    WATCH: Padilla Speaks on Senate Floor to Defend California’s Clean Air Act Waivers, Warns Republicans of Consequences of Overruling Parliamentarian

    WATCH: Padilla highlights environmental, public health, and economic importance of California’s waiversWASHINGTON, D.C. — Today, U.S. Senators Alex Padilla (D-Calif.), Ranking Member of the Senate Committee on Rules and Administration, Adam Schiff (D-Calif.), and Sheldon Whitehouse (D-R.I.), Ranking Member of the Senate Committee on Environment and Public Works (EPW), took to the Senate floor to sound the alarm on Senate Republicans’ consideration of a dangerous plan to overrule the Senate Parliamentarian’s decision regarding California’s clean air waivers that allow the state to implement more protective air quality standards.
    The House of Representatives last week erroneously voted to revoke three of California’s Clean Air Act waivers for the state’s clean cars and trucks programs, despite the Government Accountability Office’s (GAO) determination that California’s Clean Air Act waivers are not rules under the Congressional Review Act (CRA), and the Senate Parliamentarian’s decision that any CRA resolutions on this subject would therefore require 60 votes to secure Senate passage. Senator Padilla emphasized the harmful environmental, public health, and economic consequences of attempting to revoke California’s waivers, as well as the dangerous precedent this “nuclear option” would set in undermining longstanding Senate procedures that could be applied to legislation far beyond the CRA.
    Padilla outlined California’s leadership in driving climate progress that has not only improved air quality, but has helped make California the world’s fourth largest economy through investments in innovative clean technologies.
    “When Donald Trump returned to the White House a few months ago, there was a whole lot of people throughout California and beyond that knew that California had a target on its back. For more than half a century, we’ve been trailblazers in a number of policy areas, but especially in the fight for environmental protections and public health protections. And for the last decade, we’ve been proud to … stand up to each and every one of Donald Trump’s attacks on our clean air and clean water, not just through his rhetoric, but through his actions. So while the particular procedural battle that we find ourselves in today over the Clean Air Act waivers may be new, the larger war on California’s climate leadership and progress is not new.”
    “One of the most outlandish things I’ve heard from my Republican colleagues these past few weeks as it pertains to these Clean Air Act waivers is that they’re concerned that these waivers and other regulations would stifle the California economy. That ‘the market is not ready.’ Or, I’ve heard some say that they’re concerned that this could raise prices on consumers. Really? These are the same Republican members who have stayed silent while Donald Trump’s imposed universal tariffs that are actually already increasing prices. So now you’re worried about increased costs for American families? Where have you been these last several weeks? But I have some good news for you: in case you haven’t heard, California’s proven this argument wrong already. … As of a couple weeks ago, California is now the fourth largest economy in the world.”
    “California didn’t get there by just holding on to technologies of the past. We did so by innovation and investment in clean technologies. So we are proving that you can be for clean air and for business and economic growth.”
    Padilla emphasized that Republicans are looking for a “backdoor” to bypass a filibuster since they do not have the votes needed to amend the Clean Air Act, instead trying to use the CRA to kill California’s Clean Air Act authority with a lower, 51-vote threshold. This would require Republicans to overrule the Senate Parliamentarian and GAO, which they have never done on a CRA question. Padilla highlighted that Senate Republicans, including EPW Chair Senator Mike Lee (R-Utah), have even published a fact sheet that says: “California’s power to influence national emissions standards … is not subject to Congressional review.”
    “In plain English, they’re trying to change the rules of the Senate in order to please Donald Trump and the Big Oil lobby.”
    “It’s clear to me that this is about more than just California’s climate policies and leadership. This would set a major new precedent that blows way past the bounds of the Congressional Review Act. It’s not an insignificant change to the rules. It is not an insignificant precedent that you would be setting.”
    “If successful, it would open the door to ignoring the Parliamentarian on any ruling that you don’t like. And if Republicans can ignore the Parliamentarian on a CRA, then why not the tax bill that they’re working so hard on? Or health care? Or anything else?”
    He concluded his speech by presenting Senate Republicans’ previous statements saying they would not ignore the parliamentarian. Majority Leader John Thune (R-S.D.) said that ignoring the Senate Parliamentarian would be “totally akin to killing the filibuster. We can’t go there.” Senator John Curtis (R-Utah) said “a red line for [him] is overruling the Parliamentarian,” and Senator Susan Collins (R-Maine) promised she would “never vote to overturn the Parliamentarian.” Padilla warned his Republican colleagues not to cross this critical red line.
    “I will call our attention to the fact that the red line is here now. And each member of this body has a decision to make. The Parliamentarian has ruled that this effort cannot be done on a 51-vote threshold.”
    “If you choose to go forward and overrule the Parliamentarian, just know: there’s no going back. All bets are off.”
    Senator Padilla has been outspoken in pushing back against Republican attacks on California’s Clean Air Act waivers. Earlier this week, Padilla, Whitehouse, and U.S. Senate Democratic Leader Chuck Schumer (D-N.Y.) led Democratic Ranking Members in strongly warning Majority Leader Thune and Majority Whip John Barrasso (R-Wyo.) of the dangerous and irreparable consequences if Senate Republicans overrule the Senate Parliamentarian’s decision on California’s waivers.
    Last month, Senators Padilla, Whitehouse, and Schiff welcomed the Senate Parliamentarian’s decision that the waivers are not subject to the CRA. Padilla also joined Whitehouse and Schiff in blasting Trump and EPA Administrator Lee Zeldin’s weaponization of the EPA after GAO’s similar finding. Padilla and Schiff previously slammed the Trump Administration’s intent to roll back dozens of the EPA’s regulations that protect California’s air and water.

  • MIL-OSI New Zealand: Legislation – New bill a vital step towards tobacco-free future in Aotearoa – Health Coalition

    Health Coalition Aotearoa strongly supports Dr Ayesha Verrall’s new Tobacco Transparency Bill, launched this week, which – if supported by a majority of MPs – will help protect public health policy from tobacco industry interference and honour New Zealand’s international commitments.

    This landmark legislation gives real force to Article 5.3 of the World Health Organisation’s Framework Convention on Tobacco Control-an agreement New Zealand signed over two decades ago but has never been properly embedded into law.

    “The tobacco industry thrives in the shadows. This Bill brings in sunlight,” said Professor Chris Bullen of Health Coalition Aotearoa. “It sets clear rules for how government agencies and officials must engage with tobacco companies and helps close the door to backroom lobbying.”

    The Bill would amend the Smokefree Environments and Regulated Products Act to:

    • prohibit the Government from supporting or endorsing the interests of the tobacco industry
    • require the Prime Minister to issue guidance to Ministers on their interactions
    • with tobacco industry players 
    • direct the Minister of Health to provide similar guidance to public servants
    • require the Public Service Commissioner to issue conduct standards for officials
    • impose a six-month stand-down period before officials involved in tobacco policy can work for the industry.
    Crucially, the Bill also compels the tobacco industry to report on lobbying, marketing, sponsorships, hospitality, donations, social media deals, and corporate philanthropy-practices it has long used to undermine health laws.
    “This is world-leading transparency,” said Professor Bullen. “No other country has gone this far in requiring the tobacco industry to declare how it seeks to influence decision-makers. That alone will help deter interference.”
    Aotearoa New Zealand’s tobacco control policy has come under increasing attack in recent months, with life-saving legislation repealed and no safeguards in place to stop it. This Bill promises to change that.
    If supported, it will ensure all public servants understand their obligations under international law, and it opens the door to extending protections to cover emerging nicotine industries as well.

    PITTSBURGH, May 08, 2025 (GLOBE NEWSWIRE) — Montauk Renewables, Inc. (“Montauk” or “the Company”) (NASDAQ: MNTK), a renewable energy company specializing in the management, recovery, and conversion of biogas into renewable natural gas (“RNG”), today announced financial results for the first quarter ended March 31, 2025.

    First Quarter Highlights:

            • Revenues of $42.6 million, increased 9.8% compared to the first quarter of 2024

            • Net loss of $0.5 million, compared to net income of $1.9 million for the first quarter of 2024

            • Non-GAAP Adjusted EBITDA of $8.8 million, decreased 7.2% year-over-year

            • RNG production of 1.4 million MMBtu, flat compared to first quarter of 2024

            • RINs sold of 9.9 million, increased 2.0 million or 25.3% year-over-year

    Our profitability is highly dependent on the market price of environmental attributes, including the market price for RINs.  As we self-market a significant portion of our RINs, a decision to not to commit to transfer available RINs during a period will impact our revenue and operating profit.  As a result of our decision to not commit RINs available to be sold during the 2024 fourth quarter, we had approximately 6.8 million RINs available but unsold at year end.  Including these RINs, we have sold all RINs associated to our 2024 RNG production. We have subsequently entered into commitments to transfer the majority of our RINs in inventory as of March 31, 2025. The Environmental Protection Agency’s  (“EPA”) Biogas Regulatory Reform Rule became effective in 2025.  New rules requiring the separation of RINs after dispensing has delayed by approximately one month our ability to have RINs available for sale from current year production.  Additionally, the EPA extending the compliance period for 2024 has impacted the timing of obligated party purchases of RINs from 2025 production. 

    Related to our gas rights agreement with our landfill host at our Rumpke RNG location, in 2025, we began the process of planning the relocation of our existing Rumpke RNG facility.  The timing of this project and requirement to relocate the facility coincides with the landfills filling practices to move into the existing area of our now current Rumpke RNG facility and is contractually obligated.  We expect to begin capital expenditures for long lead time equipment in the second quarter of 2025 and expect to target a commissioning in 2028. Depending on the timing of capital expenditure and potential additional production capabilities in addition to RNG production related to the full design, we estimate capital expenditures to range between $80 million to $110 million. Finally, related to the development of our Blue Granite RNG project, we received notice from the utility that it will no longer accept RNG into its distribution system, which was in opposition to the letter of intent issue when we were awarded the gas rights to the site.  This notice led to our impairing of certain RNG equipment.  We continue to discuss with the landfill host various alternatives related to the site as we continue to own the rights to develop the site. 

    First Quarter Financial Results

    Total revenues in the first quarter of 2025 were $42.6 million, an increase of $3.8 million (9.8%) compared to $38.8 million in the first quarter of 2024. The increase is primarily driven by the monetization of the RINs sold in the first quarter of 2025 related to 2024 RNG production. Our average realized RIN price in the first quarter of 2025 was $2.46 which decreased approximately 24.3% compared to $3.25 in the first quarter of 2024. Natural gas index pricing increased approximately 62.9% during the first quarter of 2025 compared to the first quarter of 2024.  Operating and maintenance expenses for our RNG facilities in the first quarter of 2025 were $14.1 million, an increase of $2.0 million (16.1%) compared to $12.1 million in the first quarter of 2024. The primary drivers of this increase were timing of preventative maintenance, media changeout maintenance, and wellfield operational enhancement programs, at our Apex, McCarty, Rumpke, and Coastal facilities. Our Renewable Electricity Generation operating and maintenance expenses in the first quarter of 2025 were $3.4 million, an increase of $1.1 million (46.2%) compared to $2.3 million in the first quarter of 2024, primarily driven by non-capitalizable expenses at our Montauk Ag Renewables projects. Total general and administrative expenses were $8.8 million in the first quarter of 2025, a decrease of $0.6 million (7.1%) compared to $9.4 million in the first quarter of 2024. Operating income in the first quarter of 2025 was $0.4 million, a decrease of $2.0 million (82.7%) compared to $2.4 million in the first quarter of 2024. Net loss in the first quarter of 2025 was $0.5 million, a decrease of $2.4 million (125.1%) compared to net income of $1.9 million in the first quarter of 2024.

    First Quarter Operational Results

    We produced approximately 1.4 million Metric Million British Thermal Units (“MMBtu”) of RNG in the first quarter of 2025, flat compared to 1.4 million MMBtu produced in the first quarter of 2024. At our Rumpke facility, we produced 39 MMBtu more in the first quarter of 2025 compared to the first quarter of 2024 as a result of previously disclosed plant processing equipment failure that occurred in the first quarter of 2024. At our Apex facility, we produced 57 fewer MMBtu in the first quarter of 2025 compared to the first quarter of 2024 as a result of cold weather conditions impacting gas feedstock availability, wellfield extraction environmental factors, and plant processing equipment failures. We produced approximately 46 thousand megawatt hours (“MWh”) in Renewable Electricity in the first quarter of 2025, a decrease of 8 thousand MWh compared to 54 thousand MWh produced in the first quarter of 2024. Our Security facility produced approximately 6 thousand MWh less in the first quarter of 2025 compared to the first quarter of 2024 as a result of us ceasing operations in connection with the sale of gas rights back to the landfill host.

    2025 Full Year Outlook

    • RNG revenues are expected to range between $150 and $170 million
    • RNG production volumes are expected to range between 5.8 and 6.0 million MMBtu
    • REG revenues are expected to range between $17 and $18 million
    • REG production volumes are expected to range between 178 and 186 thousand MWh

    ATLANTA – Governor Brian P. Kemp, joined by First Lady Marty Kemp, Agriculture Commissioner Tyler Harper, Georgia Forestry Commission Director Johnny Sabo, constitutional officers, and members of the Georgia General Assembly, signed three pieces of legislation that provides support for Georgia’s agriculture and forestry industry and delivers promised relief to farmers and timber producers impacted by Hurricane Helene.

    “Our farmers and foresters are tough people,” said Governor Brian Kemp. “Their commitment to moving forward after all they’ve faced is an inspiration to us all. There is still more work to be done, but I’m proud to sign these bills and deliver on our promises to the men and women who are the backbone of our state.     HB 223, a priority of Governor Brian Kemp, championed by Lieutenant Governor Burt Jones, Speaker Jon Burns, Commissioner Tyler Harper, Representative Chuck Efstration, and Committee Chairmen Shaw Blackmon, Chuck Hufstetler, Matt Hatchett, Blake Tillery, sponsored by Representative James Burchett, carried in the Senate by Senator Russ Goodman, exempts federal crop loss payments and disaster payments from state income tax, establishes a reforestation tax credit to help timber producers recover from the storm and encourage them to replant their crop, allows local governments to temporarily suspend their collection of harvest tax on timber producers to assist them in cleanup efforts, and provides a temporary addition to the Georgia Agricultural Tax Exemption (GATE) for building materials to repair and rebuild poultry houses, livestock facilities, greenhouses, and other agricultural structures.

    In addition to HB 223 Governor Kemp signed the following pieces of legislation:

    SB 201, sponsored by Senator Larry Walker and carried in the House by Representative Leesa Hagan, provides increased protection for consumers when entering into contracts with contractors following natural disasters. 

    HB 143, sponsored by Representative Robert Dickey, carried in the Senate by Senator Sam Watson, and championed by the Georgia Environmental Protection Division, shifts the burden of agricultural water metering equipment installation and maintenance from farmers back to the state.

    Governor Kemp extends his appreciation to all of those whose diligent work and efforts led to him being able to sign these bills today.

  • MIL-OSI Canada: Saskatchewan Research Council Celebrates New Indigenous Workforce Program

    Today, the Saskatchewan Research Council (SRC) is pleased to officially launch its Indigenous Workforce Program and celebrate the inaugural cohort of students in a re-imagined Indigenous Summer Student Program, Kiskiyihta (Kiskee ih-taah)Kiskiyihta is a Cree word meaning to learn or to know.

    One of several employment strategies within SRC’s wider Indigenous Action Plan launched earlier this year, the Indigenous Workforce Program aims to increase the recruitment and retention of Indigenous employees at SRC. Coordinated through the Indigenous Workforce Program, Kiskiyihta provides Indigenous students studying at a Saskatchewan post-secondary institution with opportunities for hands-on learning in a research and technology environment at SRC. 

    “Through SRC’s Indigenous Workforce and Kiskiyihta Summer Student Programs, more Indigenous youth will have the chance to work in a specialized research and technology environment, gaining valuable job experience, coaching and mentorship,” Minister Responsible for SRC Warren Kaeding said. “The new initiative complements SRC’s Indigenous Action Plan, with a goal to create new employment opportunities and further advance economic reconciliation in the province.”  

    The First Nations University of Canada, the Gabriel Dumont Institute, the Saskatchewan Indian Institute of Technologies and the Saskatoon Tribal Council are integral Workforce Program collaborators. Through these relationships, SRC will work collaboratively to identify skilled candidates for summer work placements, internships, apprenticeships, co-op placements and other job opportunities. 

    Four students are part of this year’s inaugural program and will be immersed in learning experiences in SRC’s Rare Earth Element Division and Nuclear Division, as well as its Environmental Remediation and External Relations teams. 

    “We want to be an employer of choice for Indigenous Peoples by providing unique job experiences they may not have had prior access to,” SRC President and CEO Mike Crabtree said. “Our goal is to engage and empower Indigenous Peoples so they can thrive in a culturally safe workplace and achieve their professional goals.” 

    SRC’s Indigenous Workforce Program also places focus on developing strategies for the retention and advancement of Indigenous employees once they are part of SRC’s workforce, such as increasing opportunities for participation in leadership roles and all-staff events to celebrate Indigenous culture. 

    SRC is Canada’s second largest research and technology organization with 1,400 clients in 22 countries around the world. With more than 350 employees, SRC has been helping clients solve technology problems, make improvements, increase productivity and develop new markets for more than 77 years.     Background:

    In 2022, the Forest Service Employees for Environmental Ethics (FSEEE) sued the U.S. Forest Service in a federal district court for failing to obtain a National Pollutant Discharge Elimination System (NPDES) permit for the application of aerially discharged fire retardant when combating fires. In 2023, the Federal court ruled in favor of the FSEEE requiring the Forest Service to obtain a NPDES permit from the EPA for aerial application of fire retardants, but did not grant FSEEE’s request for an injunction to block the Forest Service application of these products. If an injunction had been issued, millions of square miles in the West would be at risk of being lost due to catastrophic wildfires.

    The Forest Protection and Wildland Firefighter Safety Act would:

    • Clarify the Federal Water Pollution Control Act to reflect that a NPDES permit is not required by the Forest Service for the application of fire retardants from planes or helicopters to combat wildfires.
    • Build on the exemption already in the Federal Water Pollution Control Act where a NPDES permit is not needed for the discharge of runoff resulting from fire control activities.

  • MIL-OSI Australia: Crocodile captured in Little Annan River near Rossville

    The 2.8m crocodile was removed from the wild following several reports from the local community.

    A 2.8-metre estuarine crocodile has been captured in a baited trap on the Little Annan River near Cooktown on 27 April 2025.

    Wildlife Rangers from the Department of the Environment, Tourism, Science and Innovation (DETSI) set the trap near Rossville on 24 April 2025, after receiving sighting reports from local residents.

    Lindsay Delzoppo, DETSI’s Director Northern Wildlife Operations, said the crocodile had been declared a ‘problem crocodile’ and targeted for removal based on its size and location – near private campgrounds where people often swim.

    “The fact that it had entered a baited trap after only three days, shows it must have been pretty hungry, he said.

    “We’d like to thank the members of community who reported the crocodile sightings to us. Such information is vital for us to locate the animal promptly and assess that it needed to be targeted for removal,” Mr Delzoppo said.

    “We would also like to thank the Cook Shire Council for their support and assistance while our wildlife rangers were investigating this and other crocodile sighting reports in the Cooktown area.

    “The removal of this animal is a reminder that crocodiles are highly mobile and can turn up in places they may not have been seen for many years, especially after flooding.”

    “People living on and visiting Cape York Peninsula should be aware that crocodiles may be present in any waterway, even if there are no warning signs.”

    Cook Shire Council Mayor Robyn Holmes confirmed that wildlife rangers have successfully removed a crocodile from the Little Annan River, crediting strong collaboration between agencies.

    “This is great news for the community,” Mayor Holmes said. “I want to thank the wildlife rangers not only for capturing the crocodile but also for educating the public and putting up recent sighting warning signs during their investigation.

    “Thank you to everyone who reported sightings to DETSI. I encourage all residents to report any crocodile sightings—this helps protect our community.

    “We live in crocodile territory. Staying alert and reporting sightings keeps everyone safer.”

    Crocodiles can be reported by using the QWildlife app, completing a crocodile sighting report on the DETSI website, or by calling 1300 130 372. The department investigates every crocodile sighting report received.

    Police were called about 6.40am. 

    Initial indications are one person has sustained serious injuries, while several others have sustained moderate or minor injuries. 

    The road is blocked and traffic management is in place.

    Motorists should avoid the area, or expect delays.

  • MIL-OSI Africa: Minister commends Eastern Cape abalone poaching bust

    The Minister of Forestry, Fisheries and the Environment, Dr Dion George, has commanded a joint law enforcement operation, which led to the arrest of three suspects involved in illegal abalone possession in the Eastern Cape.

    Three male suspects, aged 27, 28, and 32, were arrested in the early hours of Wednesday, following a joint operation by the Gonubie SAPS, East London Dog Unit, and Green Scorpions.

    The operation was initiated after authorities received an intelligence about illegal diving activities at German Bay Beach.

    In a statement issued on Wednesday, police spokesperson, Captain Hazel Mqala said the members of the force conducted surveillance from 10pm on Tuesday, and at approximately 3:30am, spotted four males emerging from the sea carrying bags.

    “When the suspects noticed the law enforcement presence, they dropped the bags and attempted to flee back into the water. Three of the suspects were successfully apprehended, while the fourth escaped.

    “Upon inspection, the recovered bags were found to contain 693 abalone with an estimated street value of R200 000,” Mqala said.

    George commended the law enforcement for their diligent efforts in apprehending the suspects, highlighting the importance of collaborative efforts in tackling environmental crime.

    The Minister warned that abalone poaching threatens marine ecosystems and the livelihoods of dependent communities.

    “This successful operation demonstrates the effectiveness of collaborative law enforcement efforts in combating the illegal harvesting and trade of our marine resources. Abalone poaching poses a severe threat to the sustainability of our marine ecosystems and undermines the livelihoods of communities that depend on these resources,” George said.

    George underscored government’s firm stance against environmental crimes.

    “The arrest of these suspects sends a clear message that such illegal activities will not be tolerated, and those responsible will face the full might of the law.”

    The Minister further acknowledged ongoing surveillance of enforcement teams.

    “I am encouraged by the swift action taken by SAPS and their partners, as well as their commitment to ongoing surveillance and enforcement.”

    He reaffirmed the department’s dedication to protect South Africa’s natural heritage.

    “As the Minister of Forestry, Fisheries and the Environment, I remain committed to supporting initiatives that protect our natural heritage and ensure the sustainable use of our marine resources.

    “Nevada is home to more than 30,000 wild horses and burros – more than half of all the wild horses and burros in the United States,” said Congresswoman Titus. “These icons of the American West deserve to be treated humanely, and the bipartisan Wild Horse Caucus can lay the groundwork for better management of these herds by the Bureau of Land Management.”

    Congresswoman Titus has introduced legislation to eliminate the often harmful and fatal use of helicopters in BLM wild horse gathers. She also has proposed using fertility control as a more humane and less expensive means to control wild horse populations.

    Background

    In efforts to control equine populations, the federal Bureau of Land Management (BLM) is currently directed to “humanely capture” wild free-roaming horses and burros and set them up for adoption. To assist in the roundup, or “gathering”, of wild horses and burros, the BLM contracts directly with private enterprises, including helicopter companies, to pursue equines over long distances, creating situations that can be frightening and even deadly to the animals.

    These roundup practices also come at a steep cost to taxpayers. Since 2006, the BLM’s roundup contracts have paid some $57.4 million in taxpayer dollars to helicopter companies. Scientific research has shown that more humane and cost-effective alternatives, like fertility control, are equally effective in controlling equine populations. The BLM’s Wild Horse and Burro Program, however, currently spends less than four percent of its budget on these methods.

  • MIL-OSI Global: David Attenborough’s Ocean reveals how bottom trawling is hurting sealife in horrifying detail

    In one of the most powerful scenes of Sir David Attenborough’s new film Ocean, the audience sees industrial fishing from a fish’s perspective.

    Confronting a bottom trawl net as it thunders across the seabed, terrified fish scatter in desperate but futile attempts to escape the vast net swallowing them. The heavy chain that holds the trawl down sweeps away sponges, corals, seagrass and other seabed life, leaving behind utter devastation.

    Attenborough’s latest nature documentary is a visually magnificent and highly personal meditation on the relationship humans have with the sea. It is the most important part of our world, he says. But we have taken it for granted.

    A century of intensifying and destructive fishing has culminated in bottom trawl nets, some as big as cathedrals and weighing many tonnes, being towed along the seabed to catch fish. To allow them to fish more effectively in areas of rough seabed, which is where most marine life is found, fishers in the 1920s invented “rock-hopper” gear: rollers placed along the foot rope that touches the bottom, allowing the net to bounce over obstacles.

    This innovation followed the trajectory of many fishing methods, which was to become more destructive over time to sustain the size of catches in the face of declining fish stocks.

    Shellfish dredging, another fishing method that destroys as it catches, is shown in a second horrifying scene. To catch scallops, steel dredges armed with spikes (imagine the harrows farmers use to break up soil on ploughed fields) drag along the seabed, smashing and pummelling everything. In minutes, seabed life of astonishing diversity and beauty is erased.

    Together, Attenborough explains, bottom trawling and dredging wreak their havoc across an area of seabed larger than the Amazon rainforest every year.

    Attenborough invites viewers to wonder how on Earth these fishing methods are still allowed when the damage is so obvious. Viewers may be even more surprised, and very probably angry, to learn that most marine protected areas in Europe, and indeed worldwide, permit bottom trawling and dredging within their boundaries.

    To understand why this is the case, we have to go back in time.

    A medieval practice

    We know from the parliamentary records of Edward III in 1376 that fishers in southern England were practising bottom trawling as far back as the 1300s. Long-held traditions are hard to change, even when there is irrefutable evidence that they cause harm.

    It is telling, however, that this early description of trawling is a petition urging the king to ban the method for its reckless destruction of habitat and waste of fish.

    Nevertheless, these fisheries expanded because trawling was an efficient means of landing huge quantities of fish. Trawling’s success came at the expense of what we call marine animal forests, habitats built by animals like oysters, horse mussels and sponges – all swept away to leave behind vacant shifting sands, mud and gravel that predominate over vast swaths of seafloor today.

    A recent estimate has suggested that oyster reefs once covered at least 17,000 square kilometres of European seas – an area the size of Northern Ireland. All of this was gone by the beginning of the 20th century. This ecosystem cannot recover until it is offered protection from trawling and dredging. So, why haven’t we protected it?

    Degraded habitats, profoundly altered by trawling, were what scientists and then conservationists found when they first ventured below water after the invention of scuba diving in the mid-20th century. These early submarine explorers mistook them for natural and wild, failing to see the role industrial fishing had played in their creation.

    Being now occupied almost exclusively by creatures used to the passage of trawls – animals that live fast and die young like worms, prawns and whelks – these habitats were labelled as resilient, and not in need of protection.

    This warped perspective fooled us into thinking that marine protected areas left open to bottom trawling would be fine. In the few cases where protected areas exclude trawling, like around the Isle of Arran in western Scotland, the swift resurgence of seabed life has revealed how wrong this assumption was.

    In only five years, sea-moss, sea-nettles, scallops and brittle stars have reoccupied the seafloor, a transformation that is nevertheless just the beginning of a recovery that will carry on for decades.

    Giving up the trawl and dredge does not mean an end to fishing, as the film explains. In fact, recovering fish populations in protected areas replenish those in fishing grounds nearby, leading to better and more sustainable catches.

    Calling time on destructive fishing

    Perhaps now, at last, the writing is on the wall for bottom trawling and dredging, because they do a more insidious form of damage we have only recently become fully aware of. The ocean floor is one of the planet’s largest carbon stores. A snowfall of sinking organic matter and sediment accumulates on the seabed, where the carbon it contains is buried for thousands of years.

    Left undisturbed, this carbon is out of harm’s way. But when churned up by the passage of trawls and dredges, some is turned back into CO₂, some of which will end up back in the atmosphere.

    The magnitude of these seabed carbon emissions, and their role in climate change, is hotly debated. Getting more reliable estimates is the mission of a five-year project I lead, the Convex Seascape Survey. One thing is already clear from our research, however: there are places underwater – like peat bogs or permafrost on land – that we should not disturb because they harbour immense quantities of carbon.

    Ironically, these muddy basins have in the past few decades become some of the most intensively fished places in the sea because they are home to valuable prawns, which are among the few species still able to support viable fisheries.

    Any country serious about meeting net zero in time to prevent dangerous climate change must act swiftly to protect its seabed carbon stores. And any country serious about ocean conservation knows that marine protected areas are useless if they don’t exclude trawling and dredging.

    David Attenborough, Silverback Films and the Open Planet Studios team have brought these truths to a mass audience, leaving no space for further evasion and denial. What we need now is action.

    BACKGROUND:

    The American Energy Act ensures that the Department of Interior continues to process Applications for Permits to Drill (APDs) under a valid existing lease regardless of any unrelated civil action and extends the term of an APD from 2 years to 4 years.

    A backlog of thousands of APD’s were still waiting approval under the Biden Administration’s Department of Interior, freezing the ability of oil & gas producers to create well-paying jobs and engage in responsible energy exploration.

    In addition to bureaucratic red tape, lawsuits filed by radical progressive lawfare groups held up the approval process for many of the APDs under consideration by the DOI. The American Energy Act requires courts to remand lease sale Environmental Impact Studies to agencies to remedy when necessary, rather than allowing judges with a political agenda to simply vacate these leases.

    Washington, DC – U.S. Senators Jack Reed and Sheldon Whitehouse and U.S. Representatives Seth Magaziner and Gabe Amo today announced that the Trump administration unfroze $251 million in previously announced federal funding to support critical transportation projects across Rhode Island’s I-95 corridor.

    “Transportation investment should be driven by need and merit – not partisanship.  The Trump Administration is legally required to provide these funds — which were authorized and appropriated by Congress and awarded by the previous administration – and never should have been frozen in the first place.  We’re talking about overdue, needed upgrades and maintenance to bridges along our interstate highway system.  We have seen the exponential cost of allowing bridges to fail,” said Reed, a member of the Appropriations Committee.  “I appreciate Senator Whitehouse’s bipartisan efforts at EPW and Transportation Secretary Sean Duffy for approaching this issue with commonsense and reaching the right decision. Going forward, the Trump Administration needs to work with Congress and states to wisely invest in our infrastructure, enhance the safety and reliability of our transportation network, and strengthen our economy.”

    “Through the Environment and Public Works Committee, I have successfully pushed to release significant funds for major Rhode Island infrastructure projects.  Chair Capito has helped me, and I am grateful for her effort and support.  As a result, USDOT is freeing a quarter billion dollars we had secured for the I-95 bridge repairs on top of our previously announced $221 million emergency Washington Bridge funding,” said Whitehouse, the top Democrat on the Senate Environment and Public Works Committee.  “That’s more than half a billion dollars kicked loose for Rhode Island infrastructure.  I’ll continue pressing to free and secure federal funding for Rhode Island’s job-creating infrastructure investments.”

    “This funding will improve safety and commute times for thousands of Rhode Islanders every day,” said Magaziner.  “Along with the rest of the Rhode Island Congressional Delegation, I will continue to advocate for our state to get our share of federal funding to improve our infrastructure and quality of life.” 

    “I’m thrilled that our state will be receiving federal infrastructure funds that we helped secure for critical upgrades in the Ocean State,” said Amo.  “As we continue to translate these federal dollars into improvements to better connect communities in Rhode Island, I look forward to working in close coordination with our delegation, state, local, and federal partners, to deliver safe, reliable, and sustainable infrastructure for generations to come.”

    The most recent unfrozen federal funding includes $251.1 million for the Rhode Island Department of Transportation (RIDOT) to address the condition of 15 bridges located along nearly 10 miles of National Highway System pavement.  These bridges provide key neighborhood connections throughout the cities of Providence and Cranston, and also serve 180,000 vehicles daily, including roughly 9,000 truck and heavy freight vehicles.  This federal funding will allow RIDOT to take a major step in addressing the I-95 corridor holistically while maintaining the safe and efficient movement of freight and multimodal users to arterial roads carried over interstates.  RIDOT plans call for replacing 11 bridges and eliminating four.  The project will improve vertical clearances on I-95 and reduce bridge strikes.

    The federal funds will flow to Rhode Island through the U.S. Department of Transportation’s Bridge Investment Program (BIP).  Senators Reed and Whitehouse helped create BIP in 2021 through the Bipartisan Infrastructure Law, which provided federal funding for bridge replacement, rehabilitation, preservation, and protection with the goal of improving safety, efficiency, and reliability.

    An additional $549,770 will be unfrozen for the City of East Providence to support the City’s traffic circulation improvements project.

    In late March, the delegation announced significant progress to unfreeze federal funding for reconstruction of the westbound Washington Bridge, as the state gained access to the first $30 million wave of funds from over $220.9 million in federal grants for the Interstate-195 Washington Bridge, which has been partially closed since December 2023 due to a catastrophic failure.

     On a national level, the American Society of Engineers’ most recent report found that underinvestment in infrastructure could cost American households and businesses nearly $2 trillion over 20 years, or as much as $625 per household per year.

    Today Governor Josh Stein announced that PPG will create 110 jobs in the City of Shelby. The company reports it will invest $380 million to establish a new manufacturing center in Cleveland County, marking the return of the PPG brand name to Shelby, where the company first established a facility in the 1950s.

    “PPG knows what I know: North Carolina is the #1 state for manufacturing in the Southeast,” said Governor Josh Stein. “Our state’s workforce is our greatest asset, and I will continue to advocate for more training and education programs so that employees can build a career and employers have the well-trained people they need to get to work.”

    PPG (NYSE: PPG) is an American Fortune 500 company and global supplier of paints, coatings, and specialty materials. The company operates in more than 70 countries and reported net sales of $15.8 billion in 2024. PPG’s aerospace business is a leading provider of innovative solutions tailored to meet the unique needs of Original Equipment Manufacturers (OEM) and aftermarket customers, such as airlines and Maintenance, Repair, and Overhaul (MRO) facilities for commercial, general aviation, and military segments. The company’s aerospace portfolio includes advanced coatings, sealants, transparencies, packaging, chemical services, engineered materials, and specialty products designed to enhance the performance, durability, and safety of aircraft. The company’s new project in Shelby will establish a modern manufacturing facility to produce the full line of PPG’s aerospace coatings and sealants.

    Although wages will vary depending on the position, the average salary for the new jobs will be $66,861. The average wage in Cleveland County at the time of the company’s grant application was $48,310.

    A performance-based grant of $300,000 from the One North Carolina Fund will help facilitate PPG’s project into Cleveland County, based on a company investment of $221.8 million and the creation of 62 jobs. The OneNC Fund provides financial assistance to local governments to help attract economic investment and to create jobs. Companies receive no money upfront and must meet job creation and capital investment targets to qualify for payment.  All OneNC grants require a matching grant from local governments and any award is contingent upon that condition being met.

    “PPG is a name held in high regard in our area, and we’re all excited to open the next chapter of this partnership for our region and for our state,” said Representative Kelly Hastings. “We welcome these new jobs and investment to our region, and I am especially proud that my mom is a PPG retiree.”

  • MIL-OSI United Kingdom: Portadown food business fined over food safety breaches

    A Portadown food business has been fined for a number of serious food safety breaches discovered by officers from Armagh City, Banbridge & Craigavon (ABC) Borough Council.

    DFWZ Ltd, operating under the trading name ‘Sals Halal’ which is a retailer at Bridge Street in Portadown, was fined £6,750 for six offences plus additional court fees, when the case came before Craigavon Magistrates Court on Tuesday 6 May.

    The offences included; failure to maintain the food premises in a clean condition; failure to protect against contamination and pest control; placing unsafe food on the market; failure to provide adequate storage and disposal for food waste and refuse, and failure to maintain refuse areas free from animals and pests; failure to implement and maintain food safety procedures; failure to label food products to ensure traceability.

    The case was brought by ABC Council after their Environmental Health officers carried out inspections at the business in May 2024. During inspections, officers found a dead mouse, cleaning deficiencies, expired food products and number of other issues. Formal notices were served by the council but due to the serious nature of the offences, legal proceedings were taken against the company.

    A spokesperson for ABC Council, said: “We welcome the outcome of this prosecution, and the fines imposed demonstrate the seriousness of the breaches identified and the continued failure of the business to comply with food safety and hygiene requirements.”

    They added: “We work with hundreds of businesses across the ABC Borough to ensure that food safety is paramount and thankfully the vast majority of business are very responsible, but where we find failings in food safety, we will take robust action to protect the public. It is important that businesses work with us to maintain these important food safety standards and take the appropriate action when formal notices are served.”

    “As scientists, we have a strong commitment to creating practical solutions that can contribute to a better future for all people,” says Aleksandar Rodić, head of the Centre for Robotics at the institute and one of the purifier’s designers. “This is why we’ve developed an ad-hoc technical solution aimed at mitigating pollution in large urban areas.”

    Pollution in Belgrade is exacerbated by a nearby coal-fired power plant, which provides close to half the country’s electricity. The city also has many industrial plants and dense road traffic. Air pollution is a leading cause of mortality, diseases and respiratory illnesses in the country. According to estimates, around 7,000 residents in Serbia are diagnosed with lung cancer annually, mainly because of smoking and the air pollution.

    Addressing the causes of a city’s air pollution requires substantial long-term investments in cleaner power generation and road traffic. The new air purifier, however, offers immediate improvements at a much lower cost, Rodić says. “Such solutions are also scalable, allowing for replication throughout the region and beyond,” he says.

    The purifier was supported by the EU for Green Agenda in Serbia initiative. It received technical and financial assistance from the European Union, with additional funding from Sweden, Switzerland and Serbia. The initiative is implemented by United Nations Development Programme and the Serbian Ministry of Environmental Protection, in cooperation with Sweden and the European Investment Bank. The EIB is providing technical assistance to banks and businesses for many green innovations like this one.

    Under the Green Agenda initiative, the air purifier project received €44 000 from the European Union to build a pilot filtration system at the Ušće Shopping Center in Belgrade. The system includes two air purifiers and the wind and kinetic energy devices that generate green electricity to run the filtration systems.

    On a visit to Oslo this week, Energy Secretary Ed Miliband secured a Green Industrial Partnership with Norwegian counterparts Ministers Terje Aasland and Cecilie Myrseth and met with Norway’s Prime Minister Jonas Gahr Støre.  

    The Energy Secretary also met a number of energy companies to deepen bilateral relationships and make the case for clean energy investment in Britain. Norway is a crucial ally in securing our energy security, which in turn will deliver clean, secure and cheaper power for British families, whilst securing new clean energy manufacturing jobs through the Plan for Change.  

    The ambitious partnership enhances the UK and Norway’s longstanding collaboration on energy and is one of the key deliverables of Prime Minister Keir Starmer’s and Norwegian Prime Minister Støre’s over-arching Strategic Partnership. 

    It focuses on key areas that support the development of renewables. These include offshore wind and grid development, collaboration on the protection of UK and Norwegian offshore infrastructure and reducing barriers to develop a North Sea hub for the cross-border storage of carbon dioxide. 

    This builds on the government’s aim for the North Sea to be at the heart of Britain’s clean energy future and to drive economic growth.

    A green transition is crucial if we are to meet our climate targets, while also creating new jobs. The partnership with the United Kingdom will strengthen our joint efforts to promote implementation of the Paris Agreement through international climate diplomacy. We will also further develop the close cooperation we have to halt and reverse the deforestation of the rainforest.

    It is estimated that the UK’s seas have the potential to store up to 78 billion tonnes of carbon dioxide, which this partnership could help to unlock to support jobs and reduce emissions across Europe.  

    Research also suggests that closer cooperation on the clean energy transition in the North Seas could lower bills, create up to 51,000 jobs, and add up to £36 billion to the UK economy. By 2030, the North Sea could provide up to 120GW of offshore wind generation, which is enough to power over 120 million homes. This will contribute to the UK and Europe’s energy security in a volatile world, whilst creating significant export opportunities for British business. 

    Norway is a key energy partner for the UK, and the new partnership builds on decades of collaboration and a mutual commitment to support the development of the UK’s offshore sectors in the North Sea. By working with European partners to transform the North Sea basin into a low carbon and renewables powerhouse, the UK can accelerate the global energy transition and lead efforts to combat climate change on the world stage. 

    UK and Norwegian companies are already playing an important role in driving the energy transition forward. This includes firms such as Norwegian energy major Equinor which has invested in UK offshore wind, carbon capture, usage and storage (CCUS) and hydrogen, as well as Europe’s biggest renewables generator, Statkraft, a major developer in the UK alongside other Norwegian companies Fred Olsen and Vårgrønn.

  • MIL-OSI United Kingdom: City’s latest air quality figures among best on record

    AIR quality in Leicester continues to improve, with figures from 2024 showing air pollution at some of the lowest levels ever recorded at local hotspots.

    Annual averages from 2024 (the most recent data available) show that for the third year running Leicester was fully compliant with all national air quality objectives for nitrogen dioxide (NO2) and particulate matter (both PM10 and PM2.5).

    Over the last ten years, annual levels of NO2 – one of the key pollutants that local authorities are required to monitor – have fallen by an average of around 45 per cent across. This is recorded across the city’s network of air quality monitoring stations at five key locations designated as air quality management areas.

    Current national guidelines set an annual average limit value of 40 micrograms per cubic metre (µg/m3) for NO2 in the air.

    In 2024, the average levels across the city’s five monitoring stations was 26 µg/m3.

    At Vaughan Way – one of the city’s busiest roads – average NO2 levels for 2024 were 33µg/m3 compared to 51µg/m3 in 2014.

    At Abbey Lane, NO2 levels were down from 35µg/m3 in 2014 to 20µg/m3 in 2024; Melton Road saw a drop from 43µg/m3 in 2014 to 29µg/m3 last year; and, at St Matthews Way, a reduction from 45µg/m3 to 30µg/m3 has been achieved over the last ten years.

    And at Glenhills Way, annual levels in 2024 were 19µg/m3, the lowest level ever recorded at any of the city’s five monitoring stations.

    Leicester remains compliant with national annual limits for all currently stated pollutants, including PM 10 and PM 2.5. In 2024, annual average limits of PM10 were recorded as 17µg/m3 across the city. The national annual limit is currently 40µg/m3.

    Cllr Geoff Whittle, assistant city mayor for environment and transport, said: “We’re very proud of the significant and continual improvements we have seen in air quality across the city in recent years.

    “Since the launch of our first Air Quality Action Plan we have seen a huge reduction in air pollution. It is very encouraging that Leicester has now been fully complaint with national limits for all pollutants for three years running, but we know there is still more to be done.

    “We remain committed to further reducing levels of harmful air pollution to help positively impact on the health and wellbeing of everyone who lives, works or spends time in Leicester.”

    Leicester City Council has also now published its new air quality action plan, which covers the period 2025 to 2030.

    The revised plan outlines measures needed to further improve air quality in Leicester and aims to build on the significant progress made since the launch of the city’s first Air Quality Action Plan in 2015.

    It sets out proposed measures for consideration under the following five broad theme areas:

    • Air quality monitoring, public awareness and engagement
    • Promoting, supporting and encouraging sustainable transport
    • Reducing emissions from transport
    • Optimising traffic management
    • Development control and regulatory services

    Actions include maintaining, expanding and enhancing the city’s air quality monitoring network to identify and understand pollution hotspots, enable targeted interventions and support awareness raising campaigns with local schools, communities and businesses.

    The city council also aims to expand further the growing network of safe and attractive routes for walkers, wheelers and cyclists, as well as continuing to invest in the city’s bus service improvement plan which could make every bus in the city electric by 2030.

    Along with providing and improving infrastructure to encourage more people to use sustainable transport, the effective management of traffic flow will help cut congestions and contribute directly to further air quality improvements.

    And, as a planning and regulatory authority, the council will also ensure air quality impacts are considered in the planning process, continue to control domestic and industrial emissions as far as possible and help mitigate the impact of future growth on the city’s air quality.

    All local authorities with a designated air quality management area are required to produce and publish an air quality action plan as part of their statutory duties under The Environment Act 2021.

    Leicester’s annual air quality figures for 2024 were ratified by experts at Imperial College London as required by the Department for Environment, Food and Rural Affairs (Defra).

    The Vietnam Buddhist Academy in Ho Chi Minh City marked the second day of the United Nations Vesak 2025 celebrations with a profound display of spiritual unity and global cooperation. Leaders from 85 countries gathered to reflect on this year’s theme: “Solidarity and Tolerance for Human Dignity: Buddhist Wisdom for World Peace and Sustainable Development.”

    Shri Ramdas Athawale, Minister of State for Social Justice and Empowerment of India, emphasized the transformative potential of Buddhist principles in promoting justice, equality, and compassion in modern societies.

    Speakers from across continents underscored the relevance of Buddhist wisdom in addressing pressing global challenges. Messages ranged from the role of Buddhist education in modern times, to environmental advocacy, mental health, and the importance of nurturing the younger generation to carry forward the light of the Dharma.

    Advanced tech boosts fight against animal and plant disease

    £10 million in new Government funding for surveillance programme will further strengthen the country’s biosecurity to protect animals, plants, people and trade.

    The fight against pests and diseases, which can cost the UK economy billions of pounds, has been stepped up today (Thursday 8 May) with £10m of new funding announced for surveillance projects.

    The Genomics for Animal and Plant Disease Consortium (GAP-DC) project led by the Animal and Plant Health Agency will undertake surveillance across animal, plant and aquatic environments, using advanced genome sequencing technologies – a method that reads the complete genetic code of a living organism, including viruses, bacteria, fungi, or animals – to detect, identify and track pathogens with precision.

    For example, when avian influenza is found in UK poultry, genome sequencing can help confirm the virus type, trace its spread, and detect any mutations, supporting disease control measures.

    The UK faces significant and growing economic threats from pests and diseases affecting agriculture, livestock, and the environment. Invasive species alone cost the UK economy an estimated £4 billion annually, while plant pathogens and pests contribute to substantial crop losses.

    Ash dieback is predicated to cost £15 billion to the UK over coming decades and livestock disease such as avian influenza can have devastating financial and societal consequences, and has been estimated to cost the poultry meat sector more than £100m over a two-year period.

    APHA Interim Chief Executive Dr Jenny Stewart said:

    “Disease presents a significant risk to our farmers, global trade and human health.

    “This vital funding and collaboration with world leading experts will help APHA identify and tackle disease risk more effectively.

    “This research will lead to significantly advanced surveillance capabilities to protect UK borders from new and existing threats.”

    Research to be undertaken in collaboration with seven expert partners will include a focus on increasing the speed of pathogen detection at our borders, addressing new and re-emerging disease outbreaks, developing new strategies to control and mitigate endemic disease, and an improved approach to working with stakeholders and the community. It will also investigate disease spillover from wild animals and plants – when a virus moves from one species to other, such as the transmission of the COVID-19 virus from bats to humans.

    The £10 million of new funding provided by Defra and UK Research and Innovation (UKRI) will strengthen pathogen detection across the UK over the next two years and help protect the UK economy, as part of the Government’s Plan for Change.

    The announcement comes during National Plant Health Week (5-12 May 2025), an annual designated week of action to raise public awareness and engagement on how to keep our plants healthy, led by Defra in partnership with 32 organisations, including the Royal Horticultural Society, the Woodland Trust and the Horticultural Trades Association.

    ISTANBUL, May 8 (Xinhua) — The 28th Eurasian Economic Summit kicked off in Istanbul on Wednesday to discuss ways to address pressing global issues such as conflicts, climate change, economic inequality and migration.

    The two-day summit, themed “A More Humane World – Dialogue for a Livable World,” is organized by Istanbul-based Marmara Group Foundation for Strategic and Social Research.

    Foundation President Akkan Suver described the summit as a unique platform for promoting inclusive dialogue between representatives of different countries around the world.

    “In a world increasingly characterized by conflict and polarization, our theme, ‘Dialogue for a World Fit to Live in’, highlights the urgent need for civil society, reason and conscience to guide us towards peace and cooperation,” he said in his opening remarks.

    The summit includes a number of sessions, including “Ecology, Economy, Energy and Artificial Intelligence” and “International Health Cooperation”, which highlight the multifaceted approach needed to address global challenges.
