    CALGARY, Alberta, Oct. 15, 2024 (GLOBE NEWSWIRE) — Anthem Properties Group, development manager of the master planned community of Cornerstone in NE Calgary, today celebrated the opening of the first phase of a multi-phase, multi-amenity regional park system that is being constructed in collaboration with The City of Calgary.

    The regional park system, which is being built for the benefit of all residents in the region, completed its first round of online and in-person engagement in Winter 2023 and has four areas of public use surrounding a central 120-acre Environmental Reserve area protecting an existing natural wetland complex. The wetland will feature sustainable and integrated amenities like boardwalks, observation decks, trails and pathways connecting visitors to the four feature parks.

    Greenpeace is slamming the Government for proceeding with a controversial bill to strip back freshwater protections, which passed its second reading late last night.
    Greenpeace freshwater spokesperson Will Appelbe says, “New Zealanders value clean, swimmable lakes and rivers, and access to safe drinking water is a fundamental human right.
    “By stripping away freshwater protections, the Government will undermine these key values that New Zealanders hold dear. Christopher Luxon’s coalition Government is positioning itself as anti-environment by putting commercial interests over the health of communities and ecosystems.”
    The Resource Management (Freshwater and Other Matters) Amendment Bill seeks to remove the requirement for resource consent applicants to comply with Te Mana o Te Wai, as well as removing restrictions on mud farming or intensive winter grazing.
    “Nobody wants to see cows giving birth knee-deep in mud. Nobody wants local streams choked with algal blooms or their tap water contaminated. But these are the real consequences of pushing this bill through Parliament,” says Appelbe.
    Already, many rural communities across the country, especially in Canterbury, are facing high levels of nitrate in their drinking water. A growing body of science shows that long-term exposure to levels of nitrate above 1 mg/L can lead to an increased risk of developing bowel cancer, and at levels above 5 mg/L, the New Zealand College of Midwives advises pregnant people to find an alternative water source due to an increased risk of preterm birth.
    “Greenpeace will continue to stand with communities and fight to end pollution of lakes, rivers, and drinking water at source. This means reducing the dairy herd, ending the use of synthetic nitrogen fertiliser, and stopping new big irrigation schemes,” says Appelbe.
    Greenpeace is hosting a town hall meeting this Saturday in Rangiora to discuss the water pollution crisis in Canterbury – the hotspot of freshwater pollution in Aotearoa – and to support local communities in taking action on the issue. Additionally, more than twenty thousand people have signed a Greenpeace petition calling on the Government to leave New Zealand’s freshwater protections alone.

    The International Atomic Energy Agency (IAEA) initiated today the first practical steps of additional measures at sea near the Fukushima Daiichi Nuclear Power Station (FDNPS). The IAEA carried out marine sampling as an initial step, leveraging the presence of experts from various countries who were in Japan for a mission to collect samples for the latest IAEA interlaboratory comparison (ILC) related to the ALPS treated water discharge.

    This follows last month’s announcements by China and Japan that indicated their mutual agreement to implement additional measures, which will facilitate wider participation of other stakeholders under the framework of the IAEA. The Agency confirms that this agreement is built on its existing sampling and monitoring activities in compliance with the IAEA statutory functions.

    International experts from China’s Third Institute of Oceanography, the Korea Institute of Nuclear Safety and Switzerland’s Spiez Laboratory — members of the IAEA’s Analytical Laboratories for the Measurement of Environmental Radioactivity (ALMERA) network — participated in the marine sampling near FDNPS, which included hands-on activities to take samples for subsequent analysis in their own laboratories.

    “The Agency will continue to coordinate with Japan and other stakeholders, including China, to ensure that the additional measures are implemented appropriately under the framework of the IAEA, maintaining the integrity of the process with full transparency to ensure that water discharge levels are, and will continue to be, in strict compliance and consistent with international safety standards,” said IAEA Director General Rafael Mariano Grossi. 

    The IAEA views this mission as a timely opportunity to initiate the first practical steps towards full implementation of the additional measures. The Agency will continue its impartial, independent and objective safety review during the discharge phase, by having a continuous onsite presence, corroborating monitoring data through ILCs and providing live online monitoring. The IAEA will continue liaising at the technical level to ensure smooth implementation of the additional measures.

  • MIL-OSI USA: Study Surveys CT’s Forest Owners Ahead of Funding for Sustainable Initiatives

    A new study updates a gap in data about Connecticut’s private forest owners.

    A vast majority, 71%, of Connecticut’s 1.75 million acres of forest are owned by private individuals.

    This means understanding private woodland owners’ priorities and interests is critical for state and federal outreach and funding programs.

    Ava Smith ’22 (CAHNR), now a social science research specialist at the Arkansas Game and Fish Commission, realized there were limited efforts in the last decade to update information about forest owners in Connecticut.

    “It’s important to continuously update our understanding and knowledge of private forest owners so that we can keep up and inform conservation targets,” Smith says.

    This survey sought to assess woodland owners’ interest in participating in forest management plans. These are individualized plans that help the owners engage in management practices to support whatever their intentions for their lands are.

    “It’s an effort on the part of the woodland owner to give some thought to the future,” says Thomas Worthley, associate extension professor of forest stewardship. “We know what the land is like now and we know how people use it now, but what is their intent five, ten, fifteen years from now with respect for their land? And the plan is a document that spells out how to accomplish whatever that vision is.”

    While they were not able to reach all forest owners, the researchers found some important differences within the group.

    This research, by Smith, Worthley, and Chadwick Rittenhouse, associate professor in residence in the Department of Natural Resources and the Environment, was published in Trees, Forests and People.

    For example, they found male landowners were more likely to have a management plan in place than female landowners.

    Smith says this may be because women have not historically been private landowners, or, it may just be a matter of women having different priorities for their lands as those interested in timber production or hunting.

    “Historically private landowners have been predominantly male,” Smith says. “It has been changing though. It could be that female landowners don’t know what avenues to pursue. They don’t necessarily have the same knowledge base or networks that landowners who have had the land for generations and generations do.”

    Woodland owners in Connecticut are generally more likely to be interested in the non-commercial benefits that forests provide such as privacy, connecting with nature, protecting wildlife habitat, or preserving a family legacy.

    “While the value of wood products is not to be ignored, that’s generally not their highest priority,” Worthley says.

    Those with plans were also more likely to be aware of resources available to them and be enrolled in a state program that incentivizes people to keep their land as woodlands, agricultural land, or open space.

    The survey showed that those who did not have a plan were generally neutral about developing one, rather than actively against them.

    The researchers also found that landowners had priorities beyond what they originally included as options such as pollinator protection.

    “To us, it means that there needs to be a level of effort or thought put into future educational programming and represent those varied interests,” Smith says. “If programs are not tailoring to the interests of the landowners, that’s potentially why participating in certain programming is low or landowners are not reaching out to their local service forester to learn more about what they can do to better their lands.”

    One of the biggest motivators for conducting this survey now is that within the next decade, the federal and state governments are going to provide funding to private woodland owners to enact climate sustainable practices, but only if they have a management plan in place.

    These practices will aim to improve forest resiliency to changes in temperatures and severe weather events or increase carbon sequestration.

    “As the public, we are depending on the forest to sequester carbon from the atmosphere,” Worthley says. “The only practical way we have of removing carbon dioxide from the atmosphere is to grow green things as fast as we can.”

    This means forest owners can concentrate on which kinds of trees can grow fastest and sequester the most carbon, as one example of a sustainable management practice.

    As an extension forester, Worthley will be working diligently over the next few years to connect woodland owners with resources at UConn and beyond to help them get these plans in place.

    NSF celebrates the 2024 Earth Science Week theme ‘Earth Science Everywhere’ with 3 upcoming field campaigns across the country

    Starting this winter through next summer, the U.S. National Science Foundation is supporting three field campaigns, or collaborative research activities, to study atmospheric phenomena. The first will take place in Colorado and focus on snowstorms. Soon after that wraps up, another group of researchers will gather in the Great Plains to study hailstorms. Finally, a team of scientists will take to the skies above New York City to look at air pollution drivers.

    Winter snowstorms from a cloudy perspective

    From their perch in a wind vane atop the Storm Peak Laboratory, several cloud probes measure the properties of snowflakes and aerosols.

    Claire Pettersen and a group of researchers will spend 4 1/2 months working at a lab atop a Colorado mountain this coming winter as part of an NSF-funded field campaign to improve snowfall forecasts and climate change projections in the western U.S. mountains.

    The team includes scientists from multiple universities gathering at NSF-supported Storm Peak Lab, which sits atop Mount Werner next to a chairlift in the Steamboat Ski Resort, about an hour northwest of Denver. “Storm Peak Lab is a really cool place to design a field campaign,” Pettersen, a professor at the University of Michigan, said. “The lab actually sits inside a cloud when it snows on the mountain.”

    The lab’s unique location and cutting-edge meteorological instruments make it an ideal location to study how mountains impact winter clouds and snowfall. The upcoming effort, called the Snow Sensitivity to Clouds in a Mountain Environment (S2noCliME) field campaign, will leverage many NSF-funded resources in addition to the lab’s instruments, including the Colorado State University Sea-Going Polarimetric Radar, which will help the team study how storms can strengthen or weaken as they move through the region, and the State University of New York at Stony Brook radar observatory, which will help the team investigate cloud and ice particles during a snowstorm.

    The team is working with scientists at the NSF National Center for Atmospheric Research (NSF NCAR) to put together a public field catalog that holds its data and observations. The team is also connecting with the community, including the local airport and nearby schools, to share weather forecasts and raise awareness of the campaign. “We want to provide something to the community that’s useful,” Pettersen said.

    Springing into hailstorms in the Plains

    After the snow melts and spring turns to summer next year, hail scientist Becky Adams-Selin of the company Atmospheric and Environmental Research, along with 14 collaborating institutions from 11 states and four countries, will spend six weeks in the Great Plains and Front Range studying hailstones falling from the sky.

    Hail can destroy buildings and devastate crops. To better understand the science behind the ice, Adams-Selin is leading an upcoming field campaign called In-situ Collaborative Experiment for the Collection of Hail In the Plains (ICECHIP), which will use a variety of instruments and techniques to study hail processes in thunderstorms in the Great Plains and Front Range of the Rocky Mountains.

    “It’s been a few decades since the last major field campaign focused on hail,” Adams-Selin.

    ICECHIP plans to make up for the long gap with a multipronged approach. The team will send out four mobile radars to characterize hailstones’ physical characteristics, like their size and shape. During a hailstorm, the team will use custom-designed equipment to capture the stones as they fall and redirect them into a cooler. Other plans include creating 3D printed hail models and then using drones to drop them to see how fast they fall.

    “Hail science is having a renaissance moment,” Adams-Selin said. Not only will this campaign provide valuable data for researchers and weather forecasters, but it will also aid insurance companies trying to set rates and mitigate damage, roofing companies, farmers and other entities affected by hail. “We are very integrated with the people who will use our science,” she said.

    City air in the summertime

    In the height of summer next year, John Mak and a team of researchers will spend four to six weeks studying what happens in the air above and around New York City.

    “New York City is a unique environment with a lot of relevance to the American population,” Mak, a professor at Stony Brook University, said. “We will fly the NSF NCAR C-130 aircraft and collect gases and particles to study this densely populated area that has a forest to its north, ocean to its south and large urban center in its center.” The resulting information will inform future research on ozone and air pollution and provide important information to air quality agencies to help them make decisions on methodologies for mitigating air pollution.

    The Greater New York Oxidant, Trace gas, Halogen and Aerosol Airborne Mission (GOTHAAM) will focus on the summer months. The warmer temperatures and longer days make for a unique laboratory setting to see how both urban and natural emissions from surrounding forests and water bodies create unique chemical reactions that can impact air quality and public health.

    “You can get a really interesting ‘soup’ of different kinds of compounds that can change throughout the day,” Mak said. “We’ll be exploring the interplay among the different pots, looking at how they mix throughout the day and what happens overnight, and how this impacts the next day’s chemistry as the sun comes up.”

The increase in net sales was driven by a $4.3 million or 100.4% increase in ATS, a $0.4 million or 51.7% increase in ADMS and a $0.3 million or 10.5% increase in Sterilizer Systems net sales in 2025 fiscal second quarter compared to 2024 fiscal second quarter net sales.

    Gross Profit

    Gross profit for the 2025 fiscal second quarter of $4.2 million increased from $2.3 million in the 2024 fiscal second quarter, an increase of $1.9 million or 83.3%. Gross profit margin of 29.8% increased 4.4% in the 2025 fiscal second quarter compared to 25.4% in the 2024 fiscal second quarter. The increase in gross profit was due to higher net sales within the ATS, ADMS and Sterilizer Systems business units, along with an increased overhead absorption resulting from higher production levels.

    Operating Expenses

    Operating expenses, including sales and marketing, general and administrative, and research and development, for the 2025 fiscal second quarter were $2.2 million, a decrease of $0.1 million, or 6.1%, compared to $2.4 million for the 2024 fiscal second quarter. Operating expenses decreased due primarily to lower research and development expense for the 2025 fiscal second quarter as compared to the 2024 fiscal second quarter. The increase in sales and gross profit margin along with the decrease in operating expenses resulted in an improvement in operating margin from (-0.8%) in the 2024 second fiscal quarter to 14.0% in the 2025 fiscal second quarter.

    2025 Fiscal First Half Results of Operations

    Net Income (Loss)

    Net income was $3.1 million, or $0.17 earnings per diluted share, in the 2025 fiscal first half, compared to net loss of ($1.5) million during the 2024 fiscal first half, equating to ($0.11) earnings per diluted share. The $4.6 million variance is attributable to an increase in sales and improved gross profit margin.

    Net Sales

    Net sales in the 2025 fiscal first half were $27.6 million, an increase of $10.9 million, or 65.3%, compared to 2024 fiscal first half net sales of $16.7 million. The increase in net sales is primarily attributable to a $7.7 million or 106.8% increase in ATS 2025 fiscal first half net sales and a $3.2 million or 54.1% increase in sterilizer systems net sales in the 2025 fiscal first half as compared to the 2024 fiscal first half.

    Gross Profit

    Gross profit for the 2025 fiscal first half was $8.7 million compared to $4.1 million in the 2024 fiscal first half, an increase of $4.6 million, or 111.5%. Gross profit margin of 31.6% increased 6.9% in the 2025 fiscal first half compared to 24.7% in the 2024 fiscal first half. The increase in gross profit was primarily due to an increase in net sales and gross profit margin within the ATS and Sterilizer Systems business units.

    Operating Expenses

    Operating expenses, including sales and marketing, general and administrative, and research and development, for the 2025 fiscal first half were $5.2 million, an increase of $0.2 million, or 4.4%, compared to $5.0 million for the 2024 fiscal first half. The increase in operating expenses was primarily due to increased expense related to higher sales and personnel expense and general and administrative expense slightly offset by a decrease in research and development expense. The increase in sales and gross profit margin along with the decrease in operating expenses resulted in an improvement in operating margin from (-5.1%) in the 2024 fiscal first half to 12.8% in the 2025 fiscal first half.

    Interest Expense, Net

    Interest expense, net for the 2025 fiscal first half was $0.3 million compared to interest expense, net of $0.4 million for the 2024 fiscal first half, a favorable variance of $0.1 million. The favorable variance was primarily attributable to an increase in interest income included in the proceeds received related to the 2020 and 2021 Employee Retention Credits received in the 2025 first fiscal first half.

    Cash Flows from Operating, Investing, and Financing Activities

    During the 2025 fiscal first half, the Company used $2.1 million of cash from operating activities, due primarily from an increase in contract assets and reduction in accounts payable and contract liabilities, slightly offset by an increase in net income and a decrease in accounts receivable and prepaid expenses and other assets, as compared to using $5.9 million during the 2024 fiscal first half.

    Cash used for investing activities was $0.2 million during the 2025 and 2024 fiscal first half and primarily relates to funds used for capital expenditures on equipment and software development.

    The Company’s financing activities included borrowings of $1.6 million during the first half of fiscal 2025 under the Company’s credit facility as compared to borrowing $4.7 million of cash during the 2024 fiscal first half under the Company’s credit facilities.

    Biden-Harris Administration Issues Final Rule Requiring Replacement of Lead Pipes Within 10 Years, Announces $44M in Funding to New Jersey to Provide Clean Water to Schools and Homes

    The Biden-Harris Administration issued a final rule requiring drinking water systems across the country to identify and replace lead pipes within 10 years. The Lead and Copper Rule Improvements (LCRI) also require more rigorous testing of drinking water and a lower threshold for communities to take action on lead in drinking water to protect people from lead exposure. In addition, the final rule improves communication within communities so that families are better informed about the risk of lead in drinking water, the location of lead pipes, and plans for replacing them. This final rule is part of the President’s commitment to replace every lead pipe in the country within a decade, making sure that all communities can turn on the tap and drink clean water.

    Alongside the Lead and Copper Rule Improvements, the EPA announced $44,199,000 in newly available drinking water infrastructure funding for New Jersey through the Bipartisan Infrastructure Law. This funding will flow through the drinking water state revolving funds (DWSRFs) and is available to support lead pipe replacement and inventory projects. Additionally, 49% of the funding must be provided to disadvantaged communities as grant funding or principal forgiveness that does not have to be repaid. The EPA also announced the availability of $35 million in competitive grant funding for reducing lead in drinking water. Communities are invited to apply directly for grant funding through this program. Additional federal funding is available to support lead pipe replacement projects and EPA has developed a website identifying available funding sources.

    New Jersey Army National Guard Prepares for Hurricane Milton Support to Florida Division of Emergency Management

    The New Jersey Army National Guard announced the deployment of approximately 80 Soldiers and 30 military vehicles to support Hurricane Milton response operations in Camp Blanding, Florida. A convoy from the 143d Transportation Company and 253d Transportation Company, 42d Regional Support Group arrived in Florida following the landfall of Hurricane Milton.


    “Our thoughts and prayers are with the people of Florida as a second massive storm in as many weeks bears down on our nation’s Gulf Coast,” said Governor Phil Murphy. “New Jersey is committed to doing everything possible to assist Floridians impacted by Hurricane Milton—including sending a convoy to support the Florida Division of Emergency Management.”

    Upon arrival to Camp Blanding, the unit coordinated with the Florida Division of Emergency Management and the Florida National Guard. Tasks include transportation of Florida National Guard personnel into weather-impacted areas and delivery of commodities to or from points of distribution.

    “Floridians are family, and we know from personal experience what hurricane recovery means for our communities,” said Colonel Yvonne L. Mays, Acting Adjutant General of New Jersey. “Our Soldiers are trained and ready to support our neighbors in need.”

    AG Platkin Sues TikTok for Unlawful Practices That Harm NJ Youth

    Attorney General Matthew J. Platkin and the Division of Consumer Affairs announced that after a multiyear investigation, they are suing social media giant TikTok for deceptive, unconscionable, and abusive business practices that harm the health and safety of New Jersey’s youth.

    The complaint, which was filed temporarily under seal in the Superior Court of New Jersey, Chancery Division, Essex County, alleges multiple violations of the New Jersey Consumer Fraud Act (CFA). Other Attorneys General are filing similar lawsuits across the country.

    “Our investigation shows that TikTok knows about the dangerous effects of its platform on young users, and can mitigate these harms, but has deliberately chosen not to do so,” said Attorney General Platkin. “As a parent and as the chief law enforcement officer for New Jersey, I’m here to tell TikTok, as I have told other social media companies in the past, that our kids are more than just data points to be monetized to advertisers to the detriment of their mental and physical health.”

    New Jersey’s Minimum Wage to Increase to $15.49/Hour for Most Employees on Jan. 1

    New Jersey’s statewide minimum wage will increase by $0.36 to $15.49 per hour for most employees, effective January 1, 2025.

    Pursuant to Article 1, Paragraph 23, of the New Jersey Constitution, and N.J.A.C. 12: 56-3.1(c), the New Jersey Department of Labor and Workforce Development (NJDOL) sets the minimum wage for the coming year based on any increase in Consumer Price Index (CPI) data provided by the U.S. Bureau of Labor Statistics.

    “Aligning the state minimum wage with any increases in the cost of living is a critical step towards economic fairness and security for all New Jersey workers,” said Labor Commissioner Robert Asaro-Angelo. “This adjustment fosters a more equitable economy and ensures our workforce can continue to thrive.”

Deeply integrated into iPadOS 18, Apple Intelligence harnesses the power of Apple silicon and Apple-built generative models to understand and create language and images, take action across apps, and draw from personal context to simplify and accelerate everyday tasks. Many of the models that power Apple Intelligence run entirely on device, and Private Cloud Compute offers the ability to flex and scale computational capacity between on-device processing and larger, server-based models that run on dedicated Apple silicon servers.

    The first set of Apple Intelligence features will be available in U.S. English this month through a free software update with iPadOS 18.1, and available for iPad with A17 Pro or M1 and later. Apple Intelligence delivers experiences that are delightful, intuitive, easy to use, and specially designed to help users do the things that matter most to them:2

    • With Writing Tools, users can refine their words by rewriting, proofreading, and summarizing text nearly everywhere they write, including Mail, Notes, Pages, and third-party apps.
    • Siri becomes more deeply integrated into the system experience and gets a new design with an elegant glowing light that wraps around the edge of the screen when active on iPad. With richer language-understanding capabilities, communicating with Siri is more natural and flexible. Siri can follow along when users stumble over their words, can maintain context from one request to the next, and now, users can type to Siri. Siri also has extensive product knowledge to answer questions about features on iPad and other Apple devices.
    • In Photos, the Memories feature now enables users to create the movies they want to see by simply typing a description, and with the new Clean Up tool, they can identify and remove distracting objects in the background of a photo — without accidentally altering the subject.

    Additional Apple Intelligence features will be rolling out over the next several months:

    • Image Playground allows users to create playful images in moments.
    • Image Wand is a new tool in the Apple Pencil tool palette that can transform a rough sketch into a polished image.
    • Emoji will be taken to an entirely new level with the ability to create original Genmoji by simply typing a description, or by selecting a photo of a friend or family member.
    • Siri will be able to draw on a user’s personal context to deliver intelligence that is tailored to them. It will also gain onscreen awareness to understand and take action with users’ content, as well as take hundreds of new actions in and across Apple and third-party apps.
    • With ChatGPT integrated into experiences within iPadOS 18, users have the option to access its expertise, as well as its image- and document-understanding capabilities, within Siri and Writing Tools without needing to jump between tools. And privacy protections are built in so a user’s IP address is obscured, and OpenAI won’t store requests. Users can access ChatGPT for free without creating an account, and ChatGPT’s data-use policies apply for those who choose to connect their account.

    Even Faster Connectivity

    With faster wireless and wired connectivity, users can do even more on iPad mini while on the go. The new iPad mini supports Wi-Fi 6E, which delivers up to twice the performance than the previous generation,3 so users can download files, play games online, and stream movies even faster. Wi-Fi + Cellular models with 5G allow users to access their files, communicate with peers, and back up their data in a snap while on the go. Cellular models of the new iPad mini are activated with eSIM, a more secure alternative to a physical SIM card, allowing users to quickly connect and transfer their existing plans digitally, and store multiple cellular plans on a single device. Customers can easily get connected to wireless data plans on the new iPad mini in over 190 countries and regions around the world without needing to get a physical SIM card from a local carrier. The USB-C port is now up to 2x faster than the previous generation, with data transfers up to 10Gbps, so importing large photos and videos is even quicker.

    Incredible Camera Experience

    Great cameras, along with the incredibly portable form factor of iPad mini, enable powerful mobile workflows. The 12MP wide back camera delivers gorgeous photos, and with Smart HDR 4, they will be even more detailed and vivid.     Defra announces internal regulatory review led by economist Dan Corry

    The economist Dan Corry has been appointed to carry out an internal review into the regulation and regulators at the Department for Environment, Food & Rural Affairs (Defra).

    The review will examine whether the inherited regulatory landscape is fit for purpose and develop recommendations to ensure that regulation across the Department is driving economic growth while protecting the environment.

    The review will explore:

    • Whether Defra regulators are equipped to drive economic growth, secure private sector investment and protect the environment
    • The customer and stakeholder experience of regulation, including the impact on those who are regulated.
    • The efficiency of regulation, in particular whether the current regulatory landscape involves any duplication and/or contradiction, and whether there are opportunities to make improvements.

    The review is part of wider work to position Defra as a key economic growth department with regulatory reform to:

    • Boost private sector investment into the water sector, creating tens of thousands of jobs and speeding up the delivery of infrastructure to clean up water pollution and enable economic growth. 
    • Transform regional economies across the country through the development of a circular economy by reusing more existing materials, driving down waste across key sectors such as construction and packaging, reducing import costs for businesses and cutting carbon emissions.
    • Develop pragmatic solutions that are needed to build the homes and infrastructure this country needs, while protecting and improving environmental outcomes.
    • Strengthen economic resilience in communities that need better flood defences.
    • Drive rural economic growth by cutting red tape for farmers and boosting Britain’s food security.

    Dan Corry brings a wealth of experience to the role, having previously served as Head of the No10 Policy Unit under former Prime Minister Gordon Brown and adviser in many Government departments where he was involved in regulatory reform. 

    It comes as yesterday (14 October) the government hosted the International Investment Summit with 300 industry leaders, where the Prime Minister set out billions worth of investment deals, as well as plans to tackle unnecessary regulation. This is part of the government’s growth mission to create jobs, improve living standards, and make communities and families across the country better off.

    Today, families across Canada will receive their Canada Carbon Rebate, a payment that is making life more affordable for Canadians. The Canada Carbon Rebate—alongside measures like dental care, child care, and others—contribute to the Government of Canada’s plan to help Canadian families get ahead while ensuring big polluters pay their fair share.

    The “double double” rural top-up

    In Budget 2024, the Government of Canada doubled the rural top-up from 10 percent to 20 percent of the Canada Carbon Rebate base amount, to better support Canadians who live in rural areas and small communities, since they often drive longer distances and have higher energy needs. Given the delayed passage of the Budget, today families are receiving an added one-time 20 percent to make up retroactively for the doubling of the rural top-up on the April 15 and July 15 payments, effectively adding a one-time 40 percent top-up to the base amount of this quarter’s Canada Carbon Rebate. For a family of four in Gananoque, Ontario, this means receiving a payment of $392 today, and a total of $1,344 from Canada Carbon Rebates this fiscal year.

    The Canada Carbon Rebate and the rural supplement are part of a broader government effort to ease financial pressures on Canadians while simultaneously supporting the Government of Canada’s plan to combat climate change.

    Canada’s price on pollution is working. When it comes to meeting Canada’s goals, pollution pricing alone is delivering at least a third of the reductions needed, while delivering clean air and incentivizing job-creating greener investments in communities. As of today, emissions are trending down, while the economy grows and wages for Canadians are increasing.

    The Australian government has committed A$95 million to fight a virulent strain of bird flu wreaking havoc globally.

    With the arrival of millions of migratory birds this spring, there is an increased risk of a deadly strain arriving in Australia, known as highly pathogenic avian influenza (HPAI) H5N1.

    Australia is the only continent free of this rapidly spreading strain. Overseas, HPAI H5N1 has been detected in poultry, wild birds and a wide range of mammals, including humans. But our reprieve will likely not last forever.

    As Environment Minister Tanya Plibersek warned on Monday, “the awful reality of this disease is that – like the rest of the world – we will not be able to prevent its arrival”. HPAI H5N1 is like nothing we’ve seen in Australia. The extra funding, which is in addition to Australia’s current biosecurity budget, will help us prepare and respond.

    A trail of destruction

    Avian influenza is a virus that infects birds, but can infect other animals.

    In Australia we have various strains of avian influenza that don’t cause disease, referred to as low pathogenic avian influenza. While these viruses occur naturally Australian wild birds, it is the disease-causing strains, such as HPAI H5N1 and HPAI H7 we are worried about. These HPAI strains have enormous consequences for wild birds, domestic animals, and animal producers and workers.

    HPAI H5N1 first emerged in Asia in 1996, and has been circulating in Asian poultry for decades. Following genetic changes in the virus, it repeatedly jumped into wild birds in 2014, 2016 and again in 2020, after which it caused an animal pandemic, or panzootic.

    Starting in 2021, the virus rapidly spread. First, from Europe to North America in 2021. Then into South America in 2022. There, in South America, the virus caused the death of more than 500,000 wild birds and 30,000 marine mammals.

    While we had seen large outbreaks in wild birds globally, the huge outbreaks in seals and sea lions in South America was unprecedented. With this came substantial concern that the virus was spreading from mammal to mammal, rather than just bird to bird or bird to mammal, as was happening elsewhere.

    About a year after arriving in South America, the virus was detected in the sub-Antarctic, and a few months later, on the Antarctic Peninsula.

    Australia and New Zealand are still free of the virus, for now.

    The rising death toll

    Beyond wildlife, HPAI H5N1 is having a huge impact on poultry.

    In 2022 alone, it caused 130 million poultry across 67 countries to die of the illness or be euthanased because they were infected.

    In contrast, earlier this year Australia’s biggest avian influenza outbreak to date – caused by a different strain, HPAI H7 – caused the death or destruction of 1.5 million chickens. That’s a drop in the bucket compared to what is occurring globally.

    Concerningly, in the United States, the virus has jumped into dairy cattle and so far has affected more than 200 dairy herds in 14 states. It has also jumping into humans: in the past ten days alone, six human cases have occurred – all in dairy workers in California.

    Given HPAI H5N1 has spread around the globe, the risk of the virus entering Australia has increased.

    In a recent risk assessment, my colleague and I identified two main pathways for H5N1 into Australia.

    The most likely route is that H5N1 is brought in from Asia by long-distance migratory birds. Birds such as shorebirds and seabirds arrive in the millions each spring from Asia (and in some cases as far away as Alaska).

    A second route is with ducks. If the virus spreads across the Wallace Line (a biogeographical boundary that runs through Indonesia), it will come into contact with endemic Australian duck species.

    Unlike shorebirds and seabirds, ducks are not long-distance migrants, and don’t migrate between Asia and Australia. That endemic Australian ducks are not exposed to this virus because they don’t migrate to Asia may be one of the reasons why H5N1 has not yet arrived in Australia.

    So, what’s the plan?

    The Australian government’s new $95 million funding commitment is a crucial response to the heightened level of risk, and the dire consequences if H5N1 entered the country.

    The funding is divided between environment, agriculture and human health – the three pillars of the “One Health” approach.

    Broadly, the money will be spent on:

    • enhancing surveillance to ensure timely detection and response if the disease enters and spreads in animals within Australia

    • strengthening preparedness and response capability to reduce harm to the production sector and native wildlife

    • supporting a nationally coordinated approach to response and communications

    • taking proactive measures to protect threatened iconic species from extinction

    • investing in more pre-pandemic vaccines to protect human health.

    Importantly, the funding covers preparedness, surveillance and response.

    Preparedness includes proactive measures to protect threatened birds – for example, vaccination or reducing other threats to these species) and improving biosecurity.

    Surveillance is essential to catch the virus as soon as it arrives and track its spread. Australia already has a wild bird surveillance program which, among other things, investigates sick and dead wildlife as well as sampling “healthy” wild birds. The additional commitment will bolster these activities.

    Response will include things like better and faster tests. It will also include funding for practical on-ground actions to limit the spread and impacts of HPAI H5N1 for susceptible wildlife. This might include a vaccination program for vulnerable threatened species, as an example.

    Work has already begun

    This funding is a long-term investment, and mostly allocated to future activities. In the short term, my colleagues and I have already begun our spring surveillance program.

    We aim to test about 1,000 long-distance migratory birds arriving in Australia for avian influenza. Based on our risk assessments, we are focusing on long-distance migratory seabirds such as the short-tailed shearwater, and various shorebirds including red-necked stints, arriving from breeding areas in Siberia.

    The workshop was funded by the UK government’s Department of Environment, Food and Rural Affairs under the Ocean Country Partnership Programme (OCPP) as part of the Blue Planet Fund.

    It was delivered by the UK’s Centre for Environment, Fisheries and Aquaculture Science (CEFAS) and the Secretariat of the Pacific Regional Environment Programme (SPREP).

    The workshop brought together key stakeholders, enhancing local and regional collaboration, communication and strengthening Solomon Islands’ environmental response capabilities for marine pollution emergency incidents.

    The workshop strengthened preparedness from any future threats from marine pollution, including oil spills and potentially polluting shipwrecks.

    Participants identified the gaps in existing contingency planning to respond to marine incidents and increased their ability to engage, assess and monitor potentially polluting wrecks in the region.

    With participants from across Solomon Islands, Papua New Guinea, Vanuatu and the Regional Agencies, the workshop provided a platform for better communication, collaboration and learning about responding to Maritime Pollution in the Pacific.

    According to UK Cefas facilitator, Freya Goodsir, the workshop was a fantastic success build capacity, communication and collaboration to respond to any future events. She added:

    We found it extremely valuable to understand how passionate colleagues were about protecting our oceans. Together we have improved Solomon Islands ability to respond to any future threats to our marine environment.

    Delegates from Solomon Islands, Vanuatu, Fiji, Kiribati, Australia, Samoa and the United States took part in the four-day workshop in Honiara.

    The Republic of France has issued the following statement:

    The first EU candidate to the FAO

    The French candidate was designated on October 15 as the European Union candidate for FAO general director. This is the first time that EU member states are selecting a common candidate for election to the head of this agency. It is also the first time that a woman is a candidate for the position.

    A candidacy to put the fight against hunger and malnutrition back at the top of political agendas

    Since it was founded, the FAO has helped reduce food insecurity and malnutrition. However it must be noted that hunger is once again increasing in the world.

    Catherine Geslain-Lanéelle is determined to give a new impetus to the FAO and its efforts to eradicate hunger by 2030, in line with the UN’s sustainable development goals. Reducing poverty, stepping up rural development and deeply transforming our food systems are all priorities for the French and European candidate. It is vital to bring all member countries and partners around to a shared, renewed vision in order to strengthen the FAO’s efforts to bring about a world free from hunger and malnutrition.

    To that end, the candidate pledges to expand cooperation and synergies with other UN organizations, especially the IFAD, WFP and the WHO. She wishes to contribute fully to the implementation of UN reform, strengthening cooperation with scientific and technical bodies and all relevant actors.

    Catherine Geslain-Lanéelle also wants the FAO to play a major role as the leading global organization in the areas of food security and nutrition, based on solid and recognized technical and scientific knowledge.

    Strengthening food security, eradicating poverty, combating climate change: a type of agriculture that produces more, in a better way

    Food security and contributions to the agricultural, fisheries and forestry sectors are vital not only to feed humankind but also to provide decent jobs in rural areas, strengthen the role of women and young people, eradicate poverty, and save the planet.

    To achieve these goals, the candidate intends to strengthen investment in research and knowledge, education and training, innovation and infrastructure.

    In a context marked by climate change and the existence of numerous conflicts, the candidate is committed to ensuring that the FAO plays a central role in solutions so that everyone, regardless of where he or she lives, has access to healthy, safe and sustainably produced food. This is the prerequisite for a peaceful, more stable and fairer world.

    In-depth expertise in the areas of food and agriculture and recognized leadership

    Catherine Geslain-Lanéelle, an agricultural engineer and former director general of the Ministry of Agriculture, is a recognized leader with a proven capacity to manage complex organizations operating in a multicultural environment. She also has a high level of professional experience in the areas of food systems, rural development and food security, in France as well as in Europe.

    She has held the most senior positions in the French Ministry of Agriculture, serving successively as deputy director of the Department of International Trade (food aid and international assistance), director general, General Directorate for Food, and director general, General Directorate for Economic and Environmental Performance of Businesses.

    At the European level, after having worked at the European Commission as an expert on consumer food safety issues, she served as executive director of the European Food Safety Authority (EFSA) for more than seven years.

    Throughout her career, Catherine Geslain-Lanéelle has dedicated her strong scientific and technical expertise in agriculture, fisheries, forestry, rural development, food systems and nutrition to the design and implementation of public agricultural and food policies at the national, European and international levels.

    The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations responsible for issues relating to agriculture (including livestock farming, forestry, fisheries and aquaculture) and food. It is a universal intergovernmental organization with 197 members, including the EU. The FAO is active in more than 130 countries around the world. The next director general of the FAO will be elected by member states in June 2019 for a four-year term. Nominations for the office of director-general are being accepted from December 1, 2018, to February 28, 2019.

    The 16th Conference of the Parties (COP16) to the United Nations Convention on Biological Diversity (CBD) will be held in Cali, Colombia, from October 21 to November 2, 2024. GEIDCO will partner with the United Nations Development Programme (UNDP), the Sustainable Development Solutions Network (SDSN) and the World Resources Institute (WRI) to host a forum on energy transition and biodiversity conservation during COP16. The event, scheduled for Oct. 25 from 10-11 a.m. in the Cali Cultural Center’s main auditorium, will unveil research findings titled “Plans and Typical Cases for Promoting Biodiversity Conservation through Energy Transition”.

  • MIL-OSI Europe: AFRICA/GHANA – “Environmental Prayer Walk”: peaceful rally against illegal gold mining

    Accra (Agenzia Fides) – On October 11, the Archdiocese of Accra invited people to the “Environmental Prayer Walk”, which took place peacefully and without incidents, with the participation of thousands of people. The rally was primarily intended to denounce the phenomenon of illegal gold mining “galamsey” (see Fides, 9/10/2024).”It is the fight of all of us. Policy makers, those who are involved in the business, our traditional leaders and indeed every Ghanaian,” said Father Micheal Kobina Ackon Quaicoe, Executive Director of the “Governance, Justice and Peace Directorate” of the Ghanaian Bishops’ Conference. The march ended with the reading of a petition in front of the Presidential Palace calling for concrete measures to stop illegal and unregulated mining of gold and other minerals, which causes serious environmental damage and incurs high human costs for the population. In addition to the Catholics, other groups such as “FixTheCountry” and “Democracy Hub” joined the initiative, expressing their support for environmental protection, calling for an end to illegal gold mining and the protection of the country’s water resources. These actions are all the more urgent because illegal gold mining has already caused an environmental disaster. The environmental crisis has given rise to calls for drastic measures, including the imposition of a state of emergency in mining areas and the cancellation of mining licenses.     by Laura Gomez RuizTocoa (Agenzia Fides) – On September 14, Juan Antonio López (46), married and father of two daughters, coordinator of social pastoral care in the diocese of Trujillo and founding member of the Pastoral Care for Integral Ecology in Honduras, was shot dead in his car after attending a Eucharistic celebration in the Fabio Ochoa colony in the municipality of Tocoa, a city where he was also a councilor, about 300 kilometers from Tegucigalpa, the capital of Honduras.López was known for his commitment to social justice and drew strength and courage from the source of his Christian faith. As the person in charge of preaching the Word of God in his parish and a member of the Ecclesial Ecological Network of Mesoamerica (REMAM), his special vocation also led him to work to protect natural resources for the benefit of the most vulnerable in his country. A commitment that brought him into conflict with the interests of the mining companies operating in Honduras.According to witnesses, armed men on motorcycles approached him as he was leaving the church where he had attended the Eucharist that evening and shot him. López died instantly. He had recently denounced the pollution of the Guapinol and San Pedro rivers, which are threatened by illegal mining projects that endanger the water resources on which local communities depend. According to investigators, this may have been the motive for his murder.Local media reported that the crime occurred just hours after a press conference in which López, along with other community leaders, denounced alleged links between members of the Tocoa municipal government and organized crime.The National Police, meanwhile, arrested several suspects, and last Wednesday a court in San Pedro Sula issued an indictment and remanded three alleged perpetrators in custody. The evidence presented included images from security cameras in which the defendants were identified, as well as testimony from protected persons. In addition, the geolocation of the defendants’ phones confirms the suspicion that they had been following the victim for days and planned the murder. The lawyer for Juan López’s family asked prison authorities to guarantee the safety of the defendants in the hope that they would reveal the names of those behind the crime.”Juan’s commitment to ecology was not ideological, but the fruit of his faith,” said the bishop of the diocese of Trujillo, Jenry Ruiz. In a message published after the murder, Ruiz wrote: “For him, social, environmental and political commitment was not a matter of ideology, but an expression of his Christianity. He was a true servant of God and a tireless defender of his people.”López lived with the conviction that faith must be translated into concrete actions in favor of the weakest. His devotion to Saint Oscar Romero and his work in grassroots ecclesial communities drove him to work for social justice and dedicate his life to protecting Honduras’ rural communities and natural resources.”He knew that his commitment to protecting water and rivers put him in danger,” said a relative of the victim, recalling that he had previously received threats. Since 2023, the Inter-American Commission on Human Rights (IACHR) had taken precautionary measures to protect him because he had received death threats for his work in defense of the environment.López’s murder is part of a growing repression against human rights activists in Honduras. “This crime is not an isolated case,” said REMAM and the “Laudato Sì” movement in a joint statement: “He is not just another name in the statistics; he was a child of God, a close and kind brother. We honor his testimony of faith and his work for a better common home,” added the Archbishop of Yucatán and President of REMAM, Gustavo Rodríguez Vega.Already in January 2022, there was a similar murder in Honduras: the pastoralworker Pablo Isabel Hernández (see Fides, 12/1/2022), was killed in the parish of San Marcos de Caiquín, in the department of Lempira, on his way to a celebration of the Word of God. In the same year, on March 2, the Catholic priest Enrique Vásquez was also killed on his way to his parents. His body was found north of San Pedro Sula, in Santa Cruz de Yojoa, with multiple gunshot wounds (see Fides, 4/3/2022).The Bishops’ Conference of Honduras, meanwhile, called on the authorities to conduct a thorough and transparent investigation. “We are deeply saddened,” the statement said the Bishops’ Conference, which asks the faithful to pray for López, “a true disciple and missionary”. “Juan Antonio López was a man committed to the truth, honest and courageous, who demonstrated his faith through his concrete actions,” say the bishops.Pope Francis, after the Angelus prayer, on Sunday 22 September, recalled the importance of protecting those who work for the common good. “I join in the grief of this local Church and in the condemnation of all forms of violence,” said the Pope, “I am close to all those who see their basic rights trampled on, as well as to those who work for the common good and in this way respond to the cry of the poor and the earth”, referring to the sad fate of Juan Antonio López.     Derry City and Strabane District Council has put a call out to artists and facilitators within the Council area to submit applications to provide Spring Arts Development Workshops across several arts, crafts and creative disciplines at the Alley Theatre and Strabane Library.

    Among the workshops the Council is seeking facilitators for are – Spring / Easter / Summer Wreath Making Workshops; Learn to Sew – Beginners Classes; Sewing for Outdoor Dressing; Candle Making; Soap Making; Make your own Teddy Bear – Kids; Introduction to Leather – Make your Own Belt; Silver Jewellery – Make your own Stacking Rings; Ornaments for Graves Workshops; Interior Design – How to Create a Mood Board; Cup-Cake Decorating for Kids; Woodturning for Adults; Toy Making – Felt Animals; Embroidery – Embroidered Book Bag; Art Lounge – 14 – 17yrs; Open Environment for Creative Exploration and Guitar Lessons for Beginners – Kids & Adults Sessions.

    The Council is also seeking applications for suitably qualified persons to deliver Kids Themed Workshops over the St Patrick’s Day & Easter periods and Drop-In Arts & Crafts Children’s Workshops (themed arts & crafts); Storytelling and Face-painting.

    Applicants are being advised that while most of the programmes will be one-off events there may be occasions when Council hosts four weekly workshops. Applicants when submitting their applications are asked to indicate their availability and in addition to providing material costs, give hourly rates and details around age suitability of their workshop.

    Leeds Equipment and Kit Exchange Partnership triumphs at Sport Positive Awards 2024

    A groundbreaking Leeds City Council-led partnership tackling inequality through sport has been honoured by winning a prestigious international award.

    The Leeds Equipment and Kit Exchange Partnership (LEKEP), created by Leeds City Council’s Active Leeds service, sees recycled or unwanted sports kit distributed to deprived communities in the city.

    A first such partnership of its kind, the innovative project addresses inequality through supporting active lifestyles and also helps to tackle the climate crisis through recycling and significantly reducing waste, aiding the city’s environmental and net zero aims.

    The work of the partnership was recognised on a global level last week by winning the ‘Purpose-led Partnership’ category at the prestigious Sport Positive Awards 2024 in London, seeing off international competition from major projects around the world to win the prize.

    The Leeds Equipment and Kit Exchange Partnership (LEKEP) is made up of: Leeds City Council, Yorkshire Sport Foundation, Zero Waste Leeds, Action For Sport, Run for all, Leeds United Foundation, The Recovery Runners, Leeds Dock Run Club, Leeds City College, LS-TEN Skate Park, Pendle Sports, British Cycling and Yorkshire Cricket Foundation.

    Working together to maximise all available assets, the partnership responds to the needs of diverse communities in Leeds to provide appropriate sports attire and remove the stigma associated with recycled kit.

    The partnership in Leeds was initially inspired by the BBC’s ‘Kit out the Nation’ campaign which ran in 2021, and has developed in the years since with more than 20,000 items of kit recycled or reused by community groups in the city.

    As well as encouraging healthy active lifestyles, the project also helps to reduce landfill through a more environmentally-sustainable approach, supporting local organisations in creating their own kit donation schemes, reducing waste, and creating a community-driven circular economy promoting inclusive growth.

    Leeds City Council’s executive member for adult social care, active lifestyles and culture Councillor Salma Arif said:

    “This is a tremendous honour for the Leeds Equipment and Kit Exchange Partnership (LEKEP) to be recognised on an international level in this way, and we thank everyone involved who should be very proud.

    “We are committed to tackling inequalities, removing barriers and addressing the climate crisis and this project shows what can be achieved through working together to make a difference.     The Republic of France has issued the following statement:

    1. We, the G7 Non-Proliferation Directors Group, reiterate the G7´s profound condemnation of Russia’s premeditated, unprovoked, and unjustifiable war of choice against Ukraine, enabled by the Belarusian government. We condemn in the strongest terms the numerous atrocities committed by Russian armed forces in Ukraine. We reaffirm our solidarity with the Ukrainian people and our support to the sovereignty, independence, and territorial integrity of Ukraine. Russia’s ongoing war of aggression is a blatant violation of international law with severe consequences for international security, including global non-proliferation efforts. We condemn Russia’s disinformation campaign and we warn against any threat or use of chemical or biological weapons. We recall Russia’s obligations under international treaties of which it is a party, and which protect us all. Any use by Russia of such a weapon would be unacceptable and result in further consequences. We condemn Russia’s unjustified use of nuclear rhetoric and signalling. We urge Russia to behave responsibly and exercise restraint.

    2. Besides these deeply disturbing actions of unprecedented scale, our efforts to strengthen non-proliferation have been severely tested in past years. The increasing use of chemical weapons, rapidly evolving biological threats, destabilizing transfer and deployment of conventional weapons, and targeted appropriation of emerging technology all have a considerable impact as does the growing threat of nuclear proliferation and emerging threats to outer space security. Some states are now significantly increasing and diversifying their nuclear arsenals and investing in novel nuclear technologies and weapons systems. Against this highly challenging background, the G7 remains committed to working together, including with our partners, to defend and strengthen international law, norms and institutions and to build a more secure, more stable, and safer world.

    3. In view of the 10th Review Conference of the Non-Proliferation Treaty (NPT) in August 2022, we are united in our resolve to comprehensively strengthen the NPT, promote its universalisation, reinforce the importance of commitments made at past Review Conferences and advance implementation of the Treaty across all three of its mutually reinforcing pillars. We underline the authority and primacy of the NPT as the cornerstone of the nuclear non-proliferation regime and the foundation for the pursuit of nuclear disarmament and peaceful uses of nuclear technology. We resolutely support the Review Conference President-designate, Ambassador Gustavo Zlauvinen, and commit to working with all NPT States Parties in good faith in the lead up to and during the Review Conference towards achieving a positive outcome.

    4. The G7 reaffirms its commitment to the ultimate goal of a world without nuclear weapons with undiminished security for all, achieved through concrete, practical, and purposeful steps. The overall decline in global nuclear arsenals must be sustained and not reversed. We welcome diplomatic pathways that offer real possibilities for advancing the universal disarmament goals of the NPT, as promoted through key initiatives such as the International Partnership for Nuclear Disarmament Verification (IPNDV), the Non-Proliferation and Disarmament Initiative, the Stockholm Initiative on Nuclear Disarmament, and Creating an Environment for Nuclear Disarmament.

    5. We welcome efforts by the G7 Nuclear Weapon States to promote effective measures, such as strategic risk reduction, transparency and confidence building measures on their postures, doctrines, and capabilities, which are critical to making progress towards disarmament under the NPT. The G7 underlines that all Nuclear Weapon States have the responsibility to engage actively and in good faith in arms control dialogues. We welcome the Joint Statement of the Leaders of the Five Nuclear-Weapon States on Preventing Nuclear War and Avoiding Arms Races of 3 January 2022, including the important affirmation that a nuclear war cannot be won and must never be fought. However, we deplore Russia’s provocative statements about raising its nuclear alert levels, which undermines the credibility of Russia’s commitment to this Joint Statement.

    6. Recalling our statements of 15 March and 7 April 2022, we condemn Russia’s invasion of Ukraine, including forcefully seizing control of nuclear facilities and other actions that pose serious threats to the safety and security of these facilities and endanger the population of Ukraine, neighbouring states, and the international community. We support the IAEA Director General Rafael Grossi’s efforts to ensure the nuclear safety and security of, and the application of safeguards to, nuclear material and facilities in Ukraine as a matter of urgency, while respecting full Ukrainian sovereignty over its territory and infrastructure. We urge Russia’s leadership to immediately withdraw its military forces from Ukraine, cease all violent actions against nuclear and radiological facilities in Ukraine and restore full control to Ukrainian authorities over all facilities within its internationally recognized borders to ensure their safe and secure operations.

    7. The G7 is united in its resolve to promote the goals and objectives of the Comprehensive Nuclear-Test-Ban Treaty (CTBT). We underline the urgent need to bring this treaty into force pursuant to Article XIV of the CTBT, and we support Italy as co-coordinator of these efforts. A universal and effectively verifiable CTBT constitutes a fundamental instrument in the field of nuclear disarmament and non-proliferation. Pending the entry into force of the Treaty, we call on all states to declare new or maintain existing moratoriums on nuclear weapon test explosion or any other nuclear explosions. We also resolutely support the Comprehensive Nuclear-Test-Ban Treaty Organization Preparatory Commission and its important work to develop the Treaty’s verification regime.

    8. The G7 is equally committed to, and underlines the importance of, immediate commencement of negotiations – based on document CD/1299 and the mandate contained therein – with the key countries on a treaty banning the production of fissile material for use in nuclear weapons and other nuclear explosive devices. We remain convinced that the Conference on Disarmament is an appropriate venue to negotiate such an instrument and we call upon countries to make innovative contributions in all appropriate forums, including the 10th Review Conference of the States Parties to the NPT, to facilitate negotiations of such a treaty. Pending those actions, we call on all states that have not yet done so to declare and maintain voluntary moratoria on the production of fissile material for use in nuclear weapons.

    9. The G7 is committed to working towards effective measures for strategic and nuclear risk reduction that enhance mutual comprehension, increase predictability, promote confidence building and establish effective crisis management and prevention tools. We are equally engaging in the development of multilateral nuclear disarmament verification capabilities and we welcome the start of work of the Group of Governmental Experts on nuclear disarmament verification, the Franco-German exercise NuDiVe 2022 conducted in April 2022 and the continuing work of the IPNDV and the Quad Nuclear Verification Partnership by Norway, Sweden, the United Kingdom and the United States. All of this is essential groundwork for achieving the ultimate goal of a world free of nuclear weapons, underpinned by transparency, verification and irreversibility.

    10. The G7 welcomed the extension of the New START Treaty in early 2021 and has supported the U.S.-Russian Strategic Stability Dialogue, aimed at laying the foundation for future U.S.-Russia arms control arrangements. The G7 sees the need for arms control to address all nuclear weapons, including new destabilizing weapon systems and non-strategic nuclear weapons. The G7 also supports and encourages wider efforts towards an active arms control dialogue involving China. The G7 regrets that the U.S.-Russian Strategic Stability Dialogue has come to a halt due to Russia’s brutal and unprovoked war on Ukraine.

    11. The G7 also deplores Belarus’s recent referendum and amendment to its Constitution removing Article 18, which pledged to “make its territory a nuclear-free zone.” Belarus’ actions only further increase uncertainty amidst heightened tensions.

    12. Nuclear-weapons-free zones (NWFZ) make important contributions to nuclear disarmament and non-proliferation. We see the relevant protocols to existing NWFZ treaties as the vehicle for extending to the treaty parties a legally binding negative security assurance. We remain fully committed to the creation of a zone free of all weapons of mass destruction and their delivery systems in the Middle East. We firmly believe that this can only be achieved based on consensus arrangements freely arrived at by all states in the region. We acknowledge the efforts made during the first two sessions of the UN Conference on the Establishment of a Middle East Zone Free of Nuclear Weapons and Other Weapons of Mass Destruction held in 2019 and 2021. Going forward, we underscore the need for inclusive dialogue among the regional states.

    13. The G7 supports universalisation of key safeguards agreements including Comprehensive Safeguards Agreements, the Additional Protocol thereto, and, where applicable, the revised Small Quantities Protocol. A Comprehensive Safeguards Agreement together with an Additional Protocol represents the de facto safeguards standard under the NPT. We echo the IAEA Director General’s call on those states that have yet to bring into force a Comprehensive Safeguards Agreement or an Additional Protocol to do so as soon as possible and applaud his efforts to further strengthen the safeguards system. Recalling our strong support for the professional and impartial work of the IAEA, the G7 underscores the importance of streng-thening the effectiveness and optimizing the efficiency of the international safeguards system and ensuring it remains fit for its purpose in the 21st century.

    14. We reaffirm the IAEA’s central role in strengthening cooperation in nuclear security and the commitments in the Ministerial Declaration of the IAEA’s International Conference on Nuclear Security in 2020. We support the IAEA in facilitating the peaceful uses of nuclear technologies in a safe, secure, and sustainable manner. We support aiding the development of new regulatory frameworks for the deployment of next-generation technologies, including small modular reactors. We encourage all Member States, who are able to do so, to make financial and/or technical contributions to enable the IAEA to continue its work.

    15. The G7 commits to promoting full implementation by all states of the highest standards of nuclear safety, security, and safeguards. This is essential to facilitate the safe and the peaceful uses of nuclear science and technology consistent with the NPT, and thereby promote prosperity and address the UN Sustainable Development Goals.

    16. The G7 urges States engaged in nuclear activities to become parties to and fully implement the Convention on Nuclear Safety, the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management, the Convention on Early Notification of a Nuclear Accident, and the Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency.

    17. The G7 is resolved to increase political attention to the challenges of countering the threat of non-state actors acquiring nuclear and radioactive materials as weapons of terrorism and to accelerate national and international steps to manage the risks posed by such materials. We affirm our commitment to minimise Highly Enriched Uranium (HEU) stocks globally and encourage states with civil stocks of HEU to further reduce or eliminate them where economically and technically feasible.

    18. The G7 calls on all States that have not yet done so to become parties to and fully implement the International Convention for the Suppression of Acts of Nuclear Terrorism (ICSANT) and the Amended Convention on the Physical Protection of Nuclear Material (A/CPPNM). We welcome the positive outcome of the A/CPPNM Review Conference in March-April 2022. We remain steadfast in our support of the IAEA, the Nuclear Security Contact Group, and the Global Initiative to Combat Nuclear Terrorism.

    19. The G7 supports effective implementation of UN Security Council Resolution (UNSCR) 1540 (2004) and the work of the 1540 Committee and its Group of Experts. We encourage all states to fully implement the resolution and to offer assistance to interested states.

    20. The G7 actively supports global efforts to enhance education and professional development in the field of non-proliferation, arms control and disarmament and is strongly committed to the integration of gender equality in this field. We are mindful that learning about the realities of any use of nuclear weapons will help strengthen global efforts towards nuclear disarmament. To raise and sustain awareness, we encourage political leaders, the young generation and others to visit the cities of Hiroshima and Nagasaki.

    21. We renew our support for a restoration and full implementation of the Joint Comprehensive Plan of Action. A diplomatic solution remains the best way to restrict Iran’s nuclear programme. We commend the participants of the Vienna talks as well as the EU coordinator for their tireless efforts. We urge Iran to seize the offer currently on the table to bring negotiations to a successful conclusion and to refrain from further escalation of its nuclear activities.

    22. We urge Iran to uphold and fully implement all obligations under its NPT-required safeguards agreement with the IAEA. We further urge Iran to provide all required information to enable the IAEA to clarify and resolve outstanding safeguards issues without further delay. The G7 expresses strong support for the crucial verification and monitoring mandate of the IAEA, underscores the technical nature of the IAEA’s independent work, and commends the Director General’s continued professional and impartial efforts. Full and timely cooperation by Iran is essential for the IAEA to assure the international community that all nuclear material in Iran remains in peaceful uses and eventually reach the Broader Conclusion.

    23. We recall our serious concerns about Iran’s unabated activities related to ballistic missiles “designed to be capable of delivering nuclear weapons, including launches using such ballistic missile technology,” which Iran pursues in defiance of UNSCR 2231 (2015). Iran’s space programme is enabling it to test technology that is essential to the development of ballistic missiles, including future long-range delivery systems, as demonstrated again with Iran’s announcement on March 8 of a launch of a military satellite. We urge Iran to cease all these activities and fully abide by UNSCR 2231 (2015). We also remain extremely concerned about Iran’s destabilising activities in and around the Middle East, including transfers of missiles and missile technology, drones and conventional arms to state and non-state actors. Such proliferation is destabilising for the region and escalates already high tensions, as does the use of such weapons in the region, like the attack by the Islamic Revolutionary Guard Corps on Erbil on 13 March 2022. We urge Iran to stop all activities inconsistent with relevant UNSCRs and call on all parties to play a constructive role in fostering regional stability and peace.

    24. The G7 strongly condemns the continued testing of ballistic missiles by the Democratic People’s Republic of Korea (DPRK), including the recent Intercontinental Ballistic Missile (ICBM) launch conducted on 24 March 2022, which are blatant violations of the DPRK’s obligations under numerous UNSCRs. Since 2021, the DPRK has conducted an unprecedented series of missile tests, including launches of alleged hypersonic weapons using ballistic missiles and a submarine-launched ballistic missile test. These tests demonstrate the DPRK’s continued efforts to expand and further develop its ballistic missile capabilities. We deeply regret that the DPRK has abandoned its self-declared moratorium on ICBM launches. In addition, nuclear activities (such as restarting nuclear reactors and behaviour consistent with fissile material production) have been observed at several nuclear sites since 2020, suggesting an ongoing nuclear program development. All these reckless actions threaten regional and international peace and security, pose a dangerous and unpredictable risk to international civil aviation and maritime navigation in the region and demand a united response by the international community, including further measures to be taken by the UN Security Council.

    25. The G7 remains fully committed to the complete, verifiable, and irreversible dismantlement by the Democratic People’s Republic of Korea of all its nuclear weapons, other weapons of mass destruction and ballistic missiles of all ranges, as well as related programs and facilities, consistent with UNSCRs. We strongly urge the DPRK to fully comply with all obligations arising from the relevant UNSCRs, to abandon its weapons of mass destruction and ballistic missile programs in a complete, verifiable and irreversible manner and to return at an early date to, and fully comply with, the NPT and IAEA safeguards. We call on the DPRK to accept the repeated offers of dialogue put forward by all parties concerned, including the United States, the Republic of Korea, and Japan.

    26. The G7 is committed to working with all relevant partners towards the goal of peace on the Korean Peninsula and to upholding the rules-based international order. We call on all states to fully and effectively implement all restrictive measures relating to the DPRK imposed by the UN Security Council and to address the risk of proliferation of weapons of mass destruction, and related delivery systems, from the DPRK as an urgent priority, particularly through additional UN Security Council action. We note with concern the report by the Panel of Experts established pursuant to UNSCR 1874 (2009) that illicit ship-to-ship transfers continue to take place. We remain ready to assist in and strengthen capacities for effective sanctions implementation. We are clear that the dire humanitarian situation in the DPRK is primarily the result of the diversion of the DPRK’s resources into unlawful weapons of mass destruction and ballistic missile programs rather than into the welfare of its people. In the context of the Covid-19 pandemic, we commend the work of the 1718 Committee, which has swiftly approved all Covid-19 related sanctions exemption requests for humanitarian assistance for the DPRK.

    27. The G7 intends to bolster efforts to counter the weaponization of biological agents and toxins. Never has it been so urgent for all states to work together to achieve universal adherence to and full compliance with the Biological and Toxin Weapons Convention (BTWC). Good faith and engagement are essential to overcoming the longstanding stalemate of the Convention in order to meet evolving biological threats stemming from state and non-state actors and to address new developments in science and technology. We intend to work towards a successful Review Conference which would promote effective implementation, increase transparency, enhance compliance and confidence-building measures. Near-term concrete action should include the establishment of a new expert working group to examine concrete measures to strengthen the Convention.

    28. We pledge our continued support to the United Nations Secretary-General’s Mechanism to investigate alleged uses of chemical, biological or toxin weapons. We will firmly resist and condemn any attempts by any state or individual seeking to undermine its integrity, independence, and impartial character and mandate. As the only established international mechanism mandated to investigate alleged uses of biological weapons, we pledge to cooperate with partners to ensure that the mechanism is properly resourced, equipped, and operationalized to conduct effective investigations when needed.

    29. We salute the 20th anniversary of the G7-led, 31-member Global Partnership (GP) against the Spread of Weapons and Materials of Mass Destruction. With its unparalleled networks, expertise, partnerships, and collective funding, the GP has been instrumental in countering threats posed by chemical, biological, radiological, and nuclear weapons and materials. The GP’s contribution to global threat reduction has made the world a safer and more secure place. We are committed to coordinated action with the GP to provide leadership to ensure that the GP remains a key contributor to countering persistent and emerging threats.

    30. The G7, as expressed in the 29 March statement of the GP on Ukraine, finds Russia’s unsubstantiated claims concerning alleged biological weapons development in Ukraine outrageous. Such allegations about legitimate biological research for civilian purposes are especially cynical, as the world has suffered a pandemic for two years during which biological laboratories have been of crucial importance to humankind. These allegations are part of Russia’s disinformation campaign against Ukraine and have undermined the subject and purpose of the BTWC and the international rules-based order. Ukraine is a respected member of the GP and the BTWC and has our full support.

    31. We will dedicate further efforts to addressing biological threats in the GP framework. The COVID-19 pandemic has underscored the far-reaching impact of large-scale disease outbreaks and the importance of strengthening global capacity to prevent, detect and respond to all forms of biological threats, whether deliberate, accidental, or natural. Covid-19 has also accelerated the global life sciences and biotechnology revolution, including the research and development of new diagnostics, vaccines, and treatments for potentially high-consequence pathogens. Substantial improvements are needed in global biosafety, biosecurity, and oversight for dual use research, in order to prevent laboratory accidents and deliberate misuse. We commit to reinforcing existing national efforts, as well as to improving the level of biosafety and biosecurity practices globally. With this imperative, we intend to deepen our health-security cooperation with African partners and other key stakeholders to develop and implement the GP’s signature initiative aimed at mitigating biological threats in Africa. We recognize the significant contribution already made by the G7 and the EU to the GP signature initiative and encourage all GP members to actively contribute to this important initiative.

    32. We are determined to uphold the prohibition on the use of chemical weapons and support the full implementation of the Chemical Weapons Convention (CWC). As participating States of the International Partnership against Impunity for the Use of Chemical Weapons, we stand together to reaffirm that any use of chemical weapons by anyone, anywhere, under any circumstances is unacceptable and contravenes international standards and norms against such use. There can be no impunity for chemical weapon use.

    33. We will work towards a successful 2023 Review Conference to strengthen the Convention. We are unwavering in our support of the Organisation for the Prohibition of Chemical Weapons (OPCW) and its work to exclude completely the possibility of the use of chemical weapons and we applaud the OPCW’s professionalism and integrity. The G7 seeks to ensure that the OPCW is equipped to continue to fulfil its mandate, including through funding via the GP for important initiatives such as the new Centre for Chemistry and Technology.

    34. We welcome the decision of the OPCW Conference of the States Parties “Understanding Regarding the Aerosolised Use of Central Nervous System-Acting Chemicals for Law Enforcement Purposes” that affirms that the aerosolized use of CNS-acting chemicals is understood to be inconsistent with law enforcement purposes as a “purpose not prohibited” under the Convention. This forward-thinking decision by CWC States Parties sends a strong signal to countries that they cannot hide work on such chemicals for offensive purposes under the guise of legitimate purposes under the Convention.

    35. We condemn attempts to impede the OPCW’s vital work, including investigations, through baseless attacks and outrageous disinformation, notably Russia’s unsubstantiated claims and false allegations that Ukraine was preparing to use chemical weapons. Ukraine is in full compliance with its obligations under the CWC, in stark contrast to Russia’s continued refusal to investigate the well-documented use of a chemical weapon on its own territory, contrary to its obligations under the Convention.

    36. In that context, the G7 reaffirms the statement made by Ministers on 26 January 2021 condemning in the strongest possible terms the poisoning of Alexey Navalny with a military grade chemical nerve agent of the “Novichok” group, a substance developed by the Soviet Union, and retained by Russia. There is no plausible account other than the involvement and responsibility of Russian state actors, as Russia continues to evade all appeals to launch an investigation of the case. We recall the OPCW’s conclusion that a similar nerve agent was used in Salisbury in 2018, resulting in the death of a British citizen, for which three Russian suspects have been charged.

    37. We again urge the Russian authorities to investigate and credibly explain the use of a chemical weapon on its soil considering Russia’s obligations under the CWC. We recall the questions asked on 5 October 2021 by 45 States Parties, including all G7 members, to Russia under Article IX of the CWC, which were not adequately answered by the Russian Federation. We support the statement made by 56 States Parties at the November 2021 OPCW Conference of the States Parties, calling on Russia to account for the use of a chemical weapon on its territory. We welcome actions, such as sanctions, taken by G7 members in response to those individuals and entities deemed to be involved in the development and use of chemical weapons. We also condemn Russia’s attempts to shield Syria from accountability for the Syrian regime’s use of chemical weapons.

    38. Syria’s chemical weapon use in violation of the CWC continues to be a matter of grave concern. We welcome the decision of the OPCW Conference of the States Parties to suspend Syria’s rights and privileges under the CWC, until it completes the steps set out in the OPCW Executive Council Decision of 9 July 2020. We urge the Syrian authorities to cooperate fully and comply with their obligations. We deplore disinformation about chemical weapon use in Syria and we are committed to supporting the OPCW Technical Secretariat’s work in investigating chemical weapon use in Syria, identifying those responsible, and ensuring Syria’s declaration is full and accurate. Syria will be held to account for any failures to meet its obligations. We commit to ensuring the full implementation of UNSCR 2118 (2013) and the elimination of Syria’s chemical weapons programme once and for all.

    39. We remain gravely concerned by the accelerating proliferation of ballistic and other missile technologies, including at the hands of non-state actors, which is a threat to regional and global security. Recalling the G7 NPDG “Initiative on Countering Illicit and/or Destabilizing Missile Activities” launched by the French Presidency in 2019, we remain engaged in countering missile proliferation activities and strengthening missile governance.

    40. We reaffirm our commitment to the Missile Technology Control Regime (MTCR), and we call on all states to unilaterally adhere to the MTCR guidelines and reiterate the importance of the fundamental principles underpinning ballistic missile non-proliferation including in accordance with UNSCR 1540 (2004). We are committed to further increasing the effectiveness of the MTCR.

    41. We strongly support the Hague Code of Conduct against Ballistic Missile Proliferation (HCoC) and call for its universalisation. In the 20 years since its establishment, the HCoC has proven to be an important transparency and confidence building measure that encourages responsible behaviour and restraint in the development, testing and deployment of ballistic missiles capable of delivering weapons of mass destruction, and aims to curb and prevent proliferation of such ballistic missiles. We will work towards the goals of universalization and full implementation of the HCoC, notably on the occasion of its 20th anniversary.

    42. The G7 re-affirms the importance of coordinated action to counter illicit intangible technology transfer and protecting academia and business sectors from hostile state exploitation. While promoting an environment in which science, technology and research collaboration can flourish, we are resolved to address the challenges posed by the misuse and illicit diversion of technology critical for the development of weapons of mass destruction, their means of delivery and for advanced military technology programmes by state and non-state actors, as well as by dual-use research of concern, notably in the field of life sciences.

    43. The G7 members commit to enhancing export controls on materials, technology and research that could be used to develop weapons of mass destruction and their means of delivery. We plan to strengthen controls on materials (including dual-use components), technology and research that could support the development of advanced conventional weapons, ensuring that enhancements are proportionate and avoid negatively impacting on legitimate exports.

    44. The G7 is committed to acting to counter proliferation financing which, left unchecked, undermines the integrity of the global financial system and fuels threats to our common security. We therefore welcome the recent changes to the Financial Action Task Force standards regarding targeted financial sanctions on the DPRK and Iran, which, for the first time, expect all countries and regions to take concrete steps to understand the proliferation financing risks they face, and to oblige their financial sectors and designated non-financial business professions to do the same. Only by understanding the truly global reach of proliferation networks will we meet our responsibility to tackle this activity.

    45. We are determined to prevent illicit transfers and destabilizing accumulation of conventional weapons and ammunition, and to increase the safety and security of stockpiles, including by deploying our technical expertise, sharing best practices, e.g. in the framework of the UN Programme of Action on Small Arms and Light Weapons (SALW), and the International Ammunition Technical Guidelines, and by adhering to international law and norms on responsible transfer.

    46. The diversion of ammunition to unauthorized users, including criminals and terrorists, facilitates and fuels armed violence and armed conflict. Mindful of these implications for security and sustainable development, we strongly support the German-led initiative for a comprehensive framework to support safe, secure, and sustainable ammunition management at the national, sub-regional, regional, and global level and the Open-Ended Working Group (OEWG) mandated to carry out work in this regard. We encourage all states to engage constructively in the OEWG aiming at elaborating a set of political commitments as a new global framework that will address existing gaps in through-life ammunition management, including international cooperation and assistance.

    47. We advocate for the reinforcement of regimes that regulate the transfer and prevent the diversion of conventional weapons and ammunition in line with international law and norms, including the Arms Trade Treaty. We commit to adapting, where necessary, relevant regimes as new technologies are developed. In dialogue with other technology leaders, we seek to shape the global debate on responsible civilian and military use of new technologies, considering security and defence considerations and securing adherence to international law, in particular International Humanitarian Law and, where applicable, International Human Rights Law. Where necessary, new international principles for responsible use should be considered.

    48. As space activities evolve, the norms, rules and principles governing space activities should also evolve. State threats to the secure, safe, sustainable, and peaceful uses of outer space are of serious concern. Given that our societies are increasingly reliant on space systems for their security and prosperity, we are determined to reduce the risk of misperception and miscalculation and reduce space threats. We commit to engaging the international community to uphold and strengthen a rules-based international order for outer space.

    49. Establishing norms, rules and principles for responsible space behaviours is a pragmatic way forward to enhance security, mitigate threats against space systems and reduce the risks of misperception, miscalculation, and escalation. We strongly support the UK-led initiative at the UN General Assembly and the resulting UN Open Ended Working Group (OEWG) on “Reducing space threats through norms, rules and principles of responsible behaviours”. We encourage all states to positively engage in the OEWG that aims to build a common understanding of responsible space behaviours and consider first proposals for norms, rules, and principles in that regard.

    50. We call upon all nations to refrain from conducting dangerous and irresponsible destructive direct-ascent anti-satellite missile tests like those carried out by the Russian Federation on 15 November, 2021. We welcome the US commitment not to conduct destructive direct-ascent anti-satellite missile tests. We reiterate the need to cooperate with all States and space actors to strengthen safety, security, stability, and sustainability of outer space and help all countries benefit from the peaceful exploration and use of outer space.

         ​In view of the death of eight animals in Hong Kong Zoological and Botanical Gardens (HKZBG) yesterday (October 13), the Secretary for Culture, Sports and Tourism, Mr Kevin Yeung, convened an urgent interdepartmental meeting today (October 14) to listen to reports on the latest situation by the Leisure and Cultural Services Department, the Agriculture, Fisheries and Conservation Department as well as the Department of Health, and to discuss the way forward.     The meeting noted that the park staff have immediately stepped up monitoring of the conditions of all animals since yesterday. The movement response and appetite of a White-faced Saki and a De Brazza’s Monkey were found unusual and they were removed from the original animal cages for close monitoring. The White-faced Saki has passed away this morning. The Park will continue to observe its status of the remaining De Brazza’s Monkey.     The Mammals Section of the HKZBG has been temporarily closed from this morning to facilitate the close monitoring of the conditions of those animals. The disinfection and cleaning of animal cages involved were completed. The health condition of all 80 animals in the HKZBG are normal. For the sake of prudence, staff working there will wear appropriate protective gear and keep a close watch on their health condition. At present, all staff is in healthy condition.     In addition, the meeting discussed the different scenarios of case development and solutions. Relevant government departments will speed up autopsy and toxicological testing by relevant departments, so that the possible causes of the incident could be known as soon as possible.

    Twelve candidates have been nominated to stand in the by-election, which is due to take place on 14 November.

  • MIL-OSI Global: Ukraine faces worsening odds on the battlefield and a struggle on the diplomatic front after Biden postpones summit

    In May 2023, Ukraine’s president, Volodymyr Zelensky, embarked on a whistle-stop tour of European capitals to shore up support from his western partners in the run-up to Ukraine’s summer offensive that year. His tour was a relative success – the subsequent offensive less so.

    Fast forward 18 months, and Zelensky has once again been visiting London, Paris, Rome and Berlin in search for western support. This time, he sought backing for his victory plan. But the odds now are clearly stacked against Ukraine on the battlefield. And Zelensky also faces an uphill struggle on the diplomatic front.

    The initial plan for Zelensky and his allies had been to convene at a meeting of the Ramstein group. This is the loose configuration of some 50 countries who have supported Ukraine’s defence efforts since the start of the full-scale Russian aggression in February 2022.

    With the US president, Joe Biden, scheduled to attend after a state visit to Germany, the gathering at Ramstein Air Base in Germany had been pitched at the level of heads of state and government. It was expected that there were to be some big announcements of continuing support for Ukraine.

    But with hurricane Milton scheduled to hit Florida, Biden was forced to cancel his trip. While Biden’s visit to Germany has apparently been rescheduled for October 18, 2024, the Ramstein meeting remains postponed.

    This has deprived the Ukrainian president of the chance to pitch his victory plan to his more important allies. So he has been unable to get them to commit to the support that will be necessary to implement it.

    We don’t yet know much about the Ukrainian victory plan. From what has been released or leaked, it appears to boil down to five key demands.

    Zelensky wants an accelerated path to Nato membership. He is also asking for a Nato-enforced no-fly zone over western Ukraine and more air-defence systems for the country to better protect its own skies.

    Other key elements of the plan involve permission to use western-supplied long-range missiles against targets deep inside Russia, the delivery of long-range German Taurus ballistic missiles and significant investment into Ukraine’s defence industry.

    Most of these demands are non-starters in western capitals. That much was already made clear during Zelensky’s recent trip to New York and Washington in mid-September.

    The Ukrainian president managed to get his US counterpart to authorise US$8 billion (£6.12 billion) in further security assistance. But there has been no progress on lifting the restrictions that the US and other allies are placing on Ukraine’s use of western military aid against Russian territory.

    The western alliance remains divided on this. And the US is particularly sceptical of its strategic value.

    Similarly, the prospect of Ukraine joining Nato continues to be remote – not least as it would require the consent of all 32 current member states. The Slovak prime minister, Robert Fico, has openly stated that he will veto Ukraine’s accession to the alliance. His Hungarian counterpart, Victor Orban, is also well known for his opposition to Kyiv joining the alliance.

    More damaging to Ukraine’s Nato aspirations, however, is a similar reluctance in both Washington and Berlin. This has been key in ensuring that the two most recent Nato summits in Vilnius in 2023 and Washington in 2024 only re-affirmed that “Ukraine’s future is in Nato” but failed to attach a clear timeline to it.

    Kyiv’s allies need to double down – now

    At the end of his meeting with the German chancellor, Olaf Scholz, on October 11, Zelensky secured another €1.4 billion (£1.17 billion) worth of air defences, tanks, drones and artillery, to be jointly delivered by Germany, Belgium, Denmark and Norway.

    But Taurus ballistic missiles – top of Kyiv’s shopping list – are not included in this package. While predictable, this was a major disappointment for Zelensky. As was the fact that he essentially walked away empty-handed from his meetings in London, Paris and Rome.

    There is no indication that any of these major allies are likely to withdraw their support. But it is equally clear that they are not prepared to increase it decisively.

    This was also evident during the visit to Kyiv of the new Nato secretary-general, Mark Rutte, on October 3. Rutte travelled to Ukraine within days of assuming the role to reiterate the continuation of the alliance’s support. But as symbolically important as this was, he merely confirmed what had already been agreed rather than announcing anything new.

    The EU did marginally better. On October 10 it was announced the bloc was set to extend the training programme for Ukrainian troops until the end of 2026. The mission was launched in November 2022 and has trained some 60,000 troops to date. That’s about half of all Ukrainian soldiers trained abroad – and three times the number who received training from the US.

    The EU’s overall aid to Ukraine now stands at €162 billion since the beginning of the war in 2022, compared to €84 billion from the US. Two-thirds of US aid is military in nature, and with almost €57 billion to date, it dwarfs the contributions by Germany and the UK, the two next-largest donors with around €10 billion each.

    These are impressive numbers and there can be no doubt that Ukraine would have lost this war long ago without support from its western allies. Yet, the fact is that what Ukraine’s western partners currently provide is barely enough to prevent a Ukrainian defeat, let alone enable Ukraine to implement its victory plan.

    Vladimir Putin has consistently raised his country’s war effort to meet any challenges presented over the course of the conflict. Unless the west doubles down on its support to allow Kyiv to do the same, not only will Ukraine not win this war, it is in serious danger of losing it.

    The high-level meeting planned for Ramstein would have been the opportunity for the west to change gear decisively. Ukraine can only hope that its postponement, rather than outright cancellation, means its allies may yet step up to the plate.

  • MIL-OSI USA: FACT SHEET: Biden-⁠ Harris Administration Continues Recovery Efforts in North Carolina Following Hurricane  Helene

    Following Hurricane Helene’s devastating impacts across the Southeast and Appalachia, the Biden-Harris Administration continues its robust Federal efforts to help communities recover and rebuild. The storm heavily impacted North Carolina, where the Administration continues to surge resources and assist families, business owners, farmers, and other impacted communities receive the support and assistance they need and deserve.
    Federal disaster assistance for Hurricane Helene survivors has surpassed $474 million – including more than $86 million in housing and other types of assistance for survivors in North Carolina. Survivors can register for assistance at one of three Disaster Recovery Centers in Caldwell, McDowell, and Buncombe Counties, or on disasterassistance.gov, by calling 1-800-621-3362, or via the FEMA app.
    The Department of Defense continues to support search-and-rescue operations, route clearance, and commodities distribution across western North Carolina with 1,500 active-duty troops. The Department of Defense is also employing additional capabilities to assist with increasing situational awareness across the remote terrain of Western North Carolina. The Army Corps of Engineers continues missions supporting debris removal, temporary emergency power installation, infrastructure and water and wastewater assessments, and technical assistance. Over 2,000 North Carolina National Guard personnel along with over 200 Guardsmen from 15 States are conducting response operations in western North Carolina.
    As response efforts continue in North Carolina, more than 1,250 FEMA staff remain on the ground, with more arriving daily. Nearly 400 Urban Search and Rescue personnel remain in the field helping people. These teams have rescued or supported over 3,200 survivors to date.  
    Power has been restored to more than approximately 96 percent of customers, as a result of 10,000 utility personnel working around the clock. Cellular restoration also continues to improve, with more than 93 percent of cellular sites in service. FEMA is boosting response coordination by providing 40 Starlink units to ensure first responders can communicate with each other.
    Commodity distribution, mass feeding, and hydration operations continue in areas of western North Carolina. FEMA continues to send commodity shipments and voluntary organizations are supporting feeding operations with bulk food and water deliveries coming via truck and aircraft. Mobile feeding operations are reaching survivors in heavily impacted areas, including three mass feeding sites in Buncombe, McDowell and Watauga counties. The Salvation Army has 20 mobile feeding units supporting this massive operation and has provided emotional and spiritual care to survivors. To date, the American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage.
    Additional recovery efforts in North Carolina include:
    Supporting Infrastructure Recovery
    As part of the robust, whole-of-government response to Hurricane Helene, the U.S. Department of Transportation is supporting response and recovery efforts in impacted communities in North Carolina. DOT personnel are on the ground in multiple locations of the state.
    On October 5, the Department of Transportation’s Federal Highway Administration (FHWA) announced $100 million in Quick Release Emergency Relief funding to support North Carolina. The funding helps pay for the costs of immediate emergency work resulting from Hurricane Helene flood damage. Additional funding will flow to affected communities from the Emergency Relief program.
    FHWA worked closely with North Carolina and other federal agencies to assess infrastructure damage, including supporting hundreds of bridge inspections and other critical infrastructure assessments across the Southeast. On October 8, FHWA Acting Administrator Kristin White visited the region with Governor Roy Cooper, North Carolina Department of Transportation Secretary Joey Hopkins and other federal, state and local officials and got a first-hand look at impacts from the storm and recovery efforts.   
    The Federal Aviation Administration (FAA) continues to work with partners in affected parts of North Carolina and Tennessee, as the national airspace steadily returned to normal operations.
    The FAA Air Traffic Organization Technical Operations Team is on-site and leading communications restoration efforts at air traffic facilities. FAA also supported the North Carolina Air National Guard by providing advisory services at Rutherford County Airport and Avery County Airport.
    The FAA worked with state and local governments, critical infrastructure owners and operators, and first responders to enable drones to support response and recovery. The FAA granted permission to allow Wing to temporarily conduct beyond visual line of sight drone package deliveries for Walmart’s pharmacy in western North Carolina, delivering essential items including prescription medicine, medical supplies, and medical equipment to hard-to-reach locations.
    Additionally, President Biden’s approval of a Presidential Emergency Declaration for North Carolina affords the state a period of emergency regulatory relief from Federal Motor Carrier Safety regulations, including flexibility around driving time for property- and passenger-carrying vehicles. This allows truck drivers to get essential supplies to affected areas in North Carolina. It may also provide opportunities for motorcoach buses to deliver relief teams to response locations and allow for the transport and evacuation of residents.
    On October 10, Environmental Protection Agency (EPA) Administrator Michael Regan joined Governor Cooper, Senator Tillis, Congressman Edwards and local officials to assess federal and state recovery efforts in response to Hurricane Helene. EPA and its state partners have made significant progress bringing drinking water and wastewater systems back online, including restoring service to more than 75 drinking water systems that serve approximately 260,000 people in the Asheville area. EPA is also providing technical assistance and drinking water testing to systems and private drinking water well owners across the Asheville area through their Mobile Drinking Water lab – giving residents clear data and confidence that their water is safe to drink. The lab is capable of testing 100 samples per day. Water utilities and private well owners must request sampling services through their local health departments. EPA will remain on the ground in North Carolina helping area residents as long as their assistance is needed.  
    The Department of Energy’s Energy Response Organization remains activated to respond to storm impacts, and responders remain deployed to FEMA regional response coordination centers. Via the Electricity Sub-Sector Coordinating Council and Oil and Natural Gas Sub-Sector Coordinating Council, the Department of Energy has been coordinating continuously with energy sector partners on the ongoing Hurricane Helene response. As noted above, there are 10,000 line workers supporting power restoration efforts.
    The National Oceanic and Atmospheric Administration continues to support post-disaster imagery flights following Hurricane Helene, already totaling over 68 flight hours during 20 flights, including over western North Carolina. This imagery not only supports FEMA and the broader response community, but the public at large.
    Providing Financial Flexibilities to Homeowners and Taxpayers
    The U.S. Department of Housing and Urban Development (HUD) is providing a 90-day moratorium on foreclosures of mortgages insured by the Federal Housing Administration (FHA) as well as foreclosures of mortgages to Native American borrowers guaranteed under the Section 184 Indian Home Loan Guarantee program. Additionally, affected homeowners that have mortgages through Government-Sponsored Enterprises – including Fannie Mae and Freddie Mac – and the FHA are eligible to suspend their mortgage payments through a forbearance plan for up to 12 months.
    HUD announced $3 million for the State of North Carolina to support people experiencing homelessness in communities impacted by Hurricane Helene. Funding from the Rapid Unsheltered Survivor Housing program will help residents and families who are experiencing or at risk of homelessness and have needs that are not otherwise served or fully met by existing Federal disaster relief programs.
    This summer, HUD launched a new streamlined process for requesting additional flexibility on existing grants after a disaster is declared. Recipients of annual HUD funding – including in North Carolina – may request waivers to unlock and accelerate the use of their funding for disaster response and recovery. With the updated waiver process, HUD is proactively issuing maximum flexibility to communities impacted by disasters. These flexibilities will expedite the recovery process, reduce administrative burden, and allow impacted jurisdictions to quickly tailor programs and activities to address the post disaster needs of their communities. The Disaster Assistance and Recovery Team within HUD’s Office of Housing Counseling continues to conduct focused meetings with housing counseling agencies in each state impacted by these disasters to discuss their unique response and recovery challenges and identify resources available to assist.
    The Internal Revenue Service announced disaster tax relief for all individuals and businesses affected by Hurricane Helene in North Carolina. North Carolina taxpayers now have until May 1, 2025, to file various federal individual and business tax returns and make tax payments.
    Protecting Public Health
    The U.S. Department of Health and Human Services (HHS) declared a Public Health Emergency for North Carolina to address the health impacts of Hurricane Helene. HHS’s Administration for Strategic Preparedness and Response (ASPR) continues to provide medical support for Hurricane Helene, predominantly onsite in North Carolina. These ASPR personnel are deployed to support Hurricane Helene response operations, which include four Disaster Medical Assistance Teams and personnel from a Disaster Mortuary Operational Response Team (DMORT) in North Carolina. ASPR Health and Medical Task Forces and ASPR Disaster Medical Assistance Teams from the National Disaster Medical System are providing 24-hour surge support to three hospitals: Mission Hospital in Asheville, Blue Ridge Regional Hospital in Spruce Pine, and Caldwell Memorial in Lenoir. To date, ASPR teams have seen nearly 1000 patients. ASPR will continue to work with federal, state, and local partners to prioritize medical assistance to other areas affected by Hurricane Helene as required and requested.  
    Supporting Workers and Worker Safety
    Working alongside the Department of Labor, the States of North Carolina has announced that eligible workers can receive federal Disaster Unemployment Assistance to compensate for income lost directly resulting from Hurricane Helene. And, through the Department of Labor’s innovative partnership with the U.S. Postal Service, displaced workers in North Carolina can now go to the post office in any other state and verify their ID for purposes of getting their benefits quickly.
    Supporting Farmers and Agriculture
    The U.S. Department of Agriculture (USDA) has put contingency plans and program flexibilities into place to ensure farmers, foresters and communities are able to get the support they need, such as by extending program signup opportunities, expediting crop insurance payments, and using waivers and emergency procedures to expedite recovery efforts on working lands. USDA’s Food and Nutrition Service has issued flexibilities and waivers for North Carolina to ensure that food and nutritional assistance reaches those in need as soon as possible. In North Carolina, waivers have been issued to increase access to WIC products, replace benefits through Summer EBT, allow the purchase of hot foods through SNAP, and more.
    Additionally, USDA is currently coordinating over 200 staff on the ground in North Carolina, including saw support teams and emergency road clearance teams, to help clear trees and debris, including in Waterville, Marion, Newton, and Weaverville.
    Supporting Students and Student Loan Borrowers
    The Department of Education has offered technical assistance to states and local educational agencies to support recovery efforts and shared critical resources, including those developed by other federal agencies and organizations, to support restoring the teaching and learning environment.
    The Department’s office of Federal Student Aid (FSA) has flexibilities that are automatically available to affected institutions of higher education to help their continued management of the federal student aid programs. These flexibilities help schools if they need to adjust their academic calendars, such as due to unexpected closures, and also help students who may need to take a leave of absence. The flexibilities also help students avoid reductions in their federal aid due to any state or federal disaster assistance provided. FSA will also work with affected institutions that need help on other areas, such as paying credit balances. FSA has communicated with schools located in the areas impacted by Hurricane Helene. Those communications included existing Department guidance about how natural disasters impact schools and their administration of financial aid, resources, and links to FEMA disaster aid information. FSA’s communications also included a way for schools to share more information about the disaster impact on their campus and submit questions about administrative relief and flexibilities.
    The Department is ensuring affected borrowers in areas impacted by the hurricanes can focus on their critical needs without needing to worry about missing their student loan payments. Direct Loan borrowers and federally-serviced FFEL borrowers in the affected area who miss their payments will be automatically placed into a natural disaster forbearance. During forbearance, payments are temporarily postponed or reduced, and interest is still charged. Thanks to regulations issued by the Biden-Harris Administration, months in this forbearance will count toward PSLF and IDR forgiveness. Direct Loan and federally serviced FEEL borrowers are not required to take an action but have the option to call their servicer if they wish to enroll in the forbearance proactively. Perkins loan borrowers should contact their loan holder to request natural disaster forbearance. 
    Continuing to Survey Data
    The Department of the Interior’s U.S. Geological Survey (USGS) continues working to measure river levels and flow, and repair streamgages that transmit critical data. USGS crews continue working to determine the extent of flooding by surveying for high-water marks. These flood-peak data and high-water marks are used to determine flood frequency and are critical in the design of infrastructure and in determining flood plain boundaries. USGS stood up a landslide response team that now includes 32 USGS scientists, 19 of which ware mapping landslides, to provide technical assistance to the North Carolina Geological Survey and Tennessee Geological Survey. Their work includes reconnaissance using satellite imagery, flights, and on-the-ground assessments to map landslides.

  • MIL-OSI USA: Remarks by President  Biden on the Response to Hurricane Milton | St. Pete Beach,  FL

    THE PRESIDENT:  Hello, folks. 
    I just met a number of the homeowners, been wiped out, and the — everything from the Coast Guard to the fire department.  It’s a hell of a deal.
    I’m here in Florida for the second time in two weeks and — to survey the damage from another catastrophic storm: Hurricane Milton.  Thankfully, the storm’s impact was not as cataclysmic as had — we had predicted.  But on top of two [one] before it, it just keeps s- — seem we got to get — getting worse. 
    And bu- — you know, but for some individuals, it was cataclysmic — all those folks who not only lost their homes but, more importantly, those folks who lost their lives, lost family members, lost all their personal belongings.  Entire neighborhoods were flooded, and millions — millions were without power.
    Earlier this morning, I did an aerial tour of Saint Petersburg and the battered coastline.  I flew over Tropicana Field and — where the Tampa Bays play — Rays play, and the roof was almost completely off.  But thank God not many people were injured.
    I spoke with first responders who’ve been working around the clock.  I also met with small-business owners here and homeowners who’ve taken a real beating — these back-to-back storms.  And they’re heartbroken and exhausted, and their expenses are piling up.
    And I know from experience how devastating it is to lose your home.  Several years ago, my home was struck by lightning.  It didn’t all burn down, but we were out of the home for seven months while it was being repaired.  The thing I was most concerned about was not just the home; it was all those things, all those — all those pictures I saved, my — and my daughter had drawn when she was little, all the — all the family photographs, all the albums, all the things that really matter.  
    Folks, the — the fact is that when you lose your wedding ring and the old photos of your children, family keepsakes, things that can’t be replaced — but sometimes, from my own experience, that’s the part that hurts the most.
    And I’m standing next to the mayor of Pete’s Beach and the Chairwoman Peters.  Both their homes were damaged in Hurricane Milton.  The mayor’s home flooded, family vehicles washed away.  The county chair’s home had experienced significant damage in the past two storms previous.  They just finished rebuilding and settling back in, and now they have to do it all over again.   
    Both their families lost precious personal belongings, but they’ve stepped up not only to look out for themselves but to help other families, help their neighbors.  You know, that’s the resilience of the people of West Florida.
    And I want to thank them and all the public officials who suffered consequential losses because of the storm but who are out there doing things to help other people who had serious losses.  It matters.  The American people should know the sacrifices they’re making.
    You know, they’ve been steadfast partners as well.  We’ve been in frequent contact.
    And it’s in moments like this we come together to take care of each other, not as Democrats or Republicans but as Americans — Americans who need help and Americans who would help you if you were in the same situation.  We are one United States — one Unites States.
    I also came here to talk about all the progress we have made together.  This is a whole-of-government effort, from state and local to FEMA to U.S. Coast Guard, Army Corps of Engineers, the Energy Department, Environmental Protection Agency, Department of Defense, just to name a few.
    FEMA has delivered 1.2 million meals, over 300,000 liters of water, 2 million gallons of fuel.  And so far, we’ve installed 100 satellite terminals to restore communications in impacted areas so families can ton- — contact their loved ones to be sure everything is okay and be able to reach out for help as well.
    Speaking of help, so far, we’ve opened 10 disaster recovery centers in Florida, with more to come, so people can have one stop to meet with officials, get the federal help they’re entitled to that’s available to them, such as direct, immediate financial aid and no [low-]interest payment loans, mortgage relief, and so much more.

    Yesterday, after I signed the major disaster declaration, more than 250,000 Floridians registered for help — 250,000 — the most in sin- — any — a single day ever in the history of this country — 250,000.
    I know you’re concerned about the debris removal, and it’s obvious why.  We’re prioritizing debris removal and working with the state and local partners to clear roads, to get wreckage into — of the two hurricanes off properties, and so more folks can return home and businesses can receive much-needed deliveries of food, fuel, medicine, and other essentials.  That’s a priority for me.
    Power has also been restored to over 2 million people in a matter of days.  And thanks to tens of thousands of power workers from 43 states and Canada working nonstop, even more people will have more power restored soon. 
    Today, I’m proud to announce $612 million to six new cutting-edge projects to support communities impacted by Hurricane Helene and Milton.  That includes $47 million for Gainesville Regional Utilities and another $47 million for Florida Power & Light.
    This funding will not only restore power, but it’ll make the region’s power system stronger and more capable and reduce the frequency and duration of power outages while extreme weather events become more frequent. 
    In fact, we’ve been able to restore power quicker because of critical infrastructure investments were made both when I was vice president and president to harden the grid.  For folks at home, “the grid” means the electrical power system that transmits energy from the — where it’s produced in a power plant to where it’s used in homes and businesses. 
    We’ve been hardening the grid, like b- — like burying transmission lines underground, replacing wood power poles with concrete or composite poles so they don’t snap in the wind.
    Energy Secretary Granholm is here with me today leading this effort, and she’ll tell you more about it and other cutting-edge technologies on the grid in a moment.
    Let me close with this.  I’m here to porsonally — personally say thank you to the brave first responders — and I don’t want to underestimate that — brave first responders, men and women in uniform, utility workers.  (Inaudible) look at the number that showed up from around the country — from Canada — California, Nebraska, all over the country — to come here to help. 
    Men and women in uniform, as I said; health care personnel; neighbors helping neighbors; and so many more people.  This is all a team effort, folks.  You made a big difference.  And it’s saved lives.
    But there’s much more to do, and we’re going to do everything we can to get power back into your homes, not only helping you recover but to help you build back stronger.
