    Republicans Reject Rep. Torres’ Amendment to Protect the Government Accountability Office, Instead Choosing to Fund Trump’s $400 Million Luxury Jetliner Gift from Qatar

    Washington, D.C. — Today, Congresswoman Norma J. Torres condemned the Fiscal Year 2026 Legislative Branch Appropriations bill during a full committee markup and led an amendment to prevent Republicans from cutting $400 million from the Government Accountability Office (GAO), an independent watchdog that roots out waste, fraud, and abuse in the federal government. Every dollar invested in the GAO results in $123 in savings, making GAO Congress’ most effective watchdog for protecting taxpayer dollars. Since 2002, the GAO’s work has led to $1.45 trillion in savings. Congresswoman Torres’ amendment would have increased funding for this important agency by $400 million, paid for by rescinded  taxpayer dollars that will  be used to convert Trump’s luxury jetliner gifted from Qatar earlier this year. Republicans voted to reject this amendment.

At the same time, they say “responsible spending” is why they are cutting that same amount, $400 million, from the Government Accountability Office, which is Congress’ most effective watchdog at rooting out waste, fraud, and abuse. This comes as the GAO is conducting nearly 40 investigations into the Trump Administration for illegally freezing or holding Congressional funding,” said Congresswoman Torres (CA-35). “I’m disappointed, but not surprised that Republicans rejected my amendment to stop Americans from paying for a private jet for Trump while ensuring Congress’ watchdog has the resources it needs to investigate violations of the law.” 

    At the markup, Rep. Torres joined Democrats in successfully fighting to allow Deferred Action for Childhood Arrivals (DACA) recipients to work in the Legislative Branch through an amendment from Congressman Pete Aguilar (CA-33).

    • Aids and abets President Trump in continuing to steal money promised to the American taxpayer by gutting and politicizing the nonpartisan Government Accountability Office, slashing its budget by half (nearly $400 million) and undermines the rule of law across the federal government by restricting the GAO from bringing civil actions against any department, agency, officer, or employee of the United States for failing to comply with the Congressional Budget and Impoundment Control Act of 1974.

  • MIL-OSI Security: Pair jailed following fatal stabbing in east London

    Two men, who brutally stabbed an unarmed man as he sat behind the wheel of his car in Tower Hamlets last year, have been jailed.

    Shamiah McKenzie, 18 (01.08.06), of Colvin Close, Lewisham, was sentenced to life imprisonment, to serve a minimum of 22 years in prison, for the murder of 23-year-old Abdul Jalloh at the Old Bailey on Friday, 20 June.

    Codee Godfrey, 19 (25.12.05), of Grosvenor Wharf Road, Tower Hamlets, was sentenced to nine years’ imprisonment for manslaughter at the same hearing.

    Detective Chief Inspector Paul Waller, from Specialist Crime North – who led the investigation – said: “Our thoughts are with the family and friends of Abdul Jalloh, who lost a loved one in shocking circumstances.

    “By carrying and using a knife, their callous act demonstrates once again the devastating and far-reaching effects of knife crime.

    “I therefore commend the officers who worked incredibly hard to build evidence against McKenzie and Godfrey in order to prove that there could be no doubt as to their guilt. London will be a safer place with them taken off the streets.

    “I also want to thank the local community who came forward to assist officers with footage they had on the day. They displayed immense courage in giving evidence to the court.”

    McKenzie was found guilty of murder and Godfrey, was found guilty of manslaughter at the Old Bailey on Thursday, 12 June, in a trial which started on Monday, 28 April,

    The court heard that police were called at around 16:15hrs on Monday, 5 August 2024 to reports of a stabbing on New Union Close, E14.

    When Abdul was attacked, he was unable to defend himself as he was unarmed and vulnerable behind the wheel of his car.

    Despite the best efforts of emergency services, Abdul died a short time later as a result of a stab wound in his neck.

    A manhunt began immediately, with officers painstakingly combing through hours of CCTV footage and digital evidence to understand what took place, identify the attackers and track their movements after they fled the scene.

    As a result of this meticulous work, officers were able to show the jury how the pair had been circling the Isle of Dogs on bicycles for more than an hour looking for Abdul.

    After the attack they threw the knife and its sheath and McKenzie’s bicycle into the Thames at Caledonian Wharf. As paramedics tried to save Abdul’s life, the pair packed their bloody clothing and footwear they had been wearing into bags.

    Officers then uncovered that they changed into summer clothes and then disposed of the bags and two mobile phones in nearby bushes. In the bag officers found £3k worth of cannabis, £2k of cash, a vacuum sealing machine used to package drugs, and business cards containing their phone numbers.

    McKenzie and Godfrey were so confident in their changed appearance that they returned to the Thames Path which was full of officers who were searching for Abdul’s killers.

    McKenzie and Godfrey turned themselves in to police on Thursday, 8 August 2024 and were charged the following day.

  • MIL-OSI Submissions: Waiting for Godot has been translated into Afrikaans: what took so long

    At last, the most infamous latecomer in all of literature has arrived – not in the flesh, but in South Africa’s Afrikaans language. Irish playwright Samuel Beckett’s best-known drama, Waiting for Godot, now also lives as Ons Wag vir Godot.

    Published and staged in 2024, the translation was inspired by the official centenary of Afrikaans in 2025.

    As a Beckett scholar, I think it’s worth asking why Afrikaans is so late on the scene – and why it matters.

    Godot in many tongues

    First written in French, En attendant Godot was published in 1952 and debuted on stage the next year.

    The action involves two tramps, Vladimir and Estragon, who have a series of absurd conversations and encounters as they wait for a man called Godot who never arrives. Beckett would self-translate the drama into English in 1954, calling it “a tragicomedy in two acts”.

    Since then, translations of the play have exploded. By 1969 – the year of Beckett’s Nobel Prize for Literature – Waiting for Godot could already be read in dozens of languages, including Albanian, Marathi, and even Icelandic.

    Samuel Beckett and South Africa

    Beckett’s connections with South Africa are surprisingly varied. As a young man, he unsuccessfully applied for a lectureship at the University of Cape Town. His 1951 novel, Molloy, was translated from French into English with the help of a South African student, Patrick Bowles. And in 1968, Beckett made a donation to the then-banned resistance party, the African National Congress, in the form of a manuscript for auction.

    This gesture was unprecedented for the Irish writer, who was wary of political causes. Yet not only did Beckett feel strongly enough about apartheid’s injustices to make this donation, he also refused to let anyone perform his plays before South Africa’s racially segregated audiences.

    Already in 1963 Beckett had signed the petition Playwrights Against Apartheid. He would continue to refuse performance rights in South Africa until 1980, when the Baxter Theatre was allowed to stage Waiting for Godot with a racially integrated cast.

    Nevertheless, unauthorised Godots materialised before this. Athol Fugard, the South African playwright whose own dramas were influenced by Beckett, directed one of the earliest South African productions in 1962. Featuring an all-black cast, it testified to the play’s political charge, which Fugard emphasised:

    Vladimir and Estragon … were at Sharpeville or the first in at Auschwitz.

    It’s reasonable to think that Beckett would have supported this protest performance. But he would probably have denounced the first and unofficial Afrikaans version, Afspraak met Godot, translated by Suseth Brits and performed in 1970 at the Potchefstroom University College (now North-West University) behind closed doors.

    For different reasons, Beckett would also have frowned on the substantial “borrowings” in Afrikaans novelist Willem Anker’s 2014 novel, Buys.

    Domesticating a European classic

    Fully sanctioned by Beckett’s estate and beautifully translated (from the French and English) by now-retired professor of French at the University of the Free State Naòmi Morgan, Ons Wag vir Godot arrives at a different moment altogether.

    The translation retains the gallows humour of the original while adding local flavour. For instance, where Vladimir originally names the Eiffel Tower as a picturesque site to commit suicide, his Afrikaans counterpart nominates Van Stadensbrug, a bridge over a ravine in the Eastern Cape. The slave-like Lucky once entertained his master with European dances: “the farandole, the fling, the brawl, the jig, the fandango”. These now become a South African mix: “volkspele, die riel, die pantsula, selfs die horrelpyp” (folk games, riel dance, pantsula dance, a hiding).

    In translation-speak, Ons Wag vir Godot is therefore fully “domesticated”: the play’s universality comes through even though – and perhaps even more so because – it’s anchored in a particular place and time.

    This struck me when I attended the play’s limited-run production, expertly directed by Dion van Niekerk, at the 2024 Vrystaat Kunstefees (Free State arts festival). Its set managed to thread together subtle South African roadside details: a toppled rubbish bin, pylons on the horizon, a (broken) picnic bench.

    In the text itself, we encounter familiar place names, sayings and cultural clues. Consider how Beckett’s abstract phrase “the essential doesn’t change” is grounded in African mythology: “Jakkals verander van hare, maar nie van streke nie” (The leopard doesn’t change its spots). Then there’s the charming touch of the dog in Vladimir’s song snatching “’n stukkie wors” (a piece of sausage particular to South Africa) rather than a measly “bone”.

    Godot and the Afrikaans canon

    Ons Wag vir Godot achieves its most profound tribute to Beckett and Afrikaans through its intertextual richness. Both the French and English originals are highly allusive texts: they invoke other works of literature to increase their range of meaning and subtlety. Morgan is attuned to this subtlety and to the parallels to be found in Afrikaans literature. There are references to works by canonical Afrikaans writers like Eugène Marais, Totius and C.J. Langenhoven, each adding its own resonance.

    Yet the dilemma any translator faces is not so much in bringing in the new, but in striking a balance with the old. Consider the judicious swapping of a line from Percy Bysshe Shelley for a line from C. Louis Leipoldt.

    In the English version, Estragon looks up forlornly at the moon and half-quotes the English Romantic poet: “Pale for weariness … Of climbing heaven and staring on the likes of us.” In the Afrikaans, he gives us a fragment from the wistful poem, Die Moormansgat: “ek kyk na die lig van die volle silwermaan” (I behold the light of the full silver moon). At face value, this lacks the detached, woeful quality of Shelley’s line. But read in the context of Leipoldt’s poem, it is every bit as poignant.

    The virtue of waiting

    “Vladimir would agree,” Morgan concludes in the preface to her translation, “that a century is a decent amount of time to hone a language for the translation of one of the best-known dramas in world literature”.

    And indeed, the riches of the Afrikaans language are on display in this sensitive, witty and allusive rendering of Beckett’s European classic. But it’s also true that a certain amount of political baggage had to be shaken off before such a feat could be realised – not just in the right words, but in the right spirit. Of course, if Beckett’s play teaches us anything, it’s the virtue of waiting.

    This year marks the 80th anniversary of the end of the second world war, a conflict that left few corners of the globe untouched. In east Asia, the small Portuguese-administrated territory of Macau in southern China stood out as a rare neutral territory. But, despite its neutrality, Macau could not escape the war’s far-reaching impact.

    In fact, Macau saw its population treble in the period between 1937 and the end of the second world war, reaching around half a million people. The newcomers, most of whom had fled the Japanese occupation of China, exceeded the existing residents and influenced all facets of life in Macau.

    Some went on to shape the territory well beyond the end of the second world war, helping Macau earn its later status as one of the leading gambling hubs in the world. These people included the late Stanley Ho, the “casino tycoon” in Macau and one of the key architects of its post-war economy.

    In his testimony for the 1999 book, Macao Remembers, Ho noted how Macau’s wartime atmosphere had inspired him. “Macao was tiny, and yet a bit like Casablanca – all the secret intelligence, the murders, the gambling – it was a very exciting place”, he said.

    Ho was referring to the fictional version of the French-controlled wartime city of Casablanca in the 1942 Hollywood film, also called Casablanca. As a neutral enclave, Macau was a site of multinational refuge, smuggling of goods and people, espionage, danger and opportunities.

    Site of refuge

    Japan’s invasion of China began in the 1930s. As Japanese forces took control of most of the eastern coast from 1937 onward, the Chinese nationalist government moved inland to resist from its relocated capitals, first Wuhan and then Chongqing. By the end of 1940, the most important political, economic, educational and cultural urban centres in China had been occupied.

    Surrounded by occupied areas, territories under foreign rule in China such as the Shanghai foreign concessions, Macau and Hong Kong became “lone islands”. Their neutral status attracted many thousands of refugees, resistance activists and relocated businesses. Lone islands became supply lifelines for the Chinese resistance and propaganda battlegrounds for opposing sides.

    They experienced periods of economic boom fuelled by the influx of refugees. And they were prime locations for the transfer of information and funds, as well as intelligence collection. Lone islands were also sites of humanitarian relief, connected to diaspora networks and organisations designed to support the Chinese war effort.

    By the end of 1941, these spaces of neutrality were disappearing. The Shanghai foreign concessions were taken over by Japan and later handed over to a Chinese collaborationist administration, and the British colony of Hong Kong was occupied and placed under Japanese military rule. French-ruled Guangzhouwan, also in south China, was under de facto Japanese control by 1943.

    Macau, which remained neutral throughout the war, stood as the last lone island – if always subject to Japanese influence. Macau’s neutrality drew many from opposing camps.

    In the late 1930s, most refugees to Macau had come from Shanghai and Guangdong province. The occupation of Hong Kong in late 1941 then brought another wave of displaced persons to Macau.

    Stanley Ho was among the refugees who arrived in Macau from the neighbouring British colony. He joined his uncle Robert Ho Tung, a renowned businessman who also relocated to Macau during the occupation of Hong Kong.

    According to Ho’s own accounts, his wartime activities were the foundation of a fortune. Several other figures who would become important economic players in Macau’s post-war economy, such as businessman Ho Yin, also cut their teeth during the second world war’s climate of contingency and opportunity.

    Working for the Macau Co-operative Company, established by the Japanese to manage trade between Japan and the government in Macau, Ho was involved in bartering materials in exchange for food supplies with Japanese interlocutors. He also had an English-Japanese language exchange with the Japanese intelligence chief in Macau, Colonel Sawa.

    Through these activities, Ho made important contacts among the different communities who found themselves in Macau during the war. This included powerful intermediaries such as Pedro José Lobo, the head of the economic services in Macau. These connections exposed Ho to the popularity of gambling in Macau and the potential to take it to a different level.

    Gambling had been legal in Macau since the mid-19th century. But it was during the war that we would see the origins of the casino-hotel model that is now prevalent in the territory.

    The leading hotels of 1940s Macau, such as Hotel Central and Grande Hotel Kuoc Chai, offered employment to refugee musicians and dancers and were sites of entertainment for those with funds to spend.

    After the end of the second world war, Ho set up a company called Sociedade de Turismo e Diversões de Macau (STDM) with partners including Henry Fok, Teddy Yip and Yip Hon. These were businessmen with links to Hong Kong, mainland China and Indonesia.

    In 1962, the same year STDM was founded, it earned the exclusive licence to run casinos in Macau, replacing pre-existing magnates who were more prominent during the second world war.

    One of the key innovations brought by their company’s casinos was the popularisation of western-style games. They were also involved in philanthropic activities, much like the wartime gambling tycoons had been, with Macau again seeing the arrival of many destitute displaced persons during the cold war.

    Gambling has been liberalised in Macau since the early 2000s, and the territory has now surpassed Las Vegas to become the largest casino market in the world.

    In the Danish TV drama Families Like Ours, one melancholic line from high-school student Laura captures the emotional toll of climate displacement: “Soon we will vanish like bubbles in a creek.” This seven-part series imagines a near future in which Denmark is being evacuated due to rising sea levels – a government-mandated relocation of an entire population.

    The series challenges the fantasy that wealthy western countries are immune to the far-reaching effects of climate change. Rather than focusing on catastrophic storylines, Families Like Ours portrays the mundane, bureaucratic and affective aspects of relocating a population in anticipation of a creeping crisis: the scramble for visas, the fractures that appear between families, and the inequalities in social and economic capital that shape people’s chances for a new life.

    Yet, the idea that Denmark could soon get submerged is not grounded in science. More worryingly, the narrative of the unavoidable uninhabitability of entire nations and millions of international migrants flooding Europe is misleading, dangerous, and sidelines deeply political questions about adaptation to sea level rise that should be dealt with now.

    Sea levels are rising by a few millimetres a year. That pace is accelerating. The Intergovernmental Panel on Climate Change predicts that, by 2100, sea levels could rise by up to one metre on average. Beyond 2100, sea levels could rise by several metres, although these long-term scenarios are highly uncertain.

    Even in extreme scenarios, these developments would unfold over several decades and centuries. It’s unlikely that permanent submergence of large areas of land will make Denmark uninhabitable.

    Still, sea level rise poses a serious risk to the livelihoods of millions of people living in coastal zones. In the UK, many homes in Norfolk and Fairbourne, Wales, are already at risk from coastal erosion, for instance.

    These changes are subtle. They do not warrant the evacuation of an entire nation, but degrade coastal livelihoods over time. Houses in high-risk areas like these may become uninsurable, devalued or too risky to live in. This will force people to move.

    In addition, sea level rise makes coastal flooding more likely. In European high-income countries, including Denmark, rising waters already threaten coastal communities. Without adaptation, hundreds of thousands of homes in cities such as Copenhagen could be at risk.

    The danger of mass migration narratives

    However, depicting climate change as a driver of uncontrolled mass migration is misleading. Sea level rise will contribute to coastal migration, and state-led relocation is already a reality especially in Africa and Asia. But climate migration predominantly occurs within countries or regions. International migration from climate change impacts is the exception, not the norm.

    To capture these complexities, some researchers prefer the term “climate mobility”. Mobility can be forced or voluntary, permanent or temporary, even seasonal. Some communities and people resist relocation plans and stay put.

    Families Like Ours reinforces longstanding narratives that frame certain parts of the world as destined to become uninhabitable. Even UN Secretary-General António Guterres warned of a “mass exodus of entire populations on a biblical scale” due to sea level rise.

    As a researcher working on climate adaptation, I notice that sea level rise and climate migration are increasingly discussed at the global level. Discussions focus, for example, on the protection of affected populations and continued statehood of nations after their potential submergence. A new global alliance of cities and regions tackling sea level rise called the Ocean Rise & Coastal Resilience Coalition considers a “managed retreat” not only as inevitable but as a rational and desirable adaptation pathway for many cities and regions.

    Scientists have warned that creative storylines highlighting the “uninhabitability” of low-lying countries and regions, such as the Pacific, are not helpful. The mass migration narrative can be used by governments to justify extreme protectionist action and sideline urgent adaptation debates.

    States are not helpless in the face of sea level rise and submergence is not inevitable. As geographer Carol Farbotko and colleagues suggest, “habitability is mediated by human actions and is not a direct consequence of environmental change”. People often develop their own ways of living with rising waters, resisting narratives of submergence. State-led adaptation is possible, but depends on finance, which is unequally distributed.

    People’s migration decisions can seldomly be attributed to just climate impact. A community’s capacity to respond hinges on social, political, economic and demographic factors. Adaptation measures are costly. This raises deeply political questions over who gets to be protected, who is left behind, and how managed retreat can benefit the most affected people and places in a fair way. We need to overcome mass migration myths and start a serious and justice-focused debate about the future of our shorelines.

  • MIL-OSI Submissions: Back to the Future at 40: the trilogy has never been remade – let’s hope that doesn’t change

    It has now been four decades since Marty McFly first hit 88 miles per hour in a time-travelling DeLorean. Robert Zemeckis’s sci-fi adventure blockbuster didn’t just navigate the space-time continuum onscreen (thanks to the flux capacitor). It also found a lasting place in the hearts of its audience.

    Personally, I don’t think I’ve ever heard anyone speak badly about the Back to the Future trilogy (aside from certain cast members, which I’ll touch on later). It has thankfully avoided the common traps of remakes and the sprawling expanded universe trend, which has diluted so many other beloved franchises (yes, Star Wars, Indiana Jones and The Lord of the Rings, I’m talking to you).

    Naturally, the success of Back to the Future has inspired a range of adaptations, including a computer game, an immersive Secret Cinema event, as well as a more recent West End stage musical. But each version stays true to the spirit of the original, reinforcing what feels like an unspoken rule in Hollywood: Back to the Future is off-limits to a cinematic or televised remake.

    Zemeckis and Bob Gale, who co-wrote the screenplay for all three films, have repeatedly shut down the idea of a fourth instalment, declaring that the trilogy is complete. In fact, aside from a few delightful Back to the Future references in other shows made by the original stars themselves, the only remake you’re likely to come across is BBTF Project 85. It’s a multi-fan-made, shot-for-shot collaboration and true labour of love, created not for profit but out of pure admiration for the original.

    The success of the Back to the Future trilogy can be attributed to several factors, not least the undeniable charisma and chemistry between Michael J. Fox and Christopher Lloyd. The wholesome, inter-generational friendship of their characters is never explicitly explained, but also doesn’t need to be. It simply works. The dynamic between Doc and Marty captures a timeless, heartfelt bond between two generations who respect and learn from each other, much like the relationship between Daniel LaRusso and Mr. Miyagi in The Karate Kid (another trilogy that has since found itself in the rebooted camp).

    Michael J. Fox was the original choice for Marty McFly but due to scheduling conflicts with his role on sitcom Family Ties, production began with Eric Stoltz in the role. Over half the film was shot before Zemeckis made the difficult decision to recast.

    As Stoltz later said in an interview, the change came because he “wasn’t giving the performance [Zemeckis] wanted for his film”. Stoltz, a talented performer, brought a darker, moodier and more intense interpretation to Marty, a version that was replaced by Fox’s lighter, more comedic approach, channelled through his effortless charm.

    Stoltz wasn’t the only cast member to leave Back to the Future with a sense of disappointment. Crispin Glover, who played George McFly, also famously fell out with Zemeckis and Gale over creative differences. One of which was Glover’s objection to the film’s ending that presented Marty’s family being financially wealthier in comparison to the start. Glover felt this idea sent a negative message of money equating to happiness. This artistic clash (and ironically, dispute over salary) ultimately led to him being recast in Back to the Future Parts II and III, with actor Jeffrey Weissman stepping in.

    In the sequels, Weissman wears a facial prosthetic designed from Glover’s likeness from the first film (where George is made to look older). This enraged Glover further, who responded by filing a lawsuit, arguing that the use of his image without consent was illegal.

    He has since been openly critical of Weissman’s “bad performance” and has expressed ongoing frustration that many viewers still mistakenly assume the “bad acting” to be his own. As he notes, this explicitly contrasts with the more obvious recasting of Jennifer Parker (Marty’s girlfriend) performed by Claudia Wells in the first film and later replaced by Elisabeth Shue in the sequels.

    The recasting reflects the first film’s unexpected success. Back to the Future was never intended to have a sequel, but the overwhelming popularity of the original prompted the rapid development of two back-to-back follow-ups released in 1989 and 1990.

    Once again, the film’s success can be credited to the electric chemistry between its leads and the unforgettable music, from Huey Lewis’s Power of Love to Chuck Berry’s “new sound” in Johnny B. Goode, and Alan Silvestri’s hauntingly triumphant score. Silvestri’s music seems to capture the spirit of wide-eyed adventure, nostalgia and wisdom all at once, like a journey through time, composed entirely for the ears, affording the trilogy a sense of timelessness.

    Another charm of the Back to the Future trilogy (which stood out to me in a more recent viewing) lies in its use of printed media, which inspired me to create my video essay, Back to Printed Media.

    As indicated in the video, Back to the Future begins with the sound and image of clocks before panning to a framed newspaper article, a fitting introduction to how all three instalments use print to convey plot, emotion and shifts across timelines.

    Beyond newspapers, the trilogy gives prominence to photographs, handwritten letters, phone books, a sports almanac, transparent receipts of the future, and even printed faxes (in the future of 2015). This tactile world of ink and paper evokes a deep nostalgia, underscoring the emotional weight of physical communication, something that has steadily faded with the rise of digital screens and indeed the loss of physical touch.

    Doc even comments in the third instalment (when reading a letter from his future self) that he never knew he could write anything so touching.

    In an era where glowing rectangles dominate both our lives and our storytelling, Back to the Future offers a refreshing contrast. It reminds us of the human connection and the need to be with others, packaged in a blockbuster narrative about one of the most universal cinematic themes: finding your way back home.

    As a trilogy, Back to the Future has stood the test of time for four decades, and I’m confident it will continue to resonate with both new and nostalgic audiences well into the future.

  • MIL-OSI Submissions: Could the first images from the Vera Rubin telescope change how we view space for good?

    We are entering a new era of cosmic exploration. The new Vera C Rubin Observatory in Chile will transform astronomy with its extraordinary ability to map the universe in breathtaking detail. It is set to reveal secrets previously beyond our grasp. Here, we delve into the first images taken by Rubin’s telescope and what they are already showing us.

    These images vividly showcase the unprecedented power that Rubin will use to
    revolutionise astronomy and our understanding of the Universe. Rubin is truly transformative, thanks to its unique combination of sensitivity, vast sky area coverage and exceptional image quality.

    These pictures powerfully demonstrate those attributes. They reveal not only bright objects in exquisite detail but also faint structures, both near and far, across a large area of sky.

    Cosmic nurseries – nebulae in detail

    The stunning pink and blue clouds in this image are the Lagoon (lower left) and Trifid (upper right) nebulae. The word nebula comes from the Latin for cloud, and these giant clouds are truly enormous – so vast it takes light decades to travel across them. They are stellar nurseries, the very birth sites for the next generation of stars and planets in our Milky Way galaxy.

    The intense radiation from hot, young stars energises the gas particles, causing
    them to glow pink. Further from these nascent stars, colder regions consist of
    microscopic dust grains. These reflect starlight (a process known in astronomy as
    “scattering”), much like our atmosphere, creating the beautiful blue hues. Darker filaments within are much denser regions of dust, obscuring all but the brightest background stars.

    To detect these colours, astronomers use filters over their instruments, allowing only certain wavelengths of light onto the detectors. Rubin has six such filters, spanning from short ultraviolet (UV) wavelengths through the visible spectrum to longer near-infrared light. Combining information from these different filters enables detailed measurements of the properties of stars and gas, such as their temperature and size.

    Rubin’s speed – its ability to take an image with one filter and then quickly move to the next – combined with the sheer area of sky it can see at any one time, is what makes it so unique and so exciting. The level of detail, revealing the finest and faintest structures, will enable it to map the substructure and satellite galaxies of the Milky Way like never before.

    Mapping galaxies across billions of light years

    The images of galaxies powerfully demonstrate the scale at which the Rubin
    observatory will map the universe beyond our own Milky Way. The large galaxies
    visible here (such as the two bright spiral shaped galaxies visible in the lower right quarter of the picture) belong to the Virgo cluster, a giant structure containing more than 1,000 galaxies, each holding billions to trillions of stars.

    This image beautifully showcases the huge diversity of shapes, sizes and colours of galaxies in our universe revealed by Rubin in their full technicolour glory. Inside these galaxies, bright dots are visible – these are star-forming regions, just like the Lagoon and Trifid nebulae, but remarkably, these are millions of light years away from us.

    The still image captures just 2% of the area of a full Rubin image revealing a universe that is teeming with celestial bodies. The full image, which contains around ten million galaxies, would need several hundred ultra high-definition TV screens to display in all its detail. By the end of its ten-year survey, Rubin will catalogue the properties of some 20 billion galaxies, their colours and locations on the sky containing information about even more mysterious components of our universe such as dark matter and dark energy. Dark matter makes up most of the matter in the cosmos, but does not reflect or emit light. Dark energy seems to be responsible for the accelerating expansion of the universe.

    The UK’s role

    These unfathomable numbers demand data processing on a whole new scale.
    Uncovering new discoveries from this data requires a giant collaborative effort, in which UK astronomy is playing a major role. The UK will process around 1.5 million Rubin images and hosts one of three international data access centres for the project, providing scientists across the globe with access to the vast Rubin data. Here at the University of Southampton, we are leading two critical software
    development contributions to Rubin.

    First of these is the capability to combine the Rubin images with those at longer infrared wavelengths. This extends the colours that Rubin sees, providing key diagnostic information about the properties of stars and galaxies. Second is the software that will link Rubin observations to another new instrument called 4MOST, soon to be installed at the Vista telescope in Chile.

    Part of 4MOST’s job will be to snap up and classify rapidly changing “sources”, or objects, in the sky that have been discovered by Rubin. One such type of rapidly changing source is a stellar explosion known as a supernova. We expect to have catalogued more supernova explosions within just two years than have ever been made previously. Our contributions to the Rubin project will therefore lead to a totally new understanding of how the stars and galaxies in our universe live and die, offering an unprecedented glimpse into the grand cosmic cycle.

    The Rubin observatory isn’t just a new telescope – it’s a new pair of eyes on the
    universe, revealing the cosmos in unprecedented detail. A treasure trove of
    discoveries await, but most interesting among them will be the hidden secrets of the universe that we are yet to contemplate. The first images from Rubin have been a spectacular demonstration of the vastness of the universe. What might we find in
    this gargantuan dataset of the cosmos as the ultimate timelapse movie of our
    universe unfolds?

  • MIL-OSI Submissions: Killer dolls and Brexit zombies – what to watch and do this week

    Part of the appeal of the 2023 horror flick, M3gan, was that its titular antagonist managed to be two of the scariest villains of the genre in one – a killer robot, and a child’s doll come to life.

    After nine-year-old Cady (Violet McGraw) tragically lost her parents, her roboticist aunt Gemma (Allison Williams of Get Out fame) brought M3gan home to help her niece with the traumatic transition. M3gan was to be Cady’s teacher, playmate and above all, protector. In classic horror style, she soon embarked on a murderous rampage in the name of “protecting” her ward.

    The film was an instant cult hit, dubbed a “camp classic” thanks to M3gan’s TikTok dance moves and determination to destroy the nuclear family.

    In M3gan 2, in cinemas from today, the filmmakers have leaned into that campiness even more. But, as horror expert Adam Daniel explains that doesn’t completely neutralise the terror. Instead, it reformulates it, offering a cathartic release that makes the subject matter more digestible.

    If you’re looking for more traditional jump scares, 28 Years Later has you covered. Danny Boyle has returned to the franchise with this instant-classic of the zombie genre, which muses on both post-Brexit Britain and our collective experiences of the COVID pandemic. In this film, Europe has contained a “rage virus” to Britain. There are French boats on quarantine patrols, Swedish soldiers mocking remaining mainlanders and St George’s flags burning.

    For COVID storytelling expert Lucyl Harrison: “The film ushers in a new age of ‘Vi-Fi’” (that’s virus fiction) “without succumbing to pulpy pandemic storytelling”. Ralph Fiennes offers a typically strong performance as the “mad” Dr Kelson, the only person determined to commemorate the virus’s ever-mounting dead.

    I confess, I’m a bit of a baby when it comes to horror. So, I’ll need to follow up any zombie fare with something a little more comforting. My choice for this week is The Ballad of Wallis Island, which romcom giant Richard Curtis has dubbed “one of the great British films of all time”.

    It takes place on the fictional Wallis Island, home to millionaire Charles (Tim Key), an almost obsessive fan of former folk-rock duo played by Tom Basden and Carey Mulligan. Invited to the island to play a private gig, they must face their musical and romantic past, all under the gaze of an ecstatic Charles.

    The film was made in just 18 days on a tight budget in a typical Welsh summer – a doctor was on hand to stop the actors getting hypothermia when they filmed in the sea. It reminded our reviewer of another British comedy classic, Victoria Wood’s sitcom Dinnerladies, with its breadcrumb trail of slipped in details that provide laughter in the moment but which return to make the audience think twice.

    When Poor Things won the Golden Globe for best picture last year, director Yorgos Lanthimos thanked everybody, from the cast and crew to his hero Bruce Springsteen. But one person who didn’t get a mention was Alasdair Gray, the Scottish artist and writer who wrote the novel the film was based on.

    Now Gray is rightly being celebrated at Glasgow’s Kelvingrove Art Gallery and Museum. The unseen paintings in the new show Alasdair Gray: Works from the Morag McAlpine Bequest come from a donation of works he made after the death of his wife in 2014.

    Highlights of the show include his original artwork for his novel Poor Things and the streetscape Gray called “my best big oil painting”, depicting Cowcaddens in Glasgow.

  • MIL-OSI Submissions: Virtual churches are popular in Ghana. But what about online safety?

    Many churches have been holding worship services online via live-streaming platforms in recent times. This is unsurprising since many congregants use digital technologies. The COVID-19 pandemic also pushed churches to swiftly embrace digital platforms. This allowed them to continue with religious activities when physical and mobility restrictions were in place.

    Some churches invest heavily in audio-visual equipment, lighting systems and other gadgets to provide the right conditions for media production and to enhance the worship experience for congregants, online and in person.

    Digital technologies and platforms have become core components of the outreach and evangelistic activities of churches. Some contemporary pastors have a strong online presence with a huge following, mostly in the millions. They actively engage their followers and share different forms of messages with them.

    As the amount of online content generated by churches grows, questions of safety, security and privacy have come to the fore. It is important to look at how churches address these concerns as they rapidly deploy digital platforms to reach and maintain virtual church membership.

    I am a media and communication studies academic and researcher. In a recent paper I worked with my student to examined the concerns of congregants of a church in Ghana over the security dangers that digital church engagement poses.

    Christianity is the religion with the largest following in Ghana. During the COVID-19 pandemic, many churches turned to online services and have continued with them.

    The research revealed that there were no established policies guiding the church’s virtual engagements. The media team relied primarily on their subjective judgement to address any potential ethical dilemmas.

    Beside enhanced privacy measures and access control, we recommend ethical frameworks and guidelines to govern the management of congregants’ personal information in both physical and virtual environments. This must include the inputs of congregants and experts.

    The research also found that word of mouth was still the primary means by which congregants came to learn about the church. This suggests churches cannot abandon the old ways of reaching out to people.

    Digital technology and the church

    Radio, TV and social media are all used to extend invitations to the public, promote and advertise churches, and generally facilitate church activities. The importance of having an online presence has compelled a significant number of churches to have dedicated media teams. They create and distribute content meant for digital platforms. The content includes photos and audiovisual testimonies of church members.

    To ensure that members of online churches have a positive experience during live streaming, most media departments also invest creativity into their videography. On live streams, followers (virtual congregants) react to songs being sung and respond to what the preacher says with comments and the use of emojis and GIFs. This is synonymous with how they might react in the physical church environment.

    But during the streaming of worship services, information about church members is not just shared in the physical church environment but also with a broader online audience. By the nature of live-streaming, there is no control over who has access to the content, how widely it is distributed, and for what and how the content is used by third parties.

    The study and some of its key findings

    Data collection for our study involved 170 survey respondents (congregants) and eight interview participants (videographers, video editors and social media managers from the church media department).

    We asked the congregants how they had first learned about the church; factors influencing their participation in virtual church services; and what safety and security concerns they had around their virtual church engagements.

    The interview participants were asked about the ethical considerations directing their work.

    Our study found that congregants had a range of concerns. Based on the sense of safety, confidence and trust they have in the church, congregants participating in physical church services may divulge personal information. These include prayer requests, personal hardships, or testimonials about their accomplishments. They sometimes do this with the understanding that the information will remain inside the church’s walls.

    Chief among the concerns were:

    • the risk of identity theft

    • the potential misuse of personal data for targeted advertising

    • potential privacy invasion because of their interactions with the church’s digital platforms.

    Some members of the media team admitted that congregants might have privacy and security concerns. However, in the absence of formal guidelines, any attempt to ensure the privacy and security of congregants might be an ad hoc measure. This was demonstrated in the study’s finding that the media team’s privacy and security adherence was largely based on their judgement and sometimes on prodding from congregants.

    What can be done

    Based on concerns raised by congregants, we argue that churches must ensure the privacy of those participating in services by instituting confidentiality and anonymity measures, particularly when sharing their personal or sensitive information.

    In addition, participants in our research held the view that some sensitisation could be useful to cater to those concerns. This could take the form of regular sensitisation of congregants on how they can enhance their online safety and security.

    We believe that because churches sometimes rely on photos, videos and testimonies of members to build their social media profiles, a rule-based system must be put in place. This could involve delayed broadcasting techniques to prevent the airing of sensitive information.

    We suggest that steps be taken to protect sensitive information and content about members that is shared online. An example of how this can be done is being set by a non-denominational prayer movement that has taken over Ghana’s online sphere. To secure the privacy of members who share testimonies, their identities are kept anonymous and certain details, such as names and places, are also protected.

    Finally, the right technology must be put in place to allow for delayed broadcasts. This means live-streamed content can be reviewed and, where necessary, edited so that sensitive content can be removed before the broadcast reaches a wide online audience.

    Robot dogs showcased at the Lincolnshire Show

    The team’s new canine ambassadors sparked chats on clean energy, local jobs and a future powered by fusion.

    The UK’s first of a kind Spherical Tokamak for Energy Production (STEP) fusion energy team wowed the crowds at the Lincolnshire Show last week with a pair of robo-dogs. The STEP Programme is located at West Burton, a previous coal-fired power station with plans to build a fusion energy power plant at the site which uses robotics to help movement inside the plant. The dog duo proved a hit at the Showground and generated many conversations around fusion energy, the boost the programme will bring to local businesses, thousands of extra jobs that STEP will bring to the area and opportunities around new skills for future generations of workers. 

    Thousands of people gathered at the show which centres on agriculture, trade and local produce, a true celebration of rural life in Lincolnshire. This year the show returned for its 140th year with around 60,000 visitors and a constant flow of people around the STEP robot dogs who were providing entertainment to people of all ages, and they also caught the attention of a few (real) dogs too who were not quite sure what to make of the lively little robots.    

    STEP was hosted by West Lindsey District Council at the annual show, who are proud to be neighbours of this upcoming national significant infrastructure project beginning with construction that will take the commercialisation of fusion energy a step closer to getting clean and green power on to the Grid. The local MP for Gainsborough, Sir Edward Leigh was on hand to speak to people visiting the Show. He commented:

    This is the most exciting thing that has happened to Gainsborough in a hundred years. We’re going to be at the cutting edge of technology, just as Gainsborough was in the middle of the 19th century when it became an industrial town. It’s really exciting. Fusion is unlimited green energy, it’s completely safe, it will transform humankind. Gainsborough is really coming up in the world, and this will just be the icing on the cake.

    The first of its kind, STEP is the UK’s major technology and infrastructure programme to build a prototype fusion power plant that will demonstrate net energy, fuel self-sufficiency and a viable route to plant maintenance.  This will pave the way for the potential development of a fleet of future fusion power plants around the world and the commercialisation of fusion energy.

    We’ll achieve this by producing a prototype tokamak power plant – in an innovative spherical shape – that will demonstrate net energy.     Rosneft enterprises took part in Youth Day – a holiday for young people, which is celebrated annually in our country on the last Saturday of June. The Company’s employees held a series of events aimed at developing sports, creativity and professional growth.

    Samotlorneftegaz supported a large-scale city festival in Nizhnevartovsk. The company’s specialists organized a thematic platform with a diverse program. Festival guests were able to take a virtual tour of the Samotlor field using modern VR technologies, get acquainted with exclusive samples of innovative equipment and materials used in the oil and gas production process.

    A special entertainment program was prepared for young visitors: educational coloring books with images of animals that Rosneft studies and cares for, as well as master classes and exciting thematic quizzes for different age groups.

    A special atmosphere was created by the company’s employees and volunteers who took part in the “Candle of Memory” and “Victory Waltz” events, dedicated to the 80th anniversary of the Great Victory and the 60th anniversary of the discovery of the Samotlor field.

    The Saratov Oil Refinery organized a sports bike ride for the plant’s employees and their families. The participants covered several dozen kilometers through the picturesque Kumysnaya Polyana nature park along routes of varying difficulty. Young specialists of the plant also held a team-building training aimed at developing teamwork skills and achieving common goals.

    Novokuibyshevsky Oil Refinery presented its interactive platform at the city festival. In the format of an exciting quest, festival guests got acquainted with the main areas of the enterprise’s activities, its social projects and production achievements.

    The guests’ attention was drawn to the ecological site with the Ecosphere master class, where participants took a virtual tour of the Samarskaya Luka National Park using the Ecotropa63 mobile application.

    Rosneft enterprises implement various events and programs aimed at supporting the younger generation, including a mentoring and internship system, participation of young specialists in innovative projects and scientific research, and development of professional competencies. The company is actively involved in the development of young specialists: it organizes training in modern advanced training programs, including new educational tracks aimed at developing management competencies. The company supports youth scientific and practical conferences and professional skills competitions: this year, large-scale hackathons were organized, where young specialists developed innovative solutions for the oil and gas industry.

    Homeowners could save hundreds on energy bills from solar drive

    Homeowners could save around £500 from the government’s drive for solar power on rooftops.

    Families and businesses could benefit from cheaper bills and greater energy security through plans to drastically increase the deployment of rooftop solar across the country.  

    The government has today (Monday 30 June) launched a pathway for the UK to rapidly accelerate the roll out of solar, helping drive down bills, supporting tens of thousands of jobs and powering economic growth with clean energy. 

    Families could save around £500 a year on their energy bills by installing rooftop solar panels as part of the government’s rooftop revolution – making working people better off through the Plan for Change.  

    The Solar Roadmap sets out the steps needed for the government and industry to deliver 45-47 GW of solar by 2030 – which will support up to 35,000 jobs and use less than half a percent of total UK land.  

    This includes:  

    • increasing solar deployment on new build homes through the Future Homes Standard to save households money on bills
    • launching a call for evidence to understand how to harness the untapped potential of solar in car parks across England, Wales and Northern Ireland  
    • plans to launch a safety review to unlock portable plug-in solar panels, making it easier and cheaper for people living in rented accommodation and apartments to install solar on their balconies and rooftops
    • stronger engagement with industry and trade bodies to identify skills gaps in the solar sector to support more people into well-paid clean energy jobs

    Research suggests 88% of the British public are in favour of solar energy. Since July, the government has taken action to deploy the technology at scale, approving nearly 3 GW of nationally significant solar – more than the last 14 years combined. This is the equivalent of powering more than 500,000 homes with clean, homegrown power. 

    Energy Minister Michael Shanks said: 

    Families have been paying the price for the fossil fuel rollercoaster for years. 

    Our Plan for Change means delivering more homegrown energy that we control to boost the UK’s energy security and save money on your bills. 

    Through solar, we are rolling out the quickest to build and one of the cheapest forms of energy for families to start saving hundreds on their energy bills, all whilst helping tackle the climate crisis.

    The roadmap outlines practical actions for industry and government to overcome the challenges to delivering this ambition within the next five years and boost the UK’s energy security. This includes providing a new blueprint for industry to overcome barriers in planning, electricity networks, supply chain and innovation and workforce and skills challenges. 

    There are already over 1.5 million homes in the UK with rooftop solar panels installed. According to MCS, the body responsible for certifying renewable energy installers, 15,496 solar installations took place in January 2025 on existing homes, a 16.5% increase on the previous year.

    To help households with the finances of installing rooftop solar, the government is working with the Green Finance Institute, the finance sector, consumer bodies and the solar sector itself to provide financial solutions for households and businesses.  

    The government has also made rooftop solar more accessible, having recently announced all new build homes will have solar panels by default to help bring down bills for families, through the Future Homes Standard. This will also see new homes benefit from low-carbon heating, such as heat pumps and high levels for energy efficiency.    
     
    This means recipients of new build homes will save money on their energy bills through government support, tackling the cost of living crisis for aspirational young families and new house buyers. 

    Rooftop solar not only adds value through lowering bills but it can also increase the financial value of the property. The government wants homeowners to cash in on this and is working with the Royal Institution of Chartered Surveyors to ensure that the value of solar homes is assessed properly. 

    Renters and those living in apartments could also be set to experience the benefits of solar as the government sets out the steps required to make ‘plug-in’ solar available in the UK. Plug-in solar works in the same way as rooftop solar panels, except it is portable and is connected directly into plug sockets – ideal for apartments with balconies. 

    Plug-in solar is currently unavailable in the UK due to longstanding regulations. But in Germany, around 435,000 balconies had plug-in solar installed in 2024 alone, saving residents in apartments money on their electricity bills.  

    Last month, Great British Energy announced an initial £200 million investment in rooftop solar for hundreds of schools and hospitals, with savings around £200,000 a month for some hospitals. 

    Solar Energy UK Chief Executive and Co-Chair of the Solar Taskforce, Chris Hewett said:  

    Today marks the dawn of a transformative era for how the UK powers itself.  

    The Solar Roadmap highlights dozens of practical measures needed to expand solar generation, boost the supply of cheaper and more secure power, foster new industries, create skilled jobs, boost biodiversity and slash our greenhouse gas emissions.  

    The sector is already growing fast, with around 700 small-scale rooftop installations being completed each day, but needs to grow faster. 

    Garry Felgate, Chief Executive of The MCS Foundation said: 

    The UK is experiencing a solar boom, with record numbers of subsidy-free solar panels being installed on rooftops across the country.    

    We welcome the Solar Roadmap which sets out the many ways in which we can maximise British potential for clean, cheap electricity.   

    Following on from the announcement that the vast majority of new homes will be required to have solar panels under the Future Homes Standard, the Solar Roadmap clearly demonstrates this government’s commitment to home-grown renewable power.

    Case studies

    Case study 1

    Phil lives in North Leeds with his wife and son. They installed 14 solar panels and battery storage on their detached 3 bed property in November 2022.   

    The installation cost approximately £20,000 in total – £8,000 for solar panels, £8,000 for the battery and the rest contributed towards and Electric Vehicle Charging port. 

    Phil says:

    I wanted solar because we had an electric car and the prospect of charging it from the sun was quite attractive. Over the last 90 days, our electric bill was minus £18.60 – in other words, we’ve cooked, cleaned, tumble-dried, showered, watched copious amounts of TV, ran the car for 2,000 miles and we are owed £18.60!

    With retirement looming, we wanted to invest in the house to make it as cheap to run as possible. Our monthly direct debit is less than half what it was before the install.

    Case study 2

    Tim is a retired teacher living south of King’s Lynn. He had 12 solar panels and a battery storage unit installed on his 3-bed property in March 2024. 

    His home is a new-build property with an EPC rating B+ that also includes an air source heat pump that is powered entirely through clean power supplied by the solar panels. He’s also installed an Electric Vehicle Charging point on his drive. 

    Since installing the rooftop solar panels, Tim’s electricity bill has gone from £1,200 a year to £150 a year – saving of over £1,000 a year. 

    Tim says:

    I’ve been delighted with the results so far. Before I put the panels up, I used 3 MWh of electricity. Over the past 12 months the solar panels alone have generated over double that amount – meaning I am technically my own electricity supplier selling back to the grid!

    The panels will pay for themselves in 12 years but will last for more like 25 years whilst adding value to my house, should I decide to sell it.  

    I used the lump sum from my pension to pay for the panels. I see it as an investment for the future – an investment in the planet, but also my own financial security as my bills are now so low.

    It is great to be part of the green energy revolution! In a world of global warming and climate change, at least the house is now self-sufficient in power. The advantages of solar are so great that my father, aged 90, has also had them installed recently on his house near Nottingham.

    Case study 3

    Stourton Park and Ride in Leeds is the UK’s first fully solar-powered park and ride, featuring a 1.2 MW system of solar panels, battery storage, and 26 Electric Vehicle charging points.   

    The Solar PV system is estimated to generate 852,000 kWh a year and offset 471 tonnes of carbon in its first year – the equivalent of removing over 200 cars from the road.

Together, the Governor and Legislature are enacting a responsible, balanced spending plan that safeguards California’s values while maintaining long-term fiscal health. This budget and forthcoming trailer bills include new, landmark policies that will accelerate housing production and boost affordability in communities across the state — addressing California’s most urgent challenges.

    As we confront Donald Trump’s economic sabotage, this budget agreement proves California won’t just hold the line — we’ll go even further. It’s balanced, it maintains substantial reserves, and it’s focused on supporting Californians — slashing red tape and catapulting housing and infrastructure development, preserving essential healthcare services, funds universal pre-K, and cuts taxes for veterans.

    Pro Tem Mike McGuire says: “The State is delivering a responsible on-time budget in a challenging year focused on fiscal restraint and investing in the people and programs that make this State great. This budget prioritizes record funding for our kids and public schools, protects access to health care for millions of the most vulnerable, and will create more housing at a scale not seen in years. Thanks to this budget agreement, the state will help get more folks off the streets and into permanent shelter, and we’ll expand the ranks of CalFire, deploying hundreds of additional full-time CalFire firefighters, which will save lives and make us all more wildfire safe. And this agreement helps prepare our state for the ongoing chaos and massive uncertainty caused by the Trump administration.     Tax cuts for vets, smaller class sizes, free school meals

    The budget reflects a shared commitment to protect opportunity and improve affordability in California, in the face of targeted attacks by the Trump administration. The budget makes historic investments in public education — from universal transitional kindergarten and free school meals to expanded before and after-school programs, summer school, smaller class sizes, and strengthened career training and higher education. The budget demonstrates the state’s commitment to honoring veterans by creating tax cuts for military retirees, recognizing their service and supporting their financial security. 

    Lowering prescription drug costs, protecting reproductive care, and safety nets 

    The budget preserves key health care programs for Californians targeted by Republicans. It preserves vital safety net programs, including in-home supportive services and women’s reproductive health. As part of the budget, the Governor is also expected to sign legislation protecting access to health care, license and regulate Pharmacy Benefit Managers for the first time, increasing transparency and accountability in the pharmacy supply chain. The legislation also expands CalRx’s authority to procure brand-name drugs and respond to politically motivated supply disruptions, helping shield access to critical medications like mifepristone.

    Lights, camera, JOBS

    The budget protects California’s position as the 4th largest economy in the world – supporting business and continued economic growth, including California’s iconic film industry. Next week, the Governor is expected to sign additional legislation as part of the expansion of the film and TV tax credit program — further catapulting the program’s impact to $750 million a year.

    Trump’s economic assault

    The balanced budget comes as California continues to confront significant fiscal pressures fueled by the Trump administration’s reckless economic and immigration policies. According to the California Department of Finance, Trump’s tariff regime is projected to cost the state an estimated $16 billion in lost General Fund revenue through the next fiscal year. And a new study released June 17 by the Bay Area Council Economic Institute, in collaboration with UC Merced, found that Trump’s mass deportations could slash $275 billion from California’s economy, eliminate $23 billion in annual tax revenue, and severely disrupt key industries such as agriculture, construction, and hospitality. 

    In the face of these mounting challenges, the Governor issued a proclamation to access state reserves. This responsible and balanced budget protects Californians, creates more housing, preserves core programs, reinforces fiscal discipline, and invests in the state’s long-term economic strength.

    The Governor today announced signing the following bills:

This budget and forthcoming trailer bills include new, landmark policies that will accelerate housing production and boost affordability in communities across the state — addressing California’s most urgent challenges.

    As we confront Donald Trump’s economic sabotage, this budget agreement proves California won’t just hold the line — we’ll go even further. It’s balanced, it maintains substantial reserves, and it’s focused on supporting Californians — slashing red tape and catapulting housing and infrastructure development, preserving essential healthcare services, funds universal pre-K, and cuts taxes for veterans.

    Tax cuts for vets, smaller class sizes, free school meals

    The budget reflects a shared commitment to protect opportunity and improve affordability in California, in the face of targeted attacks by the Trump administration. The budget makes historic investments in public education — from universal transitional kindergarten and free school meals to expanded before and after-school programs, summer school, smaller class sizes, and strengthened career training and higher education. The budget demonstrates the state’s commitment to honoring veterans by creating tax cuts for military retirees, recognizing their service and supporting their financial security. 

    Lowering prescription drug costs, protecting reproductive care, and safety nets 

    The budget preserves key health care programs for Californians targeted by Republicans. It preserves vital safety net programs, including in-home supportive services and women’s reproductive health. As part of the budget, the Governor is also expected to sign legislation protecting access to health care, license and regulate Pharmacy Benefit Managers for the first time, increasing transparency and accountability in the pharmacy supply chain. The legislation also expands CalRx’s authority to procure brand-name drugs and respond to politically motivated supply disruptions, helping shield access to critical medications like mifepristone.

    The budget protects California’s position as the 4th largest economy in the world – supporting business and continued economic growth, including California’s iconic film industry. Next week, the Governor is expected to sign additional legislation as part of the expansion of the film and TV tax credit program — further catapulting the program’s impact to $750 million a year.

    Trump’s economic assault

    The balanced budget comes as California continues to confront significant fiscal pressures fueled by the Trump administration’s reckless economic and immigration policies. According to the California Department of Finance, Trump’s tariff regime is projected to cost the state an estimated $16 billion in lost General Fund revenue through the next fiscal year. And a new study released June 17 by the Bay Area Council Economic Institute, in collaboration with UC Merced, found that Trump’s mass deportations could slash $275 billion from California’s economy, eliminate $23 billion in annual tax revenue, and severely disrupt key industries such as agriculture, construction, and hospitality. 

    In the face of these mounting challenges, the Governor issued a proclamation to access state reserves. This responsible and balanced budget protects Californians, creates more housing, preserves core programs, reinforces fiscal discipline, and invests in the state’s long-term economic strength.

     Senator Reverend Warnock: “Your health care is about to go up. Your hospital might close because they’re cutting these clean energy tax cuts, your utility bills are about to go up. And so I have a question tonight, who voted for that?”
    Washington, D.C. – Today, U.S. Senator Reverend Raphael Warnock (D-GA) went to the floor of the United States Senate to call on his GOP colleagues to reject the GOP tax bill that will kick over 16 million Americans off their health care. Full video is available  HERE.
    “And in some ways, this is the same bill eight years later, just worse,” said Senator Reverend Warnock, comparing this moment to the 2017 tax bill. “Like most horror movies, the sequel tends to be worse. We were here eight years ago. Washington politicians were trying their best to gut the Affordable Care Act. Remember that? They were trying to gut Obamacare out of political motives. Millions of Americans were spared. But tonight is the sequel to that horror movie. They are back to their own political tricks, trying to dismantle the ACA again, with this legislation. It’s the same fight, just worse this time.”
    “If they enact these deep cuts to Medicaid, as they are positioned not to extend these tax credits, they are raising the cost of health care for all of us,” continued Senator Reverend Warnock. “Even if you are on private insurance, you are not safe. Your health care is about to go up. Your hospital might close because they’re cutting these clean energy tax cuts, your utility bills are about to go up. And so I have a question tonight, who voted for that?…Who voted for everybody’s health care premiums to go up and their hospitals to be closed? Here’s what I know. Folks back in Georgia didn’t vote for that. They voted for me, and they voted for Donald Trump, but they didn’t vote for that.”

It is not just a fight for food security, for SNAP, it is that. But in a real sense, it is a fight for our democracy. Whose voice gets to be heard in this chamber? That’s what this is about—the character of the country.”
    Now, let me be clear, I’m all for tax cuts. I believe working families deserve a tax cut, and I certainly don’t want to see them face a tax hike this year,” continued Senator Reverend Warnock. “That’s why I want to nearly double the child tax credit. I believe in tax cuts for hard-working families, for middle-class people, for working-class families. But instead of doing that, instead of helping working-class families who are struggling now against a 10% tax on everything, rising costs, we’re now burdening our children by adding $3 trillion to the debt. We’re taking away health care from kids and then burdening them with the debt.
    “When the people hear about what’s in this Big Ugly Bill, they don’t like it…” said Senator Reverend Warnock. “The American people do not want to rob our children of food and health care, and then burn them with trillions in debt to give billionaires and wealthy corporations another tax cut….And so if the people do not want this bill, if they are trying to pass it. Here’s the question you got to ask yourselves at home, you have to ask yourselves, well, who are they working for? Who are they fighting for? Who do they think matters? Do you think they are working for you?”
    The Senator’s speech comes a day after he held a vigil with a multi-faith coalition of clergy to pray that GOP lawmakers have the courage to stand up for their constituents and vote against the GOP tax bill. The Senator was arrested in 2017, before he was elected to the Senate, along with a coalition of multi-faith leaders, while protesting the GOP tax bill during the first Trump Administration.

    Madam President, I rise tonight in a moral moment in our nation. As we debate this bill, so much is on the line. The health care of over 16 million Americans, 750,000 of them Georgians, is on the line. Food for hungry children in a wealthy nation where one in five children are already food insecure—they don’t know where the next meal is coming from—their livelihood, their welfare, is on the line. The well-being of seniors in nursing homes and the disabled who rely on Medicaid and those who care for them is on the line. The state of rural hospitals in Georgia, in Alaska, in Louisiana, in little towns all over this nation that are right now barely hanging on is on the line, and the scraps that they are throwing them while cutting them will not save them.
    My friends on the other side of the aisle know it. They know that these scraps that they’re throwing at rural hospitals will not save them. And so in a very real sense, lives are on the line.
    We are in a moral moment because something else is on the line. I submit that the character of the country is on the line.
    In a real sense, the question tonight is, who are we? Not who we tell ourselves we are, but who are we really? What and who do we care about? What kind of nation are we? What kind of people do we want to be? Who matters and who doesn’t? What do we think is dispensable?
    In no place is the answer to that question clearer than in a nation’s budget. I submit that a budget is not just a fiscal document, a budget is a moral document. Show me your budget, and I’ll show you who you think matters and who doesn’t.
    If this awful budget were an EKG, it would suggest that our nation has a heart problem and is in need of moral certainty.
    And so I’m clear tonight. I understand the nature of what we are engaged in. This is a political process, it is, but it is also a moral exercise, not only for the nation, but for each of us, individually, and especially for the mere 100 of us out of a nation of 300 million who get to vote, perhaps in a matter of hours.
    We have the rare privilege of standing up for the people who have entrusted with us the covenant of centering their families. It’s a real privilege for the people of your state to say that since we can’t all go to Washington, we’re going to trust you in rules of power to be thinking about our children, to be thinking about our parents as they deal with the blessings and the burdens of growing old.
    So the question for me tonight is, how will we show up in this moment?
    That’s why yesterday, I gathered in the Russell Rotunda with a multi-faith coalition of clergy to pray that lawmakers might have the courage to stand up to their party, stand up to the special interests and protect seniors in nursing homes and pregnant mothers on Medicaid and children who risk going to school hungry every single day in this country. One in five children in the wealthiest nation on the planet already food insecure, and with these SNAP cuts, this body is about to make it worse.
    And so, surrounded by clergy of many faith traditions, yesterday, I prayed that we would have the courage, prayed that we would have the grace to stand as voices for the voiceless. And as I stood there, I could not help but feel a sense of deja vu. This is not the first time I’ve been in our nation’s Capitol speaking out against these policies that betray hard-working families. It was eight years ago, almost to the day in 2017 when Washington Republicans were trying to pass a tax bill that favored wealthy Americans over working families, that I came to this building, not as a senator, but as a pastor. I had no idea that eight years later I would be serving in this body. I had no notion that I would even run for the Senate. I came as a citizen, standing with a multi-faith coalition. We were praying for our nation’s leaders. We were gathered in the rotunda of the Russell building, and as we were singing and praying, the Capitol Police said, “I’m sorry, pastors, you can’t sing and pray in the rotunda. If you do not disperse, we will have to arrest you.”
    And let me say that the Capitol Police did not mishandle us that day. They were first-rate professionals. They said that if you don’t disperse, we will have to arrest you. What they didn’t understand is that I had already been arrested. My conscience had been arrested, my heart and my imagination, my moral imagination, had been arrested by this idea that we as a country are better than this.
    I come from a tradition where you don’t just pray with your lips, you pray with your legs, put your body in the struggle for other struggling bodies. So here I am tonight, eight years later, having transformed my agitation into legislation, I was arrested that day, but I have transformed my protest into public policy.
    Eight years ago, I was on the outside. Tonight, I’m on the inside, but it’s the same fight. Some of us fight on the inside, some of us fight on the outside. Some of us get to serve in the Senate or in the House. Others are just watching at home tonight, but be really clear that we are in the same fight—whether we are on the streets or in the suites, same fight.
    And in some ways, this is the same bill eight years later, just worse. Like most horror movies, the sequel tends to be worse. We were here eight years ago. Washington politicians were trying their best to gut the Affordable Care Act. Remember that? They were trying to gut Obamacare out of political motives. Millions of Americans were spared.     What that means is that 1.2 million Georgians and nearly 20 million Americans are going to see their health care premiums rise. That’s what’s at stake tonight.

    Ordinary folks don’t want this. There’s ordinary, everyday people who who barely pay attention to politics. They don’t want this. Even a Fox News poll, and you won’t often hear me say that, but even a Fox News poll from this month found that Americans don’t support this Big Ugly Bill.
    This is symptomatic of the ways in which the people’s voices have been squeezed out of their democracy. This is not just a health care fight, it is that. It is not just a fight for food security, for SNAP, it is that. But in a real sense, it is a fight for our democracy. Whose voice gets to be heard in this chamber? That’s what this is about—the character of the country.
    Ordinary Americans don’t want to do this to our children. That’s why they need to know that 71% of all Medicaid enrollees in Georgia are children. 71%. Taking away health care from kids to pay for tax cuts for billionaires.
    Now, let me be clear, I’m all for tax cuts. I believe working families deserve a tax cut, and I certainly don’t want to see them face a tax hike this year. That’s why I want to nearly double the child tax credit. I believe in tax cuts for hard-working families, for middle class people, for working-class families.
    But instead of doing that, instead of helping working class families who are struggling now against a 10% tax on everything, rising costs, we’re now burdening our children by adding $3 trillion to the debt. We’re taking away health care from kids and then burdening them with the debt. We are engaged in Robin Hood in reverse, this body, of stealing from the poor in order to give to the rich. This massive transfer of wealth from the bottom to the to the top. This is socialism for the rich.
    When the people hear about it, guess what? They don’t like it, Democrats and Republicans and Independents. When the people hear about what’s in this Big Ugly Bill, they don’t like it. That’s why the folks on the other side are trying their best to fast-track it. That’s why they’re trying to pass it and they haven’t even finished writing it—twisting themselves in knots, making their members walk the plank under the threat of a primary to pass this Big Ugly Bill.
    The American people do not want to rob our children of food and health care, and then burn them with trillions in debt to give billionaires and wealthy corporations another tax cut. The people do not want this bill.
    And so if the people do not want this bill, if they are trying to pass it. Here’s the question you got to ask yourselves at home, you have to ask yourselves, well, who are they working for? Who are they fighting for? Who do they think matters? Do you think they are working for you?
    This is a moral moment and a budget is a moral document. We have been summoned to this moment, people of faith and people of moral courage who claim no particular faith at all. Maybe because I was here yesterday and eight years ago for a similar fight with faith leaders. Maybe because I’m a preacher, and it’s Sunday, and I’ve been here instead of church, I have especially been thinking about those of us who are people of faith. People whose lives are informed by scripture, people of the book. And maybe those of us who have different politics but read from the same book ought to spend some time together reading the book, because I do sometimes wonder, and I say this with all humility, none of us owns the truth. But if I’m honest, there are days when I have to ask people of my faith tradition as a Christian, are we reading the same book?
    The book I know says, I was hungry and you fed me. I was sick, I was in prison, and you visited me. I was a stranger, and you welcomed me. In as much as you’ve done it to the least of these, you’ve done it also unto me. The book that I love says, learn to do good, seek justice, rescue the oppressed, defend the orphan, plead for the widow, speak out for those who cannot. Speak for the rights of the destitute. Speak out. Judge righteously. Defend the rights of the poor and the needy. My book says whoever is kind to the poor lends to the Lord and will be repaid in full. The prophet Amos condemns those who buy the poor for silver and the needy for a pair of sandals. They sell the poor out and working class people for cheap.
    For those of us who have a vote in this moment, my colleagues, who are swinging on a moral dilemma, I hear the prophet Micah say he has already told you what is good. What does the Lord require that you do justice, love, kindness, walk humbly with your God.
    May God be with our nation and grant us grace, wisdom and courage for this moment.

    On the morning of June 27, President Lai Ching-te conferred the Order of Brilliant Star with Grand Cordon upon former Chairman of the Japan-Taiwan Exchange Association Ohashi Mitsuo in recognition of his firm convictions and tireless efforts in promoting Taiwan-Japan exchanges. In remarks, President Lai stated that Chairman Ohashi cares for Taiwan like a family member, and expressed hope that Taiwan and Japan continue to deepen their partnership, bring about the early signing of an economic partnership agreement (EPA), and jointly build secure and stable non-red supply chains as we boost the resilience and competitiveness of our economies and jointly safeguard the values of freedom and democracy. A translation of President Lai’s remarks follows: Every meeting I have with Chairman Ohashi, with whom I have worked side by side for many years, is warm and friendly. I recall that when we met last year, Chairman Ohashi said that he often thinks about what Japan can do for Taiwan and what Taiwan can do for Japan, and that it is that mutual concern that makes us so close. This was a truly moving statement illustrating the relationship between Taiwan and Japan. Chairman Ohashi has also said numerous times that our bilateral relations may very well be the best in the entire world, and that in fact they may serve as a model to other countries. Indeed, Chairman Ohashi is himself an exemplary model for friendly relations between Taiwan and Japan. His spirit of always working tirelessly to promote Taiwan-Japan exchanges is truly admirable. Assuming the position of chairman of the Japan-Taiwan Exchange Association in 2011, he served during the terms of former Presidents Ma Ying-jeou and Tsai Ing-wen, continuously making positive contributions to Taiwan-Japan relations. Over these past 14 years, Taiwan and Japan have signed over 50 major agreements, spanning the economy and trade, fisheries, and taxes, among other areas. In 2017, the Taiwan-Japan Relations Association and the Japan-Taiwan Exchange Association underwent name changes, strengthening the essence and significance of Taiwan-Japan relations. These great achievements were all made possible thanks to the firm convictions and tireless efforts of Chairman Ohashi. On behalf of the people of Taiwan, I am delighted to confer upon Chairman Ohashi the Order of Brilliant Star with Grand Cordon to express our deepest thanks for his outstanding contributions. Chairman Ohashi is not just a good friend of Taiwan, but someone who cares for Taiwan like a family member. When a major earthquake struck in 2016, he personally went to Tainan to assess the situation and meet with the city government. This outpouring of friendship and support across borders was deeply moving. As we look to the future, I hope that Taiwan and Japan can continue to deepen our partnership. In addition to bringing about the early signing of an EPA, I also hope that we can expand collaboration in key areas such as semiconductors, energy, and AI, continue building secure and stable non-red supply chains, and boost the resilience and competitiveness of our economies as well as peace and stability in the Indo-Pacific. As Chairman Ohashi has said, the close bilateral relationship between Taiwan and Japan is one the world can be proud of. I would like to thank him once again for his contributions to deepening Taiwan-Japan ties. Taiwan will continue to forge ahead side by side with Japan, jointly safeguarding the values of freedom and democracy and mutually advancing prosperous development. I wish Chairman Ohashi good health, happiness, peace, and success in his future endeavors, and invite him to return to Taiwan often to visit old friends. Chairman Ohashi then delivered remarks, first thanking President Lai for his kind words. He stated that the Taiwan-Japan relationship is not only worthy of praise; it can also serve as a superb model in the world for bilateral relations that is worthy of study by other countries. He added that this is the result of the collective efforts of President Lai as well as many other individuals. Chairman Ohashi said that the current international situation is rather severe, with wars and conflicts occurring between many neighboring countries. He said that there is a growing trend of nuclear weapon proliferation, emphasizing that use of such weapons would cause significant harm between nations. He also pointed out that some countries even use nuclear weapons as a threat, leading to instability and impacting the global situation. Chairman Ohashi said that neither Taiwan nor Japan possesses nuclear weapons, which is something to be proud of. That is why, he said, we can declare that a world without nuclear weapons is a peaceful world. He also mentioned that during his tenure as chairman of the Japan-Taiwan Exchange Association, he consistently upheld this principle in his work. Chairman Ohashi said that the mission of the World Federalist Movement (WFM) is to promote world peace. He said that the WFM has branches in countries worldwide, with the WFM of Japan being one of the most prominent, and that it also aspires to achieve the goal of world peace. Having served as chairman of the Japan-Taiwan Exchange Association for 14 years, he said, he is now stepping down from this role and will serve as the chairman of the WFM of Japan, aiming to promote peace in countries around the world. Chairman Ohashi said that both Taiwan and Japan can take pride in our friendly bilateral relationship, emphasizing that if the good relationship between Japan and Taiwan could be offered as an example to countries around the world, there would be no more wars. He expressed his sincere hope that under President Lai’s leadership, Taiwan and Japan can work together to jointly promote world peace.     President Lai meets Japan’s former Economic Security Minister Kobayashi Takayuki
    On the afternoon of June 25, President Lai Ching-te met with Kobayashi Takayuki, Japan’s former economic security minister and a current member of the House of Representatives. In remarks, President Lai expressed hope to combine the strengths of the democratic community to build resilient, reliable non-red supply chains, and ensure a resilient global economy and sustainable development. He also expressed hope that Taiwan and Japan can bring about the early signing of an economic partnership agreement (EPA), and that Japan will continue supporting Taiwan’s bid to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), enhancing our own bilateral partnership, as doing so would create win-win situations and further contribute to regional economic security and stability. The following is a translation of President Lai’s remarks: I welcome Representative Kobayashi back to Taiwan for another visit after seven years. During his last visit, he was with a delegation from the Liberal Democratic Party (LDP) Youth Division, and we met at the Executive Yuan. I am very happy to see him again today. Representative Kobayashi has long paid close attention to matters involving economic security, technological innovation, and aerospace policy. He also made a stunning debut in last year’s LDP presidential election, showing that he is truly a rising star and an influential figure in the political sphere. With this visit, Representative Kobayashi is demonstrating support for Taiwan with concrete action, which is very meaningful. Taiwan and Japan are both part of the first island chain’s key line of defense. We thank the many Japanese prime ministers, including former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as current Prime Minister Ishiba Shigeru, for the many times they have highlighted the importance of peace and stability in the Taiwan Strait at important international venues, and for expressing opposition to the use of force or coercion to unilaterally change the status quo in the Taiwan Strait. I hope that Taiwan and Japan can engage in more cooperation and exchanges to promote peace and prosperity in the Indo-Pacific region in all aspects. In particular, China in recent years has been actively expanding its red supply chains, which threaten the global free trade system and advanced technology markets. Taiwan hopes to combine the strengths of the democratic community to build resilient, reliable non-red supply chains. In the semiconductor industry, for example, Taiwan has excellent advanced manufacturing capabilities, while Japan plays an important role in materials, equipment, and key technologies. I am confident that, given the experience that Taiwan and Japan have in cooperating, we can build an industrial supply chain composed of democratic nations to ensure a resilient global economy and sustainable development. I hope that Taiwan and Japan can bring about the early signing of an EPA in order to deepen our bilateral trade and investment exchanges and cooperation. I also hope that Japan will continue supporting Taiwan’s bid to join the CPTPP, enhancing our own bilateral partnership, as doing so would create win-win situations and further contribute to regional economic security and stability. Taiwan and Japan are democratic partners that share the values of freedom, democracy, and respect for human rights. I firmly believe that so long as we work together, we can certainly address the challenges posed by authoritarianism, and bring prosperity and development to the Indo-Pacific region. In closing, I welcome Representative Kobayashi once again. I am certain that this visit will help enhance Taiwan-Japan exchanges and deepen our friendship. Representative Kobayashi then delivered remarks, first thanking President Lai for taking the time to meet with him, and noting that this was his second visit to Taiwan following a trip seven years prior, when he came with his good friend from college and then-Director of the LDP Youth Division Suzuki Keisuke, now Japan’s minister of justice. Representative Kobayashi mentioned a Japanese kanji that he is very fond of – 絆 (kizuna) – which means “deep ties of friendship.” He emphasized that a key purpose of this visit to Taiwan was to reiterate the deep ties of friendship between Taiwan and Japan. In addition to deep historical ties, he said, Taiwan and Japan also enjoy a like-minded partnership in terms of economic, personnel, and friendship-oriented exchanges. He went on to say that at the strategic level, Taiwan and Japan also have deep ties of friendship, and that for Japan, it is strategically important that Taiwan not be isolated under any circumstances. Representative Kobayashi emphasized that cooperation between Taiwan and Japan, and even cooperation among Taiwan, Japan, and the United States, are more important now than ever, and that another important focus of this visit is the non-red supply chains referred to earlier by President Lai. He said that as Japan’s first economic security minister and the person currently in charge of the LDP’s policy on economic security, he is acutely aware of the important impact of economic security on national interests, and therefore looks forward to further exchanging views regarding Taiwan’s concrete steps to build non-red supply chains.     On the morning of June 16, President Lai Ching-te met with a delegation led by Representative Ami Bera, co-chair of the US Congressional Taiwan Caucus. In remarks, President Lai thanked the representatives in Congress for actively voicing support for Taiwan and proposing numerous Taiwan-friendly initiatives to strengthen Taiwan-US ties, helping expand Taiwan’s international space and continuing to place focus on peace and stability across the Taiwan Strait. The president said that we will continue to strengthen bilateral investment and industrial cooperation and create a more comprehensive environment for economic and trade exchanges to jointly enhance economic and developmental resilience. A translation of President Lai’s remarks follows: I am delighted to meet with the delegation and welcome Congressman Bera back to the Presidential Office. Last January, he visited after the presidential election, demonstrating the steadfast backing of the US Congress for democratic Taiwan. And the delegation led by Executive Yuan Secretary-General Kung Ming-hsin (龔明鑫) sent by Taiwan to this year’s SelectUSA Investment Summit in Washington, DC, was again the largest of those attending. All of this demonstrates Taiwan’s commitment to working alongside the US to create mutual prosperity. In the future, we will continue to strengthen bilateral investment and industrial cooperation. And I hope that the legislation addressing the issue of Taiwan-US double taxation will become law this year. I want to thank Congressman Bera for co-leading a joint letter last November signed by over 100 members of Congress calling for such legislation. I believe that by creating a more comprehensive environment for economic and trade exchanges, Taiwan and the US can enhance economic and developmental resilience. In closing, I thank you all for making the long journey here to advance Taiwan-US relations. Let us continue working together to promote the prosperous development of this important partnership. Congressman Bera then delivered remarks, saying that on behalf of the delegation, it is an honor for him to be here once again, it being last January that he and Congressman Mario Díaz-Balart visited and congratulated President Lai on his election victory, noting that theirs was the first congressional delegation to do so. Congressman Bera said that this is an important time, not just for the US and Taiwan relationship, but for all relationships around the world. When we look at conflicts in Europe and in the Middle East, he said, it is incumbent upon democracies to hold the peace in Asia. He emphasized that is why it is important for them to bring a delegation of members of the Foreign Affairs Committee and the Armed Services Committee, adding that he believes for all of them it is their first trip to Taiwan.  Congressman Bera said that while this is a delegation of Democratic members of Congress, in a bipartisan way all of Congress continues to support the people of Taiwan. As such, in this visit he brings support from his co-chairs on the Taiwan caucus, Congressman Díaz-Balart and Congressman Andy Barr. He also took a moment to recognize the passing of Congressman Gerald Connolly, who was a longtime friend of Taiwan and one of their co-chairs on the caucus. Congressman Bera mentioned that there is always a special bond between himself and President Lai because they are both doctors, and as doctors, their profession is about healing, keeping the peace, and making sure everybody has a bright, prosperous future. In closing, he highlighted that it is in that spirit that their delegation visits with the president.     President Lai meets delegation led by French National Assembly Taiwan Friendship Group Chair Marie-Noëlle Battistel
    On the morning of June 12, President Lai Ching-te met a delegation led by Marie-Noëlle Battistel, chair of the French National Assembly’s Taiwan Friendship Group. In remarks, President Lai thanked the National Assembly for its long-term support for Taiwan’s international participation and for upholding security in the Taiwan Strait, helping make France the first major country in the world to enact legislation to uphold freedom of navigation in the Taiwan Strait. The president also said that exchanges and cooperation between Taiwan and France are becoming more frequent, and that he hopes this visit by the Taiwan Friendship Group will inject new momentum into Taiwan-France relations and help build closer partnerships in the economy, trade, energy, and digital security.  A translation of President Lai’s remarks follows: First, I would like to welcome Chair Battistel, who is once again leading a visiting delegation. Last year, Chair Battistel co-led a delegation to attend the inauguration ceremony for myself and Vice President Bi-khim Hsiao. This is her fourth visit, and first as chair of the Taiwan Friendship Group, which makes it especially meaningful. This delegation’s visit demonstrates strong support for Taiwan, and on behalf of the people of Taiwan, I want to express my sincerest welcome and thanks. France is a pioneer in promoting free and democratic values. These are values that Taiwan cherishes and is working hard to defend. The French Parliament’s two chambers have continued to strongly support Taiwan, with the passage of a resolution supporting Taiwan’s participation in international organizations in 2021, as well as the passage of the seven-year Military Programming Law in 2023. This has made France the first major country in the world to enact legislation to uphold freedom of navigation in the Taiwan Strait. Through it all, the Taiwan Friendship Group has played a key role, and I want to thank all of our distinguished guests for their efforts. Over the past few years, Taiwan and France have continued to deepen cooperation in areas including the economy, technology, culture, and sports. At the Choose France summit held in Paris last month, Taiwanese and French enterprises also announced they will launch cooperation in the semiconductor and satellite fields. The VivaTech startup exhibition, now being held in France, also has many Taiwanese vendors participating. Exchanges and cooperation between Taiwan and France, whether official or people-to-people, are becoming more and more frequent. I hope that this visit by the Taiwan Friendship Group will inject new momentum into Taiwan-France relations, building closer partnerships in the economy, trade, energy, and digital security.  To address current geopolitical and economic challenges, Taiwan will continue to join forces with France and other like-minded countries to jointly safeguard peace and stability in the Indo-Pacific region, and contribute our concerted efforts to global prosperity and development. Once again, I want to welcome our visitors to Taiwan. I hope to continue our joint efforts to create a more prosperous future for both Taiwan and France.   Chair Battistel then delivered remarks, thanking President Lai for extending this invitation. Last year on May 20, she said, she and her delegation attended the presidential inauguration ceremony, so she was delighted to visit Taiwan once again with the French National Assembly’s Taiwan Friendship Group and bear witness to their friendship with Taiwan. Chair Battistel noted that this visit has given them an opportunity to strengthen Taiwan-France relations in areas including the economy, culture, the humanities, and diplomacy, and conduct exchanges with numerous heads of government agencies and research institutes. It has also been an opportunity, she said, to witness the importance of exchanges and cooperation with Taiwan in areas including energy, semiconductors, youth, and culture, and the impact created by important issues of mutual concern, including AI and disinformation, on the security of many countries. Chair Battistel praised Taiwan for its youth development efforts, and said that under the Taiwan Global Pathfinders Initiative, 30 Taiwanese young people have embarked on a visit to France, with itineraries including the United Nations Ocean Conference and the VivaTech exhibition, as well as the city of Toulouse, which is strategically important for the aerospace industry. Members of the group are also conducting exchanges at the French National Assembly, she said.  Chair Battistel stated that the Taiwan-France partnership is growing closer, and that she hopes to continue to strengthen bilateral exchanges and cooperation, as supporting peace for Taiwan supports peace around the world.  The delegation also included Taiwan Friendship Group Vice Chair Éric Martineau, as well as National Assembly Committee on Foreign Affairs Vice Chair Laetitia Saint-Paul and Deputies Marie-José Allemand and Claudia Rouaux.     President Lai hosts state banquet for President Bernardo Arévalo of Republic of Guatemala  
    At noon on June 5, President Lai Ching-te hosted a state banquet at the Presidential Office for President Bernardo Arévalo of the Republic of Guatemala and his wife. In his remarks, President Lai noted that Taiwan and Guatemala have both undergone an arduous democratization process, and therefore, in face of the continuous expansion of authoritarian influence, must join hands in brotherhood and come together in solidarity to safeguard our hard-earned freedom and democracy. President Lai also expressed hope that both countries will work together and continue to deepen various exchanges and cooperation, taking a friendship that has lasted over 90 years to new heights. A translation of President Lai’s remarks follows: Once again, I would like to offer a warm welcome to President Arévalo and First Lady Lucrecia Peinado, who are leading this delegation to Taiwan. President Arévalo’s previous visit to Taiwan was 31 years ago. Back then, Taiwan did not have direct presidential elections, and the nation was continuing to make progress toward democratization. Today, 31 years later, Taiwan has conducted direct presidential elections eight times, with three transfers of power between political parties. On this visit, I am sure that President Arévalo will gain a deep appreciation for Taiwan’s free and democratic atmosphere.  Taiwan and Guatemala have both undergone an arduous democratization process. A little over 200 years ago, the people of Guatemala took a stand against colonial oppression, seeking national dignity and the freedom of its people. Eighty-one years ago, President Arévalo’s father, Juan José Arévalo, became Guatemala’s first democratically elected president, establishing an important foundation for subsequent democratic development.  Our two peoples have democracy in their blood. Both know the value of freedom and democracy and are willing to take a stand for those values. Therefore, in face of the continuous expansion of authoritarian influence, our two countries must join hands in brotherhood to respond to threats and challenges, and come together in solidarity to safeguard our hard-earned freedom and democracy. I hope that both countries will work together to continue to deepen various exchanges and cooperation, taking a friendship that has lasted over 90 years to new heights. I hope that on this visit, in addition to gaining a deeper understanding of Taiwan’s political, economic, and social development, President Arévalo can also reacquaint himself with the democratic vitality and cultural diversity of Taiwan by sampling various gourmet delicacies and once again experiencing the beauty of our scenery and warmth of our people. Guatemala is a very beautiful country. In the future, I hope to have a chance to personally experience that beauty, explore Mayan civilization, and savor local Guatemalan coffee. In closing, I wish the visiting delegation a smooth and successful trip, and beautiful, unforgettable memories. May President Arévalo enjoy the best of health, and may the diplomatic friendship between our two countries endure. President Arévalo then delivered remarks, stating that at different times and by different means, the people of Taiwan and Guatemala have relentlessly sought to defend freedom and democracy. We share the same expectations, he said, and are walking the right path amid today’s complex international circumstances.  President Arévalo stated that Taiwan and Guatemala are true democratic nations, where the government’s goal is to serve all the people. He noted that this is far from easy under current circumstances, as many authoritarian regimes use their long-term hold on power to safeguard the interests of select groups and neglect the wellbeing of the population as a whole. President Arévalo said that last week Guatemala commemorated the 40th anniversary of its constitution, which was enacted in 1985 and is Guatemala’s ultimate guide, setting the foundation for democracy and clearly outlining the path ahead. He said that over the past 40 years, Guatemala has continued to follow the democratic blueprint established by the constitution and end the civil war so that the nation could make the transition to real democracy. Although more than a few ambitious people have attempted to destroy that process from within, he noted, the people of Guatemala have never given up the pursuit of democracy as an ideal. President Arévalo stated that our two sides’ coming together here is due to such shared values as freedom and democracy as well as the idea of serving all the people. He underlined that the governments of both countries will continue to work hard and provide mutual support to smooth out each other’s path of democracy, freedom, and justice. President Arévalo emphasized that the government of Guatemala will always be Taiwan’s ally, and that he firmly believes Taiwan is Guatemala’s most reliable partner on the path of democracy and economic prosperity and development. The president said he hopes this visit will be the first step towards setting a new course for the governments and peoples of both countries.     President Lai interviewed by Nippon Television and Yomiuri TV
    In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

  • MIL-OSI United Kingdom: Highland Council launches new electrical reuse facility at Nairn Recycling Centre

    The Highland Council has launched a new facility at the Nairn Household Waste Recycling Centre (HWRC), enabling householders to donate working electrical and electronic items for reuse.

    Residents can now bring old, unused, or unwanted items such as mobile phones, laptops, tablets, toasters, air fryers, and TVs to the Nairn HWRC, provided they are still in good working order.

    These items will be collected by ILM Highland, a social enterprise based in Alness that specialises in electrical recycling. ILM Highland will test and clean the donated items before offering them for sale in their retail shop and online. Proceeds from these sales support ILM’s home improvement services, which assist some of the most vulnerable members of the community.

    This initiative is supported by a £135,000 grant from the Scottish Government’s Recycling Improvement Fund (Small Grant Scheme), awarded to The Highland Council and ILM Highland to promote circular economy practices for Waste Electrical and Electronic Equipment (WEEE) across the region.

    Councillor Graham MacKenzie, Chair of the Communities and Place Committee, said: “This new reuse facility is the first of its kind in Scotland, and I am grateful for the funding from the Scottish Government’s Small Grants Fund, which has enabled the Council and our partner ILM Highland to deliver this valuable new service. Increasing opportunities for the public in Highland to donate unwanted tech items for reuse is hugely important. It helps reduce carbon emissions, preserve precious metals, and create jobs—contributing to the growing circular economy for electrical devices.”

    Martin MacLeod, CEO at ILM Highland, said: “We’re proud to be working in partnership with The Highland Council to launch this new reuse facility in Nairn. At ILM Highland, we’re passionate about extending the life of electrical items and reducing unnecessary waste. By giving residents a convenient way to donate working appliances and tech, we can divert valuable resources from landfill and make them available to households who need them most. Every item reused helps to support our wider mission of tackling digital exclusion and delivering essential home improvement services across the Highlands. It’s a win for people, the planet, and the local community.”

    David Gunn, Manager (Recycling Improvement Fund) Operations at Zero Waste Scotland, said: “It’s fantastic to see recycling and reuse being made more accessible to rural communities through this new service. By supporting households across the Highlands to recycle their electrical items, whether broken or in working order, this initiative is not only helping to reduce waste but also playing a vital role in Scotland’s journey towards a more circular economy.”

    In addition to the Nairn facility, the funding will support the introduction of reuse facilities at three other Household Waste Recycling Centres in the coming months. These sites will allow for the separation and collection of domestic appliances suitable for reuse.

    The grant also covers the purchase of a new van for ILM Highland, which is being used to provide monthly waste electrical and electronic equipment collections in communities with limited access to recycling centres—further boosting recycling and reuse efforts across the region.

    Before donating smart devices, householders are advised to:

    1. Back up your data – Save photos, contacts, and documents to the cloud, a personal computer, or an external drive.
    2. Delete personal data – Wipe all data and remove SIM or memory cards.
    3. Reset the device – Log out of all accounts and restore the device to factory settings.
