narendra Modi.Urging the State Government to cooperate in resolving land-related issues, Shri Vaishnaw pointed out that 61 railway projects in West Bengal are currently pending due to land acquisition challenges. He reiterated that the Union Government is prepared to invest in these projects, but cooperation from the State Government is essential to achieve timely completion.

    DEPUTY ADMINISTRATOR MICHELE SUMILASThank you so much Matt [Rees] for MCing the event today, and thank you to Ambassador [Michael J.] Adler for his kind words. I don’t know, David, if I would take this job based on his admonition, but let me just say I’m really honored to be here. It’s actually my first swearing in as the Acting Deputy Administrator. So, I’m very honored to do that. I know the Administrator wishes she could be here. She’s currently on travel, but she has asked me to pass along her congratulations and to say that she’s thrilled you’re stepping into this role.

    So, I also want to just say, welcome to David’s family, his friends and colleagues. David’s family is spread across, as we know, several continents this morning. We’ve seen them all, and I have watched David point them out to everyone on the screen. He’s so proud of them. 

    And, I also just want to say that it was really my pleasure to have met his mom in my office earlier. We learned that we are both children of federal workers, and I think that really just brings a whole different spirit to why we’re here and what we do. Mary Lou raised her three children after David’s dad passed away. And, she really spent her career in the U.S. government building IT systems and actually worked with USAID for a time, I learned, over in our Rosslyn office – which many of us have fond memories of. So, I just want to say thank you for your service, and thank you for making David’s service possible. 

    Also, welcome to David’s sisters Kathi and Susan, his brother-in-law Scott, and his Uncle Mike and Aunt Barbara.

    David’s daughters, Flora and Celina, who are on the screen there, are joining virtually from the Netherlands, where they’re in college together – David shared that with me yesterday. He’s really proud of them and all the work that they’re doing, and that they are together in the Netherlands. I learned, also, that they’ve inherited their dad’s taste in music – The Who, Pink Floyd, and Lana Del Rey – and that they both will be soon aspiring to do a similar kind of work that their mother and their father do. 

    And, welcome, finally, to David’s wife, Priscila, who’s joining from South Africa. We’ll talk more about Priscila later, but she’s a scholar and a researcher focused on urban policy. 

    So, David grew up in Alexandria, Virginia – across the river – and from the beginning, he made friends with everyone. Some will say that if you walk around Alexandria, even today, it’s like walking around with the Mayor. And, he shared that he just had his high school reunion – I won’t say how many years.

    He studied architecture at the University of Virginia, something we don’t hear often. And, he moved to DC to work at a construction management firm. It was there that he first picked up running. He finished the Marine Corps Marathon and began a hobby that he would carry across many continents and into many relationships. 

    In 1996, he moved to Bosnia after the war there ended to help reconstruct homes and schools so that displaced persons could return to their communities. And, he found that although he loved the architecture part of the job, he loved working with community leaders more. And so, he returned to the U.S., and he enrolled in an international development master’s program at Duke.

    Most of the other students were public administrators or civil servants, but there was one other architect. Luckily, that was Priscila. So, they began to study together. They spent time in groups, and they were soon dating. He spent Christmas that first year with her back home in Brazil, and it was a success. But, upon returning from sunny Brazil, Priscila did find it difficult to adapt to the cold, darkness, and dreariness of the first real winter – today’s weather is probably emblematic of that. And, David would encourage her to join him outside for walks and runs in the Duke forest. “One foot after the other,” she remembers him saying. Step by step, they made it through to spring, and they’ve been together ever since. 

    So, it’s that steadiness – that focus on putting one foot ahead of the other despite whatever is happening – which is what David brings to teams here at USAID, which he joined in 2003. One former colleague described him as “our rock during difficult times.”

    In Honduras, he was the director of the democracy office during the military coup in 2009. His team was at the center of efforts to protect the rule of law and rally support for fair and credible elections. A colleague from the time said that “David guided us through critical tasks and tense communications, but more importantly, he was a supportive friend who genuinely cared about our wellbeing. He provided the calm and the smiles we needed to weather the storm.”

    In Afghanistan, he again was in a high-stress environment when the compound was under attack. And for 24 hours, he kept his 40-person team calm and confined to a secure building near their office. And, he was very adept at lightening the mood with his trademark humor.

    So, when the compound was secure, he went to work again, working with civil society, and he returned to those daily runs, even inviting his colleagues to join him around the embassy perimeter, again, putting one foot in front of the other.

    And then, later in Tanzania, he was Deputy Mission Director at a time when the country’s new president was less oriented toward partnership with the U.S. So, you led an overhaul of the strategy, defining new goals, and you drew attention to unfair policies like one that placed invasive and discriminatory conditions on girls’ participation at school. 

    Most recently, you were the Power Africa Coordinator, returning everyone to the office and helping them begin to work with local partners and helping them start awarding [contracts] – in fact, the first local contract – instead of only to big transnational companies. 

    So, we are very lucky to have David’s experience going to South Sudan. We feel like he’s very prepared for this important and challenging job. And, we know that South Sudan is challenging. The UN has estimated that nine million people in South Sudan, 73 percent of the population, will need humanitarian assistance in 2024.

    To meet this need, USAID has provided more than a half a billion dollars of aid this year. And, we’re providing nutrient-dense foods to fight malnutrition. We’re helping construct and repair boreholes and wells to improve access to clean water. And, we’re funding basic health services while pushing the government to allocate more of its resources to essential services and humanitarian assistance. This is all happening thanks to the great team on the ground, and we look forward to you leading that team to new places. 

    The staggering level of need is a coincidence of several different factors. First, the climate crisis has made seasonal floods more severe, displacing millions and submerging the farmland. By displacing so many and compounding the challenge of scarce resources, the floods have also exacerbated the violence that often happens between communities. And, even though South Sudan has been at peace since 2018, violence continues in many areas of the country, and the political elites have failed to implement most elements of the peace agreement.

    So, the South Sudanese people are anxious and fearful, and they’ve also had to absorb hundreds of thousands of refugees from neighboring Sudan, which will continue because it’s one of our largest humanitarian emergencies in the world today, and only getting worse. 

    So, we will continue to respond. David will lead us in that response. We will support the South Sudanese people to build a democratic country and mitigate conflict, call for an end to political violence and intimidation, and encourage political rivals to work together. 

    David, to state the obvious, this is not easy work, but we expect that you are the perfect person to take it on. The team on the ground is eager and ready to welcome you to post – there were many in that room waiting for your arrival. And, I’m sure that they will hear you say, step by step. One foot in front of the other. A little bit at a time. And together, the South Sudanese will realize their vision for a brighter future. 

    So, with that, please join me for your swearing in, and your mother as well.

    Like two-headed playing cards, Joker stories are about dual identity, doubles and duplicity.

    Throughout DC comics and films, the Joker turns others into facsimiles of himself, grinning widely. He shares his state of mind through infectious laughter and mass “clownification”, creating copies as he goes.

    Film sequel Joker: Folie à Deux, directed by Todd Phillips and released in cinemas today, participates in this rich tradition. It also challenges it by introducing a Joker haunted by his own lost futures – the glam clown, homicidal entertainer and irresistible lover he could have become.

    What can we learn from the Joker character about our cultural fascination with duplication and disintegration?

    Madness by imitation

    Doubling, split consciousness and double meanings have been ingredients in Joker stories since the character’s creation in the 1940s.

    He offers different origin stories himself in the 2008 movie blockbuster The Dark Knight (with Heath Ledger as the Joker). He is presented as many in the recent comic series Three Jokers. The Joker shuffles his own “selves like a croupier deals cards” in the 2007 Batman comic The Clown at Midnight.

    Within the DC clowniverse, the Joker turns others into Joker copies and clowns, usually through the use of biological or chemical weapons or poisons, virology, hypnotism or sheer charisma. Joker copies include Joker fans and followers in clown costumes and masks, as in the 2019 film starring Joaquin Phoenix. In comics he is described as having an influence that

    […] affects people, on an almost subconscious, primal level. For most people – regular people – he inspires fear. For the less stable people – he simply inspires.

    For more than 80 years, his laughter has spread like a virus and caused mass-clownification countless times.

    ‘The whole world smiles with you.’ The new Joker sequel plays with dual identity and shadow selves.

    Multiplying his potency

    Joker stories tend to revolve around three scenarios of imitation, doubling and multiplication: several people acting as one (that is, the Joker), one person acting as many (as in Batman: R.I.P. when Batman tries to understand the Joker by experiencing his state of mind like a second consciousness), and a number of personalities nestled within the Joker wreaking havoc. All of these scenarios are powerful reminders clown laughter and humour need not be funny.

    The Joker character was inspired by famous films from the 1920s and ’30s, including Robert Wiene’s The Cabinet of Dr Caligari (1920), F.W. Murnau’s Nosferatu (1922), Fritz Lang’s Metropolis (1926), Roland West’s The Bat (1926) and Paul Leni’s The Man Who Laughs (1928). Many of these works feature hapless or unhappy (comic) performers, who all struggle with identity.

    The cultural mould to which the Joker belongs is linked with the more than century-old fascination with doppelgangers, male nervousness, violent and involuntary laughter and the loss of agency and sense of the self.

    Haunting through absence

    The new sequel, Joker: Folie à Deux, draws on all these very Joker traditions. Arthur Fleck and his Joker (Phoenix again) struggles with his split identities.

    Set two years after the events of the previous film, Fleck is a patient at Arkham State Hospital, where he meets the dual character Lee Quinzel/Harley Quinn (played by Lady Gaga). She wants him to lean into his Joker self.

    Although she is neither the clown nor a scientist as she’s portrayed in other stories, she also wants to be a Joker version. Arthur himself wants to be the Joker, but for reasons both external and internal he ends up not really becoming the Joker we recognise from the first film.

    The sequel is ultimately a trick played on the audience. “There is no Joker,” Arthur confirms at the end, just Arthur. Folie à Deux is about a broken dream’s loveliness.

    The Joker is a collective dream that fails to come true. He appears in the form of fantasies. He is the past, but at the same time present and absent. This is how the concept of hauntology has been defined – a split between realities. The film glamorises and exploits disillusion as we watch the Joker and his future possibilities disintegrate.

    In this way, Joker: Folie à Deux is a clown version of ruin porn, inviting us to enjoy the “decay” of a character. It gives us glimpses of a post-double version of the Joker, a non-Joker, left in pieces.

  • MIL-OSI USA: State of Missouri holds 2024 Show Me Challenge competition, winning team presents idea to expand operations to maximize print efficiencies

    JEFFERSON CITY, Mo. – Today, the State of Missouri announced the winners of the 2024 Show Me Challenge competition. On Monday, nine finalist teams competed in-person before a panel of state government senior leaders to present the best ideas to improve state government.

    Inspired by the hit TV show “Shark Tank,” the Show Me Challenge continues to bring together state team members from across Missouri’s 17 executive departments to pitch solutions that improve systems and processes that serve the citizens of Missouri, cut out unnecessary work, and/or save the State time and money.

    The Show Me Challenge invited all State of Missouri team members in the executive branch to submit an initial pitch outlining their solutions. Nine teams were then invited to participate in the final competition. They had the opportunity to further develop their pitch, receive coaching, and then present their ideas in front of a panel of judges, including department directors and other senior leaders with government, policy, and business expertise.

    The finalist teams represented nine of the 17 executive departments of the Missouri state government and competed in front of a live audience.

    First place went to the team Space Rangers from the Office of Administration (OA) for their request to find additional space for their printing and mailing services team (OA Document Solutions) to maximize print efficiencies by acquiring additional equipment.

    OA Document Solutions (OADS) held a close partnership with University of Missouri Print and Mail Services (MU) for over 40 years. Throughout this collaboration, MU has consistently delivered print services that surpassed OADS capabilities in terms of size or finishing. On August 2, 2023, MU announced that they would be phasing out MU Print Services over the next calendar year. OADS began brainstorming how to acquire and put to use the MU equipment with capabilities that would expand their services, provide substantial return on investment, and minimally impact services to our State Agency customers. With the new equipment, OADS will be able to increase our efficiencies 200-800% in run time and/or finishing, depending on the project.

    “OADS is committed to streamlining operations and maximizing efficiency by consolidating all print equipment into a single, appropriately-equipped facility. This will not only enhance productivity but also provide an opportunity for OADS to meet the printing demands of the state agencies in-house. Furthermore, it allows OADS to have better quality control of production and meeting the customer requested deadlines,” said Erin Coles, OA Document Solutions Program Manager, OA. “Our team appreciated the opportunity through the Show Me Challenge to showcase what we have been working on to senior leaders. The process improvements we continue to make will allow us to better serve our State Agencies and citizens of Missouri.”

    Second place went to Data for All from the Department of Mental Health (DMH), Department of Elementary and Secondary Education (DESE), Department of Revenue (DOR), Department of Economic Development (DED), and OA for their project that would create a curriculum, checklists, and other resources to educate state team members to help increase accessibility of documents published online by the State of Missouri. 

    Third place went to Team MoVest (Missouri Vital Empowerment for State Teams) from the Department of Natural Resources (DNR), Missouri Department of Transportation (MoDOT), DESE, & OA for their idea to create a virtual learning experience that will provide a unique opportunity for all state team members to grow their professional networks, develop new skills, and enhance their abilities.

    A Fourth and Fifth place were also awarded to contestants. Fourth place went to Recovery from MoDOT for their design to help the department recoup money spent repairing MoDOT property by automatically bringing together information from a variety of sources to make it easier to recover outstanding funds. Fifth place went to Hands on Deck from the Department of Social Services (DSS) for seeking to establish in their Children’s Division a pool of experienced retired/former employees to be paid on an hourly basis as they step in to cover workforce gaps when an office or facility experience inadequate workforce numbers, extended absence, or crisis situations. 

    The judges for this year’s competition were Senator Mike Bernskoetter, Representative Dave Griffith; Anna Hui, Director, Department of Labor and Industrial Relations (DOLIR); Valerie Huhn, Director, DMH; Robert Knodell, Director, DSS; Valarie Moseley, Deputy Director, Department of Corrections (DOC), and Tyler Hobbs, Legislative Director, Governor’s Office. 

    The judges considered a pitch’s quality, practicality, and potential for impact.

    “It is incredibly inspiring to see the creativity and dedication of our public servants, who are committed to making state government more efficient, effective, and responsive to the needs of our citizens,” said Rep. Dave Griffith. “By empowering employees to share their insights, we ensure that we are delivering the best possible services to the people of our state.”

    “The Show Me Challenge is an exciting opportunity for our team members to present their best ideas for improving government. Not only does it empower our workforce to take an active role in driving positive change but fosters a culture of innovation for the services we provide to our customers,” said Valerie Huhn, Director, DMH. “The creativity and insight from our team members is one of our greatest assets and I look forward to seeing how their ideas will enhance our operations and make a lasting impact on state government.”

    To date, over 600 team members have pitched ideas to improve production and processes across state government. The 2025 Show Me Challenge competition will begin next spring.
